he debate about whether Dr. T.P. Lahane, head of JJ group of Hospitals, made a casteist comment about one of the class IV employees of his hospital on February 14 has just got off the ground. As of now, the Bombay Sessions Court has granted him interim protection from arrest till tomorrow (February 25) when the next hearing of his anticipatory bail application will be taken up for hearing. He has been booked by the Bhoiwada police station under the Prevention of Atrocities Act. A day after the case was registered, Lahane approached the Bombay High Court, saying that the police had not given him a copy of the FIR registered against him, and without this, the Sessions Court would not accept his bail plea. He was accordingly granted protection from arrest till February 20 (which was ex-
tended till tomorrow). Interestingly, the High Court judge hearing the case, is reported to have commented to the government pleader that it was strange that Lahane seemed not to know the name of the employee against whom he allegedly made a casteist comment. She then gave him protection from arrest till he approached the Sessions Court.
However, troubling evidence has emerged that indicates this is not the first time that Dr. Lahane, who also has a Padmashree, has been embroiled in controversies of this nature. The ADC has in its possession documents in at least three such cases, out of which two people have been contacted for confirmation, while one has remained unavailable. One of the alleged victims is a doctor, the other two are women, one of them no less than the former medical superintendent of Cama & Albless Hospital at CST. It is one of the JJ Group of Hospitals and comes under Dr. Lahane. The last alleged victim is also a woman, the relative of a patient who was then in J.J. Hospital, and is now a retired Mantralaya employee.

irstly, the state board had goofed up by providing students with its own log table books which were full of errors. It then allowed the students to use a log table book purchased from the market. It has now given a shocker to the students by stating that these log books should not carry formulae and illustrations, otherwise it would lead to them being pulled up for copying and result in them being banned from exams. The tragedy is that most log table books available in the market carry extra information like formulae, solutions and illustrations as added inputs for the bene-
fit of students. Last week, the Maharashtra State Board of Secondary and Higher Secondary Education (MSBHSE) declared that students could use their own log books purchased from the markets. These log table books carry mathematical tables which are needed to be referred to in Mathematics, Physics and Chemistry. After errors were reported in the log books provided by the board during the exams, it had allowed students to purchase and bring in their own log books. Shubha Raul, former mayor and member of the tree authority added, “The civic body pays a monthly salary of Rs.15,000 to each of its gardeners. There is no need to keep the contractors, a proposal to recruit an additional 750 gardeners has already been sent to the civic administration”. The tenders for garden maintenance were passed after two years and were in the range of 50 to 60 per cent below the base price fixed by the BMC. Raul explained, “The seven wards have different base prices depending on the gardens they have. The civic body has six per cent of the amount which was fixed in the budget this year. Budget allocation for gardens for 2014-15 is fixed at Rs.530 crore as compared to Rs.375 crore in the 2013-14 fiscal”.

Dr. Sudhir Medhekar - 2012
Dr. Sudhir Medhekar, an MD in dermatology, an associate professor at Government Medical College, Dhule, was posted to J.J. hospital at Byculla in Mumbai in July 2012, and was allegedly prevented from joining despite a statutory order for a posting. Today he is still in Mumbai, living in Powai, still without a proper government posting, and is fighting the case with the National Commission for Scheduled Castes in New Delhi. However, he is rather vague on what he is doing to support himself during this crisis. When the ADC contacted Dr. Medhekar, he said, “Till now, I have not spoken to anybody about what happened to me because I knew nobody would want to go against Dr. Lahane who has a good image in public. But after the recent incident (the one with class IV workers) I thought this is the time I should speak up so that the other side of this man is made public”. Dr. Medhekar said, “I reached JJ on July 4, 2012. Not only was I prevented from joining the hospital as professor at the dermatology department, I was also subjected to comments regarding my caste”. The documents in the possession of the ADC quote him as saying, “People like you from lower caste if they join my institute, it will ruin into dust bin. You are not worth to join this college, will cause disrepute to us. Will not join you, you can go anywhere (sic.).” A shocked Medhekar, who had already worked at J.J. Hospital for ten years from 2000 to 2011 as an associate professor in the department of dermatology before being transferred to Dhule, tried to ignore the incident as he thought that things would get sorted out once he joined duty. However, for the next five months, he was unsuccessful. “The head of department’s cabin would be locked whenever I went to JJ. The computer used to be locked at GT hospital where I had a sub-
unit. I was feeling insulted. This went on for five months”, said Dr. Medhekar who has done his MBBS and MD in dermatology from G.S. Medical college which is affiliated to the BMC-run KEM Hospital in Parel, Mumbai. “During this time, I was constantly communicating with officials at the Directorate of Medical Education and Research and Secretary of Medical Education as I believed that they would come up with an amicable solution”, said Dr. Medhekar. Then one fine day he received an order stating that he has been given a posting at Aurangabad. “This angered me to no end because there was no reason for a transfer. I decided to challenge the decision”, he said. “I filed a complaint at J.J. Marg police station in January 2013 against Dr. Lahane for the way he harassed me from July to December the previous year”, he added. But the police too did little to help him. So, the next course of action for Dr. Medhekar was to approach the National Commission for Schedule Caste, New Delhi for help. “I waited for almost three months for the police to take action against Dr. Lahane but nothing happened. So I approached the National Commission for Schedule Caste, New Delhi. And there this matter was taken seriously. A meeting was called on March 19, 2013 in which Dr. Lahane and myself, along with other concerned officials were present and the minutes of the meeting said that this was a serious matter and a case under the Prevention of Atrocities Act should have been registered against him,” said Medhekar. The date fixed for hearing was May 6, at which an action taken report had to be presented in the presence of the Additional Chief Secretary (Public Health). But unfortunately, the hearing never took place. “The matter got delayed for some reason or the other and Dr. Lahane
JJ Dean Dr. Lahane filed a reply stating that he had not done anything wrong and that I had not followed the procedure and therefore my posting was not processed. I filed a rejoinder and now I am waiting to to be told about the next date for hearing by the Commission”, said Dr. Medhekar. As of now, the matter is still pending with the National Commission for Schedule Caste in New Delhi while the case of Dr. Medhekar’s posting at Aurangabad is with the Bombay High Court.
Malini Chandrakant Shejwal - 2012 This 59-year-old retired government employee talked to the ADC about what happened in her interaction with Dr. Lahane. She had come to meet her sisterin-law, a patient in the hospital. Malini told the ADC, “My sister-in-law had been admitted to Ward number 26 at JJ and I had gone there to visit her. I wanted to make a phone call and so I asked a ward boy to guide me to a phone booth in the premises. Before he could help me, Dr. Lahane came there and started asking why there was such a crowd outside the ward. The ward boy immediately said that the visitors were not listening to him and that they were crowding the place. I said Azad Shrivastav | ADC
that I just wanted to know if there was a phone booth there and suddenly Dr. Lahane slapped me on my face. Maazya thobaadeeth maarle. The impact made me lose my balance and people around me had to stop me from falling”. Shocked and insulted, Shejwal approached the J.J. Marg police station and was allegedly told to file an NC instead of an FIR. “They described to me some longwinded procedure to file an FIR and at that point in time, there was a lot happening in my personal life so I could not follow up my case and no action was taken against him. But these days I have been reading about Dr. Lahane in the papers and I feel he deserves to be punished. He thinks too much of himself and doesn’t respect people who are lower to him. He hit an elderly woman like me for no reason at all. He must be punished”, said Shejwal. The ADC has a copy of the NC complaint dated August 30, 2012. It mentions the slap and also some pushing around.
Medical Superintendent Dr. Shobhana Tehra - 2010: The medical superintendent of Cama and Albless hospital at CST had in 2010 sent a written complaint about being harassed by Dr. Lahane to the then Chief Minister Ashok Chavan, Public Health minister Suresh Shetty, Minister for Medical Education Dr. Vijaykumar Gavit as well as officials from Human Rights Commission and Women’s Commission. In a letter dated July 30, 2010, (of which the ADC has a copy) Dr. Tehra has said that she had been subjected to humiliation by Dr. Lahane on various occasions. In the complaint she has mentioned that in July 2010, Dr. Lahane told her, “Like we showed the door to your husband, we shall ask you too to get out of here. Why don’t you and your husband leave Maharashtra. Quit
this job”. (Jase tuzya navrayala aamhi palvun lavle tase tuzihi hakaalpatti karnar va tu tuzya navrya sobat ka naahi Maharashtra sodun zaat? Ithli naukri sodun de.) It further states that she was threatened with transfers several times. However, the ADC was unable to reach her for comment.
What Dr. Lahane had to say: When asked about the above cases of alleged victimisation, Dr. Lahane said, “In case of Dr. Medhekar, I was following government orders. I was asked to retain Dr. Kura who was already holding the post for which Dr. Medhekar had orders. As there was only one sanctioned post, I was in communication with the government to be guided on what to do. Dr. Medhekar went to several commissions at the state as well as Central level and the case has been set aside. As far as the allegation of me making casteist remarks goes, I never did that. Had I done that why would he wait for five months to file a complaint under the Prevention of Atrocities Act? “The allegation of me hitting a lady relative of a patient is also false. I never hit anybody. The case was of an argument between the ward boy and the lady. The lady wanted to go inside the ward and when she was not allowed, she said that she was from Mantralaya and that she could not be stopped. When she was told that I was inside, she said “Koi bhi hone do tees maar khan mujhe andar jaana hai’. I have given a written reply to the police to the NC she had filed and the police did its inquiry where it was found that it was a fight between the lady and the ward boy. Dr. Tehra’s case was closed after I filed my reply to the concerned officials. She had got transfer orders from the government and I was simply following government orders. It was because she did not want to be transferred that she hurled allegations at me. shwetha.kannan@afternoondc.in

he consumer forum here has ordered a private bank to pay compensation of Rs 50,000 to an account holder for imposing penalty on him without intimating the change in the minimum balance requirement. According to the complainant, advocate B.L. Sharma, the ICICI Bank in September 2008 deducted Rs 843 from his savings account as a penalty for not keeping a minimum balance. Sharma contended that the minimum balance as stipulated by the bank was Rs 5,000, and he had that much money in the account. The bank deducted another Rs 843 in December 2008, for the same reason. When Sharma issued a notice to the bank, it replied that the minimum balance should be Rs 10,000 and not Rs 5,000. However, Sharma contended that the bank had never informed him about raising the minimum balance require-
ment. He then asked the bank to return the remaining amount of Rs 5,707 and close the account. The bank did not respond, so he moved the Thane District Consumer Redressel Forum, reports PTI. Forum president Umesh Jhawalikar and member N D Kadam in the order last week held, said: "The bank has not produced any proof of having intimated about increasing the minimum balance limit. "As the respondents are the financial and banking institutes, it is essential that it has transparency in its dealings... Hence, it has been proved that the bank has not given credible service to the complainant," the forum said. It ordered the bank to return within 30 days the balance amount in the account and close it. It also directed the bank to pay a compensation of Rs 50,000 to the complainant within 30 days. When contacted, ICICI Bank spokesperson was not available for comment.

hief Minister Prithviraj Chavan yesterday termed the BJPled opposition’s move to disrupt Governor K Sankaranarayanan’s joint address to both the houses of the state legislature on Monday as political, taken in view of the ensuing Lok Sabha polls. Speaking to newspersons at Sahyadri State Guest House at Malabar Hill, he said that the government was prepared for a debate on
the issues the opposition wants to raise on the floor of the House. The ruling Congress-NCP led Democratic Front state government is holding a four-day session of the state legislature, beginning from February 24. Since this is the first session of the state legislature for the year, considering the impending Lok Sabha elections, the government has decided to seek a Vote On Account to meet the expenditure for the next four months. The debate on the Governor’s address is likely to

ith elections around the corner, the muck regarding corruption allegations has started flying thick and fast in all directions. You now have politicians of all shades shouting each other down, trying to convince the voter that they are holier than their rival. Hogging credit and running for inaugurations marks the poll season. The government is in a tearing hurry to complete, and go ahead with the inauguration of projects before the deadline approaches. The question is why all this at the end of five years? What about accountability during the intervening five years. To take the people for granted and treat public memory as short is asking for trouble. The Aam Aadmi Party (AAP) is levelling allegations of corruption left, right and centre. So is BJP’s Kirit Somaiya going about with allegations of corruption against Congress-NCP. With the MNS suddenly springing to life and the AAP wagging its finger at one and all, the ruling Congress-NCP alliance is hoping that the poll winds blow in

He disclosed that the cabinet sub-committee, headed by Minister for Revenue Balasaheb Thorat, had submitted its report on the Toll Tax in the state. Such assurances by the brokers instilled confidence among investors, who then invested heavily in the exchange without knowing that they were being duped. Considering the investors’ blind faith in them, the brokers moved a step further and started declaring fake warehouses at the location of the borrower, said sources in the EOW. The warehouses were opened on fictitious names and addresses, added the sources,
while requesting anonymity. However, EOW sleuths are being cautious before making any further arrests, as arrests without sufficient evidence against the accused could result in the suspects going scot-free, said officials. The brokers’ role in the NSEL scam has become crystal clear, as investigators have come across half a dozen revelations, which make apparent the role of brokers in the scam. Recently, the EOW
learned that the exchange rule of CC, which was allowed in situations where a mistake occurs at the time of punching in the trade or, at the most, on the request of the client to change the name in its group company, was violated by the brokers. According to the investigators, the brokers were changing the CC on a daily basis, without reason, and would make bulk purchases which were then offloaded to potential investors.
Could be embarrassing for government Mantralaya Makeover Project and the infamous Campa Cola Compound have the same architect By Philip Varghese

