he University Grants Commission (UGC), which conducts the State Eligibility Test (SET) exams under the University of Pune, have stated that the results will be out on June 14. However, there are no more vacancies left for aspiring professors. As the SET has taken more than four months to declare results, and lectures are to start by the second week of June, most colleges have filled the vacant seats of pro-

The ADC spoke to Dr Narendra Kadu, Registrar, University of Pune, who said, "The UGC steering committee, which declares results was to conduct a meeting in June 4 and then declare the results on the same day. The meeting could not be conducted on June 4, the new date of the meeting has been decided as June 12, and the results shall be out on the same day itself!"

ne of the many things that sets Mumbai apart from other, real global cities is the absence of any pretence of an artistic sense of beauty in its public spaces. You see this while traveling abroad in the northern and southern hemisphere, and you feel it even more when you return home to a city that looks ugly from the very air. For our last anniversary issue in March, the ADC tried to get a sense of Mumbai’s engagement with its public spaces as places where citizens can actually relax and feast their eyes on installations. Hard luck, and with the exception of Worli Naka, where Azrzan Khambatta’s leaping dolphins liven up the landscape, leading onto Worli seaface with its traffic island alive with flowers that look like they have escaped from an Enid Blytonian world, plus some gimcrack in the suburbs, there is nothing. Mumbai’s perception of art seems to be statues – of kolis or musicians or the odd historical figure. In Paris and London, Rome and New York, Auckland, Melbourne and Brisbane, public art installations make you stop and stare. In Sydney for instance, very near the botanical gardens, there is King Edward on a black horse, looking exactly like the one that gave Kala Ghoda its name. Except that our king on a black horse is languishing in the Bhau Daji Laud garden (or perhaps not), along with Queen Victoria on her canopy. So the black horse has gone but we are too lazy even to rename the area, leaving a big hole in the history of our city. Currently, the city has been flooded with pictures of the new piece of art, the fibre glass sculpture of a baby’s head created by artist Chintan Upadhyay, at a traffic light near Marine Drive in the Nariman Point area. Part of the RPG group’s initiative to introduce contemporary art into prominent traffic islands in the city, this is a welcome move. But it is hardly enough and definitely not consistent. It is not as if there is no art in Mumbai. The galleries are exploding with shows using every kind of material to create art works, including paintings and sculptures. The new commercial buildings in Mumbai, especially those in the newly-smart Parel, Worli and Lower Parel areas, have art installations, but they are off the street and known to comparatively few. The Bhau Daji Laud Institution seems to have several, but this is not art one passes by and absorbs on a sub-conscious level. And how many people actually realize that the new international terminal at Sahar is a rich repository of art, nearly 7,000 pieces, ranging from graphite drawings on wood to papier mache work, all mostly on a heroic scale. Good luck with trying to enjoy those, and there is a sneaking suspicion that the unwary traveler for the first time to the city is likely to receive a cultural shock multiplied by the difference between the rarefied environs of Chhatrapati Shivaji International Airport and the brutal truth of filthy, ugly Mumbai. Every time a new “art work” pops up in Mumbai, virtually no information is communicated to the public, and very ittle can be gauged from the work itself.

For example, at the madly busy, erroneously named Lokhandwala Circle in Juhu, at the traffic junction before the road branches off towards the Link Road to the north and Versova to the northwest, there are two traffic islands. One bears a sculpture of a group of musicians standing six abreast and playing away, the other now has an enormous sculpture of a rhinocerous. Outside Mithibai College, also in Juhu, there are two metal rod installations, geometric representations of a globe and a pyramid, out of which emerge flying birds. They look interesting. It remains to be seen what they look like in three months. Which is why the news that a new concept in mixed use buildings, aimed at encouraging the display of art both contemporary and traditional, has been launched as part of Kurla’s Phoenix Marketcity Development. The building, called the Art House Guild, was opened this weekend just past, and will be completed finally next June. But it has thrown up immensely interesting possibilities for lovers of art and even the common citizen who likes public spaces filled with artistic concepts. he ruling Congress-NCP in the state, which is yet to recover from the poll debacle, is facing one more embarrassment. The official report by the Co-operation Commissioner has indicted the erstwhile Board of Directors of the state's apex co-operative bank, which includes Deputy CM Ajit Pawar and several other leaders of the ruling Congress-NCP combine, for irregularities which have resulted in huge losses. The report by the Commissioner and Registrar of Cooperatives, Dinesh Aaulkar, has said the Maharashtra State Cooperative Bank (MSCB) had to suffer losses of over Rs.1,500 crore due to the decisions and actions of the erstwhile Board of Directors during three financial years since 2007–08.

While NCP's Manikrao Patil was the chairman of the board at that time, Ajit Pawar was one of the directors. Other directors included former Deputy CM Vijaysinh Mohite Patil, Amarsinh Pandit, Yasvantrao Gadakh (NCP), Diliprao Deshmukh, Manikrao Kokate, Ramprasad Bordikar and Rajani Patil (Congress). Though the names of Anandrao Adsul (Shiv Sena) and Pandurang Phundkar (BJP) also figured in the list, the Board of Directors was dominated by leaders from Congress and NCP. The Co-operation secretary Rajgopal Deora said that Aaulkar has issued orders for initiating proceedings under section 88 of the Maharashtra Co-operatives Act, 1960, to fix accountability for the financial losses to the bank and to make a list of delegates from whom to recover the losses.

n March 4, 2011, a major fire broke out at Garib Nagar in Bandra (East), burning to the ground around 450 illegal slum structures. Three years later, the illegal shanties have multiple unauthorised floors and are making huge sums of money. Owners of the shanties have constructed as much as 4-storey structures and are renting the top floors for Rs.10,000 per room. Most of these shanties are rented to zari-making units, who are ready to pay any amount as deposits. There were around 400 shanties when the fire took place and currently there are 600, The zari units use machines 24 hours, seven days a week. As per the Brihanmumbai Municipal Corporation (BMC) rule, slum dwellers are not allowed to construct ground plus one shanties. But at Garib Nagar, right under the nose of the police and the civic department, all shanties are now ground plus three shanties and some even four. Shockingly, most of the shanties which were burnt in the fire got Rs.30,000 from the Suburban Collector after the state government announced compensation. efore the first light of dawn touches the peak of the Sahyadri range in Mahableshwar tehsil, Sunita (35) finishes her household tasks and walks down the valley, carrying her young son, who has a heart problem, on her shoulder, hospital papers in an old plastic bag, and a stick in the other to chase off any wild animal just in case. She increases her pace hoping to get a free lift from Mahabaleshwar to Satara in the jeep of a doctor who works in Satara. After a two-hour long trek downhill, sometimes she is lucky to get this lift. Mostly, she has to use the ST bus. In Satara, Sunita pales at the thought of what new certificate is going to be demanded from her this time by the Rajiv Gandhi Jee-

vandayee Arogya Yojana (RGJAY) officials. She cannot remember how many times she has had to come to the tiny RGJAY office located in a civil hospital in Satara. A doctor at a civil hospital enlightened this journalist on the trick used to calculate the age of children in the countryside. It is very similar to the one biologists use for animals: The age of the animal corresponds to the number and size of its teeth. “In the same way,” said the indulgent doctor, “If parents do not know the age of the child at the time of admission, the teacher will simply ask the student to take his right hand over his head and touch his left ear. If the middle finger touches the tip of the left ear, the student is considered to be five years old, and eligible to join school. Then the teacher will fix a random date from mid-May to the first week of June.” Therefore, most students in the Zilla Parishad schools have their birth dates between May 15 and June 7. It is no coincidence, he said, that the density of employees retiring in local civic bodies, state government or Central government, is highest in the month of May and June as compared to rest of the year.

