These are: Annamalai University, Madurai Kamraj University, Manonmaniem Sundarnar University, Madara University, Global Open University, Omania University, Mahatama Gandhi University and Kakatiy University. Although these varsities have been approved by the UGC, their graduation courses are not of the three year duration as per the UGC norms. The number of students that have been registering complaints at the Students' Grievance Cell of MU about being denied a chance to pursue their further studies since they have graduated from a deemed university, has also increased. Pradeep Sawant, Senate and Grievance Cell member, MU, said “Students should not try to gain degrees quickly from deemed universities and then suffer. Deemed universities provide a three year long degree course in a matter of one year, which is against the rules of the UGC. There are so many students who are unable to study further as they have degrees from these deemed universities."

he Anti Corruption Bureau (ACB), after a week-long investigation into the corruption case involving Anandrao Shravan Jeevane, the Additional Secretary of Urban Development (Class-I) and his colleague, who were caught accepting a bribe of Rs. 50,000, have registered a case of disproportionate assets against the officer on Monday. The ACB registered the case after they searched Jeevane's house and bank locker, and

found Rs.2,13,15,000 in cash, and jewellery, amounting to much more than his current income. Last Monday, Jeevane was caught red-handed by the CBI while he was accepting a bribe from a complainant inside the Mantralaya. During the investigation, the ACB learnt about him having disproportionate assets, on the basis of which, officials searched his house and locker and took all the valuables into their custody. According to sources in the ACB, after Jeevane was ar-

rested, officers began interrogating him. He denied all the charges, saying that it was not him but his colleague who was accepting the bribe. However, he later confessed to his crime. When the valuables were examined for their worth, they were found to be worth 279 per cent more than his income. “It is suspected that he might also have immovable property at his native place. We are investigating this too. A case has been registered,” added the sources.

What is an e-cigarette? A

n electronic cigarette (e-cigarette) is a battery-powered device which simulates tobacco smoking. It generally uses a heating element that vaporizes a liquid solution. Some solutions contain a mixture of nicotine and flavours, while others release a flavoured vapour without nicotine. According to the World Health Organization (WHO) as of July 2013, the efficacy in using electronic cigarettes to aid in

smoking cessation has not been demonstrated scientifically. They recommend that “consumers should be strongly advised not to use” electronic cigarettes until a reputable national regulatory body has found them safe and effective. An E-Cigarette is also known as an electronic vaping device, a personal vaporizer (PV) an or electronic nicotine delivery system (ENDS).

Casual toll-taad

A colleague on his way to Nashik over the weekend has this truly sickening story to tell us of the way the state government has left itself open through its own lack of governance, unable to occupy the moral high ground, while the opposition takes advantage of the situation to indulge in gratuitous violence without fear of repercussion. He was at the Padgha toll naka before Shahpur on the Expressway, waiting in the queue, when he noticed a Toyota Innova come up, followed by several other vehicles. After idling behind the vehicles lined up in the queues on the left section of the toll naka, the Innova suddenly switched to the right side for incoming traffic where there seemed to be no vehicles. As drivers watched in amazement, the Innova barreled up to one booth, smashed the window and then shoved its way through the barrier by force, damaging it. Like scavengers following the leader, the other vehicles following in its wake also rushed through and were gone like a collective bad dream. What was that, our colleague asked the man at his window, and received the bland reply, “Don’t know, couldn’t see. Too far”. So smoothly did the whole thing happen that it was almost like a well-rehearsed skit. Ironically, the bunch of policemen posted at the spot, sitting in the centre of the booths, did not lift a finger either to prevent or to punish the outrage.

Suitable instructions for a Suitable Book

“Turn from Mathura Road into Nizamuddin East at traffic light next to petrol pump. Take right at the mini-roundabout. Turn left through Gate 4, at corner of park. Go around the oval park (with palm trees in it) till you get to 22 Nizamuddin East, at the other end of the park.” That’s part of the invitation sent out by the Aleph Book Company to its Delhi invitees as it gets ready to celebrate the publication of the 20th anniversary edition of Vikram Seth’s ‘A Suitable Boy’ tomorrow evening. It has already sold more than a million copies and looks set to gather even more steam in the years ahead As you probably know already, the Aleph Book Company has acquired publishing rights of Vikram Seth’s much-awaited ‘A Suitable Girl’, sequel to the 1993 bestseller. It was supposed to come out last year but will now make an appearance in 2016. This celebration is a kind of taster and reminder of the main event. Last July, Seth was asked to return a $ 1.7 million advance by his previous publisher, Penguin, as he had failed to deliver the manuscript of the sequel on time. When Aleph came into the picture, the gloom lifted and the author said, “I am delighted to be working with David Davidar and Kapish Mehra. My publishing relationship with David goes back 25 years, and I have more respect and affection for him than for any

other editor.” He also added, on a rather coy note, “As for Lata’s mother (protagonist of ‘A Suitable Boy’), Rupa Mehra - she tells me that she highly approves of being published by a company backed by her namesake.” When the book was published, our Liberal Economy was still a buzz word, the Mumbai riots had just taken place, followed by the

serial bombs, followed by the knowledge that Dawood Ibrhaim was involved and so somehow was Sunjay Dutt. Dawood’s pictures also looked believable, and 20 years later, they are still using them because none others are available. Finally that year, the Latur earthquake took place and we thought, that’s it, nothing worse

can possibly happen. What did we know! In all that time, much water has flowed under the bridge, including other riots, other bomb blasts, other attacks, and flood in Mumbai, a tsunami and the earthquake in Uttarakhand make 20 years ago look like a picnic. In all this time, Vikram Seth himself has also come out of the

closet, and because the Supreme Court last year overturned the Delhi High Court ruling of 2009, decriminalising gay sex, has announced that he is a criminal again. His fans, and there are millions of them all over the world, frankly couldn’t care less. And the sooner he finishes ‘A Suitable Girl’, the better.

Healthy competition

Actually, it isn’t even competition, just a wonderful recognition of the fact that more and more people are watching Marathi films than ever before, that good films are being made in the language, and that there is a sense of everyone being in it together, instead of at each other’s throats. When director Sanjay Jadhav’s film Duniyadari achieved a record of sorts, in that his film made Rs.30 crore at the Box Office, he declared that it was time to recognise feats of this nature in the industry. And so he came up with the idea of instituting a rolling trophy that would be passed on to the film that beat his record. Accordingly a few days ago, at a function called to celebrate the event, Sanjay passed on the trophy to Ravi Jadhav, whose film Time Pass has now broken the record and surged ahead of Rs.30 crore. They’re calling the trophy Record Break, and we thoroughly approve of the idea! And one other detail, when you pass it on, apparently you have to say “Record Break”. A bit like Chinese Whispers, except that here, there is no chance of the message ever going awry.

Team Duniyadari (left of the trophy) led by director Sanjay Jadhav (striped shirt) passes on the Record Break to Team Time Pass, led by director Ravi Jadhav (purple shirt) at a function held recently to celebrate both films.

The strike was called by nine bank trade unions – AIBEA, AIBOC, NCBE, AIBOA, BEFI, INBEF, INBOC, NOBW, NOBO – which includes 10 lakh bank employees and officers working in public sector banks, old generation private banks, regional rural banks and employees of foreign banks. The employees are demanding an immediate wage revision for bank employees and officers, and are asking for retrograde banking sector reforms to be stopped. Almost 10 crore cheques worth Rs. 7,40,000 crores could not be cleared across India. Government transactions, foreign exchange transactions and money market operations were also affected. The strike will continue tomorrow as well. “Since the IBA and the government did not settle our demands, the strike has been forced on us,” said Vishwas Utagi, General Secretary, Maharashtra State Bank Employees Federation (MSBEF) and Vice President, All India Bank Employees Association (AIBEA). “ We are sorry that the banking public

ceptable. The IBA is stating that profits in the banks are not good and hence they cannot afford to give us a better wage revision,” said Utagi. “Bad loans increase but not because of employees. Employees should not be held responsible for the same,” he added. According to an estimate in the last five years, Rs. 1,40,266 crore have been provided by banks towards bad loans from profits. In ad-

have been inconvenienced by this strike but it was unavoidable due to the non-serious approach of the IBA and the government to avert the strike by improving their offer on a wage increase and discussing our concerns on banking sector reforms,” he said. The IBA has offered to increase the wages of employees by 10 per cent which employees have found inadequate. “Their offer is not ac-

dition, in the last six years, Rs. 1,41,294 crore of bad loans have been written off by banks. Utagi mentioned that the UFBU is always open to resolve demands by discussions and negotiations, but the IBA and the government should also be forthcoming. “If the same negative attitude continues, we will be left with no alternative than to further intensify the agitation,” warned Utagi.

fter a delay of one year and re-inviting tenders for the fourth time to map trees, the Brihanmumbai Municipal Corporation (BMC) started its pilot project of using the Global Positioning System (GPS) and Geographic Information System (GIS) yesterday for tree mapping during the census. The tree mapping started from the Ovale ground in the city wherein additional municipal commissioner S.V.R. Srinivas said, “GPS and GIS will create a spatial database which will facilitate analysis, planning and database management of trees in a particular area or of a particular species or variety for which a team of 12 people have been appointed”.

