FYJC FIRST LIST SNUBS PHYSICALLY CHALLENGED

DESPATCH & COURIER

he first merit list for the First Year Junior College (FYJC) saw many physically challenged students getting colleges far away from their residences. This is especially callous when one considers that the online admission forms had to be submitted with a preference of 35 colleges from the Mumbai Metropolitan Regions (MMR). This has left physically challenged students with no option but to book admissions in colleges for which they will have to travel for hours. According to the FYJC online admission process, 35 preferences of colleges has to be

submitted, of these 15 colleges should be from wards in one’s own zone, and another 15 from anywhere in the city and suburbs. Besides these five junior colleges attached to schools in one’s own ward and the adjacent one, the area of which is itself decided by the Board. These admission forms also carried categories for physically challenged students which were to be filled by the concerned student. Physically challenged Rovin Mehta says, “I had listed my preference for colleges which are nearer to my house. Even the colleges which I had preferred from the MMR regions were nearer; but I have gotten a college for which I will have to travel for two hours. I re-

The declaration of the MMR regions has been completed were as two lists of the zone and wards will be declared on June 30 and July 5 respectively. N.B. How the journey began... When Hiralal’s youngest son was around three and a half years old he saw Hiralal smoking cigarettes and bidis. Some time later, a neighbour told Hiralal that his son was also smoking. Hiralal feeling responsible for his son’s habit, vowed to quit smoking. He also pledged that he would also motivate others to do the same. Since then he has been on a mission to create aware-

ness about smoking and its hazards. His first cycling expedition in his local area started on the golden Jubilee of Independence Day. Since then, he has held exhibitions and has given lectures on youth awareness in Banaras Hindu University, Delhi University, Jawaharlal Nehru University and many other universities across the globe. Astronaut Kalpana Chawla’s father and Major Sandeep Unnikrishnan’s father are also associated with him.

During his awareness ride, many told Hiralal that although they wanted to quit they were not adequately motivated. In the hopes of setting up an example, he took off the seat from his cycle. He told people that quitting smoking was certainly easier than riding a bicycle without no seat for over 70-100 kms a day.

Yadav says that the journey of life was never rosy for him. “Around 25 years ago, I suffered problems in my kidney and had to stay at home for several months. I still cannot sit or stand for a long time and need a resting chair but when it comes to cycling I forget all my problems. There even came a time in my life when I had to keep my wife’s jewellery to start food services for diamond workers in the area. But I never gave up,” says Hiralal.

The government is not doing enough as the recent buildings collapses in the city gives us the clear picture about it.

Hardik Tanna Interior Desinger

I don’t think so. The state government is just being careless about its citizens.

Abha Dhole Law Student

The government should take a serious view with the recent building collapses and start doing the audits correctly.

Gauree More Media Student

It appears that the government is just concerned about the upcoming elections than the building collapse issues.

Shreedhar Chavan Businessman

The government is not at all bothered about the major tragedies concerning building collapses in the city, and they aren’t serious about building audits.

MUMBAI | MONDAY, JUNE 24, 2013

“The online registration process is not convenient” says Dr. Tukaram Shivare 68), chairman, Association of NonGovernment Colleges and former core committee member of the FYJC online admissions. A member of the Academic Council and Board of Studies of Mumbai University, he has served on the committees of various government examinations. Possibly more than anyone else, he has a bird’s eye view of the ills plaguing (there is no other word for it) the system and impacting the lives of hundreds of thousands of students in the city and the state. Currently, Dr. Shivare serves as the Education Director of K.P.B. Hinduja College of Commerce, having completed tenure as its principal. He talks to Yatin Ingle about the recent admission season for the Academic year 2013-14

Why go to college only through Mumbai University?

T

he education department has now started a new process for students, whereby it is necessary to register with Mumbai University using the Maharashtra Knowledge Corporation portal before you can start on the FYJC online admission procedure. Do you think this is a good move on the part of the education department? Both the online procedures for the FYJC and registration for degree college students were started with good intentions. The online procedure was brought in to evaluate the eligibility of a student for admission to a particular college and course. The problem arises because every college has a limited number of seats and larger numbers of applicants. Colleges cannot keep increasing seats and by default, those students who fail to apply in that college, are left back. Though the online procedure for the FYJC is fine, the online registration process of the Mumbai University is not convenient. The varsity should give the registration authority to the college principals so that colleges can themselves register the students and not have to duplicate work. For students also, this would be a benefit. We have seen how they are made to spend money to fill in the registration forms in cyber cafes that loot them needlessly. Letting the college principals be responsible for admissions will make the whole online process much more convenient for students and

ergy going through the process, the system crashes and you have to start up again from While the online admissions have started, the beginning. Plus, students who are abroad there is still a lot of talk about offline seats and want to pursue their studies in Mumbai offered through management quotas at very University don’t have any knowledge about high rates. Who decides these rates for man- the online registrations and by the time they do become aware that this is a possibility, the agement seats? Firstly, none of the seats can be sold, or as you registration dates are already over. stated, be tagged with rates to be given out. Most of the colleges refer to the process as So you would say that the system of registragiving “donations”, not “selling the seats”. Do principals come under pressure from the politicians for booking admission seats? Yes. We principals do have hundreds of students coming everyday with recommendation letters from politicians. We get calls from top politicians asking for a seat. We actually cannot allot the seats but when it comes to needy students who have genuine problems, we might go the extra mile. However, these seats are filled only after giving admissions to the students who have applied through the online process. This category is always the first preference for any college. What are the major setbacks of the online admission and registration process? The main set back is the double process which hangs compulsorily over the students now. The other major problem is of the online registration portal itself which has a tendency to suddenly crash. So you spend time and en-

It is said that most of the times colleges retain the seats of the students doing well in academic and sports, and do not let any other applicant register himself for the same seat. Is it true? No, it is not. Colleges never retain the seats. Earlier, this might have happened, but not that admissions are all under the scanner of the online process, only the students who deserves the seat will be able to book his place in the concerned college within the sports or any other quota. Colleges have a large number of courses, so are all the seats filled? If not, then what happens to the vacant seats? This is not a problem that top colleges have. This might be of concern to smaller and newer colleges. The vacant seats are kept vacant for last minute adjustments and then, if they are not filled, they just go waste.

Interestingly enough, the opposition to the Gadgil committee report is across party lines. The arguments in favor and against are endless. But development needs to be balanced taking into account the environmental issues while environmental considerations should not come in the way of development. Former BJP president Nitin Gadkari had an interesting solution to the problem posed by the environment ministry. As the PWD minister during the Shiv Sena-BJP government, he got fed up with the stone walling by the department to construct roads in the tribal region of Melghat which is prone to malnutrition deaths. He simply called up the official and in a most blunt way told him to fall in line or he would deal with him in his own unique way. That tough talking did the trick and Gadkari had his way in the end.

NDA over the BJP’s projection of Narendra Modi as the future prime minister of the country. But even if the BJP does eventually project Modi as its prime ministerial candidate, it appears that its leaders and so-called sympathizers are working at cross purposes, almost in a self defeating manner. This is despite the fact that the RSS has solidly backed the decision to appoint Modi as the party’s chief election strategist. After having backed Modi to the hilt in the internal power struggle, Goa Chief Minister Manohar Parrikar has reopened the debate over the alleged failure of Narendra Modi to get a grip on the administration during the 2002 Godhra riots. Even if the remarks were aimed at defending Modi and blame it on his inexperience then, the reopening of the debate now aimed at polarizing the vote bank and reaping possible electoral windfall seems to be the motive behind it. If that was not enough, former aide of patriarch L.K. Advani, Sudheendra Kulkarni has trained his guns on Modi, terming the latter as an “autocrat”. It is indicative of the fact that the ego clash between Advani and Modi continues. According to the anti-Modi camp, a docile or an easily manageable leader

is more comfortable to deal with rather than a tough no nonsense leader. All in all, the war of words within the party is damaging its own electoral prospects in the long run and providing easy cannon fodder for the Congress with which to attack it.

The Union Agriculture Minister is known for his sharp memory of people, places, events and stuff like that. But even he was at his wits end once when confronted with a situation at an educational event. Every other fellow who came up to greet him sought to remind him that back in his school days they were not just batch-mates but also sat on the same bench in the school. Not one to lose his composure and his wit, Pawar remarked “It seems as though the bench that I sat on in my school days appeared to be one of the longest. he havoc wreaked by the cloudburst in Uttarakhand may be fresh in our minds, but it seems as though our politicians have not learnt any lessons from it. Despite the tragedy, Chief Minister Prithviraj Chavan besought Union Minister for Forest and Environment Jayanti Natrajan to withdraw the moratorium imposed on mining in Ratnagiri and Sindhudurg districts. The moratorium imposed by the Union ministry was based on the recommendations of the Gadgil committee recommendations on preservation of the Western Ghats ecology. The Uttrakhand tragedy too has been partly been man made. In May 2013, Uttarakhand Chief Minister Vijay Bahuguna had urged the Prime Minister to withdraw the notification declaring the stretch from Bhagirathi River in Gangotri to Uttarkashi as an “EcoSensitive Zone”. After the tragedy now Natrajan says the government needs to do a rethink. Even as she did so, she almost agreed “in principle” to consider the states demand for lifting the ban on mining in the two districts of the Konkan region.

After the building collapse in April, the TMC took a decision to demolish 57 structures and cut electricity and water supply to such buildings. But the tremendous political pressure from local godfathers forced the administration to take a backseat and stop the demolition plan. Mumbra is a solid vote bank of the ruling Congress-NCP and the ruling duo has adopted a sympathetic view towards the unauthorized constructions in Mumbra, the sources added further.

t looks like Rohan Jagtap who had aspirations to be a part of the police force will have to first battle the hit his health has taken after getting severely dehydrated during the first week of June this year while undergoing the physical test for the post of constable. The ADC had reported of ten aspiring police constables being rushed to the BMC-run Rajawadi Hospital at Ghatkopar for dehydra-

tion and giddiness after completing the physical test of running five kilometres. Out of the ten, three were in the Medical Intensive Care Unit (MICU) of the hospital and a day after the incident one of them was shifted to Fortis Hospital in Mulund. Rohan Jagtap (25) from Goregaon was brought to Fortis in a very serious condition on June 7 and since then he has been in the Intensive Care Unit (ICU) of the hospital. “Rohan is still in the ICU. Doctors

are saying that he is critical and that it will take sometime before he gets stable. Several tests have been done. His liver is also affected. He is still passing blood through urine and blood,” said Rohan’s brother Omkar who also informed that prior to the episode of dehydration, Rohan did not have any health issues. “On that day (the day of the physical test) he was in the sun for hours. He was dehydrated and collapsed. We just hope he recovers soon,” said Omkar.

he Navi Mumbai Municipal Corporation (NMMC) will open the much awaited Rabale skywalk today. Last week, some Congress workers had forcibly opened it for public use. The outfit accused that the opening of the skywalk was put on hold without any specific reasons. The civic body constructed the skywalk at a cost of Rs.3.4 crore over the Thane-Belapur road to facilitate pedestrian a risk-free road crossing. But, according to Congress party, the opening of the skywalk has been delayed as Mayor Sagar Naik has no

time to open it. “The work of the skywalk was already completed some times back, but the opening has been delayed as politicians from the ruling party have no time to inaugurate it,” said Aniket Mhatre, who in the presence of Navi Mumbai congress president, Dashrath Bhagat and corporator Santosh Shetty forcibly opened the skywalk for public use. However, the civic officials immediately locked the skywalk citing that some of the works were still pending. It is recalled that the ruling party had also closed the service of toy train in Mini Seashore in Vashi after it was inaugurated by congress workers last year. At present, Mayor Sagar Naik is in Berlin to attend a conference on the concept of eco-city and to share the measures taken while developing Navi Mumbai. He is likely to come back Navi Mumbai on Monday.

