The 20th Lviv International Book Fair & Literature Festival, which doubles as a Publishers Forum, will bring together over 100 writers and 300 publishing houses from around the world. The book fair will highlight classical literary masterpieces as well and brand new releases, while the literature festival will offer a litany of awards for different contests. Many other events and workshops will be presented as the event welcomes guests from across Europe and Scandinavia and as far away as Canada, Australia, and New Zealand. Highlights of the festival will include the national “Best Book of the Forum” award, the festival-wide “Young Republic of Poets”, a literary project by the German Goethe-Institut, a “Night of Non-Stop Music & Poetry”, Meridian Czernowitz’s “Poetic Train”, the international translators festival “TRANSLIT”, and the “Context2” project that features a series of workshops by leading literary management experts, journalists, and writers. Special attention will be drawn to “Book Platform”, a project aimed at protecting books in Ukraine, Georgia, and Armenia sponsored by the EU’s Eastern Partnership Culture Programme. Guests are sure to be wowed by “Lonliness in the Net” author Janusz Wiśniewski as he presents his latest book, “Na fejsie z moim synem”. Other interesting workshops include: a literary meeting with social activist and translator Catalina Girona, the presentation of the scholarly work “Malévitch” by Professor Jean-Claude Marcadé, and the presentation of theatre producer, essayist, and publisher Krzysztof Czyżewski’s newest book. These and many other workshops are available to the Leopolitan literature lover. The “Golden Lion” is not just your average street festival, but a European theatrical tradition. Founded in our city back in 1989, it has become one of the most prestigious festivals in all Ukraine by transforming our bustling streets every October into vivid performance theatres, creating the feeling of a true carnival. Come out and be dazzled by a magical feast of spectacular performances by groups from all over Europe, including Belarus, Poland, Czech Republic, Lithuania, Portugal, and of course, Ukraine. There will be a rich and colourful carnival on October 5th at 17:15 that features actors all of the above countries and Russia. Among the festival’s most anticipated are performances by “Biuro Podróży” (Poland) and Teatr Novogo Fronta (Czech Republic). Be sure to also check out the extravagant entertainment of Evpatoria, Ukraine’s “Gefest Show”. Young theatre-goers should head to Rynok Square where they will be entertained by the clown Enano (Portugal), the cheerful performances of “Wagabunda” (Poland) and a number of other comical shows. “THE WORLD OF DOLLS: LADY & TEDDY” FESTIVAL September 19–29, Lviv Art Palace (17 Kopernika St.) “The World of Dolls: Lady & Teddy” is a traditional Lviv festival of hand-made dolls and Teddy bears designed to popularize the development of doll-making and doll-collecting culture as well as to highlight its talented artists. Festival-goers will be able to browse through a wide variety of crafts, from ethnic hand-made Ukrainian dolls, to ones made from all kinds of materials, like ceramics, hay, wood, and glass, to monsters, talismans, and other fine decorations. Visitors will also have the opportunity to attend a number of dollmaking workshops, so as to learn the various artistic techniques, as well as to take in a documentary about this remarkable art. The sixth annual Chamber Music Festival will take place in Lviv at the Philharmonic Concert Hall from September 12–15. The festival was founded in 2008 when the Szymanowski Quartet wanted to create a forum where outstanding musicians could gather in Lviv and play at the highest level. THE FLYING DUTCHMAN ON TOUR September 12–13, start at 18:00, Lviv Opera and Ballet Theatre (28 Svobody Ave.) The Lviv Opera and Ballet Theatre is pleased to host the Donbass Opera, staging Richard Wagner’s classic opera ‘The Flying Dutchman’. The joint Ukrainian-German project is part of worldwide celebrations marking the bicentennial of the great composer’s birth. German Director Mara Kurotschka uses Setna’s dream as the setting for this spectacular show. German stage designers Momme Hinrich and Torge Moeller, who have worked on Wagner operas across Europe, employ modern technology and over 300 artists from four countries to full effect. K&K PHILHARMONIKER October 4th, beginning 19:00, S. Ludkevich Philharmonic Concert Hall (7 Chaykoyskogo St.) On October 4th at 19:00, be sure not to miss a special performance by the Ukrainian-Austrian symphonic orchestra “K&K Philharmoniker” at the S. Ludkevich Philharmonic Concert Hall. Under the bouncing baton of its charismatic conductor Matthias Kendlinger, the orchestra will treat Leopolitan audiences to a charming performance of classical compositions, including masterpieces by R. Wagner and P. Chaykovsky. Kendlinger, born in Austria in 1964, received his first accordion lesson at the age of 5. He performed musically on stage across Europe until 1994 when he founded the classical music marketing firm DaCapo in Kufstein. In 2002 he founded his own symphony orchestra, K&K Philharmonic, and a year later the K&K Opera Choir. The K&K Philharmonic features seventy musicians and performs nearly 100 concerts across Europe every year. SKRYABIN “DOBRYAK” CONCERT “LVIVSKA ZABAVA” MUSIC, FOOD & FOOTBALL FESTIVAL September 27, beginning 19:00, Picasso Club (88 Zelena St.) September 10–15, Bohdan Khmelnytskyi Park Do you enjoy tasty food, great beer, and an all-around good time? Are you looking for a place to cheer on Ukraine’s National Football team in their effort to qualify for the World Cup? The first “Lvivska Zabava” festival in Bohdan Khmelnytskyi Park is the place for you! Four local beer companies will be offering plenty of delicious food and refreshing drinks to guests that gather to watch the live streaming of the Ukraine / England World Cup qualification match on September 10th. With upbeat folkdance competitions, Beat-the-Cossack athletic games, traditional games for the kids and even a parade, it’ll be like Ukrainian Independence Day meets Lviv’s EURO 2012 FanZone. The event doesn’t end there though, as Leopolitans can enjoy the fun, food and drink throughout the week. The September 10th game against England begins at 19:45 and follows just four days after Lviv hosts our national team at Arena Lviv in a World Cup qualification match against San Marino. The match against England, hosted in Kyiv, is important as it could determine who qualifies directly to the World Cup and who needs to win a play-off to get in. Lviv night club “Picasso” is proud to welcome popular Ukrainian rockers Skryabin to introduce their newest album “Dobryak” to their adoring Leopolitan fans. It was way back in 1986 when Andrey “Kuzma” Kuzmenko and his friends decided to create Skryabin. ELENA VAENGA CONCERT September 17, start at 19:00, Lviv Opera and Ballet Theatre (28 Svobody Ave.) On September 17th the Lviv Opera and Ballet Theatre is pleased to welcome one of Russia’s most famous singer and songwriter, Elena Vaenga. Winning a national competition of young composers with her first song ‘Doves’ at the tender age of 9, Vaenga was more recently awarded the National Music Prize ‘Chanson of the Year 2011’. She graduated from the piano class at the N.A. Rimsky-Korsakov music school in St. Petersburg, while also engaged in vocal lessons. She received four straight Golden Gramophone Awards from 2009-2012. The artist’s repertoire includes her own songs, modern and ancient Russian romances, ballads, and national songs. She is known for singing classic verses such as Sergey Yesenin’s “Evening Began to Stream” and Nikolay Gumilev’s “Giraffe” and “Clown”. The Old Tramway Lviv’s Trams Today

