round ten years ago, Lviv became the first Ukrainian city to sell itself as a brand. The city's funky multi-colored logo and "Open To The World" slogan perfectly captured Lviv's burgeoning sense of self-confidence and rising international profile. It was innovative and inspirational at a time when the rest of Ukraine was still light years away from such thinking.

Since then, Lviv has grown considerably in stature and become a routine feature in the international travel and tourism media. In fact, the city has received so much exposure that it no longer qualifies as "off the beaten track" and cannot legitimately claim to be undiscovered. As if to illustrate the point, Britain's Independent newspaper recently published a feature-length article entitled: "Why Lviv Makes the Best Weekend Break This Winter." Such gushing international coverage has long since ceased to surprise. With this in mind, it might be time to consider rebranding the city. Lviv is still very much "Open To The World", but this slogan reflects a time when Lviv was an unknown quantity on the international stage seeking to introduce itself to outside audiences. That job is now done. Today's Lviv is increasingly part of the East European tourism mainstream and no longer needs

to portray itself as an exciting newcomer. Instead, it must find other ways to sell itself. Many observers would no doubt point to Lviv's wealth of UNESCO treasures and fascinating patchwork history as the city's most obviously marketable selling points. However, in my opinion, Lviv's intoxicatingly laidback ambience is its greatest asset. It is a cozy and intimate fairytale city where the hustle and bustle associated with many other regional capitals is almost entirely absent. The laidback theme is a perfect fit for Lviv's bohemian cafe culture and chimes well with the city's burgeoning reputation as a jazz capital. Indeed, Lviv's rise as a venue for jazz festivals owes much to its relentlessly relaxed vibe. Striking symbols of this borderline lazy atmosphere abound throughout Lviv. The city boasts a seated statue of liberty, shining her beacon of hope unto the nations from a casually reclining position that is quintessentially Leopolitan. Likewise, the nearby Boim Chapel is topped by a similarly seated Jesus Christ, who appears to have taken time out from the greatest story ever told in order to sit down and ponder the pedestrians ambling along the cobbled streets of the downtown district. Even Lviv's famed lions are distinctly laidback. Monumental depictions of lions in other cities have typically tended

to portray the king of the jungle in robust pose, but Lviv's most celebrated lions can be found snoozing regally outside the city's old arsenal building. Taken together, these seated statues and sleeping lions could serve as attractive poster boys for a future “Laidback Lviv” campaign. Marketing Lviv as a haven of carefree contemplation and self-indulgent laziness may seem counterintuitive at a time when the city is seeking to portray itself as a dynamic destination for international investment. However, as Lviv matures on the international stage, there may be room for more than one message. From the tourism point of view, rebranding Lviv as Europe's most laidback city would carry obvious appeal. The modern world is an increasingly chaotic and flustered place. We suffer from information overload and face endless temptations from lifestyle marketing that penetrates virtually every aspect of our existence. Positioning Lviv as an oasis of escapism from all this may well prove an enticing prospect for potential visitors. THIS MONTH CHRISTMAS IN LVIV There is no mystery as to why the holiday season is known as the most wonderful time of the year. From singing carols and making cookies to giving gifts and decorating the tree, holiday traditions hold a special place in everyone’s heart. Make this season even more extraordinary and enjoyable by checking out some of Lviv’s mustsee holiday celebrations. Get into the holiday spirit under Lviv’s massive and beautifully decorated Christmas tree located in front of the Opera House. The gorgeous tree is adorned with hundreds of lights and is sure to get Leopolitans and guests of the city in the mood for shopping. So why not head over to Lviv’s largest Christmas Fair, located on the alley in front of the Opera House and on Rynok Square. The festive wooden chalets will be filled with food, gifts, and treats from 8 December to 20 January. The season also offers many interesting events, like the traditional ‘Blaze of the Christmas Star’ festival. This ancient tradition sees Ukrainians make large Christmas stars (up to 2 metres), the main symbol of the festivities. You can catch it on 7 January at the Museum of Folk Architecture & Rural Life (1 Chernecha Hora St.) and on 8 January in the city centre (Rynok Square, Prospect Svobody, St. George Square). Another traditional holiday event in Lviv is the Velyka Kolyada (A Great Carol) festival, which is dedicated to showcasing ancient Ukrainian customs, songs, and carols. You can find this event at the St. Eucharist Church (3 Muzeina Square) throughout January. Also, be sure to check out Lviv’s annual Pampukh’s Holiday from 7–8 January. Here you’ll learn about the history of this tasty Christmas dish, pick up a new recipe, and observe the finer points of how to bake them. Of course, there will be plenty of different pampukhs for you to try! Lviv has always been famed as a city that has inspired artists, so it should come as no surprise to see that the art of ice sculpture is thriving in the Western Ukrainian capital. Lviv’s Ice Sculpture Festival is enormously popular with both Leopolitans and city visitors alike, prompting organizers to promise an expanded program this year. At press time, exact dates weren’t available, but Leopolitan art fans should be on the lookout for these seasonal works of art as New Year approaches. International prize-winning artists from across Ukraine will participate. The spirit of Christmas is coming to Lviv and bringing lots of merry fun and peaceful relaxation along with it. Now it’s time to take a break, and enjoy your holiday of shopping, dining, and socializing!

РІЗДВЯНІ СВЯТА У ЛЬВОВІ! Традиційно надходить найхолодніша і найвеселіша пора року – запах ялинки та мандаринок – всюди, завершення старого і початок нового року, час підведення підсумків та нових планів. Всюди чути колядки й запах пампушок, всі готують подарунки родичам та знайомим, прикрашають оселі, кав’ярні й вітрини магазинів ялинками та гірляндами різнобарвних вогників. Починаючи з 8 грудня і аж до 20 січня тут, а також на площі Ринок, розгортається найбільший святковий ярмарок Львова, де можна придбати подарунки, сувеніри, гарно перекусити, щоб зігрітись філіжанкою запашної кави чи ще чогось міцнішого. У програмі святкування відбудеться також традиційний фестиваль "Світло різдвяної зірки". Центом міста пройдуть численні колядники й вертепи, несучи саморобні різдвяні зірки (по 2 метри кожна, а часом і більші), основний символ свят. Сьомого січня вони гулятимуть в Музеї народної архітектури та побуту (вул. Чернеча Гора, 1), а 8 січня – в центрі міста (площа Ринок, проспект Свободи, площа св. Юрія). Ще однією традиційною святковою подією у Львові є фестиваль "Велика коляда", під час якого можна побачити й почути старовинні українські звичаї, пісні та колядки. Виступи аматорських та професійних колективів відбуватимуться у приміщенні Домініканського собору (площа Музейна, 3) протягом січня. Мабуть, всім припаде до смаку все, що пов’язане зі щорічним "Святом Пампуха" у Львові 7–8 січня. Тут вам розкажуть про історію цієї смачної різдвяної страви, продиктують новий рецепт і навіть покажуть, як це робиться. І, звичайно ж, можна буде вдосталь накуштуватись пампухів з усіма начинками! Львів завжди надихав художників і артистів, а взимку найкраще вдаються крижані скульптури. Львівський фестиваль льодових скульптур користується величезною популярністю серед мешканців міста й численних гостей, тож цього року організатори обіцяють розширену програму за участю призерів попередніх фестивалів. Хоча й точні дати ще не встановлені, але ближче до події вся інформація буде оголошена. Різдвяні та Новорічні свята прибувають до Львова і приносять з собою багато веселощів та сімейних зустрічей. This summer, Lviv hosted the city’s newest addition to its busy festival scene – the one-of-akind LvivMozArt Festival. JAZZ UA AND ARGENTINEAN MUSIC COMING TO LVIV 20 December at 19.30 at the !FESTRepublic Club (24–26 Staroznesenska St.) Lviv’s hopping !FESTRepublic Club will host a spectacular mix of tango and jazz compositions alongside Ukrainian folk tunes and melodies at the special Jazz UA and Argentinean Music concert on 20 December. Jazz UA premiered in October in Buenos Aires and has already become a huge success. The program will be touring Ukraine throughout December and will feature the incredible Ilya Bondarenko of Two Violins – an exceptional young violinist who performs professionally in several musical genres, including jazz, tango, classics, and electronic. At just 16, he has already performed at many of the world’s most prestigious venues, including the White House, Carnegie Hall, the Prince Harry Charity Ball, the Vienna Philharmonic, and the Tokyo Akasaka Kumin Hall. He has performed his own compositions for both Pope Francis and the UN Assembly. Born in Donetsk, his family had to leave their home in 2014 due to war and

