The city’s prized tourist attraction, the Gateway of India, has witnessed two devastating terrorist attacks. Back in August 2003, a taxi bomb claimed eight lives and then in November 2008, terrorists stormed the Taj Mahal Palace & Tower killing 31 people in a three-day siege. In AuPoor chap! eral bystanders. These incidents formed the basis, however debatable, for the spurt in security in and around the zone. Similar occurrences at other terror-hit spots in the city haven’t fetched such heightened security bringing in the element of arbitrariness in police action. Sadly, under the guise of security, the common man’s Right to Walk too was quashed over the years. Now, on an experimental basis, one lane of the road between Taj Mahal Palace & Tower and the Radio Club will be opened up as a pedestrian path in the days to follow. After an evaluation of the response, a final call will be taken. Incidentally, the Mumbai Heritage Conservation Committee which had also opposed the proposal to fence the monument has welcomed the new idea. Locals are more than exhilarated with the decision and, rightly so too. Over the years, it has become impossible to walk around the Gateway of India. Barricades are put to every possible use in the stretch. Right from ‘creating footpaths for pedestrian movement’ to ‘forming a divider’ to bifurcate the road and control vehicular flow, the use of barricades is arbitrary and
quite excessive. Worse still is the high-handed behaviour of the police authorities in the vicinity who behave like a law unto themselves. In the absence of any proper laid-down rules for parking or movement, it’s a virtual free for all at the Gateway of India. A security vehicle stands parked for good opposite the Taj Mahal Palace & Tower bang on a footpath ‘meant for pedestrians’ and a ‘pigeon feeding zone’ created with barricades keeps the very humans who feed the pigeons, out of the way. The creation and control of barricaded zones has been left entirely to the discretion of the police and continues to bewilder the common man who has little option but to walk around in circles at Mumbai’s most prized tourist zone. In association with ADC, India-based think tank DraftCraft has been raising pertinent queries with regard to the common man’s Right to Walk – in and around the Gateway of India over the years. After all, the Right to Walk is an extension of the common man’s fundamental Right to Life as guaranteed by the Indian Constitution. (See also ‘Journey To Justice’ - pg 24 «)

inesh Upadhyaya, a resident of Goregaon who has 42 Guinness World Records and 24 Limca Book Records related to extreme 'mouth stuffing' under his belt, is all set to make as many as seven other records. He already has highest number Guinness World Records in the country. “From his childhood, Dinesh used to watch TV shows of recordbreaking acts, and got inspired enough to search for his own fame. Finally, he realized that all his strength lies in his mouth,” said Manish Upadhyaya, brother of Dinesh. In this year's edition of 'Limca Book of Recrods 2014' Dinesh is credited with eight records, including most number of table tennis balls held in his mouth, most number of lit candles, golf balls, mini tomatos, pencils, all held in his mouth and even most number of table tennis balls held in his hand underwater. He can hold 9 commercially available full size 1.5 dia taper candles in his mouth. He can hold 65 mini tomatoes weighting 231 grams, 83 peeled mini red onions of 190 grams, 6 Table Tennis balls of 40cm each, five gold balls of 42.5cm each in his mouth. He has established two mouth stuffing records of Record Holders Republic, UK – most pencils (92) fitted into his mouth and most straws (800 and later 1001). Besides mouth stuffing records, he had also made records in literature, communication, banking and palindrome. He made and broke his past records of most game dice picked up and held in the hand, fastest time to peel and eat an orange blindfolded, and most dried peas moved in one minute using a straw. He has also a record of 'smallest money transfer by cheque.' He had transferred Rs.0.01 (one paisa/$0.000188462) by cheque. One paisa is outdated so several banks refused to do the ‘cheap’ transaction. After some struggle, he filed a right to information (RTI) application asking a bank manager about rules regarding money transfer by cheque. Then he sent Rs.0.01 which is the smallest amount transferred to date. Dinesh is also credited with having shortest 'legal will'. Abhishekh Chaube, a teacher and former colleague of Dinesh, said, “He is always engrossed with records and more records. He works till late in the night. After being satisfied with results of detailed tests and trials, the CRS would authorise Mumbai Metro One Private Ltd (MMOPL) to commence passenger operations on the line. However, social activist Anil Galgali said as per his in-
formation, the authorities want to start operations on the line only once the code of conduct gets over so that it makes a good impact for the people of Mumbai. Galgali, in a letter to CRS, has demanded that the metro be opened for Mumbaikars without delay and that this may not be made a political issue. "We demand an immediate opening of the project once the final certificate is issued for the convenience of the citizens of Mumbai. The project should not be used to score political brownie points," Galgali said. With opening of the line, the journey will be reduced to about 20 minutes on Ghatkopar-Andheri-Versova corridor, which at present takes almost two hours through various other modes of transport.

ive Indian Navy cadets have been arrested by Khar police for molesting a 25-year-old woman inside a pub in Bandra. The five cadets first molested the woman who was with her husband and few friends and after the cadets were thrown out of the pub, they waited outside the pub and later chased the woman and her husband in an auto. The frightened woman called the police control room for help after which all the cadets were arrested in Borivali. The Kasturbha police in Borivali arrested all the five cadets and registered a case against them. PSI Kalpana Suryawanshi of Khar police station said, “The accused – Maheshwar Mahendra Singh (26), Tirthlal Dilpanath (25), Ashish Jai Kishan (29), Shyam Bhandare (29) and Chandan Mishra (26) have
been charged under sections 143, 146, 147, 149, 354 and 341 of IPC. HO will win the maximum number of Lok Sabha seats in Uttar Pradesh? The Samajwadi Party came to power by getting the support of Muslims in the state. The Muslim community, however, do not form the majority population in UP. BSP leader Mayawati created another segment of society - the Dalits. By doing this, she created a division among Hindus. Mayawati's strategy seems to have worked. At the end of her 5year term in office, the Dalits realised that Mayawati is not much interested in their survival: She spent crores building statues of the elephant - the symbol of her party - and also those of Kashiram who was her friend and mentor. When the assembly elections came, people - the Dalits included - dropped her and supported Mulayam Singh's Samajwadi Party. The big question now is whether the SP has been losing its hold on the people. It looks like both the SP's and BSP's rule in Uttar Pradesh is over. It all depends on the Dalits giving up their recently acquired identity and going back to their former identity. Chief Minister Akhilesh Yadav appears to be aware of this possible happening. When the VHP tried to organise a morcha to Ayodhya, he took quick steps to scotch the move. But Amit Shah, Gujarat's strong man, who has been sent by the party to conduct poll campaign must have done a lot of work to get the people back to the time when Kalyan Singh was the chief minister of Uttar Pradesh. The SP leaders are not at all happy and they evidently want to chase Amit Shah out of Uttar Pradesh. The dynasty family - Sonia Gandhi, Rahul Gandhi and Priyanka Vadra (Gandhi) - has been doing good work for the Congress party. Chances are the Congress will do well this time in UP. It is certain that Sonia Gandhi and Rahul Gandhi, who are contesting Lok Sabha election from Amethi and Rae Bareilly, will win because the Samajwadi Party has decided to put up no candidate in these two constituencies. The poll fight this time is likely to be between the Congress and the BJP in Uttar Pradesh.

ESPITE surprise intervention by the loony fringe of the Sangh parivar, the Modi juggernaut continues to roll forward. Just as Congress has many secular Togadias — Imran Masood, for instance, who famously threatened to chop off Modi’s head into tiny pieces — the wider Sangh Parivar has many communal Togadias. The two species feed on each other. But the sensible thing is to leave them well alone. The lack of attention is the best medicine to make them irrelevant. But, then, without the presence of a Togadia or two in the Sangh parivar it will be hard to sustain the Congress variety of secularism which thrives on fuelling fear among the minorities for securing their votes en masse. Maybe if there were no Togadias around, the Congress would have to invent them, for without them it would be hard to embellish its peculiar secularist vision. The party craves for the votes of the minorities without doing anything substantive beyond offering lip service for improving their socioeconomic lot.