t is difficult to imagine the city of Lviv without its charming trams. One of the city’s great symbols, its 130-year history is intertwined with the city. From its humble beginnings with its Austro-Hungarian horsedrawn carriages to the modernization of its electric cars during the Polish Republic, from withstanding the armed foreign invasions during the Second World War to its current, modern European low-floor carriages, Lviv trams have long inspired Leopolitan lovers and artists. Immortalized in song by Lviv’s own “Pikkardiyska Tertsiya”, let’s take a look at how this Lviv institution came to be.

The Tram is Born

From the very beginning trams were expected to lay the basis for public transportation in urban cities, and this was no different in the Austro-Hungarian Empire. The rapid urbanization of major cities created new problems in getting workers to plants and factories and bringing citizens to city markets. By the late 1860s, the Empire launched its first horse-driven trams and by 1878 Lviv City Council was deliberating its first two tramway proposals. An official contract was awarded to «Societa Triestina Tramway» in February 1879 and the city’s first routes were festively opened on 3-May-1880, making Lviv only the fourth city in the Empire with a tram. The horsedrawn trams pulled heavy metal coaches with open or closed wagons along the rails, and by 1889 saw 105 horses pull 37 wagons on two separate routes. The new transportation proved popular with Leopolitans, as the trams provided transport to around 1,867,000 passengers per year. The system was not ideal though, as the animals were forced to work several hours a day and needed maintenance and care. Moreover, they left a lot behind to clean up. By 1894, Lviv City Council recognized that the horsedrawn trams could not manage passenger flow and while steam-powered trams briefly replaced the horses, it was the advent of the electric current that brought the greatest potential for developing this means of transport. From the Electric Tram to It Golden Days

The electric tram is the brainchild of genius engineer and inventor Werner von Siemens. It was his Siemens & Halske company that opened the world’s first tram line in 1881 between Berlin and Lichterfeld and it was the same company that Lviv City Council selected to build the city’s electrical tram infrastructure alongside a 300 kW power plant. Lviv’s electric tram line was launched on 31May-1894 with a dedication at Stryjsky Park and festivities that attracted many citizens. In 1896, Lviv city administration took control of the Siemens & Halske tram infrastructure and by 1908 the tramway was fully electrified. The Second World War threatened to devastate the tram business in Lviv, especially during the artillery and bombing of the Soviet assault in September 1939 and the Red Army’s seizure of the city in July 1944. While several lines needed to be closed for service, much of the tram infrastructure was preserved. The post-war years faired no easier for our lovely tramway as the Soviet annexation of the city and its subsequent policy of “population exchanges” between Poland and the Ukrainian Soviet Republic saw fully 80% of the tram’s management exiled to Poland. The city was forced to recruit railway personnel and experts from Eastern Ukraine before fully resuming transport. Lviv’s tram enjoyed its ‘Golden Years’ during the 1950s as the tram lines were updated to the trolleybus system and the network became Lviv’s main mode of public transportation. The tram played a great role in the life of Leopolitans, who used it not only to get to and from work, but also a place to make acquaintances and even fall in love. No history of Lviv would be complete without at least one amorous tale from its beloved tram. The 1970s saw some tram lines to the city centre shut down and by 1988, the first fast trams were introduced (currently operating on lines 3 & 5). While many extensions of the network have been planned, most notably a line to the Sykhiv District, no extensions have been made to the network since.

