Is Ukraine really safe to visit? Why “safe treks” is better than abstinence when travelling to Ukraine “You live in Ukraine.....is it safe there??” Well, that’s a tricky question to answer. Outside Ukraine, what most people see on the news are constant reports of fighting, shelling, and deaths. When they hear about Ukraine now, they hear only of war. They are flummoxed, for example, to hear that Lviv is as close to London as it is to Donetsk. They seem to have no idea at the size of the country; that you could fit all of Germany and the United Kingdom inside the country and still have room for most of Luxembourg. Yet, the distance between Lviv and the ATO (anti-terrorist operation) theatre, doesn’t ensure Western-style safety either. So the question remains, is Ukraine really safe to visit? Abstinence is Not the Best Policy The short answer is not entirely, but it is not the complete answer – so keep reading. Many foreigners come from countries that haven’t seen war since our grandparents were younger than us. We live in relatively safe places where the biggest safety concern is a terrorist attack. Ukraine, on the other hand, has seen nearly 7,000 killed since the fighting began. On top of that, there are significant concerns for escalation in fighting in other centres – several Western countries recommend against travel to Kharkiv, and there are genuine safety concerns in both Mariupol and Odesa. Even Western Ukraine has seen an uptick in violence this summer, with isolated attacks on banks, police stations, and even the mayor’s house. The country still remains at war, and any country in a state of war is pretty much necessarily less safe as compared
to the security offered in most Western states. Just as a high school sex education teacher may preach that abstinence is the only 100% method to prevent STIs and unwanted pregnancies, the only 100% method to steer clear of the danger in Ukraine is to stay away. However, much like those same sex ed teachers present other alternatives than abstinence, Western governments instead are advising what I like to call “Practicing Safe Treks”. Practicing Safe Treks What many foreigners don’t see about Ukraine is that life goes on – just as it has done during every other war. Kids go to school, people go to work, lovebirds fall in love and get married, and life continues on as best as possible. Flip through the pages of this month’s magazine and you’ll find new restaurants being opened, big name concerts being held, elite level football being played, and pretty much everything else that you might have seen before the fighting began (except, of course, Champions League games at Arena Lviv…). Western governments do not advise against travel to most areas of the country, including the capital of Kyiv and all of Western Ukraine. Instead, they recommend “exercising caution”. For those of us that love this country, that love living in this country, it remains sage advice. So what do I tell those that question me about whether it is safe to visit Ukraine? I say “practice safe treks”. Just like taking precautions when engaging in sexual activity with a new partner, read up on safety provisions you can take before travelling to this wonderful country. Just as practicing safe sex allows us to minimise risk while engaging in an enjoyable activity, practicing “safe treks” will allow you to enjoy, discover, and learn about Ukraine in what is right now a seminal moment in this young nation’s history. s has become a tradition in Lviv in late September, the annual Coffee Festival that celebrates Lviv’s bustling and vibrant coffee scene returns to the city from September 24th – 27th. With thousands of coffee lovers, foodies, professional baristas, coffee shop owners, and other movers and shakers expected to attend, the Lviv Coffee Festival promises to be a can’t-miss event for every coffee lover and industry insiders alike. The festival is set to feature artisan coffee and gourmet

food stalls, demonstrations from worldclass baristas, live entertainment and music in uniquely themed zones, and – of course – tastings! For this special celebration, Lviv’s finest coffee houses will prepare the most delicious coffees from around the world in addition to offering up some of the tastiest coffee treats this side of the Schengen Zone. You can find all of this at the Coffee Fair – KavaExpo at Lviv’s Art Palace (17 Kopernyka St.). This year, as part of the activities for the very first time, will see the city’s best baristas compete for the coveted Kulchytsky Cezve Cup. To win the prize, the baristas will need to perform their skills on the spot – regardless of any past achievements they may boast. Another highlight of the festival is sure to be the Cinema Coffee Nights at Muzejna Square. Each night from September 24th to 27th will see a movie screened in the open-air square from 8:00pm to 11:00pm. For the freshest, most energizing and rewarding experience, be sure to mark
your calendar now and make plans to take part in the Coffee Bike Mile on the morning of Saturday, September 26th. More than 500 bike fans and coffee lovers will ride the cobblestone streets of the old city before finishing with a cup of their favourite brew in the yard at the Palace of Arts. Usually, the most popular part of the festival is when the Coffee King and Queen go on tour to find the most hospitable coffee house with the most delicious coffee. Can You Be the National Championship of Confectionary Art?