війни. Він також виступав з благодійними концертами на користь жертв Фукусіми та Чорнобиля. Пізнавши на власному досвіді, що значить страждати від війни, Ілля присвятив себе благодійності. Щорічно він проводить понад 20 концертів для підтримки дітей, біженців та всіх, хто постраждав від війни. Виступаючи на Благодійному Балу Принца Гаррі (Лондон), разом з колективом “Two Violins”, він зібрав понад 1,5 млн. фунтів стерлінгів для військових госпіталів. Knowing what it means to suffer from war, Ilya has dedicated himself to charity. He performs over 20 charity concerts every year to support children in need, refugees, and other victims of war. His Two Violins group collected more than 1.5 million GBP for military hospitals for performing at the Prince Harry Charity Ball and he has also collected money for many cultural projects, including Lviv’s Pinzel Museum. BUKOVEL KIDS CUP 2018 26–28 January beginning at 8:00 at Slope 5F at Bukovel Ski Resort (Ivano-Frankivsk Region) Bukovel – Ukraine’s largest and most popular ski resort, with modern hotels, spas, and restaurants – will play host to the Bukovel Kids Cup 2018, a junior alpine ski competition, from 26-28 January. Bukovel offers more than 50 km of slopes for all difficulty levels, with the longest run being over two kilometres. As Ukraine’s top ski resort, Bukovel offers plenty of exciting competitions and contests all season long. The Kids Cup has actively contributed to junior alpine ski development in Ukraine for the last few years. ICE SKATING IN LVIV December to March in Rynok Square Ice skating is one of Europe’s most popular winter entertainment activities and Lviv has established its own skating tradition right in the UNESCO-recognized center of the city on Rynok Square. Now in its ninth year, Lviv’s central skating rink uses special high-tech freezing equipment to ensure that the rink will work even in temperatures of up to 15 C! Though the ancient center location doesn’t allow for the largest of ice surfaces, the 30x40 metre rink is constantly crammed with happy Leopolitans learning to skate! Leopolitans and guests of the city will be able to enjoy this popular open-air sports activity from 10:00 to 22:00 beginning on 8 December and running until 15 March. Little ones that need on-ice support can lean on instructors, who will gladly assist anyone new to skating. Even if you’ve never thought about a career in ice skating, it is surely worth a try this year. Don’t worry if you don’t have your own pair of skates, you can always rent some at the shop adjacent to the rink. Defrost afterwards with a cup of steaming hot chocolate and cake at any of the adjoining coffee shops for a truly Leopolitan winter experience.

MODERN POLISH ART EXHIBITION 23 November – 15 January at J.G. Pinzel Museum of Sculpture (2 Mytna Square) Leopolitan art lovers and guests of the city are welcome to visit the newly-renovated J.G. Pinzel Museum of Sculpture to take in the best of Modern Polish Art. The exhibition will feature paintings, sculpture, and photos by the likes of Beata Ewa Białecka, Bogdan Kiliński, Halina Różewicz-Książkiewicz, Katarzyna Smeja-Skulimowska, Zbigniew Szmurło, and many others. These talented authors have become vividly associated with the terms ‘culture’, ‘dialogue’, ‘art’, and ‘mission’. Creative, expressive, intriguing, and maybe even a bit extreme are the best ways to describe this exhibition. It showcases an exceptional understanding of the world through different stylistic and artistic perspectives that serve its common goals – meeting and dialogue. THE BRITISH UKRAINIAN CHAMBER OF COMMERCE (BUCC)

he British Ukrainian Chamber of Commerce (“BUCC”)1 brings together British, Ukrainian and international companies and individuals doing business in Ukraine or the UK, including in the City of London, the financial capital of Europe, the Middle-East and Africa. We provide in-depth information on business, commerce, trade and culture in Ukraine and the UK to assist our members and others interested in business opportunities in Ukraine and the UK, hold regular meeting with interesting speakers and conduct a wide variety of other activities, including those described below.

The BUCC also supports the Commonwealth of Nations, formerly known as the British Commonwealth.

SPECIAL EVENTS During the past year, we have held a number of special events, such as the following: Reception and Dinner for the Official Visit of President Poroshenko to the UK. This event was held last April at the Armourers Hall in London between the President and senior officials from his administration and members of the BUCC, at which the President gave an excellent review of Ukraine’s recent achievements to recover from the sharp economic decline resulting from the conflict in eastern Ukraine, resolve the banking crisis, lower inflation, solve the VAT problem, develop the army, etc. A number of potential major new projects for Ukraine were then discussed over dinner, which should significantly benefit the Ukrainian economy (please see photograph above from this event ). Annual BUCC Luncheon in Lviv. The luncheon was held on 23 June this year to open the Lviv Alpha Jazz Festival, in the presence of the Mayor of Lviv, Lviv City and Lviv Oblast officials, BUCC members and Lviv business leaders, at which the Ministry of Infrastructure made a presentation.

Receptions and Dinners with Professor James Rubin for the BUCC’s Tkachenko Art Project. Last month, the BUCC held exhibitions and receptions on the Ukrainian Impressionist artist Mykhailo Tkachenko, to begin with in Lviv, at the Lviv National Museum of Art followed by dinner at the Leopolis Hotel Dining Room, and then in Kyiv, at the Hyatt Hotel Ballroom followed by dinner in the Hyatt’s London Room. Professor James Rubin, one of the world’s leading experts on Impressionism and the author of the principal study of Manet and over 60 other books and important articles (his biography is in Wikipedia), spoke at these events as well as at three leading Ukrainian universities. The exhibition at the Hyatt’s Ballroom specially featured 20 paintings by Tkachenko that are privately held and are not otherwise generally available for public viewing. Professor Rubin is advising the BUCC on its proposed book on Tkachenko (with Korners Art) and on the BUCC’s proposed major exhibition of Tkachenko paintings to be shown in leading museums in Kyiv, London, Paris, New York, Chicago and Toronto (discussed further below under CSR). (Please see the photograph below from this event2). Ukrainian Week in London and Ukrainian IT Days in the UK. For 2018, the BUCC is organising Ukrainian Week in London and Ukrainian IT Days in the UK to promote trade, investment and cultural exchange between Ukraine and the UK.

MONTHLY NETWORKING RECEPTIONS In Kyiv, the BUCC holds its Monthly Reception on the last Wednesday of each month (except in December, when it is mid-month) at leading hotels, restaurants and other interesting venues, like the Hyatt, Fairmont and Hilton. In 2018, we will also be holding regular meetings in London and Lviv, and later in 2018, in Odesa.

COMMITTEES AND PROJECTS The BUCC focuses on facilitating the development of major projects to address important needs for Ukraine, such as: (1) Brexit. The BUCC’s Brexit Committee is studying how best to react to Brexit (the existing of the UK from the EU) so as to develop further trade between Great Britain and Ukraine when the DCFTA with the EU ceases to apply for the UK. The BUCC believes that because the UK imports more than half of its food, it should be in favor of expanding food imports from Ukraine, unlike the EU which severely restricted such imports in the DCFTA to protect EU farmers. Consequently, as a major food exporter and for other reasons, Ukraine should be a major beneficiary from Brexit. (2) Political / Conflict Risk Insurance. Ukraine needs greater availability of political/conflict risk insurance, so that such political/conflict risk does not continue to deter foreign investment into Ukraine. The BUCC’s proposal is based on increasing the level of political/conflict risk insurance available from the World Bank’s MIGA, just as has been done, for the same reason, for the West Bank and Gaza. (3) Legal /Judicial Ombudsman. For Ukraine’s judicial reform and anti-corruption programs to actually help protect UK and other foreign investors into Ukraine, Ukraine needs a Legal/Judicial Ombudsman, as was developed by Sweden when corruption in the Swedish courts was a problem in the early 1900s. The BUCC’s proposal would allow all litigants in Ukraine to take court decisions that constitute an abuse of justice to this Legal/Judicial Ombudsman for immediate review, as well as for the judges responsible for such abusive decisions to be investigated for presumed corruption LVIV TODAY | December 2017

(4) Port/Rail Container Traffic. The BUCC’s Transportation Committee is focused on its project to facilitate moving containers from Asia through Ukraine to Eastern Europe, the Baltics and Scandinavia. This was a principal focus of the discussions with the President at the BUCC’s dinner for his official visit to London last April.

2. Anti-Corruption and Anti-Corporate Raiding Program. Following up on our previous conferences on the British Bribery Act, the Law of Ukraine “On the Prevention of Corruption”, the US FCPA and other anti-corruption laws and their application in Ukraine, we continue to hold meetings and distribute information on compliance with anticorruption laws. In 2018, we will be holding conferences focused on changes in anti-corruption law compliance practices. We also continue to make proposals to combat corporate raiding, such as to oblige enforcement officials to provide advance notice of most enforcement actions and have prior judicial endorsement for most coercive measures, and to limit or regulate better such actions that may affect the ability of a business to continue its operations.

