Salt pan owners, claimed that the move will not only render them landless, but will also put an end to the source of livelihood for hundreds of workers and their families who are solely dependant on the salt pan industry and are settled in this region for decades. Twenty-nine out of 49 salt pan owners operating in the region have been served notices by Estate Officer H.K. Sharma under the relevant sections of the Public Premises (Eviction of Unauthorised

Occupants) Act, 1971. Salt pan owners have been directed to appear before the Estate Officer with documentary evidences in support of the show cause notice failing which the salt department will gain control over the salt pan lands. A delegation from Rai Village, Meeth Utpatdak Shilotri Sangh, led by Thane, MP Dr. Sanjeev Naik met Union Agriculture Minister, Sharad Pawar seeking his intervention on the issue. Student union elections may now see political flags fluttering, with chances that these may herald situations best avoided By Yatin Ingle

T

he debate on whether politicization of college elections was good or bad came into focus in the year 1992, when Oven D’Souza, president of the Congressbacked National Students Union of India (NSUI), was murdered outside the Mithibai college in Vile Parle West. D’Souza, an active student leader, was campaigning for a candidate for the Students Council Elections of Mumbai University (MU), when he was shot dead by a gang. Death cut short his political career right at the very start. Now, 21 years after his death, it seems that the new decision making policies of the state government for the student elections may trigger many more such cases in Maharashtra. With politics, already marked by violence, entering colleges, swords and guns may destroy

the peace and harmony of Mumbai’s college students, currently very unused to bloodshed. It has already been two weeks since colleges are seeing campaigning and voting on their premises for elections to the student’s councils. Though many as-

piring candidates had filled their forms and stepped into the fray to become leaders among their collegemates, most have withdrawn from the election process after the state government announced a new proposal for the elections. During the Monsoon session of the assembly, a proposal was put forward by Rajesh Tope, Higher and Technical Education Minister, suggesting that the government should allow students’ unions and political parties to enter into college campuses for the council elections. Maharashtra CM Prithviraj Chavan stated that the decision over the proposal would be out within 15 days. As soon as this news got out, college students contesting the elections started withdrawing their names, and it was not only from the elections, but they also resigned from the respective student’s councils.

If that happens, students’ elections will be kept aside, and in its name, gang-wars, killings, murders and kidnappings will take place.” Another girl student remarked, “I am a girl who wanted to contest, but now, if political parties enter colleges and interfere with the elections, there will be no guarantee for my safety! Anything might happen to me with those powerful political parties and student unions. So it’s better to stay away from the elections altogether.” It has been also noticed that the local political student’s wings around the college campuses have been trying their best to get students to join their political students’ wing, and wave their party’s banners and flags inside the college campus.

Santacruz residents protested against the V.N. Desai Hospital for diverting them to other hospitals during the final phase of pregnancy, with more than 300 people participating in the campaign against the hospital

regnant women who register themselves with the V.N. Desai civil hospital in Santacruz have alleged that during the final few months of pregnancy, the hospital diverts them to another hospital. The doctors here say that they do this since there is a non-availability of doctors at V.N. Desai Hospital. They thus refer pregnant women to other hospitals far away like Nair, Sion and KEM. A protest rally was arranged by the party workers of BJP at V.N. Desai Hospital. Several people affected by the hospital also joined the protest. The locals also further said that many necessary machines for MRI, X-Rays and other equipments are not there with the hospital staff or they do not work. Crucial time is wasted while transferring a patient from this hospital to other civil hospitals which are located quite far away. BJP leader of Kalina assembly Anil Upadhyay said, “Several local residents came to me and told me about the problem. There is only one hospital in the entire Santacruz area. Other hospitals are far away. Nearly 200 to

Desai Hospital, on condition of anonymity, said, “We know it is a major problem but we too are helpless. Enough doctors are not available and

hence we have to send pregnant women and other patients to other hospitals elsewhere”. Poonam Pandey, a resident of Santacruz said, “I had registered with the hospital two months ago when I was seven months pregnant. But just a week ago, the doctors asked me to register with another hospital. They said there are short of staff. Now I have to register with the Sion hospital, which is very far away.” Rekha Singh, another resident, echoed a similar opinion.

Public Health officials are afraid that new exercise will create unnecessary tensions in city. As per the 1888 Act of Municipal Corporation, cemeteries and burial grounds cannot be named after anyone. Most of them, are unofficially referred to after area or locality or by religion. It is obligatory for the civic body to provide cemetery or burial ground for citizens. The BMC pro-

vides 300 kg of wood free to Hindus in civic and private crematoriums. Similarly, free ‘burga’ wooden planks are provided in Muslim cemeteries and burial charges are waived of in Hindu and Christian cemeteries. n a bid to give a fillip to industrial infrastructure in the state, Chief Minister Prithviraj Chavan last week decided to give a legup to the first stage of Delhi-Mumbai Industrial Corridor (DMIC). Chairing a meeting of the In-

dustries department over the weekend, he directed the officials to immediately start work on the first stage of DMIC near Shendre-Bidkin Industrial Estate, close to Aurangabad. The state government has already acquired 751 hectares of land at Shendre and is expected to acquire overall 2,500 hectares of land for the project. The project involves setting up of an industrial park and exhibition-cumconvention centre at Shendre. Minister for Industries Narayan Rane stated that although the land acquisition process has not commenced at Dighi in Raigad district, he would soon be personally going there to take the locals into confidence about the DMIC project. Chavan said that the proposed DMIC project will industrially link Mumbai, Thane, Raigad, Nashik, Aurangabad, Pune, Ahmednagar, Dhule and Nandurbar districts with New Delhi. The project is expected to give boost to industrial development of some of the industrially backward regions like Dhule and Nandurbar. Chavan directed the officials to complete the technical formalities and coordinate with the concerned agencies. The meeting was attended by top government officials.