As part of the official programme of Lviv Chocolate Fest, the first Ukrainian National Championship of Confectionary Art – the BISCOTTI Confectionary Chef 2015 competition – will be held on October 17th and 18th. The competition is jointly sponsored by the BISCOTTI Company along with DGF International Culinary Concept and DGF International Culinary School. Eight candidates, selected following a questionnaire and interview phase, will take part in what is expected to be a grueling competition. Every participant will have just 12 hours (over two days) to present a chocolate sculpture, an entremets cake, and chocolate sweets to the judges. Talented confectionary chefs, DGF International Culinary School trainers, and experts from the Ukrainian confectionary industry will compose the jury that will test the skill of the contestants. The jury will be headed by the World Champion of confectionary art – France’s brilliant confectionary chef, chocolatier, trainer, and author of some of the industry’s most unique recipes: Patrick Kazulu. The winning confectioner will become the BISCOTTI confectionary chef 2015 and will win the fabulous Champions Cup and a pleasant cash award. Kraina Mriy (The Land of Dreams) Festival October 10th–11th, Shevchenkivsky Hai Museum of National Folk Architecture & Rural Life, (1 Chernecha Gora St.) Lviv is the stage for third Kraina Mriy (The Land of Dreams) Festival, a rollicking celebration of ethnic music, over the October 10th – 11th weekend. This year’s festivities will be held at the city’s scenic outdoor Shevchenkivsky Hai Museum of National Folk Architecture & Rural Life. Kraina Mriy was founded by the celebrated Ukrainian rock musician Oleh Skrypka, leader of the renowned band Vopli Vidpoliasova (VV). The festival takes its moniker after one the band’s songs – Kraina Mriy. First held in Kyiv in 2004, the festival has since become an annual institution in our nation’s capital. The main idea of the festival is to contribute to the revival of Ukrainian culture and customs, support modern ethnic musical styles, and to promote Ukrainian history
through musical and artistic performances. Stemming from the success of the founding festival, another Kraina Mriy was launched in Lviv and 2015 marks the third year that this merry, ethnographic mega-party will be held in the Western Ukrainian capital. The Kraina Mriy weekend has much to offer – the festival features a variety of ethnic music on multiple stages, while kids will have the chance to spend some quality time at a specially-designed children’s playground based on folkloric motifs. Festivalgoers are sure to check out the handicraft fair, where artisans and craftspeople showcase their works – from pottery to loomed blankets – along the pathways that surround the park. Guests will also have the unique opportunity to learn
about traditional craftsmanship, try tasty foods, attend a book fair, or even learn traditional national dances. Main stage headliners include the Ukrainian bands TNMK, Tartak, Pikkardiyska Tertsiya and, of course, the founder of the festival himself – Oleh Skrypka and his band VV. If you don’t want to feel out of place, be sure to put on your vyshyvanka (embroidered shirt) as it acts as the informal dress code for the festival. Women often add wreaths of flowers to their hair to complete the ethno-chic look. III Фестиваль "Країна Мрій" 10–11 жовтня 2015, Музей народної архітектури й побуту "Шевченківський гай", (вул. Чернеча гора, 1) Веселе свято етнічної музики "Країна Мрій" відбудеться вже втретє у Львові 10-11 жовтня на території музею народної архітектури й побуту "Шевченківський гай". Фестиваль "Країна Мрій" започаткував відомий український рок-музикант Олег Скрипка, лідер відомої групи "Воплі Відоплясова". Назва фестивалю виникла з однієї з пісень цього гурту – "Країна Мрій". Вперше фестиваль відбувся в Києві у 2004 році і відтоді традиційно проходив у столиці України. Потім фестиваль розширив свою географію і цього року у Львові пройде вже втретє, даючи всім своїм численним гостям та учасникам можливість на короткий час відсторонитись від проблем сьогодення і швидкого темпу сучасного світу, заповненого LVIV TODAY | September 2015
надсучасними технологіями. Протягом двох днів у програмі фестивалю буде багато цікавого. Традиційно на фестивалі буде різноманітність етнічної музики на кількох сценах, а для дітей будуть влаштовані спеціальні майданчики за фольклорними мотивами. Народні майстри та художники отримають прекрасну можливість продемонструвати свої роботи – кераміку й килими, вироби з дерева й скла – усе різноманіття ремесел та вмінь. Гості свята матимуть можливість ознайомитись з народними ремеслами, скуштувати смачних страв, приготованих тут же, відвідати книжковий ярмарок або навчитись танцювати народні танці у супроводі троїстих музик. На головній музичній сцені виступлять українські
гурти "ТНМК", "Тартак", "Піккардійська терція", а також і сам Олег Скрипка, засновник фестивалю, зі своїм гуртом "Воплі Відоплясова". Традиційно на цей фестиваль майже всі приходять у вишиванках, цілими родинами. Жінки й дівчата прикрашають себе ще й вінками з квітів. Яскраве вбрання, весела музика, ярмарки народних промислів, майстер-класи і смачна їжа створюють особливу атмосферу фестивалю, якою він славиться. Vakhtang Kikabidze in Concert October 6th at 19:00, the Lviv Opera & Ballet Theatre (28 Svobody Ave.) After a successful concert back in March, the Georgian singer, actor, screenwriter, and composer Vakhtang Kikabidze will return to Lviv’s Opera & Ballet Theatre with his new program “Encore”. The legendary “Buba” Kikabidze was named “Man of the Year” by the Supreme Council of Ukraine’s Academics in April to reward the national artist of Georgia for “supporting Ukrainian people” and “promoting the patriotic spirit during the hard times of 2014”. During the spring, he toured four Ukrainian cities – alongside Lviv, he visited Kharkiv, Odesa, and Kyiv. This autumn, the dynamic singer plans 11 stops on his Ukrainian tour. Kikabidze has won numerous prestigious awards throughout his illustrious career, including the people’s artist of the Georgian Soviet Republic, a Knightly Cross of Saint Constantine the Great, and a 3rd-degree in the Tsar Vakhtang Gorgasali Order. He would have also received the Order of Friendship, but declined to accept it from Russian President Dmitry Medvedev in 2008 as a protest against Russian military aggression in Georgia. He perceived the events on the Maidan as if they were taking place not in the centre of Kyiv, but in his native Tbilisi – on Republic Square where the “Rose Revolution” took place under the leadership of current Governor of Odesa Mikheil Saakashvili in 2003. Kikabidze kept saying that the only thing that kept him away from standing with Ukrainians on Maidan was his age, “If I was young, I would have now been in the ATO and resisted, defending the honour of the country. “Georgian Treasure” by the Legendary Erisioni October 7th at 19:00, the Lviv Opera & Ballet Theatre (28 Svobody Ave.) An unforgettable night of traditional Georgian dance accompanied by traditional folkloric melodies awaits Leopolitans and guests of the city that attend the Erisioni concert, put on by the Georgian National Dance and Music Ensemble, on October 7th at Lviv’s opulent Opera & Ballet Theatre. Founded in 1885, the Erisioni ensemble is referred to as Georgia’s “folklore museum”. The group, celebrating its 130th anniversary this year, comprises about 100 artists from many generations. The producers were right to choose a Georgian ensemble; Erisioni’s polyphonic Georgian melodies are considered exemplary – even in a country that is known for its quality singing. Western media considers the creative work of Erisioni as a masterpiece. K&K Philharmoniker Orchestra in Concert October 19th at 19:00, Lviv’s S. Ludkevich Philharmonic Concert Hall (7 Chaykovskogo St.) Lviv has always taken pride in being one of Eastern Europe’s most cosmopolitan classical music centres and in recent years the quality of visiting international performers has risen steadily. A case in point is the excellent K&K Philharmoniker Orchestra, conducted by Matthias Georg Kendlinger, which will return to Lviv on October 19th. Since 2002, Austrian composer and conductor Matthias Georg Kendlinger and the K&K Philharmoniker Symphony Orchestra have