Don't Ask, Don't Tell: The Problems With Dual Ukrainian Citizenship

hile many Western nations, including Canada, the USA, the UK, and Australia, allow their citizens to have multiple passports, the same can’t be said of Ukraine. It’s an unusual reality, considering how many wealthy and influential Ukrainians live outside Ukraine. In fact, it’s expected that at least 300,000 Ukrainians – and as many as more than one million – hold multiple passports. So why is this law still a thing? There is some reason behind this riddle, as authorities have been and continue to be wary of the intentions of neighbouring nations. But as Ukraine continues its march towards European nationhood, should the government reconsider its dual nationality policy? Is it even possible? The answers are surprisingly tricky.

IT’S NOT JUST RUSSI A

Of course, there is another irredentist nation to Ukraine’s south. Hungary has long sought after territories it lost after siding with Nazi Germany in the Second World War, including part of Ukraine’s Transcarpathia. In fact, it was alleged that the Hungarian consulate in Berehove began handing out Hungarian passports to Ukrainian citizens just a couple of months ago. While Ukraine achieved one of the main benefits of being part of the EU by gaining visafree Schengen travel last year, a EU passport still allows Ukrainians to work legally across the bloc, providing a powerful incentive for dual citizenship. RULES? SCHMULES!

AN INVITATION TO INVADE

The most common experience cited in denying citizens dual citizenship is that it might stoke the irredentist natures of neighbouring nations. This goes back at least until the Second World War, when Britain’s Neville Chamberlain agreed to Hitler’s annexation of part of neighbouring Czechoslovakia – an area that had an ethnic German-majority population. When Ukraine declared independence, there was a genuine concern of granting Russian citizenship to the large Russian minority in the country. This was the genesis of the ‘no dual citizenship’ law that still exists in the country. After conflict broke out in the east in 2014, Putin said that he has “reserved the right” to protect Russian peoples in Ukraine. Imagine if those people carried Russian passports.

It is those same incentives that have led some of Ukraine’s most powerful people to seek and attain dual or even multiple citizenships. While it is still ostensibly illegal, many of Ukraine’s most influential have admitted to, or are widely understood to have attained, foreign citizenship – with no consequences. For example, it is believed that in addition to his Ukrainian passport, President Poroshenko also has Israeli, Spanish, and French passports. His PM? Volodomyr Groysman is believed to have an Israeli document. The PM before him? Arseniy Yatseniuk is believed to have a Canadian passport. Radical Party leader Oleh Lyashko is expected to have an Austrian document. Ukraine’s wealthiest are also no strangers to multiple passports. Dmitro Firtash is also a Russian citizen, Kyiv mayor Vitaliy Klitschko is also German, former National Bank

president Valeriya Hontaryeva has Cypriot papers, while former Dnipro governor and UIA owner Ihor Kolomoyskiy – one of Ukraine’s richest men – has admitted to at least having Israeli and Cypriot passports and is suspected to also have Swiss citizenship. He’s famously believed to have said – “Is it breaking the law if I have more than two (i.e. not a DUAL citizen)?” DON’T ASK, DON’T TELL

So, with the Ukrainian government seemingly unable to stop its citizens from attaining foreign passports, should the law be looked at? As far as government policy is concerned – no. Ukrainian citizens, while in Ukraine, are Ukrainian citizens – regardless of any other citizenship. This isn’t likely to change. While foreigners of Ukrainian heritage, the so-called diaspora, may apply for a Ukrainian passport, few choose to do so – for precisely this reason. But when you have irredentist governments along your borders, there doesn’t seem to be much incentive for the government to look at the policy either. So as more and more Ukrainians move to other countries for work, it’s likely that the Ukrainian government will disregard any growth in the numbers of Ukrainian dual citizens. For the time being, at least, it looks like the Ukrainian policy of ‘don’t ask, don’t tell’ regarding dual citizenships is here to stay. Lee Reaney, Editor of Lviv Today

DISCOVERING PADEREWSKI MUSIC FESTIVAL 16–18 November at the Lviv Philharmonic Hall (7 Chaykovskoho St.) Inspired by Ignacy Jan Paderewski, an outstanding artist who united Polish and Ukrainian culture, the Polish Institute in Kyiv is bringing its Discovering Paderewski festival to the Western Ukrainian capital from 16-18 November. Famous worldwide, the Honorary Knight of the Grand Cross of the Order of the British Empire and honorary doctor at 11 universities in Europe and America (including Lviv University) is less well-known in Ukraine. The honorary Leopolitan is better known here for his famous speech in the city in 1910 to celebrate the 100th anniversary of his famous compatriot Frédéric Chopin. While Poland is more often associated with Chopin, Paderewski was one of the most prominent artists and composers of his time. The Discovering Paderewski festival aims to showcase his creative personality and emphasise his creative legacy, which is a valuable part of the cultures of both Ukraine and Poland. The festival begins on 16 November with a special opening concert by pianist Marianna Humetska alongside the Lviv Philharmonic Orchestra, who will perform under the dynamic and exciting baton of Hobart Earle. KVITKA: ENCORE! 14 November at 17:30 and 20:00 at Lviv’s M. Zankovetska Drama Theatre (1 L. Ukrainka St.) A special concert dedicated to the 65th anniversary of the birth of the incredible Kvitka Cisyk will take place at Lviv’s charming M. Zankovetska Drama Theatre on 14 November. Born in the USA to a family of Ukrainian emigrants, Cisyk studied at the New York Conservatory where she mastered her vocal technique and perfected her voice – a very rare coloratura soprano timbre. She sang backup for artists like Michael Jackson, Whitney Houston, and Carly Simon. She was even nominated for the Best Contemporary Folk Album Grammy in 1990! Never forgetting her roots, she recorded two albums of Ukrainian songs – Kvitka, Songs of Ukraine and Kvitka, Two Colours. She was planning a hometown tour before succumbing to breast cancer in 1998. This special anniversary concert will feature Lviv’s talented Oksana Mukha alongside virtuoso violinist Oleksandr Bozhyk. They will perform some of Cisyk’s most popular hits, like You Light Up My Life. Following the concert in Lviv, the show will travel to Poland, Canada, and the USA. Заньковецької 14 листопада відбудуться спеціальні концерти, присвячений 65-річчю з дня народження відомої української співачки Квітки Цісик. На сцені вона виступала з такими зірками американської естради як Майкл Джексон та Уітні Х'юстон. Її неповторний голос звучав на американських радіостанціях понад 22 мільярди разів! У 1990 році вона була номінована на премію "Греммі" за найкращий сучасний фольк альбом. ‘WORLD STARS OF BALLET’ IN LVIV 2 November at Malevich Night Club & Concert Hall (2 Chornovola Ave.) Ukrainian-born dancer Vladimir Malakhov will highlight the grand ‘World Stars of Ballet’ gala at Lviv’s spectacular Opera & Ballet Theatre on 26 November. Labeled as the ‘Dancer of the Century’, Malakhov studied at the prestigious Moscow State Academy of Choreography and became a soloist at the Moscow Classical Ballet in 1986. He has starred at the Vienna State Opera, the National Ballet of Canada, and the American Ballet Theatre and performed on the famous stages at the Bolshoi and Mariinsky Theatres. The award-winning dancer has spent much of the last twenty years as an artistic director at Staatsoper Berlin and Deutsche Opera.