Who is behind clashes in J&K? I

T would be useful to find out what caused clashes between two communities in Kistikar, Jammu and Kashmir. A high-level probe, which has been ordered, might help identify the culprits. Kashmir has been free from any communal clashes. What caused the riots now? There is a strong opinion that Pakistan has a hand in it. Pakistan has been, for sometime now, undertaking hostile measures against India. The Pakistani army is busy violating ceasefire along the Line of Control (LoC). A couple of days ago, as many as 7,000 rounds were fired by the Pakistan army. The developments point to some game plan by our neighbour who appears to have some suspicious and sinister designs. What is quite interesting is the bandh call in the state: The Hurriyat Conference is holding demonstrations throughout Jammu and Kashmir. It looks like a major communal problem and what is quite surprising is that the Hurriyat is joined by the BJP in organising the bandh. The BJP is targeting Chief Minister Omar Abdullah who is, according to it, inefficient and is unable to maintain law and order. One thing has become certain now: the Pakistani army has started again implementing its J&K mission. It is evident it is not consulting top leaders in the civilian establishment. Any time it wants, the army can carry on its operations in Kashmir. A Hindu-Muslim confrontation can cause serious problems for the state.

T’s true; problems are resolved only through dialogue and not through confrontation. But when it comes to the long pending issues between India and Pakistan, the moot question is has dialogue really helped in the past and is the present atmosphere conducive to have any ‘meaningful’ dialogue, particularly on the backdrop of recent killing of five Indian soldiers near LoC at Poonch area of Jammu & Kashmir. Though the obvious answer is no to this question, the fact remains that political issues often do not have obvious answers. Therefore, it is necessary to have a deeper look in to the issue and find out reasons why the Indian government is insisting on going ahead with the proposed meeting of Prime Minister Manmohan Singh and his new Pakistani counterpart Nawaz Sharif in New York next month. And is there any hope of the proposed dialogue yielding any fruit.

Antony’s defence Last week witnessed an ugly fight between the BJP-led Opposition and the Congress over the statement delivered by Defence Minister A. K. Antony about the attack of Pakistan. Antony went on record almost giving a clean chit to the Pakistani army over the attack. In well-designed and carefully worded statement in Rajya Sabha, Antony said that the attack was done by terrorists in the uniform of Pakistani army. This certificate was unwarranted and undesired, particularly when the defence ministry officers sitting on Jammu had clearly stated in their statement was the attack was done by Pakistani armed forces’ personnel. It took more than 48 hours for Antony to come out with another clarification in which he admitted that the act of the attack was done by persons of Pakistani army. But by the time, the damage was already done, as the Pakistani media and government went to town quoting the initial version of Indian Defence Minister, who had cleared the Pakistani army from the act. It was learnt in the Central Hall, that the version of the defence ministry was ‘corrected’ by none other than Shiv Shankar Menon, the former Foreign Secretary and present Prime Minister’s Defence Advisor. It makes it amply clear that the change in the statement was not a brainchild and act of Antony alone but the Prime Minister’s Office was actively involved in it. Has Telangana move boomeranged?

OU may have heard of the old tale about a king ordering a habitual delinquent to choose between eating a hundred onions or a hundred lashes. And the poor fellow ending up undergoing both punishments alternately! Well, the Congress Party in its panic at seeing Andhra slip out of its grasp in the coming parliamentary poll is faced with the very real prospect of losing both Telangana and the rest of Andhra. Faraway in Delhi you do not realize the fierce social and political tensions set off by the precipitate decision of the Congress’ bright sparks to carve out the Telugu-speaking Andhra into two separate Telugu-speaking States. Even if the decision was unexceptionable, the timing was all wrong. Angry pro- and anti-Telangana protests all over the State, with government employees pitted against one another on geographic lines, have brought the State machinery to a grinding halt. The ruling Congress has plunged into confusion. Now it is the turn of the Andhra youths to take to the streets to vent their violent spleen. Events following the Congress high command diktat did not match the script it had in mind. This does not serve the Congress’ interests which, staring at a certain defeat, is willing to try all stratagems to bolster its tally in the coming polls. At the present reckoning, the Telangana decision may have cost the party the few seats it might otherwise have hoped to win had it not gambled on the birth of a new State. Now both Telangana and Andhra would vote against it with a vengeance. Telangana because the State may not be a reality by the time the next election is held; the rest of Andhra because Hyderabad is to be snatched away from it. What is that phrase about the best laid plans of mice and Congressmen going awry when sheer selfishness underpins those plans.

DURGA SHAKTI NAGPAL was clearly made a scapegoat to please politicians and bureaucrats. This, however, is nothing new and has been happening for

years in banks, financial institutions, government offices and treasuries. The chances of these officers surviving therefore, are slim with ‘chamchagiri’ being the only option available to them. The suspension of Nagpal, a junior IAS officer who independently and boldly acted against the sand mafia in UP, has been made the fighting arena by the Centre and the UP government. Instead of just handling the matter at the Chief Secretary level, the issue escalated beyond the power of the Prime Minister. Even if the concerned IAS officer, despite acting in accordance with the rules on the matter, did not handle the situation with prudence and administrative acumen, it was for the departmental head or the Chief Secretary of the state to advise and guide Nagpal on how it should have been handled. The main task for government is to finance the trade deficit; India is one of the largest importers of gold and oil. The RBI has already taken measures to curb the imports of gold and on the oil part the government. should cut down consumption of imported crude oil by steadily lowering the fuel subsidies. So by squeezing the imports of these commodities and by increasing the exports, it will help to lower the current account deficit. But, the costlier fuel will increase the consumer-price inflation somewhere near to the double digit levels thus resulting in cut down of spending on the other things. As a result GDP growth will struggle to exceed last year’s 5%, which is already the lowest in a decade. The dollar index continued to trade weak for the third consecutive week taking cues from the mixed jobs report released late last week, which increased the uncertainty about when the Federal Reserve will slow the pace of asset purchases, and has been seen as pressuring the dollar’s value. The central bank buys $85 billion a month in U.S. debt and mortgage-backed securities in a bid to hold interest rates. Last week Economic reports from the US showed that the number of US citizens filing new claims for jobless benefits rose slightly for week ended August 3, by 5000 to 333K, compared to an expectation for an increase to 336K.

