Disabled man held for coercing minors into prostitution after luring them with promises of a good life and raping them
By Zuber Ansari
T
he Vakola police are claiming to have busted a human trafficking racket with the arrest of a 49year-old disabled man from his residence at Gajdharband locality in Santacruz (W). The man was allegedly luring minor girls on the promise of providing them with a good lifestyle and was then pushing them into prostitution. He was reportedly running his racket from localities in Kandivli, Vakola, Santacruz and Virar. Around 10 girls have gone missing from the Vakola police station jurisdiction in the last six month and the police are still busy with the investigations in these cases. In a recent incident, a 16 year-old girl went missing on July 7 after she left her home to collect her SSC result from the Public High School in Vakola. When she did not return even on the next day, her parents filed a missing complaint at the local police station. The police report that the girl was lured into a life of prostitution by the man. According to Police Sub Inspector and investigation officer in the case, Kisan Mane,
The accused, Nandlal Patil (in checked shirt) with police constable Bhoite. “We have arrested Nandlal Patil under section 366A of the IPC (procreation of minor girl). It is too early to say anything more in this case, but we are searching other people too in this case. The mother of the victim has alleged that Patil and his
accomplice, Nisha, were the masterminds. She said Nisha knew her daughter very well and also stayed over at their home for a week after she was thrown out of her own house because of her bad character. Continued on pg 8 ÂŤ

oliticians, mainly the tainted ones, are up in arms against the Supreme Court’s decision upholding disqualification of convicted MPs, MLAs from the date of their conviction. While politicians argue that this is encroaching into their constitutional space, legal eagles have applauded the move. The separate judgment has definitely set up a clash between the judiciary, constitutional experts and politicians. After the justices A.K. Patnaik and S.J. Mukhopadhaya
delivered the blow to tainted lawmakers, politicians like Samajwadi Party leader Ram Gopal Yadav lashed out at the apex court asking it not to meddle in politics. However, noted jurist and MP Ram Jethmalani, has welcomed the SC verdict arguing that politicians will have to accept the apex court verdict, while the BJP national spokesperson Prakash Javadekar called upon the government to hold a serious debate on electoral reforms. and Harbour lines and several trains are running late. On Western line, suburban services have been suspended between Nalasopara and Virar, sources said. Weatherman has forecast frequent spells of rain or showers over the next 48 hours. While Mumbai city received 36.5 mm of rain, suburbs recorded 59.2 mm of rain till 2.30 pm. Heavy rains in parts of Gujarat, bordering Maharashtra, have resulted in disruption of railway traffic between Mumbai and Ahmedabad.
F
our people died in different accidents across the city after heavy rains paralysed the city roads and air traffic on Friday. The Brihanmumbai Municipal Corporation (BMC), initially redfaced after the city suffered from water logging, got a reason to smile when the Tulsi Dam started overflowing. According to metrological reports, from 8.00 a.m. to 8.00 p.m. Colaba recorded 47 mm rainfall and Santacruz recorded 102 mm rainfall. According to the IMD forecast, the city will experience heavy rainfall in the next 24 hours. Students were seen making their way to school through thigh deep waters. The BMC has been spending hundreds of crores annually on their nullah cleaning projects. Several councillors objected to the amount of money that was spent on these projects and even criticised the lack of development in these projects. All of those criticisms withered away when a mere 80mm of rainfall for ten hours brought the city to a standstill. Even civic officials admitted that at least 24 different places, including Hindmata, Hindu Colony, King Circle, Mukhyadyapak Nullah and Dharamvir Raje Marg, had waterlogging for several hours. The BMC had installed dewatering pumps but to no avail. In the Eastern suburbs LBS Marg, Bhoir Nagar, Vikroli Link Road and Vashi Naka suffered from water logging. Similarly in the western suburbs, Milan subway, Dindoshi, Tiwari Chawl in Goregaon, Lokhandwala circle, Talao Road in Kandivli and Air India building’s main gate at Santa Cruz also faced water logging. Due to water logging at Hindmata, King’s Circle, Elphinstone Road and Bhandup traffic was diverted from other substitutes. Sim-

lmost a month after a Public Interest Litigation (PIL) was filed in the Bombay High Court seeking direction to the state government to withdraw Geography text books in which Sindh has been replaced in the national anthem with Sindhu, the court on Friday asked the state government if it knows India’s national anthem. The PIL filed by Mulund resident Dakshata Shet, through her advocate Sandesh Sawant, has sought the withdrawal of Class X and XII textbooks in which the word ‘Sindh’ has been replaced by ‘Sindhu’. The division bench of Justices D. Y. Chandrachud and S. C. Gupte issued a notice to the state government and the Principal Secretary of the Home Department, and asked them to file their affidavit by August 2. “Does the state government not know
our national anthem? You cannot start changing words in the national anthem. What do you propose to do?” Justice Chandrachud asked the state government. To this, the Additional Government Pleader, Abhinan-

Observing that they find no reason to defile the original script sung since December 27, 1911 by Rabindranath Tagore, a division bench of Chief Justice Mohit Shah and Justice Roshan Dalvi on October 7, 2011 had dismissed with costs, a PIL by retired professor Shreekant Malushte seeking replacement of the word Sindh with Sindhu. Malushte contended that Sindh, which is now a part of Pakistan should be replaced with Sindhu, a river in northern India. otorists and pedestrians on the busy Sativali Road Junction in Vasai, were in store for a pleasant surprise on Wednesday morning, when they spotted an uniformed traffic personnel on duty, single-handedly filling potholes in the middle of the road. The incident took place after the Vasai-Virar Municpal Corporation (VVMC) turned a blind eye each time the cop – Narayan Jyotiba Chougle (45) – a head constable attached to the Traffic Di-
vision of the Thane (Rural) Police, tried to draw their attention to the problem. Motorists and people from the area appreciated Chougle’s gesture and chided the VVMC and local elected representatives for neglecting their duty and ignoring the bad state of the roads. “The road has developed huge potholes which have led to a frequent break down of vehicles and subsequent traffic snarls, with the rains adding to the woes. We too are responsible citizens and empathise with motorists,” said Chougle.

