Tuolumne Elementary School was originally built in 1949 and included the administration building and one five-classroom wing. Three years later three additional classrooms and a kindergarten building were added. Two four-classroom buildings were added at a later date, and there is a total of seventeen portable buildings scattered across campus. The site is bordered to the north by the quieter, residential Sonora Avenue, and to the east by the busier Herndon Road. Two alleys run on the south and west of the site, one of which supplies the only entrance to the staff parking lot. Although the staff parking lot is separate from student and visitor access, it relies on alley access, which the District cannot control. Student drop off occurs on Herndon Road and the front parking lot backs directly out into the same road, which is notorious for traffic incidents. Staff offices are spread throughout campus since the administration building was built in 1949 for that era’s staff population. Offices have been created by infilling hallways and specialty staff services, such as mental health and the clinician share a portable building with the custodial staff. The kindergartners and transitional kindergartners are also spread out in aging portables, and will require more permanent space as the District moves towards full day kindergarten. Although the multi-purpose space is not original to the school - it is a portable building - it is undersized for the current student enrollment. Separate lunch periods and assemblies are served for each grade level because of space constraints, and ideally the campus would have a stage and outdoor covered eating areas. The two northern classroom wings need many repairs, including new roofing, flooring, and plumbing.

PHASE 1 MULTI-PURPOSE & ADMINISTRATION BUILDINGS Phase 1 begins with the demolition or relocation offsite of two of the three portable classrooms highlighted on the existing campus image. Classes held in these can infill open classroom space in the existing buildings, while the staff offices and custodial portable will be relocated next to the music classroom. A new student drop off loop will begin the transformational change of the front of the school to the north. New multi-purpose and administration buildings greet students upon arrival, and the stage/music classrooms opens to a new quad with covered eating area and outdoor amphitheater.

The existing multi-purpose portable can now be removed or relocated offsite since the new multi-purpose building is in place. The remaining five portables highlighted in red in Phase 1 are relocated to align with the music classroom and act as interim housing.
Phase 3 focuses on two new double loaded classroom buildings. With the increased classroom capacity afforded by the new buildings, the remaining portables and two classroom wings can be demolished or relocated offsite. This will allow a clearing in the southeast corner of the site for the final phase of construction.

KINDERGARTEN COMPLEX & MODERNIZATION The final phase includes a new kindergarten and Head Start complex including separated playgrounds for each. The existing front parking lot will be updated to only include parking for Head Start and kindergarten parents, while a new secured staff parking lot will take over the northeast corner of the site. To complete the master plan the original classroom wings will be modernized to bring them up to 21st century standards.

PROPOSED SITE PLAN OVERVIEW The proposed master plan for Tuolumne Elementary School transforms the front face of the school to the north along Sonora Avenue. Students can now be safely dropped off to school in the two-lane drop off loop located directly to the north of the new administration building. The administration and reconfigured secure fenceline allows students to freely enter campus before school begins, while all students and visitors arriving after school starts must be first filtered through the administration office. Once onto campus, students can enter the multi-purpose building, which bookends the existing quad and acts as a backdrop for the new outdoor covered eating area and amphitheater. The larger quad and eating area spills out onto the improved hardcourts. Two new classroom buildings, aligning with the western edge of the existing wings, allow for the removal of the portable classrooms and the aging wings. In their place on the northeast corner of the site is the new secured staff parking lot. The new kindergarten building forms a safe and cohesive area for transitional kindergartners, kindergartners, and Head Start students. The original front parking lot is updated to accommodate Head Start parents, with direct access into their classrooms. Shade structures and covered eating areas are shown as dashed in the quad and over playgrounds. Areas for future growth are shown dashed in blue.
