I

f you are a resident of Mira-Bhayandar, a wrong step while walking on the streets can send you into a free fall down an open manhole. Unmindful of casualties and fatal mishaps that have rocked the twin-city in the past, the Mira Bhayandar Municipal Corporation (MBMC) continues to turn a blind eye towards the numerous lidless manholes and open chambers which have turned into virtual death traps for residents, especially children and elderly citizens. This correspondent went on a touring spree looking for the open manholes in the city and the finding was shocking. Not only are the yawning killer holes posing a serious threat to pedestrians and motorists, they also double up as a perfect breeding ground for all sorts of insects and germs. According to official civic records, there are around 12,000 man holes across the region which are supposed to be covered and maintained by private contractual companies deputed by the Public Works Department (PWD) in the MBMC. resence of mind displayed by the driver of a MSRTC bus put 46 passengers out of danger when the vehicle caught fire while negotiating the stiff Dive ghat section, police said on Monday. The bus, on way to temple town of Pandharpur from Pune, was filled with thick smoke as a wire shortcircuited during the steep climb on Sunday night, reports PTI.

The driver and conductor, sensing the possible danger, immediately off-loaded all passengers who saw the bus catching fire and getting reduced to ashes within minutes. Fire tenders arrived on the spot from Hadapsar and Saswad on the other side of the Dive ghat after half-an-hour, but by that time the vehicle had been totally burnt, police said, adding that all bus passengers were safe.

The surgery is over now. We have to wait and watch if he develops any blockage in the artery which is a not so common but a known complication of this surgery. It was after three hours that a team arrived and rescued him”, said Disha Mali (19), the elder sister of the injured, who managed to escaped unhurt as she happened to fall on a group of people fallen down on the ground. Disha also complained about the lack of medical facilities at the accident spot and people's eagerness to simply take photographs and videos instead of helping the injured there. “There was no medicine in the ambulance that arrived and a huge box had only cotton in it. The police was interested merely in crowd control while many people were busy shooting videos and clicking pictures”, said Disha. “The villagers were very helpful though”, she added. Twenty-one people died and 123 others were injured in the mishap after four bogies of the Diwa-Sawantwadi passenger train derailed between Nagothane and Roha stations in the neighbouring Raigad district.

n a shocking incident, a group of pickpockets looted a Korean national in broad daylight on Sunday afternoon near CST in South Mumbai. The incident took place just outside the Brihanmumbai Municipal Corporation (BMC) headquarters, a stone's throw away from the CST. According to the police, the victim, identified as Chang Malge, was walking on the footpath adjacent to the BMC headquarters, near the underground subway leading to CST, when four unidentified persons stopped him. Two of the accused caught the victim's hand, whilethe other two forcefully pulled out his wallet and some belongings totally worth Rs.5.70 lakh, said police, who added that the spot is normally

deserted on Sundays. “Police strongly suspect that the accused must be regular offenders and junkies, who are very well aware about the area outside BMC headquarters during Sundays,” said Narendra Singh, senior inspector of Azad Maidan police station. Patrolling has been increased in the area and a hunt is on to nab the accused, who were reportedly in their early and mid 20s, as per the complainant, added the police. leuths of the Local Crime Branch (LCB) of the Thane (rural) police have arrested a notorious criminal who is believed to be the key member of a chain snatchers' gang which had terrorised rural parts of the district. Alarmed by a series of chain snatching cases by bike-borne miscreants, Thane (rural) SP Rajesh Pradhan directed the LCB team led by Police Inspector, Kishore Khairnar to investigate the cases and track the accused. Based on the description provided by victims including a 28-year-old woman who was robbed off her gold chain in Vikramgadh, the police team intensified vigil and activated their informer network in the region. The investigating team tasted success when they received a tip-off about a suspect holed up in Dahanu. Following the directions of Bombay High Court in March last year, the Advertising Wing of the civic body had launched a drive to remove all illegal hoardings, banners and posters from across the twin-city. However, in a clear case of judicial contempt, the drive fizzled out after a brief cosmetic action by officials who deliberately slowed down action. VERY minister presenting the railway budget to parliament has been emphasising for years the need for safety. And they all swear in their speeches that they will give priority to the safety issue. Railway accidents however continue to occur. Some of them are major accidents in which there is precious loss of life and injury to hundreds of people. An accident in Bangalore-Guwahati Express was the work of terrorists, it was stated. A large number of policemen descended on the scene, dogs were brought, forensic experts rushed to the area. The railway accident in Maharashtra was even worse: As many as 19 people have died and many are injured. The accident happened inside a tunnel and that made things worse. Two train accidents occurred in the span of a few hours. The railway minister who evidently was fully engaged in poll work did not turn up. From the establishment came condolence messages. The fact is all over the country, throughout the year railway accidents have been taking place. The toll may not be high and the accidents usually are dismissed as minor ones. The worst part is the pittance announced by the railway minister as compensation. The compensation given in the case of death is paltry sum of Rs.50,000-Rs.1 lakh; for the seriously injured Rs.35,000 and for those who sustained minor injuries, the compensation was Rs.5,000! A surgery had to be performed on the neck injury of a passenger, and all that he got was Rs.25,000. This amount is much less than what surgery and hospitalisation would cost. And it is ridiculous that the railway minister should think that Rs.5,000 compensation is good enough for treating a minor injury. And it must be pointed out that the deceased could be the only earning member of the family and after his death, caused by lack of safety measures – by the railways – it could be in the street: The railway minister should stop being callous and inhuman and provide for higher compensation: It should be at least Rs.5 lakh compensation for the death of a passenger.

