eavy rains continued to lash Mumbai and the adjoining Thane district, causing water-logging in the city and the suburbs and hitting suburban train services on the central line as the tracks were flooded. Suburban train services along Dadar-CST on the central line were suspended due to water logging at Masjid, Sandhurst Road and Byculla stations in the morning. Services resumed in the afternoon after the rains subsided. Services on the CST-Kurla harbour line, too, were suspended since morning due to the rains. However, operations were normal between Kurla and Kalyan, Karjat, Kasara and Kurla towards Panvel as also between Thane and Vashi. However, being a Sunday, disruption of services did not because too many problems as Mumbaikars generally preferred to stay indoors due to the heavy downpour since yesterday. Flight operations at the domestic and international airports were normal. State to have Hotel and Tourism Inst. in Solapur By Prashant Hamine

f all goes well the state could well have its own Hotel and Tourism institute in Solapur in the near future. Speaking to ADC, Minister for Tourism Chhagan Bhujbal disclosed that the state government is studying the tourism related courses offered in states like Rajasthan and Goa. He said that in the western region state’s like Rajasthan and Goa are known as the leaders when it comes to developed tourism infrastructure. It was during the tenure of then minister for Tourism, Vijaysinha Mohite-Patil the institute was approved and constructed around 2000-04. However, ever since the building was constructed it was never put to use. The reason being, it is located in Solapur district which is not on the tourism circuit in the state. Bhujbal stated that the tourism department has now decided to hand over the building to the Higher and Technical Education ministry to run the institute. He said that the government is studying the vari-

ous Tourism related courses like Hotel Management, Catering, Tour Management, Tourist Guides and other related hospitality courses. At present most of the tourism and hotel management courses are offered by institutes that are directly under the jurisdiction of the union ministry of Human Resources Development (HRD) and some private institutes. It may be recalled that some years ago the government had trained some tribal girls as airhostesses with disastrous results. Most of the girls trained for jobs in the airline industry remained grounded. Another sector that the government has overlooked is the fact that there are hardly any trained tourist guides. Bhujbal, however, argues that there are private institutes offering such courses. However, recently when the Maharashtra Tourism Development Corporation (MTDC) recently unveiled its museum circuit it had to send its personnel for training with the Archeological Survey of India (ASI) for updating their skills.
Flight makes emergency landing in Mumbai

The scanty rainfall over the last three years which culminated in the serious drought this year, has forced everyone to look heavenwards. Until recently only at the fag end of the summer would farmers anxiously gaze at the skies to scout for rain bearing clouds. It was this aspect of rural life that turned the attention of Dr. G Pandithurai (48), a Phd in aerosol studies, to dig deeper into why the clouds hovering above us behave the way they do during the monsoon season. Having done research at the University of Maryland, USA, and in Japan, Dr. Pandithurai is Scientist D at the Centre for Climate Change Research, Indian Institute of Tropical Meteorology, Mahabaleshwar where he has been for the past two decades. In conversation with Prashant Hamine When was the High-Altitude Cloud Physics Laboratory (HACPL) set up and what is the progress so far The HACPL became operational since June 2012. The deep convective clouds produce thunderstorms and give heavy rainfall in a short time period in localized regions. Orographic clouds gives heavy rainfall on the windward side of the Sahyadri ranges, especially in the Konkan region. When cloud seeding can be done and how is it done? Cloud seeding is done with the help of hygroscopic flares fitted in an aircraft, aiming at the area below the cloud base. By providing giant cloud condensation nuclei, it is possible to enhance the collision-coalescence process so as to initiate rainfall. Can a July 26, 2005 - like deluge occur again? What causes that kind of cloud burst in the first place? Actually, that deluge, caused by a cloudburst, can happen if conditions are conducive, such as high vertical development of cumulo-nimbus clouds, continuous supply of moisture due to off-shore trough and vertical wind shear besides several other factors. Can the HACL look out for a cloud build up that can cause such a deluge and forewarn it? Our objective at the HACPL is to understand the cloud microphysics to rain formation processes. The X-band precipitation radar can see up to 80 km region and such huge rainfall events can be monitored.

Y going on a spree of inaugurating half incomplete infrastructure projects in Mumbai just months ahead of the 2014 Lok Sabha elections, the ruling Congress-NCP alliance is hoping that Mumbaikars will vote for them yet again. Going by past records, mega infrastructure projects have been no guarantee for electoral success. If construction of such projects was a sure shot lottery for re-election, then by constructing 55 flyovers in the metropolis and the Mumbai-Pune Expressway, the Shiv Sena-BJP government should have been swept back to power in 1999. But that did not happen. The political overtones could not be missed by anyone as NCP’s deputy chief minister Ajit Pawar took potshots at the Congress-controlled MMRDA’s Skywalk policy. Be it Chief Minister Prithviraj Chavan or Ajit Pawar, their oft repeated emphasis that the Freeway will reduce the time it takes to travel to Pune and beyond seems to suggest that the massive infrastructure investment was intended more for politicians like them from Pune and not for

Ronald Alvares, who is serving life term for murder, had contended that the punishment of permanent removal from 'remissions register' was too harsh. police constable was arrested while his marriage function was on for allegedly cheating a woman police constable and tying the knot with another lady, police said today. Constable Sachin B Patil, attached with the Navi Mumbai police, was arrested a couple of weeks back and police informed about the incident to mediapersons last evening. Sachin, a resident of Sontakke village in Bhiwandi taluka of Thane, was in a relationship with a woman colleague and promised to marry her, police said. However, he later ditched her and decided to marry another
girl, also a police constable working with Thane rural police. Sachin's woman friend got to know about his wedding plans and lodged a police complaint against him. Subsequently, Bhiwandi police arrested him from a marriage hall while his wedding function was on. Later, the bride's family also lodged a complaint against Sachin for cheating them and he was arrested in that case also. The constable has been booked under sections 406 (criminal breach of trust) and 420 (cheating) of the IPC, police said, adding that further investigation in the case was on.
Maharashtra to have new water policy Against the backdrop of the severe drought in several parts of the state prior to this monsoon, Maharashtra Government is preparing a water policy on the lines of the National Water Policy. The National Water Policy (NWP) stipulates that state policies should be drafted/revised in accordance with it, a senior official said. The government has invited comments/suggestions from various societies working in different sectors, NGOs and other water users for the modification of the present State Water Policy which has been in existence since 2003, he said.
NWP was first framed in 1987 and modified in April 2002.It requires that every state formulate its own water policy backed by an action plan. The Departments involved in revision of the state water policy include the Water Resources Department, Water Supply and Sanitation Department, Environmental Department and Maharashtra Water Resources Regulatory Authority (MWRRA). In the 2003 State Water Policy, the priority of water use was: Drinking, Industrial and Irrigation. However, in May 2011 there was a revision of priority: Drinking, Irrigation and Industrial use.

