ess than a day after a 48year-old housewife succumbed to injuries after the two-wheeler she was riding skidded on a pothole near the Railway Over Bridge in Vasai (East), the rogue potholes there have temporarily been filled up with paver blocks. But the blame game over potholes is already underway, with the Vasai Virar Municipal Corporation (VVMC) putting the onus of developing the road on the Maharashtra Metropolitan Region Development Authority (MMRDA). While the MMRDA has recently approved a project for constructing a road network of over 90 km in Vasai, it is still not clear if the pockmarked road near Chimaji Appa Garden, where the mishap took place on Friday, is a part of the project. “Even though the road comes under

espite the Supreme Court order, the state government is firm on its stand to keep dance bars shut across the state. It has therefore decided to amend the law, perhaps through an ordinance, which discriminates between dance bars and the star hotels. Replying to a query in the Assembly yesterday, Home Minister R R Patil said, “The state government will take a decision in two days on the verdict of the Supreme Court that upheld the Bombay High Court’s decision to quash the ban on dance bars. We have sought legal opinion from experts in Mumbai and New Delhi. The government is also seeking the opinion of the Attorney General. The state government is of the view that the ban on dance bars should continue.” “The government is seriously considering withdrawal of dance performance licenses to star hotels to remove the disparity. The discrimination in the Bombay Police Act will be addressed by the state and, if needed, the dance bar licenses issued to star hotels (3 or 5 star) will be withdrawn,” he added further. oing one step ahead, the state government yesterday took a decision to impose a ban on the sale, manufacture and storage of all types of processed or packaged tobacco. After gutka and paan masala, the government has extended its ban on other tobacco products as well. This was announced in both houses of the legislature yesterday by the Minister of State for Food and Drugs Administration Satej Patil. As a result of this ban, local vendors cannot sell paan (betel leaf) with flavoured tobacco, kaath and lime (edible calcium carbonate) and also maava or kharra (mix of processed tobacco, areca nut and lime), khaini (flavoured tobacco) or other processed and packaged tobacco products. Patil said, “This ban, which will be in force for a year, does not apply to unprocessed betel nut and tobacco. We will start collecting samples from vendors to check them for the presence of magne-

ith students struggling to get a seat in medical colleges that are almost full, it seems that government colleges are not interested in making arrangements for additional seats. After the Medical Council of India (MCI) allotted 3,000 seats for the Bachelors of Medicine and Bachelor of Surgery (MBBS) course, around 400 additional seats were permitted to be allotted to government colleges in Maharashtra. Though these colleges were given a deadline of July 30 to apply for the proposal of these additional seats, none of the state government medical colleges have applied for a hold over these seats. The risk now is that if the council does not receive an application for these additional seats, they might be cancelled. The Indian Medical Council (MCI) had granted permission to government and private medical colleges to increase the number of

seats as per the suggestions of the Central Government with the only condition that the colleges should have been established not lesser than ten years ago. Colleges that have 50 seats can increase the number of seats to 100 and those which already have 100 seats can increase the number to 150. Though several medical colleges have already applied for additional seats, the government colleges are yet to put in their applications. The council will take its final decision
over the left over seats on July 31. According to sources, 410 seats were allotted to Maharashtra. Along with this proposal, was also a copy of the information regarding the basic infrastructure for extra seats duly signed by the Chief Secretary, a certificate of deficit after fulfilling human resources and basic infrastructure and a certificate for extra seats from Health & Science University to being eligible for the additional seats. Shingare, Director, Medical Education, he said, “The department has asked all medical colleges to submit their applications for the needed seats in their institutions. The department of medical education will have a discussion with the state government after which the decision over the allotment seats will be taken.” When asked about the left over seats, Shingare replied “It can only be decided after the final allotment of the seats and the decision by the medical departments”.

But it is just our very own Dockyard Road railway station in South Mumbai on the Harbour Line which gives access to Mazagaon area. TWO months of every monsoon, from June 15 to August 15, is a compulsory holiday for fishermen who do not venture out into the choppy seas. So they sit at home, or go on ‘teerth yatras’ or mend their nets during the off season, and pray that that the next season would bring them bigger catches. And now August 15 is almost upon us. In fact, both Mazagon and neighbouring Parel are as rich in history as South Mumbai which boasts of a Gothic crescent of buildings starting and ending at CST and including Elphinstone College, the Museum buildings, the Town Hall, the old secretariat, Hornbill House and the GPO. In Parel, opposite KEM Hospital, there are three buildings, a bit shabby but still solid to look at. They are called the Pinta, the Nina and the Santa Maria. Now who in heaven would imagine that when Sir Christopher Columbus departed Spain and Castile for his epic voyage around the world in the 15th century, he would end up leaving his ship’s names in Mumbai!
A tribute
IT is easy to say nice things about the recently deceased and if the person is question is the late Simon Pimenta, it is even easier. But when Dr Leo Rebello, seldom a respecter of persons and especially of religious persons, has only rich praise, then one is tempted to believe all the more! Here is what he has written: “Cardinal Simon Pimenta is no more. He was a noncontroversial and respected religious head. I had named him Cardinal Simple Simon. He lived by the book. He knew me well.

