here is a simmering difference of opinion between surgeons and microbiologists in the some of the major BMC run hospitals with regards to making patients that require emergency surgeries undergo an HIV test. While surgeons feel that every patient that needs an emergency surgery should also undergo tests not only for Hepatitis B and C but also HIV to ensure the safety of the operating surgeon, microbiologists are of the opinion that the test for HIV conducted during emergency surgeries is done using rapid tests, which may not be the most reliable. Hence, conducting these tests doesn’t serve the purpose. The microbiologists’ stand… Speaking about this issue, Dr. Preeti Mehta, Head of Department, Microbiology, KEM hospital said, “The objective stated by surgeons behind wanting every patient undergoing surgery to be tested for HIV even during emergency, is that they want to ensure that they are not infected while operating on the person. During emergencies, we have to conduct a rapid test, the results of which aren’t completely reliable. Also, what if the person is in the window period of HIV infection? The test will show a false negative for HIV, giving the surgeon a false sense of security. And it is during the window period that the HIV virus load is at its peak and the chances of being infected is much

he chemists in the state may have withdrawn their three-day strike on the first day itself after the High Court sent them a notice, but the resentment within them continues. On the other hand, the Food & Drug Administration (FDA) is also in no mood to relent and has decided to stick to the norms of the Drug & Cosmetics Act, 1940. As a result, the ongoing scuffle between the chemists and the administration is likely to take an ugly turn. There is tremendous pressure on the FDA officials to invoke the Maharashtra Essential Services Maintenance Act (MESMA) against errant chemists. The Chemists’ Association is protesting the FDA’s crackdown on chemists operating without qualified pharmacists. new rule. The FDA had asked chemists to sell medicines on prescriptions that fall under schedules prescribed by the Centre. Significantly, some of the pharmacists have lauded the state’s decision to invoke MESMA against chemists and retailers, who are protesting by issuing threats to close the shops. The activists have pointed out that FDA authorities had not initiated action under MESMA against chemists, even after proceeding on strike for five times in the last year, the state had not booked them

Yajurvedi Rao, president of Society for Awareness of Civil Rights, chemists have no right to deny a citizen of essential service like medicines and put lives of persons under threat. Not Gandhi, Nehru was Mandela’s hero

THE death of Nelson Mandela has thrown up a host of interesting reactions around the world, but none, perhaps as perspicacious as that of Vappala Balachandran, who retired as a senior police officer and specialist in intelligence . Always scathing about the quality of the “intelligence” exchanged by all our agencies, he is quoted in a recent interview around the fifth anniversary of 26/11, “Within 46 days after 9/11, the US completely restructured the county’s whole internal security machine, whereas we in India are still doing it from 2001”. U

nidentified robbers entered the showroom of Punimiya Jewellers in Thane after breaking a back wall and made off with gold ornaments and silver worth Rs.1.50 crore, on Monday. The whole incident has been captured on the CCTV installed inside the showroom. The robbery was discovered on Monday morning by employees who came to clean the shop and noticed that all the showcases had been emptied. They immediately informed their owner, who called up the Nagar police station. A police team, which included the Jt. Commissioner of Police, the DCP, and others forensic officers, reached the spot and began investigations.

The robbers had broken one of the back walls and had dug a one-foot wide hole in another the wall, aiming to enter more than one showroom, as there are many jewellery shops located beside each other, but could eventually target only Punimiya Jewellers, from where they stole all the gold ornaments and silver stored in the strong room. The president of Thane Jewellers Association, Kamlesh said, “We have closed all our shops in Thane for half the day in protest against the many robberies happening unchecked in our areas, and in show of support for the recent victim, Punimiya Jewellers. The Nagar police are studying the CCTV footage and hope to identify and nab the culprits shortly.

n ATM center of the Union Bank of India was broken into and robbed at Kalher, in Bhiwandi, on Sunday with robbers making off with Rs.15.65 lakh. It is learnt that the robbers entered the ATM center and, with the help of the master password, opened the security tray and stole all the cash from the machine. When a customer entered into the center

to withdraw money, he was shocked to see the ATM machine opened and immediately informed the Narpoli police, who rushed to the spot. Senior Police Inspector Patil of the Narpoli police station, said, “We had registered a case under section 457 of the Indian Penal Code against unknown persons and have asked for the CCTV footage from the bank. There was no security guard at the ATM center.”

PWD to expand road and build bridge in Raigad district

ontinuing with the state government’s policy of infrastructure development in Raigad district, the state Public Works Department has drawn up plans of Rs. 337.4 crore for road expansion and the construction of two bridges. This is in addition to the Mumbai Metropolitan Region Development Authority’s (MMRDA) plans for the Virar-Alibaug Multimodal corridor and the proposed second international airport near Navi Mumbai.

