t was a stormy day when Wing Commander Darryl Castelino lost his life saving pilgrims from flood ravaged Utaarakhand. However, clear sunny skies beckoned him as he was laid to rest in a solemn ceremony, last afternoon. An army truck covered in garlands and seating his grieving wife and children, served as his chariot, while a guard of honour consisting of his colleagues from the Air Force and the Naval Band, escorted his cortege to St. Anthony’s Church, Vakola. The simple wooden coffin covered in black and wrapped with the Tricolour, was carried to an almost bare alter, but in a church packed to capacity with people spilling far out into the courtyard. In a solemn service attended by over a thousand people, the Wing Commander’s life and achievements as a son, husband, father and colleague, were celebrated by Bishop Percival Fernandes, who had a hard time speaking of the braveheart without a tremble in his voice and tears running down his face. He spoke of Castelino as a generous man who would go to any

extent to help people, even to the extent of giving up his life. While he acknowledged that the young Wing Commander had lost his life too soon, he offered a word of comfort to the family by telling them that death was not the end, but just a change. The admiration and love for Castelino was apparent in the misty eyes of the congregation, right through the service, particularly when the touching funeral hymn ‘Into your Hands’, was sung by the choir. But the actual pain on their faces was evident when his sister and wife went up to the alter to share
their grief and gratitude with Castelino’s colleagues and friends. While he was described by his sister as a loving and generous man, his wife tearfully spoke of him as a wonderful husband, who made her his queen, and their children Angeline and Ethan, his princess and prince. When it was time to take Castelino to his final resting place, his guard of honour had increased from his Air Force colleagues to members of the congregation, some of whom bid him farewell from outside the church. The hero’s burial was attended by

the Chief Minister of Maharashtra, Prithviraj Chauhan, Air Vice Marshall Khosla (Retd), and more than 200 Air Force officers in addition to friends, relatives and well-wishers. While Defence Personnel are known for their straight faces even at the funeral of a colleague, the pain on their faces of losing Castelino was obvious, as they carried him to his grave and bid him farewell for the last time, with a 11 gun salute and the traditional bugle playing.

T
here is more trouble in the offing for the BJP's beleaguered deputy leader in the Lok Sabha, Gopinath Munde, as the Nationalist Congress Party (NCP) yesterday stepped up pressure, asking the Election Commission of India (ECI) to issue notices to former BJP president Nitin Gadkari and Gujarat Chief Minister Narendra Modi, arguing that they were witnesses during the function in which Munde made the controversial remark of having spent Rs.8 crore during his 2009 Lok Sabha election campaign. The EC, which served a notice on Munde yesterday, has asked him to clarify his stand within 20 days of the receipt of its notice as to why action should not be taken against him for failing to provide accurate account of his election expenditure. The EC served the notice under sections 10A, 77, 78 of the Representation of the People Act, 1951 and rules 86 and 89 of the Conduct of Election Rules, 1961. EC officials, while speaking to ADC on condition of anonymity, disclosed that as per section 77 of the Representation of the People Act, 1951, every candidate has to maintain account of his election expenditure from the date he files his nomination papers till the election results are declared. While as per the Conduct of Election Rules, 1961, the candidate has to, within 30 days of the declaration of the election results, submit the details of the election related expenditure incurred. As per records submitted by Munde to the EC, he had incurred an expenditure of Rs.19.36 lakh during the 2009 Lok Sabha elections, which he successfully contested from Beed constituency. Munde had incurred the expenditure between March 31 and May 16, 2009. The maximum election expenditure permitted by the EC in the 2009 elections for Lok Sabha was Rs.25 lakh and Rs.10 lakh for Assembly elections. The EC in February 2011, hiked the expenditure limit to Rs.40 lakh for Lok Sabha and Rs 16 lakh for Assembly elections. Ironically enough, Munde has found support from a fellow OBC leader and NCP Minister, who also argued the need for raising the upper limit of election expenditure. However, his own party has now demanded that both, Modi and Gadkari, be made party to the case as witnesses when VIKAS SABNIS Munde made the remarks.

lose on the heels of a hike in petrol prices there is another shock for the power consumers of Tata Power Company, the Maharashtra Electricity Regulatory Commission (MERC) yesterday approved the Tata Power Company (Distribution) to hike its annual power tariff rates for residential consumers by 25 per cent. The average hike approved for the year 2014 has been
from Rs.4.19 per unit to Rs.5.26 per unit. The hike will be applicable from July 1. The TPC-D had submitted its Multi-Year Tariff (MYT) plan to the MERC for approval. The plan seeks approval for the hike which will be applicable till 2016. The TPC-D has been allowed to increase tariff hike of 25 per cent for 2014, 15 per cent for 2015 and 11 per cent for 2016 for residential consumers. The MERC has also revised tar-
iff for low tension commercial as well as high tension consumers for the period. However, the impact of cross subsidy surcharge for consumers migrating from Reliance Infra network to Tata Power is, however, not clear in the tariff order. It may be recalled that the Appellate Tribunal for Electricity (APTEL) had stayed the MERC order on increasing the cross subsidy payable by Tata Power consumers migrating from Reliance Infra’s network.

A DAY IN THE LIFE OF A
Dr. Anantharaman at the EMS
By Shwetha Kannan
The busiest and the toughest part of the day: Duty at Emergency Medical Services (EMS) department… At around 3:30 pm, Dr. Anantharaman entered the EMS and since then she was on her toes. The constant flow of patients was barely giving her enough time to breathe. “This is how it is going to be until 10:30 pm,” she said, while rushing to look at a patient who had just walked in. She dealt with cases of fever, phenyl poisoning, obstructive apnea, to state a few. While she answered questions asked by relatives pertaining to their patient’s health, questions like where is ward number 26, where is the wheelchair and demands like I want an ECG immediately by a lady whose husband wasn’t that serious, requests by her juniors to talk to patients’ relatives on the phone while she herself was busy looking at a patient, made her lose her temper, a bit. From 3:30 pm to 9 pm, Dr. Anantharaman was busy attending to patients without taking a minute’s break. It was because of a request from this reporter that she was given a small break so that she could talk to the ADC. This required a call from the reporter to Dr. N. Moulick, Head of Department, Medicine, who agreed to it after arranging for a replacement for Dr. Anantharaman. This took a minimum of half an hour. After speaking to the ADC, when this reporter was about to leave, Dr. Anantharaman shocked her by saying that after the EMS duty, she had wards round again and would go When we reach the OPD, one of her back to her hostel at around 1 am. “I hope to catch up with some Dr. Anantharaman’s day begins at 8 colleagues, who had been attending am in the morning with a visit to the to patients since morning, broke sleep before after I reach my hostel. wards, where there are a minimum into a smile knowing that he now But you never know, I might get a call of ten to fifteen patients to look at. would be relieved. he ADC tried to make the best of the not so common break that Dr. Anantharaman got, thanks to Dr. Moulick. “Thank you. It is because of you that I got this break,” laughed Dr. Anantharaman. The ADC also spoke to Dr. Ashwathy Haridas, a final year resident doctor from medicine department and this is what both the doctors had to say in a quick tete-a-tete. After working so hard for people, when they accuse doctors of medical negligence and delay in treatment, how does it feel? It definitely affects us negatively. It is wrong to say that we don’t do out best for our patients. We give them the best with the time and resources that we have. We are so busy and overburdened with work that it isn’t always possible for us to spend time talking and conversing with patients and relatives. We have no option but to treat and move on,” said Dr. Haridas while Dr. Anantharaman said, “I don’t blame the family or the doctors. It is true that a doctor must give 100% to a patient, which we do, but the pressure and lack of time makes it look like we haven’t done much.” How can the situation get better? “Get more doctors on board,” was the prompt reply from both. On being asked about security of doctors Dr. Anantharaman said, “The moment a family starts bad mouthing a doctor, that doctor should be given a right to refuse to continue treating that patient and ask for a replacement,” Dr. Haridas added, “It all depends upon the rapport established between the family and the doctor. If the rapport isn’t good, they will end up finding fault with everything the doctor does and will never be satisfied.”
So it is a noble but a thankless profession, is it? “No there are people who thank us after getting discharged. Who enquire if we have had food. And when this happens, we forget all our pains and troubles, our brutal work schedule, the lack of any social life. The acknowledgement of our efforts is the best reward,” said Dr. Haridas.
In what ways does this pressure affect you? “It affects our health and more so our attitude towards sickness and death. For us death is a part and parcel of our everyday life. It is life amidst death for us,” said Dr. Haridas. “We have become a little inhumane. We can’t reflect on others’ loss because we don’t have the time to do so. We have to treat and move on,” said Dr. Anantharaman. “Also if we keep thinking about others’ miseries and losses, imagine how depressed we would become,” added Dr. Haridas. What is the one change in attitude that you would want from the people? “Empathy,” they said. “People need to be more empathetic towards doctors. We are here to help them out but we too have our own restrictions and constraints,” said Dr. Haridas. “Every patient is important for us, but at times there are cases which need to be attended to on a priority basis. At this point in time, every patient demanding prompt attention is not justified. This attitude has to change,” said Dr. Anantharaman.

AVING the best advertising honchos, psephologists and campaign strategists backing your propaganda machinery, especially if you are a political party in power, has thrown up mixed results. These days, ask Gujarat Chief Minister and BJP’s 2014 Lok Sabha election campaign committee chief Narendra Modi about how easily he was tripped up over the utterly ridiculous claim about how he managed to airlift 15,000 stranded ‘Gujarati’ pilgrims and take them back home from flood-ravaged Uttarakhand. The otherwise well-oiled and ever alert media team of the Modi camp was literally stumped and took time to rebut it. One may recall the 1989 advertising campaign of the Congress which prominently figured scorpions as a motif to convey an unsubtle message about rivals which backfired horribly for the party in the Lok Sabha polls. The India Shining campaign of the BJP too flopped miserably in the 2004 polls. Advertisement campaigns do help to an extent in bolstering one’s image, but if they are not well crafted and planned, like the 1989 Congress campaign they can go horribly wrong. Advertisement campaigns alone are not a sure shot recipe for electoral success. If the finger is not on the public pulse or you are unable to gauge the public mood, as the BJP found out later after its defeat in 2004, then defeat instead of anticipated victory is guaranteed. Campaign machinery and advertising agencies hopelessly detached from the ground realities are not the ideal ingredients for a recipe for electoral success. Opinion Polls, Exit Polls and Surveys in the past too have often failed to gauge the public mood as the public is clever enough to disguise its real intentions. It is little wonder then that a chastened Modi asked his partymen in Maharashtra to go to the people, understand their problems, seek solutions rather than pretend to know it all.

