He also said the two sides have agreed to resume discussions on the Bilateral Investment Treaty. The proposed pact is aimed at protecting investments between the two nations. The Modi-government, which assumed power in May 2014, has taken a slew of measures to attract foreign investments, including further liberalisation of FDI norms in the defence and insurance sectors. The government is also taking steps toward making in easier to do business in India.

The manner in which the state unit hoodwinked the central leadership by awarding ticket to Smita Wagh and denying the same to its more seasoned, well-known party spokesperson Madhav Bhandari points fingers towards the resurfacing of the caste war within the BJP. Bhandari, a brahmin like Chief Minister Devendra Fadnavis, was bit too much to handle for the Maratha and Other Backward Class (OBC) leadership led by state president Raosaheb Danve, Eknath Khadse and others. However, their act of denying the rightful
projects down the throat of Brihanmumbai Municipal Corporation (BMC). Like in the run-up to the recently held Assembly elections where Aditya Thackeray talking to much senior BJP in-charge O P Mathur was not taken kindly by the BJP. enior NCP leader Praful Patel today sought to make light of speculation on social media about his "joining"
BJP. "I will talk about my decisions. My decisions are not communicated through WhatsApp," Patel told reporters in his native district Gondia, when asked about talk on WhatsApp groups that he is on his way to join BJP. "It is not alright that I should comment on discussions on WhatsApp," the former Civil Aviation minister said. "I am a responsible person. I will announce my decisions in my own way,
whatever the decisions may be," Patel said. Patel's remarks come amid reports that senior NCP leader from Navi Mumbai Ganesh Naik may quit the party to join either BJP or Shiv Sena. On Wednesday, state NCP president Sunil Tatkare entrusted organisational responsibility of Thane and Palghar districts to MLA Jitendra Awhad. Mumbai’s suburban railway accidents claimed 9 lives a day in 2014 A
n average of nine persons lost their lives daily due to accidents, suicides or natural deaths while on the move in suburban Mumbai Railway, the lifeline of the country's financial capital in 2015. The data of 'Accidental Deaths - Year 2014' available with the Government Railway Police (GRP) states 2,221 deaths occurred on Central Railway (CR) network and 1,202 fatalities on the Western Railway (WR). The number of injured was 2,062 on the CR and 1,237 on the WR, the total of which comes to 3,299 last year. This means on an average eight passengers suffered injuries daily. In 2013, a total 83 more accidental deaths were reported along the 474.66 km long railway route in comparison with the year 2014. The number of injured was 2062 on the CR and 1256 on the WR. Rail activists have dubbed the suburban railway network as a 'silent killer' due to the alarming number of deaths and injuries on tracks, saying the lifeline is proving to be a "virtual death trap". GRP Commissioner Ravindra Singhal admits there is a need for introspection by the railway authorities and police. "I do agree that the figure is worrying. There is a need to improve infrastructure by constructing more Foot Over Bridges (FOB), manning railway cross gates, building more safety walls. Besides, the most important thing is sensitising the passengers that how seriously change their lives if they do not follow safety norms." Central Railway spokesperson A K Singh laid emphasis on creating awareness among the commuters. "Commuters do not use available FOBs risking their lives. We have constructed
boundary walls at major junctions. We are doing everything best we could do to better our service," Singh claimed. Kalyan railway police station jurisdiction, with 849 fatalities, topped the accidental death chart followed by Kurla Railway Police which recorded 681 deaths in 2014. In 2013 too, Kalyan railway police jurisdiction witnessed 815 deaths while Kurla saw 747 fatalities. The causes of the deaths are many. Maximum number of commuters lost their lives while crossing railway tracks with the figure being 1,912 followed by passengers falling from moving trains with 797 such cases reported. As many as 34 passengers died due to fall in the gap between platform and trains
while 11 died after being hit by a pole while the train was on the move. Scores died due to illness while travelling in trains. 'Natural death due to illness' accounts for 468 cases. As many as 33 people have committed suicide. If a passenger dies on a train while travelling, an 'Accidental Death Case' is usually registered by the railway police stations, even if it later turns out that the person died of ill health. Rajiv Singhal, a rail activist, blames administrative lapses for the passenger deaths. "These incidents should be seen more seriously than terrorism. Suburban rail network has been neglected since long. It needs urgent attention," said Rajiv, who is also a member of Divisional Railway Users Consultative
Committee (DRUCC), which works for welfare of passengers. Another rail activist Shailesh Goyal said passengers have exceeded the railway capacity and the network was not in a position to accommodate any more commuters. "Its capacity needs to be strengthened, besides creating awareness among the commuters. Need to build infrastructure so that passengers do not cross the tracks. Otherwise the Railway will continue to lay its death traps," he said. He suggested that there should be emergency medical centres at main railway junctions such as Dadar, Virar, Mumbai central, Kurla and Kalyan among others so that the injured can be treated at the earliest after an accident. D
espite the differences and cold war between India and Pakistan, the citizens still wish that the two countries were one. Abdus Salaam (13) from Pakistan recently underwent a successful cancer operation saving his right hand at the Nanavati Hospital on January 10. However, it took more than 45 days for Abdus Salaam to reach Mumbai. This child and his father who will leave for Pakistan on Monday is all praises for the doctors at Nanavati Hospital and wish to return to India soon.

