LvivKlezFest – Lviv’s annual Klezmer Festival returns! The Klezmer Festival is a one-of-a-kind event celebrating traditional Jewish music (the joyful type typically associated with weddings and bar mitzvahs). The event generally brings this corner of Ukraine to a standstill with some 200,000 people expected to attend events from 15 May to 10 June. So, while the music might be ‘traditional’, it is still mighty popular! LvivKlezFest 2018 is dedicated to the 70th anniversary of the founding of the state of Israel and will feature many interesting and educational entertainments for festivalgoers. Most events are free of charge and all are located within a 5- to 15-minute walk of each other in the city centre. In addition to the free performances, there will be plenty of other activities, including exhibitions, sightseeing tours around the Jewish quarter, concerts, theatrical performances, and exciting quests for kids. Some of the world’s finest Klezmer

performers will be in the city, like Israel’s Vira Lozinsky & Friends, Poland’s Klezmafour, Slovakia’s Pressburger Klezmer Band, the Israeli-Estonian group Gefilte Drive, and Ukraine’s-own Konsonans Retro and Ukrainian World Village Brass. Jewish choral singing has already conquered European capitals like London, Vienna, and Rome and is finally making its way to Lviv. Leopolitan culture lovers and guests of the city will not want to miss the European Jewish Choral Festival, an outstanding event where London’s Zemel, Rome’s Coro Ha-Kol, Vienna’s Jewish Choir and Klezmer Orchestra, and Lviv’s Varnitchkes Ensemble will meet to celebrate Jewish music. The final gala concert will be held in Rynok Square on 10 June and feature performances by artists and musicians from Israel, Austria, Germany, the UK, and Ukraine. WESTLAND FESTIVAL 9 June at 22:00 at Arena Lviv stadium (199 Stryiska St.) Kicking off the summer music festival season in Lviv is the Westland Festival at Arena Lviv on 9 June. This massive eight-hour non-stop electronic music festival will premiere this year in Lviv with a lineup packed with some of the biggest names in electronic music. The headliner is Dutch DJ icon Sander van Doorn, who began recording in 2004. He gained recognition as a popular remixer before shifting from trance producers to pop/rock artists. Van Doorn’s musical style has ranged from tech-house and progressive house in the mid-2000s to more vocal-driven electro-house and EDM in the 2010s. BATYARS ON BICYCLES 9 June at 14:00 in Mytna Square Lviv’s popular Batyars on Bicycles retro bike ride returns to the city on 9 June. The event is designed to pay tribute to the city’s past and, especially, the Batyar culture that used to flourish here. In the 19th and 20th Centuries, Lviv Batyars were witty, cocky, adventurous youth that spoke with a special dialect. Dressed in the fashion of the day – a suit and bow tie with a black hat and cane – hereditary Batyars will be among the many participants of the ride. They will join Leopolitan bike enthusiasts and guests of the city on a jaunty joyride past the city’s most iconic landmarks and will even stop for a picnic and tea time. LEOPOLIS GRAND PRIX ROARS INTO LVIV 1–3 June at various locations around the city Lviv’s Leopolis Grand Prix, a retro car festival started by Ukrainian retro car enthusiasts seven years ago, returns to the Western Ukrainian capital on 1–3 June. The event is designed to mark the first Leopolis Grand Prix held in 1930, to promote motor tourism in Lviv and Ukraine, and to popularise the restoration of classic cars. The track used is the same as the original and is known as the Lviv Triangle, running from Vitovskoho to I. Franko to Stryska and Maidan Heroes. The route was famed at the time as one of the most difficult in Europe owing to its cobblestone roads and considerable elevation. With only the Monaco Grand Prix organised earlier (in 1929), the original race attracted teams from across Europe before being canceled in 1934 due to political and economic problems. n addition to the races around the Lviv Triangle, the Leopolis Grand Prix also features rally racing outside Lviv, a classic car show, a parade of vintage vehicles, and many other activities. There will be car rides for children, a navigational quest, sightseeing excursions, contests for car owners, and seminars for journalists of car magazines. ПІВМАРАФОН MOLOKIYA LVIV HALF MARATHON LVIV WOMEN’S CYCLING PARADE 16 June at 15:00 in front of Lviv’s I. Franko National University (1 Universytetska St.) Lviv’s Women’s Cycling Parade has become a Leopolitan tradition and will be held this year for the eighth time. There has been a noticeable increase in cyclists in the city, yet very few are women – only between 12 to 20 percent, depending on the day of the week. There are still many challenges for cyclists in Lviv yet cycling can be very rewarding if you follow the rules of the road and stay calm. The Women’s Cycling Parade aims to popularise cycling culture and demonstrate that any lady on a bicycle can remain an elegant urbanite. The event hopes to encourage women to cycle and increase the use of bicycles in their everyday life, from going to work or school to going shopping or other daily activities. Any woman is welcome and is encouraged to dress their bicycle the most elegant way. Riders under 12 should be accompanied by an adult. ЛЬВІВСЬКИЙ ЖІНОЧИЙ ВЕЛОПАРАД 16 червня о 15:00 перед львівським національним університетом ім. І. Франка (вул. Університетська, 1) Львівський жіночий велопарад вже став традицією і відбудеться цього року восьмий раз. У місті спостерігається помітне збільшення кількості велосипедистів, однак серед них дуже мало жінок – лише від 12 до 20 відсотків залежно від дня тижня. У Львові все ще є багато проблем для велосипедистів, але двоколісний друг може бути дуже корисним, якщо велосипедисти будуть дотримуватись правил руху та зберігати спокій. Цей захід спрямований на популяризацію велосипедної культури та демонстрацію того, що будь-яка жінка на велосипеді може залишатися елегантною. Організатори сподіваються заохотити жінок до користування велосипедом – для поїздки на роботу або на навчання, для відвідування магазинів та інших щоденних потреб. Crazy for cats? More than 200 of the world’s most pampered and ‘purr-fect’ felines will take over the Lviv Palace of Aesthetic Education for Youth for the International Cat Show. There will be rare breeds on display (ever heard of the ‘werewolf cat’? You have now.) Judges will vote for their top cat with awards for such things as Best Kitten and Best Household Pet. There’s even such a thing as ‘Elite Kitten’. Specialist cat brands like OPTI Meal, ProPlan, Sheba, and Happy Cat will all be on hand with their products. Plenty of other vendors will be there too, offering specialty cat items not found in local stores, like teasers, cat nip toys, fluffy blankets, and cat trees. Since 2014, Children’s KinoFest has supported the creation and dissemination of thoughtful, provocative, and intelligent film for children and teens through its international film festival. The event invites public dialogue and creative action through collective cinematic experiences. It has become the largest and most respected film festival in Ukraine specifically designed for children and their families. Each year the festival screens films from dozens of countries for over 40,000 people in Lviv, Kyiv, and 20 other Ukrainian cities. This year’s festival will take place from 25 May to 3 June. This year’s program includes BBC Earth Film’s ‘Earth: One Amazing Day’, the Swedish-Norwegian family adventure ‘Siv Sleeps Astray’, the Czech-Slovak drama ‘Little Harbour’, the Ukrainian premiere of the French animated anthology film ‘The Big Bad Fox and Other Tales’, and the premiere of Ukrainian fantasy ‘The Stronghold’. Leopolitan cinema lovers and guests of the city will be delighted to see the special screening of ‘Treasure Island’, dedicated to the 30th anniversary of David Cherkassky’s popular 1988 Soviet animated film. The festival’s closing ceremony will be followed by a screening of ‘Molly Moon and the Incredible Book of Hypnotism’, Christopher N. Міжнародний дитячий кінофестиваль, заснований 2014 року, підтримує створення та розповсюдження цікавих, розвиваючих фільмів для дітей та підлітків. Захід закликає до публічного діалогу та творчих дій через колективний кінематографічний досвід. Це найбільший і найвідоміший кінофестиваль в Україні, спеціально розроблений для сімейного перегляду. Щорічно на фестивалі демонструються фільми з десятків країн для понад 40 000 глядачів у Львові, Києві та ще 20 містах України. Цьогорічний фестиваль пройде від 25 травня до 3 червня. У програмі фестивалю, зокрема, стрічки: "Земля: один дивовижний день" із серії BBC Earth, шведсько-норвезькі "Нічні пригоди", чесько-словацька драма "Маленький порт", українська прем'єра французького анімаційного фільму "Великий злий Фокс та інші казки ", а також прем'єра українського фантастичного фільму "Сторожова застава". TH E PROJ ECT O F TH E FUTU RE! Prior to the NWE (New Wave Exhibition), festival organizer Olenka Royuk took time from her schedule to answer some questions for Lviv Today. Let’s start our interview on the topic of modern art in Ukraine. Do we really have an art industry in our country? I can’t conclusively support any point of view, however being a practitioner through NEW, I can say that even if we don’t have an art industry (meaning competitive industry, on the same level as other segments of our economy), we do have the potential for its creation. The question is still open regarding the launching of real mechanisms to create this market and make it functional. We have many talented and intelligent people and the great desire to develop and make this sphere viable. We all want to listen to cool music. We all want to see high-quality visual materials and we all want to read good literature – all of that is a product of the creative industry in which art is just a small part. If I must choose between ‘yes’ and ‘no’, I’ll have to go with ‘no’. That’s just my personal point of view based on the analysis of the global art market.