Last week the European Central Bank trimmed its growth forecast for the Euro region as the bloc struggles to escape a recession. The central bank also reiterated its intention to maintain interest rates at 0.5% for extended period of time. China said its exports rose 5.1% in July, swinging from June’s 3.1% fall. Analysts expected a 2.8% increase in exports and imports rose by 10.9% last month, after June’s drop of 0.7%. Analysts were looking for a 1.3% rise for imports. Gold prices also benefited from the U.S. dol-

lar`s drop against major counterparts and recovered from the fall to trade near the previous weekly close. A weaker dollar lifts dollardenominated gold futures by making them appear cheaper for buyers using other currencies. Gold continued to trade firm after data showed U.S. claims for unemployment benefits rose last week, adding to fears regarding the Federal Reserve tapering monetary stimulus where slower employment growth could force the central bank to keep its gold-supportive policies in place longer.

drastic way would be difficult since the input costs, such as steel, cement, labour and various construction materials has gone up substantially,” says Mantri. “Besides the government has started charging heavily for fungible FSI premium and other premiums at the current ready reckoner rates,” he says. The cost of construction in recent times has gone up considerably. In cities like Mumbai, with the cost of fungible FSI, the cost of construction has increased by as much as 20%. According to many the main cause of a few developers facing institutional defaults is the regulatory issue where permissions are delayed for years together. “Generally developers expect that permissions will be granted within 6-12 months and based on that he plans banking repayments and takes project loans for development. However, in some of the cases it is observed that environment clearances are received after 3 years which has impacted re-payment schedule of the developer,” explains Mantri. Incidentally, this issue was raised by the developers with the Secretary, Banking and Finance to give auto extensions in case of delay on the part of government in issuing regulatory approval which was in-principle agreed by all banks. “However, in practice, banks are reluctant to allow Corporate Debt Re-structuring (CDR) or rescheduling accounts, wherein the complete fault lies with the government in issue of the NOC. This is impacting a few developers,” points out Mantri. “I feel since the government has re-scheduled the account of more than Rs.5 lakh crore of Indian Corporates – in power, telecommunication, aviation, infrastructure, energy and construction companies, then they must include the

real estate companies too,” he says. “Banks should come forward to help the borrower (including developer) to consider the delay which has happened on the part of the government and that particular project account should be given breathing time so that unnecessary pressure on the developer as well as the bank / institution can be avoided,” he suggests. Mantri hopes that the developers will not take a rigid stand in holding stock, like a manufacturer who does not sit on stock / inventory. “A similar attitude is required to be followed by the developer, if any deal is losing out for little negotiation, the developer must close the deal because cost of funds are high and getting liquidity into the system should be the first and foremost priority for each and every developer rather than sitting on land banks, finished / unfinished stocks,” he advices. According to sector experts “by liquidating a little stock at a discounted price, the developer may not loose, but on the contrary will get his own liquidity rather than running after private equity players, private equity lenders or financial institutions who are very expensive or waiting for

long time for the banks / financial institutions to get the loan.” Can we see some correction in the prices? “Theoretically, this is a matter of simple math. Launches at lower price points can attract demand and funding situations can get solved. However; this is easier said than done,” says Shobhit Agarwal. “Prices at which deals do take place have already witnessed a correction. Under-construction properties are available at considerable discounts to ready property buyers. The discounts vary, depending on how much pain a particular developer is in,” he says. Chattani feels that real estate price is a function of habitability of the area. “In old established areas and saturated markets the prices are expected to remain sticky whereas in the upcoming areas the prices will be determined by the demand-supply gap,” he says. However, as per Residex, NHB, out of total 20 cities, 14 cities have witnessed price increase in Jan-Mar. 2013 quarter over Jan-Mar. 2012. In Mumbai as well though the prices have remained stagnant overall, there was around 10% appreciation in prices in certain micro-markets like Navi Mumbai and Thane. With festive season approaching, will the situation change for the better? “December year end is a good bonanza period for the NRI community,” says Mantri. “The $ has peaked, it is time to knock at the doors of our NRI friends who are sitting on a huge surplus and waiting for a good opportunity to make investments in India,” he says. “If a little attractive pricing is done, volumes will happen and I hope that during Diwali time and thereafter a little improvement in liquidity likely to happen,” he adds. But if that doesn’t happen than a major financial crisis could plague the sector, feel analysts.

ontrary to popular belief that the mutual funds are performing good or bad, very few realize that it is not an investment in itself but just a vehicle to invest in various asset classes. Unfortunately there are still many misconceptions about this tool of investment which receives flak when the actual asset classes like, equity markets, debt markets or gold markets don’t perform up to the mark. The widespread perception is that mutual funds themselves are an asset class. This perception is actually far from the reality. Mutual fund schemes are a bridge to reach a definite asset class, be it equity, stocks, shares, debt, bonds, fixed income instruments and gold. In several countries around the world, one could also invest in commodities, real estate and several other asset classes through the mutual fund route. However, those are yet to be launched in India. Financial planners and advisors say that the main reason behind such perception is the lack of knowledge and understanding, not only

among the investing public but also among the planners, advisors and distributors also. Often, it is heard that distributors of several financial products telling their clients that invest some in FD, some in equity -meaning directly into stocks and some in mutual funds. It's like if you want to go from Mumbai to Delhi, you can either take a train, or a flight or you can even choose to drive down. Likewise, you can use the fund route to reach your financial destination through investments in equity, debt or gold. The advantage here is you can also have a mix of two or all in your portfolio. As an investment vehicle, mutual funds can also offer you the opportunity to invest in some specific investment products which otherwise would be difficult for you to invest. For example, through the debt fund route, one can take exposure to treasury bills, call money, government securities, etc; which otherwise would have been difficult for any individual small investor to enter. Hence, before investing in particular fund, the investor must look at the performance of the asset class the respective fund takes exposure

Rare outflows seen in the first month of the quarter, last such occurrence seen in October 2010 The mutual fund industry witnessed outflows of Rs 501 bn in July (mainly from liquid funds) as against Rs 484 bn in the previous month. An outflow in the first month of the quarter is rare and was last seen in October 2010 (though much smaller at Rs 57 bn). Normally, the industry sees outflows towards the end of the quarter from corporates and banks in short maturity fixed income categories. Corporates withdraw to meet their advance tax requirements while banks withdraw to meet their quarter-end capital adequacy requirements. However, these outflows usually see a reversal over the subsequent two months.