Camp about five months ago, Sunita was told that her son Shubham had a hole in his heart. The news was a blow to her as her family lives a hand-to-mouth existence. Both, Sunita and her husband are daily-wage labourers. Noting that they cannot afford to pay for their son's heart surgery, a doctor suggested that they avail of the government scheme through which the surgery could be done free of cost. Her four-month-long ordeal has been fruitless and her son is still struggling to survive. She is resentful that her seven-year-old is being deprived of the free treatment being promised by the state government under RGJAY scheme. Despite RGJAY being a 'cashless' scheme, Sunita has had to pay through her nose for the many prediagnostic tests and has had to, predictably, grease the palms of the tehsil office staff to obtain a long list of documents. First, the RGJAY officials asked for an Income Certificate from the tehsil office, which she managed to get after making numerous visits during the election campaign. Then she was asked for her son's birth certificate, again to be got from the tehsil office. After obtaining the said documents, the RGJAY officials said that since her son's name was not on the ration card, she would have to get it added from the tehsil office. After making several more rounds and paying for chai-pani, on May 15, Sunita finally got Shubham's name incorporated in her ration card. But this was not the last of her troubles. Because his name was updated after October 2013, the last day to update ration cards, it does not hold good for the scheme. On Monday, May 26, Sunita was told that her son was not eligible for the 'cashless surgery' as he was now “seven years old” and the scheme is available to children below six years of age. But Sunita does not know whether her son is six years or seven years old, simply because she does not know how to count, nor does she know how to read or follow the Gregorian Calendar. She does not even remember when she gave birth to Shubham. In fact, Shubham's date of birth was given by the local primary

As the pieces of plastic were blown away by the wind, so, it seems, were the false hopes of Sunita.

Most of the employees were 'Made to be born' on May 31 or June 1, the days most parents in rural areas get their children enrolled for a new academic session. "Choosing June 1 as their date of birth is something which is common in rural areas, especially among tribals. Most of them are unaware about their birth date. They choose a date which is easy to remember or go for a date which would be convenient for the school authorities," admitted a senior MBMC officer who was one of the birthday boys. Authorities say June 1 is filled in as the date of birth in admission forms regularly by parents who have no record of when their children were born. However, for the first time in the history of the MBMC, the civic administration turned the day into a memorable event for its staffers, who were all praise for civic chief Suresh Kakani for his very thoughtful initiative.

he DN nagar police have arrested two youngsters in a case of alleged road rage for breaking the headlight of a BEST bus, hurling abuses and assaulting the bus driver after the heavy vehicle driven by him brushed past their posh car in the wee hours of Sunday in Andheri west. According to the DN Nagar police, the incident took place at around 12.30 am in the Andheri market in DN Nagar area. The BEST bus had left from Poisar in Borivali and was on its way

to Juhu in Vile Parle west. The accused have been identified as Arfat Arif Contractor (24) and his elder brother Tabish Arif Contractor (26). The two brothers are businessmen. Their Skoda car was moving parallel to the BEST bus when the incident occurred. “A motorbike came in the way of the BEST bus and to save the biker, the bus driver took a turn. The bus while turning slightly brushed the accused’s Skoda car. This enraged the duo,” informed investigating officer, PSI Gangadhar Gaikwad from DN nagar police station.

“They blocked the BEST bus by parking their car in front of it. They then got down and started hurling abuses at the bus driver. They also broke the headlight of the bus and assaulted the driver,” added Gaikwad. The accused were booked under section 353 (Assault or criminal force to deter public servant from discharge of his duty) and 34 (common intention) of the Indian Penal Code. The duo was produced before a magistrate’s court where they were sent to judicial custody and subsequently received bail.

ven as outrage spreads over the horrific gang rape and subsequent hanging of two Dalit cousins at a remote village in Badaun (Uttar Pradesh), metros and their adjoining areas prove that they are also not the safe for women. In a shocking daylight crime, a 29-year-old woman was raped at gunpoint inside a moving car at a busy market area near the railway station in Bhayandar on Friday. The woman, a resident of Andheri in Mumbai, had been lured to Bhayandar under the pretext of a job opportunity by two men who had fixed an appointment for 2 pm on Friday outside the railway station. However, when she arrived at the scheduled time, the accused duo who were waiting there pulled her into a car. While one of them held a gun to her head, the other raped her and later dumped her at an isolated place.

The woman filed her complaint at the D.N. Nagar police station, where on-duty police personnel promptly registered a Zero number FIR. After the victim’s medical examination confirmed the rape, the case was transferred to the Navghar police station in Bhayandar where the crime actually took place. “A case has been registered under sections 376, 377, 506 (2) and 34 of the Indian Penal Code and under sections 3 and 25 of the Arms Act against the accused duo who are still at large,” confirmed Police Sub-Inspector of the Navghar police station, Laxman Bhoir.

FTER the Nirbhaya gang-rape horror in Delhi, there were loud protests across the nation that some steps should be taken to protect women and prevent criminal molestation of women. The government then set up a panel for suggesting measures for stopping assaults on women. After a couple of months some new laws and some amendments to existing ones were recommended by the panels. Instead of preventing rapes, the new laws increased them. The rapists did not seem bothered by them. There were reports of rapes of minor children — some only 3-years-old. The laws stipulate that trial of the rapists should be finished in a timebound frame. The court took years to complete a rape case. The rape scenario in the country has become worse. In Narendra Modi’s cabinet, there are seven women and they can bat for strict action against rapists. Rapists today are not bothered about cops. In quite a few cases, cops join the rapist or extend support to them. In Uttar Pradesh, two sisters aged 12 and 14 were raped by five men. The cops are said to have extended support to them. And there are reports they actually committed the crime. What was monstrous about this crime is that the two girls were hanged from a tree. The rapists, it becomes evident, were not bothered about cops. They were sure they would not be hauled up. The incident has shocked the nation. BSP leader Mayawati has said that law and order situation in UP has deteriorated and that Chief Minister Akhilesh Yadav should resign. The Union Home Minister Arun Jaitley – aware perhaps that law and order is a state subject, has only expressed hope that the state government would initiate action against the criminals. A view has also been expressed that President’s rule should be imposed in Uttar Pradesh. The BJP government would be quietly happy if a situation arises which would justify President’s rule in the state. The BJP won as many as 72 Lok Sabha seats out of 80: If an election is held in Uttar Pradesh, the Samajwadi Party would be routed.

ACK in the 60s when Indira Gandhi first became prime minister, actually nominated as such by the Congress Syndicate, well-known journalist Khushwant Singh wrote that she wasn’t qualified to become even a lowly clerk in the government which she was going to head. For, she did not have a graduation degree. Now whether or not she was a great prime minister, what is undeniable is that she was a consummate power politician. Admittedly, her father, Pandit Jawaharlal Nehru had the right educational background. Yet, he was a failed lawyer who joined politics and was exceedingly successful at playing it. The famous Urdu poet had said of him, “Vakalat na chale, to Quam ka leader ban ja.” (If you fail as a lawyer, join politics and become a leader of the nation.) If you trust Maneka Gandhi, no-one in the present generation of Nehru-Gandhi dynasty has a proper degree barring her own son, Feroze Varun Gandhi. We know that Maneka herself graduated from Delhi’s prestigious Lady Shriram College. But her estranged sister-in-law, Sonia Gandhi, did not go beyond a Catholic missionary-run school some distance away from their village Orbassabo in northern Italy.