(5) Irrigation Farming. The BUCC’s Agriculture Committee is focused on providing for greater irrigation to address the problem that crop yields in southern Ukraine are decreasing due to increasing drought from climate change, which is also making the Oleshky Sands, one of Europe’s largest deserts that is located in Kherson Oblast, even larger and risks damaging soil quality and yields throughout southern Ukraine. In connection with this, the BUCC is working on a proposal to exempt, from the current moratorium on the sale of agricultural land, those sales of land in designated drought destressed areas that are to farmers who commit to spending the required significant amounts on equipment to irrigate this land and which then do so. (6) OSBB Project. The BUCC’s Real Estate Committee earlier obtained significant changes to the implementation of OSBB laws and regulations (please see our previous KyivPost article on this3). We are now organizing an internet “clearing house” at our website so that (1) different OSBBs can compare their experiences managing their buildings, and (2) details on the relative performance of suppliers of services and goods for buildings and their apartments can be posted for all to see. (7) Tourism Promotion. The BUCC’s Tourism Committee promotes tourism between the UK and Ukraine, and is presently aimed at obtaining UK destination tourism PR services for Ukraine and certain Ukrainian cities to show potential UK tourists the excellent sites, restaurants and hotels that Ukraine has to offer.

3. Education: (1) Bringing Foreign LLM Programs to Ukraine. The BUCC is endeavoring to attract UK and certain other foreign LLM programs to law schools at Ukrainian universities, so that more Ukrainian law students have an opportunity to study foreign and international private law relevant to international business transactions. This will help prepare Ukrainian lawyers for situations such as where a foreign law (e.g. English law) governs a cross-border contract, as is so often the case. (2) Scholarships to the UK. We are developing a scholarship programme to send Ukrainian students to study at UK universities for graduate business and law studies. We are presently seeking sponsors to fund scholarships at Cambridge and Oxford. 4. Art Promotion / Ukrainian Impressionism. As noted above, the BUCC is organizing for an exhibition of the paintings of the Ukrainian impressionist Michael Tkachenko to be shown in Kyiv and London, and then in New York, Paris, Chicago and Toronto. Tkachenko in the period 18901910 was considered to be one of the leading impressionists in Paris. He had, for example, major exhibitions at the Grand Palais in Paris, and his paintings received medals at major exhibitions. However, after Ukraine was overrun

by the Bolsheviks in 1921, he was forgotten by western art historians. The BUCC is leading the project to restore Tkachenko’s reputation as a leading Impressionist, which should thereby generally improve the recognition abroad of Ukrainian artists and of Ukraine.

5. Digitalization Project. We have a project to digitize ancient Ukrainian books held at foreign libraries, to make this part of Ukrainian culture generally accessible digitally to Ukrainians. SPORTS We actively promote sports, including cricket and golf (with a programme with the Kyiv Golf Club, Kyiv’s leading golf course).

CHRISTMAS EVE – 6 JANUARY & CHRISTMAS DAY – 7 JANUARY For Ukrainians, the most beloved of Christmas festivities is Ukrainian Christmas Eve, known as ‘Svyata Vechera’ (Holy Supper). The meal is spent with family and consists of 12 Lenten dishes (meaning no meat), and symbolises Christ’s 12 apostles. Each guest must have at least a small serving of every dish. After the solemn meal, the family joins in singing Christmas carols and general merrymaking. At midnight, or early the next morning, the family heads to church for a special Christmas service featuring beautiful choral music. MALANKA – 13 JANUARY & ‘OLD NEW YEAR’ – 14 JANUARY Christmas isn’t the only celebration in Ukraine according to the old calendar. Ukrainians also celebrate Malanka (Old New Year’s Eve) and the ‘Old New Year’ according to the Julian calendar. Malanka, named for St. Melania Day, is also known as ‘Shchedryi Vechir’ (Generous Evening). The celebration is marked by the Vertep, an entertaining Christmas-themed play where participants travel house to house in (sometimes outrageous) costumes as a Gypsy, the Devil, Death, a Goat, a Doctor, or even hated politicians! They sing carols, tell jokes, perform a play, and often play practical jokes along the way. The lead character is Malanka – a clumsy housewife whose housekeeping efforts make everyone laugh – and is often played by a witty, young man of cheerful disposition. He is usually dressed garishly, with his face chalked in white and his cheeks painted red with beet juice. He usually parodies a well-known woman from the village, and sort of hints to men that they should choose a good wife, as the marriage season comes soon after the holidays. The goat is also a popular character, symbolising wealth and prosperity. The performers lead the Goat on a leash, which is known as ‘vodyty kozu’ (walking the goat). It is also usually played by a young man in a mask and sheepskin coat worn inside out. The goat often creates laughs by running into guests with its horns. By the end of the play though, it is shot and killed, symbolising the

HIGH CASTLE AUTUMN ART SALON Lviv’s Art Palace was home to the High Castle Autumn Art Salon – an event that showcases the paintings and sculptures of young artists alongside recognized maestros – from 5 November to 3 December. Considered one of the most dynamic and independent art events in Western Ukraine, High Castle featured several exhibits, one of which was traditionally dedicated to the memory of an outstanding Leopolitan artist Myron Yatsiv (1929-96). This artist, teacher, and associate professor at the Lviv Academy of Arts was a designer of more than 50 books, helped draft Ukrainian banknotes, designed military uniforms and insignia for Ukraine’s modern army, and influenced an entire generation of artists in the genre of ex-libris. The event also saw an exhibition of Ukrainian posters dedicated to the Ukrainian Publishing Academy’s Book Art & Graphical Design department’s 100th anniversary and a children’s creative works exhibition.

UKRA INE'S FORGOTTEN IMPRESSIONISM MASTER KHARKIV ARTIST MYKHAILO TK ACHENKO WAS WHITE WASHED BY THE BOLSHE VIKS BUT IS FINALLY BEING REDISCOVERED

hen a leading authority on French Impressionism takes time to visit Ukraine to see the original works of a Ukrainian painter virtually forgotten until recently, you know something significant is happening in the art world. We are currently witnessing the rediscovery of the Kharkiv artist Mykhailo Tkachenko, and the process could play a meaningful role in helping Ukraine to reconnect with the European cultural mainstream.

ART AND POLITICS American art historian and critic James Rubin, who has taught at Harvard, Princeton and other prestigious universities, came to Ukraine in autumn 2017 to see and assess Tkachenko’s works for himself. At the end of a recent exploratory trip that took him to Kyiv, Lviv and Kharkiv, he exuded excitement and optimism. “Having now seen a

considerable number of works by Tkachenko,” he says, “I believe that he is an artist of the very highest quality and that he certainly deserves to be rediscovered and to be admired not just by Ukrainians, but by Westerners in general.” The irony, as Professor Rubin points out, is that Tkachenko was well known and appreciated at the end of the nineteenth century in both France and the Russian Empire. However, he subsequently vanished from the art scene for many decades, only to resurface relatively recently. In essence, Tkachenko was a victim of changing political tides. He died at the relatively early age of 55 in 1916 as a respected member of the Impressionism movement. However, following the Bolshevik Revolution, the Soviet regime rejected the “decadent” art of the “bourgeois” world. This left the artistic legacy of Tkachenko consigned to oblivion. Meanwhile in Paris, Tkachenko’s works

were absorbed into private collections and there were no follow-up exhibitions or publications to sustain his reputation.

AMONG THE ICONS OF IMPRESSIONISM A painter of greater skill, Tkachenko was very versatile. His talent initially earned him a place at the Saint Petersburg Academy of Arts, where in 1888 he won the opportunity to study in the world’s artistic capital of that time – Paris. Having trained in the realist tradition while in the French capital, he soon embraced avant-garde Impressionism and gradually won recognition as a worthy colleague of French icons such as Manet, Monet, and Pisarro. Tkachenko settled in Paris in the artistic quarter of Clichy, though he frequently returned home in order to carry out commissions for Russian patrons in the more traditional style. UKRAINE PROMOTION acclaimed his Impressionist artworks. He also won two gold medals for his artistic endeavors. Le Figaro, according to Rubin, hailed the Ukrainian artist as one of the best Impressionists of the day. As the American specialist notes, there were two sides to Tkachenko’s career. Through his contacts in the Russian imperial capital, Tkachenko secured work as an official painter for the Russian Imperial Navy. He frequently returned to paint magnificent marine scenes, portraits of military vessels, and landscapes of the Crimean coastline. His reputation in official circles was such that when Tsar Nicholas II visited France in 1909, he brought two works by Tkachenko as presents for the French President.