Liquid funds faced heavy redemption pressure Liquid funds’ AUM fell by 21% to Rs 1.29 trillion primarily due to outflows of Rs 453 bn. The category witnessed large-scale redemption following the recent liquiditytightening measures by the RBI to strengthen the rupee. The category (represented by CRISIL – AMFI Liquid Fund Performance Index), gave 0.37% returns in the month.

Both equity and debt oriented funds reported a fall in AUM AUM of equity as well as debt oriented funds fell in the month due to outflows from the respective categories amid weakness in the underlying markets due to the central bank’s recent measures. Equity funds’ AUM fell by 4.4% or Rs 75 bn to Rs 1.63 trillion in July led by outflows (of Rs 18 bn as against inflows of Rs 9 bn in the previous month) as well as MTM losses. The underlying equity market (CNX Nifty) fell by 1.7% in the month. Within the debt category, income funds’ assets fell by over 2% to Rs 4.32 trillion while gilt funds’ AUM posted a fall of over 3% to Rs 82 bn due to a recent rise in bond yields (yields and bond prices/ NAVs move in opposite directions). However, the gilt funds category was a rare gainer in terms of inflows of nearly Rs 1 bn in July as against outflows of Rs 3 bn in the previous month.

he Hong Kong Tourism Board (HKTB) is promoting tourism by capturing the passion of Indian consumers for books by collaborating with a writer for such a unique promotional campaign in India to promote a destination. This is the first time ever for any National Tourism Board. The board commissioned bestselling Indian author Durjoy Datta to be messenger of the beauty and appeal of the place based on his popularity in the market and Datta doesn’t disappoint. ‘Hold My Hand’ is a love story between a blind girl and an Indian boy which takes place in the city of Hong Kong. Datta is not only a good but also a clever writer who has managed to entice readers with the beauty of the place without making it sound like a travelogue. He takes the readers through the various streets, smells and sounds of the city enticing them, inviting them and leaving them to wish for more. The HKTB firmly believes that the book will generate huge interest in Hong Kong, the city where the love story in the book takes place. From the novel, the HKTB will spin off a series of promotional activities, using Social Networking Services (SNS) and mobile apps, with a view to raising awareness of Hong Kong as an exciting, vibrant travel destination among Indian consumers. “India, with its rapidly growing outbound tourism, is one of Hong Kong’s five key new

We hope that our groundbreaking initiatives, including the book, will help us consolidate Hong Kong’s presence in the market and attract more Indian visitors to Hong Kong,” said Anthony Lau, Executive Director, HKTB, at the unveiling of the first leg of HKTB’s ambitious marketing campaign in India this year. “India is very important to us as a new market,” he said. The tourism to this sector has taken a hit after Kingfisher Airlines and Air India’s troubles last year. But the board is confident that they will see a double digit growth this fiscal. The Board is also trying to tap Tier I and Tier II cities apart from the metros. What is going to follow this campaign is collaborating with major attractions and other trade partners in Hong Kong to develop a special “Hold My Hand” Travel Package that features the romantic places visited by the novel’s protagonists and joining hands with a famous coffee chain for ‘Hold My Hand’ merchandize like coffee mugs and flavours. In the meanwhile, the HKTB is working with a reputed film school in India (read Whistling Woods) to run a short film contest, inviting students of the school to produce snippets of ‘Hold My Hand’. The winning film will premiere in winter, a popular season for Indian honeymooners and young couples to travel abroad, to reinforce the HKTB’s marketing effort.

s market data clearly shows over the last months, key economic indicators for India have made for ever depressing reading. The slowdown in GDP growth, industrial production (IP) and also slip in the value of the rupee against the US dollar have made observers jittery about India’s future growth prospects. While, expected increasing pressure on inflation from higher fuel costs is expected to negatively impact household expenses. Therefore, it is not surprising that the automotive industry is also feeling the pressure, with year-on-year new vehicles sales down 12% in May, as fewer consumers visit their local showroom to buy a new-vehicle. Recently, we asked over 600 dealers across India about their business and how satisfied they were with the support they were receiving from the manufacturer. The results from the 2013 J.D. Power Dealer Satisfaction with Automotive Index study, or DSWAMI for short, showed that one-in-five dealers expected to make a loss, up from 9%, in the financial year 2012-13 and only 44% of dealers anticipated to make a profit, down from 62% the previous year. Although the results of the study make for some

sobering reading for a number of OEMs, it also highlights how important the partnership between the manufacturer and the dealer is on improving both positions. Indeed, not all dealers are struggling in the market, and results from the study showed that Toyota and Maruti Suzuki were notable for the high ratings their dealers gave on measures around the support and concern provided by the OEMs on their business requirements. Importantly, the majority of the highly satisfied dealers referred to a strong partnership existing among themselves and the brands they represent. Fundamental for dealers’ viability is the ability to increase footfall and sales in the showroom, as well as promoting increased loyalty for their service business. Notable in the finding is that after-sales and the spare parts represent more than 40% of the revenue for dealers and new car sales account for only 28% on average. Therefore, ensuring customers repeatedly come back to the dealership for service is a critical part of the dealers’ revenue stream. Brands that both support and encourage their dealers to provide excellent after-sales care, and support them with operational efficiencies in the supply chain, will be in a better position to secure future business for their network. Moreover, those automakers who work closely with their dealers to make the service visit more enjoyable also benefit greatly in terms of improved customer loyalty. From the most recent J. D. Power India Customer Satisfaction Index study, 93% of after-sales customers who reported the highest level of satisfaction (in the upper quartile of satisfaction) said they would definitely revisit the same dealer for both service work during and post warranty coverage. This was in stark contrast to less than half of customers who reported satisfaction levels in the lower quartile reporting similar intentions. However, for an automotive brand to fully succeed in India and help maintain the viability of their dealer net-