Ukraine’s independence in 1991 brought radical change and had a major impact on the country’s tram systems. As huge numbers of private cars and minibuses reduced the need for trams in many cities, trams all but disappeared. For example, Lviv’s trams served nearly 140 million passengers during the year of independence; yet by 2002 this figured had dropped by 60 million (almost half!). While Lviv’s trams still attracted a large amount of customers, the system faced a problem with “free rides”. It is estimated that fully 65% of the riders neglected to pay for their trips, causing a consider burden on the finances of the company and the government of the Lviv Oblast. Luckily for Leopolitans though, our entire tram network has persevered. Could you possibly imagine Lviv without its trams? Today the Lviv tram infrastructure consists of approximately 220 wagons that run on 9 lines across 75 kilometres of track. Most of the carriages were produced by Czech firm ČKD Tatra Works, while the company still employs a couple of pre-WWI Gothaer Waggonfabrik wagons that are used only for the purposes of maintenance and utility. The company has recently upgraded their carriages, making their first purchase since the independence of Ukraine on 20 overhauled and modernized German KT4 trams and awarding a contract to supply the modern low-floor trams to Elektrotrans – a joint venture of Electron and TransTec Vetschau. These newest additions to Lviv’s long tram history were introduced in August and now run on route 9a. The tram may no longer be the number one choice of transportation in Lviv, but it remains the quaintest way to get around the city. While the price remains at 1.50 UAH, having risen from 1.25 UAH prior to the city hosting the EURO 2012 football championships), it still remains the most cost-efficient. The Lviv tramway has remained a constant fixture in the life of Leopolitans through political and military turbulences alike for the last 130 years and remains one of the most recognizable cultural brands of the Western Ukraine capital. So if you need a break from the heat of the sun and the fumes from the cars are getting you down, take a piece of advice from “Pikkardiyska Tertsiya”, and “[Go] to where the green grass is, [on the] lucky, oh-oh-oh, old tramway.”

of Stefko Rondel Halycian cuisine, like all East-Central European cuisines, is often considered to be fatty and unhealthy. If one were to sit at a Ukrainian table during holiday celebrations, they would surely see lots of bacon, salo, meat jelly, large sausages, varenyky dipped in large amounts of sour cream, cracklings, and sauces. However, for most people, including Halycians, holiday meals are not representative of real life meals. Traditional Halycian foods include soups, vegetable dishes, and porridges. Moreover, from the 19thCentury, the region has had vegetarian traditions. “Vegetarianism?”, you might ask with more than a hint of disbelief. But it’s true; if you check out Polish / Ukrainian literature on the subject, you’ll notice that all the books were published in Lviv – in Polish pre-1957 and in Ukrainian until 1990. The oldest book, “Kosivska Vegetarian Cuisine” was published in 1901 by Lviv region locals Romuald and Apollinary Tarnawski. It’s interesting to note that the vegetarian recipes included in the book were used in the Kosiv health resort in the Carpathian Mountains. At the resort, Mr. Tarnawski offered special treatments to aristocrats and other wealthy people from Lviv, Krakow, Prague, and Vienna through fresh air, sunbathing, sporting activities, and most importantly – diets. Those diets were based on traditional Halycian dishes, like various cereal porridges, vegetable soups, salads, and pies. Patients’ diets were planned one month in advance and only small portions were fed to the patients. All attempts to indulge in larger portions were met with huge penalties and all troublemakers were expelled from the resort regardless of title or position. It is said that local villagers made a good fortune off those who decided to break the laws. Some nights the patients escaped to the nearest village to find fried chicken or some other tasty delicacy or just to eat a larger portion of fatty food. Villagers, knowing to keep those stealthy night visits a secret, demanded a price 4-5 times the regular cost for the food! The Kosiv health resort lasted until 1939 and Tarnawski’s book was republished a dozen times due to its popularity. Soon the celebrated work will be republished again, and will be presented by the “Club of Halycian Cuisine.”

