t has now emerged that the BMC did nothing to help the residents of Campa Cola Compound. There are facts which contradict the statement made by the Additional Municipal Commissioner Mohan Adtani, BMC on Wednesday, during the standing committee meeting, that the civic body had not received any order from the Supreme Court to intervene in the Campa Cola compound situation. Exposing this, the residents yesterday produced proofs which reveal that Attorney General Goolam E Vahanvati, in letters written to the Campa Cola representative, Senior Advocate Mukul Rohatgi, on January 24 and 31 this year, stated that 'the matter could be constructively considered as positively as possible with regards to what transpired in the court, as no specific proposal could be worked out to enable new construction in the compound.' fter a discussion that lasted for around four hours, the protesting employees of BMC-run KEM hospital decided to call of the hunger strike on Thursday evening. The hunger strike that was supposed to be indefinite did not go on even for a day because the hospital authorities managed to convince the employees to call off the strike and assured them that their demands will not only be be looked into but the implementation will also be done at the earliest. “The discussion ended on a positive note so we called off the strike”, said Tara Kedare, a nursing staff from KEM. “We had started the hunger strike at 7:30 am and at around 11am, we were called in for a discussion. The discussion went on till four pm and the authorities accepted all our demands and have also given us their word that they will be fulfilled at the earliest”, said Mahesh Dalvi, Secretary of Munic-

Nowadays, gangs operating on the Western Express Highway include chain snatchers, mobile grabbers and bag lifters. There is one gang who have a unique modus operandi: First they hurl eggs at your windscreen. When you try cleaning it with your wiper, the yolk of the egg is smeared all over and makes the windscreen more dirty than clean. Your vision is blurred and you stop your vehicle. At that time, one group approaches you, the driver, to distract you, while another your robs the car of everything it has.

T
he ongoing Kherwadi signal flyover work is proving to be a nightmare for commuters due to the long traffic snarls. However, this has put a stop to the unruly bikers who used to take advantage of the long stretch of the Western Express Highway (WEH). So despite the traffic congestion, the traffic police have found respite since the construction of the flyover began, as this seems to have ended the racing and crazy stunts by bike riders. The readying of Kherwadi bridge which began in November last year has, subsequently, reduced the chain snatching incidents by around 90 per cent, report three police stations – Vile Parle, Vakola and Kherwadi. Beause of the southbound traffic at Kherwadi, these police stations used to receive many complaints of chain snatching. Snatchers used to use the WEH to flee. But since the construction of the bridge, snatchers have frequently been caught by motorists and police officers on duty, as they would be forced to pull over in the accumulating traffic. A police officer from Kherwadi police station said, “Since construction began, three lanes have been occupied for work which causes a traffic jam. If the bikers come, we easily nab them. There is no place for them to escape.” However, this is only temporary respite for the police officers. Once the Kherwadi flyover is thrown open to motorists in May as planned, chain snatchers, bike racers and stunt performers will avail the benefits of the flyover to flee easily. Bikers who could be found racing two days a week on the WEH have reduced, but not completely. Officials now say that they have shifted their turf to the Bandra-Kurla Complex area. Near the BKC is a long stretch with multiple lanes, wellmaintained, without potholes. The officer said, “BKC has several bylanes on which the bikers escape making it very difficult to nab them.” There are a few other prime locations in the city that serve has hubs

Every Monday and Saturday night, we conduct a special drive against the speeding bikers, but we haven't caught any in the last two months.”

Dabholkar murder PIL: HC reserves order on CBI probe By Philip Varghese
T
he Central Bureau of Investigation (CBI) on Thursday informed the Bombay High Court that there was no need to transfer the probe into the murder of Dr. Narendra Dabholkar to the investigating agency. This decision came two weeks after the CBI had informed the Bombay HC that it was considering whether or not to take up investigations into the murder of the anti-superstition activist who was shot dead on August 20, 2013 in Pune. The CBI made the statement while responding to a PIL filed by former journalist Ketan Tirdokar, seeking the transfer of investigation from Pune police to an independent agency and had urged the court that he wanted to amend the PIL to include CBI as a respondent. The CBI told the court that as there were no allegations levelled against the state or police for shoddy investigations, there was no need for transfer of the probe. In its earlier hearing last month, the division bench of Justice P.V. Hardas and Justice Ajay Gadkari had asked if the CBI had powers to suo moto probe a case. “The agency can probe the case without it being transferred to it by a court only if a

notification under the relevant section of the Delhi Police Act is issued by the agency. If not done, the claim of the agency considering taking over the investigation is premature”, justice Gadkari had said. During the hearing on Thursday, CBI counsel Rebecca Gonsalves cited a Supreme Court judgement which stated that if no allegations were levelled against the authorities then there was no need to transfer investigations in a criminal case. Reacting to this, Tirodkar argued, “Even if no allegations were made against any authorities, the probe in a criminal case could be transferred to the CBI if it has national or international ramifications. The probe in this case was spread over to two other states, specially Madhya Pradesh and Goa, besides Maharashtra. The police had also information that the accused had fled to Dubai and were hiding there. In the case of NCP leader Padamsinh Patil, who is accused in a murder case, the probe was transferred to the CBI by the court although there were no comments about the role of police”. Based on the contentions of the CBI lawyer and the petitioner, the High Court reserved its order on the petition.

