JP deputy leader in the Lok Sabha, Gopinath Munde, yesterday accused NCP president Sharad Pawar of amending the Mumbai Cricket Association (MCA) rules to allow himself to contest the MCA election for the post of president even after serving four terms. Speaking to newspersons here, he said that his election form was rejected on the basis of a club member raising objection to his (Munde) permanent address. He said that as per section 6 of MCA bye-laws, only the contesting candidates can raise such objec-

tions. The senior BJP leader therefore wanted to know how Shinghvi, an MCA club member from Vile Parle, was allowed to raise objection to his candidature. Munde accused Pawar of treating MCA as his personal fiefdom and of not allowing anyone to get natural justice in the MCA. T

he Konkan festival is all set to be held in Navi Mumbai for the first time this year. The four districts of Konkan region comprising Thane, Raigad, Ratnagiri and Sindhudurg, through the Kokan Bhumi Pratishthan, have been organising a global Kokan festival every year focusing on the Tourism, Industries, Agriculture, Horticulture, Arts, Culture and food specialties of this region. Over the last three years, the festival has been celebrated, and has created a history of sorts. Every year more than five lakh visitors attend the festival, which has a turnover of around Rs.150 crore every year. The Maharashtra Tourism Development Corporation (MTDC), Department of Agriculture, Government of Maharashtra, MP Sanjeev Naik (left) and Sanjay Yadavrao, president, Konkan Bhumi Pratisthan. Agricultural Marketing Department, Fisheries Department of Government and Maharashtra others have been participating in both the Central and the State Pollution Control Board among this festival.

Sanjeev Naik, MP said, “The festival will be held this year from December 14 to 17. It won’t just be a fun fiesta but it imbibes a deep message to the world that this is the land of opportunities and learning”. Bhai Jagtap, MLA, added, “The festival has grown in its scale, size, volume, and this year we will be participating in the London and Berlin travel mart. Next year the global Kokan festival will be held in London”. On this occasion, President Sanjay Yadavrao, Kokan Bhumi Pratisthan, said, “For the first time in three years, the festival will be held in the satellite city of Navi Mumbai which is the gateway to Kokan. It is well connected with Mumbai, Thane, and Kalyan”. arental opposition to a love affair allegedly drove a 19-yearold college student to hang herself at her home in Bhayandar (East) on Wednesday. According to the police, the deceased, who has been identified as Saksha Sakpal (19), was a First Year college student and resided with her parents in Sai-Charan building in the Goddev Naka area of Bhayandar (East). Saksha took the extreme step when she was alone at her home at about 10 am on Wednesday. Her father is a constable with the Mumbai police. She left behind a suicide note in which she said she was taking the extreme step as her mother opposed her love with a boy, her persuasions had failed to move her parents and no one should be held responsible for her death. “In her suicide note, the girl has not held anybody responsible for her death. 35-year-old man was found murdered in a rented flat at Suleman Compound in Antop Hill on Wednesday. The deceased, Karunakar Babu Shetty (35), was a tenant at the residence of Yunis Shaikh, a garment merchant. Shaikh had a warehouse on the ground floor for his garment business and would often leave the keys of the warehouse with Shetty. At around 11:30 a.m on Wednesday, when Shaikh knocked at the door of his residence on the first floor where Shetty lived for the keys of his warehouse, he received no answer. On breaking down the doors of the house, both of which were locked from inside, Shaikh found Shetty’s body. He then informed the Antop Hill police and two of Shetty’s relatives, Prasanna Karunakar and Suresh Karunakar, about the incident. According to Narendra Vichare, Senior Police Inspector, Antop Hill, “The murder took place at around 3 a.m.on Wednesday.