The BMC has spent Rs.2.7 crore on it and the work will take another year to be completed. In the last census in 2008, there were 19 lakh trees in an area of 603 square kilometers. Srinivas added, “We assume that there are two million trees in the city and using this system, we will be able to ascertain the exact location of the trees, each tree will have a unique identification number to track the tree, the age and the condition of the trees will be available. After two or three months, we will update the data on the website and any suggestions from the public will be welcome”. The trees from the national park would not be included in it, all the other trees, including those on private land, will be included in the census.

GPS will map the exact location of trees, record the data and load it on GIS. The botanists will measure the width, height, age and condition of the tree and it will be recorded digitally and associated as an attribute of the tree.

As per the tree census that had been conducted in 2008: S Ward (Bhandup) 1.59 lakh trees K-East (Andheri-E) 1.56 lakh trees R Central (Borivali) 1.44 lakh trees C Ward (Chandanwadi) 3,919 trees B Ward (Pydhonie, Dongari)- 6,786 trees

bout one million Central Government employees (except those in the Railways and Defence) will begin a 48hour strike from midnight of February 11 to go on till February 13. The major demands of the strike organisers, the Confederation of CGEs and Workers, are: a) Withdrawal of the new Contributory Pension Scheme and re-introduction of the Statutory defined Benefit Pension Scheme for all giovernment employees. b) Dispensing with the Contract/Casual System of employment in government service c) Merger of DA with pay, Grant of Interim Relief and hold negotiations and settle the terms of reference for the seventh CPC. K.K.N. Kutty, President, Confederation of CGE and Workers said, “Over the eight-year period, since the last wage revision, the prices of all essential commodities have soared by almost three times. Compared to the rate of inflation, the dearness compensation had been meagre. The erosion of the value of wages was phenomenal during this period. The government refused to revise wages even though it permitted such wage revision for PSU workers every five years. The fifth CPC was set up when the DA crossed over 50 per cent”. Presently, the rate of DA has almost reached 100 per cent. Almost one third

The government has shown scant regard to the existing labour laws in contravention of which the workers are employed. It is with this background that the demand for scrapping the Contract Labour System has been raised by the employees.

Juvenile crime in Mumbai up by 15% Afternoon Despatch & Courier

CITY

www.afternoondc.in

MUMBAI | TUESDAY, FEBRUARY 11, 2014

T

he crime graph involving juveniles is rising and there was 15 per cent increase in the cases registered against juveniles last year in Mumbai. In 2013, the criminal cases under 23 categories were registered against juveniles. They included: rape- 28 cases, molestation- 45, kidnapping and abduction- 15, sexual harassment- 10, causing grievous hurt- 239, theft- 179 and burglary81. Between January to October 2013, in all 802 cases of juvenile crimes were registered compared to 700 cases in 2012 and 766 cases in 2011. Most of the juvenile delinquents were below 18 years. This information was revealed by Mumbai police in response to a query by RTI activist Anil Galgali However the police do not have a compiled data of the wanted juvenile criminals and information about the juvenile delinquents against whom the charges have been proved. If such data is maintained then it would be helpful in

preventing such crimes involving the juveniles, Galgali said. Police PRO ACP Katakdhond told ADC that as of now there is no system of maintaining separate data. May be in near future such system would be devised, he added. Section 2 (k) of the Juvenile Justice (Care and Protection of Children) Act,2000 defines “juvenile” or “Child” as a person who has not completed eighteenth year of age. But the definitions of Juvenile/Child under various acts differ. Under section 2 (ii) of the Child Labor (Prohibition and Regulation) Act, 1986 a “Child” means a person who has not completed the age of 14 years. Under section 2 (a) of the Child Marriage Restraint Act, 1929, a “Child” means a person who, if a male, has not completed twenty one years of age, and if a female, has not completed eighteen years of age. Under Section 2 (a) of the Immoral Traffic (Prevention) Act, 1956. a “Child” means a person who has not completed the age of sixteen years.

of the crime and the accused being just short of 18 years. Nirbhaya’s parents have already moved the SC seeking a criminal trial of the juvenile. Recent cases including the Nirbhaya gang-rape, Mumbai’s Shakti Mills case and even the Guwahati rape case stands out for involvement of minors in the crime. If the existing law is amended then the accused juveniles would be denied the protection under the Juvenile Justice Act. One of the significant hurdles in amendment to the existing law is that India is a signatory to the UN convention on child rights. However, the central government plans to use the word “juvenile” instead of child to ensure that those who are in conflict with the law and are found guilty of rare, brutal crimes are last year. treated differently. Congress, NCP seal seat sharing pact Cong to contest 26 seats, NCP 22 By A Special Correspondent

A

fter claims and counter claims, the Congress and NCP finally sealed the seat sharing pact yesterday. As per the decision the Congress will contest 26 seats whereas NCP will field its candidates in remaining 22 seats. Chief Minister Prithviraj Chavan and Union Heavy Industries Minister Praful Patel announced this decision yesterday after a meeting in New Delhi. It may be recalled that several state Congress leaders, including

crush the agitation. Both Shetti and Khot had been arrested then, which led to further escalation of the agitation. During that agitation, a police revolver went missing and a police constable got injured in the process. The Mahayuti leaders argued that the injured constable later recovered and joined duty. The farmers then raised a contribution of Rs.20,000 for the injured cop. Later on, the cop died and the government is now using his death as a pretext to book Shetti, added the statement. The Mahayuti leaders in their joint statement further stated the state has not got a history of political vendetta. They argued that the government is protecting ruling alliance legislators from Beed district who are roaming free even after the high court rejecting their bail application. They added that with Shetti joining hands with the Mahayuti alliance, the ruling alliance feels threatened.

T

he Mahayuti alliance and the ruling Congress-NCP alliance appear to be heading for a showdown with the former accusing the latter of launching a witch hunt by trying to book Swabhimani Shetkari Sanghatna leader and MP Raju Shetti over the death of a police constable in November 2012. In a statement issued here yesterday, Mahayuti leaders Gopinath Munde, Uddhav Thackeray, Ramdas Athawale and Shetti have warned the government of agitation on the streets. They have warned that the Mahayuti will not tolerate the police arresting any of their cadres, let alone the leaders. In the statement, the Mahayuti leaders have argued that during the November 2012 agitation called by Shetti and Sadabhau Khot for better remunerative price for sugarcane, the government tried to use force to

File FIR in parking allotment scam By A Staff Reporter

A

social activist has written to Maharashtra Anti-Corruption Bureau (ACB) alleging corruption in clearing public parking lot proposals by Urban Development Department (UDD) and demanded filing of an FIR in this regard. Pravin Wategaonkar, in his letter to the ACB, cited a Supreme Court judgement which says if there is information which discloses a cognisable offence, an FIR or preliminary enquiry (PE) should be filed. In April 2013, Wategaonkar had filed a PIL in the Bombay High Court seeking action against Chief Minister Prithviraj Chavan, who as head of the UDD, is the competent authority to approve public parking lot proposals. Apart from Chavan, the activist in his letter, has demanded that

one Rohan Jagdale, who he claims is a close aide or relative of the Chief Minister, also be named in the FIR for his involvement in the alleged scam. According to Wategaonkar, he had sought information under RTI from the UDD and Brihanmumbai Municipal Corporation (BMC) regarding sanctioned and pending proposals for public parking projects in the metropolis. However, the activist said he was denied information on public parking projects prior to June 21, 2012 on the ground that files on the same were destroyed in the Mantralaya fire. The RTI reply mentioned that no such project has been approved after the fire on June 21, 2012. “The reply is deliberately silent on the information sought on the proposals pending before/yet to be approved by the Urban Development Department and the Chief Minis-

ter,” the letter said. Wategaonkar has alleged undue favours were extended to a top Mumbai-based realty Group with regard to three proposals cleared by the UDD. He claimed pecuniary benefits amounting to Rs 845 crore accrued to the developer. He accused Chavan of making a false statement before the state legislature by claiming the BMC collected Rs 1,000 crore as premium payments under the public parking scheme. “However, an affidavit filed by Rajan Kop, Joint Secretary (UDD) in the High Court in reply to my PIL, states the Government has collected a premium of only Rs 248 crore.” In a reply to the PIL last year, government denied any irregularities in clearing parking projects and said proposals were thoroughly scrutinised and then allotted.

wenty women got trapped inside the Hiravati International Private Ltd. cold storage situated inside Mafco yard in APMC, Vashi following the leakage of ammonia gas on Monday afternoon at 12:30 pm. The APMC police station officers confirmed the news saying, “Prima facie it appeared that a rupture in a pipeline carrying the gas to the factory resulted into the leakage at 7:30 pm on Sunday night because of which the women working in the factory were feeling unconscious and were admitted in NMMC Hospital in Vashi”. The fire brigade reached the spot and managed to get an entry inside the factory razing the sidewall and the leakage was then brought under control. Doctors of NMMC hospital said, “Two women are in a critical condition and are in the ICU. The remaining 18 will be kept under medical observation for 24 hours”. A police officer added, “A probe is on to find out how the pipeline got ruptured”.

he Shivaji Nagar police have been facing the criminals' ire since the past few months in one form or another. An extortion case accused recently dashed his head against a police officer seriously injuring the officer. In another incident, a robber, Jaffer Shaikh alias Bablu (22) from Shivaji Nagar, died in jail due to which API Chandrakant Dalvi was transferred pending an inquiry as some NGOs protested against Bablu’s death. In the extortion case, complainant Riyaz Ahmed Munir Pathan (40), a civil contractor and a resident of Padma Nagar in Bainganwadi got injured following an altercation owing to traffic at Bainganwadi signal with the accused drug addicts Moinuddin Mobin Khan (26) and Anees Mohd Zakir Shaikh (25). After Riyaz registered a

complaint with the Shivaji Nagar Police station, the accused made an extortion call to Riyaz demanding Rs.2 crore. The following day, the accused duo entered Riyaz’s residence to attack him. However, alert neighbors caught the accused and handed him over to the Shivaji Nagar police station. Radheshyam Agarwal, senior PI of Shivaji Nagar police said, “The accused have been booked for extortion and criminal intimidation under sections 385, 387, 506 Part –II of the IPC and under Arms Act”. When API Vijay Jadhav was conducting an inquiry, one of the accused banged his head against Jadhav injuring the officer below his right eye. “Hence additional charges under section 332, 353, 427 and 34 of the IPC have been added against the accused duo”, said PSI Narayan Turkunde.