VLAD DE BRIANSK Y WORLD TOUR 3 December at 18:00 at the Lviv Philharmonic Theatre (7 Tchaikovskoho St.) The Ukrainian-born, American virtuoso guitarist Vlad De Briansky will perform a special concert of blues, jazz, rock, and classical music for Leopolitan music lovers and guests of the city at the Lviv Philharmonic Theatre on 3 December. Known professionally as Vlad, he’ll showcase his unique method of playing with his fingernails, whereas most people perform with a pick. He is also known for using his Fender Telecaster guitar with an overdone reverb. Critics compare him to Eric Clapton, Ry Cooder, and Pat Metheny. In his youth Vlad made a name for himself in Eastern Europe as a member of the popular Ukrainian bands Forte, Tea Fan Club, and Loony Pelen. He moved to the USA in 1996 to attend the Berklee College of Music in Boston and later studied with Mike Stern and John Abercrombie in New York. That’s where he started as an assistant producer at Hush Productions and where he was offered his own recording contract. He later signed with Blue Note Records and Sony Classical before ending up at Orpheus Music. He spent 10 years at Orpheus, where he released his debut album Vladosphere featuring the hit ‘Little Star’, which reached #4 on the US Adult Contemporary charts. This made him the only instrumental artist in the US Top 40. He received a Grammy nomination for his second album, 2007’s Sun in Capricorn. His success led to collaborations with some of the biggest names in music, including Donna Summer, Lauryn Hill, Katy Perry, Ray Brown Jr., and Ruslana. His 2014 Jacks Last Dollar album debuted at #14 on the US Blues chart and his 2016 digital download-only album Blues reached the Top 10 on iTunes downloads in the USA, Japan, and Russia. Влад здобув визнання на вимогливому музичному ринку США своїм унікальним способом гри нігтями, тоді як більшість сучасних музикантів користуються медіатором. GERMAN FILM FESTIVAL 22–26 November at Planeta Kino Cinema in Forum Lviv (7A Pid Dubom St.) The annual German Film Festival returns to Lviv from 22-26 November. Hosted by the Goethe Institute and Arthouse Traffic, with support from ProCredit Bank Ukraine, the event will feature seven film screenings, including two joint Ukrainian-German productions. One of Ukraine’s biggest and longest-running cinematic events, the festival will also have screenings in Kyiv, Mariupol, Dnipro, Odesa, Kharkiv, and Chernivtsi (from 15-19 November). The festival opens in Lviv with the Christian Petzgold’s drama Transit, which tells the story of a couple that meets in Marseille on the eve of Germany’s occupation of France. Two biographical features will also be screened: the black-and-white Three Days with Romy Schneider won seven German Film Awards and follows the final interview with the actress while she was in rehab; while the Young Karl Marx traces the path of the philosopher from his starving days in Paris to becoming one of the leading modern philosophers. Other films generating buzz at the festival include Robert Schwentke’s historical drama The Captain, which won the cinematography award at the San Sebastian Film Festival, and Sergei Loznitsa’s Donbas, which garnered a Best Director nod in the Un Certain Regard section of the Cannes Film Festival. A co-production between Germany, Ukraine, the Netherlands, France, and Romania, the film is Ukraine’s representative for the Academy Award for Best Foreign Language Film. In another co-production with Germany, the Ukrainian tragicomedy Volcano follows an OSCE translator sent to the Crimean border as part of a monitoring mission. The Roman Bondarchuk film debuted at the Karlovy Vary Film Festival in the Czech Republic and won the Grand Prix at the Golden Apricot Film Festival in Yerevan, Armenia. ФЕСТИВАЛЬ НІМЕЦЬКОГО КІНО 22–26 листопада, "Планета кіно", ТРЦ "Форум" (вул. Під дубом, 7А) Щорічний фестиваль німецького кіно пройде у Львові 22–26 листопада. За підтримки Інституту Ґете, кінокомпанії Артхаус Трафік та ProCredit Bank Ukraine цей фестиваль має у своїй програмі сім фільмів, в тому числі два спільного українсько-німецького виробництва. Цей один з найбільших та найдовших кінематографічних заходів в Україні також пройде в Києві, Маріуполі, Дніпрі, Одесі, Харкові та Чернівцях (15–19 листопада). Фестиваль у Львові відкриє показ драма "Транзит" режисера