MBMC pre-monsoon contract replete with loopholes By Suresh Golani
A
fter an extended round of delays, the Standing Committee in the Mira Bhayandar Municipal Corporation (MBMC) finally gave its nod to the rates quoted by private contractors for the pre-monsoon desilting operations. While the civic administration had sought Rs.2.5 crore, the committee has allotted Rs.1.5 crore for the annual pre-monsoon ritual. However, there exists scope for the contractors to exploit loopholes in the clock-based pricing structure to continue with their routine money minting exercise. Instead of setting up accountability compulsions, the MBMC has awarded tender contracts for manual and mechanical excavation on a daily and hourly basis. M.E. Projects Pvt. Ltd. and Ashapura Construction Co. have been shortlisted to provide manual labour using JCB’s and Poclain’s hydraulic earth excavator machines on an hourly basis in the four zones. While hands will be hired at the rate of Rs.535 per day, the MBMC will end up paying Rs.1,057 per hour for the JCBs, Rs.2,182 per hour for the Poclains, Rs.5,897 per shift for dumpers and Rs.4,365 per hour for crane-lifters. The MBMC has also roped in a contractor who will for provide suction pumps at an unbelievable rental of Rs.477 per hour for a single 15 HP pump which will be installed at 44 chronic flooding spots for dewatering. The MBMC has set a June 10 deadline to complete the desilting operations. Although the health de-

CR GM Brigadier Sunil Kumar Sood justified the delay saying, “The Control Room got the message late. Besides, the incident happened in a remote area far away from Mumbai. Consequently, it took two hours to reach to the accident spot.” Blaming the infrastructure, he said, “We have railway hospitals only at CST, Byculla and Kalyan. It was difficult to shift all resources to the accident site.” Some officials said that a few medicos were reluctant to go to the accident site as they feared attacks from agitated kin of victims. The BMC does not have hospitals at the remote installations like Vaitarna and Bhatsa dams which are locked in hilly area. But it had made a list of local hospitals and contact numbers of medicos in case of any untoward incidents. Back in 1870, the Great Indian Peninsula Railway (GIPR) managed by the British officers had summoned doctors from England and established hospitals in the
then remotest areas like Bhusawal. After the accident, victims were seen being rushed to hospitals on makeshift stretchers by the locals. There seemed to be no plan of action, no idea where the nearest medical facility was available and how to get the victims there. CR officials admitted that it was no less than a mess due to the absence of communication and management. There was no designated in charge of operation.
A lesson from BMC After July 26, 2006, the BMC was criticised for its 'babu delay', lack of coordination and medical arrangements. The then Municipal Commissioner then made a disaster cell with international standards. Today, it has at least four means of communication including normal land-lines, wakytalkies, hot lines and internet. Even further, if all the above means of communication fail due to satellite malfunctions, they have multiple sets of HAM radios installed at headquarters and major hospitals. It is notable that one set of HAM was operational during the 26 July deluge. What makes the civic control room different from other cities' disaster control cells is its regular practice and constant improvement and up-gradation in standard operating procedures

Municipal Commissioner or one of the four Additional Municipal Commissioners assume the charge of control room, and direct or order the concerned agency chiefs under the National Disaster Management Act 2010. On several occasions, when the situation demands, like the Bandra slum fire and Mantralaya fire, the Municipal Commissioner himself goes on site and takes charge. Meanwhile, major civic hospitals – KEM, Nair and Sion – are alerted and they start their SOPs which include – vacating the ground floor ward for victims, stocking blood supply, alerting concerned expert doctors, getting medical kits ready and waiting for the first victim to reach the hospital. Even smaller hospitals and nursing homes are tracked on google maps which are alerted and kept stand-by in case of emergency. Police reach the accident site and the traffic police assist and co-ordinate to give free way to ambulances. Within 30 minutes, the press is informed and the victims' numbers and names begin appearing in the internet and possibly TV media.

n a shocking incident a 17-year-old youngster was sodomised at knife point by an unknown person early on Thursday morning. The incident took place at Matunga area of central Mumbai at around 1.50 am when the minor victim was sodomised on the terrace of an old building, said police. According to the police, the victim, who resides in Wadala, had left home in the
night after a tiff with his elder brother. As the victim left home, he stopped a person, who was driving a motorcycle, and asked for a lift. Subsequently, the victim sat behind the driver on the motorcycle and the unknown person took him to the terrace of an old building in Matunga and threatened him at knife point before sodomising him there. “Soon after sodomising the minor, the accused fled from the spot,” said Baburao Gavit,