was happy when Kashmir was not the election issue till two-thirds of the country had gone to the polls. The Bharatiya Janata Party (BJP) did say in its election manifesto that it would delete Article 370 which gave special status to the state. But this was nothing new. The BJP has been articulating the demand for many years. Bihar BJP leader Giriraj Singh’s outburst that those who did not vote for Narendra Modi should go to Pakistan spoilt the atmosphere for a while. But normalcy returned when the BJP distanced itself from the statement. No doubt, Kashmir leader Farooq Abdullah queered the pitch with the remark that those who voted for Modi should jump into the sea. But Abdullah did not spoil the atmosphere because he had made such observations in the same vein in the past. He was seldom taken seriously. The real damage has been done by Narendra Modi who stops at nothing to garner votes. He has polluted the atmosphere so much that it would take time to repair the cleavage he has created between Hindus and Muslims. He has attacked popular leader Sheikh Abdullah for the situation prevailing in Kashmir. Modi did not have any information on the process of integration. But for Sheikh Sahib, there was no one else, tall and popular, who could have integrated the majority Muslim Jammu and Kashmir with the majority Hindu India.

Communal forces The Sheikh son, Farooq Abdullah’s remark that Kashmir would not be part of communal India smacks of communalism. All secular forces should together fight against communal forces. Farooq will have to be part of that confrontation. We have to bring the country back on the track of secularism and democracy. He is relevant to the solution but so are Pakistan and those who have sacrificed their lives for azadi (independence). India’s first Prime Minister Jawaharlal Nehru realised the importance of Pakistan’s interest. He sent Sheikh Abdullah to Islamabad to find common ground. The Sheikh met General Mohammad Ayub, then heading Pakistan. The last attempt to end the deadlock came when the Sheikh met Ayub in May 1964. Ayub told me, in Islamabad in April 1972, it was his impression that towards the end of his life, Nehru had “realised the logic of the situation

The idea of vegetarianism is of immense value; it is based on great reverence for life. The modern mind can understand it far better now we know that all forms of life are interrelated, interdependent. Man is not an island: man exists in an infinite web of millions of forms of life and existence. We exist in a chain, we are not separate. And to destroy other animals is not only ugly, unaesthetic, inhuman – it is also unscientific. We are destroying our own foundation. Life exists as one organic unity. Man can exist only as part of this orchestra. Just think of man without birds and without animals and without fish – that life will be very very boring; it will lose all complexity, variety, richness, colour. The forests will be utterly empty, the cuckoo will not call, and the birds will not fly, and the water will look very sad without the fish. Life in its infinite forms exists as one organic unity. We are part of it: the part should feel reverence for the whole. That is the idea of vegetarianism. It simply means: don't destroy life. It simply means: life is God – avoid destroying it, otherwise you will be destroying the very ecology. And it has something very scientific behind

it. It was not an accident that all the religions that were born in India are basically vegetarian, and all the religions that were born outside India are non-vegetarian. But the highest peaks of religious consciousness were known in India and nowhere else. Vegetarianism functioned as a purification. Your food is not just food: it is you. What

MATTER & SPIRIT you eat, you become. If you eat something which is fundamentally based on murder, on violence, you cannot rise above the law of necessity. You will remain more or less an animal. The human is born when you start moving above the animals, when you start doing something to yourself which no animal can do. Vegetarianism is a conscious effort, a deliberate effort, to get out of the heaviness that keeps you tethered to the earth so that you can fly – so that the flight from the alone to the alone becomes possible. The lighter the food, the deeper goes the meditation. The grosser the food. then meditation becomes more and more difficult. I am not saying that meditation is impossible for a non-vegetarian – it is not impossible, but it is unnecessarily difficult. It is like a man who is going to climb a mountain, and he

goes on carrying many rocks. It is possible that even when you are carrying rocks you may reach to the mountain peak, but it creates unnecessary trouble. You could have thrown those rocks, you could have unburdened yourself, and the climb would have been easier, far more pleasant. The intelligent person will not carry rocks when he is going to the mountain, will not carry anything unnecessary. And the higher he moves, the lighter and lighter he will become. Even if he is carrying something, he will drop it. When Edmund Hillary and Tenzing reached Everest for the first time, they had to drop everything on the way – because the higher they moved, the more difficult it was to carry anything. Even very essential things were dropped. Just to carry yourself is more than enough. Vegetarianism is of immense help. It changes your chemistry. When you eat and live on animals... The first thing: whenever an animal is killed the animal is angry, afraid – naturally. When you kill an animal... just think of yourself being killed. What will be the state of your consciousness? What will be your psychology? All kinds of poisons will be released in your body, because when you are angry a certain kind of poison is released into your blood. — Osho

