Assaulted doctor fears further attack from accused constable

Kannai Masilamani (24), a first year resident doctor in the orthopaedic department at BMC-run KEM hospital, Parel, was who assaulted by constable Sanket Vichare while on emergency duty on Wednesday, is yet to recover from the trauma of the incident. “He is a first year resident and had just started his career as a doctor. In the very beginning itself, if such an incident happens, then it is bound to make a negative impact on his
mind. Being assaulted in itself is traumatising. And in this case, the doctor was not at all at fault. Yet he was assaulted. He is scared that the incident will be repeated. He fears that the constable who is now out on bail will come back and trouble him again. We talk to him and make him understand that nothing will happen to him. We are trying to boost him up but it looks like he will take time to recover from the mental trauma of the incident,” said Dr. Lekhraj Kesare, a fellow doctor. Meanwhile, the Maharashtra As-
sociation of Resident Doctors (MARD) is awaiting a response from the dean of the hospital about their request make sure that action is taken against the constable who assaulted Dr. Masilamani. “We have been assured that within five to six days some action through the Home Department will be taken against the constable. We are waiting for that to happen. Model prescription format on cards MMC to make a format considering concerns and suggestions of all stakeholders By Shwetha Kannan

he Maharashtra Medical Council (MMC) has decided to come out with a model prescription format acceptable to all concerned stakeholders. “The need for having a model format for prescriptions is being felt by several states and the discussion has taken place in the medical councils as well. And the FDA in Maharashtra too has come up with a prescription format which is good but there are some issues in that which is bothering doctors. So we have decided to come up with a format taking into consideration concerns and suggestions of all the stakeholders. A team is already working on it. It will be made on the basis of the recommendations given by the Medical Council of India,” said Dr. Kishor Taori, Chairman, MMC. The Maharashtra Model Medicine Prescription Format made by the FDA was launched on February 28 this year. It requires details like the
dosage form, dosage instructions, name and address of medical store with pharmacist's name and date of dispensing and the doctor's signature and stamp to be filled. It also has some guidelines like changes in prescription to be issued on a fresh prescription, avoiding use of prescription pads that have names of a medical store or another doctor, etc. There were objections by some doctors about some requirements like need to write the generic name of the drugs because according to them, writing long pharmacological names when it comes to combination drugs is difficult and hence, were awaiting intervention by the MMC. "Our religion does not allow women to have sexual relations with anyone, except her husband. If a man and a woman decide to have sexual relations with consent, then both of them should be punished," he told PTI. Azmi has made these remarks in his reply submitted to the Maharashtra State Commission for Women (MSCW), which had asked him to explain his earlier statement that women who have sex outside their marriage must be punished too. Invoking Islam, the MLA, who appeared before the Commission yes-
terday, said a woman in illicit relation should be punished along with the man involved. Azmi said at times, law is misused by women. "If a woman voluntarily enters into a relationship with a man and later complains against him, it can have disastrous consequences." Reacting to Azmi's reply, MSCW Chairperson Sushiben Shah said it is not right on part of the SP leader to cite religion and deprive women of their rights. "The Constitution of India, the Supreme Court and Protection Against Domestic Violence Act have given acceptance to live-in relationships and provided protection to women, including Muslim women," Shah said. "The law of the land should be applicable to all women irrespective of their religion, caste or creed," Shah added.

inting at the possible postpoll strategy of his party, Chief Minister Prithviraj Chavan on Friday said the chances of Narendra Modi becoming the prime minister were slim, and Congress could form the next government by joining hands with "the third front". "I don't see any great possibility of Narendra Modi becoming the Prime Minister. Even if he gets more seats than us, he would not get support of the regional parties," Chavan said at a press conference. "As the other alternative, Congress and third front can form the government. We will try to form a secular government," he added. Asked about increase in voter turnout in the third and the final phase of elections in the state yesterday, he said, "There is a natural phenomenon that the first-time voters have the tendency to vote against the establishment. There is impatience among the youth. However, I don't see any Modi wave." The senior Congress leader, who has stoked a controversy by stating in a newspaper

