Avinash Patil Deputy Secretary, APMC said, “Limited crops have been reaching us from major tomato producing districts such as Nashik, Sangli, Satara, Solapur, besides Sangamner. Initially tomatoes were produced from Gujarat but due to the unseasonal rainfall, the arrival would be delayed.” He added, “The best quality of tomatoes (No.1) is being sold between Rs.350-400 per 10 kg while the other quality of the crop (No.2) is sold at Rs.180-200 per 10 kg in the wholesale market; in the retail market, the tomatoes are being sold for not less than Rs.65 per kg thereby pinching the pockets of the common man.” khushboo.panjabi@afternoondc.in

eader of opposition in the legislative council Vinod Tawde in a statement issued here yesterday demanded that the recent anti-black magic ordinance issued by the government be soon enacted into a law. Addressing a religious discourse of Narendra Maharaj in Mulund, he termed the anti-superstition, black magic bill as vitally important. The BJP leader however added that the proposed law should not be unjust towards the devout.
He added that section two and five of the ordinance issued by the government are almost identical and more clarification on that is needed. Tawde assured that the BJP-Shiv Sena led opposition will strive for an all encompassing debate on the issue. He further stated that late Dr. Narendra Dabholkar had been striving hard for the enactment of the law. There should be a thorough debate on the proposed law and it should be passed unanimously in the ensuing winter session of the state legislature at Nagpur in December, he added.

ven the dead have to be disturbed by the Greater Mumbai Municipal Corporation, as is apparent from the envisaged shift of Dr. Cooper Hospital Post Mortem Centre, from Irla to Bhagwati Hospital in Borivali. Nicholas Almeida, President of NGO Watchdog Foundation, organised a protest at Dr. Cooper Hospital on Saturday and handed over a memorandum of demands to the doctor in-charge. According to Almeida, a population of about 50 lakh residents of western suburbs are likely to be adversely affected, as people from Bandra will have to get the post mortem of their deceased
ones done at Bhagwati hospital in Borivali. Greg Pereira (of Silent Voice) and Advocate Godfrey Peminta were also critical about the idea of shifting the Cooper Post Mortem Centre, on grounds of inconvenience to residents of Bandra, Khar, Santacruz, Vile Parle and Andheri, besides creating a scope for misuse of vacant space by vested interests. Surprisingly, corporators from treasury benches as well as the opposition are shying away from taking up the issue; but Brian Miranda, a NCP corporator from Vakola has assured he will take up the issue with the Municipal Commissioner, as well as at the general body meeting of the Corporation.

Laws & Govt It is often said in sarcasm that “the law is an ass” but the government is a bumbling ignoramus. That has
been amply highlighted by the stunning verdict of the Gauhati High Court that raised a question mark over the very existence of the Central Bureau of Investigation (CBI). The November 6 verdict must have brought cheer to some politicians and bureaucrats who find their names tarnished as of now in the infamous Adarsh scam. The basis of the Gauhati HC ruling was the maintainability of the CBI formed under the Delhi Special Police Establishment Act, 1946 by the Central Government through a Government Resolution (GR)! The Supreme Court of India too has labelled the CBI as a “caged parrot.” Whatever the outcome of the SC ruling on the Gauhati HC order, the damage has been done to the credibility of the CBI. wanting in enacting laws and setting up commissions of inquiries. A classic case of government inaction has been the tabling of the Adarsh commission of inquiry report which by law should have been tabled within six months before the state legislature after it was submitted to the government in April this year. Already the opposition has slammed the government for setting up what it calls a toothless Chitale committee to probe the Irrigation scam. In the last six decades we have had so many amendments to the statute and new laws, that the government has lost track of them. And this may sound sarcastic again, but back in 1995 when the BJP-Shiv Sena were new in power, the Rural Development Department thought of bringing out a booklet encapsulating the various government schemes meant for the rural poor. When the freshly printed booklets arrived and storage space was cleared on top of the cupboards, much to the embarrassment of all, long-stored copies of the same booklet came tumbling out!

ITH the Bollywood film fraternity up in arms accusing his men of vandalism, Maharashtra Navnirman Sena (MNS) president Raj Thackeray yesterday finally issued a clarification virtually disowning the recent incidents. Thackeray, in a letter addressed to Film and Television industry associations remarked: “in few instances, maybe some of my party people were involved, but in many, it was later found out that people were not connected to my party at all and were just using my party’s name to harass you”. It may be recalled that on October 26, a group of MNS workers had

barged on to the sets of Raj Kundra’s reality show Super Fight League at Filmalaya studio and had tried to vandalise the set. For the first time, the MNS workers were at the receiving end with Kundra’s bouncers giving them a real pasting. In a statement issued then, Maharashtra Navnirman Cine Workers Association president Ameya Khopkar had tried to clarify that his men had gone there on invitation to be part of the mob, but were turned away as foreigners were hired. He denied that the MNS workers had gone there to extort money. Thackeray added that he was personally against what he called mindless behaviour. But he further added that in recent past he has taken stand on issues like Mumbai being referred to as Bombay or some multiplexes giving second rate treatment to Marathi film releases. The MNS president reiterated that he would continue to do so especially where he feels the pride of Maharashtra has been compromised. Moreover, Thackeray has gone on to remind the Film and Television industry about laws regarding hiring of foreign actors for their shooting because people without proper visas and work permits are a security threat to Maharashtra and India.

22-year-old man died when he lost control of his bike and hit a pole on the Western Express Highway at Santa Cruz East on Sunday. This is the third death in one week, and all deaths were due to rash and negligent driving. In Sunday’s incident, Imran Mohammad Shaikh, an air-conditioning mechanic, was riding a Pulsar belonging to his friend, Puranchand Sitak, who was riding pillion. The duo resides in the same residential colony at Bhabre Nagar in Borivli. Pillion rider Pooramchand Sitak Police Sub Inspector (PSI) from Vakola police station, on Sunday morning as Sitak Rajendra Gaikwad, said, had an extra class to attend. “Sitak is an architecture stu- He decided to take Shaikh dent at a Bandra college. the way. But as the college was shut by the time the duo reached, they decided to head back home. On the way, they stopped at a fastfood cart at Seva Nagar, off the Western Express Highway, at Santa Cruz East for a meal." Shaikh pleaded with Sitak to let him ride the bike for sometime. Sitak refused as Shaikh neither had a driving license nor a helmet. But as Shaikh kept pestering him, Sitak relented and rode pillion," said the official Shaikh began speeding on the north-bound stretch on the Western Express Highway around 12.30 pm. "Shaikh lost control of the two-wheeler and hit an electric pole. He was thrown off and began to bleed through his nose and mouth. Sitak too fell off and lost consciousness," said the official.

f you thought that only houses and shops are vulnerable to robbers, think again. A gang of unidentified men decamped with a huge quantity of stainless steel from an industrial unit in Vasai last week. According to the Valiv police, the crime was executed in broad daylight from a steel processing unit in the Gavrai Pada area of Vasai (east). The miscreants coolly walked into the godown of the unit and managed to escape with 57 bundles of stainless steel material, weighing more than a whooping 19 tonne. The value of the stolen steel is estimated at Rs.21 lakh. Not ruling out an inside hand into the crime, Senior Police Inspector Rajendra Mohite said, “Moving such a huge consignment is not a joke, it seems to be a well–planned job. The miscreants not only rented a forklift to unload the bundles, but had also hired a truck to move out the stolen booty. Surprisingly there was no resistance at all. “The police have detained the transporter and the forklift operator for questioning. A case under sections 454 and 380 of the IPC has been registered against unidentified people in this connection. Further investigation is on.
Seven Bangladeshi women held in Mira Road By A Staff Reporter
C
ontinuing its crackdown against foreign immigrants illegally staying in the region, the Anti-Human Trafficking Wing of the Thane (rural) police, arrested seven women of Bangladeshi origin from the Shanti Sagar area of Mira Road (east) on Friday night. Following information about illegal immigrants, a police team led by Assistant Police Inspector Atul Aher, under the instructions of Thane (rural) SP Anil Kumbhare, carried out surprise raids in the posh residential locality and rounded up the suspects. Seven women of Bangladeshi origin
were formally arrested after they failed to produce legitimate documents to authorise their stay in the country. All the illegal immigrants who worked as housemaids have been arrested and charged under Sections 3 (a), 6 (a) and 3(2) a of the Indian Passport Act, 1950 and under the relevant sections of the Foreigners Act, 1946. “We are checking if more Bangladeshi nationals are staying in the area,” said Aher, adding that the case has been handed over to the Mira Road police station for further investigation. The police have appealed employers to be cautious and conduct a thorough background check before employing a domestic help.
Bangladeshi maids in demand
The arrest of Bangladeshi women from Mira Road has yet again exposed the massive influx of illegal immigrants in the region. The Bangadeshi women who serve as housemaids in every second home seem to have posed a tough competition to local ‘bais’. These maids of Bangladeshi origin charge much lesser than the rest, taking care of all household chores from cooking, cleaning and washing, sources said. Even though the police have appealed employers to be cautious while employing domestic help, the huge presence of illegal immigrants has exposed the inefficiency of the Thane (rural) police to keep a tab on the massive influx.

Another Railway Police Constable, Shivaji Barge (50) has been nominated for returning valuables worth Rs.2 lakh to the family of Champaklal Gada, who died in a train accident at Marine lines station, around three months ago. The case was registered at the Churchgate Government Railway Police Station. According to Barge, “The foundation
is doing a good job. It is my duty to save lives. But I am grateful to them for nominating me.” Palghar Railway Police constable, Dhanraj Patil (24), accompanied an accident victim Vishya Medha to the hospital. He reached the BMC-run Baba Saheb Ambedkar Hospital at Kandivli along with the victim, whose legs got cut off in a train accident. The doctor advised him to shift the victim to Sion Hospital as proper treatment was not possible at Kandivli. However the doc-

When Patil warned the doctor on duty that legal action would be initiated if the victim died due to delay in treatment, the doctors prepared the transfer documents within 10 minutes, provided an ambulance to help shift the victim to the Sion Hospital. On November 2 at 01.35 p.m, Govt. Rajawadi Hospital shifted victim by ambulance to Sion Hospital for a CT scan. However, the ambulance disappeared after dropping the patient at Sion Hospital. After the CT scan, doctors at Sion Hospital refused to provide an ambulance to take the victim back to Rajawadi hospital. At 10 p.m, I was informed by a police constable about the problem and went to Sion Hospital to requested the doctor to help the patient. When I left the hospital at 11.30p.m., the doctor who had initially agreed to help the patient, changed his mind and refused to provide an ambulance. HC strikes down externment order, says it is excessive By A Staff Reporter
T
he Bombay High Court has struck down a topranking police officer's order externing a 29-year- old person from the limits of Mumbai and adjoining districts of Thane and Raigad, terming it as ‘excessive’. A Bench of Justices S.C. Dharmadhikari and Gautam Patel, in a recent judgement, also quashed the order passed by the appellate authority confirming the externment proceedings against Krishna alias Gotia Bajarang Chikne, a resident of Govandi who faces several criminal cases, reports PTI. On March 11 this year, Assistant Commissioner of Police, Chembur, issued a show-cause notice to Krishna, proposing his externment from the districts of Greater Mumbai, Mumbai Suburban, Thane and Raigad for two years. Thereafter, on June 11, Deputy Commissioner of Police (Zone VI), Mumbai, issued an externment order against Krishna under the Bombay Police Act in terms of the notice. He filed an appeal which was dismissed by the appellate authority on August 28. Krishna then moved the HC against the order. The petitioner's lawyer, U.N. Tripathi, argued that the
order was clearly excessive as it externed his client from a vast area covering Mumbai, Mumbai Suburban, Thane and Raigad districts. The Judges noted, "in our view, this submission (that order was excessive) is wellfounded." The Bench noted that the externment order and the show cause notice referred to a number of criminal cases registered against the petitioner. However, all of these are within the local limits of Shivaji Nagar and Deonar Police Stations. "There is no material whatsoever, in either the externment order or the Appellate Order, justifying the externment of the petitioner from such a vast geographical area," the Judges remarked. When this point about the order being too harsh was argued before the appellate authority, the latter dealt with it in a most cursory manner, they noted. "We find this to be entirely unsatisfactory, and incorrect in law." It is ordinarily for the authorities to decide what is the area from which a person should be externed and for how long, the Bench said. "However, any order of the externment must be non- arbitrary and cannot be excessive. It cannot be more than the situation demands.

