POTHOLES IN COURT TODAY After having made excuses during their last court appearance, heads of BMC, TMC, NMMC, MMRDA, MSRDC, MbPT, PWD, UDD will have to submit some really concrete plans today

By Philip Varghese

T

wo weeks after Bombay High Court directed the civic corporations of Mumbai, Thane, Navi Mumbai, Vasai Virar and Mira Bhayandar to come up with an action plan to tackle the menace of potholes after observing that the problem was because of lack of coordination between the agencies concerned with construction, maintaining and repairing roads, the civic bodies will today submit their reports on their plans of action in the matter. The division bench of Chief Justice Mohit Shah and Justice MS Sanklecha, in its last hearing of a suo moto PIL, had raised concerns over the poor condition of roads in the state and the recent incidents of bikers losing their lives on pothole-ridden roads. The court had taken up the matter after sitting judge, Justice Gautam Patel, wrote a letter to Justice Shah drawing his attention to the pathetic road conditions. Municipal commissioners of Mumbai (Sitaram Kunte), Thane (Aseem Gupta) and Navi Mumbai (Abasaheb Jarhad), besides officials of MMRDA, MSRDC, Mumbai Port Trust, PWD, Urban Development and the Chief Secretary of Maharashtra JK Banthia were present in court during the last hearing. The civic chiefs put the blame on constant digging by utility agencies and water-logging caused by rains. Sitaram Kunte had told the HC that repeated digging by various utility

Sitaram Kunte, Municipal Commissioner of Mumbai agencies and lack of co-ordination between utility agencies was the major problem. Also, that there is no utility mapping. On an average, of

the total 1,900 km of roads in the city, 400-450 km is dug up by the utilities every year. The BMC has plans to do utility mapping to handle this, said Kunte. The judges had said that while paperwork was good, the results were not visible on the roads. Suggesting the authorities to learn from foreign countries, the court said, “How do foreign countries manage this problem? In a city like Mumbai where prices are so high, people cannot afford to stay in South Mumbai where their offices are located and hence have to travel a lot. Travelling becomes worse on such roads.

After the ADC investigated about facilities provided by Mumbai University (MU), it was found that the department has been awarding degrees without having complete facilities needed for the course. Out of 37 facilities, the department only had six facilities which are fully available for carrying out the course, were as the other 33 facilities are either not available or are available on a temporary basis. After the ADC, investigated it was found out that, in all the department provides 37 sports facilities amongst which only four facilities of a cricket ground, Soft ball, TableTennis ,High jump, Gymnastics and Malkhamb, were as 10 facilities are temporarily provided and 21 facilities are not available. Talking to Shefali Pandya, Head of department, Physical Education, MU, who says “We have a full fledged ground and an indoor hall available were we carry out the sports. The varsity looks into the availability of the facilities and it’s been seen that the construction and renovation work is nearly taking place”. Last week, the ADC had reported that Even MU seems to have conveniently forgotten or ignored maintenance of its sports facilities set up for students as the water in the swimming pool has turned stagnant and is infested with larvae, while the bushes surrounding the pool are overgrown. The tennis court has turned into a muddy lawn and the table tennis area is being used for storage. According to the requirements of

What a headache! In Mumbai, it would seem the crowd moves towards a warning cry and not away from it. This is the scene at a ‘bomb alert’ on the footpath outside Azad Maidan last Friday, around noon. We are so not prepared for anything! Or perhaps, we are!

Strange bag ahead. Let’s go watch! sniffed the bottle and gently poured out the contents. Again he showed this to his senior. Meanwhile the circle of observers had come much closer and at this point, some of them could touch him if they so wished. Suddenly, one young man pushed his way through the crowd, got to the bomb expert and snatched the bag away from him. It

adequate arrangements. It certainly beats going to a multiplex and shelling out between Rs. 300 and Rs. 500 for a single ticket, minus the popcorn, on a Sunday afternoon!

Observation 1:

They hunt in packs or, if alone, they prey on the very vulnerable. Indian men, we mean. There must be something to the emerging trend in gang rapes or sexual assaults on very small children. Only in India do you find men roaming around with hands interlocked and arms around each other. What does all this say about the average Indian male?

Observation 2:

The Board of Control for Cricket in India seems to be hated in much of the cricket playing world for its tactics, its strategies and its attitude to the cricket boards of other countries. Bully, spiteful, vindictive, domineering and corrupt are words that are bandied around when it comes to describing it. And nowhere is the criticism stronger than in Indian media.

Observation 3:

Godman Asaram Bapu has 2 crore devotees, we are told. He is also not above kicking away their slavish prostrations before him when he is not in the mood, or punching them out for small mistakes like stepping on his foot occasionally in melees where his bhakts just need to get close to their divinity. Yet none of them seem to object. Just look at their faces in the photographs showing him preaching or delivering a discourse. Seriously disturbing!

Azad Shrivastav | ADC

It was around noon lat Friday, with college students, civic security personnel, advocates, the police and hordes of petitioners milling around Azad Maidan, absolutely as usual on busy Mahapalika Marg, the road that starts with the BMC and ends with St. Xavier’s College and the Directorate of Technical Education opposite Metro. And then suddenly, there was an excited buzz as someone pointed out that there was an unattended and naturally unclaimed bag lying on the footpath, just next to the gate leading to the Esplanade Copurt and the Azad Maidan police station. Everyone started running around, not too far from the bag either. Then some policeman, some uniformed, others in plainclothes, landed on the scene and tried to restore order. One elderly policeman got a piece of rope and started tying off the area. The crowd jostled up and down obligingly and stayed close, so as not to miss the excitement. The elderly policemen kept one end of the rope in his hand. By now, there were at least 30 policemen and around 100 passers-by in attendance, all locked into a companionable circle, watching Operation Bomb Defusal. One ‘bomb expert’ in plainclothes but wearing unmistakable policeman’s shoes, completely bare-handed and headed, went off courageously to do the work. He got to the bag and proceeded to tear it open, using a sharp object. Then he took out the first item – a folded newspaper in Marathi. It was the Loksatta and he raised it to show his senior who was standing with the crowd. Next, he took out a plastic bottle filled with liquid, raised it and showed it to everyone – a little like a magician trying to prove he was not doing any sleight-of-hand. Very carefully, he unscrewed the top,

was the owner, a reporter with a Marathi news channel. He was doing a ‘walk through’ for his cameraman and had left his bag for a little while to finish his work and now everyone knew what the contents of his bag were and he also had no water to drink. He looked very annoyed indeed.

night, there is a frenzy of activity along Tulsi Pipe Road at Dadar, where the vegetable market draws people from all over Mumbai. But sometimes, it tends to slow down as our photographer Azad Shrivastav discovered to his astonishment when he was passing by on Sunday afternoon. With traffic slow on the ground and the aromatic comfort of fresh coriander all around, he noticed a group of people intent on something in their midst. Nothing seemed strong enough to distract them, so he stopped to take a look. Imagine his surprise when he realized that they were all watching a film! Tamil, he said, or it could be Kannada or any of the South Indian languages. But the audience was intent, watching the small screen of what looked like a thicker than normal laptop. Where were they getting the electric supply from, he wondered, before noticing that they were off the local grid and on to one of their own creation. There was a car battery, attached to two small speakers, attached to the screening device, which was actually one of these new-fangled independent VCD-DVD players. When he took out his camera to shoot a picture, there was an instant reaction, suspicious and bristling. But it all calmed down when he said he was just taking pictures for a college magazine. They knew the difference between that and a regular newspaper. The press, it would seem, is unpopular in most demographic segments these days, particularly at the lowly end. But we have to admit that we found nothing to criticize and everything to laud in this sight. Even footpath dwellers need entertainment, and most of them are making their own, very

Sunday at the movies in Mumbai. Is there no end to the ingenuity on display among our footpath dwellers? Please observe the perfectly self-sustaining lifestyle that these people have created for themselves, complete with entertainment.

riod of time, informed Mhaiskar. According to the arrangement, the cost of dialysis at these PPP centres will be either lower than Rs.450, which is the rate charged by the BMC hospitals or the same. While the NGOs will get no profit through this partnership, the allowance that they would get is that the land on which the dialysis centre would be set up would be given to them by the BMC at an extremely nominal lease and there would be concessions given on water bills too. The cost of the machines and consumables and electricity charges, however, would have to be borne by the NGO. The BMC has also formed a team to supervise the functioning of this partnership. “A team comprising the deans and medical superintendents would monitor the centre and have a monthly meeting. Also, a similar meeting would be held at the level of the additional commissioner every three months”, said Mhaiskar. The BMC is planning to adopt this model for providing affordable diagnostic services too, some time soon.

he BMC today moved the Bombay High Court seeking its permission to allow parking of vehicles alongside the sprawling Shivaji Park ground in central Mumbai during the forthcoming Ganesh festival this month. However, the division bench headed by Chief Justice Mohit Shah asked the civic body to approach the bench headed by Justice D Y Chandrachud, which had last year passed the order on a similar plea. BMC wants permission for the second, fifth, seventh and tenth day of the festival which starts from September 9.

n an alleged case of medical negligence, BMC run Bhagwati Hospital at Borivali has been held responsible for a twenty-eight-year-old pregnant lady’s death by her family, on Monday (September 2, 2013). Sultana Zuber Khan, a resident of Malwani, Malad, who was eight and a half months pregnant, was brought to Bhagwati hospital by her family when she started running temperature and experiencing giddiness. “First we had taken her to a municipal hospital at Mal-

vani but we were asked to take her to Bhagwati as they felt she would get better medical assistance there. So, I brought her to Bhagwati at 12pm. At the emergency, she was given some injection and was taken to the ward. Nothing was done after that. I left for home while my brother (Sultana’s husband) was with her. She was simply lying on the bed with nobody paying any attention to her. Then at around 4pm, she started vomiting blood and so my brother alerted the doctors there. It was then that they shifted her to the Intensive Care Unit (ICU) and put an

oxygen mask on her mouth. That is all that was done. When I reached the hospital after my brother called me and entered the ICU, I saw the hospital staff chatting amongst themselves and doing nothing for my bhabhi. When I enquired about her condition, I was told that she is serious. But I saw that she wasn’t breathing at all. I realised that she was dead,” said Taufel Khan, brother-inlaw of the deceased. Taufel further said, “While my bhabhi passed away, they could have atleast tried to save the baby. But they didn’t do that either. After some

time they told us that the baby is also dead. It is the hospital’s carelessness that cost us two lives.” When asked about this case, Dr. Sitaram Gawde, Medical Superintendent of Bhagwati hospital said, “The medical investigations were done and the patient was attended to by the doctors but she deteriorated. We have reported the death at the MHB police. The police will investigate the matter and we will also carry out an investigation from our side.” Last heard, the family was contemplating lodging a complaint against the hospital.