He may be under fire from all sides for the past copuple of weeks over the issue of names missing from voter lists, but Maharashtra's chief election officer (CEC) Nitin Ramchandra Gadre still manages to remain cool. Soft spoken and seemingly introverted, so far he has not interacted much with the media, preferring to direct questions and requests for information down the line to his able deputies, but since Pune and the uproar there from irate electors robbed of their chance to vote, he has been discovering that the buck stops with him. And the 1989 batch IAS officer has been discovering the virtues of a free and frank discussion with a hungry media. After the hue and cry, Gadre frankly clarified that problems arising out of deletions in electoral rolls are inevitable as there is no fool-proof measure against errors. On Thursday in Mumbai, as the commission admitted that perhaps 200,000 people had been turned away from the booths, every party came down heavily upon him as if he had singlehandedly contributed to the problem. important book on the superstar. After all, it was one of the first books “on” him and frankly, it was more about Hines than about him, and clearly underlined her own obsession with Bollywood and the Indian movie business in general. Right now, if you want to read up on the man, there is an embarassment of riches available, one to suit every opinion. There is ‘Narendra Modi — The Man The Times’, by Nilanjan Mukhopadhaya, ‘Modi, Muslims and Media’ by Madhu Kishwar, ‘The Man of the Moment’ by MV Kamath and Kalindi Randeri, and our own personal favourite because it is so balanced, ‘The NaMo story - A political life’ by Kingshuk Nag. For us, Marino will just have to wait. that by the time the Assembly elections roll around, everything will be hunky dory.

CS students get IT instead of Computer Science question paper, forcing varsity to put the exam on hold and wait for decision of Board of Examinations By Yatin Ingle

hile the Mumbai University (MU) has already goofed up several times with regard to examinations, following its footsteps now even colleges have started goofing up with the exams. Yesterday while the students were appearing for the Company Secretary (CS) examinations, the college distributed them the question paper of Information Technology (IT) subject. As the college did not carry the correct question paper, it created chaos among the students. The students then complained to the varsity

about the issue. Yesterday, around 60 students were appearing for the examinations for Bachelors of Science (BSc) at the Kirti College exam centre. As the question papers were distributed, they were shocked as they were given the question papers of Information Technology instead of Computer Science.When the students complained about the same, they were asked to wait for the replacement of the question papers, but when it did not happen the students left the examination centre and reported the issue to the varsity. A student who did not wish to be named said, "When we got the question paper we were shocked as the paper was not of our subject. When we inquired about replacment of the paper, we were

asked to wait but then even an hour later nothing happened. We Ithen complained to the varsity officials. This is sheer carelessness, and will affect the students' careers. We had studied for the exams and do not want a re-exam." On the other hand, a few students claim that if there is no re-exam, the varsity allots just the passing marks, then they will be unable to score marks and hence they have appealed for a re-exam. Last year, a similar incident occurred at Jamnalal Bajaj Institute of Management Studies (JBIMS) where students were given a 50 marks question paper instead of 60 marks. our months after the Bombay High Court directed the state government to immediately increase the honorarium of members and presidents of the Consumer Fora in the state, the High Court on Friday further directed the state to provide adequate infrastructure and staff to the district Consumer Court Forums by September 12. The direction was given by a bench headed by Justice Abhay Oka, based on a PIL filed by Mumbai Grahak Panchayet which had filed the complaint on several issues including lack of infrastructure, filling up of vacant posts of members and Presidents of the Consumer Forum and insufficient salaries paid to them.The PIL alleged that, out of the 40 Consumer Fora in the state, 19 were dysfunctional due to vacant posts of members and presidents. Advocate Uday Warunjikar, representing the petitioner in the case, told the court that until recently the non-official members of State Consumer Protection Council were not experts in the field and were appointed only because of political connections. Reacting to this, the government lawyer said that it
had issued a Government Resolution (GR) on October 19, 2013 on new regulations to appoint non-official members, but some of the existing members were already appointed prior to that. The court directed the government to cancel the appointments made before the GR came into effect, and make fresh appointments of non-official members by September 30, in keeping with the new regulations. In the past, the government informed the court that they had already filled up 30 presidential posts in 40 consumer fora all over the state. However, 10 were still lying vacant and efforts are being made to fill them. The government said 34 members posts out of the total 84 in the Consumer Fora across the state were lying vacant and the process of appointing such members was in final stage.In the Bandra Consumer Forum, where space was a major constraint, 400 square feet of additional space has been provided, the court was told. Another bench hearing the same matter had earlier pulled up the government for its lackadaisical attitude regarding vacancies in the consumer redressal fora across the state. philip.varghese@afternoondc.in

