“I Have a Dream” Speech– 8.28.63 I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation. Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of their captivity. But one hundred years later, the Negro still is not free; one hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination; one hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity; one hundred years later, the Negro is still languished in the corners of American society and finds himself in exile in his own land. So we’ve come here today to dramatize a shameful condition. In a sense we’ve come to our nation’s capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. This note was the promise that all men, yes, black men as well as white men, would be guaranteed the unalienable rights of life, liberty, and the pursuit of happiness. It is obvious today that America has defaulted on this promissory note in so far as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check, a check which has come back marked “insufficient funds.” But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. And so we have come to cash this check, a check that will give us upon demand the riches of freedom and the security of justice. We have also come to this hallowed spot to remind America of the fierce urgency of now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. Now is the time to make real the promises of democracy; now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice; now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood; now is the time to make justice a reality for all of God’s children. It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro’s legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. And those who hope that the Negro needed to blow off steam and will now be content, will have a rude awakening if the nation returns to business as usual. There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.


Nineteen sixty-three is not an end, but a beginning. And those who hope that the Negro needed to blow off steam and will now be content, will have a rude awakening if the nation returns to business as usual. There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges. But there is something that I must say to my people, who stand on the worn threshold which leads into the palace of justice. In the process of gaining our rightful place, we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conduct our struggle on the high plane of dignity and discipline. We must not allow our creative protests to degenerate into physical violence. Again and again we must rise to the majestic heights of meeting physical force with soul force. The marvelous new militancy, which has engulfed the Negro community, must not lead us to a distrust of all white people. For many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom. We cannot walk alone. And as we walk, we must make the pledge that we shall always march ahead. We cannot turn back. There are those who are asking the devotees of Civil Rights, “When will you be satisfied?” We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality; we can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities; we cannot be satisfied as long as the Negro’s basic mobility is from a smaller ghetto to a larger one; we can never be satisfied as long as our children are stripped of their selfhood and robbed of their dignity by signs stating “For Whites Only;” we cannot be satisfied as long as the Negro in Mississippi cannot vote, and the Negro in New York believes he has nothing for which to vote. No! no, we are not satisfied, and we will not be satisfied until “justice rolls down like waters and righteousness like a mighty stream.” I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. Some of you have come from areas where your quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive. Go back to Mississippi. Go back to Alabama. Go back to South Carolina. Go back to Georgia. Go back to Louisiana. Go back to the slums and ghettos of our Northern cities, knowing that somehow this situation can and will be changed. Let us not wallow in the valley of despair.

I say to you today, my friends, so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream. I have a dream that one day this nation will rise up and live out the true meaning of its creed, “We hold these truths to be self-evident, that all men are created equal.” I have a dream that one day on the red hills of Georgia, sons of former slaves and the sons of former slaveowners will be able to sit down together at the table of brotherhood. I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice. I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character. I HAVE A DREAM TODAY! I have a dream that one day down in Alabama — with its vicious racists, with its Governor having his lips dripping with the words of interposition and nullification — one day right there in Alabama, little black boys and black girls will be able to join hands with little white boys and white girls as sisters and brothers. I HAVE A DREAM TODAY! I have a dream that one day every valley shall be exalted, and every hill and mountain shall be made low. The rough places will be plain and the crooked places will be made straight, “and the glory of the Lord shall be revealed, and all flesh shall see it together.” This is our hope. This is the faith that I go back to the South with. With this faith we will be able to hew out of the mountain of despair a stone of hope. With this faith we will be able to transform the jangling discords of our nation into a beautiful symphony of brother-hood. With this faith we will be able to work together, to pray together, to struggle together, to go to jail together, to stand up for freedom together, knowing that we will be free one day. And this will be the day. This will be the day when all of God’s children will be able to sing with new meaning, “My country ’tis of thee, sweet land of liberty, of thee I sing. Land where my father died, land of the pilgrim’s pride, from every mountainside, let freedom ring.” And if America is to be a great nation, this must become true. So let freedom ring from the prodigious hilltops of New Hampshire; let freedom ring from the mighty mountains of New York; let freedom ring from the heightening Alleghenies of Pennsylvania; let freedom ring from the snow-capped Rockies of Colorado; let freedom ring from the curvaceous slopes of California. But not only that. Let freedom ring from Stone Mountain of Georgia; let freedom ring from Lookout Mountain of Tennessee; let freedom ring from every hill and mole hill of Mississippi. “From every mountainside, let freedom ring.” And when this happens, and when we allow freedom to ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God’s children, black men and white men, Jews and Gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual: “Free at last. Free at last. Thank God Almighty, we are free at last.”


In observance of Martin Luther King, Jr. Day New Hope Housing will be closed on Monday, January 19th Non-Exempt staff who work on MLK day will receive holiday pay.

Did you recently move? If you move, please remember to update your new mailing address by filling out the “Change of Address” form in ADP (located on the main page) and submit to Lee Voltmer at the New Hope Housing admin office. Lastly, if you move to another state, it is very important that you complete new State and Federal Tax withholding forms and submit to payroll. Otherwise, you could end up with a tax liability at tax time.