ver 1,500 doctors, nursing students and interns from the BMCrun Sion, KEM and Nair hospitals observed ‘Black Mask Day’ yesterday at their respective colleges, as a mark of protest against the lack of proper living and working conditions of resident doc-
tors at government hospitals in the city. This protest was also a part of the commemoration week observed in memory of Dr. Samidha Khandare from Sion Hospital, who recently succumbed to multi-drug resistant TB. “Our basic demands for leading a healthy life have to be fulfilled. We don’t want more doctors succumbing to
TB. TB deaths are avoidable and measures have to be taken to make sure that they are avoided,” said Dr. Santosh Wakchaure, President, Maharashtra Association of Resident Doctors (MARD). this connection. It is suspected that more persons may be involved in this racket. On Friday, Patil was produced before the court which remanded him to police custody until July 16,” added Mane.
Judicio-politico crisis emerging? Continued from pg 1 « arguing about the supremacy of the Parliament or the legislature to make laws. However, according to State Legislature Secretary Anant Kalse, under the Constitution, the Supreme Court or the High Court can strike down any law enacted by Parliament or the State Legislature if it abridges the rights conferred by Articles 13(2) (Fundamental Rights), 14 (Equality before Law), 19 (Freedom of Speech) and 21 (Personal Liberty). The SC verdict in the Lily Thomas, Lok Prahari and others versus the Union of
India case rests on the premise of Article 14. Whereas, Section 8(4) of the RP Act, 1951, allowed lawmakers disqualified by lower courts in poll related offences to continue to remain elected representatives pending their appeal in higher courts. The SC in the Lily Thomas case has already struck down the said section. The SC, in two separate judgments yesterday in the matters of Basant Kumar Chaudhary and Chief Election Commissioner versus Jan Chaukidar (Peoples Watch) and others, has upheld the Patna High Court
judgment that interprets Section 62(5) of the Representation of the People Act, 1951 that seeks to debar convicts lodged in jail from voting. The judgment further adds that such convicts under the same Section 62 shall not be allowed to vote if he or she is disqualified in Section 16 of the RP Act. Such a person’s name has to be deleted from the voters’ list. The SC, in its verdict, has already debarred lawmakers who have served two years of jail term from contesting elections but the provision does not apply to persons under preventive detention.
Crime Branch begins probe in Charu Deshpande suicide case

S
tate Home Minister R.R. Patil has ordered Mumbai Crime Branch chief Himanshu Roy to probe the alleged suicide of Tata Steel’s former head of corporate communications, following which the officer’s team has begun a parallel investigation into the case. Charudatta Deshpande, Tata Steel’s 57-year-old former chief of Corporate Communications, was found hanging at his Vasai home on June 28. No suicide note was found. His friends and former colleagues alleged that he had been harassed. A case has been registered at Vasai police station and the police are already probing the matter. “I have received orders from the Home Minister, following which a parallel investigation is being done by my team. I am personally looking into the case,” Joint Police Commissioner (Crime) Himanshu Roy told PTI, yesterday. One of the crime branch teams today visited Vasai police station to meet the investigating officers there and collected the case documents, police said. The crime branch is also going through the technical
data such as phone calls and emails received by Deshpande, days before he ended his life. “There were allegations that Deshpande committed suicide following harassment by the employees of Tata Steel, where he had worked. We will look into that angle. If required, a team would be sent to Jamshedpur for the purpose of probe,” said another crime branch official. A delegation of the Mumbai Press Club, that included senior journalists Kumar Ketkar, Ayaz Memon and Charles Assisi, had met Patil on Thursday and demanded an inquiry into Deshpande’s death. The delegation said the case should not be closed as
an ‘accidental death’ incident but must be probed deeply as there were “sufficient prima facie evidence that he had been threatened by various Tata Steel officials and had been kept under house arrest in the days prior to the incident”. A written letter was also handed over to the Minister. The delegation also demanded that the investigation be moved out from Vasai police station to a more competent agency like the Detection of Crime Branch or the state Criminal Investigation Department. Reacting to the public outcry and the journalists’ demand, the Home Minister told the Press Club delegation that he had entrusted the investigation to Deputy Superintendent of Police (Thane-Rural) C. Devraj under the supervision of Roy. “The minister said the precise contours of the investigation would emerge in three or four days and he invited Press Club officials to monitor the progress,” said a statement issued by the Press Club. A parallel departmental inquiry has been ordered by Tata Group chairman Cyrus Mistry into the circumstances leading to Charu’s death.

500% PAY HIKE
After slaving for a paltry Rs.23 per day for five years, MBMC link workers will get a daily honorarium of Rs.117 (approx) By Suresh Golani
T
hanks to the efforts of Congress leader Prabhat Patil (Tai), 130 health workers attached to the health department of the Mira Bhayandar Municipal Corporation (MBMC), who have been slaving away for a measly monthly honorarium of Rs.700 (Rs.23 per day) for more than five years, have a reason to rejoice. They will finally getRs 3,500 per month. Patil, who is a senior Congress corporator and former Leader-of-House, tabled a proposal under rule “J” of the MBMC Bye Laws, which was unanimously approved in July’s monthly general body meet. The health department of the MBMC, had retained 130 women as link workers on a contractual basis at a monthly honorarium of Rs.500, under the government-funded Reproductive and Child Health (RCH) programme, an ambitious scheme aimed to reduce the rate of infant and maternal mortality, and to improve the total fertility rate.
They got a pittance even though they did a very important service. However, from the time they joined duty in 2007, there had been only one pay hike of just Rs.200 and that too, three years ago in 2010. “With the rise in the cost of living, is it possible for these link workers to survive on a paltry Rs.23 per day?” rued a visibly upset Patil, who appealed to all members across party lines to take a humanitarian approach towards the issue. “Last year, I had moved a call to attention motion in this context, but the administration expressed helplessness citing budgetary restraints. However, this year, I was better prepared,” said Patil. Apart
from providing assistance to women in pre and post pregnancy care, link workers also perform most of the important tasks such as conducting door-to-door survey for mosquitoes, distributing medicines for vector-borne diseases, keeping a tab on fever cases, giving timely polio doses and taking care of new-borns in their locality. “Our monthly remuneration was far less than the daily wages under the National Rural Employment Guarantee Scheme and the minimum wages fixed for unskilled labourers,“said one of the link workers. LIKE TREES, THEIR LIVES ARE IN DANGER… The Brihanmumbai Municipal Corporation (BMC) had entrusted the job of trimming and cutting of trees to private contractors. However, these contractors have hired unemployed and needy people for the task without any safety gear. Earlier, horticulture staff of the civic body used to trim branches of trees. They have BEST-bus mounted cranes to climb on to and cut branches. However, private labourers have no such privileges and instead, have to climb on to the trees. Labourers were seen perched high up on the trees, cutting away branches without any safety harness. None had shoes, hand gloves or rain coats. In all, the BMC had put a condition of safety and security of labourers employed by private contractors, but hardly any contractors follow this condition and even the BMC is not bothered about labourers risking their lives.