Крістіана Петцгольда, яка розповідає про пару, що зустрілась в Марселі напередодні німецької окупації Франції. Також буде показано дві біографічні стрічки: чорно-біла "Три дні", яка здобула сім нагород German Film Awards, на основі останніх інтерв’ю з актрисою Ромі Шнайдер, а фільм "Молодий Карл Маркс" прослідковує шлях філософа від його нелегких днів у Парижі, до слави одного з провідних сучасних філософів. Серед інших цікавих стрічок у програмі фестивалю, зокрема, історична драма Роберта Швенке "Капітан", яка отримала нагороду на фестивалі у Сан-Себастьяні та "Донбас" Сергія Лозниці, за яку він отримав звання найкращого режисера у розділі Un Certain Regard Каннського кінофестивалю. Це спільне виробництво Німеччини, України, Нідерландів, Франції та Румунії представлятиме Україну в категорії "Найкращий фільм іноземною мовою" американської кіноакадемії. Ще один фільм німецько-українського виробництва трагікомедія "Вулкан" розповідає про перекладача ОБСЄ, який вирушає на кордон з окупованим Кримом в рамках моніторингової місії. Фільм Романа Бондарчука дебютував на фестивалі в Карлових Варах та отримав Гран-прі на фестивалі "Золотий абрикос" в Єревані. Усі фільми демонструються мовою оригіналу з українськими субтитрами. НОВИЙ АЛЬБОМ ДЖАМАЛИ 20 листопада о 19:00. нічний клуб "Малевич" (пр. Чорновола, 2) У львівському нічному клубі "Малевич" відбудеться концерт Джамали, яка виграла конкурс "Євробачення" 2016 року. Після перемоги вона тріумфально виступила в країнах Європи та в Україні з серією живих виступів. Leopolitan music lovers and guests of the city won’t want to miss DakhaBrakha – one of Ukraine’s most spectacular folk bands – when they play at Lviv’s lovely M. Zankovetska Drama Theatre on 19 November. When at a DakhaBrakha concert, the first things you notice are the outfits of the singers. Iryna Kovalenko, Olena Tsybulska, and Nina Garanetska have become icons of modern Ukrainian fashion with their towering lamb’s-wool hats, long, white dresses, and traditional beaded necklaces. Their fashion style is a beautiful blend of traditional and modern Ukraine – just like their music. They describe their folk and punk rock sound as “ethno chaos”. The ladies and Marko Halanevych, who plays accordion and sings, came together in 2004 under avant-garde director Vladyslav Troitskyi. Since then, DakhaBrakha has released five albums and have gone on 14 tours around the world. They draw on traditional Ukrainian folk songs for inspiration as they strive to show people through music that Ukraine isn’t part of Russia. Their vocal style is called “white singing” and comes from the Hutsul people in the Carpathian Mountains. The group considers their sound as having a world music feel, where they take sounds and voices from around the world and tie it together with Ukrainian folklore. the world. INTERNATIONAL ECONOMIC FORUM Lviv hosted the International Economic Forum ‘Lviv Region – Hub of Opportunities’ from 1–2 November. Organised by the Lviv Regional State Administration, the forum is one of the most important economic events in Western Ukraine and attracts over 1,500 participants from over 20 countries each year. Ukrainian Trade Minister Stepan Kubiv opened the event by saying that “Ukraine is becoming a transit hub between Europe and Asia – a transit hub for the World Trade Organisation – and the Lviv region plays a key role in this.” The forum’s panel discussions focused on the most urgent issues facing the region’s economic development, including: Lviv Industrial Hub – Future Opportunities; Lviv’s Agrarian Region’s Export Flows to the World; Lviv Region’s Tourist Marketplace; Lviv Region – Transport-Logistic Hub; Carpathians Euroregion – A New Form of Ukraine-EU Integration; and Formula of Energy Independence. As part of the programming, the East Expo was also held, which showcased businesses from the Donetsk and Luhansk oblasts. Many of the most important names in Ukrainian economic development were in attendance, including Morgan Williams, President of the American-Ukrainian Business Council; Emma Turos, Executive Director of the Canadian-Ukrainian Chamber of Commerce; Burak Pehlivan, Head of the International Association of Ukrainian and Turkish Entrepreneurs; Sheikh Imad Abu Al-Rub, President of the Ukrainian-Arab Business Council; and the ambassadors of UAE, Poland, and the Netherlands.