anjunath Shanmugam was shot at on November 19, 2005 by the oil mafia in Lakhimpur Kheri, UP for sealing a corrupt petrol pump. The movie based on his life releases on May 9. The writer and director, Sandeep Verma and the film’s music composers and members of Delhi Rock band Parikrama, Subir Malik, Nitin Malik and Sonam Sherpa were present for the event. After the press conference, the composers along with other musicians played tracks from the movie to a cheering audience. Verma believes that the story of an ordinary hero like Shanmugam needs to be told. “His life is an example. After college, he could have joined any MNC, gone abroad, but he chose to join a PSU for bringing change here. He fought, and that’s what made him a winner in the end”, he said. On a larger level, the movie is about such heroes, what happens to them, what happens after them and what our reaction is to people like them. “That’s why the tag line 'Idiot Tha Saala'. During my research I had expected a very idealistic person but he was just like any of us. He came from a middle class family, played in a band in college. That is what I like about him”, Verma explained. Despite veteran actors like Divya Dutta, Yashpal Sharma, Seema Biswas, Kishore Kadam playing supporting roles, the actor who plays Manjunath is new. “I was telling a common man’s story so the actor couldn’t be a celebrity, I wanted the story to stand out”, Verma said. Verma talks of how he came to do the film, “Around 2008, I was contacted by the people who were fighting Manjunath’s case. They did not have a feature film in mind. I have an advertising background. So they wanted a

creative mind for the work. After starting the research, I realised the depth of the story beyond what we had seen in the headlines”. “The one star I have in my film is authenticity”, Verma said. He thinks the real life story is dramatic enough and needs no further fictionalisation. “Real life stories are fictionalised for two reasons, one of them being to bring in the commercial factors. But he was already like a commercial hero. He was funny and he was smart”, Verma said. The other factor Verma explained is more for practical reasons, “If your research falls short and you don’t know what has happened between one incident and the next, you fictionalise. But I would go back to my sources for research to find out what had happened”. Gathering funds for the film was not easy. Said Verma, “I had to ensure that at least 25 cities screened the film, Viacom 18 came in then. A lot of people who I did not know helped me, I call them angels. During the funding I was short of 20 lakh rupees. Then someone sent me a message on Facebook who I did not know. He said ‘I heard about this movie. I want to make this movie,

let’s meet over a beer’. He heard me out for one and a half hours and then signed a check of Rs.20 lakh. And he said that, ‘You pay me when you have money.’ There are many instances like that. location brought some problems. “There were some areas we wanted to shoot where we had to take permission. No government official wants to ever openly refuse permission. So I took a letter and typically all the dillydallying happened, some money was asked. So I told them, ‘Either you say yes or you say no. Then I will take it to the media. So we kind of sweetly blackmailed them”, Verma said. Secondly, there was some resistance from the locals. “I went for a recce to these locations. I knew that it was a sensitive issue there and I would face resistance when I come back to shoot. I am always very curious. I went to see these petrol pumps at night at 11 pm, to see the lighting. So precautions had to be taken during shooting. “I changed the name of the movie there. Only my cameraman, art director, assistants and cast knew what we were shooting. Other people and even the local actors did not know. We kept the media off. We did not call policemen because they at-

tract attention. But we had personnel of plain clothes men throughout. So given all this it was pretty smooth sailing”, Verma said. Verma said he was a fan of Parikrama since his college days and wanted them to compose music for his film. Sherpa said, “Sanjay came with the proposal that he had a movie on Manjunath and we had a meeting in Delhi”. The film tracks have a certain sound that comes with composers who have been members of a rock band. Verma talks of the relevance of such films. “These are our modern day heroes in a sense. My daughter’s school still teaches her Bhagat Singh. Nothing wrong with him but there’s a disconnect for her. Guys like Manjunath are contemporary and they should be taught in school. In fact one of the IIM professors has already told me that once the film releases, she’ll make it part of her HR course. So it’s going to be part of IIM’s HR course from next year”, Verma concluded.

o you know why (even though it would be one of the best products ever!) there isn’t a spray or a repellent that keeps all sorts of pests and insects away? It’s because different pests are attracted to and repelled by different things. If you want your house to be completely pest-free, you will have to learn how to tackle each type of pest differently. So, instead of running away from the next cockroach you see, or squealing about the lizard in your bathroom, read on as we tell you about the different pests and insects as well as what attracts them and what keeps them away.