he night shelter of the Mira Bhayandar Municipal Corporation (MBMC) located in the Kharigaon area of Bhayandar (east) which is run by a NGO seems to have become a nuisance for students and people residing in the vicinity. Veteran, BJP corporator and standing committee member, Rohidas Patil in his official letter to the civic chief, has demanded a shift in location of the night shelter which is presently operational in the administrative ward office building which also houses, a primary school, library, study centre and tax payment counters. It should be noted that following the direction of the Supreme Court in 2011, the MBMC had
started two night shelters in the region. While the first floor hall of the municipal school located in the Kharigaon area has been converted into a 45-bed capacity night shelter with different sections for men, women and children, the other housed on the second floor of the Fire Brigade building in Bhayandar (west), having a capacity of 30 beds, is meant exclusively for women inmates and children. The shelters are temporary accommodation arrangements to provide night-stay facilities to the homeless. However it has now been alleged that some people seeking accommodation in this night shelter continue to loiter in the area even during day-time and frequently involve themselves in noisy quarrels disturbing the
peace and tranquillity of the area. “Though it is a good initiative, thanks to the callous attitude of the management, this (Bhayandareast) Night Shelter is nothing but a nuisance for locals especially students who come here to study,” said Patil, who has also raised a possibility of presence of anti-social elements who under the guise of homeless people carry out their illegal activities. Dr. Nareshchandra, Pro Vice Chancellor, MU, who said, “Students should not worry as colleges still have vacant seats. If seats are full in some college, they will surely get their seats booked in another college. Students should wait for the third list to be declared and should be patient. he Shiv Sena yesterday described the Janata Dal (U) decision to break away from the BJP-led National Democratic Alliance (NDA) as unfortunate and has been taken in haste. Speaking to reporters, Shiv Sena spokesperson Sanjay Raut said, “Due to the decision of JD (U), NDA will be at a loss and the Congress will benefit from this move. If my party wants, I am willing to speak to JD (U) leader Sharad Yadav. Gujarat Chief Minister Narendra Modi’s appointment as BJP campaign committee chief is the internal matter of BJP. NDA is yet to meet to finalise the alliance’s Prime Ministerial candidate.” The 17-year-old chapter of JD (U)-BJP alliance under the banner of NDA ended on Sunday with JD (U) announcing to break ties. Chief Minister Nitish Kumar who called on Governor D.Y. Patil at Raj Bhavan recommended removal of 11 BJP Ministers including Deputy Chief Minister Sushil Modi while JD (U) president Sharad Yadav announced his resignation as convener of the NDA. Against this backdrop now all eyes are on Shiv Sena the oldest alliance partner of the BJP. Uneasy calm is prevailing between the partners for last couple of months over inclusion of Maharashtra Navnirman Sena (MNS) in to the grand alliance (Maha Yuti). Circular issued to CWCs for checking abuse at shelter homes T
he Maharashtra government has issued a circular to all district offices of Child Welfare Committee with suggestions and guidelines on checking sexual and physical abuse of minor inmates in shelter homes. This was informed to the Bombay High Court by Advocate General Darius Khambata earlier this week during the hearing of a suo moto PIL on a news report, which highlighted alleged sexual abuse of 35 girl inmates in a Nashik shelter home. The issue came to notice in April after the inmates sent a letter to NGO Childline alleging sexual and physical harassment by a trustee and four other male employees. "A circular has been issued to all district offices of the CWC regarding modalities on how such children shelter homes should be conducted and the role of CWCs. A district- wise committee shall also be formed which will conduct surprise inspection on shelter homes," Khambata said. The committee, apart from overseeing the condition of the shelter home, shall also interact with each inmate individually, he said, adding, "the committee shall submit its findings to the district child protection unit." The circular also mentions suggestions such as male and female inmates should be kept separately, girl children shall be looked after by female staff only and a complaint box shall be kept in the home where inmates can drop their complaints anonymously.
A division bench of Chief Justice Mohit Shah and Justice M S Sanklecha, however, observed that the complaint box would not evoke much confidence if it is kept inside the shelter home's manager or trustee's room. "If so then the inmate's identity would be revealed," Chief Justice Shah said. The court also suggested the government to take help ofNGO workers while interviewing minor inmates. "Your (government) officers may go to the shelter home like inspector figures and the minor children might not be very comfortable in opening up to someone like that," the Chief Justice said. Khambata then said that the government was trying to sensitise its officials while handling such cases. The court has asked advocate Subhada Khot, appointed to assist the court in the matter, to look into the circular and inform the court if she has any further suggestions. The matter has been kept for hearing on July 11. Khambata also informed the court that a charge sheet has been filed against the accused in the Nashik shelter home abuse case. In its last hearing, the High Court had cancelled the bail granted to four of the shelter employees including a 72-year-old watchman. It had observed that the best interest of the minor victims has to be ensured.

The menace has grown over the years mainly because of lack of action by the government. The government thought that a carrot and stick strategy would be effective. That however has not happened. The main reason for the Naxalite movement is poverty and exploitation. The government should have made efforts to increase the chances of survival in the tribal region. It should have taken prompt action against leaders who were brainwashing the kids. Today we have perhaps a few thousands of Naxalites across the country. The attacks in Chhattisgarh and Bihar show that many teenagers have been brainwashed and misled. Boys and girls with deadly weapons massacred a large number of innocent citizens in Chhatisgarh. The attack on a passenger train in Bihar by 100 teenaged girls and boys show the Naxalites are choosing new targets. They can be expected to carry out more strikes. It is too late now to make efforts to change the mindset of the teenagers who have been thoroughly and hopelessly brainwashed. Union Minister Sushil Kumar Shinde has rightly described them as terrorists. They should attract strict action. The government is apparently still taking half-hearted measures. The deploying of CRPF and the police to deal with them is not enough. More intensive, even ruthless operations are needed to end the menace.

FTER spending a whole life time in the Sangh Parivar — he was 14 when he joined the RSS in Karachi — L.K. Advani at the ripe old age of 85 showed that he is yet to come to terms with its style of functioning. Unlike most family-run parties, the Sangh has always put the organization ahead of individuals howsoever high and mighty they may be. No single person could claim to be its sole arbiter. No. Not even the Sanghchalak Mohan Bhagwat. Collective decision-making was the norm, not an exception. Be it the RSS or the BJP or, for that matter, any other affiliate body, a diktat from on-high was most unwelcome. Instead, major decisions were taken after what they call in the sangh a ghosti (meeting) of senior apparatchiks. And once taken, everyone is expected to fall in line. That is that. No quarter is given to rebels or sulkers. If they still persist in going against the consensus, they soon find themselves cast away or marginalized. Advani, therefore, erred in misreading the Sangh mood. It did not decide to hand over the reins of the BJP to Narendra Modi in a hurry. Wide-ranging consultations preceded his anointment in Goa. Senior members of the parivar were consulted. Modi himself visited Nagpur a few months ago. All possible avenues of consultations were exhausted before the Nagpur establishment zeroed in on the Gujarat Chief Minister for formalizing the transition from the Vajpayee-Advani era to the next generation. Against his better judgment, Advani lent his ears to someone in his family whom he considers a modern Chanakya. A few durbaris, who had got where they had in the BJP thanks to his weakness for sycophancy, knew that they had to endorse the line of action being canvassed by Advani’s homegrown Chanakya. As a result, he ended up blotting his own copybook. He could rightly be proud of his immense contribution to the rise of the BJP as the second largest party in the country. Even though he lacked the charisma of Vajapyee, he was nonetheless BJP’s second most important leader. A quintessential organizational man, he was the chief point person of the RSS in the BJP. Vajpayee survived Advani’s attempts to undercut him only because of his popularity. After Vajpayee’s withdrawal from the political scene due to illness, Advani sought to shed his hardline Hindutva image. His overnight discovery that Jinnah was secular was part of the strategy. He wanted to present himself as a liberal, secular leader like Vajpayee. Whether or not the country was ready to accept the new Advani, the RSS was not. Having used the RSS to hobble Vajpayee at every step, even to get the deputy prime minister’s post, and to be named the Leader of the Opposition in the Lok Sabha in the early 90s even when Vajpayee was a member of the same House, Nagpur was not ready to accept the heretic Advani. He was forced out of the BJP President’s post. He made up with the RSS but it was an uneasy relationship. Once the BJP, under him, lost the 2009 Lok Sabha poll, for all practical purposes Advani’s career was over. He ought to have gracefully retired. would resign in solidarity. Sushma Swaraj, who is directly effected by the rise of Modi, too knew better than to join Advani. Aside from the contretemps of the JD(U) synchronized to signal the Sangh parivar against Modi’s rise, Advani came across as a lonely, forlorn man in the autumn of his life. He did not have many friends left in the BJP. They had all joined the Modi bandwagon, sensing that the people crave for a strong and clearheaded leader to replace the corrupt and doddering UPA. Meanwhile, apologists of the scam-a-week, bumbling UPA ought to know that being a cadre-based party BJP will stay true to its course. Family-controlled parties will go where the family is. Cadre-based parties take such sulks and tantrums by their leaders in their stride. And eventually marginalize trouble-makers. Remember how the Jana Sangh, the BJP’s previous avatar, had ejected out its most successful leader, the late Balraj Madhok when he tried to play the sole arbiter.
Nitish can eat his cake and have it too
Nitish’s state of mind: Dard Aab Ja Key Utha, Chot Lagey Der Hui… (Loosely translated it means that though one was hurt long ago only years later I feel the pain.) Eleven years later, when he has lost a lot of ground in Bihar — as evidenced by the recent rout of the JD (U) in the Maharajganj Lok Sabha by-poll — he hopes to hoodwink the substantial minority vote in the State with his anti-Modi gambit. Simple. Politics has been reduced to an artifice where on the electioneve minorities are sought to be fooled by raucous sloganeering about secularism and communalism. These are convenient categories rival politicians create to suit their electoral exigencies. Kumar might be hoping to emerge as a prime ministerial candidate of the so-called third front. After all, leaving the NDA entails no sacrifice and yet reinforces his claim as a secular warrior from the Hindi heartland who is better qualified to lead a hotchpotch of regional outfits rather than a Naveen Patanaik or a Mamata Banerjee. The third-fronters might claim to be equidistant from both the national parties, but they will still need the support of one of them to muster a simple majority. Third front would play on the mutual antipathies of the Congress and the BJP to enlist the support of one of them to cobble together a majority. If wishes were horses, then beggars would ride, wouldn’t they? How can anyone conceive a third front without J. Jayalalithaa? And how can anyone expect that she would stand down in favour of someone else for prime ministership? And is there any common strand of ideology or program among these day-dreamers? Kumar in Bihar is essentially an OBC leader who has won power in alliance with the upper- and middle-caste base of the BJP. Patnaik in Odisha has won thrice in a row essentially because the Congress is virtually defunct in the State and he still has remnants of his late father Biju Babu’s charisma. But Jayalalalithaa and Banerjee are leaders in their own rights. It might be easier for Kumar to work with, and under, Modi than to conceive working with the mercurial AIADMK and TMC Supremos.