21-year-old youth has been arrested by the Vile Parle police for allegedly killing a man who was having physical relations with his stepmother for the last few months. The arrested accused has been identified as Imran Amin Khan alias Monu who resides along with his father and stepmother on a footpath on Nariman Road beside an under-construction building . In his confession to the Vile Parle police, Imran revealed that for the last few months, Harishchandra Sharma was in a relationship with his stepmother despite his father Amin knowing about it. In a statement, MPCC president Manikrao Thakre said the controversy should be resolved and it should be ensured that such a thing does not happen in the Assembly elections later this year, reports PTI. According to Thakre, he has raised the issue with the Chief Minister Prithviraj Chavan through a letter yesterday. he one thing that propped up the myth of Priyanka Vadra’s level-headed maturity in comparison to her brother’s childish performances was the fact that she kept her mouth shut. Suddenly, however, she is all over the place, looking hot, sweaty and inelegant, and mouthing off almost as badly as the latter. The latest has been the remarks on Modi as the initiator of empowerment programs for women. What kind of programmes could come from a man who is accused of snooping on a woman, Ms Vadra declared. Evidently she is completely unconcerned about the fact that the woman herself, mysteriously, it must be admitted, has stated she had no objection to be snooped upon. So for the present, it could have been left alone. Against this background, one cannot even sympathise with her when the BJP comes back with the force of an avalanche, asking her whether she favoured the Vadra model of government over the Gujarat one which has been so fiercely criticised. In this case, Ms Vadra has only herself to blame. To tell the truth, perhaps it would have been better for her to have stayed away from the election din, for Robert Vadra is certainly no asset to someone campaigning in an election. His pink trousers are bad enough, the rest of his story, as a real estate tycoon who increased his non-existent fortune umpteen times in three years through “judicious” land deals that, in hindsight, seemed to be prophetic in their canniness, hardly bears repeating. Suffice it to say that one would have to love him dearly to take his claims at face value, that he was merely in the right place, making the right decisions at the right time. After all, it has been said, and a tad unkindly, that while the Gandhi siblings themselves display little intellectual ability, in comparison with Vadra, they come across as veritable Einsteins. Another reason for concern is the way the media itself seems to fall over itself, promoting her, covering her rallies, quoting her every utterance. After all, what has she done for the country or even for the party? What position does she occupy in the political landscape? What is her locus standi that we should hear her out? What is her claim to the belief that India should eternally be in the hands of one Gandhi after another? And it’s not even as if they are the right Gandhis!

ND finally the so called biggest extravaganza of the exercise of the franchise of Indian democracy is over in Mumbai and in Maharashtra. Soon curtains will come down on the drama of election campaigning all over India and the new regime would emerge. Though it would be the life as it was for the much-talked-about Aam Aadami, the life would take a new turn, perhaps a U-turn for those who breathe and live only politics. Some would assume seats of power while some would have to relinquish them and occupy the other side. This has always been so in politics. But for the voter what matters is which issues were raised during the campaign, what promises were given, how many of them were fulfilled and what would be their fate in the coming years. Unfortunately and condemnably none of the issues those touch the life of common citizens ever came up for debate or public scrutiny during the twomonth-long nation-wide election campaign. Now people will have no other alternative but to wait for the next elections to find the solution to their grievances, hopes, aspirations, frustrations and resolutions. This is the mockery of the election system and breach of trust of the Indian population. But, of course, who is bothered?