30-year-old police constable, working as a wireless operator to a senior IPS officer, committed suicide by shooting himself inside his personal vehicle with his service weapon on the Eastern Express Highway near Vikhroli, late on Tuesday night. While the family of constable Sanket Sawant was not in a position to talk to the police, cops suspect domestic issues as the cause behind the extreme step. Sanket lived with his mother, wife and son, at the police quarters behind Pant Nagar police station in Ghatkopar (East). According to a relative, he left home at around 10 pm, asking his mother to prepare some omelette and chapaties as he was to return within half an hour. “He went off in his Tata Safari vehicle and the family learnt about the incident about 30 minutes later,” said a relative. The incident came to light when a patrol van from the Vikhroli police station spotted Sanket lying in a pool of blood on a service road beside the Eastern Ex-

His mother Vidya too is in the city police in the rank of a head constable with a unit of the Crime Branch.

he Bombay High Court has asked electricity distribution companies and police to form special squads to detect power thefts in Maharashtra. The suggestion was given by a bench headed by Justice P V Hardas, which was on Tuesday hearing a PIL alleging power thefts in the state during Ganesh and Navratri festivals by public mandals and praying for a check to stop such illegal practices, reports PTI. The court was informed that an earlier judgement of the High Court in a similar case had suggested formation of special squads to detect power thefts. The judges sought to know whether the ratio in that case can be applied here to track down thefts of electricity during the festivals. Maharashtra State Electricity Distribution Company Ltd (MSEDCL) had filed an affidavit saying it had formed 42 flying squads in vigilance department to detect power thefts. During festivals, temporary connection was given to the applicants and low tariff is charged. This discourages power thefts, it had said. The temporary power connections in the state during festivals had increased from 581 in 20102011 to 1,154 in 2011-12 and 1,889 in 2012-13,MSEDCL had said in the affidavit. He contended that the High Court in earlier orders had issued guidelines for checking power thefts jointly by police and Brihanmumbai Electric Supply and Transport Undertaking (BEST). On July 21, 2010, the court had ordered setting up a special cell comprising police, municipal officers and BEST officers to deal with power theft incidents.

He said in July 2010 order, the court had cautioned that special cell is often created but it does not produce desired results and hence care should be taken to supervise its working and a periodic review taken of its performance. However, despite this note of caution issued by the court, there has been a total failure of the special cell to check and prevent the theft of power during the Ganesh festival and Navratri, the PIL alleged. He alleged private consumers residential and commercial - get hefty bills in many areas on account of these thefts during the post festival periods. Also, the thefts from electricity poles go unrecorded. The petitioner said since Maharashtra had power deficit, it may have to draw power from neighbouring Gujarat. Even in Thane rural district, there are many houses which are without electricity, although the island city of Mumbai has been given a special facility from the grid so that there is no power cut even as the whole state is in darkness. The PIL urged that the respondents be directed to enforce special cells formed as per the orders of the High Court to carry out physical checks of sarvajanik Ganesh and Navratri mandals during the festivals to detect and prevent power thefts.

ED grills Ex-NSEL head Anjani Sinha E

nforcement Directorate sleuths on Wednesday grilled Anjani Sinha, former Managing Director and Chief Executive Officer of National Spot Exchange (NSEL), which is facing Rs.5,600 crore payment crisis, in connection with a money laundering case related to the exchange. The ED had, on Monday, registered a preliminary inquiry report under the Prevention of Money Laundering Act, suspecting large-scale money laundering in the crippled exchange. Sinha was supposed to appear before the Mumbai police's Economic Offences Wing (EOW) today but his wife Shalini Sinha, Managing Director of SNP Designs, approached the police officials with an application in which Sinha stated he would show up before them on Thursday. The Indian Bullion Market Association (IBMA), which is 60 per cent owned by NSEL, had earlier entered into an agreement with SNP Designs. In spite of losses, trading on behalf of SNP was allowed to continue and no margin money was ever taken from SNP, according to investigation sources. IBMA is due to receive several crores of rupees on account of losses arising from trades executed on behalf of

SNP, sources told PTI. Sinha, who had filed an affidavit before a city court a few days ago, had blamed the entire former senior management of NSEL, including himself, for the trouble and the scam. Sinha claimed he had suspected that some of the former senior executives had entered into dealings with buying members of NSEL for personal benefit and de-

manded a judicial inquiry against them. He admitted submitting "wrong stock statement" to the NSEL board and commodity regulator FMC based on the report by the warehousing division of the exchange. Taking the blame for not informing the board about increasing exposure and risk of widespread defaults, Sinha stated the management al-

