t. Xavier’s College’s annual fest completed its 37th year on Sunday. ‘Malhar’, which commenced on August 15 this year, concluded its three-day run on August 17. As it does every year, the fest started with a ‘Conclave’ event in which eminent speakers from various industries interacted and shared their knowledge with the college students. Debates, talk shows and interactive sessions marked Malhar. Siddharth Vardharajan, Dipankar Gupta, Dr. Ramchandra Guha, Devdutt Patnaik, Vinod K. Jose and the likes of such made the Malhar Conclave happening. The festival, with the theme of being ‘Zara Hatke’, was adorned with creative and out-of-the-box designs with its workforce of around 1,200 students. The fest this year had more than 75 events in Xavierites dance to ‘Zara Hatke’ theme during the concluding session of Malhar on Saturday.

ith the generation stepping ahead in technology and gadgets, it has been noticed that students have also worn in the shoes to study with through the gadgets. Notebooks already being replaced by smart phones, Ipads, and internet, the University of Mumbai (MU) has now stepped ahead to introduce learning through the virtual classrooms. At the Kalina Campus, Governor K. Sankaranarayanan along with Chief Minister Prithviraj Chavan, Minister of State for Higher and Technical Education D.P. Sawant and Vice-Chancellor Rajan Welukar, inaugurated the Harvard-style virtual classrooms for students. The virtual classroom has features like audio-video conferencing, webinar, wed conferencing, digital writing, High Definition cameras and internet connectivity. These virtual classroom will be used for conducting high profile seminars, conferences, workshops, high end academic courses, training programmes and creating opening and creating open education resources along with running open and distance education programs. The main purpose of the virtual room is to facilitate the best faculty to the students, anywhere at anytime through internet. Governor K. Sankaranarayanan said “I do strongly feel that the virtual classroom should be utilized to

It saw a footfall of over 50 thousand students with massive crowds coming in for the ‘Amnites’ and band events. ‘Street Dance’, the fest’s signature event, rocked with all the participants dancing to various hip-hop tunes. This year witnessed glamorous faces on the judging panels too. The fest also came up with an event called ‘Chakachak’, which brought together students from around 15 colleges to clean up Dadar Chowpatty and collected 1,239 kgs of waste. Judges like Malaika Arora Khan, Marzi Pestonji, Earl Edgar, Faizal Queresi, Shilpa Rao, Randeep Hooda, Vivek Oberoi, Ritesh Deshmukh, and Aftab Shivdasani were some of the judges for the events. The fest ended, as it began, on a joyous accord.

hat has prompted the PRAJA Foundation to come out with a Report Card on elected representatives
In 1997-98, PRAJA Foundation was the first organization that worked with the BMC, and became its consultant for bringing out the citizens’ charter. The idea was to set up a grievance redressal system which was gradually handed over to the civic administration. Governance issues should be looked at as a dialogue between administration and the people. During our survey we found out that there is a trust deficit between the elected representatives and the people. Despite the 26/11 terror attacks which took place in South Mumbai, the voting percentage actually dropped. Our reports have focused on issues like education, crime, civic issues and health. The data has been gleaned from the Right To Information (RTI) applications filed. We send elected representatives to control the administration. However, in our system, the executive wing, that is the elected representatives, are accountable only once in five years. There is no accountability of their performance during that period. Voting in elections has largely been based on the There Is No Alternative (TINA) factor or else results are swayed by public sentiments. We at PRAJA thought about making this exercise a regular annual feature. The elected representatives and political parties need to have a positive outlook towards the report. You have based your survey on a sample size of just 25,000 respondents. Don’t you think it is too small for a city like Mumbai? No. We have based our survey on the 60:40 ratio. Sixty per cent on the role of elected representatives as enshrined in our Constitution and 40 per cent on public perception. We have based our survey on the accessibility and performance of the elected representatives. The sample size of 25,000 respondents cuts across the city and sections of society. The sample size and norms have been validated by the Media Research Users Council (MRUC). In cases of opinion polls, the sample size is based on 225 respondents taken across 10 to 12 cities. The sample size is selected properly more or less. Error factor is counted into it. But in the past it has been found that, often, such surveys and opinion polls have gone way off the mark. You see, there is a difference between opinion polls and sample surveys. The sample survey is based on data whereas opinion polls are based on few sets of questions. In the case of opinion polls, the questions are like who is your MLA, what has he or she done for you and are you going to vote for him. In the opinion polls, the voter bias comes in the way of free and frank opinion. In our case, in the MLAs

His passion and penchant for number crunching led to his taking up the project of preparing “Mumbai Report Card,” a rating of performances of MLAs and BMC Corporators, keeping in mind the Constitutional role and responsibility of elected representatives and the opinion of their electorate.
them. The rate of convictions is going down. It is a reflection on the government. In the case of constituencies in North Central Mumbai, from our RTI queries we found out that crime rate had gone up. However, the elected representatives here have asked the least number of questions on crime matters. They are not asking the questions they should. We hold the police accountable for law and order. The elected representatives are being sent by the people to keep a check on the administration. Ask them the questions, don’t just go and blindly vote for them. Governance is after all a dialogue between citizens, elected representatives and the government.
Rating, besides the criteria of 40 per cent public perception, weightage is given to the data obtained through RTI. For us, the key words are “comprehensive and objective rating of the elected representative’s performance.” Is there perceptible change in public perception in the cross-section of society towards elected representatives? In our report card, we have based the aspect of public perception on factors like the performance of the elected representatives, his work in relation to socio-economic aspects. Say in terms of roads and drinking water supply, the perception about the poor and the average middleclass hugely varies. A poor person may be happy with the road to his locality and water in his tap arranged by his elected representative. However, a middle-class person is generally unhappy over the quality of tap water and will not mind buying a mineral water bottle instead. The people, by and large, feel governance is lacking. The aspirations of the people cannot be matched by the elected representatives.
What does your ranking of the MLAs reveal on issue of governance? The first ranking MLA in our list has actually garnered 73 per cent. In fact, none of them have got percentages above 80. That is why Mumbai is what it is today, in shambles. Even the topper is not the best. It is a relative ranking. The top rankers are nowhere near the acceptable global standards.
What has been the feedback of the people on issues of governance? In our survey on the issue of crime, health and civic matters, in respect of crime, when asked about how many women felt the city to be safe, twenty-five per cent of the women respondents did not feel the city to be safe for Pics: Azad Shrivastav | ADC

Do you foresee any impact of your report in future elections? There is general apathy amongst the people. One cannot blame the people for it. Public awareness needs to be created. Social networking platforms are creating unbiased views. In future, these platforms will be strong. The Arab Spring has been the product of social media. The BJP has a strong social media platform. The Congress now is trying to make its presence felt in the social media. I do not see immediate impact of the social media in the 2014 elections, maybe it will be felt in the 2017 BMC elections. What is your view on the recent Supreme Court verdict on convicted legislators? The verdict is a very pertinent one. The Right to vote is more paramount. Probity in public life is supreme. I cannot have a law maker who is under a cloud of suspicion. Even if the law makers want to circumvent the Supreme Court verdict, they will have to amend the Constitution. They cannot take people for granted. In our democracy, it is the people and the Constitution which are supreme. The youth seem to be indifferent towards politics, yet they form a sizeable part of the vote bank. We have the data now, but we have not broken it down to that level. We at PRAJA have started the PRAJA Katta in colleges, where students are given a platform to air their views. People need forums to air their views and find solutions. The youth are certainly not laid back, and have their own views on issues and politics. Only thing is that the forum till now was missing.