Winston Churchill Let us, for the moment, leave Indian politicians alone. Winston Churchill, easily the greatest political leader of the 20th Military Academy only on third attempt. But he too had no college degree. Yet, he led Britain to victory over Hitler’s Germany. Across the pond, Abraham Lincoln too did not boast of a college degree. Yet few will deny that he ranks among the greatest of American presidents. Education, actually, played very little role in the making of Bill Gates and Paul Allen, the co-founders of the word’s best known software company, Microsoft. In fact, Allen persuaded Gates to drop out of Harvard to develop software. That the college drop-out went on to become the richest man on earth – though the more correct description will be the world’s most generous philanthropist --is now part of the folklore. Nearer home, the Marwari Seths who founded huge empires did not even care to have proper schooling. Why, Dhirubhai Ambani, who successfully gamed the system to set up what is now India’s largest industrial conglomerate, did not even have the schoolleaving certificate. Again, in the media profession, S. Mulgaokar, the greatest Indian editor whose elegance of prose remains unsurpassed by any 'Indian Express' editor before or since, or, for that matter, by any other editor of other English language newspapers, was a plain vanilla Senior Cambridge pass. Incidentally, Mulgaokar, who did not exploit his paper for selfglorification and self-enrichment, was friends with the rich and famous of his time but died a pauper, not even owning a flat anywhere in India or abroad. While still on the media, of the famous 'Washington Post' duo of Carl Bernstein and Bob Woodward, who broke the Watergate scandal and caused US President Richard Nixon to quit in disgrace, only Woodward had a degree from Yale. Bernstein had no college education. Yet, he was a better writer, his crisp prose invariably finding preference over the copy filed by the Yale-educated Woodward. So, what are we driving at? Simple. That though college education has its uses, it is not always necessary for becoming successful. As we have shown from examples from diverse professions, the essential ingredients for success, be it politics, business, journalism et al, seem to be an innate talent, determination,

guts, application of mind, circumstances, hard work, etc. Therefore, it was idiotic of Ajay Maken, the Congress spokesperson, to make an issue of Smriti Irani’s lack of a college degree. Surprisingly, Congressmen have not given themselves the customary month or two to grieve in relative peace over their disastrous loss before launching futile fusillades of verbal missiles against the victor NDA. For that reason also it seems that they are resigned to sit in the Opposition for a considerable period of time, especially given the way the Modi government has hit the ground running. Now, Irani might turn out to be a good HRD Minister despite her lack of a higher formal education. For, she seems to have graduated

Q

uite recently the “greening” initiatives of India’s building construction industry received a boost when the country was ranked #3 among a list of the top 10 counties in the world by the US Green Building Council (USGBC) for LEED outside of the US. Canada topped the green rankings, followed by China and India. The Leadership in Energy and Environmental Design (LEED) certification, an internationally recognized standard for measuring a building’s carbon footprint, is now an accepted and aknowledged practice in India. By definition, a green building uses less water, optimizes on energy efficiency, conserves natural resources, generates less waste and provides healthier spaces for its occupants, in comparison to a conventional building. And the LEED green building rating system advocates construction practices that increase profitability and longevity with a building going green. The green building concept has been gaining prominence in India with an increasing number of initiatives, primarily by the Indian Green Building Council (IGBC) — a division of the Confederation of Indian Industry (CII) — striving to impart knowledge offering advisory services to the industry on environmental aspects and practices for green buildings, energy efficiency, water management, renewable energy, green business incubation and climate change activities. Although it is easier for new and under construction buildings to adopt green technology, existing establishments can also employ several initiatives to improve their environmental performance.

CURRENT GREEN SCENARIO IGBC’s vision has been to 'enable sustainable built environment for

all'; and to this end it has initiated building capacity and services targeting 20 billion sq. ft. of green buildings in India by 2025. Till date the organization has contributed to 2.07 billion sq. ft. of green building footprints in India, with nearly 500 rated green buildings under it and more than 2,500 registered buildings. Currently there are 200-plus LEED rated green buildings in India, about 40 IGBC green factory buildings, and almost 250 IGBC rated green homes. As far as IGBC rated green SEZ projects are concerned, at the moment India just has one—the International Technology Park—at Behrampur village in Gurgaon. These buildings are spread across various tier I, II and III towns and cities of the country, including the

Mumbai Metropolitan Region (MMR), the Delhi National Capital Region (NCR), Bangalore, Chennai, Hyderabad, Pune, Kolkata, Bhubaneshwar, Vadodara, Thiruvananthapuram, Kochi, Vishakhapatnam, Aurangabad, Nagpur, Nashik, Dehradun, etc. Right now the MMR holds a leading position in the country with almost 100 green buildings, followed by Chennai with 70-plus buildings and Pune with 60-plus green rated buildings. The decisive mandate in the just concluded general election has bolstered investor confidence and raised expectations of fast-paced decisionmaking and economic reforms. Ensuring a sustained, healthy pace of growth will, however, require much more. Can the Modi government walk the talk? More so now when everybody including industry associations and rating agencies alike, are talking bullish on the economy... GROWTH INDICATORS

India’s GDP growth for FY14 came in at 4.7%. This is lower than the government’s advance estimate of 4.9% growth and only slightly above 4.5% growth in FY13. Q4FY14 failed to see any revival in industry and services, and GDP growth was in fact lower in the second half of FY14 at 4.6%, compared to 4.9% in the first half of FY14. Financial / business services and agriculture drove growth in FY14 while manufacturing continued to be a laggard. Of late, there has also been an uptick in mining and utilities (due to higher electricity production). On the demand side, net exports contributed to more than half of GDP growth because of a fall in imports and an increase in exports. However, Crisil research has opined that some sectors may be looking up, while some could continue to lag...

Looking up? Agriculture: A good monsoon pushed agriculture growth to 4.7% in FY14; total foodgrain production rose nearly 3%. However, current climate forecasts indicate increased likelihood of a deficient monsoon in FY15 that could affect agriculture production. Financial, insurance, real estate and business services: This sector contributed more than half of the overall GDP growth in FY14 although, in terms of size, it is only 20% of the economy. It grew by 13% on the back of a rise in business services exports and aided by a pick-up in bank deposit and lending growth in H2FY14 (following a surge in non-resident deposits). Improving global prospects could continue to favour this sector in FY15. Electricity: Electricity production rose to 961.5 billion units (BU) in FY14 from 907.2 BU in FY13 mainly on account of capacity additions (nearly 38 GW) over the past 2 years. CRISIL Research expects electricity production to grow by 4-5% in FY15 due to capacity additions (around 11 GW) as well as a marginal increase in PLFs led by an improvement in coal supply. Mining: The sector has gathered pace in recent months; fall in output was lower at 0.8% in H2FY14 compared to 2% in H1FY14. Mining output is expected to pick up in the coming quarters due to the lifting of the regulatory ban on mining in Karnataka and Goa. Prior to the mining ban, these two states accounted for 4-5% of the country’s mining output. Mining ban in other major mining states with significant share in the country’s output – Andhra Pradesh and Chhattisgarh (about 13% each), Odisha (10%), and Gujarat and Madhya Pradesh (about 8% each) – is still awaiting resolution. Fast-tracking decisions in this sector will immensely benefit these states and improve the overall availability of mineral resources. Net exports: A 2.5% fall in imports and 8.4% growth in exports improved the net export position and contributed 54% to overall growth in FY14. Although the continued global recovery will support growth in exports, the net export position will be less favourable in FY15 as imports will pick up gradually in line with domestic growth Still lagging? Trade, hotels, transport and communication: Accounting for nearly 27% of the economy, this sector is almost entirely driven by demand from the private sector and has been facing the wrath of declining consumption and investment demand as well as the spillover effects of sulking industrial growth. In FY14, the segment grew by 3% compared to 5.1% in FY13 however growth saw some revival in the second half of FY14. Manufacturing: The sector, which is 16% of the economy, continued to suffer as output fell 0.7% in FY14 as the impact of weak domestic demand outweighed the benefit from rising exports. Private consumption growth was higher in the H2FY14 possibly reflecting better farm incomes, but growth for the full year was low at 4.8%. High inflation and weak income prospects dented consumer sentiments. Investment growth fell by 0.4% in H2FY14 and for the full year remained flat. Investment rate therefore fell to 32.3% in FY14 from 33.9% in FY13. An improvement in investment efficiency is critical to encourage fresh investments and drive growth.