They claim that it will take some time to trace the location of his mobile phone or the last call detail,” said Dilip. While Suhasia’s wife Rekha said that her husband was worried about some loan, “I assured him that we will make the loan payments and told him not to worry much. Now how will I raise my two small kids (a boy and a girl) without him? HC reduces lifer to six years O

bserving that the accused had no intention to kill, the Bombay High Court has set aside the life sentence awarded to a man and his mother who were found guilty of murdering the former's wife by setting her on fire. After going through the evidence, Justices P D Kode and V K Tahilramani remarked that they were inclined to hold that the accused had thought of inflicting burns and not kill the victim but unfortunately the situation went out of their control to a fatal extent. The Judges ruled that the case will not be covered under section 302 (murder) IPC but under section 304-II (culpable homicide not amounting to murder for act done with knowledge that it would cause death of a person). Accordingly, the judges sentenced Balu Narayan Shinde to rigorous imprisonment for six years and a fine of Rs 2,000 after finding him

guilty under section 304-II of IPC. His mother, Sulabai Shinde, was sentenced to 4 years and 6 months with Rs 2000, considering that she was ailing and 65-year-old. Balu married Kavita on October 17, 2006 in Pune. His mother Sulabai was also staying with them. Balu suspected the character of his wife and used to ill-treat her. On September 9, 2007, Balu came home in an inebriated condition and abused his wife. When Kavita protested, Balu poured kerosene on her while his mother allegedly lighted a match stick and threw it on her daughter-inlaw. As she caught fire, Balu immediately poured water on Kavita and took her to hospital. However, Kavita had suffered serious burn injuries and died three days later. Police relied upon a dying declaration given by the victim to a constable in which she alleged that her husband

had poured kerosene on her while mother-in-law lighted a match stick. Police also relied upon oral statements given by the victim to her brother and father, which corroborated the dying declaration. Both the accused were tried for murdering Kavita andinflicting cruelty on her under sections 302 and 498A, respectively, of IPC. However, the trial court acquitted them on charge of cruelty but found them guilty of murder. Being aggrieved, they filed an appeal in the high court. Defence lawyer Arfan Sait submitted that even if it is accepted that the act of the appellants of setting Kavita on fire resulted in her death, the case would not fall under Section 302 IPC (murder) but it would fall under section 304-II (culpable homicide not amounting to murder). The lawyer argued that the assault on Kavita was not premeditated or preplanned

but it happened on the spur of the moment in a fit of anger. He submitted that the fact that the incident occurred during a sudden quarrel would bring the case under Exception 4 to section 300 of IPC and would thus, be covered by section 304-II. The Judges held that evidence on record, especially the dying declaration of Kavita, showed that the accused extinguished the fire and took her to hospital. In such case, it can not be said that the accused had taken undue advantage or acted in a cruel or unusual manner. "From the evidence of victim's father, it is seen that during the course of quarrel the appellants set Kavita on fire. However, immediately after Kavita caught fire, the accused poured water on her and extinguished the flames. Thereafter, the accused took Kavita to hospital and admitted her. This conduct cannot be seen divorced from the totality of the circumstances," the judges noted.

Order on Salman Khan’s appeal in 2002 hit-and-run case today

“The magistrate had failed to appreciate that Salman Khan had neither the intention nor his rash driving would kill a person and cause injury to four others.” — Adv Ashok Mundargi

By Philip Varghese

T

he Sessions court in South Mumbai will today dictate its order on an appeal filed by Bollywood actor Salman Khan against a magistrate’s ruling invoking charge of culpable homicide not amounting to murder in the 2002 hit-runcase involving him. Sessions Judge U. B. Hejib was to dictate the order in the court in its last hearing on June 10. However, as the court staff did not turn up due to heavy rains that lashed the city on that day, Salman’s lawyer had sought adjournment in the case. As the prosecutor did not object, the court deferred its verdict till June 24. The judge had fixed June 10 for deciding the appeal after arguments concluded a month ago. Advancing his argument against invoking the grave charge of ‘culpable homicide not amounting to murder’ (section 304 part II IPC), advocate Ashok Mundargi had pleaded that the magistrate’s order was erroneous, bad in

law and contrary to evidence on record. “The magistrate had failed to appreciate that the actor had neither the intention (to kill people) nor the knowledge that his rash and negligent driving would kill a person and cause injury to four others. The offence under this section attracts a ten-year jail term and can be tried by a Sessions court,” Mundargi had argued. Salman was earlier tried by

a magistrate under lesser charge of causing death by negligence (Section 304A of IPC), that provides for a maximum punishment of two years in jail. Public Prosecutor Shankar Erande, while opposing Salman’s appeal, had said that the magistrate had rightly invoked the charge of culpable homicide as he had committed a serious offence. philip.varghese@afternoondc.in

iss World 1999 Yukta Mukhi has appreciated the work of Mumbai Police who in her words saved her from becoming another robbery victim. These kind words for the police dept came after Mukhi came to know about the arrest of her 38-year-old housemaid, a habitual robber and wanted in robbery case, by Kandivli Police on Saturday night. The maid was picked up

by Kandivli police from Mukhi’s Dadar residence on charges of a robbery which she committed on May 4 this year at the house of Nagma Yaseen Amaan (48) at Railway Quarters in Kandivali (W). Assistant Police Inspector

(API) from Kandivli Police station Raghuvindar Kshirsagar said, “We have arrested Sunita Nandkumar Varik (38) and her boyfriend Vinod Eshwar Karande (35) in connection with a month old robbery case. She is very clever and has many similar cases registered against her in various police stations including Nerul in Navi Mumbai.” “In the last robbery she committed, she worked for a few months to win the confidence of the family. Then on May 4 she decamped with gold jewellery and some cash. She hails from Navi Mumbai,” added Kshirsagar. Officials from Kandivli Police station said that Mukhi was unaware about her criminal past because Sunita had been under Mukhi’s em-

ploy only for the last week or so. Police sources from Kandivali Police station revealed that, her mobile last location was traced in Gorakhpur were she staying in guest house on rent basis, and later her mobile got switched off, but few days back when she landed in Mumbai and activated her mobile phone from different number we got her mobile location with the help of Mobile IEMI number in Dadar, accused Sunita is using three mobile card in which one was given by VIinod. “We booked them under section 381 and other sections of IPC. Khan was arrested in 2010 for cheating and fraud under the Indian Penal Code and various sections of The Drugs and Magic Remedies (Objectionable Advertisements) Act. He was accused of making tall claims about 'Body Revival' which he claimed to cure cancer, heart blockages and so on. On July 20, 2010, a sessions court granted bail to Khan but imposed a condition prohibiting him from manufacturing and selling his miracle drug. Khan approached the High Court this year seeking relaxation of the bail condition. According to Khan, the licensing authority from Rajasthan, where his factory is located, on April 9 permitted him to manufacture and sell his medicines after he

agreed to not exaggerate its benefits. Justice R C Chavan, after hearing the arguments, recently relaxed the bail condition. The judge clarified, "It, however, should not be interpreted as a permission granted by this court to sell the product and the sale would be subject to all the rules and regulations in force in the state of Maharashtra as well as in other states." In his petition, Khan claims to be the proprietor of two manufacturing units in Kota (Rajasthan) and Baddi (Himachal Pradesh). Several celebrities including Tabassum, Ruby Bhatia and others had endorsed and advertised on television Khan's miracle drug 'Body Revival' as a cure for all diseases.

T

he Federation of Animal Welfare Organisations (FIAPO) has in a letter written to Chief Minister Prithviraj Chavan yesterday urged him to cancel the ownership papers of ailing elephant Bijli and has requested for her rehabilitation to a rescue centre. In a statement issued yesterday, FIAPO spokeswoman Manisha Manchanda said, “Elephants live in social family herds in the wild and are migratory large herbivores. They also have the status of being a Schedule I protected flagship species as well as being a national heritage animal. Forcing Bijli to live chained in an urban environment, and exploiting her by making her beg for commercial gain is in violation of the Prevention of Cruelty to Ani-

mal Act 1960-Section 11, 21, 22, Wildlife Protection Act – Section 39, 40 (2), 49, Performing Animal Rules 1973 and 2001 and Elephant Preservation Act 1879, Section 3.” She further added that the FIAPO has written to the Maharashtra government to not return the animal to her negligent owner and instead move her to a rescue centre, where she can be looked after appropriately. Manchanda stated that Bijli’s case is one of many such incidents of abuse that captive elephants experience across the country. It is time for the public and the government to work in unison to ensure a cruelty free world for captive animals and ensure stringent enforcement of welfare guidelines so that no other animal is subjected to such recurring abuse, she added.

Ponder awhile...

“Propaganda is a soft weapon; hold it in your hands too long, and it will move about like a snake, and strike the other way.” — Jean Anouilh

Doublespeak by Pak PM ON the eve of the national elections in Pakistan, Nawaz Sharif had declared: “What are we fighting for?” There was no difference, including Kashmir, between the two countries that could not be sorted out, he had said. And he referred to the common history, heritage and culture of India and Pakistan and noted that it should be easy for our two countries to remain in permanent friendship. Prime Minsiter Nawaz praised our political leaders and said among others, he had great admiration for former Indian PM Atal Behari Vajpayee. Nawaz Sharif was keen about visiting India and he said he would go even if he was not invited. He invited Prime Minister Manmohan Singh to visit Pakistan and also be at his swearing-in ceremony as PM. Indian leaders almost believed that Nawaz would change course and work towards building friendly tries and cooperation between the two countries. It has not taken much time for India to realise that Pakistan has not changed one bit under Nawaz Sharif. Developments in just one month have shown that Pakistan’s foreign policy is not going to change and that, in fact, it may become more tough. Just a day after Nawaz was elected, there were three ceasefire violations along the LoC and an Indian soldier was shot dead. Only a couple of days ago, there was one more ceasefire violation. And just two days ago, India got a big shock: the Punjab government has allocated Rs. 6.1 crore for Hafeez Saeed’s Jamat-ud-Dawa, a terror outfit which carried out the 26/11 Mumbai attack. The doublespeak by Pak Prime Minsiter Nawaz Sharif is loud and clear.