What is happening with modern art in Lviv? The NEW is happening. This project unifies singular initiatives in order to foster the **** (achievement) of great common goals. In general, modern art in Lviv is developing very slowly and not very effectively, not in the way that it could be considering the amount of intelligent and talented people here. All we have here is truly uncharted territory.

Is it possible for a young artist to enter the international market, make a name for themselves, and fulfil their life’s mission? Everything is possible if you have the right plans, which will guide a person to achieving their goals in a step-by-step manner; however, we don’t have those plans. Is it possible? I’ll say yes, again purely theoretically, as the issue is so complex. In practice, the overcoming of obstacles often kills the enthusiasm to move forward to follow the goal. In this case, desire and devotion is not enough. We have the great example of the young Leopolitan artist Les Panchyshyn, although he is more of an exception to the rule, which is sad. An artist should have the possibility to create and develop, find new purpose, and change the existing reality with their own creativity and not have to live each day as in a warzone fighting for the right to be noticed even in their own territory. It looks like a person spends a lot of effort just to be noticed and that’s why there isn’t enough strength left to create

something cool. It’s the same analogy as if a man created a new car, personally assembled it, and went around selling it. The main task of the artist is to create, there are other foreign art market professionals that can resolve the rest of the issues. In any case, the world today is changing rapidly and with the help of projects such as NWE and others, the overall situation improves dynamically each year.

Is there such a term as ‘trend’ in today’s modern art? Do people buy modern art and how is it priced? There is such a term abroad. It is very understandable trend for everyone, not just because it is “trendy”, but primarily, if we are now talking about purchasing modern art items on the international market, because it is an excellent investment and many people LVIV TODAY | May 2018

understand that. Those that are able will gladly do it. One knows that what painting you buy today will increase in value because you have the documents that confirm your purchase. This is work for art dealers, experts, consultants, investors, and others. In our country there is only on art – the financier, although that might change this year. There is no art market because there are no experts that work in the field. In Ukraine, there is no educational institution, private or state, which could provide that kind of knowledge, while foreign education is very expensive, sometimes costing more than an education in law. If we are talking about paintings in the area of 5,000 to 30,000 USD, they are mostly considered interior design objects. These prices are common abroad. In our country, those paintings are rarely sold at such prices. Buyers wouldn’t even be happy to purchase at that price if it was in UAH instead of USD. People might give a 10,000 UAH bottle of whiskey for a birthday present, but paying that much for a painting would be considered nonsense. We just do not have this art market and art culture.

In your opinion, are we facing the threat of the migration of creative artists? Yes, of course we are facing it. Even I would take the chance to move abroad. Everyone wants to be in the place where they are valued, admired, and respected; where they have the right conditions for development and self-fulfillment. Right now, life abroad is better for creative artists.

What makes the third New Wave Exhibition so unique and popular? Our field of activity is culture – modern, young, and with the focus on creating, forming, and presenting a unique Ukrainian product. We are now in our 27th year of independence and should be dazzling the world with our talents, creativity, and originality. We should use culture to influence the progressive development in all other fields of human life. The NEW team consists of young people that understand all the cravings and necessities of youth. Only young people can satisfy those cravings and needs. Do we have in Ukraine other cultural projects with a team of the same age? Can you name projects that are three years old, have a positive dynamic, gather over 3000 visitors every year, break down stereotypes, and continue to march towards the main goal? Projects that have a mission to change our tomorrow, to set a new level for creative industries, and provide the opportunity to change the world with the help of high-quality norms and institutions? We make decisions considering the tendencies of the future, – not the past – even if today they are not very functional. The time has come for us and people should finally understand that only those who live in the future will think about making it better. We also uniquely combine underground and current trends. We are multi-format, multifaceted, and flexible to new demands.

Why do more artists each year want to work together with your art platform? That’s because each year more people find out about us and our positive dynamic. The quality of the project increases and more people, even those who are LVIV TODAY | May 2018

Напередодні міжнародного фестивалю креативних індустрій New Wave Exhibition, організатор та ідейний натхненник проєкту Олена Роюк, знайшла час в своєму щільному графіку, щоб поспілкуватись про сучасне мистецтво та відповісти на деякі запитання Lviv Today.

Давайте почнемо з розмови про стан сучасного мистецтва в Україні. Чи існує арт-індустрія в нашій країні?

Чи є в сучасному мистецтві поняття "тренд". Чи купують сучасне мистецтво і з чого складається його ціна?

Я не можу однозначно стверджувати та впевнено відстоювати будь-яку крайню позицію, але, будучи практиком через проект NWE (New Wave Exhibition) в цій сфері, можу сказати, що навіть, якщо арт-індустрії як такої нема (конкуренто спроможної індустрії, на рівні з іншими сегментами економіки), то є усі задатки для її формування. Питання залишається за створенням реальних механізмів побудови цього ринку та його успішного функціонування. У нас є багато талановитих людей, розумних, є великий попит та бажання рости та розвивати цю сферу. Ми ж хочемо слухати класну музику? Оточувати себе якісними візуальними матеріалами та читати якісну літературу – це власне те, що продукує креативна індустрія, у якій арт є лише частиною. Якщо обрати обов’язково один з варіантів "так" або "ні", я обираю ні. Це суто моя позиція, яка базується на аналізі та проведенні паралелі зі світовим арт-ринком.

За кордоном таке поняття існує. Тренд зрозумілий для всіх, а не просто тому, що так "модно". А якщо говорити про купівлю сучасного мистецтва та міжнародний арт – ринок, то це вдала інвестиція, всі це розуміють і ті, хто мають таку можливість, інвестують. Ти знаєш, що сьогодні купиш картину за одну суму, а через років 10 її зросте й орієнтуєшся на скільки, адже є відповідні документи, які ти отримуєш при купівлі роботи і вони засвідчують цей прогноз. Над цими питаннями працюють фінансисти, дилери, експерти, консультанти та багато інших. В Україні на даний момент є тільки один арт – фінансист, якщо інформація за останній рік не змінилась. Немає ринку, бо немає експертів, нема людей, які б працювали в цій сфері. Нема в Україні жодної навчальної установи приватної чи державної, яка б давала такі знання, а за кордоном це дуже дорого, часто дорожче ніж навчання на юриспруденції. Якщо мова іде про картини ціною 5,10,20, 30 тис. $ і т.п., то це скоріш за все просто оцінюється, як предмет інтер’єру. Навіть у наших учасників купують картини за кордоном за такі гроші, і це нормальна практика. В той час як у нас такі картини зі скрипом, а інколи навіть з обуренням купують за такі ж цифри, але без доларового значка – у гривнях. Люди дарують на день народження віскі по 10 тис грн., а картину на подарунок за такі гроші купити – вважається дурницею, це я про більшість звісно ж. Просто нема у нас цієї культури, цього ринку.

Що відбувається із сучасним мистецтвом у Львові? З ним відбувається NWE – проект який уніфіковує одиничні ініціативи та дає поштовх до спільного досягнення великих цілей. А взагалі сучасне мистецтво у Львові розвивається повільно, важко, поодиноко та не зовсім ефективно, як могло б (враховуючи, знову ж таки, велику кількість талановитих та розумних людей). Незоране поле – ось що ми маємо.

Чи реально для молодого художника вийти на міжнародний ринок, заявити про себе та реалізовувати себе за покликанням. Насправді все реально за наявності механізмів, які покроково приводять людину до досягнення таких цілей, але у нас їх поки нема. Чи це реально? Знову ж таки, теоретично так, але це настільки складно, що на практиці долання усіх перешкод часто вбиває бажання на якомусь етапі добиватись та рухатись в такому напрямку. Це те саме, якби людина, що придумала нову машину, сама б зібрала її і самотужки продавала б. Маємо приклад львівського молодого художника Леся Панчишина, але це поодинокі випадки і це прикро. Художник має розвиватись та створювати, шукати нові смисли та змінювати реальність за допомогою своєї творчості, а не відчувати себе щодня як на війні за право бути почутим, як мінімум у себе на території. Є безліч професій на іноземному арт-ринку, які є для того, аби вирішувати інші арт питання. В будь-якому разі, світ зараз дуже швидко та активно змінюється і за допомогою таких проектів як NWE, та інших. З кожним роком ситуація має динамічно покращуватись.