The Janata Dal (U) has 118 members and needs a couple of footloose MLAs to reach the half-way mark of 122 in the Bihar Assembly. He will get them. The BJP with 91 members will be a formidable opposition, should it come to the parting of ways with the JD(U). Being the core of the NDA, the party will be left with the Akalis and the Shiv Sena. But the BJP need not be defensive. It is a legitimate aspiration of all parties to try and win elections. If the BJP reckons that it has no one better to lead its campaign than the go-getter Modi, it cannot be faulted for plumping for him. Should Kumar want to go his own separate way, the BJP should have no regrets. Nor should it go out on a limb to retain him. The opportunistic election-eve stratagem of secularism versus communalism to frighten the minorities has become so trite that it no longer fools even the minorities. Remember it is the same Nitish Kumar who had uttered not a word edgeways against Modi during the 2002 Gujarat riots. At that time he was Railway Minister in the Vajpayee Government. So, his pain and anguish for the minorities had to be naturally subordinated to his need to cling to his ministerial chair in Delhi. LEGAL CONDITIONS FOR PROPERTY TO QUALIFY FOR LIS PENDENS
V
ery often, it can be seen that in cooperative housing societies, members are keen on getting rid of a contentious property on an ‘as is where is’ basis. Now, that is a flagrant anomaly of the law and is fraught with risks. Section 52 of the Transfer of Property Act (TOPA) is an expression of the principle “pending litigation nothing new should be introduced.” Accordingly, in a litigation concerning property, if any right to such property is a question during the pendency of such litigation, neither party to the litigation can alienate or otherwise deal with such property so as to affect his appointment. This principle specified in Section 53 of TOPA is in accordance with equity, good conscience or justice, because it rest upon an equitable and just foundation that it will be impossible to bring an action or suit to a successful termination. The move is intended to protect the parties to the litigation against alienation by their opponent during the pendency of the suit. A transferee pendente lite is bound by the decree just as much as he was a party to the suit. The principle of lis pendens embodied in the section being a principle of public policy, no question of good faith or bonafide arises, the principle underlying section 52 is that a litigation party is exempted from taking notice of a title acquired during pendency of the litigation. However, mere pendency of a suit does not prevent one if the parties from dealing with the property constituting the subject matter of the suit. The section only postulates a condition that the alienation will in no manner affect the rights of the other party under any decree which may be passed in the suit unless the property was alienated with the permission of the court. To constitute a lis pendens, the following must be present: • Firstly, there must be suit of proceeding pending in a court of competent jurisdiction. • Secondly, the suit or proceeding must not be collusive. • And, the litigation must be one in which right to immovable property is directly and specifical ly in question. • Also, there must be a transfer of or otherwise dealing with the property in dispute by any party to the litigation. • And finally, such transfer must affect the rights of the other party that may ultimately accrue under the terms of the decree or order. It is the discretion of the court to whether or not to permit transferee pendente lite to be added as a party to the suit. However, as of, right he cannot claim to be added as a party to the sit. ooperation is the only preferred way to move ahead when faced with the seemingly sole, and quite avoidable, option of conflict in a cooperative housing society: strife is but a given accompaniment. Conflict in a cooperative housing society is often of twin-faced nature. On the one hand, it may seem to be a string of acts of irregularities and misdemeanors on the part of a handful or more members while on the other, it could be the misdoings of a corrupt managing committee. Either way, the legal process is undone. As in any civil society, the inordinate delay, our legal process is notorious for, is the primary trigger for flagrant acts of misdemeanor. Like, by the time a society kickstarts the process of recovery of dues from a member who refuses to pay up his legal dues, there’s a lot of time lost, heartburn suffered and bad blood spilled. Hastening the process by law or amendment will not create much change at grass-root level. Since nobody is ‘paid for the job’ nor harbours any ‘personal illwill’ towards the offender, the process is further fraught with delay. Also, with members of the managing committee having committed a series of torts during their tenure in the committee, they usually have little to offer by way of a clean slate. In the bargain, the offender manages to enjoy the amenities others pay for…and for years together, till he decides to pay up…little by little and sums of money he so choses to. Legally, there are provisions for relief and redress but, in the stark absence of clarity in law and an associated intention; the wrongs continue to thrive…till things go completely out of hand. So, in most cooperative housing societies, since the Secretary has ‘enclosed a balcony and made it into an extra room,’ and the Treasurer is ‘embroiled in a legal tangle with another member over a private property’ and continues to ‘wrongly’ hold his post in a direct conflict of interest, the managing committee stays silent when it should be addressing civic wrongs of others in the society. Each member goes ahead and does his own bit in ‘creating’ FSI, ‘extending’ roofs, changing the ‘usage’ provided by law while the committee members simply look the other way. Countering members committing wrongs will only fetch a waft of expletives on committee members. After all, they aren’t exactly in any position to point fingers, it’s argued. Two or more wrongs make it all right here. And, it’s only a matter of time before any cooperative housing society with right-minded members turns into a convenient teri-bhi-chup-meri-bhi-chup society where each and every member sits on a civic wrong and nobody risks pulling up another for fear of a legal rap for a personal wrong. It’s a mess in most societies and one that could easily be prevented but is, more often than not, overlooked for lack of will. Now, in the face of the sea of wrongs, the way out is only…ahead. To stay within legal parameters and cooperate seems like a conflict of sorts but not impossible. If only we stick to a legal sense of cooperation, there should be no issues. Sadly, cooperation itself has been converted