CoCkroaChes What attracts them: There is a reason you think of the word ‘dirty’ when you think of cockroaches. They are most attracted to old, decaying food and dirty, unwashed dishes. Cockroaches are attracted to strong smells — and that’s why you’re more likely to find them in and around your garbage bin. A dark, damp corner of your house is also where you can expect to find a cockroach. What keeps them away: Quite obviously, keeping your house clean house and making sure you don’t leave dirty dishes in the sink for too long is the first step towards fighting cockroaches. Apart from that, cockroaches are notorious for being hard to get rid of. Your best bets are store-bought sprays (make sure that food doesn’t come in contact with the sprays) or professional pest control treatments.

Flies >> Is this your expression every time you see a cockroach or a mouse? Then you need to read this article to make sure pests stay away from your house!

What attracts them: There are several kinds of flies and so, to determine what attracts them, first you’ll need to identify the kind of fly you are dealing with. However, as far the most common flies are concerned — fruit flies and house flies — open food, (in the case of house flies) and sweet, acidic food (in the case of fruit flies), are the usual culprits. What keeps them away: To keep flies away, you need to ensure that there is no food that’s left out in the open. nstead of exercising for months and seeing only minimal results, wouldn’t it be easier to just drink juice throughout the day, for a few days and then lose the extra weight almost instantly? After all, you are eating your fair share of fruits and vegetables this way. But, most people have insufficient knowledge about juice cleanses and fail to see the several pitfalls that they hold. We tell you what a juice cleanse actually consists of and how to go about doing one.

What is it? A juice cleanse, or juice fast, basically involves switching to a diet of predominantly fruit and vegetable juices. You cut back on all your normal meals and substitute them with juices. People usually do a juice cleanse for a day or two and sometimes even for weeks on end. This is where it gets dangerous. Peaches Geldof, a TV presenter and model, recently passed away and an extreme juice cleanse is suspected to be one of the causes. In other countries, there are several companies that make juices specifically for a juice cleanse. These juices include fruits, vegetables and some nut components. However, in India, there are no such companies, but you can make your own juice and it will work just as well. Having said that, tetra packs should not be included, as they contain a lot of sugar and preservatives. You have to consume only fresh juice while you are on this cleanse for it to work.

As absurd as it sounds, messy children are actually learning while they play with their meals, according to a new study carried out by the University of Iowa. These children are likely to be fast learners in the future as it is easier for children to identify solid substances such as a cup or an apple because of their distinctive shapes. The problem arises with liquids, as they more or less look and feel the same. This is exactly how a child’s brain functions. As a result, they end up making a mess. >> A study suggests that messy babies are fast learners

because they don’t consume as many vegetables and fruits in their meals as they do when they are on a juice fast for just a day. Eating two handfuls of spinach in a salad seems boring, but when it’s juiced, you won’t even realise how many vegetables and fruits you are packing into a single glass.

BeWare A juice diet may seem like the second best invention since sliced bread, but the disadvantages pile up high. Take a look at why juice fasts aren’t as good as they appear to be: Water weight: While there is no harm in going on a juice fast for one day every week, switching over to just juice isn’t recommended, because although you will lose weight really quickly, you will be losing water weight and not burning fat. This means that the minute you stop the juice cleanse and start eating normally, you will gain all the weight back. It spikes your sugar really quickly and can cause dizziness, extreme weight loss and blurry vision, among other things. lethal stuff: As if that wasn’t enough, going on a juice fast for long periods, such as a month, means that your body goes into starvation mode and slows down your metabolism. Keep this up for long periods of time and your metabolism could slow down permanently. Apart from this, it is extremely important to understand that your body needs carbohydrates, fats and proteins — all of which are missing in a diet that comprises of nothing but juices. So, instead of falling for a diet fad like this one, consume juices in moderation only once or twice a week and make sure that you eat balanced meals on other days.

Children who poke, throw, feel or eat their food will learn more about that food. By being messy, they can correctly name and identify a food item. So, when young children eat messily, they are generally learning about the individual foods and non-solid substances in front of them. Context and behaviour are both important factors in the acquisition of a child’s early vocabulary, which will contribute towards his growth as an individual in the future. This sort of early learning may be linked to improved cognitive development, later on in the child’s life. Also, sitting in a high chair helps in the learning process. Professor Larissa Samuelson, who oversaw the study, says that the children are subconsciously aware that they can be more messy in a higher chair. So, the chances of being messy are more likely to increase. However, not everyone recommends this messy behaviour, even if it does have positive results. It can affect your child’s behavioural patterns. If he is too messy, he won’t know how to behave properly as he grows up. So, a balance is a must. Go ahead and let your baby be messy for a better learning process, as messiness translates into learning. However, make sure this doesn’t hamper his behavioural attributes.