He wanted to solemnize my marriage personally, provided I got married in the Church and not under the special marriage act (as my wife Kashmira is Parsi). “Even though I did not listen to him, he never held any grudge against me and did not excommunicate me. Good religious man. I love him. May his soul rest in peace. “As a doctor, I do not go to funerals because a doctor's first responsibility is to save a person from dying. But tomorrow, I may go to say a final goodbye to him.” As will thousands of others who revered him as both man of God and good human being.

he state government has decided to set up a ‘Corpus Fund’ to treat resident doctors in the state if they fall ill; this was stated by Minister for Medical Education Dr. Vijaykumar Gavit in the legislative council. Replying to supplementary queries over a calling attention notice moved by Alka Desai (Congress) and others, he said that health check-ups of the resident doctors will be done after every three months. He added that if it is detected that they are ill their treatment will be done through corpus fund. Raising the issue Desai lamented that Dr. Samidha Khandare had died due to
tuberculosis in Lokmanya Hosptial after she came in contact with a patient having the disease affected. She added that doctors work extra hours which severely affects their health. Gavit stated that Dr. Khandare was an undergraduate student and admitted that she died due to tuberculosis. He further said that the government is planning to set up a 'Corpus Fund' to provide security and funds to be utilised for the medical treatment of doctors in the state. Replying to a supplementary query from Dr. Deepak Sawant (Shiv Sena), the minister stated that the government will consider hiking the Rs.10 breakfast allowance for resident doctors. .V. Kalpana’ the passenger launch of the Mumbai Port Trust (MPT) which is supposed to ferry MPT workers from Mumbai Port to ‘Jawahar Dweep’ (Butcher Island) every day, has been out of order for the last two and half years due to the alleged apathy of the MPT administration. As of now 3 private launches make 7 trips to transport nearly 250 workers in two shifts every day. The MPT has 4 jetties on ‘Jawahar Dweep’, an island in the harbour to handle crude and petroleum products. In the absence of ‘Kalpana’, the MPT workers are ferried to and fro by private launches that are hired leading to an expense of nearly Rs. 95 lakh per annum. These private launches are fitted with a single engine and cannot withstand large waves and are therefore prone to danger. It may be recalled that a launch carrying MPT workers drifted away near Uran last year during the monsoon. The steel bodied launch ‘Kalpana’ is fitted with twin engines and is more durable. It has the capacity to ferry over 200 passengers per trip and is designed to handle large waves making it safer. The launch, which was brought into service in

But why MPT should take such a long time to repair a launch which is essentially meant for its own employees is inexplicable. Besides ‘Kalpana’ there is another launch ‘M.T. Sushil’ (tug) which is also lying in docks for annual survey for over 14 months. Yet another survey vessel “Sanshodhini” which is being used for dredging has also developed defects of late. MPT has half a dozen vessels which include “Tarani” (used for VVIPs) and “Sujata” (used by CISF for patrolling). A few years back its
fleet was much larger. However over the years, it is depleted. et another shameful case of sexual misconduct at a civicrun hospital has come to light, with a 55 year-old doctor getting transferred by the Chief Medical Officer (CMO) over a complaint of molestation of a female patient. Shockingly, the BMC has received 19 such complaints against this particular doctor, but has seen
it fit only to keep transferring the serial offender from one hospital to another. The complaint in this case has not only been filed by Maladbased SK Patil Hospital, but the 35year-old victim herself has given a written complaint against Dr Virendra Khatale for molesting her in the hospital ward to which she was admitted for treatment. According to victim, she was admitted to the hospital on Friday for treatment, and on Saturday, Dr Khatale, who was on night duty, came to attend to her. After some time, he allegedly started touching victim on her private parts and when she protested, he started
threatening her. She narrated the whole incident to the lady nurse, who suggested she complain to the CMO, because it was not the first instance of misbehaviour by the doctor. After receiving the complaint, CMO Dr Pralay Fudkar immediately transferred Khatale to the V.N. Desai Hospital in Santacruz (E). Fudkar revealed that he had received a complaint against Dr Khatale in writing from the patient about the molestation, but had not lodged an FIR because it would tarnish the image of the hospital. He also admitted that Khatale has been transferred 19 times for such misconduct at various hospitals earlier.

irates, who took over the Turkish tanker MV Cotton, have left the vessel a week after it was hijacked off the coast of Gabon in Africa with the entire Indian crew comprising 24 sailors safe, officials said. "MV Cotton, which had been hijacked off the coast of Gabon in Africa, has been released after the pirates disembarked. All the sailors are safe," a senior official from the Director General of Shipping (DGS) told PTI. When asked if any ransom was
paid to secure the release, the DGS official said he did not have any more information at this point of time and added that the regulator is in touch with the ship's owner. A senior official from V-Ships, which was the crew management firm hired by the Turkish ship operator Genel Denizcilik Nakliyati AS ‘Geden Line’, also confirmed the development. "The pirates have disembarked from the vessel and all the sailors are safe. The sailors continue to be
on the vessel itself," the official said. All the crew members have spoken to their respective families back home, the official said. When asked if the sailors will return to the country, the official declined to comment saying that the sailors continue to be on the vessel. The partially loaded, 184-metre long MV Cotton with a gross tonnage of 23,248 tonnes, was boarded by suspected pirates while awaiting berthing at Gabon's Gentil Port at 0453 hours GMT on July 15.

futile if a fresh final coating was applied. This has an alarming rise in the number of potholes,” revealed an official requesting anonymity. In some parts the entire stretches had been dug up to lay cables by different service providing agencies and underground sewer lines — and needless to say, they have been haphazardly filled up. “Incidents of two-wheeler riders falling into potholes have increased, in most cases, motorists are unable to gauge the depth of the pot holes filled with rain water,” said a traffic constable. When contacted executive engineer, Deepak Khambit said, “We are facing an acute staff crunch to monitor roads as most of our junior engineers have been asked to survey rickety buildings.” The worst affected areas are -- Maxus Mall Road, Civic Stadium Road, Navghar Naka, Vimal Dairy Road, Goddev Naka, Indra Lok, Silver Park, Vijay Park, Jangid Circle, Kanakia Road, Naya Nagar, Srushti and Shanti Nagar.