На Вашу думку, чи загрожує нам творча міграція митців? Звісно загрожує, я б і сама поїхала, якщо б мала відповідну можливість) Хто б не хотів опинитись там, де його будуть цінувати і потребувати, де будуть гідні умови для розвитку та самореалізації? Поки що "там" краще)

В чому унікальність та популярність Nеw Wave Exhibition, який відбудеться вже втретє? Поле нашої діяльності – культура: сучасна, молода, з акцентом на створення, формування, виокремлення свого унікального українського продукту. У нас 27 рік незалежності – ми маємо підкорити цей світ нашим талантом, оригінальними та креативними рішеннями, саме через культуру впливати на прогресивний̆ розвиток у інших сферах людської діяльності. Команда NEW Wave – це молоді люди. Хто, як не ми самі краще знаємо потреби молоді? І хто, як не ми, зможе їх якнайкраще задовільнити? Tell us about the New Wave Exhibition budget. How much does it cost to organise the festival and how profitable is it? How is the budget put together and how is it spent? In reality, money is never enough. High-quality requires a lot of money as you cannot sew a good dress from bad fabric, you can’t put a BMW motor in a Soviet Zhiguli car and expect it to run smoothly. It works the same for a festival programme – quality requires a lot of investment. Logistics expenditures, technical costs, equipment, design, on-spot works, professional fees, cooperation with bloggers, social media advertising, trailers – the list is endless. You can’t even do advertising or a photo shoot without putting money into it. Money is essential for the project and is the only reason that can stop it. For example, Gogolfest has a budget 20 times the size of ours. We have quite a big budget for the festival which is compensated through ticket sales, so there is huge financial risk. Last year’s budget was 350,000 UAH. I can’t disclose this year’s budget, but this year’s event is bigger and we have already exceeded the budget by 25 percent. That’s the reality. Each day we cut expenses, optimise others, and add something new.

The New Wave Exhibition programme is so rich and varied that it can be hard to focus on any one thing. In your opinion, what are the must-see events? Honestly, it is very difficult to name just one or two things as we thoroughly select all speakers and participants for the entertainment part of the festival. We conduct the event once a year and each participant is exclusive. We’ll have over 300 representatives

of modern culture from six countries, with three multigenre musical scenes, 25 DJs, and many bands showcasing 28 hours of high-quality music and five hours of original world-class shows – circus, paper, music, light. We have a modern art exhibition featuring the latest technologies, 23 hours of lectures from renowned speakers, interactive VR installations, mind-blowing film screenings, workshops, theatre performances, literature readings, five excellent food courts, and five hours of children’s programming. To name just a few, check out TNMK’s Fahot, who will perform his own DJ set; journalist Slava Frolova, founder of the Slava Frolova Group of young Ukrainian artists; and Mariya Oz, the founder and art director at Oz Aesthetic Animation. The 18+ area will have workshops on painting nude models and much more. Don’t miss out on your chance to hear the world’s one and only opera diva that plays laser harp. How does one become an art philanthropist? Well, it’s easy – just come to the festival, as it pays the artists through ticket purchase. This year we were able to conduct the festival thanks to the 3000+ people that attended last year. So each person in attendance automatically becomes an art philanthropist, as s/he is making an investment in the future of art. That investment is vitally important for the future of the festival and its goal of supporting up-and-coming artists. Attendance shows demand, and demand is needed to continue to improve. We promise from our side excellent management and entertainment. For comparison, tickets to just one artist can cost around 1500 UAH, but you

can find three days of rich programming in a variety of genres (music, movies, architecture, theatre, literature, art, etc.) for just 250 UAH!

Can you tell us more about the new educational project from #NWE? Generally it is mini-projects, not one massive one. They will showcase collaboration and support the realisation of the ideas of many participants. It foresees the creation of an educational artistic area where artists, musicians, filmmakers, and designers can communicate, generate new ideas, learn, work together, and create new projects. I should mention that it will only come to life if this year’s NWE is financially successful. Secondly, there is always the question of expanding the current platform and the issue of money, but we believe the long-term investment is worth it.

What’s New Wave Exhibition mean to you personally? For us – for the team of NWE, me personally and festival's co-creator Yulia Shyvala it means new possibilities, a new future for many talented, smart, and cool Ukrainians. It’s a new status for Ukrainian culture and a real breakthrough for the country in general. Cultural projects are a country’s trademark. The higher the level of culture, the better the level consciousness; and the higher the level of consciousness, the better life becomes in the country. Everything we read, listen to, watch – these things form us, our mentality and point of view. That’s why culture can make society better. The NWE is my baby, a project that has changed my life and continues to change it. It’s the first thing on my mind after I wake up and the last thing I think about before bed. NWE is bigger than just a festival, it’s new values and a project created by people that live life in a different way. It’s the project of the future! LVIV TODAY | May 2018

LVIV INTERVIEW Проекти, які живуть понад три роки з успішною динамікою, які збирають довкола себе щороку 3000 людей, які руйнують усі шаблони та впевнено йдуть до своєї цілі, проекти, місія яких змінити наше завтра, задати зовсім інший рівень в креативних індустріях та змінювати світ за допомогою якісної альтернативи, а не безрезультатної боротьби із застарілими інститутами? Ми створюємо рішення, базуючись на тенденціях майбутнього, навіть якщо всі вони наразі не функціонують, а є люди, які створюють рішення орієнтуючись на досвід минулого. Прийшов час дати нам зелене світло та зрозуміти, що ніхто так якісно не подбає про майбутнє, як люди які в ньому будуть жити.

Чому така постійно зростаюча кількість митців виявляє бажання співпрацює з Вашою арт-платформою? Тому що щороку про нас дізнається все більше людей, спостерігається позитивна динаміка. Якість проекту росте, все більше людей, що навіть не дотичні до мистецтва долучаються до проекту, і за рахунок цього ми накопичуємо ресурси, які допомагають нам реалізовувати більше.

Якщо говорити про бюджет New Wave Exhibition: скільки коштує організувати фестиваль та наскільки він є прибутковим? З чого складається бюджет, і на що реально вистачає в підсумку? Реально, грошей завжди не вистарчає. Якість потребує колосальних вкладень, ти не можеш пошити круте плаття з неякісної тканини, ти не можеш вставити в BMW двигун з Жигуля і сподіватись, що він поїде. Так само і з програмою фестивалю – якість потребує вкладень. Бюджет дуже великий, як на фестиваль, що окуповується тільки за рахунок вхідних квитків. Ти банально не зробиш рекламу чи промо компанію не вклавши у це жодної копійки. Логістичні та побутові витрати, технічні райдери, технічне забезпечення, оформлення та робота з локацією, дизайни, гонорари, співпраця з блогерами, реклама в соцмережах, промоподії – цей список безкінечний. Якраз гроші – це основне у цьому проекті, оскільки це єдина причина, що може припинити або спровокувати його існування, все інше у нас є. До прикладу, Гогольфест має бюджет приблизно у 20 разів більший, ніж у нас. А ми заробляємо гроші виключно за рахунок вхідних квитків, тобто фінансово ризикуємо ми, звісно, не по-дитячому. Минулорічний бюджет був орієнтовно 350 000 грн. Цьогорічний не буду розголошувати, але він більший,

і то, за попередніми підрахунками ми вже перевищили витрати на ¼ запланованого.. І так щодня: ріжемо, оптимізовуємо, але знову щось додається. Такий проект потребує великих вкладень. Але ми впевненні, що щороку попит на продукт, який ми пропонуємо буде тільки зростати.

Locations across the regional capital of Ivano-Frankivsk will host the Porto Franko festival, a contemporary art event rightly believed to be among the most important on the Ukrainian art scene, from 13-17 June. The event features tonnes of music, theatre and dance performances, film screenings, and art installations. This year’s theme is “Air Port” and the IvanoFrankivsk International Airport will serve as the festival’s main artistic hub, while the festival’s main sponsor is Antonov Airlines. In addition to the airport, other intriguing event venues include City Hall, Potocki Palace, the Railway Station, and the Promprylad plant.

Odesa Goes Center Stage Music festival aims to return Ukraine’s Black Sea port city to the European cultural map

krainian classical pianist Alexey Botvinov is an infectiously enthusiastic character who seems curiously immune to the default pessimism more commonly associated with many of his compatriots. “They say that the phrase “may you live in interesting times” is actually an ironic curse, but I never saw it that way. I even enjoyed Perestroika,” he quips. That this sunny disposition has survived the traumas of the post-Soviet years is in large part thanks to the endless inspiration Botvinov draws from his home city of Odesa. After completing his musical education in the twilight of the Soviet era, he joined the early 1990s exodus of classical performers fleeing the wreckage of the USSR. However, after a few years of comfortable exile in Dusseldorf, his nostalgia for Odesa proved too strong and Botvinov returned home. “Cultural life in the early years of Ukrainian independence reached rock bottom, with empty theatres and dangerous streets that even made it difficult to attend events, but I felt that I simply had to renew my connection with Odesa. This connection makes me strong and inspires me.”

