This “extra edition” of the InsideNoVa/Prince William weekly newspaper was produced for members of the Prince William Chamber of Commerce in conjunction with the chamber’s 2023 Business Awards banquet on Feb. 23. In addition to being distributed at the end of that event, this section is being mailed to over 1,300 members of the chamber (thanks to Whitlock Wealth Management) and is being inserted into the March 2 edition of our newspaper.

The number of nominees in this year’s chamber awards was truly incredible – nearly 150 different businesses and organizations were nominated, and 64 businesses were nominated in the top two categories for business excellence. Some of these businesses emerged from the aftermath of the COVID-19 pandemic, while others have operated in our community for decades. But whether they are young and old, they truly reflect the diversity and vibrancy of the local business community.

The stories of success in the pages that follow – along with the challenges many of these businesses have had to overcome – spotlight the passion and determination of business owners, managers and employees, as well as their commitment to serving the local community. All of these write-ups were submitted by the companies and organizations themselves.

Charles J. Colgan Visionary Award

Dr. Randall Edwards receives Colgan Award

WINNER

Dr. Randall Edwards, who was instrumental in spearheading George Mason University’s expansion into Prince William County, received the Charles J. Colgan Vision ary Award from the Prince William Chamber of Commerce on Feb. 23.

The award is named in memory of the longtime state Senator from the region who passed away in January 2017 and recognizes individuals for their service to the business community. It was present ed during the chamber’s annual awards dinner at the Heritage Hunt Golf & Country Club.

Edwards worked in a variety of roles in Virginia’s community college system before joining George Mason as executive vice president for administration in the 1990s. During his 17-year tenure at GMU, Edwards led a period of significant program and facility growth that was characterized by over $150 million in construction, and the establishment of major new campuses in the Prince William/Manassas and Arlington areas.

He also led GMU’s efforts to create the Potomac River Environmental Research and Education Center on Belmont Bay in the Woodbridge area of Prince William.

Today, GMU’s Manassas campus, which opened in 1997, houses many of the university’s science and technology programs, and is currently being expanded to include new classroom space. The campus also includes the Freedom Aquatics Center and the Hylton Performing Arts Center.

Edwards holds three engineering degrees from Virginia Tech – a bachelor of science in civil engineering (1964), a master’s of science in sanitary engineering (1965) and a doctorate in civil engineering (1970).

He began his career in the Virginia Community College System, where he played a major role in educating emerging engineering students. He worked as a professor, department chair, dean, provost and president at Wytheville, Germanna, J. Sargeant Reynolds and New River community colleges. In recognition of his contributions, Edwards has a building named in his honor at New River Valley Community College in Dublin, where he led growth from a one-building facility with 2,300 students and a $3 million budget to a three-building campus with 3,400 students and a $9 million budget over a span of 12 years.

Edwards was a scholarship football player at Virginia Tech who was also elected to the honor societies Chi Epsilon, Tau Beta Pi and Phi Beta Kappa. He has held leadership positions with hospital boards, chambers of commerce, Rotary clubs and churches

throughout the state.

Since his retirement from GMU, Edwards has actively supported the success and growth of the Science and Technology Campus as a member of the Campus Advisory Board and the Executive Board for the Hylton Performing Arts Center. In fact, he was a key player in helping to draft the second tripartite agreement establishing the Hylton Center. These unique partnership agreements between GMU and the city, county and state to create the Freedom Center and develop the Hylton Performing Arts Center have served as a model for other institutions, bringing much-needed services to the local community and region. Dr. Edwards met his wife, Anna, at Virginia Tech and they were married for 56 years until she passed away in January 2022. He has three children and multiple grandchildren.

DR. CAROL SHAPIRO

Sentara Northern Virginia Medical Center

Dr. Carol Shapiro, a board-certified plastic surgeon and medical director of the Sentara Wound Healing Center at Sentara Northern Virginia Medical Center in Woodbridge, has helped to shape the Prince William County medical community for over 50 years.

She is a graduate of Woman’s Medical College in Philadelphia in 1965 (now Drexel University Medical School) and earned a Master of Business Administration degree from George Mason University.

Upon completion of her training in General and Plastic Surgery at Georgetown University, Shapiro established her private practice in plastic surgery with offices in Woodbridge and Manassas. After decades in private practice, Shapiro transitioned her expertise to the outpatient Wound Healing Center at Sentara Northern Virginia Medical Center, where she continues to provide patient consultations and treatment. In her role as the center’s medical director, she championed the introduction of hyperbaric oxygen therapy services in eastern Prince William.

Shapiro has worked at what was then Potomac Hospital since it opened in November 1972 and was the first woman on the hospital’s staff.

Shapiro has served in countless medical staff leadership roles, including being the first woman president of the medical staff of the former Potomac Hospital and Prince William Hospital. She continues to serve as chair of the Medical Affairs Committee at Sentara Northern Virginia Medical Center.

She also has held leadership roles with the Prince William Medical Society, the Medical Society of Virginia and the American Medical Association, for which she served as chair of the Virginia state

The Nomination

Following is an excerpt of the nomination for Dr. Randall Edwards to receive the Charles J. Colgan Visionary Award:

“Dr. Randall Edwards has been a community innovator for years. His unique talent is to build champions from a variety of communities around a major vision. Randall spoke to the business community years ago about [how the] upcoming Mason campus would become the heart of Prince William County/Manassas. Today we all benefit from this project.