While talking with the ADC, Gavit, who is on leave said, “Police are probing the case and suspect that the accused must be from the Sion-Matunga area, as he was well aware about the building not having a watchman.” According to the victim's statement, the accused's age would be around 45 and he is short in height and about 5.5 inches tall. side of his head. He had worn a black colour shirt, which looked like a jacket, informed police. ompetition is soaring for the 8,750 medical seats in the 121 medical colleges across 35 districts in the state. About 1.5 lakh young aspirants wrote the Maharashtra Common Entrance Test (MHCET) yesterday, each vying for one of those coveted seats. Those who were late, and there were quite a few, were not entertained. The exam began at 9 am. The examiners gave students a 10-minute leeway. But those who crossed the 10 minute mark were turned away. The few students who couldn't reach their exam centres on time and were not allowed to write the exam, have the option of writing the exam again next year, and, hopefully, be on time for it. A victim of this action, who centre was in Dadar, said, “I had reached just 10 minutes late for the exam, but I was

Jignesh Shah remanded to 7 days police custody By Philip Varghese

day after the Economic Offences Wing (EOW) of the Mumbai police arrested Jignesh Shah, chairman and group chief executive of Financial Technologies (India) Ltd. (FTIL) and former MCX chief executive Shreekant Javalgekar in connection with the Rs.5,574.34 crore fraud at National Spot Exchange Ltd. (NSEL), the Special Maharashtra Protection of Interest of Depositors Act (MPID) court in South Mumbai remanded Shah and Javalgekar to seven days of police custody on Thursday. Hundreds of investors turned up at the MPID court to witness the proceedings related to Shah's arrest, which is considered as the most significant in the case since the crisis began in July. FTIL owns 99.9 per cent of NSEL. Shah and his companies have been declared unfit to run a commodity exchange and ordered to reduce their stake in Multi Commodity Exchange of India Ltd., or MCX, (he has
already lost control of the exchange that is now run by a board). He also runs the risk of losing control of MCX-SX with the stock market regulator declaring him and his company unfit to run an exchange. Both the accused moved bail pleas on Thursday before the MPID court judge S.D. Outside the polling stations, a voter assistance booth would have been erected where Booth Level Officers (BLOs) accompanied by professionally trained youth
preferably from Hotel Management Institutes (one girl in uniform) would assist BLOs in voter slip distribution and assist voters in any kind of other assistance or information they might require. Instead of the usual coir ropes for queue management, nylon separators in steel casing were to be used. Priority has to be given to physically challenged voters, infirm and senior citizens, pregnant and lactating mothers. In order to enhance the voter experience, all the polling staff at the Model Polling Stations are supposed to wear fluorescent jackets indicating their designation and with a 'May I Help You' label. All these guidelines were supposed to have been implemented by Chief Electoral Officers of the states and union territories at no extra cost using their budget resources.

egislative Council chairman Shivajirao Deshmukh yesterday argued that the legislature needs to pursue the resolution it adopted way back in 2006 recommending the Centre to make elections to the Elected by MLAs (EMLA) constituency in the legislative council by open ballot. Delivering his thanksgiving speech after being elected unopposed for the third time as the chairman of the Upper House, he said that just like the elections to the Rajya Sabha are now held by open ballot where voting leg-
islators have to disclose their vote, the same should be applicable for the EMLA constituency elections. Sources in the state legislature disclosed that both the houses had in July 2006 unanimously passed a resolution urging the Centre to amend the electoral laws to make the elections to the EMLA constituency in the Upper House by open ballot. In the 78 member legislative council, vacancies to 30 seats are categorised as EMLA constituency. The voters to this constituency comprise the 288 members of the legislative assembly. Since the elec-
tions to these vacancies are held by secret ballot, allegations of horse-trading have always been made. Alluding to the aspect of horse-trading, Deshmukh advocated for the need to hold these elections by open ballot. He said that the matter has been pending before the Union Home ministry and added that the legislature needs to pursue the matter. Sources in the legislature secretariat added that since the last eight years the legislature has been in regular correspondence with the Centre. During his speech, Deshmukh stated that only six
states in the country have legislative councils. He added that the other 22 state legislatures also need to have the Upper House. The council chairman argued that the Upper House was needed to temper some decisions taken sometimes in haste by the legislative assembly. Earlier, in the morning, the Upper House met for a one day special session to elect the legislative council chairman and announce the election of the leader of opposition. Later BJP MLC Vinod Tawde was declared elected unopposed as the leader of opposition for the 2nd term.

HE response to the first meeting of Lok Adhikar, initiated by a former civil servant and supported ably by activists and professionals, should be an eye-opener to our neta-politicians that, try as they will, things are never going to go back to the good old days when they decreed and we followed, when they promised, got the votes, then sat back till the next election rolled around, when they said that things could not be done because that is the way the laws were framed by them. At the Indian Merchants' Chamber on Wednesday, there was standing room only for the crowd, eager to take back control and improve the quality of the city in which they live. If our administrators call themselves civil servants, a description that sits uneasily on shoulders filled with the knowledge that they are actually twice born and the second time, it is to rule, the time is now ripe to make them actually serve us. Hence the attraction of the Right to Service Law, or, as it is officially known, the Government Servants' Regulation of Transfers and Prevention of Delay in Discharge Official Duties Act, 2005. It's been around for almost nine years, yet how many of us have given any thought to it? Like the Right to Information Act, this one also has the potential to change lives. It also has the potential to take lives, as RTI has done in the face of often bitter opposition from those to whom parting with information meant the jig was largely up. Make no mistake – this is just the beginning of a long and difficult road, but for the first time since Independence, which makes it the first time ever, there are sufficient numbers of the intelligentsia who understand the intricacies of getting a recalcitrant administration to do its job to the satisfaction of the populace that they are meant to serve. The first thing that the movement emphasises, therefore, is transparency, through simplification of a law submerged in officialese. A throwback from the days of the British, it would seem that this is the most cherished aspect of Act-making in this country, which still has warehouses of dusty files bound in frayed red tape. Being able to understand what our civil servants are duty bound to do for us, under pain of penalty, is a battle waiting to be won. The war, to convert the millions of government servants in every state from corrupt practice or plain apathetic sloth into machines offering a decent level of service, is going to be a long one.

