ith its stunning renaissance architecture and Habsburg splendor, Lviv has always looked European. However, when I first arrived in Lviv 20 years ago, the city felt Soviet. Stores were empty or outrageously expensive, while the few operating restaurants and cafes were often slow and rude. Distrust was the default social setting and any smiling strangers were treated with unconcealed suspicion. Below the surface, there was much human warmth and friendship to be found, but the psychological scars of the totalitarian experience remained all too fresh and served to deface the entire city. Soviet shadows lurked in every courtyard and corridor.

Today's Lviv is a completely different proposition altogether. It now has the feel of a quintessentially European city brimming with self-confidence and creativity. The roads are still potholed and other old infrastructure issues remain, but Lviv has become an exciting and aspirational city that can stand without shame alongside other fashionable regional destinations like Prague and Krakow. Lviv's success is partly the result of the city's Central European heritage and geographical location. But it is also due to the fact that

Lviv made a definitive European civilizational choice decades ago. Even in the dusky twilight of the late 1990s, it was clear that Ukraine saw its future within Europe and was focused on building in this direction. There were none of the debilitating dramas over respect for Russian ties or objections to a future European trajectory that preoccupied much of the rest of Ukrainian society for the past few decades. To virtually everyone in Lviv, it was blindingly obvious Ukraine's future lay in Europe. This was regarded as a complete no-brainer. This clarity has allowed Lviv to develop without many of the delays that have restricted the progress of other Ukrainian cities. Crucially, it has created a sense of social stability that is particularly appealing to local entrepreneurs and international investors alike. Visiting business delegations are happy to meet people who speak their language and share their vision for the region. There is none of the confusion created by ambiguous attitudes towards the Soviet past or expressions of reluctant solidarity with Putin's Russia. Such nuanced debates are par for the course among Ukrainians themselves, but they can have

a disconcerting effect on newcomers already overly alarmed by the Kremlin threat. Instead, new arrivals encounter a business environment with what has, by Ukrainian standards, a very prominent middle class influence. No wonder banks and other financial institutions are now queuing up to open Lviv offices. Lviv has become Ukraine's European gateway in every sense and it is flourishing as a result. People from all over Ukraine flock to Lviv for the same reason as the international business community; namely because the city offers an inspirational model for what Ukraine could become. It provides Ukrainians with an alluring vision of their country in a more recognizably European context. The big question now is whether the rest of Ukraine can learn the lessons of Lviv. The capital of West Ukraine has led the country's post-Soviet transition, but it cannot transform the whole of Ukraine by itself. Peter Dickinson, Publisher of Lviv Today magazine

THIS MONTH LVIV BOOK FORUM 13–17 September at the Lviv Art Palace and the Potocki Palace yard (15–17 Kopernyka St.) The Lviv Book Forum is the single most important event for the literature and publishing business in Ukraine. Publishers and authors will flock to Lviv for this annual literature market and festival from 13–17 September. Founded in 1994, this is the 24th time that publishers, readers, and writers will be joined by celebrities, athletes, educators, and journalists at one of the most important social events on the Leopolitan calendar. New publishing houses and indie editorials are presented each year alongside many other interesting events, like the ‘Non-stop night of poetry and music’, the Lviv International Literary Festival, the ‘Enjoy Reading’ charity initiative for elderly people, and hundreds of events with Ukrainian and foreign authors. Special attention will be paid to the ‘Best Book of 2017’ awards ceremony. But what is the Lviv Book Forum without its enormous book fair! Special guests at this year’s event include Philippe Sands, the author of ‘East West Street: On the Origins of Genocide and Crimes Against Humanity’, who will present a lecture on human rights; and Henry Marsh, a worldrenowned neurosurgeon from London and the author of the bestseller ‘Do No Harm: Stories of Life, Death and Brain Surgery’. The Ukrainian version was released at the Lviv Publishers Forum in 2015 and has gone on to bestseller status in the country. TINA KAROL BACK IN LVIV 2, 3, and 4 October at 19:00 at the Lviv Opera & Ballet Theatre (28 Svobody Ave.) Stunning Ukrainian vocalist Tina Karol has long been one of Ukraine’s most popular pop stars thanks to her supple voice and graceful dancing. Leopolitan fans of Karol will have the chance to see her perform at Lviv’s Opera & Ballet Theatre on 2, 3, and 4 October, as she brings her newest concert program “Tina” to the city as part of a national tour. The program will feature women’s success stories expressed in song and dance as a form of contemporary art. It’s a sort of artistic revelation – a musical confession of the power of love that is highlighted by Karol’s melodic vocals. “The versatility of women is the embodiment of unity and struggle of her inner opposites”, says the singer. “We love and hate, we take offence and forgive, we lose hope and regain faith. "CARTE POSTALE: WOMAN ON THE BORDERLINE OF EPOCHS" 29 September – 29 November at the Lviv Art Gallery (3 Stefanyka St.) The Lviv Art Gallery is set to host a special postcards exhibition from 29 September to 29 November. Since the introduction of email, the once fond pastime of sending postcards abroad has dropped by nearly 75%. This exhibition will celebrate the heyday of the postcard as a souvenir and form of open communication. Postcards from the private collection of Oksana Boboshko-Vanderhoeven showcasing images of women from the late 19th Century will be exhibited alongside the art gallery’s other show pieces. Be sure to check out the vintage postcards by Polish artist Stanisław Eljasz Radzikowski in honour of dramatist Irena Solska. The original series was printed in 1911 and Leopolitan history buffs and guests of the city can see nine of the original 43 postcards. For more information, please call (032)261-4448.