I'm so happy that I came to Mumbai and got the right treatment soon,” he told the ADC. Abdus Salaam's father, Husain, runs a plastic shop in Faisalabad. He had to sell his personal items and take a loan in order to get the operation done. “Every parent does things for their children, I was ready to spend but I had no idea where I had to go, and then a relative directed me to Nanavati Hospital and I'm glad that I came to India, like anybody even I had questions in my mind before coming to the country and was not sure about the doctors. However, I decided to take the risk as nothing was happening in Pakistan and I'm very happy with the result.” Husain further said, “I want to thank the whole team of doctors at Nanavati Cancer Centre for helping me. I would strongly say that there is no difference between the people of Pakistan and India, they speak the same lan-

However, the kid had already got his chemotheraphy done so that was a positive thing and we directly went on to operate him. The operation was complex and took five and half hours. In fact, it was only a game played by Regus to take the property away from Marie Gold into their hands maliciously. Based on this business plan Marie Gold refurbished the premises as per the specifications given by Regus by spending approximately Rs 8 crores. After taking over possession, Regus completely failed to meet the promised targets or even come close to meeting the projections made by them, which shows a total failure on the part of Regus to fulfill its obligations to Marie Gold. Even if the business centre was running at 100 per cent occupancy, the projections of cash under the business plan were totally and completely impossible to achieve and were impracticable. Thus, on account of the wrongful, illegal actions of Regus, Marie has suffered wrongful losses to the tune of Rs 26.54 crores.” Advocate Pathan further added, “Thus being aggrieved, cheated, defrauded, and dispossessed by their property, Marie Gold lodged a complaint with the Economic Offences Wing (EOW) and thereafter before the Additional Chief Metropolitan Magistrate Court at Esplanade. wo weeks ago, the University of Mumbai directed colleges affiliated with it to conduct their own separate convocation ceremonies, which was earlier conducted by the university for all its final years degree students together. The university has directed its colleges to conduct the convocation either on January 24 or February 2. This direction, however, has caused many clashes in various individual programmes organised by these colleges, including the evaluation of internal class tests. This clash of the annual day, convocation ceremony and the internal test assessment has messed up the schedule for many colleges. Most colleges celebrate their annual day by the end of January or the first week of February. But the new convocation dates are making this difficult. Colleges which have finished with their 20 marks internal test, now have to spend some time evaluating the papers. However, the deadline for submission of these tests clashes with the con-

More than 30,000 cops for R-Day By Zuber Ansari

fter the high alert call has been sounded for the celebration of the 66th Republic Day, the city police will deploy more than 30,000 police personnel on the road to tackle any untoward incident. At least 1,500 additional policemen have been deployed to Shivaji Park where the celebrations will take place. The city has been witnessing visits from highprofile politicians for the past few days, causing the police to set up additional inspection points in railway stations and arterial roads. A sniffer dog team has also been deployed. he Vakola Police has launched a manhunt for a 17-year-old school-going boy for allegedly making obscene MMS of a minor girl living in his neighbourhood. He has allegedly circulated these videos across social networking sites. The boy is reported to have used his mobile phone to make a video of his neighbour's unsuspecting minor girl while she was taking bath. According to Vakola Police station sources, the boy, being the victim's neighbhour, he was quite aware her daily bathing routine. made other clippings too. The mobile phone used to make the videos is yet to be recovered. The accused is booked under various sections like Prevention of Children from Sexual Offense Act and IT sections.