Modi urged the Centre to appeal to Pakistani Prime Minister Nawaz Sharif to ensure the safety of Indian fishermen and get back their mechanised boats, which are in Pakistan's custody. Attacking Prime minister Manmohan Singh, who recently admitted in the Rajya Sabha that India faced an economic crisis, he said, "When the Centre showed its inability to bring India out of the economic crisis, our fishermen can do so by exporting fish and bringing foreign currency, if they are encouraged and given safety".

M

umbai, Sept 2 (PTI) Kingfisher Airlines Chairman Vijay Mallya has blamed almost everyone, including engine suppliers, employees, banks and tax authorities, for grounding of the carrier since October last year. In the airline's annual report (2012-13), he also mentions that the company is in talks with a "potential investor". United Breweries (Holdings) Ltd, the holding company of the airline, has filed a case against International Aero Engines AG in a Bangalore Court, claiming Rs 1,477 rpt 1,477 crore in damages, for allegedly supplying inherently defective engines, said the report. The report, signed by Mallya, has been sent to shareholders ahead of Annual General Meeting on September 24. "In view of the difficult operating environment as well as the engine problems, your company's airline operations and finances were severely affected," the annual report said. Coupled with coercive action by the tax authorities, who attached the carrier's accounts as well as the sources of revenue, Kingfisher Airlines defaulted on payments to creditors and delayed salary payments, it said. According to the annual report, the absence from work (strike) by the carrier's employees periodically, made it impossible for the airline to maintain its schedule integrity, thereby leading to stopping of operation. The revival plan has also

been shared with the lenders of Kingfisher Airlines, who, however, have been generally unsupportive of the company's efforts to revive the airline causing further hardship, the report said. According to the annual report, phase 1 of the recovery plan involved restarting operations with a limited fleet of seven aircraft (five Airbus and two ATR planes), gradually raising to 21 aircraft (10 Airbus and 11 ATRs) in 3-4 months. UB Group has offered to organise funding of about Rs 650 crore to implement this phase, it said. The second phase (full recapitalisation) envisages bringing a new investor with fresh capital, the report said. It will address debt restructuring, servicing and repayment. "Nevertheless, your company diligently continues its efforts to bring in fresh infusion of funds and discussions with various prospective investors are under way, despite the persistent negative media statements being made by the lenders as well as the hostile recovery action initiated by the lenders proving to be a major concern for these investors," it said. The company remains in dialogue with several investors and believes that there is a rationale for investment for various strategic and non-strategic investors, the annual report said. "As on the date of this report (August 14), your company is engaged in discussions with one such potential investor," it added.

et another nephew has given a blow to his uncle in state politics. This time its senior BJP leader Gopinath Munde’s nephew Dhananjay, who has won the much-hyped legislative Council election as an NCP nominee, defeating independent candidate Prithviraj

Kakade supported by Munde. In the 288-member house, Dhananjay secured 162 votes, whereas Kakade managed to get only 106 votes. Dhananjay was declared elected by 56 votes. The election took place yesterday and the result was declared in the evening. This by-election was held to fill the vacancy caused by Dhananjay’s resignation as BJP MLC

Unclaimed bag scares train commuters By Kainaz Choksey

A

t 9:45 am on Monday, there was a scare on a Kalyan-CST train over an unknown bag placed on the overhead shelf of a handicapped coach adjoining the middle ladies compartment. The ladies in the coach noticed the unclaimed black bag when the train reached Dombivali. The women commuters panicked and tried calling the helpline numbers but it was a futile effort. They also tried to locate the owner of the bag. A few commuters also contemplated getting off the train at Vidyavihar as the Government Railway Police personnel were not forthcoming.

elected by members of the Legislative Assembly. He resigned as a member of the Council on July 2 and joined the NCP, posing an open challenge to his uncle. On the last day of filing nomination papers, the BJP had fielded its former Aurangabad city unit president Basavraj Mangrule and Shriprakash Shukla, as its of-

ficial candidates. However, the two withdrew from the fray and were present at a media briefing by Gopinath Munde later, where he said that the BJP has decided to back the candidature of Prithviraj Kakade, who filed his nomination papers as an independent candidate. Significantly, there seems to be something about uncles

and nephews in the state politics. MNS chief Raj Thackeray seems to have inspired yet another dynastic rebel. Dhananjay learned the ropes of politics from uncle Gopinath in Beed district but he felt sidelined when he was denied a BJP ticket in the last Assembly elections. The ticket went to Gopinath’s daughter, Pankaja Palve.

Dhananjay’s revolt has already caused a vertical split in the BJP at the district level and also a split in the Munde camp in Beed district. Political observers now feel this could be a beginning of the downfall of Gopinath Munde, as the NCP is all set to launch a campaign to dislodge him from his own constituency in forthcoming Parliament election.

has created a split among the agitating villagers. Narayan Rane, after meeting them, had said the activists had now softened their stand, and the work will move ahead soon. As per the revised package of the government, the PAP will now get Rs 22.5 lakh per hectare instead of the earlier Rs. 1 lakh to Rs. 4.5 lakh per hectare. The early works contract was signed between Nuclear Power Corporation and the French company Areva for the initial supply of two evolutionary pressurized reactors (EPRs) of 1,650 MW each in December 2010.

All’s not well A on oil front t would not be guess work to Iablesuggest that something undesiris happening with regard to import and supply of oil. Evidently, the falling rupee has already had an impact. We get oil against dollar and not rupee payment. One way to solve the problem is to get less oil. That of course would cause a big jolt to the economy in India. When the oil minister announced that a plan was being considered to supply oil at petrol pumps, there was a hue and cry. A signal was sent across the country that something was wrong on the oil front. The Oil Minister, however, soon announced that the suggestion for restricting fuel supply came from the public domain and not the government. The Prime Minister and Finance Minister also hastened to declare no proposal for restricting fuel supply hours is in place. Sooner or later, we have no go but to face an unhappy situation with regard to the problem of high cost of fuel imports. The US strike of Syria, which is one of the oil exporting countries, is imminent. The US is not very happy with our oil imports from Iran. It looks like a new oil situation is slowly developing in the international scenario. The huge fall in price of a rupee to a dollar will be another major factor that will lead to a fuel crisis in the country.

dalit (untouchable) was killed. His house was destroyed and his family, including a 10-year-old, was thrown out. The upper caste members did not like his audacity to hoist the national flag on the Independence Day at a disputed property which they had appropriated forcibly. The discrimination is the bane of India where the caste prejudiced Hindus constitute 80 per cent of the population. The story of this dalit came to light because one TV channel highlighted it. Otherwise, thousands of dalits undergo similar rigours every day. They face the arrogance and zulum of upper castes. And there is no light at the end of the tunnel. More than sixty years ago, the constitution banned untouchability. The freedom struggle had promised to break the shackles of the caste system after independence. First Prime Minister Jawaharlal Nehru even deleted the column of caste from applications, registers and forms for admission to schools and entrance examinations. Yet the caste considerations have not lessened. Mahatama Gandhi, father of the nation, named the dalit, Harijan (son of God). But the dalits found the nomenclature too patronizing and preferred to be called dalits. A social evil or whatever the explanation, the feeling of discrimination in the Hindu society has not abated. Even today a dalit bridegroom cannot ride a horse while taking the barat (wedding procession) to the bride’s place. Roads at many places are closed to the dalits. As for their habitation, they continue to live in slums in the urban areas and on outskirts of villages in the rural areas.

against the quota in promotions, caved in. True, the Congress did not have a majority in the Lok Sabha. But it could have mustered the numbers if it had stood firm. The reservations have been spelled out in the constitution for the dalits and the tribals. But as the Supreme Court has pointed out that the benefits have been cornered by the creamy layer among the dalits. So is in the case of OBC. The dalits and the OBC members should allow the advantage from reservations to go below. The problem is that the leaders, vocal as they are, manipulate to appropriate the maximum concessions.