work they have to match the ever changing customer requirements in their product lines. The DSWAMI results show over 85% of dealers, including those of Maruti Suzuki, Hyundai, Mahindra and Toyota report they have the right model line-up to compete in the market, but for some notable volume players this is not the case. For two key volume brands, less than 65% of their dealers agree that they have right product line-up to compete effectively in the market. Honda, for example, whose dealers score the brand

below the study average has a relatively limited product range. While, Tata despite having a strong product range on “paper” arguably suffers from a relatively dated product line-up. This further underlines the importance the refreshed and new models, including Honda’s first diesel model in India, the Amaze, have in promoting increased sales. Moreover, from J.D. Power’s analysis on new-vehicle shoppers, the top three rejection reasons are related to high fuel consumption, the purchase price and thirdly the exterior design. This also underlines the need for manufactures to support their dealers with strong value propositions - that cross the whole model range - and are complemented with designs that match Indian consumer preferences. Notable with changing lifestyles and aspirations, customers are becoming more discerning about the products they want, be it with the quality, ownership costs and styling of the vehicles offered. Strong sales performance of the Renault Duster, Maruti Ertiga, Mahindra XUV500, alongside the growing number of other smaller SUV models entering the India market highlights the importance that Indian buyers place on new vehicle segments. While, new entrants like Datsun, expected to introduce a range of new models in 2014 shows a growing tendency amongst foreign OEMs to focus on product designs more attuned to the needs of consumers in India. Therefore, in a challenging sales environment it is important that OEMs work closely with their dealer network in order to increase service retention and deliver a product line-up that matches the needs and aspirations of Indian customers. Brands which have been able to support their network on these areas, have been given the thumbs-up by their dealers in the 2013 DWSAMI study and show that for some dealers hostile market conditions can be overcome through proactive planning and greater customer centricity.

he birth of Lord Krishna was celebrated as Janamashtmi and there was fanfare all around. The latter part of the year in India is concentrated with festivals. These festivals represent different castes, communities, religions and generally bring about an atmosphere of joy, integrity and generate a lot of goodwill. How do marketers address these segments? How do marketers use these times as opportunities for enhancing their brand image and sales? Diwali, Eid, Christmas and many festivals are great opportunities for marketing. All across Mumbai- Dandiya, Navratri, Garba and other festivals are being celebrated with tremendous amount of gusto and enthusiasm. This is a prime opportunity for a lot of companies whether in soft drinks, consumer durables, refrigerators, washing machines, cigarettes as well as many other consumer products like toothpaste, soaps, chocolates to be are able to participate and use this nine-day festival time to their advantage. Pandals are put up and sponsored, gates are

erected and a lot of sampling is done during these occasions. There are claims made to satisfy customers within nine days in some product categories. Apart from this, there are numerous competitions held to judge the best dressed male and female, to judge the best dancer and all this is also sponsored by various companies, whether in terms of stalls, banners or gifts. This year the time allotted was short, but the interest was high. Just like Navratri and Dassera, (a very big occasion in the state of Maharashtra, Gujarat and Rajasthan); Kolkata and the East celebrate Pooja celebrations. Special events, sponsorships are the order of the day. With companies as varied as those representing airlines, microwave ovens, banks, consumer products companies are all trying to get a slice and to participate in various innovative forms during the Pooja celebrations. Publications would bring out special Pooja features which again would give an opportunity for various marketers to advertise in. Festive time is also a time wherein specific purchases are made. Consumers durables are procured for the house, paints are used to decorate the house and so a lot of purchase made in terms of garments and upholstery. Diwali is celebrated with great enthusiasm and these celebrations continue right through Christmas and New Year. Another set of companies specially in the field of consumer durables selling TV, washing machines, refrigerators and cars use festival time to enhance their sales because that is the time when consumers are most prone to making purchases out of their savings of the last few months or years earnings. During Diwali, a lot of financial services would highlight their offerings

because of the significance of Godess Laxmi. Goa witnesses a large number of people going on religious purposes for the St. Francis Xavier’s feast. Further, in North, various festivals like Janmashtmi and in the West festivals like Ganesh Chathurti have already given ample opportunity for people to indulge. The Eid celebrations are also a great opportunity to the market brands. Not only are the major companies wanting to participate in these festivities but even local traders and business men do a tremendous job of using festivals as an opportunity area. A lot of sweets, mithai, and chocolates would definitely find themselves being purchased. Gift items, whether in the case of leather or crockery or even due to religious purposes, stainless steel would have brisk sale. Gold and silver exchange hands quickly during the festive season especially during Dhanteras. Because of this not only does the final product get sold but a lot of other industries get a lot of sale. One such industry is the packaging industry; the demand for cartons would go up. The plastic industry would also achieve greater sales. The ancillary industry to garment industry like threads, buttons basic textiles also shows an upward trend. Another industry which one cannot forget is the fire cracker industry which has a seasonal sale especially during this period. Of course, there are restrictions now due to safety reasons but the enthusiasm is still high. The most important opportunity area during festival time is in the heart and mind of the consumers. The consumer has a little more purchasing power due to bonus received and there is a sense of festivity in the air which makes the consumer wants to indulge, want to