s the various surveys have boosted the morale of the Aam Admi Party (AAP) in Delhi, the new political outfit under the leadership of Arvind Kejriwal is now concentrating on Maharashtra. The party has decided to contest all 48 Lok Sabha seats in the state on its own. The AAP is fast shifting from a spoiler to a probable kingmaker in the upcoming Delhi elections. The party is fielding 65 candidates in the December 4 assembly polls in the capital. The AAP is all set to play a key role in forming the government. Mumbai is the second biggest base for the party. Being a new entrant in the poll fray, the AAP
Ravi Srivastava, spokesperson of AAP’s state unit has decided to enter the arena with full force in the state. According to Ravi Srivastava, spokesperson of the party’s state unit, “We have expedited the process of ex-
panding our base in the state. Our party will promise a clean and efficient government. We also promise to bring the cost of petrol and diesel to Rs.50 and Rs.40 respectively. We will abolish the state tax levied on oil in order to curb skyrocketing prices”. The selection of AAP candidates will be decided by the citizens. The party unit will first shortlist the top five contenders from the organisation in each constituency. The final candidate will be chosen by citizens though a poll, Srivastava informed. The AAP which has claimed victory in Delhi polls has already started preparations in the state. By the end of this year, the party will escalate its campaigning against the corruption.

He, along with Raj Thackeray (then with Shiv Sena) and activists, had successfully organised Michael Jackson's historic tour in Mumbai in 1996. Earlier, he was an aggressive member of the Shiv Sena student wing, Bharatiya Vidyarthi Sena and later joined the Yuva Sena, headed by Aditya Thackeray. Since 1986, the origin of MU’s election for the senate member, Karande had been consequently winning from the graduates’ constituency with the highest number of votes. He had also been grabbing the seats of the management council. Being a member, Karande had brought out various issues like the suspension of MU’s exam controller, permanent job for MU’s security department, setting up of committees like the fact finding committees. The last rites of Karande were held in a Malad crematorium on Saturday. Around 200 employees, along with the Pro-Vice Chancellor, Vice-Chancellor, department heads, Deans and college principals were present at the funeral. Besides, people from the education field, political leaders like Pravin Darekar, Subhash Desai, Vinod Tawde and oth-
ers were also seen. Rajan Welukar, Vice-Chancellor, MU, said, “We have lost a true and hard-working senator and management council member of the varsity. He had been a person with values and principles who struggled for the best of education and lived for students’ issues”.

Ponder awhile... “An eye for an eye only ends up making the whole world blind.” — Mahatma Gandhi
All political parties claim to be secular T
HEY are all secular – that’s what all politicians in the country say. The loudest claim in this regard is by the Congress. Its leaders even declare that there is Hindu terror in the country. And while publicly claiming that they are secular, privately they do not go to a Muslim house and eat there. What is also to be noted is that highest number of riots in the country is in Congressruled states. They have double standards in this regard. If one studies the secular claim of the Congress party, it can be clearly seen it is a politically motivated stand. The party’s main opponent is the BJP. All the time, it tries to make out that the BJP is a communal party. What it does is a planned attack on the BJP. Is the BJP communal? In BJP ruled states, the number of riots is less than in Congress ruled states. There is no welfare measure across the country from which the Muslims are kept out. Hundreds of Muslim leaders are active members of the BJP and some of them are at the top of the decision making panels. The BJP today emphatically states it is secular. The party leaders have found a new description: secular Hindu and secular Muslim. What is to be noted is that the party was only a few years ago far from secular. It was openly, aggressively communal. It boldly, proudly announced it believed in the Hindutwa. The Hindu Mahasabha was fully a party of Hindus. The Ayodhya ratha yatra was an aggressive Hindutwa happening. Hindutwa did work, but only for a few years. The BJP appears to have realised it does not work anymore. Gujarat’s Chief Minister Narendra Modi who won his first election in the state used the Hindutwa ‘mantra’ extremely. Later on, he dropped it and now he talks only about governance and growth. It looks like all political parties now want to be described as secular and not communal. Evidently this is politically advantageous to do so.

S
O, Arvind Kejriwal too is cut from the same cloth most politicians he decries are cut from. In order to woo the Muslim voters in the ongoing campaign for the Delhi Assembly, the leader of the Aam Aadmi Party took the trouble to trek to Bareilly to call on the controversial cleric Maulana Tauqeer Raza. This was least expected of someone who self-avowedly champions new politics, nay, clean politics. Courting various mullahas and maulanas for Muslim votes, we thought, was the worst form of identity politics practised by the degenerate parties like the Congress, wasn’t it? How come, then, Kejriwal, the self-styled messiah of new politics, too has fallen into the same old trap. Lest you did not know the background of Raza, we might nudge your memory. It is the same maulana who had hit national headlines sometime ago by announcing an award of Rs.5 lakh for anyone who killed the controversial Bangladeshi author Tasleema Nasreen. Prior to that Raza had made bigger headlines, issuing a fatwa against the former US President George W. Bush, and announcing an award of Rs.25 lakh for anyone who beheaded him. Given such macabre background of the maulana, it is rather surprising that the AAP leader deemed it fit and proper to seek his support for Muslim votes. He too seems to believe that Muslims are like dumb cattle, to be herded in the polling booth of whichever party their maulavis and maulanas might take a fancy to? Of course, that is highly insulting to ordinary Muslims. How they vote cannot be, should not be, a function of their religion, but of their felt experiences as citizens like all other citizens. For prices of onions, a gnawing sense of insecurity, joblessness, hopelessness et al affects them as much as it affects followers of all other religions. Besides, Kejriwal’s action buttresses, the BJP charge that minority communalism and appeasement is condoned by the secularists. The same people would look askance if there is an appeal edgeways to the priests and pandits of the Hindus. Or is it that appealing to minority religionists is par for the secular course while it not kosher to be seen consorting with majority religionists? If appealing to the maulvis and maulanas for votes is okay, it should be okay too to appeal to the purohits and pandits of various mutts and mandirs, isn’t it, Mr. Kejriwal? The double-faced secularist class is the biggest ally of the Sangh Parivar. The Sangh parivaar is not communal because the secularist parivaar itself practices the politics of communalism. (Remember Shah Bano?) Caught on the wrong foot, Kejriwal now says he did not know the antecedents of Raza. His esteemed AAP colleague, the senior Supreme Court lawyer, Prashant Bhushan, should tell him that ignorance is no defence. Kejriwal’s carefully planned mission to Bareilly has misfired, a fact acknowledged by AAP by its refusal to answer questions on his meeting with the controversial Maulana. In his quest for votes, he too is willing to stoop low. Which is such a pity. For, he had set out to cleanse the augean stables of politics. He has faltered at the first opportunity. Meanwhile, predictions of various opinion polls for the Delhi Assembly seem a trifle too optimistic for AAP. Given the strong anti-incumbency wave running through the capital, it is unlikely that the Delhi voter would do anything that would even by sheer default risk the perpetuation of the same old Congress regime. Voting for AAP can only help the Congress, not AAP. For regardless of the media hype, the presence of AAP on the ground remains rather thin. In fact, so thin that in number of cases after it had announced its candidates it has had to withdraw them on being told of their criminal or unsavoury antecedents. A party with an in-

Sibal the maker of facts
K
APIL SIBAL seems to be on a weak wicket when he challenges Narendra Modi to a debate. And a debate on facts? Ha, ha! Leaving aside Modi for the moment, since when facts have become the strong suit of zero-revenue-loss Sibal? The bumptious Law and Telecom Minister allows his imagination to run riot while building a case for whatever brief he might have in hand at a given time. Having now taken upon himself to tear down the challenge of the BJP’s prime ministerial candidate, Sibal has even conjured up the real cause for the astronomically high prices of lowly onions. In one word, Modi. If you believe Sibal, Modi alone is responsible for your onion tears because he diverted
with Rahul Gandhi or Sonia Gandhi, was rather too harsh. He could well have reminded Sibal of the time when in the hey day of Indian-style wrestling, you could challenge Rustom-e-Hind Dara Singh only if you ‘first’ managed to get the better of his younger brother Randhawa. However, most graciously, Jaitley himself volunteered to debate Sibal, even though he is a front-rank leader of the BJP. But then Sibal is stuck in a party where, like everyone else who is not a Gandhi, he too is doomed to remain a second rung leader. For the record, Sibal was senior to Jaitley in the legal profession but then he chose to join the familycontrolled party whereas Jaitley joined the BJP. The rest, as they say, is history. Now, poor Sibal is reduced to tell plain lies on behalf of the ‘Family Firm’.
Dikshit has media in her pocket
D
ELHI Chief Minister Shiela Dikshit is good at cultivating media. That is why even the most egregious acts of her government have largely gone unnoticed. Otherwise, several indictments by the Delhi Lokayukata Manmohan Sarin, the Shungloo Report into the Commonwealth Games plunder and loot, the ongoing nexus between the Delhi Government and one of the electricity distribution companies, as further evidenced from the photograph of a Congress minister on the electricity bills, etc., would have been enough to earn her the wrath of the people. But because of her carefully cultivated relations with the media, Dikshit has got away lightly. Indian cricket’s new heroes
A TON on debut is special and Rohit Sharma stamped his authority on the Test scene with a brilliant 177 in Tendulkar’s penultimate Test at the historic Eden Gardens to signal that he is good enough to get into Sachin’s shoes at this level of cricket. Rohit Sharma used the historic setting to perfection and his match winning ton was dedicated to the Little Master and a send off present to the God of cricket. Rohit is in brilliant form and is one batsman who can fit in all forms of cricket; be it Test matches or the shorter version of the game. Political travesty THIS refers to Tavleen Singh’s article ‘Can secularists stop Modi?’ (ADC Nov. 8). The veteran journalist has made a correct analysis regarding the conclave of the so-called ‘secularist leaders’ of this country. The majority of these assorted leaders who assembled in Delhi last week, have no credibility at all. It is their mortal ‘dread’ of being pushed into the dustbin of Indian politics, the unholy lot came together, once again. Their fight against ‘Fascist and Communal forces’ typifies only one thing – the appeasement of Muslims in every other way. In the political lexicon of these senile leaders, anybody including Narendra Modi, who espouses the just cause of the vast majority of Hindus, is ‘communal’ and those (including themselves and many Congressmen), making rabid Muslim propaganda are ‘Secularists’! Can there be a bigger travesty than this?
illegal practices usually prosper at the expense of honest, law abiding citizens. The Maharashtra Electricity Distribution Company for Bhiwandi circle has justified the increase in electricity tariff citing huge losses due to power theft and unpaid bills. Both these contingencies can be remedied with the requisite will. Power theft is rampant because the concerned electricity board officials are handsomely rewarded for turning a blind eye, but hardly any punitive action is taken against them. Also, huge unpaid bills are accumulated by government offices and the electricity board pleads helplessness in recovering their dues. This is patently ridiculous. If you or I delay payment of our electricity bills, we promptly get a notice of disconnection of supply. The real malaise is that there is no sustained recovery effort and no real interest in doing so. Besides, the present indifferent attitude is a cosy arrangement where the officials get rich and the common man is made to suffer. — Firoze Hirjikaka, Colaba