Ambedkar stated that the court had ordered a joint inspection to be undertaken by MMRDA, BMC and State Government to identify the vacant land and possible construction on it. He said that even now construction of 32,000 flats can be made on the said vacant land. The BBM leader stated that the court has sought information from the government upon the vacant land.

Replying to queries over the government contention that the matter was subjudice, Ambedkar lashed out arguing that the government was dragging its feet and was not in favour of low cost flats for poor. He also welcomed the government action against those accused of spreading the rumour of government’s cheap housing at Rs 54,000 at Powai. The BBM leader counter-questioned the government as to why did it then accept the application forms for the first two days.

Ponder awhile... “Where is the justice of political power if it executes the murderer and jails the plunderer, and then itself marches upon neighbouring lands, killing thousands and pillaging the very hills?” — Khalil Gibran

Only adjournments, no business in House S

ince the beginning of the Winter Session of parliament on February 3, no business has been transacted. Every day, there has been ruckus in the House with regard to some issue or the other and the Speaker had no go but to adjourn the House. Both in the Rajya Sabha and the Lok Sabha, there have been controversial, hot issues and speech by any member which used to be drowned in the non-stop din. For instance, the debate on the communal bill moved by the government triggered heated discussions and finally the bill was differed. The main culprits for causing disturbances were the Andhra MPs who continuously shouted slogans over the Telangana issue. They demonstrated that they have considerable voice power: They would troop into the well of the House, hold up posters and shout slogans at the top of their voice. The Telangana bill is expected to be moved in parliament this week. The UPA cabinet has okayed the bill and the government is making efforts to bring in the bill this week. The Seemandhra MPs who are opposed to the creation of Telangana can be expected to put up a noisy show. The Seemandhra ministers, including the chief minister, are holding a dharna at the Jantar Mantar. They will make every possible effort to prevent the introduction of the bill in their House. The government cannot be unaware of what is going to take place in the House. In fact, there is an opinion that the government would watch the tamasha and the fight between the Telangana and Seemandhra MPs. The Andhra assembly would not have passed the anti-Telangana bill without the approval of the Congress high command. The Congress appears to be playing a dangerous game in Andhra Pradesh. It is playing with fire. Sooner or later, deadly clashes between Seemandhra and Telangana groups are inevitable. In the meanwhile, deadly clashes may also break out in parliament if and when the Congress tries to introduce the bill okaying the setting up of the separate state of Telangana.

HE Congress is a late starter. It firmed up its campaign for the April-May parliamentary elections only two months ago. The party was complacent till it was woken up by the dismal defeats in four of the five states during assembly polls. The surveys conducted by different media hands confirm the drubbing which the Congress is all set to receive in 2014 general elections. The predictions are that it may not even reach the three-digit figures. Congress vicepresident Rahul Gandhi, appointed as the head of the election strategy, was a disaster in a television interview. He made little difference because he repeated the clichés that the Congress has been harping on endlessly. He has unnecessarily revived the controversy of the 1984 massacre. It looked from some of his recent speeches that if he has changed in tone and tenor, tearing a leaf out of the Aam Aadmi Party's book and talking about the participatory democratic state. He has very little time between now and the polls. Even otherwise, he could not revive the sagging fortunes of the Congress, first in UP and Bihar and, more recently, in Madhya Pradesh, Rajasthan, Chhattisgarh and, finally, in Delhi.

Rahul alone not at fault It would not be fair to put the blame entirely on Rahul Gandhi. The fault is the non-performance of the Congress-led government at the Centre. A decade is a long enough period to make a dent into the country's chronic problems of poverty, unemployment and disparities. Prime Minister Manmohan Singh, a well-known economist, has turned out to be an astute politician. His forte does not seem to be economics but political manoeuvrings. History may be charitable and infer Manmohan Singh as only the stalking horse. He should have quit in protest against the imposition of certain decisions on him. Yet, not even once did he offer his resignation. The real power was concentrated at 10, Janpath, where Sonia Gandhi and her son lived. She could have become the prime minister in Congress' second term in 2009 but Sonia Gandhi did not want to revive the controversy of being Indian. Moreover, she wanted Rahul Gandhi to occupy the chair. Her thinking was that it would be taken as a dynastic succession. Rahul Gandhi has built up the young

cadre in the party. This was his plus point. The biggest problem that the Congress faces is to explain the scams which took place during its regime. Corruption is palpable in the Commonwealth Games, 2G Spectrum regarding mobiles and the allotment of coal blocks. The Prime Minister cannot shrug his shoulders and say that he did not know about them because the PMO has approved all the deals. The Congress cadres belatedly are beginning to be active, yet their predicament is regarding how to rationalise the corrupt deeds

The Nehru and Patel cards BETWEEN THE LINES Kuldip Nayar and non-governance. No doubt, Rahul, a young face, is at the helm of the party's affairs. But the declaration that he was the party's candidate for the prime ministerial position may have helped to some extent. However, it would have been undemocratic to name him before the elected candidates chose their parliamentary party leader. In contrast, the Bharatiya Janata Party (BJP) straightaway nominated Gujarat Chief Minister Narendra Modi for the office of the prime minister. RSS, the party's mentor, insisted on it. Whatever the compulsions, the BJP has imposed Modi on the MPs who are yet to be elected. They have no other choice. Probably, the BJP high command believes that Modi's nomination itself will get it more seats. The calculation may turn out to be correct. Yet there is no running away from the fact that the procedure adopted to name the prime ministerial candidate smacks of autocracy. Indeed, Modi has drawn crowds even in the South where the BJP has very little base. His appeal in the Hindi-speaking states has been

Modi is invoking the name of Sardar Patel and Rahul is doing that with both Jawaharlal Nehru and Indira Gandhi, staying within the dynasty. If he was serious on corruption he should have taken up some of the scams with the Prime Minister. Coming back to Patel, he was a strong personality but his image was that of being anti-Muslim. By installing a tall statute of Sardar Patel in Ahmedabad, Modi is only playing the communal card. Both Nehru and Patel were Mahatma Gandhi's lieutenants and the picture of those days shows them on either side of the Mahatma. Why the Mahatma named Nehru as his successor was the image the latter projected of being a national and international figure. Nehru never deviated from the path of secularism which the Mahatma had infused in the nation. Patel did say during the migration following partition that the Muslims will be pushed out of India in proportion to the Hindus ousted from Pakistan. There is no doubt that the BJP will emerge as the single largest party. Even then Modi's ambition to become the prime minister may elude him. Imagining that his party on its own gets 200 seats, it still will have to muster another 72 to give him an absolute majority. Then a more acceptable face to placate the supporting parties may become inevitable. The federal front which is being riveted by Bihar Chief Minister Nitish Kumar may become relevant at that time.

His slogan of development does not hide his saffron plan to polarise the society. The analysis of the last six speeches by Modi and Rahul shows that both are playing with the emotions of people in the name of the country's unity. The two are targeting corruption without realising that they are making no impact on the voters who believe that both are hiding corruption of their respective party. The difference between the two is on secularism. Modi avoids discussions on the subject and says that the development is inclusive. Rahul Gandhi, on the other hand, underlines that secularism is the country's ethos.

India paid the price for complacency NEW Zealand beat India by 40 runs on the fourth day of the first Test at Eden Park. India, facing a target of 407 to win, were all out for 366 in their second innings in the final session of the day. New Zealand made a match it once they got out for 105 in the second innings. Neil Wagner took four for 62 while Tim Southee and Trent Boult took three wickets apiece. All the three pace bowlers shared the spoils whereas Indian pacers gave 100 plus runs to precipitate the problems from day one of the Test match. Rohit Sharma perished immediately after tea playing a cut short which caused the doom for Team India. LUDICROUS: Is it right to glorify Azharuddin by making a movie about him, though he is a tainted cricketer (match fixing).