Caste affects the whole nation My knowledge of law, however limited, tells me that the column of caste in the form that the census enumerators ask violates the basic structure of the constitution. They inquire about the caste. On basis of such information the economic benefits are distributed. This makes a mockery of the constitution. Its preamble says that the people resolve to constitute India into a “sovereign socialist democratic republic.” Democracy and discrimination do not go together. My objection is also on another point. In the Keshvanand Bharti case, the Supreme Court has said that the objectives in the preamble constitute the basic structure of the constitution. It means that Parliament, although elected directly by the people, cannot alter the basic structure. Surprisingly, the government does not realize the effect the introduction of quota in promotions will have on the bureaucracy, the sheet anchor of the administration. Divide and rule was the dictum of the British who held India in bondage for 150 years. The nation needs to be integrated however strong are the forces to stratify it. The introduction of quota in services is an important policy decision. The government should have called a meeting of the National Integration Council which is meant to discuss such problems. Caste is something that affects the nation on the whole. The country cannot be pushed back to the dark ages. Affirmative action which America follows to give benefits to the black is far better than the reservations which see no end of expiry. But that is a different story, although Dr. B.R.Ambedkar, a dalit, who outlined the constitution, agreed unwillingly to reservation for 10 years only.

tianity to escape the caste hatred of Hindus. However, there is a case for concessions to such dalits which former UP chief minister Mayawati, a dalit has suggested. But her faulty is that she has gone beyond. She wants a quota in promotion of public servants. The demand has justifiably raised an uproar in the country. I think that whatever reservations, they should be given at the time of recruitment. Any reservation during the career would affect the morale of other caste civil servants, who have come through a tough competitive examination. The dalits wanting to join civil services also take the examination but the reservations give them an edge. The two main political parties, the Congress and the BJP, are supporting Mayawati’s

amendment because they have their eyes set on votes in the 2014 elections. The quantum of reservations has gone up because the quota has been extended to the Other BackSome who claim to speak on behalf of Hin- ward Classes (OBC). Is Asaram above the law?

IF Asaram is truly a holy man, his being lodged in a police lock-up would purify and sanctify the cell, instead of his person being ‘defiled’ or becoming ‘unholy’, as he arrogantly declares. Let the fraud be treated like the criminal that he is. He cannot hide behind simple people’s misplaced ‘faith’ and cannot fool all the people all the time. — Phiroze B. Javeri, Mumbai

IT is disgusting to note the frequency of rapes in India one after another. As usual, the rapists know that no law in India can harm them and therefore continue committing one crime after another. A so-called saint has also taken a chance and raped a young girl because he knows he has got the support of the police, political parties and his followers who will protect him from any punishment. The law has not touched him so far and if it does, it will most likely be just a show. I have a feeling that our present government is more concerned about how the stock markets gain and how our industrialists get richer rather than being worried about the woes of the common man. The common man is going through a living hell with everything from vegetables to other essentials getting costlier by the day. India is supposed to be the land of milk and honey, but neither the milk nor the honey reaches the common man. Inflation needs to be tackled on a war footing. We don’t need eloquent speeches. IT’S now almost ten days since the minor filed an FIR against the selfproclaimed godman Asaram Bapu of the Government. The PM started in anger but the Opposition leader Arun Jaitely tamed him and Singh became a sorry spectator posy that. He does not have the answer for several scams, the free fall of the Indian Rupee and the high inflation and therefore kept mum. Instead of providing the best solution and taking the opposition into his confidence, the PM started blaming the Parliament for the economic crisis of the country. Instead of touching on a sensitive issue and finding ways and means for the welfare of the people the PM tried to defend the Government by putting the blame on the global meltdown. The same PM called the health of the Indian Economy the best as compared to both USA and UK, but failed to sustain the good work due to various scams which shook the Government and caused us heavy losses. This slip shod attitude points to the sorry state of Parliamentary democracy in this country. — C.K. Ramanathan, Ghaziabad

India’s malnourished

IT is shocking to know that more than 60 million children in our country are malnourished and kept out of the world’s largest school feeding programme. Children who attend non-government aided schools are not covered by the Central Government funded flagship mid-day meal scheme. The government should modify the policy so that the needy can benefit. And there is no better time to do it than now. In our country 47 per cent of children are malnourished, making us worse off than other parts of the world. for allegedly raping her. Both the Congress and BJP are taking a lackluster approach, thus emboldening the 75-year old rape accused to issue arrogant and irresponsible statements. Now, Asaram’s son has also joined in lashing out against the victim. I think that Asaram should be booked for allegedly raping the minor and also ‘raping’ the system by dictating his terms even after he was summoned by the court on August 30. The latter even involves the political class for their blatant defense of Asaram. Those lady politicians who were baying for the blood of the rapists in the Nirbhaya case and the recent Mumbai photo-journalist’s rape are now asking that the godm be given the benefit of doubt. Why? If he has not done anything wrong, why is he shying away from appearing before the court and having his name cleared at the earliest? Crime more important than age THE first verdict in the Nirbhaya case that has come from the Juvenile Justice Board requires the most brutal of all the accused to spend only 2 years and 3.5 months in a remand home, to the utter disappointment of the whole country. Age alone cannot give blanket protection to juvenile criminals, as Dr. Swamy argues. What is important is the seriousness of the crime and the physical maturity of the accused and in this particular case. The so-called juvenile was ‘manly’ enough to do what he did and, worse still, had the criminal bent of mind to pull out the intestines of the victim using an iron rod, something unheard of in any rape case. If he had not been so beastly, Nirbhaya would have probably survived. The apex court has been advising the lower courts not to be lenient in awarding punishments in rape cases and it will be better if it enhances the punishment appropriately to do justice to the brave lady who lost her life fighting a losing battle. — Dr. V. Subramanyan, Thane

IT is shocking that the Juvenile Justice Board has given the prime accused in the rape and murder of the 23-year-old Nirbhaya, a juvenile, three years confinement at a reformatory home due to him being three months short of 18 years of age. The juvenile who led the 6-member gang-rape, was the most brutal. I strongly feel that this shocking judgment must be challenged by Nirbhaya’s family members in a Higher Court as it will give other juveniles the courage to commit crimes since

they know that they will not be punished severely. — Bhagwan Thadani, Mumbai

RAPE is not a minor offence. It is a shameful criminal offence. Age should not be the barometer in judging such a case. If a person is old enough to commit rape, then he is old enough to face the consequences of his barbarian conduct. The intensity of the crime does not diminish, just because a person is below the age of 18. In this particular case, the girl who was gang-raped died as a result of the injuries she sustained. So it is not merely gang-rape. It is also murder. The angst and pain of the parents of the girl who was gang-raped and died in Delhi is understandable. Anyone who indulges in uncivilized crimes like rape should be ostracized for life from society. The minimum that the Delhi teenager culprit deserves is life imprisonment. I do hope that the Indian Judicial System will review the decision in the interest of building a society safe for women in India. — Rajendra K. Aneja, Dubai

Religious but illegal 218 illegal religious structures in Mira Bhayandar By Suresh Golani

T

he Mira Bhayandar Municipal Corporation (MBMC) has identified 218 illegal religious structures in the twin-city. Of these, many are obstructing free movement of vehicular traffic and pedestrians. Acting on the state government’s guidelines, issued on August 24, 2013 to municipal councils and corporations across the state, in compliance of the Supreme Court order in SLP (Civil. No 8519/2006) regarding illegal religious constructions in public places, the MBMC has identified 218 such religious structures in the Mira-Bhayandar region. The religious structures have been divided them into two categories - A and B. Category A comprises 106 structures which are not

only age-old but are regularly visited by devotees and can be regularized, while category B comprises of 112 illegal structures that have encroached on roads, pavements and sidewalks posing obstruction to flow of traffic and those cannot be regularized and have to be removed. The statistics also reveal that despite the presence of a high number of religious structures on government reserved land, none of them was removed ignoring the fact that they were coming in way of twin-city’s development plans and also blocked traffic besides creating law and order situation. In certain cases, builders of the layout themselves constructed such religious structures in reserved portions of their layout.

Committing to a routine of physical activity is one of the healthiest decisions you can make. Before you get moving though, read our tips on how to be safe while exercising. l Get medical clearance from your doctor before starting an exercise program, especially if you have pre-existing conditions. Ask if there are any activities you should avoid. l Consider health concerns. Keep in mind how your ongoing health problems affect your workouts. For example, diabetics may need to adjust the timings of their medication and meal plans when setting an exercise schedule. Above all, if something feels wrong, such as sharp pain or unusual shortness of breath, simply stop. You may need to scale back or try another activity. l Start slow. If you haven’t been active in a while, it can be harmful to go “all out.” Instead, build up your exercise program little by little. Try spacing workouts in ten-minute increments twice a day. Or try just one class each week. Prevent crashand-burn fatigue by warming up, cooling down and keeping water handy. l Commit to an exercise schedule for

Exercise should never hurt or make you feel lousy. If it does, stop exercising immediately and call your doctor if you feel dizzy or short of breath, develop chest pain or pressure, break out in a cold sweat, or experience pain. intimacy matterS Who says life after 60 can’t be playful? You need intimacy no matter how old you are, so don’t let the age factor ruin your sex life. This is not the time to worry about performance or stress about the end result. It should be an enjoyable stress buster that helps you and your partner stay intimate and connected. Not to mention how many health benefits the act has for your heart and mind. Take a look at some positions that you can try that won’t strain your back, heart or muscles too much. Just remember, there’s never an age limit on practicing safe sex. l the cross: In this position the man is lying down on his side to

avoid back pain, while the woman lies on her back with her legs placed over his hips, forming a cross shape. You can avoid muscle strain but achieve the same pleasure. l the spoon: In this position, you can enjoy your lovemaking without having to twist and turn into any position. You can lay on your side, with both partners facing the same way. Your head can be placed near your partner’s feet or next to their heads — either way works just fine. l on top: The reason this age-old is a favourite is because it’s one of the simplest ways to have sex. But, you don’t have to limit it to a missionary position. The person with less strength (man or woman) should lie on their back and your partner should be above.