This happened much before five states of the union, including the capital state of Delhi, went for their state Assembly elections. Perhaps because of Modi's charisma, the BJP came out with flying colours in four of the five states (the fifth, Manipur is a north-eastern state). In Delhi though BJP could not form the government, it remained the largest single party and had the Congress not rendered 'outside' support to the Arvind Kejriwal-led Aam Aadami Party (AAP), it would have formed government in Delhi also. Soon after the BJP started its campaign, the Congress also woke up and made Rahul Gandhi the chief of its campaign. it is needless to say that Rahul is the uncrowned prince of the Congress and thus the prime minister nominee. He also began his trail soon after Modi. This means that both the warring sides have been campaigning for over six months now. This was enough time to evoke national issues, those touch and affect the lives of the common Indians. Alas, what we saw during the entire period was merely mud-slinging on each other's personal character and life, coupled with trivial petty intra-party politics. Though he clarified later in a haste that his remarks were in a light vain and actually he was propagating the right to franchise, the remarks did not go well with people. In the second incident, Pawar came down heavily on Shiv Sena Party Chief Uddhav Thackeray, when he criticized the latter for being a "weak" leader. Such utterances are not expected from a leader of Pawar's stature. Uddhav's cousin and the Chief of Maharashtra Navnirman Sena, Raj Thackeray to the family dispute to public forum. Being blamed by Uddhav for 'stabbing in back', Raj unfolded the 'story' of how the late Sena Chief Balasaheb Thackeray was fed with oily 'Batata Wada' by Uddhav's family and how he managed to provide him chicken soup every evening. He also recalled that it was he who drove Raj
home from hospital after the former underwent cardiac treatment. These remarks triggered a controversy and an edit of Saamana dedicated to the issue, made further allegations. These remarks were uncalled for apart from being of a poor taste. In the process, the real issues never surfaced in any public debate. The economic situation of the nation is going from bad to worse, with the rate of foreign direct investments (FDI) receding every day and the value of Indian rupee fluctuating regularly. The growth of Indian economy has come to a grinding halt and the rate of the GDR is also restricted to single digit for a long time. All efforts of the Reserve Bank of India to arrest the sliding economy are proving to be futile. As a result, the petrol and diesel is becoming expensive by the day. This has an obvious impact on the price-rise that is hitting the common man hard.
Frustrated youth indulging in crime Farmers' agony has always failed to catch the attention of those who matter. The plight of the farmers is such that over 2000 farmers chose to end their precious life due to the heavy burden of farm-loans and other difficulties. There was a worst ever hailstorm in Maharashtra when campaigning was underway. Some leaders did shout about the failure of government machinery. But what next? Neither the government nor the politicians had time, energy or will to persuade the matter. The situation on the social sector is also far from the minimum level of satisfaction. Delhi and Mumbai witnessed gang-rapes, a telling commentary on deteriorating social security and safety of women in big metros. On one hand the lawlessness is on a rise and on the other hand the slowdown in industrial growth, has failed to provide jobs to educated youth. The frustration among the jobless educated youth is leading the generation to crime. The corruption in public life is an issue to be concern about. The outgoing 15th Lok Sabha saw at least half a dozen union minister relinquishing office or going behind bar from various allegation of getting involved in corruption. At least three of those have been fielded again by the ruling Congress, though they are not yet cleared of the charges. One could expect a hue and cry about it. But nothing happened. It was intriguing that none of the opposition leaders took up the matter and raised public voice over these issues. Why? India's first Prime Minister, the late Jawahar Lal Nehru believed that the elections were one of the most effective tools of social education. Where was the social education during the entire exercise of the election campaign? Now that process of election would be over in the next fortnight, all eyes would be set on the formation of the new government. All issues of socio-political significance would be forgotten. That's called Indian democratic election system.