INSPIRED BY UKRAINE While brilliantly straddling the two artistic worlds of the Tsarist Empire and France, Tkachenko remained very committed to his native Ukraine. He drew inspiration from the beautiful landscapes and village scenes that figure so prominently in many of his Impressionistic works, while taking an active interest in Ukrainian history. According to Rubin, Tkachenko, “repeatedly returned to Ukraine in order to paint Ukrainian scenes, and to do them in the more progressive, novel style he had learned from the Impressionists. In other words, he brought Impressionism to Ukraine.” Tkachenko also brought Ukraine to French Impressionism. As you look at the catalogues and reviews of the many exhibitions and works from his 20 years in Paris, it becomes clear that most of his art drew on Ukrainian themes. Art critics also noted this source of inspiration and routinely identified Tkachenko with Ukraine. As if to illustrate this connection, the two works for which he won gold medals in 1911-12 were entitled “In Ukraine” and “View of Poltava Province”. Tkachenko was a close friend of another painter from the Kharkiv area, Serhiy Vasylkivsky, who achieved fame with his paintings of Ukrainian Cossacks. The Impressionist master shared Vasylkivsky’s passion for Ukraine’s past. On his yearly visits to eastern Ukraine, Tkachenko would hunt for Cossack memorabilia and bring prized items back to Paris. Ukraine, as Rubin observes, was clearly “close to Tkachenko’s heart.”

Thanks to a few specialized publications that have appeared in Ukraine since independence, together with the dedication of several museums and private collectors, the achievements of Tkachenko are gradually gaining recognition in this homeland. The appearance in 2010 of Dmytro Holets’s pioneering album “Mikhail Stepanovych Tkachenko” was an important contribution to this process. The task now, as Professor Rubin explains, is restoring Tkachenko’s reputation worldwide while emphasizing his Ukrainian background. Credit for beginning this work and engaging the American specialist goes to the indefatigable Bate C. Toms, doyen of the business and legal communities in Kyiv and President of the British Ukrainian Chamber of Commerce (BUCC). A friend of Rubin’s from student days, Toms persuaded the expert to come to Ukraine

and judge Tkachenko’s work for himself. BUCC also organized a lecture by Rubin at the Hyatt Hotel in Kyiv, together with an improvised but illuminating mini-exhibition of Tkachenko’s works. Efforts to raise the profile of Tkachenko internationally are now slowly beginning to gain momentum. Professor Rubin has agreed to assist with the production of an initial catalogue of the Kharkiv artist’s works. The BUCC is also cooperating with leading Ukrainian Auction House “Korners” to produce, in cooperation with Professor Rubin and others, a second edition of the book by Holets on Tkachenko. This time, the publication will be in English and Ukrainian as well as Russian. Meanwhile, preliminary planning is underway for ambitious Tkachenko exhibitions in Kyiv, London, Paris, New York, Chicago and Toronto. At a time when Ukraine seeks to reengage with the European cultural mainstream, this forgotten figure from the Impressionist era could yet play an important role in the country’s cultural diplomacy.

LVIV SOCIETY ХVII INTERNATIONAL MUSIC FESTIVAL “JAZZ BEZ”

The XVII “Jazz Bez” International Music Festival, featuring a talented array of international musicians performing in venues across Lviv, was held from December 1-10. This year’s festival let jazz fans enjoy 87 concerts by 60 musicians from the USA, Canada, Australia, Luxembourg, Denmark, Germany, Hungary, Poland and Ukraine. Maybe the most sought after tickets were for one of America's most famous American saxophonists, Mark Turner, whose contribution to jazz is compared to John Coltrane; American jazz saxophonist and bass clarinetist Myron Walden as well as performance by

Deborah (Debbie) Cameron, an American singer of Bahamian descent who has had a prominent career in music in Denmark. As a special treat to festivalgoers, organizers arranged performance by Australia’s world-famous trio The Necks, who played also in Kyiv and Lutsk in addition to Lviv. This year festival traditionally united the Ukrainian cities of Ivano-Frankivsk, Kyiv, Kharkiv, Lutsk, Rivne, Ternopil, and Uzhhorod with the Polish cities of Bialystok, Lublin, Przemysl, Warsaw, and Wroclaw. For the next year hopefully more cities will join this spectacular musical holiday!

Свою частку цього яскравого музичного свята отримало й наше місто. Мабуть, найбільшим успіхом користувались виступи одного з найвідоміших американських саксофоністів Марка Тернера, чий вклад у джаз порівнюють з творчістю Джона Колтрейна; Майрона Уолдена – джазового саксофоніста і бас-кларнетиста, а також виступи Дебори (Деббі) Камерон, американської співачки родом із сонячних Багамів, яка прославилась в джазовому середовищі Данії. VALERIY SOKOLOV & GARY HOFFMAN IN LVIV On November 26th Leopolitan music lovers were delighted by concert by cello player Gary Hoffman, (USA) who plays a Nicolo Amati cello from 1662 and violin player Valeriy Sokolov, (Germany – Ukraine) who plays pricey Stradivarius, dated 1703. Famous musicians together with INSO-Lviv Symphony Orchestra under the guidance of Austrian conductor Georg Kugi performed three music pieces – the three milestones of Brahms’ symphonic works, which mark the main periods of his highly dramatic artistic life. The melody of an ancient St. Anthony chorale, incidentally copied from Haydn’s wind partitas became the foundation of rich, shining variations. Epic Second Symphony is a colorful fresco of beautiful Austrian nature and of national spirit. Highly demanding Double Concerto for violin and cello encompass a pathetic and light character at the same time.

UKRAINIAN BALLET STARS AT LVIV’S OPERA Lviv celebrated the splendid performance of the Giselle ballet by A. Adam, on November 24th at the Lviv Opera & Ballet Theatre. Leopolitan audiences and guests were delighted to see Honored Artists of Ukraine, soloists of National Opera of Ukraine Kateryna Kukhar and Aleksandr Stoyanov as Giselle and Albrecht. This performance attracted additional attention of the theatre going public as Kateryna Kukhar is well known to be charismatic judge at famous TV project “Dances with the Stars”. The ballet lovers raved about choreography by Jean Coralli, Jules Perrot, Mauris Petipa adapted by Nikita Dolgushyn, as well as Tadey Ryndzak’s art direction. As conductor came Honored artist of Ukraine, Yuriy Berveckyy. Fans of this world-class ballet can catch a repeat performance on December 22.

Х FUNDRAISING DINNER AND SILENT AUCTION OF UCU Ukrainian Catholic University (UCU) held its tenth annual Charity Evening and Silent Auction in Kyiv on December 2. What began as a modest get-together of mostly diaspora and native Lviv professionals in Kyiv has morphed to the most well-attended and highly sought-after charity events in the capital city – so much so that demand exceeded available tickets. The evening’s emcees were television stars Olga Freimut and Oleksandr Pedan. The evening featured a performance by Taras Chubay and Plach Yeremiyi band, fashion show by Oksana Karavanska and Ukrainian fashion brands ZERNO and MOYI as well as virtuoso performance by young violin player Ilya Bondarenko and piano player Olena Zhukova. Many of Kyiv professionals and dignitaries raised more than 10 million UAH during the night, for the new scholarships and residential costs. Among the high-profile guests attending this year were President of the Ukrainian Catholic University, Bishop Borys Hudzyak, Edward Lucas, a British journalist working for The Economist, while Sviatoslav Shevchuk, the Major Archbishop of the Ukrainian Greek Catholic Church greeted the audience via video message.

Також у програмі були виступи Тараса Чубая та гурту "Плач Єремії", показ мод від Оксани Караванської та українських модних брендів ZERNO та MOYI, а також віртуозний молодий скрипаль Ілля Бондаренко та піаністка Олена Жукова. У залі зібрались численні київські бізнесмени та високопосадовці, яким вдалось спільними зусиллями зібрати понад 10 мільйонів гривень на нові стипендії та оплату комунальних витрати УКУ. Лотами аукціону були, зокрема, твори видатних сучасних художників. Серед високопоставлених гостей цього року були Президент Українського Католицького Університету, єпископ Борис Гудзяк, британський журналіст газети "The Economist" Едвард Лукас, а Верховний Архиєпископ Української Греко-Католицької Церкви Святослав Шевчук привітав слухачів за допомогою відео-зв’язку.

eopolitan Italian food lovers and guests of the city have been enjoying authentic Italian cuisine from Tartufo Trattoria’s chief cook Davide Lagomarsino for nearly two years now. Located on the third floor of Lviv’s TM Forum, the venue has become known for its specialty dishes based on truffles mushrooms. Lviv Today enjoyed their delicacies while speaking with the charismatic Italian cook and the restaurant’s charming and energetic owner, Olga Zhenchak.