Divers bring up one more body from submarine INS Sindhurakshak, even as intense search continues By A Staff Reporter

n the fourth day of rigorous effort, the Indian Navy brought up the sixth body from the forward control room of INS Sindhurakshak, that sank after explosions on board the vessel reportedly while loading torpedoes prior to a new assignment, towards the midnight of August 14. Indian Navy said that it had succeeded in cutting into the hatches of the front compartment and getting access into the ill-fated submarine. Samples of bones and other body parts found in the submerged vessel were sent to the Central Forensic Laboratory (CFL), Kalina for DNA finger printing. To make the DNA matches, samples have also been taken from the relatives of the personnel and sent to CFL Kalina.

fter having faced flak for demanding a hiked minimum fare of Rs.25 for autorickshaws in the state, NCP leader and Auto-Taximens Union leader, Sharad Rao, yesterday retracted his statement. The climb-down was a fallout of the decision of the Konkan Region Auto-Taximens Mahasangh to withdraw from the proposed three day auto-taxi strike slated from August 22. The trade union leader now argues that he has demanded a minimum hike of Rs.17 and added that the proposed three-day statewide strike will happen as planned.
Rao held a meeting of Auto-Taximens unions in Thane yesterday which was attended by union leaders from Mumbai, Thane, Navi Mumbai, Kalyan-Dombivli, Bhiwandi, Ratnagiri and Sindhudurg. Mumbai BJP unit president and MLC Adv Ashish Shelar too has, in a letter to Chief Minister Prithviraj Chavan, urged him to intervene in the matter in view of the fast approaching festive season. The strike, he said, would put people and the visitors to the city to great hardship. Meanwhile, the state BJP unit is planning to move the Bombay High Court over the issue of the fare hike and the proposed strike.

A native of Palanpur in Gujarat, Mewada was a civil engineer who, after incurring huge losses in the construction industry, aspired to make his debut as producer of Bollywood films. He had invested all his savings to produce a mythological telefilm titled Patita Pavan. However, the film bombed and Mewada was reduced to penury, prompting him to take the extreme step. Intelligent Transport System on the Anvil The MBMT has chalked out an elaborate plan to go hi-tech by introducing the Intelligent Transport System
(ITS) for bus commuters in the Mira Bhayandar region. Designed to improve operational and managerial efficiency, the ITS includes Enhanced GPS services to monitor bus movement, LED display boards at bus stops to provide real time information, Smart Electronic Ticketing Systems, Public Information Systems and CCTV cameras inside buses. “After a thorough and transparent evaluation process involving 16 participating cities, the twin-city of Mira Bhayandar, along with its Bhopal, Jaipur and Chandigarh counterparts, have been shortlisted for World Bank aid for their commitment to supporting sustainable transport development and the demonstration potential in terms of innovation and expertise, of which the ITS is an integral part,” said Sawant.

ith an almost certain defeat in the upcoming elections, the state BJP is struggling to get a candidate for the by-election to the Legislative Council seat, which fell vacant after senior party leader Gopinath Munde’s estranged nephew resigned and joined the NCP. Now the BJP has decided to announce its nominee by August 23. Dhananjay Munde, who was sulking in the saffron party on various issues finally deserted the party and tendered his resignation from Legislative Council membership last month. On the same day, he officially joined the Sharad Pawar-led party. The election to fill the vacant seat has been slated for September 2. After the announcement of a by-election, the BJP declared that it will field its

ITH the arrest of Abdul Karim Tunda, a Lashkar-e-Taiba operative, it should be possible to identify the terrorists in Pakistan who have been carrying on anti-India activities during the last two or three decades. This man who is said to be involved, among others, in the Delhi and Mumbai terror mission, has close links with Pakistan’s prime terrorist Hafiz Saeed. He was caught on the Nepal border – evidently engaged in some anti-India operations. This terrorist had with him a Pakistan passport – which shows he has close connections with the terrorist outfit. He is now under interrogation by the Delhi police. The police are likely to get useful information about antiIndia terror activities. He went to Pakistan and he was trained in terror operation by the spy agency – the ISI. Later, he came to India and forwarded terror cells. The police have information he is connected with gangster Dawood Ibrahim. Chances are while rightly being subjected to painful torture, he may tell it all: From him, the police can get solid proof of Hafiz Saeed’s involvement in many of Pakistan’s terror activities in India. It is a prize catch and the police have a chance containing the continuing terror threat from Pakistan. What is also important is the information that we are likely to get from him about India-based terrorists who are linked with terror in Pakistan.

RIME MINISTER Manmohan Singh’s trademark passivity on corruption may well stem from a deep understanding of the Congress culture. As a quiet but clued-in observer of the GOP, which out of the blue had catapulted him into the prime ministerial gaddi in May 2004, Singh may have cottoned on early to the fact that it is futile to fight corruption. For, it is at the very core of the party. Besides, all parties to a lesser or greater degree are seeped in corruption, the PM might have reasoned while justifying his do-nothing stance. Admittedly, it would take a very bold politician, who is willing to risk his career, to cleanse the Augean stables of Indian politics. Recall the anguished words of Mahatma Gandhi on the conduct of the very first lot of Congress ministers after the formation of provincial governments under the 1935 Government of India Act. In a little over two years, they had become notorious for feathering their own nests. A very angry Gandhi gave vent to his utter disdain for the Congress ministers in these words: “I would go to the length of giving the whole Congress a decent burial, rather than put up with the corruption that is rampant…” Alas, there are no genuine Gandhis around to shepherd the polity out of the morass of corruption and decay it has fallen into thanks to the doings of the growing army of venal politicians. Money-making remains the goal; politics the most preferred route to achieve it. We recall this small nugget from the Mahatma’s life and times because more than seven decades later it still rings true. The number of scams the Opposition raised this past week in parliament, and the dogged determination the ruling Congress bigwigs displayed in stonewalling discussion on any of them, underlines the fact that there has been no change in the party’s DNA from the late 30s to this day. It continues to be the cheapest ticket to power and pelf for its privileged members. Thanks to the venality of the early Congressmen whose misconduct had earned the wrath of the Mahatma, the virus of corruption has seeped deep into every facet of human life in this country. In the absence of rule of law, the corrupt and the criminal feel emboldened to indulge in illicit activities without let or hindrance since those empowered to penalize them are themselves on the take. For every Ashok Khemka and Durga Shakti Nagpal, there are thousands of Neera Yadavs who are willing to do the bidding of corrupt politicians for a share in the loot. For all practical purposes, we all are complicit in this growing culture of corruption. Lest you believe that what Khemka has revealed is anything new, think back to the heyday of Congress socialism in the 60s and 70s. V. P Naik was Chief Minister of Maharashtra and Rajni Patel chief of the Bombay Congress. Between them, they forked out licenses to reclaim huge plots of land from under the Arabian Sea to make what now passes for as the business district of Nariman Point. Such was their talismanic powers that they could overnight turn a pauper into a billionaire. The issue of a mere paper by the Naik Government empowering you to reclaim a three-acre plot from under the sea was enough for ambitious builders to pay you a huge premium. In fact, even the builder would be selected for you by the Naik-Patel duo. Thus, you see a number of towers bearing the double-barreled name of the said builders in Nariman Point. The point is simple. The Congress has been playing around with public land for decades, converting it from agriculture to residential or