Sources in the PWD speaking to the ADC on conditions of anonymity yesterday disclosed that two new bridges are being planned on the Uran-Revdanda, Gavhanphata-Pen and KaleshshriDharamtar road network. Besides this, the department also has plans for expansion and constructing link roads to existing roads between Dadar Pool-Mankulephata, Mankulephata-Shirvaliphata, Shirvaliphata-Saral and Saral-Revdanda. Out of the total Rs. 337.4 crore, Rs. 253.63 crore will be

funded by NABARD, while the state government will allocate Rs. 83.40 crore for the project. Sources disclosed that once this project is implemented, residents especially from Alibaug will not have to use the Mumbai-Goa highway to reach Mumbai. It will also serve as an alternate route for people from Sindhudurg district to reach Mumbai. Besides this, the project will also offer an alternate route for those travelling towards South India. The project will also ease the bottleneck at JNPT.

Sources disclosed that the department will require about Rs. 20 crore for land acquisition. The environment ministry has sought the approval of the Maharashtra Coastal Regulatory Authority, they added. If the Mumbai Trans Harbour Link takes off, these infrastructure projects will usher in development in the Mumbai Metropolitan Region covering parts of the Raigad district. The government intends to carry out these development projects to ease the pressure of Mumbai, said sources.

He says he has an absolutely clean file which should result in Sunil being released unconditionally. “This does not mean a decision will be made on the December 27, only that the trial may commence on this date.” In other words, if the Indian government does not intervene appropriately and immediately, bringing Sunil

FTER the gang-rape and murder of Nirbhaya a year ago, the situation has changed a lot: It has become worse. The government made promises that it would amend existing laws and bring in new ones. It said it would set up fast-track courts all over the country to try only rape cases but very soon it became clear that it has forgotten about its promises. It did set up a fast-track trial for the Nirbhaya case which however was completed after nine months. In the meanwhile, horrible, monstrous rapes were taking place across the country. Children – as young as three to seven year old – were being raped; in one instance, the victim’s was brutalised and her mutilated body was thrown out of a moving vehicle. Some of the rapes were reported to have taken place in broad daylight. Many women were molested and sexually assaulted. The number of rape cases has been alarmingly increasing. It has become clear that the lack of deterrent punishment has emboldened many to commit the heinous crime. Death sentence is given only in the ‘rarest of rare cases’. The rapists know that they can – if at all found guilty – get away with a few years in jail. Boys below 18 are not bothered at all about punishment: they do not mind spending a couple of years in jail. Even if they commit a brutal crime, laws in respect of juvenile justice can only send them to a reform centre for a short while. And it looks like the government will never be able to make a law fixing a time limit for the trial of a rape case. As it is, quite often a trial may go on for more than ten years. The long list of pending rape cases reveals a dismal, disturbing situation.

NDIAN Parliament has had another sterile session. I do not understand why members wanted its extension when there was no business conducted for several days. It is a familiar pattern now. One party or the other, however small, disturbs one of the two Houses. Once the undisrupted House comes to know that the other is not functioning, it follows suit on some pretext or the other. The state legislatures are no better. What members do not realize is the extent of cynicism which is building up against the politicians. The very word, politics, has come to be derided. This is a dangerous trend for the democratic polity we have. Desperate elements jump into the arena to propagate other options.

This has helped the BJP to increase its tally in the state elections in Madhya Pradesh and wrest Rajasthan from the hands of the ruling Congress. However, his thesis of strong man and a decisive leader has given new ideas to the people. Disenchanted as the people are with the way the parliamentary system is working,

Still the Congress and the BJP have gone ahead splitting the state because of political considerations they have. What surprises me is the BJP’s opposition to the communal violence bill. It has become necessary since the police force has come to have a pro-Hindu tilt. Most Hindu-Muslim riots begin between the two communities. But they get converted into a fight between the Muslims and the police.

This happened in Pakistan when General Mohammad Ayub Khan, the army chief, came to power. The then president, Iskander Mirza, himself asked him to administer for ‘some time’ so that the unruly forces were curbed. Ayub lengthened ‘some time’ and did not allow the civil government to return. True, democracy has returned to Pakistan and Prime Minister Nawaz Sharif has come through the ballot box. But he has to be cautious because the army chief is always overlooking his shoulders. In fact, my reading is that once the army comes to rule in a third world country, it may go back to the barracks but its ‘presence’ remains. Bangladesh, engulfed in violence, can have the intervention of the army easily. But it is itself reluctant. It failed last time in 2009 to put together a setup without the two Begums, Sheikh Hasina and Khalida Zia. The then army chief, General Moin U. Ahmed, as he admitted later, that the misrule of the Begums was a staple food of the people in Bangladesh and that they wallow in mess created by hartals and bandhs. Now the situation has deteriorated because the Jammat-e-Islami has methodically built up its strength and has a visible presence in every segment, including the media. I do not think that these examples will deter members of Parliament or state legislatures from disturbing the proceedings in their respective Houses in India. They want attention. A rumpus by a member gets more prime space both in electronic and print media than a mature and responsible speech. Media

The country may not practice racial discrimination but still suffers from indifference towards the minority. The importance of legislatures and Parliament is primarily for the rule of law. And it has to be safeguarded and enforced at all costs. This determination seems to be lacking.