It is a cheap mode of travel as well. The Mumbai Monorail, an intracity rail network of a total of 135 km planned length, opened to the public on February 2. The master plan for the monorail, designed to improve the transportation system of Mumbai, has been implemented by the Mumbai Metropolitan Region Development Authority (MMRDA) with L&T and Scomi Engineering. But for initial rush, this scheme did not provide much relief to ease the commutation problem in this route. NEW DELHI: The trial in a CWG related graft scam, in which Congress MP Suresh Kalmadi and nine others are facing prosecution, will be conducted on a day-to-day basis, a special court has said. This follows the Supreme Court direction to complete cases involving lawmakers within a year. The court said the ongoing trial in the case, in which the accused had been charge sheeted for "illegally" awarding a contract to install 'Timing, Scoring and Results' (TSR) system for the 2010 Commonwealth Games, causing a loss of over Rs.90 crore to the exchequer, will go on a daily basis as Kalmadi is a sitting MP.

alasore (Odisha): India yesterday successfully test-fired a new interceptor missile capable of neutralising any incoming long-range missile at higher altitude. The interceptor, positioned at launch pad–IV of Integrated Test Range at Wheeler Island, about 100 km from here, roared into the sky at about 9.10 AM to hit its target. The target, mimicking an incoming enemy missile, was first test fired from a naval ship at 9.06 AM and after getting signals from the radars, the interceptor went into action. "The trial was conducted successfully and all the mission objectives were met," DRDO Spokesman Ravi Kumar Gupta told PTI over phone. I
ndia is entering one of the most fragile periods in history with the economic situation being weak and a new government due in just over a months time. It hopes to come out of this fix as soon as a new government comes in. But there lie challenges in the current as well as future scenario that the new government will need to address. Both the IMF and World Bank have predicted a swift recovery, but other major independent agencies remain skeptical of the economic prospects until the results of the elections are out. As a result of positive anticipation of the future, markets have rallied upwards and it is mainly on the basis of “a strong, favorably a BJP led, government,� says Madan Sabnavis, Chief Economist, Care Ratings. India's economic woes have certainly gone down with decreasing inflation as well as a substantial deficit reduction. But the core structural problems still remain. If the price increase has gone down due to good agricultural growth, on the other hand, industry faces a deadlock with both IIP and HSBC's Purchasing Managers Index contracting and the domestic demand not coping up. Thus it won’t be long before we face another inflationary crisis unless the policies are brought into effect immediately by the new government. “India's growth has plateaued in the past 13-14 months, in spite of the government and India grows at just below 5%,� says Sabnavis. This clearly indicates huge growth prospects for the economy in the future with an alternative government. The Modi sarkar brings a great deal of hope to the business houses of the country and common man. Similarly, the Aam Aadmi Party brings hope of a corruption free state. And rightly so the Rahul Gandhi led Congress does not remain behind in this game; it brings in major changes to the Congress of
the past and appeals to many sections of the society including the youth. But looking at the political past of India it is clear that every politician looks convincing before the election and is disappointing after it. Intentions of these leaders are hard to guess and so is their judgment. It is clearly certain that the next government has a lot to do for the recovery of the economy including “working on supply bottlenecks, cutting fiscal deficit, improving governance and delivery mechanism and creating a enterprise friendly environment,� said Rakesh Singh, Distinguished Professor of Economics at Great Lakes Institute of Management. But there are many more underlying problems in the current election than just a suitable PM candidate being elected. Coalition remains the first problem. This slows down decision making and might cost a political break down to resolve the issue. This type of a political deadlock has been a major cause of the economic slowdown. The other problem is a five year term is too short for any substantial recovery in the economy. Thus a party who is elected, if it does manage to pull the economy out of the dump a continuation cannot be ensured, which creates a risk for many enterprises and institutions with another government in the future. The government as Madan Sabnavis points should be “strong�, to form a government with minimal coalition and should have the ability to rally into winning a few forthcoming elections. Certainly in the past few weeks the economic outlook and market sentiments have been positive but that does not rule out the economic and political uncertainty that India faces. Growth remains muted, but may not be for long though; if the next government radically and dynamically repairs the structural loopholes created by corruption, slow decision making, slacked implementation etc.
With the right policies it won’t be long enough before we return to an eight percent growth rate, considering a savings and investment rate of 30% and 34% respectively. Even the much dreaded external sector is picking up. Exports have risen faster than imports and the global scenario seems to be improving. “It no longer is a matter of time but a matter of decision, a collective decision of the people of India on, who will be, if not a perfect candidate, a suitable guide to India's growth prospects,' is the view around the economists circuit. Incidentally, the IMD has forecasted that the 2014 monsoon seasonal rainfall is likely to be 95% of the Long Period Average (LPA) with a model error of Âą 5%. The LPA of the season rainfall over the country as a whole for the period 1951-2000 is 89 cm. This is certainly cause for worry, believe most analysts.
'ROBUST MANUFACTURING NEEDED TO ACHIEVE 10% GROWTH'
India would need a employment generating robust manufacturing sector to achieve an annual growth of 10. "If India has to grow at 9-10 % p.a, and if India has to create jobs for its very large population then to my mind we have to drive our manufacturing..It cannot be driven unless and until India becomes innovation led economy and therefore innovation has to be the backbone of India's growth," Secretary in the Department of Industrial Policy and Promotion (DIPP) Amitabh Kant said at a Ficci function on IPR, yesterday. Manufacturing, which constitutes over 75 % of the index of industrial production (IIP), declined 3.7 % in February as against growth of 2.1 % in the same month a year ago. During AprilFebruary, the sector's output contracted 0.7 % compared with 1 % growth previously.India's economic growth expected to clock a decade-low figure of 4.9 % in FY 2013-14. To boost manufacturing sector's growth, the government has proposed setting up mega industrial zones in different parts of the country. The National Manufacturing Policy aims at increasing contribution of manufacturing to the national GDP from current 16 % to 25-26 % by 2025 and creating 100 million jobs in the next decade.Kant also said the private sector needs to encourage more creativity, innovative efforts and inventions to achieve better market leadership and increase its competitiveness in the global market.

lobal growth is likely to be better than anticipated, led by advanced economies, especially the US, while growth impulses are still relatively weak in the emerging market economies. In the US, of the two targets indicated by the Federal Reserve – inflation at 2 per cent and unemployment at 6.5 per cent – the unemployment target may be hit earlier, leading to wage pressures, and hence inflation. As a result, the Fed may raise interest rates earlier than is being anticipated. Some Members were of the view that global recovery may be weaker than expected.” This was the view that emerged at RBI's Technical Advisory Committee (TAC) meeting on monetary policy, held last month, the minutes being now being released to the public. On the domestic front, Members’ outlook was that real GDP growth will be muted. The manufacturing sector is stagnant. Since exports and imports are declining, the manufacturing outlook is also weak. Members sensed that investment may pick up as stalled projects take off after the election results. This could raise the outputcapital ratio as well as potential output and savings. If revival in growth is driven by a pick-up in investment, without matching

revival in savings, there could be larger imbalances. The composition of growth, therefore, becomes important. Members expressed concern on inflation in India being persistently higher than in other countries. On the inflation outlook, most of the Members noted that moderation in vegetable prices drove the recent softening of headline inflation and this is unlikely to be sustained. There are clear upside risks, such as suppressed pricing in electricity, LPG and diesel; impact of hailstorms on potato prices, if not on onion; increase in NREGA employment guarantee by 50 days; and decline in female labour force participation. Inflation excluding food and fuel is sticky since inflation in housing, education and medical care is still elevated. As the economy picks up, there will be an increase in these components and inflation may surge again after October/November 2014. Members cautioned that the Reserve Bank needs to be watchful of the decline in CPI to ascertain if the decline is likely to be on a sustained basis. One Member was of the view that consumer price inflation may soften to 7 per cent or even less, with the rate of growth in wages also likely to decline. According to this Member, inflation persistence factors could be food inflation and the fiscal deficit. High food inflation
influencing nominal wage growth but not vice versa, implies that autonomous factors drive food prices. The shift in land utilisation by as much as 10 per cent of total cultivable area away from traditional agriculture and in favour of vegetables should help soften the inflation momentum, but for short-run blips, like hailstorms/unseasonal rains. On the external sector, some Members noted that current account deficit risks, given sluggish financial savings, cannot be ignored. In the near-term, external sector risks might have eased because of the increase in forex reserves over the last six months. In the medium-term, however, the risk of capital outflows remains and may materialise if the US Fed raises interest rates earlier than is currently anticipated. Other Members expected a surge in foreign currency inflows going forward, which would put upside pressure on the rupee. They cautioned against a policy of allowing the real exchange rate to appreciate. While exchange rate appreciation may help in lowering inflation, it is not good for the economy in general as some categories of exports are highly sensitive to real appreciation, and there is a current account deficit. One Member was of the view than an exchange rate below ` 60 per US$ could hurt manufacturing growth
because of severe import competition. Some Members were of the view that the Reserve Bank must actively intervene in the foreign exchange market to prevent excessive exchange rate appreciation. On the other hand, some other Members questioned the need for intervention when capital inflows are large. They were of the opinion that when inflows are good, firms should be allowed to adjust their balance sheets rather than the Reserve Bank intervening in the market. Reserves should only be used to manage volatility and not the level of the exchange rate. On policy action, all Members unanimously recommended that status quo be maintained in the policy. Members listed upside risks to headline inflation in the near term which provide the rationale for a pause: high order of political and economic uncertainty engendered by the forthcoming national elections; the policy stance not being tight enough as the real policy rate is still negative; anchoring inflation expectations; sticky core CPI; and the large fiscal deficit. To manage the risks associated with capital outflows, most of the Members recommended that the Reserve Bank should focus on building up foreign exchange reserves. One Member recommended that the SLR be lowered to 22 per cent of net demand and time
liabilities (NDTL) to improve transmission of monetary policy signals. Members emphasised that the nuancing of forward guidance is important. Forward guidance should aim at maintaining interest rate stability, while recognising the challenges of dealing with capital outflows and supply shocks in the process of negotiating the disinflation path set out for January 2016. One Member was of the view that while forward guidance is important for anchoring inflation expectations, guidance should indicate that policy will turn growth supportive if inflation adjusted for base effects declines. Another Member recommended that the Reserve Bank should give forward guidance of a decline in the policy repo rate. The meeting was chaired by Dr. Raghuram G. Rajan, Governor. Internal Members: Dr. Urjit R. Patel (Vice-Chairman), Dr. K.C. Chakrabarty and Harun R. Khan, Deputy Governors; and external Members: Prof. Indira Rajaraman, Dr. Arvind Virmani, Prof. Ashima Goyal, Prof. Errol D’Souza and Dr. Chetan Ghate were present in the meeting. Y.H. Mayaram Expects FY15 GDP Growth At 5.5% By A Business Reporter