commercial; issuing acquisition notices under Section 4 and then allowing friendly land sharks and politicians to buy land at depressed prices and then allow that notice to lapse. Not many would recall that as the Lt. Governor of Delhi in the early 80s, the straight-as-a-reed Jagmohan had issued a Section 4 notice for acquiring a large chunk of area falling in South Delhi’s Chhattarpur-Mehrauli complex. Overnight, the rich and the powerful ganged up against Jagmohan and had him transferred to the Goa Raj Bhawan. Predictably, the Section 4 notice lapsed but land speculators made a killing. In sum, why get all het up about the get-richquick ways of the Johnny-come-lately into the Congress’s parlour. The party has been playing this game for decades. The only thing is that thanks to the presence of the 24x7 news television there is far more noise now than in the time of Nehru, Indira and Rajiv Gandhi. The print media was small and fearful of authority. A recalcitrant paper could be easily tamed
from Allahabad whom Mahatma Gandhi renamed Feroze Gandhi after he married Indira Nehru. The writer recalls how Feroze as a member of the Lok Sabha, elected from Rae Bareli in 1952 and 1957, had single-handedly exposed the Mundhra scandal, forcing his father-in-law and Prime Minister Nehru to set up a judicial probe under the Bombay High Court Chief Justice M C Chagla. It was duly established that Haridas Mundra had manipulated the LIC to buy shares in his little known companies. Later, he exposed how Ram Kishan Dalmia had misused bank and insurance funds to acquire Bennet Coleman and Company. And then the anonymous writer goes on to lament that though crores are spent to mark the birth and death anniversaries of every member of the Nehru-Gandhi family, Feroze’s birth and death go unnoticed. Here is a suggestion. Arvind Kejriwal’s Aam Aadmi Party should adopt Feroze Gandhi as its guiding spirit and mark his coming birth anniversary on September 8th with a fitting tribute to his crusading zeal against corruption.

Now that he has lost his sheen, a cornered Nitish is willing to tie up with the Congress if Bihar is given special status. A dispirited Congress will rush to do so sooner than later in order to find some relevance in Bihar. While Nitish can count on the bulk of the JD(U) MLAs going along with him when he aligns with the Congress, a number of party MPs, led by Sharad Yadav, will resist tooth and nail such an alliance. Yadav, a life-long Lohiaite, wasn’t too happy when Nitish broke with the BJP because he was sure of retaining power. But if he stitches up an alliance with the Congress, Yadav will break ranks and chalk out his own independent course.

IVILITY in public discourse is the hallmark of a mature democracy. Unfortunately, there are increasing signs of politicians using the rough and very often rude language to show their rivals down. Now, Gujarat Chief Minister Narinder Modi could be faulted for pitching his I-Day speech against that of the Prime Minister traditionally delivered from the ramparts of the historic Red Fort in Delhi. Though chief ministers of all States routinely address the I-Day functions in their respective State capitals, Modi, as is his wont, hyped up the occasion by seeking to compare and contrast his oration in Bhuj, Gujarat, with the typically bland and insipid address from the Red Fort by Manmohan Singh. But that is not the point. Every Indian is free to judge the two speeches and draw his own conclusions. Therefore, it does not lie in the mouth of Foreign Minister Salman Khurshid, apparently well-educated, to dub Modi a ‘khalnayak’ (villain). Such gutter language does not become anyone in high office. Maybe it is the growing realization of the ground slipping from below their feet that makes people like Khurshid to use the street lingo. (Remember how downright filthy adjectives he had hurled against Arvind Kejriwal when the latter had laid bare Khurshid’s family-run trust scam?) But then what can you expect from the second-and thirdrank leaders of a party whose leader had said that Atalji apna mansik santulan kho baithe hain ( Atalji has lost his mental balance) when Vajpayee was Prime Minister. And the same leader, you will recall, had gone to Gujarat for the 2007 Assembly campaign and called Modi Maut ka Saudagar (merchant of death). Even if such abuse proves counterproductive, it seems hard for Congress leaders to toe the straight and narrow of dignified public discourse. Surely, it is up to voters to make them realize their mistake.

THIS year’s celebration of independence also brought pain for the brothers and sisters in Uttarakhand who had to face devastation about two months ago. Our deepest sympathies are with all the families who suffered loss of life or property. The PM wants to assure the people of Uttarakhand today that the whole country stands with them in this moment of crisis. His government failed in all aspects and the PM was keeping mum all these days. Our army, paramilitary forces and numerous officers and staff of the Central and State governments worked in difficult conditions in partnership with the common people to perform an outstanding task in providing relief to those who were stranded. We especially pay homage to the officers and men of the Air Force, ITBP and NDRF who sacrificed their lives to save others. On the eve of Independence Day, we all feel deeply pained that we lost the submarine INS Sindurakshak in an accident yesterday. Eighteen brave sailors are feared to have lost their lives. Experiencing such pain is not going to be a permanent solution for all the problems, Dr Singh. Pune varsity gets social science project under Indo-US plan P
UNE: A social science project under the "Obama-Singh 21st Century Knowledge Initiative" has been awarded to the University of Pune which will team up with the University of Massachusetts in a joint exercise. The institutional partnership project, aiming to develop "appropriate research and analytical tools", was recently announced under the second round of OSI and will be sanctioned a grant of around US $250,000 to be utilised over a three-year period, said University of Pune (UoP) Vice-Chancellor Wasudeo Gade. "The project awarded under the initiative will develop appropriate research and analytical tool and build institutional capacity and generate policy directions for a genuine synergy between shared commitments in equity and excellence in higher education," he said. The programme, ‘Inclusive Universities -- Linking Diversity, Equity and Excellence for the 21st Century', will focus on how diversity and excellence are essential to innovation and progress in multi-cultural democratic societies.
Undertaken by the US and Indian Governments, the initiative envisages strengthening of collaboration and building of partnerships between the institutions of higher education of both countries, reports PTI. The UoP project is the first in the country in the field of social sciences under the initiative, which was finalised between Prime Minister Manmohan Singh and US President Barack Obama a few years ago. "The project will involve, among other things, facilitating interactions among research teams, collection of demographic data and exchange of study material," Gade noted.

he situation on the economic horizon is turning gloomy by the day. The more the cornered government paws around to save the situation, the worse it seems to be getting. The Indian government’s and RBI’s decisions to help Current Account Deficit (CAD) and falling rupee seem to be doing more harm than good. On Friday, the rupee breached its all-time low and fell below Rs 62 before recovering to trade at Rs 61.7-61.8 to the US dollar. As a consequence investors both retail and institutional have panicked. That was clearly evident on when the markets crashed 4% in a single session. BSE Sensex slumped 769 points, while the Nifty lost 234 points draining investor wealth by over Rs 200000 crore. Foreign Institutional Investors (FIIs) who were net buyers until August 14 - FIIs bought shares worth a net Rs 2479.6 million last Wednesday, turned net sellers on Friday due to the RBI imposing capital controls on outward dollar remittances by Indians. The bank also banned property purchases abroad and clamped down on gold imports. According to Naina Lal Kidwai, President, FICCI, the largest fall in two years in the equity market has continued the sense of despondency. “The markets experienced a free fall and has not reacted well to the Central Bank’s restrictions on rupees flows offshore with heightened fears that more restrictions may come including for FIIs,” says Kidwai. “These fears need to be addressed - after all India has never restricted dividend flows offshore or indeed sales of equity share proceeds even when the situation was more dire,”
she says. “The fall in the Rupee essentially underlines weakness in the economic fundamentals. At this juncture, instilling confidence among investors should be the most important task at hand” adds Kidwai. Sentiment on Friday took another hit after Moody’s downgraded the credit assessment of three banks Bank of Baroda, Canara Bank and Punjab National Bank. According to Senior Equity Research Analyst from The Market, Siddharth Rajpurohit, the bourses witnessed severe selling pressure across the counters on concerns of tapering down of Quantitative Easing by US. “The downward correction was further supported by a jump in bond yields and USD/INR touching a new low even after a number of steps announced by RBI to strengthen INR,” says Rajpurohit. “With Inflation again moving north and growth south, the current economic scenario looks very grim. It is time to take some structural measures to hold the INR and also bring in capital flow rather than temporary curbing steps,” he says. Rajpurohit feels that in the near term the movement would further be decided by the global cues. “One must keep a watch on some of the key data expected this week globally, such as US Consumer Sentiment & FOMC Minutes, Germany and UK Q2 GDP growth,” he says. “In the near term we expect Nifty to remain weak and further may test the 5450 to 5400 levels, but expect a bounce from these levels,” he says. “We cannot ignore global influences with a strengthening of the US economy and the dollar as also the possibility of QE tapering leading to many emerging market currencies weakening including the rupee,” says Alex Mathews, Head Research, Geojit BNP Paribas