Last week we told you how a recent UK based study revealed that the recommended level of safe drinking for older people needs to be reduced. Today, we tell you how much you should be drinking. If you are above 65, you should have no more than seven drinks a week and no more than three drinks a day. Do you have a health problem? Are you taking certain medicines? You may need to drink less or not drink at all. Talk to your doctor to find out. Below is a break-up on how much one drink should be: l One 354ml can or bottle of regular beer. l One 236ml can or bottle of malt liquor. l One 147ml glass of red or white wine. l One 44ml shot glass of hard liquor (spirits) such as gin, vodka, rum or whiskey.

Senior citizen Safety According to the Mumbai police, a majority of the offenses against senior citizens are committed by people who are known to the victims such as their house help, watchmen and helpers. On their website, Mumbai police have listed down the dos and don’ts for senior citizens. We tell you about them: l Never discuss financial matters in front of your house help or in public. l It is always safer to deposit your valuables in a safe deposit vault of your bank. l Treat your house help in a humane way.

Do not allow any relatives or friends of your house help to visit your house. If they have frequent visitors, get their backgrounds checked by the police and try to have a contact number of these people. l Inform your neighbour, housing society and closest police station that you stay alone (or with an aged partner). l Use of modern security gadgets is always advantageous. Door alarms, electronic eye bells and hidden cameras are easily available in the market. l Install a peephole in your front door and always check the identity of strangers before you let them inside your home. l Never leave spare keys in open or conventional hiding places. l Verify the identity of any repairmen who visit your home. l Inform your society about any visitors and ask that they be checked at the gate of the society before entering. l When you admit a workman or a salesman, make sure you do not leave him alone even for a second. l

Grasshoppers Grasshoppers are the most commonly eaten insects in the world. They’re nutritious and considered to be a delicacy in many countries. You have the best chances of finding these to munch on in certain more experimental areas of India. They’re usually eaten deep fried and are sometimes even dipped in chocolate! They contain protein, vitamins and have insignificant amounts of cholesterol and fat.

CriCkets Many chefs suggest preparing crickets spicy and pairing them with beer — yes, you read that right. They’re also filled with a host of benefits and very little fat. They’re actually pretty similar (fat wise) to a steak. They also have a high protein content and healthy, unsaturated fat that makes them best roasted.

red ants For us Indians, hearing about the benefits of red ants is nothing new. They’ve been part of Eastern diets for years and although they’re hard to collect, we know there’s no dearth of them around. Some cultures believe that their bite can even help relieve joint pain. They contain a lot of protein, healthy fat and carbohydrates that’s actually similar to high protein salmon. In fact, they have less fat than a salmon too.

sCorpions Yes, you can eat scorpions. And no, they’re not poisonous once the stinger is off. Fried scorpions on a stick are one of the most popular exotic foods you’ll be offered on a vacation around Asia. They’re also eaten soaked in wine. Like most insects, they also have a lot of protein and nutrients. They are sometimes put inside chocolates and are very popular in Thailand in vodka drinks.

Water beetles Water beetles are already a big deal in Thailand, but they should be getting more popular world over, because they have more nutrient and protein content than kidney beans! They’ve also been getting popular as a dish because they emit a fragrant aroma when cooked that’s more appetising than most insects.

Caterpillars Put your turkey down and go look for a caterpillar. That’s right, caterpillars can actually compete with the lean, protein filled meat — in fact, they contain more protein and fat. The fat in a caterpillar is also healthier.

BUGS

& THEIR BENEFITS Would you consider wolfing down a cricket? Don’t wrinkle up your nose, because insects and bugs are actually filled with a host of health benefits, says Rhea Dhanbhoora

I

f you thought only China and Thailand served up delicious bugs to crunch down on, you thought wrong! Insects and bugs are fast becoming the experimental foodie’s dish of choice, the fancy chef’s unique, off-the-beaten-path invention and the bon viveur’s latest talking point. The UN Food & Agriculture Organisation even staged a special conference on the benefits of eating insects a few years ago, known as entomophagy. Also, we already use insects as part of dyes — did you know that the red die in imitation crab sticks and Campari was made from insects? Professors of entomology at Wageningen University in the Netherlands say that insects should become a common feature on menus because they not only have nutritional benefits, but they also produce less waste and require less feed and water. While restaurants don’t seem to have caught on to the squeamish trend yet, here are the benefits of some of the most popular insect and bug picks, so you can make an informed decision when caught in the midst of an insect trail.

« KNOW MORE: LOW CHOLESTEROL High is harmful, but so is low. Tejasvi Desai tells you more about the hazards of having low cholesterol levels Almost everyone is trying to reduce their cholesterol levels, even those of us who haven’t been medically advised to do so. We all know about the dangers of high cholesterol, but did you know that low cholesterol has been linked to premature ageing, death and even violence? Cholesterol is one of the most important substances inside our body. Cholesterol, often categorised as LDL (low density lipo-protein) and HDL (high density lipoprotein), is essential to life processes and your body is not capable of functioning without it.

aGGression

Low serum cholesterol levels have been associated with habitually violent tendencies of homicidal offenders under

the influence of alcohol. An article published in the British Journal of Psychiatry in 1993 says, “Low membrane cholesterol decreases the number of serotonin receptors and one of the functions of serotonin in the central nervous system is the suppression of harmful behaviour impulses.”

hemorrhaGiC stroke

Hemorrhagic strokes are associated with the rupture of a blood vessel in your brain and bleeding and this risk is increased when your cholesterol levels are low.

memory loss

Low HDL cholesterol has been identified

as a risk factor to a decline in memory during mid-life. Even with Parkinson’s disease, higher cholesterol concentrations are associated with slower clinical progression of the disease. Statin drugs, taken to inhibit the production of cholesterol, severely affect your brain and are now required by the FDA to display the warning that they may adversely affect your memory.

toxiCity & infeCtions

Cholesterol is an essential component for bile synthesis. Bile contains toxins from the liver. Inadequate bile production is strongly associated with toxicity and liver distress. So, don’t let those levels dip otherwise your body could be in serious trouble.

igraines are pulsating headaches and are three times as common in women as men. The cause isn’t clear but genes play a role and brain cell activity may affect blood vessel and nerve cell function. Physical activity may intensify the pain and symptoms vary from person to person and from one attack to the next. One common migraine trigger is change, including hormones, stress and sleeping or eating patterns. But, how do you know that it’s not a regular headache but a migraine? Take this quiz to find out more about the signs of a migraine. And if you find these symptoms a part of your headache, treat it as a migraine and not as just another headache.

« KNOW MORE: HOW TO IDENTIFY DELAYED ONSET MUSCLE SORENESS Feeling bruised and battered days after your workout? Rhea Dhanbhoora tells you how to recognise delayed onset muscle soreness Delayed onset muscle soreness (DOMS) occurs when you do very intensive exercises or exercises that you’re not used to. The reason it’s termed ‘delayed’ is because it occurs a day or two after the exercise was performed. It’s not just exercise that causes it though; you can even get DOMS from a night of intense dancing or head banging! It’s often mistaken for a pulled muscle, or vice versa. In order to make sure you don’t confuse the two, here are a few signs that indicate you’re suffering from DOMS: you’re losing sleep: While DOMS results from exercise, it can also be caused by insomnia. Losing sleep can make your muscles hurt over a period of time, but it also makes you more vulnerable to DOMS. So, if you haven’t slept well and your muscles begin to hurt a few days later (even after a simple walking routine),

it is likely that you’re suffering from DOMS. you feel pAin DAys lAter: There’s a reason why it’s called ‘delayed.’ If your muscles hurt up to three days after you’ve worked out or partied, it’s no cause for concern since you’re probably just feeling the muscle soreness from this activity. you’re suDDenly weAker: You don’t have to be in intense, physical pain to be suffering from delayed onset muscle soreness. DOMS often strikes in subtle ways, making you weak and prone to fatigue, tired or feeling like you can’t perform activities that you otherwise had no problem doing. What you need to do here is relax for a few days. it Hurts wHen you toucH it: Your muscles are not just sore — they hurt! If you press down on the affected part with your fingers, it feels

However, delayed onset muscle soreness will not make your muscles tender when they’re resting. The dull, aching pain can mostly be felt only when you’re moving or putting pressure on it. intensity increAses: When suffering from DOMS, the soreness in your muscles will actually increase in intensity in the first 24 hours after you get up. >> The Middle East Respiratory Syndrome Coronavirus has the same symptoms as a common cold. Read our article to find out more about this deadly virus

On watch The Middle East Respiratory Syndrome Coronavirus (MERS-CoV), a mysterious medical condition that has experts worried about a global pandemic, has now risen to 102 confirmed cases. Dev Goswami brings you the updates

L

ast September, doctors discovered a mysterious virus in Saudi Arabia that seemed similar to a common cold virus. It is mysterious because the exact cause of the virus is still unknown. However, in the year since its discovery in 2012, experts have managed to determine that the virus called Middle East Respiratory Syndrome Coronavirus (MERSCoV ), belongs to the SARS (severe acute respiratory syndrome) family. The difference so far is that it hasn’t been observed to spread as easily as the SARS virus.