P leader Mulayam Singh Yadav is dead set against the Food Security Bill: Time and again he has declared that the Bill is not in the interest of people. According to reports, he is however all set to support the Bill when it comes before Parliament during the monsoon session. What has made him change his view? He is involved in a disproportionate assets case and the UPA government is said to have decided to drop the case against him. In return for this favour, Mulayam will be supporting the minority UPA government’s Food Bill and help in passing it in Parliament. The UPA has been desperately looking for allies to work up a majority in Parliament. It is approaching parties like the JD(U) and trying to get to support for the Bill. The UPA, however, seems to regard the JD(U) as unreliable: The JD(U) chief Nitish Kumar may make huge demands – like special status in exchange for his support. In its 132 page report on the DF case, the CBI is said to have given Mulayam Singh Yadav a clean hit. The CBI continues to be under the control of the government and when asked by the latter to clear charges against the SP leader, it must have decided to do so. Only a few days ago, Mulayam Singh Yadav had met the prime minister and it is possible a mutually beneficial deal was struck. Mulayam Singh’s worry about being found guilty and sent to jail is now over. He can breathe easy now, forget his earlier views on the Food Bill and support the UPA government in Parliament.

T is an open secret that the army in Pakistan is a peg or two higher than the civilian apparatus. But I saw chinks in its armoury when a commission report was leaked. That the Inter-Services Intelligence (ISI) could be “a collaborator” in hiding Osama-bin Laden, the Taliban’s inspiration, was an insinuation which I thought the army would not pocket without demur. But that happened. I was, however, reading too much into the leakage. Within a few days, Prime Minister Nawaz Sharif went to the ISI headquarters, along with his Interior Minister, where Army Chief Parvez Kayani was present. It was officially stated that the discussion was on Afghanistan and the conditions obtaining in Pakistan. This only confirms that there is nothing to substantiate that the army has confined itself to the defence of the country. In fact, the preeminence of the army chief was emphasised when his car and his entourage were allowed first and then Nawaz Sharif at the ceremony where he took the oath of office for prime ministership.
The Arab spring, which has startled the world, was popular resentment against the rulers. A stable, peaceful democratic polity takes long to emerge. The Arab spring, although dominated by the fundamentalists, has embers of revolt still burning. Another undemocratic thing in the making is the assertion of identities. Not only Muslims but the Hindus in India and Christians in Europe are violating the democratic norms to pronounce their identity. I am aghast to find hijab-wearing women and men sporting beard at the Aligarh Muslim University and the liberal Jamia Millia in Delhi, to the delight of extremist Hindus. The BJP, the mouthpiece of the RSS, is increasingly adopting Gujarat chief minister Narendra Modi who is pushing the thesis of Hindutva. In his interview to a foreign agency, Modi had compared the victims of Gujarat riots in 2002 riots to a puppy that came under the car driven by him or someone else. Modi and the BJP are pushing into the background the tradition of togetherness. On the other hand, more and more Christians are flocking to churches where the poisonous

That he has been given comfortable house arrest and not kept in jail itself shows the difference meted out to persons charged with a heinous crime. The police refused to register a case against him despite the court order. It sounds credible that Musharraf has been assured that no harm would come to him and charges against him would be dropped if he were to leave Pakistan on the promise not to return. So far he has preferred to face the trial which is punishable with death penalty or life imprisonment. My suspicion is that he must have sounded the army before coming to Pakistan and would have got an assurance that he would not be sent to jail or punished otherwise. Therefore, how the army takes the verdict, if there is even a verdict, if and when Musharraf is held guilty will tell how far democracy has taken roots in Pakistan. I am no expert on Islamic affairs. But I am told by my Muslim friends that Islam does not entertain democracy. I would like to tell my friends that the arbiter is the ballot box.
BETWEEN THE LINES Kuldip Nayar lectures are often delivered from the pulpit. I am told by some Muslim friends that in the atmosphere of globalisation, the identity factor comes to the fore to save a community. But it has little to do with the religion. I do not think that the defence is correct. The case for identity is born out of religious and parochial leanings. Pakistan, no doubt a Muslim state, was secular in its initial years. The country’s founder Mohammad Ali Jinnah said in his first speech

VERY soul is destined to be perfect, and every being, in the end, will attain the state of perfection. Whatever we are now is the result of our acts and thoughts in the past; and whatever we shall be in the future will be the result of what we think end do now. We may study books all our lives, we may become very intellectual, but in the end we find that we have not developed at all spiritually. It is not true that a high order of intellectual development always goes hand in hand with a proportionate development of the spiritual side in Man. In studying books we are sometimes deluded into thinking that thereby we are being spiritually helped; but if we analyse the effect of the study of books on ourselves, we shall find that at the utmost it is only our intellect that derives profit from such studies, and not our inner spirit. This inadequacy of books to quicken spiritual growth is the reason why, although almost every one of

The confrontation by the army with the Taliban in Waziristan was also Musharraf’s doing. Alas, he trampled upon the democratic institutions, including the judiciary. He also attacked the Bugti tribe chief because of his personal vendetta. Still he initiated action against the Taliban who, despite his action, are today stronger than before and can strike at any place in Pakistan at any time.
Big challenge This is a big challenge for Nawaz Sharif. He has extremists in his ranks and most of them are Taliban in their thinking. Otherwise it is difficult to understand why he has contributed Rs.30 crore to the coffers of Jammiate-Dawa? The biggest challenge in the region for him will be when the American and European forces withdraw from Afghanistan next year. India faces a big danger. All its work like building hospitals and schools in Afghanistan will be destroyed by the Taliban. I wish Afghanistan President Hamid Karzai’s armed forces had the strength to confront the Taliban. Strange, New Delhi has never considered Islamabad’s proposal to fight the Taliban jointly or at least share the intelligence on them. India has not given even non-lethal weapons to Afghanistan for use in its fight against the Taliban. Karzai is justified in his vehement attack on America which has begun talks with the Taliban. But then America has hardly been bothered beyond what it considered in its self interest. New Delhi has to evolve a policy in consultation with Pakistan and Afghanistan. This should be the priority too fight against the Taliban. Unfortunately, the Taliban have penetrated into the army and have a strong base. Too bad that Islamabad’s action will be decided by the army headquarters.