The paper damned Sonia Gandhi and Rahul Gandhi for being “equally guilty of all the ills in India because they wanted to exercised authority without accountability. “There is” said the paper, “no denying the truth in the BJP argument that the Congress leadership was guilty of a deliberate, conscious devaluation of the office of the Prime Minister.” As the paper saw it, “the case of Dr. Singh demonstrated that it is not good enough for the prime minister to be personally honest” (because) “he or she must exercise strong governance skills to ensure that those around him or her do not subvert the system to feather their own nests as it apparently happened”.

Referring to the two books recently released, the paper said that “the basic thrust of the revelations is that the prime minister was being remote-controlled by the party on policy matters and details of administration and that he had no control even on some of his ministers and their decisions”. “In effect,” said the paper, “he was reduced to tie status of a figurehead who only reigned but did not rule” and that “effectively undermined the cabinet system of governance where the prime minister is supreme”. As the paper saw it, “much of the lack of governance and the huge cases of corruption which are now haunting the government could be attributed to this situation.” The Hindu (April 18) took another line. CBI gets first woman as Additional Director
IPS officer Archana Ramasundaram on Thursday took over as Additional Director of CBI, becoming the first woman to be elevated to this level in the probe agency. It was home coming for Ramasundaram, a 1980 batch officer of Tamil Nadu cadre, who had earlier served in the agency as Deputy Inspector General and later as its first woman Joint Director, handling cases pertaining to economic offences between 1999 and 2006, which includes Telgi stamp scam. The name of Ramasundram, 56, was recommended by CBI Director Ranjit Sinha to the Dept of Personnel which oversees the functioning of the agency. Ramasundaram's name was cleared by the Appointments Committee of Cabinet headed by PM Manmohan Singh.
Telangana to have 163 IAS, 112 IPS posts A central-government appointed committee has recommended 163 posts of IAS, 112 of IPS and 65 of Indian Forest Service (IFoS) officers for newly-formed Telangana state. The composition of three all India services was recommended by a sixmember committee headed by former CVC Pratyush Sinha in its preliminary report to the Department of Personnel and Training (DoPT). Of these posts, 114 posts of IAS officers, 78 of IPS and 46 of IFoS are kept in direct recruitment category, the report said.

Air India is estimated to have saved over Rs 1,400 crore on fuel costs over six years by phasing out fuel-guzzling aircraft and undertaking innovative measures like flying planes at a particular cruise altitude and speed. he third edition of the Sankaradeva Movement will take place at the NCPA next weekend. The day-long programme aims to propagate the socially relevant messages of Srimanta Sankaradeva and promote the multiethnic culture of Assam. The programme will open with a discussion on the relevance of Sankaradeva in modern India, which will have Vaishnava scholar Dr. Sunil Kothari; Governor of Assam, JB Patnaik; filmmaker and a top police officer, Bhaskarjyoti Mahanta; actors, Adil Hussain and Victor Banerjee and brand ambassador of the Sankaradeva Movement, Ustad Amjad Ali Khan participating. Shyamkanu Mahanta, the person behind this movement, credits the event for highlighting the culture of Assam, despite the current conflicts taking place there. He tells us, “The Sankaradeva Movement is an attempt to showcase the culture of Assam and to promote Sankaradeva, who was responsible for the creation of Assamese society and for bringing together various castes, communities and religions.” The show will have a number of attractions, including performances by Anup Jalota, Ashwini Bhide Deshpande, Ustad Amjad Ali Khan, Bollywood singer Zubin Garg, Kalpana Patowary, Naga folk singer Guru Reuban Masangva as well as a dance drama by several leading actors from Assam. have to admit that despite my reputation as a travelling foodie who has been there and eaten it all, the food of the Philippines was a mystery to me. So, a trip to this fascinating archipelago of a country that lies scattered in the South China Sea like a cluster of emeralds, seemed imperative for me as a self-respecting foodie worth his two cents, to do, eat and see.
get set... cook! When you get a chance to be a part of a weeklong culinary course at an institute headlined by one of the Gods of modern cookery — Alain Ducasse — you can only thank your lucky stars! And I did just that as I got all ‘chef-ed’ up, replete with a chef’s cap and apron, as I prepared to partake in the wonders of Filipino cooking. One of the first things our chief instructor Chef See Cheong Yan, the institute’s culinary head and our instructor, restaurateur Chef Suzette Montinola had us learn was the Filipino dish, Kare-Kare. This peanut-based sauce (see recipe), with a much-loved Filipino shrimp paste called bagoong as its base, is almost the national dish of the country. It ranks right next to the vinegar flavoured Chicken Adobo and the garlic rice called Sinangag that comes topped with a fried egg called Itlog. Referencing the country’s former Spanish colony status, churros with a raspberry jam were the next thing we had to master, right from making the cooked dough to deep frying the finger-shaped pastries and then rolling them in a sugar-cinnamon mix. But, it wasn’t just this hands-on class that we were privy to. From Filipino food orientation classes to learning how to operate sophisticated professional equipment (the fabulous KitchenAid range of appliances), we soaked it all in like receptive sponges. There were also workshops on food photography,
cooking kare-kare ingredients 60ml vegetable oil, 1 onion, 2 cloves garlic, 150ml vegetable stock, 100g ground roasted peanuts, 1 tbsp crunchy peanut butter, 100g ground roasted rice, 100ml bagoong shrimp paste (can be substituted with 100ml dark soy sauce), 50ml lime juice recipe for kare-kare Heat the oil and sauté the sliced onions, adding the chopped garlic in after a few minutes. Add the stock, rice powder and bring it to a boil. Add the powdered peanuts, peanut butter and shrimp paste (or dark soy) and simmer till thickened. Sprinkle with lime juice and blend with a hand blender untill it is smooth and velvety. Serve the kare-kare sauce with sautéed vegetables such as banana flowers, sliced aubergines and string beans, along with your choice of pasta such as ravioli or with garlic rice. The kare-kare also tastes delicious when it’s spooned over grilled meats.