Botvinov has remained in Odesa ever since, using the city as a base from which to continue his global touring schedule at some of the world’s most prestigious classical music festivals. Over the intervening two decades, Botvinov’s love affair with the Black Sea port city has shown no signs of waning. On the contrary, the pianist is now trying to repay his hometown by putting Odesa firmly back on the European cultural map. Since 2015, Botvinov has been the driving force behind the annual Odessa Classics festival, which takes place at venues across the city in early June. Currently in its fourth year, the festival has expanded from an initial four-day schedule to become a ten-day extravaganza. The list of performers has also grown impressively, with superstars like Israeli violinist Maxim Vengerov set to headline at this year’s festival. Other highlights include a gala concert by the Berlin Chamber Orchestra on Odesa’s iconic Potemkin Steps. The idea for the festival first came to Botvinov in summer 2014 when Ukraine’s future as an independent state appeared to be in grave danger. Russian hybrid forces were seizing towns and cities across eastern Ukraine and efforts were underway to destabilize Odesa itself. “Those were the darkest hours for our nation,” he recalls. “As events unfolded, I found myself asking what I could do for my country.” He decided that his most meaningful contribution would be to establish a classical music festival capable of promoting Odesa and portraying Ukraine in a positive light internationally. Given the military emergency in the country at the time, cultural diplomacy was not high on the agenda. Indeed, he chuckles as he recalls the difficulties he faced when trying to enlist the support of the municipal authorities. Ultimately, the inaugural festival was only possible thanks to Botvinov’s own personal contacts within the world of classical music, together with the magical allure of Odesa itself. “The Odesa branding was crucial,” he admits. “If I’d come to many of the musicians with a proposal to perform in Kyiv, there is a good chance that they would have said “thanks, but unfortunately

I am busy.” When the invitation is for Odesa, people are more inclined to make room in their schedules.” Odesa’s continued pulling power in classical music circles may come as a surprise to observers more familiar with accounts of Ukraine’s impoverished arts scene. Botvinov says this is a legacy of the city’s rich cultural heritage, together with the many famous performers who spent their formative years in Odesa before going on to become major international stars. “Every violinist in the world knows Odesa and regards it with a sense of awe because it features in the biographies of some many legendary performers. This gives us a wonderful foundation to build on.” Botvinov hopes that the festival will help to improve outside perceptions of Ukraine while also raising Odesa’s international profile. Looking back at reaction to the first festival in 2015, he recalls the impact of coverage in the Russian media, which was then at the height of its “fascist Ukraine” propaganda offensive. “All those articles and reports about the dynamic cultural life of Odesa came as quite a surprise to Russian audiences who were then being encouraged to believe the country was spiraling into extremist chaos. The impression created was more powerful than any political speech.” He also sees the festival as a way of promoting Odesa as an international tourist destination and demonstrating that the city has much to offer in addition to its legendary nightlife. “We already have a lot of tourists coming to Odesa to party, but my goal is to boost cultural tourism. There is so much more to Odesa than beaches and carousing. This city has enough of a classical music heritage to serve as one of the cultural capitals of Eastern Europe. Wednesday, 27 June 15:00: Peirani & Parisien Duo (France) France’s Vincent Peirani and Emile Parisien first met in 2009 and the duet produced the Belle Époque album in 2014, which became a jazz sensation in Europe. The pair creates unconventional sounds using instruments like the piano accordion and soprano-saxophone. Following the traditions of famous French jazz musicians as accordionist Richard Galliano and saxophonist Michel Portal, the duet has created a special new sound. Their works are light, joyful, self-deprecating, and humorous, and not bound by technological or stylistic limits. The concert will be held with the assistance of the French Institute, the French Embassy, and the Alliance Francaise in Ukraine.

17:00: ONUKA (Ukraine) ONUKA is a joint project of famed Ukrainian sound producer and musician Evgeny Filatov (The Maneken) and Nata Zhizhchenko. Their music is an organic mix of electronics, topical pop music, and ethnic Ukrainian motifs. Their first single ‘Look’ was released in 2013 and they have since released the 2014 album ‘Onuka’ and the five-track ‘Vidlik’ EP in 2016. Alongside the National Academic Orchestra of Folk Instruments, the group filled halls in Ukraine’s largest cities on their 2016 national tour. Last year, ONUKA played ‘Vidlik’ as a special guest of the Eurovision Song Contest, which saw the song’s popularity rocket in countries like Australia, Britain, France, and Germany. They joined Deep Forest on a European tour last year and received many publisher and music awards. ONUKA released their second full-length album ‘MOZAЇKA’ in March.

17:00: HI5 (Austria) Concerts of Austrian group HI5 are always adventurous and pleasurable. The musicians call their art ‘chamber jazz minimalism’, which they say paves the bridge from jazz to chamber music. Despite the stated minimalism, the group demonstrates ingenuity and conceptuality in their works. HI5 has received several important awards, including the Joe Zawinul Award (2012), Bucharest International Jazz Competition (2013), and the Jimmy Woode European Jazz Award (2013). The show will be supported by the Austrian Cultural Forum in Kyiv and the OeAD’s Lviv Cooperation Office.

Thursday, 28 June 15:00: Dave Feusi – The Groove Gang (Switzerland) Dave Feusi has performed the duties as both president and leader of the JazzBaragge Association since 2001. He created the weekly JamBaragge in Zurich, which is a spontaneous exchange of music for young and more established musicians. LVIV SOCIETY LVIV CELEBRATED CITY DAY This year’s Celebration of the City Day took place on May 5th-6th. Most of the celebrations with a rich and colorful entertainment program were concentrated in the central part of the city. To mark Lviv’s City Day, Mayor Andriy Sadovyi recognised 47 of the city’s most accomplished citizens with special titles and awards at a special city council meeting at city hall. James Temerty, the Canadian businessperson and philanthropist responsible for funding Lviv’s new Metropolitan A. Sheptytsky Centre, was named an honorary Lviv citizen; Invictus Games gold medalist Roman Panchenko was named Leopolitan of the Year; and Rostislava Fedak, the founder and director of the Ukrainian women’s movement history museum was honoured with the Olena Stepanivna Award. UKRAINIAN PRESIDENT VISITS LVIV President Petro Poroshenko visited the Western Ukrainian capital on 20 April for a working visit. The Head of State took part in the Agroport West Lviv agricultural exhibition and emphasised the importance of carrying out reforms in the agricultural sector to promote Ukrainian business and attract foreign investment. While in the city, the President announced plans to launch a narrow-gauge railway from Lviv to Europe. “I want to move the railway with the EU and bring Europe to Lviv”, he said. “If the project of building the narrow-gauge railway is developed, tourists could travel without changing trains and this will increase the value of Lviv as a transport hub and improve the situation with rail freight”. The President also visited Lviv’s Regional Perinatal Centre, where he handed over a certificate for diagnostic equipment and inspected the renovated facility. He noted that the renewal of such centres was the best way to protect young Ukrainians and create conditions for their happy and healthy lives. He also met with the public at Lviv National University, and with elected officials at City Hall and the State Administration, while in the city.

"Можемо це зробити, якщо будуть опрацьовані проекти побудови вузької колії до Львова, щоб туристи могли їхати без пересадок. Це значно збільшить значення Львова, як залізничного вузла, це значно покращить ситуацію з вантажоперевезеннями". Президент також відвідав Львівський регіональний перинатальний центр, де він передав сертифікат на діагностичне обладнання та оглянув відремонтований об'єкт. Він зазначив, що оновлення таких центрів є найкращим способом захисту молодих українців та створення умов для їх щасливого та здорового життя. LVIV CELEBRATES VYSHYVANKA DAY Lviv’s city centre was the site for the official start of the Vyshyvanka (Embroidered Shirt) Festival on 12 May. Held for the third time, the event was part of celebrations marking World Vyshyvanka Day. Leopolitans and guests of the city were delighted by the numerous workshops, concerts, exhibitions, fashion shows, children’s contests, and traditional Ukrainian cuisine tastings. Some of the event’s highlights were the flash-mobs that decorated the Shevchenko Monument with a huge embroidered towel and dressed the trees lining Svobody Avenue in ‘embroidered outfits’.

Lviv Real Estate A thriving IT industry, close links to the EU and an expected international tourism boom make now the ideal time to invest in Ukraine’s fairytale city

hile Lviv is only Ukraine’s seventh largest city, it has established itself as the country’s No.2 real estate market. These top 10 tips should provide some insight into the many Lviv-specific factors that make the west Ukrainian capital such an attractive but challenging city for potential investors.

1. LVIV’S DIVERSE ARCHITECTURE IS A EUROPEAN TREASURE Given the scale of the devastation throughout Ukraine during World War II, it is difficult to comprehend how Lviv’s beautiful Old Town emerged virtually untouched by the ravages of the conflict. Unsurprisingly, Lviv’s pristine historical center features on the UNESCO World Heritage list. This large area encompasses over 300 acres (120 hectares). Here you will find examples of Gothic architecture like the Latin Cathedral, alongside Renaissance pearls such as the Black House on Market Square. Much of Lviv’s Old Town gained its Renaissance style from Italian architects imported to the city following the Great Fire of 1527. There are buildings in Baroque style such as the Peter and Paul Church on Teatralna Street, and of course, numerous highly ornamental Art Nouveau buildings with decorative ironwork, glass, ceramic tiles and brickwork built when Lviv was part of the Austro-Hungarian Empire. There are also buildings dating from the Interwar period (1918 to 1939) such as the wonderful Jonasz Sprecher building on Mitskevych Square. Few cities anywhere in the world can match this ensemble.