Часом вважають, що галицька кухня – дуже масна, жирна і не надто здорова, як, у принципі, всі кухні Центрально-Східної Європи. І так зараз часом може виглядати, як пороздивляєшся фото з наших свят: сало, холодці, довжелезні кільця ковбас, вареники, які тонуть у сметані, шкварках, сосах… Але ж насправді не одними святами живе людина, і галичанин – не виняток. Традиційно у нас готували і багато легких зуп, овочевих страв та каш. Більше того – ще з 19 століття у нас була традиція вегетаріанства. Не вірите – пошукайте польську чи українську літературу про вегетаріанство. Виявляється, що всі книги на цю тему, видані польською мовою, аж до 1957 року написані та надруковані у Львові. Україномовні – то аж до 1990 року видавалися теж лише у Львові. Найстаріша з таких книг вийшла ще у 1901 році. Називається вона «Косівська вегетаріанська кухня», видали її Ромуальда та Аполінарій Тарнавські, уродженці Львівщини. Але це – не найбільший сюрприз. Цікавіше, що вегетаріанські рецепти, зібрані в книзі, практично застосовувалися ще з 1886 року у санаторії, який працював у містечку Косові в Карпатах. Там Аполінарій Тарнавський лікував аристократів і просто багатіїв зі Львова, Кракова, Праги, Відня: повітряними та сонячними ваннами, спортивними вправами, а головне – дієтами. Базувалися дієти на стравах, які традиційно споживають у нашому регіоні: кашах з усіх можливих злаків, борщах, овочевих зупках, пляцках та салатках. Споживати це все треба було у строго розпланованому на місяць наперед порядку і дуже малими порціями. А за спроби з’їсти більше діяли величезні штрафи або й просто виганяли з санаторію, незважаючи на титули та посади клієнтів. Кажуть, місцеві селяни добре заробляли на тих, хто все ж наважувався порушувати заборону. Часом пацієнти Тарнавського вночі

тікали з санаторію в сусідні села і просили зготувати їм смажену курку або ще щось – головне, щоб було великою порцією і дуже жирне. А господарі, розуміючи, що ще й мусять тримати прихід нічних гостей в таємниці, брали з них в чотири-пять разів дорожче, ніж коштувала їжа… Лічниця у Косові проіснувала аж до 1939 року, а книга Тарнавських перевидавалася близько десятка разів – настільки була популярна. Following two weeks of training, the Rapid Trident exercises were officially ended with a July 19th closing ceremony at the International Peacekeeping and Security Centre in Javoriv, Lviv Region. Approximately 1300 soldiers from 17 nations came together from July 8-19 to participate in the U.S. Army Europe-led, U.S.European Command Joint Training and Exercise Program designed to enhance interoperability between forces and promote regional stability and security. Soldiers from Armenia, Azerbaijan, Bulgaria, Canada, Denmark, Georgia, Germany, Great Britain, Moldova, Norway, Poland, Romania, Serbia, Sweden, Turkey, the U.S. and host Ukraine participated in this year’s exercises. Rapid Trident’s 2013 Executive Director, Ukrainian Army Maj. Gen. Vyacheslav Nazarkin demonstrated various military operations for distinguished visitors to the training on July 17th, including Ukrainian Land Forces Commander Col. Gen. Genadiy Vorobiov, U.S. Army Europe’s commanding general Lt. Gen. Donald Campbell Jr., former U.S. Ambassador to Ukraine John Tefft, and 23 other senior military and civilian officials from participating nations.

РЕПІД ТРАЙДЕНТ 2013 Двотижневі міжнародні військові навчання під кодовою назвою Rapid Trident офіційно закінчилася 19 липня урочистою церемонією в Міжнародному центрі миротворчості та безпеки на Яворівському полігоні Львівської області. Близько 1300 військовослужбовців з 19 країн зібралися разом, щоб 8-19 липня взяти участь в американській армії Європи під керівництвом, американо-європейського командування спільної підготовки і програми вправ, спрямованих на підвищення оперативної сумісності між збройними силами і сприяння регіональній стабільності і безпеці. Цього року в навчаннях взяли участь військові з Вірменії, Азербайджану, Болгарії, Канади, Данії, Грузії, Німеччини, Великобританії, Молдови, Норвегії, Польщі, Румунії, Сербії, Швеції, Туреччини, США та України. Lviv SoCiety 500-year-old Ukrainian Easter egg

500-YEAR-OLD EASTER EGG FOUND IN LVIV An ornate, 500-year-old Ukrainian Easter egg was found at a depth of 5.5 metres during an excavation of a 15th-16th century rainwater collection system on Shevska St. in central Lviv. The find is the oldest Easter egg on record to be discovered by Lviv archaeologists, according to the Rescue Archaeological Service (RAS) at the National Academy of Sciences in Ukraine. As Ostap Lazurko, a junior research officer at the RAS notes, “Previously Kyivan Rus’ pysankas dated to the 12th-13th centuries were found in Zhydachiv, Lviv Region and Khrinnyky, Volyn Region, but these were ceramic eggs. This one is made on an egg shell, most likely from a goose egg and luckily is very well preserved – almost 90%.”

ПИСАНЦІ – 500 РОКІВ Під час розкопок на вулиці Шевській у Львові на глибині 5.5 метрів у системі збору дощової води 15–16-го століть археологи знайшли найстарішу писанку в Україні, вік якої оцінюють у понад 500 років. За словами Остапа Лазурка, молодшого наукового співробітника НДЦ “Рятівна археологічна служба” Інституту археології НАН України, найстаріші знайдені писанки часів Київської Русі датуються 12–13 століттям. Вони були знайдені в Жидачеві Львівської області і в с. Хрінники Волинської області, але це були керамічні яйця. Знайдена ж у Львові писанка виготовлена, очевидно, з гусячого яйця і на щастя, дуже добре збереглась – майже на 90%.