WEST TATTOO FEST 29 September – 1 October at Lviv’s D. Halystkyi International Airport (168 Lyubinska St.) Looking for something interesting to do over the 29 September to 1 October weekend? Check out the colourful side of Leopolitan life at the International Tattoo Festival at Lviv’s D. Halystkyi International Airport. This event has turned into the single biggest, most significant, and wicked cool event in Western Ukraine’s tattoo world. The ‘Golden Lion Cup’, where grandmaster tattoo artists from several countries compete in a ‘Tattoo Battle’ for best festival tattoo, headlines the event. There will be plenty of other competitions for artists to display their talents and other activities to keep fans busy, including ‘Black & Gray’, ‘Cover-Up’, ‘Individual Tattoo’, ‘Traditional Tattoo’, ‘Best of the Sketch’, ‘Dotwork Tattoo’, and many more. One of the event’s highlights will be the ‘Miss Tattoo Fest’ competition, which will see lovely ladies showcasing their ink. The festival itself will be an intimate affair featuring tattoo artists from Ukraine and abroad. Each artist brings a different style and flavour of art to the convention, making for an eclectic group of artists able to create personalised tattoos for anyone seeking to acquire some unique body-art. ФЕСТИВАЛЬ ТАТУ “CARTE POSTALE: ЖІНКА НА ЗЛАМІ ЕПОХ” 29 вересня – 29 листопада у Львівській національній галереї мистецтв (вул. Стефаника, 3) У Львівській галереї мистецтв з 29 вересня по 29 листопада відбудеться спеціальна виставка поштових карток. Відколи з’явилась електронна пошта, колись улюблене заняття наших предків – писати й відправляти листівки за кордон – становить лише чверть того, що було раніше. Ця виставка розповідає про розквіт листівки як явища, як сувеніру та форми відкритого спілкування. Листівки з приватної колекції Оксани Бобошко-Вандерховен з зображення жінок кінця 19 століття будуть експонуватися в залах галереї мистецтв. Глядач, мабуть, не промине старовинні листівки польського художника Станіслава Еліяша Радзіковського на честь драматичної актриси Ірини Сольської. While our beloved Karpaty struggles to avoid relegation to Ukraine’s First Division, Leopolitan football fans and guests of the city that are starving for some quality international action are once again in luck. One year after Shakhtar Donetsk abandoned the city after going undefeated at Arena Lviv in the calendar year 2016, another team affected by the conflict in the East has decided to call Arena Lviv home. Zorya Luhansk directly qualified for the Europa League group stage by virtue of finishing third in the Ukrainian Premier League last season. The team has called Zaporizhiya’s Slavutych Arena home since being forced to relocate, but with a capacity of just 12,000, the stadium is too small for Europa League action. Zorya was drawn into Group J alongside Sweden’s Ostersund, Germany’s Hertha BSC, and Spain’s Athletic Bilbao. They host Ostersund in their first test at Arena Lviv on September 14th, later on October 19th the team will play against Germany’s Hertha BSC and finally on December 7th the match against with Athletic Bilbao will take place. Через рік, після того, як Донецький "Шахтар" розстався зі Львовом, де він не зазнав жодної поразки на "Арені Львів" у 2016 році, інша команда, що постраждала внаслідок конфлікту на Сході, вирішила назвати "Арену-Львів" своїм стадіоном. "Зоря" Луганськ безпосередньо закваліфікувалася до групового етапу Ліги Європи, зайнявши третє місце у Прем'єр-лізі України минулого сезону. Спочатку луганчани грали на "Славутич-Арені" у Запоріжжі, але стадіон, що вміщує лише 12 000 глядачів, занадто малий для поєдинків Ліги Європи. 10th Anniversary of Days of Performance Ukraine’s one and only festival of art performance that features masters from different countries present their works – Days of Performance – celebrated its 10th anniversary in Lviv from 28 August to 3 September. This year saw artists from Thailand and Norway perform in Ukraine for the first time. Leopolitans and guests of the city also enjoyed artists from Great Britain, Israel, Poland, and Ukraine. The celebrated works of Stein Henningsen, who lives and works in Svalbard, Norway, were premiered during the event. ‘Days of Performance’ has been developing the most avant-garde genre of contemporary art in one of the oldest cities in Ukraine for a decade. Thanks to the efforts of the event organizers, a new generation of Ukrainian performers has emerged. More than that, Lviv has transformed into a center where performance extends to the artistic environment of other centers. On top of enjoying the performances, Leopolitan lovers of art and guests of the city were able to meet the artists, attend lectures and workshops, watch video shows, and take part in the experimental training program ‘School of Performance’.

У Львові з 28 серпня по 3 вересня у Львові відбувся єдиний фестиваль мистецького перформенсу, в якому були представлені артисти з різних країн. Цього року вперше в Україні були представлені артисти з Таїланду та Норвегії. Гості фестивалю також побачили артистів з Великобританії, Ізраїлю, Польщі та України. На фестивалі відбулись прем'єри видатних робіт Стейна Хеннінгсена, який живе та працює в Норвезькому місті Свалбард. "Дні перформенсу" пропагують найбільш авангардний жанр сучасного мистецтва в одному з найстаріших міст України вже протягом десятиліття. Завдяки зусиллям організаторів фестивалю виросло нове покоління українських майстрів перформенсу. "Between Us" – Danish art exhibition Lviv’s B.G. Voznytskyi National Art Gallery will host Ukraine’s first-ever Danish contemporary art display when the Dansk Folkekunst Art Association brings the ‘Between Us’ exhibition to the city from 2-24 September. The exhibit features a number of Denmark’s finest modern artists, including Ditte Knus Tønnesen, Mie Mørkeberg, Aaberg Kærn, Kristian Devantier, Andreas Monty Freddie, Ulla-Bech Bruun and others. The exhibit takes its title of ‘Between Us’ (Imellem Os / Поміж Hами) from the idea of human transition between time and place. It questions what values are core to human polarization and unification. Are we singular, standing alone? Or is our existence of a more codependent nature? Is it even still relevant to reason between an ‘us’ and a ‘them’? The Dansk Folkekunst Art Association hopes to inspire Leopolitan art lovers and guests of the city to investigate the social construction of contemporary man in relation to globalization. The exhibition has been kindly sponsored by the Danish Ministry of Culture, the Danish Embassy, the Danish Foreign Office, Montana, ICT Logistics, and Carlsberg Ukraine. It will be open until 24 September at Lviv’s National Art Gallery (3 Stefanyka St.).

Steampunk Superheroes of Ukrainian Independence COMIC BOOK BLOCKBUSTER SEEKS TO BRING 1917 UKRAINIAN REVOLUTION HEROES TO POST-MAIDAN AUDIENCES

hen people think of Ukraine’s long struggle for independence, they tend to focus on the WWII-era insurgent army that fought both Nazis and Soviets, or the Cossack statehood bids of the seventeenth and eighteenth centuries. This is perhaps understandable: the romance of Cossack leaders Bohdan Khmelnitskiy and Ivan Mazepa has captivated generations of Ukrainians, while the polarizing figure of WWII insurgency leader Stepan Bandera has cast a shadow over the national identity debate ever since the 1940s. However, prior to 1991, the closest Ukraine actually came to establishing a recognizable modern state was during the epic independence

struggle that began in 1917. As Ukraine marks the centenary of those momentous events, a group of comic book artists is attempting to introduce today’s post-Maidan generation to an era of Ukrainian history that has direct relevance to the ongoing hybrid war with Russia.