lowed the exchange to function and did not stop trading due to fear of defaults. Citing several instances of misrepresentation of stock position and fund diversion, Sinha said buyers diverted funds availed through fictitious sale transactions to purchase real estate and other properties. n a terse editorial yesterday in party mouthpiece Saamana, Shiv Sena president Uddhav Thackeray sent out a blunt message to senior party leader Manohar Joshi not to expect the fruits of his labour for the party. Without naming Joshi in the editorial, the Sena president referred to the Bhagwat Gita shloka which states, “Do your duty and do not think about its fruits”. Uddhav was unsparing in his commentary, stating that whatever happened at the Dusshera rally at Shivaji Park, Dadar last Sunday was nothing but a reflection of the Sena cadre’s anger borne out of the late Sena chief Bal Thackeray’s preaching. The Sena president remarked that many who were gathered at the Shivaji Park rally felt the heat of the fiery cauldron of the Sena cadre that had gathered there. Uddhav stated that those who viewed the Sena

HIRDI/ INDORE: Security at the famous Saibaba shrine here has been beefed up after the temple authorities received a letter threatening to trigger a blast on November 9 as also the Thakcerays' house in Mumbai, police told PTI on Wednesday. "The anonymous letter, written in Hindi, has also threatened to set off explosions on the same day at a local Shiv Sena office, Shiv Sena Bhawan at Dadar, the residence of Thackerays, 'Matoshree', the place of cremation of Bal Thackeray on Shivaji Park ground, besides famous Khajrana Ganesh temple in Indore," acting Executive Officer of Shirdi Trust Ajay More said. The letter further said the blasts will be triggered to avenge the killing of one Khalil and his relative in Indore. "The Shirdi Trust handed over the letter to us on Tuesday. We

have formed two teams to investigate the matter and also increased security at the temple," said Ahmednagar SP Raosaheb Shinde. Following the letter, the temple trust has imposed a ban on its employees carrying mobile phones in and around the temple, More said. Shakti Mills, a clear picture! S hakti Mills Compound at Mahalaxmi in South Mumbai which has been in the news for the two gang rapes committed in the premises, has been cleared of its shrubs. The mill area, spread over a 25,067-sq m plot close to the Mahalaxmi railway station, has been a spooky, deserted and unsafe property for over 35 years after it went under liquidation, and was taken over by the Office of the Official Liquidator. Soon after the gangrape of the photojournalist on August 22, the Bombay High Court directed the official liquidator and the Public Works Department (PWD) officials to conduct a joint inspection and submit their report. The report recommended that three measures were needed to be taken to secure the area:clearing the shrubbery and trimming the trees, fencing off the place and putting up lights. According to the PWD, the entire process would cost Rs 1.50 crore. On Tuesday, the PWD informed the HC that the work of clearing the shrubs had been completed, and security guards could have access to all of the place. The PWD, in consultation with the official liquidator and Shakti Mills company, informed the court on Tuesday that the cost for completion of the first phase was Rs 17 lakh. The court yesterday directed the PWD to give the approximate cost for the second phase to the official liquidator by October 19. The PWD, the official liquidator and the Shakti Mills Company shall hold a joint meeting to discuss the cost. The matter is to be heard on October 29. The compound wall, running parallel to the railway tracks had a small gap, easy enough only for two persons to enter the compound at a time, without using the main entrance from the main road side. This wall has now been completely demolished, giving the world a free view of the Shakti Mills from the railway tracks!

s part of its non-racing activities, the Royal Western India Turf Club (TWITC), has decided to open up the grounds of the Mahalaxmi Race Course for school children. Speaking on the issue, K.N. Dhunjeeboy, Chairman of RWITC, said, “We have a vast area in the centre of the race course which is not

used for racing and we can have any sporting activity like cricket or football matches and training camps without interfering with the racing calendar.” RWITC is already working on a plan to set up a petting zoo, ideal for children who do not get to see pet animals, and an amphitheatre in the premises. Elders will be allowed only when they accompany children.