appeared regularly on the best stages and most illustrious concert halls in over 20 European countries. The group poignantly brings to life many of Chaikovsky’s works, including his symphonies and excerpts from his operas and ballet compositions. At the beginning of the 2015/16 concert season, the K&K Philharmoniker will present a series of concerts directed by Kendlinger in Lviv (October 19th), Leipzig, and Berlin. The concert program is scheduled to include Chaikovsky’s Piano Concerto #1 in B flat minor; op. 23, and Sixth Symphony in B minor op. 74 “Pathétique”. Grazer Philipp Scheucher, who has performed with Angelika Kirchschlager at ORF and at the Wiener Musikverein, will perform on the piano. The 22-year-old was honoured with 1st prize at the International Music Competition Köln (2014) and the Aarhus International Piano Competition (2015), and is currently in his third season with the K&K Philharmoniker Symphony Orchestra. Lviv’s trendy Picasso nightclub is pleased to announce that Boris Grebenshchikov – one of the most prominent members of the generation of artists considered to be the “founding fathers” of Russian rock music – will play a special concert for Leopolitans and guests of the city on September 22nd. Grebenshchikov, who began his career in the early 1970s with the band Aquarium, is considered to be the Russian equivalent of Bob Dylan. Often referred to as just BG, he is a fan of both British and American rock as well as the Russian literary tradition. He combines elements of contemporary Western culture with his native Russian culture and uniquely interprets foreign sounds to create a highly sophisticated sub-genre featuring metaphoric lyricism. Ever since the mid-1980s, BG has assumed the role of Russian Poet, an artist that puts the nation’s spirit into song. Many of his lyrics have become their own kinds of proverbs in Russian, and hardly anyone that writes songs for a guitar can escape his influence. Grebenshchikov rarely expresses his personal political views or affiliations – neither publicly, nor through his music. However, only a few months ago, he made an exception. In Salt, the singer’s most recent album, BG offers a grim perspective on contemporary Russia and the country’s social climate. The catchiest tune, for example, is called “Love in Wartime” and alludes to the conflict in Ukraine. Another, The Governor, is considered to be about the Governor of Yekaterinburg Region, who unfairly persecuted a local journalist. Fans in Lviv can expect Grebenshchikov to be joined by a range of international music stars, including: flutist Brian Finnegan; bodhránist John Joe Kelly; and piano accordionist Alan Kelly. Гребенщикова, який почав писати музику на початку 1970-х років зі своєю групою Акваріум часто називають російським колегою Боба Ділана. Порівняння може виглядати спрощеним, але деякі аспекти порівняння мають сенс. Прихильник британського та американського року (від Ділана до Марка Болана, від Лу Ріда, до Talking Heads) і російської літературної традиції, Борис Гребенщиков (скорочено БГ) – синтезує сучасну західну культуру зі своєю рідною російською, надає іноземному звучанню свої інтонації, створюючи власний унікальний піджанр зі складними й метафоричними текстами. QARPA Presents New Program September 19th at 18:00, Picasso Club (88 Zelena St.) Lviv’s hopping Picasso nightclub is pleased to present on September 19th a new concert programme hosted by Irena Karpa and her band QARPA. For those that don’t know, Irena Karpa is a well-known Ukrainian writer, journalist, and singer. She has been the frontwoman and songwriter for the band Faktychno Sami since 1999 and her first book was published in 2000 when she studied at the Kyiv National Linguistic University. After graduation, she traveled to Southeast Asia, which provided the inspiration for her book Freud Would Cry. In 2004 she directed the film “Kyiv. Limited Edition”, worked on TV from 2005 to 2008, and starred in the 2006 films Autism and Compote. To date, she has written six novels that have sold more than 50,000 copies. She is also wanted in the self-proclaimed “Republic of Donetsk”, after leaders there signed a death warrant ordering her shot for publishing what they considered an inappropriate cartoon. Her QARPA group has released six albums, won several awards, and is known for their creative videos. Band members are in high-demand for their talents in songwriting, stagecraft, and sound and production quality. The group is currently gaining popularity in the European and North American markets after their release of 2011’s Englishlanguage album “& I Made a Man”. Галицького 1920 вересня пройде міжнародна виставка масштабних моделей "ЛьвівСкейлМоделФест 2015". International Tattoo Fest 2015 October 9th–11th, Lviv Art Palace (17 Kopernika St.) Lviv’s International Tattoo Fest, which has grown to be the biggest, best, most significant, and utterly awesome in Western Ukraine’s tattoo world, will take place this year for the sixth time from October 9th-11th at the Lviv Art Palace. September 30th, beginning at 21:45, Arena Lviv (199 Stryska St.) Leopolitan football fans can now get excited to see the likes of Christiano Ronaldo, Zlatan Ibrahimovic, Sergio Ramos, and Thiago Silva grace the green pitch at Arena Lviv as Shakhtar was drawn into a difficult Group A alongside France’s Paris Saint-Germain, Spain’s Real Madrid, and Sweden’s Malmo. Currently ranked as the best-club team in the world, Real Madrid has won the tournament a total of 10 times, with their most recent triumph being in 2014. Shkhtar kicks off the Group Stage with a visit to the world-famous Bernabéu to play Real Madrid, before returning home to Lviv to host Paris SaintGermain on September 30th. If Shakhtar hopes to advance past the Group Stage, the team must knock off the French champions at home. Expect a full house in attendance to see such world-class talents as Ibrahimovic, Silva, and Argentine national Ángel de María take on the Ukrainian champions. Kick-off is at 21:45. Future home dates include November 3rd vs. Malmo and November 25th vs. Real Madrid. iconic sights In all times Lviv was home for many extraordinary people – doctors, politicians, merchants and many others. Lots of remarkable artists, poets, writers were inspired by the amazing beauty of ancient Lviv. Where a few words are, they really have the weight. And it’s true, concise and yet intellectually capacious aphorisms have the ability, like a flash of lightning, strike the spark and ignite the human imagination to evoke certain associations and ideas. They have the advantage over the novel – they always read to the end. We want to tell you about great Leopolitan and Queen of aphorisms – Iryna Wilde.
Born 5 May 1907, Iryna Wilde was the pseudonym of Dary’na Dmy’trivna Makogo’n a Ukrainian author of novels and short stories about the lives of people in Western Ukraine. She was raised in a home where education was valued; her father was a lecturer and writer and her mother was a teacher. In 1927 she graduated in Stanislav private school. She graduated from Lviv University in 1932 "University of John II Casimir in Lwow", which is soon due to material deprivation was forced to leave and got a job in the magazine Zinocha dolia (Women's fate) in Kolomyia, where she worked until 1939. Her work described themes of family and encompassed a large number of characters from all levels of society. Wilde published throughout the 1930s with her first novel “Metelyky na shpyi’kakh” appearing in 1936. After World War II and the
execution of her husband by the Nazis, she continued a long publishing career. Time passed, until she managed to gather in a little book of aphorisms featuring more than five hundred comic-aphoristic "charcoal portraits" of landscape sketches and short tales. If only Wilde could comprise into one book all her philosophical and linguistic witticisms that showcase sharpness of her thoughts – it would be a great volume of literature masterpieces. Iryna Wilde has been laureate of literary awards named after Ivan Franko, Taras Shevchenko in 1965 she was awarded the Order of Badge of Honor. She was a member of the Writers' Union and was put into the UNESCO list of known people of the 20th century. Iryna Wilde died on 30 October 1982 after a long illness was buried at the Lychakivskiy cemetery in Lviv.

