FRANKLIN ELEMENTARY SCHOOL OVERVIEW Franklin Elementary School was originally built in 1950 and included the administration building, two finger wing classroom buildings, and the separate kindergarten classroom. An additional classroom finger wing was begun in 1959, and many portable classrooms have been added throughout the years. The Franklin Family Learning Center portables were added in 2000 and house pre-school and Head Start classrooms. The campus has line of sight issues stemming from the addition of portable classrooms over time without proper planning. The site is bordered to the north by Maze Boulevard (a state highway), to the east by a canal, residences to the south, and South Emerald Avenue to the west. Mark Twain Junior High School lies a few blocks south of Franklin causing traffic to back up along South Emerald Avenue during drop off and pick up hours. The small front parking lot backs directly onto this street which also acts as the drop off/pick up area, with help from staff moving traffic along. Additional parking is located across the street from the school in a non-District owned gravel lot, as well as a staff parking lot on the south side of the site and near the Family Learning Center. The majority of the portable classrooms were added to the northern part of the site, with a wide swath of grass between the buildings and Maze Boulevard. This portion of the site is unused, except for a small walkway between that students use if they are dropped off along Maze Boulevard. Additional concerns at Franklin include the undersized administration and multi-purpose buildings. Like the majority of the eight campuses being master planned, the main office can be bypassed through a series of gates, allowing anyone onto the site. The staff has outgrown the original administration areas, forcing the offices to be scattered throughout campus. Lunches are served by grade level in the aging portable multi-purpose building and assemblies occur in three shifts. The multi-purpose is located next to the staff parking lot and ideally it would be a more integral part of campus.

A series of locked gates are needed to keep visitors off campus since the administration office cannot see who is coming and going.

Franklin lacks a cohesive kindergarten area, as the kindergarten classrooms are spread throughout three different buildings.

The original classroom wings feature a unifying covered walkway throughout campus.

EXISTING CAMPUS The following images represent one scenario for phasing and implementation of the improvements anticipated at Franklin Elementary School. It is expected that a participatory design process may yield a revised approach within the parameters established here. The buildings highlighted in red will be relocated in Phase 1 to be used as interim housing while the new buildings are being constructed.

PHASE 1 PORTABLE RELOCATION & CLASSROOM BUILDINGS The kindergarten, multi-purpose building, administration, and staff lounge will be relocated from their existing facilities into portables acting as interim housing. This relocation allows for two new classroom buildings to be built around the southwest corner of the site. The interim housing is located in such a way that the existing staff parking lot can grow to accommodate the entire staff. The increased classroom capacity allows for the removal of the majority of the portable classrooms on the north side of the campus.

PHASE 2 MULTI-PURPOSE, ADMINISTRATION & LIBRARY BUILDINGS Phase 2 begins with the removal of the portable classrooms on the north side of campus. This frees up space to create a new campus face, including a large student drop off zone with surrounding visitor parking, along with new multi-purpose, administration and library buildings. The red highlighted portable classrooms can now be removed as there is dedicated new space for the multi-purpose and administration.

PHASE 3 KINDERGARTEN BUILDING The new kindergarten building completes the new front face of Franklin in Phase 3. The kindergarten area has a separate entrance off the drop off loop and their own playground away from the older students. Once the kindergarten classrooms are built, the remaining two portable classrooms can be demolished or relocated offsite.

The master plan for Franklin Elementary is anchored by the new multipurpose and administration buildings and connects back to the campus through a tree lined “boulevard” that threads the ends of the finger wing classroom buildings together. The public face of the school is now focused on the northwest portion of the site, where the student drop off loop gives students and visitors easy access to the multipurpose, administration, library, and kindergarten complex. Parking for parents and visitors can be found off the new student drop off loop, with exiting options onto both Maze Boulevard and South Emerald Avenue. The existing front parking lot will be expanded to create a bus-only loop, thus eliminating much of the traffic backups along Emerald by bringing campus traffic onto the site and off the road. Two new classroom buildings cap the existing finger wings, while providing a new front face along Emerald. The staff parking lot is located in the same area as before, but has been expanded and ties into the new “boulevard.” Covered dining areas and an outdoor amphitheater surround the multi-purpose space and lead out onto the hardcourts. The kindergarten complex features classrooms and support spaces, a fenced hardcourt area and playground, and outdoor shaded areas. Head Start and pre-school classes will remain over at the Franklin Learning Center. Shade structures and covered eating areas are shown as dashed in the quad and over the playgrounds. Areas for future growth are shown dashed in blue.