It even culminated in a Masterchefesque cooking competition! Designed to test our skills using a predetermined set of ingredients including a pasta that we had to make with our very own KitchenAid pasta makers, the two-hour time limit saw us sweating it out. And although my Coriander-crusted Salmon with Lemon Gnocchi and Turmeric Sauce lost out to team Hong Kong’s prawn and noodle dish, the
experience of creating something from scratch and setting it down before an esteemed panel of judges consisting of top chefs, was priceless.
Blast from the past! Taking a little time out of all that foodie mayhem seemed imperative as this fascinating city has so much to offer. One of the main places that I was told that I had to visit was the walled city of Intramuros. A city within a city, Intramuros which means “within the walls” in Spanish, is a heritage precinct located to the north of the main city centre of Manila. With cobblestoned streets, horse-drawn carriages and old world charm preserved in Spanish style haciendas and churches, Intramuros takes you on a journey through time. Making my way on foot, I discovered the open air Rajah Sulayman Theater and the Fort Santiago, with its mighty moat forded over by a stone bridge. Once inside, I followed the final path, laid out in bronze shoe prints of famed writer José Rizal, the national hero of Philippines, who was executed by the Spanish in 1896 amidst rumours of him spearheading a national revolution. One can learn more about the life and times of this prolific linguist, who spoke more than 20 languages including Sanskrit, at the Rizal Shrine. This well-tended museum was the place where Rizal was incarcerated before being killed by a firing squad and today, it houses his personal relics, including an original copy of his acclaimed poem, Mi Ultimo Adios, or My Last Farewell. And with that poignant note of parting, I made my way back into town, satiated — and I’m not just talking about all that wonderful food the Philippines seems to have in abundance.

Bitter animosity and hatred has existed between the communities of Jangavar and Dilavar. While Dilavar’s Roshan wants to bring peace between everyone, he sets an example by marrying Chandni. Before dying, Roshan asks his twin brother, Raka, to promise that he will bring peace by getting their brother, Badal, married to Shaka’s sister, Reshma. Raka attempts to carry out his promise, by letting both meet and fall in love with each other. A small town in rural India gets to witness a confrontation between two fathers - one a rich, powerful, influential, and cruel Zamindar Thakur Avadh Narayan Singh - who wants the man who filed a police complaint against his two sons to be killed immediately. And the other is Rudra, a poor laborer employed by Avadh, who wants justice when he finds out that his nine year old daughter, Durga, has been beaten and brutally raped by Avadh’s sons, Bachhu, and Bhola. Amidst this background we have a corrupt doctor, who is willing to change his medical report after he is bribed appropriately; and a Police Inspector, Ramnarayan Bhardwaj, who is willing to drop any charges against Avadh’s sons provided he gets his “dues” from the Thakur. Orphaned at a very young age, Raju lives a poor lifestyle with his unmarried sister, Laxmi, in India. Both are of marriageable age. One day Raju meets an attractive fellow-collegian, Parul, and after a few encounters with another fellow-collegian, Bobby, both fall in love. But Parul’s uncle, Jagpal, has already arranged her marriage with Police Inspector Suryadev Singh. When Suryadev finds out that Parul is refusing to marry him, he arrests Raju on a charge of murder, holds him in a cell, and beats him mercilessly. Laxmi, quite dramatically, takes a gun from a policeman, and helps Raju escape so as to prevent Parul from being forcibly married to Suryadev. They do manage to arrive in time, only to find out that Parul has consumed poison and killed herself. B4U, 9 p.m.

