ancaster County’s recent economic growth has been fueled by its enterprise-zone designation in the late 1990s. This federal designation provides state and local tax-relief incentives to new or expanding businesses. The Kilmarnock Technology Park is a successful example of the program’s benefits. The federal classification breathed new life into the languishing facility. Businesses taking advantage of the tax incentives began to fill the park, which is now about 80 percent occupied. The park comprises retail, professional services and light industry including GeoProducts/The Earth Store, M-TEQ and Sevarg Pools. County officials also are working to bring high-speed electronic communications to the county. “It’s clear that high-speed technology is an integral part of our economic future,” said Lancaster County Administrator William H. Pennell Jr.

To that end, the county is actively pursuing opportunities made available through the recently enacted federal stimulus package to create the electronic backbone necessary to bring high-speed communications to the county, Pennell said. The Lancaster County Industrial Development Authority also supports local economic development. The IDA offers tax-exempt bonds and grants money to qualifying local businesses. “If a business wants to expand or locate in the county, the IDA can
help business owners get things off the ground,” said Weston F. Conley, chairman of the Lancaster County IDA. Among its recent efforts, the IDA, along with the Jessie Ball duPont Fund, sponsored a summer youthemployment effort that provided summer jobs for 40 high school students. Through participation in the program students received real-life work experience, earning minimum wage and being exposed to positive role models.

A slowdown in sales and lower lending rates are leading to great deals for potential homebuyers, according to David Dew, associate broker with Isabell K. Horsley Real Estate. “Buyers can take advantage of the high supply right now,” he reports. “In the next 18 to 24 months demand for properties will begin to increase.” Sandra Hargett, owner of Coldwell Banker Chesapeake Bay Properties, says the declining housing market means great deals for those in a position to buy. “We have a large inventory, and sellers have adjusted their prices based on the economy,” she said. “We just need buyers.” Carter said the county has a wide range of home prices, with the major dividing line falling between waterfront and non-waterfront properties. The highest prices naturally apply to the properties with quick bay access and deep-water creeks where boats can be docked. Waterfront prices range from $400,000 to $4 million, while non-waterfront homes range from about $70,000 to $600,000. Inviting and well-designed communities are sprinkled throughout the county. Centrally located within the town of Kilmarnock is Grace Hill, a 42-acre planned community for 66 single-family residences. Near Irvington, Hills Quarter offers maintenance-free, single-family and townhouse living with abundant green space. Features include a golf course, pool, clubhouse and walking trails. Condominiums can be found tucked away in the quiet woodlands at the Cottages at Golden Eagle and The Green on Carters Creek.

In the White Stone area, River’s Landing offers townhouses and Highbank features singlefamily homes; both have pools and astounding views of the Rappahannock River beachfront. Along the Corrotoman River near Kilmarnock, Laurel Point markets charming single-family homes, as does Eagle Landing in northern Lancaster County, also along the Corrotoman
River. Sloop Pointe in Morattico offers townhomes on the bank of the Rappahannock River. Retirement housing is available at Rappahannock Westminster Canterbury in Irvington and Bay Walk in Kilmarnock. Westminster Canterbury has beautiful, grassy grounds providing delightful apartment and cottage living in a full-service retirement community,
with assisted living and nursing care available. Bay Walk is a 55-and-older community with single-family homes. The Northern Neck region is working to increase its workforce housing through the efforts of the Northern Neck Planning District Commission. While condominium and townhouse communities exist, single-family homes are the most popular housing styles in the area.

