FROM THE PRESIDENT’S DESK By Tony Wilson Greeting Once again, Brothers and sisters, as you all know, for the last few weeks we have seen a slow down of spreading of COVID 19 virus here in Colorado , but at the same time there large spikes in other parts of the country. Please do not kid yourselves to believe that it is gone. It is not. This deadly virus is still actively killing people every day. The Center for Disease Control and Prevention ( CDC) as seen spikes in 21 States. It is paramount as essential workers that we don't become complacent.

This vicious virus is still out there, and it is still deadly today as yesterday, as of to date, the novel coronavirus has impacted over 1490 US Postal employees, and we have seen more than 69 death as the result of this virus. In the State of Colorado, We have seen 50 cases, (Postal Employees), 20 of those are from the Denver P&DC; fortunately, no death. Yes!! That is great, lets keep it that way - I am aware there were talks on the workroom about two deaths from COVID-19, at the Denver GMF; let me assure you that such talks are pure rumors. There are no confirmed death from COVID-19 in the entire district – thanks in part to the unions' swift and aggressive actions. Like I said in my last FYI, the National Union and the Local Union have been meeting with management regularly to ensure that the proper protocols are put in place, and that management remain in compliance with all the COVID-19 protected guidelines, such as: 1) Quarantine of those employees returning from International Travel included curses. 2) If an employee tested positive, he/she is not to allowed to return to work unless medically cleared. 3) all buildings are cleaned regularly (especially frequently touched surfaces). 4) Regular stand-up talks be given. 5) supplies gloves/masks/hand-sanitizes, and wipes are to be made available. 6) the Union strongly recommended the wearing of masks. It suggested that it is mandatory in places where social distancing cannot be maintained. (continued on page # 3) 1

Brothers and Sisters, I know most of you don't like the idea of wearing a facemask, some of you even gone as far as, to asserted that the Union is infringing upon your constitutional rights. That is not so, one of the our core responsibilities as a Labor Union is to create a safe and hostile free working environment for all our members. To ignore the CDC guidelines, on the wearing of mask– The Union would be abdicating one its cores responsibilities in creating a safe working environment for all employees. Secondly, on the topic of infringing upon one constitutional right- that is pure nonsense, think about this for a minute; In some restaurants and clubs, they have dress codes. Are they infringing upon your constitutional rights? The US Postal Service has it own dress code. I have never heard a person utter a word about their rights being violated when management enforces a particular dress code. Thirdly, the union cannot mandate you to wear mask, that’s duties for postal management. Certainly, if an implemented policy is put in placed, and it is intelligible and practical, - one that will be of beneficial to the whole– Yes, this union will support such a policy. It is not often management make commonsense decision that are logical. But when they dose, this union will agree. When people say they have the right not to wear a mask, they may as well say they have a right not to wear clothes. Indeed, you have a right not to wear clothes in your home, but not at work- it is your constitutional right; likewise, don't you think your fellow co-workers have the rights to be safe from those who do not wear a facemask? I believe, if you are practical person, you already know the answer. It is simple, the purpose of the mask is to help prevent transmission of the virus by people who have the virus, but don't know it. This country and world are in midst of one of the worst health crisis in a 100 years. If we don’t listen to sound advice from the experts, we will all pay the consequences sooner or later, let us learn from others mistakes and not from our your own. Several scientific studies have shown that some people have COVID-19, but don't have any symptoms and unknowingly spread the virus to others. Therefore, in the interest of preserving the safety and wellbeing of all employees, this Union will stand by its decision to support the wearing of facemask while this horrific pandemic exists. And you too should support this—no matter how uncomfortable it maybe, you will be help your fellow co-workers and yourself, but more importantly your family. Finally, Let me say this, If for some unfortunate reason you get infected by this deadly virus, please follow all guidelines that were put out by this union and management previously. Also, in the interest of safety and health, and your own wellbeing, please inform a Union Reps. of your situation as soon as possible, if you can’t get in touch with a steward, please call me, my number is listed on our website at: www.npmhulocal321.org, we will ensure that management address your situation in according to all established MOU on COVID-19. Mail Handler Power – Together! ‘Mail Handler Power’ is all about the togetherness and unity of its members. The Postal Service is a melting pot of various races, ages, gender orientations, religions, politics, beliefs and cultures. We come together from very different backgrounds and lineages but we unite together in a representative Union! Togetherness is vital to our success and yet, sometimes, we are tested by management and even ourselves as to whether we are united or divided.