Instant Comic Book Classic The Ukrainian steampunk comic book “Volya” (“The Will”) hit bookstores in May. It proved an instant hit, selling out its entire initial 3,000 print run within weeks. The book was the star turn at the Kyiv Comic Con festival and attracted the attention

of President Poroshenko during Ukraine’s popular annual literature fair (the Ukrainian head of state was one of a number of high-profile politicians to buy a copy). This popularity reflects the current fashion for all things Ukrainian among a population gripped by a national awakening that began with the 2014 Revolution of Dignity and gained ground in response to the subsequent Russian invasion of Crimea and eastern Ukraine. “The Ukrainian public is eager for patriotic themes,” explains the book’s author and primary investor Vyacheslav Buhayov. “The idea first came to me just over a year ago as the centenary approached. It has been one hundred years since the events we are addressing took place, and yet the historical narrative they are part of is still continuing today.” Although the Ukrainian comic book industry is currently miniscule, Mr. Buhayov had no difficulty in recruiting a team of high-quality artists for the project. He was able to find plenty of talent working as outsource artists for Western publishing houses, and drew on his own experience in the gaming industry. The result is a glossy and engaging hardback comic novel with slick production values and striking artwork.

Creative History “Volya” is not a direct narrative telling of Ukraine’s failed 1917 statehood bid. Instead, the book is actually three separate fantasy tales set in the period and featuring a mishmash of genuine events and historical figures alongside surreal elements and outlandish inventions. This may have been a wise choice. Not only was Ukraine’s 1917 revolution doomed to eventual failure – it is also one of the most complex and confusing historical narratives imaginable. Ukraine witnessed two separate attempts at state building during the period, with fledgling Ukrainian states established in both Kyiv and Lviv. Numerous different regimes came to power only to fall with indecent haste, while White Russian forces and Bolsheviks vied with Poles, Germans, AustroHungarians and Anarchists for dominion over Ukraine. Amid the chaos, Kyiv changed hands an estimated 18 times, while other Ukrainian cities fell to one or other of the conflict’s participants on dozens of occasions. This makes the period something of a minefield for historians and largely impenetrable to wider audiences. “Volya” has sidestepped this difficulty by presenting fictional drama based loosely on real events without claiming to be offering a definitive historical version of the period in its entirety. The leading lights of Ukraine’s independence struggle such as Hetman Pavlo Skoropadsky and Mikhailo Hrushevskiy feature prominently alongside the likes of legendary Ukrainian anarchist Nestor Mahkno and a supporting cast including an array of dashing military characters, nubile Polish spies, and Bolshevik zombie soldiers. Russian Tsar Nicholas II appears as a phantom apparition in one episode, while Bolshevik leader Vladimir Lenin pops up as a cyborg terminator. Meanwhile, topless chorus girls brandishing bottles of champagne or lounging in smoke-filled war rooms provide the obligatory teenage titillation.

Low Budget Hollywood Blockbuster The steampunk genre takes its inspiration from late twentieth century science fiction portrayals of the Victorian era, and this enthusiasm for H.G. Wells-style futuristic engineering is ever-present throughout “Volya”. The creators of the comic clearly have a passion for WWI technology and the pages of the book are crammed with weird and wonderful prototype contraptions alongside authentic warships, airships, planes, guns and uniforms from the period. Many of the characters possess superpowers, but the settings come with an eye for historical accuracy right down to the wartime posters and Kyiv city panoramas that feature as occasional backdrops to the action.

It is all highly unorthodox and slightly bonkers, but it is undeniably fast-paced and extremely engaging. The overall effect is reminiscent of a storyboard for a Hollywood war movie set in 1918 Ukraine. This, it transpires, was exactly the idea from the very beginning. “We wanted to create a blockbuster for the domestic market,” says Mr. Buhayov. “People are eager for Hollywood-level quality and comic books are a way of achieving the Hollywood effect without big budgets.” He believes that part of the book’s charm lies in its unapologetically positive spin on Ukrainian history. Ukrainian characters appear as bold and daring throughout. They enjoy the support of a mighty military equipped with the finest technologies of the period. In one episode, Crimea is conquered. In another, readers see maps of Greater Ukraine including swathes of modernday Russia and learn of Ukraine’s early twentieth century dominance in a range of agricultural and industrial sectors. It is a swashbuckling, self-confident side of Ukraine that is all-too-often missing from the country’s history books. Mr. Buhayov says there is huge public demand in today’s Ukraine for the kind of swagger more commonly associated with American historical epics. “The Ukrainian information sphere is full of materials bemoaning Ukraine’s tragic fate and difficult history. Frankly speaking, it is depressing,” he says. “I was convinced – and remain convinced – that people want something more inspirational.”

He sees the book’s key target audience as adult males aged 30 to 50 who are interested in military and historical themes, but says one of the comic format’s greatest strengths is its crossover appeal to other demographics. “This pop culture approach allows us to reach out to much wider audiences than might have been possible with a more traditional historical product. The comic format is appealing to people who are otherwise apolitical or disinterested in patriotic and historic themes. This includes teen audiences and older readers with more traditional Soviet sympathies. We do not expect anyone to change their worldview overnight, but hopefully it will encourage readers to investigate more about the period for themselves.” For many of those who grew up in the Soviet era, “Volya” will seem borderline blasphemous. The Bolshevik Revolution remains probably the single most propagandized event in world history, while Ukraine’s parallel 1917 revolution had no place in Soviet narratives, disappearing without a trace until the collapse of the USSR in 1991. Even today, efforts to highlight Ukraine’s early twentieth century independence efforts are capable of ruffling feathers among modern Russian audiences. The appearance of “Volya” provoked a chorus of disapproval from the Russian media, with some commentators calling for the comic to join the Russian Federation’s list of banned publications. “We owe them for all the free PR they provided,” quips Mr. Buhayov. “The funny thing is that there was huge criticism from Russia but also great interest in reading the book.”

Franchise Plans Despite its initial popularity, “Volya” has not yet made anyone rich. Sales of the initial print run have proved sufficient to cover production costs. The team behind the book are now expanding their sales network to include bookstore chains across the country. However, the sums involved are tiny and reflect a comic book publishing industry that is still in its infancy. Mr. Bohayov believes the success of “Volya” could serve as a catalyst for the further development of the sector, highlighting the potential of the domestic market and inspiring others to enter the fray. His own recruitment efforts have convinced him there are more than enough artists and writers to support a vibrant comic culture, while the expansion of Ukrainian-language publishing will act as a further engine for the genre’s development. There are already plans underway for a follow-up edition to “Volya” that will focus on a single feature story set in the same era and based along the same steampunk fantasy lines as the three separate episodes in Part I. Beyond that, Mr. Bohayov has dreams of expanding the franchise beyond comic books. There has been contact from potential partners for an animation movie version and initial trials have begun. He also sees huge potential for merchandising and talks of creating a Marvel-style universe of characters rooted in Ukraine’s early twentieth century history. Nestor Makhno action figures and Hetman Skoropadsky coffee mugs may currently seem a little far-fetched, but nothing can be totally ruled out given the current Ukrainian enthusiasm for formerly forbidden chapters in the country’s history.

