GARDEN WARS Shiv Sena-run BMC denies permission for several project inaugurals by MNS, planned primarily to overshadow Uddhav’s Shivaji Park rally

T

he much publicized inauguration of the water harvesting projects at the hands of Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on Sunday at Lalbaug may not happen as the party has not fulfilled all criteria and conditions laid down by the Brihanmumbai Municipal Corporation (BMC). To counter the Shiv Sena’s annual Dussehra rally at Shivaji Park, this year, the MNS has organized inaugurations of a dozen projects in the Lalbaug-Parel-Kala Chowkie belt, which was once upon a time the stronghold of the Shiv Sena. ill Shiv Sena president Uddhav Thackeray prove that the party has not lost the ability to whip up frenzy with its rhetoric after the demise of its founder, late Bal Thackeray? Political circles are abuzz speculating whether Uddhav will pass through this acid test. The Shiv Sena has reportedly geared up for what is its first Dusshera rally without its patriarch, who passed away in November last year. After getting the High Court’s permission to conduct their rally at Shivaji Park for this annual event, Shiv sainiks have left no stone unturned to make this meeting a mammoth one as in the earlier 46 years. The late Sena supremo would use the occasion to directly communicate with his party workers and the people at large, and touch upon important issues of the day facing the state and also the country. In his absence, his Uddhav Thackeray son and Sena President Uddhav will have to address the Shiv sainiks on Sunday. Sachin Tendulkar is the inspiration for youngsters who want to make their future in cricket, but after his retirement they may be disappointed. Rizwan Ansari Businessman Yes. In every match everyone want to see Sachin batting. It’s like he is the idol of Indian cricket. Thus, the team’s performance may be affected. he Ministry of Railways has decided to revise the menu and rates for the Rajdhani/ Shatabdi/ Duronto trains with effect from October 17. The last increase was 14 years ago. This increase is due to a rise in the cost of raw materials and services as well as the Wholesale Price Index. For 1AC in the Rajdhani and Duronto trains and the Executive Class in Shatabdi trains it has been proposed to reduce the rate of morning tea and evening tea by nearly 35 per cent and 30 per cent respectively while the rate of breakfast, lunch and dinner is to be increased by nearly 35 per cent and 15 per cent respectively In the case of 2AC/3AC in the Rajdhani and Duronto trains and the AC Chair Car in Shatabdi trains, it is proposed to reduce the rate of morning tea and evening tea by nearly 40 per cent and 10 per cent respectively while the rate of breakfast,

The food and beverage charges for the Rajdhani, Shatabdi and Duronto trains are included in the ticket fare and had not been revised since 1999, said an Indian Railways official. lunch and dinner is to be increased by nearly 65 per cent and 50 per cent respectively. There will therefore be an increase in the average range of Rs. 25 and Rs. 27. A

new concept of a combo meal has been introduced as an alternate meal on the Rajdhani and Duronto trains which has been priced at half the cost of the regular lunch and dinner so

as to reduce wastage and excess. The decrease in rates is mainly due to the deletion of items which were extra or repetitive in nature like eclairs, tea bags, fruit juice

etc. According to Anil Kumar Saxena Addl. DG (PR) (PIB), “The menu and tariff for the Rajdhani, Shatabdi and Duronto trains are included in the ticket fare and have not been revised since 1999, whereas the cost of raw material, WPI, index cost of services have increased manifold. With a view to arrive at realistic prices, committees had been nominated by the board to recommend revised rates. The committees have scientifically examined all aspects of costing keeping the objectives to provide hygiene and affordable meals to the passengers on premium trains. Based on the reports of the committee, the revised menu and tariff have been approved by the competent authority and notified.” To ensure quality of service, a Catering Service Monitoring Cell has been set up in the Railway Board with the toll free No. 1800111321 to redress complaints from passengers on a real time basis. kainaz.choksey@afternoon.dc.in

Around noon yesterday, in front of Prateeksha bungalow in JVPD, the crowd had gathered en masse for a glimpse of Amitabh Bachchan on his birthday. And suddenly, he was there among them, hands raised and then joined in signature wave and namaste, before he went back into the house to prepare for his journey to other bungalows, other fans.

Happy Birthday Amitabh Bachchan

IN the JVPD area yesterday, even if you were not a fan, it would have been impossible to miss the fact that it was Amitabh Bachchan’s birthday. That is, if you knew anything about the psyche of people when it comes to superstars and were able to make connections. So you passed Pratieeksha opposite the Nalanda School of Dance, and the crowds were there. Then you drove down the main road towards Mariott and outside Jalsa, the crowds were even more massive, with people bearing huge flower arrangements and garlands and little bit of paper on which Mr. Bachchan was to sign his name. This was at 11 am. A bit after noon, the superstar made his appearance – outside Prateeksha, and the crowds there dissolved in gratified joy. He came out, flanked by heavy security, waved and bowed to the crowd. Then he went for a press conference to another building also in the locality, where he has in his office. He also answered the usual questions with his usual grace and good humour. And finally, he went to Jalsa, his other bungalow, to meet briefly with his adoring fans. The road itself was kept clear by the traffic police but the crowds stood on the central divider and snuggled up to the walls of his home. Ever so often, the gate would open slightly, someone inside would accept the

paper proffered and an autograph would materialize in time. Mr. Bachchan is 71, and for four decades he has kept his preeminent position. He is likely to keep it for another four decades. For unlike cricketers, film stars never retire.