I
n a shocking revelation it has come to light that the architect of the now infamous Campa Cola project in Worli, which attained notoriety due to its illegal planning and construction of excess floors, is also the architect of the all-important Mantralaya makeover project which got necessitated due to the fire. This shocking revelation came to light after RTI activist Anil Galgali filed an RTI with the Brihanmumbai Municipal Corporation (BMC). It learning that architect Raja Aederi is involved with the makeover project, Galgali has cautioned the administration and requested Prithviraj Chavan to be careful and cautious. Galgali had filed an RTI query with the BMC on November 18, 2013, seeking information about the illegal construction carried out in the Campa Cola compound and also details of action taken by the BMC regarding the various violations. “Instead of giving a written reply regarding action taken on the developer and the architect in this case, the Building Proposal department of the BMC invited Galgali to personally inspect the file. While going through the documents, the first thing he noticed was that it was architect Raja Aederi, who had submitted the permission proposal to the Executive Engineer, Building Proposals Dept. The Ward Officer (Estates) in a letter dated September 21, 1982 had replied and informed architect Raja Aederi referring to his letter dated September 03, 1982, that his plot size plan was not in concurrence to the plot area shown, which was wrong and also the plot was not subdivided,” Galgali said.
Architect Raja Aederi is involved with the Mantralaya makeover project, and also the infamous Campa Cola compound (below). According to activist, 17719.58 sq mtrs of land in the Worli TPS Scheme No - 58, Plot no 9, was allotted to M/s Pure Drinks Pvt Ltd on lease by the BMC. “Originally the land fell under the Industrial Zone. Acting on the application by M/s Pure Drinks Pvt Ltd, the Maharashtra Govt approved the land use as Residential for 13049.45 sq mtrs under the MRTP Act, Section 37(2) vide its order no TPB/4380/2892/NaVi - 5 dt
31/12/1980. Initially the BMC gave the permissions to start construction on the plot on the application proposals submitted by Architect Raja Aederi. It had also restricted extra constructions on the plot simultaneously. In spite of the directions, the developers and the architect continued the construction activity in violation of the permissible area allowed as per approved plans. Further, the BMC issued stop work notice under section 354 A dated 12/11/1984, which was also not heeded by the developers and the architect. The work continued inspite of such notices. Initially Aederi and thereafter, B K Gupta, Jayant Tipnis and Hemant, were appointed as architects in the project. The developers paid Rs.6,56,800 as penalty against the order dated November 22, 1986 of the Additional Municipal Commisssioner on January 14, 1987. But the illegality could not be regularized and the fresh plans could not be approved as the Penalty was not calculated on the basis of land rate. In violation of the approved plans, the developers and the architect constructed extra floors on its buildings,” Galgali alleged. He further added, “BMC took ac-
tions under BMC Act 353 against Yusuf Patel, B K Gupta and Madanjit Singh. It also initiated actions under section 353 A on the illegal occupants (Residents) of the buildings. With regard to the information of action taken on the responsible Municipal Officers, the reply given to me stated that the said records are not available. It has also been revealed that the then Minister of State (UD), Ravindra Mane, Mayor Chandrakant Handore, and Nandu Satam, had tried to pressurize the BMC to sanction water connection to the buildings in Campa Cola Compound. Also Ex Mayor R R Singh, A Pinto, Ramesh Prabhoo, Baban Kanavaje, had repeatedly complained against the illegal construction and demanded actions. In letters addressed to the Chief Minister Prithviraj Chavan, Chief Secretary, Principal Secretary (PWD) and BMC, I have cautioned the administration to pay extra attention to the Mantralaya Makeover project, as the architect of both the projects are same. If due precautions are not taken and caution overlooked and in the process if any irregularities occur, a repeat of Campa Cola cannot be ruled out, which could be embarrassing for the government.”

AAP attack: 24 NCP men get remand By A Staff Reporter
T
wenty four NCP activists arrested for allegedly vandalising the Aam Aadmi Party's (AAP) office in Andheri were on Sunday produced before a court here which remanded them in judicial custody. Meanwhile, AAP leader Mayank Gandhi, who was detained at MIDC police station on Saturday, was released late night. According to Andheri police, 24 activists including Prithiviraj Maske (north-west district NCP president) and Amol Matele (president of NCP students' wing), who were arrested on Saturday, were produced before a holiday court which remanded them in judicial custody. The accused applied for bail, but the court kept the hearing for Monday, making them to spend a night in
Arthur Road jail. The group allegedly entered the second floor of AAP office at Chakala and tore up and burnt the posters of Arvind Kejriwal around 2.30 p.m. on Saturday. They also burnt Kejriwal's effigy. Later, the NCP workers were held by Andheri police. Following the attack, AAP leader Mayank Gandhi along with his associates was heading for the NCP office in suburban Juhu to lodge a protest when he was detained for several hours by MIDC police station before being released late last night. The attack comes three days after AAP leader Anjali Damania targeted senior NCP leader and Maharashtra Deputy Chief Minister Ajit Pawar, saying that Mumbai citizens were paying high electricity charges due to corruption and inefficiency of the state power ministry.

Pathetic effort to wash away corruption taint D
uring the last ten years of UPA rule, the Congress party has been involved in several cases of corruption. Ministers and leaders of the party carried on corrupt practices and helped themselves to chunk of taxpayers' money. Some of the ministers are still under trial: they have spent time in jail and are now on bail. What is a matter of grave concern, prime minister Manmohan Singh has played a big role in promoting corruption. He knew that corruption was going on but he did nothing. Accusing fingers have been pointed against him in the Coalgate case. He was in charge of the coal ministry when coal was sold away for a pittance – without calling for auction. The PM has been trying to explain away corruption by stating that “coalition compulsions” forced him to ignore corruption. In almost all the departments of the government, the ministers and babus have been facing corruption charges. The son-in-law of the Congress president, Sonia Gandhi was, it was alleged, to have been involved in a corrupt land deal. It was found that charges against him were baseless: the honest IAS officer who dealt with the case thought otherwise: He was promptly transferred. Even as all these developments were going on in the corruption scenario, the Congress party emerged with a thick corruption taint. The BJP got a strong stick to beat the Congress with in its poll propaganda. It will not be easy now for the Congress to wash away the taint. It is now making pathetic efforts to come out in brighter colours. It wanted to introduce and pass also, six anti-corruption bills on the last day of the winter session of parliament. They could not be passed. The Congress is now blaming the BJP for not extending cooperation with regard to the passing of the bill. The effort of Rahul Gandhi – he is said to be behind the move to pass the bill just two months before the poll – is quite hilarious. If Rahul thinks he can clear the Congress of a bad reputation by resorting to such sham methods, he is mistaken. It is too late now to wash away the corrupt taint by resorting to such bogus gimmicks.
H
OW far it is democratically correct and constitutionally tenable to force the Telangana division on the unwilling people of Andhra remains unclear. A government which fully squandered its popular mandate a long time ago, and clings to office due to the technicality of the five-year electoral cycle, ought not to have inflicted this legislative atrocity on the nation, at least not in its dying days. If democracy is all about counting heads, the Congress leadership merely counted those whom it considers its potential saviours in the coming elections in the yet-to-be-born State, while it most contemptuously thumbed its nose at the far more numerous objectors in the Seemandhra region. Survival of the party trumped the larger interests of the Telugu people. That the diabolic division of Andhra might saddle the new government in New Delhi with an unnecessary headache is of no concern to the Congress high command. After all, when it is nearly certain that they are not coming back, how does it matter if the next government is left with a bigger mess than it has already created all around? The demand for more new States is bound to get a second wind following the ramrodding of the Telangana Bill in Parliament. Without doubt, the Telangana episode is a lesson not only in how not to create a new State but also in how not to force legislation down the gullets of unwilling MPs. The sight of the Prime Minister reading a drab statement in the Rajya Sabha with a group of burly MPs making a protective ring around him is an apt comment on how the hon’ble members have profaned the sanctum sanctorum of Indian democracy. Did we hear you say that urchins behave better than hon’ble members? If after years of on-now, off-now waffling, the Congress leadership finally seized upon Telangana as its electoral lifeboat, it may again have erred grievously. For, it is wrong to assume that only pro-Telangana voters reside in Telangana. Last time Jaganmohan Reddy’s YSR Congress forced a popular vote on the Telangana question, expectedly, his party swept the Seemandhra region in the bye-elections. But, more significantly, its candidate in the lone bye-election in Telangana barely lost by a thousand votes. So, it is not going to be smooth-sailing for the Congress even in those 17 Lok Sabha seats, though it can have no hope in hell of winning a single seat in the Seemandhra region. Besides, Telangana Rashtra Samity boss, K. Chandrashekhar Rao, is unlikely to foreclose his options for a better bargain by either merging his outfit with the Congress or yield-

ing too many seats in a pre-election arrangement. The usual electoral arithmetic would come into play in Telangana as it would in Seemandhra, with the multiplier effect determining the winner in multi-cornered contests. Given the presence of a sizable section of the minority vote in Telangana, and Asaduddin Owaisi’s Ittehadul-e-Muslimeen’s electoral pact with the YSR Congress, the Congress, in fact, might be in for a shock even in the Telangana region. F you are a keen observer of things around you, and happen to live in the national capital, you could not have missed the fresh signs of near anarchy. The forty-nine days of Chief Minister Arvind Kejriwal have left the city in a greater mess than at any time before. The rise of the Aam Aadmi Party has emboldened others to sidestep the law while they go about grabbing public land, running unregistered motorised vehicles and generally showing little respect to the established authority.
INSIDE STORY Virendra Kapoor Thanks to Kejriwal’s unconventional street politics, there is a sharp spurt in illegal activities all around. Squatting on public land has resumed with a new gusto, with jhuggis coming up within a handshake distance of the police stations. For proof, look no further than the park facing the landmark Humayun’s Tomb or in front of the hitherto vacant land in front of the Lodhi Road cremation ground. As for the city roads, the oddly-shaped Chinese-made contraptions running on batteries, and packed like sardines with human cargo, bear no registration numbers whatsoever. These are not even certified roadworthy by the transport department. Yet, they now compete with other regular vehicles for the ever narrowing space on the busiest thoroughfares.

ikhs refer to the hymns of the Gurus as Gurbani (The Guru's word). Shabad Kirtan is the singing of Gurbani. The entire Guru Granth Sahib is written in a form of poetry and rhyme. Guru Nanak started the Shabad Kirtan tradition and taught that listening to kirtan is a powerful way to achieve tranquility while meditating; Singing of the glories of the Supreme Timeless One (God) with devotion is the most effective way to come in communion with the Supreme Timeless One. The three morning prayers for Sikhs consist of Japji Sahib, Jaap Sahib and Tav-Prasad Savaiye. Baptised Sikhs rise early and meditate and then recite all the Five Banis of Nitnem before breakfast. The last of these is sach kha (The Realm of Truth)—the final union of the spirit with God. — Guru Nanak
These squatters and the owners of the battery-run vehicles may well be AAP voters, but that cannot be reason enough for the authorities to ignore their illegal actions. It took years to remove illegal tenements from public spaces. A new wave of illegal slums would scar the city permanently, especially with AAP relying on them to boost its vote-bank. As it is, there are a lot of middle class consumers of water and electricity who are inspired by Kejriwal and Co. to believe that paying bills is not a good thing after all. Delhi, the city beautiful, is sorrier with the advent of AAP.
Gems from the mouth of Rahulji
T
HANK god, there are still some journalists around who are not over-awed by the show of power and pelf. The other day, Rahul Gandhi was in Bangalore. And his media minders summoned the city’s top editors for an off-the-record pow-wow with the Nation’s Hope. The ground rules were clearly set. No cameras, no cell phones, no tape-recorders. Yes, you can report the gems that come out of the great man’s mouth, but credit it not to him but to unnamed ‘senior Congress sources.’ Everyone barring one editor did as told. However, the editor of a leading Kannada paper chose to privilege loyalty to his readers ahead of any PR concerns of the Congress’ VicePresident. Next day, he had a six-column story on the front page, recounting what he had seen and heard in the 45-minute interaction with the Congress’ Prince. Wrote he, “It is nice to see and hear Rahul Gandhi’s words, but they are impractical.” And went on to report that when Gandhi repeatedly “spoke of inner-party democracy, and the requirement for a new atmosphere, a new system and a new culture in the party, The Times of India’s Washington correspondent Chidanand Rajghatta (who hails from Bangalore and happened to be in the city) said to Rahul: ‘We have been hearing the same words, since the party’s Bombay national executive meeting, for the last 25 years. But the party has remained the same and the dinosaurs have survived.’ For a moment, Rahul was stumped, and then said maybe Chidanand should not have used the word ‘dinosaurs’.” Following his famous interview with Times Now’s Arnab Goswami, the media managers of Rahul Gandhi had decided to give the capital’s print and television journalists a miss and, instead, concentrate on the regional media. Clearly, the assumption was that that the regional media is easier to manage and, in fact, would be suitably deferential to the ‘national leader.’ But whether it is Delhi or Jhamoori Tallaiya, it is hard for Rahulji to hide his intellectual prowess. It comes across the moment he opens his mouth. Small wonder, then, at a similar interaction earlier in Bhubaneswar he left his interlocutors highly unimpressed. One editor summed up the time spent with Rahul as ‘highly boring.’
Yes, Mein Nahin, Hum
T
HE ad blitz unleashed by the Congress Party to build the image of Rahul Gandhi has inspired a BJP biggie to suggest that their own ad agency start off by pinning holes in the Congress’s tagline that has anchored its initial series of print and TV ads. The suggestion was that the Congress tagline, Mein Nahin, Hum, should be accompanied by images of Rahul, Sonia and Priyanka Gandhi with Robert Vadra’s domineering six-abs image overshadowing all of them. How the admen hired by the BJP would actually mock the Congress’ Mein Nahin, Hum message would be known soon.