The decision by the central Post & Telegraphs was taken in view of incurring a huge loss on this establishment to the tune of US $2 billion. orruption – real or perceived, is having a detrimental impact on the country’s economy, says a FICCI and EY Report titled ‘Bribery and corruption: ground reality in India’ released yesterday. Based on a survey, respondents representing a mix of Indian enterprises with domestic operations, as well as Indian and foreign multinationals in the US and the UK, whose annual incomes range from INR50 billion to INR100 billion and the principal respondents belonged to business functions such as Internal Audit & Finance, Legal & Compliance, and Vigilance & Risk Management from banking and financial service institutions, and the technology, media and entertain-
ment, and manufacturing sectors. According to the survey, around 83% of the respondents felt that the recent spate of scams will negatively impact FDI inflows into the country. 73% of the respondents from PE firms, a company operating in a sector that is perceived as highly corrupt, may lose ground when it comes to a fair valuation of its business, as it bargains hard and factors in the cost of corruption in the sector during a transaction. 77% of the respondents think that it is the responsibility of the Managing Directors to handle the bribery and corruption-related issues in the organizations. Some of the specific findings of the Survey reveal that the sectors most vulnerable to corruption include the government & public sector, infrastructure & real
estate, metals & mining, aerospace & defense, and power & utilities sectors. A large number of respondents appeared to be aware of unethical business conduct, including irregular accounting to hide bribery and corruption, gifts being given to agents and third parties being used to pay bribes. More than half of the respondents felt that it is the lack of will to obtain licenses and approvals the “right way,” which leads to bribery and corruption. Complicated taxes and licensing system also fuel corruption. Incidentally, a majority of the respondents were optimistic that new regulations such as the Companies Bill 2012 will make a difference and help in reducing fraud, bribery and corruption in the country.

Herbal tea 1 apple, 2 tbsp lemon juice, 2 tsp icing sugar, ½ cup black tea powder, 15 cloves To make: Dry the apple slices in your oven. Fill a bowl with ice water and lemon juice,
1 bar glycerin soap, assorted herbs (basil, mint, and rosemary), 1 lemon, soap moulds. To make: Melt the soap in a microwave and mix the herbs and lemon together. Squeeze out the excess water or juice and add in the lemon zest. Grease the moulds and keep aside. Add the herbs to slightly cooled glycerin and then add in the herbs. Stir, pour in moulds and let it set. Freeze for an hour and wrap in pretty paper.
Flavoured oil 1 bottle extra virgin olive oil, an empty bottle, a pretty glass bottle, dried herbs and spices of your choice. To make: Add the dried herbs and spices to the empty bottle and then pour oil on top. Let it sit for 3-4 weeks and then transfer it to the pretty bottle you want to gift it in. It can be stored for up to a year.
Sugar vanilla body scrub 1 cup brown sugar, ½ cup sugar, ½ cup sunflower oil, ¼ tsp vanilla extract To make: Blend the sugars together and add in the oil and extract. Mix it well and put it in pretty jars.

To make: Blend your herbs together and keep them aside. Stitch your fabric around the edges, leaving an unsown space along one side. Cooking with Chia seeds
Chia seeds have a mild, nutty flavour which makes it easy to add to food and beverages. And, their gelling or expanding nature makes it very easy to use them in cereal, porridge, sauce or yogurt. We made a chocolate chia pudding and were quite surprised with the results. Take a cup of whole milk, add 1 tbsp of cocoa, some honey (according to taste) and 2 tbsp of chia (sabja seeds). Mix all the ingredients together and leave it in the fridge to set for four hours. Once it’s set, blend it to get a smooth consistency or simply stir and eat. A recently conducted research tested women in their early 20s who either had positive weight talk or who frequently indulged in fat talk. Their personal size not withstanding, the fat talkers were concluded to be less likeable than those who engaged in positive weight talk. So, whether you are fat or thin, talking about weight in a derogatory manner is not acceptable to most.
Even though we have techniques such as heart transplants, getting one is not an easy task. The wait for a donor heart can be excruciatingly long. However, technology has now taken a leap forward with the French company Carmat having begun human trials of their model of artificial hearts. Artificial hearts do exist but the current models are not relied on much because of their tendency to wear down over time and mechanical parts coming in contact with your inner organs. This new model is coated with cow meat and so, it is hoped that the protein will prevent that from happening. The artificial heart consists two cavities, which mimic your heart’s ventricles and a hydraulic powered moving membrane, which mimics the action of your ventricular wall producing contractions and thus, creating blood flow. The human trials of the heart have been started and the device should be market ready by the end of next year.

Bruce Bridgeman, a professor of psychology at the University of California, suffered from a rare eye condition which rendered him deficit in stereo vision. What this means is that he had trouble with depth perception and for him the world used be a flat place — just like a two-dimensional movie. However, in a surprising turn of events, all that changed for the better when he went to watch a 3D movie. Not only did the characters and scenery ‘jump out’ at him like they never had before, after he left the theatre, his perception of the real world was enhanced as well and thus, improving the condition he suffered from. While it is impossible to prove that it was the movie which altered his vision, experts do agree that an experience of 3D movie could certainly help someone who suffered from a minor vision problem. So, does this mean that you should watch 3D movies if you have a stereo vision problem? Not really. First of all, the condition is rare and secondly, experts feel that Bruce’s condition was marginal enough for a 3D movie to help him. They do not recommend that as treatment and instead say it is months of eye training, exercises and treatments that you’ll need. But this case certainly raises hopes that treating this condition could get better and easier.

bipolar disorder is a mental disorder marked by alternating periods of elation and depression. What many consider a mood swing might actually turn out to be a symptom of a bipolar disorder. With inputs from psychologist, Kinjal Pandya, here are 10 subtle signs that can reveal the problem:
ElEvatEd mood A great mood or hypomania, is a high-energy state in which one feels exuberant but hasn’t lost grip on reality. During a manic phase, those suffering from a bipolar disorder can have a total
break from reality but it is always temporary, since it is not a part of their innate personality.
dEprESSion A bipolar depressive state is the same as a regular depressive state, the only difference being that anti-depressants alone will not work. They might even push the user into a manic state.
irritability Mixed mania or experiencing mania and depression together can lead those suffering
from bipolar disorder to become increasingly irritable. Everyone has bad days, which is one reason this kind of bipolarity is much harder to recognise. If it is a bipolar disorder, the irritability will start affecting relationships.