Many Mumbai citizens drinking dirty water I
N the first month of the monsoon itself, a large number of people have become victims of water-borne diseases. Cholera - a dangerous disease - has hospitalised 12 victims. Other diseases like gastroenteritis, jaundice have been reported from the city and suburbs. In the next three months of the monsoon, a large number of citizens are likely to be affected. The reason for the outbreak of the diseases has been traced to contaminated water supplied by the BMC which has the familiar argument: The pipes supplying water to the city were laid years ago and until they are replaced, there is danger of leaks and contamination of water. The levels and the extent of contamination is a matter for grave concern. The state public health laboratory tested 5,177 samples from Mumbai and found 1,356 were contaminated. Not all people in Mumbai drink boiled or filtered water. They drink water straight from the tap. It can be seen from this that a large number of people are falling a prey to water-borne diseases. The citizens evidently cannot expect any help from the municipality. It has only a long-term solution to the problem: All old pipelines in the water supply network have to be replaced. This cannot be done in a day and it will take years to do the work. It is a desperate, frustrating situation. It looks like 26 per cent of people in Mumbai who drink tap water can get water-borne diseases. And cholera, a deadly disease, is infectious and the possibility of an epidemic breaking out cannot be ruled out.

Enough data and analyses are already available which should make it possible to delineate such a policy for different agro-climatic zones in the country. We need to set up a high level Commission whose task will be to lay down such policy norms. The whole question of land acquisition will fall in its place, once such norms are set and appropriate policies are adopted on land use. One pre-condition for the success of such an approach is that there must be an immediate moratorium on transfer of agricultural land to non-agricultural purposes either through the mechanism of land acquisition law or through the market process. Simultaneously equitable redistribution of land must be brought back on the political agenda, particularly in regions where large scale absentee landlordism prevails under one pretext or the other and where huge land holdings are owned by the corporates for plantation or similar purposes. But redistribution though necessary is not enough. It is essential to find an institutional solution to the problem of fragmentation of landholdings which was always there but which has now acquired a crisis proportion. Pooling of land is the only lasting solution. A massive mobilization in favour of cooperative farming is necessary.

E fool ourselves thinking we are a democracy! Just because we have elections every four or five years, just because we fill Parliament with elected representatives we feel we are a democracy. But we are not, because in a democracy, elected Parliament and the Courts are well balanced. In our country there is no balance at all. We have a constitution; we have laws, sluggish, slow and sleeping! We have elections on time, but justice in courts takes a decade or two. Which mean the only law of this land is the law of might. Numbers win: Majority opinion whether it is right or wrong takes precedence over whether the opinion is based on truth. There is no attempt whatsoever to rectify this imbalance because the wily politician knows if there are more courtrooms, and more judges, then the law is strengthened and his power diminishes. In our country this imbalance has been carried out so subtly that when we hear that a case takes

Dirty politicking follows Bodh Gaya blasts! THE terror attack on the Mahabodhi temple in Bodh Gaya town of Bihar has uncovered the lack of security arrangements at holy places in India. That the blasts took place in spite of security alerts to the state government, highlights how serious our government is towards the common man’s security. Had they acted on the warnings, the blasts could have been forestalled. It is disgraceful that the temple of Lord Buddha, who spread the message of peace all over the world, was attacked by terrorists. The responsibility of shielding the temple lies with the state government that failed, desolately, to check it. The issue is serious and the Centre and state governments should take steps so that such incidents are not repeated. Following the blasts, politicians were at it again—indulging in blame game and playing politics over the attack to gain obvious political mileage with an eye on the 2014 elections. — K.V. Raman, Malad
They’re not feathered pests... ‘BIRD-BRAINED logic’ (ADC, July 8), reveals a very awkward and ridiculous initiative in the felling of trees in the Aarey milk colony by the poultry authority. Their view that these trees facilitate the nesting of crows and other migratory birds and thereby spread the avian virus has not yet been scientifi-
ALL Congressmen, including the Prime Minister and the Party chief, have strongly condemned the recent bomb blasts at the Bodh Gaya temple. The main question, therefore, that begs for an answer is: “Apart from issuing strong denunciation of the terrorist act and reiteration of their firm resolve of not tolerating any such attacks in future, what option have they got? Is the ‘secular’ UPA II govt, going to order air strikes by the IAF against the terrorist camps in the PoK, the nerve centre of all the extremists’ attacks on India?” — Jorhat Singh, Kandivli
IT is not at all surprising to know that the origin of the terror tweets in the Bodh Gaya bomb blasts case was traced to Pakistan. That the theocratic nation is the nerve centre of worldwide state-sponsored terrorism, heavily funded by the petro-dollar rich Gulfbased Muslim countries, is an established fact. The entire international community is well immediately known doctors to whom I feel particularly indebted to oncologist Dr. Vijay Haribhakti (featured in your edition of June 3) who treated my wife for cancer some years ago, Dr (Ms.) Motashaw, Dr, (Gynaec) Mrs. Jahagirdar, late Dr. Tibrewala (Dhvannantoryawardee), late Dr. Praful Patel (eye specialist), late Dr. Dharadhar (Dental Surgeon), late Dr. M.V. Mantri (Dental Surgeon). I also fondly recall the memories of paediatrician, late Dr. N.D. Kanchan who treated my wife in her childhood and later on our own children. Indeed, they have particularly etched in our hearts, rather many a heart in our area with indelible ink! Incidentally and secondarily, I also pay my humble tributes to the doctors and surgeons of the Army Command Hospital at INHS Asvini at Colaba. — Purna Chakravorty, Mumbai
THERE’S A LIMIT: The milk colony, which is the green lung of our metro, will be destroyed if the poultry authority does not stop rampant felling of trees in the area.