Over a lakh people were detained without trial and Mrs. Gandhi ousted morality from politics. We have not been able to revive the institutions even after 35 years of the imposition of the Emergency. Both the bureaucracy and the police continue to be the instruments of tyranny in the hands of rulers at the Centre and in the states. What consequently happens is the synergy they bring about in the programme and functioning of the two major parties, the Congress and the BJP. They are two sides of the same coin. I heard it at a gathering Arun Jaitley, the BJP leader and Digvijay Singh, a Congress leader, attended. Both expressed more or less the same views and conceded that their policies on economics and foreign affairs coincided. Since the two main parties are on the same page, Parliament has become a status quo body. The adjournments or the walkouts are not on the basis of issues but for trivial reasons. An example is the bill on the division of Telangana as both parties support it.

THIS refers to the front-page report ‘VC in the dock’ (ADC, December 13). In fact this matter was written about on the ‘Letters’ page (‘MU’s woes’, December 2) suggesting that the VC should be advised to step aside pending the disposal of the case in the High Court. This ought to have been done quite some time ago to save the varsity’s blues. It may be mentioned that for all academic positions in the IITs, the quantity as well as the quality of research carried out by the applicants are scrutinised thoroughly – an adequate number of research papers published in peer-reviewed journals for the former and expert-assessment of three of their publications for the latter. Likewise, the quantity and quality of their teaching are also taken into consideration. This is the reason for the high quality of the graduates who come out of these institutions apart from the fact that they hardly ever suffer any damaging goof-ups. There is no reason why the university cannot apply similar yardsticks for the appointment of its head.

IT is very shocking that most of the ATM centres in Navi Mumbai are without security guards. In spite of the Bengaluru incident, no steps have been taken towards the safety of bank customers. This should be an eye opener for bank authorities to provide security cover to their ATMs. ATMs are fitted with CCTV cameras to detect burglaries or others illegal activities inside the booth but there is no live monitoring of the CCTV feed. So I request the Reserve Bank of India to instruct all banks with ATMs to immediately have security guards and alarms system for the safety of the customer and those violating the guidelines should be penalised.

We need freedom SUPREME Court’s decision to overturn the 2009 Delhi High Court order decriminalising homosexuality is a setback to the gay community and their rights in India. The SC saw it fit to uphold section 377 of Indian Penal Code (IPC) that criminalises carnal intercourse against the order of nature. Ironically, the court did not find consistent classification of such punishable carnal intercourse, but by that logic even the government’s population control is illegal because it promotes prophylactics that impede procreation in accordance with natural order. India being young cannot impose archaic views upon it by the state authorities. It is up to the political parties to realise that there are

new constituencies out there waiting to be cultivated. Apart from jobs, India’s youth is looking for freedom from state paternalism. I strongly feel that the government must review the SC judgment and repeal the section 377 through Parliament to give justice to the gay community.

The increasing number of fire mishaps across the city only highlights the urgent need to adopt precautionary measures to prevent such incidents. FREQUENT occurrence of fire accidents in Mumbai is an eyeopener. High rise buildings in Nariman Point, Marine Lines, Colaba, Cuffe Parade, Bandra and other places need to follow fire prevention norms strictly. The number of electrical short circuits is increasing because of air-conditioners used for a long time and computers kept on during night by mistake. Before closing office premises all the precautionary measures have to be taken in full to avoid fire mishaps. Current statistics of deaths and injuries, in relation to fires is alarming and increasing number of people is affected by losses and fatal injuries are being reported and accounted for each year. Leak in Pipe Gas and Gas cylinders are the root cause for most of the fires in flats. This is in line with smoking, faulty wiring as well as heating equipment as some of the possible causes of home fires occurring throughout the country. Given these rates and information, it is only fitting to know the importance of

As things unfold, it is apparent that there existed a serious lacuna in a flat which was under renovation. Most of the class II fire accidents occur due to electrical short circuiting or by leaking gas cylinders etc. It is mentioned by the media that this residential tower in such a posh area like Kemps Corner in Mumbai, has a not so wide road further occupied by parking vehicles which became a huge deterrent for the smooth movement of the fire tenders. U

nder tight security of armed special commandos and local police, the Indian Navy made its temporary base on ‘disputed land’ in the barren hilly jungle area near Nevali village in Thane district, on Monday. The Navy had demarcated some areas and its armed guards in uniform prohibited locals from entering into it. The dispute has been going between the Indian Navy and locals over the claim of the land since quite some time now. Monday morning, as scores of vehicles passed the village, locals got suspicious about it. When the vehicles were stopped, Navy officials said that they are going in a remote area for their firing training. Navy officials and the local authorities then started doing a survey of the area and demarcated it. The news of the survey spread among the locals and a mob of people started marching towards the navy’s temporary base. The police then increased protection. Local legislator Ganpat Gaikwad said, “There was some commotion and argument. Then navy stopped the survey of land”. Local people formed a committee ‘Sangharsha Samiti’ against the navy’s force.

particularly the Indian Navy, realised that it has a huge property in the belt of Kalyan, Dombivali and Ambernath where the property price is quite high. Since the land was free, builders sold the flats at give away price and people bought them in a hope of shelter. It created third party interest in the matter. There were few attempts by the Indian Air Force to protect the land. In 2010, the IAF had registered a police complaint against some Mumbai-based prominent construction firms.