LVIV SOCIETY Leopolitan music lovers and guests of the city enjoyed the festival’s rich program, which included 20 concerts by famous European orchestras and opera singers at 12 of Lviv’s most iconic locations. Other festival events included an international forum and exhibition dedicated to Franz Xaver, a series of workshops and lectures for professional musicians, directors, actors, and other people that work in classical music and theatre-related spheres, and a number of children’s events. One of the festival’s highlights was the ‘Beyond the Myth: Amazons’ performance

at Lviv’s old Tram Depot. The show was a blend of classical and modern opera with an intriguing mixture of discussion, performance, and workshop. The festival ended with the premiere of the newly-formed Youth Symphony Orchestra of Ukraine and the Federal Youth Orchestra of Germany. Lyniv, who is the Chief Conductor at the Graz Opera in Austria, brought the partnership to life, uniting top musicians from Ukraine and all over the world. Leopolitans are proud that Franz Xaver Mozart is a part of the city’s history and plan to honour his legacy by staging LvivMozArt annually.

LVIV MOZART FESTIVAL Lviv played host to the city’s newest addition to its busy festival scene – the one-of-a-kind LvivMozArt festival – from 18-25 August. This musical holiday is dedicated to the musical heritage of Mozart’s youngest son, Franz Xaver Mozart, who lived and worked in Lviv for 30 years (1808-38) and actively promoted music in the city. Lviv’s picturesque Opera & Ballet Theatre hosted the festival’s glitzy opening with a symphony concert featuring a number of esteemed soloists backed by Lviv’s Dudaryk State Academic Male Choir and the INSO-Lviv Academic Symphony Orchestra. The festival’s art director, Ukrainian-German Oksana Lyniv, conducted the concert.

LVIV MOZART FESTIVAL З 18 по 25 серпня Львів став містом нового музичного фестивалю LvivMozArt. Це артистичне свято було присвячене музичній спадщині молодшого сина В. А. Моцарта – Франца Ксавера, який жив і працював у Львові (тоді Лємбергу) протягом 30 років (1808-38) та активно пропагував музичне мистецтво в нашому місті. У рамках багатої програми фестивалю любителі класичної музики та гості міста мали унікальну нагоду побувати на 20 концертах відомих європейських оркестрів та оперних співаків, які проходили у 12 дуже цікавих місцях, на дитячих заходах, міжнародному форумі та виставці, присвяченій Францу Ксаверу Моцарту, а також на серії семінарів та лекцій для професійних музикантів, режисерів, акторів та людей, які працюють у сфері класичної музики та театру.

В заключному концерті фестивалю глядачі побачили й почули перший спільний проект новоствореного молодіжного симфонічного оркестру України та Федерального молодіжного оркестру Німеччини (BundesJugendOrchester). Арт-директор фестивалю Оксана Линів, головний диригент оперного театру в австрійському м. Грац, зробила все можливе, щоб ініціювати та реалізувати цей унікальний художній проект, що об'єднує найкращих музикантів з України та всього світу. Амазонки", інтригуюча суміш інсталяції, вистави, класичної та сучасної опери, що відбулася у приміщенні старого трамвайного депо.

ETNOVYR FOLKLORE FESTIVAL The Etnovyr International Folklore Festival was held in Lviv from 24-27 August. This year’s event featured colourful performances of foreign ensembles, spectacular participant parades through central Lviv, and dancing and singing workshops. Participating ensembles came from as far away as Poland, Estonia, and Macedonia, as well as from around Ukraine. Leopolitans and guests of the city flocked to Rynok Square to soak up the cultural and musical traditions and to taste the delicious national cuisines. The highlight of the festivities was the ‘Etno-fashion’ program, which showcased national regalia in a fashion show format. The festival closed with a gala concert at Lviv’s glamorous Victoria Gardens and provided visitors with the wonderful opportunity to discover the musical traditions of participating countries.

МІЖНАРОДНИЙ ФОЛЬКЛОРНИЙ ФЕСТИВАЛЬ "ЕТНОВИР" Протягом 24-27 серпня у Львові відбувся Міжнародний фестиваль фольклору "Етновир". Цього року в заході були представлені барвисті виступи іноземних ансамблів, вражаючий парад учасників через центр Львова, танцювальні та співочі майстер-класи та багато іншого. Серед учасників фестивалю, зокрема, були ансамблі з Македонії, Польщі, Естонії та України. INTERNATIONAL HUTSUL FESTIVAL SHINES Hutsulshchyna is an original land of free and independent Ukraine and the Hutsuls are an ethno-cultural group of Ukrainians that have inhabited the Carpathian Mountains for centuries – mainly in the areas of Bukovina and Maramures, and the northern part of Romania. Hutsuls regard themselves as Ukrainian highlanders. The Hutsul culture is known far beyond the borders of this country as a hardworking and friendly people. That’s why each year a festival is held in their honour. This year’s celebration – the 24th International Hutsul Festival – was held in the village of Korolivka in the Kolomiya region from 1113 August. The event aims to promote traditional

І фестиваль, який щорічно проводиться на Коломийщині, покликаний розповісти світу якомога більше про них. Цьогорічний 24-й Міжнародний гуцульський фестиваль відбувся у с. Усі гості фестивалю мали прекрасну нагоду насолодитися виступами гуцульських народних співочих і танцювальних колективів, відвідати ярмарок рукоділля і навіть побувати на традиційному гуцульському весіллі. Цього року також відбулась наукова конференція з питань збереження культурної спадщини та еко-культури карпатських гуцулів. Головною ж подією став святковий парад представників цього гордого народу з семи країн. Фестиваль також увійшов до "Книги рекордів України" за те, що понад 1200 учасників виконали традиційний гуцульський танець. Ювілейний фестиваль відбудеться наступного року у живописному гірському селі Яремче.

Hutsul art, culture, history, and cuisine. Festivalgoers had the wonderful opportunity to enjoy Hutsul folk bands, dance performances, handmade goods fairs, and even a traditional Hutsul wedding. A scientific conference on the preservation of the cultural heritage and eco-culture of the Carpathian Hutsuls was also held this year. The event’s highlight was surely the festive parade featuring representatives of seven countries. The festival was also enshrined in the “Book of Ukrainian Records” for having an incredible 1200 participants perform a traditional ‘Hutsulka’ dance. Picturesque Yaremche will host next year’s jubilee celebration.