Macular degeneration is one of the leading causes of loss of vision and it mostly affects older people in what is known as age-related macular degeneration. While it doesn’t cause blindness, you lose your ability to see fine detail, which is what the macula helps you do and where the term macular degeneration comes from. Most of your central vision gets broken down, making you unable to drive and read properly. There are two types of macular degeneration, dry and wet. The dry form results from the weakening of the layer below the retina while the wet type is caused by abnormal blood vessel growth which can lead to bleeding and leaking. The dry type is more common.

Here are a few quick tricks you can try to keep yourself smelling great from head to toe, even if your day doesn’t start off with you feeling as fresh as a daisy.

Remember to lightly wash and pat dry your underarms before so that you’re not spraying it directly on sweat. Pretty hands: This is a quick tip that will work anywhere; use heavily scented hand soap. Sounds strange? Some hand soaps, sanitisers and washes smell so good that they’ll take attention away from anything else that isn’t fabulously scented. try layering: A really good trick to smelling good is to layer your products. If you’re using a peach shower gel, top it up with peach flavoured perfume and deo instead of switching to something stronger, milder or completely different. This way your scents will complement each other and last longer. eat right: Feel like you need a boost of freshness? Eat an orange or an apple. Citrus fruits and apples get absorbed well by your body and give off a pleasant scent. You can even chew on cardamom, which is a mouth freshener. If those aren’t at hand, drink some milk or jasmine tea.
Spray your hair: Didn’t have time to wash your hair in the morning? Instead of bearing the oily, pollution heavy smell that sticks to your hair, spritz a light mist on the lower part of your hair. Remember to keep the bottle at least six inches away and don’t spray too much. Keep it scented: On hotter days, even well-washed hair can get sweaty and smell musty. So, it’s best to make sure that your hair products smell great. You can buy scented hair sprays if your shampoo and conditioner don’t smell lush enough. Keep cool: If you use hair styling equipment, make sure you use heat protection products beforehand. Also, remember that heat can zap any pleasant aroma from your hair so, cover your head with a hat when you go out in the sun and make sure that you spend a lot of time in the shade.

dear lamiya, If your makeup has an SPF rating of 15 or more, you should be good to go — just remember to apply it as though it actually is sunscreen. In other words, make sure you apply a good, even layer. If your makeup contains an SPF of less than 15, you will need to apply a separate layer of sunscreen and with at least SPF 15. This is because SPF ratings are not cumulative. So, even if you use a foundation with SPF 10 and a moisturiser with SPF 10, you only have coverage of SPF 10. Acute shortage of Yellow Fever vaccine N
EW DELHI: The country is facing an acute shortage of Yellow Fever vaccine leading to it being sold in the black market by private retailers and creating problems for those travelling to African nations. However, the government on Monday said it has received 60,000 doses and supplied them to vaccination centres in the four metros. It expressed the hope that the situation will be normal within a week. According to the Health Ministry, the shortage is due to breakdown of equipment at Central Research Institute, Kasauli, and interruption in supply of import through WHO due to global shortfall. Users are finding it difficult to get the vaccine ever since. The vaccine is compulsory for all
those travelling to African nations, after WHO held a consultation on yellow fever saying the threat of introduction of Yellow Fever into Asia was very real in the age of faster air travel. The Health Ministry said the supplies arrived in Mumbai port and samples were sent for quality control certification to CRI on July 18. “... Yellow Fever vaccine has been supplied to all the Yellow fever vaccination centres in four metros today. Regular vaccination at all the government centres is expected to be normal within this week,” a Ministry statement said. The government has also placed an order with WHO for 2.57 lakh doses. “This supply order is yet to be received. As per WHO, supplies are
expected in the second week of August,” the statement said. Due to shortage of the vaccine, it is being sold in the black market by private retailers, leading to problems for those travelling to African nations. Yellow fever is endemic in 44 countries, 23 of which are in African continent and 11 in South American continent. Though India is free from the disease, people visiting endemic countries can get protection by immunisation by vaccination. A single dose of 0.5 ml vaccine provides lifelong immunity and repeated visits do not require fresh vaccinations. The total annual demand of yellow fever vaccine for the country is around 1.8 lakh doses. PTI

YDERABAD: Posing as policemen, two persons have hoodwinked the jail authorities and managed to take away a prisoner from a sub-jail at Adoni of Kurnool district of Andhra Pradesh on the pretext of taking him to a court, officials told PTI on Monday. According to Director General of Prisons and Correctional Services (Prisons & CS), T Krishna Raju, the jailor of the prison was placed under suspension and a departmental inquiry was ordered into the epsiode. The two persons (who were in police uniform) posed as a constable and a home guard and showed a fake prisoner transit (PT) warrant to
Adoni sub-jail authorities on July 17 seeking that one accused Mahesh Kumar has to be produced at the Atmakur court in connection with a case, senior police officer said. After this the jail authorities handed over Mahesh to the duo. However, a complaint was lodged by the jail authorities after they realised that they were conned by the two fake policemen, after it was found that the PT warrant was forged. Following a complaint, the Adoni police booked a case under sections 470, 471 and other relevant sections of the IPC and launched a manhunt by forming special team to nab the trio, the police officer said.

