EL VISTA ELEMENTARY SCHOOL OVERVIEW El Vista Elementary School was originally built in 1952 and included the administration building, two classroom wings, and restrooms. Two classroom wings and a standalone kindergarten classroom were later added to the site. The portable multi-purpose building was added in 1989, and eight portable classrooms were added between 1989 and 2001. The site is bordered by two busier streets to the north and west, Encina Avenue and El Vista Avenue, and two residential streets to the east and south. A newer, enlarged staff parking lot is located on the west side of campus, along with a smaller parking lot that backs directly onto El Vista Avenue. Having been originally designed in the 1950’s for families walking to school, the site has no clear student drop off area. To remedy this, a makeshift student drop off has been created in recent years on Colfax Avenue, to the east. The field, baseball diamond, and playgrounds are located on the southern portion of the site. The hardcourt is located on the northern edge of the site, and opposite the southern field, making direct supervision difficult during lunch and recess periods. There is a non-secured front entry, since the administration office is tucked inside the front building, allowing anyone to gain campus access. This security issue also allows the pre-school parents to pick up and drop off their children throughout the day without checking into the office. Another concern at this campus, and throughout the District, is the size of the multi-purpose building. The multi-purpose at El Vista only holds 160 students and thirteen lunch tables, forcing the school to schedule four lunch periods per day. The administration building is also undersized, forcing staff and support spaces to be scattered throughout campus. The lower grade level playground was condemned at the time of this assessment, while the other playgrounds appeared to be in good condition - although the wood chips should be replaced with rubber surfacing.

EXISTING CAMPUS The following images represent one scenario for phasing and implementation of the improvements anticipated at El Vista Elementary School. It is expected that a participatory design process may yield a revised approach within the parameters established here. The building highlighted in red will be relocated in Phase 1 to be used as interim housing while the new buildings are being constructed.

PHASE 1 CLASSROOM BUILDING Phase 1 entails moving the current ASES portable classroom building to form the future interim housing area. A new classroom wing can now be built following the re-alignment of the portable classrooms. The new classroom space provides enough teaching stations to eliminate the classrooms highlighted in red above. A new secured staff parking lot and a separate Head Start/Pre-School/Kindergarten parking lot are added along El Vista Avenue. A bus-only drop off and pick up driveway is now located on Encina Avenue. Site improvements completed in Phase 1 include updated fields, playgrounds, baseball diamond, and hardcourts.

Phase 2 begins with the removal, or relocation offsite, of the five portable classrooms highlighted in Phase I. The classroom wing, Building D, is also demolished in this phase. The remaining two portable classrooms and the portable multi-purpose building are then relocated to the south side of the new classroom wing. This frees up a large portion of the site for future improvements.
Phase 3 re-aligns the front of the campus to the east, where the current curbside drop off is located. A new drop off loop and visitor parking along Colfax avenue relieves the residential street from traffic, while creating a safe zone for students to enter campus. The new multi-purpose building acts as a beacon for students and visitors on the northeast corner. A secure, single point of entry now exists along the drop off loop at the new administration and library building. The two new buildings create a new quad and outdoor amphitheater space that is both easily supervised and accessible to all students. The remaining portable buildings on campus can now be relocated offsite or demolished.

OVERVIEW The overarching idea behind the proposed master plan at El Vista Elementary School is to create a safe new front face for the school, tucked away from the busiest streets, El Vista and Encina Avenues. This plan separates staff parking from visitor parking, while creating a true drop off loop for students on Colfax Avenue. A new multi-purpose building anchors the campus and acts as a beacon on busy Encina Avenue. Students can now be safely dropped off in front of the new administration/library building and use the main campus entry gates before school, or go through the office and onto campus if arriving at a later time. These new buildings are arranged around a new quad featuring an outdoor covered dining area and an amphitheater that directly connects to the indoor stage/music classroom. A new double loaded classroom wing with interior hallways is built to the south of the existing wings. The new classroom building is aligned with the existing wings, preserving the line of sight across campus. The hardcourt and playground spaces are now unified to the south of the classrooms, with secured and separate play areas for kindergarten, pre-school, and Head Start students adjacent to their classrooms to the north. An additional Head Start classroom would be built adjoining the existing kindergarten building. Head Start and pre-school students and parents would then have their own parking lot and secure entry directly in those classrooms.