A cAuse for concern While the level of concern and rate of spread is not at the same level as it was with SARS, the World Health Organisation (WHO) has labelled the spread of this virus as the ‘greatest concern right now.’ One of the biggest reasons why it has become a cause for concern is because there is no vaccine or treatment available as yet. So far, all those who have been afflicted by the virus have been put on supportive treatments to help relieve the symptoms. Experts are worried because the virus has a freakishly high death rate of almost 50%! From 102 confirmed cases of MERS-CoV since September last year, WHO reports that 49 have resulted in death.

current stAtus As we mentioned earlier, there are currently 102 confirmed cases of this infection. These infections have been reported in countries such as France, Germany, Italy, Britain, Tunisia and the Gulf. All the cases found in European countries, the WHO says, have either a direct or indirect connection with Saudi Arabia — the country where MERS-CoV first surfaced in September 2012.

the globAl response

The response by countries and agencies so far has been muted as far as intensity is concerned. The WHO itself has found no need to advocate travel restrictions or screenings at the points of entries in a country. But, the organisation does say that all countries need to be extremely vigilant. The Indian government has issued a directive to all states, laboratories and hospitals to take even cases of a common cold seriously. Doctors are supposed to suspect MERS-CoV in cases where the patient does not respond to the standard respiratory illness treatments, as well as in those cases where the patient has a travel history to Saudi Arabia. In Mumbai, Kasturba Hospital is supposed to function as an isolation centre (which is necessary in cases of MERSCoV) just like it did during the H1N1 epidemic.

should you worry? While you may understand the seriousness of MERS-CoV, the important question is do you need to worry? Yes and no. No, because so far no case of infection has been reported in India. However, at the same time, the most important step is being overlooked — screening passengers coming in from the Middle East. Dr. Amol Manekar, a general physician at Kohinoor Hospital, agrees and says, “Our screening procedure is pathetic to say the least. What we need right now is proper screening and diagnosis like we had during the SARS epidemic.” He also raises an important point about the Haj pilgrimage coming up next month and how it could lead to pilgrims returning to India, infected with the virus. He adds that while there is no cause for immediate concern, we really need to be careful and start a proper screening process at the earliest.

« KNOW MORE: BENEFITS OF PROFESSIONAL TEETH CLEANING Cleaning your teeth isn’t the same as getting them cleaned. Tejasvi Desai tells you why you should go in for a professional teeth cleaning every year

You might brush your teeth twice a day and floss regularly, but there are certain areas that your toothbrush cannot reach. Here are a few incentives that might encourage you to visit your dentist to give your set of pearly whites a professional cleaning:

Professional teeth cleaning is intended to remove any excess scale (tartar or calcium deposits) and plaque (sticky film with bacteria) from your teeth, leaving them smooth, clean and polished. By cleaning and polishing the surface of your teeth, your dentist will remove any rough and sticky areas along your gums which your toothbrush cannot clean, thereby preventing bacteria from attaching and growing and causing gum disease.

Getting your teeth cleaned by a dentist is the best one time solution to help keep them clean for a good five to six months. It will not only leave you smiling more often, but also make your teeth healthier and improve oral health.

Stubborn stains left by beverages such as tea, coffee and wine, cannot be removed by regular brushing and you will require professional help to remove them. You are definitely going to leave with a set of whiter teeth after the cleaning.

Research suggests that getting your teeth professionally cleaned and scraped or “scaled” just once may help reduce the risk of heart attack and stroke. Chronic inflammation is most likely the reason behind this association. Teeth scaling reduces inflammation-causing bacteria and improves blood vessel function, keeping your blood flowing properly.

SURPRISE! Shutterstock

Sadly, this isn’t the good kind. Glynda Alves brings you the unexpected causes of dry skin

T

he prime cause of dry skin may seem to be staring you in the face, so to speak. It’s lack of moisture. And while you may think you’re doing everything to achieve soft and supple skin, you’d be surprised to find out what dehydrating habits you actually have. Read on to find out if these practices are to blame for your parched skin.

sCents & sensiBility Scents and fragrances tend to irritate and make dry skin worse. This is especially true if you have sensitive skin. So, if you’re using any products that have a strong scent, remove them from your cleansing routine. Check the ingredient list for the word “fragrance” and skip these lotions and cleansers. However, that doesn’t mean you can’t smell sweet. Replace these artificially scented products with formulas that contain natural ingredients such as vanilla. You’ll find body butters such as cocoa and shea that will hydrate your skin and make it feel and smell lush.

soap DuD Nothing robs moisture from your skin faster than cleansing with a harsh soap. Even laundry detergents can contribute to your dry skin woes. Look for gentle laundry soaps and use no more than the recommended amount. More soap, whether it’s for clothes or your skin, doesn’t mean cleaner or better.

harD truth While many places in the city are blessed with soft water, if the tap water you get is hard (it contains a high dose of minerals such as magnesium and zinc) you’re more prone to dry skin. These minerals leave a film on your skin that causes dryness. Apart from dryness, hard water can also aggravate conditions such as acne and rosacea. You can combat the problem by installing a walter filtration system.

aCne aChe As if having acne wasn’t bad enough! Often those using topical acne creams trade one problem for the other. The products that treat acne (retinol, glycolic acid, salicylic acid, and benzoyl peroxide) can severely dry out your skin. But, you don’t need to give up on your medication. Dear Barbara, I love investing in makeup and I never compromise on quality. I make sure I don’t buy cheap makeup brushes but sadly, they still get ruined. What should I do to make them last longer? — ashna shaukat, malad Dear ashna, You might not be cleaning them enough. Letting brushes sit with product on them for too long can permanently damage the bristles. I suggest you wash them once a month with mild dish detergent. This breaks down the oils and pigments that builds up on them. How you dry your brushes is critical too — lay them flat on a paper towel. If you

put your brush upright, water can seep into the base and ruin it. Dear Barbara, I have discoloured teeth due to my heavy consumption of tea and coffee. beverages. Mixing strawberries and baking soda together produces malic acid which helps remove stains. Mash one strawberry with ½ tsp of baking soda, then apply it to your teeth with a brush. Make sure you brush your teeth with regular toothpaste right after to avoid prolonged exposure to the acid, which can strip away enamel. Raw and crunchy vegetables such as carrots, celery and cucumbers can also act as tooth cleaners. Another effective home remedy is rubbing a mixture of lime juice and salt. Target Rs. 550

View: We believe the pains seems to come to an end finally for Mphasis considering approaching bottoming of HP revenue decline and exit from the Indian Government contracts which would means secular positive QQ growth here on with upward bias on OPM trend. The traction in the segment extended in the quarter on strong momentum in the digital risk business. Strong organic volume growth of 3.8 percent and full quarter consolidation of digital risk (79 days in Q2) lead the revenue beat for the quarter. Direct business revenues grew by 18 percent QQ contributing 59 percent of revenues for the quarter despite decline in India business. 10 new clients were added during the quarter. HP revenues went down 0.7 percent QQ (4 percent decline in volumes) in INR term at Rs 6.4bn. HP Non ES segment revenues grew by 18 percent for the quarter to Rs 813mn inline with its expected annualized run rate of USD 55-60mn for FY13. Management hinted further decline over next 2-3 quarters which we believe would also get compensated partially by Rs depreciation (40 percent of HP business is Rs denominated) and thus the fall in revenues would bottom out by H1FY14. OPM Improve: OPM gained 90bps QQ at 15.8 percent despite salary hike which we believe would go further up due to decline in both low-margin business segment i.e. HP and India Govt. The company has planned to reinvest gains partially in S&M efforts and expect OPM in the 16-18 percent band. Buy the stock with at target price of Rs 550.

Emkay calls a ‘Buy’ on Wipro CMP: Rs. 484

Target Rs. 530

Wipro remains focused on driving an improvement in revenue growth trajectory and aims to catch up with peers on sequential revenue growth by Q4FY14. Deal pipeline remains robust. Strong traction within top 10 clients aided by increased S&M investments expected to continue. Growth to become broad based ahead as traction in financial services and Healthcare improves. Upside risks to Wipro’s margins ahead as growth leverage kicks in. Upgrade FY14/15E EPS higher by 6/10 percent on revised currency assumptions (Rs 61/63 for FY14/15). Retain ACCUM, and raise TP to Rs 530 as we expect upsides to street’s modest expectations. Our discussions with Wipro management indicate the increased urgency and focus to close growth lag with peers with company aiming to achieve a ‘similar to peers sequential USD rev growth’ by Q4FY14. While Wipro’s turnaround plans have taken longer than what the street anticipated earlier (a difficult FY13 also delayed the improvement in our view), we see the strategic steps taken over CY11-13, after TK Kurien took over as the CEO, bearing results through the past few quarters. The company has addressed the long standing concern on top 10 accounts mining. While we retain our USD rev estimates broadly, our FY14/15E EPS are raised by 6/10 percent to Rs 29.7/35.1 respectively on revised currency assumptions (factor in USD/INR at Rs 61/63 for FY14/15, note that we do not build in complete flow through of currency gains into our margin assumptions). We upgraded Wipro recently to ACCUMULATE (after running a negative call through FY09-13) and back further upsides, target price raised to Rs 530.