How do people like Dutton and Ashleigh bathe? Quickly and carefully, because even brief contact with water can cause a painful, itchy rash that lasts for hours. Causes The exact cause of a water allergy is uncertain, although some researchers believe that this kind of allergy results from extreme skin sensitivity to added ingredients in water including mineral deposits, chlorine, fluoride, or such other ingredients. sympToms The most prominent symptom of a water allergy is mild-to-severe prickly itching that occurs as soon as skin comes in contact with water. Water allergies do not manifest any external symptoms such as rashes or hives, which are common in other allergies. Applying oil based cream or gel to the body before going swimming or before bathing gives some relief. As the oil forms a coating on the body, the extent of itchiness reduces.

sex WhaT is iT? Believe it or not, there are people who are allergic to sex — sort of. This rare allergy is

actually an allergy to a man’s seminal fluid, a condition known as human seminal plasma hypersensitivity. Results of a recent study done by Reproductive Science at Manchester Metropolitan University found that women aged 20 to 30 are the worst affected, displaying symptoms immediately after exposure. In fact, up to 12% of women could be allergic to semen. Causes It is an autoimmune allergy where the immune system gets sensitised to semen and in turn, reacts against it, leading to an allergic reaction. Researchers are yet to find out why this sensitivity develops. sympToms The symptoms of semen allergies are very similar to those of dermatitis and some STDs. They include itches, irritation, eczema and pain during urination. In severe cases, the allergy can cause anaphylactic shock. However, the only real signifier of a semen allergy is that symptoms appear within minutes of contact. TreaTmenT Treatments range from always using condoms to desensitisation by exposing a person to small amounts of semen and gradually increasing the amount as their body becomes accustomed to it.

TouCh WhaT is iT? People with dermatographia are sensitive to pressure and touch. Why this allergy occurs is unknown, but it’s estimated that 2-5% of the world’s population has it. Because words and designs can easily be scratched on to the skin, the condition is often referred to as skin writing disease — if you have this type of allergy you can write your name on your skin just using your fingernail. Causes No specific allergen has been identified. Simple things can trigger symptoms of dermatographia. For example, your skin

Causes Although research in this area isn’t extensive, alcohol contains several ingredients that can trigger off an allergy. Generally, the two main culprits that cause a beer or wine allergy are histamines and sulfites. Histamines are responsible for fermentation in beer, wine and other liquors whereas sulfites are used for preservation. Also, ATP, a protein present in the skin of red grapes, is a surprisingly common allergen. sympToms Nausea, nasal congestion, a runny nose, headaches, stomach cramps, difficulty breathing and even collapsing. TreaTmenT Try different kinds of beers, wines and liquors to determine which ones affect you least and stick to those. Alternatively, stick to just one drink at a time as sometimes, only the consumption of alcohol in greater quantities causes the reaction.

Causes A quick look at the back of your tube of toothpaste is enough to tell you that there are literally a hundred chemicals that go into a tube. It has been found that most people allergic to toothpaste generally cannot deal with these three components. Also, flavourings such as cinnamon, mint and peppermint can also

TreaTmenT If you have mild skin reactions, antiinflammatory medication should do the trick. Otherwise, it is best to stay away from latex products. Items such as gloves, come in variants that don’t contain any latex.

Coins, hooks, metal buckles on bags, imitation jewellery, underwire and clasps in your bra all contain nickel. Adding to the misery is the fact that the allergens permeate fabric. This means, if you have loose coins in your pocket, you could have an allergic reaction. Tinned food absorbs some amount of the metal, so consumption could also trigger the allergy. Causes Nickel sulfate is an alien substance to the human body. As a result, when the body comes in contact with it, it causes a rash. sympToms Red, scaly, bumpy skin and in certain cases, blisters. In rare cases, anaphylactic shocks. TreaTmenT Anti-histamine tablets and creams can relieve you of the itching and redness. However, do visit your doctor immediately to get started on the right course of treatment. cause reactions along with additives such as parabens and other oils. The several herbs present in herbal toothpastes are also accountable for allergies. sympToms Toothpaste allergies take the form of a rash that starts at the corners of the mouth and spreads downwards and around the lower lip area if untreated. hen you say salad, the first thing that comes to mind is that it is healthy. However, while salad is indeed a healthy food option, there are a few ingredients and combinations at a salad bar which defeat the healthy purpose of a salad. We tell you about some components that make regular appearances at a salad bar and why you should try to avoid them.