2. OLDER APARTMENTS PRESENT “HISTORIC” OPPORTUNITIES WHILE LVIV’S HISTORICAL ARCHITECTURE WAS FORTUNATE TO ESCAPE THE DESTRUCTION OF WORLD WAR II, TIME AND LACK OF PROPER MAINTENANCE HAVE NOT NECESSARILY BEEN KIND TO THE APARTMENTS IN LVIV’S OLD TOWN. MANY IF NOT MOST OF THEM REQUIRE A COMPLETE RENOVATION. If you are considering buying and renovating one of these gems, it is important to engage a professional for a thorough technical audit prior to purchase. You should find a skilled contractor with experience renovating historical buildings. Potential pitfalls include energy inefficiency and old wooden floors that require replacement. Many older apartments in Lviv were once part of larger apartments and as a result can have poor sound isolation and odd layouts. The high ceilings of older apartments can be glorious, but also add to energy inefficiency. Technically, Lviv has regulations that require owners of apartments in historical buildings to replace their windows only with wooden windows that have the

same look as the original windows. However, a quick browse around Lviv’s Old Town will show you that violations of this rule are numerous and enforcement has been incredibly lax. Nevertheless, in recent years there have been anecdotal accounts of increased enforcement, especially for apartments with windows facing Lviv’s Market Square. The electrical load capacity of most historical buildings in Lviv can be woefully inadequate for modern living unless they have already been subject to thorough reconstruction. You should keep in mind that you need permission and cooperation from the local utilities service to make this upgrade. This can be a particularly important consideration if you are planning to buy space on the first floor of one of these buildings in order to lease it out as commercial space. The roofs, stairways and entrances of Lviv’s historical buildings can be in terrible condition due to inadequate maintenance. If you are looking to renovate these areas at your own expense, you should be aware that many of your neighbors could be penniless pensioners who will not have the means to share the costs of renovating common areas with you. While your contractor may be able to help you with solutions that do not require replacing the roof, a complete renovation of your building’s roof would definitely upgrade the value of your investment. Moreover, in some cases, the roofs of some older buildings in Lviv’s Old Town have undergone renovation with grants from the Lviv municipal authorities and the German organization GIZ, so you should also investigate if this is possible for a building that you are considering for investment.

Top 10 Investor Tips Leaky roofs, the ravages of time and, on many occasions, the ill-advised removal of load-bearing walls have all compromised the structural integrity of many of Lviv’s historical buildings, making their rehabilitation a special renovation challenge. The appropriate building technologies and methods exist to mitigate such structural damage, but you should select an accomplished contractor and prepare yourself for the additional expense of doing this properly. For decades, Lviv residents suffered from water outages due to the city’s “historical” sewage system that included wooden pipes from Austro-Hungarian times. In recent years, the water and sewage systems have undergone renovation. However, the sewage lines inside many of Lviv’s old buildings still require replacement. In addition to poor sewage lines, many older buildings in Lviv do not have secure entrance areas. If you buy real estate in one in these buildings, you will also want to consider securing the entrance area and rehabilitating the stairway. The original stairways of Lviv’s historical buildings can be quite beautiful, but some of them are wooden and will need more than a cosmetic renovation. Lastly, cobblestone streets add to Lviv’s charm but they can create a lot of noise for residents, particularly for those who live along the routes of trams and bus lines.

3. LOOK BEYOND LVIV’S HISTORIC HEART Numerous examples of stunning but dilapidated historical architecture, especially Art Nouveau buildings, lie well beyond Lviv’s Market Square and Prospect Svobody – the relatively tiny central area most popular with tourists. Until recently, only these tourist spots were renovation targets, but this situation is changing and gentrification is accelerating outward. For example, the Forum Lviv shopping center

and Belgian Village apartments have expedited urban renewal in area about a 12–15 minute walk from Lviv’s Old Town to the north of the Opera House. The facades of older buildings on Pid Dubom Street opposite the mall have received a beautiful facelift. Once completed, the Forum Apartments complex opposite the shopping center will also provide an aesthetic boost to the neighborhood. In the very near future, it is easy to envision that nearby Dzherelna Street (towards Krakiv Market) and Kulisha Street will be prime candidates for investment and gentrification as they lie between the Forum Lviv oasis of development and the Opera House, Prospect Svobody and the heart of Lviv’s Old Town. With Lviv’s relative prosperity and huge inventory of historical buildings, we can expect similar redevelopment to proceed eastwards, westwards and south of Market Square and the city’s inner core.

from October 2018, low-cost carrier Ryanair will begin five routes and fourteen weekly flights to Lviv. Following Ryanair’s announced market entry in Ukraine, existing low-cost carriers like WizzAir have expanded routes from Lviv. Even more low-cost carriers are likely to enter Lviv’s market in 2018 and 2019. This will likely fuel a new wave of tourism industry expansion.

5. LVIV IT SECTOR DRIVES REAL ESTATE DEMAND

Together with tourism, IT forms the other pillar of Lviv’s current economic growth. By many estimates, Lviv’s IT industry currently occupies the No.2 position in Ukraine ahead of much larger Kharkiv, which has a population roughly twice that of Lviv. Lviv’s 30,000+ IT workers form the core of the city’s young middle class and drive demand for real estate in three key sectors: office space, new residential housing, and accommodation for business travelers.

According to Lviv’s center for tourism, the total amount visitors in 2017 was 2.6 million, which is the same as the 2016 total. However, average spending per visitor per day increased from EUR 49 to EUR 75. In 2017, Ukrainians represented over 41% of tourists in Lviv, while Poles and Belarusians represented about 22% and 8% respectively. Another 7.3% of 2017 visitors to Lviv were Turkish, and combined visitors from Germany, the US and UK accounted for just 7.1%. By comparison, nearby Krakow attracted a record 13 million visitors in 2017. While Lviv does not boast mega tourist attractions such as Krakow’s Auschwitz and the Wieliczka Salt Mine, Lviv’s rich history and huge Old Town mean there is much room for the growth of foreign tourism. To meet the demand for future office space and to support further development of the city’s creative class, Lviv’s IT Cluster is leading a consortium of local companies and universities to build the Innovation District Park that will feature office space for 10,000 workers, a 100-room hotel and an “IT university.” Lviv’s IT workers also represent the city’s most attractive middle class segment of home buyers and property investors. They overwhelmingly prefer to buy apartments in Lviv’s new buildings. This preference is due to the ability to buy at pre-construction and pre-commissioning prices, along with new infrastructure and parking spaces. By contrast, there is an acute deficit of parking in Lviv’s Old Town.

LVIV OPINION Many residents of these new buildings tend to be twenty-something singles or young families. Unlike Kyiv, it is still possible to find affordable apartments in new buildings fairly close to Lviv’s downtown. Lviv’s IT industry stimulates business travel to the city. Many IT companies rent several “corporate apartments” per month to host visitors from client companies. In many cases, the renovation quality of these apartments leaves a lot to be desired and almost none of them offer the services and amenities that you would find in a professionally run serviced apartment. Indeed, despite high levels of demand, serviced apartments are currently in extremely short supply on Lviv’s hospitality market.

6. NOW IS THE TIME TO BUY While we are not currently witnessing the absurdly low prices of the early 1990s, in 2018 prices of apartments in Lviv’s historical buildings remain well below the peaks reached in 2006–2007. Small fixer-upper apartments in the heart of Lviv’s Old Town are available for USD 900 to USD 1,300 per square meter. It is even possible to find central apartments with partial renovations in unique historical buildings for USD 1,500 to USD 1,800 per square meter. Why are local buyers not snapping up all of these attractive deals? One big reason is that Lviv’s most solvent middle and upper middle-class buyer segment is IT workers, who overwhelmingly prefer to buy property in Lviv’s new apartment developments for living and for investment. Many of these buyers are simply too busy or uninterested in taking on the special challenges of renovating an apartment in an historical building.

7. EXPANDING DEMAND FOR COMMERCIAL SPACE Despite flat growth in the total visitors to Lviv in 2017, the 2018 market entry of low-cost carrier RyanAir (and others) will bring hundreds of thousands of new foreign visitors to Lviv. The average spend per day of these new guests will be two to three times higher than that of Ukrainian tourists, which will accelerate gentrification

This will increase demand for quality commercial space in Lviv’s Old Town and further afield. Typically, the first floor of Lviv’s historical buildings is suitable for commercial space but may require additional investment. If you are planning to invest in a fixer-upper property in one of these older buildings, then you should keep in mind that all of the aforementioned challenges of renovating apartments in historical buildings also apply to commercial properties and there are certain things that require special consideration. For example, if you are planning to open restaurant or cafe, then you will need to increase the electrical load capacity of the property. You may wish to expand or move the entrance of a commercial property to make it more convenient for your clients. However, in most cases this will not be possible as Lviv’s historical buildings are subject to preservation restrictions.

8. LVIV’S HOTEL INDUSTRY OFFERS ROOM FOR GROWTH When analyzing Lviv’s tourism and hospitality market, it is useful to compare Lviv with Krakow – a nearby city across the border in Poland with a slightly larger population, a similar history and an attractive Old Town. In 2017, Lviv had only about 20% of the foreigner visitors that Krakow attracted (2.6 million vs. 13 million) and yet Lviv has around 39% of the total hotel rooms that Krakow has (4,132 rooms compared to 10,710 rooms). At first glance, it would seem that Lviv has plenty of hotel rooms to support tourism growth in the near-term. However, Lviv has an acute lack of internationally branded hotels. Various plans are in progress but it remains far from certain that the local owners of hotel projects in Lviv will develop them as internationally branded hotels. Thus far, the owners of new hotels in Lviv have been more interested in spending money on luxurious renovations rather than investing in hiring and training personnel to ensure high service quality. For example, on average Europe’s hotels spend 35% of revenue on personnel, but in Lviv this number is 25% or lower at the city’s most expensive hotels. This undersupply of branded hotels in Lviv is a clear opportunity for investors. In the opinion of Lviv hotel consultant Ivan Loun, the first group to develop a large international-branded hotel in Lviv with a good location will quickly claim a large market share and enjoy pricing power over local competitors.

