Sahay, currently posted with Housing and Welfare Corporation, set himself on fire at his home on the first floor of Avanti-Ambar apartment (flat number 1) on Narayan Dadholkar Road, on Saturday. eteran actor Dilip Kumar has been admitted to the Lilavati Hospital in Mumbai. Sources close to the family of 90-year-old actor said that he was suffering discomfort in the chest on Sunday evening and as a precaution he was admitted to the ICU in the hospital. Sunday marked the end of the week-long Bandra Fair that surrounded the celebration of Our Lady of the Mount in Bandra. s Keralites celebrate Onam, the biggest festival of the coastal state, shopping by the community seems to have hit a new low this year in Mumbai and almost everywhere in the country, with substantial increases in the prices of vegetables and most other products purchased for the occasion. Onam falls during the Malayalee month of Chingam (between August and September) and marks the homecoming of the legendary King Mahabali. In Kerala, the 10-day harvest festival is a period of feasting, breath-taking snake boat races and exotic Kaikottikali (a form of dance). Mumbai celebrates too but minus the boat race (Vallam Kali). A Malayalee’s plate is a riot of colours prepared in a kitchen full of spices and vegetables. Steaming red boiled rice with avial, crispy salted yellow banana chips and a dash of red hot chilli peppers, mango and lemon pickle. There are over 20 lakh Malayalees in Mumbai and scores of Malayalee organizations, of which the Kerala Samajam in Matunga is the most well known. Thousands of Malayalees made a beeline at Matunga for the festival shopping this weekend, especially on Sunday. Pandiyan, who sells banana plant leaves for the festival, said, “This year, sales are low. The prices have increased and so people are not shopping much. However, having the ‘Onasadya’ (Onam food) on plantain leaves constitutes an important part of this festival and so people are buying it even though the prices have increased.” Shashikumar, who has a general

After allegedly carrying out at least 11 blasts in various parts of India, Yasin Bhatkal, head of the Indian Mujahideen (IM) militant group, was finally picked up from a mosque on the outskirts of Pokhara, a town 200 km west of Kathmandu, the capital of Nepal. I
t was the terrible bomb explosion at the German Bakery in Pune in 2010 (17 deaths, more than a score injured), followed by the serial blasts in Mumbai and the Delhi explosions (15 and 21 deaths respectively, and more than 150 injured collectively) both in 2011, that finally rocketed Yasin Bhatkal onto the international radar of both national and international investigating agencies. When the herat was turned up on him, he fled to Nepal. For decades, Nepal has been a conventional haven for petty criminals, offering, as it does, the comfort of a foreign clime that can be accessed without passport or visa process at entry points on its international border with India. According to locals in Pokhara, Bhatkal was also known as 'dadhi wala' (bearded man) and had introduced himself as a Unani (medical practice in Islam) doctor staying at Bharat Pokhari village, just a three hour walk from Pokhara town, in a hilly area. He was also spotted at the Miya Patan mosque in Pokhara, where he would come for the weekly namaz and to deliver lectures in the Madarsa next door. Though Nepal is a former 'Hindu kingdom' with majority Hindus followed by Buddhists, Bhatkal found Pokhara an easy and safe haven. It is also a most tourist- friendly city with the highest number of foreign tourists including European, Pakistan, Afghanistan and Bangladesh. So it was easy to mingle in. Local police warned against going there Miya Patan is just 3.5 km east from the Central Bus Park and Traffic Prahari (police) headquarters of Pokhara. It is distinguished by green curtains and the number 786 enscribed decoratively on door lintels. There are few small shops like motor repair, cheap liquor and mutton shops, then row houses followed by a government school. Next is a madarsa. After that comes a green and white mosque barred with an iron gage that is chained and padlocked. In front of the mosque, there is huge old tree under which a board reads ‘Miya Patan Chouk, Micro bus service' in Devnagari script. Under the tree, some children were seen playing 'Zendi' a crude kind of gambling game. Salim, (in picture, green shirt) was the organiser of the game and his pocket was full of Nepali coins and a few notes. Faced with a camera and whispers that I was a Hindustani policewala, he grabbed the money on the board and made as if to run. But when I joined the game (and lost), he seemed mollified enough to answer when I asked him why he was not in school. It sdeems that the teacher “Saala murga banata hai”.

against the wall in the front hall. As I approached one child shouted and a person in his 40’s, wearing a lungi came out. He had applied henna (mehendi) on his head and a half-shaved-beard. Was this a Unani hospital? He came out on to the door steps and said no. So, where was it, we asked. “I don’t know”, he replied angrily. As I walked back to the main road, he stood outside, watching. Over the next three days, I visited various parts of city, met different people, but most of them were afraid to talk on the record. Even journalists seemed reluctant to speak on record. And at least one staffer in the local FM radio channel said that local police 'killed' their reports as baseless. He said, "After sometime, we dropped the issue." Pokhara Deputy Superintendent of police Rajesh Nath Bastola, challenged the authenticity of our reports. “We got our information on the subject from local and national newspapers, he declared. "We read that one Indian national who was wanted in India was residing here. But there is no record as Indian citizens don't require any visa or any paper work to enter Nepal, he added."

Bhatkal was on the radar of several agencies for long time. However, he was smart enough to remain in stealth mode. However, one day, there was a money transfer from Nepal SBI to one of the wives of Bhatkal which raised the suspicions of the investigating agencies. But not enough for anything to be done because such transactions are common. A break through came about when Lashkar-e-Taiba bomb expert Abdul Karim, also known as Tunda, was arrested at Raxaul on the Nepal border reportedly by the Bihar police. The story making the rounds of the Mumbai police is that he deliberately left Pakistan to come to Nepal, after hearing about the fine treatment afforded to terrorists in prison! It is probably a joke. According to officials, it was Tunda who gave out some obscure link about Bhatkal to Intelligence services. And so the National Investigation agency concentrated their focus on Bhatkal in Nepal. Before the actual arrest, Bhatkal was under super surveillance of the local police and Indian agencies. He was caught in Pokhara town by the Nepal police, NIA and Indian embassy security. After his confession, he was taken to the border in a secret operation and under tight security. It was only at Ruxaul that his arrest was announced. Questions put to the Indian Embassy in Kathmandu about Bhatkal are met with a bland request to write them an email – which is then not answered. In fact, there are some questions that it is better not to ask!

Anuradha’s birthday celebrations used to be simple. She generally used to celebrate it with us. She loved chocolate cake. So every year, I used buy a chocolate cake for her,” said Abhijeet. Recollecting Anuradha’s 21st
birthday celebrations which unfortunately turned out to be her last birthday celebration, Abhijeet said, “Last year too, I got her, her favourite chocolate cake and some chocolates. She celebrated her 21st birthday with her selected group of friends.” In Anuradha’s memory, Abhijeet this year too, bought a chocolate cake and distributed amongst neighbours and friends. “We had never imagined that she would not be with us for her next birthday. Her friends also, like every year, continued their tradition of putting up the photograph of the person whose birthday it is as their profile picture on Facebook. All of them had put up Anuradha’s photograph as their profile photograph on Facebook and WhatsApp,” said Abhijeet. Anuradha was the youngest of three siblings. ast month ADC had reported about an alleged case of medical negligence where 21-yearold Anuradha Bhavsar, a resident of Andheri who was detected with a huge tumour above her left kidney underwent a surgery at Criticare hospital, Andheri on July 29, 2013 and after her condition worsened on August 7, she passed away. Though the hospital denied the allegations, her family maintained that it was because of the hospital’s negligence that Anuradha lost her life. So convinced is the family about medical negligence being the cause of Anuradha’s death that recently, they have written to home minister R.R. Patil appealing for further investigations. “We have written to the home ministry with the hope of getting justice. This is not only about my sister. This can happen to anybody. Infact, I have heard of a few more similar cases that have occurred in this hospital. Necessary investigations need to be done to find out what is happening there. The letter has been accepted by the home ministry and I have been assured that the needful would be done. There might be an investigation by the Maharashtra Medical Council (MMC),” said Abhijeet Bhavsar, brother of the deceased.