"HAPPY KILOMETRE" RUN FOR THE CHILDREN Japan’s Fujikura Automotive Ukraine Lviv, which successfully operates in the region, for the second time held a charitable “Happy Kilometre” event with honourable aim to raise money for purchasing of the surgical LED lamp luvis-L200 for Lviv’s Ohmatdyt children’s hospital. Price of the lamp is 184 000 UAH and the money raised at the charitable run event – over 40 000 UAH became a considerable part of the necessary amount. Money was gathered via voluntary donations as participation in the event was free of any charge. The rest of the total sum was covered by charity donation by Fujikura Automotive. This year “Happy Kilometre” was fully open for the participants of any age and level of physical training as were chosen easier race routs, introduced men’s and women’s categories for the winners of 1, 4, and 7 km routs as well as a special 100m dash for children, who were offered to run accompanied by Fairy tale characters.

“I am very pleased that for the present day one can see increased popularity of sport and spike of the social initiatives of Leopolitans. So, “Happy kilometer 2017” event gathered even more participants – 775 people, as pleasant surprise came participation of very small children in the 1 km race; also came many last year’s participants with families and friends. This year in the races took part employees of Fujikura and Ohmatdyt children’s hospital. We expect even more initiative in the next year’s “Happy Kilometre” and I wish to all participants and Leopolitans in general always move forward – set new goals, achieve them and together do something good for our city” – said Oksana Lashmanova, the First Deputy of the General Director at Fujikura Automotive Ukraine Lviv.

At the end of the races, traditionally took place festive celebration with awarding ceremonies and jolly entertainments with drums show, performances by Paulman, Wszystko, Shoste chuttya, FryDay, children’s paintings auction. ”Happy Kilometre” became truly incredible event which united for the honorable reason all those people who are not used to be out of the whirl of the city’s social life.

hat do most foreigners know about Ukraine? There is a good chance they know next to nothing, while what little information they may have is likely to be both distorted and negative in character. This unsatisfactory state of affairs may be about to change. After decades of neglect, Ukraine is finally addressing the country’s international image problems. Autumn 2017 will see preparations continue for the launch of a public diplomacy initiative designed to promote Brand Ukraine internationally and raise the country’s cultural profile around the world.

UKRAINE EMBRACES PUBLIC DIPLOMACY The Ukrainian Institute is the brainchild of Foreign Minister Pavel Klimkin and Ukrainian diplomat Dmytro Kubela. It is part of the Ukrainian Foreign Ministry’s ongoing public diplomacy efforts and represents the latest stage in a developing strategy that began to take shape in the aftermath of the 201314 Revolution of Dignity. The first major institutional step in this process was the creation of a Public Diplomacy Division within the Foreign Ministry in late 2015. The Ukrainian Institute concept then went public in February 2017, with initial funding included in this year’s state budget. With a 2018 launch date tentatively penciled in, the key task over the coming months will be to appoint a Ukrainian Institute Director via public competition who will have responsibility for overseeing the rollout of this ambitious concept. Foreign Ministry officials envisage an initial network of Ukrainian Institutes in key capital cities including Paris, Berlin, Rome, Warsaw, Vienna, Beijing and Washington DC. Ukraine already has suitable premises available in some of these cities, with other Institutes envisaged on a rental basis. Up to 40 staff will take up positions in designated countries or join the coordination team in Kyiv itself. There are also plans to cooperate with the few independently managed Ukrainian Institutes that already operate in London, New York and Stockholm. These non-state institutes currently rely on support from Ukrainian expats and members of the diaspora along with the Ukrainian Catholic University.

BEYOND FOLK THEMES Iryna Shum, who is coordinator of the Ukrainian Institute project and a member of the Public Diplomacy team at the Ukrainian Foreign Ministry, says the basic goal of the Ukrainian Institute is to open the country up to the outside world. “There is currently virtually no awareness of Ukraine internationally. We want to change that and act as a platform for cultural dialogue,” she says. Ms. Shum LVIV TODAY | September 2017

anticipates a primary focus on contemporary Ukrainian culture and speaks enthusiastically about the country’s fashion, music, cinematography and literature scenes. She is well aware that this self-consciously contemporary take on Ukrainian culture is at odds with the more traditional depictions that have previously enjoyed ascendency. “If you look at typical diaspora events and cultural websites, you will find a lot of vyshyvankas (traditional embroidered shirts), Ukrainian cuisine, and Taras Shevchenko,” says Ms. Shum. “We aim to show international audiences that we have much more in common with them, and much more to share. We will not neglect folk themes and classical aspects of Ukrainian culture, but the emphasis needs to be placed on more contemporary elements.”

The most prominent cultural ambassadors of Ukraine’s post-Maidan generation are the country’s fashion designers, many of whom have earned international acclaim for creations that play heavily on traditional Ukrainian embroidery.

However, building up governmental support and securing sufficient state funding for the establishment of the Ukrainian Institute has proved a painstaking process. The coming selection of a Ukrainian Institute Director to oversee the development of the project will prove crucial, with Ms. Shum adamant that the process must be wholly transparent in order to ward off accusations of corruption in the appointments process.

However, funky takes on folksy styles are only part of the Ukrainian fashion industry’s recent success story. A new generation of designers has come of age since 2014, attracting the attention of global fashion authorities like Vogue magazine while benefitting from the patriotically driven domestic passion for “Made in Ukraine” labels.

The Ukrainian contemporary arts and music scenes are also flourishing, buoyed by the revolutionary impulses of Maidan and bolstered by the subsequent hybrid war with Russia. Successes such as Crimean Tatar singer Jamala’s 2016 Eurovision Song Contest victory have raised the profile of Ukrainian performers and imbued the country’s creative community with a sense of self-confidence that has helped to broaden horizons and amplify aspirations. Meanwhile, the global media attention generated by ongoing geopolitical turbulence in the country has put Ukraine on the international radar for the first time, fuelling unprecedented outside interest and creating a buzz around all things Ukrainian. “I see big potential for Ukrainian musicians in particular as cultural ambassadors,” says Ms. Shum. “The Ukrainian fashion industry and visual arts are also developing very rapidly. We want to be able to create cultural programs that can tour entire countries, taking contemporary Ukraine beyond the major capital cities and participating in festivals and other forms of cultural collaboration.”

As Ms. Shum and her colleagues have expanded on their vision for the Ukrainian Institute, they have drawn on the experiences of European colleagues. The original inspiration for the Ukrainian Institute came from Ukrainian diplomatic interaction with the UK’s British Council and Germany’s Goethe Institute, but Ms. Shum says the closest parallel in terms of state ties and official status will likely be the Polish Institute. She expects the outcome to represent a fresh chapter for Ukraine’s fledgling public diplomacy and a long overdue step away from the image woes and ambiguity that have dogged Ukraine since independence. The historic events of the past three years have transformed the way Ukrainians see themselves and their nation, but this message has yet to reach mainstream international audiences. Many in Kyiv are now hoping the Ukrainian Institute can introduce the world to the vibrant realities of contemporary Ukraine.