9. DEMAND FOR DAILY RENTALS Unlike Kyiv, Lviv does not have sizable market demand for premium multi-bedroom long-term rental apartments. Even though Lviv is attracting more

foreign investors, the lack of international schools in the city discourages expat managers of foreign companies from relocating to Lviv with their families. Instead, many expat managers who have children often fly home for the weekend and typically sign long-term rental agreements for relatively small apartments or elect to stay in hotels or daily rental apartments for shorter stays. However, the quantity of high-quality hotel rooms in Lviv is quite low and the renovation and service quality of most daily rental and short-stay apartments in Lviv is also far below the needs and expectations of foreign business travelers. According to Lviv’s center for tourism, approximately 28% of visitors to Lviv stayed in rental apartments, but given the size of the black and grey market in Ukraine, it is safe to assume that the real figure is probably much higher. However, most short-stay apartments in Lviv cater to local tourists who have lower budgets and modest expectations. The market entry of Ryanair in 2018 will bring an estimated 250,000 additional visitors to Lviv per year. This should stimulate demand for higher quality daily rental apartments. If you plan to invest in short-stay apartments with Western-style renovations in Lviv, then you should also target the city’s large IT companies, many of whom rent several apartments per month to accommodate clients, who often come for longer stays and would prefer to stay in apartments rather than in hotels.

10. LVIV OBLAST OPPORTUNITIES The EU-Ukraine Association Agreement provides for increased trade ties and economic integration in a series of gradual steps. It is already paying dividends, with Ukraine’s exports to the EU increasing by 27% in 2017. During Medieval times, Lviv owed much of its prosperity to its fortunate location along trade routes connecting Europe and Asia. Today, history seems to be repeating itself as growing numbers of foreign manufacturers set up operations in Lviv Oblast to take advantage of Ukraine’s EU Association Agreement and gain quick access to EU markets. Downtown Lviv is only about 80km from the EU border, but today there is a shortage of industrial real estate for large production sites inside the Lviv city limits, so manufacturers are looking for sites in the towns of Lviv region, many of which are much closer to Poland. In addition to favorable geography, manufacturing wages in Lviv region are much lower than in neighboring Poland. As international investment expands in Lviv region, real estate investment opportunities will also grow.

LVIV REAL ESTATE: 2018 AND BEYOND In 2018, Lviv appears poised for further economic growth based on a combination of positive factors including tourism, IT services and manufacturing. Real estate investment opportunities in Lviv seem plentiful, with the hospitality sector, commercial real estate, and industrial real estate all bearing closer consideration. For investors who are especially captivated by Lviv’s historical architecture, perhaps now is the time to bet on Lviv’s future by buying part of its past. EBA SPECIAL EBA GENERAL MEETING WITH YAKIV SMOLIY

For the first time in 10 years, the newly appointed Governor of the National Bank of Ukraine visited Lviv to communicate with business on April 13. New strategy of the National Bank of Ukraine, crediting, current situation with the monetary restraint, credibility of banks and other topics have been discussed during the meeting with Yakiv Smolii. The most talked about topics were related to currency regulation (effect on rate exchange) and crediting. In particular, “We have a free floating currency rate”, said Yakiv Smolii. Existence of such an instrument in the hands of the National Bank today does not put one to the wall, as it was with fixed rate, but effectively influences distortion in the coordinate system. We can also expect that by maintaining such dynamics Hryvnia will be steadily strengthening. As there is no certainty in possibility of speculations on the currency market, there are no plans on substantial liberalization

within the next 3-6 months. In May, significant changes are expected in the bank legislation designed to simplify life of business adopted by Vekhovna Rada, in particular – the Draft Law “On currency” No. 8152. Unfortunately, loans for business shall remain relatively expensive, as there is a huge amount of non-performing loans (56% of loans on the market are not serviced by debtors). The actual loan rate includes vital risks and account for potential high inflation; therefore, it will be within 14-15% for businesses. In respect of the role of banking sector regulator, National Bank considers optimization and balancing of loans for related parties among its main tasks. In addition, the Governor was asked about his opinion on the cryptocurrency and he stated that blockchain is good, and cryptocurrency could not be considered as means for payments, and consequently could not be regulated by the National Bank of Ukraine. Dmytro Solohub, Deputy Head of the National Bank of Ukraine, confirmed that monetary policy of our country will be harsh, that supposed to foster in reduction of inflation rate to the level of 5% (+/- 1%) by the end of 2019. EBA MEETING Q&A SESSION WITH MANAGEMENT TEAM OF SFS IN LVIV REGION AND LVIV CUSTOMS Representative of the EBA member companies had a Q&A session meeting with the Executives of the State Fiscal Services in Lviv region. All the attendees had an opportunity to discuss issues that could arise during inspections, as well as registration of tax invoices, and possibility of simplification of tax administration in the future. The question of recruitment in Lviv Customs was not ignored, as well as situation of documents registration process of foreign economic affairs/activities based on the single custom window principle etc. Ihor Kondro, Head of the Main Department of State Fiscal Services in Lviv region, assured there should be no doubts in business integrity, if a company operates within a legal framework. Also, Ihor Kondro stressed the fact that phone lines are always open for communication and consulting should any issues or comments occur.

It was the first meeting in Q&A session format with the authorities, and attendees were able to ask questions related to general situation, their companies in particular, and received detailed responses.

SECURITY MATTERS: MEETING ON CYBERSECURITY WITH UNDERDEFENSE

On April 19 took place a lively meeting with two experts on cybersecurity Roman Trukhin and Mykhailo Horbych, representatives of UnderDefense company. Our speakers stressed the importance of people, processes and technologies for cybersecurity. Based on their own experience Roman and Mykhailo stated that employees are the largest security vulnerability in any company, especially if no prior trainings, testing and explanations on security were made. Company can invest in the most expensive antivirus software and protected servers, introduce a twolevel authorization and use complicated passwords, however, none of the enlisted LVIV TODAY | May 2018

above preventive measures will work, should one of the employees “inserts his/ her personal memory card into computer and affect the whole system with a virus”. Roman and Mykhailo presented detailed explanation of possible threats and solutions. They also confuted an argument “who needs my data?” and encouraged company executives for precise selection of those, whom they trust company data. Threat can come from anywhere. Any company regardless of its size can be a victim of cyberattacks, and for a small company this could be a way to bankruptcy. It is worth to keep in mind that threats could be both external and internal. The

most dangerous outcome of data loss could be the fact that these data might end up in hands of an intruder without any possibility to restore data. Cybersecurity should be a continues process, and not a one-off activity. As a conclusion to this meeting, we would like you to take a thought on “How much will cost a waiting time, restoring of data and loss of even one of your clients for your business?” Is it worth considering some cybersecurity provisional measures by making these simple calculations? EBA RESEARCH L ABOUR MARKET INDEX OF WESTERN UKR AINE, 14 WAVE EBA Western Ukrainian office together with Lviv Consulting Group quarterly conduct research on labour market of Western Ukraine using questionnaire on Western Ukraine Labour Market Index. The aim of this Index is to define dynamics of the situation in the market in order to identify areas for improvement.

Incentives/benefits that help companies to retain employees

This year such survey was conducted during the period March through April. The biggest companies of Western Ukraine were invited to participate (24 companies responded to questions in the survey).The integrated index reached 2.5 points (5 – definately favorable for employers, 1 – definitely unfavourable for employers), which means that the majority of the respondents still see some difficulties on the labour market. Key figures of the Index (14th wave) are the following: Around 50% of companies in the second quarter of 2018 are planning to review pay levels: • 37,5 % of companies may increase pay by 10 % – 15% • 12,5 % of them may increase by pay by 20% – 35 % Dynamics of gross salary changes for employees with 2+years experience for the first 4 months of 2018: • wages of non-skilled workers have not changed and are at the level of 6100-7000 uah

• wages of skilled workers went up by 15% on average and amount to 9100-13000 uah. • salaries of administrative employees are at the level of 2017 and amount to 8100 – 9000 uah on average; but administrative employees with experience 3 to 5 years enjoy a 20% – 25% pay increase up to 13000 – 15000 uah. • salaries of specialists went up by 15% and amount to 12 000 – 14 000 uah on average. • middle level managers' salaries increased by 25% – 30% , now they earn from 16000 uah to 22000 uah.