SIMHASAN Prashant Hamine | ADC late Prime Minister Indira Gandhi. The latest example of the repressive political culture in the country is the revelation that the Government and the CBI together vetted the probe report in the coal scam that was to be presented to the Supreme Court. Democratic institutions have always been sought to be made subservient to the political masters that be. With political morality and ethics now in the dumps, it is little surprising to find attacks being made on institutions like the Comptroller and Auditor General for its audit reports. We are still far away from the much needed Whistle Blowers Protection law. India still ranks 94th in the comity of nations by Transparency International when it comes to transparency.
Affordable Slums?
PERCEPTION still persists amongst Non Governmental Organisations (NGOs) that the government is out to drive out the slums from urban cities like Mumbai. The debate over Affordable Housing for the urban poor seems intransigent, with neither side willing to hear each other out more out of mutual mistrust. Slum redevelopment and infrastructure development have always been at cross roads with each other. Although the stated government policy has been to rehabilitate project affected people before commencing with the project itself, projects like MUTP and many infrastructure projects like the Eastern Freeway were stalled at one point of time over removal of encroachments. Once when questioned by AS Gujarat Chief Minister ADC, Chief Minister Prithivraj Narendra Modi cried foul, ac- Chavan had no hesitation in cusing the Congress led UPA pinning the blame on rising of destroying democratic in- slums in the city to the 1995stitutions by pitting CBI 99 regime of Shiv Sena-BJP against the IB, one could not which promised free housing help recalling his run-ins with to 40 lakh slum dwellers regGovernor Kamla Beniwal over ularized till 1995. only BJP MP Gopinath Munde can answer. He surely has given quite a handful for the party to defend. But in doing so he has rekindled the debate on electoral reforms which ironically was the subject of the book Beyond A Billion Ballots authored by Dr Vinay Sahasrabuddhe that he, along with Gujarat CM Narendra Modi released it last week. Neither the government, nor the Election Commission and the courts have found a clear cut solution to tackle the menace of black
money in our electoral system. The ceiling for election expenditure based on inflation index and other factors has clearly not served its purpose. Fighting elections these days is not easy with the size of some Lok Sabha and Assembly constituencies being as big as some districts themselves. Excess of expenditure has been pushed under the carpet. And the loophole in the law itself
05 ensures that there is no limit for political parties when it comes to poll expenditure. There is still no consensus on whether to adopt or how to implement the oft debated idea of State Funding of elections. The consensus may elude on that subject, but when it comes to the Central Information Commission’s (CIC) recent order on bringing six major political parties under the ambit of the Right To Information Act, almost all the political parties are opposed..

We worked together then. He was a very charming guy and eagerly come forward to help". “What made him different from others was that his objectives were very clear. He was a top class air warrior and very much a professional.” said Air Commodore Rajesh Isser, under whose command Darrell was operating during Operation Rahat. He added, “He always took initiatives. Some family members, on condition of anonymity, said, “Vinay used to perform stunt every day, and his parents had warned him against it, he therefore locked the door from inside and died without any help.” On Friday, Vinay went into his bedroom after telling his mother, a housewife, that he was going to study inside and did not want to be disturbed. After several hours, when he did not come out, his mother tried to call him and open the door, but could not do so. She then got a friend of Vinay to climb through the window, and the boy found Vinay hanging. The fire brigade and the Malvani police were running a joint operation to fish out their bodies. According to Malad fire brigade officer, R. B Soares, "The incident occurred at around 2 pm at the Marve end of the Marve-Manor creek. The water in the creek runs deep within 20 meters from the shore. Also, there are many ditches in the water, making the place much more dangerous.” The three boys, suspected to have drowned, have been identified as Mayur Nyaneshwar Gaikwad (12), Shiva Ashok Gupta (12), and Jeetu Dattaram Pashte (14).
They were part of a group of six boys, all residents of Ram Gopal Chawl on Nivedita Road in Malad east and they had come to the creek by bus. As the BMC or the Fire brigade does not expect the public to get into the creek’s waters, there are no lifeguards posted by them to avert such incidents at the spot where the tragedy occurred. According to Soares, “The place where the incident took place is near a jetty where boats of fishermen are parked. The creek area is not supposed to be used for swimming or for enjoyment purposes.”

Changes in syllabus should help students score more
have been added to General Mathematics Paper II. What steps is the SSC Board taking to help teachers understand the subject better? That must have been before the training programmes for the teachers. The topic-wise training for resource persons was conducted at Lonavala for general mathematics on April 24 and 25. Will SSC Board be coming up with training programmes, notes, extra material for teachers or students to make the subjects easy to understand or learn? The teachers’ training programmes are being held at the State and Divisional level. While the programmes at the State level have already been conducted, those at the Divisional level would be conducted in the near future. The articles in our publication Shikshan Sankraman will help the teachers solve their doubts. We have already distributed CDs for science, constructivism and Information and Communication Technology to the teachers. The HSC/SSC Board conducts training programmes for teachers, whenever there is a change in syllabus. This makes it easy for the teachers to teach the subjects.
Sarjerao Jadhav Chairman, Maharashtra State Board for Secondary and Higher Secondary Education
INTERVIEW
Sarjerao Jadhav is Chairman, Maharashtra State Board for Secondary and Higher Secondary Education. With this interview by Bhaktii Desai, the ADC kicks off its nine-month long series of articles, aimed at helping students taking the SSC Examinations in 2014 to revise profitably and efficiently. How often do you revise the syllabus and what points are kept in mind while revising the syllabus for the SSC and the HSC? The duration and revision period is neither fixed nor predecided. The revision takes place at the state level and is based on the revision at the NCERT. The decision to revise and restructure the syllabus and the guidelines are issued by the NCERT. The syllabus of is framed taking into consideration the needs of the students and teachers and is updated accordingly. However, irrelevant matter is excluded. Is the change in the syllabus meant to help the students score better marks at examination or will it also help them in their careers and in life? The change in the syllabus is not to help them score better, but to empower them for better career opportunities and also to help them opt for the right careers. The change in the science and mathematics syllabus helps in their career as well as in day to day life, but may not help them score better marks. The Mathematics and Science syllabus was revised during the academic year 2011-12, which subjects are being revised in the next academic year? The syllabus for all the subjects except mathematics and science has been revised for the academic year 2013-14. Will the language text books change entirely? If so, will the topics on grammar be the same? There cannot be entire change in language textbooks. The topics for grammar are according to the syllabus for languages. Will Civics be replaced with Politics, if so, to what extent will the topics change? Not really. Only the nomenclature of the subject ‘Civics’ has now been replaced by ‘Political Science’. Some maths teachers complain that they are going to find it difficult to teach taxation, which has been included in General Mathematics Paper I as well as some topics that
Is it necessary for all the teachers to be trained for the new syllabus? Yes it is necessary to make teachers aware of changes and challenges. If so, is the training compulsory and how will the Board monitor whether teachers have been trained or not? In case of English and languages the awareness programme is arranged in a cascade model and the efforts are made to reach the final beneficiaries—the teachers. All efforts are made to send the message across, though the programmes are not obligatory. In the case of science and mathematics from class IX to XII, teacher training is compulsory. Resource persons, trained by the Board, train the teachers under different Boards and Zilla Parishad schools. There is always criticism that textbooks issued by the Board do not come out on time. Though General Maths, History and English are already in the market, when are the textbooks of remaining subjects expected to be released? The textbooks based on the revised syllabus have been published and released. The Board also started publishing textbooks for class XI and XII science since the last five years and these are available every academic year on time.
ADC copies are available at Saphale, Palghar, Boisar, Dahanu, Vapi, Silvassa, Daman. Also at Alibaug & Uran
What are the challenges before the SSC and HSC students vis-à-vis other boards in the country? The students of SSC and HSC are to be considered to be on par with the students of other boards by the respective boards. There is some criticism that the students of other boards are better informed, their syllabus being of a higher level. Your comment. The syllabus of the state Board is on par with the syllabi of other Boards. The syllabi of mathematics and science have been adopted from NCERT. Therefore, there is no question of criticism. Often it is seen that teachers are not good at teaching, can the Board intervene and ensure that the teachers are up to the mark? There are other agencies like ZP/Institutes to ensure quality in teaching. The State Board does not intervene in the day to day teaching in schools and colleges. Also, the Department of Education caters to the teaching in schools. It is also the duty of the institutes to ensure that their teachers are up to the mark. Do you think the practical work in the present curriculum is enough? Yes, the practical work in science and mathematics for class IX to XII is enough. How is the Board preparing itself to include new subjects to take care of the developments in various fields of activity? While revising the syllabi the need to include new subjects is considered and the needs are discussed in the academic council, based on which the decision on inclusion of new subjects is taken. Will it be possible for students to select science, arts or commerce stream before the SSC examination? The syllabi at the secondary level does not allow streamwise choice of subjects to students, though they have a choice to select optional subjects, which includes vocational subjects. As regards science and mathematics, it will not be possible for students to select branches before the SSC examinations.

CBI will still be under govt. control T
he recommendations of the UPA government with regard to changes in CBI powers and its autonomy will not result in any appreciable change. If the proposals which will be placed before the apex court are accepted, the government will still have control over the CBI. One of the proposals is that the CBI director should be chosen by a collegium consisting of the PM, the Supreme Court judge and the leader of the opposition in the parliament. If there is disagreement with regard to choice of the director, the opposition member is likely to be left out and the opinion of other two members will be carried out. Another suggestion made by the government is that a special panel consisting of judges will be overlooking investigation by the CBI. If this is the case, how can it be said that there will be no interference in the working of the CBI? Another suggestion is that an Accountability Commission would be set up. Who selects the members of this commission? The government has brought in a large number of judges in an effort to deny total freedom to the CBI. Judges of course inspire more confidence than members of a ruling party. It is clear however that the government will not let go its hold on the CBI. It may not be able now to shunt a CBI director, as it did recently, but the new set-up will help it still keep the CBI under its control. The government has a last chance to use the CBI to serve its own ends: The CBI which has been entrusted with the Ishrat fake encounter case in Gujarat is pitted against the IB which has already given a clean chit to the state government and the police.

HEN the economy grows, the UPA takes credit. When it plunges, it blames it on global factors. That way it also washes its hands of the gross mismanagement and willful neglect of the economy. The bloodletting on the stock exchanges, the free fall of the rupee, the flight of foreign capital, the lack of confidence in corporate boardrooms across the country, the double digit consumer inflation, etc. Well, put the blame for them all on that shadowy global entities. Our policy-makers would like you to believe that they have had no role in creating the economic crisis. But, if the truth be told, global factors played but only a negligible role in aggravating the current economic mess. Sustained mismanagement and arbitrary policies, especially in relation to taxation of foreign companies operating in India, have contributed immensely to the sharp downturn in the growth rate. US Fed boss, Ben Bernanke, merely hinted at closing the tap of easy liquidity sometime in the near future, but he has actually not done so as yet. The fear of tapering of the quantity easing sometime in the future was enough to induce the flight of foreign capital from the debt and share markets. Yet that does not explain the run on the rupee. The rupee was under pressure long before Ben hinted at stopping the issuance of new bonds up to $ 85 billion worth every month. If the truth be told, the real reason for the economic malaise is domestic. The intrinsic weaknesses of the Indian economy were already reflected in the measly five percent growth in 2012-13. Quantity Easing-3 was still in full flow all through that year. And Bernanke had not even talked about shutting the tap of free liquidity sometime in the future and that too ever so slowly. The point is that the Government has been dormant on the economic front in the last four years, having wasted much of its time in fighting off crises thrown up by its corruption scams at regular intervals. Then, Finance Minister Pranab Mukherjee came up with a retrograde budget which sent shock waves through domestic and foreign corporate boardrooms. That was his idea of telling the Congress’ Supreme Leader that he too is getting on in years and would like to move up. The economy suffered collateral damage because of his peeve against Sonia Gandhi. Mukherjee virtually managed on his own his graduation to Rashtrapathi Bhawan. As a result, P. Chidambaram, got back his favourite portfolio. Yet, he has since been trying bravely to talk up the economy, but it is not amenable to mere words. Action on the ground is missing. Manufacturing, farm sector growth, even services, capital investment, infrastructure development, etc. are all in the grip of slow-