FINALLY "NEUTRALITY": EBA INVESTMENT ATTRACTIVENESS INDEX OF UKRAINE LEFT THE NEGATIVE ZONE The index of investment attractiveness of Ukraine, according to the opinion of top managers of European Business Association member companies, left a negative zone.

Last time the Index crossed the line at 3 points only at the end of 2011. It seems that the business is slowly recovering from the constant stress of the crisis years and finally begins doing business actively. GOOD START 2017 year has begun quite successfully for many branches. Indeed, over the past 6 months, we often heard from our member companies’ good news about the Government’s special attention to promote innovation, IT and creative industry, building production capacity, opening additional research centers and terminals, expansion or consolidation of retailers etc. In April the Cabinet of Ministers chaired by Volodymyr Groisman had an anniversary of its work. The business community had an opportunity to summarize the main achievements of the Cabinet, noting a number of positive changes. Among the positive factors are openness of state data, significant development of electronic services (including electronic system of VAT refund), simplification of procedures for obtaining permits for construction, moratorium for audits, weakening of currency control, introduction of private enforcement, the law on squeeze – out and more. Slow but confident Ukraine has won a long-awaited visa-free regime, which became a kind of marker of our country by the European model. This is great news almost coincided with the successful conducting of the Eurovision International Contest. Ukraine was opened to the world as a new perspective tourist destination.

BUT WHY IS ONLY 3.15? The results of our survey showed that the negative mood of businessmen did not disappear, but really weakened. For example, at the end of 2016, investors pointed on cautious development and gradual adaptation to economic conditions. Now we are talking about a small, but noticeable progress. In the first half of the year, we have 54% of the investors' dissatisfied with the business climate. However, this indicator is 13% lower for the previous one, because in December there were 67%. The investment climate has become more predictable, because there was a sharp deterioration of the situation, and business during this time got used to the existing conditions and revived its activity. The percentage of those satisfied with the current state of affairs also increased, if compared with the result of the last year. Currently, 13% of top managers consider the business environment to be favorable (at the end of 2017 only 9%). At the same time, the "old" problems, such as corruption and the extremely slow pace of reforms in some areas (for example, judicial and land reform) have not disappeared. However, the situation in the country has become more stable. That's why on ours look, this time most respondents rated the investment environment in a neutral way. WHAT NEED TO BE DONE FOR A POSITIVE TREND With considerably greater optimism, investors are looking into the future. Thus, 46% of respondents are sure that the business climate will be better by the end of 2017 (35% of respondents thought so in the past). 38% of directors of member companies also believe that the Ukrainian market will be favorable for attraction of new investments in the second half of 2017. Among the top priority issues that require special attention from the authorities, the business has named the following: Fighting corruption – 36% Judicial reform – 20% Land reform – 11% Individual participants also noted such negative factors as: slow pace of reforms, high rates of business lending, conflict in the East, bureaucracy, smuggling and the shadow economy, etc. So we see that despite the increase in the integral indicator to the ideal, we still have a long way to go. However, that is the index came out of negative significance and is now a neutral position, testifies to the fact that the state gradually changes are taking place for the better. EBA WESTERN UKRAINE L ABOR MARKET INDEX 13 WAVE While the index of investment attractiveness of Ukraine left a negative zone, still exists some factors that influence on investment climate of Ukraine, especially at the Western part. Among them is situation at Labor market. Let’s see what is going on there?

The EBA labour market Index* in July 2017 went down by 0.30 since February 2017 (2,78). The index keeps falling down for two waves in a row. The neutral environment of the labor market in February gradually turned to be rather unfavourable for employers in July.

The survey participants believe the pool of qualified candidates in the market is shrinking, in particular due to labor migration, the competition for talents increases, salary expectations of potential job seekers are too high and employers are forced to increase pay. In comparison with the 12th wave pay levels of nonskilled labor in production have increased by 12%-15% and amount to 5100–6000 uah; skilled workers enjoy a modest pay level increase by 8%-10% that amounts to 7100-9000 uah. Administrative personnel and specialists in production companies started to earn 15% more than 3 months ago – on average 8100-11000 uah. Increase of pay levels among production companies is caused by high competition for active job seekers in the labor market. 3. We also were curious about the amount of payments for business trips in Ukraine and abrout and here are the results. What per diem does your company pay to the employee on a business trips in Ukraine and abroad (in UAH / EUR)? Summing-up the information above, currently employees have many job opportunities at Western Ukraine and each can find well-paid job with the development perspective. Nevertheless, employers should pay appropriate salaries and invest into their human capital in order to be competitive not only at Ukrainian but also at global labor market. Talking about the state policy in this sphere, the government should assist employers and investors in creation new working places and take into account their ideas concerning the amendments to Labor Code!

The festival of classical music ‘LvivMozArt’ inspired us to think about ‘majestic’, therefore, together with the community of the Association, we decided to discuss the above-mentioned topics in the framework of ‘EBA Lviv Brunch: How Culture Impacts Business?’ organized on the initiative of ‘Advice Group’. According to one of the organizers of the festival, Mark Zarkhin, we need to determine how should Lviv look like in 10 years. If we want to live in a successful and creative environment, then we need to start building it today. Trends are changing and ‘monetization’ is now far from being an overriding goal. Ideas, time and creativity – things that are truly appreciated and gaining popularity. Renata Chuchmai, in turn, stressed that ‘nowadays self-realization depends on 10% of talent, 20% of work and 70% of environment.’ As it turned out, according to international creativity ratings Ukraine holds the honorable 3rd place. So, the potential for us is incredible, let's just address it to the right direction ;) Hence, culture is an integral part of business. Pursuant to the mentioned law, the violated copyright may be protected by reimbursement of damages, losses, compensation for moral damages, collection of the income received by violating of the copyright, payment of the compensation instead of reimbursement of damages or collection of the income, prohibition to publish the work etc. Taking into account the nature of this violation, you may ask the court to decide on payment of the compensation to you instead of reimbursement of damages or collection of the income in the amount prescribed by law: from 10 to 50000 minimum salaries. Please note that in this case you may demand the compensation regardless of whether such actions have caused damages or losses for you as for copyright holder. The exact amount of the compensation shall be determined by the court. Pursuant to the Civil Code of Ukraine, the compensation shall be determined taking into account the fault of the person and other circumstances of significant importance. According to the mentioned law “On Copyright and Related Rights” the court when determining the amount of the compensation for certain violation of copyright shall take into account the volume of violation and/or intentions of the defendant. In practice the courts when determining the amount of the compensation take into account the following criteria: – The nature of the violated copyright; – The duration and extent of violation; – The amount of the income received by the defendant as a result of the violation; – Intentions of the defendant; – The ability to restore the previous state; – The frequency of the violation etc. Thus, the mentioned criteria shall be analyzed and justified as for your case. Shooting: Ukraine 1st at European Championship No country in Europe could top Ukraine’s shooting team at the European Shooting Championships this summer in Baku, Azerbaijan. The Ukrainian team topped 42 other countries and 932 athletes by winning 10 gold, 8 silver, and 4 bronze medals. The competition saw 79 sets of medals awarded in 25m, 50m, 300m, rifle and pistol, and Shotgun and Running Target events. The men’s team of Pavlo Korostylov, Roman Bondaruk, and Volodymyr Pasternak took the 50m small-calibre pistol event on the first day – the first of Korostylov’s six medals (gold in 25m standard pistol – individual, team and centre fire team, and 50m pistol, silver in 50m team pistol, and bronze in 25m rapid fire team pistol). He set a world junior record in the 25m rapid fire team pistol with 581 points. Bondaruk, a graduate from the Lviv State University of Physical Culture, was a double gold medalist after winning the 25 standard team pistol and 25m centre team pistol events. The Ukrainian women’s team of Darya Sharipova, Natalia Kalnysh, and Lviv State University of Physical Culture graduate Lesia Leskiv won gold in 50m team prone rifle, silver in 50m team rifle 3 positions, and bronze in 300m team rifle 3 positions events. Another Lviv State University of Physical Culture graduate – Igor Kuzyma – also won two gold medals in the 50m running target and 50m running target mixed events. What a showing by Lviv shooters! Congratulations to all our champions.

