Lviv Chocolate Fest March 6–8, Lviv Art Palace (17 Kopernyka St.) Lviv’s fascination with chocolate is set to take centre stage once again as the city’s 8th Chocolate Fest is set to be held in March at the Lviv Art Palace. Known throughout Ukraine and around the world as ‘The City of Chocolate’, Lviv will showcase its claim to that title during three days when Leopolitans and guests of the city can brazenly indulge in their “chocolate craze”. Festival-goers will not want to miss the chocolate fair featuring some of the tastiest creations from the finest confectionery shops in the Lviv and around Ukraine. Visitors will also have the opportunity to learn the craft through workshops presented by some of Lviv’s most acclaimed chocolatiers. Highlights of this year’s festival include: a special Chocolate wedding; chocolate scented candlemaking workshops; and the From Lviv With Love ‘post office’ initiative, which will allow guests to mail chocolate-themed postcards to any city on the planet right from the festival’s location. The kids will not want to miss Chocoland, where they can participate in fun games and competitions. The ‘crème de la crème’ of the festival is sure to be the 4th annual Chocolate-Making Championship, where amateur confectioners vie for the title of chocolate-making champion by impressing the festival’s jury with their own unique creations. Legendary Pesniary in Lviv February 21st, 19:00 at Lviv’s Opera & Ballet Theatre, (28 Svobody Ave.) Legendary Belorussian group Pesniary are set to rock Lviv’s Opera & Ballet Theatre on February 21st, as the group that was once very popular in Soviet Union rolls into town. Founded in 1969 by guitarist Vladimir Mulyavin, Pesniary fused several musical styles, including as rock and psychedelic rock, into Belorussian folk music. The songs are known to feature lyrics from famous Belorussian and Russian poets of the past. Maybe their favourite is Yanka Kupala, as his poetry has twice been turned into stage musicals: 1976’s Pesnia o Dole (Song of Fate) and 1979’s Guslar, which was in turn released as a concert album. Older rock fans will fondly remember some of their biggest hits – Kasiu Jas Kaniushynu, Belovezhskay Pushcha, Belorussia, and Alesia. The group was the most popular and well-known to come out of the Belorussian SSR and in 1976 was one of the very few – maybe

even the first – Soviet bands to tour America. The mid- to late-70s is considered the band’s golden years, when they were popular and influential throughout the Soviet Union and Eastern Europe. After the success of 1979’s rock opera Guslar, the group was collectively awarded the honour of Meritorious Artist of the Soviet Union and Mulyavin personally received the title of People’s Artist. The band’s frontman Mulyavin died in a car accident in January 2003, shaking up the group and forcing changes in the lineup. Today, the still popular group is comprised of Vladimir Marusich, Vladimir Stamati, Viktor Molchanov, Pavel Zayatc, and Alexander Vislavskii. Свободи, 28) Легендарний білоруський гурт "Пісняри", колись надзвичайно популярний від Балтики до Тихого океану, можна буде побачити на сцені оперного театру 21 лютого. Засновані в 1969 році гітаристом Володимиром Мулявіним, "Пісняри" вдало поєднували у своїй музиці різні стилі, зокрема, рок і білоруські народні мелодії. Крім народних, вони виконували пісні на вірші знаменитих білоруських і російських поетів минулого. Їх улюбленим є народний поет Янка Купала, на його вірші було поставлено два мюзикли: "Пєсня а долє" (1976 р.) і «Гусляр» (1979 р.), який, у свою чергу випустили у вигляді концертного альбому. Мабуть, не буде в залі нікого, хто не згадає найпопулярніші мелодії тих часів – як от "Касіу Ясь канюшину", "Бєлавєжская пуща", "Бєларусія" чи "Алєся". Популярність "Піснярів", які співали рідною мовою, була в СРСР надзвичайною, і в 1976 р. вони стали одним з дуже небагатьох і