Kilmarnock Taking a stroll down Main Street has never been better in Kilmarnock. Window displays in stores intrigue and invite further exploration. Lewis Trimble Decorative Arts is filled with treasures of the past that will delight collectors, while across the street The Pedestal offers decorative pieces for the home. Hungry? There’s a surprising variety of dining choices for such a small town. Swank’s On Main and Rose’s Steak House offer fine dining, and a cappuccino from Charlotte’s is a gourmet work of art. And on the first Friday of every month, live music courses through the streets. Kilmarnock’s downtown bustle has recently benefited from a $4.5 million beautification effort. The revitalization project widened sidewalks, buried overhead wires and added landscaping, benches and bike racks, making a trip downtown truly pleasant to experience. And what attracts the customer will benefit the businessperson.
“The town certainly has an upscale look that is inviting to visitors,” said Jackie Brown, owner of Carried Away Cuisine, a carry-out and catering business featuring freshly prepared gourmet salads, soups and baked goods. Brown notes that the improvements have increased pedestrian traffic and encourage visitors to partake in the many leisures Kilmarnock provides. The project also has attracted new businesses and encouraged owners of existing businesses to polish up their storefronts. “With the revitalization project, downtown has become a venue for retail and community groups to utilize for festivals and activities,” said Susan Cockrell, community development strategist for the town of Kilmarnock. “The First Friday Walkabouts are a good example of that, in bringing pedestrians back to the core of downtown.” During these walkabouts visitors stroll through the
town, browsing through the shops and eateries while chatting with friends. According to Cockrell, Kilmarnock officials hope to continue to apply the same types of improvements to the north and south ends of town. Kilmarnock’s small-town atmosphere is enhanced by the diverse mix of commerce, including restaurants, clothing stores, jewelry boutiques and home-décor shops. “Kilmarnock has a wonderful blend of unique small businesses as well as some national brands,” Cockrell said. “They coexist and together offer selection, quality and variety.”

isitors to Irvington can experience the town’s cozy ambiance even on a rainy day. Once the heart of a busy steamboat port, the town has shifted and stretched into a spirited community of quaint shops and professional offices. In the town’s steamboat days, such businesses were chiefly situated along Carter’s Creek. Although this waterway still makes the town it surrounds a destination, many of the community’s attractions and storefronts have become concentrated at the center of town. Mayor Alexander Fleet describes Irvington as a walking town where you are likely to see friends and neighbors out for a stroll, exercising or heading to their favorite haunt. “I like the friendliness,” he said. “You walk into any business and everyone greets you with a smile.” The light vehicle traffic through town makes a leisurely walk truly pleasant, and the assortment of shops and eateries safely accessible. Head out for freshly brewed coffee, a warm panini sandwich or hand-scooped ice cream. Perhaps you’re in the mood for a shopping excursion: Irvington is a hotspot for finding clothes and decorative home accessories. For the artist there is a studio and shop as well as a store for all things needlepoint. Andy Smith, who owns the popular eatery The Local and four other stores on the strip, says businesses draw from a strong base of local customers as well

as tourists. “Some people come to Irvington just a few times a year and make their first stop right here,” he said, referring to his popular string of shops along Irvington Road. “People love the ability to go through all the connected shops. We encourage them to sip and shop.” In his nine years as a business owner in Irvington, Smith has discovered that it’s the relationships that keep people coming back and make it rewarding. “I love what I do. I’m usually here seven days a week.” Beyond the shops and cafes, Irvington also provides fodder for history and wine lovers. Explore the town’s historical side at the Steamboat Era Museum, a facility dedicated to preserving the memories and records of the industry that first brought life to the town. Or head to the fields surrounding the town to find White Fences Vineyard, where you can take a drive or a stroll down the rows of grape vines. Pick up your very own bottle of Irvington-grown wine, or sample a glass while enjoying a mouth-watering dinner at Nate’s Trick Dog Café. This fun-loving town also hosts an old-fashioned, open-air farmers’ market in the Commons on the first Saturday of every month, where vendors sell homegrown vegetables, baked items and handcrafted goods. The summer season is abuzz with activity, including evening concerts in the park and the Fourth of July parade down King Carter Drive.

FISHING CHARTERS The Chesapeake Bay offers excellent fishing, giving anglers a chance at a wide variety of species including rockfish, Spanish mackerel, spot, croaker, bluefish, flounder and spadefish. Several charter-fishing services operate out of Lancaster County. Among them is Gypsy Charters, operated by Ted Curtis. Curtis offers fishing charters and sightseeing cruises on his custom 43-foot Viking sportfisher. According to Curtis, whose boat is docked about 10 minutes from Kilmarnock, easy access to the bay is a benefit of fishing out of Lancaster County. “We are located on Dividing Creek, with just a 15-minute run to the bay,” said Curtis. Most charters provide rods, reels, bait, ice, permits and knowledge of prime fishing spots on the bay. For a list of U.S. Coast Guard-licensed captains in Lancaster County, visit www.fishva.org. CYCLING Lancaster County’s rolling country roads and light traffic are ideal for cyclists. Cyclists can be notified about upcoming rides by subscribing to the group’s e-mail list at the Web site. The annual Northern Neck RiverRide, held the last Saturday in September, is a popular cycling event with nearly 800 participants. Study the Past Museums & Historical Interest
Historic Christ Church
L
ancaster County has a rich history stretching back more than 350 years. Established in 1651, the county celebrates and honors its remarkable past through preservation and exhibition of the region’s landmarks and artifacts. Historic Christ Church In colonial Virginia a church was the center of social and political discourse and, as such, was perhaps a community’s most important institution. Historic Christ Church near Irvington was no exception, and today is one of the best-preserved colonial Virginian parishes. The church, built in 1735 by Robert Carter as a gift to the parish, is a premier example of Georgian architecture in America. A museum a few paces away from the stunning brick chapel contains artifacts from the church and from Robert Carter’s mansion and estate, Corotoman. Historic Christ Church recently completed an expansion of its facilities, doubling the size of the exhibit gallery, expanding the gift shop and adding a commemorative courtyard. New exhibits have been added and others enhanced, including the installation of interactive, computer-based displays. Kiosks throughout the museum utilize modern technology to engage and educate visitors on themes including architecture, archeology, church preservation and the disestablishment of the Anglican Church. “The www.lancasterva.com