Since it is highly contagious, it is easy to contract and so, you must watch out for signs such as perpetual bouts of fever, brittle hair and sore and aching scalp. Since it is an infection, you may experience sore lymph nodes (at the back of your neck). You can contract this infection by sharing bedding and even through pet cats and dogs. If not identified and treated immediately, scalp ringworm can lead to prominent bald patches as well as scarring on the scalp.

taircases are mostly a hindrance, especially since we’re all used to elevators and escalators. However, the next time you’re at a mall or on your way home, give the elevator a skip and run up the stairs instead. The staircase is a fitness tool in disguise and taking the stairs is not only healthier, it will also help you stay fit. The staircase workout is a relatively new finess trend, but we don’t need to know the specifics to conclude that the workout will tone your entire body, especially your legs. Not only are the exercises easy to perform, the workout is also completely free! While most of the exercises are pretty basic, some of them can be modified to target different areas of your body. Take a look:

Warm Up Simple, warm up exercises can work wonders when they are performed on a staircase. All you need to do to perform this workout is walk up and down the staircase slowly, then increase your speed gradually, till you’re eventually running up and down on the steps. This will burn calories quicker than walking or jogging. Climbing up the stairs uses your body weight to increase the intensity, making it better than just a brisk walk.

sqUaTs If you’re getting bored of doing squats at home, this is a good way to switch things up. Stand facing the steps and place your left leg on the second step from the bottom. Raise your arms above your head and press your left leg firmly on the step, while raising your right leg slowly. Keep yourself balanced on the step and after around ten seconds, slowly let go. Repeat with the other leg. Do this ten or twelve times. Staircase squats work your hamstrings, calf muscles and inner thighs as well as increase your heartbeat.

pUsh-Ups Stand a foot away from a flight of steps, incline your body against the steps and place your hands on the second or third step from the bottom (this will depend on how tall you are). Do a set of pushups while you’re in this position, then

bring your left knee towards your elbow and hold it there for 10 seconds. Then, repeat it with your right knee. Alternate this step with regular push-ups for 15 repetitions. This will give you stronger shoulders, chest muscles, hips and glutes.

sTair Dips Sit close to the edge of a step with your bottom raised slightly in the air and place your palms flat on the steps. With your knees bent and your feet on the next step a shoulder width apart from each other, lower your body and then raise it back up. These stair dips are hard to perform, so stop if you feel any excruciating pain. Repeat a few times and rest for a few seconds in between. This intense exercise relieves neck and muscle pain while working out your glutes, triceps, chest, arms and leg muscles.

Take iT easy There are a few things that you should remember while attempting this workout: l Do not bend your lower back too much and/ or put strain on it. If you think your body can’t take it anymore, stop the routine and resume the next day. l Do not challenge yourself to achieve instant results. Staircase workouts don’t require too much. They are a comfortable workout that will give you benefits eventually. l It is recommended to start slow as beginners may find it too difficult initially. Wear comfortable clothes and shoes. l Do not forget the basics of working out. Staying hydrated, warming up and taking regular breaks are needed just like in any other routine. Stretching will help you avoid any injuries.

ave you ever seen eight-year-old children wear contact lenses instead of a trusty pair of spectacles? Neither have we. But, studies show that they are safe to be worn by children and can actually help improve their eyesight. Take a look at what recent studies have to say and what you should keep in mind if you are going to make your child wear contact lenses.

A few years ago, Optometry and Vision Science, a medical journal, published a study conducted by the Ohio State University which concluded that contact lenses can actually help children with their vision. They performed the study with 10 myopic (shortsighted) children, who were given daily disposable contact lenses. Their eye sight was reviewed after a week, a month and three months of receiving their lenses. At each follow-up visit, it was found that the children had nearly perfect 20/20 vision with 11 hours of wear per day. By the time the study came to an end, nine of the 10 children reported that their vision was ‘pretty good’ or ‘perfect’; all children but one

BLOCKING all websites with pornographic content in the country is not possible and it would cause more harm as literary content containing such words would also not be available for public on Internet, the Centre on Monday told the Supreme Court. Appearing before a bench headed by Justice B.S. Chauhan, Addl Solicitor Gen. K.V. Vishwanathan submitted that blocking all such websites would cause greater harm. “Everything would be blocked and even good literature would be blocked and it would cause more greater harm,” he said.

EC can probe ‘paid news’ cases against polliticians

THE Supreme Court on Monday said that the Election Commission (EC) has the jurisdiction and can enquire into complaint on paid news against a political leader if the expenditure incurred on it is not disclosed. A bench headed by Justice A.K. Patnaik dismissed the plea of former CM Ashok Chavan challenging the Commission’s jurisdiction to enquire into such issues. It directed the Commission to enquire into the complaint against Chavan within 45 days.

THE Supreme Court on Monday posted for July 4, the hearing on a petition filed by Aam Aadmi Party (AAP) challenging imposition of President’s rule in Delhi after it was informed that the Lieutenant Governor has decided to deal with the matter after the conclusion of Lok Sabha polls. A bench headed by Chief Justice R.M. Lodha was requested by senior counsel Fali Nariman, appearing for AAP, to keep the matter for hearing on July 4.

