FAIRVIEW ELEMENTARY SCHOOL OVERVIEW Fairview Elementary school was originally built in 1950 and included two buildings connected by a covered breezeway, containing administration offices and four classrooms. The original plans show future classroom finger wing additions, but these were never built. The next building to be added to the site was the six-classroom pod building in 1969. The quad and surrounding portable classrooms and multi-purpose building were installed in 1989. The quad is quite expansive, but is underutilized, doesn’t drain well, and needs additional shaded areas. An additional twelve portable classrooms were added over the years on the eastern edge of the site. The site is bordered by a heavily traveled two-lane country road to the south, West Whitmore Avenue, with private property and orchards on the other three sides. Traffic safety is the top concern at this campus, where traffic backs up on the country road when parents use both sides of the street and the assigned student drop off loop to drop their students off in the morning. There are no turn lanes, so traffic backs up further when parents and visitors attempt to make a left-hand turn out of the school. Traffic is also a concern near the Head Start/pre-school portable classroom, which is separated from the main campus by a driveway and parking lots. Parents use this narrow driveway to drop off and pick up students at all times of the day. This causes a backup between parents and staff trying to park in the northern parking lot. The bus drop off loop is centered on the original front entrance to the school, but the administration office placement has forced this entry to be shut with gates and fencing. The multi-purpose portable serves six lunch periods, one per grade level. The multi-purpose also serves breakfast to students before school and holds assemblies. The lack of space forces lunches and assemblies to be held in different shifts or in the quad, where shade is lacking. The original administration space is still in use but does not have the space or adequate number of restrooms to support the current campus size. Because of this lack of space, staff offices such as speech and mental health are scattered across campus.

Student drop off causes traffic to back up along the busy, two-lane West Whitmore Avenue, creating hazardous conditions for students and vehicles.

The expansive quad with shade structure, lined on all sides by a unifying covered walkway, is well tended, but underutilized.

The undersized portable multi-purpose space serves one lunch period per grade level, and can only accommodate one grade level for assemblies.

The exterior of the portable multi-purpose building does not afford much room for gathering students, food deliveries, or an outdoor eating area.

Portable classrooms line the entire eastern edge of the site, while the restrooms are closer to the perimeter of the quad.

The Kindergarten and Head Start classrooms and playgrounds are situated along a narrow driveway and between two parking lots.

EXISTING CAMPUS The following images represent one scenario for phasing and implementation of the improvements anticipated at Fairview Elementary School. It is expected that a participatory design process may yield a revised approach within the parameters established here. The buildings highlighted in red will be relocated in Phase 1 to be used as interim housing while the new buildings are being constructed.

PHASE 2 PORTABLE RELOCATION & CLASSROOM BUILDINGS Phase 2 focuses on relocating the remaining portable classrooms that were surrounding the original quad. Many of the portables can be relocated offsite or demolished since the new buildings bring increased capacity for classrooms, offices, and specialty uses, such as music. In the footprint of the relocated portables, three new permanent classroom buildings will be constructed. The classroom buildings will be arrayed around the new quad, outdoor amphitheater and multi-purpose building.

PHASE 3 MODERNIZATION The administration, staff offices, and lounge will now be housed in the new administration building, allowing the modernization of the existing front building. While the modernization occurs, the four classrooms located in this building can be housed in the new classroom wings or in the interim housing still in place.

PROPOSED SITE PLAN OVERVIEW

FUTURE CITY ROAD

The proposed master plan retains the quad, yet on a more manageable scale and with the new multi-purpose and amphitheater acting as the focal point. The new classroom wings are arrayed around the outdoor amphitheater, while the original administration/classroom building will ultimately be modernized and reconfigured to accommodate the library, media commons, and classrooms. The bus and student drop off loops will be enlarged but remain in their original locations. A new administration building greets arriving students and provides a secure, single entry point for anyone arriving on campus after school has begun and the main gates have been closed. One main driveway provides access to the student drop off loop, the enlarged visitor parking lot, and the staff parking lot beyond. Off the staff parking lot is a designated Head Start, pre-school, and kindergarten drop off area, as well as access to the service drive that supports the kitchen. The new kindergarten complex features plenty of classroom and support spaces as well as separate Head Start/Pre-School and kindergarten playgrounds. The hardcourts, playgrounds, and fields are accessed by students through the central quad. Shade structures and covered eating areas are shown as dashed in the quad and over playgrounds. Areas for future growth are shown dashed in blue.