New Lviv Police Officers Swear Allegiance to the Ukrainian People Lviv’s UNESCO-recognized Rynok Square saw more than 400 new police officers take an oath of allegiance to the Ukrainian people on August 23rd – Ukraine’s National Flag Day. The ceremony was attended by several notable people, including: Ukrainian Prime Minister Arseniy Yatsenyuk; Minister of Internal Affairs Arsen Avakov, and First Deputy Interior Minister Ekaterina Zguladze. The text of the oath was read out by the Head of Lviv’s Patrol Police Yury Zozulya. Among the officers taking the oath was Irina Kulchitskaya – the daughter-in-law of deceased Hero of Ukraine, National Guard Major-General Sergei Kulchytsky. The new US-style officers are a breath of fresh air in Ukrainian law enforcement; a department once more notorious for its bribe-taking and inefficiency. It’s one of the few visible reforms undertaken by state authorities in their quest to achieve European standards in policing. The next step in reforming Ukraine’s law enforcement will see units of patrol police set-up in eight regional centres.

У день Державного прапора України 23 серпня на площі Ринок в урочистій обстановці понад 400 нових поліціантів склали присягу на вірність українському народові. У церемонії взяли участь прем'єр-міністр України Арсеній Яценюк, міністр внутрішніх справ України Арсен Аваков, перший заступник міністра внутрішніх справ Катерина Згуладзе, інші представники місцевої влади. Текст присяги зачитав начальник патрульної поліції Львова Юрій Зозуля. Разом зі своїми колегами склала присягу Ірина Кульчицька – невістка Героя України, генерал-майора Національної гвардії Сергія Кульчицького, який загинув у зоні АТО. Нові поліціанти, схожі на героїв американських фільмів, це як ковток свіжого повітря для українських правоохоронних органів, до яких ставлення в народі було не надто прихильне. Це одна з небагатьох видимих реформ, що проводяться у державних органах, в їх прагненні досягти європейських стандартів. III World Boyko Congress The Turka Region in Lviv Oblast brought together guests from the UK, Canada, USA, Australia, and many other countries for the 3rd World Boyko Congress from August 6th-9th. Boyko is an ethnographic group of Ukrainian highlanders that live along the slopes of the middle Carpathian Mountains in the Lviv, Ivano-Frankivsk, and Transcarpathian Oblasts. The event’s diverse programming included lectures on green tourism, the promise of developing the medical treasures of the Boykivsky Region, literary readings, workshops, and an exhibition of locally-crafted goods. The congress also featured BOYKO Fest, a traditional folklore festival that took place in the picturesque meadows of the Village of Yavora. The festival showcased local artists, locally-crafted goods, and traditional cuisine, as well as plenty of entertainment and general merriment. Congress-goers especially enjoyed the reenactment of a jolly Boyko wedding.
III Всесвітній бойківський конгрес В містечку Турка на Львівщині 6-9 серпня відбувся III Всесвітній бойківський конгрес, який зібрав багато гостей з Великобританії, Канади, США, Австралії та інших країн. Бойки – етнографічна група українських горян, що населяють схили гір середніх Карпат, що сьогодні належать до Львівської, Івано-франківської та Закарпатської областей. У рамках програми заходу були представлені численні лекції на теми зеленого туризму, бізнес-потенціалу лікувальних властивостей Бойківщини, поряд з літературними читаннями, майстер-класами рукоділля, товарами місцевих ремісників і багато іншого. В рамках конгресу також відбувся традиційний фольклорний фестиваль "Бойко-фест", який проходив на мальовничому лузі села Явора. Були також концерти місцевих артистів, ярмарок товарів ручної роботи, дегустація традиційної кухні, багато розваг і забав. Серед найцікавішого можна відзначити реконструкцію бойківських весільних звичаїв.