Movie on Azhar unfair RECENTLY read that Ekta Kapoor is making a movie on Mohammed Azharuddin. And the huge interview on a newspaper's front page did not have any mention of the match fixing saga. By the looks of it, seems she would be making a hero out of this villain. I have a feeling he would be shown being framed for match fixing and if that happens it’s going to be really sad. In the nineties India captain Azharuddin was the first traitor cricketer who betrayed the nation and its people. As cricket lovers when we used to watch almost all the one day matches live in Mumbai in his era, we felt cheated when we used to jump, clap, shout, scream to support India and then realized that the same matches were tanked by the skipper Azhar and Co (others were Manoj Prabhakar, Ajay Jadeja, Nayan Mongia and Ajay Sharma). On many occasions he used to shamelessly and openly run himself out. And now we plan to make a movie and a hero out of this traitor. It’s disgraceful. — Chandrakant Kotian, Vikhroli

WHACKED! New Zealand outplayed India in every department of the game. It was a meek surrender to the Kiwis in the first Test at Eden. Make him responsible for the loss and axe the players, who played pathetic cricket and pave way for a new captain and infuse young blood in the days to come. — Abhisheck Ramaswamy, Sion

THE much talked about couple, Anushka Sharma and Virat Kohli, was spotted hand in hand in New Zealand. Virat is over there to play a Test series for India, while Anushka has joined him on tour to cheer for him and his team. Anushka has denied that the two of them are dating, but it is obvious why she was there in the first place. Kohli's one day sojourn at the victim as is seen in a recent rape case of 14-year-old minor from north-east. Rapists neither see the age, colour, caste or creed nor they look at the marital or educational status of a girl or a woman. They even do not spare a pregnant lady. Men who rape are simply psychopaths and do not belong to a particular cast or creed or any cultural or educational background. Minors and old also do not desist from such heinous acts. Time and again people have given special mention to the caste when a girl belongs to minority

wicket did not help Team India to win a single match or even tie a game. Now in Test cricket facing a 500 plus score he perished to the bouncing delivery for 4 off 13 balls and as usual was showing his helmet to escape being given out. But as a matter of fact he gloved the ball as per replays and the field umpire was right in declaring him out at the first instance. We saw frustration coming on the face of Virat Kohli as a scorching Tim Southee bouncer kissed his gloves en route to second slip and he perished. It is time Kohli concentrates on his game instead of personal enjoyment. — Jayanthy S. Maniam, Sion

community or lower caste, say Dalit or the region to which she belongs. This publicity is likely to promote ill feelings and enmity among the population. Hope media and politicians stop using such misappropriations and do not give a new dimension to rape as it will create further hatred amongst different castes and communities It is therefore unwise to add further any colour to rape but call it the most cruel act of no discrimination. — Dr. Mina Bhattacharyya, Mumbai

Confer Bharat Ratna on Dhyan Chand GIVING the Bharat Ratna to Sachin Tendulkar ahead of Dhyan Chand is an insult to Indian hockey in general and the hockey wizard in particular. Tendulkar is the greatest cricketer the world of cricket has ever witnessed but was not Dhyan Chand India's pride in the days of yore when hockey was our national sport and India ruled over others in this game for decades? Dhyan Chand was a 'jadugar'(magician) with the hockey stick as he mesmerised the entire globe with his skills which no individual till date has been successful to emulate. However, hockey has received a stepmotherly treatment in our country over the years which is reason why the game is in such a sorry & pitiable state as we have reached the bottom position from being at the peak for ages when players like Dhyan Chand represented the nation. The government should make amends and posthumously honour Dhyan Chand with the Bharat Ratna which he really deserved. — S.N. Kabra, Goregaon

WIZARD: When Dhyan Chand used to play hockey for India, we were at the peak in this game internationally.

Cheese lovers will be thrilled to know that you can eat around 25g of cheese instead of an egg in the morning and you'll still get your fill of protein. Don't be afraid of spreading this on crackers for a snack.

These fruits are loaded with nutrients. They're a great source of nutrition and antioxidants, but they can also help you increase your levels of protein. Mix them up into your salad or blend it into a smoothie if you're not very fond of the taste.

This week, we're letting you in on the benefits onion and garlic. They're the most popular food combination and one rarely goes without the other. This is because they are both part of something known as the allium (flowering plants of the lily family, all of which mostly grow in bulbs). The reason that the two go well together is because they lower your risk of developing cancer individually, so combined they're an even better force! They work best when they're raw or slightly cooked. Even smashing garlic is fine. not enough water Everyone needs water for their body to function properly. The more water you drink, the higher the chances of you staying slim. Drinking two glasses of water before a meal helps you lose weight too. Often, thirst is mistaken for hunger so people eat instead of drinking water, which adds to their calorie count.

2

3

going low It may sound counter productive, but if you want to lose weight stop buying low-fat or fat-free food. These foods typically only save you a few calories but they replace fats with sugar and salt to make the food delicious! These foods are also not filling, which means you're likely to overeat later.

being an emotional eater Those of us who tend to reach for comfort food in times of trouble are 13 times more likely to be overweight. If you feel the urge to eat in response to stress, recognise the problem and stop yourself. Try chewing a piece of gum or drinking a glass of water instead.

4

skipping meals Skipping a meal means less calories which should translate into weight loss, right? Wrong! Erratic eating actually leads to obesity, especially when you miss breakfast. Skipping meals slows your metabolism, boosts hunger and puts your body into fat storage mood because it thinks it's starving and needs to save resources.

not seeing the numbers When you weigh yourself and see the numbers decreasing, you're more likely to stick to your diet. University of Minnesota researchers observed dieters who weighed themselves daily, they discovered that those who stepped on the scale every day, lost twice as much weight as those who weighed themselves less frequently.

sleeping wrong Sleeping too much or too little can make you fat. A survey found that dieters who sleep five hours or less put on 2½ times more belly fat, while those who sleep more than eight hours pack on only slightly less. For the best weight control, sleep for six to seven hours a night.

8 eating late If your body is too busy digesting food as you sleep, it's not going to help you lose weight. Eat dinner two to three hours before hitting the sack.

no background noise are all signs that you are listening to music too loudly. mostly bs You are listening to music at the correct volume. While listening to a song or two louder is alright, you are not causing any permanent damage. Make sure that the volume you are listening to resembles the level of sound made by a hair dryer or a food processor. Any louder, and you are exposing your ears to risk.

you’re making yourself fat Drinking cola Drinking just one cola a day can increase your chance of becoming obese by a whopping 33%! Not only is it bad for health, these sweetened beverages (even the low fat kind) make you prone to putting on weight across you belly. The artificial sweeteners found in cola also make you more hungry.

mostly as You need to lower the volume! When sound enters your ear, your ear drum vibrates. It travels to the cochlea, where a fluid carries it to fine hair that stimulate the auditory nerves, that then send signals to your brain. When you listen to music loudly, these cells are destroyed. This can lead to partial deafness. You should be able to hear people talking around you and shouldn't feel a difference in sound levels once you take your earphones off. eating in front of the tv Sure, we know this one of the most enjoyable combinations and you feel like you've earned your couch potato treat after a hard week of work. But, watching TV and mindlessly snacking helps the weight slowly creep on. Try doing crunches in front of the TV instead.

W

e know about the importance of eating healthy. But, to eat healthy you need to cook and shop healthy. From raw ingredients to ready-to-eat meals, there are several things on supermarket shelves that aren’t healthy. That's why we suggest you take this quiz, to find out how to shop healthy. Answer the questions and find out if you're a healthy shopper. 1. No matter how often you’re going to eat the food, do you still read the nutrient label to keep track of what you're consuming? a. Yes. b. No. 2. Would you buy a product that is labeled ‘fat-free’ or ‘low-fat’ without reading the label? a. No. b. Yes mostly as As far as shopping is concerned, you are quite healthy. Your shopping habits go a long way in keeping you as well as your family in tip top shape. You are well-informed about what to look for and smart enough to avoid creative advertising and marketing. You should continue shopping with the same diligence that you’ve shown so far.

3. Do you buy fruits and vegetables that have been prepackaged by weight that you think are a good deal, but which don’t allow you to examine the produce? a. No. b. Yes. 4. While reading labels, do you focus more on sugar content than calories? a. Yes. b. No. 5. Along with the nutrient label, do you also read the ingredient list to check for use of trans-fat, preservatives etc? a. Yes. b. No. 6. Do you buy fruits that you know are not in season? a. No. b. Yes. mostly bs You should be ashamed! Don’t fall for the sales-pitch promises — always read the back label, where you can separate fact from fiction. Remember that while excess calories are harmful, excess sugar leads to health issues. Also, transfats might not be mentioned on the nutrient label, but check the ingredient list to make sure. Avoid fruits that are out of season as they can be bad.

tips on how to shop healthy S

o, you've discovered that your shopping habits aren't that healthy. You just need be to be alert and stay well-informed. These following tips will come in handy:

no pre-packageD fooD

eating too fast Don't inhale your food – no matter how hungry you are. It takes your stomach 20 minutes to realise it's full. And in 20 minutes you can eat a lot of unnecessary calories. So, eat slowly so that your body has time to register that it's full.

9

>> Read the labels carefully to make sure you’re buying healthy food at the supermarket

When you have so many sources selling you vegetables why pick packed ones? You might say that they are convenient, but they won't let you examine the produce and so, there's a chance that you might end up with spoiled fruits or vegetables. If they place you're shopping from doesn't have loose vegetables or fruits, skip it and instead buy from a normal vegetable vendor.

sugar over calories This is a mistake that many people make. Yes, we know that extra calories mean weight gain, but you

can always burn them off by exercising for longer. Excess sugar on the other hand can not only cause weight gain but can also damage your immune system, increase the risk of heart disease and some cancers as well as cause a few chronic diseases. So, even if a product is low in calories, avoid picking it up if it’s high in sugar.

reaD the fine print

skip the front

out of season, out of minD

The packaging that’s on the front of any food is meant to make you buy the product. If you want to make an informed decision, always refer to the back of a box/ can which will have the truth in the form of a nutrient information label. Reading this will help you figure out exactly how much sugar/ carbs/ fat and how many calories you're consuming on a daily basis. Also, don't get swayed by phrases such as ‘fat-free’ or ‘low-fat.’ We're not saying that it’s a blatant lie; but it never hurts to make sure.

