LVIV CAN LEAD UKR AINE INTO THE INTER NATIONAL TOURISM MAINSTR E AM

hen Lviv first began marketing itself as an international tourism destination in the mid-2000s, many cynical observers sniffed haughtily at the upstart city’s outlandish ambitions. Who, they asked, wanted to spend their holidays in Ukraine? More and more people, as it turns out. Over the past fifteen years, Lviv has enjoyed a slowly but surely rising profile, emerging first as an exciting alternative destination before becoming a mainstay in annual Top Ten lists predicting the next big thing in European city breaks.

This journey from off the beaten track to center stage is now nearing completion. Today’s Lviv no longer qualifies as undiscovered. Instead, the city is regularly the subject of dedicated feature articles and gushing video reports throughout the international media. The arrival of low-cost airline market leader Ryanair in late 2018 has plugged Lviv directly into Europe’s travel industry mainstream, and the spring 2019 season is expected to underline the city’s status as a member of the continent’s tourism premier league. Lviv’s rise as a tourism destination is a triumph of imagination over inertia that has allowed the city to overcome the considerable obstacles created by Ukraine’s international image issues. It should now also serve as a source of considerable inspiration for

the rest of the country. Ukraine has vast untapped tourism potential but at present Lviv remains the only city to have made significant progress attracting visitors from beyond the twin comfort zones of the post-Soviet world and the global Ukrainian diaspora. There are signs that the situation is slowly changing. Tourism has become something of a buzzword in Kyiv’s corridors of power in recent months, with politicians increasingly citing the tourism industry as a potent and largely unexploited engine of economic growth. Successes such as the 2017 Eurovision Song Contest and the 2018 UEFA Champions League Final have given many in the Ukrainian capital an idea of what increased tourism could offer, while also serving to convince the authorities that Ukraine is more than capable to offering international visitors a memorable time. The scope of Ukraine’s tourism potential is truly staggering. Odesa Oblast’s entire Black Sea coastline could comfortably become an all-inclusive beach holiday paradise, while the elegantly aristocratic city of Odesa is more than capable of outshining more traditional Mediterranean party destinations such as Ibiza and Magaluf. Away from the sea, the Carpathian Mountains and Dnipro River are both ideal for eco-tourism and extreme sports.

Meanwhile, as supporters of Liverpool and Real Madrid discovered last year, there are few lovelier places on earth than Kyiv amid the darling buds of May. As Ukraine seeks to make the most of its tourism treasures, all roads will necessarily lead to Lviv and to the city’s tourism industry professionals. These relative veterans are unique in today’s Ukraine. They have a proven track record of developing the requisite tourism infrastructure and providing the kinds of services that will guarantee happy visitors while generating word-of-mouth recommendations. This Leopolitan knowhow is a national asset that can bring considerable advantages to the country in the years to come. Lviv has already demonstrated that Ukraine can compete as an international tourism destination. The challenge now for the rest of the country is to catch up. THE BRITISH UKRAINIAN CHAMBER OF COMMERCE (BUCC) Annual Statement

The UK Trade Minister, Liam Fox MP, addresses Ukrainian Week in London The British Ukrainian Chamber of Commerce (“BUCC”) brings together companies and individuals doing business in Ukraine and/or the UK, including in the City of London, the international financial capital for Europe, Africa and the Middle-East. The BUCC’s Committees, described below, conduct a wide variety of other business focused activities. We also organize many charitable activities for Ukraine. During 2018, the BUCC organized or participated in the holding of over 50 events in Kyiv, London and Lviv, and conducted numerous other activities for our Members, including Ukrainian Week in London, described below. The BUCC holds monthly networking events in Kyiv, and is now doing so in London. We also include within our focus the Commonwealth nations, and last year held events on India and Malaysia. The BUCC’s Discount E-Card The BUCC is launching the BUCC Membership “E-Card” to give discounts to our Members of 5% to 35% at leading restaurants, hotels, shops, etc. in Ukraine and the UK.