EW DELHI: The high octane campaign for the penultimate phase of Lok Sabha elections which saw Narendra Modi embroiled in a bitter war of words with Priyanka Gandhi and Mamata Banerjee on Monday ended in 64 constituencies, including Amethi where Rahul Gandhi is seeking reelection and 25 seats in Seemandhra, which will go to polls on Wednesday. In his campaign blitz on the last day in Uttar Pradesh, where 15 seats will go to polls on May 7, Modi invoked Lord Ram in Faizabad and stormed Amethi to campaign for BJP candidate Smriti Irani, saying people now want a ‘change’. The eighth phase of polls saw Rahul’s sister Priyanka’s extensive campaign in Amethi where she attacked the BJP prime ministerial candidate while seeking votes for Congress. Rahul’s cousin and BJP leader Varun Gandhi from neighbouring Sultanpuri, LJP President Ramvilas Paswan from Hajipur in Bihar and BJP stalwart Shanta Kumar from Kangra in Himachal Pradesh are among the nearly 900 candidates in fray in seven states in this phase. 72 candidates are contesting in six seats in West Bengal where Modi raised the emotive issue of illegal immigrants, drawing a sharp reaction from Trinamool Congress chief Mamata Banerjee who called the BJP PM candidate a “paper tiger” and accused him of stoking communal fire, reports PTI. BJP on Monday sought the Election Commission’s intervention to prevent alleged rigging and booth capturing particularly in Uttar Pradesh and West Bengal in the last two phases of Lok Sabha polls. A day after Narendra Modi criticised the poll panel for failing to curb alleged rigging during polls in some states, a BJP delegation headed by Arun Jaitley met the EC to complain that the incidents of “silent booth capturing” have started particularly in UP and West Bengal. “Central forces are being used for non-election purposes and local police and home guards are managing polling booths. The agents of opposition parties are threatened and turned away from booths. “It is especially seen in West Bengal and Uttar Pradesh. So in next two phases, Election Commission should ensure that it should not happen,” Jaitley told PTI. He said that in the past 10-15 years, Election Commission’s one big achievement was that it was able to stop booth capturing and rigging in states during polls. “But in 2014 polls, booth capturing especially silent booth capturing has started again, particularly in West Bengal and Uttar Pradesh,” he said. As many as 23 Lok Sabha constituencies in West Bengal go to polls — six on May 7 and 17 on May 12. Elections will be held in 33 Lok Sabha constituencies in Uttar Pradesh in the remaining two phases. Addressing a rally in Asansol in West Bengal on Sunday, Modi had complained about booth rigging in W. Bengal, Bihar and Uttar Pradesh. REVIEW OF THE PREVIOUS DAY: The Nifty rose marginally on Monday (May 05, 2014) a net 4.55 points (0.07%) and closed at the 6699 point level. The market opened down with a gap at the 6681 points level. It then declined a point and registered the day’s low at the 6680 points level at 9.16 a.m. The index then rose sharply into the green and turned into a range bound movement until 1.05 p.m. It then rose further and registered the day’s high at the 6741 points level at 1.25 p.m. The index then declined sharply to close the day on a flat note. The Nifty witnessed a volatile session and moved in a range of 57 points. Sentiment was mixed and amongst the 50 Nifty stocks 25 were losers, while the other 25 were gainers. Substantial buying was witnessed in oil & gas and metal stocks, while selling was witnessed in technology, IT, realty, healthcare and power stocks.

BUSINESS BRIEFS Foreign Funds With 'Opaque' Structures Can't Invest In India As Indian capital markets gear up for a streamlined structure for overseas investors; foreign funds with 'opaque' structures would not be allowed to come in under the new FPI (Foreign Portfolio Investor) regime. This new regime would kick in from next month and provides for existing overseas investor classes such as FIIs (Foreign Institutional Investors), their subaccounts and QFIs (Qualified Foreign Investors) to become FPIs. Besides, all new foreign investors wishing to invest in Indian markets would also need to register as FPIs, which have been divided into three categories as per their risk profiles.

Transmission Congestion Continues To Impede Power Trade Transmission constraints hampered power trading during the month of April affecting both prices and volumes of electricity traded in the country. Even with the increase in demand for electricity, the total volume traded at the exchange in the month of April, 2014, declined by over 8 per cent to 2,088 million units. The volumes were 2,281 million units in March this year. "With onset of the summers, the demand for electricity has been increasing while the supply has remained constrained largely due to unavailability of the transmission corridor," IEX (Indian Energy Exchange) said in a statement.

Walmart Spent Over $109 Mn On Anti-Corruption Drive

US retail giant Walmart spent more than USD 109 million in fiscal 2014 to enhance its global anti-corruption compliance programme and added personnel for the same in many countries, including India. Between December 2011 and January 2014, the company also delivered anticorruption training to more than 1,00,000 personnel from all levels around the world, including key senior executives and officers who interact directly or indirectly with government officials. In its annual report for the financial year ended January 31, 2014, Walmart said compliance with the US Foreign Corrupt Practices Act (FCPA) and other anti-corruption laws remained a key priority.