Sri Lankan Tamils – Indians? AS reported, a lot of hue and cry is being raised over the PM’s visit to attend the CHOGM meeting in
Colombia, Sri Lanka which is unnecessary. Sri Lanka is being accused of atrocities against Tamils who have settled in Sri Lanka and who asked for a separate statehood in Sri Lanka. No country in the world will like their country being divided or disintegrated. So Sri Lanka is fully justified in taking any action to avoid division or dismemberment of its country. Now Tamils have settled all over the world. They left the mother country and preferred to live in the country of their choice. Pawar under the scanner THIS refers to ‘Stumbling blocks’ (ADC, Nov. 4) on the NCP attending the meeting of all the nonCongress and non-BJP parties ostensibly to keep communalism away but in reality to throw its weight behind them to make sure that it will be in the reckoning in case the Third Front gets a favourable verdict in the 2014 Lok Sabha polls. It is no secret that the Maratha strongman, Sharad Pawar, still nurtures his ambitions to become Prime Minister and has voiced his opposition to Rahul Gandhi being projected as the Congress’ PM-candidate citing that he lacks administrative experience. He would have had his chance if he had not parted ways with the Congress on his disapproval of Sonia Gandhi due to her foreign origin. Now, even if he merges his NCP with the Congress, it is doubtful if he will get to become the PM. And so he is clearly dilly dallying with all the other parties in the hope that,
being the most experienced politician, he may get their nod to head the government. Only time will tell whether he will succeed in his efforts or not. — Dr. V. Subramanyan, Thane
IT is learnt that Sharad Pawar, Union Minister of Agriculture has also become the President of MCA and ‘refused’ to answer any question on the ‘rising’ prices of the onions and said to have admonished journalists saying that they did not have ‘common sense’ to question him out-of-place. Pawar is supposed to have taken suo motu measures to ensure that there was no hoarding of onions so that there is no undue exponential increase in the prices. He was duty-bound to have done this on top-most priority. How can Pawar be allowed to hold both the posts in the country? Understanding Metals and Non-metals
in which each carbon atom is joined by altenate single and double bond.
Our earth is an abundant source of material. Most of these materials are the compounds of some or the other elements. Elements are classified into metals, non-metals and mettaloids.
Functional groups in organic compounds : The atom or group of atoms present in the molecule which determines characteristic properties of the organic compounds is called functional group.
Physical properties of metals : They are solid at room temperature (except mercury and gallium),have lustre, are malleable and ductile ,are good conductors of heat and electricity, have high melting and boiling point and are said to be sonorous. Physical properties of non-metals : They are either in solid or gaseous state (except bromine which is in liquid state), do not have luster (except iodine and diamond), are not hard (except diamond), and do not conduct electricity except graphite. Metalloids posses properties of both metals and nonmetals e.g. Silicon, Germanium, Antimony. Chemical properties of metals : Reaction with oxygen : -Almost all metals react with oxygen to form metal oxide. -Most metal oxides are insoluble in water but some of these dissolve in water to form alkalies. Eg sodium oxide. Reaction of metals with water : -Metals like Na and K react vigorously with cold water whereas Ca reacts less vigorously to release hydrogen gas. -Mg reacts with hot water whereas Al, Fe and Zn react with steam. -Metals like gold silver and copper do not react with water at all. Reaction of metals with acids : -Metals react with hydrochloric acid to form respective metal chloride and hydrogen gas. But copper does not react with dil. HCl. -Metals react with sulphuric acid to form metal sulphate and hydrogen gas is released. -Only Mg and Mn react with nitric acid to evolve hydrogen gas, other metals do not react. Reaction of metals with solutions of other metal salts : -A more reactive metal can displace a less active metal from its compound in a solution. Reaction of metals with non-metals : Metals react with non-metals to form electrovalent or ionic compounds. Electrovalent or ionic compounds : These are compounds formed by transfer of electrons from a metal to a nonmetal. Eg NaCl, MgCl2 . Covalent compounds : These are chemical compounds that are formed by mutual sharing of one or more pair of electrons between the two combining atoms. Eg. Water H-O-H. Properties of ionic compounds: -They are solid and hard. -They are generally brittle and break into pieces when pressure is applied. -They have high melting and boiling point. -They are generally soluble in water and insoluble in organic solvents like kerosene. -They do not conduct electricity in solid state, but conduct electricity in molten or aqueous soln. Occurrence of Metals : Metals occur in nature in free as well as in combined state. In compound state they are found in the form of their oxide ores, carbonate ores or sulphide ores. Minerals : are naturally occurring compounds of metals along with other impurities. Ores : The minerals from which metals are extracted profitably and conveniently are called ores. Gangue: The impurities like soil, sand and rocky materials etc. in the ore are called as gangue. Metallurgy : The process used for extraction of metals in their pure form from their ores is called metallurgy. Decreasing order of reactivity of metals : K > Na > Ca > Mg > Al > Zn > Fe > Pb > Cu > Hg > Ag > Au Extraction of Aluminium ( a metal of high reactivity) : Aluminium is a reactive metal with At. No. 13 and does not occur in free state in nature. It is extracted from its main ore bauxite (Al2O3.H2O). Extraction of Aluminium involves the following two steps : Concentration of ore i.e. conversion of bauxite into alumina by Bayer’s process. Electrolytic reduction of pure alumina.
Functional group Type of compound
SCIENCE AND TECHNOLOGY – 8 & 9 Refining of metals : The most widely used method for refining impure metals is electrolytic refining. Corrosion : is degradation of materials due to reaction with its environment. Galvanizing, Tinning, Anodizing and Alloying are methods used for prevention of corrosion of metals.
Amazing world of Carbon compounds
Organic chemistry is the chemistry of carbon compounds. The carbon compounds containing covalently bonded carbon atoms are called ‘organic compounds’. Compounds obtained from minerals were termed as inorganic compounds. Hydrocarbons - the fundamental organic compounds : Organic compounds containing hydrogen and carbon are the fundamental organic compounds known as ‘parent compounds’. These compounds are known as ‘hydrocarbons’. Properties of Organic compounds : - The atoms are covalently bonded. - They have low melting and boiling points. - They are generally insoluble in water but are soluble in other organic solvents. - They are poor conductors of heat and electricity. - They burn in air to form CO2 and H2O with evolution of large amount of heat. Methane : It is called marsh gas. Its molecular formula is CH4 . The electronic configuration of carbon is (2,4). It has four electrons in its outermost orbit and hence it is tetravalent. Classification of Hydrocarbons

Alkane General formula : CnH2n+2 Eg n= 1 : CH4 n = 2 : C2H6 n = no of carbon atoms
Alkene C=C General formula : CnH2n Eg n= 1 : CH2 = CH2 n = 2 : CH3ͲCH = CH2
Alkyne CŁC General formula : CnH2nͲ2 Eg n= 1 : HͲC Ł CͲH n = 2 : CH3ͲC Ł CͲH
Catenation : The property of direct bonding between atoms of same element to from a chain is known as catenation. Allotropy : The phenomenon of existence of a substance in various physical forms but with same chemical properties is known as allotropy. Carbon exists in both crystalline and amorphous forms. The two well known allotropes of carbon are diamond and graphite. Isomers and Isomerism : Compounds with identical molecular formula but different structures are called isomers and the property is called isomerism. Aromatic compounds : Benzene and its derivatives which contain benzene rings are called aromatic compounds. Benzene ring is made up of six carbon atoms

Chemical properties of Carbon compounds : Combustion of Hydrocarbons : All hydrocarbons burn in air/oxygen to form CO2 and H2O. The reactions are exothermic with the evolution of a large amount of heat. Eg CH4(g) + 2O2(g) CO2(g) + H2O(g) + heat and light If very limited air is supplied then methane gives carbon black. Eg: CH4(g) + O2(g) C(s) + 2H2O(g) Addition reaction : The reaction in which two molecules react to form a single product is known as addition reaction. This type of reaction occurs only in unsaturated compounds to form other saturated products. HH Nickel I I Eg: H-C=C-H + H-H H-C-C-H I I ∆ I I HH HH (Ethylene) (Hydrogen) (Ethane) Hydrogenation : Unsaturated hydrocarbons add hydrogen in presence of Nickel catalyst to give saturated hydrocarbons. Such addition reaction is called hydrogenation. Eg : Same as above Substitution reaction : Reactions where one or more atoms in a molecule are replaced by another atom or atoms is called substitution reaction. Eg :
CH4(g) + Cl2(g)
CH3Cl

HCl
(H is replaced/substituted by Cl) Some important carbon compounds : Ethanol : also called as ethyl alcohol or spirit has a formula C2H5OH and has a linear structure CH3CH2OH. Properties : Ethanol is colourless liquid and has a pleasant odour. Boiling point is 78oC and freezing point is 114oC. It is combustible and burns with a blue flame. Ethanoic Acid : Commonly known as acetic acid has formula C2H4O2 and has a linear structure CH3COOH. Properties: It is a weak acid, colourless, corrosive liquid and has a pungent smell at ordinary temperature. Below 290K it solidifies to an ice like mass called glacial acetic acid. Soap and detergent : Soaps are cleansing agents which are capable of reacting with water to dislodge the unwanted particles from cloth or skin . The molecules of soap are sodium or potassium salts of long carboxylic acids.