Creamy dressings Creamy dressings are the worst dressings you can choose. For example, two tablespoons of ranch dressing has 140 calories and a whopping 130 from them are nothing more than fat. Other dressings such as blue cheese, caesar, parmesan, or chipotle fall under this category of dressings to avoid. They also have high levels of sodium and very little nutritional value. Opt non-creamy Italian dressing (43 calories and 4.2 grams of fat) or balsamic vinaigrette (45 calories per tablespoon and 4.5 grams of fat). The best option is to drizzle on a little heart-healthy olive oil (one teaspoon has only 40 calories and five grams of fat) and/ or vinegar (cider vinegar, for example, has just three calories per tablespoon).

BaCon Bacon bits and similar add-ons, such as crunchy onions, look very appetising when you are at a salad bar, but they are high in sodium and are filled with a lot of empty calories.

olives Olives are a low-calorie choice with each having roughly seven calories. However, they have a fair amount of sodium. If you want olives, choose the green ones as they’re lower in calories and sodium.

Cheese Cheese is another source of protein. If possible, keep the calorie count down by topping your salad with low or fatfree options. If only full-fat cheeses are available, pick ones with strong flavours, such as feta, blue, parmesan or aged cheddar and keep your portions in check. Among the most pungent cheese, feta offers the fewest calories — about 74 in 30g. Blue, parmesan and cheddar have 99, 116 and 113 calories per 30g, respectively.

imagine! When you need to deflate stress, treat yourself to a vacation that’s all in your head: Close your eyes and imagine a relaxing place, such as a beach or a cosy room. Notice everything you can about your spot. The more vivid a picture you paint in your mind, the more will your body relax.

Abnormal sensations: People with MS often say they get ‘pins and needles’ sensation. They may also have numbness, itching, burning, stabbing or tearing pains. About half the people with MS have these uncomfortable symptoms. Fortunately, they can be managed or treated. Bladder problems: About eight in 10 people have bladder problems, which is treatable. You may need to pee often and urgently, need to go frequently at night, or have trouble emptying your bladder fully. Constipation is also common.

Difficulty walking: MS can cause muscle weakness or spasms, which make it harder to walk. Balance problems, numb feet, and fatigue can also make walking difficult. Dizziness: It’s common to feel dizzy or lightheaded. However, you usually won’t have vertigo or the feeling that the room is spinning. Fatigue: About eight in 10 people feel very tired. It often comes on in the afternoon and causes weak muscles, slowed thinking, or sleepiness. Some people with MS complain that they feel tired even after a good night’s sleep. Muscle spasms: usually affects the leg muscles, for about 40% of people, muscle spasms are an early symptom of MS. In progressive MS, six in 10 people have muscle spasms. Sexual difficulties: These include vaginal dryness

IIT or High Intensity Interval Training workouts are short, intensive and challenging activities or exercises, with spurts of relief in between. The reason it has become so popular is because most HIIT workouts claim to show results in a matter of 60 days wherein every day, you need to exercise for 20-30 minutes. A lot of people find this very enticing as it cuts your workout time by half, when compared to the traditional hour spent at the gym, four to five times a week. Multiple studies conducted at McMaster University in Hamilton, revealed that HIIT workouts provide the same muscular and cardiovascular benefits as a regular endurance workout in one-third the time. The basic idea behind HIIT workouts is that you perform one high energy cardio exercise along with

exercises that deal with full-body training. These include kettleball swings, push-ups, plank-ups and even jumping jacks. Perform each exercise 30 seconds, then rest for 30 seconds by jogging on the spot and do another exercise and repeat the break. Continue until you have finished all the exercises in the circuit and repeat the entire set two or three times. This should take you a maximum of 40 minutes. Popular HIIT workouts include Insanity, Crossfit, P90X and Tabata. They all have videos you can train along with, and Insanity doesn’t even require you to own any equipment. However, HIIT workouts can also be dangerous. Many people push themselves too hard to make sure they are putting in adequate effort; they risk injuring themselves severely. It is also possible that you won’t pay attention to the technique involved in each exercise which leads to injuries. As a word of caution, all HIIT workouts require a high level of fitness, which makes it more ideal for those looking to switch up their exercise regime. If you are exercising for the first time, stay away from HIIT workouts until you reach a certain level of fitness and most importantly, check with a trainer and doctor before performing HIIT workouts.

hojraj Chanrai Sankara Eye Care Hospital, which was founded in 1977, conducted a four-day free eye screening camp last week for more than 1,000 school-going children. The camp, which was conducted at JP School in Malad (W), not only ensured healthy eyes for children but also attempted to find out the status of eye health in the younger generation. All the 1,324 children who participated in the camp, were between the ages of 6 to 16 years.