Disgusting war of words
LACKADAISICAL APPROACH: Had the Bihar government acted on the security alerts immediately, the blasts would never have taken place in this holy town. aware of this situation; with the United States of America being the sole notable exception. The western super power still believes in the sincerity of the Islamic country in fighting terrorism. Hence it continues to heavily arm Pakistan with shiploads of sophisticated lethal weapons. point out that unnecessary fuss is being created over the naming of the Eastern Freeway in Mumbai. The only name that the “secular” Cong-NCP govt will readily agree and promptly implement is: Rajiv Gandhi Freeway. MNS, Shiv Sena or the RPI will have no option but to keep quite.
IN recent years, I have become totally fed up with the war of words frequently breaking out between the Congress and the BJP. Be it a social, economic, international, terrorism, religion, legal, scams, riots, natural calamities and what not. The columns of newspapers and screen space of the electronic media, gets occupied with the acrimonious spat among the “secular” and the “communal” elements (politicos). Modi kicks up political storm over 2002 riots

A
HMEDABAD: Gujarat Chief Minister Narendra Modi on Friday kicked up a political storm by saying he had done “absolutely the right thing” during the 2002 riots and describing himself as a “Hindu nationalist”. Modi came under sharp attack from the Congress, Samajwadi Party, CPI(M), CPI and JD(U) for his remarks in an interview to Reuters during which he said he had not done anything wrong with regard to the riots. An SIT set up by the Supreme Court had given him a “thoroughly clean chit”, he said. The Gujarat strongman’s comment, when asked if he regretted the riots, that even if a “puppy comes under the wheel” of a car, one felt sad, drew particularly sharp condemnation with SP accusing him of comparing Muslims to dogs. Congress and SP demanded immediate apology to the nation from him, says a PTI report. Slamming Modi, Congress
said the remarks reflected his ‘perverse mindset’ and were “totally against the idea of India”. “Thousands of people lost their lives in the 2002 riots and in this backdrop the anology used by Narendra Modi needs to be strongly condemned. There is no place for such a comparison in civilised India,” said Ajay Maken, AICC Communications Department head, in a reference to the ‘puppy’ remark. Samajwadi Party spokesman Kamal Farooqui said, “It is a very sad, very humiliating and very disturbing statement... What does he (Modi) think, that Muslims are worse than even puppies? He does not have a heart for them. He should feel sorry... He should apologise,” Farooqui said. “He (Modi) should be ashamed for using such a language,” the SP leader said, adding, “the earlier he apologises, the better it will be. Oth-
Gujarat Chief Minister Narendra Modi erwise, there will be dangerous consequences.” Congress leader and External Affairs Minister Salman Khurshid said Modi was “gradually becoming his own worst enemy”. He said if Modi feels he is “misinterpreted”, he should talk less. BJP spokesperson Nirmala Sitharaman defended Modi,
saying his comments had been ‘misinterpreted’ completely, resulting in a “controversy where it does not exist”. In the rare interview, Modi was asked if it was frustrating when many people define him by 2002. He responded by saying that he would feel guilty if he had done something wrong. “Frustration comes when you think ‘I got caught. I was stealing and I got caught.’ That’s not my case.” To a question whether he had done the right thing in 2002, he said, “Absolutely. However much brainpower the Supreme Being has given us, however much experience I’ve got, and whatever I had available in that situation and this is what the SIT had investigated.” Asked if he regretted what had happened, Modi said the Supreme Court had created a Special Investigating Team which in its report had given him a “thoroughly clean chit, a thoroughly clean chit”.
‘I am a Hindu nationalist, born Hindu’
G
ujarat Chief Minister Narendra Modi has described himself as a “Hindu nationalist” because he was a born Hindu. “I am nationalist. I’m patriotic. Nothing is wrong. I am born Hindu. Nothing is wrong. So I’m a Hindu nationalist. So yes, you can say I’m a Hindu nationalist because I’m a born Hindu,” he told Reuters. The Gujarat strongman was asked as to who was the “real Modi” — Hindu nationalist or a pro-business Chief Minister? “As far as progressive, development, workaholic, whatever they say, this is what they are saying. So there’s no contradiction between the two. It’s one and the same image,” he said.
Sena backs Modi for ‘Hindu’ remark
S
hiv Sena on Friday came out in strong support of Gujarat Chief Minister Narendra Modi saying it believes that the nation’s leadership should be in the hands of a Hindutva leader. “We welcome Modi’s stand. It was our strong belief from the time of Balasaheb Thackarey that the nation’s leadership should be in the hands of a Hindutva leader. Modi’s stand will benefit NDA,” party spokesperson Sanjay Raut, MP, said.