UKRAINIAN WEEK IN LONDON The BUCC organized Ukrainian Week in London in October 2018, attended by over 1,000 participants at the Savoy Hotel, the EBRD and RUSI, the largest event ever held abroad on Ukraine. At Ukrainian Week, the UK Secretary of State for Trade, Liam Fox, announced that Ukraine will now receive priority consideration from the UK for a new, post-Brexit, free trade agreement (along with the US, China, Japan, Canada, Australia and several other important trading countries). First Deputy Prime Minister Kubiv also spoke on Ukraine’s desire to increase trade with the UK. The BUCC, through its Ukrainian Week in London initiative, aims over the next several years during the UK’s Brexit transition, to accelerate the development of greater commercial integration between the UK and Ukraine. We believe that the UK, as Europe’s largest net importer of food, should become the principal trading partner in Europe of Ukraine, Europe’s largest net exporter of food. Ukrainian Week is now an annual event to showcase Ukraine’s investment and trade opportunities and create business links. We will hold this year’s event during the week of 2 December 2019.

COMMITTEES The BUCC focuses on facilitating the development of major projects to address important business needs for Ukraine through the following Committees. BRITISH-UKRAINIAN IT COMMITTEE The BUCC’s British-Ukrainian IT Committee brings together IT associations and clusters, IT companies and others involved in IT in the UK and Ukraine. Ukraine is increasingly important to UK IT, as (1) Ukraine is one of the world’s leading IT outsourcing destination (after India and China) and the leading IT outsourcing destination for the UK, (2) Ukraine is a leading destination for western IT firms to invest in branches for software development and (3) leading Ukrainian IT companies increasingly have branches in the UK, presenting cutting edge innovative ideas to the UK market. TRADE, INVESTMENT AND BREXIT COMMITTEE The BUCC’s Trade, Investment and Brexit Committee is reacting to Brexit with strategies to develop further trade between Great Britain and Ukraine. Because the UK imports more than half of its food, Ukraine, as one of the world’s largest food exporters, should be a major beneficiary from Brexit as soon as a new UK-Ukraine free trade agreement applies to replace for the UK the restrictive EU-Ukraine DCFTA and the Committee is focused on encouraging the conclusion of such a trade treaty. Ukrainian Week in London was, in particular, intended to promote the priority execution of a new UK-Ukraine free trade agreement. AGRICULTURE COMMITTEE The BUCC’s Agriculture Committee currently focuses on (1) developing future UK markets for post-Brexit trade, and (2) encouraging greater irrigation farming to respond to the problem that crop yields in southern Ukraine are decreasing due to more frequent droughts, apparently due to climate change. The BUCC has a proposal to exempt, from the current Moratorium on the sale of agricultural land, sales of land in designated drought destressed areas to farmers that commit to spend specified amounts on irrigation equipment, since land leases do not provide such a suitable basis for such investment. LAW AND ACCOUNTING COMMITTEE The BUCC’s Law and Accounting Committee has projects (1) for establishing branch UK and US law school LLM programs in Ukrainian law schools (in some cases with other business associations), and (2) for reform of Ukrainian laws and the Ukrainian legal system. The BUCC has proposed the creation of oneyear UK or comparable foreign LLM law programs at leading Ukrainian law schools, in particular because of the reduction in scholarship programs to allow Ukrainian law students to study abroad. REAL ESTATE COMMITTEE The BUCC’s Real Estate Committee has obtained significant changes to the implementation of the laws and regulations on the OSBBs that manage

buildings in Ukraine (please see our previous KyivPost article on this on our website). We are continuing our work to improve OSBB management (and, discourage corporate raiding of buildings). INFRASTRUCTURE AND TRANSPORTATION COMMITTEE The BUCC’s Infrastructure and Transportation Committee is concentrated on improving container transport through Ukraine. This was one of the focuses of the discussions with the President of Ukraine at the BUCC’s dinner at the Armourers Hall for his official visit to London. TOURISM COMMITTEE The BUCC’s Tourism Committee promotes tourism in Ukraine and the UK. In particular, we are focused on London, as Europe’s largest market for attracting tourists to Ukraine. The Committee is presently aimed at obtaining UK destination tourism PR for Ukraine, to show potential UK tourists the excellent sites, restaurants and hotels that Ukraine has to offer, such as in Lviv, Kyiv, Chernihiv and Odesa. ART, DESIGN AND CULTURE COMMITTEE Among other cultural initiatives, the BUCC has been holding exhibitions and receptions on the Ukrainian Impressionist artist Mykhailo Tkachenko, who was one of the prominent early impressionist artists painting in Paris when Impressionism was developed, but who was largely forgotten after his death in Kharkiv in 1916. Professor James Rubin, one of the world’s leading experts on Impressionism, has spoken at several of our Tkachenko Impressionism events, featuring notable paintings by Tkachenko. The Committee plans to hold a major exhibition of Tkachenko paintings in leading museums in London, Paris and New York.