DAVIDE LAGOMARSINO:

| How did you start as a restauranteur? I had to work many years to gain respect for this job and at the same time make a few mistakes to learn from them. I opened my first restaurant in Sydney in 1994. It was hard, but at the same time is was rewarding and exciting to learn. Even now, it still feels like the first day.

| Why did you get into this field? You know, as an Italian, I used to wake up early every Sunday to help my momma prepare lunch for the whole family. I think that’s probably what got me to love this field.

| What does Italian cuisine mean to you? Freshness and simplicity.

| Why do you think Italian food is so popular? Italian food is loved all over the world and with 20 different regions with unique dialects and recipes, it doesn’t matter where you go – you’ll always encounter a variety of amazing ingredients in any region.

| Do you think it’s fair to call Lviv | Ukraine’s culinary capital? It’s hard to say because I don’t know too much about other Ukrainian cities. But the way I see it, if it’s not already, it will be soon. There are some very nice restaurants in Lviv.

| Out of all of Lviv’s Italian restaurants, | what makes Tartufo so special? We opened Tartufo not thinking about the other restaurants, but to give Leopolitans the chance to taste true and simple Italian food. I know that some people drive even 30 km to eat something simple but good.

| What goods do you use for cooking? We import 60% of our products from all over Italy to make sure that our clients taste the ‘true Italy’ in all our dishes.

| What do you think about Ukrainian | goods for cooking? We want to support local Lviv businesses as this is important for the economy, but at the same time, there could be some improvements if they want to truly compete with the goods from other countries.

| Tartufo has a rather rich menu. | What dishes do you personally recommend? Our menu is rich on colours, but simple on taste. You’ll have to try a few dishes to really plunge into that authentic Italian culinary experience.

| Do you have any specialities on the menu? Lots of people ask me this question, but it is hard to answer. When I put the ingredients together, I make sure to ensure just the right balance so that every dish is delicious and has its own identity.

| What hobbies do you have outside the kitchen? I love sports – especially golf – but I like to spend my free time with my family.

| What are your future plans? To be honest, it is very difficult to predict the future when you see what is happening. I plan to continue to learn more about food, keep up with the trends, and share them with all of our customers.

| How would you describe your cooperation | with Olga? Do you find it easier to create | culinary masterpieces with men or women? I remember meeting Olga two years ago when I first came to Lviv. The first thing I asked her was “Are you sure you want to go into the restaurant business?” Her straight answer was “yes”. I spent one month helping her prepare the menu and organise staff meetings, but worked on the most important things you need in business – passion and commitment. After two years, I am very proud of the good work that Olya has done. Our cooperation is absolutely ideal and we work every day to better ourselves. In my career I’ve worked with many top chefs, but I find that women are more committed, hard-working, and creative. But men are very good too! LVIV TODAY | December 2017

| How do you describe your culinary duo with | Davide Lagomarsino? Is there the famed Italian | turbulence and passion inTartufo’s kitchen? Davide Lagomarsino is a very talented cook; he is a real maestro of his craft! He is my mentor and, as I jokingly call him, the ‘Godfather’ of our trattoria. I’m very thankful that I was lucky enough to meet him, as I always learn so much from him! I’m very proud of our friendship. When he is with us, it feels as if all Italy – all of its regions – are here in Lviv. He is very creative, industrious, devoted, and inspirational. We always feel the Italian passions in our kitchen, as each dish isn’t just authentically Italian, but is accompanied with melodic Italian music and love, gratitude, and respect for each guest. People don’t just eat, they communicate. That’s why we do our best to satisfy each guest, as the restaurant is one of the places where all five senses are working together to create overwhelming satisfaction.

| Having just celebrated your two-year | anniversary, do you have any advice | for those brave enough to start their own | restaurant business? Yes, we celebrated our second anniversary with a beautiful party where guests could ‘visit’ five regions of Italy at the same time. Guests were able to tour cuisine and beverages from Tuscany, Piedmont, Emilia-Romagna, LVIV TODAY | December 2017

Liguria, and Campania. Of course, we delighted them with our speciality pasta with truffles, prepared by Davide Over the last two years I have learned a lot and the most difficult part, actually, was cooperating with other people. “Business is done by people” – the staff – so it was necessary to teach the staff. One of our main reasons for success is top-notch hospitality, as we hope to fulfil the expectations of every guest. And we continue to work at it! Of course, the aesthetic of the restaurant – the science of beauty – is also very important. This doesn’t mean just pleasant surroundings, but a nice interior that doesn’t disturb the guests. You also need to make sure the employees look good, dress well, and are friendly with guests. They should love what they’re doing! This helps create a relaxing atmo-

There should be love, passion, kindness, and effective feedback in every deed. Without a doubt, team spirit is also important. Each person should know their role and know the importance of how to do the best for each guest! If the staff’s goal is the satisfaction of the customer, you can be sure your customers will return!

| How often do you change the menu? | Are there any ‘Chef’s Specials’ on the menu? Well, we change our menu each season and every time it features authentic Italian dishes with spectacular ingredients. I can say that all of our dishes are ‘Chef’s Specials’ – honestly! I would kindly recommend the latest ‘Chef’s Special’ though, the cappellacci with pecorino and white truffle – it’s incredibly tasty!

| As a successful woman and restaurant | owner, do you find it easy to combine hard | work with your personal life? Frankly speaking, it’s not that hard! The most important thing is to organise and do everything in the most efficient way. Recently I became a mother to a daughter, and that ‘diamond’ is the biggest joy in my life now and she inspires me every day. She helps me at work and at home and she comes with me everywhere so we aren’t just sitting at home! Successful women must be able to manage things efficiently. My family is the most important backbone of all my new ideas!

| And what about your plans for the future? I have plans which I hope to fulfil soon, but I won’t reveal the secrets just yet. Just be sure that Tartufo Trattoria will be famous everywhere!.

| Як починався ваш шлях як ресторатора? Я працював багато років, щоб досягнути чогось у цій сфері діяльності. Робив помилки, щоб навчитися на них. А свій перший ресторан відкрив у Сіднеї в 1994 році. Це було дуже важко, але, водночас, давало велике внутрішнє задоволення та бажання вчитися. Навіть зараз, готуючи, я почуваюся як у перший день.

| Чому почали займатись саме цим? Ви знаєте, будучи італійцем, я завжди прокидався дуже рано кожної неділі, щоб допомогти моїй матусі приготувати обід для всієї родини. Я думаю, саме тоді я закохався у кулінарну справу.

| Що для вас італійська кухня? Це свіжість та простота.

| Чому вона така популярна? Італійську кухню люблять у всьому світі. Зі всіма 20 регіонами, унікальними діалектами та рецептами, незважаючи на місцезнаходження, ця кухня завжди пропонує безліч вражаючих інгредієнтів.

| Чи можна назвати Львів гастрономічною | столицею України? Мені важко щось сказати, оскільки я не дуже багато знаю про ресторани в інших містах України. Але я вважаю, що якщо Львів наразі не став гастрономічною столицею України, то точно скоро стане! У Львові дійсно є багато вишуканих ресторанів.

| У Львові чимало ресторанів, | що пропонують італійські страви. | Чим ресторан Тартуфо відрізняється | від інших? Ми відкрили Тартуфо, не зважаючи на інші італійські ресторани, виключно для того, щоб дати львів’янам можливість спробувати справжню та просту Італійську їжу. Я знаю що іноді люди можуть проїхати навіть 30 км тільки заради чогось простого, але дуже смачного.

| Які продукти використовуєте | для приготування? Ми імпортуємо 60% наших продуктів зі всієї Італії, щоб бути впевненими, що наші відвідувачі, куштуючи блюда, дійсно відчують смак справжньої Італії.

| Якої ви думки про українські продукти? Ми дуже хочемо підтримувати місцевий бізнес, адже це дуже важливо для економіки, але, водночас, локальним бізнесменам необхідно працювати над покращенням, якщо вони дійсно хочуть, щоб їх товари були конкурентоспроможними.

| У меню Тартуфо чимало страв, але які | з них заслуговують особливої уваги? Наше меню багате на кольори, але просте на смак. Вам обов’язково треба спробувати декілька страв, щоб повністю зануритись у смак автентичної італійської кулінарії.

| Чи є страви, які у вас виходять | найбільш вдало? Багато людей задає мені це питання, але мені досить важко на нього відповісти. Коли я змішую всі інгредієнти, я намагаюсь робити це таким чином, щоб зберегти найкращий баланс між ними, так щоб кожне блюдо було смачне та мало свою неповторність.

| Які у вас захоплення поза кухнею? Я дуже люблю спорт, особливо гольф, але я також намагаюсь проводити більше вільного часу з моєю родиною.

| Традиційне питання: про плани | на найближче майбутнє? Чесно кажучи, дуже важко прогнозувати майбутнє, особливо коли бачиш, що відбувається навкруги. Я планую продовжувати вивчати гастрономію, бути в курсі всіх нових трендів щоб потім мати змогу поділитися цими знаннями зі всіма нашими відвідувачами.