Total cooperation between India and the US ou could see it on camera: There Y was rapport between President Obama and Mr. Narendra Modi as they shook hands repeatedly and for a long while. It was clear they were serious about concluding important deals. There was no longer any suspicion or reservation of any kind. Later they held a joint press conference. On the very day, Obama arrived in Delhi, the nuclear deal was sealed. And they took no time at all to make their decision public at a joint press conference. Apparently, all the delas the U.S. and India were to make, were decided up on ealier — before Obama arrived. What is to be noted is that the nuclear deal was being stalled for as many as seven years. The UPA government was not able to conclude the deal with the Obama government. There were quite a few clauses which the U.S. had proposed which were not acceptable to that government. Yesterday, both agreed to withdraw all controversial clauses. The deals bring India and the United States closer than ever before. It would be apt to suggest that between the two countries, a new chapter has begun. There is clear evidence of mutual trust and a desire for mutual cooperation. Both the countries have opened their doors wide and have decided to work towards escalating trade ties. The United States and India have become close allies. Mr. Narendra Modi who was denied a visa to the U.S. is now being hailed as a close friend. It can be expected that the two countries will be together in peace and if necessary war too.

EVER mind what happens to N Srinivasan, the boss of Indian cricket. What should happen to him every cricket lover on the planet knows. But if Srinivsan remains oblivious to the obvious it is because he is only aping what others under similar circumstances in other walks of life generally do. For, brazening out a scandal is the norm not the exception. The lord and master of Indian cricket will draw solace from the narrow reading of the Supreme Court verdict. Since he has not been specifically indicted, you can bet he will maneuver wildly to retain control, directly if possible, indirectly through proxies, otherwise. Board of Control for Cricket in India, you see, is a cosy club of self-promoting operators who protect one another’s back from those barred from gaining entry into its hallowed precincts. Lest you think this column is about cricket, it is not. Far from it. But it is about the fact that we are such a rotten people that we tolerate the worst in our leaders from every walk of life, from every conceivable profession. We tend to single out politicians for venting our moral spleen but the truth is that the rot is so deep-seated, so widespread that no one, just no one, is unaffected. As they say, is hamam mein sab nange hain. And, please note, politicians are obliged to make themselves accountable every five years but crooks in all other walks of life are under no such obligation. Celebrated names in the world of sport can be often found doing dirty deals. A much-lionised cricket captain not long ago saved his skin in a betting scandal using the services of a fixers’ fixer from the media. Another cricket great was found stashing away illicit foreign currency in his locker in a famous Mumbai club. A billiard champion, who is a Padma awardee to boot, is said to be entangled in a get-rich-quick pyramid scheme. One can go on and on but suffice to say that it is unfair to blame the politicians alone for the moral rot. We are all in it. There is no facet of Indian life which is free from the taint of greed and corruption. Please remember, on this Republic Day, that one of our most popular godmen who has his ashrams all across the country is cooling his heels in jail for allegedly raping one of his young devotees. Also, remember that another godman who styles himself as the embodiment of various religions has been bitten by the acting bug and can be seen preening himself in five-star hotels as a B-Grade actor complete with his retinue of fans and hangers-on. Having been reduced to a saleable commodity, god is being sold cheap by charlatans who administer barfi and jalebis to the gullible for healing diabetes. Sixty-six years after the founding of the Republic, we, the people, have degenerated further into the moral abyss than at anytime before. We, the people, now stand committed to make money by all means fair or foul, but mostly foul. To get back to Srinivasan. Even if he decides to cut his losses and leave BCCI well alone, do you think the next guy who will replace him will be lily-white. No, sir. Jaggu Dalmia and Sharad Pawar, as per reports, are waiting in the wings to take over from the beleaguered Srini. Every cricket fan knows full well the exploits of Dalmia and Pawar. When last in trouble, Jaggu Dada had relied on the same fixers’ fixer we mentioned above to get help from people in the Vajpayee Government. Dalmia somehow weathered the crisis and is now ready to bounce back as the commander-in-chief of Indian cricket. Poor cricket fans seem condemned to suffer one unscrupulous boss or the other presiding over the destiny of the only passion they seem to have in their otherwise dreary lives. The solitary mass sport in India which has bestowed immense riches on a handful of cricketers has