OTHER BUCC INITIATIVES LEGAL OMBUDSMAN PROPOSAL For Ukraine’s judicial reforms and anti-corruption programs to actually help protect UK and other foreign investors into Ukraine, the BUCC has developed a proposal for a Judicial Ombudsman for Ukraine, as was developed by Sweden when corruption in the Swedish courts was a problem in the early 1900s (in addition to the Business Ombudsman that focuses on administrative issues). This proposal would allow litigants to take court decisions that constitute an abuse of justice to the Judicial Ombudsman for immediate review. POLITICAL RISK INSURANCE The BUCC believes that Ukraine needs greater availability of insurance for political/conflict risk, so that such risk does not discourage foreign as well as domestic investment in Ukraine. The BUCC’s proposal for this is based on increasing the level of political/conflict risk insurance available from the World Bank’s MIGA, just as has been previously successfully organised, for similar reasons, for the West Bank and Gaza.

Lviv will host the ‘Run the World – Lviv Half Marathon’ on 14 April. Racers can choose to compete in one of many distances, including the 3km charity run, 10km and, of course, the 21 km course. There will also be special kids races of 100m and 300m. The half marathon (21 km) is one of athletics’ fastest-growing sports, with new races popping up all over the world. AGROPORT WEST 2019 21–23 March from 10:00 at Lviv’s D. Halytskyi International Airport Lviv’s D. Halytskyi International Airport will be the host for Agroport West 2019 – one of the biggest agricultural events in Eastern Europe – from 21 to 23 March. Beginning last year, the international Agroport farming forum has been held in three Ukrainian cities – Lviv, Kharkiv, and Kherson – and looks at the interests of Ukrainian agricultural producers. Organised by the Lviv Region State Administration and Aviabrand consulting company with the support of the Ukrainian Ministry of Agricultural Policy & Food, the event is targeted toward small- and medium-sized farms and will cover topics such as animal husbandry, crop production, growing vegetables, berries, and organic products, horticulture, and fisheries. Special attention will be paid to the sustainable development of rural areas, including economic diversification and food safety. SPRING BUSINESS FORUM 11–12 April at 9:00 at Park. Art of Rest (43A Vitovskoho St.) Lviv’s Spring Business Forum will take place at Park. Art of Rest on 11–12 April at 9:00. Participants will include representatives from local authorities, leading banks, experienced entrepreneurs leading Ukraine’s economic development, and foreign and international investment firms looking to start projects in Ukraine. This year’s theme is ‘Ukraine in 2019: New Possibilities or a New Period of Uncertainty?’ and will tackle issues like ‘Ukrainian economic development through export studies’, ‘A qualitative analysis of factors affecting business in Ukraine’, and ‘establishing cooperation between entrepreneurs, foreign investors, and Ukrainian political authorities’. LVIV FASHION WEEK AW 2019 20–24 March at Arena Lviv (199 Stryiska St.) and locations around the city The Lviv Fashion Week Autumn / Winter 2019 edition is all set to roll out its red carpet across the city from 20–24 March. Most of the shows will be held at Arena Lviv but this glamorous event will be shared at locations throughout the city. The event kicks off on 20 March at the Lvivarnya Museum in conjunction with French Spring, the annual cultural initiative organised by Alliance Française de Lviv and the French Consulate, and Lviv Art Days. 'BEST BOOK DESIGN WORLDWIDE' AWARD