The law on cooperative housing societies, and a fine one at that, is well in place…a place most cooperative housing society members stay away from. There are the cooperative housing society model bye-laws which are guidelines for members to follow. Bye-laws are a matter of personal domestic concern and are applicable to the society in question only. They do not affect the rights and liabilities of the society with the outside world. The bye-laws of a cooperative society framed in pursuance of the provisions of the Act cannot be held to be ‘law’ or said to have the force of law. The byelaws that are contemplated by the Act can be merely those which govern the internal management, business or administration of a society. They are in the nature of Articles of Associations of a company incorporated under the Companies Act. The bye-laws may be binding between the persons affected by them but do not have the force of statute. Each and every cooperative housing society needs to, almost as a rule, amend the bye-laws to their niche needs. There are provisions by the law to do so. A resolution must be passed by 2/3rd of the members present at the meeting before being submitted to the office of the registrar within two months from the date of the meeting at which it was passed. The resolution must be submitted with a copy of the relevant bye laws in force along with the amendment/s proposed to be made in pursuance of the resolution together with reasons justifying the amendment; four copies of the text of the bye laws as it will stand after amendment/s that should be signed by the office bearers duly authorised by the managing committee of the society and a copy of the notice given to
the members of the society for the proposal to amend the bye laws. The Registrar normally acquiesces to the application within two months from the date of receipt of the application or, if of the opinion that the proposed amendment may be accepted subject to any modification, may suggest a modification to the society. The approval of the amendment of a bye law depends on the Registrar’s discretion. Any move to amend the model bye-law to enhance accountability and stop the rot as well as effect fining processes should be endorsed by the Registrar and further the due process. Small changes go a long way in curbing wrongs at the stage of inception itself. Amend the model bye-laws smartly even use the services of a lawyer to do so, in order to stop the rot…now!

he Indian Economy witnessed a grave slowdown in recent times with quarterly growth rates estimated to have slid from a high of 9.2% in Q4 2010-11 to a meagre 4.8% in Q4 2012-13. A significant part of this slowdown can be attributable to rising inflation. The high inflationary regime was to a certain extent the off-

shoot of consumer demand boosting policies enacted during the slowdown of 2008-09 which at that point of time proved effective in lifting demand and the GDP growth. However, unlike last time, the cash strapped government found it difficult to provide adequate stimulus to boost demand because of its already large fiscal deficit. However, the government has done a credible job behind the scenes since mid-2012 as borrowings have begun to decline along-with rising infrastructure spending. There have been significant increases in the Government budgetary allocations toward infrastructural projects including urban development (100% growth over the previous year), education and healthcare. Government’s non-plan expenditure has grown by a meagre 4.5% in Q4 2012 compared to 17.0% in Q4 2011 indicating fiscal prudence. Other positive aspects brewing around the economy include inflation showing signs of cool-
ing along-with a rising expectation for the Reserve Bank of India to adopt a soft interest rate regime and boost liquidity conditions. Based on our analytical models we are forecasting the Core Inflation (WPI ex Food and Energy) to be stable at around 4% by Q3 of 2013-14.Further, declining international prices of oil, gold, copper, aluminium etc should help in bridging the Current Account Deficit which peaked at 7.2% of the GDP in Q4 of 2012-13, but has been on a downtrend. However, rising gold demand is a challenge that needs to be addressed for a more effective management of CAD. Our forecast is an average decline of around 3% in domestic gold prices by Q3 2013-14. India is somewhat comfortably placed on the foreign reserves aspect as well. As per latest statistics current foreign reserves can cover 7-8 months of imports which is not a very alarming situation since the IMF considers anything more than 3 months as comfortable.

For example, the Reserve Bank of India (RBI) Act and the Insurance Act are of 1934 and 1938 vintage, “he said. “The regulatory framework of this country needs to be updated if our ambition is to become financial superpower,” he added. The cases of cheating gullible investors’ out of their money by Ponzi schemes and miss-selling are on the rise in the country. “The motto of FSLRC is to protect consumers. There are certain gaps that exist in the various regulation agencies, FSLRC takes care of all these gaps,” he explained. As per the FSLRC recommendations, there will be only two financial regulators in the country. RBI will look at the Banking and Payments and the Unified Financial regulator will appear at all the financial irregularities in the financial sector. The FSLRC report facilitates that, everybody including the regulator is accountable and can approach the appellate machinery in case of dispute. “I cannot understand why anyone should
be afraid of such a transparent and consumer centric regulation,” said Justice Srikrishna. “The fragmented regulatory architecture has led to a loss of scale and scope that could be available from a seamless financial market with all its attendant benefits of minimising the intermediation cost,” saysTanil Kilachand, Co Chairman, IMC –ERTF. As Bobby Parikh, Chairman, BMR Advisory Services put it; financial economic policy is implemented by front-line agencies who are assigned functions by Parliament. “The main purpose of a financial law is to put these agencies on a sound footing, with the trio of objectives, powers and accountability mechanisms,” he said.
Based on our internal economic analysis we had predicted a bottoming out in the Indian Economy by Dec 2012 followed by a sluggish growth. This type of a recovery was the outcome of lack of an adequate demand push from consumers (since private consumption accounts for approx. 60% of the Indian GDP). However, I am encouraged to note that current trends observed through the BluFin Business Cycle Indicator (lead indicator of Indian Business Cycle) is signalling towards the fact that the sluggish growth is soon expected to give away to a more momentum based recovery of the Indian business cycle. We are expecting the Q1 2013-14 GDP to grow at around 5.3% which by the end of Q3 should escalate further to 6%. Along-with the positive aspects mentioned above, our internal research on Indian Consumption activity is pointing towards a revival in consumer sentiment in the coming months.

Consumer protection: The Commission found that a mere ‘buyer beware’ approach is not adequate in finance; regulators must place the burden upon financial firms of doing more in the pursuit of consumer protection. Micro-prudential regulation: When financial firms make promises to consumers, e.g. the repayments of a bank deposit, regulators are required to monitor the failure probability of the financial firm, and undertake interventions that reduce this failure probability. Resolution: Micro-prudential regulation will diminish, but not eliminate, the failure of financial firms. A specialized resolution capability is required, which swiftly and efficiently winds down stressed financial firms, and protects the interests of small Customers. Capital controls: These are restrictions on cross-border activity on the capital account. The Commission has no view on the sequencing and timing of capital account liberalisation. Systemic risk: Micro-prudential regulation thinks about the collapse of one financial firm at a time. A very different point of view is required when thinking of the collapse of the entire financial system. Micro-prudential regulation is about the trees, and systemic risk regulation is about the forest. It calls for measurement of systemic risk, and undertaking interventions at the scale of the entire financial system (and not just one sector) that diminish systemic risk. Development and redistribution: Financial economic governance in India is charged with the development of market infrastructure and processes, and with redistribution. These objectives have to be achieved through sound principles of public administration and law. Monetary policy: Objectives, powers and accountability mechanisms have to be setup for monetary policy. Public debt management: A specialized framework on public debt management has to be setup that takes a comprehensive view of the liabilities of Government, and establishes the strategy for low-cost financing in the long run. Contracts, trading and market abuse: Certain adaptations to the foundations of commercial law, surrounding contracts and property, are required to enable the financial system. Alongside this, the legal foundations for the securities markets are established.