F you feel a sense of déjà vu, you are not alone. There are lots of Indians who might be forgiven for thinking they are back in the 90s. Internet invariably is the first to reflect the popular mood. A satirical message that has gone viral on the Web reads: GDP back at five percent; Dalmiya back in BCCI; Murthy back in Infosys; Nawaz Sharif back in Pakistan; Madhuri back in Bollywood; Sanjay Dutt back in jail. Yeah, the clock seems to have been moved back what with the rupee sinking and the foreign exchange reserves again looking vulnerable. A vital part of the remedy for the 90s’ crisis that was pressed on Narasimha Rao by the IMF-World Bank combine was to appoint a professional as finance minister. I. G Patel said no. Manmohan Singh said yes. Much water, one may add dirty despite hundreds of crores spent by Sheila Dixit, has flown down the Yamuna bridge since those days when India had to pledge its gold with the Bank of England. to tide over the forex crisis. Rao is no longer around and the Congress leadership seems hell-bent on obliterating his memory. Singh has since become prime minister, albeit a nominated one. Ironically, what he had managed to achieve in the 90s under the stewardship of Rao, Singh has failed to achieve a fraction of that success under the aegis of his boss Sonia Gandhi. Blaming global factors for the economic woes is an old ploy but it fools no one. The economic mess is largely of the UPA’s own making. Though this column is not about the state of the economy, but nonetheless a few facts ought to alert readers about the gravity of the situation. Rupee was 45 to a dollar in early 2004. This past week it touched 60 to a dollar. That is progress for UPA. Forex reserves are about $ 290 billion alright, but much of it is short-term debt which can be recalled at short notice. And the trade deficit is a whopping 5.1 percent of the GDP thanks to policy inaction and wrong-headedness on the export front. The outright ban by the apex court on iron ore exports following large-scale illegal mining added to the current account woes. Admittedly, the latest run on the currency was triggered by the US Fed which is tamping down on quantity easing. But, surely, it cannot be anyone’s case that the Americans should continue to pour liquidity into the global markets so that the Indian currency does not come under pressure. The Fed took that decision following the slow but certain revival of the American economy. On the other hand, the rupee has been depreciating long before the Fed announcement. And the reason is the gross neglect and mismanagement of the economy. A number of economic pundits, in fact, argue that the rupee is even now over-valued and should depreciate at least seven to eight percent more. In other words, the intrinsic value of the rupee is about 65 to a dollar. And you know what will be the fall-out of the depreciated rupee? More hardships for the aam aadmi. Petrol, diesel, vegetables et al will become costlier. Yet, all that the Government does is it fields its policy works before the

media to deny the seriousness of the crisis. From P. Chidambaram to his chief economic adviser, Raghuram Rajan, and that compulsive publicity hog, Montek Singh Ahluwalia, everyone seems to be engaged in talking up the rupee. If only it was so easy! Markets are a better judge of the health of the economy. When the Sensex falls more than five hundred points in a single day it constitutes a huge vote of no-confidence in the Government’s ability to set things right. With less than a year left before the next parliamentary poll, the Government is hardly in a position to take tough decisions. Even if it musters the numbers in the Lok Sabha, no single legislative measure is likely to reverse the economic slide. Political drift and policy paralysis these past five years has taken a huge toll on the economy. Only a new government with an assured majority can put the economy back on the growth path. Till then, the rupee would remain under

constituency of her mother. Once she is in the Lok Sabha, the Congress’s heir apparent can continue to remain that, that is, the heir apparent, while he nominates Priyanka to the top job. Idle gossip, you said? No, not really. Such rumours/speculations in the political circles are for real. What happens eventually we will only know after the polls. But if you have reliable friends in the ruling party you too will be told that Rahul Gandhi is most reluctant to become PM. His disinclination may stem from the fear of failure but it is genuine. How about drafting Nitish Kumar, now that he has done a huge favour breaking the NDA? Good idea, Rahul. Please remember Nitish when you are looking for a prime ministerial candidate, post-poll.

The truth is the economist Manmohan Singh as PM is no patch on the economist Manmohan Singh as Finance Minister. But then you don’t have to be a leader in your own right to be a successful FM.

ORD filtering through the AICC network has it that even if the Congress was in a position to form government in 2014, Rahul Gandhi himself would decline to head it. Instead, he would pick his own Manmohan Singh. So, the next question is obvious: who can be his Manmohan Singh? Chidambaram is ruled out for two reasons. One, he may find it hard to get re-elected. (By the way, the petition challenging his 2009 election is still pending.) Two, he is too smart to be trusted as a loyal follower. Kamal Nath can be ruled out for carrying a controversial baggage. Sushil Kumar Shinde has exposed himself as a dud in Home. Pranab Mukherjee is now happily ensconced in Rashtrapati Bhawan. None in Rahul’s own inner circle of aides has any administrative experience. Such paucity of talent in the party has given some bright spark an idea. How about sister Priyanka Gandhi? Well, there is some talk about her contesting from the parliamentary I do dimly perceive that whilst everything around me is ever changing, ever-dying, there is underlying all that change a Living Power that is changeless, that holds all together, that creates, dissolves, and recreates. That informing Power or Spirit is God. He alone is. Hence I gather that God is Life, Truth, Light. He is Love. He is the Supreme Good. — Mahatma Gandhi

INCE Rahul is not supposed to keep track of these things, we might warn him that Nitish has marginalized everyone who had helped him rise up the greasy pole of politics. George Fernandes suffered humiliation at the hands of his one-time disciple. Earlier, Lalu was betrayed by Nitish. Rajiv Ranjan Lalan, the JD(U) member of the Lok Sabha, was a close friend who found himself suspended from the party once Nitish became chief minister. And, above all, whether Sharad Yadav, the formal head of the JD(U), admits it or not, he has been completely marginalized by Nitish. The decision to break with the BJP was dictated by Nitish. Yadav most reluctantly fell in line.

Advani victim of wrong advice

I

F the truth be told, L. K Advani should stop paying heed to the incessant advice from his daughter Pratibha and a few of her chamchas in the BJP. She, like any other daughter, would wish to see her Dada realize his life’s ambition of becoming prime minister. But Advani as a life-long Swayamsewak should take his own decisions instead of being pushed into the role of a rebel at the ripe old age of 85. There is no doubt that Pratibha and, to an extent, his senior aide, Deepak Chopra, goaded him to resign in protest against the anointment of Narendra Modi at the BJP conclave in Goa. But what was the end result? Humiliation, when he withdrew his resignation at the instance of the RSS chief, Mohan Bhagwat. (By the way, an SMS doing the rounds reads: A domestic servant quit suddenly, thus causing a crisis in the household of an upperincome family. Approached by the woman of the house to reconsider her decision, she angrily retorted, “Mem Sahib, Mein Naukrani Hoon, Advani Nahin.) However, even now he continues to behave in a petulant manner, showing his anger at being bypassed by Modi. If only Advani could think calmly, he would himself conclude that a country with more than two-thirds of the voters below the age of 35 is hardly likely to settle for him. He would be 86 when the polls are held next May. Why does he allow himself to be misled by his near and dear ones? He is only opening himself to public ridicule by acting out of sheer bitterness. In 2009, he got his chance but the country did not want him as PM. He can still play a useful role in the party, which owes its rise to a large extent to him, by genuinely becoming a senior statesman, mentoring Modi, Jaitley, Swaraj, etc. But to do so, he must before hand announce that he is no longer in the race for prime ministership and would do his best to see Modi in that position.

LETTERS Disaster management non-existent in Uttarakhand

www.afternoondc.in

MUMBAI | MONDAY, JUNE 24, 2013

IT now transpires to our horror that there has been no disaster management plan for Uttarakhand, and unregulated and unplanned construction has gone on all over the state for years. As mentioned earlier in this column, at the most critical confluence of the Bhagirathi with the Alaknanda at Rudraprayag, houses have come up right on the river banks (see the photograph taken three years back) and most of these have gone with the river waters during the floods. The Alaknanda is on the right and the Bhagirathi is on the left in the picture. Air India fumbles TRAVELLING by Air India has become deadly for passengers. We constantly hear about inordinate delays in AI flights and hit and miss cases on the runway, while the crash at Mangalore airport still sends shivers down our spines. We also hear about an AI pilot allowing two air hostesses to run the show, which was a big risk. In the Mangalore crash, the pilot was said to have overslept, overshooting the runway. Now, the plane is put in auto mode and given to the airhostesses, thus putting the lives of passengers in grave danger. Instead of owning up to his error, the pilot blames the hostesses for distracting him with their banter about their married lives and movies. DGCA has thankfully refused to accept the excuse and have suspended all three. It is now time that the Air India management and the Minister of Aviation make travel more meaningful, rather than putting people at risk so often. — Subbu Ceekay, Nerul

PM must be diplomatic EVER since Narendra Modi’s name started doing the rounds as the BJP mainstay for the General Elections 2014, opposing parties began trying to find fault with him, thereby giving the Gujarat Chief Minister more and more publicity. However, the PM by entering in a war of words with Modi, is trying to portray himself as the better of the two, thereby making the grave mistake of counting his chickens before they are hatched. The PM should not stoop to such a low level.