серед найперших ансамблів, що виїхали на гастролі до Америки. Середина – кінець 70-х років вважаються золотими роками групи, коли вони були широко популярні у всьому Радянському Союзі і Східній Європі. Після успіху рок-опери "Гусляр" у 1979 р. "Пісняри" колективно отримали звання Заслужених артистів Радянського Союзу, а В. Мулявін отримав звання Народного артиста. Керівник і соліст групи – Володимир Мулявін – загинув в автокатастрофі в січні 2003 року, і в складі "Піснярів" відбулися зміни. Сьогодні, як і раніше, ансамбль, до складу якого входять Володимир Марусич, Володимир Стаматі, Віктор Молчанов, Павло Заяц та Олександр Віславскі, користується неабиякою популярністю серед глядачів. Randorn Tour by Ivan Dorn March 6th, 19:00 at the Ukraine Sport Palace (18 Melynka St.) Prominent Ukrainian singer and TV personality Ivan Dorn – formerly of A Pair of Normal – will present his new album Randorn in a special concert performance at the Ukraine Sport Palace on March 6th. Born in Chelyabinsk, Russia, Dorn and his family relocated to Slavutich, Ukraine when his father took a job at the nearby Chernobyl nuclear power plant. While there he studied piano and sports, but it was his voice talent that was noticed at a very young age. When Ivan was just 6 years old, his mother took him to festivals, thus launching his long and creative career. Dorn is notable for experimenting with different sounds and styles, especially with rap, funk, neo-disco, and house. A 2007 Jamiroquai concert would prove to be a fortuitous experience as it was there he met his future collaborator in A Pair of Normal, Anna Dobrydneva. Their debut album – I’ll Think of a Happy End – was released in 2008, however Dorn soon after moved off on his own and released several solo songs, including: Stytsamen, Curlers, Northern Lights, and More. He also featured on the Apollo Monkeys release Blue, Yellow, Red. His mega-hit album Co’N’Dorn, released in May 2012, led Billboard Russia’s sales chart and was recognized as the best pop recording by industry magazines such as Afisha and Time Out. At the same time, Dorn began a feature film career as he starred in the films: How to Find the Ideal and Kyiv, I Love You. His latest release, 2014’s Randorn, sweeps away the boundaries between pop and underground. In many ways, this album is non-conformist satire. Dorn likes to poke fun at the dark side of society. An intelligent sense of humour in his lyrics and unique rhythmic arrangements make Randorn a truly one-of-a-kind progressive album. Tickets cost between 180–350 UAH. Концерт Івана Дорна 6 березня, початок о 19:00 Відомий український співак і телеведучий Іван Дорн – колишній учасник гурту “Пара нормальних” – представить свій новий альбом Randorn в Палаці спорту “Україна” 6 березня. Артист народився у Челябінську, а потім його сім'я переїхала до Славутича, де батько працював на Чорнобильській атомній електростанції. Навчаючись у школі, майбутній співак займався на фортепіано і в спортивних секціях, а його співочий талант був помічений в дуже молодому віці. Мати брала його з собою на різні музичні фестивалі, коли Івану було всього 6 років, і таким чином, мабуть, заклала початок його творчої кар'єри. Сьогодні І. Дорн намагається експериментувати з різними звуками і стилями, особливо його цікавить реп, фанк, нео-диско і хаус. На концерті британської групи Jamiroquai 2007 року, мабуть-таки не випадково, він познайомився з Анною Добриднєвою, і разом вони створили “Пару нормальних”. Їх дебютний альбом – “Я придумаю happy end” – вийшов у 2008 році, проте Дорн незабаром починає виступати самостійно і випускає кілька сольних пісень, серед яких, зокрема: “Стицамен”, “Бігуді”, “Північне сяйво” а також “Синім, жовтим, червоним”. Його мега-хіт – альбом Co'n'Dorn, випущений у травні 2012 року, був на чолі хіт-параду продажів Billboard Russia, і був визнаний найкращим за рейтингом журналів Afisha і Time Out. Lviv Social Media Camp February 28th, Ukrainian Catholic University (35A Khutorivka St.) The Ukrainian Catholic University (UCU)’s modern campus is the site for this year’s Lviv Social Media Camp – an event designed to promote social media – on February 28th. The forum will focus on several social mediarelated themes, including: the promotion of goods and services through social media, new media startups related to sociality, Facebook application development, and changes brought about by social media. This annual event has attracted over 1000 participants over the past three years, making it an excellent place for networking. Organizers expect approximately 250 participants this year. Radu Poklitaru's The "Nutcracker" February 26, 19:00 at Lviv’s Opera & Ballet Theatre (28 Svobody Ave.) Leopolitan theatre and ballet fans are sure to be excited when the Kyiv Modern Ballet brings their unique interpretation of the classic ‘The Nutcracker’ to the stage at Lviv’s luxurious Opera & Ballet Theatre on February 26th. The Kyiv Modern Ballet, featuring 22 young, professional modern dancers, was founded in 2006 by choreographer Radu Poklitaru. The company is entirely original, with its repertoire and artistic styling being defined by its inimitable choreographer. Among the priorities of the troupe is perfecting the ballet performance skills of its young dancers. Over the years, the Kyiv Modern Ballet has produced eight one-act and full-evening ballets. It’s very first work – the two-act hit Carmen TV – was recognized with two prestigious Kyiv Pectoral prizes as Best Performance of the Year and Best Choreographer. Хуторівка, 35A) Український католицький університет (УКУ) 28 лютого стане місцем проведення ювілейної п’ятої конференції Social Media Camp, спрямованої на сприяння соціальним медіа. 