Amar Ambani, Head of Research at IIFL, also expects market participants to look towards international cues for further direction, given that the results season is behind us. "In the US, the Federal Reserve would release minutes of the FOMC meeting this week. Technically, the Nifty has reversed from its 38.2% retracement level, which also coincides with the intermediate rising trend line resistance levels. If the Nifty breaches the 5,470 mark on a closing basis, selling pressure could accentuate,” he states. According to Rahul Bhandawat, Sr. Technical Analyst – Equity, Equentis Capital, a UK-based investment analytic and advisory company, investors should stay cautious on the domestic front, while creating positions on the Sell side. The “Rupee movement, progress of monsoon session of parliament, institutional activity (FII's) during Q1 result season and the movement of global stocks during the week will dictate near term trend for domestic markets,” he says. The “Rupee is trading near an all time low and higher Crude Oil prices may remain a major concern for Indian markets. The FIIs may exit from the emerging markets (EMs) as their own economies are showing positive signs of growth,” he feels. Bhandawat feels that markets may remain highly volatile during the week and selling will continue. Nifty may see a technical reversal (pull back) at 5200-5220 levels on the lower side before expiry,” he says. “Investors should closely track investment activity of FIIs,” he sug-
gests further. However, Dipen Shah, Head of Private Client Group Research, Kotak Securities feels that the FM’s intent on controlling the CAD to about $70bn in the current fiscal and financing the same without draining forex reserves will
hold. “Further announcements on attracting investments in infrastructure and other core sectors will likely attract more forex flows and instill some confidence in the rupee. This may have a consequent positive impact on market sentiment,” he concludes.

New Curbs On International Investment
I
n uncertain times, preservation of capital becomes the key consideration for smart investors. Currency volatility and sustained weakness in the recent times has led the capital controls by the banking regulator in India. Over the last one month, four notifications specifically aimed at curbing the investor sentiment for gold and commodities have been issued. Equity markets in India recently witnessed negative FII flows primarily because of the Indian rupee’s lack of stability, slowing economic growth and lack of Government initiatives with regard to reforms and resolving international taxation issues. The environment is becoming very complex for investors when it comes to making their investments work and yield good inflation-adjusted returns. Over the last five years, equities have, on an average, yielded annualized returns of 5% (Aug 16th 2008 to Aug 16th 2013), whereas gold has given annualized returns of 13% (Aug 16th 2008 to Aug 16th 2013). Returns from bank deposits and bonds have been in the range of 9-10% annually. On the other hand, annualized returns on real estate in cities like Mumbai and Delhi have been in the range of 40-55% (pre-tax and not inflation adjusted.) If we benchmark these returns and make a quick comparison, it clearly reflects that real estate and gold have outperformed equities and bonds / bank deposits. That said, many experts point out that the returns from real estate may not sustain at these growth rates going forward, considering that we are possibly at the mid or higher end of the growth cycle curve for this asset class. Internationally, real estate displays a very different trend in terms of returns and growth. Rental yield can ranges from 4-7% and annual growth in many parts of the world is approximately 45% annually. Many Indians chose to diversify and increase their exposure to international real estate to ensure steady rental revenue streams for their families abroad, and / or provide accommodation for their own use during their foreign sojourn. This became especially viable with the Liberalized Remittance Scheme (LRS) which was rolled out few years back. Considerable revenue outflows into destinations such as the Middle East, London and Singapore resulted. However, the recent policy change aimed at curbing of international real estate investment marks an abrupt moving away from the LRS scheme. The international property focus of such investors is now going to decrease drastically. Whenever excessive controls are exercised (as we have already seen in the case of gold and other precious commodities) investors receive confusing market signals that lead to increased uncertainty in terms of investment planning. In such scenarios, the most evident trend that emerges is that of investors looking for alternatives that can help them grow money and protect capital. The new currency diversification curbs now imposed do not just limit international real estate investments - investors will not find remitting a mere USD 75,000 into any other asset classes on international shores attractive. Such small amounts will attract sizable charges by the banks managing their portfolio, making the entire proposition non-viable and unattractive. Indian Investors still believe that real estate is the ideal investment asset class when it comes to safety, returns and growth. In an environment where international real estate is no longer an option, we will see more money chasing attractive assets that offer good returns within the country. There will now be an increased focus on lucrative residential real estate investment options in India. Because of the recent resolution of the political quagmire there, Hyderabad – specifically the IT-centric pockets there - will attract a lot of investor interest. This city is now suddenly in a growth phase, and it presents the ideal investment scenario of relatively low entry points with extremely promising growth potential. Bangalore, Chennai and Pune also provide interesting investment options, as these cities have seen sustained inflows from NRIs.

fter a long rally, debt funds have begun losing shine with returns falling. In July, the returns plummeted 6.5% which is the worst performance by debt funds in about four years. This was after the government bond yields surged over 80 basis points during the period. In July the Reserve Bank of India took a raft of measures to prevent the rupee from falling against the dollar, which impacted debt markets. The medium and long-term bond and gilt funds were the worst hit, which are ironically considered less risky among investment asset classes. The pressure on bond yields is expected to continue for some time till the rupee stabilises against the dollar. In the near term, investors may expect bond funds to under perform fixed-rate instruments. There's a tight liquidity condition in the market, which is driving the rates of short-term papers higher. The yield on benchmark 10-year bonds (7.16%, 2023) rose over 80 basis points to around 8.25% from 7.45% at July beginning. The 10-year bond yield is now at levels last seen in December 2012. The trailing 1-year returns of most debt mutual funds have come crashing to around 8-10% levels from 13-15% at May end. Bond yields and return on debt funds move in opposite directions: as bond yield rises, return falls, and when yield falls, return rises. The policy changes by the central bank have hurt bond yields across the board, and this has impacted the net asset value (NAV) of bond funds severely. A reversal of policy measures and liquidity improvement can only normalise the situation in bond markets. Bond yields also rose in June, as the sharp depreciation of the rupee against the dollar halted the bond market party. The currency