Transiting towards renewal

ON Thursday, India’s first Transit Shopping Complex was inaugurated in Bhendi Bazar under the Saifee Burhani Upliftment Trust (SBUT) urban renewal scheme. And for those naysayers who scoffed at the impossibility of bringing consensus among 20,000 people, here is proof that it can be done. Anyway you look at it, this is a massive project marking a huge step into the ambitious Bhendi Bazaar redevelopment project spread across 16.5 acres of landmass comprising of 3,200 homes in 250 existing buildings and 1250 businesses. As if that were not complicated enough, there is the miracle of speed which saw the building come up in a record 90 days from start to finish. It has been planned for 200 shops and they are a mere 500 metres from the planned site of the project itself. On Thursday, the jaw-dropping elegance of the place was revealed A view of the long concourse of the new commercial transit building for 200 shopkeepers of Bhendi Bazar, better than anything we have seen in a very long time. as a model for change in the area,

wish to change the outlook of the Bhendi Bazaar area and uplift the lifestyle of the existing occupants who are a part of the 16.5 acre project.” When you think of how Bhendi Bazar is one of India’s most populated areas, once considered a prime shopping destination, now crumbling and neglected after 150 years, you begin to understand the awesome nature of what is being undertaken. When completed, what is Asia’s largest urban renewal project should provide an impetus to other projects, not just in India or Asia but throughout the world. But perhaps we should not have been surprised at the level of excellence that informs the building inaugurated yesterday. After all, we are pretty familiar with another transit building set up in nearby Byculla, there to house the families of those displaced by the first fever of construction. Another haven of beautifully constructed selfcontained rooms for families so far above in quality to what they were shifted from, that many of them are now saying they would not mind living there forever! Now just compare these places with the transit camps for people built by the Maharashtra Housing and Area Development Authority. At last count, there were 56 of these camps, many of them decades old with families who have been staying there equally long, around 20,765 tenants most of whom now refuse to move. And of them 8583 are encroachers!

According to Gianchandani, the entire episode started about seven weeks ago when the residents had an altercation with the shopkeeper below the building, whose shop has been closed for some time now, since its extension was demolished by the BMC in February 2013. “The BMC had earlier demolished the shop’s unauthorised extension, but it is alleged that they left the bars intact to enable the shopkeeper to reconstruct the demolished structure once again on the society compound. However, due to a daily monitoring of the site by alert residents, all his at-

he alert patrolling team of Amboli police station has foiled a robbery bid after arresting two fake policemen who allegedly were duping a senior citizen at Veera Desai Road in Andheri (Wes) on Friday. Both the accused are having many criminal cases on their names and were earlier arrested in similar crimes. The modus operandi of

both the accused — Feeroz Faizan Khan (55) and Samir Nausheed Sayyed was very unique, they tried to befriend senior citizens who used to come for the morning walk and later hypnotised them and used to steal their belongings. According to API Amar Patil from Amboli police station, “After repeated complaints we laid a trap in various joggers’ park areas in

tempts to reconstruct the illegal extension structure were foiled,” he said. He further added, “The society members say that as an act of revenge, this shopkeeper, with the help of some local goons, prevented the society residents from carrying out the repair and replacement of the existing compound gate and safety grill. When they built it despite his threats, he managed to get the BMC’s assistance in demolishing it. We learn from others that this shopkeeper was present at the time of the illegal uprooting of the society’s gate and safety grill and we are left feeling disappointed that BMC officers and staff allowed themselves to be used by such elements to perpetrate such an illegal act. We are left feeling insecure because the BMC has exposed our compound, vehicles, flats

and personal safety to the continuous threat of vandalism, nuisance and theft.” When asked about any complaint filed against the action, Jagdish said, “One of our members is out of station and we are waiting for him to come in two days. After that we will be engage in a legal consultation with our lawyers and send a legal notice to the BMC about this action without any reason.” When asked, Sandhya Nandedkar, Assistant Municipal Commissioner, M-West Ward, said, “I will enquire about this demolition as it was carried by the Assistant Engineer (Building and Factory). The society must have built a new gate or extended the gate without proper permissions. If it is a small demolition drive, then we don’t give notice.”

Our alert patrolling team saw them moving suspiciously new the parks and after chasing, caught them in 10 minutes.” Many senior citizens had

Till now we come to know that they had robbed around 10 to 12 senior citizens and having more than 25 cases in their names for similar crimes.”

The accused recently caught had posed as a policeman and asked the victim, a colleague of his accomplice, to hand over him the cash he was carrying before disappearing. The incident took place on September 11 when Santosh Sasulkar, an office boy for a Parel-based CA firm, was directed by his employer to encash two cheques of Rs.20 lakh each from a bank in Wadala. “Santosh called Irfan Shaikh (22), who also worked as an office boy in the same firm, to assist him in carrying the cash. Yasin spun a yarn about increased robberies and bag snatching incidents in the area and asked Santosh to hand over the bag to which Santosh readily agreed only to realise that he was conned after the former disappeared. Irfan then proactively came to the office to deposit the rest of the Rs.20 lakh – an act to establish his innocence – while Santosh went to the police station to file a complaint. Three days later on September 14, Irfan was arrested after he confessed to his involvement when the cops grilled him after finding discrepancies in his account of the incident. Satyam Gupta recuperating at a private hospital in Nalasopara.