Not literally. What we mean is that things like transfats won't be found on the nutrient label, after all, they have no nutrient value. For this, you'll need to look at the ingredient list which will mention how much (if it has been used) trans-fat that particular product contains.

A simple rule that you should always follow is: if it is not in season, you shouldn’t buy it. You might feel like you’re lucky to get your hands on certain fruits and vegetables when they're not in season, but these can be harmful and unhealthy. Such foods have been stored for too long, using a number of preservatives. You run the risk of eating food that is not fresh, full of chemicals, artificially ripened and, quite possibly, rotten.

age no bar N

o matter what our age, most of us realise the importance of staying healthy and fit, even if not all of us manage to do so. But, it is rare to come across people such as Namrata Purohit, who have taken it to a whole new level. Even though she is only 20-years-old, she is already a trained instructor for Stott Pilates and has opened her own fitness studio called The Pilates Studio in Khar. We talk to her about her passion for fitness and her future plans. You’re just 20-years-old! At an age when most of us are busy lazing around on the couch eating junk food, you’re a fitness instructor! Tell how this happened. I have always been a really hyper-active child! I loved running around, playing games and sweating it out. I’ve played squash at the national level, football and horse riding, so for me, being active was and is essential. My father, Samir Purohit, has been in the fitness industry for a long time now; the industry seemed exciting to me. I thought that since I loved ‘sweating it out,’ why not make it my profession? While being fit is one thing, what made you want to be a trainer and were you confident that you could succeed in this field? I think it was my dad’s passion for fitness that got me interested initially. I also had a bad fall during a horse riding session, which is when I injured my knee. After trying a number of fitness forms, it was Pilates that helped me. My experience made me feel that Pilates needs much more awareness in our country. I thank the horse I fell from, because otherwise I would have never found this magic. According to you, what is the definition of fitness? Being fit is not only looking good on the outside but feeling good on the inside too. Skinny is definitely not fit. Being strong, not just physically but even mentally, is being fit. As I keep saying it is important to work all the muscles of your body and not just the big ‘show muscles’. Do you ever miss being a carefree 20year-old who can eat whatever she wants and not worry about having to stay fit? I won’t lie, I am quite carefree. I constantly go out with friends. I am bound to eat some junk food. But, I feel that everyone can indulge in junk food once in a while. I love popcorn — especially cheese popcorn. If we eat our vital nutrients and have most meals at home, eating out once in a while will not harm us.

You’re also currently pursuing a major in economics. How do you manage The Pilates Studio with your studies? Luckily, I have college in the morning, so I can devote the rest of the day to the studio. My college has been very supportive and the teachers are very understanding.

Namrata Purohit is just 20-years-old, but she is already a trained fitness instructor! She gets talking to Dev Goswami about what drove her towards fitness, why she became a trainer and what she thinks of Mumbai’s fitness levels...

>> Namrata doesn’t let staying fit come in the way of enjoying her life. (Inset) A ten-minute Pilates workout is what she chooses when she is short on time

If someone were to come in your studio and you had to convince him/ her on the benefits of getting fit, what would you say? Are you a 100% confident about how you look and feel? Do you

sometimes feel lazy, in pain, sore or just uneasy? If you are fit that won’t happen! Of course, being fit does means looking good, but it is also about feeling great about your body, feeling good inside, being able to love yourself and being strong, physically as well as mentally. What do you think of the overall fitness levels of our city? The one problem I find in the city is that most people think thin and skinny is fit. As I said, being fit does not mean being skinny, it is about being strong inside and out. The awareness is slowly increasing. Tell us about your fitness and diet schedule. I work out three times a week and do Pilates and Altitude Training, as it’s a smart training method that doesn’t need you to work out six days a week for hours every day. Diet wise I try and eat nutritious food. I am a vegetarian, so I ensure that I have enough protein through daals. I have one fruit a day and enough vegetables. I eat small meals every two hours. What are your future plans, personally as well as professionally? Personally, I would like to continue studying. If I could, I would study all my life. I find that’s the beauty of the fitness field, there is always something new to learn, so we have to keep upgrading our knowledge. Professionally, I’d like to open more studios in Mumbai and around India.

Quick Questions celebrities that you think are the fittest. Akshay Kumar and Sonu Sood. celebrities that you would love to train. I would love to train quite a few people actually, especially Priyanka Chopra, Akshay Kumar, Parineeti Chopra, Sidharth Malhotra, Varun Dhawan, Sonakshi Sinha and Shraddha Kapoor.

An exercise that you would perform when you’re short on time. 10 minute of Pilates exercises.

Food that you avoid that all costs. Sweet stuff, but more because I don’t like it.

Gym vs. outdoors — where do you love to work out? Depends on my mood. Both have their plus points.

A food that you wish you could have more of. Paneer Makhani!

What’s in your gym bag right now? Four Threptin Protein Biscuits, running shoes, toe socks and my rubber band.

pancreatic problems

« know more: A pAncreAtic helpline The Dr. Rathod Medical Foundation has launched a one-of-a-kind helpline for pancreatic patients. Dev Goswami tells you more

A

>> A swollen, tender and aching upper abdomen could be a sign of Pancreatitis

Pancreatic diseases are some of the most commonly occurring diseases, yet they are the hardest to spot. Rhea Dhanbhoora tells you more about the three main problems that can affect the pancreas and their varied signs and symptoms, so that you can stay informed

D

o you know what your pancreas is? Before we dive into the problems that it can have, let us explain why taking care of it is so important. The pancreas is an organ that is part of your digestive and endocrine system. And while it helps with several bodily functions, its most important role is to circulate blood and secrete pancreatic juice. This juice contains enzymes that help you digest and absorb nutrients. When it doesn't function properly, these get disrupted, causing a host of problems in your system. Take a look at what diseases can affect your pancreas so that you are better informed.

CystiC Fibrosis What is it? This is a common disease that affects the pancreas. It can also affect your lungs and liver, and sometimes even your intestine. It occurs when there are thick mucus like secretions caused by cysts and scarring on your pancreas. It is mostly an inherited disease and can lead to infections that damage your lungs, which cause breathing problems over time. The mucus can also block your tubes, resulting in digestive imbalances and disruptions. signs & symptoms: If you suffer from this, you will experience a difficulty breathing and you can also have sinus infections. You may also suffer from bronchitis and respiratory disorders frequently and some people can develop nasal polyps (growths) that require surgery. Gallstones, abdominal pain and diabetes can also occur and your sweat will become salty, causing severe dehydration, fatigue and heat strokes. treatments: Since this is a largely hereditary disease, there isn't much you can do to prevent it. It can't be completely treated but the symptoms can be

controlled and mucus is regularly removed from your lungs. You will also need good nutrition and to stay hydrated. Some people are admitted to hospital for more severe cases and prescribed medications and an exercise regime.

patients are usually given enzymes and medications to ease the pain, it's hard to get rid of the disease altogether. Your best bet at preventing the disease is to cut down on alcohol and smoking and follow a good nutritional routine.

PanCreatitis

PanCreatiC CanCer

What is it? This occurs when your pancreas becomes inflamed due to damage. The damage occurs when your digestive system doesn’t function properly and the enzymes are activated before they are properly secreted. When this happens, they start attacking your pancreas, causing either acute or chronic pancreatitis. Chronic pancreatitits is ongoing and caused mostly by prolonged alcohol use, but it could also be hereditary. Acute pancreatitis though, is quite sudden and occurs over a short period of time. It can also be caused by alcohol abuse, but it can also include medications or trauma and sometimes, surgery! For some people, unfortunately, the cause is unknown.

What is it? Pancreatic cancer is not as common, but it's becoming more so in recent times. In fact, it actually makes the list of the top 10 cancers in the US, according to a statement by health website, WebMD. The reason that this cancer is so deadly is because it's usually not caught early and spreads silently. The cancer occurs when the cells in your pancreas grow, divide and spread without you being able to control them. This forms a tumour that is mostly malignant. While the exact cause of this cancer is unknown, the risk factors include age, race, hereditary genes, smoking and it's also linked with diabetes.

signs & symptoms: If you suffer from upper abdominal pain combined with a swollen, tender abdomen, you could be suffering from this disease. It also causes an increased heart rate accompanied by fever, nausea and vomiting. Sometimes, the abdominal pain gets aggravated when you eat. treatment: Most pancreatitis is treated with intravenous fluid and pain medications. Some patients might need to visit the hospital and sometimes, you may need to be admitted to the ICU for surgery if there is an infection that comes along with tissue damage. If you suffer from acute pancreatitis it usually only lasts for a few days and is easily treatable. Chronic pancreatitis is harder to treat and while

signs & symptoms: There are several signs and symptoms, the first of which will include abdominal pain, as your tumour begins to grow. You might also experience pale-coloured stools, nausea and bloating and some people experience a loss of appetite along with weight loss. Some people can also develop diabetes and jaundice. Sometimes, when the cancer reaches an advanced stage, your skin can begin to itch all over. treatments: Pancreatic cancer is treated like any other form of cancer, with surgery, chemotherapy, radiation — and for those who are in severely advanced stages — palliative care to reduce the discomfort. While you can be careful, there is unfortunately nothing you can do to prevent this form of cancer.