trong macroeconomic factors are likely to push the economic growth to 5.5% in the current fiscal, Finance Secretary Arvind Mayaram said on Friday at the Shriram Sanlam awards for excellence in financial journalism. "Growth is going to claw back because our fundamentals are strong and macroeconomic parameters are well under control. The expectation is that in the current fiscal we should be around 5.5% and next year we should cross 6%," said Mayaram. He said the economy is likely to get back to a higher growth trajectory going forward. The newlyappointed finance secretary said that inflation continues to remain an area of concern, but refused to comment on the impact of El-Nino weather phenomenon on the inflation. "Inflation is a worry. I won't be able to say anything about El-Nino because the India Meteorological Department (IMD) hasn't said anything definitively," he said. The weather department has forecast that the country may get below

The government and the Reserve Bank will take all the steps to bring the growth back to higher trajectory, he said. "Our concern is that we need to incentivise growth and therefore we need to take steps that will get growth back," he said. On the current account deficit, Mayaram exuded confidence that it will come under the USD 35 billion mark for FY14. "CAD is expected to be less than USD 35 billion, down from the estimated USD 88 billion," he said speaking at the Shriram Sanlam Awards for excellence in financial journalism. In FY2012-13, the CAD had touched an all time high of 4.8% or USD 87.8 billion, largely due to a sharp depreciation in the rupee. This led to curbs on imports of nonessential commodities like gold. The strong action taken by the government resulted in the deficit narrowing down consistently and some analysts are even saying that it will come down below the 2.5% of the GDP mark for FY14.

much-touted investment maxim says long-term investments yield higher than short-term, but elevated interest rates of the last three years have inverted the thesis. In this period, yields on 10-year government security increased from 7.98% to 8.80%, peaking at 9.23% in December 2013. On the other hand, the 1-year certificate of deposit yielded 9.37% on an average over the same period -- helping short-term debt schemes which typically follow an accrual strategy in times of rising interest rates. Long-term debt funds, on the other hand, were impacted by mark-tomarket losses, says a just released report by Crisil. It believes the 3 year period, returns from short-term categories were higher by 1.5% to 3.1%, with money market funds delivering the most. ound by law to be ‘socially responsible’, following the new Companies Act 2013 that makes CSR mandatory, there’s a huge sense of dissent among Corporates and expectedly so. As the Corporate world mostly views the Business of Business being to do Business, social responsibility is perceived as being ‘primarily’ the job of the State. In keeping with Indo-American Chamber of Commerce’s (IACC) agenda, a day-long Conference titled ‘Corporate Social Responsibility: The New Business Imperative’ was held earlier last week at the Taj Mahal Palace and Towers in Mumbai. The themes that the conference highlighted included ‘Decoding the new CSR Imperative,’ ‘The CSR Mandate: A step
in the right direction for corporate governance’, ‘CSR Challenges and Opportunities for Ensuring Inclusive Growth in India’ and others. The highlight of the conference was undoubtedly Director General and CEO, Indian Institute of Corporate Affairs, Dr Bhaskar Chatterjee’s speech wherein the management practitioner spoke at length on how, as Secretary to the Government of India, he prepared and wrote the first comprehensive guidelines on CSR for the public sector. The theorist was best equipped to explain the nuances of Section 135 of the new Companies Act 2013 and the corresponding effect of the CSR Rules. In what seems like an attempt to soften the blow of the new law, there is a provision under Section 135 (v) that reads: Provided further that if the company fails to spend such amount, the Board shall, in its report made under clause (o) of sub-section (3) of section 134, specify the reasons for not spending the amount. Dr Bhaskar drew the attention of participants, mostly corporates, that an entity which may be unable to spend all of the two per cent of the average net profit as calculated will only need to ‘specify the reasons for not spending the amount.’ And, in that, the law wasn’t as strict as perceived. But, the inclusion of Section 135 and the Rules are a decisive attempt to sensitise, and mandatorily, corporates making profit to part with a portion for social good. That spending on

There will be a weak Congress, a weak Jayalalita and a weak Mamata left in the fray. As I said Modi is very shrewd and a very good executor of plans. He has saved the Holographic shows when it really gets hot and these shows will be done at night. People will throng to see the technology and his speeches. But the market is being very cautious. The 7000 mark predicted is not coming yet. It is hovering at 6800. This time the market doesn’t want to over extend enthusiasm and prefers to wait and watch. I don’t think there is any worry about a Congress backed third front. So the real bump up in the markets will come closer to May 16 and after the results are declared. I am not a psephologist, but there are many factors for a decisive vote. In 2009 Congress had given a good performance in the previous years. That is missing this time - a very poor track record of policy paralysis and rampant corruption. Even during elections money is being distributed unabashedly. Second thing is that the country has seen one third front misrule earlier during Vajpayee’s time and how destructive that was. So that won’t happen. I think UP, Bihar, MP, Rajasthan, Delhi, Chhattisgarh, Jharkhand, Maharashtra are near clean sweep. TN and Andhra will be a pleasant surprise.

S per the Oxford Dictionary, a holiday is defined as a break from work especially for recreation. It also points out that a substantial period of it is usually spent away from home. Consumer behaviour study shows that people look forward to holidays. A break from work could be being away from school or being away from office or corporate work or even ones business. This period of time is regarded as very precious by consumers who would like it to be spent in the most enjoyable and relaxed manner. This particular need amongst consumers opens up a vast market, and is an opportunity for marketers. Every summer, just as one sees an increase in advertising for soft drinks, fans, ice-cream an air conditioner so does one see an increase in the advertising of holiday packages. How well do these packages appeal to consumers in terms of perceived value, determines the success of the product offering. In order to be able to have a good holiday product offering it is important to understand the various destination segments which the consumer looks forward to. Research has shown that some of the destinations chosen by the consumer to go for a holiday are their native places. Hill stations, beaches, resorts, pilgrimages and also trips abroad, are also considered. The destinations abroad depend on two aspects. The first aspect is affordability and the second is the novelty of visiting new places, if other places have already been visited because of relatives staying abroad. A nearby place like Singapore and Mauritius is picked up to be able to see foreign lands. The more high profile places like Switzerland, France, UK and North American are selected based on affordability and desirability. They are also picked up by quite a few, as the growing bookings on airlines during the summer period would show. Far off places in India are connected with major towns with holiday specially trains for the benefit for travelers. Air is of course used domestically as well as for going abroad and all formalities concerning the same have to be planned much in advance. While traveling to places like Goa, the sea route could also be used. There are some specific small domestic airlines which focus only on certain destination for example, an Airline would regularly trav-
el from Delhi to Kulu and back, thus, focusing on one destination and one segments of consumers. With the onset of the private, domestic airlines, in addition to Indian airlines, the travel options have increased multifold whether it be Jet Airways, Indigo or SpiceJet. The next part of the plan for a holiday is one of stay. This is an area which has been looked at as an opportunity by a lot of marketers. Apart from large five star hotels like Taj, Oberoi, Marriott, Hyatt, ITC and the Leela, there are smaller hotels of the three star categories which have started sprouting in small towns to provide for a more reasonable stay option. Inn chains are one such example which has offerings in small towns like Ahmedabad and Hyderabad. The government hostels and tourists bungalows also provide a reasonable and convenient stay option, though; the bookings have to be done much in advance. Given the above analysis in terms of consumer behaviour as
well as opportunity to provide travel and stay options, there are many other things looked for by a holiday maker. These offerings would be provided by marketers at the destinations itself. This could include a sight- seeing tour, food and drinks, a special visit to a tourist attraction in that location, as well as opportunities to just let your hair down, forget the troubles and worries of the world and enjoy yourself. All this has led to a special set of marketers who sell and market holiday packages. The number of people who use these offerings time and again suggest the success of these offerings. The brand names available whether in India or abroad are RCI, Kuoni, Raj Travels and Cosmos Travels. Some of these provide only stay opportunities; others provide both as a package. In the case of summer holiday marketing, what is important to note is the end benefit that the consumer or the holiday maker is seeking. The greatest benefit sought by a holiday maker is to get
away from it all and enjoy the freedom, independence and relaxation which the holiday provides. The other benefits are the desire to see new places, to relax and enjoy oneself. Apart from these, holiday makers look forward to peace, the thrill of the meeting old friends and relatives and of course to capture all this in a camera or a video camera and bring back the memories to keep with them for posterity. The summer holiday is a very special time in the lives of school children, as well as working adults. The satisfaction and pleasure of summer holidays ultimately reflects on better work output for the coming year and hence it is important from the view point of schools or corporations. With the entry of a lot of service organizations, whether in the field of airlines, hotels, tourism, resorts and entertainment, the Indian consumer could look forward to better and better summer holidays in the future.