26 лютого о 19:00, Театр опери та балету (пр. Свободи, 28) Цього разу свою версію всесвітньо відомої різдвяної казки про мишачого короля і зачарованого принца на суд львівської публіки привезе трупа Київського Модерн-Балету в розкішних костюмах і оригінальній постановці. "Київ Модерн-Балет", в якому виступають 22 молоді, професійні сучасні танцюристи, був заснований у 2006 році відомим хореографом Раду Поклітару, який самостійно визначає стиль і репертуар трупи. Основним пріоритетом молодого, але вже уславленого колективу є постійне вдосконалення виконавської майстерності талановитих молодих танцюристів. У своєму творчому доробку "Київ Модерн-Балет" налічує вісім одноактних і повних спектаклів. Week of Italian Cinema From March 12th, Kinopalace “Kopernik” (9, Kopernyka St.) Leopolitan fans of Italian cinema will delight in the return of Italian Cinema Week, set to take place from March 12th – at the Kinopalace “Kopernik”. Cinema fans will be delighted to enjoy some of the choicest examples of modern Italian cinematography. Italian cinema has a long history in Lviv, as classic 1970s Italian films were very popular in the city at the time. Organizers of the festival hope to acquaint Ukrainian audiences with modern Italian cinema – and to continue the valued tradition of cultural interaction between the two nations. Італійське кіно здобуло собі славу після Другої світової війни, а в сімдесяті роки воно стало просто класикою. Не було місяця, щоб на екранах Львова не демонструвалась одна, чи кілька італійських комедій чи драм. Цією програмою організатори фестивалю хочуть познайомити українських глядачів з сучасним італійським кіно, продовжуючи традиції культурних зв’язків між двома країнами. Buba Kikabidze in Concert March 16th, 19:00 at Lviv’s Opera & Ballet Theatre (28 Svobody Ave.) Leopolitan music fans will be pleased to hear that legendary Georgian singer/composer/actor/screenwriter Vakhtang Kikabidze is coming to Lviv for a show on March 16th. Known as ‘Buba’, Kikabidze is the son of a Georgian princess and is one of the most iconic singers/actors in Soviet Georgia. The Tbilisi-born star has an impressive trophy collection, winning awards such as: the People’s Artist of Georgia; the USSR State Prize; the Order of King Vahtang Gorgasali; the Knight Cross of St. Konstantin the Great; and even a star in Moscow’s ‘Star Square’. He’s been recognized at dozens of music and film festivals across Georgia, the Soviet Union, and around the world. He is best remembered for his turn as a helicopter pilot in the iconic Soviet film Mimino, but has performed in several other popular titles, including: Don’t Be Sad; Melodies of Veriski Quarter; and Completely Lost. His last film, 2000’s Fortune, was helmed by famous Georgian director Georgi Daneliya. He produced two feature films as a screenwriter and director: Men and All Others; and Be Well, Dearest One – which received top honours at Gabrovo, Bulgaria’s influential International Comedy Festival. Buba has been doing his thing for a long time now, and while most people his age are enjoying their retirement, the 76-years-young celebrity is still out there singing his heart out. Більш відомий як "Буба", Кікабідзе – нащадок старовинного князівського роду і один з найбільш знакових грузинських співаків і акторів ще радянських часів. Справжній народний артист - він має безліч нагород, серед яких, зокрема, звання Народного артиста Грузії; Державна премія СРСР; орден Вахтанга Горгасала; лицарський хрест Святого Костянтина Великого, і навіть зірка на "Площі зірок" у Москві. Він отримав відзнаки на десятках музичних і кінофестивалів у Грузії, в Радянському Союзі і в усьому світі. Ukrainian company 86 PROKAT – the first Ukrainian distributor of European and American documentaries – is pleased to bring the 2013 American-Ukrainian documentary ‘LOVE ME’, about the ‘mail-order’ bride industry, to Lviv beginning March 12th. Beginning just last year, 86 PROKAT brings the most interesting and colourful documentaries to Ukraine and presents them during exclusive events along with their film directors. The Lviv Film Centre will offer a special presentation of LOVE ME on March 14th along with a special Q&A session with the film’s director, Johnathan Narducci. Beginning March 12th, the Lviv Film Centre will host screenings of the film, a documentary that looks at whether people can actually find love in the modern ‘mail-order’ bride industry, or whether the international romance business is just a scam. Ivan Levinsky –