The Nifty rose marginally on Thursday (May 08, 2014) a net 7.30 points (0.11%) and closed at the 6659 point level. The market opened up with a gap at the 6669 points level. It then rose further and registered the day’s high at the 6688 points level at 10.53 a.m. The index then declined and turned into a range bound movement until 12.45 p.m. It then declined further and registered the day’s low at the 6638 points level at 12.56 p.m. The index then rose and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 50 points. Sentiment was mixed and amongst the 50 Nifty stocks 26 were losers, while 24 were gainers. Buying was witnessed in consumer durables, banking, auto, capital goods, IT, power and metal stocks, while selling was witnessed in realty, FMCG, healthcare, oil & gas and PSU stocks.
TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 7.01%. This change is small and indicates a moderate participation by investors.

Golden Harvest Scheme (GHS*) needs to be modified: With the modified regulation under Companies Act, Titan’s GHS (explanation in the body) in the current format would have to (at worst) adhere to RBI’s guidelines of a deposit company. This could limit the GHS corpus to ~50% of its current size (i.e. ~25% of Titan’s share cap). Titan has stopped accepting customer advances under the GHS but we believe they should be able to provide another attractive customer acquisition scheme under the new regulations. We highlight that this customer acquisition scheme is run by the entire jewellery industry, so regulation would impact the entire industry (and not just Titan) if implemented at its extreme. Watch business restructuring now working, jewellery margins do well: Execution with change on the go-to-market, promotion and branding of watches has started working, with volumes +11% YoY and EBIT +32% YoY. Cash earned in businesses has now been re-allocated to corporate (under AS 17) which means the GHS interest earned has depressed jewellery EBIT to 10.6% (vs. 11.6% as it would be) demonstrating high profitability (prop of studded at 37%). At our PT, Titan would trade at 30x FY15E PE which is +1stdev of 5yr average 1yr PE. Investment case: We believe with regulatory issues settled, Titan appears well placed to gain from growth in discretionary spending in FY15- 16E. Its long-term growth in the accessories business, strength in management, governance and branding, and its retail presence and market positioning remain unchallenged, in our view. We think the company’s course correction in 2013 has aided improvement in core profitability and improved retail practices overall and demonstrated strong corporate governance and superior management practices vs. the industry. Upside scenario: In our upside scenario, we assume an improvement in discretionary spending above expectations, and volume growth of 13-14% (versus our base case of 10-11%) in FY15-16E. We assume a higher proportion of diamond jewellery sales at 28- 30% versus our base case of 2425% in FY15-16E. We also assume lower COGS and lower other expenses, leading to margin improvement of 70-80bp compared with our base case. Our valuation in this scenario is Rs 376/share.

ndustry body EEPC has sought clarification from the government on CBDT notices to exporters for deducting TDS on commissions paid to foreign agents for Indian shipments. The engineering exporters' body has asked the commerce and finance ministries to clarify the position in the upcoming foreign trade policy. "Even though there is a High Court Judgement that the TDS cannot be levied on the commission earned by foreign agents on exports, the situation is not clear be-
cause of certain circulars by the CBDT, causing inconvenience to the exporters who are finding it difficult to engage agents abroad in this backdrop," EEPC India Chairman Anupam Shah said. Several exporters have been receiving notices in this regard, he added. It is estimated that around USD 15 billion is paid as commission to foreign agents. The commissions vary from 3-5 per cent and India's total exports are about USD 312 billion. The rate of TDS on commission is 10 %. The Engineering Export Promotion Council said that given the complexities of the international markets, the
agents are a must, especially for the small and medium sized exporters who do not have internal wherewithal to scout for new markets. "How do you expect a foreigner to come and claim the TDS refunds? He is not an assessee in India and yet our taxmen would impose TDS on foreign commission. This is strange and totally not workable," Shah said. "The result is that we are finding it extremely difficult to engage such agents. Why will they work for us if we deduct from their earnings which they are supposed to report to tax authorities in their own countries," he added.