Please see below for an easy reference of our Emergency and Inclement Weather Policy. If you have questions, please see your supervisor.

Section 4.8 Personnel Policy Manual: Emergency and Inclement Weather Conditions As a residential, emergency housing agency, New Hope Housing is to remain open and operating at full staff under any and all conditions. Extra planning and care should be made by staff to insure they are able to report to work as scheduled when there is inclement weather. Our residents need us more than ever during times of crisis in the community. Should an emergency or extreme weather condition exist that results in the Fairfax County government (not schools) closing, New Hope Housing will operate under “emergency status�. Under emergency status, residential staff is expected to report to work as scheduled and will be compensated at a rate of 1.5 times their normal pay rate for the hours they work during the time frame of the emergency status. Should an emergency or extreme weather occur after normal business hours when it is unlikely that Fairfax County government would make a determination about being open, the Executive Director will inform the executive team whether or not the agency is considered to be in emergency status. Should the Governor of Virginia declare a State of Emergency due to an extreme weather condition or other emergency, all staff is expected to stay where they are. Staff on site will be required to stay on site and staff at home is required to stay at home until the state of emergency is lifted and it is determined safe to be on the roads. Management staff is expected to check in with their teams to determine how they can best be supported during any emergency or crisis situation.


The 2014-2015 United Way Campaign! This year New Hope Housing will receive about $30,000 from the United Way and Combined Federal Campaigns. This comes from contributions from individuals–including many New Hope Housing staff–who participate in United Way or CFC through their workplaces. Because we receive United Way support, we make a commitment to have the United Way program available to our own staff. And we are doing our 2014-15 United Way drive now. Michael Howard BIO Currently I attend Howard University in Washington, DC. I’m in my second and last year of the School Psychology and Counseling Services Masters Program. I completed my practicum work at Pathways to Housing DC. That organization really encouraged me to apply for a job that gives hope and encourages the homeless population. I enjoyed my time at Pathways to Housing DC and learned a lot about the mentally ill and veteran homeless population.

Interesting Fact About Me I enjoy supporting the non-profit “Generation Hope” based in Washington, DC. The organization empowers young teen parents and gives them the tools they need to become successful. My favorite NBA basketball player of all time is Larry Bird. I’m a positive person, I love putting positive energy out in the world, whether it be creating or uplifting someone else to do positive things.

Interesting Fact About Me 1) I was married on Valentines Day in Las Vegas, at the Candlelight Chapel, 25 years ago by a Reverend Jim (not Elvis). We had been engaged for not quite eight hours. Miraculously, we are still married and sometimes we even like each other. 2) In 1988, I took two years off of work and bummed around the Caribbean Islands living mostly in Barbados. I tried to write a book but hanging around in rum shops seemed more appealing at the time. 3) I was a second team all-metropolitan and second team all-state high school football player about 100 years ago. As anyone can tell by my looks, that was before they had face masks on helmets.

NEW IRS MILEAGE RATE EFFECTIVE January 1, 2015 The IRS has published an new mileage rate of 57.5 cents. A new mileage form has been posted on the ADP homepage. Please use this form for all mileage on and after January 1, 2015. All mileage through December 31, 2014 will be reimbursed at the current rate(56 cents) using the current form. Please make sure you have completed all your mileage forms through December 31, 2014 using the current form and rate. You must use a separate form for each calendar year. Any mileage submitted on an incorrect form will be returned to you for correction. This will hold up the processing of your check, so please be careful which rate/form you are using.