Кульова стрільба: Українські стрільці найкращі в Європі На чемпіонаті Європи з кульової стрільби, що відбувся в Баку з 21 липня до 04 серпня, українська команда стала першою серед 42 інших країн, які прислали на змагання 932 спортсменів, вигравши10 золотих, 8 срібних та 4 бронзові медалі. Всього було розіграно 79 комплектів медалей на дистанціях 25, 50 та 300 метрів у стрільбі з гвинтівки та пістолета, а також у стрільбі по рухомій мішені. Leopolitan Olympian Yuliya Tkach was named Lviv’s Athlete of the Month for August based on her silver-medal winning performance at the 2017 World Wrestling Championships in Paris. The 27-yearold former world champion cruised through to the final in the freestyle under 63 kg division without dropping a point in her first two matches. After controlling the semifinal with a 13-5 win over Turkey’s Hafize Sahin, she fell to Mongolia’s up-and-comer Purevdorjiin Orkhon in the final 6-3. The two-time European champion finished ninth at last summer’s Rio Olympics and has represented Ukraine at two other Olympic Games. Her silver performance in Paris shows that she is on track to achieve her dream of winning her first Olympic medal at the 2020 Games in Tokyo, Japan.

Львівська олімпійка Юлія Ткач була визнана спортсменкою серпня, за те, що здобула срібну медаль на чемпіонаті світу з боротьби в Парижі 2017 року. Її срібна медаль в Парижі показує, що вона на шляху до своєї мрії здобути свою першу олімпійську медаль на Іграх 2020 року в Токіо.

Handball: Lviv’s Halychanka Capture Ukrainian Super Cup Lviv’s powerhouse Halychanka women’s handball team picked up the new season right where they left last year – as winners. The Halychanka knocked off Kherson’s Dnipryanka 34-23 on 5 September at Lviv’s Halychyna Sports Palace in the second women’s league Super Cup. Last season the home town squad also defeated Kherson, by a score of 44-23. The Halychanka have developed quite a dedicated following over the last few years among Leopolitan sports lovers of all stripes, and the loyal fans were happy to see such a positive beginning to the new season. An awards ceremony followed the game where both teams received not only medals, but also delicious cakes!

У поєдинку другого Суперкубку жіночої ліги 5 вересня у Львівському палаці спорту "Галичанка" перемогла херсонську "Дніпрянку" з рахунком 34-23. У минулому сезоні львівська команда також перемогла херсончанок, але з рахунком 44-23. За останні роки "Галичанка" розвинула і втілила дуже успішну стратегію і здобула прихильність багатьох нових вболівальників усіх вікових категорій, які були щасливі побачити такий позитивний початок нового сезону. Після гри відбулась церемонія нагородження, де гравці обох команд отримали не тільки медалі, але й смачні торти!

Navaria Lake, located just outside Lviv, played host to the Lviv Cup National Dragon Boat competition on 22 July. Over 300 participants from across Ukraine competed in mixed and open races at the distances of 200m and 2000m. The races served as preparation for the upcoming European Championships to be held in Italy in September and drew some fine teams, including Kyiv’s Mala Flotylia, Rivne’s Zakhidyi Viter, Dubno’s Hetman, Poltava’s Dragon, and Lviv’s-own Otaman. For those unfamiliar with the sport, dragon boat racing is simply a boat race between teams of 20 paddlers, a drummer, and someone that steers. Born in China, the sport has become the fastest growing team sport in the world and a popular corporate and charity event. More than that, Ukrainians are very good and are considered the favourites going into the World Championships in China in October. At a recent European Cup event in Hungary, Ukraine won silver in several events, ahead of powerful teams from Hungary and Russia. In fact, Lviv’s Otoman team won gold in the 40+ masters 10-seater 2000m final.

На озері Наварія, що поблизу Львова, 22 липня відбулись змагання з драгонботу на кубок Львова 2017. Понад 300 учасників з усієї України змагалися у змішаних та відкритих перегонах на дистанціях 200 і 2000 м. У змаганнях які послужили підготовкою до майбутнього чемпіонату Європи, який пройде в Італії у вересні, взяли участь команди "Мала флотилія" з Києва, "Західний вітер" з Рівного, "Гетьман" з Дубна, "Дракон" з Полтави і "Отаман" зі Львова. Для тих, хто ще не знайомий з цим видом спорту, в перегонах з драгонботу беруть участь команди з 20 веслярів, барабанщика і стернового. Народившись у Китаї, цей вид спорту в наш час став найбільш швидкозростаючим командним видом спорту в світі. Більш того, українські веслярі мають хороші перспективи і вважаються фаворитами майбутніх перегонів Чемпіонату світу в Китаї в жовтні. На нещодавніх змаганнях Кубку Європи в Угорщині українська команда виграла срібло у кількох категоріях, випередивши потужні команди Угорщини та Росії. Фактично, львівська команда "Отаман" виграла золото у фіналі чемпіонату в категорії 10-місних човнів 40+ masters.

ne of the biggest victories scored by the Ukrainian government this year was the approval of comprehensive visa liberalization with the European Union. Thanks to this measure, Ukrainians have entered into a new phase in their relationship with the EU and will be able to travel throughout Europe without visas for the first time in the country’s history. This a huge milestone in Ukraine’s post-Soviet progress. For the past quarter of a century, a combination of the visa barrier and low incomes had helped to create a de facto iron curtain that prevented most Ukrainians from travelling freely throughout the rest Europe. Although technically possible, international travel remained tantalizingly out of reach for many Ukrainians.