The interim application moved by FIA sought to restrain AirAsia India from commencing its scheduled air transport operations during the pendency of the petition. The plea, moved by senior advocate Mukul Rohatgi, also sought "to restrain the Centre from granting any decision or grant of any further approvals/ permissions/ NOC/ permits in favour of AirAsia India".
BUSINESS BRIEFS New Govt Expected To Open Iron Ore Mines
The global iron ore industry expects India's new government to open the country's mines and resume exports to China, a senior official of trading firm Radiant World said yesterday. "We have good expectations (of the Indian mines opening)," said Gopalakrishna Rampalli, senior vice president of the Mumbai-based company. Reflecting the industry expectations, he cited the opening of Goa mines which were expected to ship 20 million tonnes (MT) of iron ore to China this year. India's iron ore exports would boom to 110-120 million tonnes a year once the government opens up and allow exports from mines in Jharkhand, Chhatishgarh, Karnataka and Orissa. "This iron exports will earn India as much as USD 15 billion a year in foreign exchange," he told PTI in Singapore. He pointed out that Indian iron ore exports had peaked at 110 MT before the mines were closed. Exports over the past three years have average at 15-20 MT a year.
El Nino May Impact GDP By 1.75%: Assocham
About five % deficit rains due to possible El Nino factor could have a bearing on economic growth by 1.75 % in the 2014-15 fiscal, affecting lakhs of unskilled jobs, an Assocham report said. Deficiency in rains could also impact food inflation, which has always been a concern to policy makers, it said. "The deficit rainfall of 5 % due to El Nino factor will cause loss to the GDP of about 1.75 %, i.E. Rs 1,80,000 crore, hurting lakhs jobs of unskilled sectors," the report said.
Pvt Sector Activity In Emerging Markets Stagnate
Private sector activity among emerging market economies was broadly stagnant for the second successive month in April, indicating falling output in India, China, Brazil and Russia, an HSBC survey said today. The HSBC Emerging Markets Index (EMI), a monthly indicator derived from the PMI surveys, inched up to 50.4 in April, from 50.3 in March, signalling only a marginal increase in output across global emerging markets in April. During April, the HSBC composite index for India and China, stood at 49.5, while for Brazil it was 49.9 and Russia (47.6). An index measure of above 50 indicates expansion. "The EMI data show a near-stagnation of business activity in the emerging markets for a second successive month in April," Markit Chief Economist Chris Williamson said.
ICICI Bank Pips Infy As Most Popular Stock Among Funds
ICICI Bank has emerged as the most popular stock among equity mutual funds in the January-March quarter replacing IT giant Infosys, largely on account of market price movements, says a report. At the end of March, equity funds held ICICI Bank shares worth Rs 9,152 crore, while Infosys shares were valued at Rs 7,339 crore, according to a report by investment and mutual fund research provider Morningstar. At the end of OctoberDecember quarter, equity funds held shares worth Rs 8,194 crore in ICICI Bank and Rs 9,262 crore in Infosys.

The film poster brazenly uses soft-porn jargon, “ 'Cumming' in Cinemas”, and uses an overtly suggestive ‘A’ in the title of the movie. The promos, though, have toneddown voyeuristic visuals. Yet ‘Mastram’ lead actor Rahul royally defends his controversial film, directed by Akhilesh Jaiswal who co-scripted the hit movie ‘Gangs of Wasseypur’. “Lets face it! 'Mastram' is certainly not a pornographic film. Inspired by a real-life ‘ghostwriter’, it's a sensitive fictional biography of an underdog bank clerk who is an aspiring, struggling writer called Rajaram and is compelled to incorporate erotic masala in his novel copy text to make it hot and saleable. What made you accept this 'Manjunath'? I play the role of Manjunath’s senior at IIM. My character is Anjali who’s leading a well settled, happily married life…she could in fact be any of us. One day, she turns on the news and sees the bulletin flashing the death of young Manjunath and she is affected by it. Like we normally do, she passes a comment: “Why does nobody do anything about this?” She is about to walk away when her husband says, “Why don’t you do something?” That spurs her to begin what later goes on to become a revolution. She doesn’t blame the system, but stops her life to ensure that Manjunath didn’t lose his life in vain. That’s the crux of my character. The reason I accepted this film is because I go by my heart and this film was
pseudonym ‘Mastram’ and his novel becomes popular. “Ultimately it’s all complying well with the censor board guidelines. Haven’t we had a string of erotic genre movies recently including ‘Jism-2’ and ‘Ragini MMS2’?” shrugs Rahul who is paired opposite the vivacious actress Tara-Alisha Berry. Wasn’t there a mystery ‘whodunit’ element of sorts in the movie ? (Laughs) “Definitely, but out here, it’s ‘whowrittenit’. Nobody has ever met the real author who discreetly penned the bestseller Hindi erotica ‘Mastram’ series novels across the entire North Indian belt. There has always been this nagging curiosity factor amongst his lakhs of addicted readers, fans who wonder whether he is ashamed or proud of his writing skills. Besides, there is an instant common man connectivity with our realistic movie characters. As a bonanza for music lovers there is rock star 'Yo Yo Honey Singh’s pulsating pop number ‘Achko Machko’,” signs off Bagga.

If I could make a little difference in leveraging this film further by accepting the role, then I believed I should go for it. Rumor is that you accepted a nominal sum as the fee for the film? This is true, and I was very happy to do it because this is a film for a cause. We take monies on other commercial projects, but there are some movies that we do because we absolutely need to do them. 'Manjunath'
is one such film.
How was it working on the film, with respect to co-stars, technical crew and the director at the Lucknow shoot? Most of them were new faces, but I love discovering new people and working with them was great fun. I didn’t really interact with Seema Biswasji and the rest of the cast since I had a solo track wherein my character rages her fight with the system. But the entire crew, including the technicians, were
very passionate about this film and that’s the big high for me. Were you aware of the story of Manjunath and would you have helped him in real life? Well, I was aware that such an incident had taken place. But like my character Anjali, I passed a comment on how someone should do something and moved on. HIS is one of those odd weeks, when six Hindi films are hitting the cinemas — this is the period of lull before the country comes to a halt with election results being announced, and everybody glued to the news to figure out what happens ab ki baar. There were seven, then Kochadaiiyaan was pushed a couple of weeks later, probably so that the giant wouldn’t have to scramble for screens with the midgets; the official reason being that the producers want to cater to the demand for multiple language and the 2D and 3D versions to release the same day. So now the film will release in six Indian languages in 2D and 3D versions over 6,000 screens worldwide, and that week’s other release Heropanti should worry. Anyway, so this week, Amole Gupte’s Hawaa Hawaai, Zaid Ali Khan’s Khwaabb, Ashuu Trikha’s