The Man Who Built Lviv

Famed 19th Century architect fused the folk traditions of Ukraine with the modern philosophy of the western world to leave his mark on the architectural traditions of Lviv.

van Levinsky is recognized as a landmark figure of the late 19th Century not only in Lviv, but right across Ukraine. While primarily known for his work as an architect, builder, and businessman, he was also a professor at Lviv Polytechnic Institute and a recognized philanthropist. He was one of the leading architects in his day, and is noted for introducing Ukrainian ethnic motifs into modern building methods. His artistic pottery company became renowned throughout the Austro-Hungarian Empire, while his building materials company and architectural firm were among the leading companies in turn-of-the-century Lviv. His work on some of the most iconic buildings in Lviv – including the Main Train Station, Opera & Ballet Theatre, and Hotel George- shows how he literally left his mark on Lviv, and why he is simply known as “The Man Who Built Lviv”. Levinsky was born in 1851 in Dolyna, in the Ivano-Frankivsk region, as the son of a folk school director. The family moved to Stryj after the death of his father and later to Lviv so he could attend the Lviv Real School, which offered a technical and applied sciences curriculum. Later he graduated with honours from the Lviv Technical Academy and moved on to professorial work at the Lviv Polytechnic School and at the Lviv Polytechnic Institute. It was this technical education, combined with his father’s love of folk art, which would lead Levinsky to start his own artistic pottery company. Fusing Folk Art with Western Technique: Levinsky the Entrepreneur Soon after graduating in 1875, Levinsky partnered with Julian Zachariewicz to buy land in northwest Lviv (Kastelivka). In 1888, he began building his factory on Kzhyzhova St. (now 58 Chuprynky St.) and by the next year he opened his seminal Ivan Levinsky Tile Stoves Factory. At the beginning, it was a small enterprise – only 2 floors and 5 employees. Levinsky was interested in the development of pottery and LVIV TODAY | February 2015