ith the largest public sector lenders in the country, State Bank of India (SBI) and private sector bank HDFC increasing interest rates by 20 basis points on loans across the board, including home and auto, may have been explained as a mere catching up step with interest rates of other banks. Yet it certainly is indicative of the things to expect in the future. This move may not have invoked a sharp reaction from industry watchers, but the repercussions will certainly be felt by everybody. “It is quite imperative that other banks will soon follow suit as their cost of funds have gone up due to the recent hike in repo rate announced by RBI, says Rajiv Raj, Co-Founder & Director, CreditVidya , an investment and credit advisory firm. It is believed that typically, credit growth picks up in the third quarter of every financial year. But now a hike in interest rates may keep people from taking loans, believes Raj. The repo rate has moved up 50 basis points since July (to the current level of 7.75 %) by the Reserve Bank of India (RBI). “Till the inflationary concerns are not addressed we will be in a regime of high interest rate, feels Raj. “Borrowers need to evaluate their current interest outflow and look at options to either switch or reprise with lenders to lower interest rate burden and save money, he suggests. According to V N Kulkarni, Chief Counselor with the Bank of India-sponsored Abhay Credit Counseling Centre, following the diktat by RBI that banks should rely more on deposit rates to increase their net interest margins (NIMs) will see many bankers also increasing their deposit rates in the near future. Already, indicating a hardening of interest rates, major public sector lenders Punjab National Bank (PNB) and Canara Bank have raised fixed deposit rates on various maturities by as much as 0.50 % last week. The increase in fixed deposit rates will certainly lead to a hike in lending rates sooner or later, says Kulkarni. The direct effect would be seen on consumer loans off take; mainly auto and housing. The equated monthly instalments (EMIs) would go up by Rs 500-600 on a 20 years loan of Rs 20 lakhs. “It is the middle class which will bear the maximum brunt of this, says Kulkarni. “Their monthly out goings have already spiralled with high cost of groceries and vegetables. Now with EMIs going up further, overall savings will come down, he explains. The overall savings ratio coming down will not be good for the

In a regime of high interest rates borrowers need to evaluate their current interest outflow and look at options to either switch or renegotiate with lenders to lower their interest rate burdens and save money
country eventually, he says, adding “The next monetary policy will play a crucial role in deciding the direction of interest rates. How will this affect the auto and housing sector is the big question. The “Hike in interest rate is not good news for the already struggling automobile sales. In the last quarter there has been a fall in off-take of auto loans. This festival season also witnessed a lot of freebies been offered by the car manufacturers and dealer to stimulate auto sales, says Rajiv Raj. “The same has been the case for real estate. For a home buyer is severely impacted on account of any rise in interest rates and no dramatic corrections in real estate prices, he says. Rising financing costs are all the more painful, because India’s real estate developments take a long time to build because of a vast and often corrupt regulatory apparatus. Publicly traded real estate investment groups in India are heavily in debt, so they struggle to make interest payments and are not in a position to bankroll further proj-
ects. That combination has produced an almost unanimous bearishness about the short-term prospects for residential, commercial and industrial real estate prices in India. Sanjay Dutt, the Executive Managing Director for South Asia at Cushman & Wakefield, predicted that real estate prices would fall 10 % in big Indian cities and 15 % on the outskirts of large cities, where many speculative projects have been built. “Given the sentiment of the market, there could be a sharp correction between now and Gudi Padwa,- an annual festival next March that has long been considered in India an auspicious time to buy real estate, said he. Similarly, India’s vehicle sales growth is expected to remain in the negative in the current fiscal year ending March 2014, an industry

ver the Last five years or so the stock markets have been very volatile and huge swings have been witnessed based on news flows either negative or positive. Looking back the Indian stock markets achieved a life time high on 8th January 2008 with the Sensex placed at 21,207 and the Nifty at 6357. However soon thereafter the mood reversed and the indices touched an all time low on 27th October 2008 with the Sensex at 6300 and the Nifty at 2250 a fall of 70% in a short span of just 9 months time. The sharp fall was attributed to woes faced by US, like the sub-prime crisis and the subsequent collapse of Lehman Brothers, apart from where several investment banks had to be bailed out. Thereafter the outlook turned positive with the Sensex touching 20,965 and the Nifty 6307 on 5th November 2010. Soon thereafter the mood turned sour again with a host of scams, like the Commonwealth game scam. The 2G Scam etc. hike in interest rates, policy paralysis to name a few... At the international level the euro zone crisis further dampened the sentiment and on 20th December the indices touched lows with the Sensex at 15,175 and the Nifty at 4544. Thus over the last five years the stock markets in general have not generated any returns to investors though some select stocks in the large cap segment have generated huge returns while on the other hand many mid cap and small cap stocks have depreciated by more than 100%. The scenario was due to slow down in
consumption driven by persistent inflation. Investments were hit by high interest rates and policy paralysis. Both borrowers and lenders became risk averse because of governance concerns, delays in approvals and tighter credit conditions. For lenders, risk aversion was the result of the erosion of asset quality, deteriorating cash flow situation of borrowers eroding their credit worthiness and heightened risk premiums Over the past few years, the RBI tightened monetary policy to curb inflation. The policy rate (repo) was raised thirteen times between March 2010 and October 2011, involving an increase of 375 basis points from 4.75% to 8.50%. The RBI took a pause after October 2011, in line with the decline in WPI inflation from 10% to below 8% and the sharp decline in output growth. It cut rates by 50 bps in April 2012 and lowered rates twice by 25 bps on each occasion in January and March 2013. After Mr. Chidambaram took over the finance ministry the outlook once again turned positive as a few reforms were initiated in the form of diesel price hike, FDI in retail, the pension bill, the land acquisition bill etc. After September 4, once the new Reserve Bank Governor took over the sentiment
turned positive once again. Over the last five years or so the stock markets world over have been very volatile due to the uncertainty prevailing. However, over the years most of the governments have been addressing the problems and it now looks like that stability is taking place in the markets. With the GDP touching a low of 4.4% in the first quarter it appears that the Indian economy is bottoming out and going ahead the outlook looks more promising, albeit uncertainties on the US tapering, the outcome of the state and general elections. Long term investors can look at gradually investing at current prices and further declines in quality infrastructure and infrastructure related stocks like L&T, BHEL, Cummins, ABB, Engineers India, Reliance Infra, Siemens and Thermax to name a few. At the same time recent trends suggest that headline inflation is coming down driven by softening of global commodity prices and as inflation comes down, it will create more headroom for RBI to cut rates which in turn will result in boosting spending (Capex and Consumer).

expert said last week, despite car sales rising for the first time in 10 months in August. It is not just sales; production of most categories of vehicles was down in the first half of this financial year over the same period last year. During April-September, passenger vehicle production was down a little over 2% at 1,523,654 units and that of commercial vehicles dropped nearly 12% to 363,714 units, with the numbers for heavy and medium commercial vehicles falling over 21%. Among two-wheelers, production of motorcycles and step-throughs was marginally down at 5,960,264 units, while mopeds fell 11% to 346,350 units. In April-September 2013, while passenger vehicle sales fell 5%
to 1,200,792 units, commercial vehicles dropped by 15 % to 3,26,648 units, of which medium and heavy commercial vehicles fell by a steep 25 % to 105,497 units. “I do not see any positive benefits to borrowers when interest rates go up. On the other hand the impact would be so severe that many borrowers will be forced to extend the tenor of loans if they wish to pay the same EMI,” says Rajiv Raj. “We have seen in past that the subsequent rise of repo rate have ended up in negative amortization of the loans, which means that borrower only services interest payment for a longer period of time, pushing their debt further,” he concludes. Incidentally, in this age of credit card and EMI purchases the consumer goods segment could also be adversely affected.

ast week too the Rupee continued to depreciate and fell to a more than five-week low after Standard and Poor’s stated that the country may face a rating downgrade next year if the new government fails to revive economic growth. Also the rumors were out in the market that oil refiners have resumed buying some of their dollar requirements from the market. Consistent dollar buying by some state-run banks in recent sessions had led to the speculation that refiners were meeting some of their dollar demand directly from the market. On a weekly basis Rupee depreciated for the fourth week in a row and is expected to depreciate further in coming days due to the country’s external deficit and the impact of a possible tapering in the U.S. Federal Reserve’s stimulus programme. The advance estimate of US third-quarter 2013 annualized GDP growth was 2.8%, unexpectedly above the 2.5% increase in the second quarter. Market expectations had been for a 2.0% increase in the third quarter. The unexpected pick-up in overall GDP growth was despite moderation in the pace of growth in consumer spending to 1.5% from 1.8% in the second quarter. As well, investment in equipment declined 3.7%, which was its first quarterly decline since the third quarter of 2012. Offset was provided by sizeable gains in residential investment (14.6%), investment in nonresidential structures (12.3%), and a larger than expected build in inventories that accounted for 0.8 percentage points of overall GDP growth in the quarter. Government spending inched up 0.4% despite continued declines in spending by the federal government (-1.7%) with offset provided by a 1.5% rise in spending at the state and local level. Net trade provided a broadly expected 0.3 percentage points of support to growth in the third quarter as a 4.6% increase in exports outpaced a 1.8% rise 27 Nov 13 USD/INR

Financial markets weakened as the strongerthan-expected growth of the US economy raised speculations that the Fed might push forward the QE tapering. The US dollar strengthened after the data released while at the same time lifted by the sell-off in the euro following the surprising rate cut by the ECB. In the commodity sector, WTI crude continued its fall and is heading towards fifth weekly fall in a row. here is a growing need felt for creating a framework for developing a liquid municipal bond market in India on the lines of US, Canada, South Africa, Russia, Hungary, Brazil etc with a view to fund the urban infrastructure which is proving to be an Achilles heel in India’s growth story. A municipal bond is a bond issued by a local government or their agencies potential issuers of such bonds include states, cities, countries, redevelopment agencies, special purpose districts, school districts, public owned airports and seaports and any other governmental entity at or below the state level Municipal bonds may be general obligations of the issuers or secured by specified revenues. In a note submitted to the Reserve Bank of India(RBI), The Associated Chambers of Commerce and Industry of India (ASSOCHAM) has stated that as pace of urbanisation gathers momentum and new cities are created as a consequence of industrial corridors, need for creating such municipal bond market will be of necessity. “India will need to invest $835 billion to meet its urban infrastructure requirement between 2013 and 2031,” says Rana Kapoor, the chamber President. “Municipal bonds have advantages in terms of the size

Speaking at the event, he said: “Rado is a very technical brand and we felt it was important to explain the high-tech ceramic plasma process clearly. Rado customers tend to be welleducated and we really wanted them to understand how we are using new materials and new technology to enhance the DNA of the brand they love. Having Hrithik here too makes it an even more special occasion for Rado.” Imagine what would happen if you could take a piece of white ceramic and transform it, magically, into a gleaming watch case that looked like metal. Now imagine you could do it without using any metal. Sounds impossible? Rado didn’t just imagine it, they did it. Using modern and advanced materials technology Rado took a finished, polished monobloc white high-tech ceramic watch case, and individual bracelet links and subjected them to plasma treatment. The result is a collection of individual perfect pieces which now have a unique warm grey metallic shine. It may look like metal, but there is no metal involved at all. Hrithik, who received one of the first pieces of the HyperChrome Automatic Chronograph in plasma high-tech ceramic said, “To be one of the first people to wear this watch means a lot to me. The plasma thing just blows my mind and it’s amazing to think I have a genuine piece of modern alchemy on my wrist.” He also stated, “I make Rado look good and Rado makes me look good”. Rado is a Swiss luxury manufacturer of watches, with headquarters in Lengnau, Switzerland. It is noted for its use of scratch-proof materials, a field in which it is considered a pioneer.