here’s no such thing as a self-made man’, the second edition of the book which was released recently, is an inspiring autobiography of Pralhad P. Chhabria, Founder Chairman, Finolex Group of India, a Rs. 5000 crore conglomerate. Much like the man himself, who through the course of the book we learn is humble and modest, this book too is a simple and modest account of his meager beginnings, struggles and road to the successes and heights he has achieved today through the Finolex Group. From being the son of a wealthy businessman in Karachi, to have it all rudely snatched away by fate when tragedy struck and then going on to eventually reaching the pinnacle of success, this story has it all. He began his career at the age of 12, forced to work as a cleaning boy in Karachi to help his family financially. He went on to doing a number of odd jobs as a domestic servant, a collection agent and then traded in electrical accessories and become a supplier of defence contracts. Finally in 1958 Finolex was set up and there was no looking back since. Today, they are the number one manufacturer of cables in India and second leading manufacturers of PVC resin. The book is a detailed account of this journey filled with perseverance, hard-work and an innate positivity and belief in an outer guiding force. While the book is a rousing tale for any budding entrepreneur, it makes an interesting read for anyone and holds your interest throughout without getting too technical. The book also presents nostalgic vivid accounts and reflections of his childhood in Karachi, the Sindhi community and the effects of partition on them, Pune in the olden days and his travels and experiences in different cities among other things. Apart from this, it offers an insight into the era of Industrialisation post independence in India and how entrepreneurs like him struggled through the various government restrictions to eventually succeed. His close-knit relations with his family and friends, struggle to save his daughter and coping with her eventual death, experiences with his spiritual guru Swami Ram Baba and his philanthropic endeavors present a deeper and more personal side to the man behind the empire. Chhabria offers a lot to learn as he unveils a peek into his life story through this book. With hardly any formal education and no father for support or to fall back on, it was his basic beliefs in ensuring highest standards of quality rather than running behind material gains, ethical business practices, putting the customer first, developing a strong team work and faith in employees and compassion towards them and society, that helped the group grow; something management students can learn from. Priced at Rs.250 and published by Vishwakarma Publications, this one’s a good read for anyone looking for a dose of inspiration and much needed motivation to get cracking on those dreams we harbour deep inside. REVIEW OF THE PREVIOUS DAY:
The Nifty fell moderately on Friday (April 25, 2014) a net 58.05 points (0.85%) and closed at the 6782 point level. The market opened up with a gap at the 6855 points level. It then rose further and registered the day’s high at the 6869 points level at 9.16 a.m. The index then declined into the red and turned into a range bound movement until 1.30 p.m. It then declined sharply and registered the day’s low at the 6772 points level at 2.21 p.m. The market then rose and turned into a range bound movement until closing at the day. The Nifty moved in a range of 97 points and closed below the psychologically important 6800 points level. Sentiment was bearish and amongst the 50 Nifty stocks 34 were losers, while 16 were gainers. Substantial selling was seen in oil & gas, FMCG, capital goods and power stocks, while some buying was witnessed in realty, healthcare, consumer durables and technology stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 12.41%. This change is moderate and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 614 were gainers, 919 were losers and 64 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined and has exited the over-bought zone. The Slow K line in the Stochastic Oscillator has dropped below the slow D line (negative and a sell signal). RSI Indicator: The RSI is above the 60 level but is now declining (negative if it continues). MACD Indicator: The MACD is above zero but is now declining (negative if it continues). It is below its 9-day Average (negative). ADX Indicator & DI Lines: The +DI line is above the –DI line but both lines are converging (negative if it continues). The ADX is falling while the Market Index is falling, which indicates that the present down trend is decreasing in strength. Moving Averages (Trend Indicators) The index: Has dropped below its 5-day average (at 6807) Negative. Is above its 15-day average (at 6760) Positive. Is above its 25-day average (at 6688) Positive. Is above its 200-day average (at 6115) Positive. All the four averages are positively trended. Positive. Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating
a strong market but with a negative bias. Support Levels: For short-term traders the immediate main support is at the 6446 points level. The next support is at the 6338 points level. Resistance Levels The immediate main resistance is at the 6874 points level. The next resistance is at the 6919 points level. Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6808 (This is the level where the trend is likely to change during intra-day). Support (1) = 6747. Support (2) = 6711. Resistance (1) = 6844. Resistance (2) = 6905. OUTLOOK FOR TODAY:
On Japanese candlestick patterns the index has formed a long black body candle. This is negative. Further, the index has dropped below its 5 days moving average. The velocity parameters which were neutrally trended have now turned negative. All these indicate a negative bias and the possibility of a further decline unfolding. However, the index is still above its 15, 25 and 200 days moving averages and all the average are rising and also positively trended. This is positive. As such these are mixed signals. Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 6760 point’s level.

CMP: Rs. 254 Target Rs. 290 MMFS’s Q4FY14 results were above estimates, largely driven by higher recoveries. While the moderation in disbursal/AUM growth to 6%/25% YoY was in line, the decline in NPLs and QoQ improvement in NIMs surprised positively. The C/I ratio declined 740bps QoQ to 30% due to tight control on branch and advertising expenses. We expect FY15 PAT growth to revive to 30% YoY driven by improved recoveries. After falling to 18% in FY14, ROE is likely to revert to +20% by FY15/16. Valuations at 2.5x FY15E BV look reasonable; maintain BUY. Asset quality pressures abate: GNPLs/NNPLs (as a percentage of assets) declined by 40bps/30bps QoQ to 4.4%/1.9% (Fig 6), which management attributed to a stringent focus on recoveries. Management is confident that a timely and well-distributed monsoon would eventually lead to healthy cash flows, driving healthy asset quality. The southern states (except Tamil Nadu) are already showing signs of a recovery, as per management. Disbursement moderation in line with guidance; NIMs improve QoQ: NIMs on AUM (calc.) improved 65bps QoQ to 9.11% largely due to higher recoveries (Fig 5). Disbursement growth moderated to 56% (Fig 3) and was driven by the used vehicles segment (Fig 4). However, despite weak volumes, management remains confident of maintaining market share due to lower competition from PSBs. We expect AUMs to grow at 20% CAGR over FY14FY16. The C/I ratio declined by 740bps QoQ to 30% due to tight control on branch and advertising expenses. Maintain BUY: We expect FY15 PAT growth to revive to 30% YoY on the back of higher recoveries, and ROE to return to +20% levels after having dipped to 18% in FY14. The stock has underperformed the Bankex by 19% over the past three months on asset quality/monsoon concerns. However, a strong focus on recoveries is likely to offset the potential impact. Valuations at 2.5x FY15E BV appear reasonable. Maintain BUY.
NIRMAL BANG CALLS A ‘BUY’ ON HERO MOTO
CMP: Rs. 2204 Target Rs. 2968 We believe the accelerated pace at which Honda Motors and Scooters India (HMSI) gobbled up market share of its rivals over FY12-FY14 could soon be a thing of the past. Hero MotoCorp (HML) shed 380bps of domestic two-wheeler market share over FY12-FY14, while HMSI gained 910bps of market share in the same period. Over the next two years, a new equilibrium in market share (HML versus HMSI) is likely, wherein an optimistic scenario could be flattish or improving market share for HML, and a worstcase scenario of a mere 50bps-75bps further erosion in market share for this company. Further, we believe HML will register a secular margin improvement (395bps between now and FY16E), driven by aggressive cost reduction initiatives and declining royalty payment. HML appears to have successfully managed the transition from its earlier avatar of a HeroHonda joint venture to a standalone entity currently. The stock currently trades at 14.9x FY15E EPS and 12.5x FY16E EPS. We have assigned Buy rating to it with a one-year target price of Rs2,968 (16.7x FY16E EPS). No rude shocks from the management: Unlike in the case of Maruti Suzuki India (MSIL), wherein parent Suzuki sprang a nasty surprise by turning MSIL’s upcoming Gujarat plant into a 100% subsidiary (the rationale for which still remains unexplained by Suzuki), minority investors can draw more comfort in HML’s management. The Munjal family-led Hero Group is totally committed to HML as its sole investment vehicle in twowheelers. A play on likely two-wheeler demand recovery: After a significant lull in demand for HML vehicles and the two-wheeler industry in general over the past two years, we expect a fullblown recovery in HML’s sales volume growth over FY15E-FY16E (11.1% CAGR versus just 0.1% CAGR over FY12FY14). We expect EPS CAGR of 33.4% over FY15E-FY16E, versus a 4% CAGR decline in earnings over FY13-FY14E. At 14.9x FY15E and 12.5x FY16E EPS of Rs148.4 and Rs177.7, respectively, we have assigned Buy rating to HML with a one-yeartarget price of Rs2,968 (16.7x FY16E EPS of Rs177.7 – valuing HML at a PEG of just 0.5x on a two-year EPS CAGR of 33.4%), implying a 34% upside from the current market price. Some gems in writing have emerged this way. The Vanishing Act: Stories by Prawin Adhikari is a collection of extremely well-written stories by this Nepalese writer. Caravan is a unique compilation of short stories posted by writers on a website name litizen.com, and is proof that writing has progressed into whatever it is supposed to become.