consume and want to spend. This state of mind, if properly addressed with innovative techniques, would help the brand to establish a positive image in the minds of the consumer. Apart from looking at an all India level, it is important to consider each area and each location while preparing an annual plan, an annual calendar of a marketing schedule during festivals. Whether, it be Durga Pooja in the East, whether it be Holi in the North, whether it be Christmas in Goa and Mumbai, whether it be Eid in various places in the country, or whether it be Parsi New Year in Mumbai or Baisaki in Punjab – all these festivals need to be planned for in advance across a “Festival Calendar” and a well thought out promotion programme does yield good results. Similarly, it would be important to understand the significance of 14th Jan Sankrant, to look at Pongal to look at Onam to look at Ugadi as separate and distinct festival timings. It is also important to look at various New Years whether it be Parsi New Year, the first of January or Bengali New Year. This could be a good opportunity to bring about the festive atmosphere and make the brand gain sales. Festivals will come and festivals will go, but the brand which regularly associates itself with these festivals earns the goodwill of the local people because it is able to take care of their customs, promotions, and traditions. The new Companies Bill will replace the decades-old Companies Act of 1956 and requires President Pranab Mukherjee’s assent to become law of the land. The company is to give preference to local areas when formulating its CSR policy. The Bill also seeks to make mergers and acquisitions easier, clearer and speedier. Minister of state for corporate affairs, Sachin Pilot, said that private companies, while maximising growth, also have a greater responsibility towards society, besides equitable and sustainable growth of the country. “This is a momentous day, as this will usher in a new era for the company law,” Pilot said after the Bill was passed. The detailed rules will be issued by the corporate affairs ministry after the Bill is notified by the ministry. The Bill hopes to protect the interests of minority shareholders while expanding the responsibility on auditors who will face criminal liability if they fail to report corporate fraud. It also seeks to strengthen the institution of independent directors. The new Companies Law Bill 2013 will bring in greater clarity, enhance transparency and address the issues concerning corporated as the bill is progressive in nature. It will ease the process of doing business in the country and improving governance by making firms accountable says Vijay Kalantri, President - All India Association of Industries (AIAI).

Markets Recover, But… NSE India : CNX Nifty — Daily Market Report for: Monday (August 12, 2013) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty rose moderately on Thursday (August 08, 2013) a net 46.55 points (0.84%) and closed at the 5565 point level. The market opened down at the 5510 points level and that level itself was the low of the session. It then rose and turned into a range bound movement until 10.17 a.m. The index then rose steadily throughout the session and registered the day’s high at the 5577 points level at 3.00 p.m. It then declined marginally and turned into a range bound movement until closing at the day. The Nifty moved in a range of 68 points and closed above the psychologically important 5550 points level. Sentiment was bullish and amongst the 50 Nifty stocks 38 were gainers, while 12 were losers. All the sectoral indices barring oil & gas and healthcare closed in the red. Substantial buying was witnessed in realty, power and auto stocks.

TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 18.03%. This change is substantial and indicates a less than full participation by investors. Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 910 were gainers, 417 were losers and 68 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-sold zone. The Slow K line in the Stochastic Oscillator has risen above the slow D line (positive and a buy signal).

RSI Indicator: The RSI rose and crossed above the 30 level and is now rising (positive if it continues).

MACD Indicator: The MACD is below zero and is declining (negative if it continues). It is below its 9-day Average (negative).

ADX Indicator & DI Lines: The +DI line is below the –DI line but both lines are converging (positive if it continues). The ADX is rising while the Market Index is rising, which indicates that the present up trend is increasing in strength. MOVING AVERAGES (TREND INDICATORS) The index: Is below its 5-day average (at 5598) Negative. Is below its 15-day average (at 5797) Negative. Is below its 25-day average (at 5850) Negative. Is below its 200-day average (at 5851) Negative. All the four averages are negatively trended. Negative.

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a weak market but with a neutral bias.

On Japanese candlestick patterns the index has formed a small white body candle. In fact, this candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). This is positive. However, the 25 day’s moving average has crossed below the 200 day’s moving average. Further, the index is below the 5, 15, 25 and 200 day’s moving averages and all the four avera ges a re declining and also nega tively trended. Moreover, the velocity parameters continue to remain negatively trended. All these indicate a negative bias. Investors are advised to avoid buying at present levels.

CMP: Rs. 279 Target Rs. 318 Tata Motors (TTMT)’s Q1FY14 numbers surprised us on revenue and margin fronts as JLR’s net realisations improved 4% YoY owing to better product mix and currency – improving the EBITDA margin 200bps. This clearly indicates that, whileFY13 was about volume growth at JLR, FY14 could be about margins. With full impact of high realisation and the high-margin New Range Rover Sport yet to come in, we believe FY14 margins being better than FY13 is a trend that may continue. Conservatively, we expect FY14/FY15 EBITDA margins to be 1.1/1.2% higher than FY13. The standalone business is another story however – it very nearly reported an EBITDA loss (1.2% margin), avoided PAT loss by getting dividend from JLR – and problems in the CV industry are continuing. We are cutting our volume and earnings estimates for FY14/15 for standalone business, which leads to a target price cut of 4.6% despite the improvement in JLR’s performance. Maintain ADD. JLR protects downside risks; maintain ADD: Despite problems in the domestic business TTMT is among our top picks in the sector owing to JLR’s long-term potential arising from: 1) new category products, and 2) all-aluminum drive terrain and 3)Localization in China. Near-term margins are improving, which protects downside risk to the stock. The standalone business faces cyclical concerns but, on the positive, the stock may get rerated if the economic cycle reverses. We value TTMT at Rs 318/share based on 3.5x JLR FY15EBITDA. Maintain ADD.

SUSHIL FINANCE CALLS A ‘BUY’ ON ASHIANA HOUSING

CMP: Rs. 218 Target Rs. 322 Key Highlights of Q1FY14: For the quarter ended Q1FY14, Ashiana Housing’s Total Revenue is down by 39.1% YoY to Rs.186.8 Mn due to change in accounting policy from POCM to Contract Completion method. Its revenue from own project is down by 57% YoY to Rs.118.8 Mn while that from partnership projects is up by 120.8% YoY to Rs.68 Mn. Its Area booked has increased by 29% YoY to 3.84 LSF. Outlook & Valuation: Ashiana Housing’s revenue and profit for this quarter looks frail as the company is undergoing a change in accounting policy from POCM to contract completion method. As mentioned in our earlier report, Area Booked, EAC and operating cashflow are better parameters to guage the performance of the company as earnings are likely to be lumpy in short term. Keeping in mind the ongoing projects saleable area of 97.3 LSF, EAC target of 19 LSF and area booking target of 23 LSF for FY14 we believe that the company is likely to grow at a CAGR of 58% for the next two years. Being a net debt free company with relatively stable cashflows the stock is attractively trading at 3.8x times its FY15E EPS of Rs. 51.8. We maintain our positive stance on the company and recommend BUY with a price target of Rs. 322