While these are still broad strokes, there is an emphasis on improving governance alongside structural recovery”. The first parliamentary session is scheduled for 4-11 June. According to DBS “Yet so far, the official rhetoric has been encouraging, with the Finance Minister reportedly reviewing cause(s) of weak revenue collections last year and seeking a thorough review of the nationwide GST initiative. As the fiscal numbers are combed through, it might

ower Grid Corporation of India Limited (POWERGRID), a ‘Navratna’ Company and the ‘Central Transmission Utility (CTU)’ of the country, has posted a net profit of Rs. 1,176 crore for the fourth quarter of FY 2013-14. PowerGrid had registered a net profit of Rs. 4,497 crore over a turnover of Rs. 15721 crore in the FY 2013-14, registering a growth of about 18% in Turnover and 6% in Net Profit compared to FY 2012-13. "We have seen substantial increase in income from our consultancy services with sound growth in transmission income," said R N Nayak, Chairman and Managing Director, Power Grid Corporation. The company, which has a total debt of around Rs 80,000 crore by the end of FY14, said that it would invest around Rs 22,450 crore in the current financial year. "We will raise around Rs 11,000 to Rs 12,000 crore of debt, out of which majority will be raised in domestic market, he added. The State-run electricity transmission firm has proposed a final dividend of 13.1% in addition to interim dividend of 12.7% paid for the financial year 2013-14. At present, PowerGrid is operating about 107,500 ckt. kms. of transmission lines along with 185 Sub-stations with transformation capacity of more than 206,000 MVA. With the use of state-of-the-art preventive mainte-

nance techniques, average availability of transmission system during the year 2013-14 was maintained at 99.92%. The Company capitalized assets about Rs.15,904 crore upto March 2014 excluding 765 KV assets of about 1850 crore completed in March, 2014 to be capitalized in April, 2014. Inter-regional power transmission capacity of 6,300 MW was added during FY 14 enhancing the total Inter-regional transmission capacity of National Grid to about 38,550 MW. On the outlook, Nayak said the company is well placed to grow further in the current financial year given its sound financial profile and healthy order book.

Sebi Probe Continues In HDFC MF Front-Running Case Afternoon Despatch & Courier

seven-year-old case of front running has come back to haunt HDFC Asset Management Company, which runs the country's top fund house HDFC MF, with regulator Sebi seeking explanation on alleged violations of various capital market regulations. A show-cause notice has been issued by Sebi to HDFC Asset Management Company and other entities for alleged violations of regulations and code of conduct governing mutual funds, brokerage firms and portfolio management, among others. In the notice, Sebi has asked these entities to explain why penal action should not be taken against them for failing to comply with the relevant regulations, sources said. When contacted, the fund house said it is in the process of resolving the issues with Sebi and the concerned dealer, whose alleged misconduct was at the core of the case, was no longer with the organisation. "This issue relates to the same alleged misconduct of the same dealer, Nilesh Kapadia who is no longer with the organisation since June 2010. We are in the process of resolving the issues with the regulator in accordance with SEBI rules," an HDFC AMC spokesperson told PTI. The matter relates to trades conducted in 2007 and Sebi had begun its probe after receiving two separate references from the BSE and NSE on suspected instances of frontrunning of the orders of HDFC Mutual Fund (MF). This practice increases the cost of acquisition of shares or reduces the realisation from the sale of shares for the concerned fund house or other market intermediary, thus adversely affecting the interest of common investors. Later, HDFC AMC informed Sebi about more instances of suspected front-running, including about another individual having "front run HDFC trades on 62 transactions", while as many as 109 instances were observed where Kapadia could have passed information or instruction to front-run HDFC trades.

Water proofing products as well as roofing products have their sales hitting the roof during the rainy season. Tea and coffee are definitely a preferred choice during the monsoons. India has a wonderful season, which is the monsoon magic season, wherein the rains bring gains if marketed with brains. Marketers try to understand their own market via varied analysis. They try to find out contribution of sales from various towns, regionality, as well as seasonality for the relevant product category. Just as summer is an extremely potential season for product categories like soft drinks and ice-creams and winter is an excellent season for sweaters and other warm clothes offerings, the rainy season, the monsoon provides an exciting opportunity to some marketing people. A possibility always remains of designing an offering better suited to the segment. If we continue the example of umbrellas for raincoats, one sees a drastic change in the form and styling of umbrellas. Earlier, all umbrellas were black, but today you get branded, colourful and easily portable folding ones. Similarly, in the case of raincoats, the shapes and designs and colours now cater to modern, contemporary tastes. Marketers start planning their ‘Rain Campaign’, quite early. Since the clear benefit provided to the consumers is one of protection from rain, shoes also fall in the same category. The other area of activity during the rains involves sales promotion. A branded umbrella free, along with every purchase of some consumer durables, also uses the rains effectively to their advantages. Thus, we see that whether through the route of relieving pains or exciting campaigns there exist gains during the rains, for some marketing companies. In the rural marketing area, the monsoons are a boom not only for the farmers but also for the agri input companies as well as consumer product companies since the purchasing power of the rural customer goes up substantially. India is no doubt a country which worships the rain Gods which bring about growth and prosperity to the entire Indian economy. Marketers must use the opportunity of rains to build their brands and increase sales market share and profits. Smart, strategic brand marketing can definitely bring about a shower of prosperity.

IDBI Mutual Fund started its operations in the beginning of 2010 and by May 2010, it launched its first product; the Nifty Index Fund, a passively managed equity fund. The Fund has now a variety of debt of products like, FMP, Liquid, Ultra Short Term Fund, besides a Gold Fund and equity funds both actively and passively managed . The fund is managing close to Rs. 8000 crores of AUM. I joined the company during its initial formation days and am managing the equity and gold funds of the company.

At what point had you given a thought to making a career in the stock / financial markets? I was fascinated by stock market right from 1985 and during 1988, I yearned for a career in financial markets. I have been in the market from the year 1990. How do you pick your investments? Do you use technical analysis, or do you employ fundamental data? I rely mostly on fundamental data, that includes data about the company, sector, the data on the economy etc. to arrive at investment decisions.

We do have a dedicated research desk which tracks the economy, individual sectors and the company. Investments are made after a thorough research about the company, sector and the economy.

Is there any applicable lesson to trading/ investing? Always invest in high quality companies and avoid temptation to chase low quality companies. This will help you generate long term returns on a consistent basis. How much of what you do is gut feel? May be possible in some stray cases, but then it cannot determine all investment decisions. At best, it can support investment decisions based on the fundamental factors.

Do you try to anticipate or follow market trends? What are the basis? Yes, I do try to anticipate market trends. It helps you to plan your strategy or time your investment decisions. The global economic scenario and geo-political events that may affect markets or sector are keenly watched. The liquidity position in the market also plays a major role here. These only help to make timely investment decisions, but do not influence the overall view about the stock. When you put money on a trade and it goes against you, how do you decide when you're wrong? What do you do next? If the investment decisions are based on fundamental principles, short term movements do not bother me. If

the investment decision is wrong or some thing happens and the trade goes against me, and it is long term in nature, I will not hesitate to book a loss.

Any positions you ever lost sleep over? I avoid taking positions like that. Investment decisions like these are akin to a toss of coin and I do not put investors’ money at risk by these type of trades.

What would make you wary about an investment? After an investment decision is made, we track the investment on a daily basis. If the returns become negative after investment, I will be worried till I find out the reason for the trade going against me. Once that is found out, then your job is done. Further action can be initiated based on the finding.

Do you have a scenario about how the current bull market will end ? Where do you see the Indian markets five years down the road ? It is very difficult to guess a number but then with interest rates peaking out, GDP bottoming out, a Government with absolute majority for the next five years, we have all the reasons to view the market on a positive note. Looks like we are in for a major bull run in the next five years. What makes an investor successful? Invest in quality stocks and be patient. Avoid direct investing, if you do not understand the company or have no time or resources to track the market on a daily basis then the Mutual Fund investment is the best route.