been let down both by its managers as well as some of its top players. Srini was already a billionaire when he came to manage Indian cricket and probably was in cricket for personal glory. But some of the marquee players who did not know where their next meal would come from till they became huge sporting stars too were sucked into the money-making racket, cutting moral and legal corners despite being paid handsomely for doing the only thing they know, that is, play cricket. Rich or poor, unless you have the strength of character, that moral fiber which is in such short supply these days, you are prone to behave in a most despicable manner. Greed for money trumps all our moral values so much so even those who ought to know better get tempted. An editor arranges a real estate deal using the services of a powerful minister who had a free run of his newspaper. And, presto, pockets some 30-odd crores as what in the lay person’s vocabulary can only be described as ‘dalali.’ Really, what have we come to? What have we made of ourselves as a people, falling so low in the moral and legal sweepstakes that even

The case of Bedi is somewhat different. Asked to react to the decision of the BJP to nominate her as its chief ministerial candidate, she told television channels that in her view the party had done the right thing. A less arrogant politician would have said she was grateful to the party and would do her best to measure up to their expectations. But Bedi, believing she is god’s gift to humankind, showed no gratitude, merely patting the party for doing the right thing by handing over chief ministry to her on a platter. In her favour, it could be said at least she was not a hypocrite.

Now that he is unlikely to be able to cling to the top post in the BCCI, can we expect someone other than Pawar or Dalmia as his successor? How about Rajiv Shukla? Our vote is for him. At least, being a new broom this genial journalist-turned-politician will try and sweep better the muck that has piled up in the august chambers of the richest cricketing body in the world.

The BJP and the Congress too have promised to cut drastically the current power tariff. But no one has explained how they intend doing it. In fact, if Kejriwal’s promises about free water, power at fifty percent of the current rates, 1,550 new schools, 20-odd new colleges, multiple primary health centers in every Assembly constituency and, above all, drastic reduction in VAT is to be implemented, he will have to set up a new mint to print currency notes in the national capital. He probably thinks people in slums and jhuggis lack the minimum commonsense to realise that his promises are Bogus, yes, with a capital B.

n a departure from protocol, Narendra Modi yesterday received US President Barack Obama at the airport in New Delhi, becoming the second Indian Prime Minister after Manmohan Singh to extend this special gesture to Obama. The Indian Prime Minister receiving the US head of state at airport is a reflection of the importance India attaches to its strategic ties with the global super power. Obama will be the first US President to grace the Republic Day parade as the Chief Guest today and the first American President to visit India twice. “Grateful for your extraordinary hospitality,” said Obama after being accorded ceremonial reception at the Rashtrapati Bhavan yesterday. Dressed in a dark blue suit, Obama was given a ceremonial inter-services Guard of Honour at the forecourt of the Rashtrapati Bhavan after being received by President Pranab Mukherjee. Forming a ring around his Cadillac 'the Beast', the guards escorted him to the central area of the redsand forecourt of the estate. The precinct of Rashtrapati Bhavan was decked up for the visiting Head of the State, who will be the first US President to be the Chief Guest at the Republic Day function tomorrow. The entire stretch from his hotel to the Rashtrapati Bhavan was swarming with security personnel and snipers positioned at roof tops who provided an unassailable ring of security around him. Upon his arrival at the forecourt, Obama was received by the President and Prime Minister Narendra Modi. He was escorted to the stage as the national anthems of the United States and India played in the background.