Well, such is a time now. With a pandemic raging, USPS survival being threatened, and with a new Postmaster General, there are many threats and challenges confronting us. Sticking together and having each others’ backs is now more important than ever. It’s now more important than ever but it isn’t going to be easy. I would like to welcome all of the new MHA members that have recently been hired. If you would like to ask some questions or just talk, please don’t hesitate to visit the Union office or use our contact list in this newsletter. We are here for you and eager to show you what unionism is all about and how important it is for all of us. And as we start to see an increase in cases of COVID-19 again, I would like to take the opportunity to thank all of the Mail Handlers who have been wearing a mask. It is vitally important that we take care of each other and protect each other from contracting this very contagious and unpredictable virus. Still, not everything is known about this virus; however, there is overwhelming evidence now that wearing masks helps stop the spread significantly. Wearing it is of utmost importance to care that others do not get the virus if you are carrying it, whether symptomatic or asymptomatic. It’s certainly true that, if you have COVID-19, the best way to spread it is by not staying at home and not wearing a mask. With the rate that this virus is increasing now with the opening up of businesses and such across the United States, We must practice the best hygiene practices. If you haven’t already, please Google or YouTube a video showing how surgeons wash their hands. They wash in between the fingers, deep into the palms, around the thumbs, and wrapping the wrists. When they prac-

ticed washing with grease, it showed how the surgeons’ technique of washing left no spot uncovered. Postal management at the General Mail Facility had the bright idea to institute a realignment that would combine start times on all shifts during a pandemic. I filed an OSHA complaint and about a week later Postal headquarters gave the orders to cancel all the realignment bids, abolishment's, and time changes. It was this action that should convince you that “safety” to postal management involves what is convenient or only necessary in disciplinary proceedings. They all should have been fired. If management tries to pull the same stunt again before this pandemic is over and under control, I will file more OSHA complaints. According to our National Office, other facilities across the nation were not going through with any realignments. Ours was an exception. That should tell you everything you need to know about our management. I would also like to thank all Mail Handlers for the opportunity to serve another three years term as your Local Treasurer. It is an honor and responsibility that I do not take lightly. I would also like to congratulate all of the new Officers of our Union and thank all those who have served in the past. At times it is a very demanding job representing our members’ interests, issues, grievances, and concerns but it is very rewarding when someone shakes your hand and tells you that you made their day and night a lot better. We have your back. We also need your statements of clerks and supervisors performing Mail Handler work during these difficult times. We have made no agreement and need all eyes and ears on the violations. We will file! Together we will be stronger and wiser in affecting change, control, and justice on the workroom

with a humble heart will like to thank the whole local 321 for voting me as the new Vice President. I hope next time around we will have a bigger turn out. I have observed with great concern the development during this covid period. The proposed changes lingering on at the Denver GMF. By mid-July we all will know what to expect. Whether we are going to have the re-alignment or not. But there are notable things I will like to address here: 

The union is not in favor of the re-alignment but once management insist on going forward the union will be obliged to make sure that less mail handlers are impacted. This we can assure the membership.

The COVID-19 liberal leave was extended till July 17 2020. Note that if it’s not extended (if extended again, it will be posted) we have to be mindful of our call ins. management is poised to start issue disciplines right after July 17th. The new group of management have flexed their muscles waiting to do damage to us. If you need time off and it’s possible request leave in advance.

The COVID-19leave is still active. Emergency sick leave is till december31st. If you need this leave please talk to your supervisor. Request the leave on PS form 3971 with the appropriate code.

Some members have issues with wearing face mask/shield. With documentation from a physician, you may not be required to wear one. Please be mindful that is a protection for yourself and others working around you. Let’s stay safe.