By Suresh Golani

I

n a shocking incident, a jilted lover brutally assaulted a 16-yearold girl with a knife and later attempted suicide by consuming phenyl in the Valai Pada area of Nalasopara (East) on Tuesday. While the girl is battling for her life at the KEM Hospital, the assailant is recuperating at a private hospital in Nalasopara. According to the police, the incident was reported from the victim’s second floor flat in Sai-Deep building at about 2:30 p.m. The girl and her younger sister were alone in the house when Satyam Gupta (20) barged into their home and picked up a quarrel with the victim. The heated exchange of words took a violent turn when Satyan whipped

out a knife and slashed the girl on her neck twice. Later, he attempted suicide by consuming phenyl, said the police. After the victim’s sister raised an alarm, neighbours reached the spot and rushed both of them to a nearby hospital. The girl was shifted to KEM Hospital, where her condition is said to be serious. “The teenagers were in a relationship, however, differences cropped up between the couple, leading to an alleged break-up. The girl was apparently maintaining a distance from her ex-flame, which might have prompted the assault,” said a police official. An offence under Section 307 (attempt to murder) has been registered against Gupta, who will be arrested as soon as he is discharged from the hospital, said the police.

TAINTED OFFICIAL… Jaidev Bahukhandi, former assistant vice-president (warehousing) of NSEL, who was arrested on Thursday, was produced before the Esplanade Court, yesterday.

he tryst made with destiny 65 years ago has now come before us in the form of ashes, remarked noted columnist and journalist M J Akbar. Speaking at the book launch of former BJP president Nitin Gadkari – ‘India Aspires’, he said that there is anger amongst the youth at the economic crisis facing the nation today. Akbar added that if the youth in his prime of his life is unable to achieve any progress, then he is at the vanguard of the revolution that follows. Hinting at a change, Akbar stated that the change shall come in more brutal way and if the powers that be cannot live up to public expectations then the resultant anger is more than one can handle. Describing the book on Gadkari’s ideas of development as a manual of what one can do in one’s own self capacity, he remarked that today one can describe India as a rich country with a poor government. Ponder awhile… “A people that values its privileges above its principles soon loses both.” — Dwight D. Eisenhower

Death in police custody B

EFORE independence, torture of suspects in police stations was a done thing. If during interrogation, a suspect died due to painful, excessive torture, the police were not blamed. If the suspect was an inconvenient native, chances were, the loyal policeman was promoted. The practices of the British period appear to continue still. The same old torture methods are being used even now. No action is taken against the beastly policeman who has murdered the man. Custody death is nothing but murder. All that happens sometimes is the suspension of the culprit. There seems to be an opinion in the home departments of governments across countries that torture is unavoidable and that there is nothing wrong if it is used to get admission of guilt. Quite often, an innocent suspect becomes the victim of police wrath. What is necessary is that cops who are suspected of using torture and causing custodial death should be punished: they should be arrested and put on trial. The police have devised ingenious methods to show that the death in a police station is a case of suicide or accident. What is a matter of concern is that very often, their explanations are accepted. Some steps should be taken to ensure that a fair enquiry takes place and judicial procedures are initiated. To say the least, it is a shame that third degree method (torture) is used in our police stations. Not all those subjected to torture die, but they suffer serious injuries. It is only when a suspect dies that the matter is taken note of. A civilised society cannot approve of torture and custodial death.

F Prime Minister Manmohan Singh had not used – on several occasions – damage control strategies, the UPA government would not have been there today. To save the government, quite often he had to resort to corrupt methods. He must have known what he was doing but, in the interest of his party’s and the government’s survival, he had to take even illegal and unethical steps. The truth is that the Congress party has survived by resorting to corruption. And the fingers of the public are today mainly pointed towards Prime Minister Manmohan Singh. It is a fact that he approved of corrupt strategies to remain in power. Maybe if had taken bold steps and firmly decided to stick to an honest path, he could have ensured his party would – in the event of a mid-term poll – return to power. Manmohan Singh referred to it as “coalition compulsions.” The minority Congress government had always had to pathetically depend on its allies and fair weather opposition political parties to muster majority in the Parliament. When ministers in his government resorted to corrupt practices, Manmohan Singh could not take any action against them. A case of corruption by one of his allies – the Dravida Munnetra Kazagham (DMK) – should have been positively and firmly handled by him – but it was not. DMK minister A. Raja was conducting a scam involving crores. The 2G scam should have been stopped by the Prime Minister, but he did not. Why did he choose to turn a blind eye to the scam? Why did he not pull up A. Raja? He had the power to dismiss him and stop the scam. He chose not to do so because the DMK, a crucial ally of the Congress, hinted that it would withdraw support to the government. The DMK had 19 MPs and their support to the minority government was very important. So the PM turned a blind eye to the 2G scam – and ensured the survival of the UPA government. Another ally of the PM who was in the UPA government was the Trinamool Congress (TMC) whose support the former badly needed. And Trinamool’s chief Mamata Banerjee caused a great deal of trouble for the Prime Minister. She had a long list of demands and whether he liked them or not, he had to concede to all of them. It is evident that there have been many corrupt dealings by ministers and officers with regard to which the PM maintained a stony silence. The Prime Minister had to secure the support of opposition parties as well when finally the DMK and the TMC withdrew support to the UPA government. Support from opposition parties does not come easily. The PM had to bend backwards and give all sorts of assistance to them. Mulayam Singh attacks the UPA government all the time, but in Parliament, he gives valuable support to it. He has

My eyes moist up as I remember so well, the day she was born: “A girl, sir,” said the nurse and disappeared back into the confines of the unknown room. “A girl,” I said as I soon saw her, and my heart beat faster in ecstasy. “My dream girl! My daughter!” I drove my old scooter through the still busy streets of Bombay and found an old Irani restaurant, crowded thoughmidnight had come and gone. I sat at an empty table and sipped a cup of tea trying to share my happiness with all around. “One day,” I said, “she’ll be eighteen and we’ll come back here and share a cup of tea together.” “Don’t let her head slip,” snapped my wife as I tried to hold my new –born in my arms. “You’ll make her cry now,” said my mother-in-law as she tried to take away my own from my hands. helped it to pass important bills in the Parliament. The UPA government took its own time to end his problems. The CBI took a long time to close his disproportionate assets case. It is certain that collaboration between the Samajwadi Party and the Congress will continue even after the 2014 elections. The UPA government’s prestige is by no means enhanced by a mutually beneficial relationship with the Samajwadi Party. Getting CBI cases against corrupt leaders closed does not add to the credit of the UPA. The UPA government also has got the CBI case against Mayawati closed. There was a disproportionate assets case against her too. In the closure of all these cases, Prime Minister Manmohan Singh is regarded as the culprit. The Prime Minister had no go but to help Mayawati and Mulayam Singh get out of trouble. It is possible that the Prime Minister had