teenager drowned while taking bath at a well in the Dhaniv Baug area of Vasai (east) on Sunday morning. Identified as Monu Kumar, the 16-year-old boy alongwith his friends had gone to take a

he Chinchpokli Sarvajanik Utsav Mandal, formed in the year 1920, celebrates its 94th year in 2013. Known as the ‘Chinchpoklicha Chintamani’, the Ganesha idol here stands 20 feet tall. Having a decoration setting of a kingdom, this idol is known for the change of its ‘pitambar’ (dhoti) twice a day. Four musical bands from the city, along with two ‘Nashik’ and ‘Puneri’ bands from Pune, herald the grand arrival and departure of Chinchpoklicha raja. This mandal has, since the last 50 years, set up a library and has also been providing medical services to its visitors, to cater to the average of 3,000 daily visitors seeking blessings from Chinchpoklicha raja. hough the BJP has been raising its hackles over what it calls deletion of names of voters from the voters’ lists of those assembly constituencies represented currently by BJP-Shiv Sena MLAs, the ruling Congress-NCP alliance partners appear to be more affected by the recent deletion of duplicate entries and names of deceased voters by the Election Commission of India (ECI). Upon analyzing the data in instances of excess of 10,000 names deleted from the voters list, the ADC found the picture contrary to what was being claimed by BJP’s Dr Kirit Somaiya and BJP MLC Adv Ashish Shelar. ntil now, the courses of Bachelor of Mass Media (BMM) have provided knowledge about the theories and practices of advertising and journalism. Taking matter a step too far, lecturers and professors in colleges across the city have asked students to get their articles published in newspapers if they wanted to get good marks. Though some have managed, most of the students who have been unable to publish their projects in newspapers have been told that they stand to lose marks. With no clear-cut rules laid down by the varsity regarding publishing of projects work in newspapers, students are a tensed lot. This reporter met several
students of the final year of Bachelor of Mass Media (BMM –Advertising), who disclosed that in a few colleges, there is compulsion to publish the projects in at least three newspapers, only after which will marks be awarded by professors. A student who did not wished to be named, told the ADC, “I have been asked to publish my projects in the newspapers. I am trying my best, but all students across the city are also trying to do this, and every project cannot be published. If we don’t publish the project, we lose marks and may fail in the subject. It is just unfair, as we should get marks only on submission of the projects to our respective institutions.” As per the rules of Mumbai
University (MU), only PhD students have to publish their research work. The ADC spoke to Mahesh Savale, cordinator, BMM, Guru Nanak College, Chembur, who said, “Most of the time, professors want students to publish their projects in newspapers just to make their work known, and not for the sake of marks. If students are asked to publish their projects for marks then it’s completely wrong and students should complain to the varsity.” The project marks are the internal 20 marks according to the new credit-based marking scheme of the MU. Centre to shower aid By A Special Correspondent

lmost a month after the rains created havoc in some parts of Maharashtra, the Central government swung into action to help flood-affected people. Union Agriculture Minister Sharad Pawar yesterday said that Central assistance for areas hit by excess rains and floods will be announced this month. Pawar divulged that a Central government team will submit its report after assessing the damage, and the secretaries of Agriculture, Finance, Home and the Planning Commission will sit together and finalise it prior to putting the final draft before the Ministerial group concerned, which will then decide on the quantum of Central aid. Pawar is the chairman of this group, and its other members are Finance Minister P. Chidambaram, Home Minister Sushil Kumar Shinde, and Deputy Chairman of Planning Commission Montek Singh Ahluwalia.
Pawar said, “My visit to the affected areas in the Vidarbha region and other parts is to assess the damage caused by excess rainfall and the subsequent floods, and to witness ground realities.” When asked if the amount of Rs.1,180 crore sought by the state government is sufficient for rehabilitation and compensation, Pawar said that the Centre would look into this aspect and take a decision.

Under section 21A of Representation of the People Act, 1950, the registration officer shall make every endeavour to give the affected person a reasonable opportunity to show cause why the action proposed should not be taken in relation to him before deleting his or her name from the voter list.

HE strong support by the RSS and the hectic manoeuvre by party president Rajnath Singh led to an unanimous selection of Narendra Modi as the party’s prime ministerial candidate. There was, however, one member of the parliamentary board of the BJP who was conspicuous by his absence at the board meeting: L.K. Advani, who was evidently disappointed by the happening at the board meeting, sent a letter to Rajnath Singh objecting to the way the meeting was conducted. It has become clear that Advani has been completely isolated. He should have withdrawn with grace. Instead he behaved like an autocrat and cut a rather sorry figure. It was evident that the leaders and the workers of the party have given their vote and chosen Narendra Modi as the PM nominee. It was said that Advani could make out in which direction the wind was blowing. Apart from all other considerations, his age figures prominently as well: He is 84. The prime minister has to have lot of mental and physical energy since he has to attend to state work day and night. Whether Narendra Modi was the right choice or not, the 2014 election results will show. The BJP appears to be convinced he has extensive mass appeal across the country and that he is the best choice for tackling the Congress party. The Americans are not giving Modi a visa even now: it is to be seen what they will do when the BJP wins and he becomes the prime minister.

ACHIN TENDULKAR is contemplating retirement after his 200th Test later this year. He knows his reflexes are not what they were only a couple of years ago, runs are harder to come by, and, as a result, even genuine fans are getting impatient. Those who regard him the greatest Indian batsman fear that the longer he stays in the Indian team the more chances there are that he will end up botching his record-book. Besides, it might take a toll on the team performance since he would block the entry of a younger batsman. However, L.K. Advani, who will be 85 in November, shows no inclination to retire. His reflexes too have slowed down considerably, he suffers from memory lapses, though, mercifully for his advanced years, he continues to be physically fit and able to devote relatively long hours to the nitty-gritty of everyday politics. Yet, Advani stopped connecting with his core constituency, that is, the rank and file of the wider Sangh parviar, several years ago. Being the hard-line face of the Hindutva, there was never any love lost between him and the so-called secularists. The analogy with Sachin is apt insofar as in sport if you don’t deliver, the greatest of stars will find himself ejected out sooner than later; in politics a false sense of politeness and factional interests prevent the easing out of veterans even if they are well past their sell-by date. Despite his sterling contribution to the rise of the BJP, Advani is in no position to lead it any longer. That task must belong to someone more energetic, more charismatic and more imaginative. The octogenarian leader cannot possibly hope to connect with an electorate which is more than two-thirds below the age of 35. Yes, the only way Advani, even in his dotage, could have continued to lead the BJP was if it had lacked someone genuinely capable to take over its command. By all accounts, Narendra Modi has emerged by far the most popular leader not just in the BJP but in the entire political firmament. Like him or hate him, but you cannot deny the fact that he has electrified the political atmosphere in the country, adding a certain frisson to it, and given a fright to the Congress camp. Most amusingly, the fear of Modi has forced these hitherto inveterate critics of Advani to discover in him qualities which they had insisted he had lacked when he was at the peak of his career. But then those abusing Modi in barely printable invectives had not even spared Atal Behari Vajpayee. Recall how Sonia Gandhi had fulminated against Vajpayee, saying that Ataljee apna mansik santulan kho baithey hain (Ataljee has lost his mental balance.) And this at a time when Vajpayee was the prime minister and doing a lot of good work. Therefore, it is pointless to lend any credence to the new-found Advani fans who

have belatedly discovered in him secularist qualities while their real objective was to obstruct the rise of Modi in the BJP. It is the same Advani whom they had painted in the blackest of hues when he had undertaken his motorized Ram Rath across the country. In fact, it is the same Advani who was always at pains to please the RSS so long as Vajpayee was the popular face of the BJP. The RSS and Advani veered away once Vajpayee was out of commission and Advani believed he could reinvent himself overnight by issuing, most gratuitously, a certificate of secularism to Mohammed Ali Jinnah. Sushma Swaraj’s case is relatively simple. Almost in the same age bracket as Modi, her prime ministerial ambitions would be thwarted by the graduation of Modi from Gandhingar to Delhi. Having come to the BJP via the Socialist Party after losing a string of Assembly elections in her home State of Haryana, Sushma’s prime ministerial ambi-

We cannot see Advani doing anything that would play into the hands of pseudo-secularists. He has lived a principled life. And, hopefully, he will sulk alone in his home and not make a public spectacle of it. That would be unbecoming of the Advani we have all known all these years. Meanwhile, before the Congress megaphones start harping on the divisive nature of Modi vis-a-vis the BJP, they would do well to remember that the founder of the NehruGandhi dynasty had become the first prime minister only because Mahatma Gandhi had overruled the Congress Party. Out of 15 Pradesh Congress Committees in 1946, as many as 12 had in no uncertain terms recommended Sardar Patel; the other three did not vote for Nehru. No, they remained neutral. Yet, Gandhi nominated Nehru for the job, because the latter said he would break the Congress if denied prime ministership but would not work as Patel’s number two. To the eternal credit of Patel, when asked to work as Nehru’s deputy he did not demur. Alas, Patel’s spirit is missing from the polity today. And Nehru’s lives on in his progeny which strives very hard indeed to cling to power by means fair or foul.