arren Buffet is the world’s most successful investor who started with nothing and made billion – dollar fortunes solely by investing. Today the self made 83 year old Omaha, Nebraska based Warren Buffet is the fourth richest person in the world with a net worth of $ 53.5 billion (Rs 3,21,000 crores). What is the secret of Warren Buffet’s spectacular success? How has he managed to so consistently beat all the major indices and so regularly come up a market winner? Here are some insights on the Warren Buffet way When Warren Buffet began his investment partnership in 1956, his father counseled him to wait before making any purchases. Instead, despite the general market level, he began investing in partnership funds. Even at his young age, he quickly grasped the difference between purchasing individual stocks and speculating about the direction of the market. Whereas purchasing companies requires certain accounting and mathematical skills, managing market fluctuations requires investors to master their emotions. Throughout his career, Buffet has been able to disengage himself from the emotional forces of the stock market. Despite computer programs, it is still people who make the markets. Because emotions are stronger than reason, fear and greed move stock prices above and below a company’s intrinsic value. Investor sentiment has a more pronounced impact on stock prices than a company’s fundamentals. When people are greedy or scared, Buffet says they often will buy or sell a stock at throwaway prices. Buffet recognized early that the long term value of his stock holdings was determined by the economic progress of the business and not daily market quotations. Over the long term stock prices have a remarkable relationship to the underlying economic values of the business. As a company’s economic value increases over time so will the price of shares. If on the other hand the company falters, the stock price will reflect this. Of course, over shorter periods, Buffet learned that the price of stocks will move above or below its business value dependent more on emotions than economics. Ben Graham taught Buffet that the basic difference between investors and speculators lies in their attitudes towards stock pricing. The speculator tries to anticipate and profit from price changes. On the contrary, the investor seeks only to acquire companies at reasonable prices. Graham figured that an investor’s worst enemy was not the stock market but one self. Despite superior abilities in mathematics, finance and accounting, individuals who could not master their emotions were ill suited to profit from the investment process. Buffet cannot predict short term market movements and does not believe that anyone else can. He has long felt that the only value of stock forecasters is to make fortune tellers look good. Of course the stock markets can endure long periods of over and undervaluation
but cannot continue to outperform their business fundamentals indefinitely. The future is never clear and second you pay a very high price for cherry consensus. To earn superior profits, individuals are required to carefully evaluate a company’s economic fundamentals. Embracing the latest investment style or fad cannot guarantee success. For the general health of the capital markets, what is needed, according to Buffet is long term investors who seek out long term prospects and invest accordingly. Buffet believes that investors must be financially and psychology prepared to deal with the markets' volatility. Investors should expect their stocks to fluctuate. Buffet believes that unless you can watch your holdings decline by 50% without becoming panic stricken you should not be in the stock market. The most common cause of low prices is pessimism – sometimes pervasive, sometimes specific to a company or industry. Buffet states that we want do business in such an environment, not because we like pessimism but because we like the prices, it produces. It is optimism that is the enemy of the rational buyer. Buffet finds it odd that investors habitually dislike markets that are in their best interests and favor those markets that continually put them at a disadvantage. Unwittingly investors dislike owning stocks when prices are going down and warm to those stocks whose prices are increasing. Of course selling at lower prices and buying at higher prices is not profitable. According to Buffet, if you expect to continue to purchase stocks throughout your life, you should welcome price declines as a way to add stock more cheaply to your portfolio. Logically an investor would be better off if there was one big bear market during the purchasing period of their lives and one glorious bull market shortly before they planned to sell. Buffet points out that investors show no confusion about food prices, knowing that they are going to purchase food forever they enjoy lower prices and despise price increases. According to Buffet, as long you feel good about the business you own, you should welcome lower prices as a way to profitably increase your holdings.

P
ost 2008, Indian companies doing business in Europe are now redefining their operational philosophy to cope up with number of challenges these economies are springing for them. From rising public debt, increased unemployment to reduced consumption and drop in disposable incomes, number of factors has directly impacted the bottom lines of Indian companies. But despite the gradual slowdown in India-Europe trade and economic relations, the region still remains India’s largest trading partner. Most encouragingly, for first time in three years, says Ficci “Indian companies have begun to express optimism. This is indicative of the fact that they have successfully been able to reposition and or re-align their operational capabilities in one of the most demanding and organized markets in the world.” Infact, a number of companies surveyed by Ficci, have indicated that despite the slowdown, they have been able to grow and create a niche for their products there. More so, there has been a marked rise in number of companies who have successfully been able to reduce their losses while doing business in the region.
The current economic situation, though resulting in number of procedural and regulatory obstacles for Indian companies to expand and or do business in the continent, is still providing needed returns on the investments made. In the initial years of liberalization, Indian companies focused on increasing exports, getting into joint ventures or technology transfer agreements with foreign companies to make their presence felt in global markets. In recent years, Corporate India has
increasing interactions and joint ventures with the European companies. SMEs sector in India has also played a pivotal role in forging new business alliances with European companies. It has been done to get needed technologies and operational expertise to become globally competitive. The skill upgrades and development has only added momentum to the growing synergies between Indian and European enterprises. In this backdrop, the current economic crisis has far deeper ramifications on the business interests of Indian companies. Despite the ongoing gloomy economic scenario in Greece, Spain, Italy and more recently, recessions setting in major economies like France, Indian companies have overwhelmingly expressed optimism that the worst is over for them while engaging the region commercially. From the last year when over 75% of the companies had responded that the ongoing crisis had resulted in their business prospects in the region being adversely impacted, over 50% companies surveyed noted that even when the markets were going into a slowdown mode, they, have been able to register growth in their product(s) category. The concern point is that over 60% of the surveyed companies who reported decline in their business prospects, have quoted a loss of 20% or more in terms of business generation from the European region. 18% respondents reported a decline of 5-10% in their businesses. Half of the surveyed companies expected the current economic situation would improve in the coming 1-2 years time. Encouragingly, 30% respondents expressed optimism that the economic situation in the European Union would begin to look up in a year’s time. To keep their balance sheets stable, over 50% of the Indian companies surveyed have already begun to diversify their markets within Europe. This is in stark contrast to last year’s survey as over 40% of these companies have initiated efforts to make inroads into Central and East European markets. 60% of these companies are primarily focusing on greener pastures in African countries, Middle East, South Asia and even in North America. Over 20% respondents have pointed out that during the current economic turmoil, rather than facilitating foreign investments and businesses, the respective European Governments have made its processes more stringent in obtaining and renewing long-term visas, work permits, family and dependent visas and overall ease of doing business in the region. Of these, there was unanimity that getting a business visa remained the most worrying issue for them to effectively engage the European economies. 10% of the respondents suggested that Indian government could favorably look at providing subsidies and lower duties for promoting India-EU trade.