ROUND-UP A.R. Kanangi no hand in the huge coal-gate scam in which coal blocks were given away for a song. It could be other ministers, bureaucrats of the coal ministry, that were behind the scam and he had nothing to do with it. He was however in charge of the coal ministry for sometime and hence could not escape blame. And finally, there is this brazen incident of corruption: the ordinance to change the Supreme Court’s order with regard to the disqualification of members of parliament immediately on their being convicted for two or more years. According to the Supreme Court order, the disqualified member could not continue to sit in Parliament. The ordinance sought among other things to allow the MPs to continue to sit in Parliament. Why was Manmohan Singh interested in promulgating the ordinance? He could have taken it up as a bill in the monsoon session of Parliament. He wanted to save his friend Lalu Prasad Yadav. Yadav who was to be sentenced the very next week the Supreme Court order came. The fertiliser fraud case in which Lalu is involved attracts three to five years in jail. “I am deeply hurt”, the Prime Minister said when Rahul Gandhi said he wanted the ordi-

nance to be “torn and thrown away.” Rahul also said that the ordinance is “nonsense”. Rahul’s remark showed the PM in a poor light. There was a big blow to his prestige. Apart from charges of corruption, there was this charge by his own party leader that he was resorting to wrong-doing. The Prime Minister had to withdraw the ordinance. It looks like the party had made a scapegoat of him. The minority Congress government at the Centre would have collapsed long ago if Manmohan Singh had not adopted corrupt danger control measures.

Can Rahul win elections?

T looks like dynasty has no attraction for the people of this country. It, however, has for the Congress Party. There is no democracy in the Congress Party. The party has accepted the fact that beyond the dynasty, no leader can aspire to be the PM. It is only when a dynasty man is not available that some other leader can stake his claim to be PM. Dr. Singh could become PM only because there was no dynasty man at that time. The party has some experienced senior leaders but not one of them has ever even hinted that he would like to be the PM. Even now, Rahul Gandhi, the dynasty man, is the supreme leader of the party. Three top ministers of the government want to the President to ask him to give his formal consent to the ordinance with regard to disqualification of convicted MPs. When, however, Rahul Gandhi declared angrily the ordinance was ‘nonsense’, they promptly changed their stand and followed the leader. They have all become impotent and if they had any ambition to become PM they seem to have buried it deep. The situation is quite pathetic. If Rahul Gandhi is not there, the party will feel helpless like orphans. In the BJP, there is democracy in its functioning. Two or three years ago, none in the party thought that Narendra Modi would be the Prime Minister nominee. Any leader is free to aspire to become the prime minister in BJP. A significant remark by a queen of the dynasty – Indira Gandhi – merits attention. She said that so long as a leader succeeds in winning elections for them, the party folks hold him or her in high esteem. If he/she fails in that regard, he/she will be dropped. It is clear that the Congress leaders still think Rahul can win elections – even after his campaigning in the elections in Uttar Pradesh was a total failure and led to the rout of the Congress. The Congress leaders seem to still think that Rahul Gandhi – a dynasty man – can win elections for them. Banking on Rahul Gandhi to return to power may be a big mistake. The Congress has a formidable strong opponent in Narendra Modi.

‘Bradman’ of Indian cricket calls it a day! SACHIN TENDULKAR’S announcement of his retirement from Test cricket brings an end to an unparalleled career spanning 24 years. Having already quit ODIs and T20s, Sachin will walk out for the last time for Team India when he plays his 200th Test match in the upcoming series against the West Indies next month. There is no denying that Sachin’s retirement represents the end of an era for Indian cricket. Making his international debut in 1969 against Pakistan, Sachin’s prowess on the field mirrored the emergence of a youthful post-liberalisation India that was ready to take on the world. Not only did Sachin capture the imagination of an entire generation, he also shouldered the obsession with excellence. That for 24 years he shouldered the expectations of a billion cricket-crazy fans bears testimony to Sachin’s longevity and genius. Records and milestones fell by the wayside -- 50,000 runs in all formats of the game, the first batsman to score 200 runs in an ODI, 100 international centuries, the list reads on and on. But the real brilliance of Sachin lay in the way he adapted his game over the years, beginning as an explosive young batsman, transforming himself into the sheet anchor of the team, captain and finally its elder statesman. Sachin has indeed been the grand old oak of Indian cricket under which younger players have flourished. At the age

Grand Navratri celebrations BENGALIS celebrate by worshipping Kali. The coverage and the colour photos looked great and the spiritual feeling of Bengal came to the satellite city. Dusshera is being celebrated all over India in different ways. For example Gujaratis play Garba during the nine day festival and some of them observe fast as well. South Indians celebrate Navratri in an unique way by placing beautifully decorated dolls at home. Just like cricket, Dandiya mania rules the roost in Mumbai in general and Navi Mumbai in partic-

And Team India, with a crop of talented young players, would do well to get used to life after Sachin Tendulkar. — Bhagwan Thadani, Mumbai

SO, at long last comes the news of Sachin Tendulkar deciding to hang up his boots after playing his 200th Test match, another personal milestone in his very long career on his home soil in front of

his proud mother. There is no denying the fact that he made his courageous Test debut in Karachi way back in 1989 when he was barely 16 and at a time when the Pakistan all-rounder, Imran Khan, was at his peak and that he went on to add one personal record after another is now history. However, with all that, it also needs to be regretfully pointed out that in the process the maestro overplayed himself, taking his selection for granted, without realising that by treating national cricket as his personal ‘fiefdom’ so passionately, he was blocking the place of a younger player in Team India.