NIRMAL BANG CALLS A ‘BUY’ ON PI INDUSTRIES

CMP: Rs. 135 Target Rs. 172 PI Industries has posted exceptionally good results with 70% yoy growth in sales. On back of good monsoon, agri business has performed well by registering a 38% yoy growth at Rs 197 cr. EBITDA margins have improved by ~690 bps but posted a decline of ~120 bps yoy at 19.4%. Management cited the product mix and rupee depreciation in agri business as the reason for the decline in margins. The company has repaid part of debt with the money raised though QIP in last quarter which has helped it in saving the interest cost which has reduced by ~30% yoy. Valuation & Recommendation: We believe that with macro factors like low per-capita pesticides consumption in the country, increasing MSPs and increasing acceptance for the need of crop protection products, make PI Industries a good long term bet while healthy order book of CSM, strong balance sheet and new product launches in Agri Input segment will drive near to medium term growth. At CMP, the stock trades at 13.3.x FY14E and 9.5x FY15E. Health Insurance companies usually hesitate to offer policies to people with past medical history or any existing condition. But if a person consumes alcohol and/or tobacco and is perfectly healthy, then they will not have a problem. 1. No matter what the condition, one should always declare all known facts to the insurance company. If you are consuming alcohol or tobacco then you should declare the same clearly at the time of applying an insurance policy (health, life, any policy). If you withhold facts or lie to the insurance company, then it can result into rejection of your claim, legal implication and barring from insurance policy from any other insurer. 2. Yes you will get a policy – as I said companies don’t have a problem with your addictions but they want to be aware of the same. This helps them to identify the risks associated with you and accordingly price your policy. A basic health insurance policy will cover all diseases except preexisting diseases. The waiting period for covering pre-existing diseases could be 2 to 4 years depending upon the policy/company you purchase 3. My advice and request to all families is to take a good comprehensive health insurance

State-run hospital raps erring doctor R

ecently, in a first of its kind, a doctor from governmentrun Sion hospital was sacked for running a private practice of his own during his official shift at the state-run hospital. That apart, six other doctors from state-run hospitals have been served with show-cause notices for the same reason. Out of the six, two are from Sion Hospital and four from KEM Hospital. While this is not the first time, doctors have been found running their own private clinics in spite of working at government hospitals, it is for the first time such a strict action has been taken against an erring doctors. In February this year, several RTI applications filed, revealed that state-run hospitals in Mumbai are facing acute staff shortage. According to the information from the RTI application, four government-run hospitals - Gokuldas Tejpal (GT) hospital, Cama and Albless hospital, Sir JJ Group of Hospitals and St George’s hospital have 871 posts of nursing staff, 129 posts for paramedics, 70 medical posts and 87 posts for lecturers lying vacant. According to the data, the highest percentage of shortage is observed in medical staff posts with 46 per cent vacancy, followed by lecturer posts in medical colleges with 38 per cent vacancy, the nursing staffs is short by 33 per cent and paramedical and administrative staff have 29 per cent vacancy each. The total number of posts vacant in administrative section is 94 and in labour section, it is 570.

Just last month, in Lucknow, Minister for health and family welfare Ahmed Hasan warned government doctors with dire consequences if found involved in private practice. He stated the state government was making serious efforts to ensure availability of doctors and other health staff at the primary health centre level. “We will identify doctors engaged in private practice and punish them,” the minister said. Earlier in April, in Goa, the government had placed Dr S M Bandekar, head of the orthopaedic surgery department at Goa Medical College and Hospital, at suspension for alleged private practice. It has been reported that, at least 30 of the over 100 senior doctors at GMC practice are either visiting consultants at top private hospitals or working at private nursing homes run by their spouses. Senior doctors from the district hospital in Goa - Institute of Psychiatry and Human Behaviour (IPHB), and many other medical officers have been allegedly, discreetly running private practices. The non-practicing allowance (NPA) given to government doctors is between 25 per cent and 40 per cent of their salary in Goa. Only consultants appointed on contract basis and who work for certain hours, are reportedly exempted.

A raid was conducted in August 2012 in which the accused doctor was arrested under Sections 420 (cheating) and 168 (trading) of the IPC and Section 13 (2) of the Prevention of Corruption Act, and was also suspended from his job at the government hospital. Last year, to dissuade doctors working in government hospital, from working in private hospitals the state cabinet cleared a bill which set the non-practising allowance (NPA) of doctors to 35 per cent of their basic salary. But this incentive came with a rider – that the total salary of the doctor should not be more than Rs 85,000. OTHING is impossible in politics. The experience of 1975 and 1989 too tells us that the compulsions of politics can make even opposition parties with differing ideologies stand together. But the difficulty is that there are some persons amongst the leaders of the parties that want to maintain an equal distances from the BJP and Congress, between whom there is no similarity of thought or concept. These leaders cannot even tolerate each other. For instance, in Uttar Pradesh, the Bahujan Samaj Party and the Samajwadi Party, both are in search of a Third Front, but Mulayam Singh Yadav and Mayawati cannot stand together at any cost. In Tamil Nadu, Karunanidhi is not willing to go along with Jayalalithaa. On the other hand, even though the Congress has, in the

Rajya Sabha elections, supported the candidate of Karunanidhi’s DMK Party, there seems to be little possibility that equally, in the next Lok Sabha elections, Karunanidhi will give support to the UPA. Similarly, even though Jayalalithaa may be a good friend of Narendra Modi, she cannot be seen standing with the BJP because she has always favoured the Third Front. Recently, Jayalalithaa met the UP CM Akhilesh Yadav and talked of new options, although she will decide on these issues only after the elections. In Bihar, the Rashtriya Janata Dal (RJD) and the JDU are also going through the same dilemma because these two parties cannot remain together in the same Front. In such a situation it is evident that it will be a four cornered fight in the coming Lok Sabha elections and in the UPA and NDA, there is full scope for variables in both coalitions’ elec-