Final year students and fresh graduates without practical experience are offered 4200 uah – 6000 uah by employers. 50% of companies provide medical insurance to employees; this percentage increased twofold compared to 2017. EBA RESEARCH By analysing survey results, Oksana Abramenko, Deputy Director, Recruiter at Lviv Consulting Group, commented: “Among the reasons why the Index level is below the neutral zone are: a significant drop in quality of personnel due to labour migration, complexity of retaining or attracting remaining resources with existing pay levels in Western Ukraine. Companies pointed out that, on one hand, they compete with Poland and neighboring countries, and, on the other hand, there is competition with the state, for example, due to subsidies provided by our government. Some employers mentioned that they had received propositions from employees to receive wages “in envelopes” in order to qualify for subsidies. The "white" companies that participated in the survey also compete with lessconscious players on the market that agree to pay wages “in envelopes” to avoid paying high taxes. In addition, companies pointed out that there is not enough young, qualified and skilled candidates graduating universities to fill up the outflow. " Maryana Lutsyshyn, Team Leader of EBA Western Ukrainian Office, in her comments to the results of the Index, noted that if you look at the dynamics of the Index, the situation does not look quite optimistic. Companies still complain on a high level of labour migration. However, one should not create the illusion that migration processes are the only existing issues on the labour market in Western Ukraine. Migration is a natural process that exists in every country. It is worth considering steps that should be done to keep Ukrainians at home, and create appropriate conditions for those who would like to return from abroad and apply their experience in Ukraine. Taras Yurynts, Member of EBA Western Ukrainian Office Regional Coordination Council, Director of Guldmann Ukraine: “As we can see, according to the Index, labour market is currently in an unfavourable position for employer. However, I truly hope that this should not cause another wave of dissatisfaction, but encourage business and government to implement active actions. The position of a fair/even business should be in a passive mode, i.e. one should not expect favourable conditions on labour market happening itself to make various ferent investment decisions. In contrary, it is necessary to work towards creation of conditions for development and retainment of talents to insure increase in your own organisation. Tendencies of labour outflow is not a new topic. International companies with its affiliates abroad are talking about it, on the first place. Why not offer them the opportunity to go abroad to work abroad within their group? Thereby, companies will not only retain employees, but would be able to receive additional advantages by implementing employees’ skills and experience in the parent company, and might have employees who are already savvy to work in a qualitative international environment”. Taking into account the fact that Ukraine is important center of IT industry, shareholders of our company decided to expand the company's activity to Lviv. At the moment we consider the possibility to establish a subsidiary in Ukraine or to open a representative office of our polish company. Could you please advise us on advantages and disadvantages of each of the mentioned options? Kind regards, Piotr.

Dear Piotr, In fact, two main options to expand a foreign company to Ukraine would be establishing its subsidiary or opening representative office. Each of the possibilities has its pros and cons. So, establishing a subsidiary of a foreign company, in particular, in form of a limited liability company (LLC) would be easier, faster and cost less for the parent company than opening a representative office (RO). According to Ukrainian legislation, the list of documents required for establishing a LLC is much shorter than such for a RO. Beside this, LLC may be registered within 1 working day (once all required documents are submitted for registration) while registration of a RO takes approximately 2–3 months. State registration of a LLC is free of charge. At the same time, fee for state registration of a RO amounts to USD 2500. However, representative office has its advantages over a subsidiary limited liability company. In particular, in a representative office foreigners may be employed without obtaining work permit, although subject to obtaining a special card. Additionally, there are according to Ukrainian legislation some advantages in the field of currency regulation. Taking into account the fact that RO has no legal entity status, there is no need to determine the amount and to pay its charter capital. However, according to Ukrainian legislation there are no requirements to the minimum charter capital of a LLC, as well, thus investor may determine such amount by himself. Liability of the foreign parent company (shareholder) in LLC is limited only to the amount of its share in such subsidiary. Establishing a subsidiary has also some tax advantages, for example, a LLC in Ukraine may choose the simplified taxation system, while RO may not. However, RO may be established as such that does not provide commercial activities (which, apparently, wouldn’t be your case), in this case it will not pay corporate income tax. Thus, considering the mentioned above, you can choose the form which would be more suitable for the purposes of your company. 2011–2017

LVIV’S FIRST SHARED SERVICE CENTRE FORUM

krainian and regional shared services (SSC) and business process outsourcing (BPO) experts gathered for the Ukrainian Shared Service Centre Forum at Lviv’s SoftServe Headquarters on 26 April. Organised by PwC Central & Eastern Europe with Lviv City and Regional governments, the forum attracted SSC practitioners, advisors, technology providers, and other experts to discuss the opportunities stemming from Ukraine’s emergence as an attractive destination for SSC and BPO operations in the region. For example, Lviv attracted Nestle’s SSC five years ago and the company now employs over 1100 employees. VEON (Kyivstar) is also pleased with the success it has seen with its SSC in Lviv.

Event speakers included Dr. Lyubomyr Zubrytskyy of Lufthansa Global Business Services in Krakow, who along with other Polish-based experts like BiznesPolska’s Thom Barnhart and PwC’s SSC of Excellence partner Adam Jamiol, shared experiences from the CEE’s leading market. Richard Pollard, the managing partner for PwC Ukraine, led a sizeable PwC delegation that provided exclusive updates on the eagerly-anticipated opening of the firm’s SSC in Lviv. Geert Jan Lutjes, VEON’s SSC Ukraine CEO until last month, shared his experiences of building an organization and performance culture. Runway Ukraine managing director Yuriy Semenov outlined opportunities for the further development of nearshoring and BPO services in Ukraine, and Deloitte’s Global Location Strategy director Elias van Herwaarden provided insight into current trends in corporate site selection, internationalisation, and footprint optimisation strategies. In examining factors such as the level of economic and market development, geographic location, and existing practices of SSC implementation, speakers at the Shared Service Centre Forum concluded that Ukraine in general – and Lviv in particular – presents an attractive balance of positive features and opportunities to consider the country an ideal location for SSC creation. Participants agreed that the forum should become an annual event in Lviv as the event can help attract significant foreign investment as the host country accumulates new workflows and infrastructure from a number of neighbourhood franchises.

Volleyball: Lviv’s Barkom-Kazhany Wins Super League Volleyball Lviv Today congratulates the Barkom-Kazhany players for winning the Ukrainian Super League Championship on 29 April! Lviv defeated Kharkiv’s Lokomotiv in the final with a dramatic and emotional 3–1 win (25–23, 18–25, 25–19, 25–19). Lviv’s Volodomyr Tevkun led the way with a determined effort and 16 points.

Волейбол: Львівські волейболісти – чемпіони України Наша редакція щиро вітає гравців і тренерів львівської команди "БаркомКажани" з перемогою в чемпіонаті волейбольної суперліги України 29 квітня! Львів’яни перемогли харківський "Локомотив" на його полі у фіналі драматично та емоційно (25–23, 18–25, 25–19, 25–19). Лідером у нашій команді, безперечно був Володимир Тевкун, який набрав у матчі 16 очок.

Handball: Lviv’s Halychanka Ukrainian Handball Champions Lviv’s incredible Halychanka women’s handball team won their fourth Ukrainian Super League championship after edging Uzhhorod’s Karpaty 14-13 (28-28) on 29 April. Led by coaches Tetyana Shtefan and Angela Savchenko, the Halychanka ladies have developed a dedicated following with their recent successes and have become one of the most popular and successful teams in Lviv. On behalf of all Leopolitan sports lovers, Lviv Today congratulates the girls on their amazing achievements.

Гандбол: Львівські гандболістки – чемпіонки України Львівська жіноча гандбольна команда "Галичанка" виграла вже свій четвертий чемпіонат суперліги України після перемоги 3 травня над Ужгородською командою "Карпати" з рахунком 14–13 (28–28). Під надійним керівництвом тренерів Тетяни Штефан і Анжели Савченко, майстрині малого м’яча дуже вдало виступали на майданчиках України і стали однією з найпопулярніших і найуспішніших команд у Львові. Від імені всіх львівських любителів спорту наша редакція вітає "Галичанок" з чудовим досягненням!

Lviv's best Athlete of the Month: Solomiya Brateyko Lviv’s 17 yeasr old Solomiya Brateyko was awarded Athlete of the Month for March based on her performance at the 2018 BELGOSSTRAKH European Under 21 Championships in Minsk, which took place during March 8–11. The tournament gathered 56 players in Men’s and 55 players in Women’s Singles Events. At the championship in Minsk Solomiya Brateyko together with Natalia Bajor of Poland clinched gold medal in Women’s Doubles. Lviv Today congratulates Solomiya on her achievement and wishes her the best at all upcoming tournaments.

Rugby: Lviv teams at Rugby National Championship Lviv’s newly-renovated specialized Sokil Stadium hosted the second tour of the women’s rugby sevens division on 12 May. Eight teams took part in the competition, including two from Lviv – Levytsy and Ground Forces Academy. Levytsy claimed third place after beating Odesa’s Otrada 24–0 in the third-place match. The top four teams are now only separated by two points. The champion will be crowned in autumn at the end of the fourth tour.

Регбі: Львівські команди у Чемпіонаті України з Регбі

Сімнадцятирічна Львів’янка Соломія Братейко була визнана спортсменкою місяця за її виступ на чемпіонаті Європи з настільного тенісу в Мінську, що проходив 8–11 березня. Турнір зібрав 56 спортсменів та 55 спортсменок в одинарному розряді. На цьому чемпіонаті наша юна тенісистка разом з Наталією Байор з Польщі здобула золоту медаль у жіночому парному розряді. Lviv Today вітає Соломію з її прекрасним досягненням і бажає їй ще більших на всіх майбутніх турнірах!

У Львові на реставрованому спеціалізованому регбійному стадіоні “Сокіл” 12 травня відбувся Другий тур дивізіону українського жіночого регбі-7. У змаганнях приймали участь вісім команд, серед них дві зі Львова – “Левиці” та “Академія сухопутних військ”. У стикових поєдинках за третє місце львівські “Левиці” обіграли одеську “Отраду” – 24:0. Переможець визначиться восени після чотирьох з’їздних турів. Наразі інтрига в змаганнях зберігається, першу та четверту команду розділяють всього два пункти.