HUBANESWAR/ HYDERABAD: Odisha and Andhra Pradesh on Friday braced for the ‘very severe’ cyclone that is expected to hit the east coast with winds gusting up to 220 kmph on Saturday, as lakhs of people were being evacuated to safer places and the military kept on standby. Cyclone Phailin — the biggest cyclone in years to hit Odisha — is expected to make landfall near Gopalpur in Ganjam district in the eastern state after crossing an area between Paradip in Odisha and Kalingapatnam in AP. Five districts were in the eye of the storm with IMD Chief Dr. L.S. Rathore identifying Ganjam, Khurda, Puri and Jagatsinghpur districts in Odisha and Srikakalum in AP as those that is likely to be worst hit, reports PTI. Rathore said the cyclone storm over east central Bay of Bengal cur-

Rathore said the storm, which will hit the coast at 6 p.m., is unlikely to develop into a super cyclone. Phailin was named by Thailand and it means sapphire in Thai. “The US Navy has also forecast that the wind speed will be above 240 kmph. Therefore, the cyclone is not less than any super cyclone for us,” Special Relief Commissioner P.K. Mohapatra told PTI in Bhubaneshwar. Mohapatra said the IMD had declared the 1999 calamity as a super cyclone as the wind speed had crossed 220 kmph. An estimated 9,885 persons were killed in the super cyclone that pummelled

Squalls with a wind speed of 4555 kmph to 65 kmph have already started along Odisha coast since morning under the impact of Phailin. About 25 cm of rain has been predicted in 24 hours in the affected districts due to the cyclone. The Odisha health department cancelled holidays and leave of all doctors in view of the impending situation even as the state government set a target of ‘zero casualty’ and ordered speedy evacuation of people in seven coastal districts. East Coast Railway planned to regulate and cancel about 24 passenger trains between Visakhapatnam and Bhadrak on the Howrah-Chennai Main Line route on Saturday.

EW DELHI: An altercation during a boxing match led to a clash between officers and soldiers of an Army unit in Meerut in Uttar Pradesh, leaving three personnel including the second-incommand injured. Army Chief Gen Bikram Singh took serious note of the incident that occurred last evening and ordered expeditious Court of Inquiry and punishment for the guilty. He said there is ‘zero tolerance’ for such acts of indiscipline. The incident took place in the 10 Sikh Light Infantry regiment during an inter-company boxing match there, sources told PTI, yesterday. During the clash, a Lt Col, who is the second-in-command of the unit, was injured along with another officer, the sources said. The Lt Col has been hospitalised. Taking serious view of the

EW DELHI: On the fifth day of his hunger strike on Friday against Telangana creation, TDP chief N Chandrababu Naidu was forcibly evicted by police from Andhra Bhavan here amid high drama and chaos and shifted to a hospital where he continued his fast. As soon as a large posse of Delhi police descended on Andhra Bhavan near India Gate at around 2.30 p.m., hundreds of sloganshouting TDP workers tried to block them from evicting their leader, reports PTI. Heckling and jostling broke loose on the premises and police had to use mild force to make their way towards the podium where Naidu was sitting. Women cadres of the party were in the lead in trying to block the way of the police. Naidu supporters vandalised the place, shouting slogans against Congress President Sonia Gandhi, burning her effigies and hurling slippers at the banners of Gandhi and Chief Minister Kiran Kumar

incident, the Army Chief told PTI that he has given directions for expeditious inquiry. “The acts of indiscipline will not be tolerated. There is zero tolerance to such acts of indiscipline,” he said. “I have given directions that the Court of Inquiry should complete its probe at the earliest and ensure that strict action is taken against the defaulting personnel,” Gen Singh said. The Army Headquarters said a Brigadier-level officer has been tasked to conduct a Court of Inquiry into the clash. The 10 Sikh LI is based in Delhi and is in Meerut’s Dobhotua village for practice, Army officials said. ODHPUR/ AHMEDABAD: Gujarat police were on Friday granted custody of self-styled godman Asaram Bapu by a Jodhpur court for questioning in sexual assault case lodged by two sisters against him and his son Narayan Sai who filed an anticipatory bail plea in a Surat court. "The court permitted the Gujarat police to take Asaram with them for interrogation," said Manish Vyas, counsel for the victim whose rape complaint in Jodhpur led to Asaram's arrest in August. Extending the judicial custody of Asaram and other four co-accused for 14 days in the Jodhpur case, District and Session Judge Manoj Kumar Vyas directed the Jodhpur Central Jail to ensure they appear in court on Oct. 25.

Meanwhile, Sai, against whom Gujarat police have issued a lookout notice, has filed an anticipatory bail plea in connection with the complaint of sexual assault against him by the two Suratbased sisters. "We have moved a Surat court for anticipatory bail for Sai in connection with the case lodged against him in Jehangirpura police station," his lawyer Kalpesh Desai told PTI. The application, which may be heard next week, questions the delay in filing of FIR and alleges that the complaint is bogus. Surat police had recently registered two complaints against them of rape, sexual assault, illegal confinement and other charges on the complaint by the two sisters.