MEDIEVAL FESTIVAL “TUSTAN 2013” The “Tustan” Fortress, located in the nearby village of Urich, hosted its annual Medieval Festival over the August 2nd–4th weekend, offering visitors a glimpse into medieval Ukrainian culture and a chance to admire our heroic past. Throughout the festival guests enjoyed a wide variety of medieval-themed events, highlighted by the vibrant IX-XIII Century fight reenactments, provided by history reenactment clubs. When not enjoying the exciting knight tournaments, visitors participated in several medieval-themed workshops, including: archery, dancing, playing ancient musical instruments, folk crafts, blacksmithing, horse-riding, and tasting medieval cuisine. Of course there were plenty of musical performances by Ukrainian bands. Maybe the highlight of the festival came when participants Yarema Ivantsiv and Marichka Skop shared a medieval-style wedding ceremony with the guests, full of tasty treats and jovial entertainment.

ФЕСТИВАЛЬ СЕРЕДНЬОВІЧНОЇ КУЛЬТУРИ “ТУ СТАНЬ!” Фортеця Тустань, що розташована в селі Урич, щороку перетворюється на кілька днів у стародавню твердиню, де вже восьмий раз проходить фестиваль середньовічної культури. Гості фестивалю завдяки зусиллям членам клубів історичних реконструкцій протягом трьох днів і ночей 2–4 серпня змогли зазирнути в давні віки української культури і помилуватися героїчним минулим свого народу. Хлопці зі старовинною зброєю, вбрані у обладунки давніх часів, відтворені до дрібниць, зображали поле бою IX-XIII ст. перед захопленими глядачами, що прибули з усієї України. Публіка спостерігала лицарські турніри, брала участь у майстер-класах давніх ремесел – гончарства чи ковальства, стрільби з лука, середньовічних танців, гри на старовинних музичних інструментах, верхової їзди, і дегустаціях середньовічної кухні. І, звичайно ж, було багато виступів українських музичних гуртів. Мабуть, найцікавішою подією цьогорічного фестивалю стало весілля Яреми Іванціва і Марічки Скоп у середньовічному стилі, на яке запросили усіх гостей фестивалю.

5TH INTERNATIONAL MEGAGATHERING OF “ZAPOROZHETS” The 5th International Mega-Gathering for owners of the legendary “Zaporozhets” antique cars took place in Lviv over the July 20–21 weekend in honour of the 30th anniversary of the ZAZ-Kozak club. Over 100 participants from Russia, Belarus, Germany and across Ukraine gathered at base camp near Lviv. An exhibition of the antique cars as well as a photo exposition of the travels of ZAZ-Kozak club members took place near the city centre. Following the official closing of the festivities, car owners embarked on an extreme trip into the Carpathian Mountains.

Після офіційного закриття свята, автовласники вирушили у екстремальну подорож в Карпати.

LVIV’S “HIGH HEEL MARATHON” A fabulous and fashionable event took place in Lviv in July as over 50 young ladies ran a marathon in high heels. Of course, they didn’t run the full 42 kilometres. They only had to make it 100 metres, but that is more difficult than you might imagine as the heels had to be at least 9 cm high. Among Lviv’s winners were Natalya Dizhak (1st place), Nadiya Bituga (2nd) and Vaselyna Dobryanska (3rd). Even some brave guys tried their best on stiletto heels, although outside the competition. “High Heel Marathons” have gained huge popularity across Ukraine as semifinals in Kyiv and Donetsk attracted many participants. The training of one fashionable athlete paid off though, as the winner of the finals in Odessa on August 24th drove away in a new car – which is good as she may not be comfortable walking for a while.

ЛЬВІВСЬКИЙ “ЗАБІГ НА ШПИЛЬКАХ” Такого Львів ще не бачив – 27 липня понад 50 панянок бігали по вулиці на високих підборах. Бігли, правда, лише 100 метрів, але й це немало, враховуючи висоту підборів – 9 сантиметрів. Навіть деякі зухвалі хлопці намагались подолати дистанцію на “шпильках”, хоч і поза конкурсом. Переможцями забігу стали львів’янки Наталія Діжак (1 місце), Надія Бітуга (2 місце) і Василина Добрянська (3 місце). Такі ж масові півфінали пройшли у Києві та Донецьку. У фінальному забігу в Одесі 24 серпня переможницею була визнана 19-річна одеситка Наталія Башни, яка поїхала додому новим авто, даючи відпочинок натрудженим ногам.