SPEAK EASY: The PM is expected to maintain his self-respect at all times. As a veteran politician and a senior PRO, he should not have commented on Modi at all. Thus, the PM needs to learn diplomacy and stay away from washing dirty linen in public or he might just be in for a rude shock in the 2014 polls. — C.K. Ramanathan, Ghaziabad

had the RBI gone on the offensive and cut rates to propel growth across all sectors. Keeping rates unchanged was a defensive strategy to prevent FII outflow and to keep dollar fluctuations stable, but the domestic industry and demand suffer in the bargain. We need to accelerate the growth of our economy by encouraging domestic manufacturing industries and cutting back on imports, thereby increasing foreign inflows. US turns a blind eye A PRIVATE news channel, very recently telecasted an item, supported by a few relevant clips, exposing Pakistan’s complicity in sponsoring terror activities. Despite this, and other corroborating evidence, the USA still believes in Islamabad’s “sincerity” in “fighting” extremism. The Obama administration continues to send lethal arms to the theocratic nation, in addition to billions of dollars as “economic” aid. This supplements the unending flow of petro-dollars received by Pak from the oil-rich sheikhdoms in the Gulf region. Lanka seniors did it all TEAMS from the sub-continent regularly fail in English conditions, and playing in the first half of the English summer is most difficult with regular rain interruptions curtailing matches. When Team India reached their comfort zone after the second match, Sri Lanka kept pushing till they secured a semi-final berth. The three musketeers from Lanka played to a plan to achieve this. Dilshan helped with the quick scoring upfront, followed by Sangakkara with his intelligent batting and Mahela Jayawardene, who used his 394 match experience to win the crucial match against Australia and assured the island side a berth in the semifinals. Thus the Lankans will be playing India at the knock out stage, making it tough for both teams. — Akhilesh Krishnan S., Khargar

Don’t meddle with China IT is reported by financial analysts and economists that India has made apurchase of 126 Rafaele fighter jets at a cost of $10 billion from France, thereby recording the highest such purchase in recent history. The reason behind this pur-

chase is apparently to face the possibility of an airborne challenge from the Chinese. The purchase, however, has tilted the scales of the economy and brought the rupee crashing down to 58 units versus the dollar. All these arrangements come at a time when the Chinese Prime Minister, on a visit to India, stated that China cannot afford to have a war against us, as there was a major business relationship be-

Madras HC order a double-edged sword THE recent Madras High Court order, which states that unmarried men and women engaging in sexual gratification will be considered married, has raised several questions. It can only be hoped in this case, that wiser council will prevail to iron out the freely moralising nature of the order. The law in our country has been a key instrument in reforming gender practice-from consent controversies, to pitching the battles for inheritance rights for women, getting women their rights to custody and maintenance as well as preventing female foeticide. The language used in these laws, is also important because the protection of women and their rights needs to be ensured in a modern and democratic temper, and not as a patriarchal assurance of a woman’s honour. This explains why there are such strong pleas that ask for traditional words, representing the act of outraging the modesty of a woman, to be comprehensively replaced with words that assert a woman’s legal rights over her bodily integrity and personal autonomy. The High court order is therefore more to check on the complexity of the challenge placed before the judicial sys-

While there is no doubt that the Real Estate Regulation & Development Bill is a necessity policing mechanism for the sector, as analysis and debate continues, various other realities seem to be cropping up. In fact, a complex matrix form has emerged with different permutations and combinations revealing that the numbers game on the pricing front will remain the same, although its presentation formats will change. Simply put, the property now bought on ‘Super built up’ area at price ‘X’ will remain the same, but presented as ‘Y’ on ‘Carpet area’. Similarly on the black money and corruption fronts new game changers will unfold. Mayura Shanbaug reports...

no jurisdiction over that,” he says. According to Liases Foras, a consultancy firm, in the year to June 2012, about $6 billion, or 30 % of total transactions in the property sector, were executed using black money. Real estate accounts for more than a 10th of India's $1.85 trillion economy.

T

he Real Estate Regulation & Development Bill aimed at checking the huge inflow of black money into the realty sector; bring greater accountability, transparency and prevent fraud and delay has proposed the appointing of a national regulator. However, there is widespread cynicism about whether it can stamp out the practice as there are various windows left open for developers and corrupt officials to manipulate the system. According to experts, with the clause of selling the property as per carpet area and not by super built up area as the practise is , the fear is that developers will demand a greater percentage of the transaction as ‘on’ or cash, there by failing the very purpose of the bill . Many developers in the country demand up to 30 % of the price in cash, a small slice of the ubiquitous, unaccounted "black money" that costs India's straitened exchequer billions of dollars in lost taxable income. This practise is vehemently denied by Lalit Kumar Jain, chairman of the Confederation of Real Estate Developers in India (CREDAI). According to him in this part of the world the practice of demanding black money does not exists any more. “None of the reg-

istered reputed builder indulges in such malpractice any more. The transactions done by them are white,” he says. However, he indicates that black money will enter the scenario in a different form. “The Bill has many lapses like appointing a government official as regulator rather than a third party person, who will create a situation where corruption will again be rampant and black money will enter the system,” he says. Black money comes in handy for bribing corrupt officials. "There is a cost of pushing the file. But what is the alternative?" asks Jain. Though the draft says developers will have to get accreditation for projects from the regulator, make public disclosure of details including the price of units, and maintain a separate bank account for each project to collect payments from buyers, it will not have control over land deals, which is where illicit activity is widely believed to be rampant. "The bill is not going to help solve the issue of black money," says Anurag Mathur, chief executive officer of project and development services at Jones Lang LaSalle India. hange across the Indian housing finance sector has been gradual, but when looked at holistically, the benefits have been immense. A stable regulatory environment and the establishment of institutions to support housing finance have helped strengthen the sector. The housing finance sector in India has been well regulated between the Reserve Bank of India and the National Housing Bank. The best testimony to this was the timely intervention of the regulators in the pre-global financial crisis period. In order to ensure that there was no build up of asset bubbles in the Indian financial system, the regulators prohibited banks and housing finance companies from providing funding for land transactions. In addition, the regulators imposed counter cyclical provisioning norms and risk weights, which insulated the financial system. Globally, financial regulators have come under severe criticism for their inability to have anticipated the impact of real estate bubbles on their financial systems. India, however, stands as an exception and due credit must go to the regulators. The financial architecture created to support housing finance has helped the business tremendously. For instance, till the year 2000, there were no credit bureaus in India. Today, there are four established credit bureaus. HDFC had the privilege of being one of the promoters of the first credit bureau in India. The greater milestone, however, has been that people are now more conscious of the importance of maintaining a good credit history. As customer records with credit bureaus have increased manifold, lenders are able to increasingly rely on credit scores to check an individual’s credit history prior to lending. This strongly supplements the credit appraisal process. The setting up of the mortgage repository, CERSAI, has been a step in the right direction. CERSAI was set up with the prime objective of preventing frauds involving multiple financing by different lenders against the same property. Further, the recent collaboration of CERSAI and credit bureaus will benefit lenders because there will now be an integrated platform to view both, a borrower’s credit score and check the encumbrance status of a property at one go rather than shuttling between two platforms. Another landmark was the enactment of the SARFAESI Act, 2002. Till then, there were no foreclosure norms in India and the only way to recover a loan from a defaulter was through the civil courts, which were fraught with endless delays as courtroom procedures could take years to reach a conclusion. SARFAESI has proved to be an effective and

However, the belief that a large share of illicit money sloshing around the sector is tied to politicians makes it look difficult. "There can't be a legal measure to put an end to black money ...

ear to the ground. Customers must understand the risks entailed in the products they opt for and lenders should fulfill their obligations of responsible lending. Red flags must be raised if schemes or products are detrimental to the system as a whole. Unhealthy business practices can infiltrate into the system due to the herd mentality instinct and business compulsions. However such breeding grounds must be nipped in the bud. As a basic tenet, construction finance entails higher risks and therefore such risks have to be built into the pricing. Construction finance should not, through any innovative structuring be available to developers at the rate of interest being offered on individual home loans. Further, complete up-fronting of construction finance to developers, even before the ground is broken is dangerous. To my mind, teaser products, of any nature entail risks. Customers need to be cautious of ‘too-good-to-be-true’ type of products. Borrowers must not be blinkered into believing that there are no risks when developers offer to pay interest on a borrower’s loan for a specified period. Borrowers have to be cautious because in the event of a developer delaying payment, the credit bureau reports will reflect this in the borrower’s records, thereby impacting his or her creditworthiness. Ultimately, developers need to recognise that in the long-run, it is to their advantage to allow a correction in prices which will help their cash flows.

He further added that if developers can’t pre- sell the projects, the delay in projects will also aggravate supply demand imbalance which already exists there by pushing the prices further. Real estate experts are also of the opinion that although the bill has many benefits for the actual users, it also has its share of limitations. They believe that this move would suck up the liquidity in the market. “Developers would have to look at other sources which could push up the prices further. So the property prices could go up a bit due to these regulations,” said Niranjan Hiranandani man-

aging director of Hiranandani Group of Companies. Hiranandani feels that the bill completely ignores the delays which take place from the side of the authority. “Authorities take a lot of time to grant us the building permissions. It could take anywhere between 2 and 3 years for a developer to get in all the approvals. There should be certain provision which would ensure that the developer should get in the approval in a certain time frame,” he adds, explaining that a developer would now launch a project only after he has received all the approvals which are a long process. “So we can anticipate a drop in all new launches at least in the short run. Also the property prices would also go up due to various factors like additional capital burden and paper work once the bill comes in force,” he says.

isk management techniques vary with the type of exposure (accounting or economic) and term of exposure. Accounting exposure, also called translation exposure, results from the need to restate foreign subsidiaries’ financial statements into the parent’s reporting currency and is the sensitivity of net income to the variation in the exchange rate between a foreign subsidiary and its parent. Economic exposure is the extent to which a firm’s market value, in any particular currency, is sensitive to unexpected changes in foreign currency. Currency fluctuations affect the value of the firm’s operational cash flows, income statement, and competitive position; hence market share and stock price. Currency fluctuations also affect a firm’s balance sheet by changing the value of the firm’s assets and liabilities, account payable, account receivables, inventory, loans in foreign currency, investments in foreign banks, this type of economic exposure is called balance sheet exposure. Transaction Exposure is a form of short term economic exposure due to fixed price contracting in an atmosphere of exchange rate volatility.

PRAMIT BRAHMBHATT is CEO of Alpari FinancialServices (India)

Organization dealing in multiple currencies face a risk on account of sudden change in exchange rates, quantified in terms of exposure. Exposure is defined as a contracted, projected or contingent cash flow whole magnitude is not certain at the moment and depends on the value of the foreign exchange rates. The Process of identifying risks faced by the firm and implementing the process of protection from these risks by financial or operational hedging is defined as foreign exchange risk management. MANAGING RISK

Exchange rates react to new information in an immediate and unbiased fashion, so that no one party can make profit by this information and in any case, information on direction of the rates arrives randomly so exchange rates also fluctuate randomly. It implies that foreign exchange risk management cannot be done away with the employing resources to predict exchange rate changes.