Any final words? Equity investments never lets down a long term player. Stick to quality stocks or a mutual fund portfolio with quality stocks and do not bother about day today movements.

ith the new government under Prime Minister Narendra Modi, India’s foreign policy is on the move. His foreign policy seems transformative from the beginning. Last week in his swearing in ceremony, he invited the prime minister of Pakistan, Nawaz Sharif and other heads of the SAARC nations, signaling a sea change in India’s foreign policy. During The UPA government rule of the last ten years, India has lost its elan in dealing with other countries. Modi

will have to do much to march the country out of this rut. The warmth with which Japan has promised to support the new government in Delhi and the Chinese premiere's congratulatory telephone call makes a warm beginning. In order to make foreign policy more transformative and help India benefit from the changing global world order, this Modi government's task can be divided into three parts; The immediate priority as has been demonstrated should be build a cordial and healthy relationship with smaller neighbours like Sri lanka, Bangladesh, Nepal and Bhutan. India must engage with Pakistan and understand the limitation of state vis-a-vis non state actors and actively contribute towards more democracy in Pakistan. The trade pact between the two countries under SAARC will be an important link which can help more engagement between these two nation states and pave the way for communication and peace despite the J&K issue remaining as it is. A tieup with Afghanistan will help further trade and peace in the region. India should play an important role within the strategic framework of foreign policy. The current trade between these SAARC nations is around 5 billion rupees and has a potential of reaching around

70 billion. Our next priority should be to see that India positions itself and participates in the most prosperous region of the future i.e. Asia-Pacific. In the last decade, India along-with China was seen to be the rising stars of Asian economies. But in the last few years India has lost its sheen, with commentators across the globe almost writing off India as a future power. China has already strengthened both its economic and geopolitical hegemony over its Asian neighbours. It is the second largest economy in PPP terms and one of the fastest growing nation state despite deliberately slowing down to avoid any economic crisis because of overheating. With the new premiere Li at the helm of affairs, a nationalist agenda has started dictating China’s foreign policy. The region's China centric economic growth has seen an unprecedented inter Asia trade on the one hand and a growing conflict between China and almost all the nation states on the other. As Edward Luttack writes “China has greatly overplayed its role because of India passivity. In recent times China’s leaders have over interpreted the western financial crisis as a sign that they have become all powerful, and loudly demanded territory, reefs, shoals,

islands and three million sq. km of ocean waters from India, Japan and Vietnam, as well as Indonesia, Malaysia and the Sultanate of Brunei. In doing so they greatly exceeded the balance of power. India needs to forge ties with Japan to tilt this balance of power in its favour so that China's over exertion of its power can be controlled and India may gain due to closer ties with its new Asian neighbours. The US which is hoping to play a key role in Asian power geopolitics knows that India with its Japan-US collaboration can transform the balance of power under the dynamic leadership of Modi. Modi has already put his finger to start with on the right plug to tilt the balance of power in India’s favour. This leads to a natural opportunity for both India and China, as China can no longer take India for granted and push unnecessary claims. Li's discussion with Modi will acquire significant meaning and ChinaIndia trade will grow benefiting both the countries. India can develop more sensible policy vis a vis China by building on mutual economic interest, but not letting the tail wag the dog by allowing our economic interest ignore China’s over aggression. This balancing of power will help India acquire greater promi-

nence in the world geopolitics. Are these just over simplistic extrapolations? Well they may turn out to be one, if India does not restructure its foreign policies, institutions, people and strategy? Does India have a foreign policy? Geopolitics scholar Manjari Chatterjee Miller who writes on Foreign affairs criticizes our foreign policy sighting for three major reasons. First decisions regarding India’s foreign policies are individualistic and are left to foreign services officials who act without any strategic plan in place. Secondly India's foreign policy makers unlike in the western world are insulated from think tanks, who play an important role in terms of shaping foreign policies. Thirdly these civil servants do not believe in the idea of India as world power and believe it to be merely a western construct. Narendra Modi will have to man the foreign policy team by adopting lateral advisers from think tanks and render an idea of a powerful India with a strategy in place. Without these changes we will be merely baby talking foreign policy. The challenges are enormous, but so are the opportunities and India cannot afford to remain complacent.

REVIEW OF THE PREVIOUS DAY:

The Nifty fell marginally on Friday (May 30, 2014) a net 5.70 points (0.08%) and closed at the 7229 point level. The market opened up with a gap at the 7254 points level. It then declined sharply into the red and registered the day’s low at the 7118 points level at 9.16 a.m. The index then rose sharply into the green and registered the day’s high at the 7272 points level at 9.26 a.m. It then declined and turned into a range bound movement to close the day on a flat note. The Nifty witnessed a volatile session and moved in a range of 154 points. Sentiment was bearish and amongst the 50 Nifty stocks 27 were losers, while 23 stocks closed in the green. Substantial buying was witnessed in healthcare, realty and FMCG stocks, while substantial selling was witnessed in consumer durables and banking stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 5.82%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was neutral. Amongst all the traded stocks, 775 were gainers, 802 were losers and 30 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues). RSI Indicator: The RSI is above the 60 level but is now declining (negative if it continues).

MACD Indicator: The MACD is above zero but is declining (negative if it continues). It has crossed below its 9day Average (negative and a sell signal).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a neutral market but with a negative bias.

Support Levels: For short-term traders the immediate main support is at the 7043 points level. The next support is at the 6846 points level.

Resistance Levels: The immediate main resistance is at the 7384 points level. The next resistance is at the 7497 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 7207 (This is the level where the trend is likely to change during intra-day). Support (1) = 7141. Support (2) = 7053. Resistance (1) = 7295. Resistance (2) = 7361. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a doji pattern. This indicates indecisiveness amongst investors. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index has dropped below its 15 days moving average. The index is now below its 5 and 15 days moving average and is declining. Moreover, the velocity parameters, which were neutrally trended, have now turned negative. All these indicate a negative bias and the possibility of a further decline unfolding. Investors are advised to avoid buying at current levels.

Target Rs. 2850

We retain Buy with a TP of Rs2,850. While the company continues to hold strong franchise in the rural market, we believe that improved consumer sentiments on the urban side should help it register better than expected growth. Also, unlike Bajaj Auto, it has a strong presence in the scooter segment and continues to hold on to its market share in this fast growing segment. Dealer interaction reveals that brand franchise of Splendor and Passion models was still strong and Maestro in the scooter segment was doing well. Further, HMCL indicated that its ongoing margin transformation program can improve margins by 250-300bps by FY17-18E. Though this may seem a tall claim, it at least gives us confidence on the sustainability of current margins. Results above expectations: HMCL’s results were largely in line on the revenue front and above estimates on EBITDA and PAT fronts. Contrary to our expectation, the management indicated that there was no impact on account of dealer compensation due to excise cut. As a result, EBITDA margins for the quarter stood at 13.7% compared to our est. of 12.8%. Better than expected operating performance, marginally lower tax rate and higher other income led to 17% beat at PAT level which stood at Rs5.5bn during the quarter. The company indicated that it raised prices by Rs300/vehicle effective March 2014. HMCL’s cost saving plans playing out: In 2QFY14, HMCL had announced that it was looking at annualized savings of Rs15bn by FY17-18E. The plan seems to be on track with the company achieving savings of Rs600mn in 4QFY14. Further, it indicated that for April’14, it achieved savings of Rs250mn through its cost saving program. Cost saving initiatives covered logistics, raw material consolidation and e-bidding. Management is targeting to improve margins by 250-300bps by FY17-FY18E. Though this seems a tall claim, it at least gives us confidence on the sustainability of current margins. Valuation & Risks: We continue to like HMCL given reasonable valuations (P/E of 13.2x FY16E), ability to retain its market share and strong presence in the fast growing scooter segment and rural markets. We retain Buy with TP of Rs2,850 (based on 16x FY16E EPS). Key downside risks are 1) Failure of new indigenous products launched by HMCL and 2) Higher than expected success of Discover models of Bajaj Auto.