Vietnam pitches for India’s bigger role in ASEAN N
EW DELHI: Notwithstanding China’s sensitivities, Vietnam on Friday pitched for India’s greater presence in South East Asia politically and economically. Welcoming India’s commitment and engagement with ASEAN, Vietnam’s Foreign Minister Pham Binh Minh said “we all want to see more of India’s presence in Southeast Asia, not only politically, but also economi-
cally.” “India”, he said, “has a formidable presence in the Indo-Pacific by virtue of its size, its economy and its willingess to assume a greater role on the world stage”. Addressing a gathering at leading think-tank Indian Council of World Affairs, Binh Minh referred to territorial disputes between China and a number of countries straddling South China Sea and East China Sea and stressed
on freedom of navigation in the area which Beijing views as its own backyard, reports PTI. Binh Minh welcomed India’s stand opposing use of force to settle territorial disputes in the region and said East China sea, with its natural resources like oil and fisheries, is of “utmost importance” to “global commons” as is the sovereignty of countries in the region. With a more active India in
cooperation with ASEAN, “we can dream of a vast Indo-Pacific with strong linkages, efficient connectivity and after all, with shared prosperity and peace”, he said. He said India’s ‘Look East’ policy has played a constructive role in ASEAN though security initiatives and economic cooperation and expressed the desire to work closely with it in tapping potentials between ASEAN and India.

HE thoughts that come to mind while watching Bhaag Milkha Bhaag are unconnected to the film. India is so short of heroes—sports heroes in particular—that Milkha Singh who won his medals (no Olympic gold, alas) over half a century ago, can be the subject of a grand biopic. Imagine if China or Russia started making biopics of their star atheletes, the world would be swamped by similar-looking films. There is something common on all strive-to-win films—the protagonist’s dedication, superhuman will and so on. That by itself is not all that interesting to watch, so Milkha has to be given a dramatic back story, which involves the Partition. Sadly, so many years (and several Partition carnage films) later, there’s not much juice to be extracted there. But to link this to Milkha Singh’s loss at the 1960 Rome Olympics, is stretching it a bit too much. Not to undermine Milkha Singh’s achievements, especially when sports heroes (barring cricket stars) are not exactly lionised in the country, but his success had no long-lasting impact in Indian sports; the state of athletics is still pathetic, and India’s medal tally still shockingly low. Still, it is commendable that after all these years, Rakeysh Omprakash Mehra chose to honour an almostforgotten hero, even if that means

him. Mehra uses flashbacks within flashbacks as Milkha’s first coach (Pavan Malhotra) narrates his story to the delegation sent to bring the recalcitrant hero from Chandigarh to Delhi. The actor playing a young Milkha is bright, and Divya Dutta as Milkha Singh’s sister a scene stealer, but it is Farhan Akhtar who is outstanding, training body and mind to become the character, moving easily from innocently charming lad (the way he woos village belle with buckets of water) to runner whipping himself to win. If India’s sports establishment was so caring and the athletes so driven, the medal tally in the international arena would have Deepa Gahlot been much higher. Perhaps this film serves a kick in the shin to wake up Breeds being the objects of his af- everybody who needs to be inspired fection). So overdone is the film, to chase excellence. As entertainthat you agree with the saying about ment it is wanting in many areas, it’s inordinate running time being the truth being stranger than fiction. A more ruthtraining, and the truly excruciating less editing and excising the forced scene of Milkha Singh running with song-and-dance numbers might legs wounded, the bandages unrav- have helped. Finally, you emerge from the elling in slow motion, Mehra keeps going back to his Partition time moviehall with Binod Pradhan’s cintrauma, which brings the films ematography and Farhan Akhtar’s weak conflict over Milkha refusing matchless performance, that will to go to Pakistan and Pandit Nehru give many a star a run at the awards (Dalip Tahil) himself persuading next year. piling on the melodrama sky high, and meandering over episodes that had no real bearing on his life. FILM REVIEW
Apocalypse averted again Pacific Rim
Director: Guillermo del Toro Cast: Idris Elba, Charlie Hunnam, Charlie Day, Ron Perlman, Clifton Collins Jr. and others Rating:
HE film is based on One Shot the ninth book of British author Lee Child. Jack Reacher is an amazing crime-thriller with stunning action sequences, but the best scene that should send a chill down your spine is the opening scene of a sniper on an elevated parking lot taking aim at innocent bystanders across a riverbank. Tom Cruise plays Jack Reacher, a US Army military investigator who is called into Pittsburgh to look at a serial killing by a former Army sniper James Barr (Joseph Sikora). Barr is accused of killing five innocent people outside a park in downtown Pittsburgh. While the police interrogate Barr to find out the truth, Barr writes down three words on a sheet of paper...‘Get Jack Reacher’. Reacher, who knows Barr’s history, makes contact with lead detective (David Oyelowo) and District Attorney Rodin (Richard Jenkins) to help put Barr behind bars. But Reacher is prevented from working on his own and finding the truth by the suspect’s defence lawyer Helen Rodin (Rosamund Pike) who isn’t convinced her client is guilty. She hires Jack to check the forensics, despite her District Attorney father’s warning to her that the case
will mess her career. Reacher agrees to help Helen on the condition that she agrees to meet with the families of the victims who perished in the shootout and get more details. Reacher takes on the job, amid danger to his life. He becomes the target of many small time gang lords. The action sequences between him and the gangsters are something to watch out for. While gathering evidence, Reacher stumbles onto criminal mastermind ‘The Zec’ (Werner Herzog) and his sharp-shooting henchman (Jai Courtney). Put the puzzle on the murders together alongside Reacher who gives you the clues. Cruise gives an impressive performance and his swift moves and fighting skills are a treat to watch. Bonus features include a short show reel on the making of the movie. — Verus Ferreira