Successful tackling of Phailin threat

C

LOSE coordination among several agencies hour-by-hour, and accurate warning by the meteorological dept, helped Andhra and Orissa to successfully tackle cyclone Phailin. In a huge operation, as many as 9 lakh people were evacuated and taken to safer regions. It was a massive operation and to make people leave their homes, the authorities had to use force sometimes. The evacuation operation showed India can do it – face any natural challenge. The governments of Andhra and Orissa fully used all available strategies to carry out a formidable operation. It was not easy: There was power crisis, roads were blocked by fallen trees, transport services, including trains were totally disrupted. Things became worse with heavy rainfall and flooding. The situation has started improving. It will however take quite a while for it to be restored to normal. The damage has been extensive: A huge relief and rehabilitation programme has to be undertaken, food has to be provided for thousands who are in temporary shelters. The Centre has to come to the rescue of the two states and put them back on their feet. People in distress need immediate assistance. They are hungry and food packets have to be rushed to areas where people have been sheltered. Another important, urgent need is the providing of sanitary and medical facilities.

HE day before hoardings appeared in Uttar Pradesh demanding that Priyanka Gandhi be given the Phulpur seat so that she could help her ‘sick’ mother and ‘overburdened’ brother I happened to be discussing dynastic democracy in the most unlikely place. I write this week from Japan and the discussion I speak of took place over lunch in a lovely garden that sat on a cliff high above the sunlit waters of the Pacific Ocean. This lunch party was in a seaside resort two hours from Tokyo where I had gone at the invitation of a Japanese friend who had also invited some of her friends among whom was a lady whose brother, father and grandfather had all been politicians. This information was revealed when I said that one of India’s biggest political problems was dynastic democracy. As it is a subject that I feel so deeply about that it inspired me to write my book ‘Durbar’ I explained at some length how the example set by the Gandhi family was now being imitated right down to the village level and how most Indian political parties had become private limited companies. The Japanese guests at lunch, in that garden filled with sunlight and sea breezes, allowed me to expound upon my theory for several minutes before someone pointed out that ‘political families’ were very much the norm in Japan. The present Prime Minister Shinzo Abe’s grandfather, Kan Abe, and father Shintaro Abe, were both in politics and his wife Yoko Kishi is the daughter of former prime minister, Nobushe Kishi. “You see,” the lady from the political family explained “what happens is that in some political constituencies they virtually insist upon a family member taking the seat because they associate the family’s power in politics with their own. So it’s not always such a bad thing.”

So in their concerted efforts to combat Narendra Modi’s thunderous campaign across the country they now appear ready to offer up what some Congress politicians privately describe as their ‘brahmastra’. This ultimate weapon is none other than Priyanka Gandhi hence the hoardings in Allahabad that appeared last week carrying these words

as it qualified any other member of her family. But, is this enough to make her a worthy opponent for Modi? To answer this we need first to analyse why Modi has become so popular outside Gujarat.

The Congress Party believes that the only reason for his popularity is that he has the support of the media and that he is very skilled at using the social media to convey his message. This is less than the whole truth. The real reason why Modi has developed such a huge persona on the national stage is because he is the first political leader in a very long time who is trying to say something new. Despite the best efforts of Congress to trap him in the meaningless debate about secularism and communalism he has managed to change the agenda and make the next general election about governance and a new vision for India. This appeals to young people in villages and towns across India who are painfully aware of what it is like to live without clean water, sanitation, electricity and jobs. When Modi talks about the need for governance to become more important than government this is what they understand as the things that good governance can give them. The three are interrelated, and at times it is hard to distinguish one from another. In everyone there is the capacity to wake up, to understand, and to love. The setting is special and I request MCA to allow budding school kids free entry on school Icards in the Sachin Tendulkar stand so that we have a house full crowds on all days of the game and it would be a tribute to the little master-blaster to end his career on a festive note with all round cheer and happiness.

This is certainly a thoughtful move to install a memorial of Chhatrapati Shivaji Maharaj as he was the most courageous and noble king of the Hindu religion. However the task ahead is a tough one indeed especially in view of the features which have been envisaged to be incorporated into this project. Laxmi’s father, Ayi Ganpat Tendulkar, studied in Germany in his 20s. He worked with leaders of the Indian freedom struggle such as Mahatma Gandhi, Jawaharlal Nehru and Vallabhbhai Patel and began to write for German papers. His first wife was German screenwriter and actress, Thea von Harbou who was married to German director Fritz Lang when they met. His second wife, Laxmi’s mother, grew up in a sheltered Saraswat Brahman family in Belgaum and was a follower of Gandhi and worked at his Wardha ashram.