As we mentioned earlier, apart from providing children with free eye checkups, the camp also attempted to gauge the state of eye health in children. Statistics from the camp revealed that 152 students were diagnosed with refractive errors, eight students suffered from squint evaluation while 11 students had other eye related concerns such as headaches and allergies. Overall, 13% of the 1,324 children who participated in the camp were recommended for a thorough evaluation at the hospital. These kids were given free consultation and advice on precautions related to eye care.

experT speak Speaking about the camp and what the statistics revealed, Dr. Riddhi Shah, a specialist in pediatric ophthalmology from Sankara Hospital, says, “The common disorders in children are refractive errors, amblyopia, squint, vitamin A deficiency, ocular injuries, allergic conjunctivitis and less congenital cataract, glaucoma, cornea.” Telling us about what children should be doing to ensure that their eyesight stays healthy, she added, “Children should be encouraged to supplement their diet with all green vegetables and yellow and red fruits as they are a rich source of vitamin A. Such foods include spinach, carrots, eggs, milk and milk products and fresh fruits such as papaya and mango.” The best part about this screening camp was that it gives children exactly what they need — a chance at early diagnosis of eye conditions. Eye problems can take an ugly turn later in life. If ignored for long, they can even lead to blindness. Statistics from Sankara Hospital show that vision problems affect one in every four school going children, something that adequate screening can help manage.

The new Land Acquisition Act to provide just and fair compensation to farmers will come into force from January 1, Rural Development Minister Jairam Ramesh said on Monday. He said that the rules of historic legislation replacing a 119year-old act have been approved by the Law Ministry. "They (rules) will be put into the Gazette on Tuesday and the Land Bill will be notified as of January 1, 2014," the minister said.

Bank unions to strike on Wednesday

Operations at public sector banks are likely to be hit on December 18 as trade unions have decided to go on daylong strike to press for wage revision and other demands. Lalu walks free from jail, trains guns on Modi, BJP

ANCHI: RJD chief Lalu Prasad Yadav on Monday walked out of Birsa Munda Central Jail here after getting bail, two-and-a-half months after he was awarded a five-year prison term in a fodder scam case, and quickly sounded a battle cry against BJP ahead of 2014 Lok Sabha elections. The former Bihar chief minister was released after he completed the bail formalities in a Special CBI court here. He was granted bail by Supreme Court last Friday. Dressed in a grey kurta with a dark blue sweater over it, Lalu came out of the main gate and first paid obeisance to the statue of a tribal icon Birsa Munda in jail premises in the Jharkand capital. As hundreds of RJD supporters greeted him on his re-

EW DELHI: A day after DMK ruled out an alliance with Congress, a senior BJP leader from Tamil Nadu on Monday said his party is unlikely to have any truck with M Karunanidi's party in the upcoming Lok Sabha elections. "There is no possibility of BJP allying with DMK. In fact, we are looking for a new alliance without AIADMK and DMK," BJP national executive member L. Ganesan told PTI. "We are not holding any formal or indirect talks with DMK on the alliance issue," he added. Welcoming DMK's decision to keep away from Congress, he claimed that Congress would be further weakened in Tamil Nadu in the event of the party contesting elections without the support of DMK. Tamil Nadu unit of BJP was not in favour of forging an alliance with DMK, Ganesan stressed. "Both BJP and DMK are not thinking of an alliance with each other. The alliance between the two parties is beyond imagination," he said. Asked whether BJP high command could take a different view on the alliance issue, he said, "we would take a decision unitedly." However, he stated that a few other parties including MDMK may ally with BJP for the elections. "MDMK leader Vaiko, last week, met our chief Rajnath Singh after BJP emerged victorious in assembly elections in four states. Few other parties may also be part of our alliance," he added.

After declining by a few points the index rose sharply into the green and registered the day’s high at the 6183 points level at 9.47 a.m. It then declined and turned into a range bound movement until 1.00 p.m. The index then declined further, into the red and registered the day’s low at the 6146 points level at 1.23 p.m. It then rose and turned into a range bound movement until 3.00 p.m. The index then declined sharply into the red and turned into a range bound movement until closing at the day. Management meeting takeaways—cautious outlook. At our recent meeting, Shriram Transport Finance (STFC) management retained a cautious business outlook. While incremental trends seem to be better, the management will await more signals to get assertive on the business. We continue to build elevated credit costs and moderate growth in our assumptions. We analyze various drivers of STFC’s NIM over the short, medium and long term. We find some downside to our near-term NIM assumptions as cash on the balance sheet is high. We retain our ADD rating with a target price of Rs 670. Key drivers for NIMs in the short, medium and long term: We expect STFC to deliver 7% NIM in the medium term. While cash on the balance sheet and interest reversals on slippages are likely to put pressure on margins in the near term, a hike in lending yields and focus on rural loans are expected to boost yields over time. Higher cash provides downside risk to our near-term NIM estimates. STFC’s NIM (calculated) declined to 6.8% in 2QFY14 from 7.0% in 1QFY14. The management highlighted that cash on the balance sheet would stay high for the next 1-2 quarters. As such, NIM expansion may be delayed. We model 7.1% NIM over the next six quarters, which may have some downside in the next two quarters.

