Measure L & Prop 68

Playground Upgrades on the Horizon It’s a new day for Lodi Parks and Recreation with opportunities afforded by Measure L, the sales tax our citizens approved in November to improve Lodi’s quality of life. While additional police and firefighters have already been approved by our City Council, we’re hopeful Lodi’s parks will see the benefits in the next year when the fiscal year budget – starting July 1 – is adopted in June. In addition to our plans to replace the playground at Candy Cane park this summer, we’re requesting Measure L funds to replace and restore playgrounds at English Oaks Park, Beckman Park and Katzakian Park. What’s left of the English Oaks Park playground is approaching 28 years old, the Beckman Park playground was removed in 2004, and the Katzakian Park playground is 17 years old. The lifespan of this equipment is typically 12 to 15 years. We’re planning on replacing other aging playgrounds in future years, and are excited about the other possibilities to enhance and restore our other park facilities with Measure L funds.

Dreaming of Prop 68 Funding Dream big, Lodi! That’s the message we’re sending as we seek the public’s ideas for park and facility improvements at Hutchins Street Square and Blakely Park. Proposition 68, a $4 billion water and park bond passed by state voters in June 2018, grants up to $8.5 million for projects that acquire, expand or renovate parks. Lodi and other cities and park districts are vying for $255 million of that funding through a competitive grant process. It’s been decades since Lodi Parks and Rec has had this type of opportunity, so dream big and give us your ideas! We’ve started the public outreach process for Hutchins Street Square and Blakely Park. Check our outreach calendar and attend one of our future workshops so that we can submit projects that are an outgrowth of our community engagement efforts. That’s our best shot at getting these projects funded!

Other Trends & Issues Aquatics upgrades: We’re putting more emphasis on our aquatics programs and facilities this year, as you may have already noticed. We’re offering a lifeguard certification course to develop a local workforce that will keep our swimming areas safe and provide seasonal and part-time employment. On the facilities side, we’ve made a major investment into renovating the Enze Pool at Blakely Park, which will include a new shade structure for visitor comfort on hot days. In addition, we’ll be expanding our hours for open swim at the pool on summer weekdays, rather than just weekends. Blakely Park is on Stockton Street, just north of Kettleman Lane. Roundup: We’ve stopped using the herbicide Roundup to control weeds within 25 feet of playgrounds due to increasing concerns about the product’s safety. This will likely result in more unsightly weeds in these areas, but it’s a small price for the assurance that our most vulnerable residents are playing in safe spaces. Lodi Lake beach safety: Did you know the water quality at Lodi Lake beach has vastly improved in recent years due to our efforts to keep geese away from the swimming area? We have not had a bacteria-related closure at Lodi Lake – which typically follows a heat wave -- since 2014. We collect water samples weekly in the swimming area, which are tested for e. Coli and coliform bacteria. The results are compared to the San Joaquin County Environmental Health Department’s water quality standards to determine if it’s safe to swim. Have confidence that when the beach is open, it’s safe to swim. By Jeff Hood, PRCS Director

Results of the two surveys were combined and averaged, and the highlights are below. To view the entire survey, please go to Lodi.gov/PRCS and click the link for Lodi Kids Camp Survey Results. Nine questions, each with a rating scale of 1 to 5, were asked - with a 10th question asking for open-ended feedback. Question No. 1 was designed to provide comprehensive and critical feedback related to Safety (4.43), Communication (3.71), Program Activities (4.29), Value (3.93), Responsiveness to Concerns (4.55), and Quality of the Extended Care program (4.60).

You may recall that one of our goals for 2018 was to develop an exceptional summer day camp program that served youth and families from the Lodi area. Ultimately, providing a quality camp experience where children are safe and respected, in addition to earning the trust and confidence of parents, was and will always be our top priority. Two customer satisfaction surveys were conducted last summer (one at the end of each session), and the results are in! Did we achieve our goals and meet our customers’ expectations? Where are our areas of improvement?

