ICA Calls for Hearings on Cattle Market Transparency Act The Iowa Cattlemen’s Association, alongside a coalition of 16 other state cattlemen organizations, sent letters to Senate Ag Committee Chair, Pat Roberts (R-KS), and House Ag Committee Chair, Collin Peterson (D-MN), requesting support for the Cattle Market Transparency Act of 2020 (S. 4647/H.R. 8557). The Cattle Market Transparency Act of 2020, recently introduced by Sen. Deb Fischer (R-NE) and Rep. Vicky Hartzler (R-MO), takes a nuanced approach to provide additional transparency and price discovery in cattle marketing. This legislation differs from the Grassley-Tester 50/14 bill (S. 3693/H.R. 7501) introduced by Iowa delegation, as it requires the Secretary of Agriculture to establish regionally sufficient levels of cash trade for robust price discovery. Additionally, the legislation creates a library of marketing contracts and requires packers to report the number of cattle
scheduled to be delivered for slaughter each day for the next 14 days. Balanced and consistent price discovery and transparency within the U.S. cattle market have continually been top priorities for the ICA for well over a decade. These membership priorities have been heightened over the past year and have led to the development of potential solutions such as the Grassley-Tester 50/14 bill and others. The ICA believes price discovery is the responsibility of all market participants. Ultimately, any viable solution requires active participation and dedication by all stakeholders to provide robust price discovery throughout the system. We see the Cattle Market Transparency Act of 2020 as an opportunity to advance important priorities without delay or temporary commitments from packers. Insight from our producers has told us that we must act with a sense of urgency, as cat-
tlemen cannot withstand future market disruptions without adjusting the unbalanced power dynamic between those who raise cattle and those who process beef. Without government intervention, cattlemen will continue to be at the mercy of decisions made by the packing industry. The aforementioned bills are fueled by grassroots support from beef cattle producers who believe in legislative or regulatory fixes to cattle marketing problems within our industry. The iron is hot and it’s time to take action. It would behoove the House and Senate Ag Committee leadership to hold hearings focused on cattle marketing before we are taken out at the knees by another “black swan” event. HAULS Act Introduced BY MORGAN WHITE, ICA POLICY INTERN On September 29, 2020, U.S. Senator Deb Fischer (R- NE) introduced legislation concerning the safe transport of agriculture and livestock products. As a member of the Senate Commerce Committee and a chairman of the subcommittee on Transportation and Safety, Fischer introduced a bill that would allow freedom from the hours-of-service (HOS) rules. The Haulers of Agriculture and Livestock Safety (HAULS) Act, S. 4720, provides much needed flexibility for the livestock transportation industry by clarifying and amending current rules and regulations that restrict livestock haulers. It is imperative that both livestock haulers and
the animals are able to reach their destinations quickly and safely without jeopardizing their well-being. The HAULS Act would: • Authorize a 150 air-mile exemption from HOS requirements on the destination side of a trip for agriculture and livestock haulers • Eliminate the seasonal hauling requirement that exempts ag commodity and livestock haulers only during state designated planting and harvesting seasons, making the exemption applicable year-round in all states • Revise the definition of “agricultur-
al commodities” by clarifying and including specific ag and livestock products This is a critical step forward, allowing livestock haulers relief from the current HOS regulations that do not take into account the unique circumstances of carrying live animals. We appreciate Sen. Fischer’s leadership on this important issue. In response to this announcement, the Iowa Cattlemen’s Association signed on to a letter of support for this legislation. New Format for Leadership Summit Face-to-face and virtual options offered
The end of the year is a time to come together and reflect on the successes and challenges we’ve faced. 2020 threw its fair share of challenges but I think we can all agree that we’ve either become a little more technologically savvy or flexible in many ways that we conduct business. At the Iowa Cattlemen’s Association we assessed our annual Iowa Cattle Industry Leadership Summit event, knowing that face-to-face events offer more opportunities for discussion and with many valuable conversations on the table we couldn’t go completely virtual. This year we are offering a hybrid registration where members can join us virtually and be a part of the important conversations. We have an exciting agenda on the docket this year, don’t hesitate to register-space is limited! A keynote speaker will kick off the summit on the morning of December 17, followed by lunch and award presentations, an MCOOL Task Force update and the ICA policy committee meetings. A tradeshow will take place all day long for ample amounts of networking opportunities. Policy committee meetings are open to all members and you are highly encouraged to attend them and voice your opinions on issues affecting the industry. This year they will be streamed live via Zoom where you can give your input virtually. This in turn helps the association provide direction towards policy priorities. In person attendees can then vote on the ICA policies, which may be ratified the next day at the Iowa Cattlemen’s Association’s annual meeting (open to all members). The day will conclude with the Iowa Cattlemen’s Foundation fundraiser and auction. Tickets can be purchased just for the foundation dinner.