AQUAPARK’S 5TH ANNIVERSARY August 10th was a special day for Lviv’s “Plyazh” Aquapark as it celebrated its 5th anniversary with an 8-hour party with live music and plenty of surprises! The colourful and entertaining event featured a dance marathon, a friendly “Extreme Cup” swimming competition, a Miss & Mister “Plyazh” (Beach) contest for children aged 6-12, and a “Miss Bikini” pageant. Presenters from “Professor Nikolya’s Show” led children through an exciting science world and energetic DJ Leyko Durko ruled the dance floor. The event’s high point was the glamorous and captivating Victoria’s Secret Fashion Show. Over 5000 guests attended the celebration to say ‘Thank You’ to Western Ukraine’s largest sports and entertainment complex!

Results of the Investment Attractiveness Index in the second quarter of 2013 “The results of 20 wave of Investment Attractiveness Index of Ukraine – on the road to progress” The EBA’s Ukrainian Investment Attractiveness Index for the second quarter of 2013 experienced slight improvements in comparison with the first quarter of this year with the measurement standing at 2.16 points out of a possible five. 40% of respondents believe that the investment climate in Ukraine has remained at the same level. The research of the Investment Attractiveness Index in Ukraine was conducted by the European Business Association with the support of the research company InMind in July this year, with the participation of 144 CEOs of EBA member companies. Respondents’ views of the Investment Climate remained almost stable. Results of the Investment Attractiveness Index The third quarter of 2008 – first quarter of 2013

Investment Attractiveness Index Methodology: Investment Attractiveness Index is calculated as an average of five components: • Investment climate in Ukraine (1.7 points) • Dynamics of the investment climate: last 3 months (2.2) • Expected dynamics of the investment climate: the next 3 months (2.4) • Utility for new entrants to invest in Ukraine: last 3 months (2.2) • Investment climate in the key sector: the next 3 months (2.3) Looking at the results obtained for each of the components in the first quarter of 2013, a minor improvement can be observed. When asked what changes have occurred, respondents answered as follows - 40% of experts believe that in the second quarter of 2013 the Investment Attractiveness Index remained at the same level.

Positive trends linked to legislative changes, such as an international investment forum, a stable exchange rate, lowered tax burden, government recognition of the problems with the investment climate and clearer legislation on registration of expats were all noted. However continuing negative trends such as unscheduled inspections, VAT refund problems, pressure from public authorities, corruption, trampling of laws and judicial weakness were again referred to. Thus, compared with previous periods the vast majority of experts believe that positive changes have occurred - many of them report that there are expectations for positive changes, while specific improvements were named only by a few respondents. Erik Versavel, EBA Board Member, Country Manager, ING Bank Ukraine: The EBA Investment Index is an important measure of confidence and trust in the economic and financial environment of Ukraine. Small ups and downs are typical for comparatively small databases and not very meaningful. High level trends are more important, and now 48% of respondents state that the Investment Climate is “definitely unfavourable” compared to 43% 3 months ago and 4% 5 years ago. From a financial perspective this negative sentiment reflects quite simply the fact that the Ukrainian economy has been “more or less” in recession since 2H2012, that the Sovereign credit metrics are deteriorating and that external financing flexibility and market access are vulnerable. This goes hand in hand with negative outlooks from external rating agencies. Sentiment can change quickly on the basis of consistent policy and constructive trustworthy messages. As the natural resources of Ukraine are abundant and potential growth enormous, improvement of economic and financial parameters can follow automatically when trust is re-established. Anna Derevyanko, Executive Director of the European Business Association: Although the minimum boost, but forward, indicates that our mutual efforts are not in vain and that we are on the right track. It’s pleasant to note, that positive trends are observed more often, among which there is an international investment forum, a stable exchange rate, government recognition of the problems with the investment climate and clearer legislation on registration of expats. However, the systematic problems of Ukraine haven’t disappeared yet for such a short period of time but continue to influence investors’ confidence. Reduced purchasing power, limited access to credit, and lack of equal conditions for doing business together with bureaucratic and administrative pressure on business and an unfair judicial system – all the same factors reduce the attractiveness of Ukraine for investors. We certainly still have work to do, but thanks to our cooperation with the representatives of business and government, directed to overcome the underlying problems and drawbacks of the Ukrainian investment climate, we believe that with small but confident steps we can raise the rate of Investment Attractiveness Index Ukraine in the near future. n this issue of Lviv Today Markian Malskyy, Partner of Arzinger law firm, Head of West Ukrainian Branch Office, attorney-at-law, PhD, is answering the following question: “Our company would like to introduce video surveillance of the premises of our plant. Which legal procedures need to be followed to start the video surveillance?” Video surveillance is one of the most effective means of provision of security at work place and helps to control the production process. In order to introduce video surveillance at the premises of the plant certain procedures need to be followed. According to the Art. 307 of the Civil Code of Ukraine videorecording of individuals may only be performed with the consent of the individual. If video recording is openly performed in the streets the consent of the individual is presumed. Besides, it should be taken into account that the Labour Code of obliges the employer to inform the employee about working conditions (including video surveillance). Therefore in order to introduce video surveillance, first all employees have to be informed in about it, and their written consents have to be collected. If the company has Provision on Internal Working Rules, Collective Agreement or other internal regulations concerning working conditions of employees, the respective changes on introduction of video surveillance have to be incorporated. Second, the regulation on video surveillance foreseeing the procedure of surveillance, responsible persons, places of surveillance, period of surveillance etc. is also recommended to be adopted. Third, the signs informing that the video surveillance is being performed have to be placed at all locations of video surveillance. Besides, it should be taken into account that the Law of Ukraine “On protection of personal data” was recently adopted, and therefore special attention has to be paid so that the personal data collected through video surveillance is duly processed.