Now that they have brought the economy to its knees, it is full of black humor. Here are a few samples. A blogger quoting an American humorist who had said “I don’t make jokes, I just watch the government and only report facts,” had the following take on the economy: Henceforth physics students will be taught the concept of free falling by using the example of rupee. A language enthusiast would henceforth say, “I tripped and rupeed.” Pakistan would stop printing fake 500 rupee notes because the overhead costs are more than its real value. Someone mentioned that the RBI wants to replace rupee with onions in order to gain parity with the US dollars. DEATH is hardly the ideal punishment for the rapists of ‘Nirbhaya’ on Dec. 16. It gives them an easy way out of the mental and physical torture that they subjected the victim and her family to. They must first be castrated. Then their spinal cord must be medically severed so that they cannot walk for life. They will live a living death and even their families will feel the pain, like the family of the victim. In fact their families should be given the permission to starve then to death if they choose to. Now that will the best mental and physical life term punishment to the criminals and their families. They also add that his 'anointment' as the BJP's PM candidate is not unanimous within his own party. The so-called political commentators may like to revisit the events in the year 1966 when the option to anoint Late Indira Gandhi as the PM by the Congress party was stoutly resisted by the Late Morarjee Desai and there was a secret ballot which the latter lost. Thus, the late Indira Gandhi was not chosen for the post of the then PM unanimously and had to face an election prior to the anointment. Further, during 1969 she faced stiff opposition from the Syndicate Congress consequent upon which the Congress was split for the first time after Independence. The Congress was polarised as also the nation. Thus, there were serious differences within the Congress in the sixties itself. Even the NCP of Sharad Pawar is a rivulet of the Congress party. There was communal violence in Mumbai during the Congress regime in the year 1993 as also in Assam in the 1970s apart from the 1984 riots against the Sikhs which was seen in a lighter vein by the late Rajiv Gandhi the then PM. The TV viewers wish the commentators do some homework and shun the habit of brazenly hiding the history of Congress thereby depriving the viewers/ public to get the hypothesis right which is certainly a disservice not only to their profession but also to the Nation. They also should remember to make mentions about the communal violence in various parts of our country under the Congress regimes whenever they refer to Gujarat riots in 2002. —T.M. Rangarajan lowered the growth forecast for the current fiscal to 5.3% from 6.4% projected earlier. The demand slowdown, lower revenue growth, anaemic industrial growth current account deficit (CAD), upward pressure on Inflation and weak rupee are some of the biggest stress factor says a report published by Crisil, a global analytical company. However, there exists a breath of oxygen in the form of agricultural growth this year. Thanks to a good rainfall so far, (14% above normal) and higher Kharif acreage, policymakers are betting that agricultural growth this fiscal may be three

There is some more good news by way of the industrial production data for July this year as the IIP growth was expected to remain quite low. However, according to Dr. Arun Singh, Sr. Economist, Dun & Bradstreet India, the double digit growth in the capital goods sector should be viewed carefully as it might undergo a revision. â&#x20AC;&#x153;IIP largely grew on the back of the 3.1% growth in the index for eight core industries. The sustained growth in the production of core industries will be a boost to the IIP as it would indicate revival in demand which still continues to remain in doldrums,â&#x20AC;? says Singh. â&#x20AC;&#x153;Nonetheless, IIP is expected to remain subdued barring the festive months where demand usually lifts industrial production,â&#x20AC;? he adds. However some experts are optimistic. Care ratings expect the growth rate in 2013-14 to be higher than it was in 2012-13 for three reasons. The full impact of various measures taken over the last six months will be reflected later in this year as strong emphasis is being laid on improving the per-
formance of key infrastructure and continuous efforts are being made to remove the bottlenecks in the implementation of projects. Says Madan Sabnavis, Chief Economist, Care ratings, â&#x20AC;&#x153;the growth projection in GDP appears reasonable against our own forecast of 5.1% (with a strong downward bias). However, the internals appear to be on the higher side for farm output as well as industry. While farm output could still cross 4%, industrial growth would tend to lie in the range of 1% 2%,â&#x20AC;? he says. Sabnavis feels that inflation would continue to be under pressure and would be in the 6-6.5% mark rather than 5.5%. â&#x20AC;&#x153;This is based on the fact that fuel prices and core inflation will be under pressure as the full impact of the rupee depreciation will be felt in the next few months,â&#x20AC;? he adds. According to Care the current stance of monetary policy has to continue until stability in the rupee is achieved. â&#x20AC;&#x153;Thereafter, if the current trend in the moderation of wholesale price inflation continues, which is in fact expected, the monetary authorities can switch to policy of easing. The time frame for this is very difficult to specify,â&#x20AC;? says the economist. Incidentally, Crisilâ&#x20AC;&#x2122;s GDP growth estimate has also been reduced to a decade-low of 4.8% for 2013-14. â&#x20AC;&#x153;With luck, if agriculture surges 6%, it could push overall GDP growth to 5.2%,â&#x20AC;? says Roopa Kudva, Managing Director & CEO, Crisil. â&#x20AC;&#x153;In the current environment, the economy will stay in

However, she feels that what stresses nearly a quarter of the companies is the demand slowdown. “Two out of three sectors will see a decline in revenue growth. The collapse of the investment cycle will severely dent infrastructure, capital goods, automobiles and real estate sectors,” she says. “Stretched working capital cycles are aggravating liquidity pressures on companies. Overall, liquidity pressures are a source of stress for 16% of the companies; but for larger firms it is higher at 27%,” Kudva points out in the companies report titled ‘State of the nation.’ The report indicates that the rupee depreciation has increased India’s currency competitiveness. “The rupee could rebound to Rs.60/USD by March 2014 as the current account deficit declines to 3.9%, but the currency will remain significantly depreciated compared with last fiscal,” Kudva said. Hence, export-linked
sectors such as IT-ITES, pharmaceuticals, textiles, readymade garments and cotton-yarn spinning will do well. The report further mentions that Services, which have been the bulwark of the economy for several years, will grow at just 6.5% this fiscal compared with the nearly 10% through the last decade. However, controlling CAD remains the main concern at present, feels Dr. Didar Singh, Secretary General, Ficci. “Improving trade deficit in recent months is a healthy sign and we hope that with global growth picking up this situation will improve further. Our efforts should however be geared towards having a long term strategy to economise imports of oil, coal, capital goods, electronics and fertilisers. Further, we need to have greater clarity on our policy with regard to iron ore mining and exports”, says Singh. Government needs a series of steps such as further liberalisation of FDI norms, resolution of tax concerns of industry, fast tracking public sector investments and containing the fiscal deficit through a compression in subsidies,” feels Singh. “All these would give a boost to investor senti-
ment and help kick start the investment cycle in the economy,” he suggests further. However C Rangarajan expresses confidence that current account deficit (CAD) this fiscal will be con-
tained at about $70 billion. At 3.7 % of GDP, this CAD level ($70 billion) is a good one percentage point lower than the 4.8 % level in previous year, Rangarajan points out. “I do not see any problem in
financing this expected CAD of $70 billion this fiscal even as everybody recognises that capital flows to emerging markets may go down during this year,” says the confident Rangarajan.
Temporary rise in IIP may not sustain turnaround
T
he Index of industrial production (IIP) rose by 2.6 per cent in July on a y-o-y basis after falling for 2 consecutive months. While mining output continued to contract, both manufacturing and electricity output rebounded sharply and grew by 3.0 per cent and 5.2 per cent respectively in July. “However, the turnaround in manufacturing was driven largely by an 83.6 per cent growth in ‘electrical machinery and apparatus’ industry. Excluding this category, manufacturing output actually fell by 0.9 per cent in July, compared to a year ago”, says a CRISIL Research’s analytical note based on IIP data as of September 12th. From April to July 2013, manufacturing output has fallen by 0.2 per
cent compared to a year ago. However, export oriented industries such as textiles, leather products, refined petroleum, chemicals and other transport equipment have managed to sustain positive growth. These industries account for 37 per cent of the IIP manufacturing index and contribute to around half of India’s total merchandise exports. “In the coming months, a weaker rupee is likely to provide further support to export driven industries that source inputs domestically. Recent momentum in merchandise exports - which grew by11.6 per cent in July and 13 per cent in August – also suggests that export driven industries in IIP may continue to see improvement in the coming
months” believes Crisil. The cushion from export oriented industries, however, has not been sufficient to offset the slowdown in domestic demand dependant manufacturing industries. With private consumption growth falling to a decadal low of 1.6 per cent in Q1, 2013-14, many of these industries have seen a sustained contraction since April this year. While a normal monsoon and consequent pick-up in rural incomes could push up consumption growth and thereby aid a recovery in domestic-demand driven manufacturing industries going forward, a sustained revival of the manufacturing sector will be contingent on a pick-up in corporate investments.