s you would have read in our article alongside, pancreatic diseases are a rising concern today. We've told you about the symptoms and what you can do to treat and prevent it. But, we're sure that you're thinking you can't go around running to a doctor every time you notice a niggle — not only is it time consuming,, it can also be expensive. However, a newly-launched helpline by the Dr. Rathod Medical Foundation can offer some much needed help. The helpline has been launched in association with Endoscopy Asia and aims to create awareness about the pancreas and the various conditions that might afflict this vital organ. The 24/7 helpline will provide free consultation with a doctor for those who want to know more about pancreatic diseases. The helpline was launched at the 10th International Advanced Therapeutic Endoscopy Symposium, and will be available to patients across the world. In addition to remedies for acute attacks, the helpline will also provide free consultation for patients who simply want to know more about their existing pancreatic condition. One of the biggest reasons behind the launch of the helpline, Dr. Rathod, from the Rathod Medical Foundation, explains that with

dear Barbara, Off late, I have noticed that my finger nails keep peeling off in layers. I wear my nails short and file them regularly. However, I have noticed that none of that helps with my problem. They look really bad and I don't know what to do to stop them from peeling. Please help! —sunita rastogi, santacruz (w) dear sunita, The medical term for peeling of nails in thin layers is onychoschizia. The most common cause for this is due to excess exposure to moisture or water, and then drying your nails repeatedly. When this takes place several times a day, such as while cooking, doing laundry, gardening or scrubbing. It takes a toll on your nails as a result of which they peel off in layers. Lack of iron in your diet and chemicals in detergents can also aggravate this. Try to stop this from happening by investing in a pair of sturdy, rubber gloves that you can wear while doing day-to-day chores. If the problem persists, visit a doctor.

>> Styling your hair regulary causes product build up

dear Barbara, I love styling my hair and end up using straighteners and curlers very often. I also use a lot of serums, styling putty, gel, sprays and mousse. Recently, I have noticed that even after I shampoo, my hair doesn't feel squeaky clean. The roots always seem a little oily and my hair falls flat no matter what I do.

What am I doing wrong? — mandira sethi, mahalaxmi dear mandira, Although we don't advise using so many products to begin with, if you are using multiple heat and styling products, there is a fair amount of product build-up in your hair that is bound to take place. Normally, your regular shampoo isn't equipped to deal with the grease that these products leave behind and therefore each time you shampoo, a small fraction of the product still remains in your hair. To avoid this, make sure you use a clarifying shampoo once a week or once in two weeks as this has the strength to clean all the gunk out of your hair leaving it clean. However, don't use it too often as its high strength also means that it isn't very hydrating and can leave your hair feeling dry. Use this as a once a week ritual and you will have a fresh slate to start off with. Send your questions to: healthandfitness@afternoondc.in

ew Delhi: Protests in Parliament over various issues yesterday took an ugly turn in the Rajya Sabha with some members tearing official papers and throwing these towards the Chair besides trying to reach to the microphones on the podium. Tempers ran high in the Upper House as some members objected to the mention of 10 MPs for action against them for “violation of rules” in the House last week while protesting over various issues. These protests led to a washout of the proceedings of the Rajya Sabha for the fourth straight working day. Lok Sabha too could not transact any business because of pandemonium over Telangana and other issues like communal violence bill and problems faced by Tamil fishermen. In the Rajya Sabha, the copies of House bulletin were torn by V Maitreyan (AIADMK) and T M Selvaganapathi (DMK) amidst protest by members. Some members, in the Well of the House, were seen tearing the official papers and throwing these towards the Chair. Maitreyan even tried to reach to the microphones on the table of the Chairman but was stopped by the watch and ward staff. Ten members — Y S Chowdary and C M Ramesh (both

The bulletin stated: “Due to gross disorderly conduct in violation of rules and etiquette of Rajya Sabha by the following members who, from time to time, entered the ‘Well’ of the House and persistently and willfully obstructed the pro-

ceedings of the House, the Chair repeatedly adjourned the House during the course of the day.” An angry Deputy Chairman P J Kurien said, “I know what you want. You want censoring of the proceedings of the House. It is illegal, against rules. It is unbecoming of you. What you are doing is wrong...Unruly. I am sorry.” Ministers Jairam Ramesh and Rajiv Shukla were seen requesting Maitreyan not to throw the torn pieces of papers.

Leaders of JD(U), Left, JD(S) meet to push Third Front idea N

ew Delhi: Pushing efforts to firm up a Third Front, top leaders of JD(U), Left and JD(S) met here today and decided to convene a meeting of 11 parties after the end of the current Parliament session to give concrete shape to a non-Congress and nonBJP alternative. JD(U) leader and Bihar Chief Minister Nitish Kumar, CPI(M) General Secretary Prakash Karat, CPI leader A B Bardhan, Bloc General Secretary Debabrata Biswas and JD(S) leader H D Deve Gowda met at the latter’s residence over an informal breakfast to devise the strategy ahead of the Lok Sabha polls. The meeting came five days after 11 non-BJP and non-Congress parties met here to forge a common strategy in Parliament, which was seen as a prelude to formation of a third alternative. Deve Gowda told reporters that it was decided that all the 11 parties would meet after the Parliament session in Delhi to formulate

other programmes. Karat said the leaders discussed ways to take forward the Third Front formation. “We just discussed about how to take this forward. Since Nitish Kumar is in Delhi we got the opportunity to discuss directly with him. We are working out about how to take it forward,” he said. “It was an informal meeting of non-BJP and non-Congress parties,” Nitish Kumar told reporters after the meeting. Sources said that the parties could jointly hold one or two public rallies to send out a message of unity of a non-Congress, non-BJP force in the next general elections. Plans will concretise only after the meeting of leaders of the 11 parties after the session, they said. CPI(M) leader Sitaram Yechury described the likely alliance as a “First Front” and said the aim is to formulate policies which would bring relief on the economic front and protect people from communal forces. Charges of raping daughter filed against French official B

angalore: A city court yesterday framed charges against a French consular official for allegedly raping his three-and-a-half year old daughter. Judge of the Special Court for child’s rights Shubha Goudar recorded the plea of Pascal Mazurier, Consular Attache to Consulate General of France, seeking discharge from the case and posted the matter to February 15 for fixing the date of trial. The charge was framed under section 376 of IPC (punishment for rape). The Court had on January 7 refused to discharge Pascal with the

Judge ruling that there was sufficient evidence for him to face trial. The French official had filed an application seeking discharge from the case contending that there was no necessity of a trial since the investigation so far had not proved his involvement in the offence. The rape case was registered against Pascal based on a complaint filed by his wife Suja Jones Mazurier, a Keralite, and he was arrested on June 19, 2012. Special Public Prosecutor B T Venkatesh contended that Pascal’s involvement could be proved in the course of the trial. Venkatesh told

reporters that he would also press for charging him under IPC section 377 (unnatural offences) as there was sufficient evidence to show that the child was also sodomised. Pascal’s counsel has claimed his client was “innocent” as the DNA test had shown to be negative but Venkatesh has countered it saying that the result itself was under question. HC rejects Asaram’s bail application J

odhpur: The Rajasthan High Court yesterday rejected the bail application of self-styled godman Asaram, who has been arrested for alleged sexual exploitation of a minor girl in his ashram here. Justice Nirmal Jeet Kaur, while pronouncing the order, rejected arguments of the defence counsel and senior advocate Ram Jethmalani, who had contended that the charges under section 376(2) (rape on a woman when she is under twelve years of age), and others are redundant. He had also questioned the allegations of the victim and claimed that she had come on her own to Asaram with her parents. Jethmalani also said that Asaram has been in jail since long and is frail

and sick. Countering the arguments, the prosecution said the charge sheet strengthens the allegations. “Besides this, there has not been any change in the circumstances of the case,” government counsel Mahipal Bishnoi said. After hearing both the sides, Justice Kaur, who had reserved the order on February 3 after completion of the arguments, rejected the bail application of Asaram. Asaram has been lodged in jail since his arrest in August last year on charges of sexually assaulting the teenage girl at his ashram here. Later, two Surat-based sisters who stayed at his ashram in Gujarat accused him and his son, Narayan Sai, of rape.