OLLYWOOD’S obsession with end-of-the-world scenarios continues, along with its search for heroes who will save humankind in the nick of time. Obviously there are audiences left for this kind of film so studios keep churning them out. Even a filmmaker like Guillermo del Toro could not resist the temptation to make a big 3D blockbuster, and he is probably the reason why many who are fed-up of big, splashy CGI movies might attemptPacific Rim, to see what the Pan’s Labyrinth director can bring to the table. At a time close enough from the present to cause nightmares, the the Kaiju— angry, ugly, reptilian monsters— rose from the sea and
totalled several cities. They were halted by gigantic manned robots called Jaegers. But they come back and so it’s a big, noisy humans vs critters battle, which progresses exactly as you’d expect it to. It’s meant to provide enough bang for the moviegoer’s buck, and that it does. Each Jaeger is controlled from inside its massive metal body, by two humans and in an early battle, Raleigh (Charlie Hunnam) lost his brother Yancy. A few years later, Raleigh is asked by Pan Pacific Defense Corps commander Stacker Pentecost (Idris Elba), to return to his old Jaeger, Gipsy Danger, with a new co-pilot, Mako Mori (Rinko
POOR
AVERAGE GOOD VERY GOOD EXCELLENT
Kikuchi), for a crucial fight against the Kaiju. Not to add spoilers, so suffice to say that co-pilots share a deeper connection than just space in the metal behemoth, and this is where a director like Del Toro shows what he can do, to take Pacific Rim several notches above films from the Transformers and Godzilla franchises, which are obvious inspirations for this one. Even so, it is a spectacle aimed at fans of the genre, it might just leave others cold, or at least wondering why so much potentially rich sci-fi material is left under-developed. The film is happy enough to just “cancel the apocalypse.”

EXPERT SPEAK Gajanan Khergamker

REDEVELOP OR BE DOOMED IT is but inevitable! For the city to progress, it had to embrace redevelopment in a comprehensive way. It’s only change that’s constant in a city’s growth. According to the New Bye-laws of Cooperative Housing Societies, a structural audit is to be conducted by architects on the panel of the municipal corporation for societies situated in municipal limits. In other cases, structural audit have to be carried out by government-approved architects. For buildings between 15 years and 30 years of age, a structural audit has to be done once in five years whereas for buildings above 30 years old, a structural audit has to be done once in three years. With most of the residential structures in the Western suburb being old and needing regular audits and repairs at fixed intervals, it makes best sense to opt for redevelopment and procure a new structure that won’t need major repairs for a long time to come. Also, older buildings were designed with archaic construction norms and hence unable to tackle new climatic situations in contrast to new buildings which are constructed on the basis of state-of-the-art models capable of withstands harsh geographic conditions. In contrast to old buildings where members have to pool in funds to undertake major repairs off and on, members opting for redevelopment, not just get benefits in terms of money but also get additional area for their existing homes at no extra cost. Where structural stability is concerned, the steel inside concrete beams and columns start corroding after 15-20 years. The corroded steel simply cannot be treated in repairs and needs to be replaced. In case of redevelopment, as the buildings are new, such issues just do not arise. In the case of redevelopment, society members not just get a brand new building; they also get monetary benefits and top-up areas to their flats that would otherwise have cost a fortune. The advantages accrued include brand new flats that are free of cost thus indirectly fetching an earning for members. Popular fears of being left homeless during the period are tackled by the inherent provision of alternative accommodation during the course of construction after the demolition of the buildings. Needless to say, the new structures will all be earthquake resistant and designed to take care of additional wind load too. In order to provide the green patch so essential to homes today, a lot of redeveloped structures opt for landscaping in order to meet requirement of a myriad range of residents. The landscaping may include a children park, jogging tracks and silent zones for the elderly. The effort will be to improve the living standards of members. In keeping with neoteric demands, a club, a sports room, swimming pool and other recreational facility could be provided to the residents in the redeveloped project. To meet the new changes in demands, the brand new structures will be tailor-made to suit the modern living. New buildings will be created with state-of-the-art looks that indirectly boost the realty prospects. As opposed to crammed entrances littered with illicit shops and thelas that may have accumulated over the years, new redeveloped structures will be constructed with beautiful lush entrances. edevelopment has two sides to it. With every benefit, as is the case, there’s an associated ill. For one, the issue of redevelopment, however enticing, is closely accompanied with rancor and acrimony directed usually towards the Managing Committee members who are perceived as enjoying ‘special favours,’ with the developer in question. Also, in the absence of a crystal-clear lottery system in processes or equalitarian benefit distribution, there’s the certainty of chaos. So, in order to ensure transparency among cooperative housing societies undertaking redevelopment projects, the Maharashtra Cooperative Department, with a view to ensure transparency in societies seeking to undertake redevelopment projects, issued guidelines for societies to follow under section 79 (A) of the Maharashtra Cooperatives Act 1960. These issued by a committee comprising the co-operatives commissioner and CIDCO chairman. Among the features, the most important being that a redevelopment scheme would be approved by the general body only if three-fourths of the society members were present at the meeting. The Registrar will need to attend a general body meeting which will approve the bid of the successful bidder in a proceeding which will have to be video-recorded. Also, once the agreement is accepted in terms of area and corpus fund, it cannot be revised. A bank guarantee to the tune of 20 per cent of the total project cost will have to be provided by the successful bidder to demonstrate his financial strength and proof that he will not abandon the project midway. In respect of most of the Co-operative Housing Societies, the nature of complaints relating to redevelopment that the Maharashtra Cooperatives Department included:

TetraVex is a challenging brain teaser. The object of the game is to fill the grid with the tiles so that the patterns on the adjacent edges of each tile match, much like aligning domino tiles. The object of the game is to place all the tiles in the grid so that the figures on the adjacent edges of each tile match. You can place any tile anywhere in the grid, but you cannot place a tile in the grid if its edges do not match all of its neighbors. Find a digit that occurs only once on a given puzzle. You know that this digit must lie along the outer edge of the grid, since there are no other tiles that can match it. You can simplify solving by cutting out the nine squares and juggling them in the grid.