FOREIGN EXCHANGE RISK MANAGEMENT FRAMEWORK

Once a firm recognizes its exposure, it then has to deploy resources in managing it. Forecasts: The first step for a firm is to develop a forecast on the market trends and what the main direction/trend is going to be on the foreign exchange rates. Risk Calculation: Based on the forecast, a measure of the Value at Risk (the actual profit or loss for a move in rates according to the forecast) and the probability of this risk should be ascertained. its for handling foreign exchange exposure. The firm also has to decide whether to manage its exposure on a cost centre or profit centre basis. Hedging: Based on the limits a firm set for itself to manage exposure, the firms then decides an appropriate hedging strategy. There are various financial instruments available for the firm to choose from, futures, forwards, options and swaps and issue of foreign debt. Loss Maintenance: It is imperative to have stop loss arrangements in order to rescue the firm if the forecasts turn out wrong. Reporting and Review: Risk management policies are typically subjected to review based on periodic reporting. The reports mainly include profit/loss status on open contracts after marking to market, the actual exchange /interest rate achieved on each exposure, and profitability vis a vis the benchmark and the expected changes in overall exposure due to forecasted exchange/interest rate movement. The review analyses whether the benchmarks set are valid and effective in controlling the exposures, what the market trends are and finally whether the overall strategy is working or needs some change.

currencies. Also the rupee has depreciated most in the last few days against dollar than any other currency. In the first session of the last week EUR/USD rose higher and touched a shortterm correction top in the 1.34 level around the publication of the ZEW confidence indicator. The report was slightly better than expected, but it was not enough to force the break higher traded in a tight range just below 1.34. However, it is not really sure that this was a good explanation of the ongoing strong performance of the euro. But soon after the FOMC meet, EURUSD pair dropped to the lowest in the week, pressured by the dollar rally despite positive Purchasing Managers Index (PMI) data released earlier in the session by Germany and the Euro area. In the US, the CPI was close to expectations, while the housing data were slightly weaker than expected. After falling sharply in both March and April, US CPI inflation picked up in May, in line with expectations. The annual rate of inflation rose from 1.1% to 1.4% YoY, reversing most of the previous month's plunge. Inflationary pressures remained muted, partly due to declining commodity prices. Gold and silver futures closed at their lowest levels in more than 2 ½ years on Thursday last week, a day after Federal Reserve Chairman Ben Bernanke said the Central Bank could move as early as this year to slow the flow of monetary stimulus to the economy.

ndia is a very different country in terms of opportunities for marketing especially in the context of languages and the ethnic versus foreign factor. To understand India and its consumer behaviour and thereafter to build brands successfully is akin to tight rope walking balancing between the worlds foreign factors and India’s deep rooted ethnic feelings. Let us take the “Dip” category. Early in the morning many Indians like to dip a snack into their morning cup of tea and enjoy and relish the early experience. However, there is one segment which uses “Desi Khari”, to dip in your tea and equally enjoys like the other segment which like to dip in “English Marie” in their tea. A third segment which does both in different points in time. Clearly, there is the ethnic segment which enjoys the khari dips and there is the westernized foreign influence segment which enjoys the Marie Dips. Both these segments co-exist, but smart marketers must sensitively address these segments otherwise there could be confusion or wrong targeting. Britannia Marie Biscuits do extremely well and so do Monginis Khari Dips both addressing different segments – one ethnic and one Western. In my opinion, there are three important steps which should be taken to ensure a brand succeeds in the context of there being western and ethnic segment. Firstly, it must be understood that brands are built in the minds and hearts of the consumers and therefore it is not only a word or a brand name that is consumed but also the entire meaning and essence of the brand name that is consumed. The second thing to be understood is that a particular product or service category and its roots are thought about and consumed. The significance of the product category also decides whether it is appropriate for the western or the ethnic segment. Infact many a time the source of the category and the way it is used is crucial in deciding a brand strategy. Thirdly, it is a combination of a suitable brand name and relevant product category coupled with a well thought out segmentation and positioning exercise which determines whether a brand would succeed or fail. It is my strong belief that the ethnic categories if addressed with ethnic sounding brand names and communication and brand personality would have a better probability of success. So also, it is my belief that westernized brand names would have a better probability of success if addressed to western segments. For example, Britannia cheese has a greater probability of success than Britannia Butter (Makhan) in the butter (Makhan category) it is Amul which would do better. Similarly in the chocolate category which is western Cadbury would do better than Amul chocolates. In the hair oil category Nihar, Parachute and Vatika would do better, but in the shampoo category which is western, Pantene, Head and Shoulders and Sunsilk would do better. Clinic which tried to appeal to both Shampoo (Western) and Hair Oil (Ethnic) segments lost out in the confusion even though both products are, used on the head but in the mind they are perceived differently. Clinic Shampoo does well. Not clinic oil. Thus in my opinion, one should be sensitive to ethnic versus western segments, in choice of branding and appropriate segmentation. After all, both Desi Khari and English Marie have large markets.

The year saw Sharma eventually merging his company with GTL Limited with a three year non-compete clause. “Under the agreement with GTL, I went to work for GTL as head of software enterprise delivery,” he says. Though comfortable and doing well in the company the free spirited entrepreneur in Sharma soon became restless and was rearing to start on his own. “Corporate structure is very straight jacket. All your decisions need to be justified and questioned, that made me feel very restrictive,” says Sharma. Sharma incorporated ‘Osource’ in January 2004 to focus on technology enabled outsourcing solutions focusing on domestic market. “It was a strategic decision to serve domestic sector, as we did not want to be another me too company serving overseas market,” explains Sharma. Sharma explains that the mindset of companies has changed over the 10 years that he is doing business. “Earlier people never felt the need to hire external agencies for their back office work or HR work, but we proved to them the cost efficiency and confidentiality of our services and that had us rolling. Banks by nature of their processes were the first one to get us on board,” he adds. With offshore BPO industry under pressure, the decision served right in the long run. According to Sharma the outsourcing industry has a high growth trajectory with around annual growth of 1622%. “Osource is also growing at 18-20% annually with a turnover of Rs 30 crore,” informs Sharma. Osource is debt free company whose 30-35% business comes from BFSI segment. “Going forward I see more business coming from the banking and pharma segment,” he says. Other sectors like hospitality and media have great possibilities as well,” he feels. Sharma’s next step is to foray into overseas market with its trusted and

loyal client base. “The clients who worked with us in India also wants us to work with them for their companies overseas, that way we are being taken overseas by our clients,” says Sharma. “It is a logical organic expansion,” he says. Osource is looking to expand and tie up in the Australian, Singapore and US markets. The company is also looking at taking partners via stake sales in near future. The 44 year old Sharma whose insightful mentoring and strategic guidance, has made Osource a formidable player in the outsourcing industry, is aiming to get Rs 100 crore turnover in the next 3 years. When asked, how the journey to follow his dreams has changed him? “I am little less emotional now, people in the past have taken advantage of my emotional side,” says this man from Bhilai, Chattisgarh. “I made few mistakes but over all coming from middle class background, I am happy with what God has given me so far,” he adds. The BenQe Effect

he press conference of the Fed Chairman, Ben Bernanke around midnight Indian time on Thursday spooked markets in India. As expected Bernanke said that QE3 cannot continue indefinitely, but also balanced it by saying that it’s not going to happen any time soon. He said that the last 3 jobless data figures released in the US show an improvement, but it is still quite a distance from the 6.5% unemployment figure that the Fed is targeting. The last 3 quarters of US GDP growth figures have also shown improvement but the US economy and the world economy is still fragile. So experts say that the earliest the Fed will start tapering off QE3 would be in Q4 or December or most likely in early Q1 2014, which is Jan 2014. Unless of course, there is a dramatic improvement in the US economy, which could result in QE tapering, beginning in September or October this calendar year. So what Bernanke said was that the Fed will keep a close eye on all economic indicators in US and the world, before it takes a call.

Currently Fed is injecting liquidity of about 85 billion dollars a month. When QE3 tapering begins it could be gradually reduced to 80 billion dollars a month, and its effects will be watched for a quarter and then gradually brought down in tranches. The short term effect of this announcement by the Fed has led to a flight of capital from emerging equity markets like India and other BRIC and ASEAN countries, to equity and bond markets in the US and Europe. So in the short term it would mean increased volatility in Indian markets as well as EM and ASEAN markets. In the medium to long term, FII flows will return to EM’s including India, as the government of India is making all the right noises about increasing sectoral caps on FDI, further fiscal consolidation, reducing CAD by a series of measures, and with inflation trending downwards, the RBI will eventually resume cutting rates. In the very near term, due to a depreciating rupee, inflation might increase, but once the rupee stabilizes rate cuts are expected to start to spur growth. All eyes will be on what the FM and the RBI do in India. It’s a good time to build a portfolio with stocks available at good valuation. It remains a buy on dips market and a stock pickers market with plenty of value available in well- managed companies.

On the other hand, expiration of F&O contracts may result in stock-specific moves but volatility will tend to remain high so one should cautiously place trades.” —Jayant Manglik President, Retail Distribution, Religare Securities

CMP: Rs. 308 Target Rs. 345 Net realizations on a rise as under recoveries trim: We expect the realization to stabilize at $60/bl going forward. We have assumed an increase of net realization from Rs 2607/bl to Rs. 3209/bl in FY14 and Rs. 3151/bl in FY15. We have assumed crude oil price at $ 105 in FY14 and $ 100 in FY15 whereas rupee assumption lies at 54 and 52. The under recoveries are expected to come down from Rs 1610bn in FY13 to 1140 bn in FY14 and Rs. 970 bn in FY15. We expect upstream share of subsidy burden at 39% (higher than 37.3% in FY13). We have only assumed Rs 2/ltr hike in FY14. Further hikes in line with deregulating diesel could be an upside. Price performance and Valuation Analysis: The stock had rallied on the announcement of phased deregulation of diesel achieving our target price. We were wary about further upsides as the positives were priced and downgraded our recommendation. Currently the stock is trading at 8.7x FY14E as against historical mean of 10x. The stock has the potential to rerate beyond our targets if the diesel price hikes of Rs 0.5 are regular and gas price realization is higher and quicker. Strengthening of Rupee could be a further trigger. We upgrade our rating from HOLD to BUY rating on the stock with a revised target price of Rs. 345 at 10x FY14 EPS of 34.5. We upgrade our EPS by 10% for FY15.

INDIA INFOLINE CALLS A ‘BUY’ ON SATYAM COMPUTER SERVICES

CMP: Rs. 114 Target Rs. 132 Deal pipeline improving; Client mining a key for continued traction: Mahindra Satyam’s (MSAT) inherent expertise in manufacturing, BFSI, Enterprise solutions, BI/Analytics as well as decent mine-able clientele has helped MSAT to improve deal traction and recover operational performance over FY10-13. Interaction with the management suggests increased deal participation even in larger contracts (US$50mn+). Large deal conversion, which was amiss as yet, has started to show with US$50mn+ deal win in Q4 FY13. Improved traction is evident in MSAT's inclusion amongst the 'top 15' global service providers by ACV* as per industry analyst ISG (TPI). Increased sales bandwidth, expanded clientele and broadened services portfolio post merger as well as meaningful acquisitions provide a credible platform to exploit significant client mining headroom and improve the deal traction. Regulatory issues dwindle further; Valuations remain attractive: Long standing approval from the AP High Court has now cleared the path for merger of MSAT and TechM a key positive. Weak rupee and operational levers of employee pyramid, SG&A leverage and utilization should lead to stable OPM over FY13-15E. Commendable margin performance in the past two years through strong execution further increases our confidence.