What was the most difficult part for you to write? The most difficult part for me to write down was the allegation that Thea von Harbou, who was married to my father, was a member of the Nazi party. Luckily, I was able to get a copy of Thea von Harbou’s Denazification certificate which absolved her from these allegations. The certificate also mentions how she had gone out of her way and put herself at risk several times to save Jewish actors and actresses that she was associated with. My father returned to India in 1939 and we only heard how You’ve got a degree in chemistry, biochemistry and talented and generous she had been. now you’re a writer! There are also rare photographs of Thea von Harbou with my father, mother, newspaper articles and excerpts from the Denazification certificate of Thea.

What’s your favourite part? I am an incurable romantic, so my favourite parts are when my parents meet and fall in love and when my father meets Thea von Harbou and they both fall in love and the short chapter of when my mother goes to stay with Thea von Harbou. Your book, apart from tracing the love of two women, is also about their friendship. Was that easy to document? Thea von Harbou invited my mother Indumati to visit her in 1952 and unfortunately, she passed away in 1954. Thea was 17 years my father’s senior and my mother was 10 years younger. So, their age difference was 27 years. Both women were at different stages of life and both loved the same man, but in completely different ways. They had both spent many years of suffering and imprisonment during World War II, so there was a lot of understanding and compassion between them. Was it difficult to keep it factual? No. Luckily, before my father passed away in 1975, he had chronicled all the years in his life on a piece of paper with the years and places mentioned. This paper later formed the basis of my story line What’s next? Magic Mantras (a self help book for young adults) and Twelve Jyotirlings.

My skin did not feel particularly soft and although it smelt alright, there are several bath salts out there that smell a whole lot better. im Kardashian took a while to get used to kicking off her heels and replacing her bodycon dresses with more pregnancy appropriate ones, but we’re going to give you a head start. Some materials will itch, others suffocate and you’re going to have to make some drastic changes to your wardrobe — but that doesn’t mean a downgrade on your style. Resist the urge to ruffle through your man’s closet for an oversized shirt and instead, take a look at how you can be stylishly pregnant, without being uncomfortable:

Comfy shoes We’re going to dive in feet first, because most women forget about the importance of shoes when pregnant. It’s best you ditch your super high heels and opt to wear comfortable ones instead. Flip flops and slippers won’t help you. Wear chunky shoes such as pumps and boots and when your feet begin to swell, opt for open toed sandals. When it comes to materials, avoid vinyl, as it doesn’t stretch and your feet can’t breathe.

Dress it up Pick dresses — they’re really your best bet when you’re pregnant. And, if you’re worried about looking like a balloon, choose a cinched waist that will flatter your little bump instead of an oversized dress that unflatteringly tries to hide it. Material wise, your pregnancy bump is going to be a little sensitive for a while, so avoid anything that absorbs sweat, knitted materials that may itch and slinky fabric that will stick to your belly. We suggest you stay far, far away from bodycon dresses and while showing a little bit of your newly enhanced bust is alright, don’t indulge in too much skin show up there or you’ll end up looking a little trashy.

Colour right Being pregnant doesn’t mean you have to stick to a colour code or anything, but you might want to avoid colours that are too bright — just because they’re not very flattering and will draw attention to any weight you may have gained. You’ll look ethereal and ready for motherhood in softer colours and classy ensembles.

stretCh it out This is the best time to shove your jeans to the back of your closet and pick up some stretch pants. Even if you’re not expanding too much as yet, it’s a good idea to head over to the maternity wear section and pick up trousers and jeans with elastic bands. They’re so comfortable that you’ll want to wear them every day. And, they can look fashionable when worn with long tops.

layer it out When you’re pregnant, you have to get used to your tummy being the main attraction. If you want people to notice your look too, try layers. They’re comfortable (pick the right fabrics — avoid too much denim, knits and satin) and can look very stylish. Layer your dresses with jackets, wear scarves and stoles to enhance your look.