Course Description:

Through videos, group discussion, and hands-on practice, you'll learn teamwork, rescue skills, surveillance skills, First Aid, CPR/AED and more! These are all skills you will need to work as a professional lifeguard. This course is blended learning, which means you will be required to complete a portion of the class online (approx. 8 hours, which you can begin upon registration of the course). Successful completion results in a 2-year certification in Lifeguarding that includes First Aid, professional-level CPR and AED in one certificate.

Successfully pass level 2 (Seahorse) or able to swim and float independently on front and back. Students will explore deep water, front crawl 15 yards, level off, introduction to breathing combined with a 5-yard stroke. This class builds on the skills in level 2 by providing additional guided practice.

Otter (Level 4) Ages 4+

Successfully passing level 3 ( Jellyfish) or able to swim independently on front and back. Students will retrieve objects, swim 20 yards, coordinate the components of the front and back stroke and tread water. This class develops confidence in the strokes learned and existing aquatic skills.

Dolphin (Level 5) Ages 4+

Successfully passing level 4 (Otter) or meet the passing requirements of level 4. Students will refine their strokes and learn advanced swimming techniques. In this class students will be introduced to all four competitive strokes and turns.

Shark (Level 6) Ages 4+

Successfully passing level 5 (Dolphin) or meet the passing requirements of level 5. Students will learn about swimming for fitness or personal water safety. In swimming for fitness, swimmers will learn habits such as reading a swim clock, taking their own pulse, and strategies for long and short distance swimming. In personal water safety, students will learn the basics of water rescue and safety.

REGARDING ALL AQUATIC RENTALS: The rental fee and deposit are due at the time the reservation is made. A $35 rental fee is charged for each additional hour over reservation time. An additional $25 rental fee is charged for each increment of 25 people. After cleanup/damage assessment, the deposit will be refunded in 2-6 weeks depending on payment method.

Guitar Fundamentals

Bass Guitar Basics

Ukulele Basics

Students, beginners to intermediate, will concentrate on chords, chord positions, progressions, scales, lead patterns, rhythm and basic music theory. Students will explore guitar theory, music composition and vocal theory. This course will ignite the songwriters within! Students are recommended to purchase the book Fretboard Logic S.E.Vol 1&2 online, please discuss your options with the instructor. Students should bring their guitar to every lesson; either acoustic or electric is okay. Students also should plan to practice at least one hour, three times a week at home. The instructor has four guitars for rent that are available for use only during lesson time.

Bass Guitar Basics is for the beginning Bassist. In this course students will study basic Bass theory and applied Music theory, utilizing worksheets and song exercise. Material covered will get the studying Bassist up and playing in a timely manner. Student must have their own acoustic and or electric bass guitar.

Ukulele Basics is designed for the beginning ukulele student. In this class students will learn basic chords, rhythms, fingerings and positions. Students will use various learning worksheets and song charts to help structure their learning experience. JavaScript Coding and Electronics 101 for Kids

Favorite Apps and Video Games Workshop Session 2

Partnering with the now nationallyrenowned local startup PodPi, we have created a curriculum that teaches students about Java-Script coding and applies that knowledge to student-designed, realworld projects. Using Java-Script with an Arduino board, students are able to build their first simple circuits and code them to accomplish a variety of tasks. No coding experience is necessary. (Please note: IntelliBricks will provide all supplies and touch screen computers for the camp. Children cannot take home any of their creations. Materials are available for purchase if interested.)

Art is all around us, including on phones and online! Join Young Rembrandts for a workshop mimicking the amazing imagery of our Favorite Apps and Video Games! Babysitting Basics Babysitting can be both enjoyable and lucrative. This basic competency-based structured babysitting workshop is designed to include interactive hands-on activities while learning how to respond to medical emergencies, preventing accidents, basic first, along with child-care responsibilities and techniques, feeding, diapering, and other challenges. Students are introduced to characteristics of various age appropriate games and toys. Updates on Park Improvements