| Давіде, як вам співпрацюється | з Ольгою? З ким, на вашу думку, легше | мати “кулінарну справу” з жінками | чи чоловіками? Я пам’ятаю першу зустріч з Ольгою два роки тому, коли я вперше приїхав до Львова. Перше, що я її запитав було: “Чи впевнена, що хочеш займатися ресторанним бізнесом?”, і Ольга відразу впевнено сказала “Так!”. Я провів місяць, допомагаючи розробити меню, організовуючи наради з персоналом, але, водночас, я працював над найбільш важливою складовою ведення бізнесу – пристрастю та відданістю справі! Після двох років я дуже пишаюся прекрасною роботою, яку провела Ольга. Наша співпраця абсолютно ідеальна, і ми щодня вдосконалюємось. За час своєї кар’єри я працював разом із багатьма відомими шефкухарями та вважаю, що жінки все ж таки більш працьовиті, віддані та креативні. Хоча чоловіки теж бувають прекрасними кухарями. Що б Ви порадили тим, | хто зважився сьогодні пробувати свої | сили в ресторанному бізнесі? Нещодавно ми відсвяткували два роки нашого неймовірного життя у траторії Тартуфо. Це було чудове свято, організоване у стилі ярмарки. Наші гості “побували” в п’яти регіонах Італії водночас, адже куштували традиційні страви та напої Тоскани, П'ємонта, Емілії Романьї, Лігурії та Кампанії. А фірмовою пастою з трюфелями справжніх гурманів частував шеф-кухар траторії Тартуфо – Давіде Лагомарсіно.

| Чи будуть в траторії Тартуфо страви | пісного меню, зокрема, під час | посту? Що можете запропонувати | для вегетаріанців? На даний момент, у нашому меню можна знайти все для найвибагливіших поціновувачів та гурманів, і для вегетаріанців та навіть, для людей, які будуть дотримуватися посту! За ці два роки я багато чому навчилася, мабуть, найважчою була співпраця з людьми, взаємовідносини. “Бізнес роблять люди”, тому потрібно свій персонал “створити”. Ти сподіваєшся на максимальну віддачу людей, але так стається не завжди. Та справжня гостинність передбачає вміння вгадати бажання гостя, випередити його очікування. Також важливим є дотримання законів естетики. Це не тільки зовнішні фактори, такий як гарний інтер'єр, але й естетика зовнішнього вигляду працівника, наявність смаку у використанні косметики, прикрас, а також гарні манери, культура мовлення, привітний вираз обличчя, посмішка. Все це дозволяє створити обстановку максимальної сприятливості, емоційної рівноваги та комфорту. Ефективна мотивація дозволяє навчити персонал, підвищити його кваліфікацію, рівень культури та зацікавити у спільних результатах праці. Важливо усе робити від душі, у кожній роботі повинна бути любов, пристрасть, добро, взаємовіддача. І мені майже вдалося зібрати таку команду! Безперечно, вагомим критерієм завжди залишається дух команди, коли кожен знає та виконує свою роботу, коли діє ієрархія в системі керівництва та в певній

| Як часто оновлюється меню? | Чи практикуєте “Страви від шефа”? Так, ми змінюємо меню щосезонно, і кожного разу – це проста італійська подача з неймовірними смаковими інгредієнтами! Та у нас кожна “страва від шефа”! А якщо серйозно, то цього разу запрошуємо на страву від Шефа (страву сезону) пасту Капелаччі з пекоріно та білим трюфелем. Неймовірно смачно!

| Як, будучи бізнес леді та власницею | успішних ресторанів, вам вдається | поєднувати роботу з сімейним життям? Насправді, це не так вже й важко. Головне правильно все організувати та реалізувати. У мене нещодавно народилася донечка, мабуть, це найбільша радість мого життя, діамант, який надихає мене щодня! Доця допомагає мені і на роботі, і вдома! Вона зі мною усюди – в декреті ми не сидимо. Успішна жінка повинна встигати усе. Сім‘я – це найголовніший стержень, який дає мені поштовх до нових ідей!

| Що плануєте найближчим часом? Планів багато, їх реалізація не за горами, усі таємниці відкривати не будемо, але про траторію Тартуфо почують усюди!

Your highlights of 2017 in EBA

The year of 2017 has been very active and optimistic to my mind. Of course, we all were hoping for a miracle to happen with Ukrainian economy, anticorruption, and business climate, but not all we expected has been accomplished. Nevertheless, we see macroeconomic stabilization, optimistic trends with international ratings of Ukraine as an investment destination, the new Supreme Court is established, and to my mind gathered many brilliant and motivated lawyers to work the new way, the right way. For the last 9 years I’m closely working with most of foreign investment projects in western Ukraine, and I have not seen such a great increase of interest by the new players to the region since. I truly believe that today and tomorrow is ultimately the best time to invest in our area, as for those who want to develop responsible and compliant business. There are practically no administrative or other barrier, one may rely on open and fair auction for buying land, transparent cooperation with local government and of course very motivated, skilled and open-minded labor.

It was a great year in EBA as we have not only succeeded in representing the interests of the member at the highest level of government, but unlike all the previous history of our operation, we have changed from protecting and problem solving to prosperity and business development of the local and national business environment. We have managed to involve new highly motivated people into our community, and I am very grateful each member their contribution to our common great cause. I do hope we would be able to continue next year with our optimistic plans of Compliance & Integrity developments, as this is one of the most crucial benefits we all could add on by our daily practice and example of efficiently do our business being efficient and profitable while implementing Zero tolerance to corruption principle.

Your highlights of 2017 in EBA

In general, I would describe 2017 as “it’s getting better”. Of course, Ukraine is still in a difficult situation, both politically and economically, but first good positive shifts are on the horizon! Especially I have seen the changes in my professional area of practice – law. The transparent formation of the new Supreme court of Ukraine, introduction of new procedural codes, increase of types of property title registration actions by private notaries, opening of formerly closed registers and electronic services are just a few to mention. Also as a Honorary consul of Austria I see an increase of investor’s interest in Ukraine as the Lviv-Vienna flight is fully booked every single day both ways. This is a positive sign and opening of a number of new flights to Lviv will also pick up the interest of the area even more. Let’s hope 2018 will be even better and will bring us a lot of good news and new projects.

Looking back at 2017 I can say that it was a very busy year for the Association. This good tendency was caused by increased interest of potential investors. This fact gives me hope for bright future and inspires to work harder!

Your highlights of 2017 in EBA

We are living in the era of change. From one side it is good because changes bring improvement and development, but from other side – uncertainty and instability. Every witness of the birth of Independent Ukraine can say with certainty that the period of change has long been delayed. Each year the level of desired result expectation increases as much as the degree of tension of civil tolerance. 2017, to my mind, will enter to the history of our state as a turning point. Authorities adopted a series of reforms that inspire hope for the inevitability of change for the better in our country. In particular, medical and pension reforms create the preconditions for social protection and public health protection, and in turn, open up new opportunities in the market of insurance services and adequate high-quality protection of citizens. At the same time, there is a certain rethinking of human values, where the integrity of doing business, business reputation, tolerance of society, welfare of the family comes into force. Majority of people, I hope, feels the power of their own influence on situation and seek to use their potential guided by the desire to build a civilized European society in which we would like to live.

EBA dynamically and systematically develops every year, taking on new challenges and barriers. As we keep pace with the time, we are aware of the responsibility for our actions and the steps that we make towards the implementation of ideas: equality of rights and freedoms, transparency of business, tolerance and the culture of relations. This year, for the first time, we were able to hold a conference for women in the business of Poland and Ukraine, during which we exchanged views and opinions on the conditions and opportunities of the business environment of neighboring countries. Together with financial institutions, we launched a project to forecast fluctuations in the value of currencies, helping to plan a number of financial transactions, due to the factors that influence their changes, minimizing the risk of losses to a minimum. We managed to hold a number of interesting and meaningful events through which the government and business are building a dialogue to address the obstacles for building a strong and stable state economy. We have many ideas and we will definitely accomplish, because there is nothing stronger than a timely ripened idea and united team ready to embody it.

2017 was in general a good year. The changes are not as fast as we would like them to be, but the move of the country ahead is noticeable. My colleagues, exporters in the metalworking and garment industry have become more active and now we communicate more between ourselves concerning issues in recruiting new workers, finding new production areas, buying new equipment etc. The new investors did not go much, but the existing ones increased their turnover at times. While others are talking about the benefits, others are doing business. It is a pity that from time to time, we have customs problems from the side of our Polish neighbors, but I hope that common sense will still win.

I am glad that relatively few companies turned to the Association with problems or barriers of doing business. This year, we talked more about developing things, both between themselves and with the authorities. We are glad that EBA & Galnaftogaz project continues to bring beneficial advantages from membership in the Association.