By A Business Reporter

A

ssets under management (AUM) of the Indian mutual fund industry increased 9.4%, or by Rs 774 bn, in January to a record high of Rs 9.03 trillion, according to the monthly numbers released by the Association of Mutual Funds in India. The rise in AUM was primarily due to inflows of Rs 835 bn, the highest since April 2013. Bulk of the inflows during the month was into money market/ liquid funds. Incidentally, Liquid funds reported the highest inflows in nine months. Money market/ liquid funds saw net inflows worth Rs 775 bn, leading to a 43% rise in AUM. This was chiefly due to periodical inflows in the banking system – quarter-end outflows (December) in the category are typically reversed in the subsequent month (January) as banks and corporates re-invest the surplus funds they withdraw to pay their quarter-end advance tax requirements. Some improvement in the liquidity due to lending by the Reserve Bank of India (RBI) through its term repo window, purchases of gilts via open market operations by the central bank and capital infusion into state-

owned banks by the government also contributed to inflows in the category. Even, income funds logged inflows after two months of outflows. Income funds (long-term, shortterm and ultra short-term debt funds; and fixed maturity plans, or FMPs) reported net inflows of Rs 59 bn after two consecutive months of outflows in November and December (totalling Rs 123 bn). Inflows were primarily into short-term maturity debt funds and FMPs due to the attractive short-term rates caused by the RBI’s monetary tightening measures. One-year commercial papers and certificates of deposit traded at 10% and 9.64%, respectively, on January 31, 2014, compared with 9.92% and 9.28% on December 31, 2013. Out of the 82 new fund offers from mutual funds during the month, FMPs accounted for 75 new fund launches (similar to December). Similiarly, Equity funds registered inflows for the third consecutive month in January at Rs 4.27 bn, albeit less than Rs 6.99 bn and Rs 8.57 bn seen in November and December, respectively. The category assets, however, declined 4%, or by Rs 72 bn, to Rs 1.75 trillion during the month, dragged

lower by weakness in the underlying market. Domestic equities represented by the benchmark index CNX Nifty declined 3.40% over the month on weak domestic and global cues. However, Gold ETFs posted outflows for the eighth consecutive month. Investors continued to exit gold exchange traded funds (ETFs) for the eighth consecutive month in January amid weak sentiment for the underlying asset class. The latest month saw outflows of Rs 1.65 bn compared with Rs 1.57 bn in the previous month. The category’s assets managed to end the month positive for the first time since August 2013, up 2.4%, or Rs 2.1 bn, near the Rs 90 bn mark, helped by a rise in precious metals prices. The asset class, as represented by the CRISIL Gold Index, gained 4.36% in January following a rise in international prices. Gilt funds also saw outflows for the second consecutive month in January amidst weak sentiment for gilts due to persistent worries over monetary tightening by the RBI. The latest month saw outflows of Rs 1.35 bn vs outflows of Rs 5.19 bn in December. The category assets ended the month Rs 1.02 bn lower at Rs 73.93 bn.

Shome Favours Lower Corporate Tax Rates By A Business reporter

P

artha Sarathi Shome adviser to the Union Finance Minister favours lowering of corporate taxes saying it would lead to higher growth and development. “Lowering of corporate taxes will result in higher job growth and is more development oriented, Shome said at an interaction organised by Bharat Chamber of Commerce, yesterday. Shome said marginal rates of taxation for high net worth individuals (HNIs) in India was not as steep as

compared to countries like the UK and the USA. Persons having an income of Rs five crore, for instance were taxed at 30 per cent plus a surcharge. “This, according to me, is low by any standards and should be raised to bring vertical equity in the taxation structure in the country. In India, that can go higher and it is not wise to slash top marginal rates. Some equity correction needs to be done, Shome said. He also pointed out that some MNCs were engaged in profit shifting leading to payout of lower effective taxation. This has

become an anathema to most of the governments and has become a major issue in international taxation. He said the next meeting of Tax Administration Reforms Commission would be held next in the city on February 20 and 21 to discuss various issues. Such meetings have already been held in Mumbai, Bengaluru and Chennai.

Subeer Kumar (Amitabh) is well on his way to becoming India’s top pop singer. He has no intention of getting married, but when he goes to visit his Durga Mausi, he falls in love with religious, simple Uma. He marries her and returns to Bombay where he announces that he will never sing without Uma again. However, Subeer encourages Uma to sing alone and when her popularity is soon greater than his own, the seed of jealousy begins to grow... The major difference between Uma and Subeer is that she sings for herself, whereas he sings for the public. It is the difference between geet and sangeet. This is the root of the thing that later causes problems, and based on which the movie is named. Fi lmy, 9 p.m.

Vyas himself, was a studious musician who studied under singers and teachers of the earlier generation like Mirashibuwa, Paradkarbuwa, Ratanjankar, and Jagannathbuwa Purohit. Vyas also has a number of compositions to his credit. His knowledge of ragas and raginis was so thorough, that performing musicians like Jitendra Abhisheki, Prabhakar Karekar, Ganapati Bhat and Kunda Veling took lessons from him. His death anniversary is commemorated by the MKLN's 'Vyasvandana' festival of music, every year. For the first time, it was held at the plush Savarkar Auditorium, Shivaji Park and was attended by connoisseurs of music. The first artiste to perform was Shashwati Mandal who is a young and energetic singer. She is now a member of the faculty at Mumbai University's Department of Music. he Thane Muncipal Corporation, for the first time, organised the Upvan Arts Festival of Performing and Visual Arts this year. The Upvan lake and the exquisite seated statue of Lord Shiva created a fine environment, as dancers, singers, musicians, painters and sculptors gathered to exhibit their talent and art. Some of the prominent performers included Dr. L. Subramaniam and Ustad Zakir Husain. The first dancer to commence the festival was Pavitra Bhat.Pavitra is a brilliant dancer and a disciple of Guru Deepak Mazumdar.Pavitra, with his team of talented dancers, rendered an enthralling performance, noteworthy for its visual quality and structural appeal.

own invention. Her strength is her exceedingly supple voice which she uses effectively. The velocity of her taan patterns whether in a khyal or in a tappa, obfuscates the other crucial factors, leaving her triumphant in the end. Her 'khamaj' tappa was extremely attractive, though lacking in emotion .She concluded with another racy tappa composed by Kumar Gandharva. Ghulam Husnain Khan aka Raja Miyan is now a bright star of the Agra gharana.

He sings with authority and in a royal Agra style which suits his voice. His 'Jaijaivanti' and 'Suha Sugrai' were reminiscent of the flashes of the great Faiyaz Khan. Raja Kale, senior singer, sang the raga 'Yamankalyan'. Kale is perhaps the best exponent of Jitendra Abhisheki's gayaki. He sang the traditional Gwalior gharana khyal 'Kahe Sakhi Kaise Kariye' which was set to the slow ek taal. Kale also sang a jhaptaal composition by C.R. Vyas. Vidyadhar Vyas, the son and disciple of popular singer Narayanrao Vyas, sang 'Jabhi Sab Nirpati Niras Bhaye', which depicts the scene of the Sita Swayamvar in 'Ramayan'. Set to the raga 'Bhoop', it is an intriguing combination of grandeur and devotion. Vidyadhar wove a magic of alaps and taans to decorate the lyrics. His 'trivat' which is made of tabla syllables was exquisite. He also sang 'Janakinath Sahai Kare', the bhajan immortalized by the great D.V. Paluskar. Mandar Puranik, Girish Nalavade,Omkar Gulwady.

Another proficient danseuse, who performed in the morning session, was Vrushali Dabke. Vrushali is a talented disciple of Guru Manjiri Deo and renowned Kathak exponent Gopi Krishna. Besides the Saraswati Vandana, Vrushali proved her prowess as a dancer in the pure dance sequences and footwork. The expressional delight was the thumri 'Aaj Radhika Bano Shyam', in which Krishna is dressed like Radhika. Vrushali recieved fine orchestral support from Mukundraj Deo on the tabla, Atul Phadke on the harmonium vocal and Shivani Tembhe on the vocals. On the whole it was a fine start to a grand festival. local politicians (Deepak Balraj Vij, Anant Jog, Dr. Vilas Ujawne) and in a gruesome event kills the entire family of Kishori, an event which is highlighted by the media and then taken up by the CBI to bring the culprits to book. The film's content is highly vicious and the court case in the matter might delay its release. Overall, its a realistic film enhanced by Kishori Vij Shahane who goes de-glam for the first film, does justice to her difficult role and is bound to get awards for her powerful histrionics. Legendary flautist Pandit Hariprasad Chaurasia performed with seven of his top disciples – Rakesh Chaurasia, Rupak Kulkarni, Vivek Sonar, Santosh Sant, Sunil Awchat, Debopriya Ranade and Shuchismita Acharya – at 'Pratahswar' celebrating its diamond jubilee concert at P.L. BCCI’s chief son-in-law involved in betting: Report in SC

N

EW DELHI: In a major embarrassment to BCCI President N Srinivasan and raising questions over the status of Chennai Super Kings, his son-inlaw Gurunath Meiyappan's role in CSK as the team official and his involvement in betting during the IPL matches stands proved, a Supreme Court-appointed Committee has found.