he country’s largest car maker Maruti Suzuki India has launched CNG variant of its multi- purpose van ‘Ertiga’ priced up to Rs 7.30 lakh (ex-showroom Delhi).Christened as ‘Ertiga Green’, it will be available in two variants with the base version available at Rs 6.52 lakh, while the top-end version is tagged at Rs 7.30 lakh (exshowroom Delhi), the company said in a statement. “We continuously work to offer products that are high on fuel efficiency and low on overall cost of ownership. Ertiga Green, with a factory fitted CNG system, is another step of Maruti Suzuki to meet today’s need of our customers,” company’s Vice President (Marketing) Manohar Bhat said.
The Ertiga has been a success with over 87,000 units sold since its launch in April, 2012, although its sales have tapered off in the recent months in a sluggish market.

he Rupee was highly volatile in the first session of the week it traded weak against the dollar and fell below the all time low of 57.33 to record a new one at 58.98 after taking cues from weak domestic fundamentals, record current account deficit, high inflation and debt outflows. Also the Index of Industrial Production (IIP) data for April was out at 2%; lower than the 2.7% that the market was expecting whereas the Consumer Price Index-based inflation for May came in at 9.31% which was above the market estimate. In the second session of the week the Rupee traded strong for the three consecutive days against the dollar and tried to recover from the fall, taking cues from the strong local equities which closed on a positive note on last trading day of the week as the inflation data was the lowest in more than three years. Inflation slowed for the fourth straight month in May to
4.7% from a year earlier. The wholesale price index, India’s main inflation came to an annual 4.89% in April. Looking at the weak rupee, the RBI will have to check on lowering policy rates today despite the economy slowing down to a decade-low level. The trading range for the Spot USD/INR pair is expected to be within 57.00 to 58.00. It is recommended to be cautious and Buy USDINR Futures on dips with an appropriate stop loss as Rupee at this stage is expected to depreciate more against dollar. Pivot Point for the Pair is at 57. The financial markets also remained volatile last week, and were pulled in both directions by positive economic data and concerns over what future policy tightening would bring. Disappointment with the Bank of Japan’s policy statement caused yet another week of sell-offs in the Nikkei. At home, concerns over monetary
policy also dictated much of the action in equity markets, with markets continuing to secondguess the timing of the Fed’s QE-tapering. All major indexes declined through the first half of the week. While they rebounded somewhat on Thursday, on better-than-expected retail sales data, the S&P 500 was down 0.7% from a week ago. The retail sales rose by a healthy 0.6% in May, supported by rising auto sales. The continued rise in spending despite higher payroll taxes and relatively tepid wage growth suggests that the improvement in household balance sheets and the corresponding rise in consumer confidence are providing an important offset. Moreover, consumers are not the only ones feeling upbeat. The latest upturn in spending and optimism among consumers and businesses gives hope that the economic fundamentals remain solid despite the expected
near-term slowdown due to fiscal tightening. Recent economic indicators have been generally positive and consistent with the gradual strengthening of US economic activity. Despite this, uncertainty surrounding the tapering of the Fed’s QE program continues to generate volatility in financial markets. We do not expect any change in current policy in the FOMC’s meeting next week. On that note, Standard & Poor’s revised its US credit rating outlook from “negative” to “stable” earlier this week - citing the latest progress in U.S fiscal balances. However, the agency fell short of restoring the U.S.’ previous AAA rating, which it cut in August 2011. Gold prices were pressured this week on Thursday after Stronger-than-expected U.S. jobs data underscored expectations. Demand from the world’s top gold buyers, India and China, is seen slowing from peak levels witnesses in April after prices plunged to their lowest in years. Demand from India and China has been a big factor in holding up gold prices. Net gold imports in India fell to $36 million in the second half of May from an average of $135 million in the first half, according to India’s finance minister. This came after the Reserve Bank of India (RBI) extended imports restriction by a third and curbed gold financing by banks early June in an effort to cut its current account deficit. Holdings in the SPDR Gold Trust, the world’s largest gold-backed exchange-traded fund, fell 0.63% to 1,003.53 tons on Thursday, their lowest since February 2009.

While some countries are going BACK TO BASICS, some Indian markets have successfully gone BACK TO SCHOOL. There are so many product categories which get affected during this period of time. Let’s begin at the beginning. For every kid joining school for the first time or going to the next class, it is important to have a new school uniform. Readymade garment manufacturers and departmental stores seem to have made the task of student’s parents easier. All that one has to do is to go to a store selling readymade garments and give the name of the school and presto! The whole uniform set is ready to be picked up by sizes. No longer do you need to buy basic clothes and get it tailored. In fact, some schools have different coloured uniforms from different classes in the primary section for easy identification. Thus, you can ask the store keeper for the uniform of that class and he would give you the appropriate coloured uniform along with the respective division already mentioned on the dress. The next is the footwear. Coupled with the resumption of school is the start of rains. Footwear manufacturers are busy selling ordinary and monsoon footwear of various colours, styles and sizes to students. Separate shoes are also needed for sports events. Further, different coloured socks as well as ties are also needed by the students as part of the uniform. Going further, school bags are another important category that parents have to indulge their children in. Gone are the days of ordinary tin bags or even canvas green or beige or brown bags. Over the last few years, school bags have become fancier. Manufacturers also have this time as an important selling season. Pencils, pens, pencil boxes are all replenished by parents for their children. Tiffin boxes, with colourful designs and various compartments are also purchased. Water bottles, displaying different colours or messages of various popular consumer brands are sold by the dozen, as safe drinking water is important to both, the parents and students. Today there is a facility available to have bags which work like a stroller as well as the facility of exchanging your old bags for new ones. In fact, the World Environment Day which just passed had manufacturers offering eco-friendly notebooks and also manufacturers conducting workshops creatively with communication through SMS messages. Having bought the school bags next is the purchase of books- text books and note books- which are sold by various manufacturers under their brand name. The list is already provided by the school as brand decisions on the text books and work books have already been taken by the school authorities from amongst various brands. Another segment which automatically opens up is the coaching segment. Coaching classes start their teaching courses having already advertised and admitted students earlier. For the tenth standard, study books also get marketed by resourceful publications. Thus, we see that, going to school is not ‘just another activity’. The Company is planning several initiatives for the Indian market, including development of new products and entering new verticals, as it aims to grow by 25% year-on-year for the next five years in the country. To give the media a first hand experience of the new product line and behind the scene details in what goes into bringing a new product in the market, Oriflame flew hundred journalists (mostly women) from its target markets including India to its research and development centre at Bray, Dublin. They all came impressed by the innovation and dedication of hundreds of scientists working for years to make that perfect potion of beauty that can take the beauty market by storm. The company, which currently markets around 550 products across five key categories—colour cosmetics, skin care, personal and hair care, fragrances and accessories, is planning to expand its kitty by 200 new products this year. The firm, which currently sells its products across 15 states in the country, is also planning to expand its footprint in the remaining states as well. The Rupee Fall Factor
ast Tuesday we saw the Rupee fall to its lowest level of Rs. 59 to the US Dollar. Was it due to the talk of QE3 easing by Ben Bernanke or was it due to India’s high Current Account Deficit as many experts suggested? In a good measure it was due to both. But what surprised everybody is the speed of the fall from Rs. 55 to 59, even though the RBI kept saying that while it would allow the rupee to find its own level, it would intervene only to reduce the speed of the fall. Obviously it didn’t do that until there was panic selling both in the currency and in the stock markets. Ultimately it did intervene when the rupee touched the Rs. 59 to the dollar mark, and last Monday the rupee closed after intervention at Rs. 58.44. There could have been one more factor which led to the rapid decline of the INR. Some experts briefly mentioned defence related payments which the Government of India was in a hurry to make. It could have been due to the Chinese incursion effect? If you remember the Chinese had intruded 18km into Ladakh and refused to budge, claiming it as their own territory. The Government had seemed helpless at that time, until a strong opposition came in from political parties and more importantly from the Army, Air force and Navy to bring pressure on Manmohan Singh. The PM in turn seems to have spoken to the Chinese bigwigs, which led to the conditional withdrawal of the Chinese troops from Ladakh. Soon after that the Chinese PM visited India and the day he left, the FM sanctioned a huge amount of Rs. 65000 crore to quickly build an 80,000 strong commando mountain strike unit. Incidentally, India had also finalized a deal with France for 126 Rafaele fighter jets which are one of the latest strike aircraft. This has been touted as one of the biggest deals in the history of India, amounting to a payment of 8 to 10 billion USD. The Airforce wanted this too to be fast-tracked to counter the Chinese. I suspect that this could have been yet another factor for the swift fall in the rupee besides QE3 easing and dollar strengthening against all currencies. As a result of this swift fall in rupee, the markets have crashed, with Sensex down by over 600 points and the Nifty down with over 200 points. The weakness of the rupee will weigh on mind of RBI as it will drive up imported inflation and CAD. So today when RBI will meet for reviewing the economy, a rate cut can be virtually ruled out. Although the markets seem to have factored in such a cut there could be a small downside still left depending on the tone of the RBI commentary going forward. On the flipside it is a good time to accumulate beaten down export oriented well managed IT stocks like TCS and HCL Tech which have been churning out excellent results quarter on quarter. These would also benefit from the growth in the US economy which has been healthy. Beaten down private banks like ICICI, Axis and midcaps like Yes Bank should also be accumulated. Yes, there are issues regarding transparency and family feuds in some of these but they are minor issues and will be sorted out. Another positive is that the monsoon has been good so far. If it remains to be good as predicted by the Met dept, not only will RBI cut rates going forward, but also the growth in the entire economy will pick up in the second half as rural incomes rise. In this regard I like M&M which looks good at the current prices and consumer staples like ITC, HUL may trade higher. But the entire FY 13-14 will remain a stock pickers market.