Legendary Leopolitans bought equipment and a special furnace for making tiles, ceramic dishes, and the like. Soon after he hired professional potters and ceramists and by 1894 his company featured 25 employees making tiles, bricks, vases, sculptures, and other building materials. Clay was imported from nearby Glynsk (near Zhovka) and Oleyov (near Zolochiv), as well as premium coal clay from the Czech Republic. Just 20 years later, his company would become one of the most successful enterprises in Halychyna, employing over 800 Leopolitans. During the factory’s golden years (1910-1912 especially), there were five separate units – each considered to be their own ‘factory’: floor and all tiles; decorative vases and dishes; small ceramic items; stoves; and sculptures. Levinsky was a pioneer – he engaged local artists, architects, and sculptors to create his original stoves, stove tiles, and tile sets that introduced Ukrainian folk motifs into the Western European tradition. His products were considered to be of exceptional high quality and unique style. Building Lviv: Levinsky the Architect At the same time he was building his factory into one of Galicia’s premiere businesses, Levinsky continued to work as an architect and constructor. You can still see many of his spectacular architectural works, especially in buildings on Chuprynky St. (11, 11a, 60, 103), Kotlyarevskogo St. (25), and Bandery St. (4, 6). His Ivan Levinskogo architectural bureau helped design and build many of the most famous buildings in Galicia – including such eminent masterpieces as Lviv’s main train station, Hotel George, and the Opera & Ballet Theatre. Working together with such esteemed architects as H. Helmer and F. Fellner, they also designed the Galicia Pavilion at the World Exhibition in Paris, the Chamber of Commerce, and many of Lviv’s hotels and banks. It is difficult to move around Lviv without noticing something that Levinsky and his companies had their hands in designing! It’s important to remember that Levinsky was celebrated even in his own time. For example, his company was awarded the Imperial Russian Technical Society’s gold medal at an international exhibition in Odessa in 1911. Levinski’s style combined Carpathian folk architecture into Viennese Secession. He designed and built hospitals and sanatoria right across Galicia, including Horodenka, Kolomyia, Ternopil, Vorokhta, Zalishchyky, and Zolochiv. For example, here in the Galician capital, he helped design the maternity hospital (originally the Jewish Beth Hulim Hospital) on Rapoport Street by incorporating Eastern and Jewish symbols into the Moorish Revival style of architecture. His pièce de résistance, however, remains Lviv’s spectacular Opera & Ballet Theatre, of which his building company provided local materials for the undertaking. At the turn of the century, Levinsky’s enterprises employed nearly 1000 people and until 1914, his company received the exclusive right to supply facing and building bricks for government buildings across the AustroHungarian Empire. However, at the end of WWI, the Polish authorities refused to pay for the Levinsky’s Austrian orders and his company collapsed as a result. He died in Lviv of a heart attack soon afterward and is now buried in Lviv’s Lychakivsky cemetery. Remembered as a gifted architect, cunning businessman, effusive philanthropist, and a true patriot, Levinsky is today considered to be the Man Who Built Lviv. While his factory would change hands several times over the years, it would never again be so glorious or influential as the Ivan Levinsky Tile Stoves Factory. LVIV TODAY | February 2015

Sukhishvili Georgian National Ballet Visits Lviv The dancers from Georgia’s talented and high-flying Sukhishvili National Ballet brought there spectacular show to Lviv’s Opera & Ballet Theatre on February 3rd. For years the group has captivated millions of fans with their fierce dancing that is as fiery as the blood of a Caucasian. Every dance in their repertoire represents a unique part of Georgian history. Georgian ballet is a time-honoured folk dance that sees performers swooping through the air and whirling around on the tips of their toes. This fantastic, oneof-a-kind performance, was thoroughly enjoyed by the noisy Leopolitan audience – especially when the group showcased spectacular – and difficult – Ukrainian folk dances.

Vertep Exhibition of Roman Romanyshyn On February 03, Roman Romanyshyn presented his latest exhibition “Vertep” at Lviv’s art gallery “Green Sofa”. Art works of Lviv native artist Roman Romanyshyn, whose prolific oeuvre encompasses prints, paintings and sculpture, has gained recognition in European art circles as in the last 10 years Mr. Romanyshyn has participated in 30 international exhibitions held in Ukraine, Norway, Poland, Switzerland, Canada, the United States, Germany, Sweden, the Netherlands, Belgium, Great Britain, Spain, Macedonia, Italy, Korea and Japan. Exhibition features series of 12 graphical works “12 months” as well as series of works entitled “Planetarium”. Alongside with graphical works Roman Romanyshyn will put on display several works of the new series “Eternity”. Romanyshyn's works are unique in images and inter-relationships of the real, imagined and subconscious.

Art gallery celebrates Anniversary On February 13, 2015 Lviv Art Gallery, which is named after Hero of Ukraine Boris Voznitsky, hosted festive event dedicated to the celebrations of 108th anniversary of gallery’s foundation. The event featured presentation of the art project “Integration” and attracted many visitors. Lviv National Art Gallery is a leading art museum in Ukraine, which has over 62,000 artworks in its collection, including works of Polish, Italian, French, German, Dutch and Flemish, Spanish, Austrian and other European artists. The gallery is based on a Polish institution, Lwowska Galeria Sztuki, which was founded in 1907 as a municipal museum, following the purchase of the collection of Jan Jakowicz by the city magistrate. Later on, the gallery expanded as the parts of the Władysław Łożyński (1914) and Bolesław Orzechowicz (1929) collections were incorporated. In early 2005 the collection of European art from the 14th to the 18th centuries was transferred to the new premises – the renovated palace-residence of Count Potocki, the former governor of Austrian Galicia. Art Gallery comprises over 30 halls divided according to epochs and art trends showcasing painting, sculpture, graphic, decorative arts from Western and Eastern European countries from the Middle Ages to the present day. Spectacular masterpieces by Titian, Georges de La Tour, Francisco Goya, Illya Repin and other world-renowned artists are put on display at the gallery.