Taking centre stage, Kamath, delved into an overview of the recent

Moving on through the reconstruct and relating it to the Current Economic Environment, he said, “In 2008, the Lehmann Brothers crisis and the subsequent global meltdown, saw the world losing confidence in itself, which derailed the economy. By mid-2009 the rural sector came up trumps and put the economy back on track. Nothing happens overnight, nothing happens by fluke. Most problems post 2009 were manmade, when business community and lenders lost confidence and the virtuous cycle of investment was broken.” Highlighting the lacunae in the economic system, he pointed the void, by saying, “We need to ask ourselves if the text book prescriptions are relevant in today’s scenario. When the Economics theory was written there were no OPEC markets; there was no real time trading. Today there is a need for innovative
thoughts backed by research. We are currently at a low point of growth. Recovery will begin when the slowdown in growth stops before we start gaining momentum. And once the growth starts, it will stay for a long time.” He compared similar scenarios from the 1950s in economies like Japan and South Korea, who witnessed double digit growth rates for a period of 20-25 years. Commenting on the fall of the Indian Rupee, the banker reflected, “The Rupee is under valued at the moment and will move in sync with the Indian economy.” Displaying great faith in the new RBI Governor, Dr. Raghuram Rajan, he said,”The new Governor has great potential and the ability to bring in measures to stabilize the Rupee and help put the economy back on the path of growth from the current 4.8% levels of GDP.”

ndia’s foreign exchange reserves declined by $685.1 million to $274.81 billion in the week ended September 6 due to a dip in the foreign currency assets, the Reserve Bank said on Friday. During the year-on-year period, the reserves fell by a whopping $17.239 billion, the RBI data showed, as the months beginning from June saw heavy intervention by the apex bank in the forex
market to prop the rupee, which shed 28 per cent before the reporting week since the beginning of FY14. The rupee appreciated by over 4% against the dollar since the new RBI Governor Raghuram Rajan assumed office on September 4.Foreign currency assets (FCAs), a major component of the reserves, dropped by a $656.5 million to $246.745 billion for the week ended September 6, the Reserve Bank said.

measure of economic (particularly, industrial) activity? Although, the PMI in many ways is indicative of the prevailing and potential sentiment amongst the business community of the economy, it is not entirely reflective of real industrial activity.
Conceptual differences The IIP is by definition the volume of commodities produced within a specified group of industries in a given time period, benchmarked against the same set of goods in specified base period; based on information collated from 16 government departments/agencies. Hence, the IIP measures actual production of goods in the economy on a monthly basis. The PMI, on the other hand, is a Survey of purchase managers in over 500 private manufacturing companies that helps assess demand by business units.
Coverage and parametric dissimilarities The IIP, given its wide coverage of 682 items across sectors of mining, manufacturing and electricity, is a more exhaustive measure of industrial activity. Statistically speaking, the IIP is a combination of volumes and deflators, with weights across sectors (mining and quarrying, manufacturing and electricity) being assigned in accordance with their relative importance in GDP.
Great Start Mr. Governor

inally the big day came on September 4th. Dr. Raghuram Rajan took charge as the 23rd Governor of the Reserve Bank of India. It was an entry that can be an envy of a film star!! On the first day of office, Dr. Rajan announced a series of measures that seemed to touch all the problems and headwinds that the Indian economy is facing. He had said a few days ago that he didn’t have ‘a magic wand’, but he did seem to have one on the 4th of September. Without even talking about the CRR or SLR or the Reporate, he took so much action on day one that it left everyone gasping. He freed up bank branching, invited a flow of dollars by incentivizing banks to collect more FCNR deposits, gave Exporters flexibility to revise their forward contracts, so also importers, promised new banking licenses in the next 4 to 5 months, drew up a road map to reduce debt restructuring and force errant promoters to cough up more capital.

The historical movements of the IIP and PMI do not suggest a strong relationship. This may be attributed to the difference in coverage and methodology of arriving at the index. While the PMI is a useful indicator of the mood in a particular sector, i.e. manufacturing in this case, it should not be linked with the IIP as both the indices are different by definition and have different reference with respect to time and value. As a corollary, the PMI cannot be used as a proxy for IIP even though it is a more contemporary number, being released before the latter.

REFLECTION OF INDUSTRIAL ACTIVITY
n analysis on how the PMI and IIP have moved over the last 2.5 years by CARE Ratings has thrown up some interesting facts. The analysis shows that the movements in PMI and IIP are not strongly related and conceptually too, they capture different aspects of industry. PMI is based on a Survey of a sample of 500 companies where the companies express their view on whether conditions are better relative to previous month, while IIP compares actual output for entire sector over the year. While both have their own uses, the concepts cannot be strongly linked. With the latest HSBC India PMI number for manufacturing slipping below the 50 mark, concerns on slowing industrial activity and hence, overall growth, appear to be gaining more traction. The manufacturing PMI for India at 48.5 for the month of August stood lower than 50 for the first time in over four years; an index value reading of less than 50 suggests contraction rather than growth. The Purchasing Managers Index or PMI is based on a survey of purchase managers of companies and is used as an indicator to assess demand by businesses. It is a seasonally adjusted month-on month indicator. It is a Survey based indicator covering 500 private sector companies. Respondents are asked to compare current business conditions relative
of the companies, a majority of respondents indicated weak demand and cost of manpower to be areas of concern. Respondents also said that sharp fall in the Rupee value has affected their input costs, which in turn has lowered their profitability. Both capital and operational costs have been impacted. The participating companies said that they are in a fix as they cannot pass the increase in cost to the consumers. The participants were also asked to suggest measures to revive flagging industrial growth. A good number of respondents felt that improving basic infrastructure with emphasis on quality has to be ensured. Investment in infra projects that are stalled has to be expedited. Also, it was unanimously reported that simplification of procedures and policies in commencing and conducting businesses will enable better confidence. Implementation of Goods and Services Tax and cut in interest rate by the RBI were given as other suggestions.