To grab footfalls all these films will have to work really hard, because with ticket rates being what they are audiences want their money’s worth. In an ideal movie scenario, there would be a section of the audience willing to risk their time and money to see offbeat films,
but unfortunately, the following for such films has come to be limited to film festivals, and if there is a buzz then DVD and home viewing. Even filmmakers who want to get out of the commercial rat race and make films they want to believe in still have to make compromises to please those who are investing in their films. To their credit, the six releasing this week, deal with a wide array of subjects, that should interest different sections of audiences; Hawaa Hawaai and Khwaabb are about sports, Koyelaanchal is about the coal mafia, Manjunath is about the real-life whistleblower who was murdered, Yeh Hai Bakrapur is a political satire and Mastram is about a porn writer. Of the lot Koyelaanchal and Mastram seem to have a decent promotion budget going by the size and number of ads, followed by Hawaa Hawaai and Yeh Hai Bakrapur. Manjunath is a late entrant into the publicity circus, and Khwaabb is lost in the crowd. Sadly, not one of them looks like a box-office bet. Maybe Mastram will work in small towns if it is well-made — amidst the crowds that read Mastram’s lurid stories. Then, next week, when the country’s fate is being decided, The Xpose will release, along with two obscure films, D Gangs of Mumbai and M3Midsummer Midnight Mumbai. When the big films come out, people are often dragged against their better judgment to watch them, but when the small films raise their flags, the audience truly is king.

So yes, even if we can create one tenth of the emotions of that film in Hawa Hawaai, I would be more than happy," he smiles. Both, Ajay Devgn and Rohit Shetty preferred the latter better than the originally titled Singham 2. This change was made keeping in mind their previous venture, Golmaal Returns. Shetty and Devgn have proved to be lucky for each other, time and again. Every time they team up, the audience have something to look forward to. Now, adding a little spice to the superb jodi is Kareena Kapoor Khan, who plays the leading lady in the film. Singham Returns is a power packed action film that is currently being shot in Goa. IRECTOR Sabbir Khan says his Akshay Kumarstarrer Kambakkht Ishq failed to create magic at the box office because of repetitiveness of comedy genre. Sabbir made his directorial debut with the 2009 film Kambakkht Ishq which bombed at the box office. It had Akshay Kumar, Kareena Kapoor and Hollywood actor Sylvester Stallone in a cameo appearance. "My producer (Sajid Nadiadwala) said the film was his biggest money spinner and Akshay tells it is one of his favourite films. I feel what might not have hit the mark was when I was making the film, I was catering to Akshay's huge fan following who already had high dose of comedy with other films and may be they were saturated... That was too much," Sabbir told PTI. "Besides that I don't know what went wrong. I feel less success is far more interesting and makes you learn more," he said. ANGALORE: Royal Challengers Bangalore all-rounder Albie Morkel has said that at least one of their top six batsmen would need to score a big one in tomorrow’s IPL match if they are keen to get the better of indomitable Kings XI Punjab. “Most of our batsmen got good starts. But we didn’t convert. The best innings was of AB (de Villiers) who hit 89. And if you want to win T20 games, out of top 5-6 batsmen, one has to go out and score a big one. “30s and 40s can win you games on occasions. From our batting point of view, we are aiming that somebody should score a big one,” Morkel told reporters on the eve of the match. The team needs to win at least five out of the seven remaining
games, and the South African allrounder said, “We have seven games to play and have to win five to qualify for semi-finals. Certainly, our goal is to play well in the next seven games.” Morkel said RCB would try to take advantage of the home conditions and win three consecutive matches in Bangalore. “It is a blessing in disguise to play three matches (in Bangalore). If you want to qualify, you have to win home matches. We will go out and try to win all three. We are proud of our record here,” said Morkel. “We are playing Punjab tomorrow. EW DELHI: Multiple world champion and Olympic bronze-medallist MC Mary Kom is among the 19 boxers selected for the senior women core group of probables for this year’s Commonwealth Games and Asian Games. The list was prepared after a selection trial held at the IG Stadium here from May 6 to 8 under the supervision of the ad-hoc committee. The three-day selection trials were held attended by five former boxers Mehtab Singh, Deverajan, Ali Qamar, Jitender Kumar and Rajender Prasad who were also members of the selection committee. While Mary Kom and six other boxers were selected in the 51kg category, seven women pugilists
were handpicked in the 60kg division and four in the 75kg weight category.