down. Business confidence is at a historic low. And, mind you, poor Bernanke is not responsible for our businessmen shelving investment plans. Bernanke did not starve power plants of coal. Nor did he impose impossible conditions on multi-brand retailers keen to set up shop here. Nor did he think up such stringent liability laws for nuclear equipment suppliers that the Indo-US civil nuclear agreement has become redundant even before it could be enforced. One can go on and on in this vein. Suffice it to say the UPA Government is guilty of gross neglect of the economic welfare of the people. Giving sops on the eve of the vital polls can only inflict further damage on the already precarious economy. However, we are not surprised at the alibi of foreign factors offered by the policy-makers to evade their own responsibility for the economic mess. Indira Gandhi had famously sought to brush charges of corruption in her government by asserting that it was a `global
would clearly point towards Modi. So, do not blame the CBI for being inefficient and inapt. Given a clear political brief, it can deliver. When asked to cover-up, it can go to great lengths to bury the Bofors case and come to the rescue of Ottavio Quattrochhi and his highly-placed patrons in India. And when asked to fix the rivals of its political masters, the agency, nay, the caged parrot, as the Supreme Court famously described the country’s premier investigative agency, can be hyper-active in the reverse direction. It can repeat, er., sorry, parrot after its bosses their theme song. Which is: Fix Modi by hook or crook. And, as of now, there is no greater priority for the ruling coalition in New Delhi than to try and stop that upstart from Gujarat from challenging them on the national stage. For all the good work the CBI has done, the head parrot, we are sure, can look forward to tenant one of the 30-odd Raj Bhawans dotting the country once he superannuates. Otherwise, the National Disaster Management Agency is always there to accommodate him. After a gubernatorial sinecure, being a member of the NDMA is the second best. Need of the hour: Natural Disaster Management Group! THE Uttarakhand calamity is the worst natural disaster our country has seen over the past several decades. But my head is lowered in shame as an Indian, as the event is being politicised by people in power to increase their vote banks. However, this is no time to score brownie points. One expects politicians to join hands irrespective of the party they belong to, and normalise things as soon as possible. What is also shocking is that the Indian government is spending a sizeable amount in Iraq and other Gulf countries to repair war damage, but has sanctioned a fraction of the amount to handle the tragedy in our own country. Our country desperately needs a ‘Natural Disaster Management Group’ (NDMG) consisting of eminent citizens like Ratan Tata, Kumar Mangalam Birla, Deepak Parekh, Sunil Gavaskar, Narendra Modi, Rahul Gandhi and others, who would set aside their personal agendas and get into action in the event of a natural calamity or disaster. We also need a common fund monitored by eminent citizens, where people can contribute for victims of the tragedy, rather than having several funds instituted by people with vested interests, where the money doesn’t even reach the needy. The government in power should mobilise the right people, so that repair and rescue work can start immediately, thereby normalising things as early as possible. — S.N. Kabra, Goregaon
THE Congress ‘High Command’ also admits that the state Chief Minister, Vijay Bahuguna, was completely unable to understand the seriousness of the situation for the first three days of the Uttarakhand havoc, although he was warned by the state Governor much earlier. There was a total absence of any co-ordination in the rescue and relief tasks, until the centre took over. Shockingly, the district magistrate was also absent for three days after the unprecedented, horrifying floods. While
the Congress ‘leadership’ did not mind the presence of the Maharashtra chief minister Prithviraj Chavan in Uttarakhand, they were the first to criticise the quick decision as well as the rapid action of the Gujarat chief minister, Narendra Modi. Most interestingly however, while Rahul Gandhi rushed to Chhatisgarh immediately after the Naxal attack on the Congress’s leaders in the recent past, he was ‘missing’ even after eight days of the Uttarakhand tragedy. The ones in power should realise that people observe everything. They are

We as an Indians should come forward and contribute to the relief of the needy by donating a day’s salary. We should also be more concerned about the other States where this type of situation could occur, and every government should take the necessary precautions to avoid such tragedies elsewhere. — Murugesh Iyer, Thane

ARE most Indians mentally and physically equipped to go for yatras, particularly to hazardous areas like Char Dham? From what we have seen on TV—no. People dress in the most inappropriate attire with loose, flowing clothes and walk in slippers, including six month old children! Do they carry water to last for at least four days and keep replenishing it? How about a bright orange or yellow cloth big enough to be seen from 5000 feet? Even the minimum of a walking stick is missing. But why blame the aam aadmi? Even TV newscasters have not taken elementary protection like a helmet or knee and elbow caps. In some areas even a life jacket appears necessary. But assuming that we

In Bengal these birds are called ‘babui pakhi’ (in English, I suppose they are called weaver birds). I, however, do not recall if they were as colourful as pictured in ADC. Indeed, nature (God, if you may) has created such wonderful creatures, nay, engineers/carpenters/masons with such amazing skills! Indeed, weaver birds make their nests fool-proof, leak-proof, weather-proof without sand and lime gravel/concrete and we have ‘NATURALLY’ SPEAKING! cars, homes and many lives. This was a natural disaster, but the river’s dance ravaged the whole place with a vengeance. Till today the whereabouts of so many people affected by the floods is not known. For the people who escaped, it was a close shave with death. The floods had ravaged the buildings on the bank of the river, and over 40 buildings were swept away. The water came crashing down the hill, bringing huge boulders out of the river bed. It was indeed a terrifying experience for tourists, pilgrims, trekking enthusiasts and residents. — S. Ramaniam, Nerul
IT was a sad moment for Indians to witness so many people who visited Kedarnath and its surrounding areas, stranded or trapped in the floods that engulfed the area. We feel that every castles braving all weather - they still stand as testimony! Today, man-made shelters are palpably fragile and prone to destruction in no time. Indeed, humankind has learnt craftsmanship from the animal kind but has forgotten that skill because he also forgotten sincerity of purpose and thus lost concentration and integrity!
THE visit of Congress vice-president Rahul Gandhi to the Uttarakhand disaster site with the relief material after 10 days, should not been seen as a politically motivated move, as compared to the visit of Gujarat Chief Minister, Narendra Modi, who openly spoke of saving 15000 Gujarati people. This talk about the construction of temples by the Gujarat government proves that he is communal, and his visit is politically motivated to project himself as the prime ministerial candidate for the 2014 general elections. I strongly feel that Rahul Gandhi’s visit will definitely help the Uttarakhand government, while people like Narendra Modi create hurdles in the rescue operations. — Bhagwan Thadani, Mumbai
AS reported, the Himalayan tsunami, that has caused a great loss of life and property, could have been mitigated if the government of Uttarakhand had worked promptly and efficiently. Our sympathy goes out to all those who suffered and lost their loved ones. The government, however, is known to be sluggish and inefficient. It is indeed more saddening to note that the government, instead of working hard to help people, is on the contrary, taking well for PM to praise Kumar in such a hypothetical manner which sounds hollow. The PM, being an economist, may well concentrate on ‘securing’ the economy so that inflation is contained. — T.M. Uday Shankar, Mumbai

advantage of the issue to earn themselves brownie points. When all the states should be coming together to help out the victims of the tragedy, the government seems more intent on politicising the issue. When Narendra Modi visited the site and offered the Congress run government of Uttarakhand his contribution of 21 choppers and additional help to rebuild the Kedarnath Temple, the Chief Minister of Uttrakhand flatly refused. It is obvious that by Modi’s contribution more lives could have been saved, but on the contrary Modi was accused of politicising the tragedy. Is not Utttarakhand a part of India and can everybody not help? — S.P. Sharma, Mumbai
THE catastrophe that has struck the north Indian states is an instance of what occurs if nature is exploited beyond its endurance. The untimely arrival of the monsoons may have been the obvious cause of the mayhem, but at a deeper level it seems that nature is revolting against the damage done to it by man. Illegal constructions on the banks of the rivers along the mountain slopes have augmented rapidly. Surveys have revealed that the entire Himalayan range, particularly the zone from Uttarkashi to Kedarnath, is an eco-sensitive zone. In spite of constant cautions, real estate development and tourism have been accorded priority in Uttarakhand. Owing to the construction of huge dams and hydroelectric power projects, not only floods but also earthquakes have become frequent in the Himalayan region. The twin rivers— Alaknanda and Mandakini—seem to be on a rampage now, carrying away whatever comes in their paths. It took the rivers only a few minutes to wash away houses and hotels, bridges and roads, which had taken years to build. The recent disaster is a lesson for the Indian government to take the steps to curb all environmentally harmful activities. — K.V. Raman, Malad

Not only did he violate his 11-year-old step daughter, but also sodomised his 12-year-old step son for a period of more than two years, at their tenement in the Samel Pada area of Nalasopara (West). According to the police said, the monster dad identified as Zakir Alam Shaikh (44), works with a private company and had married the victim’s mother four years back. In her complaint to the police, the victim’s mother stated that

Alam, repeatedly committed the heinous crime for more than two years, when she stepped out of the house to work, however, both the children remained silent due to fear. But when the siblings could not take it any more, they narrated the horrific tale to their mother. Enraged and shocked, the victim's mother lodged a complaint against her husband at the local police sta-

After learning that his wife had registered a complaint, Alam, fled but was arrested from his relatives house in Govandi. The police have registered a case under Section 376 (rape) and 377 (unnatural offence) and since the accused had threatened the victims and their mother, he has also booked charged under Section, 323, 504 and 506 of the IPC. However, in this case too, the investigating team has mysteriously refrained from invoking the stringent Protection of Children from Sexual Offences Act. “The accused has been remanded to police custody by the Sessions Court Vasai, till July 4,” said the police officer.

n the aftermath of what is happening all around us, no one knows the answer with certainty. With currency, bond, precious metals, stock market and real estate on the downturn, there can not be a smart, strategic and sound move through which one can invest wisely for both the short-term and long-term time horizons. . However, as per the popular opinion, the worst is over and Friday’s events clearly reflect a pull back from the lows. “In the short run all asset classes are subject to volatility, it’s their basic nature. So short term investors or rather the traders should not be biased towards a unidirectional movement, but rather must ride the swing any which way,” suggests Siddharth Rajpurohit Sr. Equity Research Analyst at ‘The Markets’, a financial advisory firm. According to Rajpurohit, in the last five years the Nifty has been moving almost in a range and on the broader side. “We may say that the market has not performed. But this is a phase where all stocks good or bad are not on a run, yet stocks with strong fundamentals have significantly outperformed the broader market,” he says. “This indicates that if you follow cherry picking you would still get one of the best returns,” he adds. “When it comes to long term investment one must remain diversified across the asset classes depending on the investor’s investment capabilities, their long term goals and risk appetite,” he says. The rally in the various asset