War Chhod Na Yaar

At: PVR and other cinemas Directed by Faraz Haider Cast: Sharman Joshi, Jaaved Jaffrey, Soha Ali Khan, Dalip Tahil, and others Rating:

t claims to be India’s first war comedy, which it dares to be when every other film in the list is either bombastic, jingoistic or boringly melodramatic. Unfortunately, Faraz Haider’s War Chhod Na Yaar, is a juvenile effort, with a script that seems to have been written in a college canteen by dopey teens. It doesn’t quite make the grade as a satire or black comedy, but it must be the only war film ever in which no one dies. India’s Captain Rana (Sharman Joshi) and Pakistan’s Captain Qureshi (Jaaved Jafferi) are at a desolate border outpost, passing the time trading insults or playing antakshari. They don’t want war, because, as the dialogue pedantically explains several times, Indians and Pakistani are bhai-bhai. The fault lies with war-mongering superpowers looking for arms sales, and corrupt politicians on both

Comedy of Platitudes war. The Indian minister has leaked information to her, in return for a fudged story that makes it look like he was on the spot when the war broke out. But Rut and Rana fall in love, they want to stop the war, and take the help of the other side to pull the plug on the politicians’ evil plans. It is the media, if you please, that acts as peacemaker. Haider tries hard to extract laughs—like the unrelated track of three clueless Afghan infiltrators, as a running gag. It’s okay to make fun of the enemy in a comedy, but surely Pakistani soldiers are not starved and forced to fight on an empty stomach! China gets a battering too, as the instigator of war and producer of substandard sides, getting their cut. All four goods—including bombs that don’t slimeballs are played by Dalip Tahil, go off. B

UILDING on the worldwide blockbuster success of ‘Fast and Furious’ series and taking the action, stunts and narrative to even greater heights, the new flick sees director Justin Lin back behind the camera for the fourth time along with longtime producers Neal H. Moritz and Vin Diesel, and producer Clayton Townsend. The series which has a huge fan following, more for its car chases/ races, fist fighting, eye candy, tough guy talk and a little bit of humor, has moved to street chases wherein London is transformed into a frenetic, high-octane racing ground and girl–on–girl fist fights are something to watch out for. Clocking in at a little over two hours, the film’s highlight would be the car chases and the finale -- special effects -- charged aircraft battle. Dom (Vin Diesel) and Brian (Paul Walker) are in Rio, each on their own after bringing down a drug kingpin in the franchise’s previous instalment -- the Rio Heist. They’ve left crime behind and just as they settle in to a new life, they are drawn back to crime in another fight to death game. Brian has become a family man and fa-

ther to a baby and he does not want to set foot back into fighting the mafia. But Agent Hobbs (Wayne Johnson) offers them a deal to investigate the destruction of a Russian military convoy by former British Special Forces soldier Owen Shaw (Luke Evans) and his crew. Hobbs persuades Dom to help take down Shaw after showing him a photo of his former flame Letty (Michelle Rodriguez) who they’d thought was dead, is alive and a partner in crime with Shaw. Dom still loves her, but to get to her, would have to hit the streets again. Dom agrees to bring Shaw down, in exchange for full amnesty for himself and his crew. Dom reassembles his team and sets out to finish Shaw and win the love of his life in a nail biting action packed spectacle. — By Verus Ferreira

LEGAL QUERIES

EXPERT SPEAK Gajanan Khergamker

DOUBTS A FIRST-TIME BUYER HAS TO TACKLE AT THE VERY ONSET BUYING a home for the first time is a really serious affair. And, many first-time home buyers have some or the other doubts and questions in their head about his/her decision of buying a house. Many first-time home buyers have doubts about buying a house at all and wonder if living in a rented place is a better option than having his/her own house. Sure there are both upsides and downsides of owning your own house, but the upsides far outweigh the downsides. First of all having a property of your own is an investment you make for your and your family’s future. So think of buying a house as an investment instead of a lot of expenditure. The money that you pay to your renter while you are living in his/her house is the money you will never get back whereas, the money that you put in your own property is for securing your future. Another many common question that a potential, first-time home buyer has on his/her mind is - do I have to agree on the rate the builder has quoted or can I bargain? Well you can surely bargain on the rates of the house with the builder there is no fixed rules rates for the house. But you have to be good at bargaining skills or the builder can very well make you agree on his rates. To do this first you have to ensure the builders that you really are a genuine buyer and that you are really interested in buying a house and are not just there to kill time. Once the builder gets convinced of your motives you can make your move. Another question that a first-time home buyer usually falls prey to is whether or not to hire a property broker. A broker can be a good idea for those who have no idea at all about this field. If manage to find yourself a good broker, he may able to tell you about the intricacies of the real estate field and how it works. Also, he will help you with the documents and will also do the talking and bargaining. But, if you know about how the market works and how to clinch yourself a good deal then you can very well manage on your own. Plus, you will save a lot of money that otherwise would have gone in the brokers commission. Is opting for a pre-approved property better than opting for any other home? A pre-approved project is one which some home loan lenders ‘approve of.’ In other words, the lender will examine the legal documents, the track record of the builder as well as the stages of completion of the project before declaring it ‘pre-approved.’ If the lender is satisfied with the project in all this and the project is completed on time, it is then given a title of ‘pre-approved project’ by that lender. Preapproved project certainly cuts down on your legal work and you also get an assurance that the property is free of any encumbrances. But that does not mean that any preapproved project is any bad. You can book for a project and decide on a home loan provider and the lender will do their own sets of checking of the project before giving you the loan. The bank may charge you processing charge but other than that, if the lender approves your loan the property is just as safe as any other pre-approved property. TetraVex is a challenging brain teaser. The object of the game is to fill the grid with the tiles so that the patterns on the adjacent edges of each tile match, much like aligning domino tiles. The object of the game is to place all the tiles in the grid so that the figures on the adjacent edges of each tile match. You can place any tile anywhere in the grid, but you cannot place a tile in the grid if its edges do not match all of its neighbors. Find a digit that occurs only once on a given puzzle. You know that this digit must lie along the outer edge of the grid, since there are no other tiles that can match it. You can simplify solving by cutting out the nine squares and juggling them in the grid.