REVIEW OF THE PREVIOUS DAY: The Nifty rose marginally on Monday (July 22, 2013) a net 2.60 points (0.04%) and closed at the 6031 point level. The market opened down with a gap at the 6009 points level. It then declined further and registered the day’s low at the 6004 points level at 9.16 a.m. The index then rose sharply into the green and turned into a range bound movement until 11.49 a.m. It then rose sharply and registered the day’s high at the 6064 points level at 12.10 p.m. The index then declined and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 60 points. Sentiment was mixed and amongst the 50 Nifty stocks 24 were gainers, while 26 stocks closed in the red. Buying was seen in banking, IT and technology stocks, while substantial selling was witnessed in capital goods and oil & gas stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 20.82%. This change is substantial and indicates a less than full participation by investors.

The earnings for the quarter at Rs 1409 crore were in line with our estimate of Rs 1394 crore despite higher-than-expected provisions of Rs 712 crore. A strong operating performance (PPP up 44.8% YoY to Rs 2844 crore) helped in maintaining a 22% YoY increase in profitability. Q1FY14 was yet another quarter of strong margins with decline of 130 bps QoQ in C/I ratio to 38.8%. Business de-grew sequentially as deposits declined 5.6% while loans increased marginally by 0.6% QoQ. Fresh RA (Rs 686 crore) and slippages (Rs 681 crore) came in higher than the guidance of Rs 1200 per quarter at Rs 1367 crore during Q1FY13. The overall asset quality remained steady QoQ. We largely maintain our estimates and continue to expect PAT CAGR of 19% over FY13-15E with strong PCR of ~80% levels. We maintain the target price and BUY rating on the stock. Retail loans continue to register strong growth: On a YoY basis, advances grew higher than system growth at 16% YoY to Rs 198151 crore, mainly led by retail loans, which rose strongly by 40% YoY and now constitutes 28.6% of the total advances. The management expects loan growth to continue to be higher than the industry and retail growth to moderate a bit but still remain at healthy levels. Target multiple maintained on healthy return ratios, core performance: The bank has continued to deliver a healthy PAT performance even during the current strained environment. Though the overall asset quality remained steady QoQ, we remain cautious owing to the bank’s exposure to certain troubled corporates. However, owing to healthy CAR, strong core operating performance and decent growth outlook, we expect return ratios to remain healthy with RoA and RoE at 1.7% and 17%, respectively. We maintain BUY with a multiple of 1.8x FY14E, 1.6x FY15E ABV.

In line with expectations; improved productivity holds the key: Development Credit Bank (DCB) reported results in line with expectations driven by strong growth in NII, higher treasury income and higher profitability. PAT more than doubled on YoY basis and stood at Rs 42.8 cr. However, Net Profit, excluding onetime treasury gains (Rs 8.5 cr) and onetime operating cost (Rs 1 cr penalty paid for violation of KYC norms) stood at Rs. 35 cr reflecting a growth of nearly 85% YoY. NIMs improved YoY driven by lower cost of funds and stood at 3.44% in Q1FY14. On business growth front, management expects retail (particularly mortgage book) and agri book to remain on the forefront and with focused growth, while SME and corporate will remain slightly subdued. Nevertheless, growth between 20- 25% seems achievable at current levels. We have factored growth of 23.2% on advance book for FY14E. DCB has emerged as a successful player in a tough environment by focus on consolidation and steady improvement in most of the parameters. The bank is adequately capitalized and in our view it has all the ingredients in place to lead the growth path. Cost efficiency will be the key driver in leading to an improvement in return ratios. The bank intends to widen its reach and has already increased its branch network from 80 branches to 101 branches in the last 8 quarters. Management targets to open 7- 8 branches per quarter, while the older branches are expected to add significant business for the bank. We expect DCB to report 27.4% CAGR in PAT over FY13-FY15E leading to RoE of 13.6% and RoA of 1.2% for FY15E. At CMP, the stock is trading at 1.14x and 0.99x FY14E and FY15E Adj BVPS and 8.8x and 7.4x FY14E and FY15E EPS respectively which we believe is attractive. We roll-over our target multiple from FY14E to FY15E to a target price of Rs 75 (1.5x FY15E ABV) with an upside of 50% from a long term perspective and maintain our BUY rating.
Aditya Birla Money calls a ‘Buy’ on HDFC Bank CMP: Rs. 682 Target Rs. 757
Outlook and Valuations: We estimate HDFC Bank to report an EPS CAGR of 23.5% over FY13-FY15E. ABV is estimated to grow at 18.0% CAGR during the same period. We believe the bank is best placed in the current environment with matched funding book, strong liability franchise & stable asset quality. The bank’s valuation (at 3.9x its FY14E ABV) adequately factors in its strong fundamentals, thus leaving limited room for upside. We roll our target price to June 14 revising our target price to Rs 757.8 (Rs 742.0 earlier), implying an upside of 11.4% from current levels. Thus we retain our Accumulate rating on the stock. he Advertising industry watchdog ASCI upheld complaints against 123 campaigns in May for misleading ads, including those of Sony India, Vodafone, Hindustan Unilever and Reckitt Benckiser India. According to the Customer Complaints Council (CCC) of ASCI (Advertising Standard Council of India), maximum 70 complaints of misleading ads were from the education sector during the month, reports PTI. The CCC concluded that the claims mentioned in the advertisement of Sony Xperia Z smart phone which showed the phone could be washed with water and still it worked were not substantiated and the complaint was upheld, said ASCI. ASCI also upheld a complaint against Reckitt Benckiser’s ad for Veet body moisturiser which claimed, among others, that ‘it’s
unique pro-minimise formula delays hair re-growth which makes your skin feel touchable, smooth for a longer time’ putting it under not Adequately/scientifically substantiated category. Similarly, another FMCG firm Hindustan Unilever was also pulled over its ad for Pond’s pure white face wash which claims ‘you get instant glow on your skin’. Likewise, L’Oreal India was pulled up for its ad for L’Oreal White Perfect Laser Cream which claimed they provide ‘incredible whitening radiance superior to laser treatment’. The advertising industry watchdog also upheld a complaint against Vodafone for an ad which claimed ‘unlimited Internet starting at Rs 199 per month. There is no fine print or disclaimer.’ “The back page shows ‘pack allowance’ and each pack has data limit after which it is at reduced speed. So there is a limit. By defini-
tion, unlimited shouldn’t have a limit. The CCC concluded that the claims mentioned in the advertisement were not substantiated,” ASCI said. In May, ASCI’s CCC upheld complaints against 123 ads out of 144 complaints received. Health, personal care and education were the main categories that continued to make misleading and unsubstantiated claims and come under the scanner of the CCC, ASCI said. The education sector leads with a whopping 56 per cent of the ads (70 out of 123) against which complaints were upheld in the month of May 2013. ASCI said most of the institutions, including Asia Pacific Institute of Management, Indian Institute of Journalism & New Media, claimed that “they provide 100 per cent placement”, which were not substantiated violating guidelines for advertising of educational institutions.
RBI Measures to Bolster Exchange Rate Are Credit Negative For Banks, Says Moody’s By A Business Reporter