Shame on you, Mumbai THE moderate turn out in the 6th phase of the Lok Sabha elections in the city of Mumbai and the rest of Maharashtra proves that there is no wave of any individual or poltical party. The spirit of Mumbai was totally missing this time as the people were not interested in franchising their votes. The six Mumbai constituencies recorded not more than 53 percent of voters but it's slightly better than 2009 which was about 43 percent. There apprears to be anger among the people against the state or the central government due to corruption, rising prices, scams, building collapses and 26/11 terror attack which saw the government failing on all fronts to control it. But one thing was certain that Mumbai voters were not influenced by any poltical party and their candidates. Instead they voted as per their own cautious choice rather than being brainwashed by individual candidates.

he Bombay High Court on Friday directed the Government of Maharashtra to provide, by September 12, adequate infrastructure and staff to the district consumer forums across the state. The order was passed by a division bench headed by Justice Abhay Oka on a Public Interest Litigation filed by Mumbai Grahak Panchayat, a leading consumer rights NGO. Petitioner's counsel Uday Warunjikar argued that until recently the non-official members of State Consumer Protection Council were not experts in the field and were
appointed only because of political connections. However, the government said it had issued a Government Resolution (GR) on October 19, 2013 on new regulations to appoint non-official members but some of the existing members were appointed prior to that. The court directed the government to cancel the appointments made before the GR came into effect, and make fresh appointments of non-official members by September 30, in keeping with the new regulations. In January, the HC had asked the government to increase the honorarium paid to the members and the Presidents of Consumer Forums. PTI

Attempt to murder case: Kamini gets interim relief till June By A Staff Reporter
A
day after Mumbai police registered a case of attempt to murder against Kamini Shewale, wife of Shiv Sena candidate Rahul Shewale, who is contesting the Lok Sabha polls from South Central constituency, she has approached a sessions court seeking anticipatory bail. "Kamini has filed an anticipatory bail application and the court has granted her interim protection from arrest till June. The matter will now be heard in June once the court resumes after the summer vacations," Chief public prosecutor Kalpana Chavan told PTI. A police constable had been
injured during a clash between Maharashtra Navnirman Sena (MNS) and Shiv Sena workers after both parties alleged that cash was being distributed to voters in Trombay. At least 18 Shiv Sena workers including Kamini, were booked under various sections of the Indian Penal Code (IPC) at Trombay police station. According to police, constable Vikas Thorbole was patrolling the area when he received information that a heated argument erupted between the Sena and MNS workers. Sena workers alleged that MNS was distributing cash in a vehicle. The MNS workers also made similar allegations against the Sena, police said.

