ast month the council made the abhorrent decision to put a moratorium on Russian cultural content in the region. Or as Russian media reported it: “Lviv Bans Singing Russian Songs”. Without listing any enforcement measures, the move is set to impact Lviv region’s cafes, restaurants, andpublic transportation. The decision has been roundly derided by everyone from the local population to well-respected diplomats, like Canadian Ambassador Roman Waschuk – himself a Ukrainian-speaking member of the diaspora – who labeled the decision as “narrow-minded, misguided, and #JustPlainDumb”. #JUSTPL AINDUMB

The decision was justified as necessary to combat Russia’s ‘hybrid warfare’ in the country but seems certain to have the opposite effect. Besides reinforcing the (untrue) Russian allegation that Western Ukraine is intolerant, it also alienates a large portion of new Leopolitans, forced to flee other areas of the country due to the conflict in Eastern Ukraine. These internally-displaced people have been crucial in filling the economic holes created by swathes of Western Ukrainians moving to Poland for work. But instead of creating a welcoming

While the ‘language issue’ was the defining political question of Ukraine’s first quarter-century of independence, there was (is?) hope that the profound cultural shift provided by EuroMaidan has allowed Ukrainians to move on. Ukrainian language can now be heard in basement pubs in Mykolaiv or regional authorities in Kharkiv, places that were confidently Russian-speaking just a few years ago. Even Lviv had a ‘Day of Speaking Russian’ shortly after the revolution to show the rest of the country that modern Ukraine is a proudly bilingual country. More recently, fans our beloved Karpaty FC used a popular Russian song (Exhibit by Leningrad) to promote the team a couple of summers back. Modern Ukrainians are confidently bilingual, a position that the Lviv Regional Administration seems to have ignored.

Just last month, the federal government introduced a bill requiring Ukrainian to be the language of study from the fifth grade. And while politicians in this region should continue to support efforts to grow the Ukrainian language, such as bills determining Ukrainian-language radio content, pointless moratoriums on a language that virtually the entire population speaks does no one any good. As British Ambassador Judith Gough said, “C’mon Lviv oblast, you’re better than this…”. So Lviv Regional Administration, place your chin on the rest, look straight ahead, and keep your eyes open; let’s see if we can do a little something about this short-sightedness. Lviv Fashion Week is back, and this time it’ll be showcasing the looks for Spring / Summer 2019. With most events at Lviv’s D. Halytskyi International Airport, the programme will kick-off at the spectacular MolodoZeleno venue with shows by Diya and Kateryna Karol & Synyava on 25 October. Leopolitan fashionistas and guests of the city will have four days to appraise the newest designs from leading Ukrainian designers like Lesia Semi, Eklectic, Chernikova, Olesya Marchuk, Olesia Hryn and Novana Studio. Coming after its debut at the MQ Vienna Fashion Week, the bridal and evening gown show of Oksana Mukha by Kateryna Yalova is expected to be one of the highlights. Polish designers Waleria Tokarzewska-Karaszewicz, Kaya by Karo, and Sonia Chruścińska are also expected to be big draws. As always, Lviv Fashion Week will showcase up-and-coming designers as part of the festivities. Be sure to keep your eyes out for Framiore, Oleg Havryliv, Ultrasound by Zherebetska & Kucher, and Olga Zadybchuk, who will all delight eventgoers with catwalk shows at the airport. Of course, the LFW programme will also include exhibitions, lectures, roundtable discussions, and other presentations. Be sure to catch Lviv Art Days, which will showcase several artistic and cultural initiatives, including exhibitions and video presentations. Designed to promote Ukrainian art in all its forms, you’ll be introduced to many of Ukraine’s recognised and up-and-coming artists. A special screening of Sally Potter’s 2009 satirical mystery art film ‘Rage’ will also be part of the LFW programme. The film tells of a young blogger at a New York fashion house that shoots behind-the-scenes interviews on his cell phone. Premiering at the 2009 Berlin International Film Festival, the Golden Berlin Bear-nominee will be presented in Ukraine for the first time. Visitors to the showroom at the airport from 26-28 October can also browse stylish clothes, bags, shoes, and other fashion accessories presented by over 30 brands. ONUKA PRESENTS MOZAIKA 14 November at 19:00 at Malevich Night Club & Concert Arena (2 Chornovola Ave.) Onuka is one of the most respected acts in Ukraine’s electronic scene. Created by avant-garde electronic artists Evgeni Filatov (aka The Maneken) and Nata Zhyzhchenko, the group organically combines traditional ethnic motifs with modern electronic sound. Leopolitan music fans and guests of the city won’t want to miss Onuka on 14 November when the group presents their latest album, Mozaika (Mosaic), here in Lviv. Mozaika is a story about a series of amazing coincidences, unusual happenstances, and surreal symbology. Two main motifs run through the album: the personal story of Zhyzhchenko – her experiences, feelings and memories; and her reaction to surrounding events and phenomena. The first hit of the 10-track album, Vsesvit (The Universe), was released last summer, while hits like ‘Hto’ are dedicated to the beloved man. THE HARDKISS TO PRESENT NEW ALBUM 24, 25, and 26 October at 19:00 at Malevich Club & Concert Arena (2 Chornovola Ave.) Leopolitan music lovers and guests of the city are in for a triple delight when iconic Ukrainian progressive-pop group The Hardkiss presents their latest album, Zalizna Lastivka (Iron Sparrow), in three concerts at Lviv’s Malevich Night Club this month. DAMIEN ESCOBAR BRINGS HIS ENERGY AND SHOWMANSHIP TO LVIV 23 October at 19:00 at the Lviv Opera & Ballet Theatre Talented American violinist Damien Escobar will bring his one-of-a-kind show to Lviv’s beautiful Opera & Ballet Theatre on 23 October. Lviv’s spectacular Opera & Ballet Theatre will host a very special concert by the T. Shevchenko Ukrainian Bandurist Chorus of North America, a semi-professional male choir that accompanies the multi-stringed Ukrainian folk instrument known as the bandura. The concert will mark the 100th anniversary of the chorus, which was founded in Kyiv in 1918 by Vasyl Yemets as the Kobzar Choir. The group was disbanded by the Soviet government at the outbreak of World War II and eventually emigrated to the USA in 1949 to continue its mission to “share the bandura and the traditions of the ‘kobzari’ with a global audience”. Over the years the UBC has preserved a 600-song repertoire for the instrument, ranging from folk to contemporary to Christmas music. Having played for

