FREMONT ELEMENTARY SCHOOL OVERVIEW John C. Fremont Elementary School was originally built in 1948 and included the administration building and classroom buildings B and E. Further classroom additions were made to the existing classroom wings in 1952 and 1953, and a new four classroom wing was added after that. The site also contains portable multi-purpose and library buildings, as well as seven portable classrooms. The site is bordered to the north and west by busy streets, West Orangeburg Avenue and Tully Road, and alleys to the east and south. The southwest corner of the site is adjacent to a large apartment complex. Fremont has no early childhood education students, but it does house the Open Plan program, which constitutes approximately one third of the total campus enrollment. Student drop off and visitor parking occurs on the busiest street to the north, and causes traffic to back up into the signaled intersection of West Orangeburg Avenue and Tully Road. The undersized staff parking lot is located off Tully Road, limited in growth due to the proximity of the surrounding buildings. The student bus drop off also occurs along Tully Road. The main concerns at Fremont are due to lack of space. The multipurpose and administration buildings are too small, and there is a need for more classroom space. Like many of the elementary schools in the District, the administration offices are located between the two classroom wings, with no visual access to campus visitors. The current multi-purpose serves six lunch periods and holds assemblies in two shifts, if not held outside. The campus also features a number of well kept gardens and an outdoor stage, which backs to a portable classroom. The stage is heavily used and enjoyed by the students.

The assessment process begins with an understanding of the existing campus, including uses of existing spaces. The site plan to the right defines those uses at a fixed point in time and assigns the use of those spaces as classroom, specialty rooms, and core support facilities. CONDITION ASSESSMENT
44
The administration office is buried in the central portion of the original classroom wings, allowing anyone onto campus.
Student drop off is mixed with parking creating a lack of order during peak hours, leading to backed up traffic into the busy intersection.
A buffer is needed between the overcrowded staff parking lot and the classroom spaces.
The campus holds six lunch periods in the undersized multi-purpose building.
Students and parents rely on city-owned alley access for student drop off and pick up.
The campus is well taken care of and contains several different maintained garden areas.

FIELDS
The aging portables at Fremont Elementary School have put considerable design constraints on the campus layout, as they are sandwiched between the staff parking lot, hardcourts/fields/outdoor stage, and an apartment complex.

EXISTING CAMPUS The following images represent one scenario for phasing and implementation of the improvements anticipated at John C. Fremont Elementary School. It is expected that a participatory design process may yield a revised approach within the parameters established here. The buildings highlighted in red will be relocated in Phase 1.
PHASE 1 PORTABLE RELOCATION Phase I relocates eight portable classrooms to be used as interim housing while the new multi-purpose, administration, and classroom buildings are being constructed in Phase 2.

PHASE 2 MULTI-PURPOSE/ADMINISTRATION BUILDING & CLASSROOM BUILDING Phase 2 is focused on a new classroom wing and the multi-purpose/ administration building combination. Site developments include a new secured staff parking lot, visitor parking lot, student drop off loop, and enlarged bus drop off and pick up zone along West Orangeburg Avenue. Additional site improvements include a new quad with an outdoor amphitheater, shaded eating area, updated playgrounds, hardcourts, fields, baseball diamond, and running track.

PHASE 3 CLASSROOM BUILDING & PORTABLE REMOVAL A new classroom building, with computer lab space, is built to bookend the new quad created in Phase 2. The increased classroom counts provided by the new classroom building allow the remaining eight portables to be either demolished or removed to be used elsewhere.

PHASE 4 CLASSROOM ADDITION & MODERNIZATION The final phase entails modernizing the existing buildings - the classroom wings and the old administration area. The previous administration space will be converted to staff offices and a designated library. One kindergarten classroom will be added to complete the campus.

PROPOSED SITE PLAN
TULLY ROAD
OVERVIEW A new combined administration and multi-purpose building is the focus of the Fremont master plan. All traffic, besides buses, will enter campus off Tully Road into the newly designed student drop off loop. From there, parents or visitors can access their designated parking lot, while staff continue on to the secured staff parking lot with adjoining service access and yard. Students have direct access onto campus through the main front gates, through the administration building, or into the multi-purpose for breakfast before school begins. The multi-purpose stage opens onto a new quad featuring an outdoor amphitheater and a covered dining area. Acting as a bookend to the amphitheater is one of two new classroom buildings complete with a computer lab. The old administration building is to be reconfigured and modernized into staff offices and the library. The second classroom wing to be added is located on the western side of the site, capping off the existing finger wings and focusing the experience inwards toward the classroom quads and gardens. An additional kindergarten classroom is added to existing Building E, opening up to the updated kindergarten hardcourts and playground. What was once the existing student drop off and visitor parking now becomes a bus-only loop, so campus traffic no longer has to access the site off of Orangeburg Avenue. Shade structures and covered eating areas are shown as dashed in the quad and over playgrounds. Areas for future growth are shown dashed in blue.