Mahendra Singh Dhoni is hugged by teammate Ishant Sharma after he hit a six to beat Sri Lanka by one wicket in the final match of the Tri-Nation series in Port-of-Spain. Dhoni was calculative and waited till the end before launching that one final assault which left the Lankans shell-shocked as the islanders had fancied their chances after Rangana Herath's four-wicket burst on a pitch that was not conducive for strokeplay. While Dhoni played the matchwinning knock, Rohit Sharma, who hit five fours and a six, top-scored for India with 58 off 89 balls. Raina contributed 32 off 27 balls. In pursuit of what seemed like a modest target, India lost Shikhar Dhawan and Virat Kohli early to

MUMBAI | SATURDAY, JULY 13, 2013
ORT OF SPAIN: Captain Mahendra Singh Dhoni gave ample proof of being a class finisher as he held his nerve to steer India to yet another title triumph with a nail-biting one-wicket victory over Sri Lanka in the Tri-nation ODI series final here.
The Indians first bundled out Sri Lanka for 201 and then overcame some anxious moments before Dhoni (45 off 52 balls) took the team home with just two balls to spare in a dramatic title clash here. Needing 15 from the last over in their chase of 202, Dhoni, returning to the team after recuperating from a hamstring injury, smashed Shaminda Eranga for two sixes and a boundary in just four balls to finish off the game in style at the Queen's Park Oval. The result also meant that the Champions Trophy winners' recent run of success in the 50-over format continued. As the captain slammed Eranga over extra cover for the winning shot, the Indian crowd erupted in joy and the jubilant players ran down the pitch to flank the man of the moment, who remained unbeaten. Coming in at the fall of Suresh Raina's wicket with India in a spot of bother at 145 for five in the 35th over, Dhoni added important runs with the lower order and in the process hit five fours and two sixes.

Eranga. Sharma found an ally in Dinesh Karthik with whom he added 50 runs for the third wicket before the wicketkeeper-batsman was dismissed for 23. Sharma then forged a 62-run stand in eight overs with Raina to consolidate India's position. Sensing the need to bid time in the middle, Sharma and Raina played sensible cricket before the Mumbaikar was done in by a Herath ball that kept low before hitting the stumps. This was Herath's second wicket, after he sent back Karthik who was caught by Mahela Jayawar-
dene at slip. After that Sri Lanka pulled things back by dismissing Sharma. Raina followed suit to leave the game evenly poised. Desperate to put India under more pressure, Jayawardene and Kumar Sangakkara appealed against Dhoni for what they felt was obstruction of field while running for a single. Brief Scores: Sri Lanka 201 all out in 48.5 overs [Kumar Sangakkara 71, Lahiru Thirimanne 46, Ravindra Jadeja 4/23] lost to India 203/9 in 49.4 overs [Rohit Sharma 58, MS Dhoni not out 45, Rangana Herath 4/20] by one wicket.
I am blessed with good cricketing sense: Dhoni
PORT OF SPAIN: He has made a habit of coming good when the chips are down and Indian captain Mahendra Singh Dhoni feels his excellent finishing skills have a lot to do with the good cricketing sense he is "blessed" with. Dhoni's 52ball 45 proved to be decisive as India lifted the ODI tri-nation series trophy after beating Sri Lanka by one wicket in a thrilling final. "I think I am blessed with a bit of good cricketing sense. I knew I could get 15 runs off the last over, I'm happy that it worked," said the beaming captain, who returned to the team after recuperating from the hamstring injury which kept him out for most part of the series. Dhoni said he preferred to use a heavy bat in the final over of the title clash against Sri Lanka as it was "perfect for slogging". Of the 45 unbeaten runs that Dhoni scored, 16 came in the last over during India's chase of 202. "I went with a heavy bat, the weight was perfect for slogging," the Man of the Match said at the presentation ceremony. After bowling out Sri Lanka for 201, India rode on Dhoni and Rohit Sharma's half century to chase down the target with two balls to spare at the Queen's Park Oval. "15 players have been very good on the field and that is a good sign," he added. "The opposition bowler (Shaminda Eranga) was not the most experienced in that last over unlike (Lasith) Malinga, so I thought I would take my chances." Dhoni and Virat Kohli, who led the team in three matches in Dhoni's absence, jointly accepted the winners trophy after the presenter had forgotten about it. Player of the series was Bhuvneshwar Kumar while Rohit Sharma was awarded the Most Trusted Player of the Series.

The T20 format, which has gained young Indian brigade after losing initial games. Dhoni has a great tremendous popularity all over the temperament and, by far, he's the world has made players innovate best finisher I have ever seen. He much more than ever before. But
M
Dhoni has shown his killer instinct much before it gained currency. Even before displaying his superb finishing skills in the T20 format, especially in the attention-grabbing Indian Premier League, 'Captain Cool' had shown what he is capable of in the slog phase of a run-chase in the 50-over games. Back in 2005, Dhoni, who was a new entrant in the Indian team had smashed an unbeaten 183 in just 145 balls batting at no. 3, his highest ODI score to date, with an incredible tally of 10 sixes and 15 fours and the Lankans had then too borne the brunt of his bludgeoning blade.
Mahendra Singh Dhoni, Suresh Raina and R Vinay Kumar rejoice after India won the final against Sri Lanka by one wicket.

KAUSHIK CAN DO THE JOB IN OLTMANS’ COMPANY: SARDAR SPORTS
N
EW DELHI: Indian hockey captain Sardar Singh is in favour of a foreign coach as Michael Nobbs's replacement, but said Olympian M K Kaushik too can live up to the job under High Performance Director, Roelant Oltmans' guidance. Welcoming Kaushik's appointment as a coach with the Indian men's hockey team, Sardar said the Olympian has the credentials to produce results but needs a foreign expert like Oltmans to constantly guide him. "India has good coaches, there is no doubt about it. Kaushik sir is a very good coach. He doesn't have to prove it to anyone. It was a good decision to bring him in. He can replace Michael Nobbs but he will need someone like Oltmans to If Kaushik takes up Nobbs position, guide him," Sardar told PTI. "But I feel a foreign coach has Oltmans will have to spent more better knowledge about the re- time with us", he said. "At end of the day the decision quirements of modern-day hockey.

rests with Hockey India and they have already made it clear that a foreigner will be appointed as chief coach," he said. Legendary Australia coach Ric Charlesworth has recently said that Indian coaches are not good enough and the eight-time Olympic champions need a foreign expert to meet the requirements of modern hockey. India's High Performance Director and Dutch legend Oltmans is currently in charge of the team till next month's Asia Cup after Australian Nobbs' association with the country ended prematurely last week. Even though Nobbs' claimed that he resigned from the post because of his deteriorating health condition, Hockey India said his non-performance had a role to play in the Australian's unceremonious ouster. Sardar, however, said he was taken by surprise by Nobbs' sudden ouster.