Events of last years what happened in the country forced businesses to increase efficiency and competitiveness. 2017 was very positive overall for all our investments in Ukraine achieving both growth and profitability increase. There is clear sign of fundamental changes in the society on one hand and low pace of reforms on the other. Slow reforms result in very low GDP growth comparing to the CEE neighboring countries. Free trade agreement with EU increases competition on the local market which forces local businesses to invest in new technologies and opens EU markets.

Lviv city and region are definitely of priority for the foreign investors interested in relocating production to Ukraine as well as utilizing local IT resources. There were many meeting with potential investors promoting the region and supporting positive decision to start business in Western Ukraine.

AGMM IN KYIV. WIN THE MOMENT FOR UKRAINE! The evening of November 16 was truly special as the vast majority of EBA business community gathered at the most exquisite event of the year – the 18th Annual General Membership Meeting of the European Business Association. Huge delegation from EBA Western Ukrainian office joined this prime event, enjoyed the warm atmosphere, and successfully connected with peers and friends. Together we are a powerful force for making Ukraine a better place for doing business!

Markian Malskyy, PhD Partner at Arzinger Law Firm, attorney-at-law Q: Dear Mr. Malskyy, I've recently heard about some changes in the Ukrainian legislation regarding the new procedure, which is called Environmental Impact Assessment. Could you please briefly explain those changes? Kind regards, John

Dear John, indeed, the Law of Ukraine "On Environmental Impact Assessment (EIA)" will enter into force on December 18, 2017. This document provides the European model of EIA in accordance with the requirements of Directive 2011/92 / EC and ensures fulfilment of Ukraine's international obligations under the Association Agreement. So the procedure will not be new or unfamiliar for the European business.

EBA MEETING WITH HUGUES MINGARELLI IN IVANO-FRANKIVSK EBA members met Hugues Mingarelli, EU Ambassador to Ukraine in Ivano-Frankivsk. The dialogue between business and Mr. Mingarelli was frank and open. During the discussion Anton Podilchack, Head of EBA Western Ukrainian Office Regional Coordination Council mentioned cross border issues, necessity of building an effective cooperation between business in Ivano-Frankivsk and local authorities, zero tolerance to corruption as one of the main things for creating better business environment.

The document establishes the rules for conducting an EIA and concerns the assessment of the environmental consequences of public and private projects that are likely to have significant environmental impacts. The fact that the list of types of planned activities and objects (divided into two categories), which may have a significant impact on the environment, is provided for directly in the law is slightly unusual for Ukrainian legislation, but important for business. This list is exhaustive, which contributes to the maximum avoidance of abuses and frequent changes in this area. The planned activity implies economic activity, which includes construction, reconstruction, technical re-equipment, expansion, re-profiling, liquidation or dismantlement of objects and other interference with the environment. The law prescribes the responsibility for violation of the legislation on EIA, as well as in case enterprises violate the EIA legislation their business activity may be temporary prohibited or terminated. There is still much work to do for the Ministry of Environmental Protection of Ukraine that should develop a sufficient list of subordinate legislation. Without these acts the law will not work at full. In general, the law is really progressive for Ukraine, aimed at European integration and is intended to regulate in a balanced way both the interests of business and the state, community and environment. However, the law has not yet been verified in practice and it will be possible to evaluate its effectiveness only after a certain period of time after it comes into force.

Lviv’s Athletes of the Month: Sophia Pryima & Pavlo Korostylov The National Olympic Committee of Ukraine in Lviv awarded its Athlete of the Month awards to world-class pistol shooter Pavlo Korostylov for October and junior European champion triathlete Sophia Pryima for September. Korostylov, already awarded the June Athlete of the Month award, was recognised for winning silver in the 10m air pistol event at the prestigious ISSF World Cup in New Delhi, India. The 19-year-old student of the Lviv University of Physical Culture – and Armed Forces serviceman – equaled a world junior world record in the process. Fellow Lviv University of Physical Culture student Sophia Pryima was awarded for her gold-medal performance at the junior stage of the European Cup in Tulcea, Romania. The 20-yearold master of sports in triathlon and cycling bested the competition by over eight seconds. The young athlete has previously won the 2012 European Junior Eurowill Championship, the 2014 European Junior Triathlon Championship, and competed in the 2014 Youth Olympics. More recently, she won bronze at the European Junior Championships in 2016 and silver European Triathlon Championships earlier this year. Congratulations to both athletes!

Павло Коростильов, який вже був визнаний спортсменом місяця у червні, отримав це звання вдруге за здобуте срібло на престижному турнірі зі стрільби з пістолета ISSF в Нью-Делі на дистанції 10 метрів. Дев’ятнадцятирічний студент Львівського університету фізичної культури та військовослужбовець Збройних сил встановив світовий рекорд для юніорів у цій категорії. Студентка того ж Львівського університету фізичної культури Софія Прийма стала спортсменкою місяця за здобуте перше місце на юніорському етапі Кубка Європи з триатлону в румунському місті Тулча. У віці 20 років вона вже майстер спорту і випередила всіх суперниць на цілих 8 секунд! Молода спортсменка раніше виграла Чемпіонат Eurowill серед юніорів 2012 року, Чемпіонат Європи серед юніорів з триатлону 2014 року та виступала за нашу збірну на Олімпіаді юніорів 2014 року. Також вона здобула бронзу на Чемпіонаті Європи серед юніорів 2016 року та срібло на чемпіонаті Європи з триатлону на початку цього року. Вітаємо наших спортсменів!

Football: Ukraine vs Slovakia – International Friendly Match However Ukraine’s national football team held a friendly match with the Slovak team on November 10th in Lviv. Ukrainian football players Yarmolenko and Konoplyanka scored one goal each, while Slovaks scored once – with a goal from Stetina. This was Ukrainian team’s fifteenth match held in Lviv, which so far proves to be a lucky venue for them: here the Ukrainian team hasn’t lost a single match. Unfortunately, neither Ukraine nor Slovakia will participate in FIFA 2018, World Cup as Ukraine finished third in Group I, behind group winners Iceland and second place Croatia, thus knocking them out of contention. Meanwhile, Slovakia finished in second place behind group winners England and overcame Scotland and Slovenia for the vital second place spot. Due to other second-place results in the other eight qualification groups, Slovakia did not advance to the playoffs and was eliminated from the competition.

Футбол: Товариський матч Україна – Словаччина Щоб не втрачати бойового духу національні збірні України та Словаччини провели дружній матч на стадіоні "Арена Львів" 10 листопада. Українські футболісти Ярмоленко та Коноплянка забили по одному м’ячу, а у словаків зміг відповісти лише Стетіна. Це був п'ятнадцятий матч української збірної на львівському стадіоні, який, як досі, виявився для неї щасливим: тут українська команда ще не програла жодного матчу. На жаль, ні Україна, ні Словаччина не братимуть участь у Чемпіонаті світу з футболу ФІФА 2018 року, оскільки українська збірна посіла третє місце у групі I, після Ісландії та Хорватії. Словаччина ж зайняла друге місце за командою Англії і подолала команди Шотландії та Словенії в боротьбі за це. Через порівняння з іншими результатами команд, що посіли друге місце в інших восьми кваліфікаційних групах, Словаччина не вийшла до плей-офф і була виключена зі змагань.

Mr. & Mrs. Universe: Lviv’s-own ‘Miss Model Beauty’ Ukraine’s team of 22 athletes took first place at the WABBA Mr/ Ms Universe Championships in Budapest, Hungary on 18-19 November. The team took home a tournament-best 8 gold, 2 silver, and 1 bronze medal over the weekend. Lviv’s-own Mariana Lopushanska combined an absolutely flawless figure with a model’s spectacular looks to capture the ‘Miss Model Beauty’ award at this prestigious competition. Box: 2017 Ukrainian Boxing Championship From the world heavyweight champion Klitschko brothers to Olympic champions Oleksandr Usyk and Volodymyr Lomachenko to Lviv’s-own former light welterweight world champion Andriy Kotelnyk, Ukrainians have a special place in their hearts reserved for their boxing heroes. It was with great excitement when over 200 boxers from across Ukraine gathered in the Western Ukrainian capital for the Ukrainian Boxing Championship on 13-19 November. More than 200 fights in 10 weight categories were held to determine the champions, but fighters also competed for the Andriy Kotelnyk prizes, named for Lviv’s 2000 Olympic silver medal winner. Lviv saw four fighters make the championships, with Nazar Kurotchyn (49kg division) and Andriy Tyshkovets (52kg) being crowned Ukrainian champions. Other Leopolitan medallists include Andriy Horodetsky (silver in +91kg) and Ivan Dancha (bronze in 64kg). Tyshkovets was also named the winner of the ‘Will to Victory’ cup, while Yaroslav Samofalov was named the tournament’s top boxer. Congrats to all the champions and fighters!