S end, it is bound to be a violent rehash of the Hollywood film. It’s a pity filmmakers cannot see strong women as anything more that imitation males. Alka does not even seem to have a mind of her own — her uncle is the puppet master. Kangana Ranaut does bring flashes of fire to her part, but when the director is not quite clear what he wants, it’s difficult for the actress to get the right key. It was brave of Vir Das to accept such a thoroughly despicable character, and he balances various shades well; the other men are all one-note thugs. INCE the 1970s to mid 80s more than 30 young women have mysteriously disappeared or been found murdered along Texas’ Interstate Highway. A 25 acre marshy patch in the area came to be known as the ‘The Killing Fields’, where the bodies of four young women have been found. Detectives have described the remote area as a perfect dumping ground for a serial killer, which stumped detectives and made investigating the cases difficult. RULES TO LET OUT YOUR PLACE A MEMBER may apply to the Society of his intention of sub-letting his flat and on receipt of the permission in writing of the Committee, sub-let or give on leave and license basis or care-taker basis his flat or part thereof or part with its possession in any other manner under the following circumstances: (i) Where the member is required to go out of the area of operation of the Society for a long duration on account of exigencies of service or business or on account of prolonged illness; (ii) Where the member is unable to occupy the flat owing to absence of facilities for education of his children or is unable to secure admission to the school in the locality for them; (iii) Where the employer with the view to ensure efficient discharge of duties, requires his to stay in the accommodation allotted to him by his employer; (iv) Where a member satisfies the Committee about his inability to occupy or continue to occupy the flat for any other genuine reasons. No member shall be permitted by the Committee to sub-let, give on lease and license basis or care-taker basis, his flat or any part thereof or part with its possession in any manner unless; He has made an application in the prescribed form; He has furnished the application for nominal membership of the proposed sub-lettee, licensee, care-taker or possessor in the prescribed form; His application contains the under-taking that he shall, by joining the Society as a party to the proceedings, initiate necessary legal proceedings against the sub-lettee, licensee, caretaker or possessor, on his failure to get vacant possession of the flat or part thereof on expiry of the period of sub-letting, giving on leave and licence or care-taker basis the flat or part thereof or parting with its possession in any other manner and meet the cost of the legal proceedings required to be incurred by the Society; he shall pay the charges of the Society every month during the period of sub-letting, licence etc; he shall pay non-occupancy charges to the Society. Non-occupancy charges shall be charged in accordance with a circular issued by the Government of Maharashtra / Commissioner for Cooperation from time to time and shall not be levy if the flat is occupied by the ‘family’ of the member as defined under these bye-laws. Provided that while permitting the sub-letting, giving on leave and licence or care-taker basis the flat or part thereof or permitting parting with its possession in any other manner, the Committee shall restrict the period thereof t 11 months or for period as desired by the Managing Committee, which may, on the request of the member be extended for similar period or part thereof from time to time. Non-occupancy charges shall not be levied to the flat purchaser who is intending to become a member and who submits the documentary evidence thereof. The procedure for disposal of the application for permission for sub-letting, giving on leave and licence or caretaker basis flats or part thereof or parting with their possession in any other manner, as laid down under the Bye-law number 65 shall be followed by the Secretary and the Committee of the Society. Very often many flat purchasers don’t receive any cooperation from their respective builders to help them begin the procedures towards the formation of a registered cooperative housing society. In such situations, flat purchasers should take the initiative and initiate procedures to form a cooperative housing society themselves. Before submitting a registration proposal without any cooperation from the builder, flat purchasers should first draft a letter to the builder indicating their intention to form a cooperative housing society. A copy of such a letter should also be addressed to the Deputy or Assistant Registrar of Cooperative Societies of the Ward where such a building is located. The copy should include a request to call upon the concerned builder to furbish an explanation regarding his failure to comply with the provisions of the Maharashtra Ownership Flat Act, (MOFA) 1963. The chief promoter then has to submit a number of documents, statements, undertakings etc., along with the registration proposal. The registration authority should be satisfied: a) The proposed society has complied with the provisions of the Maharashtra Cooperative Societies Act, 1960, the Maharashtra Cooperative Societies Rules, 1961 and any other laws that are in force for the time being; b) The proposed society has complied with the policy directions issued by the state government under section 4; c) The bye-laws being proposed are not contrary to the Act or Rules. Once the proposal procedures are complete and the registration authorities are satisfied, the registering officer is under an obligation under section 59(1) of the MOFA to register such proposed societies within two months of the lodging of the application with the registering authority. If the registration is not completed within two months, then within fifteen days from the expiration of the time limit, the registration authority is under an obligation to forward the proposal for registration to the government for further action. After a society is registered under Section 9 of the Maharashtra Cooperative Societies Act, 1960 the registration authority should grant a certificate of registration to the society along with a certified copy of its bye-laws.