A recent nationwide survey carried out by the International Republican Institute (IRI) and Global Affairs Canada (GAC) highlighted the astonishingly low numbers of Ukrainians who have actually visited Europe. The poll revealed that very few Ukrainians have traveled to neighboring European countries over the past five years. In 11 of Ukraine’s largest cities, more than 89% of respondents have not travelled to Europe since 2012. Only seven Ukrainian cities boasted more than a quarter of residents who had visited Europe at least once in the past five years. This reflects the difficulties mot Ukrainians have had in experiencing the EU firsthand, and illustrates the importance of the recent visa-free agreement. The removal of the visa barrier will broaden horizons and help Ukraine to build bridges with the rest of the continent.

UKRAINE’S ISOLATED CITIES Travel is one of life’s most powerful experiences. There is little doubt that visa-free EU travel will change Ukrainian perceptions about Europe and make an impact on the way they see themselves. Ukrainians could also benefit in a number of ways from greater domestic travel. The recent IRI/GAC survey found that surprisingly few Ukrainians had traveled within their own country. This lack of interaction between different regions fosters a sense of isolation and feeds stereotypes that encourage distrust and political divisions. As Ukrainians rush to get their biometric passports and book tickets to EU destinations, it worth considering the importance of fostering greater interconnectivity within Ukraine itself. INFRASTRUCTURE OBSTACLES With the passage of visa liberalization for Ukraine, the future of European travel is immediately much brighter. However, considerably more work needs to be done to improve domestic infrastructure if travel within Ukraine is to improve. InterCity express trains are currently doing a brisk business servicing large cities like Kharkiv, Dnipro and even the Donbas, with a line to passing through Slovyansk and Kramatorsk. This service could expand to link up Ukraine’s regional capitals. Driving from region to region in Ukraine is an unappealing proposition due to the country’s notoriously bad roads. While the poor condition of the Ukrainian road network remains a disaster for much of the country, there is reason to hope that Ukraine’s ongoing fiscal decentralization will incentivize road improvements at the local level. This would make a huge difference to the country’s interconnectivity while also boosting regional economies. Air travel is another area where intercity connections could prove a big hit. New discount airlines will make their presence felt this summer and autumn as Ukraine’s air travel sector continues to open up for new and existing carriers. For example, WizzAir is slowly expanding its Ukraine services. With RyanAir on its way into Boryspil International Airport, more options are steadily arriving to take advantage of Ukraine’s new openness with the rest of Europe. Developing regional airports will be the next big challenge. This represents a huge opportunity for investment, as cities like Mykolaiv, Khmelnytskiy and even Zhytomyr actively look at plans to modernize their Soviet-era municipal airports. Better airport infrastructure will attract more budget airlines offering access to the EU. It could also encourage the development of city-to-city domestic flight services at low rates. Finally, a new commercial ferry service on the Dnipro has begun to build better connections between the cities of Chernihiv, Kyiv, and Dnipro. The southern port city Kherson will soon join this list. Ukraine’s mighty rivers are a great way to bring the country together and much more could be done to utilize the potential they offer. Predictably, Ukraine’s most seasoned EU travelers are located in the western region of the country, which is the area geographically closest to the rest of Europe. The survey found that residents of Uzhgorod in Ukraine’s physically isolated westernmost region of Zakarpattia rarely visit any other region of Ukraine except Kyiv. This is largely due to the physical barrier posed by the Carpathian mountain range on the city’s eastern side, and the limited travel infrastructure connecting the region to the rest of Ukraine. In contrast, residents of Uzhgorod are more likely to travel to Europe than other cities in Ukraine. Just over 35% of city respondents reported travelling to Europe at some point during the past five years. This is unsurprising considering the fact that Uzhgorod city residents can literally walk into the EU via the shared border with neighboring Slovakia. Some of the more interesting findings regarding Ukraine’s regional disconnects came from respondents in the center of the country. Chernihiv and Sumy are the capitals of neighboring oblasts (regions), but residents of these two cities seem to ignore each other completely while moving in opposite directions. Chernihiv residents travel primarily to Kyiv, while Sumy residents tend to go east to visit and conduct business in Kharkiv. Clearly, this corner of Ukraine has more diverse and divergent views than its geography would lead one to believe. The survey indicates that Ukraine’s southern and eastern regions participate in even less travel to other parts of the country, but they do tend to interact more with each other. separate ways, residents of neighboring Mykolaiv and Kherson in southern Ukraine travel between the two cities far more. For southern Ukraine in general, Kyiv and Odesa remain the most visited cities. Meanwhile, those from the region who had travelled to western Ukraine were most likely to visit Lviv. ALL ROADS LEAD TO KYIV There are numerous reasons why the travel pattern picture in Ukraine varies so much from region to region. In terms of European travel, the obstacles have long been obvious. The strict visa regime for the Schengen zone, prohibitive costs, and a lack of decent rail connections have all played major roles in preventing large numbers of Ukrainians from exploring the EU. As for travel within Ukraine, it is often difficult for Western audiences to appreciate the difficulties involved in travelling within the country. One cannot assume that travel between cities in Ukraine is akin to driving from Munich to Frankfurt or catching a flight between Chicago and New York. In Ukraine, all roads quite literally lead to Kyiv, as do all rail and air routes. Travelling from Mariupol to Lviv, for example, requires switching trains in Kyiv halfway with a total travel time of almost 30 hours. Flying from Uzhgorod, located on the doorstep to the EU, over the Carpathian Mountains to Kyiv means catching a small Soviet-era prop plane that departs once a day.

OVERCOMING DOMESTIC DIVISIONS The future development of Ukraine lies not just in improving links with Europe but also in creating the conditions where Ukrainians interact with other parts of their own country. There is no better counter-propaganda tool in the EU’s arsenal than physically showing Ukrainians best practices throughout their own country as well as across Europe. Travel within Ukraine can help forge vital new connections across a variety of industries and sectors, while also dispelling negative stereotypes and strengthening social ties. To that end, it is critical for Ukraine’s political and cultural development that its residents see and learn from best practices in neighboring cities. If something is achievable in Ternopil, then it can be replicated in Sumy or Severodonetsk, as all municipalities operate under the same governing legal framework. The current state of isolation between cities and regions has caused different areas to develop at varying speeds. Creating more transportation hubs with additional regional spokes within the country is a good start to addressing this problem. Promoting study tours, exchanges, and domestic tourism is another. The opening up of travel to the EU provides a timely reminder of the opportunities to improve linkages within Ukraine itself. This development is crucial for Ukraine’s own internal reforms and national consolidation.