Government Too Slow On CAD
THE FM has promised to bring down CAD to 3.7% of GDP, while promising to better fiscal deficit. These two are “my red lines”, as quoted by him, and he did that last year also. In the last year he had bettered his promises on red lines. Some announcements have been made and some are yet to be made -Too slow in taking what seemed to be obvious decisions. The non essential items import duty is expected on smart-phones and luxury goods, which will not hurt the common man, but is yet to come, to further reduce CAD. Too obvious and slow again! Quick decisions help change sentiment, which will help stabilize the rupee. But long-term measures are also needed to be quick too, to change sentiments. And that seems to be lacking It is encouraging that exports have risen in the latest figures released. But it is sad to know that Maruti & Hyundai’s car exports to Algeria have been hit due to norms being tweaked by Algeria, which is a big market for both these companies. It will take both Maruti & Hyundai a few months to adjust to the new norms. Hero Moto Corp has also announced recently, that it will export to 50 countries and set up 10 new factories outside India. But this will take a few years. The government needs to incentivize them to do it faster.
How Mahindra Tractors Inc is beating John Deere in the US. M&M started exporting mini tractors - 22 to 100 Hp range - to private Ranches in US in 2010. They had to make tractors more comfortable by putting A/C cabins and auto gears. An M&M tractor today costs between 12,000 dollars to 50,000 dollars, in the US, depending on the size. John Deere, which makes 250 Hp and above, was skeptical about M&M targeting a niche market, but in just 3 years M&M has a market share of 10% in the US, compared to John Deere’s 35%. M&M is already the world’s largest tractor manufacturer, with a 45% market share in India, and, after having bought a controlling stake in a large Chinese tractor company, 3 years ago, it became number one in the world then. As far as SUVs are concerned, it is well entrenched in South Africa since about 15 years. Three years ago when I visited Johannesburg, Durban and Pretoria, the largest auto showrooms were of M&M, followed by Mercedes, which were much smaller. Now M&M has taken over Ssangyong of South Korea, a popular SUV maker, which was loss making. M&M paid 900 million dollars for the take over and has just begun making profits in South Korea this quarter. We need, as a country, to incentivize engineering and hi tech defense exports. We can’t just remain a textile or a gems and jewellery exporters. Autos and defense have high margins and high value. Within a matter of a few years we can be a Current Account Surplus country, which we were 10 years ago, rather than a huge Current Account Deficit country, which we are today.

REVIEW OF THE PREVIOUS DAY:
The Nifty fell substantially on Friday (August 16, 2013) a net 234.45 points (4.08%) and closed at the 5507 point level. The market opened down with a gap at the 5705 points level. It then rose by a few points and registered the day’s high at the 5716 points level at 9.16 a.m. The index then declined sharply and turned into a range bound movement until 3.00 p.m. It then declined further and registered the day’s low at the 5496 points level at 3.22 p.m. and then turned into a range bound movement until closing at the day. The Nifty remained below its previous close throughout the session, moved in a range of 221 points and managed to close just above the psychologically important 5500 points level. Sentiment was extremely bearish and amongst the 50 Nifty stocks 47 were losers, while just 3 stocks closed in the green. All the sectoral indices closed in the red. Substantial selling was witnessed in consumer durables, realty, metal and banking stocks.
TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 1.19%. This change is small and indicates a moderate participation by investors.
Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 260 were gainers, 1077 were losers and 66 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI fell and crossed below the 40 level and is now declining (negative if it continues).
MACD Indicator: The MACD is below zero and is declining (negative if it continues). It is below its 9-day Average (negative). ADX Indicator & DI Lines: The +DI line is below the –DI line and both lines are diverging (negative if it continues). The ADX is flat while the Market Index is falling. No signal here. MOVING AVERAGES (TREND INDICATORS) The index: Has crossed below its 5-day average (at 5625) Negative. Has crossed below its 15-day average (at 5693) Negative. All these indicat e a negat ive bia s and the poss ibility of a further decline unfolding. Incidentally, the index is approaching a major s upport level at t he 5 476 points level. Tata Steel reported a healthy set of Q1FY14 numbers driven by higher realisations QoQ coupled with better-than-expected sales volumes from Indian operations. European operations also reported a robust operational performance supported by higher contractual realisations sequentially, which led to positive surprise on the margins front for Tata Steel Europe (TSE). Tata Steel India reported quarterly steel sales volume of 2 million tonne (MT) while EBITDA/tonne came in at `14172/tonne (I-direct estimate: 1.9 MT, `14035/tonne). The positive surprise came in from European operations wherein the company reported EBITDA/tonne of `2475/tonne (US$44/tonne) sharply higher than our estimate of `280/tonne (US$5/tonne). During the quarter, the total operating income stood at `32804.8 crore, lower by 3.0% YoY & 5.3% QoQ. The EBITDA margin during the quarter stood at 11.2% while the consequent EBITDA stood at `3688 crore (I-direct estimate: 9.1%, 2949.4 crore). On the back of deferred tax credit (`415.2 crore) on its overseas subsidiaries the consequent PAT came in at `1139 crore. Improving operational efficiencies at TSE bode well for the company. However, its sustenance, going forward, will be the key parameter to look out for. We also believe Tata Steel India will steadily increase its contribution towards the company’s profitability at the consolidated level, going forward. We continue to maintain BUY rating on the stock with a target price of `285. On a consolidated basis, the Tata Steel group’s deliveries stood at 6.08 MT. In Q1FY14, Tata Steel India posted EBITDA of `2834 crore (EBITDA margin of 30%) while Tata Steel Europe reported an EBITDA of `777 crore. Tata Steel India to drive growth, Tata Steel Europe to consolidate: The company is witnessing a significant shift in its business composition wherein notable capacity expansion is being carried out in the high margin domestic business segment. At TSE, the company completed upgradation of two key facilities in Q4FY13, which resulted in improved performance in Q1FY14. We have revised upward our TSE EBITDA/tonne assumptions for FY14E from US$15/tonne to US$20/tonne. We continue to maintain BUY rating on the stock with a target price of `285.
ANGEL BROKING CALLS A ‘BUY’ ON M&M
CMP: `855 Target `1,011 Mahindra and Mahindra (MM) reported a mixed performance for 1QFY2014. The operating performance was slightly lower than our expectations due to sequential decline of 3.7% in net average realization. However, the bottom-line at `938cr was ahead of our estimates of `850cr, driven by a sharp increase in other income aided by maiden dividend of `70cr from Mahindra Vehicle Manufacturers Ltd (MVML). The overall results were driven by an impressive performance of the farm equipment segment (FES) following strong growth in tractor volumes (up 25.2% yoy) even though the automotive segment (AS) posted muted results. We lower our volume assumptions for the AS due to downward revision in utility vehicle (UV) volumes. We now expect UV volumes to decline 6% yoy in FY2014 against a growth of 6% assumed earlier. We retain our positive view on MM given its diversified business which we believe will help the company to face the macroeconomic challenges better than its competitors. We maintain our Buy rating on the stock. Strong growth in FES offsets slowdown in AS: The top-line registered a 7% yoy growth (down 4.4% qoq) to `10,023cr led by 6.4% yoy (down 0.7% qoq) growth in volumes and 0.6% yoy growth in net average realization. The volume growth was driven by an extremely strong growth in tractor volumes on anticipation of a normal monsoon. AS volumes however, remained flat as UV sales witnessed a sharp slowdown following an increase in excise duty and also due to increase in competition.The EBITDA margin expanded 100bp yoy (74bp qoq) to 12.8%, marginally better than our expectation of 12.5%. This was on account of softening of commodity prices, cost control measures, lower share of traded goods following decline in AS volumes and also due to greater share of tractors (37.7% as against 25% yoy) in the product-mix. Outlook and valuation: At `871, MM is trading at 13x FY2015E earnings. We maintain our Buy rating on the stock with an SOTP based target price of `1,011. In a way, we cannot convincingly claim not to be responsible for the creation of West and East Pakistan, either by commission or omission, because the politics of communalism and religious intolerance infested a great part of Indian polity then, as is sadly does so even today. Somehow, secular India has largely succeeded in keeping
communal elements, whether green or saffron, at bay. Pakistan, on the hand, which was created on a religious foundation, went ahead and kept flirting with the mullahs and their retrograde concept of education only through madrasas. Today, the illiterate and semi-literate militants that were spawned from this bizarre association, with a view to targeting India, have turned inwards and have become the scourge of that floundering nation. Religious fanatics, brainless for all other purposes, are Pakistan’s own Frankenstein monsters gone mad and are destroying it from within. From time to time, they adhere to the brief of crossing the borders into India, and unleashing death and mayhem, until security operations are conducted to snuff them out. Lives continue to be lost. This book examines the ills and hopefully may inspire some real soul searching in that nation, so that it becomes less of a threat
to itself and to the planet. Babar Ayaz is a noted Pakistani journalist with 41 years experience. He contributes regularly and writes columns in several English, Urdu and Sindhi newspapers and magazines, and his blog site is vis-