Захід урочисто відкрив перший віце-прем'єр, міністр економічного розвитку та торгівлі України Степан Кубів, який сказав, що "Україна знову стає транзитним центром між Європою та Азією, транзитним центром Світової організації торгівлі, а Львівська область відіграє ключову роль у цьому процесі". Одна з найважливіших подій в економічному житті Західної України, організована Львівською обласною державною адміністрацією, зібрала понад 1500 учасників з 20 країн світу. DEFENDER OF UKRAINE DAY On October 14th in Lviv festively celebrated Defender of Ukraine Day, which is state holiday in Ukraine. To mark the event through city center paraded soldiers of Armed Forces of Ukraine, veterans of ATO and the Ukrainian Insurgent Army (UPA), volunteers. Also was presented numerous high-tech weaponry. As part of celebration the “Na Valah” park hosted theatrical military-historical performance “Battle between UPA and NKVD (People's Commissariat for Internal Affairs), while in the city centre on the square in front of T. Shevchenko monument students of the Lviv State Lyceum named Krut Heroes took solemn oath of loyalty.

‘UNDER THE HIGH CASTLE’ POLISH CINEMA FESTIVAL The Under the High Castle modern Polish cinema festival was held in Lviv from 12–21 October. Organised by the Polish Consulate in Lviv and the Polish Institute of Cinematic Art, the event showcased 20 movies over 40 screenings in addition to numerous supporting events, like panel discussions, educational lessons on the history of cinema, exhibitions, concerts, and much more. The event was festively opened on 12 October with the Ukrainian premiere screening of ‘303 Squadron: A True Story’. The movies will now be screened in Ivano-Frankivsk and Uzhhorod to continue to increase Ukrainian audiences’ familiarity with Polish cinema.

Lviv celebrated the splendid premiere of Igor Stravinsky’s ‘Truth Under the Mask’ ballet on 19 October. The show combines ‘Le Sacre du Printemps’ (The Rite of Spring) and ‘Pulcinella’ into a wonderful balletic performance. Italian choreographers Marcello Algeri and Sabrina Rinaldi worked with Lviv Opera & Ballet Theatre staff to deliver one of the most extravagant and experimental ballet shows of the year. The performance showcases the splendid dancing of Yaryna Kotys and Sergiy Kachura. Special thanks go to Lviv Opera & Ballet art director Vasyl Vovkun, costume designer Zhanna Maletska, and American-Ukrainian conductor Teodore Kuchar for their collaborations with the Italians on such a terrific show. Leopolitan fans of conceptual and avant-garde ballet and guests of the city can catch repeat performances of ‘Truth Under the Mask’ at Lviv’s wonderful Opera & Ballet Theatre on 8-9 December.

One of Lviv’s most anticipated culinary holidays of the year returned to the very heart of the ancient city from 19–21 October. The Cheese and Wine Festival satisfied Leopolitan cheese lovers and guests of the city with its large variety of cheeses and wines from many of Ukraine’s most renowned manufacturers and artisans. Festivalgoers learned about cheese-making culture and wine-making traditions. Several culinary workshops were offered alongside an array of musical performances by local artists. This year’s highlight was the Ukrainian Grape Stomping Championship that attracted such celebrities as artist Oleksandr Voytovych, fashion designer Olena Dats, singer Oksana Mukha, restaurateur Vado Arzumanyan, and DikArt Creative Marketing Company Director Andriy Sydor. Those in attendance on the last day were treated to delightful cheesecake that was specially prepared in the traditional way by local chefs. Next year’s event will take place from 18-20 October, so be sure to mark your calendars!

З 19 по 21 жовтня в нашому місті пройшло радиційне "Свято сиру й вина" що стало місцем зустрічі львів’ян та гостей міста, які не уявляють собі святкового столу без сирів та вин. Гості фестивалю мали нагоду дізнатись про історію та сучасність сироваріння, культуру й традиції виноробства. Тут можна було відвідати декілька кулінарних майстер-класів або послухати виступи музичних колективів. OLENA DATS' GALLERY AND OLFACTORIUM NIGHT Within Lviv Fashion Week, Olena Dats’ Gallery – known by interesting meetings and glamorous parties – played host for the presentation brand’s latest collection of evening gowns. Models at fashion show also featured cozy down jackets by Moongoose. Evening was filled with enchanting fragrant of Chornobryvtsi parfumes created by Olena Belova. Party’s guests also got great chance to admire aromas by Olfactorium, Ukrainian perfume makers. Talented vocalist and art director Uliana Horbachevska did excellent job adding mystical and extravagant fleur to the event.

Some of Ukraine’s top fashion designers returned to the Western Ukrainian capital from 25–28 October for Lviv Fashion Week. The event showcased the latest collections by the likes of Lesia Semi, Chernikova, Olesia Hryn, Eklectic, and Novana Studio, and debuted young new brands like Framiore, Havryliv, Ultrasound by Zherebetska & Kucher, and Olia Zadybchuk. Special guests included Britain’s Giebultowski, Germany’s Rockmädchen, and Polish designers Waleria TokarzewskaKaraszewicz, Kaya by Karo, and Sonia Chruścińska. The event culminated with the presentation of the wonderful wedding gowns of Oksana Mukha by Kateryna Yalova, which had opened the MQ Vienna Fashion Week earlier this season. In addition to featuring the hottest trends of the Spring / Summer 2019 season with the main shows at the D. Halytskyi International Airport, the event was complemented with an educational program and showroom that featured nearly 30 Ukrainian brands. The educational program included lectures and discussions on topics like ‘The phenomenon of ugly fashion: aesthetics of “ugly” as a global trend’, ‘Vsi. Svoi – A platform for sales and development of Ukrainian designers’, and ‘Fashion tech trends and how to find them’. Special attention was drawn to the series of workshops by Ukrainian perfumers, including Bohdan Zubchenko’s ‘The Art of Scent. Perfume Wardrobe’, Oleksandr Perevertailo’s ‘Men’s fragrances of the postmodern era for him and her’, and Vlad Zvarych’s ‘How to create a fragrance for your own brand. Perfumes as an accessory line of designer collections’. One of the event’s highlights was the Lviv Art Days project, which promoted Ukrainian artists and popularised various genres of modern Ukrainian art, including painting, graphics, sculpture, weaving, metal, ceramics, installations, and video. From 26–28 October, Leopolitan fashionistas and guests of the city had the great chance to get acquainted with the most up-to-date works of Ukraine’s most famous artists as well as the creations of some of the country’s most talented up-and-coming talents.

he Seventh Polish Fighter Squadron, also known as the Kosciuszko Squadron, played an important role in the history of the Second Polish Republic during the first years of its existence while also strengthening the bond between Poland and America. The Squadron’s origins date back to 7 November 1918, a few days before Poland officially regained independence. Back then, on the premises of a former Austro-Hungarian airfield in Rakowice near Krakow, the Poles began the formation of their first two air squadrons. These included what would become the Kosciuszko Squadron.