Бокс: Чемпіонат України з боксу 2017 Українські боксери гідно представляють свою Батьківщину на світових рингах – це і брати Клички, і олімпійські чемпіони Олександр Усик та Володимир Ломаченко, і колишній чемпіон світу львів’янин Андрій Котельник. Тож на змаганнях чемпіонату України з боксу, що відбулись у Львові з 13 по 19 листопада при переповнених трибунах зібралося понад 200 боксерів з усієї країни. Щоб визначити найкращих було проведено понад 200 боїв у 10 вагових категоріях, адже спортсмени змагалися не тільки за титул але й за призи Андрія Котельника. Четверо львів’ян стали призерами змагань – Назар Куротчин (49 кг) та Андрій Тишковець (52 кг), які стали чемпіонами України. Також Андрій Городецький здобув срібло в категорії понад 91 кг та Іван Данча здобув бронзу в категорії 64 кг. А. Тишковець також здобув кубок "За волю до перемоги", а Ярослав Самофалов отримав звання найкращого боксера турніру. Вітаємо всіх переможців та учасників!

Volleyball: Barkom-Kazhany at CEV Volleyball Cup Barkom-Kazhany LVIV started their journey in the 2018 edition of the CEV Volleyball Cup with a 3-1 home victory over Israel’s reigning national champions Maccabi TELAVIV (25-18, 25-27, 25-19, 25-16) to delight more than 1,000 fans in attendance at Galychyna sports hall on November 22. Barkom-Kazhany are making their second straight appearance in the CEV Cup and this time around were hoping to progress to the 16th Finals – but in order to do so they had to take at least two sets from the re-match on November 28 in Israel. Unfortunately Barkom-Kazhany LVIV have lost with score 3-2 victory in their re-match with Israel’s Maccabi TEL-AVI but despite that Barkom-Kazhany, with total of two matches – 5:4 progress to the 16th Finals where they will play against Serbia’s Vojvodina NS Seme NOVI SAD on December 5-7th in Lviv and re-match on December 20 in Serbia.

Handball: Lviv’s Halychanka Continue to Roll Lviv’s world-class Halychanka ladies handball team knocked off Kherson’s Dnipryanka 27-22 and 28-14 over the 15-16 November weekend. The home side’s Marina Konovalova notched nine goals, Nataliya Strukova scored eight, and Nataliya Sabova and Sofiya Davydyants each added seven. The team remains at the top of the Super League with 24 points from 12 matches. У Львові 22 листопада відбувся атч Кубку Європейської конфедерації волейболу (ЄКВ) у якому клуб “Барком-Кажани” (Львів) приймав у 1/32 фіналу Кубка клуб “Маккабі” із міста Тель-Авів ( Ізраїль). На майданчику спорткомплексу “Галичина” за присутності понад тисячі (!) вболівальників , львів’яни здолали у захопливому поєдинку опір суперників з Ізраїлю – 3:1 (25:18, 25:27, 25:19,25:16). Після переможного матчу у Львові, команда відправилась на матч-відповідь до Ізраїлю. Матч на виїзді складався не надто вдало для підопічних Угіса Крастіньша. Проте в кульмінаційний момент “кажани”, нарешті, спромоглися мобілізуватися на повну. Тож, витримавши важливіші хвилини, що називається, на характері, досягли сприятливого результату за підсумком двох матчів – 5:4. Отже, в 1/16 фіналу Кубка ЄКВ “Барком-Кажани” зустрінеться з сербською “Войводіною” у Львові 5-7 грудня. У Сербії команди зіграють 20 грудня

HARMONY WITH BROWN BEARS B

ears are beloved in Ukraine. Not only are they the national symbol of the Zakarpattia region, but they are prevalent in circuses, zoos, and pop culture – like in the popular Masha i Medved (Masha and the Bear). Unfortunately, bears are not always treated well in the area, as they continue to be poached and are subjected to serious mistreatment by business ventures like circuses, private zoos, or even unscrupulous tourist venues.

Once captured, bears can made to drink alcohol, expected to dance or perform tricks, or even made to skate or ride bicycles – just for the sake of entertainment. Living conditions can be squalid, and ‘bear baiting’ is still prevalent in the training of hunting dogs. Thankfully, that practice was banned in May 2015, but sadly the black-market trade for bears in this region still prevails. Bears that survive these ordeals are left traumatised and will never be able to fully function in ‘the wild’ again, meaning special habitats for their care are needed. That’s where the international animal welfare organisation Four Paws steps in.

Four Paws & the Domazhyr Bear Sanctuary Based in Vienna, Austria, Four Paws runs awareness projects and goes so far as to go out on rescue missions to recover mistreated animals. Working alongside local authorities, the group recently set-up a bear sanctuary in Domazhyr, just 15 kilometres outside Lviv. This new, forested enclosure will eventually become a 20-hectare haven for abused bears to live in safety in their natural surroundings while receiving special care and rehabilitation. Moreover, the sanctuary will provide local employment and tourism opportunities. This marvellous sanctuary, nearly completed, officially opened on 12 October and will begin welcoming visitors in Spring (after hibernation). A joint venture between Four Paws, the Ministry of Ecology, Natural Resources Ukraine, the National Forestry, and the Yavoriv Administration, the park will eventually accommodate up to 30 bears. This is the third bear sanctuary in Ukraine, after one near the beautiful lake at Synevyr National Park and one near Zhytomyr on the way to Kyiv, at the White Rock Bear Shelter. Both are dedicated to bear conservation and are very much worth visiting. Leave the bears in tutus for shows like Masha and the Bear; come see them in their natural habitats at one of these sanctuaries.

AFFORD M O R E H O L I D AY S ?

THE UKRAINIAN GOVERNMENT JUST OFFICIALLY RECOGNISED CATHOLIC CHRISTMAS. IT STILL RECOGNISES ORTHODOX CHRISTMAS. CAN IT REALLY AFFORD THE WORLD’S LONGEST CHRISTMAS SEASON? country, although it has just added another headache for couples just a few weeks before the already popular International Women’s Day (8 March).

Holidays cost money While the jury isn’t out on the impact public holidays have on GDP, there is consensus that they do have an effect. For example, when Prince William marred Kate Middleton in 2011, the government gave people a day off to celebrate. The UK’s GDP that quarter dropped 0.1%. Of course, it’s impossible to say that the extra holiday solely caused the drop, but the Bank of England’s chief economist Spencer Dale, says his “best guess” is that it cost the country 0.4% in second quarter growth, a view seconded by the bank’s governor, Sir Mervyn King. Other organisations put the economic cost of each UK public holiday at between 1.2 to 2.3 billion GBP. Many argue that the increase in consumer spending and temporary positions available during these periods nearly make up for the cost, but with one of the lowest-paid workforces on the continent, do you really believe that to be the case in Ukraine?

t isn’t easy to move away from one global sphere of influence to another. Among hosts of reforms, anti-corruption efforts, and other legislation designed to turn the nation towards Europe, Ukraine has had to replace its old-style, Soviet-looking police uniforms with sharper American-inspired ones, replace the invasive “internal passports” that included records of where you live and work with new European-style ID cards, and is now deciding which holidays to celebrate. But instead of replacing holidays, Ukraine seems to just tack on Western holidays to an already packed traditional holiday calendar. Case in point? Christmas. Last month, Ukraine joined Belarus in recognising both Catholic and Orthodox Christmas (after Belarus), and now boasts the world’s longest Christmas season. But does Ukraine’s extended holiday calendar really justify the economic hit its productivity?

The ever-expanding holiday calendar Fact is – Russia and the West have a very different set of holidays. Ukraine is right now caught between the two, and the result is an ever-expanding holiday calendar. Besides extending an already lengthy Christmas season – one which already saps productivity due to the excessive amounts of eating and drinking – Ukraine also has an extended holiday season at the beginning of May. Ukrainians often take time off between the Soviet-era holidays of International Workers’ Day (1 May) and Victory Day of Nazism (9 May), making early May an especially unproductive time of year in the country. In 2015, the government wanted to recognise the sacrifices of those fighting the Russian-aided conflict in Eastern Ukraine. The Defender of Ukraine Day (14 October) was created for this purpose, but instead of repackaging one of the May holidays, it was just added to the calendar. Adopt a new calendar It is understandably difficult to tell people what holidays they should celebrate at what times of year. It’s a little like the government telling you what language to speak or what religion to practice. These are all deeply personal cultural traditions, passed on to us by family members from generations long before us. That said, it is fair to have a conversation about just which holidays are to be celebrated in a country, especially in one – like Ukraine – that is going through a cultural renaissance. Setting aside the cultural argument for a moment, lets look at the economic side? Can Ukraine really afford to keep adding public holidays to the calendar? A discussion is needed as to how many holidays Ukraine can afford, which ones to keep, and which new ones to add. But until that happens, keep enjoying the world’s longest Christmas season!