RANCE: Mark Cavendish answered his critics with victory on stage 13 of the Tour de France to Saint-Amand-Montrond but there was drama for Chris Froome as Alberto Contador used a late attack to take more than a minute out of him in the general classification scrap. Cavendish awoke to headlines in French sports daily L'Equipedeclaring his reign as the pre-eminent sprinter of the day over following Marcel Kittel's third stage win yesterday, but responded with his second win of this 100th Tour. As crosswinds caused several splits in the peloton on the flat roads from Tours, Contador's Team Saxo-Tinkoff squad launched an attack off the front along with Cavendish and Peter Sagan a little over 30km from the finish, and Team Sky could not find a response. If there was good news for Froome, it was that Alejandro Valverde, who began the day second in the general classification, suffered an ill-timed puncture and ended up losing more than eight minutes, effectively ending his chances. The victory for Cavendish is the 25th Tour win of his career, putting him joint third all-time alongside Andre Leducq, with only Bernard Hinault (28) and Eddy Merckx (34) ahead of him. In contrast to yesterday, when Cavendish wasted a perfect lead-out from Omega Pharma-Quick Step by allowing Kittel to charge past to the line in Tours, the Manxman won with relative ease as Sagan crossed in second, offering little by the way of serious competition. Cavendish sprints to glory as Froome loses time to win Stage 13

BELL-BROAD LEADS ENGLISH FIGHTBACK N
OTTINGHAM: England reached 326-6 in their second innings at the close on the third day of the first Ashes test against Australia at Trent Bridge in Nottingham on Friday. Ian Bell and Stuart Broad held firm for England on Friday, as they looked to build a commanding lead on the third day of the first Test against Australia at Trent Bridge. At stumps, England were 326 for six in their second innings, 261 runs ahead, with Bell 95 not out and Stuart Broad batting on 47. Given Australia had been 115 for nine in their first innings before teenage debutant Ashton Agar made 98 -- the highest score by a Test match No 11 -- and shared a record 10th-wicket partnership of 163 with Phil Hughes (81 not out), the question was how large a target would England need to set their arch-rivals? This innings, which saw him pass 6,000 runs in his 89th Test, was an especially important one for Bell. A criticism of the 31-year-old Warwickshire right-hander is that he has all too rarely scored runs when England most needed them. Ian Bell acknowledges the reception after And after 35 innings without adding reaching his fifty.
to his tally of 17 Test hundreds, England dearly wanted the stylish Bell to go on to three figures with this knock. England resumed Friday on 80 for two, with captain Alastair Cook 37 not out and Kevin Pietersen 35 not out. But they lost both senior batsmen before lunch. Pietersen looked in good touch while making 64 out of a third-wickets stand of 110, striking 12 fours, but fell when he played on to James Pattinson, the most threatening of Australia's seamers. Left-handed opener Cook spent more than four painstaking hours compiling exactly 50 runs. But he became Agar's first Test wicket when he aimed leg side across the line of a delivery from the 19-year-old left-arm spinner that landed in the rough and bounced to take an edge brilliantly caught by leaping Australia captain Michael Clarke at slip. Cook's exit left England 131 for four as a tense capacity and sundrenched crowd, watching for the most part in near silence, applauded politely. Jonny Bairstow didn't settle and fell for 15 when he pushed forward
to a well flighted Agar delivery and was caught behind by wicketkeeper Brad Haddin. Bell, on 34, was given not out by Kumar Dharmasena after what seemed an exceptionally optimistic lbw appeal by medium-pacer Shane Watson. However, Australia decided to review the Sri Lankan umpire's decision, even though Bell had been awarded runs. Replays confirmed what seemed clear to the naked eye and Bell, who'd got off the mark with a typically stylish boundary, carried on. Australia's strange decision meant they'd used up all their reviews for the innings and would now have to accept the decisions of the on-field umpires. Matt Prior scored briskly while making 31 in a partnership of 44. But, after Australia had taken the new ball, the wicketkeeper gave his wicket away when he hooked a Peter Siddle bouncer straight to Ed Cowan at midwicket. Brief Scores: England 215 & 326/6 in 133 overs [Kevin Pietersen 64, Ian Bell batting 95, Stuart Broad batting 47, Mitchell Starc 2/66] lead Australia 280 by 261 runs.
GUWAHATI: As Shiva Thapa was given a hero's welcome here on his arrival today after winning a gold at the Asian Boxing Championships in Amman, the teen pugilist gave credit to his coach and support staff for his success. The 19-year-old boxer was received at the Lokopriaya Gopinath Bordoloi International Airport here by his friends, family members, members of boxing associations and various social organisations. Talking to reporters at the airport, Shiva said, "I am feeling good at my achievement. It was a very rewarding win for me. I have been training hard to make sure that I perform to the best of my ability. The Indian team also gave a good performance at the Championship. "I do a lot of meditation and concentrate on my training. The hard work has become my habit and my coach and support staff deserve credit for where I'm right now. No one is born with exceptional qualities and only hard work can make that possible." Shiva said he would be at home with his family for a few days before going to Patiala for training for the World Boxing Championship and Rio Olympics. Shiva, in the 56kg category, defeated local favourite Obada Alkabeh in the final on a split decision of 2-1 after fighting out a tactically superior bout. Meanwhile, the All Assam Students Union (AASU), Assam Jatiyatabadi Yuba Chatra Parishad, Gorkha Students' Union and various other civil organisations greeted Shiva with flowers, 'gamosa' (scarfs) and 'japi' (Assamese decorative bamboo hat). Singers and musicians led him to a truck that brought him from the airport to his home in a procession. His gold medal at the premier continental event on Sunday was his first major achievement after winning medals in the Youth Olympics and World Youth events, besides participating in the London Olympics.
