he mood was buoyant and the undertone bullish, as the the BSE Sensex closed at a new high at 21,239 after it touched a record high of 21,321 intra-session in the special Diwali Muhurat session, yesterday. While 1561 shares advanced, 468 shares declined, and 97 shares were unchanged. Among the Top Gainers were Tata Motors, Jindal Steel, Sun Pharma, Maruti Suzuki and Tata Power. The losers included ICICI Bank, M&M, HDFC Bank, L&T and HDFC. Among midcap stocks, the top performers were Indian Bank, Amtek Auto and Sadhav Engineering. The Nifty also ended at its highest closing level at 6317.

alpractices by various top colleges across the city have surfaced during scrutiny by Local Inspection Committee (LIC). Though these colleges have provided a detailed list of students to the MU for a book bank scheme, the ADC has managed to get records of few colleges which indicate that there is possible manipulation of the number of students shown and the actual number of students eligible for the scheme. According to the Maharashtra Universities Act, 1994, the University has to provide a certain amount of money to affiliated colleges in order to maintain a book-bank scheme. This amount has to be utilised by colleges solely to issue books to students belonging to
Scheduled Castes, Nomadic Tribes and Scheduled Tribes. Colleges have to submit the total number of students under each reserved category so as to claim the amount for each student under the scheme. Last week, the LIC visited around 15 colleges and was shocked to learn that although colleges have taken funds for the book-bank scheme, most did not have books from the syllabus. When the committee checked the records, it was found out that colleges had manipulated the students’ lists and added extra students to claim more funds under the scheme. According to reports submitted by Joshi Bedekar College (Dombivli), the institution has reported 538 students from various reserved categories to claim the book-bank scheme funds, but the inspection reports reveals that there are only 229 such students. Sanjay Viral, Senate Member, MU said, “We were shocked after we tallied students’ records submitted to the varsity and the facts that emerged after visiting the college. We realized that colleges had manipulated the records. Colleges like D.G Ruparel have been charging money for the application forms which is not correct procedure, as these forms are to be given free of cost. Some colleges like Podar College have started their own BookBank scheme. Chetana, Gokhale and B.R Patil college (Dombivali) have been produced wrong figures to the varsity and the authorities should punish them severely.” As per records, the book banking scheme has been implemented for 26,000 students. Each college has been given between Rs.10,000 to Rs.2 lakh, depending upon the number of students from the SC, NT and ST categories and applicants for the scheme. Dr. Naresh Chandra, Pro Vice Chancellor, MU said, “After the varsity verifies the reports, we can step ahead and take necessary action. If the figures were manipulated, colleges will surely be punished for their fraudulent act.”