The spring of 1919 was a breakthrough moment in the history of the Seventh Air Squadron. A young American captain named Merian Cooper was visiting Poland at the time as a member of the American Relief Administration, an American humanitarian mission in Europe following World War I. Cooper met with Poland’s General Tadeusz Rozwadowski and presented him with the idea of recruiting a group of American aviators. Cooper saw this as a chance to repay the debt America had owed

to Poland since the American War of Independence in the late eighteenth century, when a group of Polish soldiers, including Tadeusz Kosciuszko and Kazimierz Pulaski, had fought for American independence. Merian C. Cooper was an extremely colorful character who seemed destined to make history. Many years later, he would have an equally glamorous if entirely different career in the movies, making him the only participant of the Polish-Bolshevik War to win an Oscar. Cooper’s greatest cinematic triumph was the 1933 Hollywood blockbuster King Kong, which he wrote, produced and directed. Cooper would eventually receive an honorary Oscar in 1952 for lifetime achievement. He then added a star on the Hollywood Walk of Fame to his collection of accolades in 1960, and remains the only Hollywood director to hold the highest Polish military decoration for valor, the Virtuti Militari. In May 1919, Cooper met with Polish Commander-in-Chief Jozef Pilsudski to present his idea. Cooper suggested rounding up a group of passionate American

pilots, many of whom were still present in post-war Western Europe, and convincing them to join Poland's fight for sovereignty. Cooper then left for Paris to begin the recruitment process. Once in France, he had a series of meetings with fellow pilots. Eventually, Cooper managed to gather a group of seven volunteers who agreed to serve under Polish command. This group included Major Cedric Fauntleroy, Lieutenant George Crawford, Captain Edward Corsi, Captain Arthur H. Kelly, Lieutenant Kenneth Shrewsbury, Second Lieutenant Edwin Noble, and Lieutenant Carl Clark. The American volunteers arrived in Poland at the end of September 1919. In October, just before leaving for the frontlines, they met with Pilsudski at Belvedere and welcomed another two volunteers: Lieutenant Edmund Graves and Lieutenant Elliot Chess. Shortly after arriving at their new unit, the American pilots familiarized themselves with the equipment they were going to use, including the Albatros D. III (Oef) fighter plane, as well as Polish air operations tactics. By the end of October, Major Cedric Fauntleroy had taken over command of the Seventh Air Squadron. During the first weeks of service in this unique and multinational squadron, Lieutenant Elliot Chess designed a new emblem. This iconic design featured numerous Polish and American national symbols such as a traditional four-cornered cap (rogatywka), a group of red and white vertical stripes referring to the colors of the American and Polish flags, a pair of crossed scythes and thirteen encircling blue stars representing the original

American states. In the final days of 1919, the squadron received a new name in honor of Tadeusz Kosciuszko, the Polish hero of the American War of Independence. The idea to rename the squadron enjoyed support among the American pilots who saw it as a way of generating more interest among potential US recruits. During the first weeks of 1920, crews of the Kosciuszko Squadron mostly conducted patrol flights as the inevitability of conflict with Bolshevik Russia became increasingly clear. Fighting began in February and intensified in April 1920, when Polish forces started their military offensive in Ukraine. Luckily, at that time Bolshevik forces were not prepared to defend against air assaults, making it easier for the Kosciuszko Squadron to perform combat missions. However, the first successes on the battlefield came with a price, when the unit lost a fighter pilot. Losses soon mounted up. During a 26 April air assault on Bolshevik forces, Second Lieutenant Noble was badly hurt. Surprisingly, despite receiving serious

Despite months of treatment and rehabilitation, the young American aviator never regained full physical fitness and had to be relieved of his duties. By late spring, bolstered by deliveries of Italian Ansaldo A.1 Balilla fighter planes, the squadron conducted its first strikes against the vaunted Bolshevik First Cavalry Army, also known as Budyonny's

In August 1920, as the war approached its decisive moments with the Polish victory in the Battle of Warsaw, the Kosciuszko Squadron made history when they helped to fight Budyonny's Cavalry Army to a standstill, buying time for Polish forces on the ground and allowing them to regroup. This was to prove the squadron’s last major contribution to the campaign. In total, three American pilots died while fighting for Poland during the 1920 conflict. Many more sustained wounds. These American volunteers would go on to gain official recognition for their role in the war, with many receiving the highest Polish military decorations such as the Virtuti Militari and the Cross of Valor. They remain important figures in the Polish-American relationship remembered for helping to stop the spread of Bolshevism.

Cavalry Army. These mounted forces were the pride of the Bolshevik forces and had begun to inflict heavy losses on Polish units, forcing them to retreat and complicating the strategic situation on the front. Towards the end of June, the pilots of the Seventh Squadron withdrew from the front for rest and repairs. During this recuperation period, the squadron welcomed new recruits to replenish their numbers and replace those who had not returned from combat flights. At this point, Captain Cooper took over the command of the squadron from Major LVIV TODAY | November 2018

Fauntleroy, who took on the leadership of a newly formed air squadron and became commander-in-chief of the Polish Second Army’s aviation. In the middle of July, the squadron received orders to return to the frontlines. Captain Cooper was destined not to complete the journey. Instead, Bolshevik forces shot him down during his flight to the front, and his fate remained unknown until after the war was over and he managed to escape from Soviet captivity and return to Poland. This marked the end of his

This year the usual format of the event was slightly changed and we decided to organize a wonderful trip to the “Mukko” Dairy Farm located on the countryside. Nazar Kmit, co-owner of the farm, was the leader of the excurcion and shared some interesting information about the foundation of the farm. Parents and children were excited by the opportunity to visit ukrainian farm with goats and take a look inside the production processes, learn some secrets and taste a wide range of delicious cheeses. It seems everyone enjoyed the time on our way to the farm and back home, which is also a great way for everyone to socialize and have fun together. We are grateful to our partners Jam Catering for ensuring that everyone is happy when it comes to food, and, of course, to Advice Group for initiating the meeting and supporting the realization. EBA EVENTS BUSINESS, STATE MIGRATION SERVICE AND EMPLOYMENT SERVICE DISCUSSED WAYS TO WORK TOGETHER ON OPTIMIZING FOREIGN EXPERTS’ EMPLOYMENT PROCEDURES On October 19, business community of the European Business Association held a meeting with representatives of the State Migration Service and the State Employment Service. Once again businesses emphasized the key issue in the employment of foreigners – the contradiction between the specific Law of Ukraine “On the legal status of foreigners and stateless persons” and the Resolution of the Cabinet of Ministers of Ukraine #322.