The museum recently opened the exhibit Welcome Aboard, designed to provide a first-person experience of voyaging on a steamboat. Life-sized vignettes of a wheelhouse, state room, galley, dining room and boiler room — where a crewmember tends a flaming furnace — give a good sense of a steamboat’s interior. A cutaway model of the steamboat Lancaster provides an enchanting glimpse inside a ship. This lavishly outfitted miniature alone is a reason to visit the museum: tiny oriental rugs, candlesticks, brass beds, fire buckets and lighted chandeliers are appointed with historical accuracy in the 8-foot-long replica. The museum also is home to the original pilothouse from the steamboat Potomac. The pilothouse, which is awaiting restoration, is the largest remaining relic of a Chesapeake Bay steamboat. www.steamboateramuseum.org Mary Ball Washington Museum and Library Located amid a cluster of historically significant Lancaster Courthouse landmarks is the Mary Ball Washington Museum and Library, named in honor of George Washington’s mother. Mary Ball was born in Lancaster County just
Steamboat Era Museum From the mid-1800s until the 1930s, steamboats connected Lancaster County with cities and towns around the Chesapeake Bay. These marvels of transportation facilitated tourism and speedy transit of goods to points along the bay and its tributaries. The cultural impact of this influential era is the focus of the Steamboat Era Museum in Irvington. Exhibits and artifacts are artfully rendered to explain the human aspect of the period during which these maritime giants paddled the Chesapeake. “A unique Steamboat Era Museum quality of this museum is