n Brand building, connecting with people is very important. You need to speak their language. If you put your hand in the pocket and pull out a 100 Rupee note, you would notice that there are 15 languages on the currency note. India is a country where different segments understand and appreciate different languages. India is a vast country with over 8100 towns and over 6.5 lakh villages. It has multiple communities, languages and dialects. In this country, to have advertising effectiveness, it is important to recognize the power of regional language advertising. Very recently, TV Channels have moved quickly from being just Hindi or English channels to covering other languages like Kanada, Marathi, Gujarati, Bengali, Tamil, Telegu, Malayalam and Punjabi, through their brands. Further, they have taken major steps to look at the South Indian languages through other brands. All these are moves in the right direction and would help regional language advertising grow even more. Few years ago, Magazines were able to penetrate deep into the minds and hearts of India through editions in regional languages which benefited it as well as the advertisers. Why is regional language advertising so important in India? Well, firstly we must understand that advertising and communication are elements of the overall interaction in human and consumer behaviour. The most effective communication is one, which can be understood, appreciated and acted on. If large segments of Indian population understand only specific languages it would be silly to communicate to them only in English. Secondly, the consumer’s affinity towards the brand increases if the language used in communication is close to the receivers heart. Thirdly, if competition is reaching its brands message through the consumer in his language you could be left behind if your brand does not do the same. Some of the greatest examples of regional language success are the marketing of Jurassic Park as well as many cartoon serials in regional languages. It is important to note, but while creating advertising and communication messages, the conceptualizing and thinking should ideally be in the appropriate language and not only in English. This would help the advertisement to be credible and convincing and the comprehension would be better. In India, as part of consumer behaviour, most of us are bilingual; we usually speak two languages at a minimum level whether in office or at home. Infact, most of the effective commercials have used a judicious mix of two languages to bring home their message. As we progress in the Internet age, language communication on the Internet is also be a must. Ultimately, if brands would like to increase their market share they must first increase their share of mind and share of heart of the consumer through a media or language which the consumer is comfortable with. Infact all over the world regional languages are respected and used appropriately to communicate effectively. Regional language advertising has come of age and needs to be encouraged further so that there is mutual benefit between the consumers and the brand owners. In the present survey 38 per cent of the respondents said that availability of credit is an issue and this is almost double the percentage of participants citing likewise in previous round of FICCI Business Confidence Survey. Also, high cost of credit was reported to be a concern by 72 per cent of the participating companies. The corresponding number in the previous survey was 57 per cent. Further, the participants indicated that there has been no relief in the interest being charged by banks on term loans and working capital loans over the past one year. Rather, the interest costs have inched up marginally over this period. The surveyed firms were also asked to indicate the interest rate they would be comfortable paying given the current situation. It was indicated that an average interest rate of 9.4 per cent on working capital loan and 8.9 per cent on term loan would be reasonable. On other factors affecting the performance

lthough expectations of moderation over the coming six months is more pronounced at the economy and industry level, the near term outlook of members of India Inc seems to have a taken a severe hit and most forecast a ‘moderate to substantially worse’ performance at the economy and industry level going ahead. The results of FICCI’s latest Business Confidence Survey conducted during the months of July and August 2013 show significant moderation in the performance of companies’ vis-à-vis performance over the previous six months. And corporate India does not seem too optimistic about the near term performance either. A discernible increase is seen in the proportion of respondents reporting a ‘moderately to substantially worse’ performance at the economy and industry level going ahead. As a result the Overall Business Confidence Index declined further to 49.0 in the latest
survey. The slide in the confidence level of corporate India continued for the fourth successive quarter and this value is the lowest seen in almost seventeen quarters and reminds one of the difficult situations that were faced during 2008-09. In addition, expectations with regard to major operational parameters including sales, profits, investments, exports and employment have taken a beating. The outlook with regard to sales, profits, exports remained subdued, with a majority of respondents anticipating no change from the current levels in the coming six months. Also, a majority 67 per cent of the participating companies indicated that they don’t intend any fresh hiring in near term and their workforce is expected to remain at the current levels. The investment sentiment has been knocked down considerably as a sense of apprehension continues to grip members of India Inc. Respondents are expected to state their conjectures on improvement (weight 1), status-quo (weight 0.5) and deterioration (weight 0) on these variables vis-à-vis the previous month. The final index is a weighted averaged of these respondents based on their views (improvement, status-quo and deterioration) and hence at the limit if 100% perceives an improvement, then the index would be 100, while if all saw no change, it would be 50. Intuitively, it can be observed that the PMI does not talk of actual growth numbers and there is equal weight given to each company irrespective of size. Reference period The IIP calculates year-on-year growth for each month. Similarly, for annual frequency, an aggregate of monthly indices helps calculate growth in industrial activity for the year under consideration, over the previous year. Hence, change in the IIP highlights improvement or deterioration in the current year over the previous year. However, the PMI repre-
sents change in current month over the previous month (of the same year). There is hence, a more gradual transition in the dynamics of the PMI and if excessive volatility is noticed in this indicator, it could be perceived as a warning signal.
Observations from the past Given these differences, coupled with the fact that both IIP and PMI are awaited with equal enthusiasm or worry by markets, it is critical to analyse if trends in one are closely mapped by the other. We look at the change in IIP and change in the PMI for a 30 month period, between January 2011 and June 2013, to study patterns in the movement of these indicators. The correlation coefficient between change in IIP and change in PMI, over a 30 month period (Jan 2011 to Jun 2013), is (-) 0.18 and not significant. For the 30 observations during this period, the IIP growth number was negative on 10 occasions. However, only in case of 4 months, the PMI showed a decline in the index. The PMI had declined in 15 months, and in 11 of them the IIP had shown an increase.
“Why should promoters run their business with excessive borrowing from banks, while not putting in their share of money?”, asked Dr. Rajan. “If banks keep restructuring huge debts, the promoter will not run their businesses efficiently, because it is not their money that they are losing. And why should the banks be forced to convert debts into equity, thereby taking on the role of promoters?” Questions that had bothered his predecessor but he had no answers. But Dr. Rajan seems to have answers and as he forces promoters to shell out more equity, it could also kick start huge infra projects languishing. Meanwhile, the stock markets gave huge thumbs up to Dr. Raghuram Rajan, and particularly the Bank Nifty, which was in bear grip. Private Banks resounded with great vigour the day after the new Governor took charge. As I had said earlier, banks which fell very fast could come up equally rapidly as they had been oversold. I think one needs to watch keenly how Dr. Rajan tackles the CDR and NPA problems. He seems determined to set this anomaly right going forward and he has already set up a panel headed by the Deputy Governor, Chakravorty. And he wants to set it right quick. Restructured debt has climbed to an all-time high of Rs.23,000 crore. Once he sorts out this knotty affair the banks will be back in business. All in all, it’s been a great start made by the new Governor.

REVIEW OF THE PREVIOUS DAY:
The Nifty fell marginally on Friday (September 13, 2013) a net 0.10 points and closed flat at the 5850 point level. The market opened down with a gap at the 5828 points level. It then rose sharply into the green and registered the day’s high at the 5884 points level at 9.39 a.m. The index then declined and turned into a range bound movement until 11.00 a.m. It then declined sharply into the red and registered the day’s low at the 5822 points level at 11.09 a.m. The index then rose and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 61 points. Sentiment was mixed and amongst the 50 Nifty stocks 34 were gainers, while 16 stocks closed in the red. Substantial buying was seen realty, power and capital goods stocks, while selling was seen in consumer durables IT and technology stocks.
TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 18.93%. This change is substantial but indicates a moderate participation by investors.
Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 825 were gainers, 543 were losers and 58 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the over-bought zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues).
RSI Indicator: The RSI is above the 40 level and is now turned flat (positive if it rises). MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is above its 9-day Average (positive).