UEFA Champions League Trophy Tour The UEFA Champions League trophy paraded through Lviv on 30 April on its way across Ukraine. UEFA Champions League has millions of fans globally and Ukrainian football fans in the cities of Lviv, Kyiv, Kharkiv, Dnipro, and Mariupol that dream of one day seeing their own club lift the trophy were able to get up close and get a photo with the cup. The Champions League Trophy Tour was launched to bring a once-in-a-lifetime football experience to fans in their home towns, so even if they never had the chance to see a Champions League game live, they can still learn about the competition’s rich history, magical moments, legendary clubs and players – and get their photos taken with one of sport’s most coveted awards. Plenty of star power was on hand to greet the fans, including Ukrainian manager Myron Markevych, retired captain of the legendary 1969 FC Karpaty team Ihor Kulchytskyi, Ukrainian team defender and former Karpaty player Artem Fedetskyi, and famed football star and coach Stepan Yurchyshyn.

Кубки Ліги чемпіонів УЄФА у Львові Трофеї Ліги чемпіонів УЄФА побували у Львові 30 квітня в рамках туру Україною. Ліга чемпіонів УЄФА має мільйони вболівальників в усьому світі а фанати українського футболу у Львові, Києві, Харкові, Дніпрі та Маріуполі, які мріють, що колись їх власний клуб завоює титул чемпіона, змогли сфотографуватись поряд з омріяним кубком. Спочатку кубки продемонстрували вихованцям кількох спортивних шкіл області, а потім їх виставили на спеціальному подіумі у центрі міста. Щоб зробити фото на пам'ять з кубками, вболівальники з'їзджались з усіх куточків області. Та найбільше задоволення отримали наймолодші любителі футболу – це для них чудовий стимул, щоб самим колись здобути чемпіонські звання. Також трофеї супроводжували представники Федерації футболу України. Серед них були, зокрема і заслужений тренер України Мирон Маркевич, капітан легендарної команди "Карпати" 1969 року Ігор Кульчицький, захисник української збірної, колишній гравець "Карпат" Артем Федецький та знаменитий гравець і тренер "Карпат" Степан Юрчишин.

Here’s a look back at the biggest stories of our first 10 years:

2008: Lviv Today Arrives! The rosy optimism that attracted foreigners and investors to the country following the Orange Revolution had not yet completely worn off when the UK’s Peter Dickenson founded Lviv Today in 2008. The modern world was beginning to take shape – Barack Obama won the US Presidency, Russia invaded Georgia, and the global financial crisis all played a part in sharpening political divisions that would come to a head a few years later. “Lviv’s going-out scene has benefitted from a growing number of New Year holiday tourists in recent years, and while the number of foreigners visiting Lviv is expected to be impacted by the global financial crisis, local restaurant and club owners are hoping that this will be countered by a growing number of Ukrainian tourists opting to spend their holiday time inside Ukraine and exploring Lviv.”

2009: Lviv named Euro 2012 Host City While the Russia-Ukraine gas dispute dominated Ukrainian news in 2009, the big new in Lviv was the city being named as a host for the 2012 Euro football championships. As part of the bid, the airport would get a new terminal and a brand-new stadium would be built nearby. “Lviv will join Kharkiv, Donetsk, and Kyiv as host cities, with the Western Ukrainian capital expected to share group stage games with Kyiv. Key projects now more likely than ever to appear include the city’s stadium complex development and airport reconstructions, while also likely to encourage five-star hoteliers to push for hotels in the city.”

2010: Karpaty FC in Europa League playoffs The transformation of Victor Yanukovych from political outcast to President of Ukraine was completed after he secured victory in the 2010 Presidential election, while the big news in Lviv was the magical run by beloved Karpaty FC to the Europa League group stage. “The crowd at Lviv’s Ukraina Stadium let out one of the loudest roars ever on 26 August as Lviv qualified for the Europa

League at the very last moment. With less than a minute left, disaster struck as a Lviv defender slipped allowing Galatasaray to score what looked to be a last-minute winner. Artem Fedetskiy’s fairy tale goal on virtually the final kick of the game is a night few will ever forget.”

2011: Arena Lviv opens The world takes a turn for the gloomy in 2011, as Arab Spring revolutions topple several governments. In Ukraine, opposition leader Yuliya Tymoshenko is jailed, while Lviv goes full-steam ahead in its preparations to host Europe at next year’s Euro 2012 tournament by opening Arena Lviv. “Over 30,000 spectators watched in awe as thousands of dancers, acrobats, and other performers put on an unforgettable show to mark the official opening of Arena Lviv on 29 October. A truly world-class facility, Arena Lviv seats 35,000, can cater to 450 VIPs, and is equipped with heating and watering technology to ensure the football pitch remains pristine year-round.”

2012: Lviv hosts Euro 2012 While the US Presidential election dominated headlines worldwide in 2012, it was Ukraine’s successful staging of Euro 2012 that defined the country’s image in Europe. Hundreds of thousands of Europeans first discovered what we’ve known all along – that Lviv is one of Europe’s last undiscovered tourist gems. “Lviv has garnered words of gratitude and praise after successfully hosting Euro 2012. Over 850,000 fans visited the city, including over 400,000 to the fan zone, where visitors watched football, celebrated, and listened to more than 50 musical performances. The success has led the city to host EuroBasket 2015 and to bid for the 2022 Winter Olympics.

2013: EuroMaidan rocks Ukraine The decision to back away from closer integration with Europe sparked a popular uprising in Ukraine that dominated the news cycles – not only in Ukraine, but worldwide. The uprising would turn into a full-fledged revolution following the forceful removal of peaceful protesters in late November.

“The EuroMaidan – a wave of large public demonstrations and civil unrest in Ukraine – began in response to the government’s decision to abandon closer European integration and grew in size and militancy following the violent crackdown of protesters on 30 November. In Lviv, Prospect Svoboda was overrun by Ukrainian and EU-flag waving supporters, a general strike was called in early December, and university classes have been interrupted as thousands of Leopolitan youth travel to Kyiv to support the cause.”

2015: New police The conflict with Russian-backed separatists in Eastern Ukraine defines the year in Ukraine, with major battles in places like Kramatorsk and Donetsk Airport leading to efforts to mitigate the fighting (Minsk Accords). Post-revolution reforms begin to take shape, beginning with the complete rebranding of the country’s police service. “One area where there is agreement that positive post-revolution change has taken place is with the new police patrol in Ukraine’s major cities, including Lviv. The new, US-style cops are a breath of fresh air in Ukrainian law enforcement, a department that, according to many, was previously notorious for bribe-taking and inefficiency. It is one of the few visible reforms undertaken by state authorities in their quest to achieve European standards in policing.”

2016: New Sykhiv tram arrives Donald Trump’s election in the US shocks the world, but Russian interference in the campaign is less surprising. Ukraine continues its attempts at reform while trying to attract investment that had fled the country post-revolution. Ukraine’s Jamala tops Eurovision, while Lviv’s Mariya Muzychuk becomes world chess champion. The city also finally completes the long-awaited tramline to the Sykhiv suburb. “Lviv finally completed work on the line to the bustling residential district of Sykhiv by launching the new Sykhiv tramline in November. Originally planned in the 1980s, work was scrapped after the fall of the Soviet Union. Delayed again in 2008 due to lack of resources, external funding was secured in 2011 and work began in earnest in 2014. The new line

features seven brand-new Electron carriages purchased by the city this year and connects Sykhiv residents to Lviv city centre with a comfortable 25-minute ride.”

2017: Visa-free travel to the EU Former Yanukovych aide and Donald Trump campaign chair Paul Manafort is indicted on charges of acting as a foreign principal and conspiracy against the USA, Ukrainians are finally seeing some tangible benefits to their postrevolution efforts as the EU waives travel restrictions on Ukrainian citizens. “Ukrainians celebrated a monumental moment in their shift towards Europe when the EU introduced visa-free travel to the 30 Schengen Zone countries on 11 June. Ukrainians wishing to travel to Europe for tourism, business, or visiting relatives, no longer need to go through the expensive, time-consuming, and frustrating process of getting a visa. Visa-free travel was approved after long delays in implementing Ukraine’s embattled reforms and fulfils a EU promise to cement ties with the country following the broad trade and political association agreement sealed in 2014.”

2018: Ryanair arrives in time to celebrate Lviv Today’s 10th birthday! Lviv continues its march to integrating more closely with Europe as the city welcomes low-fare airline king Ryanair to the city later this year. Lviv Today marks its 10th anniversary by being named the country’s top sports journal. “The rapid growth of Lviv International Airport has a direct impact on the tourism bottom line of Western Ukraine’s most populous centre. The airport nearly doubled its passenger load last year, while at the same time the city reported a 50 percent increase in tourism. The demand for air routes in Ukraine meant that Ryanair wouldn’t stay away for long, and despite offering less route options than the initial launch plans last year, Lviv can expect to see visitors from places such as London, Munich, and Krakow looking for a budget weekend getaway gem.” Lee Reaney, Editor of Lviv Today LVIV TODAY | May 2018