India will need to invest $835 billion to meet its urban infrastructure requirement between 2013 and 2031. Municipal bonds have advantage in terms of the size of borrowing and the maturity period of 10-20 years both of which are considered to be ideal for urban infrastructure financing

of borrowing and the maturity period of 1020 years both of which are considered to be ideal for urban infrastructure financing,” he says. In the United States, interest income received by holders of municipal bonds is often exempt from the federal income tax and may be exempt from state tax, although municipal bonds issued for certain purposes may not be tax exempt. Unlike new issue stocks that are brought to market with price restrictions until the deal is sold, municipal bonds are free to trade at any time once they are purchased by the investor. Professional traders regularly trade and re-trade the same bonds several times a week. According to Mumbai based Analyst Ramesh Bhojwani this development model for growth is already been implemented at the central level in the form of several infrastructure bonds. 13 Public Sector Units (PSUs) have issued tax free bond worth of Rs 48,000 crore so far. NTPC alone has come out bonds worth of Rs 3500 crore. “What will make this model successful at the municipality level is the availability of funds at the municipal levels at the time of maturity
of the bonds,” says Bhajwani. “The Bombay Municipal Corporation one of the largest municipal corporation is not profit making but a loss making body. The bonds will fall flat at the time of maturity,” feels Bhojwani. What will make this model successful is that along with making this bonds tax free the government of India should guarantee the safe cash flow by the municipal bodies
at the time of the maturity,” he says. The rampant corruption at the treasury has resulted in these bodies borrowing heavily. If the cash flow is not handled properly and payments then we will be facing a state sovereign debt crisis,” says Bhojwani. However, he believes that if handled carefully this can be useful tool to create better infrastructure in the country.
Changing Trends In The Brand And Marketing World JAGDEEP KAPOOR
is CMD of Samsika Marketing Consultancy
« BRAND MANAGEMENT
I
n today’s world there is quest amongst youngsters to be fit and not fat. They would like to eat the right food, which is light and low in calories, and then be bright and active as a result of that. What are the implications of this changing need in the brand and marketing world? What is the result of this wave going to
mean to traditional products and services? First of all, all marketers must seriously check out their product portfolio. This means that they have to see whether they have a range of products or services, which are able to cater to these changing needs. Recently MacDonald’s has introduced a whole new set of products along with nutritional information given, for the benefit of the ‘ light bright’ audience, in many parts of the world. Coca Cola and Pepsi already had Diet options available for the target market, which I call the ‘light bright’ market. Nestle, in many parts of the world, offers ‘lite’ yogurt options. In markets like Europe, America, and Australia, where I have travelled and worked in the market, I feel that this segment, what I call ‘light bright ‘ segment has emerged and is growing. On my recent trip to Australia, there has been a sea change, if not an ocean change, in the food habits. The ‘light bright ‘ segment is truly growing as not
just a sideline category, but a main category. On my trips to Europe and America earlier, this market had already emerged and was moving towards sub segmentation. In India this market is emerging. Marketers should seize the opportunity and make sure that their product portfolio is truly representative of this segment too. Secondly, it is important for service marketers to look at the ‘light bright ‘ segment in its totality, and not just a part of a physical exercise gym. While there is no doubt that the physical exercise is an important element to this ‘light bright’ segment, but it is also important that the right guidance, training and equipment and facilities be provided in holistic manner. Having helped in building brands like The Club and The Orchid, I can understand the changing needs of this ‘light bright’ consumer. A 24 hour fitness facility has become a necessity in many cities, especially for people in the service and knowledge and entertain-
ment industries. They have night shifts and may want to come in as early as 4am in the morning or late at 11.30pm at night. This is a growing trend and the ‘light bright segment’ must be able to avail of the facilities dovetailing their 24x7 industries. Further, yoga options with training need to be included on a regular basis. The whole world is embracing yoga, which originated in India, and not enough is being done in India itself. Also important is a good spa, pool, steam, sauna, jacuzzi for an overall well-being experience for this ‘light bright’ segment. Thirdly, the Pharma and the OTC industry have an opportunity as well as a duty. They have the credibility and the resources to create this category into a bigger category and to make it grow responsibly. India is being considered as the diabetes capital of the world. It is important that the segment, which I call ‘light bright’, be shown as prime example of good lifestyle and better living. The lifestyle of
Indians could make a lot of difference to the health of the nation. There is a great marketing opportunity in educating the general public about the benefits of joining the ‘light bright’ segment. In this process if the consumer benefits and there is also mutual benefit to the marketer, so be it. This would lead to lighter and brighter India, helping overall health and prosperity. Fourthly, the retail departmental store and the apparel industry also can participate in the segment I call ‘light bright’. There have been many instances of stores having a ‘sale’ or ‘ reduced prices.’ I would recommend a campaign of ‘ Reduced Sizes’, to encourage the ‘light bright’ segment. What I am proposing here is an unconventional suggestion to the likes of Shoppers Stop, Globus, Pantaloon, Westside, Lifestyle, Marks and Spencer and others. To cater to the ‘light and bright ‘ segment there could be an exchange or concessional offer made to loyal customers called ‘
Reduced sizes, reduced prices’. Here the consumer could have an option, within a limited period to exchange a shirt or a trouser or a dress, for a reduced size to encourage and reward the ‘light bright’ segment. This would make the light bright segment relaxed and have a certain amount of peace of mind. Finally, it is important to recognize that, while now, the young are pioneering this segment, soon, there will be no age limit, whether at the kid level or teenage or adult or senior citizens. Yes, all facilities will not be available to all age groups due to medical reasons and the doctor must be consulted before indulging in this, however, it is a mindset which will drive this segment. he period of sharp volatility witnessed from July to September both in the currency and stock markets seem to be behind us, thanks to two factors – some pragmatic steps taken by the new RBI governor Raghuram Rajan and also due to the postponement of QE tapering. The US Debt ceiling has been kicked down the road to February 2014 which means QE Tapering may neither happen in December which was the earlier view nor in February. It will most likely now begin in March. In January, the new Fed chairperson Javet Ellen will takeover. She needs to settle down and the Debt ceiling has to be resolved in February. Any delay in that would again marginally affect the fragile US recovery. Moreover the FOMC (Federal Open Market Committee) needs to be convinced from the data points that tapering is warranted. QE tapering which earlier was expected in September 2013 has now been pushed to March 2014. This has given a breathing space to Emerging Markets to strengthen their currencies and avoid wild fluctuations both in stock markets and currency markets. Just goes to show how much of an influence the US still has on the global markets. Meanwhile there are green-shoots of recovery in the Eurozone too. This is yet another economy with a potential to shake the world. During the most part of 2012 and firsts half of 2013 the Eurozone was struggling from crisis to crisis in its over leveraged economies and banking system. There were many fears of sovereign default from countries like Greece, Spain, Portugal, Poland, Belgium, etc. But the troika of Germany, France and UK has seemingly led the Eurozone through an economic minefield. These days you don’t hear words like ‘austerity’ from Angela Merkel or from anyone in that part of world. Yet again another central bank head, Mario Draghi seems to have played an important role in the recovery which is still fragile. Then you have the Asian Superpower China which is also showing signs of recovery. This bodes well for its neighbour India, especially for mining and metal companies. So the three major Economic Engines of the world namely US, Eurozone and China. Is Global Economy out of the wood? One would like to believe so. Calendar 2014 could well be a year of consolidation for Global economy before the world economic engine slowly revs up. I would like to point out the stellar role played by central bankers during this entire crisis. Ben Bernanke heads that list. He came in at a difficult time when the Lehmann Crisis just happened and had to steer the US and consequently the global economy through difficult times. Mario Draghi too came in when ECB was indecisive and was staring at defaults from several countries. Our own Raghuram Rajan came in and steadied the ship at a difficult time. Goes to show how important a central bank can be in providing stimulus and kick-starting growth in a systematic and regulated manner.

CMP: Rs. 1674 Target Rs. 1900 TECHM reported US$ revenues of US$ 758mn (+4.7% QoQ; RCMLe: +2.7%). EBITDA margins rose 250bps QoQ to 23.3%, ahead of expectations led primarily by INR depreciation. Deal traction continued to improve with the company announcing 13 deals with a TCV of US$ 500mn. Despite the recent runup in the stock, valuations remain reasonable (11x FY15 P/E) and we believe execution on growth rates should aid further re-rating. Maintain BUY with Dec’14 TP of Rs 1,900 based on 12x fwd P/E. Deal-win momentum remains healthy: TECHM announced 13 deal-wins in the quarter with a TCV of US$500mn. Win rates for deals >US$5mn TCV have been improving and the deal pipeline remains healthy with c.5-6 large deals. Overall, management remains positive on demand trends. We see limited change to our FY14/FY15 estimates and introduce our FY16 estimates. Maintain BUY: Overall a healthy quarter with growth clearly ahead of most large-cap peers. Valuations at 11x FY15 P/E remain reasonable despite the stock’s recent up-move. We believe that sustained growth performance ahead of industry levels and improved deal wins would be the key to further re-rating. We remain structurally positive on the stock and raise our TP to Rs 1900 (Dec’14) based on 12x fwd P/E from Rs 1700 (Mar’14) earlier. Maintain BUY.
CENTRUM CALLS A ‘BUY’ ON DR. REDDY LAB
CMP: Rs. 2392 Target Rs. 3160 We maintain Buy rating for Dr. Reddy’s Labs (DRL) and increase the target price to Rs3,160 from Rs2,956 due to better than expected results for Q2FY14. DRL posted 17%YoY growth in revenues, 130bps improvement in EBIT margin and 45% growth in net profit. DRL’s growth was attributed to strong growth of 32%YoY in the global generic business (79% of revenues). However, its PSAI business (19% of revenues) declined by 19%YoY due to lower number of launch molecules to its customers. We have revised our EPS estimates for FY14 and FY15 upwards by 11% and 2% respectively due to improved performance. Key risks to our assumptions would be regulatory issues for its manufacturing facilities and slowdown in its PSAI segment. Valuations & Key risks: We have revised our EPS estimates for FY14 and FY15 upwards by 11% and 2% respectively in view of good results. We maintain Buy rating for the scrip with a target price of Rs 3,160, an upside of 31.8% over CMP. Our target price is based on 23x Sept’15 EPS of Rs137.4. Key risks to our assumptions would be regulatory issues for its manufacturing facilities and slowdown in the company’s PSAI segment.
LKP CALLS A ‘BUY’ ON INDRAPRASTHA GAS
CMP: Rs. 276 Target Rs. 333 IGL’s net profit of Rs928mn was ahead of our estimate of Rs848mn driven higher realisations and volumes both in CNG and PNG segments. Net revenue for the quarter increased by 11.9% qoq to Rs10.09bn as both volumes and realizations increased by 4.6% and 7.1% respectively. CNG volumes for the quarter increased by 4.7% qoq to 198.7mnkg (yoy +2.3%) while realizations increased by 6.6% qoq to Rs42.38/kg. PNG volume for the quarter increased sequentially by 4.1% while realisations increased by 8.3%. Gas cost for the quarter increased by 11.2% qoq to Rs19.6/scm. Consequently, IGL’s gross margin for the quarter decreased by 1% qoq to Rs8.95/scm (yoy 1.4%). EBITDA/scm for the quarter stood at Rs5.66 (yoy -6.7% qoq -0.7%) which was higher than our estimate of Rs5.66/scm. We maintain our BUY rating on the stock with a revised target price of Rs333. At the CMP, the stock is trading at 9x and 4.4x FY15e EPS and EBITDA respectively. Revenue growth of 11.9% on sequential basis : IGL’s net revenue for the quarter increased by 11.9% qoq to Rs10.09bn (yoy +18.1%) as both volumes and realizations increased by 4.6% and 7.1% respectively. CNG volumes for the quarter increased by 4.7% qoq to 198.7mnkg (yoy +2.3%) while realizations increased by 6.6% qoq to Rs42.38/kg. This was due to the price hike of 8.8% to Rs45.6/kg during the quarter. Valuation and view: We value IGL on DCF basis and arrive at a fair value of Rs333 per share. We have used WACC of 12.3% and terminal growth rate of 2% for DCF valuation. We maintain our BUY rating on the stock with a revised target price of Rs333. At the CMP, the stock is trading at 9x and 4.4x FY15e EPS and EBITDA respectively. Please send all business and corporate related mails to business@afternoondc.in