Львівська галерея мистецтв є провідним художній музеєм України, в колекції якого налічується понад 62 000 художніх робіт, зокрема, творів польських, італійських, французьких, німецьких, голландських, іспанських, австрійських та інших європейських художників. Галерея була заснована в 1907 році, як Львівська галерея мистецтв, після того, як міська влада викупила приватну колекцію Яна Яковіча. Health Minister Visits Lviv New Ukrainian Health Minister – and former Georgian citizen – Alexander Kvitashvili stopped by Lviv for a working visit on January 30th to outline his vision for reforming the national healthcare system. Kvitashvili was joined by Chairman of the Lviv Regional State Administration Oleg Sinyutka when they met with students and professors of the Lviv National Medical University in a presentation open to the public. He outlined what he sees as the “three pillars” of Ukrainian medicine: “the creation of conditions of free choice of hospitals for Ukrainians; economic freedom; and free competition in the market of medical services.” He noted that 2015 will be a preparatory year for full-scale healthcare reform and will include the initial steps to providing for the transfer of public procurement to international organizations, as well as the simplification of the process of re-registration for drugs and medical services, and the transfer of departmental hospitals into a single structure. “We conducted our audit of hospitals [and] clinics to have clear picture of the costs of services and data on health facilities before we start to change the system. I can say one thing – from the medical reform will benefit both doctors and patients: Patients will be protected, because some of the money will be paid officially and hospitals will receive an official income.“ – Alexander Kvitashvili. The Lviv Region was selected as a priority area for the implementation of healthcare reform. The Minister mentioned that the reform of medical care will raise the second link on the regional level, enabling more qualitative assistance. The first results are expected to be seen in as early as four or five months. Speaking about market mechanisms, Kvitashvili stressed the importance of the provision of healthcare services, such as hemodialysis, by several healthcare service providers in order to prevent any monopolies. This, he explained, will result in reduced cost of services for Ukrainians.

Міністра Квіташвілі супроводжував голова Львівської облдержадміністрації Олег Синютка під час зустрічі зі студентами й викладачами Львівського національного медичного університету та представниками громадськості. Олександр Квіташвілі розповів, як він бачить «трьох китів» української медицини: створення умов вільного вибору лікарні для українців; економічна свобода і вільна конкуренція на ринку медичних послуг. Він зазначив, що 2015 буде роком підготовки повномасштабної реформи охорони здоров'я і включає в себе початкові кроки передачі державних закупівель міжнародним організаціям, а також спрощення процесу перереєстрації лікарських засобів та медичних послуг і передачі відомчих лікарень в єдину структуру. "Ми проводимо аудит лікарень і клінік, щоб мати чітке уявлення про вартість послуг і можливості медичних установ, перш ніж починати зміни системи. Я можу сказати одне – від медичної реформи виграють і пацієнти і лікарі: пацієнти будуть захищені, тому що частина грошей буде заплачена офіційно і лікарні будуть отримувати офіційний дохід" – сказав Олександр Квіташвілі. Львівська область була обрана як одна з основних для реалізації реформи охорони здоров'я. Також були обговорені питання сільської медицини, працевлаштування молодих спеціалістів, післядипломної освіти медиків тощо. Перших результатів слід очікувати вже через чотири-п'ять місяців. Говорячи про ринкові механізми, міністр підкреслив важливість надання медичних послуг, таких як гемодіаліз, кількома постачальниками послуг, щоб запобігти створенню монополій. Це, пояснив він, призведе до зменшення вартості послуг для українців.