Govt Change In India Not To Affect Etihad-Jet Deal

A change of government in India will not affect Etihad's equity holdings in Jet Airways, chief of the Gulf carrier has said, expressing "full confidence in the Indian process". "This isn't a political issue. We have entered into a partnership with a great Indian company," Etihad President and Chief Executive James Hogan said. In the first foreign investment made in the Indian aviation industry, Etihad last year picked up 24 per cent stake in Jet Airways after months of reviews by Indian regulatory authorities.

Government's Affordable Housing Scheme Falters? Just 1,920 Dwelling Units Completed under the Rajiv Awas Yojana’s AHP Scheme for 2011–2013 By Anshuman Magazine

A

lthough the Interim Budget announcement supporting affordable housing was welcomed by the real estate industry, the segment has a long way ahead as yet. To begin with, there is considerable supply shortage in this arena—pegged at 18.78 million for the 12th Five Year Plan (2012–2017) by the Ministry of Housing and Urban Poverty Alleviation Ministry (HUPA), of which 96% is in the Economic Weaker Section (EWS) and Low Income Group (LIG) categories. Housing shortage for the EWS stands at almost 11 million homes, while that for LIG stands at 7.41 million homes. Fairly recently, the government had set up a com-

mittee to develop a slum index at the city, state and national levels to sharpen its policy focus on the urban poor. Slum data (source: HUPA) released in March 2013 for Census 2011 had pointed out that around one out of every six households in urban India (17.4%) lived in a slum. It had also shown that well over a third of all slum households (38%) were in cities with a population in excess of a million. A key push was given to the housing sector, with the allocation of INR 6,000 crore for the Rural Housing Fund, and INR 2,000 crore for the Urban Housing Fund, at the Interim Budget 2014–15. However, with a substantial amount of funds already allocated for the creation of affordable and/or low-cost, mass housing in the previous fiscal left unused, the effective utilization of fund allocation for affordable housing cannot be stressed enough. According to HUPA, as of February 20, 2013, as against a target of 3.10 lakh beneficiaries with a total outlay of INR

1,100 crore, approximately 13,485 beneficiaries had been benefitted with a net present value (NPV) of interest subsidy of INR 16 crore. Additionally, although about INR 2,000 crore had already been allocated to the Urban Housing Fund, the National Housing Bank (NHB) is yet to set up this fund. Although the government has put in place various funds and bodies to bridge the enormous housing shortage gap in urban India, much more needs to be done as far as implementing these policies are concerned. Despite the total outstanding housing loan portfolio with Housing Finance Companies (HFCs) in 2012–13 increasing by 30.69% to INR 2,90,427 crore (NHB Annual Report, March 31, 2013)— out of the total housing loans disbursed by PSUs in 2012–13, those of less than Rs. 5 lakh barely stood at 10%. Furthermore, housing loans as a percentage of Gross Bank Credit for Scheduled Commercial Banks (as of March 31, 2013), stood at just

about 9.25%. A major reason for this might be inaccessible financing options for the EWS/LIG segment of urban India. Almost 70% of potential lowincome home buyers have informal income avenues, but need access to housing loans to buy a home. Needless to say, traditional financial players do not service this vast group. Growing interest in low-income housing finance is a very recent phenomenon; and it’s taken till 2011–12 for new entities, private players and established financial institutions to make an entry into the market. For all intents and purposes, therefore, government funds and schemes for mass housing are perhaps the only recourse for India’s teeming urban populace. Recent developments have seen the NHB planning to refinance banks and HFCs for rolling out long-term fixed rate loans of upto INR 10 lakh to borrowers for a period of 15–20 years. The intent behind developing this product is to specifically protect low and moder-