RELIGARE CALLS A ‘BUY’ ON POWER FIN CORP

CMP: Rs. 300 Target Rs. 350 PFC’s Q4FY14 PAT at Rs 14.1bn was marginally lower than expectations due to (a) higher provisions on standard assets and (b) higher opex on account of the APDRP scheme. While NII growth remained strong (+30% YoY) led by NIM expansion (+50bps YoY to 4.99%), PAT growth moderated to 9% YoY on higher overheads. Provisions were higher owing to slippages in one account and higher provisions on standard assets. Valuations at 1.2x FY15BV appear reasonable. Maintain BUY with a Jun’15 TP of Rs 350. Loan growth moderates: Loan growth at 18% YoY to Rs 1.9tn moderated from the 20% YoY growth seen in Q3FY14, 22% in Q2FY14 and 24% in Q1FY14. NIMs remain strong: NIMs were up 50bps YoY to 4.99% due to a 31bps YoY increase in yields and an 18bps QoQ dip in the cost of funds. With a likely decline in borrowing costs over the next few quarters, PFC’s NIMs will likely remain strong. NPLs rise marginally; standard asset provisions higher: GNPLs increased by Rs 700mn due to slippages in one account from an APbased thermal power plant (10% provisions on this exposure). PFC made excess provisions of Rs 1.17bn during the quarter towards standard assets due to a change in its provisioning policy. Valuations still reasonable: We trim our FY15-FY16 PAT estimates by 1% each to factor in the full-year numbers. Despite the recent run-up in the stock, valuations at 1.2x FY15BV are reasonable as PFC remains a strong play on power sector reforms. Maintain BUY with a Jun’15 TP of Rs 350. ADAUN: Two of the men arrested for allegedly raping and murdering teenage sisters whose bodies were found hanging from a tree have confessed to the crime, Uttar Pradesh police today said and asserted it was in the process of collecting "concrete" evidence to nail the culprits in court. "Two of the accused, who have been arrested in connection with this incident, have confessed to their crime during interrogation," Superintendent of Police Atul Saxena told PTI, but refused to identify the men. He said that in such cases the accused usually resile from their statements in court so they will ensure that there is evidence which can stand judicial scrutiny. "In most of the cases the accused change their version before the court.... But instead of depending upon their confession we will support the case with concrete evidence," the SP said. JP Agarwal has been the longest serving PCC president. Krishna Tirath is a two-term MP and was made Cabinet Minister." Hitting out at Sandeep Dikshit, Lovely said he was two-term MP and son of longest-serving Chief Minister in the history of Delhi. "How is Rahul Gandhi responsible for their defeat? If it's a failure then it is my failure and that of the seven candidates," Lovely told PTI in an interview.

Sumeet Raghavan is a popular television, stage and film actor known for his roles in popular sitcoms like ‘Sarabhai vs. Sarabhai,’ ‘Jai Hind – the first online TV show,’ etc. Now he will be seen launching the country’s first ever alien comedy television series – 'Badi Dooooor Se Aaye Hain' on Sab TV starting on June 9, every Monday to Friday at 9.30 pm. The ADC got a chance to catch up with this busy actor. Here's what he said in our rendevous. By Sandeep Hattangadi

What is 'Badi Dooooor Se Aaye Hain' all about? It is an innovative alien comedy TV series. The plot will revolve around an alien family coming to earth in search of their lost son. Equipped with superpowers, they assume human form to blend in with our civilisation. Something like Spielberg's classic E.T. or Rakesh Roshan’s Jadoo in ‘Koi Mil Gaya’.

Elaborate a little on that for us... 'Badi Dooooor Se Aaye Hain' is a complete out-of-the-world comedy TV series. The central theme focuses on a family of aliens coming to earth, this leads to them trying to adapt to human surroundings and culture. This is the first time that Indian audiences will get to watch an alien comedy show and we are sure they will love the experience. And what is your role in the alien invasion? I play the father of the alien son who gets lost on Earth who comes down to Earth to search for him along with my wife, another son and younger brother. We have special powers like I can run faster than mortals, my son has X-ray eyes which can see

‘Fiction on TV is repetitive’ T

elevision actress Kritika Kamra has taken a break from fiction shows to try her luck in the celebrity dance reality show 'Jhalak Dikhhla Jaa'. The 25-year-old 'Kuch Toh Log Kahenge' star feels the storyline of fiction shows on the small screen is similar to what she did a few years ago. “I was away from the small screen for a long time after 'Kuch Toh Log Kahenge'. I returned as a host for 'MTV Webbed' because I wanted to do something different after doing fiction for almost six years on TV,” Kritika said. “I did those shows because I wanted to do that kind of work at that time in my career. Now many characters and serials are similar to what I have done in the past. So, I kept away from fiction.” The actress said opting for a reality show like 'Jhalak...' was a conscious decision to break the mould and explore a different side. “The show is all about you and how much effort you put in to survive on the show. You have to be as good as your choreographer. This is kind of an experiment for me. I am exploring myself and want to know where I

stand,” she said. Asked if she is comfortable being a part of reality shows like 'Bigg Boss', Kritika said she would like to keep her life private. “I prefer talent hunt shows. I am not open to a show like 'Bigg Boss' as I am a private person and can't let my life go public like this. I have nothing against the show and I have immense respect for the people who participate in it.” For 'Jhalak Dikhhla Jaa', Kritika is learning dance from scratch because she is not a professional dancer. Her first performance on the show would be a 3D freestyle dance with her choreographer.

NDA To Control ‘Risk-ridden’ Aadhaar Damage nd, once again, as assured by the BJP, among the first things that Home Minister Rajnath Singh decided to take on, after assuming charge, is the Aadhaar Scheme. Just recently it was reported that Mr. Singh is considering the merger of Aadhaar with the National Population Register (NPR) exercise. Apparently, Singh, in a meeting with ministry officials, asked them to come up with ways so that both Aadhaar card and NPR exercise complement each other to avoid there being any chances of ‘duplication.’ Looking into the flaws of a highly-controversial Aadhaar Scheme initiated by the United Progressive Alliance (UPA) government and addressing the scourge topped the main agenda on the Bhartiya Janata Party (BJP) manifesto even while canvassing for the Lok Sabha elections. “We will review Aadhaar project if BJP-led NDA comes to power and look into its flaws. Instead of Aadhaar, National Population Register should be the basis of distributing direct cash benefits to targeted people,” Singh had said in one of his campaign. The BJP had many a times, in the past, questioned the Aadhaar Scheme describing it ‘a gateway for illegal Bangladeshi migrants to get validity in India.’ Ever since its initiation, Aadhaar has been a bone of contention between the government and various activists, legal experts and scholars who deemed biometric data collection for the Aadhaar scheme, particularly, being unconstitutional, among many other things. And, serious questions have been raised against Aadhaar scheme and the bonafides of the entire data and biometric spectrum. The Unique Identification Authority of India (UIDAI) was created as an attached office under the Planning Commission to develop and implement the necessary institutional, technical and legal infrastructure to issue unique identity numbers to Indian residents. The documentation required for Aadhaar — the 12-digit individual identification number issued enables identification for every ‘resident’ (as opposed to NPR that is for Indian citizens not Indian residents) threatening to legitimise illegal immigrants across the nation. And, that is a serious issue. Most of India has, for four decades, struggled to tackle the issue of illegal Bangladeshi immigrants, considering they’re already having a free run in Assam. istan, as Bangladesh was known earlier, at least 10-million Bangladeshis poured into West Bengal in India. India’s former Minister of State for Home Mullappally Ramachandran had even went on record to say that 1.4-million illegal Bangladeshis have migrated to India over the past decade alone. Assam, on its part, has deported only 134 illegal immigrants to Bangladesh in the past two years, even as tribunals, detecting foreigners, found as many as 5,652 offenders between 2010 and 2012. If these ‘residents’ of India are given Aadhaar Cards as has been reported, it validates their existence in India, gives them legal sanction to continue staying here. It was back in September 2013 that the Supreme Court had to intervene and quash the UPA-led Centre’s move to link Aadhaar number with various essential services terming it “unconstitutional”. Pointing at the shortcomings of the scheme rolled out by the Unique Identification Authority of India (UIDAI), the SC had said the UID number should not be made mandatory to avail essential services such as gas connections, vehicle registration, scholarships, marriage registration, salaries and provident fund. The Apex Court also maintained Aadhaar cards should not be issued to illegal immigrants as it would legitimise their stay in the country (as it has been reported). Back in 2013, the Apex Court was hearing