On Call Resident Service SpecialistsMondloch House/Mondloch Place/Kennedy/ACS Responsibilities include monitoring the shelter, answering the phones, greeting visitors, and most importantly interacting in a positive manner with our residents. $13.13 an hour. Must be flexible, dependable, and have the ability to work with a diversified group of individuals. A High School diploma or GED is necessary, and previous experience with the homeless/mentally ill a plus. Successful candidates will be called to duty when we are short staffed. Hours are flexible, not scheduled, and you must be willing to cover shifts at a moment’s notice. $13.13 an hour. EOE/ADA that values diversity. On-Call Residential Service Specialist for Susan’s Place and Max’s Place On-Call Residential Services Specialist (RSS) for chronically homeless adults with substance abuse/mental illness/or co-occurring disorders located in Arlington and Falls Church Virginia. Must be able to establish rapport and build trust with residents and be comfortable working in a program with few rules. Need to be flexible and have an ability to handle crisis situations. RSS will assist Outreach Counselors with leading life skills groups/activities, cooking and cleaning with residents and general upkeep of the house. RSS monitors residents medication. Must be able to work well independently and must be reliable. Provides On-call coverage. Must have a valid driver’s license and BA in behavioral science or related field. Experience can be substituted for education. BSW preferred. Two years experience with homeless adults, adults with mental illness or substance abusers. Counseling and crisis intervention skills. Emphasis is placed on regular home visits and utilizing programs and benefits designed to increase income, financial stability, and quality of life. You will be responsible for assessing participants to determine eligibility for both prevention and rapid re-housing assistance. Will work closely with the Housing Locator in identifying suitable housing for program participants. Must be able to develop a Housing Services Plan with each household; meeting with households as often as needed, at least on a monthly basis to ensure that the participants are working towards the goals stated in their Housing Service Plan, such as paying rent on time, maintaining the terms of their lease, maintaining employment and taking care of their financial obligations by maintaining a budget. Bachelor’s Degree in a social services field required. Must be a self-starter, have excellent written and oral communication skills as well as excellent interpersonal and organizational skills. Ability to work with persons with serious mental illness and/or substance addiction is critical. Empathy, patience, and persistence are fundamental characteristics required for this position. Knowledge of Word, Excel, and Homeless Management Information System databases is required. Full Time Case Manager-Kennedy Shelter Full Time Case Manager needed for our single adult shelter serving individuals with mental health issues and substance abuse. You will be part of a dynamic, “Case Management Team”. Responsibilities include resident assessment, service plan development, counseling, and crisis interventions and committed to rapid re-housing. OPEN POSITIONS New Hope Housing is currently accepting resumes for the following job opportunities: Case Manager Position - Full Time (Housing First Case Management) Reporting to the Program Coordinator, HUD PROGRAMS, you will case manage up to 14 single adult residents at scattered sites in Fairfax County. Will work with area agencies to identify individuals on waiting lists and/or in programs in need services of supportive housing. Works with residents and other service providers to develop a plan of service to meet social, health, emotional and economic needs to prevent or end homelessness. Coordinates services using a wraparound approach. Provides individual and group life skills training, socialization skills, and enrichment activities, including money management, cooking, nutrition, etc. · Addresses and if necessary, diffuses crisis situations with residents. Assesses safety issues and assists residents to access emergency services as needed (e.g., mental health services, adult protective services, women’s shelter, homeless shelter). · Advocates for and actively assists residents in obtaining services (e.g., health, mental health, intellectual disability, alcohol and drug, housing referrals, financial assistance, home based services, training, medical services, mentoring, and socialization). · Assists residents with upkeep of apartments by meeting regularly with residents in their units. Through life skills training, teaches residents simple household chores, upkeep, and cleanliness of their homes. · Develops and maintains a positive relationship with the property management for units. · Transports residents as needed. · Meets with the resident as needed to provide feedback. Regularly assesses, supports, and facilitates resident progress. Maintains case notes in HMIS. · Maintains records in compliance with agency policy and compiles requisite statistics. · Attends interdisciplinary meetings regarding resident progress. Prepares clinical reports for inter disciplinary team. · Works flexible hours in order to accommodate residents’ needs. · Models caring, concerned, respectful attitude toward residents. Maintains adherence to resident guidelines and is familiar with and complies with policies and procedures of New Hope Housing, Inc. · Identifies and addresses volunteer needs for program. Education and Employment Liaison- Full Time As a member of the Community Services Team you will be responsible for establishing and maintaining activities to develop, identify, and secure job openings for clients of New Hope Housing Programs at appropriate employment sites throughout our area. Refers clients to employers and conducts necessary follow-up when placed in positions to ensure job success and stability. Monitors job performance on the job and provides oversight when job performance is not satisfactory; works with clients closely to enhance job performance and gain necessary job skills or reviews other employment options; maintains contact with employers during the residents employment and reports results to appropriate staff; may drive residents to interviews, job fairs, and other organizations; prepares forms and reports related to placement activities; tracks participant activity and progress data. Assists residents in assessing their job skills for positions; schedules individuals for the Career Scope, TABE, and all other employment related assessment(s) at the local Skill Source/ Job Link ; schedules clients for job mentoring groups, assists in interviewing, job application procedures, resume writing, interview preparation and job retention skills and attitudes; provides job search/career information workshops and presentations. BA/BS degree in business, marketing, education, human services, or a related field is required. Supervisory experience working with volunteers is a plus. Experience in working with homeless and/or mentally ill adults. Excellent communication skills (verbal and written), solid Microsoft Office experience, experience with social networks, flexible as some evenings may be required. OPEN POSITIONS New Hope Housing is currently accepting resumes for the following job opportunities: Community Case Manager– Prevention & Diversion Services (Full Time) Works as an integral member of the HOST team, to perform the case management services. Conducts in depth assessment of social, health, emotional, and economic needs of residents in order to develop and implement an individualized plan to secure and/or maintain permanent housing; works closely with community organizations and the housing locator to make appropriate referrals, ensure service delivery, and provide consultation; allocates and tracks use of prevention/diversion funds and recertifies residents on acase by case basis every three month; tracks and reports the progress of client through their service plans; and performs related work as required. While the position is mostly singles focused, may be called upon to assist with families as the needs of the agency requires. Enters and maintains data in HMIS. Minimum of a bachelor degree required. Valid Driver’s License. EOE that values diversity. Spanish speaking preferred. Salary is $40,000 per year.