8 miles from the museum’s current location. The Ball family was among the most prominent early leaders of the county and eventually the nation. The museum, created in 1958, grew out of an effort to preserve the Old Jail building in Lancaster Courthouse. Today the 1819 jail and the 1797 Clerk’s Office are among the museum’s permanent exhibits. The buildings have been restored and furnished with period-appropriate antiques. The renovated jail building houses a gold mine of published records from Lancaster County, the Northern Neck and Tidewater dating from the17th century. In recent years, the museum’s extensive genealogical and historical library has been electronically catalogued, referencing more than 5,000 items. “We are in the process of restudying our collections to better use what we have and to make more available for display in changing exhibits,” said Karen Hart, the museum’s executive director. Currently the museum is displaying more than 50 examples of pottery, bottles and glass dating from the prehistoric era to the 20th century. This fine collection includes well-preserved medicine and wine bottles, stoneware, decorative pieces and more, with origins ranging from the Northern Neck to Europe. www.mbwm.org St. Mary’s Whitechapel As early as 1669, parishioners were gathering at St. Mary’s Whitechapel, located today at the corner of routes 201 and 354 near Lively. It is one of few surviving colonial Anglican churches in Virginia and counts the grandfather of George Washington among its early leaders. After being dormant for more than 30 years in the early 19th century, the church was
reconstructed around 1830 and has been used for services since. The cemetery surrounding the church testifies to its 300-year history: the earliest marked grave dates to 1698. The cemetery also contains the raised tombs of Ball family members — ancestors of George Washington. www.stmaryswhitechapel.org Morattico Waterfront Museum Morattico, a village along the rolling waters of the Rappahannock, has been defined by the river lifestyle for hundreds of years. The Morattico Waterfront Museum, housed in the 1901 Morattico General Store building, preserves the cultural history of the community, including its Native American heritage and its evolution into an agricultural village, working-watermen’s center and steamboat pier. Morattico was once an area of the Moraughtacund Indians and later became home to a busy steamboat port called Morattico Wharf. The wharf was one of the longest on the Rappahannock River. The museum features artifacts, documents and photos related to the watermen’s settlement and the operation of the general store. Exhibits include general-store memorabilia, early Morattico families, Native American artifacts and farming. www.morattico.org
Kilmarnock Town Museum The unique history of Kilmarnock is preserved and displayed in the Kilmarnock Town Museum on Main Street. Artifacts and memorabilia relating to the town’s history are kept at the museum for the purpose of preservation and education. “The museum is specifically about the town, and is the only place that has that focus,” said museum president Carroll Ashburn. The current exhibit, Hand Made in the Northern Neck, features a collection of arts and crafts by residents of the region. usiness owners of Lancaster County have devoted much time and energy to serving the ever-growing needs of the area, believing there’s no better place to set up shop. For some it is a sentiment carried on through the generations, in the evolving yet enduring presence of a cherished family business or a family of business owners. Lawyer Lee Stephens, resident shareholder at Spotts Fain’s Irvington office, is a prime example of this progression. Stephens, the grandson of Tides Inn founders and Northern Neck natives E.A. and Ann Lee Stephens, grew up in Lancaster County and attended the University of Virginia. After graduating he served in the Navy and went on to earn his law degree at the College of William and Mary, eventually returning home to serve as president and general counsel of the Tides Inn. In 2005 Stephens established the Irvington office of Spotts Fain, the only remote office of the Richmond law firm. For Stephens the decision to launch a business in Lancaster boiled down to two central ideals: “The benefit of the quality of life here and the benefit it offers www.lancasterva.com
Spotts Fain in terms of coverage in eastern Virginia.” Stephens’ business-law practice focuses on setting up business entities, civil litigation and buying and selling businesses. Conservation easements are an aspect of the firm’s work that developed here and are now a statewide area of focus, Stephens said. A quick 5-minute commute also keeps him close to the quality of life that Lancaster County offers. “I have ready access to enjoy it here, rather than anticipate it,” he said. “I can leave the office at 6:30, be home by 6:35 and on the boat at 6:40.” The family roots of Lloyd B. Hubbard Jr. also run deep in Lancaster County. The family’s presence in the county stretches back as early as 1672; Hubbard’s grandfather was a doctor in White Stone and aided in the development of the town. Hubbard himself was born and raised in White Stone and is now the town’s mayor. Hubbard didn’t have to look far when deciding where to start his business, Rappahannock Rentals. He launched the company in White Stone in 1986, and now serves customers across eastern Virginia. About 65
percent of his business is in party rentals, with equipment rentals for contractors and homeowners making up the remainder. Hubbard says the pleasure of operating a business in Lancaster County is the opportunity to know his customers on a personal level. “We know the needs of people, see their ups and downs, and are able to do a lot of good for each other.” For 27 years Fletcher Brown provided local watermen and homeowners with a variety of supplies as owner of Eubanks and Son hardware store. Nestled in Kilmarnock, the store dispensed basic hardware, paint, watermen’s provisions and even a little community news along the way. “Quite a few characters came in the store, and I enjoyed every minute of it,” said Brown, who sold the business in 2000. He remembers his days at Eubanks fondly. “I enjoyed waiting on customers, working with the community and feeling a part of it. There’s no better place to live, raise a family and own a business.” Though the hardware store now operates in different hands, Brown is still active in Lancaster’s business community as a co-owner of the Southern States in Kilmarnock. Brown’s advice to future business owners is simple but strong: “Treat the men like kings and the women like queens and you’ll be in great shape.” In 2010 The Dandelion, currently in Irvington, will celebrate its 35th year in Lancaster County. This sassy little shop began as a children’s clothing store in White Stone. Today The Dandelion proudly carries “everything for dressing a woman,” said co-owner Sheila Brown. The 4,000-square-foot store stocks up to