Performance Art Days in Lviv Lviv hosted the Days of Performance Art in Lviv festival from September 2nd-6th in partnership with the Eastern Partnership Culture Congress. This unique event aims to promote and develop Ukrainian and international contemporary art. This year’s theme was “Performance. Activation”. Both experienced artists and novices from Ukraine, Israel, Great Britain, Poland, Belarus and Germany took part in the festival: Pavlo Kovach, Myroslav Yaremak, Yurii Sokolov, Miroslaw Wajda and Petro Riaska, Meir Tati, Ernesto Levy, Tamar Raban, Sandra Johnston, Janusz Bałdyga, Zygmunt Piotrowski, Waldemar Tatarczuk,
Przemyslaw Branas, Szymon Kula, Yuras Borisevich, Konstantin Muzhev, the group “ЭКЗАРЦЫСТЫЧНЫ GESAMTKUNSTWERK“, Dorothea Seror. The programme’s curators were just as international and featured Ukraine’s Vlodko Kaufman, Israel’s Tamar Raban, and Poland’s Yanush Baldyga. Plenty was on offer for Leopolitan art lovers and guests of the city as part of the festival’s rich programme. Festivalgoers had the chance to see a variety of artistic performances and exhibitions, new media art, experimental electronic music, film shows and discussions, lectures, and of course, several workshops.

I Choreography Festival “Ballet-Fest”
Перший фестиваль хореографів "БАЛЕТ-ФЕСТ"
The Lviv National Academic Theatre of Opera & Ballet hosted the inaugural Ballet Fest, which featured choreographers and dancers that create work outside of the traditional, classical milieu. The project started in spring 2015 and saw 12 choreographers from across Ukraine selected after a series of online castings. The Lviv Theatre of Opera & Ballet dancers performed at the gala concert and the winners were awarded their prizes. The aim of the festival is to enrich the cultural life of Lviv by introducing society with top-level innovations in dance art, as well as to promote the art of ballet by showcasing its diverse spirit through choreography, techniques, story, musical interpretation, and emotional expression. This eclectic festival of dance represented a range of ballet styles – from neo-classical to contemporary – and has garnered rave reviews and the adoring respect of the national media.
У Львівському національному академічному театрі опери та балету пройшов I фестиваль хореографів "Балет-Fest", у якому взяли участь хореографи й танцюристи, які творять за межами традиційного класичного середовища. Проект "БАЛЕТ-FEST" розпочався у квітні 2015 року. Всі учасники проекту пройшли відбірковий онлайн-тур. У фінал були відібрані постановки 12 хореографів з різних міст України, роботи яких здобули найвищу оцінку. У гала-концерті постановки виконували артисти балету Львівського театру опери та балету а переможці були нагороджені призами. Мета фестивалю – збагатити культурне життя Львова шляхом показу публіці передових інновацій в мистецтві танцю, а також сприяти розвитку балетного мистецтва, демонструючи його різноманітний дух засобами хореографії, техніки, історії, інтерпретації музики та емоційної виразності. Це яскраве свято танцю, що представило різноманітність стилів балету, від нео-класичного до сучасного, отримало схвальні відгуки місцевих та національних ЗМІ.