The fascinating aspect of Indian writing in English today is the way it has turned inward on itself, looking not towards the West for its market, but addressing itself to the plurality of the country, manifested most obviously, at the first level, in the sharp differences in its regional discourse. Now, stretch this to include the sub-continent with its largely common postcolonial linguistic heritage and one begins to understand that a lifetime can be spent exploring these different voices, born of the time and the place in which they originate. And we have not even begun to scratch the surface of what is actually in store for us. In recent times, place seems to be the dominating idea of debut writing, whether it is from India or Bhutan, or, as in this case, Nepal. Voice, culture and perspective follow as a closely-combined second, and the effect is to feel one is on a ride through myriad cultures, listening to a people who may think as we do, but with almost a Haruki Murakami ever-so-slight tilt in perception that makes all the difference, making each experience excitingly new. And so it is with Prawin Adhikari’s offering of nine stories, placed in disparate settings that take you from Khaireni in central Nepal, to Kathmandu, and in one case, to California. even abroad. This is an online platform that has encouraged hundreds of those who have had a story to tell but could nothing about it. The first time-writers have proved to be shockingly fascinating. The brainchild of the Chaturvedi brothers, Rishab and Apurva, the modesty and earnestness behind this initiative becomes evident on the first pages which divulge nothing about the Chaturvedis, but rather give credit to ‘various authors’ with the mention ‘by Litizen.com. ’This is their second compilation, the earlier one being Labyrinth, which sells well even today. The first story, Rhode Island by Rishab himself, takes one back to the Van Damme film, Screaming Target, where the disgustingly rich sort out their frustrations by hunting people in some remote space, with an assortment of weapons, including crossbows. Rhode Islands has
intimately familiar and puzzled by her physicality. She bathes him,
slaves who are set free only to be stalked and killed. People who are indulging in this grotesque sport are a Russian oil tycoon, who has ravaged a hostess aboard the ship that brought him here, and a bunch of Japanese businessmen who shoot and slaughter their black target. The sordid saga is managed by a Belarusian manager, Alexandre, who by his demeanor complements the wretchedness of the place. The Music Shop by Sharath Komarraju is about schizophrenia, and the merging of identities that brings to mind the kind of plot in a Nabokov novella. Aman Fernandes enters his music shop to see his look alike sitting by a phonograph. There is the Mukesh song, Maine tere liyehi saath rang ke sapne chune, playing in the background, as the situation unfolds, with the intruder claiming that he and Fernandes are mirror images. He also talks of Fernandes getting done to death with his throat being slit. The end leaves you wondering about how far the illness can take
feeds him and looks after him while his own mother is out, scrounging for both of them. He young woman’s husband works in a construction company that is tunneling through a hill, and one day it comes down. As the little boy watches, the young woman disintegrates. “The shacks along the road had become other than domiciles: they were the instrument for an eerie kind of music, made up of equal parts of silences and screeches, of doors and window shutters flailed about on the hinges, the zip and tear of a blouse being torn, the throaty, hoarse sobs of a woman suffocating against the chest of another, voice lost after the first puncturing scream, stupefaction, hysteria.” Life in modern Nepal of the same kind of uneven development, the culture steeped in corruption, the sturdy strength of its lower economic classes as the rest of the sub-continent, is hard, often brutal, usually ugly, especially among the people Adhikari writes about. But the moments of tenderness are lyrical, the harsh beauty of the landscape is written about poetically, the still life of the spirit very well delineated. He holds the stories together successfully, his characters across continents engaged in the act of mere living with rare moments of lucidity and self-awareness, the central thread of his story-telling. Crafted carefully and lovingly, these are stories that one can return to in the future as well. The sooner Adhikari writes a full length novel, the better. Ayesha by Dr. Vivek Banerjee is about a pathologist in a mortuary and how she deals with Kamte, a lech of a technician who leers at her whenever he can. There is an admirer who keeps dropping notes into her mailbox, and Ayesha suspects it is Kamte. She locks him inside a freezer in the dead-house after a bunch of sleeping pills knocks him out. Kolkata lass Tina Dutta has done many popular shows like 'Koi Aane Ko Hai', 'Comedy Nights With Kapil', 'Comedy Circus' and now 'Uttaran'. Sandeep Hattangadi spoke to Tina at length about her life, times and career. Tell us something about your childhood in Kolkata. My childhood was really very nice. I used to stay in a joint family. I am the youngest girl, a spoiled brat and have been pampered by family. My grandfather, my father, everyone loves me and a lot.
We heard you started your career at the age of five. What was that like? I started working at an early stage of my life, when I was just four and a half years old. I never wanted to be an actor I always wanted to be air hostess. There was one actor who used to stay next to my house in Kolkata; he came to my house one day and informed my parents about these auditions. Dad was against it but my mom took me for the auditions. I was really happy when I went for the auditions. Ravi Ojha he gave me the show called 'Khela' and he also trained me nicely. During your teenage years, you had worked with Aishwariya Rai in 'Chokher Bali'. Do you have any special memories working with her? It was really amazing experience working with a well know actress like Aishwarya Rai and also a well known director Pradeep Sarkar. I clicked pictures with Aishwariya Rai. She had also called me to her room and gave me sweets and chocolates to make me comfortable. I also met Vidya Balan and even she is a very sweet actress. I met her during the making of 'Parineeta'.
When and how did you realise that it was time to come to Mumbai for your career? I received mail from Balaji Television when I was in class 10. But I had to complete my education too. I saw it after my HSc in the month of March. My Father was not ready to allow me to go for the audition because he was worried about me. But my mother took a decision and this how I came to Mumbai to make a career in acting.

Initially there were reports of your competition with Rashmi Desai, animosity just like your onscreen characters – how did you react to that? There was no competition as such. We always had parallel characters, Rashmi Desai playing the negative character and I playing the positive one. She is giving her best and I am doing my best. Moreover there is no competition among friends.
What kind of reality shows have you done and would like to do in the future? 'Comedy Circus', 'Comedy Nights With Kapil', 'Boogie Woogie' and 'Dus Ka Dam'. I would love to be a part of 'Jhalak', 'Nach Baliye' and any dancing reality show. May your wish come true!