“Randall has shown innovative leadership with his early vision to establish the Mason SciTech campus in Prince William County. He shepherded the Mason campus plans and complex financial requirements through numerous arenas at the city, county and state levels.

“The project was a decade-plus of challenging work, of which he never tired, and kept the vision moving forward on the appropriate agendas. Randall’s unique talent is to build champions from a variety of communities around a major vision.

“Randall lives by all of Senator Colgan’s Top Ten List of Rules for Success. Good examples are #3) He approached every challenge with a smile, #1&2) never quit, and #4) always be worth more than you are being paid. Randall’s work gave long lasting value to Prince William. Long after he left his paid position with the university, he volunteered and supported the continued growth of the SciTech campus and Prince William community overall.”

Shapiro continues to serve on the board of trustees of the Potomac Health Foundation, which provides grant funding to support health initiatives in the Greater Prince William community. She also was integral in establishing the gang tattoo removal clinic in Prince William, donating her time and expertise in support of individuals seeking to leave gang life behind them.

Therapy Services worked with many families who were not able to find an in-person clinic to provide services for their children. As a result, Tots To Teens outgrew its Prince William office and had the opportunity to expand into an opening next door. Expanding the office also created a need for more therapists to serve the needs of our families. Tots To Teens hired three new therapists and two administrative staff members. As a direct result, 92 more children were able to receive therapy services each week.

Details: The lack of workforce in the last couple years has caused an economic hardship for businesses. Amazon stepped in and suggested a partnership and provided free support to hold a job fair that would draw attention to our county and the military workforce here. The job fair was an overwhelming success and was the catalyst for the Department of Economic Development to team with Quantico and hold another job fair at the Quantico museum. Amazon was there again helping – marketing the event to attendees of their past military events and helping us free of charge to reach the targeted community of transitioning military, spouses and veterans. Students go through three phases to ensure they are fully prepared for the workforce: language, educational development and professional development. I-66 Express Mobility Partners

OmniRide

Details: OmniRide’s goal is to provide safe, reliable and flexible transportation options while helping to reduce congestion and pollution in one of the region's fastest-growing areas. The bus beautification program is an innovative approach to this goal because it takes resources (bus shelters) already in place and repurposes

them to make the shelters and areas around them more beautiful. Additionally, it teaches the community about the importance of being green and sustainable. In addition to the bus beautification project, the partnership between OmniRide and Keep Prince William Beautiful has led to other projects, including grocery bag recycling boxes being placed at both OmniRide facilities, and Adopt-a-Spot clean up days in the Woodbridge and Manassas areas.

Details: Holladay Properties and Prince William County are in a public-private partnership, with Holladay functioning as the developer and managing entity of the Bioscience Center. The Northern Virginia Bioscience Center, although privately owned, works hand in hand with the economic development department to encourage and grow the life sciences sector in the county. The county provided some grant funds during construction, holds a limited master lease and provides ongoing marketing sup-

Two-thirds of the MS teams at the state championship were from Prince William, and more than half of the ES VEX IQ teams and the VEX high school teams were also from Prince William. Prince William sent the most teams ever to the VEX World Championship, winning trophies in almost every category. In addition, 13 out of 33 FLL teams were from Prince William at the state championship, the most ever. All three FRC teams went to district championships with two traveling to the FIRST World Championship. And seven SeaPerch teams were invited to the International Challenge, winning two trophies and three top 10 pool spots.

2022 accomplishments or challenges: Our biggest accomplishment of 2022 was partnering with Prince William to administer the funds the country received from the American Rescue Plan Act.

Starting in April, we distributed those funds to 32 local nonprofits, and through them the underserved in our community received 15,732 bags of food and 2,715,295 meals. Over 16,700 households received mental health care, childcare, utility aid and emergency housing. Benefits navigation and employment education services were provided to 119,081 individuals. We look forward to finding new ways to serve those who serve our community.

Help us help them. 2022 accomplishments or challenges: NOVA Vets identified a gap in need around transportation years ago that prompted a needs assessment. We assessed over 60 local mobility programs that we used or wanted to use. The elderly and underserved have barriers that include hearing, vision, memory and mobility and they require direct care coordination to find, apply for and receive services like transportation. In 2022 we completed a transportation proof of concept, which was a huge success. From September 2021 through December 2022, over 1,600 were given rides. We are both grateful and humbled for this opportunity to serve those who served.

Our programs experienced growth with a 10% increase in total players. We were featured on NBC4 in conjunction with FH Furr about our joint efforts of community involvement. VSA is also a supporter of TopSoccer, which provides an inclusive environment for children with learning or physical disabilities.

2022 accomplishments or challenges: Our organization increased its visibility in the greater Prince William community by appearing at events such as Prince William County Fair, Prince William County Police Community Fair, chamber events such as MegaNetworking and the Manassas Christmas Parade. We also increased our visibility on social media such as Facebook, Twitter and Instagram. In July, we were awarded a $50,000 grant from the Potomac Health Foundation to increase services for our Veterans Enhanced Transportation Service (VETS), which provides local veterans/spouses with rides to medical appointments and retail shopping trips.