EBA EVENTS EBA Women’s Club – Pizza Workshop On July 16th, the EBA Women’s Club visited La Piazza restaurant for a workshop on how to cook an authentic Italian Margherita – the queen of all pizzas! Pizzaioli Yuriy Kolodiy and Chef Maurizio Christine showed the ladies some special secrets – how to make the dough really thin so as to shed calories, how to stretch the dough in order to make the pizza the right size, and how to bake it. Maurizio even showed some tricks on how to toss a pizza! It turns out that cooking really is an art! In the end, the women were treated with one extra workshop – how to bake delicious bread out of left over dough! As for dessert, the ladies were treated with delicious, and more importantly non-fattening, Italian ice cream.

EBA FAMILY DAY On 06 July 2013 at the territory of sports horse base “Burevsinyk” in Lviv, EBA Western Ukrainian Office hold annual EBA Family Day. The event attended approximately 80 persons. The event took place in a very festive atmosphere. The program of the meeting began with the opening ceremony and opening speeches of EBA Regional Manager – Maryana Lutsyshyn and president of the Federation of Equestrian Sports – Victor Doskich. Entertainment pogram was opened with athlete demonstrations of dressage - the elements of high school of horse riding. Then coach, master of sports, Volodymyr Yefremov, showed a master class on “Getting on a Horse to Ride”. And of course, all the present were impressed by demonstration program in the discipline of horse jumping. Entertainment program also included tours at the stables and the possibility of each participant to ride a horse. And little guests were happy to personally feed the horses with refined sugar, apples and carrots. Participants also enjoyed festive buffet and barbecue, beer and brew provided by sponsors, members of the Association. Lviv hosted a series of major cycling competitions from August 2–5 at the Ukraine Ministry of Defence summer sports camp. Participants competed in the finals of the Ukraine Cup competition, a National Bike Championship, and the international “Halychyna Grand Prix” race. As this was the first time Ukraine hosted a Union Cycliste Internationale (UCI) sports cycling competition, the event drew over 200 athletes, including 150 from across Ukraine. Athletes from Russia, Slovakia, Poland, Lithuania, Belarus, and the Czech Republic also participated. The competition was judged by UCI Commissaire Julie Rodman from the UK. Among Lviv’s top performers at the competition included: Roman Gladysh, Tetyana Klimchenko, Nazar Liven, Sebastian Syroizhka, and Volodymyr Buchynsky.

Lviv hosted Ukraine’s U21 National football team at “Arena Lviv” on August 13th as the team welcomed the Greek U21 squad in a friendly match before qualifying begins for the 2015 UEFA U-21 Euro Championships. In a spirited showing, the home side controlled the match and defeated the Greeks 4-0. It was a great warm-up before the team’s first qualification match, also at “Arena Lviv”, against Croatia on September 9th. At a press conference following the win, Ukrainian coach Sergiy Kovalets expressed gratitude to the game’s organizers and to all Leopolitan football fans for their enthusiastic support.

Lviv hosted the qualification rounds for the 2014 UEFA U-17 Women’s Championship from August 2-7 at its “Arena Lviv” and “Ukraina” stadiums. Lviv hosted matches from Group 3, consisting of teams from Finland, Netherlands, Slovakia and Ukraine. Unfortunately for Ukrainian football fans, the host team was eliminated after managing only one draw against Slovakia in their three games. The 2014 tournament is the 7th edition of the UEFA U-17 Women’s Championship. The finals will take place in the UK in December as the tournament acts as a qualifier for the 2014 FIFA U-17 Women’s World Cup in March.

FC Karpaty Knocks Metalist from UEFA Champion’s League It’s just six games into the 2013–14 Ukrainian Premiere League season and already FC Karpaty Lviv finds itself 12 points (4 wins) behind second-place and UEFA Champions League contender Metalist Kharkiv. This is a familiar position for both clubs: Metalist fighting for one of Ukraine’s two automatic berths to Europe’s most prestigious club competition and Karpaty struggling to avoid relegation to Ukraine’s second-division ‘First League’. It makes it all the more interesting that it would be these two clubs that would become embroiled in a matchfixing scandal. According to a ruling by the Football Federation of Ukraine (FFU) and upheld by the Court of Arbitration for Sport (CAS), the April 19th, 2008 fixture between the sides, resulting in a 4-0 Metalist victory, was found to have been manipulated. Current Champions League rules require that no club has been involved in fixing national or international matches since April 2007 (when it updated its legal statutes). After failing in all its appeals, the decision effectively dumps Metalist from this season’s competition. This is no small decision either: while Karpaty gets off with relatively minor fines, Metalist is set to lose anywhere between $5 and $20 million (or more).