FM Halychyna – Western Ukraine’s coolest radio station – celebrated their 5th anniversary in style with a spectacular party. Since its inception, the station has earned a special place in the hearts of Ukrainian listeners by being the ideal platform for Ukrainian music and by offering its listeners feel-good music all the time. In addition to the music and hourly news reports, FM Halychyna has launched a new social initiative called “Greetings to the East” that focuses on providing support to soldiers in the ATO zone. The dazzling jubilee celebration saw artists such as Viktor Pavlik, Rock-H, Green Silence, and Nazar Savko give special performances. The event’s special guests were devoted fans of the station as well as ATO soldiers currently rehabilitating in Lviv’s hospitals. The station also unveiled its theme for the new season: “Ukraine is Changed and So Are We”. The tagline has already earned a special place in the hearts of its Ukrainian listeners, who are drawn to the station because of its feel-good Ukrainian music and its attention to highlighting regional customs, traditions, and projects. Популярна західноукраїнська радіостанція "FM Галичина" урочисто відзначила свій 5-річний ювілей грандіозною вечіркою. З перших днів роботи радіостанція завоювала собі місце в серцях українських слухачів, вдалим поєднанням розмовних і музичних програм на різні смаки. На додаток до музики і щогодинних новин "FM-Галичина" розпочала нову соціальну ініціативу "Привіт на Схід", мета якої – сприяння і допомога нашим бійцям в зоні ATO. На вечірці виступили, зокрема, Bria Blessing, Віктор Павлік, Лілія Ваврін, Назар Савко, Сергій Підкаура, Арсен Мірзоян, Тоня Матвієнко, гурти "Йорій Кльоц", "Мері", "Rоck-Н", Green Silence", "The Вйо". Гостями святкового заходу були віддані шанувальники радіостанції, а також бійці АТО, які перебувають на реабілітації в лікувальних закладах Львова. У цьому сезоні станція ввела нову тему: "Змінилась Україна, змінились ми", яка вже знайшла свій відгук серед українських слухачів, створюючи гарний настрій доброю українською музикою та розповідями про цікаві звичаї, традиції і проекти бадьорими голосами своїх ведучих. Investors continue to worry about the slow pace of reforms, lack of real tangible steps in fighting corruption. 51% did not see fast changes; note that government indecision and the old guard sabotage almost all of the progressive steps.
Each quarter EBA asks the leaders of its member companies – these are the key companies from all sectors of the market – what they think about the investment climate, how it changes, what trends prevail, what are the key problems for investors. The result showed that investors assess the level of attractiveness of Ukraine at 2.66 points out of 5. Recall 3 points is neutral, and anything below is a negative value. Ukraine cannot get out of the negative investment climate zone since 2010. Positive ratings – 4 and 5 – investors have been never putted in the index measurement history since 2008. 81% of respondents are dissatisfied with the state of business investment climate in Ukraine. 49% did not note any positive changes, and continue to complain about the slow implementation of reforms, corruption, tax and fiscal regulation and pressure from the authorities.
What businessmen expect and do they advise to invest in Ukraine? 41% of businessmen do not expect any positive changes in the next 3 months, and 44% do not believe that Ukraine will be a good place for investment in this period. But the good fact is that 19% still advise to invest in the country. Business points out that there is a shift in the right direction, but it is not systematical and somewhat isolated.
What have changed comparing to the first quarter of 2015? Compared with the 1st quarter, the index grew by only 0.15 points. If in January-April 2015, investors massively complained of inconsistent policy of the NBU currency regulation, the situation has changed, and now 16% of businessmen defined the stabilization of the currency as one of the positive points. "We cannot yet speak of a significant improvement in the foreign exchange market, but it's better than nothing, and gives us hope that the NBU is on the right way
STRATEGIC AREAS FOR INVESTORS The situation in key business issues – financial market, customs and tax spheres, fight against corruption, foreign exchange regulation, the process of VAT refund, etc., is as follows: 79% of businessmen dissatisfied with the situation in the judicial system; 77% do not feel the results of the fight against corruption; 71% do not consider the financial market stable; 54% see no progress on VAT reimbursement;

51% do not believe that favorable conditions for trade and dissatisfied with the progress of land reform; 13% noticed a certain simplification of customs clearance and only 12% saw improvements in the VAT refund process and the fight against corruption. What should be done? "Stop thinking that raising tariff and taxes will bring more money than healthy business development. It is necessary to create conditions for its development, not demotivate" – is one of the respondents' comments. What should be done at first according to businessmen points of view? 44% – accelerating reforms and deregulation, 30% – conducting an effective fight against corruption, 21% – tax reforms, 16% – cleaning up the judicial system, 13% – improving financial market, 10% – resolving the conflict in the east. Which public authorities are the most and the least effective? We asked businessmen to answer to our bonus question: "Which state authorities are the most and the least effective?" Investors think that the most progressive are the Ministry of Economic Development and Trade of Ukraine (14%) and the Ministry of internal affairs of Ukraine (12%). Also the Finance Ministry and the NBU was called. The least effective are the State Fiscal Service (19%) and the judiciary (16%).
EBA Customs Committee
On August 4, 2015 the open Customs Committee and Lviv EBA Regional Coordination Council meeting with acting Head of Lviv Customs of SFS Levko Prokipchuk was held. The participants of the meeting discussed a wide range of bilateral cooperation issues. A simplification of customs procedures was brought to a focus, including the implementation of minimalized customs formalities necessary to ensure compliance of customs legislation of Ukraine. EBA members stated that one of the necessary business conditions must be fair, transparent customs activities in the issues of customs valuation and the fight against illegal movement of goods. The invited guests stressed on the necessity of cooperation with business to improve the efficiency of customs control and expressed their beliefs that such initiatives are a good basis for creating a favourable investment climate in the region.