Moody’s was referring to last Monday’s, measures announced by the RBI to tighten liquidity and bolster the rupee / dollar exchange rate, which has recently reached historic
lows. Money markets reacted by dramatically raising rates in the interbank market and yields on government bonds. “These measures are credit negative for Indian banks because rising market rates will negatively affect economic growth if they persist, putting negative pressure on asset quality and earnings. In addition, bank funding costs will rise if higher rates persist” it said. The RBI’s new measures had sought to support the exchange rate and discourage currency speculation by reducing short-term liquidity and soaking up excess liquidity. However, Moody’s believes there is a risk that the period of tight money market liquidity in India may persist, which would eventually have a material negative effect on bank funding. “We expect banks to be negatively affected if higher rates persist for one or two months,” it says. In particular, banks that rely more on wholesale funding, such as Yes Bank and IDBI Bank, will be more vulnerable because their margins

uari Fertiliser and Chemicals Ltd has shelved a proposed Rs 5,000 crore urea plant in Karnataka over land acquisition delays. “Land acquisition has not happened for this project, so we have shelved this project,” a senior official of the company said. Adventz Group firm Zuari had signed an agreement with the Kar-
nataka government for setting up the urea plant near Belgaum in north Karnataka. The agreement was signed during the tenure of former chief minister B S Yeddyurappa. The company was planning to set up a 1.15 million tonne per annum (mtpa) gas-based urea project, but from the beginning there were issues with the land acquisition for the project, he said.

The central bank’s move comes against the backdrop of the government efforts to crackdown on entities that are illegally raising large amounts of money from the public.
Panel To Examine Non-Essential Goods Import
Worried over widening trade and current account deficit, the government has constituted a committee to examine imports and suggest steps to contain inward shipments of non-essential goods. The Committee will be headed by Rajat Bhargav, Joint Secretary (Budget) in the Finance Ministry, an official said. “It will submit its report in about two weeks,” the official said. Current Account Deficit (CAD) occurs when total imports of goods, services and transfers are higher than exports, reflecting outgo of foreign exchange. The CAD had hit a record high of 4.7% in 2012-13 fiscal as rising oil and gold import widened the trade gap.
Rashtriya Ispat Decides To Prune Stake In Afghanistan Project
State-owned Rashtriya Ispat Nigam (RINL) has decided to prune its stake in the USD 11 billion steel project in Afghanistan, the biggest investment proposal by a pack of seven Indian steel firms abroad, citing delay and uncertainty hovering over the venture. “RINL has decided to cut down its stake in the venture to as low as it can be from 18 per cent now. The company does not want to park up its funds in a far-flung project that is full of uncertainty and already much-delayed,” a source told PTI.

Several years ago Rakesh’s life was turned upside down when his dad was murdered. The only consolation to be drawn by his passing, was that the assailant was also killed. Years later, Rakesh finds out that his dad’s killer is still alive, and the police have closed this file. He decides to avenge his father’s death and travels to a far-off village, and befriends a young man named Shera. He finds out through Durga, whom he falls in love with, that his father’s killer is Sardar Poppy Singh, who runs a vast underground business empire of growing and selling cocaine. he annual 'Bandish' festival at the NCPA is an event to look forward to. It offers an excellent opportunity to listen to some gems of classical music in a single festival. "In most cultures, music is synonymous with ‘songs’ which are pre-composed. In Indian music, a well-structured melodic composition often referred to as bandish or cheez, forms the core of performance. Thanks to the creative genius of many composers across several centuries, there is a vast repository of compositions in existence today. These works are kept alive through the oral-aural tradition and are integral to contemporary performing practices," says Dr. Suarnalata Rao who heads the Hindustani music department of the NCPA. "A bandish is a composition, which due to its inherent completeness, can claim to be a map of full musical growth, comparable to a seed carrying within it Dr. Suarnalata Rao