audiences from Australia to Austria, Canada to California, and Ukraine to the USA, the UBC continues to be an ambassador of the bandura and Ukrainian music. This September, the group launched its centennial concert season, which will feature a historic tour of Ukraine. The group aims to develop relationships with bandura schools throughout the country to develop an international exchange program for the famed Ukrainian folk instrument. Famed Ukrainian crooner Ivo Bobul will entertain Leopolitan music lovers and guests of the city at Lviv’s cozy M. Zankovetska Drama Theatre on 20 October. The People’s Artist of Ukraine started as a restaurant singer before becoming part of the VIA Chernivtsi Philharmonic in 1980. He then sang with the group Zhyva Voda (Live Water), where he met his wife and stage companion Lilia Sandulesa. A talented vocalist, Bobul has also sang with the Ternopil and Chernivtsi Philharmonics and was the artistic director of Vivaton. He has long been a fixture at Ukrainian musical festivals and competitions. Bobul is known to younger audiences from the popular TNMK song Ivo Bobul, a sarcastic song where the singer is presented as a superhero. BIENNALE OF TRUST 19–21 October at locations around the city Lviv will host the one-of-a-kind Biennale of Trust event – an open platform for academic, artistic, and day-to-day practical interpretation of the concept of trust, as well as its comprehensive and interdisciplinary representation. The Biennial will attempt to consolidate the efforts of many regarding the issue of trust – from academics and scientists, to artists and activists, to psychologists and businesspeople. The organisers believe that this is the only way to create a safe and comfortable environment where everything else – welfare, confidence in tomorrow, mutual understanding and peace – will have the chance to flourish. The event’s program will be divided into three parts. The academic program will see researchers discuss topics like: Lack of trust – where did it go, and why, and in what ways; Trust as a social, cultural, and economic value; and the Future of trust – the ability to produce and rebuild trust. Speakers come from around Ukraine and across Europe and include the likes of Charles Landry, Tom Burke, and Iryna Solovey. 19–21 жовтня, локації по всьому місту У жовтні у Львові відбудеться унікальний захід – "Бієнале довіри" – відкрита платформа для академічної, художньої та повсякденної практичної інтерпретації концепції довіри, а також її всебічного та міждисциплінарного представництва. Бієнале намагатиметься об'єднати думки різних людей стосовно проблеми довіри – від вчених і науковців, до митців та активістів, психологів та бізнесменів. Організатори вважають, що це єдиний спосіб створити безпечне і комфортне середовище, де все інше – добробут, впевненість у завтрашньому дні, взаєморозуміння та мир – матимуть шанс процвітати. LVIV SECURITY FORUM 24–26 October at the Metropolitan A. Sheptytsky Centre (4 Kozelnytskа St.)

The Lviv Security Forum, an event featuring high-level discussions on the current issues in Ukraine and Europe, will be held at Lviv’s sparkling new Metropolitan A. Sheptytsky Centre from 24–26 October. The discussions will focus on regional conflict resolution, economic and energy security, illegal migration, organised crime, refugees and internally displaced people, border management, and corruption. YouthSpeak Forum 27 October from 10:00 at the Ukrainian Catholic University (17 Sventsitskoho St.) The largest youth conference of autumn – YouthSpeak Forum Lviv – will take place at Ukrainian Catholic University on 27 October. For the last three years, AIESEC has held the All-Ukrainian Forum in Kyiv – an event designed to have youth meet with NGOs, government officials, and business representatives – and they are bringing it to the Western Ukrainian capital for the first time! YouthSpeak is a global project designed to identify current trends and key issues that youth face in employment, self-realisation, and community development. LVIV SOCIETY PUBLISHERS FORUM CELEBR ATES 25 YE ARS The Lviv International Book Fair and Literature Festival – more commonly known as the Lviv Publishers Forum – celebrated its 25th anniversary by bringing together hundreds of publishing houses and over 100 writers from 25 countries to present their newest literary offerings. President Poroshenko opened the festival on 19 September by welcoming participants at Lviv’s exceptional Opera & Ballet Theatre. He noted that the event had become a significant cultural event not only in Ukraine but across all Eastern Europe and underlined that it’s constantly evolving. “Ukraine is changing, and your Forum is changing … This is a new ambition; an application to create an active cultural crossroads in Central Europe. It is wonderful. After all, presenting books always brings people together”, he said. This year’s theme was ‘Market of Freedom’ and included special guests like Anne Applebaum, an American-born Polish journalist and Pulitzer Prize-winning author, and Marci Shore, an American associate professor of intellectual

history at Yale University. The festivities included many literary projects, presentations by publishing houses and authors, literary readings, autograph sessions, and roundtables. Several competitions were also held, including the Young Republic of Poets, the Library Forum, and the ‘Enjoying Reading’ initiative to promote reading among the elderly. Even the President took part in the presentation of the book ‘Dialogue Heals Wounds’ by Sviatoslav Shevchuk, the Primate of the Ukrainian Greek Catholic Church. Event highlights included the official awards ceremony for the ‘Best Book of the Forum’ national contest and the presentation of the Ukrainian translation of the novel Endless Life by Frédéric Beigbeder, a French writer, literary critic, and TV host. In addition to charming Leopolitan literary lovers and guests of the city during an autograph session, the talented Frenchman wowed audiences while performing as a DJ at one of Lviv’s hopping nightclubs.

ФОРУМ ВИДАВЦІВ СВЯТКУЄ 25 РІЧЧЯ Львівський міжнародний книжковий ярмарок та фестиваль літератури – більш відомий як Львівський форум видавців – відзначив своє 25-річчя, зібравши сотні видавництв та понад 100 письменників з 25 країн. Президент Порошенко урочисто відкрив фестиваль 19 вересня у приміщенні львівського театру опери та балету. Він зазначив, що цей форум є важливою культурною подією не тільки в Україні, але і у всій Східній Європі, яка постійно розвивається. "Україна змінюється, і ваш форум змінюється. Це нові амбіції, заявка на створення активного культурного перехрестя у Центральній Європі. І це чудово. Адже, презентації книг завжди зближують людей" – сказав він. Тема форуму цього року була – "Ринок свободи", і на ньому були присутні спеціальні гості, як от американська журналістка польського походження, лауреат Пулітцерівської премії Енн Епплбаум, а також доцент кафедри інтелектуальної історії Єльського університету Марсі Шор. У програмі форуму було багато літературних

проектів, презентацій видавництв і авторів, літературні читання, автограф-сесії та круглі столи. Також було проведено декілька конкурсів, в тому числі "Молода Республіка поетів", бібліотечний форум та ініціатива "Задоволення від читання", спрямована на сприяння читанню серед людей похилого віку. У презентації книги "Діалог зцілює рани" Святослава Шевчука, Предстоятеля Української Греко-Католицької Церкви взяв участь президент України Петро Порошенко. А найважливішою подією форуму стала офіційна церемонія нагородження національного конкурсу "Найкраща книга форуму", а найбыльш епатажною – презентація українського перекладу роману "Нескінченне життя" французького письменника, літературного критика і телеведучого Фредеріка Бегбедера. Знаменитий француз не лише роздавав автографи львівським любителям літератури і гостям міста а й виступив у ролі ді-джея в одному із львівських нічних клубів.

LVIV COFFEE FESTIVAL The Lviv Coffee Festival – one of the city’s most beloved annual events – attracted more than 250,000 coffee lovers to the Western Ukrainian capital from 13–16 September. Now in its twelfth year, the festival is an important event for the city’s popular coffeehouses, many of which are architecturally and thematically unique. In addition to artisan coffee and gourmet sweets stalls, Leopolitan coffee lovers and guests of the city were able to take in demonstrations from world-class baristas, watch the Bike Coffee Mile, witness the Grind&Brew National Championship, and vote in the KulchytskyCoffeeCup contest. As usual, festivalgoers voted for their favourite coffeehouse and other award nominations. Readers will want to stop by the exquisite Virmenka, which was named Lviv’s Best Coffeehouse of 2018. ALL-UKRAINIAN MARCH FOR ANIMAL RIGHTS IN LVIV Hundreds of people joined an animal rights march in the Western Ukrainian capital on 30 September with a rally that started in front of Lviv’s Opera & Ballet Theatre. Activists demanded an end to the use of animals in circuses and dolphin shows, for medical experiments, for perfumes, and for fur farms. Demonstrators also called for the end to the killing of homeless animals and for the rehabilitation of animals that have experienced cruelty. Some slogans spotted at the march included: ‘In Ukraine, 1750 animals are killed per day for fur!’, ‘There are 300 bears left in Ukraine’, ‘Be their voice!’, ‘They love us, how about us?’, ‘Do not test my lipstick’, ‘In favour of circuses without animals’, and ‘Your fur coat screamed before it died’.