In this issue of Lviv Today Markian Malskyy, Partner of Arzinger law firm, Head of West Ukrainian Branch Office, attorney-at-law, PhD, is answering the following question: What are the latest changes in the process of business deregulation? The law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on simplification of conditions for doing business (business deregulation)" (hereinafter referred to as – "the Law"), was adopted on 12 February 2015 by Verkhovna Rada and came into force on 5 April 2015. The main aim of the Law is the deregulation of economic activities which will give Ukraine the opportunity to increase the position in the ranking of Doing Business. Currently Ukraine is on the 96th place, while Singapore – 1st, USA – 7th, UK – 8th. The Law provides for amending a number of legislative acts and laws of Ukraine, in particular, the Civil Code, the Commercial Code, the Land Code, the Law "On Administrative Services", the Law "On state registration of legal entities and individuals – entrepreneurs" and so on. Major purpose of this is to lead up the legislation of Ukraine to the EU standarts. Such movement would significantly contribute to economic development and reduce the barriers that stand between Ukraine and European Union. That in turn will facilitate conditions for development of business with foreign investments and will diminish pressure on business from the regulatory side. Moreover the Law provides the elimination of licensing centers as a separate component of administrative services centers, and concession administrative services of issuing permits in economic activity through the centers of administrative services (with the increasing of number of such centers), strengthening the responsibility for officers duties. It is important, that the Law provides a fair system of payment of administrative services in the sphere of state registration of rights to immovable property and their encumbrances; increases revenues to the state budget by establishing sound and socially oriented fees for administrative services, as well as some related services.

Так, наприклад, один з найстаріших банків, який проіснував у Львові 300 років (з 1640 до 1940 року) Моns Ріus знаходився у вірменській дільниці та був єдиним «побожним» (церковним) банком у Львові та на землях усього Польського королівства, що із типової середньовічної церковної інституції перетворився на сучасний банківський заклад. Прикладом для наслідування для кожного сучасного банкіра може бути Митрополит Андрій Шептицький, що був найзаможнішим греко-католицьким священником і став одним із засновників та акціонерів першого українського банку. Значною мірою, завдяки митрополиту Земельний банк невдовзі став єдиним українським банком, що здобув визнання у світі, а його цінні папери визнавали у всіх банках Європи. Підсумовуючи вищесказане, хочу зазначити, що володіючи історією численних банківських та фінансових установ Львова, розумієш як історичні події впливали на розвиток банків, та як фінансові установи впливали на розвиток міста і його мешканців, краще усвідомлюєш та відчуваєш змістовність своєї роботи. Війни, кризи та революції були завжди, але наші предки знаходили способи для того, щоб не тільки просто вижити чи пережити буремні часи, а й для того, щоб змінити щось на краще, розвиватися та допомагати. Значить, і ми зможемо!

Champion’s League Action Returns to Lviv

Lviv’s adopted football team, Shakhtar Donetsk, once again qualified for the UEFA Champion’s League group stage after a dramatic 2:2 draw with Austrian squad Rapid Vienna in Lviv on August 25th to advance 3:2 on aggregate. Things looked good early for the Eastern Ukrainian orphans when Marlos put the side up 1:0 after just 10 minutes to take a 2:0 lead after the previous week’s 1:0 victory in Vienna. Two quick goals by the Austrian side within 22 minutes had the visitors advancing on away goals. Ukrainian national team forward Oleksandr Hladkyy, however, ensured that the Ukrainian giants would qualify for their sixth successive Champion’s League group stage when he pounced on a poor defensive header in the 27’. The 10-man visitors had the crowd gasp in relief after an 88th-minute shot came back off the woodwork, but nothing would stop Lviv’s second team from going through.

Донеччани відразу рушили вперед, і на 10 хвилині Марлос відкриває рахунок 1:0. Тут би й розвивати успіх, але через 3 хвилини австрійці забивають гол у відповідь, а на 22 хвилині зі штрафного забивають у ворота "Шахтаря" ще один. Але недовго вони тішились, бо ще через п’ять хвилин наші футболісти вирівнюють рахунок - 2:2. Після цього "помаранчево-чорні" заволоділи ініціативою, виманюючи суперників з їх половини поля, але ті не дуже поспішали бігти вперед. Друга половина виглядала млявіше, бо суперники стали грати набагато обачніше. На 88 хвилині гравець "Рапіду" Зоннляйтнер отримує другу жовту картку, і Шахтар отримує чисельну перевагу, але чомусь не може її реалізувати. Більше того, австрійці створюють ще 2 дуже небезпечні моменти біля воріт "Шахатаря", але все обійшлось.

The Ukrainian national football team took care of business here in Lviv on September 5th, cleanly getting by neighbour Belarus 3:1 to stay in the hunt for an automatic qualifying berth to next summer’s EURO 2016 tournament in France. The Ukrainians currently sit 3 points back of co-group leaders Spain and Slovakia for one of the two automatic qualifying positions. They are set to face Slovakia on Tuesday, September 8th in both teams’ penultimate game in a match that will likely decide which team gets to France. Belarusian fans joined Ukrainian fans before the game to donate blood for soldiers fighting in the ATO before joining together in a pre-game march. At the sold out Arena Lviv, the Ukrainian side came out strong and was rewarded in the 7’ when forward Artem Kravets capitalised on a Belarusian defensive blunder to put the home side in front. National team stalwart Andriy Yarmolenko put the side up by two in the 30’ when he tapped in a rebound off a Taras Stepanenko shot. Sevilla’s Yevhen Konoplyanka put the Ukrainians up by 3 before the half when he converted a penalty five minutes before the break. Belarus netted a consolation second half penalty to round out the scoring, while Ukrainian defensive midfielder Denys Garmash was sent off in injury time for simulation and will miss the game against Slovakia. Ukraine can still directly qualify for EURO 2016 by finishing as the best 3rd place team in qualifying. A draw in Slovakia would put them in the driver’s seat for that position with just one match left to play.