However, the index is above the 5, 15, 25 and 2 00 days moving averages and all the averages are rising. Further, velocity parameters too are positively trended. The meet was focused on giving a heads up about the strategy of the company to reach its aspiration of clocking US$5bn in revenues in the next three years through both, organic and inorganic growth. The essence of the meet was skewed towards how the Management will utilize the merger synergies in order to scale the business. Following are the key highlights: Four broad strategies to achieve US$5bn goal: The Management highlighted the four plank strategy that the company is working on to achieve its US$5bn aspiration: 1) Business momentum: focusing on investing and expanding the company’s existing portfolio of enterprise business around momentum industry verticals - telecom, manufacturing and BFSI, 2) Platforms: introduction of new platforms and processes as-a-service using incubation and partnering strategy, 3) Innovation: investments in developing products and work around the new areas of cloud, mobility and analytics, and 4) Inorganic growth: Eyeing for acquisition to expand geographic presence, and product offerings. ew Delhi: A Bill which seeks to scrap the collegium system of appointment of judges to the higher judiciary and give executive a say in the matter has been referred to a Parliamentary committee for further consultations. The Judicial Appointments Commission Bill, 2013, introduced in the Rajya Sabha on August 29, has been referred to the Parliamentary Standing Committee on Law. The panel has now sought the opinion and views of the general public and stakeholders on the provisions of the bill which aims at establishing a new mechanism to appoint judges to the Supreme Court and 24 High Courts. Law Minister Kapil Sibal had introduced an
enabling bill — the Constitution (120th) Amendment Bill — and the Judicial Appointments Commission Bill, 2013, which defines the establishment of the proposed body to recommend appointment and transfer of judges. The government and the Opposition were united in seeking to scrap the collegium system of appointing judges to higher courts, saying it was essential to restore the delicate balance of power which has been disturbed. The Constitutional Amendment Bill was passed in the Upper House amidst a walkout by BJP which wanted both the bills to be referred to a Parliamentary Standing Committee. The government wanted the Constitutional Amendment Bill to be passed and was willing to send the main bill — the Judicial Appointments Commission Bill — to the standing committee. The Constitutional Amendment Bill is now pending with the Lok Sabha, while Rajya
Sabha Chairman M Hamid Ansari had agreed to refer the main bill to the Parliamentary panel. Under the present collegium system, the Chief Justice of India and four senior most judges of Supreme Court recommend to the government the names of judges for appointment to the High Courts and to the apex court. The government can return the file to the collegium only once for its reconsideration, but cannot refuse the recommendation. India perhaps is the only country where judges appoint judges. The bill seeks to set up a Judicial Appointments Commission to recommend the appointment and transfer of Supreme Court and High Court judges. It states that it will make the participants in the selection accountable and introduce "transparency" in the selection process.

The bill seeks to set up a panel headed by the CJI to recommend the appointment and transfer of senior judges. The other members of the proposed Commission would be two senior-most judges of Supreme Court, the Law Minister and two eminent persons, along with the Secretary (Justice) in the Law Ministry as its convener. The two eminent persons will be selected by a panel headed by the Prime Minister with the CJI and the Leader of the Opposition in the Lok Sabha as its members. The Judiciary is opposed to the proposal and has defended the collegium system for appointment of judges in higher judiciary. alasore (Odisha): India on Sunday successfully test-fired its inter-continental surface-to-surface ballistic missile Agni-V, with a strike range of over 5,000 km and capability of delivering a nuclear warhead with high precision, from a base off Odisha coast. The missile had its maiden launch last year. “A symbol of DRDO's technological excellence and India's strength, Agni-V missile took off majestically at about 0850 hours from the launch complex of the Integrated Test Range (ITR) at Wheelar's Island," a DRDO official said. Describing the second trial of Agni-V, developed by the Defence Research and Development Organisation, as fully successful, the official said the missile flew on a predefined path and reached its destination with expected precision.

"India's inter-continental surface-to-surface ballistic missile Agni V, capable of delivering nuclear warhead with high precision, was successfully launched today in a repeat of the spectacular maiden launch last year," a DRDO release said. The indigenously developed missile, which can carry a nuclear warhead of more than one tonne, is ca-
pable of striking a target more than 5000 km away. It is about 17-metres-long and 2-metres-wide. The missile, powered by three-stage solid rocket motors, had a flawless launch in auto mode and followed its entire trajectory in textbook manner, dropping three motors at predefined stages into the ocean, the release said.

ew Delhi: In the backdrop of arrest of Yasin Bhatkal, alleged founder of Indian Mujahideen, condemned convict in German Bakery blast case, Himayat Baig has approached Bombay High Court seeking reinvestigation into his case by a neutral agency or a court-appointed Special Investigation Team (SIT). An application was moved by Baig's lawyer Mehmood Parcha before the High Court seeking a fresh probe claiming that he had not been given a fair chance and also alleged that elite Anti-Terror Squad of Maharashtra Police had even ensured hijacking of trial by manipulating a defence lawyer. "My application is based on the letter written by my client to judges of High Court where he says that the defence lawyer in Pune was thrusted upon him by ATS team and that he had never seen the charge sheet. "We want a fresh investigation by a courtappointed SIT or a neutral agency so that actual truth comes out," says Parcha. T h e application will come before the court on September 23. The lawyer also went ahead to say that the murder of suspected Indian Mujahideen operative Qateel Siddiqqui also needs a proper

The internationally acclaimed series produced by Disney Television Animation, Gravity Falls will debut on Disney Channel India on Monday, September 16, 2013 at 6.30 pm. Gravity Falls is just west of weird, slightly east of eerie and always north of normal, in a fresh new comedy series that follows city kids and twins Dipper and Mabel Pines who are sent to spend the summer with their eccentric Great Uncle Stan (aka Grunkle Stan) who runs a tourist trap called The Mystery Shack in a remote northwestern town where nothing is what it seems. I enjoy doing the show as well as watching the show and my long association with Raj Nayak sir from Colors and Deepak Dhar from Endemol, the property owners is an added incentive for me to do this show.
This time round the show has been launched as a heaven and hell show. What are you, an angel or a devil? I have some qualities of both. I can be charming as an angel or destructive as a devil.
Do you have any part in selecting the contestants? Sometimes I have to do it for a good friend or a good recommendation from my family members who love the show but generally I leave the casting part to the channel.

The show started as a story of how a 40-plus man and a 30plus woman fall in love after marriage with Ram Kapoor and Sakshi Tanwar playing the lead. Now seven years later, the audience will be introduced to a grownup Pihu, Pari and Myrah. Pihu the eldest of the three daughters will be played by the beautiful Fenil Umrigar while Pragati Chorasia will be playing the role of Pari and Vinti Idlani will be playing theo character of Myrah in the show.Ram Kappor will be doing his best to play a perfect parent to his children. While we see Ram being all protective of Pihu, Pari and Myrah we wonder where mommy Priya Kapoor is! Initially Sakshi’s character will be shown slipping into coma. You are friends again with your arch-rival Shahrukh Khan? Will you accept him as a part of the show? Why not? He is more than welcome. After all we met during the holy month of Ramadan and hugged each other leaving our differences behind and now I will have to be one up on him since ‘Chennai Express’ is such a big hit. The in-house tempers can go off the handle sometimes. In such circumstances what do you do? My job is to advise the inmates and do a bit of hard talk with them so as to calm them down. What is different this time round in ‘Bigg Boss’? We have the element of the Good and the Evil which will feature 14 celebrity
contestants with a diabolical twist. I will be watching over them for their every move.

ust last week, in West Bengal, a school child died owing to the trauma she suffered after being bullied at school. Reports suggest, that three students from 8th standard class had last week asked the 11-year-old fifth standard victim, Oindrilla Das to pay Rs 100. The girl’s family alleged when their daughter refused to pay the money, she was locked in the toilet of the school on September 4 and rescued only after five hours by a sweeper. Ragging incidents seem to be increasing all over the country with more and more ragging-related deaths and suicides being reported every now and then. Following the incident, the 11year-old girl went into ‘acute trauma.’ She was taken to a psychiatrist by her parents a couple of days after the incident. The psychiatrist reportedly gave her an injection and soon after, she lost consciousness. She succumbed to death at a local hospital three days later, a week after the incident. The principal of the school was arrested a day after the girl’s death. She was reportedly arrested for negligence of duty. The principal, earlier, on the day of her arrest had resigned from her post due to increasing pressure. The school authorities allegedthe girl didn’t report about the harassment to them. The parents claimed otherwise. The girl’s death stirred protests outside the school. The parents and other relatives of the girl barged into the principal’s office and ransacked the school as well. They claimed the principal did not