a set of petitions against the decisions of some states to make Aadhaar cards compulsory for availing various facilities, including Provident Fund disbursals, marriage and property registrations. Again in March 2014, the Supreme Court asked the-then UPA-led government to withdraw any orders making Aadhaar mandatory for any essential service. “If there are any instructions that Aadhaar is mandatory, it should be withdrawn immediately,” a bench of justices B S Chauhan and J Chelameswar had said while staying an order of the Goa bench of the Bombay High Court ordering to share data collected for issuance of Aadhaar card with CBI for solving a rape case. The SC had, then, also directed the Unique Identification Authority of India (UIDAI) not to share any information pertaining to an Aadhaar card holder with any government agency. It was around the same time in March when another shocking detail about the Aadhaar scheme came to light. A reply to an application filed under the RTI Act revealed that once you have applied for Aadhaar card, there was no way you could cancel it. Replying to an RTI application, the-then chairman of Unique Identification Authority of India (UIDAI) himself admitted that once you give biometric data for the Aadhaar card, there is no going back. Once given the UID number, there is no way it can be deleted or cancelled. Another

revelation made the RTI application was that Aadhaar was never used to authenticate the LPG subsidies as made to appear by the government, it was merely used as an identification document. It was CJ Karira, co-convener of India Against Corruption (IAC), who had fined the RTI application in September 2013 seeking information regarding sharing of his Aadhaar data to outside agencies. He had also asked for the procedure to delete one’s name from the UID register. “UIDAI stated that the use of the UID number, provided by the Appellant to his gas agency and bank, was for the limited purpose of ensuring the person being provided the gas cylinders and subsidy was the same. It did not involve any process of authentication or matching by those agencies with the data held by them,” was UIDAI’s reply. After this RTI reply and Apex Court’s order to the former UPA government, to withdraw orders making Aadhaar mandatory for availing essential services, former Planning Commission Deputy Chairman Montek Singh Ahluwalia had said no legal basis is needed for transferring benefits under government schemes to beneficiaries’ bank accounts using Aadhaar platform, reiterating Supreme Court’s order to the former UPA government. One thing that the Aadhaar scheme had definitely managed to do is create much confusion among the masses about its ‘importance.’ While the former UPA-led centre dished out notifications making Aadhaar card seem desirable, even mandatory by linking it with essential services, different States too came with their own notifications for Aadhaar scheme. It had literally become a free for all. State governments such as the Orissa government included a splattering of ‘their own’ specifications to the UID number such as a ration card number, BPL/APL number (below poverty line/above poverty line), NREGS data (National Rural Employment Guarantee Scheme), driving license number, PAN number, photo I-card number, passport number, Kisan and Credit Card number, LPG consumer number, Rashtriya Swasthya Bima Yojana number (National Health Insurance Scheme), pension ID number and passbook number expanding the reach of the UID to risk-ridden limits even furthering its arbitrariness. For long now, there has been confusion about the validity and importance of Aadhaar. People have been running from pillar to post to get that ‘very important legal document’ that will validate their existence in the

city, state or the nation especially the ones who fear being the targeted by local political bodies for being ‘outsiders’. In the whole confusion, it’s the illegal immigrants who are known procure by hook or crook all possible paperwork to persist with their stay in India, albeit illegally. Aadhar doubles up as the perfect ruse for the lot. A lot has happened in the course of years since the time the Aadhaar scheme was initiated. There have been reports of Aadhaar cards being found in garbage bins, applicants being issued the Aadhaar cards ‘twice’ over, lakhs of Aadhaar cards being ‘misplaced’ even being ‘issued to a dog, a chair and a tree!’ In the past, investigations revealed that of 48.80 lakh Aadhaar generated in Andhra Pradesh, 2.30 lakh were false and subsequently cancelled. Similar situations in other states too came to light. In Delhi, the biometric exception was introduced for people with high level of disabilities but was used too frequently, raising questions on the credibility of Aadhaar numbers. Similar instances of fake Aadhaar numbers came to light from Jharkhand, Maharashtra, Tamil Nadu, Tripura and Uttar Pradesh. The authority revealed that, of the total Aadhaar generated under this clause, only 22,195 were found to be genuine. Another 6,600 Aadhaar numbers were under investigation. For enrolment of around 90 crore residents in subsequent phases, the UIDAI has asked agencies not to opt for biometric exception without approval from a senior, preferably a government official. The former UPA-led government had even decided to use Aadhaar payment platform for delivery of its welfare schemes once the enrolment is complete as well. If there weren’t enough issues with fake cards doing the rounds, more than 200 Aadhaar Cards were found lying dumped in garbage in a garbage bin at Kajheri village in Chandigarh district early in March 2013. Instead of being delivered to their respective owners, the cards were dumped unceremoniously on the road triggering dissent among locals who expressed disgust at having to enrol for Aadhaar after standing for hours in long queues but ‘found’ their cards in garbage. Hopefully, with the new and well-meaning government in place, the Aadhaar imbroglio may finally be resolved. Like they say, better late than never. With inputs from Prerna Pandey

T

he elections are over and the mandate has come – surprising for many of us and satisfying for the BJP and their allies. One outcome is that there will be a stable Government for five years because they don’t have to depend on coalition partners or even their own allies. They themselves have got a clear majority. Their leadership issue too is clear because they declared their leader before the election, so within the party there is no problem. So straight away the point comes: what will be the policies of this Government and what will it be able to deliver? The manifesto has its own policies. The satisfactory point is that even in the manifesto, issues like the Ram temple and Article 370 were pushed into the inner pages and the main thrust was on development and employment. Now assuming that this Government remains true to its promise, how will they go about it? Investment is an easier thing to do, because foreign investment can come in. The last two years, this country’s ‘sentiment’ has spoilt because of some measures taken by the previous Government like retrospective taxation and a few other measures, which was not welcomed because they don’t fit into the pattern of the international financial framework. I am sure this new Government will quickly reverse that, because the BJP is a trader’s party. They understand the problem of traders better than they understand anything else and they would not like the trading community to be hurt in any manner. The first budget may also signal reduction in taxation, may be a small reduction, but reduction in taxation for the corporate sector and for the rich people on the American pattern. All this will add to investment coming in. Mega projects, which are the favourite of the new Prime Minister, like bullet trains, joining rivers, all these big projects infrastructure he has always been talking about. Now, investment can come in from American companies, from the western world, because those countries and companies also have nowhere to invest. There is no return from anywhere in the world and people are looking to India as a good destination. So if he just clears the hurdles unwittingly created by the Congress Government and gives the picture that we are a fair and just economy as far as laws are concerned and will not go back on our promises, money will come in. Then the issue comes, what are the projects, what are the size of projects, are they viable, that is the tricky part of it. You can have a bullet train in India, but how will it pay for itself? You can’t increase the fares to the level the bullet trains will need. So they have to be subsidised. Whether train service subsidy is worth it, we don’t know. Linking the Ganga and the Cauvery is a project that will take 20 years. Whether it is desirable or not from the environmental point of view is a matter for Rajendra Pachauri and company to decide. Suresh Prabhu under the Atal Bihari Government was also given this task and they were working on it. It is true that a lot of river water is being wasted going to the sea and something has to be done to harness it. But whether we can copy China which is making