14,000 items that include a large variety of women’s dresses, sportswear and separates, as well as a plethora of shoes, accessories, jewelry, hosiery, sleepwear and decorative items. “We put together a collection of things from around the world that is very appealing,” said co-owner Jean Ward-Smith. The shop has developed a loyal base of customers who travel from all over the state to
experience the close attention and friendly atmosphere that the shop offers. “Our customer is age 18 to 80, many of whom we know by name. We offer a one-on-one service that is unequalled,” Brown said. “We strive to always have something new and fun in the store,” she said, adding that the shop carries many different vendors and a clothing size range of 2-18. “The fun for us is making women look good and feel good,” said WardSmith. For these business owners and others like them, Lancaster County is an ideal location to own and operate a business. any creative learning opportunities are available to students in Lancaster County. An actual bank located in a school and run by students gives young savers a chance to learn how the financial world works. A weeklong ecosystem field-study trip allows kids a chance to get their hands dirty in an effort to understand their natural environment. These and other quality educational options combine with a wide range of academic and recreational programs to keep Lancaster children active and engaged. Lancaster’s public primary, middle and high schools are accredited by the state of Virginia, and enroll about 1,350 students. The school system boasts 122 fully licensed and highly qualified teachers and an on-time graduation rate of 88 percent; 75 percent of students are college-bound. For kids with a knack for the arts, the Rappahannock Art League hosts the Summer Fun Art Academy for Kids. Classes are available for children ages 6 to 17 in creative categories including puppet making, acrylic techniques, sketching and clay sculpting. Chesapeake Academy offers weeklong summer camps featuring a range of activities for children ages 4 to 14. Camp topics include sports, swimming, cooking, exploring creeks and sailing. Older kids occupy counseling positions for the younger participants, and take part in the committed effort to provide a fun and active summer.

or avid antique collectors or those simply looking for just the right piece, Lancaster County is the right choice. The county is home to five excellent antique shops with thousands of square feet to search, scour and admire. A range of styles, time periods and prices ensures there is something for every antique buff. Kilmarnock Antique Gallery is the oldest antique mall in the Northern Neck and features 22,000 square feet of shopping with 100 dealer spaces. The mall has the area’s largest selection of oyster plates as well as an impressive quantity of grandfather clocks and Persian rugs. The mall features primitives, period pieces, quality reproductions, sterling silver, Staffordshire, cut glass, porcelain, majolica and more. “We have an interesting collection of just about anything anyone is looking for,” said Curtis Sampson, a longtime dealer at the store. “What makes us

unique is the amount of different items.” Most of the antiques in the store are from Virginia and Pennsylvania, Sampson said. The mall is located in Kilmarnock in a former warehouse. Today, it is a popular destination for antiquing, offering “everything from the finest to the less expensive,” said owner Steve Bonner. Epping Forest Antiques was founded in 1953 by current owner Louise Jesse’s grandmother, who originally operated the store from Epping Forest, the early home of Mary Ball
Washington. Located in Lively for the past 15 years, Epping Forest Antiques specializes in 17th, 18th and 19th century furniture, art work, jewelry, silver and garden and architectural elements. Antiques come mostly from the East Coast, with some from as far west as Houston. Jesse says Lancaster County is an excellent choice for those looking for good antiques, and shoppers can combine antiquing with museumgoing for a visit focused on history. “Lancaster is a nice combination destination,” she said. Lewis Trimble Decorative Arts in downtown Kilmarnock features 18th through 20th century decorative arts and designer pieces. The shop has furniture, collectibles and design items. Co-owner Lewis Trimble says the shop selects items with an eye toward pieces that demonstrate style and utility. “We look at antiques from a contemporary point of view, and feature items that people can use in their house rather than put on a shelf.” Trimble’s business has attracted the notice of designers from across the country, having sold pieces to decorators used by President Barack Obama and Oprah Winfrey. The shop specializes in late deco and early modern pieces.

Comer & Co. features a mix of beautiful pieces for the home, from fine art to period antique furniture and accessories. The store, owned by Fred Comer and Mark Manoff, recently opened on Main Street in Kilmarnock and has had a positive initial customer response. “We’ve tried to give the store a homelike interior and show the pieces used much the way people use them in their homes,” said Comer. He adds that the store is filled with fragrance, music and fresh flowers, making for pleasant browsing. Comer & Co. offers English and American antiques, 14th to 20th century art, upholstered items, crystal, china and Christopher Spitzmiller lamps. Chesapeake and Crescent Home in Kilmarnock offers “an eclectic mix of unique French and English country antiques as well as new furnishings,” said assistant manager Chris Bresett. About a third of the store
is devoted to antique furniture including sideboards, cabinets, clocks, tables, chairs, artwork and mirrors. The shop’s owner is from New Orleans and supplies the store with antiques from that area.