ВСЕУКРАЇНСЬКИЙ МАРШ ЗА ПРАВА ТВАРИН 30 вересня сотні людей приєдналися до правозахисного походу в західноукраїнській столиці, який розпочався з мітингу перед Львівським театром опери та балету. Активісти вимагали припинення використання тварин у цирках та дельфінаріях, для медичних експериментів, для тестування парфумерії та виробництва хутра. Демонстранти також закликали до припинення вбивства безпритульних тварин та реабілітації тварин, які зазнали жорстокості. Серед гасел, що прозвучали на мітингу, зокрема, були й такі: "В Україні для хутра вбивають 1750 тварин щодня", "В Україні залишилося 300 ведмедів", "Будь їхнім голосом!", "Вони нас люблять, а ми їх?", "Не треба випробовувати мою губну помаду", "За цирк без тварин" і "Ваша шуба кричала, перш ніж померти". UKRAINIAN AMAZONS In honour of the upcoming Defenders of Ukraine Day, Lviv Ethnographic hosted the wonderful fashion show ‘Ukrainian Amazons’ at the D. Halytskyi International Airport on 27 September. All the models on the catwalk came from women participating in the warzone in Eastern Ukraine, including field paramedics, journalists, and volunteers. They exchanged their combat boots and camouflage for high heels and vyshyvankas for the occasion. Some of the women were named Heroes of Ukraine for their battle experience and hundreds of saved lives. A few of the lovely ladies admitted it was their first time in regular shoes since the war started! The event featured fashions from some of the city’s finest designers, including Hoyra Modern Embroidery Studio, Ethno, Voloshka, Folk Moda, Telizhenko Fashion Design, Chernikova, and Oksana Polonets. Looking good ladies – and thank you for your service!

УКРАЇНСЬКІ АМАЗОНКИ На честь Дня захисника України 27 вересня в Міжнародному аеропорту ім. Д. Галицького відбувся показ етно моди у рамках проекту "Українські амазонки". Усі моделі на подіумі були жінками, які брали участь у військових діях на сході Україні, включаючи польових фельдшерів, журналістів та волонтерів. Вони змінили свої бойові обладунки та камуфляж на високі підбори і вишиванки. Деякі з них отримали звання Героя України за відвагу та сотні врятованих ними життів. А дехто з учасниць зізналися, що саме тут вперше з початку війни вони вбрали цивільне взуття. У цьому заході показали свої колекції найвідоміші дизайнери Львова, зокрема, студія сучасної вишивки Гойра, Етно, Волошка, Фольк Мода, Теліженко Fashion Design, Чернікова та Оксана Полонець. Усі жінки на подіумі виглядали просто чарівно – і дякуємо їм за службу Батьківщині!

he word ‘invictus’ is Latin for ‘unconquered’ and embodies the fighting spirit of our wounded, injured, and ill servicemen and women. They have been tested and challenged, but they have not been overcome. They have proven that by embracing each other and the support of family and friends, they can reclaim their futures. They are Invictus. Most of us will never know the horrors of combat; horrors so great that many soldiers suffer life-changing injuries, both visible and invisible, while serving their countries. How do these men and women find the motivation to move on and not be defined by their injuries? How can we challenge perceptions and send a positive message about life beyond disability to an international audience? Prince Harry, aka the Duke of Sussex, answered these questions after a trip to the Warrior Games in the USA in 2013. He saw the positive impact sport could have on the recovery and rehabilitation of wounded soldiers. Being a former soldier himself, he vowed to take the idea and launch a similar event in the UK. That’s how the Invictus Games were born. First held in London, UK in 2014, the

inaugural event drew more than 400 competitors from 13 nations. The next event in Orlando, USA in 2016 drew 500 athlete-warriors from 15 nations, while last year’s event in Toronto, Canada attracted a record 550 athletes from 17 nations, including Ukrainian warriors for the first time. This year’s edition is set for 20-27 October in Sydney, Australia – host of the 2000 Summer Olympics – and athletes will use many of the former Olympic venues. Scenic Sydney Harbour will host the sailing and cycling events, while Olympic Park will feature athletics and archery events. Other events include powerlifting, indoor rowing, wheelchair rugby, wheelchair basketball, sitting volleyball, swimming, and a Jaguar Land Rover driving challenge. Poland joins the Invictus family this year, pushing the number of participating countries to 18. Last year, Ukrainian warriors captured 14 medals (8 gold, 3 silver, 3 bronze) at the Invictus Games in Toronto. This year 15 athlete-warriors will compete for Ukraine in Sydney, including Lviv’s-own Serhii Shymchak, an Armed Forces and ATO veteran who participated in operations in the Luhansk oblast in

2014-15. Serhii wants to promote sport as a means of rehabilitation of wounded veterans and dreams of winning a medal for Ukraine in Australia. He will compete in highway cycling and archery. лово "invictus" латиною означає "нескорений" і втілює незламний дух наших бійців, поранених та скалічених на Сході. Вони пройшли важкі випробування, але не були подолані. Вони довели, що можуть вистояти разом, і з підтримкою сім'ї та друзів вони можуть боротись за своє майбутнє. Вони нескорені. Як ці чоловіки та жінки знаходять мотивацію продовжувати жити незважаючи на всі травми? Як подолати упередження в суспільстві і дати зрозуміти міжнародній аудиторії про життя поза межами інвалідності? Принц Гаррі, герцог Сассекс, відповів собі на ці запитання після поїздки на "Ігри Воїнів" у США 2013 року. Він побачив позитивний вплив спорту на відновлення та реабілітацію поранених солдатів. Будучи сам колишнім солдатом, він пообіцяв підхопити ідею та перенести її на британський грунт. Так народились "Ігри нескорених". Проведені вперше у Лондоні 2014 року, вони зібрали понад 400 учасників з 13 країн. Наступні "Ігри нескорених" відбулись в Орландо, США 2016 року за участю понад 500 спортсменів-воїнів з 15 країн, а торік ігри в Торонто вперше зібрали рекордну кількість – 550 спортсменів із 17 країн світу, в тому числі й з України.

Цього року "Ігри нескорених" пройдуть 2027 жовтня в австралійському Сіднеї, який приймав літню Олімпіаду-2000, і спортсмени виступатимуть на багатьох олімпійських об’єктах. У мальовничій Сіднейській гавані пройдуть вітрильні та велосипедні змагання, а в Олімпійському парку пройдуть змагання з легкої атлетики та стрільби з лука. Серед іншого там будуть також змагання із пауерліфтингу, веслярів у приміщенні, регбі та баскетбол на візках, волейбол сидячи, плавання та екстремальне керування автомобілем Jaguar Land Rover. Польща приєдналась до сім'ї Invictus цього року, збільшивши кількість країн-учасниць до 18. Торік українські воїни здобули 14 медалей (8 золотих, 3 срібні, 3 бронзові) на іграх в Торонто. Цьогоріч за Україну в Сіднеї змагатимуться 15 спортсменів, в тому числі львів’янин Сергій Шимчак, ветеран збройних сил і АТО, який брав участь у операціях в Луганській області у 2014-15 роках. Archery: Golden Autumn International Tournament The 55th annual Golden Autumn archery tournament attracted nearly 250 archers from around Ukraine and across Europe to the Western Ukrainian capital last month. The competition took place at the Dynamo sports campus, while Leopolitan sports lovers and guests of the city were treated to the event finals in front of the city’s iconic Opera & Ballet Theatre. The home fans had people to cheer for too, as Lviv State University of Physical Education graduates Veronica Marchenko and Markiyan Ivashko took home silver medals!