The role of Gurunath Meiyappan in Chennai Super Kings (CSK) as the team official stands proved and the allegations of betting and passing of information against Meiyappan stand proved. — Justice Mudgal "The role of Gurunath Meiyappan in Chennai Super Kings (CSK) as the team official stands proved and the allegations of betting and passing of information against Meiyappan stand proved," a report of the three-member committee headed by former Punjab and Haryana Chief Justice Mukul Mudgal said. "However, the allegations of fixing require further investigation," said the committee, also comprising Additional Solicitor General N Nagehswar Rao and Assam Cricket Association member Nilay Dutta. The committee's report comes ahead two days ahead of the auction in Bangalore for the high-profile IPL tournament this year and raises questions on the status of the CSK as Meiyappan was the Team Principal of CSK, though Srinivasan claimed he was only a cricket enthusiast. The team may attract provisions of termination clause under the Franchise Agreement which says that any franchisee, franchisee group company and/or any owner acts in any way that has adverse affect on the reputation of the League, BCCI/IPL, BCCI and the game of cricket. However, the BCCI has to decide whether the disciplinary action it may take could be a period of ineligibility or a ban on specific periods for the team or only a ban on the individual concerned. "The committee is of the view that the material on record clearly indicates that Meiyappan was the face of CSK and the team official of CSK," the report said, while rejecting Srinivasan's contention that his son-in-law was merely a cricket enthusiast. The committee, which was asked to give a report, was appointed by a

bench of justices A K Patnaik and J S Kehar to probe the allegation of betting and spot-fixing against Meiyappan and owners of Rajasthan Royals. The report also dealt with the allegations of betting and spot fixing against Rajashthan Royals' Raj Kundra and said it need to be further investigated. "Allegation of betting and spot fixing against Raj Kundra, team owner of Jaipur Cricket Private Limited, need to be further investi-

gated," the report added. The court was hearing cross appeals filed by BCCI and Cricket Association of Bihar (CAB) challenging Bombay High Court's order which had declared the BCCI's probe panel in the scandal as illegal. The three-member committee also stated that after perusing the information provided by Delhi and Chennai police, FIR and chargesheet filed by Mumbai police, transcript of telephonic conversa-

tion, conclusions emerge that Meiyappan indulged in betting through Bindoo Dara Singh, who was in direct touch with the bookies and punters like Vikram Aggarwal. "Bets were placed by Meiyappan inter alia were not only in favour of CSK but also against it. In betting parlance, betting for and against a team is called hedging bet," report said, and added that "Meiyappan also bet in matches of teams other then CSK". "In so far as the roles of Meiyappan and Bindoo Dara Singh are concerned, our conclusions are based on the testimony of the police and chargesheet and are not meant in any manner to pronounce on the issue as to whether Meiyappan and Singh are guilty of the offences charged with, which issue is entirely under the domain of the criminal court. The Committee said it based its conclusion only on the objective facts gathered during the course of its probe and contents of the chargesheet and other documents produced by the investigating agency. The committee also took note of the issue of conflict of interest raised against Srinivasan, saying it was serious but left it for the Supreme Court to consider it. "While it is evident that the questions raised before us about conflict of interest are serious and may have large scale ramification on the functioning of cricket, we do not deem it proper to pronounce our opinion on this issue as it is not directly in our terms of reference. "However, since several stake holders repeatedly expressed of this issue, we thought it proper to bring this issue to the attention of this court," the report said.

Ban Srinivasan for life: Modi

NEW DELHI: With the Supreme Court-instituted Justice Mudgal committee indicting Gurunath Meiyappan in the IPL betting and spot-fixing scandal, the event's sacked commissioner Lalit Modi today demanded a life ban on his father-in-law and BCCI President N Srinivasan. "Now it's time for cricket establishment to wake up and bury the entire India Cement team that has taken over the global cricket," Modi tweeted. Meiyappan, formerly the Team Principal of the Chennai Super Kings, was indicted for betting by a three-member commitee headed by Former Punjab and Haryana Chief Justice Mukul Mudgal, which was appointed by the Supreme Court to investigate the IPL spotfixing scandal. Srinivasan had defended

Meiyappan, calling him merely a "cricket enthusiast". "Glad to see that Justice Mudgal report confirms just what I had been saying. Life ban on all connected is a must. So I guess Srini's 2 day victory as future warlord of cricket was short lived," Modi tweeted. "Waiting to get copy of report before commenting. But if CSK owners are caught betting and fixing team needs to be annulled as per rules," he added. His lawyer Mehmud Abdi echoed his client's sentiment. "For CSK team to underperform, it would have required direct involvement of CSK boss N Srinivasan as most of the players in CSK are employees of India Cements and under direct influence and control of Srinivasan who can also make or break their career in BCCI itself," he said.

IPL auction will be held as scheduled: Rajeev Shukla

The BCCI said that the IPL auction will go ahead as scheduled despite the Mudgal Committee report finding the involvement of Chennai Super Kings Team Principal Gurunath Meiyappan in betting during the IPL matches. The Justice Mukul Mudgal Committee today submitted its report on the IPL spot-fixing allegations, saying that the allegations of betting and passing of information against Gurunath Meiyappan stands proved. "The good that Supreme Court has done is that the IPL auction was not stopped. It will happen as planned for all the teams in Bangalore (on February 12 and 13)," said BCCI Vice-President Rajeev Shukla, who is also a Union Minister and a former IPL chairman.

THAKUR REQUESTS GOVERNMENT TO ALLOW IPL-7 IN INDIA

NEW DELHI: With the dates of IPL7 likely to clash with the Lok Sabha elections in April-May this year, BCCI joint secretary Anurag Thakur requested the Indian government to allow the organisers of the Twenty20 league to hold the tournament in the country. Lok Sabha elections are expected to be held in the same months when Indian Premier League matches are scheduled to take place in different cities across the country. There is a possibility that some of the matches or even the entire seventh edition may be shifted abroad. The BCCI is reportedly mulling over the possibility of holding one part of the league in some other country in wake of the event clashing with the general elections. "My humble request to the government and to the BCCI is, why loose out on the revenue. Why let it go outside of the country? Why lose out on the foreign exchange? Let us try our best and do it within the country. I personally feel that IPL-7 should be held in the country," he said on the sidelines of a function in the capital. "We have created this domestic tournament, which is accepted globally and generates thousands of crores of rupees and also creates a lot of employment opportunities in the country," added Thakur, who is also the president of the Himachal Pradesh Cricket Association (HPCA).

Pietersen axed over Cook concerns - ECB

LONDON: Kevin Pietersen's England career was brought to an end due to concerns about his support for captain Alastair Cook, the England and Wales Cricket Board (ECB) revealed. Pietersen confirmed that he would no longer play for England last Tuesday after the South Africa-born batsman was left out of the England squads for the tour of the Caribbean and the ICC World Twenty20. At the time, the ECB would only cite the need for a new "team ethic and philosophy" in the wake of the 50 Test series defeat in Australia. However, following calls for an explanation from players including former England captains Ian Botham and Michael Vaughan, the ECB issued a joint statement with the Professional Cricketers' Association. "The ECB recognises the significant contribution Kevin has made to England teams over the last decade," the statement read yesterday. "He has played some of the finest innings ever produced by an England batsman. However, the England team needs to rebuild after the whitewash in Australia. To do that we must invest in our captain Alastair Cook and we must support him in creating a culture in which we can be confident he will have the full support of all players, with everyone pulling in the same direction and able to trust each other.

Mohammed Shami leaps after dismissing Corey Anderson during the first test.

By Chetan Narula

A

UCKLAND: In five Tests since his debut against the West Indies in November 2013, Mohammad Shami has shown complete control of line and length and while the rest of the Indian bowlers have been faltering in the ongoing tour of New Zealand, he is fast emerging as the bowling spearhead. Shami was the star of the Indian bowling in the second innings of the recently-concluded first Test against New Zealand here, which ended in a 40-run de-

feat for the visitors. But Shami made an impression taking three for 37, rattling the top-order of the Black Caps in the second innings, and set his team on a comeback path in the match after their first-innings performance had more or less closed that door. At the start of play on day one, he bowled with fire, using the bounce in the Eden Park pitch to good effect. During the ODI series, skipper Mahendra Singh Dhoni had impressed upon the 'need to aim the bouncers well'. And Shami did so, making both

Peter Fulton and Hamish Rutherford jump around. He should have picked up more wickets than the one he did in the first innings. But throughout that innings, he beat the bat regularly and was the toughest Indian bowler on display in best batting conditions. Even as Brendon McCullum hit a double hundred and the Kiwis crossed the 500-run mark, it goes to show that among the four frontline bowlers deployed by Dhoni, Shami was the only one not to concede 100 runs. More so, considering that he gave runs at only 3.39 per over, in his complete spell of 1-95 in 28 overs. In comparison, Zaheer Khan (2-132 in 30 overs) gave away runs at 4.40 per over, Ravindra Jadeja (1120 in 26 overs) at 4.61 per over and despite his six-wicket haul, Ishant Sharma (6-134 in 33.4 overs) went at 3.98 per over. At the end of the first innings, McCullum pointed out that "some days you just cannot get wickets. Shami bowled very well and didn't get the rewards". The New Zealand skipper had talked about Ishant as well, given his superior wicket-tally. But it was obvious that the seamer had bowled shorter lengths throughout. Dhoni stressed that the Indian bowling in the first innings had been very poor. "We gave away too many deliveries to score off (as a bowling unit)," he had said. But the captain was all praise for Shami, saying, "In the first innings, he was very consistent and did not give too many runs, (even when he wasn't getting any wickets). He will have to make sure that it becomes part of his bowling and he does not try too many things when he is not getting wickets.

At the launch of the programme, Yuvraj highlighted the need for an early detection of the dangerous disease to save more lives. "People are scared of meeting patients suffering from cancer. Many lives can be saved if people have the right knowledge about the disease and are diagnosed at an early stage," said Yuvraj. "Our foundation's focus is to facilitate more and more detections at early stages, so that lives can be saved. This disease can happen to anyone. Defiant Ashraf says he is still PCB Chairman

KARACHI: A defiant Zaka Ashraf said that he was still the chairman of the Pakistan Cricket Board (PCB) despite a notification by the government, saying he would consult his lawyers as the decision to sack him violates the High Court order. "I don't think this notification by the government has any bearing on me being chairman. I am still chairman of the board," Ashraf told reporters at a function in Lahore. "I will be consulting my legal advisers on this matter. But apparently it looks as if this notification violates the court orders that restored me as Chairman of the board," he said. Pakistan Prime Minister Nawaz Sharif, who is also the PCB patron-in-chief, today removed Ashraf as the head and constituted an 11-member adhoc committee to run the cricket affairs.