Metro club crowned new Miss “Miss Metro” fifth season’s final contest ended up with victory of charming and talented Viktorya Apelova, who won event’s main prize – automobile. Huge jury – over 1000 viewers, had only 4 hours to choose the best one from 12 finalists. It was truly tough job as each participant presented spectacular show, featuring 100% of skills and talents. Sport Dance Competition Lviv’s oldest and hippest dance club – Rondo – hosted the Our Future sport dance competition on January 31st at Lviv’s Romantyk sports palace. Over 200 dancers, aged 6 – 21, from all across Ukraine came together to compete in the Standard and Latin programs. All participants enjoyed a wonderful and competitive event. Basketball Lviv’s struggling BC Politekhnika-Halychyna finally gave Leopolitan basketball fans something to cheer about as they ended their 12-game losing streak with a stirring 77–68 win over 4th-place Dnipro at Lviv’s Halychyna Sports Palace on February 9th. It was a true team effort as four players scored in double digits and the team forced 24 Dnipro turnovers. Guard Mykola Polylyak had an impressive evening registering a double-double with 14 points and 10 assists. Politekhnika-Halychyna still sits last in the 11-team league with a 2–10 record. The team hosts Mykolaiv next on February 28th at the Halychyna Sports Palace (8 Kerchenska St.).

Futsal Action in Lviv Lviv’s Halychyna Sport Palace was home to some frenzied futsal action last month as the Ukrainian national team hosted the Czech Republic in a series of friendlies on February 9-10 in preparation for the UEFA Futsal Euro 2016 qualifying competition. The Ukrainian side got off to a roaring start defeating their counterparts from the Czech Republic 5:1 in the first game, before dropping the second leg 3:4.The friendly matches are an important part of the preparation and training ahead of this year’s qualifying tournament. A total of 45 UEFA national teams will take part in the qualifying process, with Scotland making its first appearance in the tournament, to decide the 11 teams that will join host Serbia at the UEFA Futsal Euro 2016 next February. Ukraine has been drawn into a qualifying group along with Azerbaijan, Belgium, and Denmark. Those games are expected to be played in March in Baku.

EBA new members of the Regional Coordination Council 2015 EBA Western Ukrainian Office was established in 2004 in response to the interest of companies with foreign investments operating in Western regions of Ukraine. The Office serves more than 140 EBA members – companies located in the region and holds regular general membership meetings and different events. There are 7 Committees and 3 Working Groups operating in the Regional Office that bring together business people to discuss developments in their area of interest and to identify common positions and solutions to the problem issues. According to signed Memorandums, EBA Western Ukrainian Office keeps close working relationships with local authorities by holding round tables and panel discussions with heads of Lviv Oblast State Administration, Tax Administration, Customs Offices, Lviv Chamber of Commerce and Lviv City Council. Also established cooperation with IvanoFrankivsk, Ternopil, Rivne authorities. In order to support EBA members’ interests and create favorable business environment in the region, EBA Western Ukrainian Office representatives take active part in Advisory Councils created by local authorities. In January 2015 the Regional Coordination Council was elected - Markian Malskyy (Head of Lviv Office, Arzinger); Taras Yurynts (Guldmann-Ukraine Ltd); Anton Podilchak (Advice Group); Oleg Drin (Leopolis Hotel) and Alina Boychuk (PZU Ukraine). 50 DAYS OF THE NEW GOVERNMENT'S WORK The European Business Association has analyzed the regulatory scope as well as the latest achievements of the new team of the Cabinet of Ministers of Ukraine during the first 50 days of its actual work. So what exactly has been already done and what still needs to happen? 50 Days of the New Government’s work Business evaluates. What was done well? 1. The license for import of plant protection products (another bureaucratic obstacle for importers) was canceled. 2. Presentability and professionalism of Ukrainian government officials increased. This was certainly a positive impact on the country's image and business experiences government’s openness to dialogue. 3. Cash registers were implemented in order to whitewash business processes among payers of the single tax - this will help in the fight against shadow schemes and smuggling implementation. 4. One of bureaucratic corruption scheme was ruined: letters of confirmation from the Ministry of Environment about the lack of ozone-depleting substances in goods (e.g., cosmetics) was canceled. 5. A new law on technical regulations and conformity assessment according to EU rules was adopted. Negative changes or about what business complains? 1. The inability to buy foreign currency. 2. Instead of reducing of Single Mandatory State Social Security Contribution, declared by the government “white” legitimate companies got increased personal income tax and more tax burden. 3. Additional import fee. There are still a lot of unanswered questions: when will an additional fee finally implemented, will be there any adaptation period, how this fee will be calculated and other. 4. The cabinet of Ministers still does not give a clear understanding what cities and villages are currently under ATO areas. That’s creates difficulties for business activity on the East of the country. 5. SE "Ukrekoresursy" continues to collect about 30 million.USD monthly from importers for recycling of used packaging. Although de facto system of waste management is still doesn’t exist. 6. A monopoly on the natural gas market was created. The overview was prepared by EBA (January 2015). LVIV TODAY | February 2015