Meanwhile, Jack also has the comfort of knowing that if journalism doesn’t pay off fast enough to suit his goals, there is always his other job, as the manager of a gas station, to fall back upon. Not exciting, not as prestigious, but definitely better paying. The funny thing is students of journalism are also beginning to realise that a course in journalism pretty much prepares you for a host of other openings. Perhaps not yet as gas station managers, but in the wide range of fields where getting information and communicating effectively are qualities to be prized. The chief protagonists are Shivani and Aditya, a married couple with 2 children, Tanwi Gouri Mehta and Anand Mehta. They are wealthy and live in a mansion. Their idyllic life is shattered with the arrival of Sonia, who has an affair with Adiyta. Eventually, Aditya leaves his family for Sonia, leaving the wife and two kids alone. When it is found out that Sonia is barren, Aditya demands custody of his children from Shivani and approaches the courts for a custody battle. After they graduate from college, Raj’s maternal uncle asks Ajay to bring his birth certificate so that he could make his passport and find work for him in a department store in Canada. Ajay goes home to look for his birth certificate, but is unable to locate. His mother makes a show of helping him, but instead tears a document and tosses it outside. Ajay puts the document together and finds out that his real name is Ajay Malhotra, his father, Dr. Ravi Malhotra, is still alive, serving a life sentence in prison for killing and stealing a patient’s organs. Adjustment in a marriage is a universal topic as all around us we see couples striving hard to have a harmonious relationship with their spouses. Adjustment in the relationship occurs between an individual and the environment that he/she lives in. Couples face difficulties when they have to share their lives with a partner who was raised with different values, morals and rules. Whether united by love or an arranged marriage, the adjustment period of a marriage is the crucial litmus test of a relationship. Where is the story set? The story unfolds in Jodhpur where Shivani and Raghu share a master–servant equation respectively. Hailing from two very different strata of society, Shivani is a privileged girl who lives a luxurious life with her grandfather Balwant Chauhan. He is an overprotective guardian, who has an aide in the house named Raghu. Circumstances conjure up a situation where Shivani, the girl born to riches is married to an underprivileged Raghu. Like the old saying, ‘life happens to you while you were busy making other plans’, the story traces the journey of Shivani, her adjustment with a man who she always thought of as her grandfather’s right hand man and now she has to accept him as her life partner. It’s her struggle to adapt in a household and a lifestyle that is diametrically opposite from what she is used to. What is the character of Shivani like? Born and raised in Jaipur, Shivani Rana was born into a family on the fringes of Rajasthani royalty. Political parties deal first blow to RTI Act I
f there is one thing that all major political parties agreed upon and one cause they stand united for is - protesting against the order that political parties should come under the ambit of the RTI Act. Just last week, to counter the Central Information Commissioner’s order to include major political parties under RTI Act, the United Progressive Alliance (UPA) government tabled the first ever bill in the Lok Sabha to make amendments in the historic RTI Act. Even though the idea received wide protests from the common, activists and social organisations, the Manmohan Singh government decided to introduce the ‘amendment’ bill in the Lok Sabha to exempt political parties from coming under the purview of RTI Act. The Bill tabled in the Lok Sabha proposes an amendment to Section 2 of the RTI Act which clarifies that political parties would not be treated as public authorities: “Authority or body or institution of self-government established or constituted by any law made by Parliament shall not include any association or body of individuals registered or recognised as a political party under the Representation of the People Act, 1951.” Flaying the government’s attempt to keep political parties outside the RTI Act, former Supreme Court Judge Justice (Retd) N Santosh Hegde argued they are public bodies answerable to the masses who want to know from where they get funds from. A key member of Team Anna movement, he said one has to look at the activities of political parties holistically and it’s clear that whether they are in power or not, they are dealing with public issues. Known for uncovering a huge illegal mining scam in the state, the former Karnataka Lokayukta said political parties are certainly involved in administration one way or other. “Fact remains that they are part of body which controls administration one way or other”. It was more than two months back, in June, when the Central Information Commissioner had ordered six major political parties – United Progressive Alliance, Bhartiya Janta Party, Nationalist Congress Party, Communist Party of India (Marxist), Communist Party of India and Bahujan Samaj Party – be brought under the RTI Act as they were, in a way, public authorities. “We have no hesitation in concluding that the INC/AICC, the BJP, the CPI (M), the CPI, the NCP and the BSP have been substantially financed by the Central government and therefore, are held to be public authorities under Section 2(h) of the RTI Act,” the judgement was noted. The CIC reasoned that since these political parties receive ‘substantial’ amount of money from the central government, it makes them accountable to the public and hence

Political parties did not see any sense in this for obvious reasons and countered that if the political parties are brought under the RTI Act, the act could be misused by rival parties to extract confidential information. The parties reasoned that bringing them under the RTI Act would force them to reveal their internal strategic decisions. But, instead of bringing the political parties under RTI Act and introducing amendments to protect them from having to reveal their ‘internal strategic decisions’, the UPA government decided to exempt the parties from RTI Act altogether. It was the government fund that the CIC wanted accounting for. The whole reason behind bringing the political parties under the purview of RTI Act was to make these political parties accountable when it comes to accepting funds for their campaigns and functioning of the party. Political parties have been speculated, time and again, to be receiving funds from questionable sources. Bringing the political par-
ties under the RTI Act would have kept a check on the funding that these political parties receive and subsequently helped in reinstating some amount of faith in public conscience. All political parties benefit immensely from various sops offered to them for being a ‘political party,’ one of such sops being 100 per cent tax exemption on their income. It was recently reported that, due to this tax exemption, six major political parties saved more than Rs 500 crore between the years 2006 - 2009. When calculated, out of all the political outfits, the Congress party was the one that gained that most. It got the maximum exemption of Rs 300.92 crore. The next in line was Bharatiya Janata Party (BJP) which saved Rs 141.25 crore in taxes. Other parties that profited from the tax exemption were Bahujan Samaj Party (BSP), which saved Rs 39.84 crore, Communist Party of India (Marxist) saved Rs 18.13 crore, Communist Party of India Rs 24 crore, and the Nationalist Congress Party (NCP) Rs 9.64 crore. Just earlier this year, an RTI application had revealed that barring
one, all other political parties in Maharashtra had not been filing their income tax returns regularly. Most of the political parties all over the nation don’t file their tax returns with the Income Tax Department on a regular basis. The definition of public authority under Section 2(h) of the RTI Act is - any non-government organisation that is substantially financed, directly or indirectly by funds provided by the appropriate government.' And, since political parties enjoy tax benefits, land allotment and other such facilities, they should have been included under the definition of ‘public authority.’ It was also reported that, in all, the six political parties were allotted land worth Rs 456.91 crore. But even despite wide protest from activists, organisation and political groups like Aam Aadmi Party, the UPA government got the bill cleared in the Cabinet earlier and has presented the bill before the Lok Sabha now. It is a known fact that, most of the bandhs and protests organised by political parties in the city or all over the country cost the exchequer a lot of money.
The damages to public property, losses due to the shutting-down of shops and other service providers has a huge effect on the nation’s fiscal condition, but that does not stop political parties from gaining mileage out of smallest of things. It was reported that around 123 BEST buses were damaged in the ‘bandh’ protest called by BJP in May last year against the hike in petrol prices. And, when it came to compensating for damages, one of the BJP party leaders, also on the BEST committee, was quick to point out that the parties (BJP and Shiv Sena) that damaged the buses shouldn’t be paying the compensation for repairing the buses it should be claimed from the insurance companies. Although he graciously accepted it would cause the common man immense trouble since almost 100 buses will be off the road for around a month. The people of the country will have to decide and who will be the candidate will have to be finalised by the people. The people themselves will choose their candidate, the party will have no role in that. The public will choose people with character and make them their representatives. In such a situation, ‘partycracy’ or the party system, which is actually a corrupt system, will be destroyed on its own. Among all these factors the questions are inevitable whether political parties will allow the confidence that they should choose their own candidate to ‘develop’ in the people of the country, and whether in fact so much confidence that they can choose and field their own candidate has come into people.
Independence Day No Longer Heralds a New India: What Happened to the Dreams? Santosh Bhartiya