ILLIAN FLYNN’S Gone Girl became such a publishing sensation—and deservedly so— that one of her earlier books, Dark Placeshas pushed into the bestseller lists again. Like the calculative protagonist of Gone Girl, the main character in this book too has plenty to be angry about. When Libby Day was 7, her 15-year-old brother, Ben, killed their mother and two older sisters; she remained “the lone survivor of the Prairie Massacre” – a tabloid darling. The Days’ home life was far from ideal and the wretchedness seeped into her soul. “I have a meanness inside me, real as an organ.. I was raised feral, and I mostly stayed that way.” The charity hand-outs that kept her going all these years are running out, so she takes up an invitation to appear at the Kill Club, an underground cult that follows true crime cases, only to discover that these crazies believe Ben to be innocent and want her to help them prove it, when it was her testimony that sent him to prison. There’s money to be had, but also, 24 years later, Libby wants to dig to the truth. Flynn’s characters are so twisted, you are relieved that they live within the pages of her books. HE left me with three pieces of mail and a grin that was supposed to be optimistic. Three pieces, all looking like junk. Jim Jeffreys used to hand me bulging shoe boxes full of mail, most of them letters with checks inside. I'd sign the check over to him, and then the donor would receive a form letter in my blocky handwriting. "Thank you for your donation. It is people like you who let me look forward to a brighter future. Your truly, Libby Day." It really did say "your" truly, a misspelling that Jim Jeffreys thought people would find poignant. But the shoe boxes of donations were gone, and I was left with a mere three letters and the rest of the night to kill. I headed back home, several cars blinking their headlights at me until I realized I was driving dark. Kansas City's skyline glimmered to the east, a modest, mid-rise Monopoly scatter, radio towers spiking here and there. I tried to picture things I could do for money. Things that grown-ups did. I imagined myself in a nurse's cap, holding a thermometer; then in a snug blue cop's uniform, escorting a child across the street; then wearing pearls and a floral apron, getting dinner ready for my hubby. That's how screwed up you are, I thought. Your idea of adulthood still comes from picturebooks. And even as I was thinking it, I saw myself writing ABCs on a chalkboard in front of bright-eyed first graders.

Why do elephants have trunks? Because they’d look funny with glove compartments. WHEN we got to the zoo, I raced along the paths until I found myself standing in front of Morganetta the elephant. Who looked nothing like what I had imagined. This was not the majestic animal featured on my Time Life card, or in the books I had studied. For one thing, she was chained to a giant concrete block in the center of her enclosure, so that she couldn’t walk very far in any direction. There were sores on her hind legs from the shackles. She was missing one eye, and she wouldn’t look at me with the other. I was just another person who had come to stare at her, in her prison. My mother was stunned by her condition, too. She flagged down a zookeeper, who said that Morganetta had once been in local parades, and had done stunts like competing against undergrads in a tug-o’-war at a nearby school, but that she had gotten unpredictable and violent in her old age. She’d lashed out at visitors with her trunk if they came too close to her cage. She had broken a caregiver’s wrist. I started to cry. My mother bundled me back to the car for the four-hour drive home, although we had only been at the zoo for ten minutes. “Can’t we help her?” I asked. This is how, at age nine, I became an elephant advocate. After a trip to the library, I sat down at my kitchen table, and I wrote to the mayor of Springfield, Massachusetts, asking him to give Morganetta more space, and more freedom. He didn’t just write me back. He sent his response to The Boston Globe, which published it, and then a reporter called to do a story on the nine-year-old who had convinced the mayor to move Morganetta into the much larger buffalo enclosure at the zoo. I was given a special Concerned Citizen award at my elementary school assembly. I was invited back to the zoo for the grand opening to cut the red ribbon with the mayor. Flashbulbs went off in my face, blinding me, as Morganetta roamed behind us. This time, she looked at me with her good eye. And I knew, I just knew, she was still miserable. The things that had happened to her—the chains and the shackles, the cage and the beatings, maybe even the memory of the moment she was taken out of Africa—all that was still with her in that buffalo enclosure, and it took up all the extra space. For the record, Mayor Dimauro did continue to try to make life better for Morganetta. In 1979, after the demise of Forest Park’s resident polar bear, the facility closed and Morganetta was moved to the Los Angeles Zoo. Her home there was much bigger. It had a pool, and toys, and two older elephants. If I knew back then what I know now, I could have told the mayor that just sticking elephants in proximity with others does not mean they will form friendships. Elephants are as unique in their personali- ties as humans are, and just as you would not assume that two random humans would become close friends, you should not assume that two elephants will bond simply because they are both elephants. Morganetta continued to spiral deeper into depression, losing weight and deteriorating. Approximately one year after she arrived in L.A., she was found dead in the bottom of the enclosure’s pool. The moral of this story is that sometimes, you can attempt to make all the difference in the world, and it still is like trying to stem the tide with a sieve. The moral of this story is that no matter how much we try, no matter how much we want it . . . some stories just don’t have a happy ending.
I tried to come up with realistic occupations-something with computers. Data entry, wasn't that some sort of job? Customer service, maybe? I'd seen a movie once where a woman walked dogs for a living, dressed in overalls and sweater sets and always holding flowers, the dogs slobbery and loving. I didn't like dogs, though, they scared me. I finally thought, of course, about farming. Our family had been farmers for a century, right down to my mom, until Ben killed her off. Then the farm got sold. I wouldn't know how to farm anyway. I have memories of the place: Ben mucking through the cold spring mud, swatting calves out of his way; my mom's rough hands digging into the cherry-colored pellets that would blossom into milo; the squeals of Michelle and Debby jumping on haybales in the barn. "It itches!" Debby would always complain, and then jump in again. I can never dwell in these thoughts. I've labeled the memories as if they were a particularly dangerous region: Darkplace. Linger too long in an image of my mom trying to jury-rig the blasted coffeemaker again or of Michelle dancing around in her jersey nightgown, tube socks pulled up to her knees, and my mind would jerk into Darkplace. Maniacal smears of bright red sound in the night. That inevitable, rhythmic axe, moving as mechanically as if it were chopping wood. Shotgun blasts in a small hallway. The panicked, jaybird cries of my mother, still trying to save her kids with half her head gone. What does an administrative assistant do? I wondered.