Стрільба з лука: Міжнародний турнір "Золота осінь" 2018 П'ять днів у Львові тривав 55-й міжнародний турнір зі стрільби з лука "Золота осінь", в якому взяли участь 246 лучників з Білорусі, Польщі, Великобританії, Ізраїлю та 11 областей України. Змагання проходили на території навчально-спортивної бази "Динамо", а фінали могли бачити всі львівські любителі цього прекрасного спорту й численні гості міста на площі перед оперним театром. Приємно, що срібні медалі на цьому престижному міжнародному турнірі здобули випускники Львівського державного університету фізичного виховання Вероніка Марченко та Маркіян Івашко.

Lviv’s best Athlete of the Month: Pavlo Korostylov Lviv’s amazing Pavlo Korostylov was named Lviv’s September Athlete of the Month for his exceptional performance at the ISSF World Shooting Championships held in Changwon, South Korea from 2–14 September. The 21-year-old Korostylov claimed the title in the 25m standard pistol event, while capturing bronze in the centre fire pistol competition. He added a third medal as the Ukrainian team claimed bronze in the 25m standard pistol team event. The 2014 Youth Olympics champion also nabbed a spot at the 2020 Summer Olympics in Tokyo, Japan – his first Olympic Games – by finishing fourth in the 10m air pistol event. Congratulations Pavlo!

Найкращий спортсмен місяця: Павло Коростильов Павло Коростильов визнаний спортсменом місяця вересня за прекрасний виступ на 52 Міжнародному чемпіонаті, який проходив у Чанвоні, Південна Корея, з 2 по 14 вересня 2018 року. Павло здобув золоту медаль у стрільбі зі стандартного пістолета на 25-метровій дистанції і став чемпіоном світу, а у стрільбі на 25-метровій дистанції з пістолета центрального бою він виграв бронзову медаль. Він також зайняв третє місце на 25-метровій дистанції у командному заліку. Павло Коростильов також отримав кваліфікацію на літні олімпійські ігри 2020 року, вигравши ліцензію на Чемпіонаті Світу, де він зайняв четверте місце на 10-метровій дистанції у стрільбі з пневматичного пістолета.

Leopolitan gymnast Anastasia Wozniak won a bronze with the national team at the Rhythmic Gymnastics World Championships in Sofia, Bulgaria last month. Alongside Valeria Hanina, Diana Mezherytska, Tetyana Dovzhenko, and Alina Byhno, the team finished third in the balls and ropes competition. Sergey Bubka, President of the National Olympic Committee of Ukraine, congratulated the athletes and wished them continued success.

At the World Chess Olympiad which took place during September 27th -October 5th in Batumi, Georgia Ukrainian women’s team consisting of Anna Muzychuk, Mariya Muzychuk, Julia Osmak, Natalia Zhukova and Anna Ushenina became silver medal winners. Having same amount of scores as team of China, they however ended on second place. Ukrainian chess player Anna Muzychuk was awarded the Caissa Award – beautiful cup by Lobortas Classical Jewelry House, as best female chess player for her 2016 performance. Muzychuk, who already had the title of world champion in chess under the age of 20, became one of the top three world leaders with the score of 2,564 point. Only two champions, China’s Hou Yifan and Jiu Wenjun outscored her result. However, among European chess players, Muzychuk ranked first. “Delighted to become the winner of the prestigious Caissa Award as the best female chess player of Europe in 2016.” Muzychuk wrote on Instagram.

Шахи: Срібло українських жінок на всесвітній олімпіаді На всесвітній шаховій олімпіаді, що відбулась з 27 вересня до 5 жовтня в Батумі, українська жіноча команда, у складі Анни Музичук, Марії Музичук, Юлії Осмак, Наталії Жукової та Анни Ушеніної здобула срібні медалі. Набравши стільки ж очок, як і команда Китаю, вони, однак, посіли друге місце. Музичук, яка вже мала титул чемпіонки світу з шахів у віці до 20 років, стала однією з трьох провідних світових шахісток з результатом 2,564 очка. Race Nation 2018: Lviv’s was the scene for Lviv’s iteration of the modern obstacle course Race Nation. Today, there are more than 5,000 types of endurance races across the globe and they have become quite popular in Ukraine. Since starting in 2015, Race Nation now offers annual endurance races in Kyiv, Odesa, Kharkiv, Dnipro, Ternopil, Bukovel and, of course, Lviv. Hundreds of thrillseeking daredevils gathered for the Lviv race; one might even call them masochists – or how better to describe those willing to pay money to roll around in mud, plunge into ice ponds, scale giant walls, and carry heavy sandbags? In addition to the standard and team races, there was an elite category for more seasoned athletes. All competitors had their mettle tested as their physical, mental and for some, even spiritual, limits were pushed. As Race Nation organisers do not warn participants ahead of time what obstacles they will encounter, or in which order they will appear on the track, many racers faced unexpected surprises. As a punishment for a failed obstacle, they had to perform up to 30 burpees, a combination of push-up, squat, and jump. In addition to improving public health, Race Nation is an excellent teambuilding activity and a lot of fun! As the winner of Lviv’s Race Nation competition came Dnipro’s Denys Kameshkov.

Сьогодні у світі існує більше 5000 видів таких змагань з витривалості, і вони вже стали досить популярними і в Україні. З початку 2015 року Race Nation пропонує щорічні перегони в Києві, Одесі, Харкові, Дніпрі, Тернополі, Буковелі та, звичайно ж, у Львові. Сотні шукачів пригод заявили про свою участь на львівській трасі; дивні, здавалось би, люди – вони готові платити гроші, за те, щоб їм дозволили брьохатись у багнюці, стрибати у ями з крижаною водою, видиратись на штучні скелі і тягати на плечах мішки з піском. Окрім стандартних і командних перегонів, для досвідчених спортсменів існує ще й елітна категорія. Усі учасники випробовували не лише силу своїх м’язів а й силу духу, волю до перемоги, в першу чергу – над самим собою. Оскільки організатори Race Nation не попереджують учасників заздалегідь, які перешкоди і в якій послідовності зустрінуться на їхньому шляху, траса була повна не завжди приємних несподіванок. За кожну неподолану перешкоду присуджується до 30 штрафних очок, які треба відпрацювати присідаючи, стрибаючи та відтискаючись від землі. Race Nation – це не лише заклик до здорового способу життя, а й прекрасний урок командної діяльності та й просто дуже весела забава для дорослих. А переможцем на львівському етапі випробувань Race Nation став дніпрянин Денис Камєшков.

Wheelchair Fencing: Lviv Wins Two Golds at European Championships Leopolitan Paralympic athletes Andriy Demchuk and Nataliya Morkvych won two gold medals at the 2018 IWAS (International Wheelchair and Amputee Sports) Wheelchair Fencing European Championships in Terni, Italy. Demchuk claimed the men’s sabre title, while Morkvych captured the ladies’ sabre crown. Congratulations to the athletes and their coaches!

kraine will face the Czech Republic in Kharkiv in 16 October with Andriy Shevchenko’s side looking to build on a promising start to UEFA’s new Nations League competition. Ukraine go into the match with a perfect Nations League record of two wins from two games, having recorded early September victories in the Czech Republic and against Slovakia in Lviv. A further win in east Ukraine would leave Shevchenko’s team virtually assured of top place in their League B group and assured of promotion to the heady heights of League A. More importantly, it would also open up a potential back door to qualification for Euro 2020.