classes on Friday was attributed to the approval by the government to the proposed increase in the price of natural gas and also the government’s approval for setting up an independent coal sector regulator. Apart from these reasons in the domestic markets, globally, FII sentiments were also upbeat on account of the US fed clarification regarding the QE3. A senior US Fed official indicated that the bond buying is pegged to the US economic performance rather than a timeline, and could also get aggressive if need be so. He also hinted of a more conducive environment rather than a timeline and hinted of a more calibrated approach in tapering off. “This statement reduced the concerns of a likely rise in the risk premium and induced FII buying. As a result most of the emerging market currencies, including the Rupee, rallied during the day,” according to the views expressed by Analysts at Kotak Mutual Fund. “The improved pricing would also attract a more robust FDI inflow into the sector. This improved investment outlook is likely to provide impetus to companies in the capital goods and basic goods sector as well,” say Analysts. “This is a positive for the economy and the involved sectors as a whole over the medium to long term,” they say. Echoing similar sentiments, Dipen Shah, Head of Private Client Group Research, Kotak Securities says that, government reform initiatives can lead to a sustainable rise in the markets. “Last week’s announcements on gas prices and setting up of a coal regulator are positive for the long term development of these core sectors. I believe that, further initiatives to remove administrative and procedural obstacles in other investment-led sectors could lead to further positive sentiments in the markets,” he says. “This week markets will continue to move up with intermediate consolidation. Considering the
sudden rise in the index, markets will favour a stock-specific approach for investors and timing will be equally crucial for traders," echoes Jayant Manglik, President Retail Distribution, Religare Securities. Siddharth Rajpurohit believes that Indian growth story is intact because of its great potential and consumption story. “Hence investors must very prudently invest according to their long term goals and risk appetite, allocate weights to assets in the total portfolio, but if possible not miss on any of the one,” he says. “But as always, we believe equity would outperform every asset class,” he says. When one talks about all these high risk, highly rewarding asset classes, one must never forget fixed investment (FD or Bonds). Although the lowest among the other asset classes in terms of reward, but these are the best in terms of lowest risk. Dhawal Dalal of DSP BlackRock Invest Managers, feels that bonds are likely to stabilize in the nearterm. "Today's bond auction may be crucial as it may give an indication of the risk appetite," he adds. According to him, the range for the 10-year yield is seen between 7.55-7.65%. As regards the Indian currency which suffered from more outflows than other emerging Asian currencies in the recent global markets, due to worries about a record-high current account deficit. The rupee lost 9.1% against the dollar in the second quarter, its largest percentage fall since 2003. However, the Rupee outlook has also improved post Friday. This improvement in the also provides additional headroom for the central banker to reassess its monetary policy action. Pramit Brahmbhatt of Alpari feels the rupee is likely to consolidate its position further with support from a positive stock market, lower than expected current
account deficit (CAD) and on comments by Fed officials that there is still time before QE (Quantitative Easing) can be phased out.” However, a strong dollar could act as a deterrent,” he adds. Another asset class which is giving nightmares to the Indian government is gold, considered as a safe haven during times of severe stress. According to William Tankard, Research Director at
Thomson Reuters GFMS, the extreme price action and changes to institutional investors’ activity since mid-April has led to downward revisions of price forecasts across the industry. “Although many of the core positive arguments for a strong gold price remain in place, the list of negative factors for gold has grown in recent months, not least growing investor disillusionment, and this sets the scene for what could develop into a multi-year bear market for gold, an occurrence that earlier this year we had only forecast to emerge in 2014,”comments Tankard. GFMS expects the 2013 average to remain above $1,400/oz and for gold to trade around a range of $1,100-1,400/oz next year. Tankard pointed out that the pull-back in price would likely start to bring about decreasing supply of gold, principally through a moderation of scrap flows, couContinued on pg 14 «

hour power supply is a luxury that many residents of Mumbai take for granted, while other cities, including the nation’s capital Delhi, continue to grapple with incessant and severe power outages. Disruption of power supply impacts both business and residential customers disturbingly. Increasing dependence on power backups through private generators not only costs five times that of power from grids, but also has a potentially negative environmental impact. Further, load shedding results in disruption of important services, hampers life¬style of persons and causes loss of production and extreme inconvenience to consumers. It is apparent then that a city’s ability to ensure power security is not determined by its dependence on power backup facilities for the residents. Potentially, a successful indicator of power security is efficient demand side management and captive generation that can be used to reduce the quantum of load shedding. Moreover, Mumbai enjoys Islanding facility which maintains supply even during grid disturbances elsewhere thanks to the visionary technological innovations by private companies like Tata Power to provide uninterrupted power supply to the financial capital of the country. Surging Power Deficit: The demand for power in Mumbai reached a peak of 3391 MW in 2011. At present, the city generates 2377 MW, while 1014 MW is brought in through the transmission line network from outside. It is common knowledge, that private sector power companies like Tata Power are making significant strides in providing electric supply to the residents of Mumbai. However, with the demand for power in Mumbai only expected to surge to 4000 MW by 2014-15, creating a deficit of 1723 MW
between the current generation capacity and future demand, it is a particularly challenging operative environment both for the power producer and the consumer. In such a situation, it becomes imperative to increase generation capacities such that the city does not need to rely on importing power, on a significantly higher spot price, which is the situation in many cities including Delhi. Further, Transmission System constraints pose a challenge to import additional power in Mumbai. MERC’s Standing Committee Study Report recommends operating all local generation to avoid any load shedding due to transmission constraints.
Meeting the Shortfall: While the country is reeling under acute power shortage and that given such a situation, it is absolutely criminal to have capacity lying unutilized. The most impactful and short term solution is to allow gas powered plants to run on alternate fuels. Interestingly, a great example of this is the attempt which will benefit customers greatly, is Tata Power’s decision to modernize the 500 MW Unit #6 of their Trombay Thermal Power Station (TTPS) – a primary source of power to the city of Mumbai. At present, due to unavailability of natural gas one of TTPS units (Unit #6) is running at approximately 50% capacity, which amounts to generation of 250 MW as against the full capacity of 500 MW. This has resulted in that much less electricity to be supplied to the city which then has to import from other plants, sometimes at significantly higher costs. Because of the unavailability of natural gas, Tata Power has become dependent on oil to run the plant. Tata Power’s proposal to modernise Unit #6 with additional (low emission high calorific value) coal firing capability will help address this shortfall. Trombay’s choice of alternate fuel is imported coal which has significantly less amount of ash and sulphur – the main causes of air
Continued from pg 13 « pled with improvements in fabrication demand, especially in a number of price sensitive jewellery markets. “The changing dynamics of supply and demand under a lower pricing environment for gold will in turn place a less of an onus on the investment sector, the call upon which has grown substantially in recent years in order to absorb the large market surpluses that have prevailed,” he says. The World Gold Council (WGC) expects Indian gold imports to reach 350-400 tonnes in the second quarter, 200% higher than a year earlier and almost half of a full year’s imports in 2012. Rajpurohit feels that although gold has
pollution – compared to Indian coal. Per the Company, they plan significant investments in pollution control equipment for the reduction of ground level concentration. Such efforts towards modernisation of power plants will accrue two-fold benefit for Mumbai consumers. Firstly, it will ensure higher off-take and availability of reliable and uninterrupted power supply for Mumbai; and, in addition it will result in the reduced fuel cost bringing down the tariffs in Mumbai from INR 13.23 (FY12) to INR 4.48 (FY16). In addition, these efforts will also ensure minimal environmental impact and a sustainable power generation model. The modernisation plan involves installation of pollution management systems and practices that would ensure that there would not be any additional pollution from the modernisation of the plant. In addition to using low sulphur high calorific value imported coal, 100 per cent Flue Gas Desulphurization (FGD) and Electrostatic Precipitators (ESP) are also being installed to prevent particulate matter from escaping into the environment. The ash generated and collected by the ESP will be used to make bricks, and for the use of infrastructure companies. Dust emission by coal will be sustainably suppressed by using recycled water, while an enclosed unloading system (screwtype unloaders) will be used to minimize dust emission. If the country needs to develop at desired rate of 7-8 per cent, it is absolutely crucial for the power sector to grow significantly and supply all the possible power that can be generated in the country. It is in the interest of consumers, businesses and policymakers in Mumbai and across India, to support genuine efforts made by the Companies to ensure adequate electric supply necessary for a sustainable growth of the economy. Rupee has already depreciated over 12% in the last 2 months and it is expected to go down further to the 62 levels in coming days due to local factors and CAD issue as the investments cycle is not picking up in India which is making CAD more vulnerable. Though the Rupee tried to fight back in the second half of the week taking cues from strong equity markets which rallied after the government approved to double the domestic gas prices from next April 2014. In China the focus will remain on the tense Chinese money market. While stress has eased, money market rates remain elevated. The People’s Bank of China (PBoC) has so far only injected a modest amount of liquidity into the money market partly because of the spike in interest rates which has been driven by seasonal factors including banks window dressing ahead of H1 reporting. If the money market does not drop sufficiently, PBoC will probably start to inject liquidity more aggressively through its open market operations and possibly even cut the reserve requirement for banks. While we expect money market stress to gradually fade, we expect economic data from China to continue to be soft.