Kickoff: The Scandal Begin s

Think back to April 2008. Metalist Kharkiv was in a heated battle with Dynamo Kyiv and Shakhtar Donetsk for one of two highly-coveted and financially lucrative Champions League spots. The team sat in third place, twelve points behind Dynamo Kyiv but with two games in hand. The team had an outside chance of catching Dynamo if they could win out the season and hope for Dynamo to stumble. That is when, according to a video shown by Ukrainian broadcaster TVi, Metalist Sports Director Yevhen Krasnikov decided to influence the outcome of the match with Karpaty. The video allegedly shows Karpaty defender Sergei Lashchenkov tell team owner and honorary president Petro Dyminskyy, the club’s honorary president, that he accepted $110,000 from Krasnikov. Other Karpaty players were also alleged to have received payouts. Metalist would take the match 4-0, but was unable to catch Dynamo by the end of the season and finished third.

First Half: Penalties are Levied

A few years later, the FFU completed its investigations and handed penalties to both teams and the individuals involved. Krasnikov, the alleged instigator of the affair, was hit hardest with a $10,000 fine and a 5-year ban from any football-related activity. A 5-year ban, the harshest penalty given to a player, was served to Moldovan National Team captain Serhiy Lashchenkov. Five other former Karpaty players, alleged to have received $10,000 each, were served 3-year suspensions, including: former captain Mykola Ishchenko, Polish goaltender Maciej Nalepa, Ukrainian National Team midfielder Vasyl Kobin, current Sevastopol defender Volodymyr Fedoriv, and former Karpaty / current Metalist defender Serhiy Pshenychnykh. In addition, a number of Karpaty officials were handed suspended bans for having “illegally used information about the fixed match and [failing] to take proper action with

regard to such information (i.e. submit it to the FFU).” These include: Dyminskyy, who was ordered to pay a $5,000 fine, General Director Ihor Dedyshyn, who was levied a $2,500 fine, and General Director Oleksandr Yefremov. Metalist was stripped of its 2008 bronze medal, both teams were fined $25,000, and both had 9 points deducted from last season’s standings. The last sanction was overturned by the CAS as the FFU’s rules stipulate that point deductions are only allowed for “repeated infractions to the disciplinary rules (i.e. not single offences).”

Second Half: Cheating Costs Money

Fast forward to the end of last season. Metalist Khakiv, under new ownership, finally broke the Shakhtar / Dynamo stranglehold on Ukraine’s Champions League positions. The team entered at the tournament’s third qualifying round, two rounds before the group stages. While off-the-pitch the team appealed the findings of the FFU to the CAS, on-the-pitch the team managed to dump Greek side PAOK from the competition setting up a two-leg fixture with German squad Schalke for the chance to enter the competition’s lucrative group stages. Each Champions League group stage qualifier is guaranteed over $11.5 million. The teams then play six games and are paid $1.35 million for a win and $670,000 for a draw. Financial incentives continue as a team progresses further in the competition. In addition, each team in the competition is awarded a share of cash from the common TV market pool. For example, last season Shakhtar collected nearly $23 million from UEFA during their run to the Round of 16, while Dynamo amassed over $15 million winning just once and drawing twice at the group stage. Moreover, each team collects revenue from ticket and merchandise sales to premium games featuring premiere teams. In August Metalist was thrown out of the competition due to the scandal. All of its appeals were rejected by the CAS. Had the club lost the two-legged qualifier to Schalke, the team could have expected over $5.5 million from UEFA for the games plus gameday revenue. Had they won the qualifier and advanced to the group stages, they could have expected an additional $15 million.

Final Score: Who Really Lost?

So now what happens? All the players involved, the ones that had allegedly accepted Krasnikov’s bribes and were subsequently suspended, are no longer with Karpaty. The directors involved continue to serve with the Karpaty and faced no more than a $5000 fine. While the team must pay an additional $25,000 penalty, the punishment is much bitterer for Metalist. One fixed 4-0 win ended up costing the club between $1.25 and $5 million per goal! It seems a steep price to pay for a match that the club had been already favoured to take. The current owners tried the defence that the infraction happened long ago, before they’d arrived, and that it shouldn’t affect last season’s successes. The former owners, for their part, consider the entire affair to be concocted to protect Dynamo, whose former president led the FFU until 2012. Neither line of argument was bought by either the FFU or the CAS. The team may have a legitimate gripe though as Turkish club Febernahce, also embroiled in a match-fixing scandal, was cleared by CAS to play in their third-round qualifying fixtures, unlike Metalist. In the end, it’s a lesson that Metalist is unlikely to forget. For Karpaty’s part, it seems its owner has learned a lesson. According to the team’s website, he now has a “firm belief [that] Ukrainian football should be clean and fair”, and that he “attempts to apply the principles of fair play in FC Karpaty.” It remains to be seen whether the club will truly ‘play fair’, but they’ll need to improve on the pitch in order to be a contender.