« INSURANCE I am 48 years old, working as a teacher. My monthly salary is Rs 52108. I wish to take term insurance till 75 years. And I wish to take 35 lakhs sum assured. Please calculate my premium. —Amit Rane, Lalbaug Your actual premium would vary according to your date of birth, occupation, health, etc. However, just to give you an estimate, your premium would be: (assuming you are nonsmoker) 1. AegonReligareiTerm Plan= Rs 16170 2. Bharti AXA e-Protect Plan= Rs 17780 3. Tata AIA iRaksha Plan= Rs 8911 for 32 years and Rs 50 lakhs coverage, as that is the least possible in this plan. I have HDFC SL Youngster Plan II. I started this plan in 2010. I pay a premium of Rs 40000 every year. Till Now I have paid for three years. The fund value is not very encouraging. The plan is for 10 years. The

Summary Star Health Family Optima is a complete health insurance policy for the family which covers medical expenses incurred by a person due to any illness or injury. There is a considerable saving in premium as the entire family is covered under one policy with single sum insured. This is a good comprehensive health insurance policy. It takes care of you and your spouse and dependent children till age 25 years, by providing a cover against any unforeseen medical expenses or emergencies.
Key Features Wide cover for treatment against illnesses and accident Benefits of coverage before, during and after hospitalisation The entire family gets covered by paying a single premium amount No medical check up till 50 years of age and post which check up is done at the company expense Pre existing diseases are covered after 48 months of continuous insurance

Min. 100,000 1 5 months
Max. 15,00,000 1 65
Who Can Take This Insurance? Any persons aged between 5 months and 65 years, residing in India, can take this insurance.
Family Includes Proposer, spouse, dependent children up to 25 years (those who are economically dependent on their parents)
fund value is 1.1 lacs while the amount paid is Rs 1.2 lacs. Please suggest. —Ramesh Sahane, Wadala HDFC SL Youngstar Plan II is a good Unit Linked Plan and should do well if you consider it in tenure of 10-15 years. It is not justified to weigh it on tenure of 3 years. If you have taken the plan, there would be some reason why you had purchased the same. It is a good plan and there is no logic to discontinue your ULIP after 3 years. Read Should You Discontinue Your ULIP after Three Policy Years? Please understand that you should never stop a ULIP before 10-15 years. The entire purpose gets defeated and then you would crib for not good returns. Please understand ULIP investment should be at least for 15-20 years else you would not get good returns. It breaks even over the costs only after the 7th year from the 10th year onwards for sure. Thus, if you need short term 5 years investment, then you must investment in pure investment products like Mutual Funds, etc. ULIPs are very good if it is continued till a very long time. ULIPs are long term plans and most of the policy charges are charged upfront. Even though the charges are usually low in single premium policies, they are relatively higher than traditional insurance policies. But it is always a better deal to continue the plan till the end to get best returns. If you shift from one ULIP to another only because of low Fund Value, let me assure you that you would have the same concern there, irrespective of the plan you opt for. If you had taken the policy from a long-term perspective then you should wait till the end of the policy term because once the markets start perform-
ing, your policy fund value will also go up. Do not panic or worry much if the value is not looking good currently.
I have purchased an old car i10 last month and it has been transferred to my name but still I have not received my RC book and hence the insurance has not been transferred to my name. However, in between we met an accident and car has been damaged. Now, can I claim for insurance? Car has an insurance valid still March 2013. —Sonu Anande, Worli Since the name on the Registration Certificate of the car, your name has been registered; you would need to take a copy of that along with your insurance policy for filing the claim. You can file a claim with the insurance company by filling all the required claim forms, even if the policy is in the name of the previous owner. There is a ruling by the Supreme Court which supports this.
This ruling passed by the Supreme Court was directed to National Insurance Company, which is one of the four non-life public sector insurance company in India. On 13th June 1998, a mini bus hired by the UP State Road Transport Corporation engaged in an accident taking the lives of one person and three children. The claim with National Insurance was stuck because the vehicle was owned by a private party and only hired by the UPSRTC. Finally, the Supreme Court directed asking National Insurance to compensate Kulsum, widow of the victim and passed a ruling that made the insurance companies liable to pay the compensation to the claimant even the vehicle ownership was transferred. Hence even you can claim for the Insurance as long as it is valid. (The author is Vice President at www.MyInsuranceClub.com, insurance comparison website in India. Sonia Balani is the new Pihu
Sonia who was last seen in ‘Suvreen Guggal-Topper of the Year’ has now filled in as Pihu after Fenil Umrigar’s exit
After stints in shows like ‘Bade Ache Lagte Hain’, ‘Fear Files’, ‘Amrit Manthan’ and more, Rushad Rana is now in a negative role in the new show ‘Kehta Hai Dil Jee Le Zara’. Sandeep Hattangadi spoke to the good looking actor about his new role. Is playing a negative role new for you? Not at all. I have done a few in the past but my role in ‘Kehta Hai Dil Jee Le Zara’ is a meaty negative role. I have tried to portray this role in a different shade and with certain subtle nuances too. What is your role like? The eldest scion of the Goel family Anway – played by me – worships the ground his father walks on. Anway is sharp and astute like his father and has honed his business skills with a degree in Business Management from Harvard University. He believes in his father’s philosophy of putting a price tag on everything and finds people who are above money stupid. According
By Sandeep Hattangadi
‘B
ade Acche Lagtey Hai’ on Sony Entertainment Television recently saw a leap of seven years and introduced its viewers to some fresh faces. Pihu was one character that grabbed eyeballs and garnered a lot of TRPs for show. Post the recent leap Fenil Umrigar stepped in as Pihu. But Fenil recently quit the show and actress Sonia Balani, who was last seen in a prominent role in the youth show ‘Suvreen Guggal - Topper of the Year’, has now filled in as the new Pihu. Talking about replacing another actress in a role, Sonia says, "There is some pressure as this role carries a lot of hype. But I'm not nervous at all. I am confident that I will be able to pull this character off with
ease. I love every bit of it and am excited to see how the audience will react. I haven’t got too many chances to work with Ram (Ram Kapoor) and Priya (Sakshi Tanwar) because of the current track. But I am really looking forward to working and learning from them. Sonia alone is not wishing for this, as even Yuvraj who essays the role of Sammy, the son of Vikram (Jay Kalra) and Neha (Tarana Raja Kapoor) talks about it saying, “I was really excited when I got the opportunity of being a part of a big show like ‘Bade Acche Lagtey Hai’. I have never worked with such senior actors before, and I would say it is time to learn from them (smiles). I am looking forward to shooting with Ram sir (Ram Kapoor) and Sakshi madam (Tanwar).”
Rushad’s negative role to him Saachi (Sangeeta Ghosh) is stupid for not accepting their deal. Anway also secretly realises that though he craves for his father’s approval, it is Dhruv – played by Ruslaan Mumtaaz – on whom his father has pinned his hopes. He finally ends up plotting with his father against Saachi, who is married to Dhruv. What is it like working on the show? It’s great to act with wonderful actors like Ruslaan and Sangeeta and Rose Movies is such a huge

What was it like working on ‘C.I.D’, ‘Saavdahan India’ and ‘Adaalat’? It was wonderful to act in episodes of these shows which are very popular. Health remains a casualty in free India
Recently, it was reported around 95 per cent of the Intensive Care Unit (ICU) beds were occupied and the city had no arrangements for the critically ill. A survey of 11 leading hospitals in the city revealed more than 95 per cent of the ICU beds, including those for paediatric and neonatal care, were ‘occupied’. But, he was turned away by all three hospitals because they didn’t have ventilators. He then had to take his children back to the private hospital where their condition worsened and they died within a week. And, while the patients are being turned away for lack of medical facilities, the files regarding the procurement of equipment such as ventilators, surgical operating microscopes, and foetal monitors have been gathering dust with the civic body for three years. The BMC budget data that was released revealed that, less than 28 per cent of the last year’s health budget has been realised. The civic health department’s capital budget is estimated to be Rs 651.42 crore. Of that, an actual expenditure of only Rs 179.89 crore or approximately 27 per cent was undertaken in the financial year 20122013; and all this after the civic body’s efforts to revise the budget estimate to Rs 325.13 towards the end of the fiscal year. From this budget, barely 10 per cent of the Rs 22 crores allotted to specialised hospitals was used, while major and peripheral hospitals failed to spend more than 30 per cent of the funds assigned for capital goods.
Without ventilators, health care remains out of reach Picture for representational purposes only
A
FEW weeks back, unable to get a ventilator in time, a baby died; this despite it being rushed across the city, to as many as five different hospitals who couldn’t comply with the so-very-basic health need. In Mumbai, which boasts of world-class medical facilities, reports of a baby dying because there wasn’t a ventilator available, not in any of five known hospitals too, is a dampener. This is the harsh reality of health care in the nation’s metros which are just ill-equipped to deal with medical emergencies. News of patients running from pillar to post looking a hospital that had ICU beds or ventilators make headlines almost every month. And, it is not just this city, other metros like Delhi, Kolkata fare no better. In February, this year, the National Human Rights Commission (NHRC) issued a notice to the Safdarjung Hospital in Delhi alleging that over 8,200 children died at the institution in New Delhi in the past five years. According to the commission, a representative of an NGO, in his petition to the NHRC, alleged that over 8,200 children up to the age of five years died at the hospital during the last five years. The NGO claimed that it had information procured through a RTI application and that of these 8,200 children, about 3,000 were newborn babies. Reportedly, the petition also mentioned, the RTI application had revealed that 18 ventilators were not functional at the hospital. The deaths owing to lack of facilities like ventilators in civic hospitals had urged the Brihanmumbai Municipal Corporation (BMC) to rush through the purchase of 119 ventilators and 27 neo-natal ventilators for its hospitals. Now, this was back in July 2013. Even after ‘expediting’ the process of purchasing the ventilators, three months later, patients were still being turned away from hospital for lack of ventilators. Even then, this ‘move’ to rush the purchase of more ventilators for civic hospitals was prompted by the deaths of premature twins. The twins were delivered in a private hospital in Ghatkopar. Owing to their serious condition, the father, an auto driver by occupation, was asked by the hospital to shift the twins to another hospital as the hospital lacked ICU facility. On the same day, the father took his twins to three major civic hospitals – Wadia Hospital, KEM and Sion Hospital.