How does it bring relief to the common man, who is crushed under inflation. Now how do you tackle inflation? The only inflation they can tackle is food grain inflation, because the Government has got a stock of wheat and other grains, they can release them in the market, so prices will be go down a little. Vegetables, what can the Government do? The price of vegetable differs from every 10 km to 100 km. The central Government can’t do much about it. Then petrol and diesel. The advisors of this Government like Jagdish Bhagwati, Arvind Panagariya and other western people, they will always say they should pass through, they don’t like subsidy at all. So whenever the international price of crude goes up, they will say increase the price of petrol and diesel. Already, Bhagwati and Panagariya have made a statement that cylinder subsidy should go back to 6 cylinders instead of 9. So how exactly they can control inflation is something which I can’t understand. And another part which people miss, suppose they reduce the inflation, which means inflation in the rate of increase of prices. Reducing inflation does not mean reducing prices. It means prices will not increase at the same level. The present level will remain, there is no question of prices going down. So the problems on which they have to come power, or at least I think people have voted for them, thinking that prices will come down, we will get relief – rich and poor can’t get relief at the same time. In fact that’s what the previous Government tried. They tried to give a fillip to the corporate sector and they started schemes like the Mahatma Gandhi National Rural Employment Gurantee Scheme (MGNREGS) and the Right to Education (RTE) etc. But it didn’t seem to work. Because in India what happens is, anything that you try to do to help the poor will also be appropriated by the rich. Take MGNREGS as an example. You made a scheme whereby every village person

will get employment, every family will get employment, but how do you operate it? Through the collector? No, you say, through the Panchayats. Twenty Panchayat members, they become the bosses. There is a lot of leakage and you never know where the money is going. One of the theories is that in this election even MGNREGS has gone against this Congress Government. We don’t know the truth, but the facts remains: it is very very difficult to really reach, help, ensure money, relief to the poor. What are the innovations? The new Prime Minister keeps on talking of the Gujarat model, but we don’t know what that model is. At least I read so many books and magazines and yet we want to know what is that model? How has it helped the poor in Gujarat? I just read one article by one correspondent writing from Baroda and he said the city is as dirty as any city in India can be. So what is that model? The only thing that they can show off is that the share market will go up, the corporate sector will go up, investments will come in, new factories may come in. Now how much employment that can generate is a long shot. After all, now it is modern technology, factories are automatic. What needed two thousand workers now requires only two hundred workers. How many factories can you put up? Agro based – I heard Vandana Shiva in a programme some days ago, she correctly said every second man in India is a farmer, half of the population depends on land. So what is your exposition on farming? I have not heard anything from the BJP. I have not heard about anything about it in their manifesto. What are the agro techniques that you are giving so that people can be employed in the agriculture sector and increase their income? These are long-term problems. Of course the new Prime Minister is quite smart because earlier he was saying, give me five years now he is talking about ten years, fifteen years, in one speech even twenty years. So he probably understands the problem, that in five years it will be difficult. But with a clear mandate, with a clear vision they can make an effort. The first three months and the

Interestingly although as many as 16 former cops had contested from various parts of the country, only Harish Chandra Meena (Dausa, Rajasthan) and Vishnu Dayal Ram (Palamau, Jharkhand) were victorious, besides Satyapal Singh. Not surprisingly, they all won on the BJP ticket. The also-rans included Christy Fernandez, former secretary to the President who fought independently from Ernakulam, Kerala; Yudhbir Singh Khyalia from Hisar, Haryana and former cop Nikhil Kumar from Aurangabad, Bihar, who lost. Of course it should be pointed out that former IFS officers Mani Shankar Aiyar and Meira Kumar of the Congress lost as did a certain former IRS officer Arvind Kejriwal!

kind of budget they present will show us in which direction they are going. My guess is that their direction will be towards trade, industry and the richer sections of people, which I don’t think is very good for the country. Even the 1991 reforms have not taken the country forward. In twenty three years the country really has not gone forward. The poor have remained poor. The minorities have remained in a lurch. Social harmony is still to be restored in the country, whether it is the Hindu-Sikh divide of the 1984 riots or the Hindu-Muslim divide of the 1992 Babri Masjid or the Godhra matter. The Christians are also under pressure. Under the Atal Bihari Government in Orissa there were murders of Christians. I don’t think social harmony is anywhere near. The Congress governed for ten years. They could have done much better. They have lost. They have lost the candle at both ends. They were a party which was known for fairness, for secularism, for social harmony. In the last ten years they could not show that they could even maintain that. And whatever they tried, the National Advisory Council, mostly mixture of some advisors and all – these schemes also flopped as far I can see. Now there is the new Government. Can you scrap MGNREGS? It will give a bad signal. Can you improve MGNREGS? How? The problems are much bigger and just to say the old Government was corrupt – corrupt means you are talking about top corruption of 2G and 3G and all – that does not affect MGNREGS. MGNREGS corruption is at grass root level. How are you going to remove that? And the real corruption for the public is at the ration card level, passport level, Regional Transport Office(s) (RTO) level…how is the Prime Minister going to correct all that? Unless the entire Rashtriya Swayamsevak Sangh (RSS) – which went into this election in an unprecedented manner – if they become Swayamsevaks to improve the life of the people, I cannot say. But what I normally know of the administrative structure of this country, it will remain the same. You may transfer one officer from here to there, but the system will remain the same. Delivery is very difficult. It will be definitely better if they find innovative schemes which will include the poor and minorities so that they get some relief. The signals that we are getting on the way they won the elections do not inspire confidence that this Government can do any better than the last Government. For five years there is no question of elections, but what will happen after five years? It will be a frightening day for me if I am told that the BJP has won because the Hindus have voted for it and the Muslims have not voted for it. I still somehow can’t believe it. According to me it is the prospect of employment, the prospect of prosperity, the prospect of growth which attracted youngsters to this party, not Hindu communalism or any antiMuslim stance – all that really doesn’t matter. Mahindra’s Miguel finishes fourth in Mugello GP

MUGELLO: Miguel Oliveira claimed a resounding fourth place in the Italian GP in a fearsomely close race, with a gang of more than 15 riders locked in close slip-streaming combat down the spectacular Mugello circuit’s long straight. Fourth equals the Portuguese teenager’s best finish of his second season with the only Indian team in world championship motorcycle racing, but was a landmark of race-craft and skill. He had started from 19th on the grid, and picked his way through a huge brawling group to finish a tenth of a second off the topthree podium, and 0.121 seconds behind winner Romano Fenati. At the finish there were still ten riders within six seconds, and the first seven of them within just over half a second. Two more of them were Mahindra MGP3O machines, with CIP rider Alessandro Tonucci seventh, and Ambrogio rider Brad Binder ninth. A fourth Mahindra also took points in the hands of San Carlo Team Italia’s Matteo Ferrari.

AO PAULO: A Brazilian court has sentenced football legend Pele's son Edinho to 33 years in prison for laundering money for drug traffickers, media reports have said. Edson Cholbi Nascimento, nicknamed Edinho, denies the charges in the case, which dates from 2005, and will be allowed to remain free pending appeal, said CBN radio and news site G1. The Praia Grande criminal court in Sao Paulo yesterday also sentenced three other defendants to 33 years and ordered the confiscation of all property seized in the police operation against them, including about 100 cars.

Montes was carted off in obvious pain on a stretcher in front of the pro-Mexican crowd of almost 85,000 at the Dallas Cowboys Stadium.

The elegant AC Milan midfielder was accidentally caught in a challenge by defender Alex Pearce after 10 minutes and, having stood up to test his leg, went to ground and was carried off on a stretcher after five minutes of treatment on the field. The 29year-old Montolivo was taken to hospital for an X-ray where it was confirmed he had suffered a fractured tibia. Italy also had to substitute Montolivo's replacement Alberto Aquilani, who only played for 23 minutes before he went off after taking a knock to the head in a match that finished 0-0. Italy coach Cesare Prandelli said the entire squad were shocked and devastated by the injury to Montolivo. "All our thoughts are with Riccardo and we will have to wait till
