SHACKELFORD ELEMENTARY SCHOOL OVERVIEW Shackelford Elementary School was originally built in 1945 and included five classroom wings, typically with four classrooms per wing. A sixth classroom wing was added at a later date. There are nine portable classrooms on the site, employed in a variety of uses from classrooms to staff lounge to computer labs. The Shackelford Family Learning Center is located north of the campus, with entry along El Paso Avenue, and a gated connection onto the hardcourts. The site is bordered by a residential street to the east, a gas station and residences to the south, the busy thoroughfare of Crows Landing Road to the west, and unkempt businesses and lots to the north. There is a newer student drop off loop along Bowie Avenue that works well, but student pick up creates hazardous traffic conditions along School Avenue. There are two staff parking lots, one in front of the school that backs directly into the street, and one across the street to the south. Shackelford’s multi-purpose space holds the most lunch periods per day, eight total, and having been designed for the school’s enrollment in 1945, cannot handle indoor assemblies. Directly outside the multipurpose and between the classroom wings is an outdoor dining area, yet with no shade offered it rarely gets used. Although the administration is located in the front classroom wing, staff cannot see public visitors entering campus through the main entry gate, which also lacks appropriate panic hardware. The addition of portables over time has diminished the lines of sight through campus, especially with the placement of the staff lounge and the three portable classrooms located directly in the center of campus. The Head Start portable classroom sits near busy Crows Landing Road and is the farthest location from the drop off area. Another concern with the portable classrooms is the lack of space and privacy. For instance, the psychology, resource, and special education staff share one space, a space that should be quiet and conducive to learning, yet the areas are only divided by mid-height partitions.

The kitchen and multi-purpose space at Shackelford are still located in their original locations from 1945. At twenty-four feet wide, the space is very undersized, causing the school to hold eight lunch periods per day.
The outdoor dining area is underutilized due to lack of shade and its close proximity to classrooms.
The current drop off loop works well in the morning, but is closed during the afternoon causing students to cross the streets with no crosswalks nearby.
The kindergarten classroom is on the busiest corner of the site and across the street from a busy gas station.
The administration office cannot see who enters campus through the main gate, which is also a safety concern because it is not equipped with panic hardware.
Psychology, special education, and resources classes all share one portable classroom divided by partitions, making for a loud and public space when the opposite is needed.

With the increased classroom counts, the red highlighted portables shown in Phase 1 can now be demolished or relocated offsite. The kindergarten classrooms in the existing wing are moved into the new building, allowing other classes to move in. The existing multi-purpose space can also be reclaimed as classroom space. Building D, a four classroom wing, is also demolished. No interim housing is needed, as there is designated staff office and library space in the new building.
A new eight classroom building is to be added, aligned with the existing classroom wing. Site improvements include a new secured staff parking lot, updated hardcourts and playground, track, baseball field, and soccer field. Once the classroom building is complete, the remaining four portables can be demolished or relocated offsite.

OVERVIEW The master plan for Shackelford Elementary School aims to create a new public face along the quieter Bowie Avenue, while keeping the majority of the students further away from Crows Landing Road. A new and significantly larger secured staff parking lot is located on the southwest corner of the site, accessed via School Avenue. What was once the front parking lot will now be transformed into a busonly drop off and pick up zone. Designated visitor parking is now located on Bowie Avenue just outside the two-lane student drop off loop. A combination administration, library, and kindergarten building now greets visitors at the new secured campus front entry. Once on campus, the space opens up to a new quad with outdoor covered dining areas and an amphitheater. The portables have been replaced with a new double loaded classroom building, freeing up the center spine of the campus, which terminates with a new multi-purpose building. The stage/music classroom in the multi-purpose building will open directly to the amphitheater, while the northern side acts as a backdrop to the hardcourts and playground. A gated service road will now connect Crows Landing Road to Bowie Avenue, with a series of gates for safety at the hardcourt and at the service yard entrance. Fields, including soccer, baseball, and a running track, are located on the western edge of the site along Crows Landing Road. Shade structures and covered eating areas are shown as dashed in the quad and over playgrounds. Areas for future growth are shown dashed in blue.