TV TATTLE ‘Roadies’ is back
After eleven glorious years of adventure and drama, MTV is back with an all-new adrenalin-fuelled season of 'Roadies'. In its twelfth season, MTV 'Hero Roadies X2' is set to shake things up as it brings on board a whole new legion of gang leaders to join the original roadie Rannvijay Singh. The new gang leaders are Olympic medalist and boxer Vijender Singh, the charming television heartthrob Karan Kundra and the ruthless 'Dhoom' girl Esha Deol. It's been on air since January 24 and will air every Saturday at 7 pm on MTV. Each ‘gang leader’ – Rannvijay, Vijender, Karan and Esha – will pick five participants for their own gangs. These gangs and the gang leaders will then compete against each other through a series of tasks to eliminate each other from the show.

Naxalite policy must be recognised in all its dimensions

axalism, it is said, is the biggest threat to the country. When the UPA government was there, then too plans were being made to counter Naxalite and Maoist terror. Some ministers were in favour of military action. In fact, preparations were made even to send the army. Action was not taken for two reasons – One was that the army itself refused, averring that it will not fire bullets on its own countrymen, and the other was that members of Sonia Gandhi’s National Advisory Council (NAC) expressed their opinion against military action. Now the question is: why are there differences of perspective in solution to fight Naxalism? Who are those people who are not in favour of military action? Why is there such a difference in their perspectives? There are no two ways about it; Naxalism is a problem. It is a violent movement. Naxalites are fighting against the Indian Government and the state government. They want to bring change through violence. In 1991, they were limited to approximately 40 districts, but today, in 2015, they can be found spread in 270 districts. Maoist organisations don’t trust India’s democracy; they don’t trust the judiciary. They run their activities from inside jungles. They don’t attack openly. The government has banned all their organisations. The Home Ministry believes that Maoists have spread in 21 states. One of the problems is that their organisations, wherever they are active have got local support. The problem of Naxalism is generally
viewed in two ways. Some people believe it to be a problem of law and order. Their belief is that Naxalites, by spreading violence, are rebelling against the country and because of them development work is being hindered, because they protest against development works in remote areas. Alongside this, blame has also been put on Maoists for destabilising the country by taking help from Pakistan and China. That is why people who hold this viewpoint believe that it is a violent movement. Therefore its answer can be given only through military action. Such people want military action against Naxalites. Now there is another perspective opposite to this. Some people believe it to be a social
and economic problem. They believe that the trust of the local people in the government system has evaporated and is continuing to do so because the government has been unsuccessful in making basic services – facilities available in remote rural areas, has been unsuccessful in providing employment, no system has been provided for healthcare services and education, there is corruption, and rulesregulations are not made in favor of tribals. Such people believe that widespread injustice, exploitation and backwardness are the basic reasons for movements like Naxalism. The anger of the public works as a stimulant for these movements. That is why its solution is not military action. Instead, the solution lies in change and improvement in the social and economic system. It is certainly true that ever since Naxalitism has risen in India, this problem was not solved from a social and economic perspective. Every time the Indian Government and state governments have tried to suppress it by force, but they have failed to fully gain control on it. This problem, arising in one state reaches a second state and from there reaches a third and fourth state. The government deployed the Central Reserve Police Force (CRPF), but it didn’t get much success either. Instead thousands of CRPF soldiers were martyred. When Narendra Modi’s government came to power, it was surmised that the central government will fight a decisive battle against Naxalites. The BJP believes Naxalism to be a law and order problem and is therefore in favour of countering it by force.