After a society is registered under Section 9 of the MCS Act, 1960, the registration authority should grant a certificate of registration to the society along with a certified copy of its bye-laws. There are a few factors need to be fulfilled in order to obtain a clear title to a property. The owner of the property has to firstly produce all the originals of the title deeds in his possessions after which records pertaining to the property have to be searched from the specific offices maintaining them. Even slight discrepancies in the title of the property can lead to immense problems in the future vis-à-vis rights that arise from ownership and possession. Like public notices that have to be issued in newspapers inviting claims or objections from anyone affected in respect of the said transaction. Following the public notice, if an objection is lodged, the person should be asked to substantiate it within a stipulated period of time or else, ignored. For a transaction to be considered valid in a court of law, it must be registered accordingly. The registration of a document serves as a notice of the transaction to those affected by it. The seller has to clearly mention in unequivocal terms that there are no encumbrances or mortgages on the property being sold. Very often, several months after the deal has been struck, an unassuming buyer realises that the property purchased has been mortgaged to someone else and that he has been duped. Often, in order to save on a little money, a buyer may ignore the registration aspect of a document. If a document isn’t registered properly, it fails to confer any title to the buyer who could land with several problems. However, mere registration of the document doesn’t affirm its genuineness. Both the parties need to have executed the document and shouldn’t be in dispute with regard to the transaction. The sole registration of a document very often is commonly misunderstood as being evidence of a transaction. This, however, doesn’t provide whole and complete proof of execution which needs to be fulfilled. Incidentally, for premises purchased in a registered co-operative society, a buyer needs to check a few documents before going in for the deal. The share certificate
issued by the society to the owner has to be checked in order to authenticate the owner’s credentials and standing in the society. Very often, the seller could himself be a sub-tenant in a society flat with the actual owner oblivious of the transaction. In that case, the seller would be unable to produce the share certificate in his favour. In case, the deed has been lodged for registration, the seller should be asked to produce certified true copies of such conveyance, sale deeds and other documents along with the original receipt of the sub-registrar where the document has been lodged for registration. In case, a buyer opts for a flat in a society that hasn’t been registered, he should look for previous chain of agreements with past owners; Original stamped receipts of payments issued to the previous and present owners by the builder/development authority/society and transfer authorisation papers from the respective authority as well as a copy of approved plan and occupancy certificate issued by the civic body. Where a society refuses to accept the application from an eligible person for admission as a member, or the payment made by him in respect of membership, such person may tender an application in such form as may be prescribed together with payment in respect of membership, if any, to the Registrar, who shall forward the application and the amount, if any, so paid, to the society concerned within thirty days from the date of receipt of such application and the amount. If, thereupon, the society fails to communicate any decision to the applicant within sixty days from the date of receipt of such application and the amount by the society, the applicant shall be deemed to have become a member of society. If any question arises whether a person has become deemed member or otherwise, the same shall be decided by the Registrar after giving a reasonable opportunity of being heard to all the concerned parties.