The girl allegedly mentioned the names of fours of her seniors for harassing her and the name of a faculty member in her suicide note. The girl had apparently been harassed by the four seniors since the beginning of college and when she reported it to the faculty member he asked her to do as her senior said if she wanted to continue studying in the college. After the senior got to know about the girl’s complaints they allegedly started harassing her more and also threatened to throw acid on her face and rape her. This drove the girl to commit suicide. In Uttar Pradesh - the state which rules the roost when it comes to ragging – a girl committed suicide after being ragged by some seniors in a management institution in Lucknow. Apparently, the girl was being harassed by her seniors because she could not speak ‘proper English.’ Uttar Pradesh reportedly registered over 20 cases of raging in just past two months. National AntiRagging Helpline (1800 - 180 - 5522) registered 418 ragging cases in Uttar Pradesh followed by West Bengal with 267 complaints being filed between June 2009 and September 4, 2013. Uttar Pradesh still tops this list despite a steep decline in the number of cases registered, from 120 in 2011 to 85 in 2012 and 44 till September this year. It is believed that the beginning of the academic session in 2013-14 in engineering and medical colleges has led to spurt in the ragging cases. Other states with high ragging cases include Orissa with 236 cases, Madhya Pradesh with 192 cases, Maharashtra with 110, Tamil Nadu with 111 and Rajasthan with 100. In all, 93 cases were reportedly registered in Bihar during this time while Delhi registered 47 cases in the same period. O far, the Aam Aadmi Party (AAP) is outside the black cell of politics. It hasn’t even gone inside yet, but its style is beginning to change. It is being infected by the diseases from which other political parties suffer. Party workers themselves are indulging in lies, deception and deceit. Money calculations are being sought. The party is divided over the selection of candidates. Arvind Kejriwal’s Party is going to fight elections in Delhi. It is important to understand what effect this will have on the politics of Delhi and the country. It is only a short while ago that this happened: the AAP had got its election symbol the ‘jharoo’ or broom and AAP workers were pasting and putting up posters in Delhi’s Connaught Place. After some time they requested and appealed to autorickshaw drivers to put up AAP posters behind their autos. The auto drivers refused. The workers remained persistent in trying to persuade them. The workers were engaged for at least
half an hour in trying to explain things to them and persuade them. In this duration at least 20 autorickshaw drivers collected but only one agreed to put up the posters on his auto without any remuneration. It is necessary to mention this incident because when Anna Hazare had first fasted at Delhi’s Ramlila Maidan, the auto rickshaw drivers had been very active during Anna’s ‘andolan’ or movement. The automen had ferried those who wanted to go to Delhi’s Ramlila Maidan to join the movement free of cost. Today those same automen are objecting even to putting up posters behind their autos. What has happened between 2011 and 2013 that has made such a difference come into the views of people? Is this an indicator? The AAP was formed after Kejriwal’s separation from Anna’s movement. Kejriwal and his colleagues felt corruption can be ended only by getting into Parliament and the Legislative Assemblies. Kejriwal, after ending his movement, formed his Party. Anna’s supporters kept themselves separate from this party. Anna made it clear to Kejriwal that the AAP could use neither Anna’s name nor his photographs. During his ‘Jantantra Yatra’ Anna has stated many times that the battle for changing the system cannot be fought by getting involved in the system or becoming a part of it,
and for him the BJP, the Congress or the AAP are all alike and he has no hopes from these political parties. But nowadays, an SMS, being circulated in Delhi, appeals to people to vote for the AAP. The matter of surprise is that in this SMS, the name of Anna is mentioned and it is being said that the AAP is Anna’s ‘sahyogi’ (associate). The fact is that Anna has nothing to do with the AAP and neither has he ever supported it. Therefore, Anna’s name being in an SMS which is asking for votes for the AAP is like deceiving the people. Now the question is, who is the ‘sutradhar’ (architect) of this SMS, who is behind it? Is it being sent by the AAP? Two situations are possible. One, that this SMS is being sent on the orders of Kejriwal and other senior leaders and two, that Kejriwal may not know about this SMS. Both things are possible. If the AAP is sending the SMS under a plan to use Anna’s name and garner votes, then it clearly means that the diseases that afflict other political parties have spread to the AAP too. It is also possible that Kejriwal and the party’s senior leaders may not know about the SMS and some junior leader or some candidate is sending this kind of SMS. If this is the situation, then the matter is even more serious. It means that the party not an organisation, but a mish-mash of chaotic elements in which anybody can do what
they please or what comes into their mind. When Anna had clearly said his name should not be used, how can the leaders or workers of the AAP send an SMS using his name? If Kejriwal knows that this is being done, what is the action that has been taken against those doing it? And if he doesn’t know, it means that the party is outside the control of its leaders. Given these situations, it may prove to be quite difficult for the AAP to fight elections in Delhi. Actually, the problem of the AAP is more serious than this. The Delhi Assembly election is not just an election, but has become a question of existence. This will be the first and the last ‘test by fire’ for the AAP. It is a situation of do or die. How? It is important to understand this. The AAP’s biggest problem is that the party workers are angry over the selection of candidates. More than the selection process, the reason for the displeasure of the workers are their ambitions. Not only in Delhi, but in the whole country, AAP workers are nurturing a hope to become an MP or an MLA. There is no doubt that the future of the AAP hangs on the results of the Delhi election. The party is preparing for the upcoming elections with all its strength. The workers of the AAP are working much harder than those from the Congress and the BJP. It is a new party, so it is necessary to do so.

HEN the authority of a government comes to an end and when the credibility of the administration is at a lower ebb, then there is a glut of such incidents which should not happen. In a moving bus in Delhi a minor and four adult men inhumanly raped a girl, against which the whole of Delhi stood up. Witnessing that outburst of anger, it seemed that now perhaps rapes will not take place. And if they do take place,
the anger of the people will either punish the rapists directly or the government will punish them, but the government’s entire attitude to the anger of the people remained insensitive, due to which where an abhorrence and loathing, a hatred against the government arose amongst the people, it also provoked people with a criminal tendency towards committing crimes. People with criminal tendencies felt what can the government do to us? We will be able to influence the government machinery and will be let off easily. This message brought about a flood of rapes in the country. In every part of the country, be it a minor, be it children, be it a young or a middleaged woman, or a woman of any age, there is no escape from rapists. The result that can be seen is that both frustration and disappointment are being created and are taking root in people.
The persons committing a crime have become so free of worry that they have started believing that the police and politicians are their partners in the sphere of crime. And why should they not believe this! When one can stroll into the rooms of ministers and take away whichever file one chooses and walk out and then the crime investigators of the powerful government cannot find out about such incidents, then how can fear be instilled in the minds of petty criminals? This is called the ending of authority. When our current President was the Finance Minister, then instruments for spying were found in his room. Three days later, the government said they were not instruments for spying, but chewing gum. The government wanted to hide its loss of prestige and perhaps also its failure. Who was behind this incident
could not be known. The files containing coal documents connected with the Prime Minister disappeared in the same manner, and neither the hidden cameras nor the sensors are able to reveal anything about the missing files. Such impregnable security has been formulated in which whenever anyone wants, they can make a burglary or strike with impunity. And the government says smilingly that nothing like this happens, these are just fictional, cock and bull stories. These types of acts and antics of the government have themselves finished off its credibility, the credibility of the administration. Where the government is ending its own authority, there itself it is not only encouraging economic offenders, but is also creating a protected like atmosphere for small criminals. Neither is the government strict, nor is the administration strict.
HARYANA CM Bhupinder Singh Hooda, known for his reluctance to let go of his favoured babus, has raised eyebrows by sending off his Principal Secretary Chattar Singh to Delhi. The 1980-batch IAS officer is reportedly set to become a member of the Union Public Service Commission (UPSC). Chattar Singh has already been granted two three-month extensions after his superannuation on March 31. Those who claim an ability to read tea leaves believe that the move to send Chattar Singh to the capital is an indication that Hooda wants to increase his clout at the Centre. But be that as it may, Chattar’s imminent exit means has set-off a succession tussle between eligible Haryana babus. It is being said that Hooda plans to appoint two officers in Chattar Singh’s slot. Odds are that the two most likely officers will be S.S. Dhillon and K.K. Khandelwal, though one cannot vouch for the appearance of proverbial dark horses.
Babus seek reforms
TIRED of arbitrary suspensions and transfers ordered by politicians, bureaucrats are now beginning to express their disapproval to the government. Recently, observers noted that the three central services – Indian Administrative Service (IAS), Indian Police Service (IPS) and the Indian Forest Service (IFS) have joined hands to urge the government to change the rules empowering state governments to suspend public servants. This is a significant development, say observers. Sources say that representatives of the three services met with Personnel Secretary S.K. Sarkar and sought reforms and made some suggestions in this regard, according to Sanjay K. Bhoosreddy, Secretary of the All India IAS Association. Among the suggested reforms is that the suspension order for any Central service officer should be cleared by the Centre. The question, however, is whether the babus will receive a sympathetic hearing from the netas?