Markets Flare On Positive Cues NSE India : CNX Nifty — Daily Market Report for: Monday (June 17, 2013) By Dominic Rebello
REVIEW OF THE PREVIOUS DAY:
The Nifty rose substantially on Friday (June 14, 2013) a net 109.30 points (1.92%) and closed at the 5808 point level. The market opened up with a gap at the 5748 points level on positive global cues. It then declined by a few points and registered the day’s low at the 5739 points level at 9.17 a.m. The index then rose steadily throughout the session and registered the day’s high at the 5819 points level at 2.42 p.m. It then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 80 points and closed above the psychologically important 5800 points level. Sentiment was extremely bullish as the May inflation figures were better than expected along with the strong bounce back in the rupee. Amongst the 50 Nifty stocks 45 were gainers, while just 5 stocks closed in the red. All the sectoral indices closed in the green. Heavy buying was witnessed in auto, realty, metal, capital goods and oil & gas stocks.
TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 5.95%. This change is small and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 952 were gainers, 441 were losers and 61 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-sold zone. The Slow K line in the Stochastic Oscillator has risen above the slow D line (positive and a buy signal). RSI Indicator: The RSI rose and crossed above the 40 level and is now rising (positive if it continues). MACD Indicator: The MACD is below zero and is declining (negative if it continues). It is below its 9-day Average (negative). ADX Indicator & DI Lines: The +DI line is below the –DI line but both lines are converging (positive if it continues). The ADX is flat while the Market Index is rising. No signal here.
MOVING AVERAGES (TREND INDICATORS) The index: Has crossed above its 5-day average (at 5786) Positive. Is below its 15-day average (at 5928) Negative. Is below its 25-day average (at 5988) Negative. Has crossed above its 200-day average (at 5800) Positive. Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a weak market but with a positive bias. Support Levels: For short-term traders the immediate
main support is at the 5673 points level. The next support is at the 5610 points level. Resistance Levels: The immediate main resistance is at the 5965 points level. The next resistance is at the 6078 points level. Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 5789 (This is the level where the trend is likely to change during intra-day). Support (1) = 5759. Support (2) = 5709. Resistance (1) = 5839. Resistance (2) = 5869. OUTLOOK FOR TODAY:
On Japanese candlestick patterns the index after having formed two consecutive doji patterns (indicating indecisiveness amongst investors) has formed a long white body candle. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). This is positive and indicates that the bias has shifted towards the buy side of the market. Further the index has crossed above the 5 and 200 day’s moving averages. Moreover the velocity parameters which were negatively trended are now turning neutral. All these indicate a positive bias. However, the 5 day’s moving average has crossed below the 200 day’s moving average. Further, the index is still below the 15 and 25 day’s moving averages, while the 5, 15 and 25 days moving averages are declining and also negatively trended. Both these indicate a negative bias. As such these are mixed signals. Investors are advised to avoid buying until a clear reversal signal is visible.

CMP: Rs. 2395 Target Rs. 2900 According to BSE filing by Infosys, the Company announced salary increments for all eligible employees, across the Company, for FY14. The Company announced an average increase of 8% for employees based in India. Employees based in other geographies, who have not been covered by salary increments in February 2013, can look forward to an average increase of 3%. These increments will be effective July 1, 2013. The Global sales force will see an average increase of 8% which will be effective May 1, 2013. We see this as the first among many steps taken by the changed management in order to increase confidence of various stakeholders (Employees, Clients and Investors)in the company. Retain ‘BUY’ Industry leading wage hike: The wage hike given by Infosys is at the top end of the industry. TCS has given wage hike of 7% to Offshore, 2-4% to Onsite, and 5% to RoW; whereas Wipro has given wage hike of 6 - 7% to Offshore and 2-3% to Onsite. On an average the industry has given a wage hike of ~7% to Offshore employees and ~2% to onsite employees. Passing on currency benefits to employees: INR has depreciated by ~7% since the start of Q1FY14. The new management is more than willing to share the currency benefits with employees rather than with clients. We see this as a positive change in the approach ofthe company. Valuation and Recommendation - BUY with a Target Price of Rs 2,900: We expect more tough decision from the new management. We expect a systematic approach to address the concerns of all the stakeholders by the new management. We retain our “BUY” rating with a target price of Rs 2,900, 16x FY14E earnings estimate.
EMKAY CALLS A ‘BUY’ ON MARUTI SUZUKI
CMP: Rs. 1515 Target Rs. 1900 Declining diesel demand our chief concern: With weakening diesel demand without any significant improvement in petrol sales MSIL would (a) see its product mix deteriorate significantly given higher margins and EBITDA/unit for diesel cars (b) might have to introduce discounts in its diesel range to stimulate demand. Our analysis indicates that a 10% decline in diesel demand vs est. of 6% growth in FY14 can impact our EPS est by 18% while a scenario of 20% decline in diesel sales, out of which 10% is migrates to petrol variants, can impact EPS by as much as 28%. Stock could remain weak in near-term: Our channel checks make us worried about demand in near-term and the deteriorating mix. Also, the stock price movement so far was more on a favorable currency which has now reversed and could mean the stock could languish in the near term. Moreover, as pointed above, we see a risk to consensus EPS estimates if rupee depreciation continues. Our ACCUMULATE rating on the stock is more to play a cyclical upswing as post three years of poor volumes, the rebound is going to be very strong. We expect to see FY15/FY16 to be better years on latent demand for cars. We have a target price of Rs 1,900 on MSIL based on 15xFY15E EPS. The stock is currently trading at 13.7x/11.8x FY14/FY15 P/E and 6.6x/5.4x EV/EBITDA.
SUSHIL FINANCE CALLS A ‘BUY’ ON CADILA HEALTHCARE
CMP: Rs. 753 Target Rs. 955 Outlook & Valuation: FY13 was a challenging year for Cadila with pressure on the margins on account of slow approvals in the US, declining profitability from JVs and moderate growth in high margin geographies like Brazil. However, we believe the growth momentum in the domestic formulation space, consumer business & exports markets such as US (with increased approvals, 22 expected in FY14), Europe (driven by new product launches coupled with product transfer to Indian facilities), Emerging markets etc. is likely to pick up going forward. On the other hand, the key to margin expansion would be from increased traction in US, Brazil & cost containment measures (Prisim 2 initiatives) bearing fruit. Even though the near term would remain challenging for the company, we believe FY15E will be a significant year of margin expansion. Thus you basically qualify for the benefit of reinvestment. However, the possession of the flat cannot happen within 3 years from the date of sale of your old house. Thus you are not fulfilling the additional condition specified for claiming the exemption. In view of the delayed possession the benefits cannot be claimed by you.