FIRST CALL RESEARCH CALLS A ‘BUY’ ON HINDUSTAN ZINC

CMP: Rs. 107 Target Rs. 125 Hindustan is one of the leading Silver producers globally. It has mining, smelting and power operations in multiple locations throughout India. During the quarter ended, the company posted standalone Net Profit is increased by 53.29% to Rs.21658.10 million. Outlook and Conclusion: At the current market price of Rs.111.90, the stock P/E ratio is at 6.11 x FY14E and 5.67 x FY15E respectively. Earning per share (EPS) of the company for the earnings for FY14E and FY15E is seen at Rs.18.30 and Rs. 19.72 respectively. Net Sales and PAT of the company are expected to grow at a CAGR of 10% and 15% over 2012 to 2015E respectively. On the basis of EV/EBITDA, the stock trades at 4.08 x for FY14E and 3.57 x for FY15E. Price to Book Value of the stock is expected to be at 1.25 x and 1.09 x respectively for FY14E and FY15E. The Company’s mined metal production is projected to increase by 15% to 1.0 mtpa and Silver production from is projected to be about 360 tonnes in FY 2014. We recommend ‘BUY’ in this particular scrip with a target price of Rs.125.00 for Medium to Long term investment.

Define Goals And Objectives Of Investment MANOJ ASWANI

is VP at MyInsurance Club.com

« INSURANCE

I would like to opt for 2 Education Policies for my 2 daughters aged 2 and 8 respectively. I would like ULIP for both of them. I need your help to suggest me the best options available. —Munnawar Ansari, Mahim It is good to know that your need is well defined that you need the 2 plans for both of your daughter’s educational purpose. The MOST difficult part of Financial Planning is to define goals and objectives of investment. Now, since you have already decided on both, you must also realize that your tenure for investment would be 10 (for your 8 years old daughter) and 16 (for your 2 year old daughter) such that your corpus is ready for your daughter’s Education when they are 18 years old. Another thing you must decide is that Present Value of the Education that you intend to provide for them. For example, if you wish that they study engineering in a college where the present cost is Rs 10 lakhs, then the Future

S

Value needs to be calculated at 12% p.a. education inflation which is always more than normal inflation, could be safely assumed at a standard of 7% p.a. Education Inflation has always been much more and not it is at a standard of 5% more than normal Inflation. Now, for the Solution, as you rightly said, you could opt for ULIP with Triple Benefit where you would get the Fund Value as Maturity Benefit at the end of the Policy Tenure to meet the needs of the child’s educational purpose. However, if you die within the policy tenure, the Sum Assured is paid as Immediate Death Benefit and the future premiums are waived off and policy continues. When the policy matures, the Fund Value is paid as per schedule to meet the needs of your daughter’s Educational Purpose, the initial reason for opting for the plan. You could opt for: 1. Star Union Dai-Ichi Life Insurance Prabhat Tara 3 Plan where over and above the benefit mentioned, there is 1% Family Income Benefit payable every month after the death of the Life Insured. 2. AegonReligare Rising Star Plan 3. Aviva Young Scholar Advantage 4. ICICI Prudential Smart Kid Premier Plan 5. Tata AIA Life Insurance GyanKosh Plan- In this plan, there are 2 options Security Net or Safety Net. I am a married woman aged 24. My husband’s age is 25. We both are working and are looking for an Insurance policy where we have Tax Benefits (80C) and get Rs 2030 lakhs in return in 20 years. —Sangita Ved, Marine Lines

Key Features This is a Child Unit Linked Insurance Plan There is 3 fold Death Benefit available in this plan

I purchased SBI Life Unit Plus II Pension option-II in 2009 and I paid three premiums (Rs. 60000 per year) continuously. So I want to discontinue and surrender the policy. Should I wait for some more years to get back atleast what I invested or should I surrender the policy now itself? —Namita Mahajan, Sion There is no logic to discontinue your ULIP after 3 years. Please understand that you should never stop a ULIP before 10-15 years. The entire purpose gets defeated and then you would crib for not good returns. Please understand ULIP investment should be at least for 15-20 years else you would not get good

« PRODUCT REVIEW: SUD LIFE PRABHAT TARA 3 PLAN

In this plan both husband and wife can be covered together but the minimum Sum Assured is Rs 25 lakhs. However, if you wish to take a joint life term plan, you can do so, but it may not necessarily be lower premium, since this is an offline plan and the rates would be higher than online ones. Hence it would be best if you compare quotations and then purchase. Some cheap online term plans that you can consider are: Bharti AXA Life eProtect Plan HDFC Life Click 2 Protect Term Insurance Plan IndiaFirst Anytime Plan Term Plans are pure protection plans. If you need investment as well, you can start a SIP or a PPF for the future. Or opt for an Endowment Plan like LIC JeevanSaral Plan.

Thus, if you need short term 5 years investment, then you must investment in pure investment products like Mutual Funds, etc. ULIPs are very good if it is continued till a very long time. ULIPs are long term plans and most of the policy charges are charged upfront. Even though the charges are usually low in single premium policies, they are relatively higher than traditional insurance policies. But it is always a better deal to continue the plan till the end to get best returns. If you shift from one ULIP to another only because of low Fund Value, let me assure you that you would have the same concern there, irrespective of the plan you opt for. If you had taken the policy from a long-term perspective then you should wait till the end of the policy term because once the markets start performing, your policy fund value will also go up. Do not panic or worry much if the value is not looking good currently. (The author is Vice President at www.MyInsuranceClub.com, insurance comparison website in India. P

He was a lawyer practising in a small town in Mississippi, squeezing a few hours to get his stories done, until he graduated into a spectacular writer of the legal thriller. His protagonists shake the courts to ensure that justice has been served. However, John Grisham has sometimes sidestepped the classification to write, what many could term, ‘offbeat’ novels and short stories. Playing for Pizza, Ford County Stories clearly do fall into that category, while The Confession almost does.

laying for Pizza is just too far away from the kind of books that John Grisham is generally known for, and hence the reactions, understandably, ranged from the shocked to the downright derisive, particularly from those looking forward to the courtroom drama that has become the hallmark of almost all of Grisham’s books. Given that he stepped out of expected form, he has committed another (uncalculated) risk, irking hardcore Americans football fans by airlifting Rick Dockery, a failed NFL quarterback all the way from Ohio to play semi-pro football in Parma in Italy. That the stadium in Parma accommodates but three thousand non-paying spectators is cause for further angst. The story has Dockery in a hospital bed, with a concussion and assorted injuries, suffered during a crucial match between Cleveland Browns that he played for, and the Broncos, trying to figure out what went wrong on the field. He has further and substantial risk to life and limb from angry Browns fans for fumbling his passes, not once, but thrice, before an audience of eighty thousand in the stadium and millions watching on television, as he turned the game they had almost won into a disastrous loss, all in the last eleven minutes. Fans have stormed the hospital wanting to lay their hands on him, while others have held demonstrations holding placards stating ‘Legalise Euthanasia’ and ‘Pull the Plug Now!’ Though he is written off by the media, and now the source of much public embarrassment, his agent Arnie keeps making efforts to get him signed to a new team. Arnie knows what most football coaches have strongly suspected, that Dockery has a morbid fear of contact and being tackled by players, and flees to safety to avoid getting run into. But as luck will have it, a call to a coach named Sam Russo in Italy changes fortunes. He is ready to accept Dockery as a quarterback

for his team in Parma. The prospects are very modest, as an American, he would get meal money and maybe some rent. The local players, as it is, settle for pizza and beer after the game. They come from all walks of life - airline pilot, engineer, truck driver, dentist, property agent – and constitute the Parma Panthers. When Dockery anxiously asks whether they know about his fiasco in the last game, he is

There’s a whole world in this small little place tional town called Clanton in Ford County, located deep down south in Mississippi. The stories have impact, the people are simple and that is a complex enough situation – Blood Drive is the first story about three lads going off to donate blood for an injured man, after which they spend money received for selling blood at a strip joint. One of the suited and booted corporate types from outside gropes a lap dancer, prompting the boys to retaliate, and a near riot ensues in which they get their skulls cracked. Fetching Raymond sees two boys and their mother visiting their brother on death row in a prison. Fish Files sees a great divorce lawyer, tackling problems with alcohol, stumbling in his own marriage, sitting before a counsellor, before breaking free. Each story is engrossing and a ord County Stories by John Grisham sees the author go even testimony that Grisham can be farther away from his established great at just about any format of genre of intense situations finally writing. fought out in the courtroom, into Ford County Stories short story writing. told that they are delighted to have him. As Russo announces, “These guys have never won the Italian Super Bowl, and they’re convinced this is the year.” The brief is hence set for what is expected of him. A section of readers who have straitjacketed Grisham as a writer who finally takes them into the courtroom, have assailed him for coming up with a travelogue of sorts, a ‘promo piece’ for Italy. But those who have read his powerful effort, The Broker, will know his affinity for that country is not new, and definitely not a passing fancy. He does take a very close look here at the landscape, the people, the cuisine, music and the women, which probably made some impatient critics and reviewers lose focus from a compassionate story of a player rediscovering himself and bonding with people who do not speak or even understand his language, and would enjoy playing a good game and having a pizza after that. There are pleasant insights: Most Italian cities are sort of configured around a central square, called a piazza. This is Piazza Garibaldi, lots of shops and cafes and foot traffic. The Italians spend a lot of time sitting at the outdoor cafes sipping espresso and reading. Not a bad habit. Reading about the food that Dockery gets to savour may prompt many readers to get to an Italian eatery in Mumbai while this observation after Dockery’s tells his team mates that he is no great shakes as a player: Sam frowned and rendered. He would explain later that the Italians take a dim view of modesty and selfdeprecation. Playing for Pizza

T

he Confession by John Grisham sees courtroom drama, except for the fact that it does not have the kind of ending we are typically used to. Travis Boyette is seated at St Mark’s chapel, insisting that senior pastor Keith Schroeder speak to him. Keith and

his wife Dana are shocked to learn that the man is a serial sex offender. Even more shocking is his confession that someone innocent is going to die four days later, executed for a rape and murder that Travis had committed nine years before. A popular school teacher was kidnapped, raped and strangled to death for which a black man, Donte Drumm, was charged and sentenced to death. Travis tells the couple that he was the offender. The reason for this change of heart is a malignant brain tumour that has left him with just a few months to live, and he does not want to take all the bad things he has done to the grave. The Schroeders trawl through hundreds of pages of documents pertaining to the case in a bid to save Drumm’s life, and with Travis’ confession try to prevent lawyers, judges and politicians from executing an innocent man. TV TATTLES HARDWORKING ACTOR

PARIDHI SHARMA, who plays Jodha in Zee TV’S historical ‘Jodha Akbar’ says, “I'm excited about playing a historical figure in a lavish period drama. I had to undergo many lessons in horse riding and sword fighting. And I take it as a challenge that at the very beginning of my career, I will be compared with Aishwarya Rai's portrayal in ‘Jodha Akbar’. My dress and jewellery weighs around 10 kg and it is a task to carry it for 8-10 hours on the sets. Horse riding has been scary but I am determined to work hard.”