Aditya Birla Money calls a ‘Buy’ on Voltas CMP: Rs. 69

Target Rs. 81.60

Outlook and Valuations: Voltas continues to pass through a rough patch and the near term environment is also challenging. In the UCP segment the company continues to maintain its No.1 position while the EBIT margins are showing signs of stabilization. On the EMP segment especially on the international front it has been a big drag on the company’s overall financials and outlook in the near term is highly challenging, while on the domestic front order inflows are flowing but the momentum has slowed down. Engineering products division continues to maintain its growth momentum and market share. The company is likely to face near term headwinds as the macro as well as micro environment is highly uncertain. On the back of slower execution and margin pressures we revise our topline and operating margin estimates downwards and hence we revise our profit estimates downwards by 14.2 percent and 11.5 percent for FY14 & FY15 to Rs 2,200mn and Rs 2,532 respectively. We believe majority of the negatives have been priced in and we believe the worst is over for the company and hence we recommend “Buy” on the stock. We value the company at 8x FY15 EV/EBITDA and arrive at a price target of Rs 81.6 per share At the CMP of Rs 69.6 Voltas trades at FY15 P/E of 9.1x and 6.9x its FY15E EV/EBITDA.

G

lobal financial services firm Nomura has lowered India’s GDP growth forecast for the current financial year to 4.2 % from 5.5 % earlier and kept a “negative” view on the country’s macro-economic outlook for the next three to six months, reports PTI. According to Nomura, the downside risks to the growth outlook have materialised with financial conditions tightening much more than anticipated. “We are cutting our real GDP growth estimates to 4.2 % y-o-y in FY’14 from 5.0 % earlier. We will publish more details in a separate note. We retain our negative view on India’s macroeconomic outlook for the next three to six months,” Nomura India’s Sonal Varma said in a

research note. According to official figures, the country’s economic growth in the April-June quarter slid to 4.4 %, the lowest in past several years, pulled down by drop in mining and manufacturing output. “Looking ahead, good monsoons and a gradual recovery in global demand are positives, but the question is whether they will be able to offset the drag from the ongoing balance of payment (BOP) stress,” Nomura said. Nomura believes, the BOP pressures are likely to continue over the next three to six months, which would have an adverse impact on the economy through multiple channels like cost-push inflation, higher short-term funding costs, asset price volatility and falling confidence, among others.

Moreover, with fiscal pressures building, the government may not be able to continue its current pace of spending without risking substantial fiscal slippage, implying spending will have to be sliced in the second half of FY 2014. “Hence, the risk of a pro-cyclical fiscal and monetary policy tightening is rising and the downside risks to our growth outlook have materialised with financial conditions tightening much more than anticipated,” the report said. Meanwhile, the pressure on the growth momentum is likely to pose greater challenges for policy makers as they try to stabilise the falling currency, which had touched an alltime intra-day low of 68.85 to a dollar on August 28 and is currently hovering around the 66/USD mark in highly volatile trade.

RCF Plans Substantial Expansion By Dominic Rebello

P

ublic sector fertiliser major Rashtriya Chemicals & Fertilisers (RCF) is planning to expand the capacity of Urea at Thal 2200 MTPD and one single stream urea plant of capacity 3850 MTPD at the existing site at an approximate cost of Rs 4,200 crore said RCF Chairman and Managing director R G Rajan at a media briefing. The selection process for lump sum turn-key contractors (LSTK) for main plants has been completed. Approval of PIB/CCEA is expected soon. Environmental clearance for undertaking the project has been obtained, he said. The company along with Coal India, GAIL and Fertilizer Corporation of India is contemplating set-

ting up Rs. 6,000 crore fertilizer complex, comprising of 2,700 MTPD ammonia plant, 3,850 MTPD urea plant, 850 MTPD nitric acid plant and 1,000 MTPD ammonium nitrate plant at Talcher, Orissa, through coal gasification route as feed stock. “Coal will be made available by CIL from nearby coalfields of its subsidiary, Mahanadi Coal fields. Land and certain facilities needed for the project will be provided by FCIL. Apart from being a project for feedstock diversification, it will also aid much needed urea production capacity for the eastern part of the country,” said Rajan. The Talcher project is proposed to be done on Lump Sum Turn-Key (LSTK) basis. Project capital cost is estimated to be approximately Rs.

9,000 crore (including coal gasification). A MOU amongst the proposed promoters has been signed, he added. He also said, the governments of Ghana and India have signed a Memorandum of Understanding for setting up a fertilizer project to produce about 1 million metric tons of urea fertilizer based on gas find in Ghana. RCF has been nominated, by government to take a lead role. It has been proposed to set up an ammonia plant of 2200 MTPD capacity and a urea plant of 3850 MTPD capacity at a cost of Rs. 6,000 crore. The pre-feasibility report submitted to the respective governments is under consideration. Discussions are being held to finalise pricing and quantity of gas to be supplied to the project.

BUSINESS BRIEFS Lodha’s ‘Park’ Project Gets Unprecedented Response

Amidst all the gloom about the Indian economy, the Lodha Group’s recently launched master planned neighbourhood in Worli The Park, has witnessed unprecedented interest with over 450 bookings worth over Rs. 2500 crores being received on the first day of the applications being accepted. Abhishek Lodha had launched The Park with actor Aishwarya Rai Bachchan as the brand ambassador at a widely publicized press event last fortnight. This was followed by a global launch in 7 cities – Mumbai, Dubai, Delhi, Kolkata, Pune, Ahmedabad and Surat. Applications to purchase units have been received from across the country, along with strong interest from NRI’s in the UAE and USA, a company press release has stated.

However, silver snapped three day of losses and rebounded by Rs 420 to Rs 54,350 per kg on increased offtake by industrial units and coin makers at existing lower levels and a firming trend in international markets, where it rose 3.7 per cent to USD 24.38 an ounce.

Maruti, Honda, Hyundai Domestic Car Sales Up In August

Car makers Maruti Suzuki, Honda and Hyundai posted increase in their domestic sales in August, while others including Mahindra, Toyota and Tata Motors reported declines amid a continuous slowdown in the market. While the car makers struggled, two-wheeler makers such as Hero MotoCorp and Honda Motorcycle and Scooter India reported sales growth in August this year. Maruti Suzuki India (MSI), which witnessed a month-long lockout at its Manesar plant last August following violence, posted 51.6% sales growth in this year benefiting from a low base effect. MSI said its domestic sales increased stood at 76,018 units as against 50,129 units in August last year.

Top Bankers In Praise Of RBI’s Subbarao By A Business Reporter

T

op bankers have hailed the contributions of the outgoing Reserve Bank Governor Duvuuri Subbarao saying he did his best during a tenure that was marked by difficult times for the economy. Subbarao demits office on September 4, after being at the helm for five years that saw the beginning of the global recession from which it is yet to recover. Within a fortnight of him assuming office, global investment bank Lehman Brothers filed for bankruptcy and the hit

pulled the global banking system down to an unprecedented credit crisis which eventually led to the worst recession since the Great Depression. This was followed by a difficult period which saw RBI working in close coordination with the government and other financial sector regulators, as also other central banks, to ring-fence the economy. While the fiscal and monetary stimuli ensured that the economy did not fall off cliff, this soon gave way to a spike in inflation. This saw rise in policy rates from October 2010 for a

“I think the Governor’s term has been in one of the most difficult environments globally and domestically. If you look at the world and our country today, there is so much change that you have to be at your feet and I can’t imagine anybody else doing a better job than Subbarao” Shikha Sharma MD and Chief Executive, Axis Bank

year or so even as growth started coming down. As Subbarao’s term moved close to ending, worries over slowing growth and stubborn inflation complicated the matter for the central bank. His problems got compounded with the fall of the rupee beginning May-end. It declined to a low of 68.85 intra-days to the dollar early last week, but with some wise thinking and intervention by RBI has recovered marginally. His successor Raghuram Rajan will takeover as the 23rd governor of the RBI on September 5.

“I’ve the highest respect for him. He has been through difficult times and let’s put it this way: in hindsight, it’s very easy to judge anybody...I do believe he did a great job,”

“One thing that has not been fully talked about during his tenure is that he has reduced CRR and SLR by 4 percentage points, which to my mind, in a tenure of five years is very significant… To some extent, the buoyancy which we saw in the economy in the previous two years, could be attributed to that “

cholars often state that Maharashtra and Bengal are the two provinces that have really nurtured classical music. Besides, Gwalior, Lucknow, Benaras and Indore are also important centres of classical music. One cannot forget the immense contribution of Goa and north Karnataka who have given us some outstanding music luminaries. Very few people realise that over the years, Gujarat too has done its bit as far as the promotion and nurturing of classical music is concerned. upura Fine Arts Academy presented the ‘Noopuradwani dance festival’ at Bilawa Auditorium in Santacruz East recently. The festival projected the beauty and the technique of three distinct classical dance styles – Bharata Natyam, Mohiniattam and Kuchipudi. The accomplished exponents who performed in the festival were Suman Badami for Bharata Natyam, Ramya Jagadish for Mohiniattam and Dr. Shailaja Desai for Kuchipudi. It was a delight to watch three dance styles being performed on the same platform. After the invocatory numbers, Suman performed ‘Ranjani Mrudu Pankaja Lochana’ describing the lotus-eyed goddess, while incorporating the benevolent and the virile aspect of the goddess. Suman is a danseuse blessed with a charming personality and danced with ease and perfection. In the expressional number portraying Lord Muruga, the anguish and the

state. Omkarnath Thakur, the towering figure of the Gwalior gharana too belonged to Gujarat. Later generations have produced quality singers like Yashwantrai Purohit and Rasiklal Andhariya. They were superb exponents of the Kirana gharana.