Telangana Bill is disintegrating the nation AS reported, it is indeed very shocking to note that the nation is disintegrating. Now, it is Telangana, after which there will be Bodoland, Gorkhaland and Vidharba. Our freedom fighters who sacrificed their lives for our independence, visualised India as a whole. Now, they must be grieving to know that India is falling apart. Our former leaders believed in the 'one law one nation' theory, where what is good for the country, is good for everbody, irrespective of caste, creed and religion. But now, those at the helm of affairs only want to divide the country for their selfish politcial gains. They are playing purely on religious sentiments and because of their misrule, states are being divided on the basis of language and religion. Voters should have the maturity to boot out politcians that are responsible for this disintegration, and help elect a party that will unite the country and not divide it.
thereby giving him room to accuse them of joining hands with the Congress. They should have abstained, and allowed the two coalition partners to vote against each other. Again on February 18, they should not have fallen into the Congress' trap and allowed the Telangana Bill to be passed. When their own party men were opposed to it, what was the need for them to support the passing? They should have referred the bill to a sub-committee and waited till a new government was formed.
what transpired in the Delhi state assembly. The BJP joined hands with the Congress to prevent even the presentation of the Jan Lokpal Bill, let alone its passing. These worthies cited a Home Ministry's letter of questionable constitutionality which said that previous permission was needed. I do not think that the BJP will get any seat in Telangana or AP, and might also lose all its Delhi Lok Sabha seats.
— Maniam Ramani, Kharghar
THE creation of Telangana – the 29th state of India – with protests in both houses of parliament, despite the Congress' assurance of a big financial package to Seemandhra, shows that the party has its eyes on the forthcoming Lok Sabha elections. Both the Congress and BJP are not interested in Seemandhra and it is not upto the leaders of this area to handle the situation. I wonder who will govern this new state, as the purpose of the Congress Party seems to be fulfilled, and they will now spend their time trying to win all the Lok Sabha seats to improve their tally.

DIVIDE AND RULE: With the passing of the Telangana Bill, those at the helm of affairs seem to want to divide the country for their selfish political gains.
THE birth of Telangana, like so many other new states in recent years, ought to have been by normal delivery, but the inept handling of the issue by the government, took it to a painful Caesarian section ('The creation of India's 29th state', ADC, February 21). The TRS chief, Chandrasekhara Rao, extended support to the coalition and joined the ministry, hoping that the government would stand by its promise, but he went back a disappointed nal Affairs to the Mumbai regional passport office at Lower Parel on January 21st, and thereafter have received an e-mail from this office stating that as a routine measure for the re-issue of a passport, a police verification of the applicant is required. Don't exploit the situation
Crocodile tears
Apropos your cover story "No entering J.J. Hospital"(Feb 21). I am all for political correctness, but in India we tend to carry it too far. Also, the outrage expressed is often far from genuine: and designed for political and financial advantage. The term "bhangi" is a generic nomenclature for a sweeper; and the "insulted" individual has probably heard it a few times in the past. As often happens, so-called activists - always eager to put on a tamasha - have jumped LETTER OF on the bandwagon and THE DAY are exploiting the situation for all it is worth. Even if the J.J. Hospital dean Dr. Lahane is deserving of censure, applying the draconian Atrocities Act against him is a blatant case of overkill. People, particularly our politicians have committed far worse atrocities and have got away with it. The matter should be settled with a public apology and maybe a fine. Dr.Lahane has done sterling social work for leprosy patients: a group that many doctors usually shun. If this episode derails his career, it will be a grave miscarriage of justice.
ON the last day of the final Session of the 15th Lok Sabha, a few members reportedly got emotional; due to perhaps, some sort of nostalgia. And obviously, as most of these elected representatives are not sure about getting re-elected, hence, this show of shedding crocodile tears took place. — Jorhat Singh, Kandivali

WHATSAPP owner Jan Koum is over the moon as Facebook chief Mark Zuckerberg convinced him to combine forces in a record $19 billion deal. This is a rags to riches story for Koum who once was rejected for a job at Facebook. This record deal will now allow him to feature in the next edition of Forbes magazine's list of the world's billionaires. You don't need degrees to make it big in life but one must have a vision to achieve a goal. With 19 billion messages exchanged daily on WhatsApp, the deal has lot of potential and Facebook went for it aggressively as it was losing popularity due to WhatsApp. — Firoze Hirjikaka, Colaba Today, touch screen phones are
WHERE'S THE ORDER? Street type like brawls have become the flavour of our esteemed assemblies, with aggression and lung power thrown around, instead of healthy debates. WATCHING the members of the legislative assembly pulling of their shirts in the sacred house is not a salubrious sight, and the actions of the two shameless MLAS of the Uttar Pradesh assembly is despicable and pornographic. We just had a pepper spray incident in parliament, and also an MLA belonging to the J&K assembly roughing up a marshal. It saddens me that the very people we elect to govern us are breaking the law with impunity and don't feel it
necessary to maintain discipline and decorum in the house. Street type like brawls have become the flavour of our esteemed assemblies, with aggression and lung power thrown around, instead of healthy debates. Strong action is needed to be taken against errant MLAs and MPs if we want to preserve the oldest democracy in the world. — Altaf H. Ladiwala, Bandra
man. That was the right time to create the new state. Since then, the issue had become more complicated to the extent of going completely out of hand. The floor management of both the houses of parliament are so poor that pandemonium prevails all the time. The rules of running the houses need to be changed drastically so that no member is allowed to go out of his seat to the Speaker's table, or that of the official sitting in front. — Dr. V. Subramanyan, Thane
SP's office near CST has not yet been received. They also asked me to contact that office, which I did and was told that they had received the intimation by Feb 21, 2014, and it should be received by the local police station soon. However, it has not been received yet. I wonder how it is possible that in a passport office outsourced to TCS, where things were said to be done in a jiffy, a senior citizen like me is harassed because of the sluggish way of handling the matter. — Bikram Banerjea, Mumbai
ISSUES of public importance should be resolved through rules and procedures in Parliament and the state legislatures, rather than by violent means which are the weapons of cowards and novices. Disorderly conduct, hysterical scenes, animosity and offensive remarks have become normal practice in Parliament. The recent fisticuffs and pepper-spraying in the House are not only a national shame, but unethical, illegal, and a blot on our democracy. All ethics and decency seem to have been thrown to the wind. The opinions of affected citizens must be taken before the division of any state and it must not be left to the whims and fancies of a handful of MPs who want to acquire stardom and martyrdom by playing with regional sentiments. Parliament is a forum for the elected representatives to put forward their viewpoints emphatically which can be debated with arguments. And ultimately, a consensus should be arrived at through convincing arguments devoid of the policy of appeasement. While the ruling party should behave in an orderly manner and with maturity, the Opposition should play a productive role and public interest must be supreme for both. Violence cannot resolve disputes. — K.V. Raman, Malad

In the longer-term a business friendly Government coming to power post elections in May will be a great booster for the Indian Capital Markets,” explains Dhawan. However, D. R. Dogra, MD & CEO, CARE Ratings strongly feels that the elections will be critical as investors are looking for a steady stable government. “A pro growth and pro industry government will work very well with investors. We need to have affirmative policies with respect to markets and that will help revive sentiment,” says Dogra. “FIIs will to my mind continue to invest selectively in emerging markets where prospects are exciting. eneral elections in independent India have always been a very important event, but this time it is deemed as the most talked or anticipated event for more reasons than one. People and markets are anticipating a change of guard at the center with a very strong anti-corruption, anti-inflation, degrowth sentiments playing influencer. With India's economic growth at a decade low; although with a slight promise of inching towards the positive and the US monetary stimulus yet to show its full impact on Indian markets, what are the chances that the foreign investors would continue their love affair with emerging markets like India? “It’s an extremely difficult call to make as in the current scenario with current ongoing circumstances, it seems like wishful thinking,” says Hemen Kapadia, CEO, Chart Pundit. “With QE3 being eased on a regular basis its nothing short of a challenge for India as a stronger dollar will take its toll on the Indian rupee and every other emerging market currency,” he says. Kapadia points out that the current account deficit and raging inflation continues to wreak havoc on the economy with GDP growth poised to slip below 5% which doesn’t sound to appetising from an FII point of view. “A single biggest make or break factor for the stock market and the economy as a whole is the electoral process as the need for a decisive government is acute to pull India back from the morass that the existing government has dragged itself into,” he says. But there are many experts who do not agree with Kapadia's views and feel that the outcome of the general election will be a short term blip in the whole affair and the long term relationship will continue if India's growth story promises to remain attractive. “The average GDP growth rate for India has been over 6% for the last 34 years, irrespective of the type of
government (strong single party or a weak coalition). One might see a near term sentimental impact based on perception of political stability or instability post elections, but over the long term, the focus will shift to corporate earnings growth and earnings quality which remain the key driver of company valuations,” says Nilesh Shetty, Associate Fund ManagerEquity, at Quantum AMC . “The long term India story remains robust and one would expect continued FII interest given growth differential favoring India versus the west, however the near term could be impacted based on election outcomes and its perceived impact. But that would just be temporary,” says Shetty. He feels that over the long term the economic factors coupled with the skills and knowledge set available in India will help the country remain in the good books of FIIs. he entertainment industry is no longer confined only to watching a sports events or a movie or a play or fine dining with the family. The way one entertains oneself has changed from a static to a dynamic activity. For example, engaging with your group on social media on your mobile device while you are traveling on a train is now engaging entertainment for today’s youth. Transiting from a 5-day test match to T20 with cheer leaders is yet another example of how media, sports and entertainment industries are converging in the way contents are created and distributed across various connecting platforms. The trend in media is there to see. The digital media will continue to gain increasingly importance. With internet connectivity increasing, media will be anywhere and everywhere with its presence from single to multi-screen and multi-devices. The content will be the key and with the advent and affordable accessibili-
ty of 3G and 4G increasing, the way of monetizing content will see a dramatic change. Not just electronic but even print media will become omnipresent across devices. With digitization of books, we will see libraries offering books on digital devices. That trend has already set in some libraries in the United States. Social media will play a very important role in communication and connecting to masses. The message is clear, media will transcend all boundaries and become omnipresent. The recently held IMC Fusion 2014 was built around the theme “Tomorrow’s Trends for Today’s Youth” where the finest minds in the industry discussed, deliberated, investigated a wide array of topics covering policies, current issues and trends, emerging technologies and new-age engagement with the consumer, content and creation, talent and involvement, influence of social media and App. world, technical aspects of cinema, and other contemporary developments in the ever evolving and dynamic sectors of entertainment, media & sports. The first session included speakersAnupama Mandloi, MD, Freemantle India, Gajendra Singh, founder of Saai Baba Telefilms Pvt. Ltd and Siddharth Basu, Chairman & MD of Big Synergy Media Ltd., which included an in-depth discussion on the urgency of software for today’s media content. Gajendra Singh said, “In order to make the Indian content globally known, the Indian media needs to pay attention toward showcasing an interesting content, helping the marketing team, co-producers to make the Broadcasters buy it and promote it eventually.” Further, Anupama Mandloi elabo-
rated, “The fact is that India does not have a distribution network and sufficient bandwidth to tap content across the world.” Lastly, Siddharth Basu emphasised, “Media Partnership between the Government and the Broadcasters can increase the scope of Indian content worldwide.” The second session on Netagiri & Worrisome Issues: Can Social Media Influence Change? Included Anuj Kumar, CEO, Affle, Harish Tibrewala, CEO, Social Wavelength, Harshil Karia, Online Strategist & Co-founder, FoxyMoron, Suchitra Iyer, Editor, Society and S. Swaminathan, of IRIS Business Services. Suchitra Iyer highlighted, “Social media has in a way challenged the print media, as celebrities leak out their latest happenings using its various platforms.” Harshil Karia said, “The mobile device reaches out faster than any other media device and reinvents news, which proves that social media and print media are the two important wheels of mainstream media.” The third session included panellists namely Anil Singh, CEO, ProCam Sports, Anurag Batra, Chairman, Exchange4media, Business World and Vinod Bhanushali, President Marketing, TSeries, who spoke on “Have multi-screen options changed News & Sports Viewership? They highlighted that digital platforms, especially ‘Twitter’ has proven to be a branded content mechanism in giving out wider media coverage to sports. Vinod Bhanushali said, “Social media not only adds a spice to sports but also helps the music industry which includes Youtube and Twitter.” In the last session on “Breasting the Rs 300
Crore Mark: Business Booms in Indian Cinema”, illustrious panellists included Komal Nahta, Editor, Film Information, Mukesh Bhatt, Producer/Director, Ramesh Taurani, Producer, Tips Industries Ltd. and Shhyam Singhania, Chairman of Enarr Group highlighted the different business aspects of the Indian cinema. The availability of multi-screen theatres has led to the change in the normal mindset of Indians who prefer to experience the movie first in the theatres. This helps Indian Cinema industry to earn the maximum revenue possible. IMC in association with Indian Education Society (IES) presented a Knowledge Paper on ‘Multi Screen Behaviour: A Study on Emerging Consumer Dynamics’. The study was first of its kind in Mumbai with intensive methodology. It is comprehensive study across 4 age groups Tweens, Teens, Youth, and Young Working Professionals. The objective of the knowledge paper was to explore consumer usage behavior with regards to consumption of media content through various screens, how frequently various screens are used (individual and combined platforms), How consumers use different screens (Simultaneous/ Sequential), When do they use various platforms (time), What motivates consumers to use various screens (context in terms of: motive / time/ place/ attitude). The IMC FUSION 2014 Conference was organized under the auspices of IMC’s Entertainment, Media & Sports Committee chaired by Manmohan Shetty and co-chaired by Bharathi Pradhan, Sanjoy Chakrabarty and Mir Ranjan Negi.