THE severe paucity of IAS officers in Thiruvananthapuram, due to the steady exodus of babus on Central deputation has created an ‘administrative crisis’ in Kerala, according to Chief Secretary E.K. Bharat Bhushan. Apparently the situation is serious enough for the government to put on hold the sanctioning of central deputation for two principal secretaries, Health Secretary Rajeev Sadanandan and Finance Secretary V.P. Joy. Not just that, sources say, the state government has also decided to recall all IAS officers who went on Central deputation but have not returned even after their tenure expired. From now on, at least for the foreseeable future, the Kerala government will send state cadre officers on deputation only after suitable replacements are found in the state. — Dilip Cherian

ANGALORE: Yuvraj Singh staked his claim for national team selection as he struck a brutal 89-ball 123 to lead India 'A' to a thumping 77-run victory over West Indies 'A' in the first of the three-match One-day series. Handed a lifeline to return to the ODI team by being named captain of India 'A', Yuvraj produced a sensational exhibition of strokeplay by hitting eight fours and seven sixes in his scintillating innings to help India raise 312 for four after being put to bat at the Chinnaswany Stadium. The match was reduced to 42over-a-side affair due to two-hour delayed start on account of wet outfield. India 'A' then bowled out the visitors for 235 in 39.1 overs, giving the home side 1-0 lead in the series with the remaining two matches to be played at the same venue on September 17 and 19. Chasing the formidable target, the visiting side lost the plot early on as they were reduced to 58 for three in the 11th over and after a brief recovery with a 54-run stand between Narsingh Deonarine (57) and Andre Fletcher (29), they again lost quick wickets to fold up at 235. EW DELHI: Calling the life ban imposed on S Sreesanth "bizarre", his lawyer Rebecca John said the tainted pacer will challenge the BCCI's decision in court as it is "completely against the principles of natural justice". Sreesanth was banned for life by the BCCI after being found guilty of spot-fixing in the IPL in an internal inquiry conducted by the Board's Anti-Corruption and Security Unit chief Ravi Sawani. "The (BCCI) order is completely against the principles of natural justice," John told 'ESPNcricinfo'. "It has based its findings on personal interactions with members of Delhi Police as well as taken material from the chargesheet that has been filed by the police before a sessions court. If that is so then they should have waited for the court to determine whether or not any of this holds up in legal proceedings," she pointed out. John described the Sawani report as "loose" and questioned the basis of its findings. "They just picked up conversations they had with members of Delhi Police where they said Sreesanth and other members of the cricketing community confessed before them. It is a very, very loose report with little or no substance in it," John said. She asked how the evidence which wasn't enough to keep the
accused players in jail, could be considered proof of their guilt by the BCCI. Sreesanth, along with four other cricketers, is currently out on bail after spending quite a few days in jail. "The fact is that the sessions court has released players on bail and said none of this adds up as a case. (The court said) it is very, very tenuous - the link between whatever bookie you are saying had a role to play and the players, partic-

HANDIGARH: India's new batting sensation Shikhar Dhawan is glad that he could fight the initial jitters and score runs early in his international career and said he would look to maintain his blistering form. Ever since his international debut, Dhawan has been in rollicking form as he earned Man of the Series title in Champions Trophy in England and the Delhi Dasher said he would look to play smart cricket in future. "Once you score big runs at the start of your international career, you get really confident because that is one part which is really tough as every player is nervous at the start of the career," said Dhawan, who was recently appointed as captain of Sunrisers Hyderabad, one of the four teams in the Champions League T20 qualifiers here. "It's good that I started off really well and I just want to continue the same form and play smart cricket so that I could be consistent. UMBAI: Twice in arrears, a determined Maharashtra State Police (MSP) staged a solid recovery to pull off a narrow 3-2 margin of victory against Central Railway in a keenly fought match of the Mumbai Magicians-MHAL Super League 2013, at the MHAL Stadium, Churchgate, on Sunday evening. Satyajeet Sawant, Sandeep Sawant and Ayub Pendhari scored for the state cops while Central Railway got their goals through Rajendra Yadav and Boon D’Souza. The policemen have now registered their third win from five matches and with nine points in their kitty they are placed fourth behind Central who have the same number of points, but a better goal difference. For defending champions Central this was their second successive defeat after their 0-3 loss to Indian Navy in the previous outing. KARACHI: Former Pakistan Cricket Board Chairman Khalid Mehmood has advised the present PCB set-up against accepting any BCCI invitation to play a proposed tri-series with Sri Lanka in India later this year. "I would advise the PCB officials to not run after the Indians and not try to reschedule the coming "home" series against Sri Lanka for the sake of this tri-series which is apparently the brainchild of the BCCI," Mehmood said. The top officials of Pakistan, India and Sri Lanka Boards reportedly discussed the possibility of such a tri-series sometime in December in India on the sidelines of the Asian Cricket Council meeting in Chennai on Saturday.

KARACHI: Pakistan Cricket Board's caretaker Chairman Najam Sethi feels a part of the blame for the country's cricket problems and the recent poor results lies with the courts, which have come in the way of cleaning the system here. His comments came after Pakistan were beaten by lowly ranked Zimbabwe in the second Test in Harare leading to calls for changes in the team and set-up. The Islamabad High Court in its judgement in July restrained Sethi from exercising full authorities of the PCB Chairman and directed him to hold fresh elections in 90-days time. "Why only blame the board or team. Aren't the courts also responsible for this defeat. Ask them also. I want to do things but I can't. I can't appoint a chief selector, I can't take major decisions. So what am I supposed to do," he said.

ADRID: World record signing Gareth Bale scored on his longawaited Real Madrid debut, but his side were still held 2-2 at Villarreal. The Welshman, who joined Madrid from Tottenham for a reported record fee of around ÂŁ80 million ($124 million, 94 million euros) earlier this month, turned home Dani Carvajal's cross five minutes from half-time to send Madrid in level at the break after Cani had given Villarreal a deserved lead yesterday. Bale was then withdrawn to make way for Angel Di Maria on the hour mark, but the visitors were in front just two minutes later when Cristiano Ronaldo's effort ricocheted past Sergio Asenjo in the Villarreal goal. However, Giovani Dos Santos, another former Tottenham player, swept home after Diego Lopez had denied Cani a second 21 minutes from time to preserve Villarreal's unbeaten record on their return to the top flight as Real fell two points behind Atletico Madrid and Barcelona at the top of the table. "I think it is a fair result because Villarreal played well, they are a very good team," said Madrid boss Carlo Ancelotti. "The matches after an international break are always difficult. Cristiano Ronaldo renews contract with Real Madrid
MADRID: Real Madrid star Cristiano Ronaldo has renewed his contract with the club, which had been due to expire in 2015, the Spanish giants said. The Portuguese international will attend a ceremony at 1:45 pm (1145 GMT) with Real president Florentino Perez at Real Madrid's Santiago Bernabeu stadium to mark the renewal of his contract, the club said on its hosts and were thankful to Lopez for making two important stops from Jonathan Pereira. "I would be taking part in a professional snooker tournament for the first time in India. I never expected this to happen in my lifetime. It's a dream come true," said the Mumbai-born Mehta, who won the gold medal at the World Games in Cali. Mehta, who defeated China's Xiao Guo Ding to qualify for the tournament, faces the stiffest of challenges as he has 2002 world champion Peter Ebdon as his first round opponent in the 300,000 pound sterling prize fund event.