Dr. Monica Shah who runs the Aaradhana Music Academy in Ahmedabad is another good singer from Gujarat. She has modeled herself on Rasiklal Anhdariya who was a devoted follower of Ameer Khansaheb's singing. Monica was featured by Shivaji Park Nagarik Sangh in an evening concert last week-end. She sang the Raga Megh to begin with. The bandish 'E Barkha Ritu Aaayi' was set to slow Ek taal. Her elaboration of the raga was systematic. She also sang a rare raga called ‘Prabhat Varali’. It was refreshing to hear such melody. ‘Tore Bin Mohe Chain Nahi’, the famous dadra in the Raga Kirwani was sung with emotion. She received

excellent support on the tabla from Mukta Raste and on the harmonium from Ravindra Lomate. A programme was held in memory of Late Shri M W Desai (BMC Commissioner) by Bhartiya Sangeet Prachar Kendra and Gandhar Music Academy at Nehru Centre. Dr. Ram Deshpande and Bhuvanesh Komkali presented monsoon melodies. Bhartiya Sangeet Prachar Kendra was established in the year 1954 by Late Vinayaka Dalvi with the aim of spreading Indian classical music and dance. They provide free classical training to poor and deserving students. The Gandhar Music Academy is run under the guidance of Pt .Dr. Ram Despande.

please come soon.” The dancer also depicted the wonderful moments of love which were well enacted. In an extract from ‘Narayaneeyam’, the emotional encounter of Sudama with Krishna in Dwarka was well portrayed. It was thrilling to watch Ramya's daughter and disciple Vishnuja playing Krishna. Ramya concluded the Mohiniattam performance with a brisk ‘Thillana’. The Kuchipudi duo Dr. Shailaja and her daughter Sinduja Desai performed later. Sinduja performed the ‘Prahlada Sabdam’ with dramatic appeal when King Hiranyakashyapu fails to acknowledge the divine son Prahlada due to his arrogance and ignorance and hence punished by Lord Vishnu in the incarnation of Narasimha avatara (half lion-half man). Dr. Shailaja impressed the audience with the depiction of the royal possessive love of the nayika performance with the popu- beauty Satyabhama as the is described with fine ‘san- lar ‘Irayimman Thampi wife of Lord Krishna. TRIPLE DELIGHT!

By Sandeep Hattangadi Several films based on the theme of the world of crimes and the police department being in search of the culprits, have been produced so far. The canvas of these films is usually based on the sensational drama involved in the story of the film and the accurate presentation of the happenings therein. The entire story of this film focuses on the happenings of a single day which can be termed as a unique dimension of this film. The upcoming Marathi feature film ‘Sutradhar’ is based on gambling involving a turnover of Rs.2000 crore, eight different countries, six individual characters, one winner and finally the single plotter of the conspiracy. The most amazing aspect of the story is that this single brain behind the conspiracy, the real ‘Sutradhar’ as it is called in Marathi, never reveals his identity throughout even after turning the tides of this game according to his

EW YORK: Defending champion Andy Murray and 2001 winner Lleyton Hewitt made light of the heavy, humid New York conditions to breeze into the US Open last 16. Third-seeded Murray, who ended his country's 76-year wait for a Grand Slam men's champion when he won his maiden major title in New York last year, eased past Germany's world number 49 Florian Mayer, 7-6 (7/2), 6-2, 6-2. His win was built on an impressive 42 winners and seven aces. "I think I need to start my matches quicker than I have been doing. I am not that fast out of the blocks," said the 26-year-old. "But once I got going I was striking the ball cleanly." Murray, the reigning Olympic and Wimbledon champion, will next face Uzbekistan's world number 65 Denis Istomin, who put out Italian 20th seed Andreas Seppi, 6-3, 6-4, 26, 3-6, 6-1. Istomin will be playing in the last 16 in New York for the first time after ending Seppi's perfect streak of seven five-set wins in 2013. Two of those came against him at the Australian Open and Wimbledon. Murray defeated Istomin in their only match in the quarter-finals at Brisbane in January this year. Meanwhile, Hewitt reached the fourth round of a Grand Slam for the 30th time with a 6-3, 7-6 (7/5), 6-1 win over Russia's Evgeny Donskoy. The former world number one and 2001 champion, who knocked out sixth seed and 2009 winner Juan Martin Del Potro in the second round, last reached the fourth round in New York in 2006, when he went on to the quarter-finals. "It's always great to come back to New York where it all started for me - I won the doubles in 2000 and singles in 2001. I have played some of my best tennis here," said Hewitt, who claimed victory on a third match point. "I think the crowd supports me because my personality is the joy of coming out to play. I feel pretty good. I have had three tough matches where I have had to keep bouncing

The 32-year-old world number 66 will face either German 12th seed Tommy Haas or Russia's 21st seed Mikhail Youzhny for a place in the quarter-finals. Hewitt has a 6-4 winning record over Haas, although their last meeting was back in 2004, and a 5-1 lead over Youzhny.

Fifth seed Tomas Berdych of the Czech Republic and Swiss ninth seed Stanislas Wawrinka will clash for a spot in the quarter-finals. Berdych, who defeated five-time winner Roger Federer on his way to the semi-finals last year, eased past French 31st seed Julien Benneteau, 6-0, 6-3, 6-2.

NEW YORK: Defending champion Serena Williams won her muchanticipated US Open showdown with Sloane Stephens while Li Na avenged a painful loss in Rome to join the world number one in the last eight. Williams defeated US 15th seed Sloane Stephens 6-4, 6-1 to reach the US Open quarterfinals, winning eight of the last nine game in avenging a loss that ousted her from the 2013 Australian Open. "It definitely felt like a bigger match because Sloane is such a great player, but I had to stay focused in the moment," Williams said. Williams booked a quarter-final against Spanish 18th seed Carla Suarez Navarro, who upset German eighth seed Angelique Kerber 4-6, 6-3, 7-6 (7/3). Also booking a quarter-final matchup were Chinese fifth seed Li, who beat Serbian ninth seed Jelena Jankovic 6-3, 6-

0, and Russian 24th seed Ekaterina Makarova, who upset Polish third seed Agnieszka Radwanska 6-4, 6-4. Li, the 2011 French Open champion, matched her best US Open result by reaching the last eight. "Maybe today was the best match of my whole life," Li said, adding her strategy against Makarova would be to "Play aggressive. I wish I can play the same level like today." Li improved to 5-4 against Jankovic, motivated by the sting of a loss in their most recent match in a round-of-16 affair last May in Rome. "Last time I lost to her in Rome I was feeling so sad. I was feeling I played so good. I said, 'You have to remember how you felt after Rome and not have that feeling any more.'" Suarez Navarro hit 45 winners and took advantage of 50 unforced errors by Kerber to rally for the victory after two hours and 41 minutes.

Modi set to get life ban at BCCI SGM on September 25 Bopanna bows out of US Open N

N

EW YORK:: Rohan Bopanna's campaign ended at the US Open after the Indian and his French partner Edouard RogerVasselin suffered a straight-set defeat at the hands of Britain's Colin Fleming and Jonathan Marray in the men's doubles third round here. The sixth seeded Indo-French combo was stunned by Fleming and Marray, seeded 12th, 6-4 6-4 in a contest that lasted 81 minutes last night. Bopanna and Roger-Vasselin

could convert just one out of six breakpoints they got to go down tamely against the lower-ranked opponents. They could also win just 58 points in total as compared to 73 won by the British duo. In the opening set, Fleming and Marray did well to convert two off the three break chances, while the Indo-French combination wasted three out of four breakpoints to lose it in just 34 minutes. In the second set, they showed some fight as they saved as many as four breakpoints out of five before the Britishers made full use of one opportunity to run away with the match. Fleming and Marray will face top seeds Bob and Mike Bryan in the quarterfinals. Bopanna had earlier suffered a shock first round exit in the mixed doubles along with third seeded German partner Julia Goerges. However, India had something to cheer about as Leander Paes and Radek Stepanek fought their way into the men's doubles quarterfinals.

EW DELHI: The BCCI in all likelihood will impose a life ban on former IPL commissioner and its vice-president Lalit Modi at a Special General Meeting (SGM) to be convened in Chennai on September 25. A senior BCCI official today informed that the contents of the exhaustive report filed by disciplinary committee comprising of Jyotiraditya Scindia and Arun Jaitley was discussed at the Working Committee meeting in Kolkata on Sunday.

“The committee’s report has suggested imposing a life ban on Lalit Modi. To decide on his fate, a special general body meeting has been summoned in Chennai on September 25 to decide on the issue. As of now, the life ban looks imminent,” the official said. To impose a life ban on Modi, the BCCI will need a twothird majority at the SGM, which means a minimum of 21 members will have to vote in favour of the ban.

Modi was the IPL chairman-cumcommissioner during the first three editions but was suspended immediately after the closing ceremony in 2010, on charges of financial irregularities in running of the league as well as improper practices. During the suspension, a three-member disciplinary committee comprising of political heavyweights Scindia and Jaitley along with president Srinivasan was formed.

Mahindra Racing riders do well M

UMBAI: Mahindra Racing’s Miguel Oliveira and Efrén Vázquez finished fifth and 10th respectively in the British Moto3™ Grand Prix held at a sunny Silverstone Circuit – another excellent double top ten result for the only Indian constructor in Grand Prix motorcycle racing. The 17-lap race around the fast and flowing 5.9km track saw a breakaway group of four, headed by Luis Salom, battle

for the win. Just behind them, Oliveira headed a second group of four for the full race distance after a tough and exciting battle. Having recorded the third fastest time in morning warm-up, the young Portuguese rider was ready to improve on his eighth place on the grid. Ninth after a fast and furious first lap, Oliveira steadily worked his way up to the front of the second group and then

battled hard to keep repelling the persistent challenge of Jonas Folger. On the eve of his 27th birthday, Efrén Vázquez was making his 100th Grand Prix start and was involved in a similar dice at the head of the third group of riders. From 13th on the grid, Efrén lost a place on lap one before charging through to battle at the front of the group. At the flag he just missed out on ninth place by three tenths of a second.