ate income households against prevailing volatility in floating rates on housing loans. Relaxing the current FDI policy in the construction sector has been in the pipeline since November 2013. The major policy revisions awaited include easing the three-year lockin period for FDI in housing and townships; reducing the minimum capitalization to US$5 million (from the earlier US$10 million) for wholly-owned subsidiaries; and trimming the minimum area of construction projects to a carpet area of 20,000 sq.m (from a built-up area of 50,000 sq.m). Once approved, developers facing liquidity issues will benefit from investments in housing projects as it will likely be easier for a wider gamut of projects to become eligible for foreign funding. One can only hope that India’s new political dispensation will work towards implementing these key policy initiatives, with better ground results. (The author is Chairman & MD, CBRE South Asia Pvt. ATE Ustad Allauddin Khan was one of the greatest and most revered figures of Hindustani music during the 20th century. Allauddin Khan originally belonged to East Bengal which is now Bangladesh. Khan left no stone unturned in order to learn music and not only mastered the art of sarod playing but also learned several other instruments like the violin and the esraj. Khan was one of the early Indians who took Hindustani music to distant shores in the 1930s. He taught musicians of the stature of Ravi Shankar, Ali Akbar Khan, Annapurna Devi and Nikhil Bannerjee. 'Allauddin Music Circle' which was formed by devoted disciples of Annapurna Devi has been holding a memorial concert every year on the third Saturday of April at the Karnataka Sangha. Chasing a victory target of 171, KKR were sailing along at 121 for no loss with Gautam Gambhir (54) and Robin Uthappa (65) cruising along before losing an incredible six wickets for addition of two runs in a space of nine deliveries (eight legal ones). Shane Watson (3/21) and Pravin Tambe (3/26), including a hat-trick, scripted a remarkable collapse which the jam-packed Motera will remember for a long time to come. The Shah Rukh Khan co-owned outfit never recovered from that telling blow as they were restricted to 160 for six in the stipulated 20 overs, losing their fifth game in the tournament.With a defeat like this, it will be very difficult for KKR to make a comeback. UMBAI: Mumbai Indians leftarm pace bowler Zaheer Khan is unlikely to play against the Royal Challengers Bangalore in their IPL clash at the Wankhede stadium tomorrow, after injuring his bowling arm in the previous game here last Saturday. "Zaheer has strained his left latissmus dorsi muscle. He is undergoing thorough medical assessment and we are awaiting the reports. It is a bit of a blow for us. But we hope, it is not too serious, not only for IPL but his other international commitments. He is unlikely to play tomorrow. It pretty much looks like it (that he won't play)," MI head coach John Wright told reporters at the prematch press conference. Zaheer has scalped five wickets in the six matches and he left the field after bowling just three balls in his last over against Kings XI Punjab in the previous game, which Mumbai won to snap their dismal five-match losing streak. MUMBAI: Veteran footballer Vinod Philip, aged 63 years, died after he collapsed on the football field while playing in a veterans’ tournament in Ambernath on Saturday. Philip was representing Evergreen SC in a match against WIMCO Boys when he suffered a cardiac arrest which resulted in his death. He started his football career with Madras Regiment Centre as a midfielder and also represented Services in the 1980 National Championship. Later he joined Bombay’s (now Mumbai) famed club Orkay Mills and played in all major tournament in the country. He was currently coaching Vidya Vikasani School, Vasai. The Orkay midfielder is the elder brother of international Premnath Philip, who played for Tata Sports Club and for Calcutta club Mohammedan Sporting in the 1980s. Philip, who is survived by his wife and son, was a resident on Vasai. He was cremated on Sunday.

I think you have got to admire the 19 and 20 year olds. I would say that Sanju has got some serious potential,” Raja said when asked about upcoming Indian batting talent. MPFING (Germany): Indian racing driver Jehan Daruvala continued his impressive form with a win in the first round of the German National Karting Championships here. The Sahara Force India Academy driver faced a 36-strong line-up featuring some of the best karters in Europe and the World - including the defending Champion and runner-up from 2013 - and came up on top to claim victory over the weekend. Jehan claimed pole from the Netherlands’ Martijn van Leeuwen by 0.076s in a dry qualifying session and, as rain started falling for the heats, the Indian racer’s dominance in wet conditions shone through and he claimed both races with unassailable leads. The first final was the only blot on Jehan’s copybook for the weekend as he was unable to capitalise on his pole position and finished fourth; he was back on form, however, for final two as he claimed a last-lap victory by making his way from fourth at the start and relentlessly reeling in the leader to set up a last-gasp clincher. EW DELHI: She has pulled herself up for a second time targetting another first for an Indian woman boxer but as Olympic bronze-medallist M C Mary Kom gears up for the Commonwealth Games, the five-time world champion says the thought of quitting has crossed her mind several times. Speaking to PTI ahead of the trials for the Commonwealth Games, the mother of three from Manipur, who was christened 'Magnificent Mary' by the International Boxing Association (AIBA), spoke about her career and future. "I do think of quitting and one day I have to retire. But I have still not fulfilled some of my aims," Mary Kom, who competes in the 51kg category, said. "I always wanted a gold in the Olympics and I want to achieve that. But I do think that it would boil down to my performance. If it slips than I will not continue. I am setting short term goals. Only if I feel I am upto it, I would go," said the 31-year-old. Months of toil without remuneration had last month forced the likes of multiple Asian Games gold medallist Jaspal Rana and Deepali Deshpande, who had represented India at the 2004 Athens Olympics, to think about skipping the next camp. New Zealand to make match-fixing a crime for the first time ever

WELLINGTON: New Zealand today said it will make match-fixing a specific crime for the first time to ensure sport remains corruption-free as the country prepares to co-host next year’s Cricket World Cup.Sports Minister Murray McCully said that in recent years some sporting codes had been targeted by international criminal syndicates “seeking to gain unfair advantage to illegally profit from sports betting”. “These activities compromise athletes and tarnish sport,” he said, announcing the creation of a new crime of match-fixing, with a maximum penalty of seven years behind bars. McCully said that while some elements of matchfixing would have been covered by existing crimes such as fraud, they were not designed to deal specifically with sports.