First of all, it was Rajnath Singh, the President of the BJP who goes to America and tells the press that he is going to request the US administration to give a visa to Modi. It is not the job of a political party president. I am sorry. A visa has to be applied for by an individual. If at all somebody has to talk to the US government, it is the government of India and not the president of a political party. He would be demeaning himself before the US administration. Second, equally disturbing is the group of 65 MPs writing a petition that please continue to refuse the visa. Who are these MPs of various parties op-

posed to BJP? 19 of them have said they did not even sign the memorandum. Those who have signed, have they thought over what they are doing? Is it the job of members of Indian Parliament to make a petition to the US administration? You are degrading yourself. You are degrading Indian Parliament. I do not know what the Prime Minister thinks of this matter. It is high time and I have been saying this repeatedly that the prime minister must act. It is time he acted as a prime minister of the country. He must pull up these MPs that this is not your job. Your job is to debate in the House from where they have been absenting themselves. They are drawing their salary and allowances and absenting themselves and they have time to write to the US administration. They should become rational. The election year is coming. I understand the anger among the political parties. I am also angry on many subjects but that does not mean that we should allow it to affect our behaviour, our parliamentary behaviour, decorum, public life – they all have to be maintained. That’s what India is known for right from Independence and I do not think we should lose it.

However, we are talking about the formation of the Third Front and its prospects. These days, the fact has come forward from some election surveys that the mood of the people of the country is inclining in favour of regional parties. In this context, in the next Lok Sabha elections, all these various regional parties can come together and emerge as a major force. This is the reason why every party that want to show itself as separate and different from the BJP and the Congress wants to be part of the Third Front. But the irony of the Third Front is that in the last 25 years in the politics, it has become just a myth. Whenever there is a surge for the constitution of a Third Front, each time in the battle for occupying the chair of power, the

Third Front gets disintegrated. In fact, the Third Front has been formed so many times and disintegrated so many times that the people of the country no longer take it seriously. Therefore, when Mulayam recently began reciting lines of the Third Front, his paeans were not taken seriously. Perhaps one reason for this could also be that while on the one hand Mulayam, in struggling to show the separateness from the BJP, talks of the Third Front, on the other hand his brother Ram Gopal Yadav can be seen heaping embroidered praise on Lal Krishna Advani. This is the same SP on whose initiative the United National Progressive Alliance (UNPA) was formed, which included all parties which were not in the NDA or the UPA. But later on, the SP itself separated from the UNPA and gave its support to the UPA. Judging by the facts, while on the one hand Mamata Banerjee has favoured a federal front, the Telugu Desam chief Chandrababu Naidu has also stepped forward. Naveen Patnaik too is trying to stoke the fire of the Third Front. In this political battle, out of the leaders advocating the Third Front, apart from Naveen Patnaik, the identity of all others has remained non-BJP and non-Congress. But again, the same difficulty will come: Mulayam cannot be a part of Mamata’s federal front, so in such a situation the question does not arise of the Left parties close to him going along with Mamata.

THIS cannot but be a cause for concern there’s a whole slew of senior bureaucrats in Maharashtra who seem to have no work, without any ostensible reason why this should be so. According to sources, at least 24 senior babus have been either awaiting new assignments or transfers for several months, but there is still no sign of urgency in the state government about the situation. Many of these babus say that the fault lies with the hazy transfer policy. So we have the example of Tanaji Satre, who was managing director of CIDCO, but is now awaiting his new assignment for the past three months. As are Maharashtra Maritime Board CEO S.S. Shinde and Aurangabad Municipal Commissioner Purshottam Bhapkar. They too were relieved of their posts but have not received a new assignment from the Prithviraj Chavan Government. What is worrying observers is the obvious impact of this ‘policy’ on the state administration. Apparently, the entire batch of 1998 batch officers will soon be proceeding on mid-career training, depleting the strength even further.

THOUGH the transition to the next Commissioner of police has been managed smoothly, the recent transfer of 14 IPS officers of Delhi Police by the Ministry of Home Affairs (MHA) without suitable replacements has considerably depleted the numbers of officers at the Deputy Commissioner of police level in the capital. The move is likely to impact functioning of Delhi Police, which in recent times has been accused of being unable to stop the rising crimes in the capital. The transferred officers include Ajay Chaudhary, Vinay Vikram Chaudhary, Dhiraj Kumar, Rajiv Ranjan and Devender Arya among others. These officers belong to the Arunachal, Goa, Mizoram and Union Territory (AGMUT) cadre but have been posted to different states. With Delhi elections due in November, it is not sure how Delhi Police will perform its policing duties.

GIVEN that many states have been rather reluctant to implement police reforms, the Supreme Court has decided to crack the whip. To ensure that a clear message is sent out, the apex court has issued summons to the Chief Secretaries of Uttar Pradesh, Maharashtra, Tamil Nadu and Andhra Pradesh to present themselves in court and explain the steps they have taken to implement police reforms. The worthies who are in the firing line are Ms Sheela Balakrishnan (Tamil Nadu), Jawed Usmani (Uttar Pradesh), P.K. Mohanty

(Andhra Pradesh) and J.K. Banthia (Maharashtra). The police reforms are to be implemented, as suggested by former IPS officer and Uttar Pradesh DGP Prakash Singh, but the politicians are expectedly reluctant to do so. RANCHI: From getting a goat as trophy in her village to bagging medals and cash prizes, the fledgling career of junior India hockey goalkeeper Bigan Soy has a lot of grind and toil before she could secure her spot at the highest level. Beginning her tryst with hockey as any other tribal girl or boy at Bandgao in Jharkhand's West Singhbhum district as a 12-year-old, Soy's first tasted victory when she won a local 'Khashi' tournament (a goat for the winning team) before she elevated to bigger meets. "During picnics we all had it," Soy said sheepishly when asked whether she participated in the feast after winning the 'Khashi' tournaments -- traditionally a popular one in villages, and many national and international players rose playing those tournaments. "I began playing with a bamboo stick, played Khashi tournaments, won a couple of goats before being selected for hockey training and got admitted to Bariatu School, Ranchi," the BA student recalled after being felicitated here today for her stupendous show in the Junior World Cup in Monchengladbach, Germany.