We are beginning to see safety hazards at the dock and the isle ways. Couple of PS form1767 have been filled and turned in to management. The union has filed OSHA complaint. We expect OSHA to be in the plant anytime. If you are approached by OSHA official please let them know your frustrations and solutions.

Welcome Message Hello my name is Bob Koryto and I am the new Branch President at the NDC. I hail from Grand Rapids, Michigan and bring 12 years steward experience (7 here in Denver). Being new to this position I would like to address this letter to the newer MHAs. For all new hires, welcome to the USPS. Here are a few pointers to help you navigate through your first 90 working days. By Bob Koryto Branch President Denver NDC

Rule number one: show up. This is probably pretty selfexplanatory. Rule number two: be on time. This includes not only showing up at your scheduled reporting time but go to and come back from breaks/lunch in a timely fashion. Rule number three: stay in your work area. The less management has to search for you the better. Keeping a low profile is key to success. Paid leave is at a premium. There never seems to be enough of it. One way you can increase your paid leave balance is to take leave in lieu of holiday pay. MHAs can choose this option for six postal holidays (New Year’s Day, Memorial Day, Independence Day (4th of July), Labor Day, Thanksgiving and Christmas). This will increase your leave balance by 8 hours instead of the usual 4 per pay period (depending on how many hours you work). That comes out to a potential extra 48 hours of leave per year. Which brings me back to rule number four: whenever possible try to get your leave pre-approved. We all understand circumstances come up beyond our control which makes it necessary to call in. You can't predict when you are going to be sick, have vehicle emergencies, home emergencies, etc. But if you can minimize these unscheduled absences it works in your favor. Rule number five (which I like to add): don't listen to the crap house lawyers. If you want a straight answer come to the Union. We are glad to help you on questions you may have. One more thing about your leave balance. What you don't use by the end of your appointment you get paid for. (continued on page # 6) 5

So, if at the end of 360 days you have X amount of hours you will receive a check paying you for X amount of hours. It may not seem like much but it is better than not getting paid for the five days between appointments.

It kind of reminds me of the situation we postal workers may find ourselves in right now under the new Postmaster General.

Ridley Out Going Branch President Denver GMF Local 321 Brothers and Sisters, I would like to take this time to say THANKS to everyone who participated in this election of local 321, especially for Vice President and Branch President. There was a total of 817 ballots mailed to the membership and only 292 ballots returned less than 50%. I would like to thank the E-board members for selecting me and given me the opportunity to fill the Branch President position when it became vacant, to the membership, also the Union Stewards whom gave me support. The Branch President position is not an easy job, but it was an honor to have served this membership in the Branch President capacity. I would like to congratulate Samuel T. Koduah (Vice President) and John Martinez Jr. (Branch President) for their victory and being selected for their position, wish them the best of luck in the years to come, also all duly elected officers. I can only say to the members whom did not vote, to let your voices be heard is “maybe one day”. On June 25, 2020, I will step down as Branch President and John Martinez will be sworn in, the last thing I have to say in departing is “There will always be U-N-I- (you and I) in Unity and Union”. Sworn in on June 15th, his name is Louis DeJoy and, according to LaborNotes.org and other news media, his history with workers is anything but (a joy). In a statement after his appointment, DeJoy said that he looked forward “to working with the supporters of the Postal Service in Congress and the Administration to ensure the Postal Service remains an integral part of the United States government. Postal workers are the heart and soul of this institution, and I will be honored to work alongside them and their union.” This statement by DeJoy sounds promising but, as they say, “actions speak louder than words,” and his history is anything but worker and union friendly. In a LaborNotes article published May 15th, former clerk and carrier, Joe Piette wrote that the ‘New Postmaster General is an Expert Job-Killer.’ Mr. Piette outlined and documented how DeJoy and his companies had a “terrible labor record.” His company, New Breed Logistics, supplied the USPS with logistics support for multiple processing facilities (they repaired postal equipment) for more than 25 years. In a 2016 interview with Triad Business Journal DeJoy claimed the contract between his company and USPS was worth between $3.5 and $4 billion. It later merged with XPO logistics (he sold his company in 2014 for $615 million) for whom he served as CEO and board member before retiring in 2018. However, “the company continues to rent warehouse space from him, and he and his wife own between $25 million and $50 million in XPO stock.” (continued on page # 8)