As risk analytics goes from being a function within finance or investment management, to a strategic and cross-functional business tool, India is set to outpace the global growth rate “Indian firms in the business of high-end analytics are uniquely placed to reap the opportunities presented by the rapidly evolving risk and procurement analytics landscape. n today’s environment, there is a need to have aggressive selling and to have a sales force which is agile, tough and is willing to take up challenges even if they have to face tension. On the other hand, it is better not to have a sales force which is lazy, non-productive and mentally retired and which comes to work only to collect its salary as pension. It is important to note that, if you do not have a tough, aggressive and open minded sales force you could be having a decline in
Global Research & Analytics (GR&A), titled ‘Risk & Procurement Analytics: A Promising Future’ captures in detail the opportunities and challenges in the risk and procurement analytics market, which is set to touch an estimated USD 66 billion by 2020. While the risk analytics segment itself will grow two-and-a-half times to USD 50 billion, procurement analytics is poised to double to USD 16 billion in the same period. Naturally, the rise in demand for procurement analyt-
ics globally will have positive implications for India. The domestic procurement analytics sector is projected to outpace the global growth trajectory with a CAGR of 1415% to USD 800 million in 2020 from USD 300 million in 2013. The report says that the growth in demand for risk analytics is being driven by a range of factors, from competitive and regulatory pressures, to increased levels of economic complexity and volatility. It adds that over
time, risk analytics is going from being a function within finance or investment management, to a strategic and cross-functional business tool. An analysis of the projected revenue break-up from this segment shows that around 80% of the revenues in risk analytics are expected to come from IT services, while the rest will come from analytics solutions. Meanwhile, adoption of analytics within procurement is still nascent. However, organisations are increasingly using it for maximising savings, managing supplier performance, minimising supplier risk for supply chain continuity, and focusing on sustainability. Procurement analytics’ appeal lies in its ability to shape broader business strategy and deliver value across the supply chain. The report also concludes that India’s leadership position in both high-end risk and procurement analytics gives it an advantage compared to other countries or regions such as China, the Philippines, Eastern Europe and Latin America. However, it adds that India faces three challenges, viz. the lack of thrust on R&D and innovation by Indian service providers, tedious and timeconsuming visa procedures, and shortage of talent having an optimal blend of advanced analytical skills and end-to-end domain knowledge. If these challenges are addressed, the opportunity for India can be immense.
Stock To Buy For 26 Cents
expat organizations were already helping the distressed foreign workers trying to go back home and often help was in excess. But that may not be the case for people waiting under the sun. It’s really hot now, 45-48 degrees - and you may need to drink water every 30 minutes. Our goal was to distribute water and snacks to them. It was a touching experience to see how small are their needs but how great the value of fulfilling them is. As it happened, the workers started narrating their problems: how thousands of them had been going to the Embassy as well as the local government offices over last several days to complete the paperwork, how they faced touts promising results against speed money, even after obtaining every clearance and how they were turned
back from the airport because their biometrics didn’t match – hence their cheap nonrefundable tickets (USD 400-500) lapsed and they had to beg money to buy a new
ticket. Most of these are the people who could never earn the sort of money here to pay for their exit. We met one 25 year old qualified driver who was taken to work in far off farms after landing here. He knew nothing about farming so his sponsor beat him up and after 7 months in captivity he fled, hitch-hiking hundreds of kilometres to the capital with nothing but clothes on his body. He had originally paid approx. USD 5,000 to the Indian agent (such amounts are reportedly shared 50:50 between the Indian agent and the Gulf citizen/sponsor) to land the job. He had received no salary so far. He spoke of others in similar positions having committed suicide. Wait! This is not the usual appeal to be kind and to donate. Also, I will be foolish to recommend to you to feel washed of your
sins by spending USD 0.26 (26 cents, costs here are still low!) on a serving of 300ml water + a small cake per person; and a bit of time and effort. But it is really stupid to not invest even so little in this most urgent requirement for our fellow Indians.. For when you do this, your hands touch those of the labourers, the hands that feel abrasive and heavy as rocks; you learn impromptu counselling when you see their moist eyes. Not only in the Gulf, wherever we are, distress exists. It is there around you, in your neighbourhood, whether you are in a rich or a poor country… old and neglected people, the homeless, the sick in city council hospital. So late, but I just realized our power to pacify the distressed without much cost or risk taking. For me it was 26 dollars = 100 smiles in less than an hour! Find your own deal, and be there for the action, instead of lazily writing a check. Deals cannot be sweeter than this. Are you long?
Aggressive Selling Is The Order Of The Day
sales or a stagnation which could lead to severe problem in the company’s fortunes and bottom line. This could further result in competitors going ahead of you and you losing market share. Thus it is very important that the sales force that you hire and select has a positive attitude, has fire in their belly, without that you could have a non performing team which only comes to work with a bag full of excuses of why things cannot be done rather than ways in which things can be accomplished. A positive attitude is a major ingredient in a healthy sales force. You may wonder what to do with a sales force which is presently only taking pension. Well, the two options are to train them or decide to appraise them with
appropriate action. There are young members of the sales force who because of their adamant attitude and non-adherence of systems ruin their own careers as well as the company’s fortunes. It is important to counsel them and train them with regular appraisals and development techniques. Not only should they be told what to do and when to do, but also guided on why to do and how to do. Initially, all positive approaches should be tried to change their mental approach into an aggressive and open minded one. Despite all efforts if there is no change then appropriate steps need to be taken. There must be an abundance of motivation and moral boosting activities done so that there is a positive atmosphere.
However, if this is misunderstood to be a license to mentally retire and take pension even at a young age then there must be an overhaul done of the sales force. The sales force is a major force to gain customers and increase sales with high productivity, vide availability, handling objections, converting prospects and implementing full range selling. If this force is lackluster, is sleepy, or is weak, the company and its brands could suffer. I would strongly recommend to have a sales force which can take tension and not pension. Ben’s Smart Move
C
ontinuing from last week, Ben Bernanke made a well thought out move to announce a specific timeline for winding down QE3 by mid 2014 calendar year. What this did was that it burst several asset bubbles, forcing EM Governments who were dragging their feet on infrastructure reforms and relief to common people. US and several other equity markets, including India, were seen running ahead and trading at near their lifetime highs, only a few months ago, before the wisdom of the Fed Chairman Bernanke hinted at pulling the plug on QE3. After which an asset bubble was being built in Gold as liquidity in uncertain environment tends to move towards safe havens such as Gold, but this is not a productive investment. Bernanke then announced a definite timeline to withdraw QE3 which saw Gold crashing down from 1450 dollars an ounce to 1211 dollars an ounce. It is expected to further go down to 1100 dollars per ounce. Liquidity was in a tizzy and no place to hide except US treasury bonds with yields rising and therefore the dollar strengthened and currencies of all big economies went tumbling down including India, Brazil and even China to some extent. This was a double whammy for a country like India with a high CAD and struggling to bring down fiscal deficit and inflation. Incidentally, after Bernanke’s move the Indian Cabinet took two important reform decisions over which it has been dragging its feet – first it eased exit norms for private road developers and second it allowed power companies to pass through increase in coal prices, (in industrial as well as domestic sectors). This will help add another 78,000 MW in the current fiscal itself and it will be a great move to kick-start GDP growth. The gas pricing increase was also expedited, for which Veerappa Moily has been fighting a lone battle against import lobbies, will also bring in the much needed FDI to make ultra deep sea exploration off the long coastal line that India has, attractive for MNCs, going forward. According to Moily, India is floating on oil & gas and he is not talking through his hat. He obviously has data from Geological surveys done by Government and oil giants like BP and Reliance. Why buy gas from Qatar at $14 per mmbtu, when we need to raise it to just $6.7 per mmbtu to make indigenous gas viable. This will also bring down CAD greatly. Obviously there are strong Middle East lobbies at work with the help of corrupt bureaucrats in the fertilizer, power and oil ministries. Fortunately, the Cabinet Committee on Economic Affairs chaired by Prime Minister Manmohan Singh on Thursday approved the proposal to hike gas price for the first time in three years, and I believe that the high gas price would help attract investments in the sector. Meanwhile Bernanke’s announcement to start raising interest rates next year lead to people scrambling to buy new homes, who were otherwise putting off their decisions. Housing data is the key to US GDP growth. The Q2 US GDP is expected to come in at a healthy 2.2%, compared to 1.8% in Q1. Actual data will be out only after June 31 when Q2 ends. This should be good news for Indian exporters of gems & jewellery, seafood, apparel, and IT and ITES services.

Markets Flare On Positive Cues NSE India : CNX Nifty — Daily Market Report for: Monday (July 1, 2013) By Dominic Rebello
REVIEW OF THE PREVIOUS DAY:
The Nifty rose substantially on Friday (June 28, 2013) a net 159.85 points (2.81%) and closed at the 5842 point level. The market opened up with a gap at the 5749 points level and that level itself was the low of the session. It then rose further and turned into a range bound movement until 2.40 p.m. The index then rose sharply and registered the day’s high at the 5852 points level at 3.16 p.m. It then declined by a few points and turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 103 points and closed above the psychologically important 5800 points level after the rupee recovered and the Government raised prices of gas. Sentiment was extremely bullish and amongst the 50 Nifty stocks 47 were gainers, while just 3 stocks closed in the red. All the sectoral indices closed in the green. Heavy buying was seen in power, capital goods, oil & gas, and banking stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 8.48%. This change is small and indicates a moderate participation by investors.
Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 1023 were gainers, 382 were losers and 37 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen and has exited the over-sold zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI is above the 40 level and is now rising (positive if it continues).
MACD Indicator: The MACD is below zero but is now rising (positive if it continues). It is below its 9-day Average (negative).
ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is falling while the Market Index is rising, which indicates that the present up trend is decreasing in strength.
with a positive bias. Support Levels: For short-term traders the immediate main support is at the 5478 points level. The next support is at the 5408 points level.
Resistance Levels The immediate main resistance at the 5814 points level was crossed above in the previous session. The next resistance is at the 5965 points level.
Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 5815 (This is the level where the trend is likely to change during intra-day). Support (1) = 5777. Support (2) = 5711. Resistance (1) = 5880. Resistance (2) = 5918. OUTLOOK FOR TODAY:
On Japanese candlestick patterns the index has formed a second consecutive and long white body candle. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). The body of this candle is above and outside the body of the previous candle indicating a range expansion and acceleration. This is positive. Further, the index has crossed above the 15 and 200 day’s moving averages in a single session indicating a reversal in trend. Moreover, the velocity parameters which were neutrally trended have now turned positive. The index has also crossed above a major resistance level at the 5814 points level. All these indicate a positive bias and the possibility of a further upmove unfolding. Technically, since the downwards risk seems to have reduced, Investors may consider buying in small quantities in shares that are fundamentally sound and have a long- term potential.
Work with strict stop losses on all positions
MOVING AVERAGES (TREND INDICATORS) The index: Is above its 5-day average (at 5662) Positive. Has crossed above its 15-day average (at 5737) Positive. Is at its 25-day average (at 5842) Neutral. Has crossed above its 200-day average (at 5821) Positive.
Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market

CENTRUM CALLS A ‘BUY’ ON JK CEMENT CMP: Rs. 229
Target Rs. 331
Valuation and recommendation: The stock is trading at 6.4x FY14E EPS and 5.5x FY15E EPS. On EV/EBITDA, it trades at 4.4x FY14E and 3.6x FY15E (adjusted for debt portion of capex related to grey cement plant). On EV/tonne, it trades at US$65.1 and US$62 on FY14E and FY15E respectively (adjusted for debt portion of capex related to grey cement plant). Though, grey cement sales volume is expected to remain under pressure till H1FY14E, the company will benefit from higher volumes in the white cement segment. We expect white cement sales to grow 12.7%YoY/11.5% YoY during FY14E and FY15E. During FY13, white cement sales volume increased 16.7% YoY to 0.44mt. Led by volume growth in the white cement segment, we expect EPS to grow at a CAGR of 11.9% between FY13-FY15E. RoCE is expected to improve to 14.5% by FY15E against 13.4% in FY13. The stock has corrected by 17% post weak Q4 results and we believe that at the current price, it factors in most of the negatives in terms of weak volume and pricing scenario. We maintain Buy on the stock with a revised price target of Rs 331, based on 4.5x FY15E EBITDA and assigning the benefit for debt portion of capex.
SHAREKHAN CALLS A ‘BUY’ ON OIL INDIA CMP: Rs. 570
Target Rs. 650
Outlook and valuation: We continue to hold our bullish stand on OIL because of its huge reserves and a healthy reserve-replacement ratio (RRR), which would provide a reasonably stable revenue growth outlook. Further, the recent acquisition, move to deregulate diesel prices and a likely revision in the natural gas prices augurs well for the company. In terms of valuation, the fair value works out to Rs 650 per share (based on the average fair value arrived at using the discounted cash flow [DCF], price earnings [PE] and EV/EBIDTA valuation methods). Hence, we maintain our Buy recommendation on OIL with a price target of Rs 650. At the current market price, the stock trades at PE of 8.9x its FY2014E earnings per share (EPS) of Rs62.8 and 7.7x its FY2015E EPS of Rs72.7
NIRMAL BANG CALLS A ‘BUY’ ON GOODYEAR INDIA CMP: Rs. 301
Target Rs. 375
Investment Rationale: Strong tractor sales augur well for the leader: Goodyear is the leader in the farm tyre segment. A good monsoon coupled with the Government’s thrust on the agri-sector in a pre-election year should lead to decent volume growth for the company. Margins expected to improve further: The company registered a more than 300 bps improvement in raw material/net sales ratio leading to a more than 400 bps improvement in EBITDA margins. We expect these margins to stay on the back of subdued outlook for natural rubber prices. Excellent Balance Sheet: Goodyear has one of the strongest Balance Sheets in the tyre sector. The net cash and cash equivalent of the company stood at Rs.238.3 crore, translating into a cash per share of Rs.103.4. This figure is equivalent to 1/3rd of the present price of the company. Decent dividend pay-out ratio: Goodyear has announced a dividend of Rs.7 per share for CY’12. On the back of improving cash flows and considering the strong cash balance, we do not rule out the possibility of a special dividend from the company. Valuation & Recommendation: We expect the company to register net sales of Rs. 1550.5 crore in CY’13E, an increase of 4.7 per cent y-o-y. The net profit of the company should be around Rs.78 crore for CY’13E, translating into an EPS of Rs.33.9. Considering the strong Balance Sheet, improvement in earnings on the back of weak natural rubber prices, we expect Goodyear’s share price to reach Rs. 375 over the next 9 to 12 months. I purchase two policies: the first on 2nd March 2012 for Rs. 50,000 and the second policy on 15th March 2012 also for Rs. 50,000 in (SBI Smart Performer And Secure N Grow plan). The next premium was due on 2nd March 2013 and 15th March 2013 but I could not manage funds for the second premiums of both the policies. I am currently facing financial problems and hence wish to get a refund of the previous amounts deposited. —Harshad Meswani, Kandivali There is hardly anything that you will receive if you have not paid the first 3 year's premiums. The Rule for Surrender in SBI Life Smart Performer Plan: If the policy holder wants to surrender the policy before completing 5 years, then the insurance cover will cease and the fund value net of any discontinuance charge will be transferred to the Discontinued Policy Fund. The Discontinued Policy Fund will be credited with a minimum interest rate of 3.5% p.a. and the proceeds from this will be payable after the fifth policy anniversary. In case of death of the Life Assured during this period,

only the accumulated fund value will be payable to the nominee. Solutions: Thus, you need to connect with the insurance company and then check how you can discontinue your plan and keep the fund value invested for 5 years since you will not be allowed to withdraw the money before completion of 5 policy years.
The glass of my car was smashed during riots. How, can I get the claim processed? —Mukul Mishra, Malad If riots are an exclusion in your plan, then you cannot claim for the same. However, if it is not categorically mentioned, then you can surely claim for the same. However, please understand that full claim is not allowed for glass and fibre parts and a percentage of 50% is capped for the payment. Hence it depends on the amount of payment that you would receive. Thus, you need to lodge a claim on the toll free number of the insurance company from where you have your car insurance and then book a date for inspection. Post the inspection, then company will confirm how much will be your out-of-pocket expenses, over and above the car insurance claim, before they start working on the same.
I need the lowest premium for my 1 year old Honda Civic Car. I am based at Mumbai and my car was bought in 2012. Please help. —Sejal Gupta, Ghatkopar To get the lowest Premium for Car Insurance, you need to get quotes from 5-6 brokers or agents as Car Insurance deals can be provided cheap if there has been no claim in the last year. Else, the premium can hardly be reduced.