Поєдинок зі збірною Словаччини відбудеться у вівторок 8 вересня, і це буде передостанній матч обох команд, у якому, найімовірніше, вирішиться, яка команда отримує путівку до Франції. Білоруські уболівальники приєднались до українських фанів перед матчем, щоб здати кров для солдатів, які воюють в АТО, а потім разом пройти спільним маршем по місту. Усі квитки на гру були продані заздалегідь, і всі, хто прийшов на стадіон "Арена Львів", побачили видовищний поєдинок. Вже на сьомій хвилині форвард української збірної Артем Кравець скористався помилкою захисників білоруської команди і вивів господарів уперед. Розвиваючи успіх, Андрій Ярмоленко на 30 хвилині забиває другий м’яч у ворота гостей. Євген Коноплянка, який тепер грає в іспанській "Севільї", забиває третій гол, реалізувавши пенальті за п'ять хвилин до перерви. Білоруські футболісти забивають гол престижу в другому таймі зі штрафного, який заробив український півзахисник Денис Гармаш за симуляцію травми і який буде змушений пропустити гру проти Словаччини. Наша збірна ще може пройти до чемпіонату Євро 2016, якщо стане найкращою серед команд, що зайняли третє місце у своїх підгрупах. В Словаччині нашим потрібна переконлива перемога, бо залишається лише один матч проти збірної Іспанії.

Sevilla Signs Lviv’s Shved Leopolitan football fans may have a new Spanish club to cheer for now as young FC Karpaty Lviv product Maryan Shved has attracted a reported €1 million transfer fee to join Ukrainian national team star Yevhen Konoplyanka in the Sevilla FC system. Shved, who was born in the Lviv Oblast, has been with the Karpaty system since the age of 7 and has starred internationally with the Ukrainian national under-16 and under-19 teams, where he’s scored 4 goals in 8 games. Older Karpaty fans might remember his father Vasyl Shved, who played with the squad for three seasons at the turn of the century. The 18-year-old winger scored 2 goals in 12 appearances last season for the boys in green and white. He is slated to play for Sevilla Atlético this season, the division two reserve team for Spanish giants Sevilla FC. He joins Konoplyanka, who stars with the Ukrainian national team and plays wing for the top-level Sevilla team.

Старі шанувальники "Карпат", можливо, пам'ятають його батька Василя Шведа, який грав у команді протягом трьох сезонів на рубежі століть. Молодий, талановитий півзахисник забив 2 голи у 12 матчах минулого сезону, виступаючи в основному складі "Карпат". У цьому сезоні він спершу виступатиме за севільських дублерів, які грають у другому дивізіоні національного чемпіонату. Він гратиме в одному клубі з кумиром свого дитинства - Євгеном Коноплянкою.

Tennis: ITF LION CUP International tennis has once again swung through Lviv as the prestigious ITF Lion Cup returned to the city’s Ukraine Sport Palace due to the unstable economic situation in the country. Over 100 under-18 athletes from across Europe, the USA, and New Zealand travelled in the Western Ukrainian capital for the event. Slovakia’s Tomas Liska took home top honours in the men’s tournament, while Odesa’s Oleksandra Andreeva topped the women’s draw. Lviv’s-own Anna Napadiy did the city proud by qualifying for the women’s quarterfinals. The future of Ukrainian tennis is bright and we hope to see more Leopolitans compete for the ITF Lion Cup next year.

Після річної перерви у зв'язку з нестабільною економічною ситуацією в країні на відкритих кортах Палацу спорту "Україна" 21 – 26 серпня знову відбувся престижний міжнародний турнір ITF LION CUP. За головний приз змагань боролись понад 100 спортсменів віком до 18 років зі Словаччини, Литви, Австрії, Словенії, США, Чехії, Туреччини,
Норвегії, Ізраїлю, Румунії, Німеччини, Польщі, Молдови, Казахстану, Італії та Нової Зеландії. Переможцями стали Томаш Ліска (Словаччина) і Олександра Андрєєва (Одеса). На жаль, не було переможців серед представників нашого міста, хоча Анні Нападій вдалося прийшли до чвертьфіналу. Сподіваємось наступного року побачити львівських гравців серед переможців цього турніру.

Ставши Чемпіонами України, львівські ватерполісти відсвяткували ще одну перемогу, здобувши золото Кубку України. У фінальному матчі наші динамівці перемогли команду Слобожанець з Харкова з рахунком 7:4. Традиційно, після перемоги тренера Львівського Динамо Ігора Зінкевича викупали в басейні. Ця традиція святкування славних досягнень з’явилась у команди у 2013 році. Свою частку в перемогу вклали гравці з дружньої Чехії – Мартін Фрамера і з братньої Словаччини – Мартін Мравік.
The Double of Lviv's Dynamo Lviv’s Dynamo water polo squad found just the right way to celebrate their Ukrainian Water Polo Championship – by following it up with gold at the Ukraine Cup. The local boys comfortably took care of Kharkiv’s Slobozhanets in the final by the score of 7:4. The overjoyed players happily dunked head coach Igor Zinkevych into the pool following the victory, which has become a winning tradition since their wonderful achievements started rolling in back in 2013. The victory came in large part due to the spectacular play of the “Magical Martins” – Czech Republic’s Martin Fam ě ra and Slovakia’s Martin Mravik. LVIV TODAY | September 2015