UBAI: Kevin Pietersen failed to fire in his first match for Delhi Daredevils as Sunrisers Hyderabad rode on a brilliant batting show by Aaron Finch and David Warner to notch up a narrow fourrun win in an IPL match here today. Electing to bat, Hyderabad scored a formidable 184 for one with Aaron (88) and Warner (58) stitching a 128run stand for the unconquered second wicket and then restricted Delhi to 180 for four to record their first win of the season at the Dubai International Cricket Stadium. Chasing a stiff target of 185 for a win, Delhi were on course at 86 for no loss at the end of first 10 overs but ran out of steam once openers Quinton de Kock (48) and Murali Vijay (52) were out in successive overs, 12th and 13th respectively. J P Duminy (20 off 7 balls) and Manoj Tiway (23 off 13 balls) made a last ditched effort but in vain. Their valiant efforts took the game down to the wire but the asking rate had gone too high for the duo to take their side to victory. Daredevils captain Pietersen, who made it to the playing eleven after recovering from a finger injury, struggled in his first match this season as he looked rusty and tentative, before falling for 16 in the 17th over. Coming out to bat at number three in the 12th over at the fall of de Kock’s wicket, Pietersen, who was bought this by Delhi for a whopping Rs 9 crores, took four balls to open his account and then could not hit a boundary for 13 deliveries when the team needed them to bring down the asking rate. UBAI: Mohit Sharma produced a fine death bowling display and picked up four wickets to help Chennai Super Kings restrict title holders Mumbai Indians to a modest 141 for seven in an Indian Premier League match here today. Coming on to bowl the 19th over, Mohit picked up three wickets Ambati Raydu, dangerman Kieron Pollard (12) and Harbhajan Singh to prevent a late burst from Mumbai batsmen. Apart from Mohit (4/14), Ben Hilfenhaus (2/39) picked up two wickets for the Chennai utfit. Mumbai's innings mainly revolved around captain Rohit Sharma and Correy Anderson. While Rohit made 50 off 41 balls with the help of three fours and two sixes, big-hitting Anderson scored 39 off 31 balls. The 84-run third wicket partnership between the duo was the highlight of Mumbai's innings especially after they lost their openers for just 25 runs inside five overs. But once the duo departed their innings fell apart as Mumbai could manage just 33 runs off the last five overs for the loss of five wickets.
Electing to bat, Mumbai did not have the best of starts as they lost Mike Hussey (1) and Aditya Tare (23) early. Hussey's poor form in the tournament continued as he was bowled by fellow Australian Hilfenhaus in the second over. DUBAI: Kolkata Knight Riders face the daunting task of stopping the marauding pair of Glenn Maxwell and David Miller in its tracks when they clash with Kings XI Punjab in an Indian Premier League match here today. Maxwell has been in supreme touch since the start of the league, having trampled the rival bowling attacks with utter disdain. The Australian batsman literally toys with the bowlers as he hits them out of the park at will. LONDON: England's new assistant coach Paul Farbrace admitted that it was impossible to turn down the job even though he will have mixed feelings when he faces former employers Sri Lanka next month. Farbrace was lured away from his role as Sri Lanka coach by the opportunity to work as number two to new England head coach Peter Moores. The former Kent wicketkeeper met Moores and a handful of players at the National Performance Centre in Loughborough on Thursday just 24 hours after his release from Sri Lanka Cricket was completed. Farbrace had only been in his previous post since December, during which time the Englishman had led the Sri Lankans to success in the Asia Cup and World Twenty20. His departure after such a brief but successful tenure, and on the eve of the Sri Lankans' tour of Ireland and England, has caused some consternation in Colombo.
Rio violence does not threaten World Cup - FIFA
RIO DE JANEIRO: Deadly violence in Rio which saw tourist areas turned into battle grounds does not affect Brazil's hosting of the World Cup, FIFA secretary general Jerome Valcke has said. Rio, which will stage seven matches including the July 13 final, was the scene Tuesday of angry protests and clashes between residents of a slum district a short walk from the popular Copacabana Beach and police. Trouble broke out after a dancer was found dead, with friends and family alleging he was shot by police. In the ensuing protests, a 27-year-old man was fatally shot. "It is a tragic episode which causes sadness but it is not sufficient to say the Cup is at risk," Valcke told reporters. "I have received several messages asking me if there is a civil war in Brazil and I have replied no," added Valcke, speaking in the northern city of Fortaleza. KOLKATA: Continuing their flop show, Indian archers exited form the team events of both recurve and compound sections of the Archery World Cup Stage I in Shanghai. The Indians will return empty-handed from the season-opener if the compound mixed pair of Abhishek Verma and Jyoti Surekha Vennam lose the bronze play-off against their French opponents today. According to information received here, the Indian men's recurve team of Viswash, Jayanta Talukdar and Rahul Banerjee failed to make use of their top billing as the trio lost to the Japanese 0-6 in the quarters. The archers had identical fate in the compound section when the men's team went down to the US 226-229, while the women's side lost to Chinese Taipei 220-225 to cap a forgettable outing.
No Narang in 10-m air rifle for CWG; Bindra, Vijay make cut
NEW DELHI: Olympic gold medallist Abhinav Bindra made the cut, but London Games bronze winner Gagan Narang failed to qualify for the 10-m air rifle event for the upcoming Commonwealth Games. Narang, who had bagged a bronze at the the 2012 London Olympics in 10-m air rifle event, missed out on a place since his last six scores were not good enough. The last scores included the ones recorded in World Cups, National Championships and national trials. "That is the criteria for selecting teams," National Rifle Association of India Secretary Rajiv Bhatia said. The Hyderabad-based ace shooter, who won four gold medals in the 2010 Delhi CWG, will, however, be competing in two other events.

Phelps, whose record 22 Olympic medals include an astonishing 18 golds, was beaten in the 100m butterfly final at the Mesa Grand Prix by old foe Ryan Lochte. Lochte led at the 50m mark and held on to win in 51.93sec -- second-fastest in the world this year -- while Phelps was second in 52.13, matching the fourth-fastest time of 2014. "I did what I wanted to do," said Phelps, adding he'd targeted a time of about 52 seconds. The race was fun. The stroke was a little rushed tonight, it was way more relaxed this morning. But I swam a final again." Lochte, whose most memorable duels with his US Olympic teammate have come in individual medley races, was thrilled to line up
against Phelps again. "I probably wouldn't have gone that time if Phelps wasn't in there," Lochte said. "I'm glad he's back. "Him leaving, it kind of broke my heart a little. Racing against him is so much fun."