reparations for the budget are on. Finance Minister Arun Jaitley has already started pre-budget meetings. It should be accepted that this will be the first budget of Prime Minister Narendra Modi’s roadmap for development. In the last budget it was said that the Bharatiya Janata Party didn’t get a chance to do anything because, at that juncture, there was just no time. That is why the same outline made for the budget by former Finance Minister P Chidambaram had been tabled in Parliament, by Jaitley. That budget was completely market-based or, in other words, an anti-development budget. When we say anti-development, then our direct meaning is that the budget was not for 80 per cent people of this country, but was for the twenty per cent elite, cultured, highly-educated, upper middle class and upper classes of the country. When we read the speeches of Narendra Modi – dur-

ing the election campaign and after becoming Prime Minister – it seems that the concept in the word ‘development’ is not only for 20 per cent of the people, but for 100 per cent. And in that hundred per cent, first of all, their share should be given, those who till date have never got a share. This language is neither of the communists and nor of socialists, because it was this language that Narendra Modi spoke in during the elections and has spoken in becoming the Prime Minister. When Narendra Modi speaks about everyone’s support, everyone’s development (‘sabka saathsabka vikas’), then it means that in his concept or idea of development, all of them are included, those who are deprived, those who have not got anything till date. Therefore it should be hoped that the coming budget will be beneficial for those who have not got anything till date. And those who have not got anything till date, such people ac-
count for at least seventy per cent. There are more of such people in those districts where Naxalism is increasing its influence. It has to be seen whether this Budget will be the Budget of Narendra Modi’s dreams or that of the dreams of his subconscious mind. Market powers can have complete control over the Indian economy, and they will want that the Budget be made according to them, so that they can reap the full benefit of capital investment made in this country. But when provisions will be made in the budget on the basis of Modi’s speeches, then how will the dreams of market powers be achieved – it is here itself that a contradiction arises. On one side, there are hopes borne out of Prime Minister Narendra Modi’s speeches, and on the other side doubts of being looted by capitalists, more brutally, also exist. If Modi’s speeches are literally interpreted, then hope arises for this country’s farmers, for labour-
ers, for students and for youth. When we talk of farmers, then it doesn’t only mean that farmers get 50 per cent more than the production cost, but the people surviving directly on agriculture, irrespective of their having land or not, it is necessary that they get employment. And this employment can only become possible when a chain of industries are established on the basis of raw material grown at the local level. Industries which are set up in rural areas on the basis of agriculture, capitalists should not be allowed to establish industries in competition with them. If industries are not established to further a rural-based economy, then it should be accepted that the speeches of Narendra Modi will make the people's dreams come true, but Modi’s work will snatch employment from the people’s hands. It is this challenge that is in front of Modi and it is this challenge that is in front of his finance Minister.
DILLI KA BABU A different vapasi
This is a different kind of vapasi and a noncontroversial one. Prime Minister Narendra Modi has directed all secretary-level officials at the Centre to leave their cloistered offices and return to the grassroots where they began their careers. A communication to this effect was issued recently by Department of Personnel and Training (DoPT) Secretary Sanjay Kothari to all 93 secretaries at the Centre to revisit the place of their first posting and submit reports on the ground situation. Modi had, of course, hinted at this when he met with secretaries of all ministries and departments in November. The idea obviously is to send these babus to assess implementation of government policies at the grassroots level and also to come up with recommendations and suggestions to ensure that these policies and schemes are having the desired impact. According to sources, Cabinet Secretary Ajit Seth is leading by example – he has already visited the place from where he started his career as an IAS officer. No doubt, others are making similar plans.
Sole survivor
Not many senior babus of the UPA era survived the putsch after Modi sarkar came to power last year. Cabinet Secretary Ajit Seth is a notable exception, and another is former secretary of the erstwhile Planning Commission Sindhushree Khullar. The retired IAS officer of the 1975 batch has been appointed CEO of Niti Ayog, the institution that has replaced the old panel. She is perhaps the only survivor of the erstwhile regime at Yojana Bhavan. Interestingly, though now retired from the civil service, the only serving babu senior to Khullar is Seth. This was perhaps a crucial criterion when the ogvernment decided to retain her. Since her position involved co-ordinating with secretaries of various ministries and state chief secretaries, her seniority is being seen as an asset. It perhaps also helped that Khullar has a reputation for efficiency and maintains a low profile, despite her undisputed stature within the IAS. This may explain why Khullar and Seth have survived in the new regime even as other senior IAS officers fell by the way.
Diplomacy concerns
Though Prime Minister Narendra Modi has focused considerable attention to foreign policy matters, there is a great deal of uncertainty within the Ministry of External Affairs (MEA) over crucial ambassadorial appointments that have been hanging fire for several months. Now there is an additional problem for Foreign Secretary Sujatha Singh to deal with. The Prime Minister has convened a meeting with the entire diplomatic service, including all ambassadors and high commissioners in Delhi, but Singh’s worry is how to deal with the inevitable empty seats at the venue when the conference begins. Sources say that while the Foreign Secretary has spared no effort to push the list of 15 ambassadors to be appointed with Minister for External Affairs Sushma Swaraj, the latter has returned the list asking the Foreign Secretary to ensure a watertight case for each of the names on the list. Apparently, while in previous regimes such appointments were routine affairs, in the Modi dispensation it is the PMO’s word alone that counts. And with Modi personally steering foreign policy matters, the minister simply wants to ensure that the list does not cause any embarrassment to her or the ministry. — Dilip Cherian