The Road Ahead for Cattle Markets
going into the stratosphere. Take a look at the charts below and then talk with us about the numerous ways to use the Board for hedging livestock or the input costs on other markets:

Last month we suggested to you that you may or may not have a new President when the Livestock Plus new issue hit your mailbox. Sure as shootin’ you did not have a new President and you may not have anything but a President-elect when this issue of Livestock Plus hits your mailbox. The world we live in and the global economy thereof is presenting livestock and grain producers with new issues almost every week and month. To say that these are challenging times, is an understatement. By the way, folks, if you voted for Trump and are irritated that he may have lost this one then rest in the fact that he has placed 3, yes three, conservatives on the Supreme Court and the most recent one will likely still be on the highest court in the land long after Trump and Biden are but memories. In other words, Trump won the war, if not the battle, for honest God-fearing families who do not like taxpayer money used to snuff out little baby children as if they are nothing. Recall last issue we discussed ‘Stagflation’ and the fact that regardless of who won the White House that the debt is and will spiral out of control either way. Trump has outspent Obama and Bush and if Biden is certified by the electoral college then he will likely run even bigger deficits than Trump. This is serious stuff if you have children or grandchildren who now need 5 to 10 times as much now to buy the basic allAmerican 4 door car as it did not so long ago. So when the Federal Reserve talks about inflation being too low and that they want it to go higher you have to wonder what delusional juice they are drinking. The purchasing power structure of the livestock-grain producing family is being eaten away like turkey vultures on a deer carcass on the side of a country highway. Yes, we alluded last month to the possibility of massive price increases of Fat and Feeder Cattle in the new year 2021 for inflation reasons and of course the cessation of herd expansion. However, if your input costs on the feed ‘eat up’ your normal ‘expected’ gains per head on your livestock standing on the dirt, then you lose. For example, history says the south becomes unnerved by spiking prices of corn, and according to experts we consult with, there appears to be a substantial probability of much lower precipitation in parts of Brazil and Argentina. Add into that equation a falling US Dollar and the desire of the Federal Reserve to get inflation even higher and then add in droughts coming in the new year 2021 due to sunspot activity changes and planet alignment to effect gravitational pull and you have the recipe for corn, soybeans and wheat

Hello, My name is Mallory Robinson and I am happy to be the new Executive Director for the Iowa Beef Expo. I am excited to be working with everyone that is involved with this prestigious event. Growing up on a family farm of 300 Simmental/Angus cows in central Missouri, has always had me involved in the agriculture industry. I currently reside in Russell, IA where my husband Layne and I work on a 250 head Red Angus Farm. During the fall and late spring you will find me behind a camera taking sale cattle pictures around the midwest. If you see me out and about please don’t hesitate to stop me and say hi. This is interesting as sellers normally don’t want to sell during harvest. The results show that the land market is strong. It also shows that interested buyers will show up and buy the land even if they are busy. The election results are ungainly and investors are waiting to see what will happen with IRS 1031 tax deferred exchanges. Compared to last year we are 1% ahead in number of acres sold. Harvest is wrapping up on a positive note and with the added CFAP 2 payments, our farmers have received a push into 2021. As COVID persists we have seen most all auctions moving to online bidding. Land proves to be a prodigious investment in the world we live in.

Results from the 107 Sales (9,653 acres) this last month have the average for the state at $8,152 ($114/CSR), high quality ground at $9,854/ acre, and medium quality ground averaging $6,976/ acre. Low quality ground is averaging $3,760/ acre.