ARIES (March 21 - April 20): An optimistic mood prevails and you will achieve wonders in all that you do. Good news concerning your work and career awaits you. Sudden travel plans may keep you on the move today. A close relative from out of town could be visiting you with some good news. The single will meet a person of great charm where there are possibilities of a future together.

TAURUS (April 21 - May 20): Review your financial situation and you find that you have done well and worries you had were only in your mind. You have never had it so good in your business or career. Continue your efforts in your present activities without seeking any changes at the moment. The lighter moments of leisure spent in the charming company of your beloved will more than compensate in terms of happiness and joy.

GEMINI (May 21 - June 20): Good news comes from long distance. You will benefit from those living in another city or even overseas. You are confronted with unusual problem at work. This intrigues you and yet you may even succeed in solving it with help from associates. Problems arise in family. Love life could face some ups and downs today. If eligible and in love, you will have to make a commitment or face the consequences from your beloved who seems to have lost patience with you.

CANCER (June 21 - July 21): Problems that may have cropped up in your work will be resolved. You can look forward to news of some extra finances today. After constant setbacks things begin to move in the right direction. Do not be in a rush to make up for lost time. Haste makes waste. VIRGO (August 22 - September 21): Your work gets appreciated making you optimistic. Gains through government or someone important are likely. Any opposition that you may have will be overcome easily. Forces that have opposed you will now be redundant. In a personal relationship, make the first move towards making peace. Nostalgia gets the better of you and you may want to revive those moments with one you love. Plan an exclusive evening just for love.

LIBRA (September 22 - October 22): Your profits can be increased by certain radical changes. Begin from cutting down expenditure, and get rid of unproductive investments. Stand by what you believe in. let not others opinions cause undue stress. Results prove you right. Don’t be overly touchy. If in love, you will just have to work on the basis of trust. There is a tendency to be needlessly touchy.

SCORPIO (October 23 - November 21): Face up to the problem and work towards better understanding and accepting each other’s shortcomings rather than carp about each other. A willingness to change your perceptions rather than state of affairs will go a long way to help you achieve what you want. Togetherness with your mate or beloved is lackluster. It seems both of you are preoccupied with your individual problems.

SAGITTARIUS (November 22 December 20): You will find that your normal routine goes haywire as things change dramatically around you. Plans for sudden travel are a strong possibility. There will be enough distractions but it is up to you to concentrate and conclude the task on hand satisfactorily. A mild flirtation is a possibility. It is light hearted fun and should be treated that way and not taken seriously.

CAPRICORN (December 21 - January 19): If you strongly feel for a certain plan of action for investment then follow it through and do not get put off by self appointed advisers who do not understand what you are up to. You will succeed provided you proceed step by step and not go overboard in your enthusiasm. In a love relationship follow your gut feelings and things will work out. Let there be no misunderstanding.

AQUARIUS (January 20 - February 18): Financial involvement should be kept to a minimum and avoid doing any transaction in another person’s name. Do not easily put your trust in people for you could be taken advantage of. Even what you say could be misrepresented. Keep interactions with others to the minimum today. Your beloved may feel a bit low and neglected. You need to spend some time together to reassure your sweetheart of your love and affection.

PISCES (February 19 - March 20): You will have a favorable day at work. There will be a fresh work offer that holds promise of a steady growth in your career. In new projects, working independently will benefit you. Any legal disputes regarding an old project or partnerships will get resolved now. A new attraction may not be the staying kind. Try not to get too involved or you may get hurt later when things do not work out.

And there is a chance to eat all the world famous creations of the kitchen. The Germans will certainly add to the success of the day in no small measure. And another entertainment is: A special German band flown specially from Germany. And on the Nanoli Day, there will be prizes too: Volkswagen Vento Car. Jeremiah, Circle of Life and Trance. They have all performed exceedingly well during the season-winning by several lengths. PUJARA CRACKS TRIPLE TON AS INDIA A CLOSES IN ON VICTORY SPORTS

H

UBLI: India A skipper Cheteshwar Pujara cracked his third triple ton in first-class cricket as India A rode on his brilliance to force West Indies A stare at an embarrassing defeat in the third unofficial ‘Test’ here today. West Indies trail the hosts by 180 runs with seven wickets remaining in their second innings. Pujara notched up an unbeaten 306 in a masterly exhibition of batsmanship as India A declared their first innings at 564 for nine just at the stroke of tea in reply to West Indies A’s 268 in their first essay, to take a substantial 296-run lead. At stumps on day three, the Indians had re-

duced the visitors to 116 for three in their second innings at KSCA Stadium. The bowlers forced the Windies top order batsmen to surrender tamely with Zaheer Khan trapping stand-in captain Kieran Powell leg before for six, while Dhawal Kulkarni clean bowled Leon Johnson for one. Right-arm medium fast Ishwar Pandey claimed the prized wicket of Kraigg Brathwaite leg before for 21. The right-hand batsman had been a thorn in the flesh for the hosts with two half centuries and a century in the series. Narsingh Deonaraine and Assad Fudadin were batting on 44 and 36, respectively, when the

South Zone on top against Central Zone in Duleep semis C

stay at the crease yielded four fours and three sixes. The batsmen that followed him could not make much of as Central Zone folded for 209. Besides Ojha, Abhimanyu Mithun also grabbed a three-wicket haul, conceding merely 29 runs in his 14 overs. In response, South made a good start with Mukund and Akshath Reddy (16) putting on 44 runs for the opening wicket. Chawla broke the stand before Umesh Yadav accounted for Lokesh Rahul (11). However, Mukund found a steady partner in Aparajith.