he date: 15 August 1947. This date had wreathed the faces of every Indian of that time with smiles because we had become free from the British. There were dreams, there was the aspiration, the desire to be rid of sorrows. There was the dream of a new India in the eyes and every person had started to walk with the assumption that rivers of
ghee (clarified butter) and milk would now flow in the country, because everybody at that time had faith in the leaders of the country. They did not have any fear of what would happen to them in the future. 15 August, 2013. Now, on this Independence Day, even after trying a lot, the mind cannot become joyous. There is no desire to hear the speech at the Red Fort. Reading the Government advertisements seems annoying. Overall, it seems as if we have gone into such a dark tunnel into which it was not necessary to go at all. Today, which segment, which section is there in the country which is happy. It may be those who are hardworking, those who are farmers, those who are students, it may be youths who hold big, impressive degrees,
it may be those who are without degrees – useless, unemployed, or it may be Government employees with jobs – no one is happy. Looking at the sections bigger than them, the traders, the industrialists, people working in large companies, none of them are happy. It seems to everyone there is some drawback, some shortage, some deficiency somewhere. The means, the remedy to remove this deficiency cannot be seen with anyone. If anyone appears happy, then it is the group of the highest ‘class’ in political parties. They have no sorrows of any kind. Whether they are in power or in the Opposition, smiles can always be seen on their faces. They don’t grieve over losing. Defeat or losing also gives them both the same kind of thrill as a win and a share in it.
But the workers of political parties are not happy at all because their condition in their respective political parties has become like that of a broker. If they go to meet an MP, an MLA or a Minister of their own party empty handed, or if they take someone with them who cannot give any gift, then they are not given any attention there. Getting tickets is a far cry for party workers. Tickets are available first for the people of the family, then tickets for the servant, driver and ‘munim’ (clerk or book-keeper) and then for those who can purchase the ticket with the largest sum of money. That’s why Rajya Sabha MP Virender Singh without quite realising it disclosed that the price of a Rajya Sabha seat is Rs. 100 crore, but he had got it for Rs. 80 crore.
For the first time in the history of Punjab administration, two senior IAS officers will face severe consequences for their misdoings. The Union Public Service Commission (UPSC) has strongly recommended action against 1989 batch IAS officer Kripa Shankar Saroj (currently the Director, Mahatma Gandhi Institute of Public Administration) and 1986 batch IAS officer B. Sarkar (currently Secretary, Punjab Human Rights Commission). Another 1979 batch IAS officer has been let off the hook. Saroj has been accused of acting as the MD of Punjab Agro Financial Corporation in 2004 without the proper mandate. He misused this position by releasing funds to the tune of Rs. 17.10 cr without proper verification. Shankar ignored an official will and reversed the decision of the lower courts in 2004 causing immense discomfort to one Uttar Singh of Jeonwala village in Faridkot. Both the officers will face punishment in the form of reduced pays and postponement of future increments, hence halting their professional growth.
Headless at UPSC
Unexplained delays in filling crucial posts in the Government have become the hallmark of UPA-II, even in the evening of its term. The Union Public Service Commission (UPSC) has not had a secretary for quite a few months now, ever since Amitabha Bhattacharya was sent off to head the Staff Selection Commission early this year. But the Government doesn’t seem any closer to appointing one. According to sources, apparently the Cabinet Secretariat did choose Amarjit Singh, Additional Secretary in the Human Resources Development Ministry, for the position vacated by Bhattacharya’s exit but it appears that Union HRD Minister Pallam Raju refused to part with Singh, who is a Gujarat cadre IAS officer. Since the Minister is adamant on retaining Singh, the Government had no choice but to start the selection process from scratch.
Mantri fears IPS lobby
It speaks of the power of the babu lobbies that even mantris, sometimes, are wary of taking any action that might upset the bureaucracy. In Maharashtra, sources say, the powerful IPS lobby has been protecting some senior cops from facing action for renting out their quota flats while staying in government accommodation. Certainly the files recommending disciplinary action against such cops has been with the office of the State Home Minister R.R. Patil, but he has been hesitating to sign off on the files. The flats were acquired by the cops in Mumbai, Pune and Nashik under various schemes. There are also many officers who have continued to occupy Government accommodation long after being shifted out of Mumbai. Apparently, the then Maharashtra police chief Arup Patnaik had recommended action against such officers but resistance from the powerful IPS lobby has stymied any such move, so far. — By Dilip Cherian

NEW DELHI: India's Satywart Kadian has won a bronze medal in the 96-kg freestyle category at the World Junior Wrestling Championships in Sofia, Bulgaria. Satyawart produced a clinical display of freestyle combat to get the better of Turkey's Ali Bonceoglu to open India's account at the championships on Saturday. Earlier, Satyawart's march was halted by Armenia' Viktor Kazishvili in the semifinals, as he ran out of steam and lost the bout in the first period itself. Talking about adapting to different technologies being used in the sport, Tendulkar said he was astonished to see a laptop in the dressing room for the first time in 2003. "I wondered how technology would help us learn cricket but over a period of time, I figured out it's importance. It helped us plan our innings," he said. Tendulkar said basics are more important in Test cricket than in the T20 format, in which players have to just go out and swing their bats. Monty's marriage ends after bitter divorce battle

ONDON: England spinner Monty Panesar's marriage with pharmacist wife Gursharan Rattan has finally ended after a bitter divorce battle, according to media reports. The 31-year-old spinner, who was recently in news for getting arrested for drunken misbehaviour and urinating in public, had managed to keep his separation from his wife a secret and their divorce was finalised only recently. Monty was dropped from the Ashes series as a result of poor form, which is now being linked to his personal turmoil. "Monty was devastated by the breakdown of his marriage and is
still coming to terms with his recent divorce. His personal struggles have been a direct result of that," The 'Sunday Mirror' quoted a source as saying. A spokesperson for the
sportsman confirmed the divorced. Friends said he blamed his wife's family for making their marriage "increasingly difficult." Monty married Gursharan three years ago in a traditional
Sikh ceremony. The Luton-born player had praised her for the "greater stability" she gave him during the early days of his successful England career. Earlier this month, Monty was thrown out of Brighton's Shoosh Club after he reportedly hassled a group of women. He then urinated onto the doormen of the club before running off. Monty, who is studying for a sports science master's degree, could face the sacking this week from his county team Sussex which has been investigating the incident. But his former club Northamptonshire could offer him a lifeline to rebuild his shattered career.