Journey To Justice An ADC-DraftCraft initiative to ensure the Right To Walk by questioning the arbitrary use of barricades and ensuing traffic mess at the Gateway of India makes a breakthrough, writes Gajanan Khergamker

Tourists visiting the Gateway for the very first time are left bewildered with the paraphernalia and have to walk endlessly to find an entry point between the barricades. Photographers attempting to run away from the police jump the barricades directly onto the flow of vehicular traffic opposite the Taj risking life and limb in the process. In association with Afternoon Despatch and Courier, DraftCraft campaigned about the arbitrariness of the authorities when it came to the generic use of barricades, at the Gateway of India zone in particular. And, about how that meant ‘encroaching upon public space’ and depriving the common man of his basic Right to Life as guaranteed in the Constitution of India. The ADC-DraftCraft-led initiative continued over the years through a series of articles and documentaries created by DraftCraft Films which has finally resulted in the authorities finally taking cognisance of issue and proposing the Gateway of India stretch be made into city’s very first ‘Pedestrian-Only’ zone. Here grab a look at ADC-DraftCraft’s journey to justice:
Police nod needed to remove barricades: BMC Back in 2010, DraftCraft maintained that the arbitrary use of barricades was “unfair, undemocratic and a starkly lop-sided dispensation of justice,” in Afternoon Despatch and Courier. The BMC had then refused to remove the security barricades erected around the Taj Mahal Hotel and Hotel Trident till it got an allclear signal from the-then Mumbai police commissioner. Barricades placed initially around both the hotels went on to stay for good over a period of two years creating huge nuisance and traffic problems for citizens and residents alike. Following a series of complaints from local quarters even through the corporator Vinod Shekhar, the BMC A-Ward office issued demolition notices to the two five-star hotels for encroaching on public property. The ward office even sent a bill for penalty and stacking charges of Rs 6.4 crore to the two hotels for the period ranging from September 1, 2009, to May 31, 2011. Later, the authorities concluded that for the security barricades, no fine would be collected as “they have now been authorised in a joint meeting of the BMC and the police.” Arthur Bunder Road, which runs parallel to SB Road, is anyway very congested with parked taxis, tourist vehicles, private cars, tourist buses and the brightly-lit Victorias weaving in and out of the mess. To make things worse are the barricades that, most feel, ought to be erected within the hotel premises and not
who’s hit the worst...not too many celebrities visit the Gateway. And, all roads leading to the Taj are laid bare open - free from pedestrians and other traffic when it comes to the passage of a VIP or a politician. And, most recently, on April 7th 2014…

I
t has been a long-drawn-out battle but one that seems to be reaching a logical conclusion. In its six-year-long fight to fetch pedestrians’ their Right to Walk around the Gateway of India, DraftCraft has been fervently protesting the arbitrary use of barricades on footpaths and the roads in the zone. It all began after the 26/11 terror attack in 2008 when the police, in their bid to tighten the security around the monument, cordoned off the entire stretch of road around the Taj Mahal Palace from vehicular traffic. The police stopped all vehicular movement in the zone, for days on end. After campaigns in the media and protests within sections of the public, the police were forced to make way for vehicular movement. However, the police continued to control vehicular traffic and parking in the vicinity with the help of barricades they placed in the zone. The barricades sometimes blocking the footpath and, at other times, helped the police divert vehicular traffic. What seemed to be a temporary solution to a security issue became a permanent fixture. Barricades were being used flagrantly to divert vehicular traffic on a section of footpath right in front of the Gateway of India and openly obstruct the pedestrians’ passage in the process. The entire Gateway of India stretch had soon became a maddening maze of pedestrians, hawkers, vehicles, police vans and barricades. DraftCraft has always maintained that the barricades, in no way, lend any sense of security but, in fact, adds to the chaos.
Barricading the common man’s liberty
The Gateway of India stretch may be made into city’s first-ever ‘Pedestrian-Only” zone. on a public road. Back then the police sources claimed that they feared an attack similar to that on Hotel La Meridien in Pakistan where a truck laden with explosives was rammed into the hotel before being detonated in 2008. “In view of such a high threat perception, it was decided to maintain the barricades,” they feel. Despite all threat perception, it makes little sense for the authorities - both civic as well as police - to encroach upon public property and affect rights fundamental to the common man.
Security Sham A photo-feature published in Afternoon Despatch and Courier, DraftCraft highlighted, “under the pretext of strict monitoring, the barricades propped up to prevent tourist movement to Gateway of India from the Taj side come as an unpleasant surprise for first-timers, who are left hunting for an entry spot and wander around aimlessly looking for the nearest opening in the absence of a board providing directions.” The Gateway of India, located on the water front at Apollo Bunder in South Mumbai has been converted virtually into a fortress with hundreds of barricades propped up to prevent free tourist movement. Post 26/11, security fears were real. But the sham of arrant obstructionism around the Gateway of India seems to be aimed at two things being a major irritant to locals and tourists and indulging a downright lazy constabulary led by its officers.
(Mis)Rule of the law That a World Justice Report places India among the last few rungs in the list of nations in evaluating their guarantee of the Rule of Law may be argued as excessive or simply ruled out as biased but it does bring to fore the fact that there is something
wrong...drastically wrong in our approach. The authorities are selective and very biased. As published in this newspaper earlier on December 4th 2010, the police and BMC played the blame game when it came to the issue of removal of barricades in and around Taj Mahal Hotel and Trident Hotel but acted swiftly against hawkers in the same zones. Encroachment held different meanings when it came to two different entities. It was outrightly unfair, undemocrative and a starkly, lop-sided dispensation of justice, we wrote, back in 2010. Barricades which are used rather arbitrarily during bandobast, nakabandi or in case of VIP visits, are employed quite arbitrarily, for agonisingly long periods of time triggering traffic snarls and preventing right of passage for inordinate periods that defeat the very purpose of police action. Why, even the very presence of security gates / metal detectors at Churchgate Railway Station and CST among others quite defeats the purpose of security itself. Accompanied with the huge posse of policemen either sitting, chatting or eating in and around them, they don’t really do much in the furtherance of law. Yes, they do, however, manage to delay and stall smooth passage of travellers and pedestrians particularly at a time when meeting deadlines and alighting time-bound trains is a priority. The entire idea isn’t just lost, it’s defeated. Concurrently, the right to passage of a select few - politicians, celebrities and VIPs - is offered on a platter, at the cost of the common man’s convenience. And that, is a flagrant violation of the rule of law. Similarly, barricades placed in and around the Gateway of India continue to harrass the common and plague passage but the authorities continue to look the other way. After all, it’s the common man
The Brihanmumbai Municipal Corporation recently fined Bombay Stock Exchange (BSE) Rs one crore for ‘illegally blocking’ the street that leads to BSE towers, since 2011. The BSE had put up bollards as well as barricades blocking the street soon after the serial blasts that rocked the city in July 2011. Reportedly, the blocking of the road causes chaos in the busy streets near BSE buildings. According to BMC, the permission to put up barricades on the street was only given temporarily after the bomb blast in 2011 but the BSE continued with it over the past few years on its own accord; ignoring repeated complaints from residents and office goers who have to deal with the chaos on a daily basis. The use of barricades for years on end, in the guise of security, has become a trend in Mumbai, especially in South Mumbai. Just like The Gateway of India in Mumbai has been cordoned off from all the sides limiting people’s passage, Delhi’s India Gate lawns had been recently barricaded by the police. The Delhi police faced the public’s brunt for cordoning off the India Gate’s lawn and parking lots around the area from the common public, once again for ‘security reasons.’ Recently, a petition was filed in the Delhi High Court seeking the reopening of the India Gate lawns and parking lots adjacent, to which the Delhi police has opposed saying that the area has been blocked from the public owing to “security concerns”. Moreover, there are permanent cemented flower pots constructed on the roads, which work as ‘road dividers,’ that fall on the BMC’s blind spot. According to the law, it is unlawful to construct any permanent structures on public property in such an arbitrary fashion, threat or otherwise. The Right to Life as provided in The Constitution of India through Article 21 assures all an associated Right To Walk. Over the years, it has become nearly impossible for the common man to walk in public places, along public spaces and exercise a right that is intrinsically associated with your very Right to Life. T should be accepted that Narendra Modi will become the next prime minister of the country. The way crowds are flocking to his meetings and the kind of campaigning that is going on for him show that the entire country is with him. Just a small shortfall, the survey reports are saying – the Bharatiya Janata Party (BJP) on its own will get 170 to 180 seats and with alliance partners the NDA will get a total of 220-230 seats. No survey (except one that was telecast recently, giving the NDA the magical figure of 272+) is being able to take Modi’s NDA beyond 230 seats. In fact, this NDA is not the BJP’s, it is Narendra Modi’s and the number of NDA seats does not seem to be increasing. It is doubtful if the parties which are with the NDA, leaving aside the Shiv Sena and the Akali Dal, may get even one or two seats. What will be the scene in the country if Modi becomes prime minister and if Modi does not become the prime minister, this should be discussed. The first point is that the BJP is not fighting this election, it is Modi who is doing so. A big special feature of this election is that two personalities are being seen in front in the country. The BJP’s Narendra Modi has reduced the credibility of the BJP to zero and the people of the country have been told that if the BJP had fought this election, it would have got from 100 to 125 seats. N April 10, elections were held in Delhi and western Uttar Pradesh. There was voting too for six seats in Bihar. Overall, votes were cast for a total of about 91 seats. The percentage of voting was splendid. At the root of this was of course the publicity by the Election Commission, its efforts that the maximum number of voters should cast their votes, and since the last few elections greater enthusiasm can be seen amongst young voters to cast their votes. Suddenly, youths between 18 and 24 years have started believing that elections are most important. Earlier, there used to be ‘workers’ in the elections. Thereafter, in the last 10-15 years instead of ‘workers’, young people working on daily wages were used in the elections. But after the last assembly elections in Delhi, throughout the country parties started getting young workers afresh. In these Lok Sabha elections, young workers had participated actively in their parties activities. The share of youngsters is crucial. Now these young votes, which are being given in large numbers and which have increased the percentage of voting from 65 to
fighting the elections, so the seats of the BJP can range from 170 to 180. So far, the maximum number of seats that the BJP has won is 182 seats. It is a matter of regret that Modi after doing everything is not able to give an assurance that the BJP on its own will cross 182 seats or not. If we believe that the BJP gets 200 seats and its allies get 30 or 35 seats, even then the total number does not exceed 235 or 240 seats. To get the remaining 40 seats for a majority is not a very uphill task for the BJP. The first fact: Narendra Modi’s propaganda machinery is not giving the slogan of ‘This time, a BJP government’ but is giving the slogan of ‘This time, a Modi government’. This means that if in the event of any kind of shortfall of seats there is talk of someone other than Modi becoming the prime minister, who apart from the present NDA allies, is in accordance with the conditions set by other allies, then the BJP will not accept any name other than that of Narendra Modi.Mohan Bhagwat, the RSS chief, has conveyed to all the leaders of the BJP that if the NDA does not get a majority, then for bringing a majority, the NDA will not accept somebody other than Narendra Modi for the post of prime minister. He has made it clear that the BJP would prefer to sit in opposition but will not consider changing Narendra Modi. Actually, behind this is an old belief of the Sangh. The Sangh considers that the BJP will have to free itself of L.K. Advani, Yashwant Sinha, Shatrughan Sinha, Murli Manohar Joshi and will have to fashion a new BJP. Now its second strategy is that keeping Narendra Modi in the forefront, and separating the other people from the BJP, a new leadership rung which has faith in the pure Rashtriya Swayamsevak Sangh (RSS) principles can be cre-