viv’s Old Lion Publishing House won a bronze medal at the prestigious Best Book Design Worldwide contest for ‘This is How I See’, a book designed and illustrated by Romana Romanyshyn and Andrii Lesiv at Art Studio Agrafka. The unique annual Best Books Worldwide book design competition recognises books that have been singled out for merit by specialist panels in their own countries. Held in Germany since 1963, an independent jury convenes in Leipzing each February to select 14 of the world’s most outstandingly designed books out of a group of 600 from 30 countries. Awards are handed out at the Stiftung Buchkunst exhibition at the Leipzig Book Fair in March. ‘This is How I See’ is printed in a graphic, pictogram-like visual style. Three special colours were chosen to highlight certain areas – variants of the primary colours of blue, red, and yellow – to maintain their dominant independence. Here and there they are overprinted, fitting exactly over the top or overlapping; it is simply a pleasure to observe the whole diversity of shapes. LVIV SOCIETY WAGNER’S "LOHENGRIN" PREMIERES IN LVIV Lohengrin, a three-act romantic opera written and composed by Richard Wagner, premiered at Lviv’s iconic Opera & Ballet Theatre in early March. While the opera remains a classic, the tale has always contained a hint of subversion. Wagner’s Lohengrin is one of the most important works of the romantic epoch and has been reinterpreted in many ways in theatres around the globe. Performed in its original German with Ukrainian subtitles, it’s been updated to a modern setting. Lviv Opera & Ballet Theatre staff in-

cluding art director Vasyl Vovkun, conductor Myron Yusypovych, and set and costume designer Matthias Engelmann (Austria) have worked hard to deliver maybe their hippest and most experimental opera yet. By updating the story and spectacle, but keeping the story’s lively, slightly-crazed aesthetic, the creative team has put together an opera that speaks to a broader and younger audience. If you like opera, but want to see a more modern version, be sure to catch Lohengrin on stage on 27–28 March.

European Council President Donald Tusk was in Ukraine last month to mark the five-year anniversary of the Revolution of Dignity. He arrived in Kyiv to take in ceremonies in the capital and met President Poroshenko and Prime Minister Groysman before speaking to the Verkhovna Rada about Russian aggression against Ukraine. The former Polish Prime Minister delivered a speech entitled ‘There can be no safe Europpe without a safe Ukraine’ that was welcomed and wellreceived. The European diplomat then traveled to Lviv to meet with Mayor Sadovyi, where he awarded him an honourary degree from Lviv’s Ivan Franko National University.

NATIONAL RECORD TO COMMEMORATE T. SHEVCHENKO On March 9th in Lviv was festively celebrated the 205th birthday anniversary of T. Shavchenko, a Ukrainian poet, writer, artist, public and political figure, as well as folklorist and ethnographer. Creative heritage of Taras Shevchenko is closely associated with bandura, and that is why 407 bandura players from the whole region gathered on the square in front of Shevchenko’s monument and simultaneously performed Shevchenko’s "Testament" (Zapovit) and “Wide Dnipro roars and moans” together with vocalists Nazar Savko, Petro Radeiko and Nazar Lozynskyy. Representative of National registry of Records of Ukraine Pavlo Horyshevskyy confirmed the record,that beats the previous one set in Kharkiv in 2016 with 132 bandura players.

РЕКОРД ДЛЯ КОБЗАРЯ У Львові 9 березня відзначили 205-річчя з дня народження Кобзаря. У цей день встановили Національний рекорд. Творчість Тараса Шевченка асоціюється з бандурою. Для відзначення такої дати біля пам’ятника Шевченку у Львові зібралися бандуристи з усієї області – 407 кобзарів одночасно виконали твори ("Заповіт" та "Реве та стогне Дніпр широкий"), покладені на поезію Тараса Григоровича. Разом з бандуристами співали Петро Радейко, Назар Савко та Назар Лозинський. Це було унікальне дійство. Музиканти дуже різні – від учнів молодших класів мистецьких шкіл до капели бандуристів "Карпати". Представник Національного реєстру рекордів Павло Горішевський зафіксував нове досягнення. Попередній подібний рекорд встановлений у Херсоні перевершено майже у три рази.

WOMEN’S MEETING FOR EQUAL RIGHTS International Women’s Day on 8 March saw a rally by feminist groups in front of City Hall on Rynok Square, a traditional gathering place for protests and rallies. Over 100 activists from Ukraine, Poland, and the Baltic states showed their support for the Istanbul Convention, which advocates to ensure women’s protection from violence, access to equal opportunities, and the abandoning of gender stereotypes. Participants used the event to oppose far-right, domestic, sexual, economic, and psychological violence, as well as the “pressure and violence of the patriarchal structure”. The holiday used to be dedicated to spring and femininity in Ukraine, however more and more women are seeing that as a sexist approach and are trying to change the image of feminism in Ukraine. Seen as a day of solidarity and equality worldwide, 8 March is becoming a day of protests for equality of rights and opportunities.