tar Union Dai-ichi Suraksha Kavach Plan is a Participating Endowment Plan. It is a Traditional Plan with Bonus facility. In this plan, the premium needs to be paid till the end of the Policy Tenure as selected between 10 to 25 years. There is a Premium Holiday period of 3 years after completion of 2 years of premium payment. There is an additional Critical Illness Benefit rider available in this plan. On survival till the end of the Policy Tenure, the Sum Assured + vested Bonus is paid to the Policyholder as Maturity Benefit and the policy terminates. However, if the Life Insured dies within the Policy Tenure, the Sum Assured + accrued Bonus would be paid immediately to the nominee as Death Benefit and the policy terminates. This policy has an inbuilt Double Accidental Death Benefit where double the Sum Assured + vested Bonus is paid to the nominee on accidental death within the Policy Tenure. However, if the Life Insured meets with Accidental Total and Permanent Disability within the Policy Tenure, then the basic Sum Assured is paid to the policyholder in 120 equal installments and the policy continues. The future premiums are waived off and no further Double Accidental Death Benefit would be payable but the policy continues as per schedule.
Now, the lowest premium may not be the most desirable one. For a higher end car like Honda Civic you could as well take Zero Depreciation Cover as an additional rider such that you do not have to shell out for Depreciation Cost as the parts are quite expensive. The most important things to keep in mind while purchasing a Car insurance Policy: 1. IDV of the car-so that it is not lowered in order to provide low rates for insurance 2. Cashless Garage Facility for repair work 3. Claim Procedure In fact, some of the additional benefits you can look for: • Daily allowance: you get money for hiring alternate mode of transportation while your car is under repair • Lost key/ lock replacement cover: cover to replace car keys, if lost or stolen. Cover for lock, if the car has been broken into • Overnight stay at a hotel: you get paid to stay at a hotel if your car becomes immobile due to an accident • Return to invoice cover: In case there is a total loss due to some accident, then there is
always a difference between the ‘purchase price of vehicle’ and the ‘claim amount receivable’ under the policy. In such a situation, this rider provides for this difference amount • No Claim Bonus Protection Cover: At times, people don’t file a claim because they risk losing their No Claim Bonus (NCB) bonus. In this rider, if the policy holder makes not more than one claim during the entire policy period, then the existing NCB can be retained. This cover protects your No claim bonus • Depreciation Reimbursement Cover: This add-on cover offers full claim without any deduction for depreciation on the value of parts replaced • Repair of rubber parts, glass, fibre and plastic: You can get damaged glass, fibre, plastic and rubber parts repaired without impacting your No Claim Bonus • Loss of baggage and personal belongings cover: you get covered by your insurer Companies also offer discounts if you have installed an anti-theft device approved by the Automobile Research Association of India (ARAI). Companies like TATA AIG, Royal Sundaram, ICICI Lombard and many more, offer car insurance. At the risk of overemphasizing, my advice is that you buy a comprehensive cover with additional riders; and look for insurers that offer cashless facility. Don’t naturally opt for the most affordable one as ‘cheap’ does not necessarily mean ‘the best’. Keep these simple steps in mind.

times. This is a fresh, new perspective to Zen and Meditation, and how Leaders and Managers can keep their inner calm while managing nations, companies and organisations. Zen is an effort to pass from states of delusion, cravings, ignorance and excesses, to a balanced, stable and composed state of being or what is called enlightenment. Very often we are mired in our own mess, and cling to false notions and concepts, which colour our own perceptions about life and its events. Zen is that technique that enables us to see the world or our objective reality as it is – free
from illusions and misconceptions. A manager who keeps himself free from the clutter of illusions, delusions and cravings of the mind, will be better equipped and well disposed enough to read, perceive and understand a situation without the inherent subjectivity of personal opinion interfering with the reality of the situation. Though it may sound as too far fetched to practice and achieve, meditation helps us to be in the here and now when we learn to control our attention and awareness. As the Buddhists contend, ‘Remain in the present, open, quiet and alert to the present
grees in economics, management and international business. Tapping into India’s spiritual heritage and merging it with state-of-the-art management and leadership, the author is able to provide a winning combination of solutions that can help people and organisations to realise their utmost and optimum potentials. Like in the case of Zense by Ugesh Joseph, the purpose of this interesting book is best explained by the author himself: Leadership, I believe, is fundamental to all human progress; indeed, I am convinced it is the ultimate driver of competitive advantage. It is
leadership that creates the context, structure and milieu for interaction between people, which in turn results in innovation, profitability and growth. It is inevitable that the leader walks alone. Always treading the subtle boundaries between what is right, expedient, necessary and sustainable, the leader faces enormous stress. While mentoring super-achievers, I realised that loneliness is the one constant companion of leaders and change, unlike planning, cascades downwards from the top. But who is to bell the cat and impress upon the crème de la crème that they are the ones who
must set personal examples? And how can leaders obtain inputs without seeming to be weak and unsure of themselves? Perhaps, sharing my experiences and observations will help. These case-stories and chapters can be read as standalone pieces or as part of broader themes. I hope they will encourage introspection, which I believe is a precondition for personal change. Leadership is exciting but painful and yet, help is always available for those who reach out. While most of the factors that contribute to success are well documented, the pain of lone-

shove, free of the ego clash and the need to rise by putting others down. We are reproducing this from the inner jacket because it beautifully sums up why readers should acquire their own copies: This book offers Leaders and Managers a holistic and clear-sighted perspective on Zen and matters that concern them the most – of managing themselves and the people they work with – so as to arrive at their true potential; work without stress; and live in harmony with nature, the environment and each other. People increasingly need the help that Zen offers in these turbulent

come super salesmen. It sees the vocation as an extension of life and lessons are to be learned more from without than from within. However, any inspiration gleaned from the several experiences recounted in refreshing anecdotal style, could serve to enhance one’s performance in many aspects of life, including of course, a career in sales. Furthermore, we need to understand that a salesman is not the person we typically envisage, walking into buildings or into shops with a bulging bag or briefcase stuffed with goods to sell, or a person who accosts you to make a
sales pitch about something you intend to buy and wishes to have you know that his product is the best or is most ideally suited for you. In actuality, we are all as human beings trying to sell something, even if it is our own persona, our image to the world. And those feeling put-off or harassed by salesmen would do well to remember that in life, we too are seeking customers. As Jena writes, ‘To echo my grandmother, I believe that good things in society would not exist if Salesmen were not there. All that you see today – cars, phones, iPads, houses, cities, casinos,
jets, computers, fast food, jeans, snickers, Internet et al, would not have existed without the Salesman. Even though others invent the products and services, the Salesman makes them popular by selling and selling…all over the world.’ There are 27 chapters, each with two messages, and one-liners which the author suggests can be used in sales conversations. He points out that ‘a Salesman has to sell both within the organisation, as well as to customers.’ And though this book aims to cover both scenarios, it is intended for those in sales and also for those not in
with a detached awareness.’ Being in the present will ensure is one is in that frame of mind where one can pay attention – performing tasks with the required level of awareness and focus, without getting distracted by thoughts or pre-conceived opinions of the past or the future, or other thoughts. Since this is an ideal quality if one wishes to be more efficient and effective in life and in the workplace, it is something every individual, whether leader, manager or employee should want to possess. liness is often ignored. You are not only alone up there on the totem pole, all have their eyes fixed on you and whatever you say or do percolates down across the organisation, to the point that your image becomes a brand. Being in the cross-hairs entails that one must therefore operate in a state of heightened awareness, with absolute clarity of purpose and rock-solid commitment to ethics and fair play. It is therefore important to have rich relationships with the team, a loving environment at home. Lonely at the Top by V.K. Madhav Mohan Platinum Press (Leadstart) Rs.495 sales. SNEHA’S TRAGEDY IN ‘VEERA’
‘Veera’ is an Indian soap opera which airs on Star Plus. Sneha Wagh, plays the role of Ratanjeet Kaur, Ranvijay's mother. She is a sweet and positive woman along with being a responsible and proud wife, as well as a loving and caring mother. She values her self-respect above everything. Sandeep Hattangadi spoke to the talented and charming actor about the new twist in the tale in ‘Veera’. There is reportedly a new twist in the tale in ‘Veera’. Yes. After waiting for five years for her husband, Ratan receives the news that her husband has passed away. So how does she manage her family? Parenting is a tough job, and who understands it better than those who have to juggle various responsibilities simultaneously! However, it becomes even more difficult for a mother to handle a moment of crisis all alone without her husband’s support.
What is the message of the show? In an attempt to showcase the daily life in rural India, the show has once again placed its finger on the pulse of the viewers, as they explore one of the
major issues for most parents: nurturing their children. This incident began with Sampooran Singh’s untimely death which left Ratan distraught, and in anguish about the well-being and safety of her child. She prays that nothing untoward happens to Ranvijay.
What is it like working on the show? It’s great and I love the response I am getting from the viewers. I simply adore the children who are my coactors on the show and it’s fun to have them around. My co-actors, Kapil Nirmal and Sudhanshu Pandey are also great to work with. It’s a highly emotion laden show and draws a great deal out of you. But my experience in Marathi theater and films has helped me a great deal. The producer, Yash Patnaik of Beyond Dreams
Productions, is also a good producer.
Did you prepare for the role in any way? I learnt the Northern dialect and the way a woman would behave after the death of her husband. But I generally go by the brief that the director gives me.
You are popularly known as Jyoti from the show of the same name? Yes. ‘Jyoti’ was a popular show and it gave me an identity which helped my career immensely.
Your future plans. I want to direct films and I have done a filmmaking course from the London Film Academy. I will announce my film soon.

he Uttarakhand floods have quashed yet another Indian state’s disaster control claims. The properties and lives lost, the record number of stranded pilgrims all point to the fact the state was poorly equipped to deal with a disaster of such magnitude. The Uttarakhand Chief Minister’s attitude towards rescue operations compounded with the overall failure of the authorities irked residents now calling for the CM’s resignations. Surprisingly, an RTI application filed by a Haldwani-based activist revealed ever since CM Vijay Bahuguna took charge, he has only managed to complete 1.7 per cent of the development work he had publically announced on various occasions.