ith the CPI and WPI inflation coming in at high levels surpassing expectations and given the RBI oft stated goal of reining in the country’s high inflation at the cost of growth, we stick to our expectations that yet another rate hike could be in the offing. We expect the RBI to announce a 25 bps hike in key policy (repo) rates at its mid-quarter monetary policy review on 18 December’13. However, a 50 bps hike would not come as a surprise given that the high inflation numbers,” says CARE Ratings in its recently released report after the wholesale price index (WPI) for the month of November rose to a 14month high of 7.52% from 7% in the previous month. The latest price-rise numbers reiterated the re- emergence of inflation in the country and the associated worries. Inflation for No-

vember’13 as measured by the Wholesale Price Index (WPI) came in at a 14 month high of 7.52%. This increase in inflation has come much higher than general market expectation for the same and our own estimate of 7.3% (revised upwards from 6.9% after the CPI inflation numbers came in). The considerable increase in WPI comes at the back of a similar increase in retail inflation i.e. of 11.24%, the report added. The build-up in inflation in the current fiscal so far has been 6.7%, much higher than the 4.84% of the corresponding period of the previous fiscal. In fact, since July the WPI inflation rate has been moving upwards from 5.16% in June to 7.05% in September, before dipping very marginally to 7% in October, before resurfacing to 7.52% in November. The current inflation is being led by the price-increases in food articles, contrary to earlier expectations of a cooling down in food prices

Using the approved formula, the prices are estimated at USD 8.2 - 8.4, nearly double the current price of USD 4.20. Sebi Likely To Tighten Screws On Non-Serious MFs By A Business Reporter

arket regulator Sebi may adopt a stricter approach to non-serious mutual funds, a PwC report said yesterday. “Going forward, the Sebi could adopt a more stricter approach towards `non-serious’ asset managers,” PwC India leader for asset management Gautam Mehra said. Notably, an advisory committee formed to review the net worth requirement for AMCs recently suggested an upward revision in the minimum net-worth required for the mutual fund companies. About the performance of mutual fund industry in the first three quarters of 2013, the report said growth has been sluggish. “In fact, notably, during the year, no new licences were

issued, there were no M&A activities and no fresh foreign investment flowed into the sector,” it noted. The report also pointed out that debt schemes continue to be the flavour of the season but noted that due to lack of adequate tax incentives, pension products are yet to

take-off. “While mutual fund AMCs have shown interest in tapping the pension products market, in the absence of adequate tax incentives, this is yet to take-off,” it said adding that the proposed REITs (real estate investment trusts) could provide an alternative investment avenue. As per the report, changes in tax laws with regard to investment in securitisation trusts by MFs have failed to attract investments by mutual funds in securitisation trusts. “The industry continues to litigate past tax issues on securitisation trusts,” it said. Terming the performance of MF industry as a reflection of domestic economy, the report noted that element of `uncertainty’ could prevail for the next quarter or so.

IIFCL To Disburse Rs 5,500 Crore In Four Months

State-owned India Infrastructure Finance Company Ltd (IIFCL) yesterday said it would disburse Rs 5,500 crore loans to various infrastructure projects in four months. “The loan disbursement target for the current fiscal is Rs 9,500 crore,” IIFCL executive director H K Bhanwala told PTI. IIFCL has already disbursed Rs 4,000 crore between April-November period, he said, adding that the remaining Rs 5,500 crore would be disbursed by the end of March.

MFs Withdraw Rs 13,721 Cr From Stocks So Far

Domestic mutual funds for the third month in a row offloaded shares in November selling equities worth Rs 482 crore in the month to take total outflows from equities to Rs 13,721 crore in 2013 so far. Domestic mutual funds (MFs) sold shares throughout 2013 barring May and August. MFs offloaded shares worth Rs 4,018 crore in October while worth Rs 2,801 crore in September.

Indian Overseas Bank To Raise Rs 350 Cr Through QIP

State-owned Indian Overseas Bank (IOB) yesterday said its board has approved to raise Rs 350 crore through Qualified Institutional Placement (QIP). The board at its meeting held on December 14 cleared the proposal to raise up to Rs 350 crore from issue of shares on preferential basis and/or QIP, IOB said in a filing to BSE. The fund raising should be to the extent so that government holding is not diluted below 65%.

HE Navaneetham Cultural Trust (Thrissur) presented the Yuva Kala Parva festival of classical dances for two days at the mini Ravindra Natya Mandir. The festival exposed four distinct classical dance styles: Bharata Natyam, Mohiniattam, Kathakali and Odissi. It was interesting to watch young talented dancers performing with sincerity. The dancers who participated in the festival were Saji Menon for Mohiniattam, Kalamandalam Arvind for Kathakali, Deepa Kartha for Bharata Natyam and Priya Singh for Odissi. The festival commenced with the elegant Mohiniattam performance by Saji Menon. Saji is the disciple of renowned Mohiniattam exponent Dr. Smt. Kanak Rele. Saji was technically perfect and was commendable in ‘abhinaya’ too particularly in the number ‘Amba’ that portrays the story of the woman Amba who suffers at the hands of Bheesma and after severe penance is reborn as Shikandi and takes revenge against him. Saji succeeded in enacting the pathos and the anguish of the woman who is miserable and helpless, but her devotion to Lord Shiva takes her forward to be born again. Pertaining to temple rituals, goddess worship and the sacred Sri Charka, the dancer takes the audience to the higher spiritual level in the number ‘tatvam’. Saji concluded her performance with Jeeva that symbolises the union of the human soul with the divine soul. Saji recieved wonderful musical support from Kalamandalam Gopalakrishnan on the nattuvangam and Gireshan with his soulful singing. Saji is a talented danseuse and deserves to be seen more often. Kalamandalm Arvind presented the Poothana Moksham in the Kathakali style in Stree Vesham (female disguise). Poothana is a demoness who is instructed by Kamsa to kill little Krishna. Pootana after seeing the beautiful and innocent little infant forgets about the cruel act for which she has come but suddenly realises her mission. Poothana cleverly applies poison on her breast and feeds the infant, thinking that the baby will die, but does not realise that the infant is no ordinary baby. Slowly the pain starts creeping into Poothana’s own body and she is unable to control the infant from drinking milk. Just a few seconds before her death she sees a vision that the infant is Lord Krishna himself, and thus attains salvation. Arvind captured the audience with his powerful ‘abhinaya’, creating a lasting impression on the audience. This was an interesting and colourful festival of different dance styles. Infact, the corporate sector should come forth and sponsor such events, as the platforms are normally quite limited.