ЖІНОЧИЙ МІТІНГ ЗА РІВНІ ПРАВА У Міжнародний день жінок 8 березня відбувся мітінг, організований місцевим феміністичним рухом на площі перед міською ратушею, традиційному місці збору протестів та мітингів у Львові. Понад 100 активісток, включаючи представниць феміністських організацій з Польщі та країн Балтії, а також деякі учасники чоловічої статі, заявили, що вони підтримують прийняття Стамбульської конвенції, закликаючи, зокрема, забезпечити захист жінок від насильства, надати їм рівні можливості та скасувати гендерні стереотипи. В Україні святкують Міжнародний день жінок як свято весни і жіночності. Однак, все більше представниць прекрасної статі вважають такий підхід несправедливим, і що важливо змінити імідж фемінізму в Україні. Тепер це день солідарності та рівності, оскільки 8 березня – це день протестів за рівність прав та можливостей.

Lviv’s hotspot Gloria Café recently hosted the casting for the upcoming Miss Lviv 2019 beauty pageant. The event attracted 150 of Lviv and area’s most beautiful ladies aged 16 to 24, making it the largest regional heat for Miss Ukraine in the country. The young women spent several hours presenting their best skills and personality traits to impress the panel of judges that included last year’s Miss Lviv Nataliya Bolyukh, Miss Ukraine’s casting manager Zoryana Kokhanchuk, and fashion photographer Jaroslav Monchak. Fourteen of the lucky ladies were invited to strut their stuff at the grand finale to take place in April, with the winner representing the region at the Miss Ukraine 2019 finals later this year. Looking good ladies and best of luck in the finals!

High Jump: Oleksiy Demyanyuk Memorial Competition Lviv’s University of Physical Culture hosted the 20th annual Oleksiy Demyanyuk Memorial High Jump tournament last month. Demyanyuk was a Ukrainian Soviet high jumper that had the world’s best jump in 1981 at 2.33 metres and finished 11th at the 1980 Summer Olympics in Moscow. His son Dmytro is also a high jumper and one of the organisers of the competition. Lviv jumpers Vadym Kravchuk (2.23m) and Yuriy Krymarenko (2.20m) finished at the top of the men’s standings, while Kyiv’s world championship silver medalist Yuliya Levchenko topped the women’s competition.

The Karate 1 Premier League is the most important event in the world of karate and a key way to qualify for next summer’s Olympic Games in Tokyo as ranking points from events play a critical role in determining who qualifies. With her incredible performance in Dubai, Kryva has made it clear that she intends to be on top of the podium when karate makes its Olympic debut next year. Lugers Ihor Stakhiv and Andriy Lysetskyy were also recognised for their third-place performance in doubles luge at the Viessmann World Cup and seventh place finish at the European Team Relay Championships in Oberhof, Germany. Congratulations to all the winners!

The first medal of the World Cycling Championship for 11 years for Ukraine

Lviv’s Olena Starikova came back with silver from the world championships in Poland last month after falling in the women’s 500 m time trial final. She was clipped by Russia’s Daria Shmeleva by just 0.295 seconds on the way to her runner-up finish. After capturing silver at last year’s European championships, Starikova will look for continued success at this summer’s European Games in Minsk, Belarus and next summer’s Summer Olympic Games in Tokyo.

The Burevisnyk Equestrian School hosted the Equestrian Sport Championship for the Lviv region last month. Over 100 athletes from across Ukraine competed in the dressage and hurdle’s events. Leopolitans Khrystyna Ivankiv and Anastasiya Matiyovska were among the winners in the hurdle’s competition with jumps of 70 cm and 50 cm. Hometown favourite Khrystyna Zub starred in the adult competition on her horse Baccara. Organisers hope the event popularizes equestrianism in the region as an active lifestyle for both children and adults.

Кінний спорт: Чемпіонат Львівської області У дитячо-юнацькій кінноспортивній школі "Буревісник" минулого місяця пройшов чемпіонат Львівської області з кінного спорту. У програмі були два види змагань – виїздка та конкур, в яких виступили понад 100 спортсменів з усієї України. Львів’янки Христина Іванків та Анастасія Матійовська стали переможцями у подоланні перешкод 70 та 50 см. Ще одна львів’янка – Христина Зуб успішно виступила у змаганнях дорослих на своєму коні Баккара. Організатори змагань ставлять своєю метою популяризацію кінного спорту як активного способу життя для дітей і дорослих.