CENTRAL STEAL PAST CUSTOMS SPORTS

M

UMBAI: Defending champions Central Railway rallied in splendid fashion to overcome Mumbai Customs 2-1 in the opening Super Division match of the Mumbai Hockey Association Limited (MHAL) League 2013, played under floodlights at the MHAL Stadium, Churchgate, on Monday evening. Devinder Walmiki, who later was adjudged the ‘Man-of-thematch’ and Sashi Topno hit the target for Central in the second half after Joshua Versaonkar had given Customs the lead in the first half. The win ensured Central walk away with the full three points. Except for a brief period in the first half, Central had things under control right through the match. The Customs defence and goalkeeper Lincoln Taites did well to keep the Central attack in check initially. But once the railwaymen found their rhythm they took the fight to the rival camp. Central’s hard-woking midfielder Devinder Walmiki played a pivotal role for his team. He made a lot of runs on the right flank and also initiated many moves to put pressure on the Customs defence. Custom forged ahead when full back Joshua Versaonkar beat goalkeeper Avdhut Solankar with a firm drive from their second penalty corner in the 18th minute. Central, who earned eight

but were baulked by some timely tackles from the defenders and were unable to add to their tally. Results: Central Railway 2 (Devinder Walmiki 48th min, Sashi Topno 51st min) beat Mumbai Customs 1 (Joshua Versaonkar 18th min).

Savur shows KIndia take on Bangladesh in SAFF Championships glimpses of potting skill B

ANGALORE: Former national champion Arvind Savur might have lost his speed but certainly not his passion to succeed as the 72-yearold veteran notched up a narrow victory after seesaw battle against Suffiyan Ahmed in the second round of the World Snooker Indian Open Qualifiers here. Savur showed glimpses of his famed potting skills that had earned him the nickname ‘Tornado Fats’ to put it across Suffiyan 4-3 and enter the third round of the Qualifiers. While Savur won 71-14 71-70 39-59 31-91 67-28 42-57 67-33, another former national champion Shyam Jagtiani from Kolkata lost 2-4 to Vishal Vaya. Other notable cueists Sourav Kothari, Kamal Chawla, Rafat Habib, IH Manudev and Balachandra Bhaskar advanced to the third round India’s number two Kamal Chawla scored a facile 4-0 win over G Sridhart. Juniors Dhvaj Haria and Himanshu Jain defeated Balaji Reddy and K S Naveen respectively.

ATHMANDU: Having begun their title defence with a lacklustre performance, India would look to make amends and stamp their authority when they square off against Bangladesh in their second group league match in the SAFF Football Championships here tomorrow. It was a disappointing show by the Indians in their campaign opener as they allowed Pakistan to dominate for major part of the match and needed an own goal from the rival skipper to come out unscathed. Coach Wim Koevermas had minced no words in the postmatch press conference, saying that he was not happy with the performance of his men and his side were lucky to have won the game. India (ranked 145th) though would start as favourites in tomorrow’s Group A match against Bangladesh who are 13 notches below at 158th.In the 22 meetings between the two teams, India have won 11 times while Bangaldesh have won thrice and eight games were drawn. The last time the two sides met in the 2007 Nehru Cup at Ambedkar Stadium in New Delhi, India won 1-0 with erstwhile captain Bhaichung Bhutia scoring the lone goal. India will need to make amends and improve by leaps and bounds if they are serious aboput their title defence and coach Koevermans knows it. A win tomorrow will virtually put India through to the semi-finals. For Koevermans, he believes that his boys will treat each and

MESSI HAT-TRICK KEEPS BARCA ON TOP

SPORTS

Barcelona's Lionel Messi from Argentina gets to the ball before Valencia's Ricardo Costa from Portugal during their La Liga soccer match at the Mestalla Stadium in Valencia, Spain.

M

ADRID: A first-half hattrick by Lionel Messi ensured Barcelona maintained their 100 per cent start to he La Liga season with a thrilling 3-2 win over Valencia as Real Madrid also made it three wins from three games. Messi had looked far from his best in Barca's Super Cup victory over Atletico Madrid in midweek, but looked more like his old self as he put Barca 2-0 up inside 39 minutes and was then brilliantly set up by Neymar to complete his hat-trick. However, Valencia were amazingly back in the game by halftime as Helder Postiga struck twice in first-half stoppage time. Barca then passed up a host of chances to put the game to bed in the second-half and were nearly punished when Jonas struck the post four minutes from time. "It is a difficult place to come for the players they have, the atmosphere and the intensity," Andres Iniesta told Canal Plus afterwards. "We practically dominated the first-half for 44 minutes, were winning 3-0 and then we let them

back into it. It is a question of improving. We are still at the start of the season and it is logical that the team has more to give." Neymar had already had a goal ruled out for offside when Cesc Fabregas sprung Valencia's high line with a fine through ball on 10 minutes and Messi evaded challenge from Adil Rami and Diego Alves to bundle home from close range. Victor Valdes was then forced into a fine save to deny Dorlan Pabon levelling on his debut for Los Che. But just when it appeared Valencia were in control of the game, Barca struck twice in two minutes. Firstly, Sergio Busquets robbed the ball in midfield to allow Fabregas to set Messi free again to roll into the far corner. And then a wonderful piece of individual skill from Neymar teedup the Argentine to side foot home his 23rd hat-trick for the Catalans. Valencia responded wonderfully though and were back in the game before half-time thanks to Postiga's double. The Portuguese firstly produced a stunning over-

head kick to turn Joao Pereira's cross into the top corner. Moments later the former Spurs man rose highest to flick home Ever Banega's corner. The frantic pace continued after the break as Messi forced Alves into a stunning save from the edge of the area before Pedro somehow managed to head wide from Iniesta's cross from point-blank range. Messi was next to let Valencia off the hook as he unbelievably pulled his shot wide after more great work from Neymar and Jordi Alba down the left and then fired straight at Alves when clean through on goal. And the champions were nearly made to pay for their profligacy as Jonas' curling effort from the edge of the area was brilliantly turned onto the post by Valdes. Earlier, Real Madrid continued their unblemished start under new manager Carlo Ancelotti with a 3-1 win over Athletic Bilbao at the Santiago Bernabeu. Isco was the hero for the hosts as he opened the scoring with a neat finish from Karim Benzema's lofted pass. Cristiano Ronaldo

then headed in his first goal of the season from Angel Di Maria's free-kick and Isco's deflected effort made the game safe for Carlo Ancelotti's men. Ibai Gomez pulled a late goal back for Athletic, but it mattered little as Madrid ensured their best start to the league campaign in four years. Atletico Madrid also maintained their perfect start to the campaign with a 2-1 win away at Real Sociedad. David Villa and Koke scored either side of half-time to put Diego Simeone's men in charge. However, the visitors were thankful to Thibaut Courtois for the three points as the Belgian produced two stunning saves after Xabi Prieto had reduced Sociedad's arrears 22 minutes from time. And on a night filled with goals, Sevilla and Malaga played out a 2-2 draw in the first Andalusian derby of the season. Pedro Morales and Roque Santa Cruz twice put Malaga in front, but French international Kevin Gameiro levelled on both occasions with his first goals for Sevilla since joining from PSG.

Bale to be measured against Ronaldo and Neymar M

ADRID: Gareth Bale will have to find his place within a star-studded Madrid line-up quickly because the world's most expensive player is sure to be compared constantly with his new team mate Cristiano Ronaldo and Barcelona's Neymar. As if that were not enough, the name of David Beckham will also be thrown into the mix as the 24year-old Welshman arrives 10 years after the former England captain and marketing machine left the Premier League for La Liga. Bale lands at the Bernabeu with a hefty 100 million euro price tag and the need to impress one of the most demanding audiences in the world every time he steps out on to the pitch. Ronaldo sets the standard and is seen to have justified his $125

million transfer fee from 2009, scoring 202 goals in 202 matches. Despite a few run-ins with Madrid fans, no one has ever doubted Ronaldo's voracious appetite for goals and his commitment to win every single game. Real's arch-rivals Barcelona have splashed 57 million euros to sign Brazil forward Neymar and just as Ronaldo has had to get used to constant comparisons with Lionel Messi, Bale will be expected to outperform the Catalans' new boy. Bale, whose versatility is a mixed blessing, is likely to form a formidable front three with Ronaldo and France striker Karim Benzema. Bale can play down either flank, centrally behind the striker, in a deeper midfield role or even at full back but new boss Carlo

Ancelotti has yet to settle on a fixed formation. He will be tussling for a place with the likes of Argentina winger Angel Di Maria, Germany playmaker Mesut Ozil, Real's exciting new attacking midfielder Isco and former Spurs team mate Luka Modric. Bale excelled at Spurs with his surging runs into space but he will need to adapt to La Liga's slower, more tactical games, against teams who typically defend in numbers against Real. Handling a partisan local media that regards a couple of games without a goal as a 'crisis' is another new concept Bale will need to assimilate, and the intensity of the fervour will be doubled if Neymar and Barca are overshadowing his and Real's progress.