Thus, according to the Law, a temporary residence permit is issued within 10 days, and the documents for exchange of a temporary residence permit should be submitted not later than 10 calendar days before the expiration of its validity. At the same time, the Resolution refers to a 15day period in both cases. According to the Law, the representatives of the State Migration Service are obligated to provide a foreigner with the description of the accepted documents signed by the authorized person who adopted them, indicating his position, full name and the date of acceptance of the documents. However, the description of the adopted documents is not provided according to the Resolution. These conflicts cause a number of complications for businesses and legal stay of foreign experts – both directly, at the time of a filing, and when obtaining a certificate. In addition, the procedure is quite tight. Some have filed documents for obtaining a certificate back in August, but have not

received it yet. Although, according to the legislation, the certificate should be issued in a period of up to 15 working days. For its part, the Head of the Migration Service stressed that there were delays indeed. Delays were due to manufacturing processes. However, about 7 thousand ID cards have already been manufactured, and about 1300 have been shipped from the plant. It means that the process of issuing the ID cards has started this month.

In addition, he added that an upgraded e-service should soon start working and will be available in English. It will be possible to perform all operations in an online mode, as well as check all the data. The procedure will look like this: a foreigner will log in into the e-service, fill in all the required data for registration, choose which documents are required and will be recorded in an electronic queue. In order to confirm the recording it would be necessary to print out a QR-code. All these steps will significantly speed up the process of application. The Head of the State Migration Service said that now the electronic queue is working. However, there are many intermediaries trying to take several tickets for filling the documents. Additionally, a great number of employees involved in the process of accepting documents for a certificate is not commensurate with the number of requests from foreigners. Actually, it is very difficult to get tickets for the dates you want.

For its part, the business community proposed to foresee the possibility of expedited registration of a certificate on the principle of issuing a foreign passport. It has been proposed to leave, as a general rule, the deadline for issuing documents for a certificate – 15 working days, and in 7 working days – for an additional payment; and to shorten the exchange period of a biometric certificate from 15 to 5-7 business days, if the alien has already received it. In the near

future, the business will prepare and submit a detailed list of proposals for consideration. We truly hope that these proposals will be taken into account and conditions for legal employment and stay of foreign experts will be simple and understandable. This, in turn, will have a qualitative effect on the development of the investment climate of the country. Dear Markian, I am a foreign citizen, permanently residing in Ukraine, the main shareholder and director of Ukrainian LLC. Recently our company received a notice from police investigator, by which investigator calls me for interrogation as a witness. The notice does not contain any information due to what reasons I am invited to the police, though I presume that the proceedings may concern one of our counteragents which, according to our information, has many problems with tax inspection. Please, advise how I should react to the notice, whether my visit to investigator is obligatory, which would be the consequences of my non-appearance and how I should conduct during interrogation (if I decide to go) etc.

Due to the initiative of Victor Halchynskyy (Kredobank), EBA Western Ukrainian Office continues to unite Western EBA PR Hub experts and public relations stakeholders. This time within the framework of Hub, we decided to hold meetings in Cases & Clever Talks format. On October 3, representatives from 4 different business spheres, 4 different companies presented 4 cases from their real experience. Finding solutions to these cases caused a fair discussion among the participants. Victor Halchynskyy (Kredobank) presented a project of developing railroads in Nizhankovichy and the positive consequences it had for the public of this town. Nadia Sukharnyk and Lyuba Bogachevska (Goodvalley Ukraine, Ivano-Frankivsk region) shared their experience in solving the problem in communication with citizens and activists against the launch of disposal facility purchased for the farm. Natalia Ulynets and Olga Lekh (Perfect PR) shared their experience of restoring trust in a foreign investor in rural areas. Iryna Patsevko (EPAM Ukraine) showed colleagues how important is the right internal communications in the company and how PR in the IT field looks like. Each case had different inputs, but they were united by the fact that in some difficult situations PR is the only valuable and effective tool in the process of solving the problem or developing a business. Criminal Procedural Code of Ukraine (“CPC”) prescribes that investigator has a right to call a person for interrogation in case there exist substantial grounds to consider that such person may provide a testimony, significant for a criminal proceedings. Corresponding notice may be serviced personally, by post, e-mail etc., a person may be informed about interrogation also by phone. The service of notice by the place of person’s employment is admissible. Arrival to investigator is obligatory, though, interrogation may be postponed due to prescribed by CPC valid reasons, among which are: long-term business trip, journey, serious illness, delayed receipt of the notice (which is to be serviced not later than 3 days before interrogation), other substantial grounds which make it impossible to appear before investigator. It is advisable to inform investigator about impossibility to appear beforehand (the notice should obligatory contain investigator’s contact details). In case a duly notified person fails to appear for interrogation without any valid reasons or to inform about the reasons of his (her) nonappearance, a court by petition of investigator may impose a monetary punishment (approx. up to 28 EUR) or to decide on a forcible escort of a person to the place of interrogation. Though the notice should not contain description of essence of criminal proceedings, a witness has a right to be aware and investigator is to inform due to what reasons and within which criminal case a person shall be examined. Among other foreseen by CPC rights of a witness are: to involve attorney-at-law, to testify in his (her) native language (involving a translator), to refuse to provide a testimony which may become a ground for witness’ accusation of crime, to familiarize with the protocol of examination as well as to ask investigator to amend the protocol in case of any inaccuracies. In any circumstances, it is strongly recommended not to panic and to apply for a professional legal support immediately after notification about interrogation.