DFC ClassicAssure Plus Insurance Plan is a Limited Pay Traditional Participating Endowment Plan. Thus, it is a non-linked Insurance Plan with Bonus facility. This week has books that explore. A Pleasant Kind of Heavy and Other Erotic Stories by Aranyani looks at how the body engages the mind in its pursuit of fulfillment through sex. The Kingdom at the Centre of the World: Journeys into Bhutan by Omair Ahmad takes us through an almost fabled (and intriguingly modern) kingdom nestled in the Himalayas.
I
F serious erotica is your cup of tea, then this could be your kind of book. However, if prurience is what you are looking for, this could also be your book. Frankly, when it comes to sex, there is no telling how individuals reprise the experiences of others for themselves, whether it is through imitation (a kind of flattery) or fantasy. In India, I suspect it is the latter (prurience) which would rule, given that very few of us can enter even into discussions of sexual behavior and preferences without anger, embarrassment, the coloured laugh or downright hypocrisy getting in the way. Which is a pity, because this is a good book with good writing and adult treatment about the power of sex, cravings, secret desires and fantasies in our lives. Women with men, women with women, men with men, transgender sexual encounters, Indians doing it with each other abroad, on a transatlantic jetliner, with foreigners in the steamy south, in Paris - the author gives you a virtual smorgasbord of sex in various permutations, combinations and situations. But while sex is the central theme, the nugget is always an exploration – of alienation, delighted recognition, dawning self knowledge (always the best kind), confirmation and affirmation. If only one looks, it’s there everywhere. Three women in a kitchen watch unashamedly for opportunities both for sex and one-upmanship among each other and their young mistress, the melancholy young man at the Jasmine Beauty Parlour in a Central Indian town who answers some of the aching need in a young wife though he would prefer his own boyfriend and she the good earth! Food and nurturing transcend their finite concepts in another story bursting with the fecun-

O, what do you really know about Bhutan? That it is still inaccessible for most Indians because it is expensive to travel and stay there, even for a short vacation. That it has this wonderful concept of valuing Gross National Happiness over Gross National Product. That’s its own monarchy has been guiding the tiny country into a modern democracy that has only made the people cling harder to him! That he and his young queen are possibly the most personable royal couple on earth, William and Kate of Britain included. Omair Ahmad revisits the popular notions of Bhutan and then takes the great leap into a proper exploration of history and culture and position in the modern world. An award winning author in his own right, he came to his subject on the back of intrigue, set off by what he had heard about the country. It was idyllic, cut off from the ills of modern society, in perfect harmony with nature. For instance, its hydroelectric projects did no environmental damage, it seemed to have no bad relations with any country, encouraged controlled tourism and seemed serenely content with its own existence. So he dug deeper – and came up with this book. Read it and you will have not so much a changed view as an expanded one of a country that struggles with enough modern-day problems in a way that will instill respect in anyone who values control – whether in economic policy, politics, diplomacy or the individual. Bhutan sometimes walks a tightrope, but with so much grace that one tends to take its lessons to heart. And it tries to explain the country through connections hitherto unemphasised, but which could have repercussions on its position as an intersection of political,

Broken Bridge, perhaps as a metaphor for their own lives, or because it gives them a chance to move into a milieu where judgment is suspended and belonging is all. And there is a really funny (as in hilarious) story of the courier franchise owner’s wife, forced at first to repress her feelings, but when they finally burst forth, the effect is enviable because it is so all-encompassingly healing! Are we ready for such frank explorations of sex when the newspapers are so full of ready evidence of a frighteningly repressed society bursting out in savagely brutal rapes and murders? Perhaps not, which is why this book (and others(like Minal Hajratwalla’s collection of stories titled Pink, which explores the lesbian experience in India), will remain rare events. Aranyani itself is a nom de plume for the author, an indication of a wary expectation of consequences? Yet this is a rich book, masterfully written, bursting with stylish language and its usage, replete with artful metaphor and simile, a little goldmine of insight and information that brings in its wake an awareness of the huge confidence of the South Asian literary voice, in a genre that has been largely plain covers available with the indefatigable sellers of porn on the streets. Secrets of Shangri La cultural and religious cross-currents. This is a wonderful addition to any library, not least because it is a perfect mix of political history and travel writing, as the blurb declares. It teaches and enlightens the reader about the
kind of people who are now running the country. For example, the Queen Mother was the first Bhutanese to study at Oxford. Way back in 1967, she had drafted a young man called Michael Aris, also from Oxford, to teach her daughters. Aris spent six years in the little kingdom, and it was where he met and got engaged to none other than Aung San Suu Kyi. One wonders, did Bhutan teach him the stoicism that he would require later to let his wife make the most painful decision of their married life – not to travel to visit him even when he was dying of cancer because she was afraid that the military regime in Myanmar would never let her back in? So when it came to her son, the Queen Mother opted for the West, but in Bhutan, and so was set up possibly the finest school in the whole of South Asia. Similarly, when it came to dealing with the refugee problem (and Bhutan has this, in spadfeds!) the situation called for firmness tempered with compassion. When it came to capitalism, control was the key. And diplomatic relations have evidently been practiced through the sieve of world opinion – a kingdom so cherished because it reflects the better, if not the best, in all of us. Easy to over-run but impossible to contemplate! That’s what keeps Bhutan safe for now, as its gigantic neighbours rumble at each other across liquid borders. Will it last? Who knows. After starring in many commercials, Kanchi Kaul shot to fame with her role of Ananya SachdevSamarth in the show 'Ek Ladki Anjaani Si' and later did a serial titled 'Maayka.' The 31-year-old will be playing the role of Shraddha Shergill Sood on the show, ‘Meri Bhabhi’ on STAR PLUS which focuses on a sister and sister-in-law relationship. The serial will go on air from June 17 at 8 pm. housewife. Kritika plays a significant role in the life of Shraddha, and shows her how to live through difficult circumstances with her head held high.

You are coming back after a long break. Yes. I got married to Shabbir Ahluwalia and after a two-year break, I am coming back with this show. I couldn’t be happier, I love my profession. “As actors, we have a very busy life, so Shabbir and I decided to travel extensively post marriage. This helped us know each other much better and now I am ready to make a comeback.”
Did you prepare for this show in any way? I have a good creative team and with their help I try to get into the skin of the character and deliver the goods.
How many episodes are we looking at? That is the channel’s call to take but I hope the viewers like our show and since STAR PLUS is the No.1 channel now, I hope the show has a long run.
What made you opt for this show to stage your comeback? The script is great, and I have an amazing cast like Kanwaljeet Singh, Supriya Pilgaonkar, Eesha Kansara, which drew me to it. I have a great working relationship with them. Kanwaljeet and Supriya are seniors so I respect them and try to learn from them, but I share a friendly relationship with Eesha.
Do you have a real sisterin-law, and how is your relationship with her? Yes, I do have a real sister-inlaw and she is very sweet and I share a very friendly relationship with her. What is the tele-script of the show? The show is about the bond shared between a sister-in-law
Will you be taking on any other shows now? Obviously, I can’t take a daily soap now, but if there is any other show in the non-fiction genre or anchoring shows, I might be tempted to take it on.