good. India does have good prospects here but should pay well in terms of policies so as to retain interest,” he adds. Anuj Puri, Jones Lang LaSalle India Country Head and Chairman, visited Davos last month to attend World Economic Forum summit and gauged the mood and sentiments of the global investors, he came back with non negative news for the country. “My fear was that confidence may have abated, but that’s not the case. I’d characterise the overriding feeling as ‘dissatisfied optimism’. Short-term there’s dissatisfaction, but longterm investors are far more optimistic, given the inherent potential. India is often referred to in the same breath as China – that’s how strong the fundamentals are. We certainly have not been written off,” wrote Puri in his article 'How likely is a post-election recovery in India?' on his company's website. So, will the elections and its outcome figure out in the major scheme of things? The voices
are unanimous in the favour of stable and able government at the centre. For Puri the consequences of one election outcome are clear: a hung parliament won’t be good news for investment: “Investors want conclusive action,” says Puri. “We’ve had plenty of great intent, but too much over-promise and under-delivery. Investors at Davos are saying they’ll hold off for a couple of quarters for conclusive evidence that the new government means business. If it’s a hung parliament they just won’t be interested.” Echoing similar sentiments Dhawan says that the Investors would prefer any one of the major political parties along with their genuine allies getting absolute majority in the upcoming elections. “This will ensure faster decision making in policy matters and remove uncertainty in pace of reforms. It is our belief that reforms are inevitable irrespective of who comes to power, as kick starting the investment cycle is not an option but a necessity to generate jobs and revive stalled projects,” he says.
To instil confidence what the new government will have to do? Dogra feels that a government with a strong central party is needed to instill confidence.” Next the government should take immediate steps to revive investment and a growth oriented budget where government kick starts infra will be needed. Further the stance on foreign investment will be crucial as this can be a turning point,” he says. According to Nilesh Shetty, for a positive investment environment a country like India today needs a period of benign inflation. “While RBI has made its intentions clear that it will target inflation and aims to bring down CPI below 4% in the long run, it looks like there is still a long way to go,” explains Shetty. “Other than the inflation, investment sentiments will also depend on the clearance of stuck projects by the government.
Finally, a reduction in leverage of asset owners to start a fresh leg of investment cycle. To spur overall growth for a country and create a positive investment environment it is important for large players to come up with more and more new businesses that will act as an investment avenue for investors,” he says. “On the global front it is the Fed tapering that affects market moods to a large extent if only Ms. Yellen decides to go slow with tapering could the FIIs remain in India,” he adds Whereas Hemen Kapadia feels a stronger currency, which is also directly dependant on the political outcome may be the influencer. This without a credit rating downgrade for the country and a much needed pickup in the GDP growth will be extremely positive. “Lower crude prices could also be vital to investment sentiment not to mention a lower budget and current account deficit,” he says. “A carrot and stick approach could do a world of good while a decisive government could bring credibility back to the table for India as an investment destination,” concludes Kapadia.

Sebi Wants Workers’ Pension Money In MFs Afternoon Despatch & Courier

arket regulator Sebi has pitched for a part of money lying in employee pension funds to be invested in mutual fund schemes for investors aged below 40-45 years and those earning over Rs 6,500 per month. While looking to give a boost to the mutual fund sector with some contribution from about Rs 5.5 lakh cr corpus being managed by EPFO (Employee Provident Fund Organisation), Sebi feels that age restrictions would safeguard investors from "unnecessary risks" during years closer to their retirement. At the same time, income-related restrictions would also help keep the low-income employees away from the potential risks associated with capital markets, which has been a major roadblock in pension money being invested in high-risk assets. Under the new long-term mutual fund policy by Sebi, the regulator will soon ask the government to pave way for a part of EPFO corpus being invested in MF schemes. The policy has been approved by the Sebi board and would soon be notified. It is mandatory to have employee provident fund schemes for all workers earning up to Rs 6,500 per month. Sebi, however, said that a majority of contribution in EPFO corpus comes from high-end workers for tax benefits and assured returns. "It should now be suggested that at the choice of the employee/member, contributions to such provident fund programmes

can now be offered an option for a part of their corpus to be invested in a Mutual Fund product of the choice of such member/employee," says Sebi proposal. The total corpus available with EPFO was about Rs 5.46 lakh cr at the end of fiscal 201112. The annual incremental inflows consisting of fresh inflows, maturity and interest payments accruing to fund is about Rs 80,000 cr. Sebi said a potential investment of 15% of EPFO corpus in equities and mutual funds would lead to substantial inflows into the markets. AUM Of Life Insurers May Treble To USD 1 Trillion By 2020 Assets under management (AUM) of life insurers will almost treble to USD 1 trillion (nearly Rs 60 lakh crore) by 2020 from the current Rs 19.4 lakh crore, according to projections by the Life Insurance Council. Life Insurance Council Secretary General V Manickam said projections were made on the basis of growth in GDP and household savings over the next few years. With the help of all the opportunities available, we are confident that we will be able to grow 2-2.5 times or 3 times of the current size by 2020. That means in terms of numerical numbers, our AUM would reach around USD 1 trillion. That means by 2020, the AUM of life insurers would reach around Rs 60 lakh crore. Now it is nearing Rs 20 lakh crore," he said in a press conference. He said the level of penetration of life insurance industry is expected to grow from present 3.2% to 5% by 2020. "Expected CAGR of life insurance industry will be 12-15% in the next 3-5 years....The net household financial savings could reach around 30% in the next 3 years from the present level of 23.1% (FY 2011-12), which will benefit life insurance as it is the second most preferred financial instrument," he said.

The Bureau of Labor Statistics also said the core CPI rose 1.6% on a yearly basis, decelerating from 1.7% a month earlier. The overall CPI slowed down as well, coming in line with analysts' forecasts. Data from the labour market indicated initial jobless claims fell 3,000 to 336,000 last week, falling short of experts' estimations for 335,000 figures. The world's third largest economy is in threat to be dragged into another recession by the April's consumption tax hike that will weigh on domestic demand. It was expected that Japan will post a bunch of stronger-than-expected fundamental data before April, as consumers and companies should be willing to spend more before they will be charged more for the same goods and services. Nevertheless, the recent data surprised markets to the downside. U.K. politicians and policymakers are having different views on the domestic economy. PEG A SERVICE ! OR BEG A SERVICE ?
n today’s world Brand Building is incomplete without proper customer service which leads to positive Brand Experience. Companies are busy advertising and spending crores of rupees, but are not giving sufficient attention to the important factor of customer service. In my opinion only a few companies give proactive customer service that is they ‘Peg a Service’. In many other cases, companies are indifferent to customer service and their customers have to ‘Beg a Service’, that is, they have to constantly remind and ask the company to serve them, literally begging the company. Recently in one case, a customer had to constantly remind the marketing company to give a receipt of the purchases made. In another case, a consumer durable company’s ‘Care’ center, did not give service even after 27 reminders. The customer renamed that company’s ‘Care’ center as ‘Scare’ center because he had to beg again and again for the service that he was rightfully entitled to. In yet another case, a travel agent and the airline had to be constantly reminded to redeem the privilege card free tickets the customer was entitled to. Sometimes, small things like putting a name plate or a garage painting of the owner’s number of the flat is overlooked causing immense anxiety and anguish to the buyer. It may be a small thing for the builder, but a very big thing for the customer. It is important that companies must ‘Peg a Service’ and not make the customers ‘Beg a Service’. If the customer has to constantly remind the company and plead and beg and re-remind, it reflects very badly on the company’s brand building policy. It shows that, the company does not ‘Brand Serve’ and is not a customer friendly company. This would lead to the customers being dissatisfied and the company would lose customers and finally sales and profits. It is important for Brand Managers and Marketing Managers to understand that customer service is as important as advertising or product quality. In fact, improving service quality actually enhances the Brand Experience to the customers and improves the ‘word of mouth’ communication, which leads to growth of the Brand’s business. The Brand Managers and Marketing Managers of today should be sensitive about the needs of their customers. Today’s customers are world class customers who want World Class Customer Service and Brand Experience. They do not want to be treated badly and expect full product quality and service quality. Therefore, it is very important to note that along with a good product, reasonable price, widespread availability and interesting communication, there must be world class service offered, so that the company is able to ‘Peg a Service’ and not make the customer ‘Beg a Service’ – after all the customer must not be treated like a Beggar but must be treated like a King! ongratulations! You are in India at this point of time, which is excellent for you to be your own boss and the captain of your own ship. Have fervour to decide your own fate? Is it difficult and challenging? Absolutely! Is it only possible for a Richie Rich or someone with a long list of degrees on his/her resume? Of course not! It is an age old question- Are entrepre-

The desired business dream can materialise only as an outcome of the twoThe ‘ability’ to take risk &The ‘willingness’ to take risk Each one dreaming to be an entrepreneur definitely possesses the ability to take the risk. But what separates an entrepreneur from the rest is the willingness to take that risk. If you even refer to the best book on ‘how to swim’, will you be able to start swimming? figure out how to survive”. This inner voice defines the entrepreneurial quality in you! It is the will rather than the ability to take up a risk, knowing that you will fight the challenges and survive. It may be a new product idea lingering on the top of your mind for years or a service you feel people need or some innovation that you want to bring to the market. Your dream lies in the proliferation of this idea into a successful business mission. If you are still contemplating on taking it up, address your doubts. You may have fallen prey to apprehensions and fears beforehand. Ask yourself the below four essential questions, before you lay the first brick: Do I have enough funds? Do I have the right resources to form the right team? Do I have buyers for my product/ service? Do I know the ‘how to’? Financial institutions, venture capitalists or help from friends & relatives are the answers to question one. On studying the market and identifying your target segment, you will know
whether you will have people buying your product/service. Also there’s plenty of material available to guide you on the technical aspects as well as the dos and don’ts of business and hiring people. So what is stopping you from kickstarting your dream of having your own business ‘someday’? Does your mind say, “I am not ready yet?” Then the underlying issue is internal. You may think of pursuing a management course for gaining the ‘I can do it’ confidence. It is critical to understand that the
degree of management will definitely inculcate the ability, but not the willingness to commence your business. I am the master of my fate, the captain of my soul- William Henley in his poem, Invictus. An entrepreneurial mindset is built with qualities like self awareness, motivation, confidence, a risk appetite and most importantly, vision. For this envisaged vision, there is an unwavering passion, desire, open mindedness leading to a forward looking approach, constantly asking yourself, ‘what next?’
Now that you are half way through evoking your inner drive, your dream idea has been hovering on top of your mind. Or you may be thinking hard to develop an idea- an ‘out of the box’ concept which will set fire in the market. Or someone else’s successful innovation in business or a latent need satisfying a particular segment of people. It takes more than a great idea to launch a successful business. The idea may be a possible risk you may have calculated to be taken. But taking no risks is the most outrageous risk in itself! What were some of the world’s most successful founders, small business owners, and CEO’s thinking when they decided to unleash their genius into the world? There is a thin line between the willingness to take risks and being an entrepreneur. Your will to take that risk will overpower your fears, only when you are content that you have a well thought out contingency plan in place. You need to create a ‘plan B’ to address the question, “what if the business does not succeed?” which will definitely soar in your mind, especially if you are currently employed. Address all your concerns and work out a well planned strategy, which will take care of your financial responsibilities- your personal and family expenses. After an enduring plan is in place, the only important element is your inner drive towards stepping out of your comfort zone. The best way to predict the future is to create it. As you read the article, are you visualising that cherished idea getting placed into a prospective business venture? How to plan it and make it work? The best time to start is today! Are you ready to take the plunge?