367 Acres of Parkland

Blakely Park Pool Renovations John Blakely once was Lodi’s city clerk and the park was named in his honor when it was built 65 years ago. We think he’d be proud of what we’re doing! We’re wrapping up the first step ahead of the summer swimming season with the renovation of the 32-year-old Enze Pool. Swimmers this summer will find a new pool deck, new plaster, new starting blocks for competitive swimmers, and a new shade structure that will make it comfortable for those choosing to stay dry. Later this year, we’ll go out to bid for a new park restroom using federal grant funds, and to reconstruct the sports fields on the northern half of the park, including a new irrigation system to replace the one that’s 56 years old. That will keep the turf healthy and ensure the park will be a great place for baseball, softball and soccer for many years. The sports fields are funded through a State grant, which is also paying to construct a new basketball court. We anticipate construction at about this time next year!

DeBenedetti Park Development DeBenedetti Park Parks and Rec is narrowing its focus M ASTER P LAN for future development at DeBenedetti Park after conducting surveys and public outreach meetings. We had hundreds of people respond to our survey, and dozens more attend meetings facilitated by a landscape architecture firm that is leading our planning efforts.

We’re looking to plan the 20 acres of “high” ground at the park – essentially the untouched space at street level that will meet the recreational needs of the nearby residents, but also the community’s needs for larger recreation space. Our experts will soon provide alternative plans for the park’s final design, which will then go to the Parks and Recreation Commission and then City Council for approval. The next phase of development could occur as soon as 2020!

Nature Area Grant Update Another park upgrade planned for 2020 or 2021 is a renovation of the Lodi Lake Park Nature Area amphitheater and educational features. We’re in the process of developing new interpretive panels that will help visitors learn about our unique resource, and staff is working on plans to put this project out to bid in 2020.

This initiative is the foundation that supports our ongoing commitment to providing consistently clean and safe parks daily:

These three programs are designed to engage residents, businesses and corporations in the revitalization of our treasured Park System through volunteer activities. This community-based support will help ensure a truly vibrant, viable system of parks and open spaces that are the backdrop to quality recreational experiences for everyone.

LODI LAKE Lodi Lake Park has a vast selection of activities for all ages. Recreational activities include our 58 acre nature area, Mokelumne River boat tours, picnic rentals, BBQ pits, motorized boat launch, and playground.

At the boathouse you have the opportunity to rent kayaks, canoes, stand up paddle boards, and pedal boats. Lodi Lake also has a seasonal swimming area with lifeguards on duty to ensure a safe and fun experience.

MOKELUMNE RIVER BOAT TOURS Enjoy the scenic beauty of Lodi Lake and the Mokelumne River aboard our 24’ tour boat. Keep your eyes open for the many bird and animal species that call the lake and the river home. It’s not uncommon to see such species as deer, river otters, great blue herons and many others! Our tour boat is inspec ted and certified annually through the US Coast Guard. Our Captains possess commercial master’s licenses also through the Coast Guard. The tour boat has a maximum capacity of 10 passengers. 45-minute Mini Tours – Saturdays & Sundays (April – Sept)/$10 per person. Available weekends only, our mini tours run on the hour between noon and 4pm; must be dockside 15 minutes prior to the hour. Register at the small gate entrance building. 90-minute Chartered Tours – By appointment Only (April – Sept)/$200 for up to 10 passengers. This unique, local excursion is perfect for small groups of up to 10 passengers. Tour day and times can be customized to meet the needs of your group and upon availability of our licensed Captains. Lodi Lake Nature Area Needs Docents! Become a tour volunteer, it’s easy! Just follow these 6 steps: 1. Have a desire to share your interest and love for the Nature Area and its unique environment. 2. Fill out a short application (available online beginning Jan. 18). 3. Shadow Docents on tours. 4. Pass a fingerprint and background check (paid for by Parks, Recreation and Cultural Services). 5. Receive a free Docent manual with loads of information on the Nature Area. 6. Lead tours 2 to 3 times per month (fall and spring are the busy times). The best part of becoming a Docent, is that it is not necessary to have a science background. The manual is packed with useful information on all the plants, animals and habitats in the Nature Area!