Much has been said about the courage of these six women who’ve taken the plunge. After all it takes guts to live life like an open book! Little do people know that the producers had originally shortlisted seven women and not six. It was ‘Chak De!’ star Shilpa Shukla who was also supposed to be a part of this exciting series. But she backed out mid-way citing personal issues, reveals the popular RJ Malishka mendonca who is now seen on ‘Connected Hum Tum’.

By Sandeep Hattangadi How does it feel to finally be declared winners of the tough Fu Bai Fu contest? I am extremely happy and elated that I have been declared the winner. It’s a great feeling. Whom would you attribute this win to? To destiny and fate. We were destined to win. What do you have to say about your partner Supriya Pathare? She too has a fantastic sense of humor and our coordination was grand. Also, the script by Nilesh Sable along with our “additions” was responsible for our victory.

Bhau Kadam is Fu Bai Fu victor

Popular comedy show Fu Bai Fu on Zee Marathi has finally reached its culmination stage and the winners are the jodi of Bhalchandra Kadam aka Bhau Kadam and Supriya Pathare. We spoke to the comedian, Kadam in a post award chat. Here is what he said.

Who was your toughest competitor? All the participants were good and came close to winning but personally I feel the ‘jodi’ that came second was our closest competitor. All the five pairs who came to the finals were good and even we enjoyed their skits. But our skit of a husband and wife enjoying their wedding anniversary was written well by Nilesh and our performance was good. The judges, Swapnil Joshi and Ashwini Kalsekar really liked our skit and it was great to be awarded the winning crown at the hands of Sachin Pilgaonkar, who is a big star himself. Whom do you consider as good comedians? My all time favourite is Raja Gosavi and in Hindi—Asrani and Jagdeep are my favorites. Among the present actors I like Boman Irani. You are busy with your successful play ‘Karun Gelo Gaav’, and TV series ‘Tujha Majha Zamena’ and your recently released film ‘Chandi’ is getting appreciation. Which medium excites you more? I enjoy all the three mediums. I am very close to drama so I feel comfortable but TV serials and films are in a different zone altogether. But TV and films give you wider recognition. What is your future aspiration? I want to work in Hindi films and make a name for myself as a good comic actor in Hindi films. We are sure Bhau will achieve his dream soon! Congratulations!

Need to check splurge on BMC schools M

unicipal schools across city are, more often than not, in the news for all the wrong reasons. Everything seems to be going wrong in municipal schools in the city. Recently, an RTI application filed revealed that around 631 teachers’ posts are vacant in municipal schools in the city. This revelation stirred a hornet’s nest particularly in view of the education department’s claims of maintaining a good teacher-student ratio in government schools. According to the Right to Education (RTE) Act, the primary school section i.e. from standard I to standard V is supposed to 1:30 teacherstudent ratio whereas the secondary section from standard VI to standard VIII should have 1:35 teacher-student ratio. But, the reality seems to be far from this. Many activists feel, the victims of this skewed ratio, are the students who suffer the most. And, if teachers’ scarcity was not enough, the RTI application also revealed that some of the schools didn’t even have principals to manage the schools. Although the RTE Act that was enacted in August 2009 was a bold step forward, placing the onus on the government to ensure children between the age of six years to 14 years are enrolled and attend elementary schools across nation, the government needs to focus on the quality of education delivered in most schools, especially municipal schools. Just last year, it was revealed how students are dropping out from municipal schools across city. And, although a huge amount of money is spent on children’s education in these schools, when it comes to the crunch, the students don’t seem to be fairing any better . A little over Rs 50,000 per year is

Although a huge amount of money is spent on children’s education in these schools, when it comes to the crunch, the students don’t seem to be fairing any better, writes Gajanan Khergamker

In the absence of extra teachers, ex-students do their 'voluntary bit' at a voluntary school in Transit Camp at Cuffe Parade. BMC schools plagued with teacher shortage lack initiative being spent on a child’s education in a municipal school. When compared, around Rs 30,000 fees is charged annually in private schools. Even with all the money spent by the government, children don’t seem to be doing any better when it comes to learning. Earlier, the government would spend around Rs 20,000 per student but the money spent on students in municipal schools was increased to around Rs 41,000 per student in the year 2011-12. And, even with the increase in the amount spent on students, the student dropout rate has only increased. Where six per cent students dropped out in the year 2008-09, the rate fell to four per cent in 2010-11 but again rose to seven per cent in 2011-2012. According to Brihanmumbai Municipal Corporation’s own figures, excessive drop-out rates can be seen in Mumbai’s 1,000 odd municipal schools. Reportedly, just 10 per cent of primary school students make it to secondary school. This year, the government is spending close to Rs 53,000 per student in municipal schools. This, however, would not help considering the staff crunch that plagues municipal schools. Staff shortage and high student dropout rates aren’t the only issues plaguing municipal schools; mismanagement too seems to be a huge problem. An RTI application filed recently

revealed the state of the city’s municipal schools. With the civic polls around the corner, this revelation won’t do well for the corporation’s image. Random questions asked in the RTI application revealed the dismal condition of municipal schools in Mumbai. According to information revealed, a municipal school in Ghatkopar has only 13 students while another barely manages with just one teacher on the job. In another case, a four-storeyed English and Marathi medium municipal school in Grant Road reportedly had only 24 students in the primary section with three teachers on the job with a combined annual salary of Rs 10,80,000. In the English primary section of the same school, there were in all 63 students with only one teacher on the job. Reports of municipal school buildings being put to different uses have also surfaced. Many of these ‘deserted’ municipal schools with negligible student attendance have been leased out to NGOs and are also provide preferred office space for political parties and private entities. Reportedly, a school in Dadar has a full-fledged private gym operating on its ground floor. It is a common trend to find empty floors of municipal schools building being rented for private business groups or NGOs. Just passing the RTE Act won’t

work, the government need to ensure that the act is implemented and followed through at micro-levels. A lot of illegalities take place in many municipal schools and the government had to ensure that the ex-chequers’ money isn’t wasted on sundry.

CONDITION SIMILAR JUST ABOUT EVERYWHERE

vealed that many municipal schools in Pune are struggling with staff crunch and the schools do not have enough teachers to teach secondary section students from standard VIII to standard X.

GOVERNMENT NEEDS TO RETHINK ITS POLICY

EVEN with the government spending so much money on children’s education, the number of students JUST recently, it was reported that attending municipal schools seems around 15 per cent of the students to be declining rapidly. Reportedly, on the roll calls in municipal pri- a major chunk of the increased outmary schools in Ahmedabad never lay is spared for revenue expendiattended any classes. Yet, there ture. These names are of the chronic tion and maintenance of schools absentees that are still marked on and debt servicing on loans raised the register as ‘dummy’ students to by the corporation. Reported, the help inflate the number of students number of students attending mustudying in municipal schools. And, nicipal schools fell from 420,440 in keeping their names and marking 2007-08 to 385,657 in 2011-12. The government needs to rethink their roll calls also helps ‘bring its whole policy when it comes to down’ the dropout figures. It is believed that most of these education of children. ANAND DRAWS WITH KRAMNIK AT TAL MEMORIAL

M

OSCOW: Victory eluded Viswanathan Anand yet again as the world champion played out a draw with Russian Vladimir Kramnik in the eighth and penultimate round of the Tal Memorial Chess Tournament here. Looking to control some damage after losing as many as three games in one of the strongest tournaments ever, Anand did everything right and gave no chances to Kramnik who is on an unfamiliar last spot in the tournament he has won before. With just one round remaining, the draw did not help Anand's cause for a comeback but did not do any further damage either. Boris Gelfand of Israel remained in front on 5.5 points after an easy draw with Shakhriyar Mamedyarov of

Fabiano Caruana of Italy also improved his chances in the tournament defeating Alexander Morozevich of Russia after the latter panicked out of a drawn situation and the Italian now shares the third spot along side Nakamura, Dmitry Andreikin of Russia and Mamedyarov on 4.5 points apiece. Russian Sergey Karjakin did not give much leverage to fellow Andreikin and drew comfortably as black to occupy the sole seventh spot on 3.5 points with just a lone game left to play against Anand who stands sole eighth a half point

adrift. Kramnik and Morozevich share the last spot on 2.5 points each. The variation chosen by Anand against the Nimzo Indian defence by Kramnik has not given White good results in the recent past but the

Indian ace had some ideas to push for advantage against the Russian. However, Kramnik was able to complicate things and generate counter play as the game progressed and the players arrived at a double rook endgame in which the Russian was down a pawn for a very brief time and had little troubles in securing the balance. Carlsen defeated Nakamura in style out of an English opening game as white. The Norwegian got a huge push in the centre with his pawn mass in the middle game and capitalised on it fully to generate a crushing attack. Nakamura had his back to the wall when he sacrificed a rook for a minor piece to stay in the game but Carlsen's technique was perfect to see him through with

EW DELHI: Ace archer Deepika Kumari was shocked by Rimil Buriuly in the gold medal match of women's recurve event at the 3rd National Ranking Archery Tournament held at the Yamuna Sports Complex here. In a see-saw battle, the 19-year-old was beaten in the tie shootout 2-0 2-0 0-2 0-2 1-1 (10-10) as Rimil's shot was closer to the centre. Initially Deepika, representing Steel Plant Sports Board, took a two-set lead. But Rimil held her nerve and fought back by winning the next two sets. In the deciding set the points were tied. In the tie shoot both the archers hit a ten pointer but Rimil's shot was closer to the centre. "I am happy with my performance. The weather condition was hot and humid. This effect on the performance especially we came into the event straight after the 2nd leg of World cup where weather condition was cold," Rimil told PTI.