Remembering Jack Palance This year marks the 100th anniversary of the birth of Academy Award-winning UkrainianAmerican Jack Palance. The legendary actor ruled the cinema screens with his devious portrayals of villainous characters. With his athletic frame, deep-set eyes, and high cheekbones, he became the quintessential evil-incarnate of his era and one of the most despised movie villain actors of all-time.

A ONE-OF-A-KIND LIFE Oscar-winning actor Jack Palance, who real name was Volodomyr Palahniuk – was born on 18 February 1919 in Pennsylvanian to Ukrainian parents. He father was from the Ternopil region while his mother hailed from right here in Lviv. Palance lived an extraordinary life. Starting out as a coal miner, he later became a boxer under the name Jack Brazzo. As a boxer, he broke the record for longest string of victories by KO. He left boxing for the US Air Force at the outbreak of WWII but was discharged after being injured when his plane caught fire in a training mission, leaving him with scars that would lead to his distinct appearance. After the war, he worked as a security guard, waiter, and even a model (!) while earning a BA in Drama at Stanford University.

ALWAYS A UKRAINIAN PATRIOT His specific appearance, defined by his scarred face and hoarse voice, led him to certain acting roles. He played alongside Marlon Brando in his first role in Stanley Kowalski’s Broadway show ‘A Streetcar Named Desire’ before making his big-screen debut in 1950’s ‘Panic in the Streets’. By then, he had already changed his name to Walter Jack Palance, as people had such difficulty pronouncing his Ukrainian name! He later played some legendary villains, including the title character in 1973’s ‘Bram Stoker’s Dracula’. He never forgot his Ukrainian roots. As a child, his father read him and his siblings the Ukrainian newspaper everyday from front to back. He later headed the Hollywood Trident Foundation, a group of cinema stars that advocates for Ukrainian interests. He famously walked out on Russian People’s Choice Award in 2004, stating “I feel like I walked into the wrong room by mistake. I think that Russian film is interesting, but I have nothing to do with Russia or Russian film. My parents were born in Ukraine. I’m Ukrainian. Not Russian. So, excuse me, but I don’t belong here. It’s best if we leave”, before exiting the ceremony with his entourage.

DREAMED TO PLAY A UKRAINIAN HERO He is fondly remembered for his portrayal of grizzled cowboy Curly in 1991’s ‘City Slickers’. The role earned him an Oscar for Best Supporting Actor and before famously doing one-handed push-ups on stage after accepting the award, he made sure to mention his Ukrainian birth name to a worldwide audience. His dream role was to play Taras Bulba and he was in negotiations to play the lead of Oles, a person that returns to Ukraine from America, in Oles Sanin’s Kobzari, but before the movie went into production, Palance/Palahniuk passed away. This year marks the 100th anniversary of the birth of this icon of the Ukrainian diaspora. In his honour, be sure to check him out in any of his magnificent roles.

Participants of the EBA Lviv Women’s Club had an exclusive opportunity to meet the famous Ukrainian fashion stylist and designer Nataliya Novitska, and besides of getting to know the latest fashion trends for spring-summer 2019, learn how once a passion can become a lifework. "I love my job for the opportunity to meet new interesting people, listen to their stories and get inspired," said Nataliya Novitska during the meeting.

Shooting new collections, working with private and public people, creating outfits for performances and corporate events, produce ideas for photoshoots for fashion magazines – all this is part of Nataliya Novitska job. "Even a window display is important for a brand that wants to present and position itself properly." According to Nataliya, style is not only the way people dress and select clothes, it is the way they speak, furniture they choose for homes, books they like to read and films to watch. All these things inspire us – they form our style. Among other things, Nataliya gave a lot of recommendations about business

wardrobe: "Usually, the biggest problem is in having too many items in the wardrobe, but no basic ones that would unite an outfit. Basic wardrobe is a foundation! When buying new clothes, you can always easily combine everything with basics". Basic items create an effective business wardrobe and Nataliya encouraged women to not be afraid to copy someone they admire, whether it is a famous model, actress or singer. "Even if you will copy someone’s style, you’ll still do it in your own way. You are another person and same clothes will look completely different on you” – noted Nataliya.