Delhi Elections A Matter Of Life And Death For AAP: Can The Aam Aadmi Party Turn Hopes Into Reality?
Afternoon Despatch & Courier www.afternoondc.in
MUMBAI | MONDAY, NOVEMBER 11, 2013
Dr. Manish Kumar
I
n the elections for the Delhi Assembly, the biggest problem for the Aam Aadmi Party is Anna Hazare. This party was formed after separating from Anna Hazare’s andolan but its basis is Anna’s credibility, morality, virtues, popularity, and sacrifices. However, Anna’s clear cut instructions are that the Aam Aadmi Party cannot use his name, photographs, cap, or anything else. Without Anna, questions arise about the reliability of the party and Anna’s name is used, Anna is annoyed. But the reality is that the Aam Aadmi Party is openly using Anna’s name. Even today there are many such social media accounts in which the Aam Aadmi Party is described as Anna’s party. At many places in Delhi, leaflets are being distributed in which it is being said that the Aam Aadmi Party is Anna’s party. On this issue, the leaders of the Aam Aadmi Party do not give a clear reply as to why Anna separated from them, or why Anna is not with them. In response to such questions Arvind Kejriwal says that the purpose of Anna and the Aam Aadmi Party is one, only their paths are different. Why this statement is wrong we will explain later on, but the Election Commission has raised objections to describing Anna as ‘being with them’, and the Commission sent a notice asking the Aam Aadmi Party for proof or evidence that Anna Hazare is ‘with them’. The Commission says that to prove this the Aam Aadmi Party will have to submit a sanction or acceptance letter from Anna
Hazare. To reply to the Election Commission, Prashant Bhushan, a leader of the Aam Aadmi Party who is also an eminent lawyer, met the officers of Election Commission. Unable to produce Anna’s sanction or acceptance letter, he attacked the decision of the Election Commission. Bhushan said that the directions of the Election Code of Conduct are a violation of some fundamental rights. He said that if Anna has not made any objection, what can the objection of the Commission be?
Arvind Kejriwal We find this extremely strange since elections have so far been conducted under this Code of Conduct. Then there was no breach of fundamental rights. But you receive a minor notice and your leaders begin an outcry on the violation of Fundamental Rights. Perhaps Prashant Bhushan has forgotten that Anna has made his objection about his pictures being used public. The other thing is that Prashant Bhushan or the Aam Aadmi Party leaders now no longer have any information of Anna Hazare’s movement and activities. Arvind Kejriwal is so busy these days in electoral politics that perhaps he does not even have time to find out what Anna is saying nowadays during his countrywide Jantantra Yatra and the
NOTES FROM NEW DELHI many meetings he is holding. Therefore, he has not been able to understand why the Election Commission has sent the notice. While Anna’s movement is based on the Jantantra Morcha’s twentyfive point formula and its draft policy, it is clear that he is no longer leading an anti-corruption movement. He is now leading a movement of political and ideological revolution in the country and is garnering tremendous support across the country. Meanwhile, the current objective of the Aam Aadmi Party is to capture power in Delhi. In the social media, the Aam Aadmi Party has started projecting Arvind Kejriwal in the form of the Prime Minister of India. It is meaningless to compare Anna Hazare and Arvind Kejriwal, but the difference between their objectives and targets can be seen so clearly. An issue, on which the opinion of the Aam Aadmi Party is still not clear, is Kashmir. Prashant Bhushan made a controversial statement that a referendum should be held in Kashmir and if the people of Kashmir want to secede and separate from India, then they should be given the right to do so. Saying this is not less than the act of a traitor, but the real thing is that such a statement can only be made by someone who does not know what Kashmir means for India. Kashmir is not just a territory for India. It is a guarantee of secularism. If he supports the separation of Kashmir in the name of religion, then Prashant Bhushan will also have to state what will happen to the remaining Muslims of the country. A clarification on this statement by the Aam Aadmi Party still remains to be made although Bhushan apologised for this statement. When the discussion is turned to minorities, the Aam Aadmi Party must also explain the fact that Arvind Kejriwal flaunted at the Constitution Club a few Muslims joining the party, but on the real issues

talking about ending corruption cannot provide solutions to questions about the future. In any case, corruption in the country will not end with the Jan Lokpal, because it will be applied only after a corrupt practice has occurred. But it will make it easier to get punishment for the corrupt. It needs to be understood that apart from corruption, there are several issues before the country which are essentially important. What is the opinion of the Aam Aadmi Party on those issues? Does it support reservation in jobs and promotion for the backwards and Dalits? Is it in favour of putting NGOs which receive foreign funds within the ambit of the Jan Lokpal? is its model of development andeconomic and foreign policy? The questions are numerous and the answer to all cannot be the Jan Lokpal, transparency and decentralisation. The Aam Aadmi Party’s opinion and views on these issues have not been declared so far and therefore, there is a situation of uncertainty. If the Aam Aadmi Party’s candidate for Chief Minister says that the reply to these questions will be given after December, then the Sheila Dixit people of Delhi can also offer hem steps and recommendations made their votes after the answer. The report of the Ranganath Mishra Commission has suggested many important steps, which also include reservations in Government jobs for Muslims. of seats. Meanwhile, both the parties are lost in dreams of coming to power. Rahul Gandhi is touring the entire country. But it is a strange coincidence that no big gatherings are taking place for him anywhere. In Uttar Pradesh, at one place about 170 people attended his meeting while at another meeting about 2,500 attended. After that, wherever he went, nowhere did he get crowds of more than 10,000. Does Rahul Gandhi have to suffer the consequences of the bad governance of the Congress, or is it the kind of language which he uses that is not generating or awakening any confidence in him amongst the people? Rahul Gandhi made the assassinations of his grandmother and his father an election issue. Perhaps it is because of these childish statements that there are problems arising in his standing up as a serious challenger.
Narendra Modi has nothing to do with inflation, corruption and unemployment being removed, but he possesses the art of raising these issues and questions against the Congress as a weapon, a tool for publicity in the interests of the BJP. On the other hand, Rahul Gandhi is unable to say anything against Narendra Modi thus showing that he is not mature and lacks political ability. There are intelligent people among Rahul Gandhi’s advisors. Mohan Prakash, who was the President of the Banaras Hindu University and has faith in Dr. Lohia’s thinking, is the most intelligent of them. No matter how close to capitalists and officials he remains, Mohan Prakash is basically a socialist and the poor are in his thoughts. Whenever Rahul Gandhi talks about the poor or general public, I assume that Mohan Prakash must most certainly have filled Rahul
Gandhi’s mind with these lines or this subject. But despite this, why does Rahul Gandhi have so many slips of the tongue? Why does he make such immature statements? While giving a speech, instead of being an angry young man, Rahul Gandhi should speak a language that can be understood by the general public of this country. If Rahul Gandhi imbibes Mohan Prakash’s understanding, then he can speak the language of a leader of this country, rather than projecting an immature political style. Rahul Gandhi’s statements, his style, language and appearance do not reflect someone who is to become the PM of this country. If people like Mohan Prakash do not tell Rahul Gandhi about the basic problems of this country so that he can face Narendra Modi as an intellectual, people will be convinced that there is a distance between wisdom and Rahul Gandhi.

ROACH OUT FROM REMAINING INDIA TOUR, POLLARD OUSTED FROM ODIS The struggling West Indies cricket team has been dealt a couple of injury blows in its ongoing tour of India with pacer Kemar Roach ruled out of the remainder of the trip and all-rounder Kieron Pollard rendered unavailable for the ODI series. Roach has been ruled out of the second and final Test along with the one-dayers due to a shoulder injury, while Pollard has been rested from the ODIs due to an undisclosed niggle. West Indies team physiotherapist CJ Clark said Roach's injury is uncommon among cricketers. "Kemar has not made the expected recovery from the shoulder injury that kept him out of the first Test and he is returning to the Caribbean for ongoing management and subsequent physical rehabilitation," said Clark. Shannon Gabriel has been selected to replace his fellow fast bowler and is expected to arrive in India in time for consideration for selection in the second Test which opens on Thursday at the Wankhede Stadium here. The 25year-old Roach has been the bright spark in the West Indies attack over the last three years in particular.
MUMBAI: Mumbai Cricket Association chief Sharad Pawar has revealed that it was Sachin Tendulkar who batted for Mahendra Singh Dhoni as captain of the Indian team after Rahul Dravid expressed his desire to give up captaincy on 2007. "Sachin loves to lend a helping hand to fellow players, especially the juniors, and believes in team spirit. Humility is his middle name. He gave up captaincy to concentrate on his game," Pawar wrote on his blog. "Now, a cute story which will delight the countless fans of Sachin Tendulkar and M S Dhoni as well. It so happened that a few years ago the Indian cricket team was playing in England. As BCCI chief I too was in London," he said. "One day Rahul Dravid came to me with a request that took me by surprise. Dravid said he wanted to give up captaincy as it affected his game. I flatly said no. The Twenty20 series was to begin soon and the World Cup match was barely a year away," the Union Agriculture Minister recalled. Pawar said Dravid had suggested Tendulkar as the possible replacement but the senior batsman was not keen. "How could Dravid think of giving up captaincy at such a critical juncture? Who would be his successor? Dravid persisted. He suggested Sachin's name as the next captain. I talked to Sachin on the issue. He didn't seem eager to step into Dravid's shoes. Instead, he suggested Dhoni's name. This came as a twist in the tale. Dhoni is an excellent wicket-keeper. But, will he make a good captain?' I asked Sachin. 'You try him out. He will make a great captain. I say this with a sense of responsibility', Sachin replied," said Pawar in his recollection. "Accordingly, the BCCI's selection committee chose Dhoni as the team captain. And he did India proud. We won the Twenty20 World Cup and, later, the 2011 World Cup in Mumbai as well. Handsome praise was heaped on the new captain which he rightly deserved. This happened because of Sachin's far-sightedness." “Sachin is all set to retire. However, he can't keep himself away from cricket for too long. I am sure grooming young players will be a part of his postretirement plans. Best wishes to the Master Blaster," Pawar said.