UMBAI: Yusuf Pathan might be out of the reckoning from the Indian team, but the Baroda all rounder said that he is working on his game and hoped to be in favour among the selectors to make it to the Indian ranks soon. The 30-year-old Pathan who has been out of the Indian side for over a year said the only way back in to the team was to work hard on his game and use the off-season to his benefit. “I have to work hard. That is the only way,” said Yusuf Pathan during his interaction with kids at Smaaash in the city on Sunday. Pathan was the second highest run-getter for his franchise Kolkata Knight Rider during this year’s Indian Premier League said that he was satisfied with his performance where he scored 332 runs from 16 matches despite the lone fifty in the entire series. “I am quite satisfied with my performance. IN BRIEF Sarwan dropped from WI squad for tri-series

ST JOHN'S, ANTIGUA: Senior batsman Ramnarseh Sarwan has been dropped from the 13-member West Indies cricket squad for the first three matches of their ODI tri-series against India and Sri Lanka starting June 28. "All the members of the squad that attended the ICC Champions Trophy in England and Wales, except fast bowler Jason Holder and batsman Ramnaresh Sarwan, have been retained," the West Indies Cricket Board said in a statement. Sarwan, who was brought back to the squad after 18 months during which he claimed to have been drained "mentally and emotionally", scored just one run each against Pakistan and India during the Champions Trophy. The squad: Dwayne Bravo (capt), Chris Gayle, Johnson Charles, Darren Bravo, Marlon Samuels, Kieron Pollard, Devon Smith, Darren Sammy, Denesh Ramdin (wk), Sunil Narine, Tino Best, Ravi Rampaul, Kemar Roach.

Sports Ministry official under criticism from CSI

NEW DELHI: Clean Sports India, a movement for corruption-free sports, came down heavily on the suspended IOA officials for "illegally" trying to bring about the amendments in its constitution in the wake of IOC's directive to do so to lift the ban on India. The CSI, in a symposium organised by it on the occasion of Olympics Day here, was also critical of a top Sports Ministry official for "hobnobbing" with officials of the IOA who are not recognised by the International Olympic Committee. Blaming the IOA squarely for the current mess in Indian sports, CSI President Ashwini Nachappa said that the national apex body should now enforce the basic principles of ethics and good governance.

COIMBATORE: Japanese driver Yudai Jinkawa won Race two of the MRF 1600 race in Round 2 of the MMSC-FMSCI National Racing Championship ahead of Sudarshan Rao and championship leader Ashwin Sundar. Sundar, starting last, fought his way up to third place after a last lap move on Goutam Parekh. In front Jinkawa cruised to victory with Sudarshan not getting close enough to challenge him. Vikash Anand drove well to finish in fourth place with 15year old Tarun Reddy finishing in fifth place after damaging his front wing with a crash with Sundar, who continues to lead the championship.

Spanish police bust sports doping gangs, arrest 84

MADRID: The Interior Ministry says Spanish police have busted two gangs that imported and trafficked doping substances used in sports and arrested 84 people. The ministry says more than 700,000 doses of anabolic steroids, the blood booster EPO and growth hormones were seized during raids in Madrid, Catalonia, Valencia, Andalusia and the Basque region, the ministry says in a statement. During the first quarter of 2013 the gangs introduced into Spain some 750 kilogrammes of drugs from China, Greece and Portugal, and marketed them in sports centers and homes, Sunday's statement says.

S

ALVADOR DE BAHIA, BRAZIL: An inspired second-half showing from Brazil earned the Confederations Cup hosts a 4-2 win over Italy in Salvador to win Group A and avoid a potential semi-final meeting with Spain. The dubious honour of facing the world champions in a Thursday semi in Fortaleza is now likely to be Italy's fate assuming the Spanish, with two wins under their belts ahead of their final meetnig with Nigeria, top Group B. Brazil made it three wins in three games yesterday at the event to earn a probable semi-final with Uruguay in Belo Horizonte on Wednesday. Brazil started looking like a side who had been energised not just by their opening wins and clean sheets against Japan and Mexico but also the waves of popular protest by citizens demanding better social policies and an end to state corruption. Brazil coach Luiz Felipe Scolari indicated he saw the pieces

slowly falling into place although he has made the World Cup the overriding top priority rather than success this month. "We beat a strong Italian team and I think this shows we are on the right road, even if there are a few things we need to improve," said Scolari, mastermind of Brazil's 2002 World Cup success and brought back last November for a second spell in charge of the Selecao. "We mustn't get carried away," added Scolari, who earlier urged his compatriots to be patient with their demands for institutional reform. An early Oscar flick sent in Neymar, but the

Barcelona-bound striker fired wide and then picked up a yellow card after a clumsy challenge on Italian fullback Ignazio Abate. On the half hour Italy made an early change in sending on Emmanuele Giaccherini to replace Riccardo Montolivo before Brazil also had to reshuffle the pack as broken nose victim from their previous match, David Luiz, went off with a knock, giving way to Dante. Italy then lost Abate to a suspected dislocated shoulder, Christian Maggio coming on, before Brazil took the lead on the stroke of half-time. Neymar fired over a freekick from the left, Fred saw Gigi Buffon parry but Dante followed up and the Bayern Munich player bundled home. Italy had been confined to their hotel for part of their preparations owing to security fears amid the mass demonstrations sweeping Brazil over the cost of staging the event and next year's World Cup. Although the protests showed no sign of ending with tens of thousands more in the streets in

Saturday's Japan versus Mexico venue of Belo Horizonte, Italy coach Cesare Prandelli insisted that there was no question of the Azurri packing up and going home. Six minutes after the restart, the four-time world champions were back on level terms as Mario Balotelli produced a neat backheel which played in Emanuele Giaccherini down the right. The Juventus forward breezed past a static Thiago Silva and drove firmly into the corner of Julio Cesar's net as the Azzurri set about trying to beat Brazil for the first time since their epic 1982 World Cup meeting decided through Paolo Rossi's unforgettable hat-trick. Italy were missing injured playmaker Andrea Pirlo's guile and found themselves behind once more ten minutes after the restart as Neymar, who ended a nine-game goal drought with the tournament's opener against Japan, crashed home a freekick for his third goal in three games.

Chicharito double sees Mexico past Japan B

ELO HORIZONTE: Mexico came out of their shell in their final FIFA Confederations Cup match as Javier 'Chicharito' Hernandez bagged a second-half brace of headers to beat Japan 21, leaving the Samurai Blue bottom of Group A. Shinji Okazaki gave Japan hope in the final moments with a fine finish, but it wasn’t enough as El Trigrabbed the win, with Hernandez even missing a late penalty. With both sides unable to advance to the semi-finals of the FIFA Confederations Cup, Japan andMexico were both eager to leave Brazil with a win. The best chance of the opening period came late on in the half, with a snap header by Mexico's Andres Guardado from eight yards out. Eiji Kawashima was left stranded, but the post came to Japan’s rescue. Mexico were the stronger side at the beginning of the second-

man doubled Mexico's advantage six minutes later. Giovani Dos Santos’ corner found Mexico's No14 at the far post who made no mistake with a downward header. The Samurai Blue

came back into the match and continued to press forward. They were given some consolation when Okazaki coolly finished Yasuhito Endo’s cross in the 86th minute. As Japan launched more men forward in the final minutes looking for the equaliser, Mexico were awarded a penalty-kick when Hernandez was brought down inside the area by substitute Atsuto Uchida. Mexico's talisman did not complete his hat-trick though, as Kawashima made a brilliant diving save, and the Mexico striker then smashed the ball off the crossbar from the rebound.

India lose to Spain on penalties, finish sixth in FIH league R

OTTERDAM: The Indian hockey team finished sixth at the FIH World League after losing a tense play-off match on penalties to higherranked Spain. Mandeep Singh and Akashdeep Singh were guilty of missing penalty shots in the shootout as India lost 2-4 after the two teams ended 2-2 in the regulation time. Roc Oliva netted the crucial final penalty after Quico Cortes brilliantly thwarted Mandeep's effort before Akashdeep mishit his charge. Those two misses combined to allow Spain take full advantage and win the shootout. The Spaniards hit the front in the second minute when Oliva got on the end of Alex Casasayas simple pass for a tap-in as a flowing move eliminated the Indian defence one by one. But the game was turned on its head when India netted twice within a minute. First, V R Raghunath whipped in a pass to the right post where Shivendra Singh got a great touch to ramp the ball high into the goal. And soon after Sandeep Singh ripped in a powerful cross from the right wing which Mandeep controlled at the back post and flicked home for a 2-1 lead. From there on, the game got aggressive with numerous stoppages while Quico Cortes and P R Sreejesh made good saves just before the break. The second half was equally tense but Spain dominated proceedings, winning four corners. However, they could convert none. Spain got equaliser in the 56th minute when Davd Alegre powered his way into the circle and unleashed a powerful backhand shot that deceived the impressive PR Sreejesh.

INDIAN NEED TO COMPETE AGAINST TOP TEAMS REGULARLY: OLTMANS If Indian hockey team is to improve, it must be exposed to some tough competition against top teams of the world on regular basis, Hockey India's high performance director Roelant Oltmans has suggested. "India was playing against the best teams in this tournament. It was never going to be easy. Australia is second in world ranking while the Netherlands is 4th. Spain (7th) is 4 places above India in ranking. India do not get chances to play against top teams regularly. There is not much competitions against teams like Australia, The Netherlands or Germany. We must play against these teams on regular basis to bridge the gap in performance," Oltmans said.

THE BATTLE OF THE LORDS

B

IRMINGHAM: Indian batting failed to deliver when it mattered the most as they were restricted to a modest 129 for seven by a disciplined England attack in a rain-curtailed final of the ICC Champions Trophy. Couple of stoppages after the match finally started also didn't help India's cause. Barring in-form Shikhar Dhawan (31) and Virat Kohli (43, 34 balls, 4x4, 1x6), none of the other top-order batsmen made significant contribution after India were put into bat. Kohli and Ravindra Jadeja (33 no)added 47 runs for the sixth wicket after India were reduced to 66 for five. Ravi Bopara's (3/20 in 4 overs) brilliant incisive spell in the middle overs proved to be invaluable for England's cause as the largely untested Indian middleorder couldn't stand up and be counted on the D-Day. Rohit Sharma (9) yet again baffled one and all as he played an irresponsible shot off a Broad delivery which came in after pitching. Rohit didn't have any footwork as he played across the line to get castled. In-form Dhawan had no such worries as he started from where he had left against Sri Lanka in the semifinal. The first significant shot was a slash over backward point off Broad for a six.

on the left-hander who tried to make room to hoick it over cover but only managed to find Tredwell. Dhawan's 31 came off 24 balls with two boundaries and a six but importantly he tried to attack the English bowlers despite interruptions. The first 10 overs produced 59 runs at the expense of both openers. AT THE TIME OF GOING TO THE PRESS... However it was Bopara's gentle seam-up stuff that brought about an end to Dhawan's innings. The ball stopped