ver since achieving independence in 1991, Ukraine has wrestled with national identity issues driven by the need to strike a balance between complex post-Soviet realities and traditional ethnic definitions of what it means to be Ukrainian. Language has occupied a central position in this ongoing debate, serving as a proxy battlefield for rival political forces wrestling with the legacy of Tsarist and Soviet russification policies stretching back centuries. Meanwhile, everyday life in Ukraine has evolved along broadly bilingual lines, with Ukrainian enjoying the status of official national language but Russian continuing to dominate at street level.

The language issue has remained high on the political agenda since the 2014 Revolution of Dignity, with a series of legislative changes introducing Ukrainian language quotas for the Ukrainian media and obliging schools to adopt Ukrainian as the primary language of instruction. These measures have proven controversial, with critics claiming they discriminate against Russian speakers and other minority languages. However, many Ukrainian speakers say the reality is strikingly different, with Ukrainian still struggling to achieve everyday acceptance in much of the country. Lviv Today magazine invited Ukrainian-speaking American journalist Mark Raczkiewycz to share his experiences of linguistic politics in independent Ukraine.

Проціджуємо, з’єднуємо 100 г розсолу зі 150 г сметани і варимо до густини рідкої сметани. М'ясо з раків збиваємо у блендері з двома жовтками, сметаною та сухою булкою. У збиту масу додаємо зелень та замішуємо.

Bake carrots with onion and put them into cooking pot filled with water. Bring it to a oil and add dill, parsley, nettle and salt. Wash and clean crayfish. Put them into pot, boil for 10 minutes and let them rest in the hot brine for another 30 minutes. The next step is to peel shells from crayfish and put them back into brine. Filter brine, mix 100 ml with 150 g of sour crème and cook till medium thickness. Crayfish meat mix together with two egg-yolks, rest of sour crème and dry wheat bread soft part using blender. Add greenery to the mixture and blend again.

Масу з раків щільно завертаємо у формі хлібців (товщина не більше 6 см). Змащуємо харчову плівку топленим маслом та викладаємо на неї масу. Запікаємо впродовж 10 хвилин. Охолоджуємо в крижаній воді та знімаємо плівку. Далі нарізаємо на 3 частини та підсмажуємо на топленому маслі до рум’яної скоринки. Перед подачею розрізаємо під кутом 45 градусів.

Grayfish mixture thoroughly form into rolls (thickness should not exceed 6 cm). Butter plastic food wrap and put rolls on it. Bake for 10 minutes. Cool off in the iced water and take off plastic food wrap. Cut each roll into 3 parts and fry in melted butter till golden brown. Before serving cut each piece at 45 degree angle. GARNISH

Alongside with crayfish we will also cook vegetables which we will serve as garnish. This time I’ve chosen cauliflower and green corn. Blanch cauliflower. I recommend to use 3 different stewpots: in the first one we will add purple cabbage fresh, in the second one we add turmeric and carrots juice, while in the third one we’ll have water. After blanching cauliflower, remove excess water with napkins. Fry in melted butter adding salt and couple of slices of garlic. The dish is ready! Bon appetite!

Паралельно з приготуванням раків починаємо підготовку овочів. Їх ми використаємо як підгарнір. Цього разу я обрав цвітну капусту та молоду кукурудзу. Капусту бланшуємо. Для цього рекомендую використати 3 різних сотейники: в один додаємо фреш із синьої капусти, в інший – куркуму та морквяний сік, а один з водою. Після бланшування прибираємо зайву вологу серветкою. Підсмажуємо на топленому маслі, додаємо сіль та кілька слайсів часнику. Страви готові! Смачного!

Fitness: Leopolitan Wins Bodybuilding World Championship One of the most striking stars of the Leopolitan bodybuilding school is Oksana Brygidyr and she continues to show the world how fit Leopolitans can be. Already the 2015 world champion and a European and Olympia Europe champion, Brygidyr topped some of the world’s fittest athletes at the IFBB World Fitness Championships in Bialystok, Poland last month. Not a single woman in the world could best her in the Bikini Fitness up to 169cm category. A stable, professional, and self-confident young woman, she’s set to show what Lviv is made of to the world for years to come! Congratulations Oksana!

Фітнес: Чемпіонка світу Оксана Бригідир Чемпіонат світу з фітнесу IFBB відбувся 26–28 жовтня у польському місті Бялисток. Найкращі спортсмени змагалися за престижну нагороду IFBB Elite Pro card, а також за бали у світових рейтингах IFBB. На цих змаганнях виступила найяскравіша зірка львівської школи бодібілдингу Оксана Бригідир. Вперше вона здобула чемпіонський титул 2015 року. На змаганнях двох наступних років вона здобувала срібло, тож бажання здобути титул чемпіонки світу стало просто непереборним і вона зробила це, вдруге у своїй кар'єрі ставши чемпіонкою світу. Також Оксана має у своїй скарбничці дві престижні нагороди "Arnold Classic Europe". Вона дуже стабільна, дуже професійна, дуже впевнена в собі і йтиме до нових перемог. До речі, збірна України стала чемпіоном у командному заліку. Вітаємо всіх переможців і бажаємо удачі!