It also keeps the viewers on the edge and as an actor, it offers me a great platform to entertain my audience. Everything is different on the sets of Adaalat from other shows including the lighting, script, dialogues, locations and that is what is very challenging about it. I look forward to every episode with a story that is better than the rest. I was shocked and surprised when I was contacted to return to the show. I have heard and seen other actors coming back to the same show but for the first time it is happening in my case. I can’t disclose how my character will come back.

How is it working with Ronit Roy? I have been secretly wishing to work with Ronit Roy. The moment I realised that the show features Ronit, there was nothing that could hold me from doing the show. I have immense respect for him and we improvise our scenes. It’s great to work with someone who is reckoned as one of the most popular faces of television. I am climbing my way up and I would love to see myself at the top of the game some day.

REVIEW OF THE PREVIOUS DAY: The Nifty fell marginally on Tuesday (October 15, 2013) a net 23.65 points (0.39%) and closed at the 6089 point level. The market opened up with a gap at the 6147 points level. It then rose further and registered the day’s high at the 6156 points level at 9.34 a.m. The index then declined sharply into the red and registered the day’s low at the 6056 points level at 11.05 a.m. It then rose and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 100 points. Sentiment was bearish and amongst the 50 Nifty stocks 35 were losers, 14 were gainers and 1 remained unchanged. Buying was seen in metal, IT, technology and FMCG stocks, while substantial selling was seen in banking, realty and consumer durables stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 19.07%. This change is substantial and indicates a wide participation by investors. Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 466 were gainers, 884 were losers and 77 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues).

RSI Indic ator: The RSI is above the 60 level but is now declining (negative if it continues).

MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is above its 9-day Average (positive).

ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is rising while the Market Index is falling, which indicates that the present down trend is increasing in strength.

Suppor t Levels: For short-term traders the immediate main support is at the 5692 points level. The next support is at the 5561 points level.

Resistance Levels: The immediate main resistance is at the 6123 points level. The next resistance is at the 6223 points level. Pivot Point Analysis: For intraday traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6101 (This is the level where the trend is likely to change during intra-day). Support (1) = 6045. Support (2) = 6001. Resistance (1) = 6145. Resistance (2) = 6200.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a blac k body candle on substanti ally higher vol umes. This is negative. However, the index continues to remain above the 5, 15, 2 5 and 200 days moving averages and all the four averages are rising and also positively trended. Fur ther, the velocity parameters too indicate strength. Both these indicate a positive bias and the possibility of a further up move unfolding. Incidentally, the index is near a major resistance level at the 61 23 points level . (The index tested that level intra-day, in the previous session). There is a possibility that it could find some further resistance there. However, if it crosses above it then a further rise c an be expe cted. Investors are advised to hold long positions.

Intense Competition To Limit Growth Potential Of Solar IPPs IPPs are at a disadvantage compared to non-IPPs, which enjoy accelerated depreciation benefits By A Business Reporter

olar power projects under different state policies have been competitively bid and awarded at a tariff of about Rs. 6.5 per unit. This levelised tariff is significantly lower than Rs. 9.4 per unit, a level, Crisil Research believes “is required to achieve reasonable equity internal rate of return (IRR) of, say, 16 %.� Stiff competition from players availing the benefit of accelerated depreciation has impacted the business case for independent power producers (IPPs).

Also, going forward, players are unlikely to enjoy the advantage of falling capital costs as solar module prices are expected to stabilise (in rupee terms) in 2013. Thus, we believe that IPPs would have to significantly slow down their expansion plans. Already stiff competition is being witnessed in various state solar bids. The sharp drop in capital costs in the last 2 years has prompted several states such as Tamil Nadu, Ra-