GETTING STARTED:
‘India is not simply emerging, it has emerged’, says Barack Obama. Entrepreneurship is a boon from the Gods to a country like India where innovation and talent is widespread, but there is inadequate support to showcase and execute. Yet the nation is full of opportunities waiting to be explored. The good news is that India is an easier market to break into due to the abundance of talent. DEVANG KANAVIA

even Infosys not looking to go anywhere eight years after its starting? One common observation among all the above examples is that none of them stopped when they failed initially, they rather did deeper analysis to understand why did they fail, they learnt from their failures, they made suitable course correction and above all they did not give up. These extraordinary entrepreneurs or people had tremendous confidence in their capabilities to eventually succeed. Like, whilst creating an innovative product, initial failures can happen; first idea can fail, rather usually it does fail; that is the most testing time and one has no options but to learn from the failure and improve the failed first idea or the proto-type-product to make it successful. Similarly, when one starts his/her career or business, one may encounter serious reverses and challenges in the initial phase. If one gives up at this stage, it is a failure. But combination of grit, passion and purpose create necessary intrinsic energy to enable bouncing

back, rather strongly. Entrepreneurship is experiencing failures, ignoring stress and strain caused by such failures, and rather responding positively for building stronger position by deploying the right learning’s from the initial failures. Be it on account of commercialization delays, sales not picking up, cash flows getting squeezed, inability to create the right team, inadequate margins, government bodies or banks exerting unfair pressure and so on. Many a times, such problems come simultaneously, but a successful entrepreneur visualizes hidden opportunities that are embedded in the challenges encountered. Deeper the crisis for any entrepreneur in the initial phase, stronger and better he will come out provided there is strong conviction to fight out the initial struggle with patience, grit and strong belief that failure is not a failure, unless you stop at it and give up, rather failure can be used as an opportunity to help build a strong foundation for the eventual success.
The author after retirement aims to make a big difference in society. Since then he has been sincerely working towards bringing green technology to India, helping entrepreneurs to grow and create International alliances between various companies. His aim is to inspire retired CEO’s, like himself to use their network and experiences for the benefit of the economy as well as society. Most of his initiatives are non commercial in nature.

he vote on account was more or less on expected lines. No major surprises there. No last minute sops, except the ‘one rank one pension’ scheme announced for army veterans, which too fell way short of the army’s expectations and proved to be a damp squib. What the Finance Minister did was pushed most of the fiscal problems on to the next government. He carried forward Rs. 65,000 crores of fuel and fertilizer subsidies to the next budget, add to that food security bill subsidy, MNREGA, etc. The total subsidy burden in the next fiscal would be a whopping Rs. 2.25 lakh crores. This huge subsidy would make it difficult for the next government to bring down fiscal deficit from the current 4.6% of GDP. Instead of cutting non plan expenditure to bring the fiscal deficit below 4.8%, he made huge cuts in plan expenditure, which will again make things difficult for the next government to revive infrastructure growth. The tax revenue collections was an abysmal 58% of the targets set for the beginning of the year, mainly due to a sharp fall in GDP growth, which was largely due to policy paralysis and huge projects getting stuck during the last 2 years for environment and other clearances. All in all - he has left a bag full of problems for the next Finance Minister and yet patted himself on the beck for meeting the ‘red lines’, which he did, but by clever sleight of hand and “innovative accounting”. His vote on account speech sounded more like an election speech at a rally where he congratulated himself for what he called a great job done by him in challenging global circumstances. He went on to insist that there was no policy paralysis and GDP growth decline was a global phenomena and had nothing to do with government policies, a fact which most experts, Indian and foreign, refused to believe. This was borne out by the fact that all the international rating agencies reacted by saying that India could be downgraded because the FM had simply postponed the fiscal deficit problem and they would decide when the next government makes the budget, 4 months later. That said, I would like to give an example of how well managed companies deal with extreme downturns in their business. It is well known that the domestic business of Tata Motors, especially their commercial vehicles (trucks and buses) have been doing very badly for several quarters due to economic slowdown, the ban on mining, high interest rates, and increasing fuel prices being the major reasons. As a result Tata Motors has decided to export buses in a big way to markets outside India, mainly to Russia, South Africa, Kenya and Tanzania. In 2009 when the IPL cricket tournament was held in South Africa, I had taken a package tour of 7 days from Kuoni Travels, a well known travel company. During the 7 days we were a group of 30 from India which visited Pretoria, Durban and Johannesburg, for watching cricket matches and also sightseeing. Our guide was a white South African lady and we used to travel by very comfortable buses in each of the 3 cities. Most of us thought that these buses were European made. But to my surprise they were all Tata buses. Out of curiosity I asked the bus driver how did he find the quality of these buses “Very good Maan” came the reply. I asked him in which country they were manufactured. He simply raised his hands and said “don’t know, but very good buses”. A little more inquiry revealed that Tata had an assembly plant in South Africa and had gained a good foothold against competition and were growing fast. Now Tata’s are setting up similar bus assembly plants in Kenya and Tanzania and South Africa are the most developed countries with stable governments and Tourism is a big industry. Therefore fleets of buses are required and they are the biggest markets for commercial vehicles in Africa. Both assembly plants of Tata Motors, namely in Kenya and Tanzania will be operational by June 2014. Same is true of Russia. Tata Motors is launching 6 new truck models in India too in 2014. These include tippers and dumpers used in mining and infrastructure industries, besides the latest technology trucks for hauling cargo and goods, which will match the best that competition like Volvo has to offer. Of course exports to Russia and Africa will bring in dollars and with a favorable exchange rate a turnaround can be expected in the next fiscal. The lesson is: if domestic growth slows, focus on international markets. We certainly have the wherewithall.

Markets Positively Trended NSE India : CNX Nifty — Daily Market Report for: Monday (February 24, 2014) By Dominic Rebello
REVIEW OF THE PREVIOUS DAY:
The Nifty rose substantially on Friday (February 21, 2014) a net 64 points (1.05%) and closed at the 6155 point level. The market opened up with a gap at the 6108 points level and that level itself was the low of the session. It then rose sharply and turned into a range bound movement until 2.50 p.m. The index then rose further and registered the day’s high at the 6159 points level at 3.05 p.m. It then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 52 points and closed above the psychologically important 6150 points level. Sentiment was bullish and amongst the 50 Nifty stocks 37 were gainers, 12 were losers while 1 remained unchanged. All the sectoral indices barring realty closed in the green. Substantial buying was seen in capital goods, FMCG, IT and banking stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 6.72%. This change is small and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 867 were gainers, 574 were losers and 86 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues).
RSI Indicator: The RSI is above the 40 level and is now rising (positive if it continues). MACD Indicator: The MACD is below zero and is rising (positive if it continues). It is above its 9-day Average (positive).
Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market with a positive bias. Support Levels: For short-term traders the immediate main support is at the 5958 points level. The next support is at the 5877 points level.
Resistance Levels: The immediate main resistance is at the 6372 points level. The next resistance is at the 6424 points level.
Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6141 (This is the level where the trend is likely to change during intra-day). Support (1) = 6122. Support (2) = 6089. Resistance (1) = 6174. Resistance (2) = 6193. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a long white body candle. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). This is positive. Further, the index has crossed above its 5 and 25 days moving average in a single session. The index is now above its 5, 15, 25 and 200 days moving averages. Moreover, the velocity parameters are positively trended. All these indicate a positive bias and the possibility of a further upmove unfolding. Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 6064 point’s level.
Work with strict stop losses on all positions
ADX Indicator & DI Lines: The +DI line is below the – DI line but both lines are converging (positive if it continues). The ADX is falling while the Market Index is rising, which indicates that the present up trend is decreasing in strength.

CENTRUM CALLS A ‘BUY’ ON LUPIN CMP: Rs. 935
Target Rs. 1230
We maintain Buy rating for Lupin with a target price of Rs 1,230 due to expectation of good growth in the US and domestic businesses. Strong growth in key geographies of US, Europe and RoW along with API business is expected to drive future growth. A large number of new offerings in the US generic market are likely to maintain growth momentum in the US. Lupin’s domestic business is getting back on track after trade related issues, which will help in strong domestic growth. With limited competition products in the US and recent acquisition of Nanomi, Netherlands we expect strong and sustainable growth for Lupin in the US market. Key risks to our assumptions are stiff competition from other global players and regulatory risks for its various manufacturing facilities. Lupin remains one of our top picks in the pharma sector. US business to drive growth: Lupin derives 48% of its revenues from its US & European formulation business. This business grew by 30% in Q3FY14. The company has a strong pipeline of 186 ANDAs filed with US FDA of which 96 have been approved. Lupin has launched 62 products in the US generic market of which 26 are market leaders and 44 among top three. The company launched five new products in Q3FY14, which performed well and generated revenues of ~$40mn (Rs 2.5bn). Notable among these was generic Cymbalta, an antidepressant drug patented by Eli Lilly. We expect US business to drive future growth of the company. Enters into complex injectable business: Lupin has acquired Nanomi BV, Netherlands for an undisclosed sum. Nanomi has a patented technology platform in niche complex injectables based on nanoparticles and microseive emulsion technology. Recommendation and key risks: We maintain Buy rating on the scrip with a revised target price of Rs 1,230 based on 22x Dec’15 EPS of Rs56.1 with an upside of 30.6% from CMP. We expect Lupin to perform well in future due to good growth in the US & EU, RoW markets and in API business. Moreover, the company has resolved trade related issues and is back on track in the domestic market. We have revised our EPS estimates upwards for FY14 and FY15 by 3% and 4% respectively. Mortgage Loan Not Entitled For Deduction Under Income Tax
I have taken a mortgage loan on my existing commercial property for purchase of a new residential house property. The new house property is selfoccupied by me. Please advice whether interest paid and repayment of principal amount qualify for deduction under Income Tax? —Suresh Salvi, Sion The mortgage loan raised by you is different from Housing Loan. The deduction under Income Tax Act is available only for Housing Loan. Thus the interest paid and repayment of principal would not qualify for any deduction. I received my Provident Fund dues from my previous employer before completion of 5 years in the company. I am not good at taxation and hence, did not realise the implication. Later I received my Form 16 in respect of this settlement quiet late i.e. after filing my return of income. Meanwhile my case is picked up for scrutiny. Please advice the implication of this transaction. —Naresh More, Marine Lines If you have not completed 5 years in your previous company then the Company’s Contribution and interest is taxable in your hand upon withdrawal. Hence, the return of income should have been revised on receipt of Form 16. This amount would be added to your total income while completing the income tax assessment. You can pray for non-levy of penalty based on the late receipt of Form 16.
I am a Director of a private company and I receive remuneration for the services rendered. I have become NonResident in the current financial year i.e. I stay less than 182 days in India and rest out of India. Can I continue to receive remuneration since when I am in India my services continue to the company? Is it taxable in India? —Harish Mandvi, Colaba Your residential status does not matter for drawing salary from the company. You can receive the remuneration since your services also continue during your stay. The remuneration received from Indian Company is taxable in India since this income is earned in India. All Indian incomes are taxable in India. However, if this income is also taxable in the country where you stay currently, then you can avail tax credit provided Double Taxation Avoidance Agreement is in place. plans to contest around 300 Lok Sabha seats. During his 49-day tenure as Chief Minister, Kejriwal ordered filing a FIR against Mukesh Ambani and Oil Minister M Veerappa Moily among others, accusing of manipulating gas prices, a charge denied by Ambani's Reliance Industries. He said he has written to both Modi and Rahul on the issue of natural gas pricing and questioned their silence. Noting that Modi has stated that if elected to power, he will make all efforts to bring back black money kept abroad, Kejriwal said he should 'show guts' and tell people that if he becomes the PM, he will bring back illegal money of his industrialist friends stashed away in Swiss accounts. Accusing the RIL Chair-
man of running the country in a de facto manner, Kejriwal said, "Mukesh Ambani has Modi in one pocket and Rahul Gandhi in the other.... He can allow Modi to have 5year term and also give Rahul Gandhi five years to rule." The AAP leader was also scathing in his attack on Congress leader and Haryana Chief Minister Bhupinder Singh Hooda, calling him a "property dealer", who took away land from farmers and gave them to companies like Reliance and businessmen like Sonia Gandhi's son-in-law Robert Vadra. He also did not spare the media, saying a section of it was biased and controlled by big industrialists having vested interests. OHTAK: The AAP kickstarted its Lok Sabha campaign on Sunday with its leader Arvind Kejriwal challenging Narendra Modi to 'show guts' in giving a promise to bring back black money of his industrialist friends allegedly stashed away abroad if he becomes prime minister. Attacking both Modi and Rahul Gandhi on corruption issue and accusing their parties of favouring top industrialists, Kejriwal also alleged that any government, be it that of Modi or Gandhi, will be run by top business magnate Mukesh Ambani. Kejriwal launched his campaign from his home state of Haryana at a well-attended 'hunkar' (battle cry) rally, his first after he resigned as Delhi Chief Minister on February 14. AAP