Planet DeJoy All of this puts DeJoy in a “position of overseeing decisions that affect his personal financial interests.” Postal managers may ending up using XPO Smart labor analytics and we all know how management has used technology to make things easier (NOT). The article in LaborNotes is pretty damning to the extent DeJoy and his companies acted with “anti-union animus.” Women workers suffered miscarriages due to increased productivity demands and there were “16 wage-andhour violations totaling $35 million…The state of California has repeatedly awarded back wages to XPO truck drivers who were misclassified as independent contractors” denying them compensation and benefits. During this pandemic, “the New York Times reported that XPO offered to lend workers up to 100 hours of time off – but they would have to repay the time. The result of this stingy sick -leave policy: workers kept going into work despite “coughs and worse.” “Yes, it’s monkey time, twenty-four-seven. The name of the planet…?” sings Donald Fagen. However, Planet DeJoy indeed seems to be the curse for postal workers and their unions. There has been plenty of backlash against the appointment of DeJoy. Nicole Goodkind wrote in Fortune (May 7, 2020) that, “The appointment of DeJoy, said Democrats is entirely political…Congressman Emanuel Cleaver (D-MO), a long time advocate of keeping the Postal Service public, told Fortune, “The president, he asserted, doesn’t like the Postal Service and appointed DeJoy with the clear purpose of dismantling it. Also, Congressman Gerry Connolly (D-VA) told Fortune, “President Trump rewards a partisan donor by installing him at the USPS.” And Brian Naylor reported in NPR (May 7, 2020) that “Dejoy has contributed more than $1.2 million to the Trump Victory Fund, and

millions more to Republican Party organizations and candidates, according to Federal Election Commission records. He was also in charge of fundraising for the Republican National Convention.” Well, so much for abiding by the Hatch Act at top levels of postal leadership. Of course, that died with Kellyanne Conway in this administration. DeJoy's wife has also been nominated by our current socalled president* to act as ambassador to Canada. Do you all remember when the Presidential Task Force on the USPS issued its report in December of 2018? In April of that year, the so-called presidents* administration issued Executive Order 13829 creating a task force charged with evaluating the operations and finances of the USPS. The Task Force’s recommendations included “Increasing subcontracting of mail processing operations” (hello Mail Handlers!), “Eliminating collective bargaining over the wages of postal employees, reducing the wages of postal employees,” and “Reducing pension or workers compensation benefits of postal employees.” Now you may see that the appointment of DeJoy falls in line with the Task Force recommendations. In fact, Senate Minority Leader Chuck Schumer sent a letter to board chairman Robert “Mike” Duncan expressing concerns that White House and Treasury Department officials “inappropriately pressed the board” to select DeJoy over other candidates (Jory Heckman, Federal News Network, June 16, 2020). Nicole Goodkind at Fortune also reported that, “The Trump administration, under the leadership of treasury secretary Steve Mnuchin has also called for certain parts of USPS to be sold off.” Politico also reported on May 6th that the so-called president* said, “The post office should raise the price of the packages to the companies. Not to the people, to the companies.” Who does he think these “companies” will pass the costs on to? No wonder so many of his own companies went bankrupt.

According to Brian Naylor at NPR, “DeJoy wasn’t always a fan of the president, or at least not his TV show. In a 2005 interview with Greensboro, N.C., News & Record, DeJoy said in reference to The Apprentice, “That attitude that you are the most important person is selfdestructive….adding if he were a contestant on the show, “I’d be fired.” Controversy will continue surrounding the appointment of DeJoy. Fortune reporter Goodkind also wrote of the USPS Board of Governors, (continued on page # 9)

It’s a scary time for all of us and I can only quote Run the Jewels from their excellent new album RTJ4, “…and your country gettin’ ran by a casino owner (ooh).” And, I might add a failed one at that. But, exactly how do you fail at a casino?!