jasthan, Andhra Pradesh and Karnataka to invite bids to set up solar projects. Players other than IPPs (non-IPPs), who can set off accelerated depreciation (refer box below) against profits from other businesses have bid aggressively in the last year. Non-IPPs such as Mohan Breweries and Essel Mining have bid at Rs 6.5 per unit or below whereas IPPs such as Welspun and Azure Power have bid in the range of Rs. 89 per unit. Thus, IPPs are compelled to match such low tariffs as projects under most state solar policies are awarded at the lowest bid. Incidentally, the declining trend in capital costs is expected to reverse in 2013-14. While aggressive bidding was also witnessed in Jawaharlal Nehru National Solar Mission (JNNSM) Phase 1 (Batch 2) in December 2011, the sharp fall in capital costs supported project returns. However, this benefit is expected to wane as solar module prices, which form about 50 % of capital costs, are estimated to stabilise (in rupee terms). Our view, says Crisil “is driven by the continuing consolidation in the industry coupled with rising solar power capacity additions in China and Japan. We expect module prices to average at $0.70 per watt in 2013 from $0.79 per watt in 2012. However, this drop in module prices is expected to be offset by sharp rupee depreciation. (Imported component forms about 60 % of the total cost). Thus, we expect capital costs to rise marginally to Rs. 82-84 million per MW in 2013-14 from Rs. 8082 million in 2012-13.� Naturally, Returns of IPPs would

be strained as expansion plans slow down significantly. IPPs enjoy a ten year tax holiday under 80 IA and consequently do not avail accelerated depreciation. Thus, an IPP would require tariffs of about Rs. 9.4 per unit to earn a reasonable equity IRR of 16 %. Based on our interaction with industry players, Crisil has assumed a capital cost of Rs.83 million per MW, plant load factor (PLF) of 19 %, debt to equity of 70:30 and borrowing costs of 12.5 %. The levelised tariff determined based on L1 bidding was Rs. 6.5 per

unit in case of Tamil Nadu (with a 5 % escalation clause for a period of 10 years), Rajasthan and Andhra Pradesh. Even if IPPs obtain foreign funding at a lower interest rate of 9 % (including hedging costs), a trend prevalent among IPPs, equity IRR is estimated to be only 8 %. Therefore, rising competition from players availing accelerated depreciation would significantly slow down expansion plans of IPPs. This is evident in recent tenders where about 80 % of the bids were placed by non IPPs.

FIPB To Take Up Tata-Singapore FDI Proposal Tomorrow By A Business Reporter

he Finance Ministry will take a call on Singapore Airlines’ proposal for tie-up with Tatas to set up a full-service airline as well as 29 other foreign direct investment applications on Friday. Singapore Airlines (SIA) had approached the Foreign Investment, for permission to invest USD 49 million in the proposed venture with Tata Sons, the holding company of the Tata Group firms. The venture, to be called Tata SIA Airlines Ltd, will have Tata Sons as the majority partner with 51 per cent stake, while Singapore Airlines will hold 49 %.As per the FIPB agenda, the SIA’s proposal along with 29 other FDI applications will be taken up for decision on October 18. The two companies plan to set up the airline with an initial investment of USD 100 million. Substantial ownership and effective control of the proposed airline will be with Tatas, according to the proposal before the FIPB, sources said. Singapore Airlines would have a minority representation on the board and “will not be in a position to have ‘defacto’ control over the Board.� Among the other FDI proposals, eight are related to pharma sector. These include, Castleton Investment Ltd, Mauritius - GlaxoSmithKline Pte Ltd, Dastag UK, Perrigo API India Pvt Ltd and Intas Pharmaceuticals. FIPB will also take up the applications of SingTel Global (India), an arm of Singapore based telecom firm SingTel. MY Mobile Payment, DLF Limitless Developers, Religare Enterprises, DA Vinci GmbH, Berlin and Federal Bank, are some of the other proposals to be taken up the FIPB.

AIPUR: An inspired India pulled off an incredible ninewicket victory over Australia in the second cricket one-dayer, achieving the second highest ever run chase in ODI history in what turned out to be a high scoring contest. Chasing an mammoth victory target of 360 on a belter of a track at the Sawai Man Singh Stadium, India crossed the line with a 40 balls to spare as records tumbled like nine pins. This is also India's highest ever successful run chase as the hosts restored parity 1-1 in the sevenmatch series. Rohit Sharma (141 not out), Virat Kohli (100 not out) and Shikhar Dhawan (95) were the main contributors for India. Virat Kohli (100 not out) took a more than decent Australian attack to the task with a fastest ever ODI century by an Indian and seventh fastest in the world, scored in only 52 balls. This is his 16th ODI century in 115 matches. His innings had eight fours and seven sixes. Sharif wants PCB to focus on reviving cricket ties with India