could not govern, Kejriwal said he had stepped down as he did not want to compromise on principles after Congress and BJP prevented the introduction of Jan Lokpal Bill in the Delhi Assembly. "Certain newspapers are saying that I quit because I wanted to run away from governance. I am willing to give my life but I will not compromise on principles. I have showed that I have no love for the chair." Referring to his government's 7-week rule in Delhi, Kejriwal said he would quit politics if anyone can prove that what his administration achieved in the short period including giving relief to people in the electricity and water fronts and bringing down corruption, any other government in the past had done so in similar timeframe.
AAP dealing in lies, Kejriwal quit for national ambitions: Cong N
EW DELHI: Delhi Congress on Sunday accused the Aam Aadmi Party (AAP) and its chief Arvind Kejriwal of making false promises and claimed that the former Chief Minister quit not on the issue of Jan Lokpal Bill but to pursue his political ambitions at national level. "Kejriwal said he quit because Jan Lokpal Bill was not being passed in the Assembly. Congress was in support of every bill which is against corruption provided it comes through constitutional procedures," said Delhi Pradesh Congress Committee Chief Arvinder Singh Lovely. He was speaking at 'pol khol' campaign launched by Congress to 'expose' the AAP. During the event, Congress workers also burnt an effigy
of Arvind Kejriwal. Meanwhile in Dehradun, Rahul Gandhi accused BJP of practicing 'politics of blood' by pitting one religion against another and one caste against another to come to power at any cost, escalating the Congress attack against the opposition party. Rahul also said that UPA was trying to bring anti-graft ordinances after the opposition 'blocked' the passage of these bills in Parliament. "It (BJP) practices politics of blood. They don't see anything but power... Power at any cost. They can pit communities and castes against each other, they won't hesitate in spilling blood if they find it necessary to usurp power. " Rahul said at a rally at the Parade Ground.
Capital for new Andhra: Kurnool, Tirupati in fray H
YDERABAD: Following the passage of Telangana bill in Parliament, the residual state of Andhra Pradesh is now facing the task of choosing a new capital city with various leaders pitching for their regions. T.G. Venkatesh, Minor Irrigation Minister in the outgoing Kiran Kumar Reddy government, said Kurnool should be the capital of the new Andhra . Venkatesh hails from Kurnool district. There should not be any
bad blood between the Rayalaseema and Coastal Andhra regions, unlike that between Telangana and Seemandhra in the undivided Andhra Pradesh, Venkatesh said. He suggested that there could be two capitals, to satisfy both the regions. Senior Congress MP from Tirupati, Chinta Mohan, wants the famous temple town as the new capital. Rayalaseema comprises districts of Chittoor, Kadapa, Kurnool and Anantapur.
MPs urge Kiran Reddy to float new party
Seemandhra MPs, expelled from Congress, and other party leaders yesterday urged Andhra Pradesh caretaker Chief Minister N. Kiran Kumar Reddy to launch a new political outfit. "We fought (in Parliament) and Chief Minister in the Assembly. Our fight should not go waste. We told him to start a new party. He will also talk to MLAs on Monday," MP GV Harsha Kumar told PTI. Another expelled MP Sabbam Hari also said Reddy would continue his consultations with MLAs and others tomorrow and a conclusion can be reached thereafter. Reddy had resigned from his post on February 19 in protest against the division of Andhra Pradesh and the way the AP Reorganisation Bill was pushed through in Parliament.

What made you accept the role of ‘Mian Tansen’? Everyone knows Tansen as an iconic classical singer and as one of the nine gems (Navratnas) in King Akbar’s court and when I got this opportunity from Contiloe Films, with whom I have done many shows earlier, I gave my nod to the role. Do you have to sing as well for the role? Not really. The makers have some select musical pieces which they have already used in my introduction episode and most of it is recorded music.

The guests marked the hosts on their food, activity and hosting skills. Season 2 would be with regular people exactly like the original format of the show.

Spooky tale
Horror is back in business as unusual paranormal activity leaves the cast and crew of SAB TV’s FIR horrified and helpless. While it may be common for Chandramukhi Chautala from FIR to solve mysterious crimes in the city, the actress and other crew members faced their moment of fright during the recent visit of Jimmy Shergill for the promotion of his horror film 'Darr @ The Mall'. While Kavita and Jimmy were shooting for their sequence, the main door of the studio suddenly got locked. To add to the chaos, a technical snag rendered the set powerless creating panic as the enclosed atmosphere of the set started getting claustrophobic.

Shocking information on food wastage in India A Mumbai-based RTI activist, Om Prakash Sharma had sought information about the food grain wastage in India last month and the reply that came was nothing short of shocking. According to the reply to the RTI application, between 2005 and 2013, a total of 1, 94,502 metric tonnes of food grain, worth crores of rupees, was wasted in the country due to various reasons. The damaged stocks stood at 95,075 MT in 2005-2006. Subsequently, the wastage was at 25,353 MT in 2006-2007, 4,426 MT in 20072008, and 20,114 in 2008-2009. Although the wastage has, comparatively, reduced to 3,148 MT in 2012-2013. There isn’t any indication that the slump last year will continue in the years to follow. The information gathered also revealed that of the damaged stock, around 84 per cent which comes to 1,63,576 MT was rice and 14 per cent which totals up to 26,543 MT, was wheat.
State-wise, Punjab witnessed a total damage stock of 98,200 MT recorded for the 50 per cent of the total damages. And, Maharashtra recorded a total of 20,067 MT of damaged stock, accounting for 10 per cent of the total loss in the country. In 2012, India was dubbed as the world’s hunger capital. World over, over a quarter of 1.1 billion population reportedly remain hungry. The United Nation has estimated that hunger, compounded by factors such as war, drought or floods, high food prices and poverty, affects one in six people in the world.

P
rime Minister Manmohan Singh had dubbed it as “National Shame” when India featured among the topmost hunger-ridden countries in world’s Global Hunger Index list. This was around two years back, in 2012. There was an improvement in India’s ranking in 2013 when the country fared slightly better than the previous year but, the level of hunger in India remain at ‘alarming levels.’ Now, after reports like these which suggest that over 40 per cent of India’s children under the age of five are underweight, news of around two lakh metric tonnes of food being wasted, over a period, in India, seems appalling to say the least.

Although India’s children continue to battle nutrition issues, around two lakh metric tonnes of food was wasted in India between 2005 - 2013, writes Gajanan Khergamker

The country may be one of the faster developing economies, but the development is incomplete if it’s not holistic. India needs to concentrate on comprehensive development instead of focusing only on some sectors. than seven doctors for every 10,000 people and more than 4,700 children die every day before attaining the age of five. “Given that the government of India has failed to monitor national trends in child undernutrition for more than six years, any recent progress in the fight against child undernutrition cannot be taken into account by the 2012 Global Hunger Index,” the International Food Policy Research Institute said in its 2012 report. Although India has moved from 65 to 63 in the Global Hunger Index, thereby making a slight improvement since 2012, it still has a long way to go. India’s score improved slightly from 22.9 in 2012 to 21.3 in 2013. This small improvement hasn’t
done much for India since the nation still continues to lag behind its neighbours in the list; even Bangladesh and Pakistan fare better than India on the Global Hunger Index. India is among the only three nations outside the Sub-Saharan Africa to fall under this category. Haiti and Timor-Leste are the other countries to feature in the list.
South Asia has maximum number of hungry people “Social inequality and the low nutritional, educational, and social status of women are major causes of child under-nutrition in the South Asian region,” the International Food Policy Research Institute said in its 2012 report.
South Asia continues to have the maximum number of hungry people in world, leaving even the SubSahara region behind. When compared with the progress of India, other emerging economies with high growth trajectories have done a far better job at improving their growth rate, the report showed. Where, between 1990 and 2012, India showed an improvement of 34 per cent, China managed to improve its ranking by 57.69 per cent. Brazil too, when compared, had a much better score from the beginning and by the 2012, it managed to put itself on the list of countries doing the best to combat hunger. Countries that have achieved the highest progress on this front include Venezuela, Mexico, Cuba, Ghana, Thailand and Vietnam – all achieving more than 55 per cent increase in their GHI score. Closer home, reports based on a study suggested that just in Mumbai 9,000 street children go hungry every day. According to the study, more than 37,000 children live on the streets of Mumbai and out of that, 25 per cent of them go hungry every day. The census, done by the Tata Institute of Social Sciences (TISS) and Action Aid showed that 15 per cent of street children have some form of addiction and 18 per cent of them suffer from some form of illness.
India needs holistic development to grow The country may be one of the faster developing economies, but the development is incomplete if it’s not holistic. India needs to concentrate on comprehensive development instead of focusing in on some sectors. With inputs from Prerna Pandey

rors which include short sightedness, long sightedness etc. While refractive errors are generally not considered to be a matter of real concern, Dr. Riddhi Shah who is a consultant paediatric ophthalmology and squint specialist and cataract microscopic surgeon feels that refractive errors must be identified and treated on time else it might lead to a state where the child might never be able to get back completely normal vision. “In the screening camp it was
found that, out of the number of children who were diagnosed with refractive errors, 70 to 75 per cent did not even know that they had vision problem and among the remaining 20 to 25 per cent who had known trouble, around 10 per cent had a change in power and did not know about it. This shows that eye check up for children is not taken as seriously as it should be,” said Dr. Shah. “If such errors are not treated on time, it could lead to a condition
called lazy eye where despite wearing glasses the child will not get back 100 per cent clear vision,” added Dr. Shah. According to Dr. Shah, regular eye check ups are a must for children, especially during modern times where every child is constantly playing with some gadget or the other. “Eye check ups for children should start right from the age of three and should be done annually till the age of 16 so that any trouble with vision can be identified on time
and treatment can be started at the earliest. Parents should also be observant and notice the eye behaviour of their children. If they see them straining their eyes or going too close to the television they must consult an ophthalmologist immediately because, as children they would not know that their vision isn’t clear and would try to adjust their eyes to see things better. These are hints that should be caught by the parents and the needful must be done immediately,” said Dr. Shah.

Parties just want power, problems take the backseat

NOTES FROM NEW DELHI

Except for Mamata Banerjee and her party, the coming Lok Sabha elections are an opportunity for all other parties to put up a farcical show

trange things keep happening in Indian politics, but this time a novel, extraordinary scene is being witnessed. Two big parties with claimants to the post of Prime Minister are fighting the Lok Sabha elections without any issues. By issues I mean without any specially identified programmes. When they talk of issues, the Bharatiya Janata Party talks of the five T’s (talent, tradition, toursim, trade, technology); Rahul Gandhi talks of giving the youth a standing. But nobody explains specifically what this means. They do not tell that if they come to power, what are the various things they will do in the first one year. The meaning of issues is not the couplet from Tulsidas’s Ram Charit Manas, Hari Anant Hari Katha Ananta [Lord Rama (Hari) is infinite (Ananta), and so are the stories (Katha) about his glory]. Problems are infinite, when we will come to power, we will solve them. But first, send us to power. What should be is that ‘what is your programme to bring inflation under control? What is your programme to control corruption? What is your programme to control unemployment? The infrastructure of education and health in the country which has been shattered within sixty years, what is your programme for rebuilding it? Can any time frame be given — one year, two years, three years, five years or ten years – when these issues will get attention from Governments?’ Both parties are silent over these questions. Another novel and extraordinary thing that has come before one is that from the Bharatiya Janata Party side, only Narendra Modi is touring the country and giving policy related state-

ments. From the side of the Congress, only Rahul Gandhi is touring the country and giving policy related statements. There is no meaning in either of them giving policy statements. Together, both of them are enmeshing the people of the country in a street magician’s show. Both are passing sarcastic remarks on each other's language. It is obvious that the way we turn to means of entertainment to forget our pains and sorrows, in the same way in these elections we are beginning to relish and enjoy such language and such expressions which have nothing to do with our lives. Elections are a medium for sending to power parties which can solve the problems in the country. But all the parties want to come to power, but give no guarantee of solving the problems. The BJP, in the style of a narrator or story teller, is holding meeting after meeting, and its chief story teller is telling people through his party that this is their philosophy of
change. On the other side the Congress Party is dependent only on their star campaigner Rahul Gandhi and he has made his image that of an angry young man. Everywhere, he shouts and presents to the people a garland of words that do not connect with each other. In any case Rahul Gandhi started his campaign very late, but even now he is not campaigning. He is still holding only some meetings. Rahul Gandhi’s first big-publicity interview was seen on the TV channel Times Now. Arnab Goswami asked Rahul Gandhi questions which were largely generalised questions. He did not ask his views about the country, the prevailing contradictions in the country, questions related to development and the roots of corruption. But even in those easy questions that he was asked, Rahul Gandhi got so tangled that people in the country felt that he did not have it in him to hold any viewpoint on problems. Narendra
Modi is smart in this matter. He does not face journalists. He ignores the questions of journalists by just glaring at them and tries at any cost not to open his mouth about questions related to the country and the problems that are likely to appear before it, and in doing this he has been successful so far. On January 30, 2014, Mamata Banerjee’s rally was held at the Brigade Parade Ground in Kolkata and that rally was such which had never before been seen in the political history of India. There were about 20 lakh people within the Parade Ground, 5 lakh people were near and around the Parade Ground, and crowds of around 5 lakh people were on the roads, heading towards the Parade Ground, but milling around because they couldn’t find a way to move ahead. People had come from every corner of West Bengal, from village to village. Banerjee does not have any cadres, whereas the Leftist parties,