2018 Invictus Games: 20 medals for Ukrainian team Ukrainian veterans shone at the fourth Invictus Games, held in Sydney, Australia from 20–27 October. War veterans from 18 countries competed in 13 sports and our Ukrainian heroes returned home with 20 medals. The seven gold, ten silver, and three bronze medals were six more than the Ukrainian team won last year in Canada and good enough to finish fifth in the medal count. Ukraine sent a team of 15 veterans-turned-athletes and seven team members will return to the line of duty. Archers Maia Moskyvych, Andriy Usach, and Lviv’s Serhii Shymchak – an ATO veteran from the Luhansk oblast in 2014–15 – claimed gold in the team event. Congratulations to all participants!

Ігри Нескорених 2018: Українська команда здобула 20 медалей На далекому Австралійському континенті, в Сіднеї, 20–27 жовтня, відбулись четверті Ігри Нескорених (Invictus Games), де ветерани війни з 18 країн світу змагались у 13 видах спорту. Українська команда повернулась додому зі свого другого виступу на цих змаганнях, здобувши 20 медалей – сім золотих, десять срібних і три бронзові, ставши п'ятою за кількістю медалей. Цього разу наша команда виграла на 6 медалей більше, ніж торік у Канаді. До Австралії від України поїхала команда з 15 спортсменів-ветеранів; семеро з них повернуться на службу Вітчизні. Лучники Майя Москвич, Андрій Усач та львів’янин Сергій Шимчак – ветеран АТО, який брав участь у операціях в Луганській області (2014-2015), здобули золото у командному заліку. Leopolitan wrestlers put on quite a show at the Wrestling World Championships in Budapest last month, claiming three medals. More than 850 athletes from 97 nations faced off to claim one of the 30 world titles in freestyle, Greco-Roman, and women’s divisions. Lviv State University graduate Alla Cherkasova is on top of the world after claiming the up to 68kg division title with a dramatic 15–10 win over France’s Selena Kumba. Other Lviv State University graduates to medal in Budapest included 21-year-old Oksana Livach, who claimed bronze in the up to 50kg class, and former world champion Yuliya Tkach-Ostapchuk, who claimed bronze in the up to 62kg division. Congratulations to all the girls! Thanks for her excellent performance Alla Cherkasova became October ber Athlete of the Month .

American Football: Lviv Falls in Finals The Lviv Lions – the city’s American football team – hosted the Ukrainian Football League championship against the Kyiv Patriots at the city’s SKA Stadium on 28 October. Unfortunately the local team was almost crushed in the final, putting up just six points in a 44–6 loss to the more experienced Patriots. This was the team’s first appearance in the finals, but the team vows to be and to bring the championship to Lviv!”

Sport Dance: Lviv Open Cup The Lviv Open Cup dance championships were held at Lviv’s Halychyna sports complex on 7–8 October. Over 800 dancers aged four to 35 from 16 countries took part in several events, including the WDSF International Standard and Latin divisions, the WDSF PD Standard and Latin divisions, and the European children’s Grand Prix junior and juvenile categories. Norway’s Lars Olaf Eltervaag and Paraskevi Zygouri claimed the premiere title in the WDSF International Open Adults Latin competition with a dazzling display, just edging out Ukrainian hopefuls Dmytro Skurativskyi and Yulia Sukhovska. Congratulations to all the participants and winners!

Цю всесвітньо відому міжнародну нагороду отримують за найвищий рівень своїх досягнень спеціалісти та компанії, які працюють у сфері житлової та комерційної нерухомості. Конкурс традиційно оцінюється незалежною групою з 80 висококласних фахівців сфери нерухомості, що фокусують свою увагу на дизайні, якості, інноваційних технологіях, оригінальності, еко-доброзичливості і безпеки проектів. До складу журі входять міжнародні судді найвищого рангу, які працюють під патронатом членів верхньої палати парламенту Великобританії – Палати Лордів.

Парус Development було запрошено на європейський тур INTERNATIONAL PROPERTY AWARDS, як переможця, який набрав найбільшу кількість балів в категорії "Архітектура багатоквартирного будинку". Компанія стала лідером представивши свій проект Парус та Парус LIFE у єдиному комплексі. Журі експертів назвало проект кращим об’єктом нерухомості України у напрямку архітектури. Це підтверджує той факт, що проект досяг своєї мети – інтегрувати естетичні аспекти дизайну з інфраструктурою будинку так, аби власники квартир отримали абсолютний комфорт у поєднанні з вишуканою архітектурою. Одним із основних прикладів такого поєднання є комерційні приміщення з панорамними вікнами від підлоги до стелі з загальною протяжністю вітрини у 70 метрів.

This world-famous international award is given for the highest level of achievements in various sectors of residential and commercial real estate. The INTERNATIONAL PROPERTY AWARDS are juried by an independent panel of 80 industry experts. Juries focus on design, quality, service, innovation, originality, and commitment to sustainability. The jury panel is chaired by Lord Caithness, Lord Best, The Earl of Liverpool, and Lord Thurso, members of the House of Lords in the UK Parliament. Parus Development was invited to the EUROPEAN PROPERTY AWARDS as a winner, who got the highest score in category "Architecture Multiple Residence". The company became first by introducing its projects Parus and Parus LIFE as a residential complex. Expert jury named the project The Best Architecture Multiple Residence in Ukraine. It means that the project achieved its goal – to integrate aesthetic aspects of the design with the infrastructure of the building so that the owners of the apartments received absolute comfort in combination with exquisite architecture. One of the main examples of this combination is the commercial premises with panoramic windows from floor to ceiling with a total length of the shop window of 70 meters. "With gaining the experience of our Western colleagues and using the latest innovative solutions, we have achieved that our recognizable style has become a symbol of the city. We managed to bring the architecture of Lviv to a brand new level.