DILLI KA BABU Fighting corruption
W
fore the people. This story of the BJP is the agonised tale of these old, helpless, disappointed, but angry people of the Sangh. This agony increased when during the BJP Executive meeting in Goa, people were seen openly formulating strategies to fell each other and implementing them. The BJP today is divided internally into several parts. Every man is engaged in flinging the other to the ground. The situation is: let others drown, but let me be saved. Lal Krishna Advani does not want to lose this last opportunity of his life. Narendra Modi and his colleagues are acknowledging that he will never again Santosh Bhartiya get such an opportunity. Sushma Swaraj and Rajnath Singh want to tween the BJP and the Congress. virtually sit on everybody’s head People in the Sangh are troubled as it were. RITING about the Bharatiya Janata Party after speaking to senior people in the Rashtriya Swayamsevak Sangh may not be a very good thing to do, because influential RSS people believe that there is not much difference be-
like that of 1989-1990. Despite this the BJP assumes that it will be able to get 200 seats. The people in the BJP know the hollowness of these claims, but even then strategies are being made to get the seats, stay ahead and stake claims as soon as possible. Many groups have formed with the BJP. Till recently, the first group was Advani’s, of which Narendra Modi was also once a part, but this group has now split into two. Modi began leading one group, while the other was led by Advani. At this time Rajnath Singh, is the primary source of strength and power for Narendra Modi. But the truth is that Singh has been playing a balancing game. On one hand he sent Modi’s Amit Shah to Uttar Pradesh, while on the other hand he virtually ‘buried’ Uma Bharati in UP and Varun Gandhi an important role. Uma Bharti responded promptly by stating that only Advani was worthy of the Prime Minister’s post. Every person said to be in the leadership of the BJP, without concern or worrying about the other, is trying to keep his or her head above the water and in such a situation, the organisation is taking a beating and this seems to be the Sangh’s greatest worry.
Tug-of-war for prime ministership
By Santosh Bhartiya
O
candidate for the Prime Minister’s post?’ Coincidentally, before the 2014 General Elections, Rajnath Singh has once again become the President of the BJP. Narendra Modi brought Amit Shah with him into the Parliamentary Board even though he was never a tall figure in Indian politics. His ‘credibility’ in Gujarat has been that of a villain against Muslims and he is regarded as the ‘chotta’ (small) Pramod Mahajan. Modi believes that in Uttar Pradesh, the more seats that go to his candidates, the more facilitative and beneficial it will be in his becoming the PM. Amit Shah has to take care of Modi’s interests in Uttar Pradesh, but a reply to Modi’s move was soon given by influential people in the BJP when they had Ram Jethmalani ‘removed’ from the Party. Ram Jethmalani is Modi’s man and Gurumurthy had brought him into the Parliament with the logic that Jethmalani would prepare the ground for Modi all over the country. Politics of this kind in the BJP made one wonder whether Narendra Modi would be able to reach anywhere, as these days neither are there leaders like Atal Bihari Vajpayee in the BJP, nor is the atmosphere in the country
NCE again there is talk of the Third Front on all four sides. The beginning was marked by the General Secretary of the JDU, K.C. Tyagi, meeting the Chief Minister of West Bengal, Mamata Banerjee. Mamata spoke with Nitish Kumar and Naveen Patnaik over the phone and from here the Bharatiya Janata Party came into the save-protect ‘mudra’. The JDU wants to quit the NDA. Its leaders wounded the BJP with piercing, sarcastic barbs, and for the first time, the BJP leaders seemed to be scared because they could see the possibility of coming to power in the Lok Sabha elections, receding from them. The Third Front can be formed, provided Nitish Kumar, Mamata Banerjee and Naveen Patnaik decide that none of them will become the Prime Minister. Mulayam Singh, too, will have to decide that he will not become the PM. The question is: if none of these become the PM, then who will? This question is also important because in their need
to attain this position, all four are trying that one amongst them be accepted or recognised widely as the leader. One formula being tossed up is that the leader of the party which has the most MPs, should become the PM. But the way the situation seems, the number of MPs in all four parties, with a very minor difference, will work out to be almost the same. At the time of campaigning, the possibility of these four adopting an attitude similar to that of the late Vishwanath Pratap Singh, who had said that he would not become the PM, is almost nil. If Mulayam Singh goes with the Third Front, Mayawati will collaborate with the Congress, fight elections in Uttar Pradesh and extract a promise from the Centre in the form of an announcement, that she will be made the Deputy Prime Minister. There is also the possibility that at the last moment she may stake her claim to the Prime Ministership. If the Congress makes a sensible decision and fights the elections after declaring Mayawati as the Prime Ministerial candidate, this al-
liance might win the first round. In this situation, Dalits all over the country, who are about 22 to 24 per cent, will once again stand by the Congress and Mayawati. Party workers are very disappointed with the tussle within the BJP for the PM’s post. It initially seemed to them, that when Narendra Modi was picked, the whole country would stand by them. In the country as well, to get rid of the problems created by the Congress, Narendra Modi was seen as an ideal choice. But as he makes more and more appearances, the support for him seems to be dwindling. In actuality, Narendra Modi’s face and body language lack modesty, thereby making senior leaders of the BJP stay away from him, and making the people view him with caution. Lal Krishna Advani’s annoyance has also made leaders like Jaswant Singh, Shatrughan Sinha and Yashwant Sinha come together again. If any of these four resign from the BJP and join the possible Third Front, the ‘game’ will be all the more uncertain. The Congress, however, is in
the best position. The internal feud of the BJP has given it a new lease. Where the long serial list of inflation, corruption, unemployment, scandals and scams generated anger amongst the common people and created doubts about a Congress victory, the uncertainty of the so-called Third Front, the possibility of conflicts between them and internal differences within the BJP acted as a life saver for the Congress. Statements are not coming from leaders of the Congress, because they know that this is the time to speak less and wait for the results of the war taking place within the Opposition. But it is also strange that the elections are almost at hand and the Congress is not concerned about the Muslims or the Dalits. Ostensibly, Congress Ministers are saying that they have implemented all the recommendations of the Sachar Committee, and only three remain. However, Muslims do not have the time to examine these statements, neither do they need to make the Congress realise its responsibility towards them.
IT is the complaint of many investigating agencies that the delay in obtaining a sanction from the UPA Government to prosecute bureaucrats involved in a graft has led to the impression that babus can get away with impunity. Though the UPA Government had piously stated last year that corrupt babus will be prosecuted within three months of the charge sheet being filed, very little has changed, say sources. According to the Central Vigilance Commission (CVC), at least 27 cases are still awaiting a sarkari sanction. However, sources say that in at least one such case, the CVC has finally attained the goahead to prosecute IPS officer Rajesh Meena, police chief in Ajmer, Rajasthan, who was allegedly running an extortion racket in the district. He had been arrested in January, more than three months ago. But, this pales in significance to the number of cases the vigilance panel has processed lately – more than 3,500 complaints, including those brought to its notice by whistleblowers. Although 83 complaints have been forwarded to the concerned Ministries for further investigation, how many of these will reach fruition, we can only guess.
Netas not amused
NETAS in Maharashtra have apparently come to believe that bureaucrats have become more powerful than the state government. And that will never do. Chief Minister Prithviraj Chauhan faced an embarrassing moment recently when his cabinet colleagues recently rejected a proposal from senior babus K.P. Bakshi and Sanjay Chahande, for setting up a policy research institute in the state. Their argument that any such institute will act only as a centre for retired babus and won’t help fulfill any real purpose, won the day. While the Ministers have all kinds of complains about bureaucrats, sources say, that what the netas find particularly galling is that the babus recently gave themselves a considerable hike in their monthly allowances on the sly – without bringing the proposal to the Cabinet’s notice. Now, that really hurts!
Paying the price
POLITICAL parties, we know, are quick to take offence especially when reminded of less salutary moments in their recent history. A 1988 batch IAS officer in Kerala, serving as the Vice-Chancellor of Kerala Veterinary University, forgot this simple truism, and has therefore paid the price. Dr. B Ashok apparently wrote a newspaper article, which his political masters in the Congress-led UDF Government felt criticised Congress’ PM-hopeful Rahul Gandhi, while going easy on the party’s bête noire, Gujarat Chief Minister Narendra Modi. Poor judgement? For this “folly”, Ashok has been sacked as Vice-Chancellor and further action is being contemplated. Observers say Ashok’s expulsion has more to do with his remarks about Gandhi, than any violation of civil service rules, as is being made out. But now the BJP has jumped into the fray in the babu’s defence, and so the matter continues to simmer.

record set in 2000. "Wow, 600 wins. I had no idea. What better place than under the roof at Centre Court to achieve it," said the 31-year-old American. Only four of the top 10 men's seeds and four of the top10 in the women's draw have made it to the second week after the Grand Slam heavyweights of Roger Federer, Rafael Nadal, Maria Sharapova and Victoria Azarenka had all exited by Wednesday. Laura Robson took full advantage by becoming the first British woman to make the last 16 for 15 years when she came from a set and 3-5 down to defeat New Zealand's Marina Erakovic, 1-6 7-5 6-3. The 19-year-old goes on to face Kaia Kanepi of Estonia, a former quarterfinalist. Robson, currently ranked 38 in the world, will also move into the top 30 after the tournament, the first British woman to break that barrier since Jo Durie in April, 1987. The men's fourth round will feature five men making their maiden appearance at the fourth round stage.

ONDON: Novak Djokovic and Serena Williams cruised effortlessly into the Wimbledon fourth round as the first week's shockwaves left just eight of the top 20 seeds still standing. World number one Djokovic, the 2011 champion, destroyed French 28th seed Jeremy Chardy, 6-3, 6-2, 6-2 in just 86 minutes yesterday. He fired 38 winners, eight aces and committed just three unforced errors. Djokovic, yet to drop his serve, will tackle veteran Tommy Haas for a place in the quarter-finals, just weeks after he beat the German in the French Open quarter-finals. But 13th-seeded Haas beat the Serb star in Miami this season and also got the better of him in the Wimbledon quarter-finals in 2009. Women's defending champion Serena Williams was equally ruthless taking just over an hour to carve out a 6-2, 6-0 win over Japanese 42-year-old Kimiko Date-Krumm. It was the 600th win of Williams's

Rasquinha optimistic about India qualifying for next World Cup
By Divya Suryanarayan
ONDON: Indian tennis ace Sania Mirza and her American partner Liezel Huber advanced to the third round of women’s doubles event at the Wimbledon with a three-set win over Italian-German duo of Flavia Pennetta and Andrea Petkovic here. The sixth-seeded Indo-American pair had to sweat it out for little over two hours to get the better of their unseeded opponents 7-6, 3-6, 6-2 late last night. Even though Sania and Huber committed more unforced errors than their opponents, they enjoyed better share of break points conversion, utilising two out of the five opportunities that came their way. Sania-Huber combination will face unseeded pair of Shuko Aoyama of Japan and South African Chanelle Scheepers in their next round.
MUMBAI: Former India hockey captain Viren Rasquinha is hopeful that India would qualify for next year's World Cup through the Asia Cup, but sees the route full of pitfalls. He said that the underperforming drag-flickers will hold the key to India's success. "Of course, it is possible (to qualify). But I will say it is going to be very tough. It is not going to be easy at all. There are lots of strong teams in the Asia Cup. They need to play much better than what they did at the FIH World League (Round 3)," Rasquinha told PTI in an interview here. India lost out on a golden chance to qualify for next year's World Cup in Hague, The Netherlands by finishing a lowly sixth in the just-concluded eightnation FIH World League Round 3 in Rotterdam. However, skipper Sardar Singh has subsequently expressed confidence that the team would qualify for the game's showpiece event by winning the Asia Cup scheduled in Ipoh, Malaysia from August 24 to September 1. "They need to play well as a team when it matters and I think our dragflickers really need to fire, because they did not fire in this tournament. There were three quality drag-flickers in the team and they need to be firing. At this level there are no easy matches and every goal counts," said Rasquinha.
of diamonds. East wins with the King, & shifts to Heart Jack. You win with Ace, cash the Ace of spades & showing excellent technique you return a club which east wins with Ace. Then he cashes Diamond Ace on which west plays the deuce & returns another heart. After winning with Queen of hearts what do you do?. The problem is the trump Queen. Is it doubleton or does east have 3 carded Queen? On the answer to this question depends your game. Think it over. If you have been giving proper attention to the small cards & the relevant play you will know that east has already answered your question
for you. West has shown doubleton diamond. Why then is east not giving a ruff to his partner. The answer is simple. East knows that his partner can’t overruff the dummy, because he is looking at the Queen in his hand. Ergo finesse the spade Queen. But how? What is the entry to dummy? If you played a small card from on the Queen of hearts you have no entry. So you must overtake your Queen of hearts with dummy’s King, & run the 9 of spades. Then cash 2 clubs for 2 diamond discards & draw trumps to claim. Something like heads I win tails you lose.