The bill would not solve all the Service financial problems but, it would stop the bleeding of future losses. Similarly, to HEROES ACT, this bill is lost in the senate despite strong bipartisan support from both republicans and democrats. The senate majority leader will not bring it to the floor for a vote—and this is due to Donald Trump ever changing mood about the Postal Service. Years ago I said this, “It make no sense to give someone a job, only to have that very same person turn around and take yours.” and that’s what might happen to a lot of us, who sees politic like sports,- (if you like a team, you stick with it, no matter what- you still going to support that team). Well, politics is not sports, the actions of these people you elected can have profound effect on your life. If you work for the US Postal Service, this is where you earn your bread and butter. You should always vote for your best interest and not against it, you do not need candidates that simply provide platitudes, you should demand that these politicians take bold stands to protect rights of all working family. 2020 Annual Membership Picnic is CANCEL Local 321 Annual Membership Appreciation Picnic will be canceled this year 2020, due to the present condition with COVID-19. In the interest of protecting our members' health and welfare, your local executive board has taken the necessary steps to keep our members safe from this deadly virus. While we are essential workers and an integral part of the federal response to this crisis, local 321 will speak out where the needs are significant– that is, to do every thing possible within our power to protect every member of this union. Therefore, we were careful and diligent in our decision when taking this unorthodox steps, that as never been done in more than 30 years in this local, to cancel the 2020 membership Picnic. Our picnic will resume next year, 2021, in July.

You Have to Vote!

ou don’t know By Jeff Morgan how important you are! That’s Treasurer the slogan I’m using for this year’s upcoming elections. Heck, I just may use that for the rest of election eternity – because it’s too true! Some people think that their vote just doesn't count. That's not true! Josh Downey, President of the Denver Area Labor Federation, reminded union leaders at a recent meeting that Mike Feeley lost to Bob Beauprez in the 2002 congressional election by only 121 votes! In 2010, Dianne Primavera was defeated by only 314 in the Colorado State legislature. In comparison, there are over 900 Mail Handler members in Colorado who are receiving this newsletter. With a number like that, and along with many other various union

members in Colorado, we can make a difference and elect union-friendly and working family candidates in this coming election. I am also a proud dues paying member of the OPIEU, Local 30; one of the many unions (like Local #321) that is a member of the Denver Area Labor Federation (DALF). DALF represents many public and private sector unions in the State of Colorado. Together, our many unions can protect our jobs, wages and working conditions by voting for representatives at the local and national levels who have our backs. At the Colorado AFL-CIO, housed in the same building as DALF at 140 Sheridan Blvd., we are canvassing and phoning many union members and non-affiliated voters. We are under attack at many levels both as Postal employees and as Union members. But we are attempting to unite 19

together to get out the vote of our members.

First, you must register to vote if you haven’t already. It’s so easy it can be done before you read this article. You can also just check to make sure you’re registered. Just go to http:// www.sos.state.co.us/ and go down to the bottom left of the page to "Register to Vote." All you need is your Driver’s License or Colorado State ID card. Enter your name, number, and birthdate and you’ll receive a mail-in ballot and election information that you can read and complete in the comfort of your own kitchen (or abode). It’s that easy! Too easy for you to simply let it pass for you to have a say. We're doing it for each other as a union. There are other ballot initiatives that you can have a say on too. Like I said before, you don’t know how important you are! We need you! We need each other! DALF conducts interviews with the candidates to determine who will best support our unions, jobs, and working families. Our livelihoods depend on electing representatives who value unions, a full-fledged U.S. Postal Service and working families. My only concern is to represent Mail Handler interests and issues solely and fully. I don't care if you're Democrat, Republican, or Independent. If a candidate supports the U.S. Postal Service and values labor unions, that's where my vote is going. I'm concerned about our paycheck, benefits, and working conditions. That is where my voting and livelihood depends on. Please take charge and lead us all to the polls for each other! Thank you!