Most football fans remain unconvinced by the UEFA Nations League. It is the first new international competition to appear on the football scene for many decades, lending it an inevitable air of intrigue. However, a complex and opaque format has left many observers scratching their heads. The immediate objective is clear enough – to replace meaningless international friendlies with a competition capable of filling in the gaps every two years between World Cups and European Championships. Nevertheless, the structure of the Nations League has proven somewhat impenetrable, with a total of 55 European national teams split into four leagues and each league divided into a further four groups. The result is a multi-divisional structure that will allow for relegation and promotion at the end of each biannual Nations League season. Ukraine are currently in League B, but if they finish top of their group this autumn as expected, they will be promoted to League A for the next Nations League season in autumn 2020.

Ukraine has begun the country’s inaugural Nations League campaign in some style. The team came from behind in the Czech Republic to grab victory via a last minute goal from Ukraine’s Manchester City midfielder Oleksandr Zinchenko, who capitalized on confusion between the Czech goalkeeper and a defender to net the winner. Zinchenko’s strike followed on from an equalizer on the stroke of halftime by Ukraine’s flying winger Yevhen Konoplyanka, who plays his club football for Schalke in the German Bundesliga. Ukraine will be counting on further heroics from this pair in Kharkiv, but expectations will be even higher for national team star Andriy Yermolenko, who recently opened his account in the English Premier League with an impressive brace of goals for new club West Ham United against Everton at Goodison Park in Liverpool. Yermolenko went through an indifferent patch last year following his big money transfer from Dynamo Kyiv to Borussia Dortmund. The previously swashbuckling Ukrainian striker often appeared strangely subdued in the German Bundesliga, managing just three goals all season before departing via a summer transfer to London. The Ukrainian national side has fallen at the playoff stage on five separate occasions and has only managed to qualify for three finals since the country first gained independence in 1991, with one of these qualifications coming via Ukraine’s host nation status at Euro 2012. If Ukraine fails to secure qualification to Euro 2020 via the traditional route, first place in their Nations League group will secure the national side another opportunity to book at birth in the finals.

на Валовій 13 За археологічними даними кам'яниця стоїть на місті вежі Бастея i датована XV–XVI століттям. Будинок було зведено у 1913 році за проектом архітекторів Владислава Дердацького і Вітольда Мінкевича на замовлення Адольфа Левіна, та використовувався як прибутковий будинок. Оздобленням фасаду займався Зигмунт Курчинський, якого львівяни називали «ЛьвівськиЙ Роден». У 1927 році тут було бюро продажів автомобілів та кафе "Морозиво", всі львівяни ходили сюди на запашну каву з морозивом та смакували лікер "Старий ринок". В радянські часи на першому поверсі будівлі було розташоване кафе «Старий Львів», а зараз – магазин зброї «Мисливець» та ресторація «Велика тарілка». Втім, мало хто знає, що ресторанна культура Львова має давню історію та традиції, а деякі заклади так само гостинно відчиняли свої двері кількасот років тому. Мережа ресторанів «Велика Тарілка» вже 10 років на ринку гостинності й асоціюється з відмінним сервісом, різноманіттям смачних страв та запальними вечірками. Нещодавно, під час оновлення інтер’єру на Валовій 13 на своє здивування виявили фрески, що розповідають про Львів кілька століть тому, – на них кам`яниця на місці вежі Бастея – колишніх оборонних валів ХV–XVI століть. Така знахідка стала поштовхом до вивчення історії будинку на Валовій та, очевидно,

визначила «долю» оновленої «Великої тарілки», адже, як з'ясувалось, на цьому місці готують їжу вже понад сто років! Тому, заклад набув Львівського стилю – було відреставровано стару картину, стіни збагатились розписами, на них засяяли львівські ліхтарі, також оновилося меню.

Ukrainian comic book superheroes join the hybrid war against Russia The creators of “The Will” comic book franchise hope to create an inspirational and entertaining Ukrainian alternative to the cultural imperialism of Vladimir Putin’s “Russian World” When the Kremlin attack on Ukraine began in spring 2014, it came accompanied by claims that Ukraine was an intrinsic part of the “Russian World”. As Russian hybrid forces fanned out across eastern Ukraine, official voices in Moscow placed great emphasis on protecting the rights of Russian-speaking Ukrainians and Kremlin agents spoke of creating “Novorossiya” (“New Russia”) amid the wreckage of a partitioned Ukraine. In the information sphere, Soviet Ukraine’s WWII experience alongside Russia served as the chief totem in a propaganda campaign designed to underline the common inheritance binding the two nations together, while supporters of Ukrainian sovereignty found themselves depicted as dangerous extremists. At one point, the Kremlin even expressed alarm and indignation over the potential “Ukrainization of Ukraine”. Moscow’s message was loud and clear: Ukrainians would remain firmly within the “Russian World”, whether they liked it or not.

DEFINING THE RUSSIAN WORLD Despite its centrality to the current conflict in Ukraine, nobody has yet been able to say exactly what the “Russian World” is. For some, it means anywhere the Russian language is spoken. For others, it refers to the lands of the old tsarist and Soviet empires. The term also implies a russocentric worldview and hints at alignment with Kremlin-style authoritarian conservatism. In the final analysis, the concept of a “Russian World” may actually be more rooted in culture than politics, held together with the social glue of shared TV shows, pop music, movies and fashions. This is certainly the view of Denis Fadieiev, one of four Ukrainians behind a comic book publishing phenomenon that aims to strike back against the Kremlin’s cultural imperialism while encouraging Ukrainians to take greater interest in their

own history. “The current war is all about cultural conquest,” he says. “It is no coincidence that the so-called Russian World was particularly popular in Crimea and Donetsk. This is why they are now under occupation. If people there had grown up with their own Ukrainian popular culture instead of endless Russian TV shows about Moscow police officers and war in Chechnya, they would have fought back.”

HOLLYWOOD HISTORY Fadieiev and his colleagues are the creators of the steampunk comic book “The Will”. Set in the aftermath of the Bolshevik Revolution and loosely based on actual historic events and personalities, the comic offers a Hollywood blockbuster interpretation of Ukraine’s failed early twentieth century independence bid, complete with dashing heroes, arch-villains, amazing inventions and a seemingly endless supply of ghoulish Soviet zombies. It is an unapologetically glamorized and decidedly upbeat fantasy vision of Ukrainian history that seeks to counter what Fadieiev dismissively calls the “poor me” version of the national narrative. “There is currently far too much emphasis on Ukraine’s supposedly miserable fate as a perpetual victim, when what we really need as a nation is positive content.” The first volume of “The Will” appeared in May 2017 and proved an instant hit. With sales of over ten thousand, it s comfortably the biggest-selling Ukrainian-language comic book ever published. This enthusiastic reception has since led to the launch of a number of spinoffs including a board game and miniature figures, with a computer game in the works and talks underway over a possible feature film. The success of “The Will” also made a comic sequel inevitable. Volume II is set to be unveiled at the annual Comic Con event in Kyiv on 22-23 September and promises to be the highlight of the entire event. This latest installment expands the geographical scope of the franchise considerably, with plot twists taking the main characters from Egypt to Lviv. Once again, Bolshevik leaders Lenin and Trotsky appear, with Ukrainian anarchist icon Nestor Makhno making his debut alongside many of the historical personalities who led Ukraine’s statehood bid. Plotlines employ considerable poetic license while remaining broadly rooted in the realities of he era. In the alternative universe created by “The Will”, for example, America does not enter World War I in 1917 and the war continues beyond 1918. There is also considerable attention to detail. In reference to his Russian Imperial Army service during the 1904-05 Russo-Japanese War, Ukrainian Hetman Pavlo Skoropadsky appears in the comic armed with a samurai sword. “We do not know whether the real Skoropadsky ever owned a samurai sword, but he did fight the Japanese so he might have acquired one at some point,” explains Fadieiev. “We include these little details to add to the authenticity of the story and to encourage readers to delve deeper into the background behind the action.” LVIV TODAY | October 2018

THE RUSSIANS WERE EXTREMELY QUICK TO RECOGNIZE HOW DANGEROUS OUR COMIC IS FOR THEM BECAUSE THEY APPRECIATE THE IMPORTANCE OF CULTURAL CONQUEST.