ated under the leadership of Narendra Modi.The hidden truth behind this decision of the Sangh is that in these elections if in place of Modi someone else is brought on the acceptance principle to form the government, then the party will split. And if the party splits, a large chunk of the elected MPS will go with Modi, because for the first time in the history of elections in India, the BJP is fighting the elections in such a manner as if it has received a divine signal that Narendra Modi will become prime minister. For Modi to be-
come prime minister, one of the basic conditions is that the BJP on its own wins around 215 seats and its allies win at least 30-35 seats, and then the remaining independent or small parties with 15, 20, 30 seats, support it – and even then it gets a simple majority. Now if a government can be formed on 272 plus one more, then a government can also be formed with 272 plus 100 more. But the BJP has not been able to use this slogan. Perhaps it is due to the lack of organisation and confidence that this time it will get a two-thirds majority come what may. When there is no such claim, then how is there a Modi wave, this question revolves in the mind. If Modi becomes the prime minister, there will be development in the country, and this development should be good. Those people in Gujarat who do not

This is success. Whether Modi
spent or did not spend Rs.10,000 crore on publicity is a matter of debate, but if Modi spent Rs.10,000 crore, then they were spent intelligently. On the other hand, even if Rs.10,000 crore rupees were spent, they were spent foolishly, because no publicity appears to have been done any favour to the Congress. The Congress in the last 10 years did good work even though the results did not appear to be good. Leaving aside the Right to Information, all the other laws were seen to be helping and in favour of corruption, but the Congress left the electoral battle without a fight and in the midst of the elections allowed its ‘soldiers’ to say that the Congress has lost the elections. Jairam Ramesh, P. Chidambaram and A.K. Antony are prominent among such people who have made the ‘announcement’ of the end of Congress possibilities and the Congress has not given them any punishment. These three senior Congressmen are members of various committees and are very close to the party's High Command. It seems as if within the Congress there is

Neither the media nor other people have brought this before the country, but I look at it this way – that the development of the country too will be like that of the development of Gujarat. When we meet Modi’s associates, they say that within six months Modi will make such a declaration, due to which the minority community comprising of Muslims will extend their support to be on his side. There are some reasons which are important for Modi not being able to be the prime minister. The first is contradictions within the party. Party leaders believe that party president Rajnath Singh is a good strategist and an agreement has been formed between him and Modi that this time Rajnath will become prime minister and Modi will look after Gujarat and next time Modi will become prime minister, and Rajnath will retire from politics. This may be purely a rumour, but the kind of strategist that Rajnath Singh is then this rumour may well become the truth. The scenario in politics relate to the 'hare and tortoise' fable. This story can happen either way, i.e. the hare – Narendra Modi may go to sleep and the tortoise – Rajnath Singh – may win the race. Or the hare Modi may go to sleep and the tortoise, i.e. the Congress with its allies, may gradually close in on a majority. Indian politics is a game of miracles. In the 2014 elections, the results will be known whether leaders like Mayawati, Mamata, Jayalalithaa, Naveen Patnaik, Nitish and Mulayam play the role of trump cards, but publicity wise Modi can be still seen in the role of a king. If anybody can beat or checkmate him then it is the people, the voters, and if the people too accept him as king, then the role of an ace in a game of cards is eliminated completely!

Hoping For Home
OUSING is a perennial problem in Mumbai, even for government officials. Under the state’s revised rules, those babus who already own homes in Maharashtra under government quota cannot acquire another 'sarkari' home. In Mumbai’s upscale Maitri Co-op Hsg Society, the new rule will disqualify nearly a fourth of the 84 members. While bad news for these members, it does open an opportunity for other officers to queue up for preferential allotment. Sources say the new aspirants for these flats include Addl Chief Secy in the Home Dept Amitabh Rajan, Jt CP Dhananjay Kamalakar, Addl CP Rajvardhan Sinha and Secy to CM Vikas Kharge, among others. Not surprisingly, the State Housing Board has the discretion to allot land and homes for public housing, which is what raises the hope that these babus may just get lucky. No such luck for the Mumbaikar, however, who is more than happy to have any roof over his head!

HE wheels of bureaucracy turn slowly, and during the UPA regime turned even slower. Still, nearly four years after Madhya Pradesh IAS officer couple Arvind and Tinoo Joshi were found to possess assets disproportionate to their income the government has finally cleared the decks for their prosecution. In 2010, an income tax raid on the couple’s home resulted in the recovery of Rs.3 crore in cash and created a nationwide stir. Following the discovery, the Joshis were suspended from service. Though it could still go the way such cases often do i.e. drag on for years in the courts, there is at least a sense of moving forward now that the Centre has cleared their dismissal from service and start of criminal proceedings against the Joshis. Central service officers cannot be prosecuted without approval from the Centre. Now, since that has been accomplished, the prosecution on corruption charges can begin.

no political thinking left and no will or strong wish to fight a battle. Why the Congress surrendered its weapons, there may be many reasons for this. The first reason is that when Sonia Gandhi decided that Rahul Gandhi would be the future leader of the Congress, then Sonia’s team stopped working and wasted its entire time wondering how to work in Rahul Gandhi’s team. They could not work at all. There is a process for transfer of power, but to believe that Rahul Gandhi does not even have the intelligence to understand how to use a mixed strength, one can’t have faith in this. Therefore, where without fighting the Congress has given up command of the electoral war, there it is now on the judgement and discretion of the people that recognising the reality of promises they stand with Narendra Modi or with the Congress which does not speak about promises with honesty or whether they go with the regional parties. No matter who wins, the country will win – this should be believed and whoever wins should work for the country. Such a small expectation we must have from those who will win.