It is very important to analyze the wardrobe, throw away items that are stored on a shelf for several months or even year and donate them to a charity, for example. If you want to buy something new or bring some changes into your life, you need to free up space to make room for new clothes. Nataliya also assured that femininity, looking natural, soft colors, good mood are always in fashion, but the accents create style. "Pay attention to yourself, go shopping and take care of yourself. It changes and lights up any woman from within" – said Nataliya. "I am inspired by trips, beautiful pictures, movies, books, and of course people I meet." To the question on what she likes the most in her work as a stylist, Nataliya replied: "Creativity! I love to create. When I work with a brand, I love creating images that transmit emotions." Nataliya laso recommended to choose designers clothes and stores, where items can be tailored to the figure of a client. "We are all unique and it is the main beauty! You need to appreciate the features of your figure." Nataliya wished every woman to live in a harmony with herself, bring beauty and love to the world. EBA EVENTS EBA MEETING WITH TETIANA FEDOROVA, MEMBER OF UKRTRANSGAZ BOARD On February 12, due to the initiative of the EBA Western Ukrainian Office members, we organized the meeting with Tetiana Fedorova, Member of Ukrtransgaz Board. The meeting was aimed at discussing changes on the gas market that have already taken place as part of the demonopolization, as well as various aspects of daily balancing, which are planned to be implemented from March 1, 2019. This meeting was the first step in establishing a complex dialogue between the various market stakeholders and a joint search for the problem issues that arise there.

Dear Markian, recently our Ukrainian subsidiary (limited liability company), which has more than 50 employees, faced with inspection of the state labor service of Ukraine. During the inspection controlling body established that, allegedly, 7 persons were working for our company, but were not officially employed. Due to different reasons stated persons were indeed present on the territory of an enterprise while conducting the inspection, but had never fulfilled any labor functions in favor of our subsidiary. Thus, we do not agree with the controlling body and ask you to advise how we should react in the most effective manner and which financial sanctions for the stated violation may be imposed. Thank you in advance. After amendments to legislation were adopted in the year 2017 and state labor service of Ukraine received extended authority, inspections of enterprises, directed, inter alia, at revealing unofficially employed persons became quite often. In case state labor service establishes violation of labor law, it renders a decision, which is non-monetary demand, containing the list of violations and concrete terms for their elimination, as well as a ruling on imposition of a fine. The fine is a fixed amount and constitutes 30 minimum wages per each not officially employed person (as of today 125.190,00 UAH which is approx. 4.070,00 EUR). Stated-above decision may be appealed in the administrative procedure, i.e. to a head or a deputy head of corresponding territorial department of the state labor service, or directly to a court. The ruling on imposition of a fine, in turn, is subject to appeal exclusively to the court. When appealing acts of the state labor service, at least three important aspects should be taken into consideration: 1) it is highly recommended to appeal both decision and ruling of the state labor service; 2) administrative appeal of the decision very seldom brings to a positive result for an enterprise; 3) ruling on imposition of a fine, rendered due to discovery of unofficially employed persons, is enforceable by state enforcement services directly, i.e. ruling’s enforcement does not require prior addressing to a court. In turn, appeal of ruling to a court by an enterprise does not automatically stop ruling’ enforcement. Correspondingly, is it strongly advisable that a company, together with the statement of claim, at once asked the court to stop execution of the ruling until the judicial body renders its valid decision. 2011–2018

POLITICAL POP: The Eurovision Guide to Modern Ukrainian History A

nyone who feels that Eurovision has become too politicized need look no further than Ukraine for confirmation. Nobody takes the song contest quite as seriously as the Ukrainians, who treat it as an extension of foreign policy complete with furious nationwide debates and heavyhanded government interventions.