YDNEY: Their World Cup preparations derailed by successive losses, India would look to reignite the spark and keep themselves afloat in the ODI cricket triseries when they take on an unbeaten Australia in a mustwin game here tomorrow. With three victories in three matches, the hosts have already qualified for the final in Perth on February 1. The heavy loss to England in Brisbane thus means that India will not only have to win both their remaining games, in Sydney and then in Perth against the English, but win with a decent margin. They will probably need to garner bonus points in both matches. In that light, perhaps it is good news that Ishant Sharma and Ravindra Jadeja are available for tomorrow's game. It remains to be seen though if they will be picked in the playing eleven, especially Jadeja, as there still remains some doubt over his fielding capability in the outfield. Meanwhile, Rohit Sharma has been ruled out of this match as a hamstring injury continues to bother him. However, at this point in
time, his participation in the World Cup is not in doubt. As such, India's batting order is nearly pre-decided. Ajinkya Rahane will once again open with Shikhar Dhawan, who will be desperately searching for some form. The possibility of debate will be over two points. First, whether Virat Kohli will
continue to bat at number four. There has been a huge debate over this move from the Indian team management, in argument that the best batsman in the side should bat higher up in the order. Statistically, Kohli has done well at both number three and four. He averages 51.97 at
number three, scoring 14 of his 21 ODI hundreds there, a run of form that has seen parallels drawn with the likes of Sir Vivian Richards and Ricky Ponting. ORT ELIZABETH: David Miller hit his first international century to enable South Africa to recover from a poor start after being sent in to bat in the fourth oneday international against the West Indies at St George's Park today. The left-handed Miller made 130 not out in a total of 262 for eight in Port Elizabeth. Miller came in with his side struggling at 32 for three in the seventh over. It became 76 for four when captain AB de Villiers was out for 19. JP Duminy helped Miller add 90 for the fifth wicket but it was hard going for South Africa against a much-improved West Indian bowling performance on a slow pitch which offered some seam movement. Fifty percent weak in taking aggressive decisions and fighting for his players. Senior players like Younis Khan, Shahid Afridi and Muhammad Hafeez will have to advise him on the field and help him take positive decisions if we are to do
well in this World Cup," Malik said. "I have been told he is not able to fight for his players enough. As a captain you have to fight for the players you have faith in. They then repay you with their top performances and that is good for any team," Malik told Geo Super channel. "He has his strong points. He is calm and strong under pressure and that is a plus point in a mega event like the World Cup. But I would like to see other senior players advising him on the field."