EBA Events In this issue of Lviv Today Markian Malskyy, Partner of Arzinger law firm, Head of West Ukrainian Branch Office, attorney-at-law, PhD, is answering the following question: Toughened liability of employers and other changes in Ukrainian labor legislation. On 01.01.2015 the Law of Ukraine "On Amendments to some Legislative Acts of Ukraine regarding the reform of compulsory state social insurance and legalization of payroll fund" No.77-VIII dated 28.12.2014 (hereinafter, the Law No. 77-VIII) came into effect. Among other things, Law No. 77-VIII introduces amendments to the Labour Code of Ukraine, the Code of Administrative Offences of Ukraine and Criminal Code of Ukraine to toughen the liability for employment law violations. In accordance with the amendments to the Labour Code of Ukraine (article 265) employers shall be subject to financial liability in the form of fines for breach of labor legislation requirements. Thus, legal entities and individual entrepreneurs using work for hire shall be fined for: • Actual admission of an employee to work without formalizing the employment relations, appointing an employee part-time with the actual full-time work and payment of salary without accrual and payment of Single Social Contribution – 30 times the minimum wage for each employee the violation relates to. The minimum wage from 01.01.2015 till 30.11.2015 amounts to UAH 1,218, and from 01.12.2015 till 31.12.2015 – UAH 1,378; • Violation of the terms set for salary payment and other payments provided for by labor laws for more than one month, their incomplete payment – 3 times the minimum wage; Fines will be imposed by the State Labor Inspectorate of Ukraine in the manner that will be approved by the Cabinet of Ministers of Ukraine. The alternations, made by the Law to the Criminal Code of Ukraine concerning criminal responsibility of employer’s functionaries are: • Illegal dismissal of an employer caused by report of the last about a violation of requirements of anti-corruption legislation of Ukraine is now counted as flagrant breach of labour law that causes a criminal responsibility. Such flagrant violation of labour law shall involve fine in amount of UAH 51000 or deprival of the right to hold certain positions or engage in certain activities, or correctional labor for up to 2 years. The same actions committed repeatedly or against a minor, a pregnant woman, a single father or mother or a person who replaces them and raises a child under the age of 14 or a disabled child shall entail a fine of 3,000 to 5,000 nontaxable minimum allowances or deprivation of the right to hold certain positions or engage in certain activities for up to five years, or correctional labor for up to 2 years, or imprisonment for up to six months.

EBA Thursday Talks On January, 15 at the Szkocka Restaurant the second EBA Thursday Talks took place. During the dinner the participants of the meeting presented themselves, told more about their businesses, discussed new laws and amendment to them and the necessity of active participation of the Ukrainian society in theirs realization, current situation in Ukraine, opportunities and threats for business. Sergiy Kiral (deputy of the Verkhovna Rada of Ukraine) and Oleg Kuzenko (deputy of the Lviv Regional Council) answered the questions of the participants and showed their desire to create an opened dialogue and cooperation between the government and business community. We would like to thank to all for active participation, to Serhiy Kiral and Oleg Kuzenko for their time and involvement during the meeting and to our partner the Szkocka Restaurant for delicious dinner and warm atmosphere.

EBA Tax and Accounting Committee EBA Tax and Accounting Committee was held at the EBA office in Lviv. The participants of the meeting discussed Tax Reform 2015: how to live under the new rules. The invited speakers of the meeting were: Maksym Voytsekhovskyy, Head of KPMG Lviv Office, and Roman Blazhko, Senior Associate of Lavrynovych & Partners Law Firm. Maksym Voytsekhovskyy started the meeting and told about novelty in VAT: new electronic administration system; tax invoices registration; changes in the goods reselling and base of the VAT calculation. Also Mr. Voytsekhovskyy highlighted peculiarities of income tax. It was said about taxation object in a new way; financial result with regard of tax differences; the reserves; advance payments and tax payment procedure; dividends. After that, Roman Blazhko informed the participants about the new rules in transfer pricing, property tax, PIT, Unified Social Tax and military fee, import fee and other changes in tax legislation.