The latest scandal, which has seen Ukraine withdraw from Eurovision 2019 after the winner of the national competition was

deselected following outcry over her decision to continue performing in Russia despite the undeclared war between the two countries, is entirely in keeping with the exaggerated political importance attached to Ukraine’s annual participation. This seemingly complete lack of proportion over something as harmless as the Eurovision Song Contest is a symptom of the unresolved national identity issues and international insecurities

that continue to hamper independent Ukraine’s nation-building efforts. Indeed, for students of modern Ukrainian history, the country’s yearly Eurovision soap opera offers an entertaining and informative guide to Ukraine’s broader postSoviet progress. For the first ten years of independence, Ukraine did not participate in Eurovision at all. This absence mirrored the country’s international anonymity during a lost LVIV TODAY | March 2019

LVIV OPINION If Ruslana’s victory was a cultural landmark in Ukraine’s nation-building journey, the Ukrainian Eurovision entry three years later represented a bold declaration of the country’s European credentials. Cabaret drag act Verka Serdyuchka’s glorious 2007 effort was quite simply peak Eurovision. Everything from the artist’s human disco ball costume and playfully political chorus of “Russia Goodbye” to the song’s infectious Eurotrash beat and nonsense mishmash of English and German lyrics made for the quintessential Eurovision experience. It showcased the rising self-assurance of post-Orange Ukraine as a nation with the confidence to laugh at itself and the savvy to appreciate the kitsch ethos that defines Eurovision. Verka was ultimately beaten into second place by Serbia following an avalanche of incestuous Balkan block voting, but Ukraine’s entry has since come to be recognized as the best song never to win the contest. Sadly, it was also to prove the country’s first and last attempt at light-hearted Eurovision humor.

decade which saw Ukraine mired in domestic dysfunction and firmly entrenched in Russia’s shadow. Ukraine’s Eurovision odyssey finally began in spring 2004 when Ruslana’s “Wild Dances” won the song contest in what was only the country’s second appearance. Outside of the sporting arena, this was Ukraine’s first major international success since independence and its impact on Ukrainian society was disproportionately large. It is no exaggeration to suggest that Ruslana’s victory helped fuel the rumblings of a national awakening that would erupt months later with the Orange Revolution. Her folksy ethno-anthem chimed perfectly with the zeitgeist of the time, resonating among an emerging generation of Ukrainians starved of reasons for patriotic positivity. Crucially, it also set impossibly high standards for all who would follow and distorted the significance of the song contest as a factor shaping international perceptions of Ukraine. Ukraine continued to take Eurovision far too seriously throughout the late 2000s and early 2010s, maintaining its budding song contest superpower status by finishing second again in 2008 before claiming third in 2013. By now, the annual selection process had evolved into one of the highlights on the Ukrainian showbiz calendar, attracting the biggest star names and generating months of headlines as the nation subjected each candidate to the kind of pofaced scrutiny more typically reserved for key ministerial appointments. The Russian seizure of Crimea and invasion of eastern Ukraine then brought the country’s Eurovision bandwagon to an abrupt halt, with the authorities deciding in early 2015 not to enter that year’s song contest. With Ukraine’s continued existence as an independent state hanging in the balance, few had time to dwell on this temporary withdrawal. Nevertheless, for the Eurovision-loving Ukrainian public, it served to underline the gravity of the crisis. Ukraine returned to Eurovision in 2016 as a battle-hardened nation intent on weaponizing the contest to refocus international attention on Russian aggression. The result was arguably the most political Eurovision entry of all time. The song in question

officially addressed the WWII-era Soviet deportation of the Crimean Tatars, but few were under any illusions that the real subject matter was the contemporary Russian occupation of Crimea and Putin’s ongoing hybrid war against Ukraine. A lesser artist might have crumbled under the weight of such lofty geopolitical ambitions, but Crimean Tatar diva Jamala rose to the occasion and gave the performance of a lifetime to secure Ukraine’s second Eurovision win. Jamala’s achievement was a masterpiece of cultural diplomacy that succeeded in thrusting the Ukraine conflict back into the international spotlight. Not everyone was impressed, however. Many commentators accused Ukraine of hijacking Eurovision and bemoaned the politicization of an event originally conceived to bring Europeans closer together. The debacle of Ukraine’s 2019 Eurovision selection process suggests we are no nearer to leaving the politics behind. On the contrary, Eurovision remains hostage to the culture of paranoid politicization that has permeated so many aspects of daily life in today’s Ukraine. Over the years, the song contest has played a useful part in Ukraine’s wider struggle to assert its European identity, but all too often it has also been the cause of partisan squabbling that has aggravated national divisions and left the country out of tune with the rest of the continent. The bitter irony, of course, is that there is nothing more European than treating the annual song contest as a bit of a joke. When Ukrainians finally learn to regard Eurovision as an apolitical exercise in sheer silliness, we will know that Ukraine has truly come of age as a European nation.