HENNAI: South Zone took a commanding position in the Duleep Trophy semifinal as they skittled out Central Zone for a mere 209 before reaching 137 for two in reply on the second day of the match, here today. Resuming at the overnight 123 for 5, Central Zone kept losing wickets at regular intervals with skipper Piyush Chawla being the team’s top-scorer with a fine knock of 56. In reply, South Zone were cruising along with captain Abhinav Mukund (61) and Baba Aparajith (35) at the crease when

stumps were drawn for the day. The hosts now need to score just 73 more runs to take first innings lead and barring a collapse they would book their berth in the title clash. In the morning session, overnight batsman Shalabh Srivastava (22) did not last too long and was trapped LBW by Malolan Rangarajan. Chawla tried to hold fort for some time but after a 42-run seventh-wicket partnership with Jalaj Saxena, he became spinner Pragyan Ojha’s second wicket in an overall tally of 3/49. Chawla’s

Vettel quickest as tragedy shocks drivers

Ton-up Chand, Ian Dev shine for North Zone

S

UZUKA (Japan): Runaway leader Sebastian Vettel timed quickest ahead of the Japanese Grand Prix today as Formula One reeled from the tragic death of a former reserve driver Former Spanish Formula One test driver Maria de Villota. Vettel avoided a rash of spins and crashes to clock 1min 33.852secs , 0.168 quicker than team-mate Mark Webber. the performance was ominous from Vettel, who will win his fourth straight world title if Fernando Alonso finishes outside the top eight on Sunday.

K

OCHI: Young opener Unmukt Chand led the way with a patient century as North Zone posted a formidable 329 for two in their Duleep Trophy semifinal against East Zone here today. While the 20-year-old Chand made 116 off 230 balls, Ian Dev Singh was unfortunate to have missed his century by five runs due to a hamstring injury. After only 17 overs were bowled on the opening day yesterday due to rain, North Zone batsmen batted with purpose today to reach a strong position after batting 112 overs at the Nehru Stadium. At stumps, Mandeep Singh and

Rajat Paliwal were batting on 40 and 41, respectively.Chand struck 17 fours and a six during his stay at the crease while Ian Dev, in his 180-ball knock, hit 11 fours and two sixes. Resuming at 33 for no loss, North lost their first wicket when Ashok Dinda dismissed Jiwanjot Singh for 24 with the team score reading 50.Then followed a big 198-run stand for the second wicket between Unmukt and 24year-old Ian Dev, leaving the East Zone bowlers looking for answers. The bowlers couldn’t effect a breakthrough till Shahbaz Nadeem brought an end to Chand’s tenure.

Jwala thanks well-wishers for standing behind her H

YDERABAD: Elated with Delhi High Court’s order to allow her to take part in national and international tournaments, top doubles shuttler Jwala Gutta today thanked everyone who stood by her during the hour of crisis. “I am very very happy that the order of the honourable judge was in our favour. Happy that I am allowed to play. My whole life I have done nothing but played badminton. I just hope I continue to do that and bring laurels to the country, and make everyone proud,” said Jwala.

Extending her gratitude to her doubles partner Ashwini Ponnappa and her coaches, Jwala said, “I am thankful to Clean Sports India (CSI) who openly lend its support and to Ashwini, who was also going through a lot of stress because it was not only my entry that was withdrawn from the Denmark Open but also hers. So I am really glad that she understood me and stood by me. That makes me really very strong. “In fact, I want to thank (Banga Beats coach) Vimal Kumar Sir, (coach Syed Mohammad) Arif Sir, all my friends and everyone stood

who by me. Even one line messages from them were enough to give me strength to win the battle,” she insisted. The Delhi High Court yesterday asked Badminton Association of India (BAI) to allow Jwala to participate in upcoming tournaments till the disciplinary authority takes a final decision on the issue of her alleged indiscipline. The two tournaments in which Gutta was to participate were Denmark Open scheduled from October 15 to 20 and French Open from October 22 to 27.

stumps were drawn. The duo had put on an unbeaten 59 runs together for the fourth wicket. With just a day left , India A will look to push for victory by making best use of morning conditions on the final day tomorrow. Captain Pujara, who became only the second Indian after Ravindra Jadeja to score three triple hundreds, would be expecting Zaheer, Abhishek Nayar and Kulkarni to come good and help India A level the threematch series 1-1. The day today belonged to the Saurashtrian run-machine Pujara, who displayed an innings of discipline and character to tilt the match in India A’s favour.

Archery Assn demands govt intervention in stapled visa issue

N

EW DELHI: Top officials of Archery Association of India today expressed shock and anger at the incident of two Arunachali archers, who were issued stapled Chinese visas, being prevented from leaving for China to take part in the upcoming Youth World Championship. Mihu Maselo and Yumi Sorang — both 14 years old — were disallowed by China Southern Airlines authorities from boarding a Guangzhoubound flight at the IGI Airport late last night, saying they will not be allowed to enter China as they don’t have affixed visa on their passport. The other members of the 24-strong archery team left for the Youth World Championship to be held at Wuxi from October 1321. AAA President V K Malhotra wrote a strongly-worded letter to External Affairs Minister Salman Khurshid and said time has come to call the Chinese bluff. He said giving stapled visas to the two archers from Arunachal Pradesh was an affront to India’s sovereignty and integrity.