HE complex process for bifurcation of Andhra Pradesh is well underway, and the Centre has set up an expert committee headed by former Urban Dev Secy K. Sivaramakrishnan to solve the many disputes between Seemandhra and Telangana. But this is just one among many committees being formed to oversee the transition. The Centre has also appointing a retired 1965 AP cadre IAS officer C.R. Kamalanathan to chair a committee that will decide the cadre strengths of IAS, IPS and IFoS services. The panel will also include the State Chief Secretary P.K. Mohanty, a special secretary of the Ministry for Home Affairs, an inspector general of forests from the Ministry of Environment and Forests, with an additional secretary in the Dept of Personnel and Training acting as member secretary. Babu observers say that the exercise is not going to be a simple affair. It is also unlikely to solve the problem of shortage of officers in both States. For one, the all-India service officers want choice of cadre, an option that is not allowed under the AP Reorganisation Act. The Act further stipulates that Telangana will get 42 per cent and Andhra 58 per cent of the IAS babus. At present the total cadre strength is 376 IAS officers. They also anticipate conflicts as babus tussle to get the cadre of their choice. — Dilip Cherian

HARJAH: Defending champions Mumbai Indians slumped to their fourth consecutive defeat as Delhi Daredevils dished out a clinical all-round display to record an easy six-wicket win in an Indian Premier League match here today. Delhi chased down a modest target of 126 with seven balls to spare with opener Murali Vijay top-scoring with a 34-ball 40 and captain Kevin Pietersen striking form after an injury lay-off with an unbeaten 26 to notch up their second win of the tournament. The Pietersen-led side, playing their last match this season at the UAE, wobbled towards the end with J P Duminy (19) and Dinesh Karthik (2) falling in the 16th over at the Sharjah Cricket Stadium. Chasing a small target, Delhi made a decent start with the opening stand between Vijay and Quinton de Kock (16) yielding 34 runs. The partnership ended with Michael Hussey pouncing a brilliant catch at point by diving full length and low to his left to remove de Kock off the bowling of Corey Anderson. Vijay then stitched a 45-run stand for the second wicket with Duminy before he was out in the 13th over. Vijay was bowled as he went for an awful slog. He hit four boundaries and a six in his 34-ball knock. Pietersen, who looked tentative and rusty during his knock of 16 in his first match two days back, steadied Delhi after the quick fall of Duminy and Karthik before steering his side home. Pietersen hit two fours and a six in his 18-ball unbeaten knock.

cessful international bowler in KXIP, Johnson said he does try to reach out to the younger bowlers of the side. “Yes, that is something I had thought about doing before coming here and I spoke to the team about taking up that role as a senior international player. These young guys coming through are willing to learn and are very good listeners. I remember what I was like when I was their age – you look up to the senior guys for a bit of advice. “Sandeep (Sharma) went for a couple of boundaries in his last over (18th of the innings) and I told him, ‘Just keep sticking to your guns’ because that’s how you learn to overcome situations. If I can keep helping the young guys, we will keep winning like this,” he said. On how he uses the bouncer in the T20 format, Johnson said one has to be careful. “Since you are allowed only one bouncer per over in the T20s, you have to be careful. I still try to use it to get the batsmen thinking on their feet and let them know they’re not going to always get balls on the half. It’s more about mind games in the T20 format,” he explained. “Overall, you can still bowl a good short ball at the ribs and get the desired result. Guys will go for more attacking shots off short balls in this format and that makes it an interesting delivery to bowl. It makes the contest between the bat and the ball more enjoyable,” he signed off.

UMBAI: Former champions Air India made a bright start defeating Rashtriya Chemicals & Fertilizers (RCF) 4-1 in the opening Elite Division ‘Super Six’ play-off match of the MDFA (Mumbai District Football Association) League, which commenced at the refurbished Cooperage ground, here on Sunday evening. Air India made a perfect take-off and gained ascendancy when skipper Allan Dias found the net with a glancing header off T. Joychandra’s swerving flag-kick from the left in the very sixth minute. However, Air India were unable to hold on to that lead, conceding a soft goal. Following RCF wing back Kuldip Misah’s innocuous free-kick from the left, Air India goalkeeper Ubaid C.K. was surprisingly beaten by the flight of the ball which deflected off his hands, hit the crossbar and bounced into an empty goal. Thereafter there were not many scoring opportunity created by either team and the scores were level 1-all at the end of the first session. But soon after resumption, Air India regained the lead through Nigerian recruit Okorogor Praise in the 47th minute. The goal came about when N.D. Opara failed to trap Yogesh Rawat’s long punt from the left. The ball rolled nicely for Praise unmarked inside the box and he coolly placed the ball to RCF goalkeeper Narendra Singh’s right hand corner. In the final, the second seeded Aryan was leading his top seeded Japanese opponent Kenosuke Nouche of Japan 3-0 in the first set, when the latter conceded the match after suffering a hamstring injury. The toll of playing long matches in the run up to the final combined with the heat seemed to have done the Japanese in. AKARTA: Anirban Lahiri holed a sensational 20-foot eagle putt on the 18th hole to grab his fourth Asian Tour title and the first outside India at the CIMB Indonesian Masters here today. Lahiri, who will get married next month, fought back from a double bogey on 13th as he leapfrogged from second to go past the clubhouse leader, Baek SeukHyun of Korea (65), who finished at 16-under. Lahiri (68) finished at 17-under after rounds of 70, 69, 64 and 68 and was one shot clear of Baek and Cameron Smith (70). Lahiri, ranked 102 in World rankings at the start of the week should move inside top-75 when the rankings are released tomorrow. He is currently the top Indian in world rankings. He will also move to the top of the Asian Tour Order of Merit. It was Lahiri’s fourth win and he has now won each year since 2011 and the only Indians with more Asian Tour wins than him are Jyoti Randhawa (8), Arjun Atwal (7), Jeev Milkha Singh (6) and Gaganjeet Bhullar (5). It has been a series of consistent performances from Lahiri, who was tied eighth at SAIL-SBI Open and then tied 10th at Maybank Malaysian Open. He also won two points for Team Asia last month at the inaugural EurAsia Cup, including a singles win over World top-30 player Victor Dubuisson of France. Starting the day at second place, Lahiri moved into the lead with three birdies in a row from second to fourth and despite a bogey on fifth, he sank another birdie on 12th to stay in lead. But Baek, who started the day with five birdies in a row, and Lin Wen-tang of Chinese Taipei looked like pulling the rug from under Lahiri’s feet. The build-up to the London Games was marred by a selection row as players resorted to bickering. A can of worms opened up when Rohan Bopanna refused to partner Paes in the event, insisting on teaming up with Bhupathi. “Mahesh was the reason the last Olympics in London was a real sad one for me. Not only did they not give me a chance to get

a medal, India lost an opportunity to get a medal. That’s something that’s gone down in history,” Paes said. National record holder K T Irfan, Gurmeet Singh, Devender Singh, K Ganapathi and Basant Bahadur Rana qualified in men’s 20km race walk event. Bengaluru FC created history by becoming the first ILeague team to win the title on debut. They have 44 points from 23 matches, four points ahead of their nearest rivals East Bengal (40). On the other hand, Sporting Clube de Goa have 34 points from 23 matches. They would now look for a win to finish among the top five which was their aim at the start of the league. Sporting performed well in the first leg and were considered a serious threat to Bengaluru FC for the title race until their inconsistent performance towards the end saw them slip to fourth place.
Do-or-die situation for Churchill Brothers tomorrow
VASCO (Goa): It will be a do or die battle for Churchill Brothers when they take on Salgaocar in the last round of the Airtel ILeague to be played at Tilak Stadium here tomorrow. Debutant Bengaluru FC, who are on 44 points from 23 matches, created history when they clinched the I-League title on debut with a match in hand by taking an unbeatable lead of four points against their nearest rivals East Bengal. However, the relegation battle is being fought between Mohammedan Sporting and Churchill Brothers. Mohammedan, who play their last match today against Mumbai FC, are at the bottom with 21 points, one point behind the Churchill Brothers. A defeat against Mumbai FC will see them get relegated, while a draw and a loss to Churchill Brothers against Salgaocar will see both the teams end up on 22 points and there will be relegation playoff between both the teams to decide which team gets relegated.
TTFI delegates to attend ITTF Congress
NEW DELHI: A four-member delegation of the Table Tennis Federation of India (TTFI), led by its president Prabhat C Chaturvedi, will attend the International Table Tennis Federation (ITTF) Congress to be held at Tokyo during the World Table Tennis Championships from April 28-May 5.The other members of the delegation include TTFI secretary-general Dhanraj Choudhary, vice-presidents Chiranjib Choudhary and Arun Kumar Banerjee. The delegates left for Tokyo in the wee hours today. During the Congress, there will be several meetings that will discuss the progress on various events, including the Commonwealth Games at Glasgow (JulyAugust) and the Asian Games at Incheon, Korea (September-October), besides other continental championships the world over.