eeing Arvind Kejriwal’s politics and personality, one is reminded of the book ‘Narcissism: Behind the Mask’ by David Thomas. Arvind Kejriwal too has made a big, high sounding edifice of his greatness. Kejriwal has projected himself as super intelligent revolutionary, an Indian Institute of Technology (IIT) engineer who rejected an Indian Administrative Service (IAS) job in favour of serving society. He was actually an Indian Revenue Service (IRS) officer. He thinks he is great and others are pygmies. When his control or restraint snaps, he starts talking in a less than ordinary ‘youme’ manner even as he describes himself as a saint. He says that if he had to earn money, he would not have quit the income tax job. Kejriwal wants to convince people that
he came into politics after giving up a comfortable life. After seeing the party workers of the Aam Aadmi Party too one feels that instead of being political workers, they are devotees of Kejriwal. They sing songs about his greatness and do not want to see his drawbacks. But the very character of truth and reality is such that if not today, then tomorrow it comes before one. The question is whether Kejriwal’s politics is honest politics or whether it is a narcissistic person’s hunger for power under the guise of honest politics. It is easy to understand and answer this. All that one needs to do is to see and compare how much difference there is between what Kejriwal says and does, and how much honesty and integrity there is in his politics — and his personality will become clear. Those days the fight against corruption was very intense. An ‘andolan’, a movement was on. It was not politics. There was Anna Hazare on the stage. Baba Ram Dev and Kiran Bedi were there too. Many other stalwarts were also sitting

There have been purchases by the Health Department of the Delhi AdministraThe narcissist: Arvind Kejriwal tion. They purchased ‘heart machines’. Their market price is alongside. In other words, a fraud leadership, handed over proof of of Rs.5 crore has taken place.” There 370 pages to a police station. We was thunderous applause from the have come after filing a report at the people along with cries of “shame, police station about the scam in the shame”. This program was also Commonwealth Games. who ruled for 20-30 years, are cadre based parties. People came on their own to her rally. Peacefully, in a disciplined manner, they participated in the rally and then returned to their homes. After the Panchayat elections, this is the second indicator that West Bengal is still standing by Banerjee like a rock. Now, when the CPI (M) is not getting seats in West Bengal, the other place from where it can get seats is from Kerala. This means all the Leftist Parties together appear to be limited to 20 to 22 seats. If in the entire country the Communist parties are likely to get 20 to 22 seats, how both the Chief Ministers in Tamil Nadu and Odisha have allied with them is a mystery. It is also a mystery because the formula to bring together Jayalalitha and the CPI (M) cannot be seen even in the far distance, not even in a blurred fashion. But without any formula or thread to join them, an agreement came into existence and precisely the same thing happened in the case of Naveen Patnaik as well. An alliance of 14 parties has been formed, in which no one will be able to help anyone anywhere. Banerjee is the first such leader who is from the very first day keeping an economic programme before the people. And she has not only accepted the programme of the person with the greatest moral standing in the country, Anna Hazare, but has also sent an acceptance letter to Anna Hazare. By accepting Anna Hazare’s 17point programme, Banerjee has at least indicated that she will remove the market based economy and will implement a village based economy. She will use technology for development, not for exploitation. Banerjee has given a glimpse, shown a slight possibility that by keeping issues before the people of the country she is trying to clear the picture. Now the responsibility is also that of the people whether they can understand this or whether they will allow the ‘tamasha’, the farcical show which has been running for the last sixty years to continue. ments before the Delhi elections and the situation today. These days he is engaged in proving wrong whatever he himself says. The first shock was given by Kejriwal when he said he was ready to fight elections and also agreed to become the Chief Minister. People thought of him as the warrior fighting against corruption, but the moment his party was formed he had started playing the detestable game of politics. During the elections in Delhi, the Aam Aadmi Party was putting up election posters everywhere that if people voted for the Congress, the honour of their daughters and daughters-in-law would be looted and robbed. Kejriwal’s second most important issue was corruption. During the election campaign he kept declaring himself honest and kept calling Delhi Chief Minister Sheila Dikshit corrupt. Kejriwal’s politics is the politics of sentiments, the politics of making democratic institutions unreliable, the politics of weakening democracy, the politics of spreading anarchy. The politics of the Aam Aadmi party is individualistic. It is the politics of only cheering Arvind Kejriwal. It is thoughtless politics.

BIRTHDAY FORECAST: Your birthday ushers in a beneficial phase in your life this year. Monetary gains accrue to you from ventures concluded earlier, as well as through new assignments coming along during the next few months. Some of you will be going in for an entirely new line of trade, which will be profitable. The married are promised harmony in personal life, while those in love are assured great times in the company of their beloved. BABIES BORN TODAY: Will be sturdy, attractive, tall, well built, healthy and longlived. Steady penetrating gaze and soft curly hair. Intelligent determined, honest forthright. There will be success in life after age 30. ARIES (March 21 - April 20): Normal business activity will assure a steady income. A proposal that can generate some quick money will have to be firmly rejected as it may conflict with the way you work and think. There will be profits no doubt but you will lose your peace of mind. Family life may be a bit strained. Accept rather than change things for what you would like them to be. Bide your time right now.
TAURUS (April 21 - May 20): You will strike a good bargain getting you immediate benefits. Concentrate on your routine work, which is now, poised for a major growth. Fresh investments in new ventures should be avoided. The employed are likely to set out on a sales promotion tour with great success. Relationships with loved ones will be good.
GEMINI (May 21 - June 20): Joint ventures and partnerships are fraught with difficulties due to financial stringency. There could also be some difference of opinion over operations. An expected payment could get delayed, and that could further create a rift. You need to sit across the table and sort out your problems before matters get out of control.
CANCER (June 21 - July 21): Monetary gains are indicated through personal initiative. Your efforts of the past will bear fruit now and you will succeed in cashing an earlier deal. Expansion of activities will help you to meet many new people. Travelling or just being away from loved ones will make you realize what a good deal you have. Love life improves with your relaxed state of mind.
LEO (July 22 - August 21): Your recent success in your particular field has spread your name far and wide. There will be many that would like to work with you and also meet you. Inquiries from overseas are worth considering and pursuing. Unexpected financial gains are also likely to come in. You will get a chance for doing something for someone special, which will bring you a lot of personal satisfaction and happiness.
VIRGO (August 22 - September 21): New ideas and improved methods for completing difficult duties may bring benefits. Make use of opportunities for increased prestige. It is a good day to catch up with your responsibilities to the family and some friends. You are loved and respected there is no doubt but you can be a control freak. Take time off to relax and let your hair done for some fun with loved ones.
LIBRA (September 22 - October 22): Tact and diplomacy will win the day in handling workers or government officials. You may have to settle dues or perhaps repay a loan that has been pending for a while. Avoid getting involved in any gossip at work. It could go against you as others think you to be above petty behavior. The accent is on family, friends, and social pleasures. You will be in mood to splurge money on pleasures or organize a lavish party.
SCORPIO (October 23 - November 21): At work some issues may create trouble for you. If you are making a key decision it is wise to do it on your own and not get carried away by those around you. A tendency to lose your temper should be avoided. This could do you harm by damaging your image. Try to appreciate the emotional need of your mate in order to improve your rapport. Do not ruin a good relationship by neglect.
SAGITTARIUS (November 22 December 20): Good thinking and quick planning helps you to secure a contract that is likely to add to your reputation and profit. Though, certain important decisions may have to be deferred. A family get-together proves enjoyable. A religious or auspicious ceremony will be celebrated at home. Your mate or beloved may also want to spend some quality time with you.
CAPRICORN (December 21 - January 19): Many new avenues of work open up to you because of your recently established contacts. Take your time before making a choice. Persons whose intentions are not noble could influence family members. You will have to take preventive steps to guard your interests and those of loved ones. Avoid a person who has been trying to get close to you too quickly. You are too vulnerable. Beware of people who just want to use you.
AQUARIUS (January 20 - February 18): A rather busy hectic schedule seems to be getting the better of you. A change of routine or a different approach to your work will go a long way in making you feel more relaxed. There is a possibility of purchasing some land or property or bringing about some changes at home.
PISCES (February 19 - March 20): Your work will get you fresh laurels but not monetary gains. You may have to create an alternative source of income in order to sustain yourself. If a new proposal requires you to travel, accept it immediately. An encounter with an attractive person of the opposite sex at a place of entertainment could incite a romantic interest.

ANCHI: Delhi Waveriders defeated Jaypee Punjab Warriors in the penalty shoot-out to emerge as the champions in the second edition of Hero Hockey India League at the packed Astroturf Hockey Stadium, here today. It came as a befitting result for last year’s runners-up Waveriders, who made their second consecutive final of HIL. The Waveriders beat Warriors 3-1 in the shoot-out after the regulation 70 minutes ended in a 3-3 tie. Majority of the credit should go to the Waveriders goalie Nicolas Jacobi, who had a brilliant day under the bar and made numerous saves to guide the Delhi side to the title. Apart from making quite a few saves in the regulation time, Jacobi stood like a rock in the shoot-out to deny Warriors’ first three attempts before Robert Hammond scored from the one-on-one situation. But it was not enough as the Waveriders scored three out of their four chances in the shoot-out to run away with the glittering trophy and Rs 2.5 crore prize purse. The Warriors took home Rs 1.25 crore. Later in the day, the Warriors started on a positive note in the summit clash and took the lead as early as in the opening minute of

The Waveriders did not sit back and pressed hard for the equaliser and in the process secured a penalty corner in the eighth minute but Rupinderpal Singh’s try was de-
flected wide by Lucas Rey. The Waveriders kept up the pressure on the Warriors' citadel and their efforts bore fruit as they scored two goals in a span of two minutes to go into the breather with a 2-1 lead.
Lloyd Norris Jones first drew parity in the 33rd minute with a fierce forehand strike after receiving a pass from Akashdeep Singh before skipper Sardar Singh (35th) scored from a penalty corner after latching on to a rebound.
Farewell, Sochi! Russia closes costliest Olympics S
OCHI: Flushed with pride after a spectacular showing at the costliest Olympics ever, Russia celebrates 17 days of sport-driven global unity on Sunday night with a farewell show that hands off the Winter Games to their next host, Pyeongchang in South Korea. The closing ceremony, a farewell from Russia with love, pageantry and protocol, starts at 20:14 local time precisely a nod to the year that President Vladimir Putin seized upon to remake Russia’s image with the Olympics’ power to wow and concentrate global attention and massive resources. Its $51 billion investment, topping even Beijing’s estimated $40 billion layout for the 2008 Summer Games, transformed a decaying resort town on the Black Sea into a household name. All-new facilities, unthinkable in the Soviet era of
drab shoddiness, showcased how far Russia has come in the two decades since it turned its back on communism. But the Olympic show didn’t win over critics of Russia’s backsliding on democracy and human rights under Putin and its institutionalised intolerance of gays. Russia’s athletes topped the Sochi medals table, with a record 13 golds and 33 total. Russia's golden run started with aging star Evgeni Plushenko leading Russia to victory in team figure skating. Putin was on hand for that, one of multiple times when he popped up at venues across the games. Russia's last gold came Sunday in four-man bobsled. The games' signature moment for home fans was Adelina Sotnikova, cool as ice at 17, becoming Russia's first gold medallist in women's Olympic figure skating.

Rogers played superbly for Australia and scored 107 before he was the ninth man out. But overall the day belonged to Steyn who bowled an impeccable length to lead the hosts to a fine victory. Earlier, a 126-run opening stand between David Warner and Chris Rogers gave Australia an excellent start to their pursuit of an Australian record 448 for victory. The touring side went to tea on 141 for one after the dismissal of Warner for 66 was South Africa’s only success during an afternoon session in which the batsmen looked largely untroubled and scored at nearly four runs to the
over. Chris Rogers, coming off three successive failures, was not out on 69 and will resume after the break with Alex Doolan (one). South Africa had declared their second innings on 270 for five with Hashim Amla striking an elegant unbeaten 127. Rogers and Warner smashed the ball to all parts, the latter hitting four successive boundaries off Morne Morkel, as Australia took a positive attitude towards their daunting chase. The breakthrough for the home side came when JP Duminy trapped Warner lbw.