Mumbai register big win over Punjab
WARNE
Sachin Tendulkar smacks Aussie spinner Shane Warne during the 1996 World Cup match at the Wankhede Stadium in Mumbai. The Tendulkar versus Warne contest was among the most interesting battles on a cricket field.
L
ONDON: Legendary Australian spinner Shane Warne has paid rich tribute to Sachin Tendulkar terming him the "best batsman" of his generation and said that there won't be another player like the retiring Indian great in years to come. "Sachin Tendulkar was the best batsman of my generation and it will be a privilege to be in Mumbai this week to commentate on the first two days of his final Test," Warne, who is expected to be present in Mumbai for the iconic batsman's 200th and final Test match, said, Warne, the second highest wicket-taker in the history of Test cricket, had many interesting duels with the Indian legend and feels that Tendulkar was the "best in all conditions against all types of bowling" and also possessed a wonderful temperament. "The pressure he was under from the India public was immense but he handled himself on and off the field in a way that was respected by all," Warne wrote in his column for the 'Daily Telegraph'. Tendulkar, who is all set to become the first man to play 200 Test matches, has almost all the records in his kitty, including highest number of runs in both Tests and ODIs as well as 100 international centuries. But for Warne, Tendulkar's feats can't merely be measured by a few numbers. "There will not be another Sachin Tendulkar. I always teach young players that cricket is not about averages even if it is a stats-based game. It is about how and when you score runs or take wickets. The great players deliver when the team is up against it and statistics do not tell you the truth about such things. Sachin is far more than a man with great numbers to boast about," Warne wrote. Warne termed the phase between 1994 and 2000 as the best years of Tendulkar in international cricket. "His best years were between 1994 and 2000 when he was just brilliant.
He is still a very good player but it is hard to compare the Sachin of today to the man of 15 years ago." "In the mid-1990s, he was phenomenal against the quicks and spin. He judged the length of a ball so quickly, which enabled him to have a lot more time to play the right shot or let it go."
WE'LL REQUEST SACHIN TO CONTINUE PLAYING FOR MUMBAI: SAVANT MUMBAI: The Mumbai Cricket Association vice-president Ravi Savant today said that MCA will request Sachin Tendulkar to reconsider his retirement from the domestic format and continue playing in Ranji Trophy this season. "Sachin had declared (his retirement) while we were busy with our elections. We will approach Sachin after the (Mumbai) Test and request
him to continue to playing with Mumbai for this season," MCA vicepresident Ravi Savant told PTI. The 40-year-old batting legend will play his 200th and final Test match at the Wankhede Stadium here against the West Indies from November 14-18. Savant said the veteran's presence in the Mumbai dressing room would be good for the youngsters.
"In the first Ranji match (against Haryana this season), he saved Mumbai. He has lot of cricket left in him. Lot of Mumbai senior cricketers have retired this year. Ajit Agarkar (retired), Ramesh Powar (is now playing for Rajasthan), Zaheer (Khan) is still trying for (an India spot). If Zaheer goes out then there is no senior player. So Sachin's services are required," he said. However, Savant said that Tendulkar has not given any formal communication to the MCA on his retirement from Ranji Trophy though the batsman had told a newspaper that the match against Haryana was his last Ranji game. "He has not yet (written a letter to us). He only said (to BCCI) he will retire after his 200th Test. As he will be retiring from international cricket, he can play (domestic cricket)," Savant said.
Lara laments not playing a Test at Eden Gardens
KOLKATA: West Indian batting legend Brian Lara lamented that he could never play a Test match at the historic Eden Gardens and made a suggestion to CAB officials that if a veterans match, including Sachin Tendulkar and Sourav Ganguly, could be organised here in the future. Lara was here on a special invitation from the CAB to watch the last two days of the first Test between India and the West Indies, which however got over in three days with the hosts emerging comfortable winners. "Lara lamented that he has not played any Test at the majestic Eden Gardens. He suggested us to organise an exhibition cricket match for the veterans involving himself and the Indian duo of Sachin Tendulkar and Sourav Ganguly," CAB treasurer Biswarup Dey said. "In a lighter vein he told us to prepare a 'batting-friendly' so that

Tendulkar would score 200-plus runs, Ganguly 150 and 100-odd runs for him... It was unfortunate that he could not watch the Test match here but he was very happy to be here."
During his glittering 16-year international career, Lara has played three ODIs at the Eden but has never been part of a Test match. Lara also went to the dressing rooms and appeared emotional. "With no match, and today being a Sunday, we're closed. But he's so kind that he wanted to come and see Eden Gardens. It's a memorable day for Bengal cricket." Lara, accompanied by a friend, spent about 15 minutes at the ground, had look at the pitch and was happy to oblige the Cricket Association of Bengal officials and the Eden groundsmen with photoops. Forced to alter his plans after India's quick win, Lara last night asked the CAB to take him to the Mother House. "He paid his tribute to Mother Teresa spending some time at the Mother House on AJC Bose Road. We also took him to the ancestral house of Swami Vivekananda on Simla Street in north Kolkata," Dey added.
CHANDIGARH: Left-arm spinner Vishal Dabholkar shone with a four-wicket haul as Mumbai demolished Punjab by 180 runs to register their second successive win in the Ranji Trophy. After setting a target of 399 for Punjab, Mumbai dismissed the hosts for 214 to pocket six points for an outright win and top the table in Group A. Dabholkar sent back most of the Mumbai middleorder in a fine performance during which he bowled 25 overs conceding 87 runs in all. Overnight 108 for four, Punjab were relying on India all-rounder Yuvraj Singh to steer the innings but he could not convert his solid start into a big knock. The lefthander departed after top-scoring for his team with a 94-ball 40, which included three fours. He was the lone scalp that pacer Javed Khan managed. Mumbai bowlers kept it economical with another left-arm spinner Iqbal Abdulla picking up three wickets. Senior pacer Zaheer Khan grabbed two for 27 in his 13 overs. Punjab's number 11 Rajwinder Singh produced an entertaining 29-run cameo that came off 17 deliveries, delaying the inevitable. But Abdulla brought an end to his knock to draw the curtains on Punjab's innings after 68.3 overs. Punjab are now third in the group standings with seven points. Brief Scores: Mumbai: 282 and 271 beat Punjab: 155 and 214 in 68.3 overs (Yuvraj Singh 40, Rajwinder Singh 29, Vishal Dabholkar 4/87, Iqbal Abdulla 3/37) by 180 runs.
DRAVID TO MAKE PRESENCE AT CBI CONFERENCE NEW DELHI: In a rare opportunity, former India captain Rahul Dravid will be exchanging his views with some of country's finest investigators at a CBI function to deliberate on corruption in sports in the backdrop of fixing allegations in cricket. The agency's three-day international conference on "evolving common strategies to combat corruption and crime", starting today will be inaugurated by Prime Minister Manomohan Singh, who will release a special commemorative stamp on the occasion. Chowrasia misses by a whisker, Siddikur clinches title
NE W DE LHI: India's S S P Chowrasia missed a much-needed birdie putt on the last hole as Bangladesh golfer Mohammad Siddikur clinched the 50th Hero Indian Open title by just one stroke despite turning in a poor three-over 75 in the final round of the Asian Tour event. Chowrasia (69, 68, 66), who finished runner-up twice in the Indian Open, could come up with an even-par 72 to finish with a total of 13under 275 and shared the second spot with compatriot Anirban Lahiri, who carded a two-under 70. Lagging by just one stroke going into the last hole, Chowrasia's approach shot landed just four feet away from the pin, but the Kolkata golfer could not make the much-needed birdie to push it to the play-off as Siddikur held on to his one-stroke lead after parring the 18th hole.

WHITE PIECES AGAINST CARLSEN

HENNAI: Defending champion Viswanathan Anand was caught off guard by a surprise opening from Magnus Carlsen of Norway as he played out a tame draw against his challenger with white pieces in the second game of the World Chess Championship. World number one Carlsen showed that he was made of sterner stuff and pulled back the attention on himself with an easiest of draws against Anand, who played with his first white in the match. The first game, in which Anand played with black pieces, was also a drawn affair yesterday. The scores are now tied 1-1 after two games and there are 10 more games to go under Classical time control in this Rs 14 crore prize money championship. Just like Anand's mesmerising work Viswanathan Anand of India and Magnus Carlsen of Norway during their second match at FIDE World Chess Championship in in the opening game on Saturday, Chennai on Sunday.
KINGS OF 64 SQUARES it was Carlsen all the way as Anand could not do anything. "It's my turn to offer a slight apology today," Anand said after avoiding any undue risk that might have led to wild complexities out of a Caro Kann defense. The local hero agreed that the opening was a surprise for him and even more the variation chosen by Carlsen. It was a repetition of a game played by Anand against Chinese Ding Liren some time back and Anand spent a lot of time thinking about various complicated variations but could not be sure of himself. The easier way out was to play solid, as Carlsen did when posed with slightest difficulty and the draw was up for grabs for the Norwegian. While the first game lasted just 16 moves, this one went on till the 25th but the result of the game had been forecasted by many much before that. Carlsen's surprise opening apparently took Anand completely off guard and the world champion will now have to look at some new options to figure out the Caro Kann. The variation that
Anand apologetic after short draw against Carlsen
CHENNAI: Defending champion Viswanathan Anand offerred aplology after he played out a tame draw with white pieces in the second game of World Chess Championship clash against Magnus Carlsen of Norway here. "Today it's my turn to tender a slight apology," said Anand. "The position we got after move 12 is a very sharp one. I have studied it in the past, it's very very complicated and I had not really expected it. That's clear," he said at the post-game conference at the Hyatt Regencey hotel. The opening move of the Carlsen chose has tendencies to go for wild-play which is a major shift from the Carlsen camp according to general perception that the Norwegian plays well in dry positions. The two players followed played games till move 17 and on his 18th turn Anand came up with a 'Novelty' by going for the trade of queens. However, the new idea was probably an over the board preparation rather than
second game today was a big success for Carlsen and it was a great pull back by the Norwegian after Anand had got an easy draw as black in the first game on Saturday. "I will not talk too much about the opening move. I think the critical point was on move 18 when Vishy could have tried but black seemed to be doing fine," world number one Carlsen said. Anand said things might have become risky for him after Carlsen's opening surprise coming in the form of a Caro Kann defense. "I had to decide whether to fly blind because it's
home work as white got nothing. Anand found all natural and forcing moves thereafter and with his 21st move, the writing was already on the wall as the repetition of moves was quite evident. Just four moves later, the position had repeated thrice for a well-deserved draw for the Norwegian. In the post match chat, Carlsen said white could have avoided the queen exchange to have a game on, but his later analysis
clear that he would have been into more details. I decided to go for a slightly solid line, a slightly prudent decision today, essentially after the queen exchange there is nothing much happening," said the five-time champion Anand. Anand, however, said the battle royale that has thus far produced just 41 moves in the two games would only get better. "We both have a little information now as to what the other person is trying, I am sure it will get interesting," the local hero said. proved that there was not much hope for white even though it looks optically it looked like a decent option. Like in the first game, white spent more time on the clock. Carlsen ended up spending just 25 minutes on the clock while Anand took 42 minutes to make his moves. If the deadlock continues and the scores are still tied after 12 games, games of shorter duration will be played to determine the winner.
Saina eyes season's 1st title, top-5 return ahead of China SS N
EW DELHI: Olympic bronze medallist Saina Nehwal of India will begin the hunt for her first title of the season and also eye a return to the top-5 when the China Open Super Series Premier starts with the qualifiers in Shanghai from Tuesday. The 23-year-old Indian could not defend her title at the Denmark Open and also suffered an early exit from French Open. The dip in performance reflected in her ranking as she slipped to number seven late last month. Troubled by injuries and inconsistent form, Saina will now open her campaign against a
qualifier in the China Open, a tournament which she missed out last year. The Hyderabadi had to withdraw from last years' China Open due to a knee injury and will be hoping to make a mark this year. The USD 350,000 China Open is a Super Series Premier category tournament and is the fifth and last Super Series Premier Tournament of the year. However, Saina will have her task cut out as she will probably face defending champion and top seed Li Xuerei of China if she manages to reach the quarterfinals. Li, who will face unseeded
Japanese Kaori Imabeppu in the tournament opener, is the top ranked women's player in the world at present. The reigning Olympic champion is in good touch this year, winning silver at the World Championships in August. Li is widely expected to defend her China Open title and Saina will have to be in top form in order to stage an upset. If the Indian does manage to get past that hurdle, she will probably have to play either fourth seed Ji Hyun Sung of South Korea or fifth seed Juliane Schenk of Germany in the semifinals.