NEW DELHI: 13 years after the match fixing scandal involving Hansie Cronje rocked the cricket world, Delhi Police filed a charge sheet in a court here naming the former South African captain and five others, including Krishan Kumar- brother of T-Series founder Gulshan Kumar. The charge sheet was filed before link magistrate Akash Jain as Chief Metropolitan Magistrate (CMM) Amit Bansal was on leave. The 90-page charge sheet will come up for consideration today before CMM Bansal. Police has named Cronje, who was killed in a plane crash in 2002, in column 2 of the charge sheet -- which lists the accused who are dead or against whom proceedings are abated. London-based bookie Sanjeev Chawla, bookie Manmohan Khattar, T-Series owner Gulshan Kumar's brother Krishan Kumar, Delhi-based bookie Rajesh Kalra and Sunil Dara alias Bittoo have also been named as accused. No other cricketer has been named in the charge sheet. According to police sources, the charge sheet is mostly based on King's Commission report, confession of Hansie Cronje and telephonic intercepts. They said Chawla and Khattar are hiding in UK and US respectively. Police will issue red corner notices against them and begin the process of their extradition after filing the charge sheet, they said. It was in April 2000 that the Crime Branch of Delhi Police had stumbled upon the match fixing scandal when they intercepted calls of a London-based bookie. In May this year, during the investigation in the spot-fixing case in which police have arrested 29 people including three cricket players -- S Sreesanth, Ankeet Chavan and Ajit Chandila--the attention of the investigators was drawn to a pending case in which Cronje and others were named.

ONDON: Michael Clarke vowed to have the last laugh on all those who mocked his suggestion Australia could still win the Ashes after a crushing defeat at Lord's left them 2-0 down in the five-match series. Ashes-holders England thrashed their arch-rivals by 347 runs at 'the home of cricket' yesterday, with over a day left, to strengthen their grip on the urn. Australia's main problem, as it was in a far narrower 14-run reverse in the first Test at Trent Bridge, was a lack of runs from their specialist batsmen. Whereas England built competitive totals in both innings at Lord's on the back of hundreds by Ian Bell (109) and man-of-the-match Joe Root (180), the highest individual Australia score was Usman Khawaja's second innings 54. By then Australia had been left to chase a colossal 583 after being bowled out for just 128 first time around. Clarke, Australia's best batsman and a proven world-class per-
former, made 51 on Sunday but that only took his average for the series to 25.50, with none of the tourists having made an individual hundred in the first two Tests. when I was just a player. It used to hurt me just as much. The reason you play any sport I guess is to try and win -- that's the way I have been brought up. But half of my problem I guess is that I walked into such a great Australian team that won as a habit and that was something I became accustomed to and used to. I don't want that to change. EW DELHI: Legendary sprinter Milkha Singh who infamously lost the Rome Olympics says tapping into rural talent can lead the country to excellence in athletics. "If you look at history of a0athletics in the country almost all champions have hailed from the villages. Top Asian champions as well as the ones who have reached the Olympics have a rural background. Athletics talent is more prominent in the villages than in the urban areas because the main factor determining the difference is hard work which is

He is also not too optimistic about India's chances in the Asia Cup which they need to win to qualify for the next year's World Cup. "It is going to be really tough. India need a miracle to win the title," Pillay concluded.
Lorgat ready to mend bridges with BCCI

OHANNESBURG: Having clashed with the BCCI over issues ranging from FTP to DRS during his time in the ICC, Cricket South Africa's newly-appointed CEO Haroon Lorgat is willing to go the extra mile to improve relations with India and said he was ready to apologise if need be. Lorgat was recently appointed CSA's chief executive but the BCCI's objection acted as a roadblock before the South African board convinced its Indian counterparts. The Indian board is believed to have harboured dissatisfaction with Lorgat from his time at the International Cricket Council, where it clashed with him over issues ranging from the Future Tour Programs and Decision Review System to the corporate governance review. "I am saddened by these inferences and I did not expect such a poor relationship to have formed. I don't like to be out of favour with someone I thought was a friend. I will do my best to understand the concerns," Lorgat said.

Success of IBL auction proves growing popularity of sport: BAI NEW DELHI: The grand success of Indian Badminton League's (IBL) inaugural players' auction has proved the growing popularity of the sport in India, said BAI president Akhilesh Das Gupta. Das Gupta was delighted with the outcome of the today's auction where six franchisees picked up 60 players. "A generous amount has been spent on Indian players by the franchisees, which is a very positive sign for the Indian players and the sport as a whole. Other than auction money the players would also be getting endorsement deals," Das Gupta said. While world number one Lee Chong Wei of Malaysia, who was bought by Mumbai Masters for USD 135,000, was the most sought-after player India's shuttle queen Saina Nehwal was not far behind as she commanded a price of USD 120,000 from Hyderabad HotShots. Judo Olympian passes away
NEW DELHI: Olympian judo player, L Brojeshori Devi of Central Reserve Police Force, passed away at Coimbatore. She was 32. Brojeshori was in CRPF Training Centre in Coimbatore since last two months on a Departmental Promotion Training Program. Last night, she complained of stomach pain and was admitted to a hospital, where an operation was conducted. The reason of her death is yet to be confirmed as the postmortem report is still awaited. Brojeshori participated in 2000 Sydney Olympic Games, 2002 Asian and Commonwealth Games, besides being a part of a number of international judo events. She won gold medals in the South Asian Games held in 2006 and 2010. She also won medals at national and international level.

PCI announces Rs 5 lakh for javelin thrower Jhajharia
NEW DELHI: The Paralympic Committee of India announced a cash prize of Rs five lakh for Javelin thrower Devendra Jhajharia who won a gold medal at the IPC Athletics World Championships in Lyon, France. "PCI President Sultan Ahmed announced Cash Prize of Rs. 5 Lacs to Devendra Jhajharia from Paralympic Committee of India," the sport governing body said in a release. Jhajharia, who got the Padma Shri award last year, set a new meet record in the F42 men's event by throwing a distance of 57.04m yesterday. He comfortably surpassed the old record of 55.90m of Chunliang Guo of China created at the 2011 World Championships in New Zealand.