A HYBRID WAR NECESSITY Fadieiev sees his comic series as an effective way of promoting greater public interest in Ukrainian history and argues that the almost complete absence of similarly engaging local content made Ukraine an easy target for cultural domination by neighboring Russia. Part of the first generation to post-independence Ukrainians, he complains that many of his compatriots do not know nearly enough about Ukraine’s history and are not particularly eager to learn. Rather than lecturing them, he advocates entertainment. “Sadly, knowledge of our own history is still very limited in today’s Ukraine. I believe pop culture is the best way to improve the situation. It is the ideal medium to engage with wider audiences and provide them with a better idea of their own history and national identity. We can educate people while entertaining them. It has to be interesting otherwise people will simply ignore it.” Despite the relative success of “The Will”, Fadieiev and his partners continue to manage the project in addition to their day jobs in the computer gaming industry. He says he sees the comic as his contribution to the country’s war effort, calling it both a hobby and a patriotic passion. “We are not publishers by profession. We are just a group of simple guys who saw a need and decided to create something new for our country.” This unexpected foray into the world of comic book publishing is very much in line with the ethos of contemporary Ukraine, where the harsh necessities of the ongoing hybrid war with Russia have given rise to a nationwide volunteer movement that has seen people thrust into all manner of unfamiliar roles, often alongside their regular employment. Fadieiev says it is only natural that he and his comic book collaborators sought to make their own contribution. “There is a war on. What we have tried to do is create a game-changing weapon on the information front.”

The broader significance of “The Will” on the information front of the hybrid war with Russia is not yet clear. Nevertheless, the Russian reaction strongly suggests that the project has struck a nerve in Moscow. Numerous Russian outlets reported on the launch of the comic, with most voicing criticism over the appearance of a narrative that directly challenged orthodox Russian and Soviet views of twentieth century history. This angry response reached a climax with a suitably breathless prime time show on Russian state TV focusing on the comic. Fadieiev cannot disguise his delight as he recounts the horrified expressions on the faces of the show’s hosts and calls the slot “the best advertisement we could possible dream of.” He sees Russia’s negative reaction as a backhanded compliment indicating a sophisticated appreciation of the role played by pop culture in modern hybrid warfare. “The Russians were extremely quick to recognize how dangerous our comic is for them because they appreciate the importance of cultural conquest. Projects like ours show how it is possible to challenge or even replace Russia’s traditional dominance of the information and entertainment spheres. That makes us a huge threat.” Fadieiev believes this heightened Russian sensitivity towards cultural control is rooted in the bitter experience of the Soviet collapse. “The Soviet Union was defeated by Hollywood movies, blue jeans and the American dream. Once you understand this, you will quickly appreciate the importance of the cultural front in the current conflict.”

PIONEERING PROJECT With a readership in the low thousands, Fadieiev’s comic franchise will not win the culture war on its own or singlehandedly transform the way Ukrainians view their country’s past. Nevertheless, he sees the comic as a trailblazing pioneer and hopes it will inspire others to attempt similarly ambitious endeavors. “We are little guys with big ambitions,” he says. “People might not necessarily understand where we are coming from, but they will eventually. When they look back in ten years or so, they will see how important this was for our country and our culture.”

How PR influences on business?

Interview with Victor Halchynskyy, Chief Communications officer in KredoBank Why you are in PR? Formerly I am an economic journalist. While working in journalism I always wanted to look and feel how it is “on the other side of barricades”. I’ve got such chance in 2004 when I’ve joined the PR team of Naftogaz of Ukraine, the biggest state-owned gas monopoly. It was a very interesting and challenging experience to become an insider and to see “how it works”. I earned some success and am working in reputation management business already for 14 years – and really enjoy to be a newsmaker :)

What is the difference between PR, marketing and adds? The main difference between PR and marketing is in their main goals. The main purpose of marketing and advertising is to sell goods or services or to boost sales, the

PR can do various things for business – to make it recognizable, to help it grow, to establish and maintain good and transparent relations with authorities and communities, and even defend the business in case of unlawful activities against it or raiders attacks.

What are PR trends in Ukraine and abroad? To my mind, the global trend of public relations both in Ukraine and in the world is the diversity of the communication channels and stakeholder audiences – few years ago it was enough just to establish and maintain good ties with journalists and media and provide them with news releases. Now the business PR needs to build strong ties with every community which interacts with the brand and opinion leaders who have more followers than the daily circulation of the popular newspaper, and the company page in social media could be much more popular and influent than the news portal. Information spreads with the speed of the light, and PR needs to react very quickly and in adequate manner as there’s no way

to “mute” the information. As for Ukraine in particular, due to the low competition environment the crisis PR has much more demand than “positive” PR.

What difficulties are you facing with at your work? First of all with the lack of time – as far as I’ve said, communications could be effective only if they are quick :)

How to develop critical thinking in our society? I think this goal could be reached only with the honest and transparent communication on all important matters. The reality is that, if the audience will not receive clear information on a particular matter, it will substitute the facts with their thoughts and will treat these thoughts as a reality. And it will be extremely hard task to change their mind.

We know that you are the initiator of Western EBA PR Hub. Why was this Hub created? We decided to initiate Western EBA PR Hub together with EBA Western Ukrainian Office first of all to demonstrate the opportunities which PR gives to any business, small or big. During our work we see that sometimes business underestimate the opportunities which can be created by well-working system of public relations. We hope that the Western EBA PR Hub will become a good platform both for demonstration of PR advantages and opportunities for business owners and for communication and exchange with experience for PR specialists and experts.

Interview with Edem Resort Medical&Spa Management Team There are talks about the tourist and recreational potential in the region, and as one of the most promising areas for development and economically, and a niche that has not yet been filled. However, tourism industry, especially in Lviv, is at its heights of development today. What do you think about the recreational industry as of today and is it really the future for it? The development of the tourist and recreational sector has always had a positive impact on consumer demand, the level of foreign exchange earnings, employment rates and even public welfare. This industry has matured within the context of the relevant historical, geographical, cultural and economic background – and has now reached the peak of its development; this should be a signal for us to realize the potential and direct this demand into a competitive product and service. Ukraine should make the tourism industry one of the priority sectors of the economy.

In order to join this consortium of hotels it is necessary to meet the highest standards of quality and service. This goal is nots a fantasy, it is part of our strategic plan. Lviv already provides dozens of such enterprises, which, in their respective expertise, already receive international recognition, and they continue to innovate. These victories reflect the competitiveness of the tourist enterprise and the work of not one generation – but a whole cohort of Ukrainians.

Today the media is talking about the problem of finding qualified staff, how do you deal with this issue? We invest in the development of each employee. We build trusting relationships and a transparent system of cooperation. In my department, we also use outsourcing to manage rapid changes in resource requirements. In particular, last week we signed an agreement to cooperate with a marketing agency, which will work for us in one of our strategic markets abroad.