Pirelli faces a searching examination of its credentials to continue to supply tyres to Formula One after Silverstone was left strewn with exploded rubber throughout the British Grand Prix Sutil comes close to podium but finishes 7th, Paul 9th
Adrian Sutil finished seventh after being in contention for a podium finish even as Paul Di Resta fought his way to ninth after starting last on the grid in the incident-filled and dramatic British Grand Prix. Sutil was running third after beginning from sixth position but lost his way in the last six laps as Mark Webber, Kimi Raikkonen, Fernando Alonso and Lewis Hamilton all passed him. Nevertheless, it was third consecutive double points finish for Sahara Force India (59) as it collected eight points to increase its lead over sixth-placed McLaren (37) by 12 points.

NEW DELHI: India's Anaka Alankamony and Veer Chotrani put up a brave fight but failed to win crucial points when it mattered the most to lose out in their respective singles event finals at the 20th Asian Squash Championship in Amman, Jordan. Anaka went down to Hong Kong's Ho Ka Po in the girls under-19 final 9-11, 10-12, 10-12 while Chotrani lost to Malaysia's Muhammad Hafiz Abdul Harif 5-11, 12-14, 10-12 in the boys under-13 event, last night. India beat Papua New Guinea in under-19 friendly match
DARWIN, AUSTRALIA: The India under-19 team posted a comprehensive 71-run victory over Papua New Guinea in a friendly match ahead of their tri-series games against counterparts from Australia and New Zealand. Skipper Vijay Zol top-scored with a 46-ball 48 in a pathetic batting effort by the India U-19 side. Sent into bat, India were all out for 136 in 43.1 overs. But the bowlers, led by Kuldeep Yadav's 4/13, bundled out Papua New Guinea for just 65 in 36.5 overs to emerge comfortable winners. For PNG, Sakavai Charlie Gebai (4/26) was the best bowler. Zol struck six fours during what turned out to be the most crucial knock at the Tracy Village.
No Brazil, Portugal football teams for Lusofonia Games
NEW DELHI: As if the missed deadlines and shoddy state of preparedness weren't enough, the organisers of the Lusofonia Games in Goa have been dealt another body blow with Brazil deciding not to send its football and volleyball teams. Portugal has only agreed to send its 'C' level soccer side. The Goans, thus, have been devoid of an opportunity to watch the highly-skilled Brazilian footballers live in action. Brazil's former sports minister Bernard Razjman, had told the organisers during his last visit to Goa that it would take a lot of money to bring the champion football side here.

S
ILVERSTONE: Nico Rosberg ended up taking the chequered flag for the second time this year, primarily as Sebastian Vettel retired on lap 41 of the 52 with what appeared to be gearbox failure to his Red Bull. But that followed a chaotic race in which there were four failures to the left-rear tyres of Lewis Hamilton, Felipe Massa, Jean-Eric Vergne and Sergio Perez. Italian manufacturer Pirelli has come in for considerable criticism this season, and Sunday's images will further damage their floundering reputation. Pirelli are still to negotiate a new contract from next year as their initial three-season supply deal that began in 2011 following the withdrawal from F1 of Bridgestone, expires at the end of
this year. The recent controversial test at Barcelona's Circuit de Catalunya in the middle of last month, in conjunction with Mercedes, earned them a reprimand following an International Tribunal hearing. The powers-that-be at Pirelli may be wondering whether it is worth their while continuing, in particular given the lack of support they have so far been given in terms of trying to develop new tyres for next year, given the significant change to the engine regulations. Only Saturday, Pirelli motorsport director Paul Hembery was again asked questions as Sergio Perez's McLaren suffered a leftrear tyre failure. Hembery explained there was a deep directional cut that caused the
puncture, rather than a delamination, although could offer no reason as to how it had occurred. Despite that, and heading into the race, there was no suggestion as to what was about to unfold in such dramatic circumstances. Hamilton, from pole position, made a solid start and come the start of lap eight had eked out a two-second cushion over Vettel. The 28-year-old, however, was the first to suffer as he headed down the Wellington Straight, his left-rear exploding and rapidly disintegrating. Given Hamilton's position on the track at the time, a long way from home, it resulted in a slow journey back to the pits, with the time lost dropping him to the back of the pack. Just three laps later, and after a stunning start as he had climbed
seven places from 12th to fifth, Ferrari's Massa was the next to suffer. Coming out of Aintree Corner on to the Wellington Straight, Massa was sent spinning off the track as his left-rear gave way. Like Hamilton, the Brazilian was also forced into a long journey back to the pits, relegating him to last. Come lap 15 and an unwanted hat-trick for Pirelli was completed, and arguably the most dangerous as Vergne was travelling at a speed of around 160mph at the end of the Hangar Straight in his Toro Rosso when his left-rear blew. It was at that point, with tyre carcasses strewn across the track, that race director Charlie Whiting was forced to deploy the safety car to help the marshals clear the circuit.
Mahi Racing Team’s Sofuoglu finishes at top in Imola N
EW DELHI: Mahi Racing Team India rider Kenan Sofuoglu finished at the top in the seventh leg of the 2013 World Supersport Championship, pipping leader Sam Lowes from previous race by three seconds. The defending world champion, who
began the race in second spot after the qualification rounds held yesterday, overtook Lowes on the first turn itself and then maintained the lead throughout the race which was affected by an oil spill on the track. Till the spill, Sofuoglu had asserted his su-
premacy on the race with the fastest lap of 1.51.960 on the third lap to open up a big gap between him and Lowes. The race was red flagged with 14 laps to go when Prorace Honda rider Valentin Debise had an engine blow out and oil spilled on the track. The race was not immediately stopped but with two more incidents of slipping due to the oil spill forced the race stewards to bring out the red flag and bring an end to the race. Sofuoglu’s victory also ended a four race winning sequence of Lowes. “Though I would have loved to have taken the chequered flag at the end of the full race, a win is a win and I am very happy to return to finish at the top,” said the Turkish rider. Mahi Racing’s second rider Fabien Foret finished 12th in the race. With Mahi Racing Team getting back to a winning spree, Sofuoglu now stands second in the overall standing with 106 points and is 35 points behind Sam Lowes, whereas Fabien stands at the third position with 85 points. Mahi Racing Team India Chairman Arun Pandey congratulated Sofuoglu for securing the top position and said the performance today was a proof that they were strongest contender in this year’s Championship. “With half way mark, the performance of the riders are very satisfying right now and we are confident we will be only bettering ourselves from here on,” he added.

bill for hosting the competition and next year’s World Cup, which will take place next June. Protesters are frustrated the government has found millions for brand new stadiums in several of the dozen 2014 venues while public services such as transport, education and health are struggling for investment. Some of the demonstrations — 300,000 marched in Rio ten days ago — have ended in sporadic violence, but the disparate groups calling for people to gather Sunday have urged supporters to march peacefully and

Scolari says Spain are spectacular but have defects
IO DE JANEIRO: Brazil coach Luiz Felipe Scolari says he has identified weaknesses in the Spanish team ahead of Sunday’s Confederations Cup final at the Maracana Stadium. Brazil will be aiming for a record fourth Confederations Cup title while Spain is bidding for their first, and the only major trophy to elude Vicente del Bosque’s team, reports Xinhua. “Spain are spectacular but they have some defects like all teams and we have to exploit them. We are very motivated. We respect the opposition but we have to back our own ability to win,” Scolari said Saturday. Del Bosque praised Brazil’s squad, which he said had no obvious weakness. “They have great players, not just Neymar. They have two offensive fullbacks (Marcelo and Dani Alves). They have Hulk and Neymar, who are difficult to mark on the wings. Their central defenders and centrebacks are strong. Oscar is a different player with real quality and they have Fred, a forward who knows how to score and who their players look for,” the Spain coach said.

not resort to vandalism. Police have asked legal observers to attend amid claims by some marchers their response is often heavy-handed — they have regularly deployed tear gas and rubber bullets at the demonstrations to date. Leftist President Dilma Rousseff was not due to attend the match. She was in place for the opening match in the capital Brasilia on June 15 but was subjected to a storm of booing as she took her seat alongside FIFA president Sepp Blatter, who was also booed. Blatter was expected in Rio after first attending the third place playoff encounter between Italy and Uruguay earlier Sunday in the northern city of Salvador. FIFA itself has been the target of the public’s ire, amid claims the organisation is masterminding a multi-billion dollar “circus” which only benefits the organisation itself. FIFA insists it uses its own receipts to reinvest in football’s grassroots. Despite the protests at often chaotic public services — the unrest began in business hub Sao Paulo and Rio at the rising cost of public transport — polls show more than two-thirds of Brazilians do support the World Cup being held in the country for the first time since 1950. Brazil is the most successful country in World Cup history with five triumphs. In the Confederations Cup, the Selecao are gunning for a third straight title and fourth overall, whereas Spain have yet to lift the trophy.

UNE: Eyeing a fourth term as the Asian Athletics Association’s President, scam-tainted Suresh Kalmadi is in for a tough fight as he takes on Qatar’s Dahlan Jumaan AlHamad in the elections of the continental body, which meets here for a crucial two-day Congress starting today. Kalmadi, who is out on bail after spending 10 months in jail for his alleged involvement in the Commonwealth Games scam, will preside over the Congress and seek a re-election. “But it is going to be a very tough fight and his chances are 50-50. He is not a sure-shot favourite to get a third term,” an Athletics Federation of India source told PTI. Kalmadi will be locked in a straight fight against Qatar Athletics Federation President Al-Hamad, who is also senior vice-president of the Asian body, on the last day of the Congress on July 2. The biennial Congress, before the July 3-7 Asian Athletics Championships, at a five-star hotel here will also be attended by IAAF President Lamine Diack, besides some top officials from the AAA and the world body. The Congress, which is the governing body of the association, consists of a Council and not more than two delegates from each member of the AAA. However, each member country will have only one vote in the elections. The Athletics Federation of India is likely to be represented by its president Adille Sumariwala and Secretary C K Valson.