Bhushan Pradhan and Sai Lokur are netizen lovers who chat daily and get closer to each other everyday but haven’t seen each other. They land up at the same channel for a job which Bhushan wins by his shrewdness, even after Sai has been selected first by the channel head played by Mohan Joshi. Sai in anger gets into an accident and lands in a coma

and Bhushan has visions of Sai flirting with him. But Sai’s father (Sayaji Shinde) is blaming the doctor (Naseer Sheikh) and Bhushan for putting his daughter in the condition she is in. The doctor then tries to make Bhushan interact with Sai and things take a turn. The film rests on the shoulders of the young pair of Bhushan Pradhan and Sai Lokur. Mohan Joshi, Sayaji Shinde, Pradeep Velankar, Ujjwala Jog and Vijay Patkar, support well. The cinematography and music are good. This is a good film that should appeal to the youth.

apne Apne Apne, a new play written and produced by Jayant Pathak and directed by Sanjeev Wadhavkar, is about to premiere soon on Marathi stage. Pathak says, “The play is about the youth of today who want quick money in a short time, taking shortcuts to everything, leading to personal and professional problems in life. Pradeep Pathwardhan, who wants to get rich at all costs and by any means, has to contend with his inner voice, played by Angad Mhaiskar, that always confronts him

and makes him think twice about the way he acts in his day-to-day life and restrains him from getting on the easy money path. Pathak says, “This is my tenth play and I

want to get a message across to the youth of the country to live within their means and not dream too high.” The play also stars Sarita Mehendale, Irawati Lagu, Ramesh Bhide and others. The music is by Ashok Patki. The art is by Pradeep Patil who has designed nine different sets on one single stage. The lighting is by Sunil Mestri, make-up by Sharad Sawant, and costumes are by Revati Untwale. The play, produced under the banner of Sree Rangswami Samarth, premieres on Wednesday, December 23 at 4 pm at the Gadkari Rangayatan, Thane.

Bhuvneshwar, not Delhi to host 2014 Champions Trophy

NEW DELHI: Orissa's capital Bhuvneshwar will host the 35th edition of the Champions Trophy Men's Hockey Tournament to be held from December 13-21 next year. The eightteam elite International Hockey Federation (FIH) event will be held at the Kalinga Stadium, which is presently under renovation and will be in full shape by June next year, Hockey India secretary general Narinder Batra told PTI. Batra also informed that Hockey India will host the event in collaboration with Orissa state government. "It has been more than a month that we have allocated the Champions Trophy to Orissa and it will be held in Bhuvneshwar," Batra said. "We have full support from the Orissa government. The stadium will have two astroturfs, one is ready and the work on the other is going on. The Orissa government has assured us that the entire construction work will be completed by June next year," he said.

This tournament will feature all the top eight Indian Tennis Players which includes Tennis Maestros Leander Paes, Mahesh Bhupathi & Sania Mirza. The tournament will be played on a round robin basis. It is one of the biggest tennis events ever held in Mumbai since a decade. All the Professional Tennis Players of the Country have formed an Organization named “The Indian Tennis Professional Association” (ITPA) in March this year. The main aim of ITPA is to find and nurture young talent in the field of Tennis and groom them to be future champions in the sport. MR. VIVEK JAIN: Year after year, Vivek Jain has been getting the highest number of votes in the RWITC's annual elections. He is a very popular member – evidently he inspires confidence in the voters. He came into the racing scenario about 20 years ago and at the time was content to be an observer but very soon he was influenced by the top level role his father was playing. Now his knowledge about racing is complete. He realised that what the RWITC lacks is finance. For the first time, when he took over as chairman, he focused on getting more money to the kitty. His continuing efforts in this regard resulted in many a race being sponsored. “Getting sponsorship is not easy”, he says. A lot of work has to be done. More funds means higher stakes, the arrival of better quality horses. When he was chairman, he was in close touch with the government regarding reduc-