Can we compete with our European counterparts? If yes, then how; if no, then why?

What do you think should be done to stimulate industry development on the part of the state authorities in order?

We are already competing successfully. For example, this year the Edem Resort has become one of the top ten spa resorts in the world. Our specialists are members of international scientific organizations and we do not stop there. The goal is to be one of “The Leading Hotels of the World” during the next year. These hotels comprise four hundred of the best hotels in the world from eighty countries worldwide.

How does the world community perceive Ukraine? This year, a large-scale study was carried out to discover how Ukraine is perceived by other countries. The three most common words which are associated with Ukraine are “corruption”, “revolution” and “fighting”; The consistent development of our relations with other countries, and our economic growth depends

in part on how the brand “Ukraine” is marketed around the world. The laws of marketing promotion are similar at both state and business levels. This year, a forward-looking strategy was launched by one of the country’s powerful marketing agencies to promote the brand “Ukraine”, with the aim of providing future investment.

Please share a few secrets of your hospitality concept. If you open our visitor’s book you will see words of appreciation for our staff, complimenting their sincerity and professionalism. This is our first secret. Beyond this, we are constantly innovating. For example, our Center for Health Recovery which is less than two years old, now provides the features of a research hub. We have the Edem Academy, where each visitor can master new arts, learn a foreign language, and participate in many other training courses. Last year we were the first in the Lviv region to successfully open a golf club. Pursuing our uncompromising quality, our ecokitchen is a unique feature in our hotel which feeds its guests with home grown vegetables from our own garden. Dear Jakub, thank you very much for your request. First of all, let me explain that in Ukraine software is subject to copyright protection. The area of intellectual property rights (“IPRs”) of a startup is very complex and problematic for two reasons: 1. the field of IP law concerning startups is new and has many gaps, 2. the founders and participants (especially developers) of startups generally do not pay proper attention to the IPRs related matters. From my point of view, the most important thing to pay attention to while organizing a startup that shall work on software development is proper transfer of IPRs from developers to such startup. The general rule is: • all property IPRs (such as right to use software and to provide others with license to do so) may be (and generally shall be) transferred to the startup company, while • all personal non-property rights (the right to be recognized as author etc.) remain by authors (developers) and cannot be alienated. Thus, it is recommended that a startup concentrates all the exclusive property IPRs on software and provides personal non-property rights of all persons who participated in the startup project (as a general rule, by enumeration of the developers themselves). In case your company will hire developers (under employment contracts), the mentioned division of IPRs follows from the law, however it recommended to include respective provisions into the labour contract. If a startup co-operates with private entrepreneurs as developers, then separate contracts on IPRs transfer shall be concluded with each of them. It is also possible to include corresponding provisions into the general contract on software development. All contracts on transfer of IPRs have to be concluded in writing. The absence of such agreements means that the startup itself did not acquire IPRs and such remained by developers. Thus, any further use of the software by the startups, especially granting licenses, is impossible. This may even happen when the parties have failed to indicate an exhaustive list of transferred IPRs when concluding such an agreement, since all property IPRs not specified in the contract as alienated are considered as not transferred. From my practice I can give you following recommendations: 1. determination of the part of the IPRs that shall be passed to the startup; 2. conclusion of contracts on transfer of IPRs with all persons who are involved in such a startup and can create an object of intellectual property; 3. special attention to the fact that to the startup have to be transferred exclusive IPRs; 4. special attention to personal non-property rights that remains by developers: the right to be considered an author, the right to the immutability of work, the right to remain anonymous, etc. 2011–2017

RUSSI A STILL OVERSHADOWING U KRA IN E IN THE HEART OF THE EUROPEAN UNION

U K R A INE C A NN O T TA K E C O N T IN U E D E U AT T E N T IO N F O R GR A N T E D AS RU S SI A R E AS SE RT S I T SE L F IN BRU S SE L S A new political season is now underway in Brussels but Ukraine will have its work cut out remaining high on the EU agenda as we head towards the end of the year. Thoughts in the European capital are already turning towards upcoming elections to the European Parliament in May 2019, meaning a lull in lobbying as the focus shifts to campaigning. Even without this electoral distraction, Ukraine would find itself competing with a host other major issues while also struggling to avoid being obscured by Russia’s perpetually prominent presence in EU circles. The crisis unleashed in Ukraine by Vladimir Putin in 2014 is still very much unresolved, but Ukrainians cannot take continued European attention for granted. Instead, Kyiv needs to develop new strategies to maintain the country’s position as one of the continent’s top strategic priorities while persuading Brussels decision makers to resist the urge to mend fences with an unrepentant Kremlin.

From Brexit to Syria The European Union currently has a lot on its plate. In addition to the war in Ukraine, Brussels today faces a host of pressing issues that represent direct threats to the future of the EU. These include the ongoing migrant crisis and parallel rise of far right political sentiment, the war in Syria, growing nationalist populism, and last but not least, Brexit. It is noteworthy that Russia is involved to some degree in virtually all of these problems. Russia’s military intervention in Syria has contributed significantly to the flow of refugees arriving in Europe. The Kremlin’s sophisticated multimedia propaganda efforts boosted the push for Brexit and fanned the flames of Catalan separatism. Moscow has also provided significant support to a range of anti-EU nationalist and populist parties across the European Union, in

many cases helping them to enter parliament and strengthen their positions in domestic politics. This is not mere Machiavellian scheming on the Kremlin’s part. Russian pretentions as a bastion against globalization (or American domination, as viewed from the Kremlin) have made Moscow equally appealing to European parties on both the far left and the far right of the political spectrum in recent years. This has helped to underline longstanding notions of Russia’s importance in the European political dialogue that fell out of fashion in the 1990s.

Juncker: End Russia-Bashing There is still significant resistance to Russia within the EU, as witnessed by the widespread expulsions of Russian diplomats in spring 2018 following the Kremlin nerve agent attack in the UK. Nevertheless, there are growing indications that a consensus is taking shape on the need to reengage with Russia. This was most obviously apparent in the recent call by European Commission President Jean-Claude Juncker for an end to “Russia-bashing”. French President Emanuel Macron has also spoken recently of the need to work with Russia. Indeed, the French head of state was one of a number of EU leaders to ignore an informal boycott and visit Moscow during the 2018 FIFA World Cup. The most bizarre indication of this apparent European thaw towards Russia was the appearance of Vladimir Putin as guest of honor at the midsummer wedding of the Austrian Foreign Minister.

Kremlin Soft Power Against this backdrop of gradually improving EU-Russian relations, Kremlin-tied organizations remain active in Brussels staging events designed

to legitimize Russia’s occupation of Crimea and the Donbas while also popularizing Ukrainian politicians and opinion leaders who espouse pro-Kremlin positions. These activities take advantage of Moscow’s strong network of influencers throughout Europe and particularly in Brussels itself, where Russia can call upon the support of numerous NGOs, business partners, political allies, sympathetic journalists and members of the postSoviet diaspora, not to mention its own security and intelligence assets. The collective message they seek to project is clear and coherent: the West is exploiting Ukraine in order to encircle Russia. In reality, Ukraine has no agency of its own. It will never become part of the European family and should remain within the Russian sphere of influence. This message resonates with many EU pragmatists who would much rather go back to business as usual with Russia. After all, facilitating a better business climate is the very essence of the European Union project. As things currently stand, the EU has actually become a barrier to doing business with Russia. Lobby groups have fought hard against further sanctions designed to punish Russia for its attack on Ukraine. This resistance is one of the reasons for the successful promotion of the Nord Stream II pipeline project.