Stigma, fear of isolation trigger suicides A
bracket. The study suggested the suicide rate is much higher in rural parts of India and nearly 10 times as high in the more wealthy southern states as compared to its poor counterpart in the north. A study published by Lancet last year, pointed out that out of (half million) five lakh people that reportedly die because of suicide every year all over the world, 20 per cent are Indians. The World Health Organisation (WHO) estimates the annual global suicide rate is about 16 per 10,000 people, or almost 10 lakh people every year. This includes about 2,00,000 in China, 1,90,000 in India and around 1,40,000 in high-income countries; representing an increase of almost 45 per cent increase in the last 45 years. When compared, USA had around 37,790 cases of suicide reported in 2010 i.e. a rate of 12.2 per 10,000. In India, according to the report, had a suicide rate that is near 16. The suicide rate in the country has only gone up over the years. According to the National Crime Records Bureau (NCRB) report, the number of suicides in cities has gone up from 13,071 in 2008 to 18,280 in 2011. It was 13,675 in 2010. The steep increase in 2011 as compared to 2010 is due to the emergence of 18 new mega cities (53 mega cities as per Population Census 2011). It was 13.3 per lakh in 2007 which decreased to 12.1 in 2008. Thereafter a rising trend was observed - 12.5 in 2009 and 12.7 in 2010, although it decreased to 11.3 in 2011. Just the four metro cities, Bangalore, Chennai, Delhi and Mumbai, together have contributed to almost 36.7 per cent of

mong the more recent suicides, it was Bollywood actress Jiah Khan’s which brought to fore, the rate at which suicides have been on the rise in India. India had been, time and again, been leading the list of countries with rapidly increasing suicide related deaths. When we talk about the suicide rate in the nation, Mumbai doesn’t lag too far behind. It has, more often than not, been rated among the top five cities in India with a large number of suicide cases. Failed relationships, bad marriages, examination related stress, peer pressure, family discord and work-related stress are few of the major suicide triggers in India. Sadly, even the police are not immune to this trend, Earlier this year; an RTI application filed revealed that a total of 168 policemen committed suicide in the past 10 years in Mumbai alone. With suicides increasing alarmingly, it will become the leading cause of death in the country. According to a study recently published in the British Medical Journal a couple of months back, it is the leading cause of death among women in India. The study which covers data recorded 1990 to 2010 suggests there has been a 126 per cent rise in suicide among Indian women during this period. Today, suicide is the second-leading reason of death in India. Last year, a study pointed out that suicide is the leading cause of death in youngsters between the ages of 15 years – 29 years. Of the 1,14,800 males who committed suicide in India in 2010, 40 per cent were aged 15 to 29, while 56 per cent of the 72,100 women were in the same age

Andhra Pradesh, Tamil Nadu and Karnataka contribute 22 per cent of the country’s population recorded 42 per cent of suicide deaths in men and 40 per cent of suicide deaths in 2010. Maharashtra and West Bengal combined, accounted for 15 per cent of suicide deaths in the same year. Individually, Delhi recorded the lowest number of cases of suicide, Andhra Pradesh recorded 28,000 deaths in individuals of 15 years and above, Tamil Nadu reported 24,000 and Maharashtra recorded 19,000 deaths in 2010. A total of 1,35,585 suicides were reported in India in 2011, more than the number of lives lost to HIV (1,16,000) in the same year. And, these are just the figures that have been reported as suicide. A large number of suicide deaths go unreported because of the stigma attached to it. There has been a change in the trend in India though. Although suicide rate of among city men were not so high, in the recent years, that seems to have changed. Apparently it is the notion that men are supposed to be strong and should not show emotional distress that held them back from asking for help. But, over the past few years, more men are breaking the trend and asking for help. Many helpline numbers that are dedicated for suicidal people have reported an increase in number of male callers.
With suicide rate increasing in India every year, ways to tackle this problem are being debated. A study conducted by the Royal College of Psychiatrists, states that only 24 per cent of people with mental disorders and 28 per cent with post-traumatic stress disorders get treatment. The report suggested that it is the stigma attached to the word ‘mental’ that stops people from talking about their mental and emotional problems subsequently preventing them from seeking proper medical help. Depression is not something that is noted as a serious problem in India and most of the time it goes unnoticed. Even though attempt to commit suicide is a criminal offence in India, it hardly seems to be serving as a deterrence for people taking such a step. Awareness about depression, recognising its signs and symptoms are musts to tackle to bring down suicide rates. The stigma attached with ‘mental problems’ needs to be eradicated. Recently, an advertisement about depression being a common disease was released in national interest to open mind on it. Many feel pesticides and other poisonous substances shouldn’t be easily available to the public since consuming poison has been reported as the leading cause of deaths in India. It was Meco Racing's Chittesh Mandody, who began the Senior Max category race in pole position and led in the first few laps. Chittesh was receiving tough competition from his fierce opponent Ameya, who started at eighth position, and after four-laps neck-to-neck, dangerously collided with him, forcing him to retire from the race. Around the same time, Nayan, who started at third position and was constantly chasing the top two karters, worked on the opportunity and overtook both racers. Then on, Nayan led the race and wrapped up 2.985 seconds ahead of second-place finisher Ameya. Vishu Prasad, started at second, finished at third position after losing a hard battle with Nayan. "This was a memorable round for me as I started the day from nowhere. I kept improving my driving and kart in each race, which helped me to keep myself in the top five positions. I worked on the opportunity I saw between the top two racers and held my position till the end of the race. It’s a very good win to start the championship," Nayan said. In the Junior Max category, race leaders Kush Maini of Dark Don Racing dominated the race and outplayed other racers. IRMINGHAM: His eight overs on the trot set the stage for India to rip through Pakistan in their final Champions Trophy group match here but rising pacer Bhuvneshwar Kumar feels it is still a long way to go before he can think of himself as the team's bowling spearhead. Against Pakistan, Kumar picked up his maiden Man of the Match trophy after picking up the crucial wickets of Nasir Jamshed and Mohammed Hafeez in eight back-toback overs. "In English conditions, the new ball is expected to swing and I feel the captain wants to get the best out of me. I have been doing this quite regularly in India too," Kumar told reporters after India's emphatic eight-wicket win against Pakistan here at Edgbaston. Asked whether he is ready to spearhead India's pace attack, the youngster replied, "I am still learning and speaking to the seniors. It's
too early to look into the future and say I am going to spearhead India's bowling attack. I will like to take one match at a time." Kumar said there were no special
plans against Pakistan. "As a new ball bowler, it's my job to stick to the basics. But it's true that the ball is not swinging as much as I thought it would in English conditions. The bounce has been good, though," the 23-year-old from Meerut said. BIRMINGHAM: Disappointed he might be after a disastrous Champions Trophy campaign, which ended with a loss to arch-rivals India, but Pakistan coach Dav Whatmore insisted that the debacle does not make his team a bad one. "This series didn't go well for us, but not all series will go well for you. The preparation was good but we made mistakes," Pakistan's chief coach said. Speaking to reporters after the eight-wicket defeat against India here at Edgbaston yesterday, Whatmore pointed out the first defeat against the West Indies hurt Pakistan. "We did well in the practice matches and knew the conditions well at The Oval but we failed to take advantage," Whatmore said. Pakistan lost a lowscoring game against the Caribbeans by two wickets.