Rhinos beat UP Wizards in shoot-out to claim third spot R
ANCHI: Defending champions Ranchi Rhinos beat Uttar Pradesh Wizards via penalty shoot-out to finish third in the Hero Hockey India League 2014 at the floodlit Astroturf Hockey Stadium. The Rhinos beat UP Wizards 32 via penalty shoot-out after the two teams were locked at 1-1 at regulation time. The hosts started the match on a positive note and got the first scoring chance in the first quarter through a penalty corner but wasted the opportunity. The Wizards, on the other hand, capitalised on their first penalty corner through V R Raghunath who converted the chance in the 15th minute. But the Rhinos equalised five minutes from half time through Manpreet Singh’s fine solo effort. Manpreet beat three Rhinos defender before slotting the ball into the opposition net with a fierce strike from top of the circle in the 30th minute. After the change of ends, both the teams tried their level best to break the deadlock but their efforts fell flat. The Wizards, however, had a bright chance to seal the match in their favour in the 68th minute when they earned their second penalty corner but they failed to utilise the opportunity to take the match into shoot-out.
Australia, South Africa enter U19 World Cup semis D
UBAI:Australia and South Africa today booked their places in the last four of the ICC U19 Cricket World Cup after winning their respective quarterfinal matches today. A magnificent century by West Indies’ Nicolas Pooran went in vain as Australia reached its third successive semi-final with a comfortable five-wicket victory here, while South Africa’s Aiden Markram scored his second consecutive hundred to take his side to an easy nine-wicket win over Afghanistan in Sharjah. Australia and South Africa will clash in the second semifinal on February 26, while the first one will be played between England and Pakistan tomorrow. Pooram, who came out to bat in the fourth over of the morning with the West Indies tottering at seven for three, was the last batsman out after scoring a scintillating 143 that lifted his side to 208 in 49.5 overs after it had collapsed to 70 for eight at the Dubai International Cricket Stadium. However, the target proved to be a small one for the Australians who achieved the victory in 46.4 overs. At Sharjah Cricket Stadium, Justin Dill’s four-wicket burst helped bowl the Asian side out for 197 and then opener and captain Markram hit an unbeaten 105 to guide his team home in 39.2 overs.

The field must be of approximately 105 metres in length and width 68 metres. to the mix of both surfaces available in the state.Alvarez also mentioned that they are currently not in a position to say which city could be chosen to host the matches. “At the moment we are in an evaluation process. We will be going back and forth (with AIFF and State Associations) and submitting our reports. So I can’t say anything right now.”The team also went to the University Sport Pavilion, Marine Lines and the Bombay

Menezes informed that WIFA has received full support from the state government to host the mega event. “The state government has granted us all the necessary sanctions and clearances, including security arrangements for hosting the World Cup,” he said. The delegation will next travel to Bangalore and later visit Guwahati, Kolkata and New Delhi.

THE Ace of hearts wins the trick, partner playing 2, which shows 3 cards. So you know that you have 3 cashable tricks. Whence would the
4th trick? Partner might have the diamond King. So after cashing the heart King you shift to a diamond. Declarer goes up with the Ace & plays a trump to your Ace. You hopefully continue with a diamond but as you suspected declarer ruffs & cashes all his trumps. In the last 4 card position you are squeezed having to guard the heart Queen & club queen as declarer has the club Jack tripleton. You just say “well played” & bow your head. I don’t think any defender beat this contract. First of all you must realize that you will be squeezed. The defence against squeeze is a little difficult & needs vision. The idea is to remove the menacing cards. Here the menaces are club Jack in the concealed hand, about which you can’t do anything, & the heart 10. Can you something about it? Yes! At the 3rd trick continue with the heart Queen, temporarily establishing the heart 10 in dummy. When it comes to your hand with the Ace of trumps continue with the 4th heart, which partner ruffs & the squeeze is broken. Declarer has to lose the club Queen. He had 7 spades, 2 hearts, 1 diamond & 3 clubs. What if he has 8 spades & partner can’t ruff the heart 10? Then his contract is cold as he will win 7 spade tricks, 2 clubs & 1 diamond, so ignore the possibility.

ADRID: Real Madrid moved three points clear at the top of La Liga as Barcelona suffered their second league defeat in four games with a 3-1 reverse away to Real Sociedad. Earlier yesterday, Madrid had comfortably seen off Elche 3-0 at the Santiago Bernabeu thanks in part to a spectacular long-range strike from Gareth Bale. Barcelona had come into the game on a high after beating Manchester City in their muchanticipated Champions League tie on Tuesday, but went behind when Alex Song turned Sergio Canales' cross into his own net. Lionel Messi restored parity almost instantly with a clinical leftfooted finish. However, two goals in the opening 15 minutes of the second-half from Antoine Griezmann and David Zurutuza handed Sociedad a deserved victory. "We didn't feel comfortable and we didn't have possession, which is our strength. That allowed then to create chances," Barca defender Gerard Pique told Spanish TV station Canal Plus. "Now we have a week to rest and reflect on why things didn't go well. It is not worrying, we just have to continue onto the next game." Barca boss Gerardo Martino had made six changes from the side that started in Manchester as Neymar made his first start in a month. After a slow start from the visitors, Pedro came
Navratna Ahmedabad lift Louis Philippe Cup
MUMBAI: Navratna Ahmedabad once again underlined their golfing supremacy by claiming top honours in the Rs 1.2 crore prize money 3rd Louis Philippe Cup, 2014. The Ahmedabad team sidelined strong contenders Puravankara Bangalore by a 2-1 margin in the strokeplay final played at the par-70 Bombay Presidency Golf Club, Chembur, Mumbai over the weekend. The Navratna team had earlier triumphed, when they defeated the same opponents, Bangalore, 3-0 on their home turf in the first edition. Navratna owe much of their success to their Sri Lankan pro Mithun Perera who sunk a crucial birdie on the par-5 18th hole to finish with a card of 2under-68 and score over M. Dharma, who made some costly mistakes including a triple bogey on the par-4 9th hole. However, Dharma still managed to complete the round with a score of 1-under-69 to lose the tie narrowly. Perera completed a hat-trick of titles in three weeks having won the Eagleburg Open in Bangalore and Standard Chartered Open in Colombo. Earlier, Navratna captain Vikrant Chopra lost the opening singles to Anirban Lahiri, India’s top-ranked golfer in the world at 108.
FC Barcelona's Alex Song of Cameroon and Gerard Pique, jump for the ball during their Spanish League soccer match against Real Sociedad, at Anoeta Stadium in San Sebastian, Spain. FC Barcelona lost the match 3-1. close to opening the scoring when he sliced Andres Iniesta's pass just wide. It was Sociedad who struck first, though, as Song bundled the ball into his own net under pressure from Gorka Elustondo. The lead lasted only three minutes as Messi fired home his seventh goal in his last five games
with an unerring finish from the edge of the area. Sociedad should have been back in front before half-time when Carlos Vela pounced on an error from Gerard Pique, but the Mexican wastefully blasted over the bar with just Victor Valdes to beat. Barca were dealt a blow at half-
time when coach Gerardo Martino was sent to the stands for the second half after taking his protests towards the officials too far as they headed down the tunnel. And the Catalans' defence also seemed to completely lose their composure at the start of the second-half as Sociedad opened them up at will.
Tennis is a brutal sport; this win is one of my best: Somdev N
EW DELHI: Somdev Devvarman does not have many Challenger level titles to show off in a game which he calls "brutal" and when his Delhi Open triumph came without losing a set in the tournament, India's number one singles player termed the performance as one of his best. Somdev outplayed Kazakhstan's top seed Aleksandr Nedovyesov 6-3 6-1 in the final to clinch his third title and pocket USD 14,400 as prize money along with 100 ranking points. "I don't remember when was the last time I won a match losing just 10 points on my serve. I had never won without dropping a set, so it is definitely one of my best performances," Somdev said at the post match press conference. Somdev's Delhi Open win was first since 2010 when he lifted Challenger trophy in the Izmir event in Turkey. Last year he made three semifinals. "It's huge. Nicer than the semis. Tennis is a brutal sport. In a main draw, 31 players go losing and only one win. It's not easy. So whenever I win, I enjoy, I cherish. And I am happy to have played and won in India," he said. IN BRIEF Astro-turf is beneficial for Indian hockey: Balbir Singh Senior
NEW DELHI: Dismissing the oft-cited problems in adjusting to asrto-turf as the reason for Indian hockey's decline, the legendary Balbir Singh Senior said such an argument is merely an excuse to hide poor performance as the surface is beneficial for the country's players. Balbir said he does not share the widely-held belief that India and Pakistan lost ground in world hockey after initial domination due to the introduction of astroturf surfaces and change in rules. "I don't believe that the change in rules and playing on astroturf has given a disadvantage to India and Pakistan. It is just an excuse (for the poor performance in recent years). Rather it should be beneficial to sub-continental hockey," Balbir said on NDTV's 'Walk the Talk' show. The 89-year-old said the changes have been effected for good of the game. "During our time, controlling the ball was a problem as we played on gravel fields. It was really difficult. Now the ground is smooth and the ball comes automatically. It's perfect conditions for ball control," said Balbir who now divides his time between Vancouver, where his three sons are settled, and Chandigarh.
India seeks IOC help for drafting anti-fixing law
NEW DELHI: India has sought inputs from International Olympic Committee (IOC) to fine tune its proposed comprehensive legislation on prevention of "match and spot fixing" in the backdrop of such allegations in cricket. In a letter to IOC Director General Christophe De Kepper, Minister of State for Youth Affairs and Sports Jitendra Singh has requested sharing of the body's knowledge in drafting the bill. "Ethics have become even more important in the current context in India. Of late, there has been a spate of incidents which amount to "match/spot fixing" in the game of cricket. This has led to increased demand for greater regulation to prevent similar incidents in future," Singh said in the letter, now made public under the Right to Information Act to activist Subhash Agrawal. Singh said a number of countries have already passed legislations making fixing in sports a criminal offence. He also said that he understands IOC has also studied such criminal activities and methods to combat them.

REPLACE DEFENSIVE DHONI WITH AGGRESSIVE KOHLI: IAN CHAPPELL
N
EW DELHI: Former Australian skipper Ian Chappell feels Virat Kohli should replace Mahendra Singh Dhoni as India's Test captain as the incumbent is defensive and lets the game "meander along like an absent-minded professor strolling in the park". Writing in a column for 'ESPNCricinfo', Chappell argued for Kohli's elevation as soon as possible after India's shambolic recent tour of New Zealand in which the team failed to register a single win in any format.
"Dhoni is a brilliant captain in the shorter versions of the game, and a master at timing his run to the finishing line as a middle-order batsman. However, as a Test captain he's too reactive and has a tendency to let the game meander along, like an absent-minded professor strolling in the park," Chappell wrote. "His conservatism allows the better players among opposition batsmen too much freedom and too many easy runs. Consequently, big partnerships, like the match-sav-
ing one by Brendon McCullum and BJ Watling, build too often," he said referring to the drawn second Test in New Zealand which India seemed like wining inside three days at one stage. "Dhoni really should have been replaced as Test captain following India's disastrous tours of England and Australia in 2011-12, when his teams displayed little fight in losing eight matches on the trot." Chappell said Dhoni seems to lack ideas when the team flounders. "When a captain starts to hinder his
team, he needs to be replaced. During that horror patch, Dhoni was unable to inspire his team and looked like a skipper just going through the motions. There's no doubt that a captain -- even the best of them - can stay on too long, to the point where he loses his team," he explained. "Dhoni did bounce back when he orchestrated a convincing whitewash of Australia at home. There's no question he's a better captain under familiar conditions. He's at his best with spinners operating regularly, whereas when conditions are more in tune with seamers he struggles." "In fairness to the selectors, not replacing Dhoni following the disaster in Australia was understandable, as a number of senior players retired and the alternatives were few," Chappell said. Chappell said Kohli has the aggression which is needed to fire up a team in trying circumstances. "A suitable alternative is now available in Virat Kohli. He has leadership experience as captain of Indian youth teams and, more importantly, he's now the right age and has matured into a top-class batsman. Even more importantly, he has shown his mettle overseas by scoring runs in difficult arenas like the WACA and the Bullring," he said. "This is the sort of inspiration India need to boost their overseas record. However, what they need even more is a proactive captain who can get the best out of his bowlers when playing in unfamiliar conditions," he added. "Kohli is an aggressive
batsman but that doesn't automatically mean he'll captain in the same manner. Ricky Ponting was an aggressive strokemaker nicknamed "Punter", but as captain he didn't take his gambling instincts on to the field." Chappell said once given the job, Kohli will have to show a lot of courage in decision-making. "Kohli needs to be brave as an India captain. Instead of placing defensive fields for Ishant Sharma's wayward deliveries he has to challenge him by deploying men designed to aid the bowler, as long as he maintains line and length. If Ishant
can't oblige him, he has to find another bowler who can. While Dhoni's tendency to rely on batsmen making mistakes and getting themselves out works brilliantly in the shorter forms of the game, the ploy is often exposed as flawed when gritty opponents like McCullum mount a counterattack in Test matches," he said. "Dhoni's latest injury may be fortuitous. It gives the selectors a chance to evaluate Kohli's leadership credentials in the one-day arena, and if he's successful, they should appoint him Test captain," he added.