Ukraine Fatigue Ukraine’s own stuttering progress since 2014 makes it even harder to convince EU member states to accept the losses associated with a united front against Russian aggression. EU leaders (and European electorates) observe corruption scandal after scandal in post-revolutionary Kyiv and marvel at the obscene wealth of Ukrainian politicians. Meanwhile, many of the promised reforms fail to materialize and Ukraine’s civil society comes under increasing attack from within, making it difficult to argue that all the sacrifices are actually worth it. Nevertheless, Ukraine still has plenty of friends in Brussels. The European Parliament regularly hosts Ukraine-related conferences on such topics as the fight against corruption, implementation of the Minsk agreements, the plight of Ukrainian political prisoners held by the Kremlin, human rights in Crimea, and the status of Ukraine’s large IDP community. Ukraine-related cultural and economic events are also an increasingly common feature on the Brussels calendar.

Wanted: Ukrainian Success Stories Looking ahead much will depend on quality of the information about Ukraine available in Brussels. It is crucial to make sure Ukraine has a louder voice in the EU capital, whether the message is coming from the Ukrainian state, the media or civil society. Some of the communications priorities are self-evident. There is a strategic need for greater coverage of the many success stories that post-Maidan Ukraine can offer. We hear much of the problems Ukraine faces, but breakthroughs and successes rarely receive the international attention they deserve. Greater cooperation within the Ukrainian community would also help. Numerous different Ukrainian organizations currently send out digests of Ukrainian news to MEPs and other Brussels decision makers. This duplication dilutes the message and means busy MEPs inevitably risk missing key information as their assistants seek to condense six or seven weekly bulletins on Ukraine into a brief report.

Crucial Year Ahead The coming year will be crucial for Ukraine domestically, with presidential and parliamentary elections set to take place in spring and autumn. With Brussels also preoccupied by its own forthcoming parliamentary election, there is a danger that EU-Ukraine ties could slide down the political agenda. This makes the role of Ukrainian civil society even more important. Most of all, Ukraine must push the EU to maintain its resolve towards the Kremlin. Russia has a major impact on EU affairs, but Brussels must not allow this strategic significance to overshadow the need to defend international law and protect Ukraine’s European choice.

У Польщі оцінили, скільки грошей заробляють там та відправляють додому наші співвітчизники. Центробанк Польщі та Центр дослідження міграції провів опитування працюючих в країні українців. Отримані дані спонукали Національний банк України переглянути оцінку обсягів переказів грошових коштів з цієї країни з $ 1,35 млрд до $ 3,12 млрд у 2017 р. З’ясувалися й інші факти про заробітки й умови праці українців.

НА ЗАРОБІТКИ ТА НАВЧАННЯ Головний мотивом працевлаштування в Польщі є вищий рівень оплати праці, багато мігрантів налаштовані й на навчання. Більшість українців, що виїхали, перебувають в сусідній країні в сумі приблизно два роки, середньомісячний дохід нетто у них близько 2000 злотих, при цьому у кожного третього є постійне місце роботи. Залежно від регіону, від 43% до 68% українських мігрантів можуть розраховувати на додаткові пільги від роботодавця – безкоштовне житло, харчування, проїзд до місця роботи, оформлення документів. Якщо говорити про студентів, то в Варшаві половина з них поєднують роботу і навчання.

НЕБЕЗПЕЧНО ЧИ ДОРОГО Приблизно 50% українців переказують гроші в Україну невеликими сумами, в середньому 1000-1700 злотих, найчастіше раз у 2-3 місяці (близько 40% респондентів) або щомісяця (20%). Примітно, що 60% з них звикли переказувати гроші особисто, наражаючись на небезпеку в дорозі, 15% переводять готівку через Westerm Union і Money Gram, які є одним з найдорожчих способів переказу: тут комісія близько 5% для суми 1000 злотих при переказі через відділення.

ТРУДОВІ МІГРАНТИ ПІШЛИ В БАНКИ Однак серед українських працівників у Польщі є і 7-18% (залежно від регіону) активних користувачів банківських послуг. Більше послугами банків користуються студенти. Українці почали використовувати банківські перекази завдяки формуванню доступних пропозицій польськими банками – а це результат їх успішної співпраці з українськими партнерами. І таких банків все більше: вони пропонують не тільки вигідні умови та спрощені процедури відкриття рахунків, а й спілкуються з клієнтами на їхній рідній мові в відділеннях та через україномовну інфолінію в інтернет-банкінгу. Так, наприклад, польський Getin Bank обслуговує українською мовою вже більш ніж у 25 відділеннях. Клієнти-українці можуть також розраховувати на дистанційне оформлення рахунку і доставку картки кур'єром. Такі послуги є в Bank BGŻ BNP Paribas, Bank Millennium, Bank Zachodni WBK та ін. В середньому переказ в Україну коштує від 10 до 30 злотих, й кілька банків пропонують вигідні умови. Наприклад, перший переказ SWIFT щомісяця є безкоштовним в Credit Agricole (потім діє комісія 0,25% мін. 40 злотих – макс. 250 злотих), Bank Pekao пропонує безкоштовні перекази в євро і доларі, а в Getin Bank можно безоплатно переказати кошти в українский "Ідея банк". Клієнт має врахувати й додаткові комісії, які платить отримувач в українському банку. LVIV TODAY | October 2018

SWIFT-переказів, де це триває від 2 до 5 днів. A CIT Y CARD Lviv has long been considered Ukraine’s most European city, and now we’ve joined the ranks of Europe’s top tourist destinations with the introduction of the new Lviv City Card for tourists. This plastic loyalty card was launched on 27 September and is sure to open even more opportunities for tourists. City cards provide benefits to tourists when eating, sleeping, sightseeing, shopping, or using public transport. With Lviv’s rich history, luxurious architecture, and fascinating people and culture, the Lviv City Card will help tourists discover the majesty of Western Ukraine’s capital. Each card sold comes with a tour guide that lists the city’s most popular attractions and restaurants and includes useful information for travelers – including a lifecell SIM card. Visitors can purchase the card for one day (250 UAH), two days (350 UAH), or three days (450 UAH), which is far cheaper than most European tourist centres. Organisers promise that the project will continue to add partner venues and that special bonuses and rebates will be added in the future. Currently you can purchase the card at Lviv Tourist Information Centre, but it should shortly be available at most major tourism sites in Lviv, including hotels, restaurants, railway stations, and the airport. Пластикова картка лояльності, яка відкриває ще більше можливостей для туристів, була нарешті запроваджена у Львові 27 вересня. Такі картки надають переваги туристам при відвіданні ресторанів та кафе, бронюванні розміщення, під час екскурсій, шопінгу або використанні громадського транспорту. Таким чином туристи зможуть не лише ознайомлюватись із багатою історією Львова, його розкішною архітектурою та культурною спадщиною, а й заощаджувати свої кошти. До кожної картки додається невеличкий путівничок, в якому перелічені найпопулярніші пам'ятки міста та ресторани, а також подана корисна

інформація для подорожуючих, включно з SIM-карткою lifecell. Гості міста можуть придбати картку на один день за 250 грн., на два дні – за 350 грн. або на три дні за 450 грн., що набагато дешевше, ніж у більшості європейських туристичних центрів. Організатори обіцяють, що проект буде нарощувати кількість учасників програми, а в майбутньому будуть додаватись ще й спеціальні бонуси та знижки.
