AT COPING WITH CRISIS Volodymyr Zelensky’s stunning victory in the first round of Ukraine’s presidential elections on 31 March would have sparked scenes of mass panic in virtually any other European country. With a novice comedian poised to take over the country’s top job and assume responsibility for an ongoing war with Russia, many people would have begun packing their bags, stockpiling tinned food and preparing for impending catastrophe.

post-Soviet revolutions and a five-year war with a global superpower, electing a clown as president is hardly the end of the world. Admittedly, many Ukrainians believe Zelensky’s rise is a huge and untimely gamble, but few doubt that Ukraine will survive. After all, Ukraine always survives.

There was little evidence of this in Ukraine in the first days of April as the dust settled on Zelensky’s triumph. The majority of Ukrainians simply shrugged and got on with their daily lives, perhaps pausing to gossip about the latest political circus as they enjoyed the fine spring weather. The economy did not crash and there was no rush on the country’s banks. Instead, the Ukrainian national currency actually strengthened slightly against the dollar. Once again, Ukrainians had provided a reminder of why they are the undisputed world champions when it comes to coping with crisis.

The ability to recover from national crises is plugged into Ukraine’s DNA. This quality shines forth from the first lines of the country’s national anthem, and it remains as evident today as it was back in the early 1860s when those rousing lyrics were first penned. Ukraine’s post-Soviet travails are comparative trifles when compared to the apocalyptic events of the twentieth century, which saw the country facing genocidal onslaughts from both sides as it found itself at the epicenter of the entire totalitarian epoch. If Hitler and Stalin failed to extinguish Ukraine’s dream of statehood, untested political adventurers such as Volodymyr Zelensky and totalitarian tribute acts like Vladimir Putin have comparatively little chance.

The truth of the matter is that while Zelensky’s rise has generated breathless international media coverage, in the broader Ukrainian context it is not such a big deal. For a country that has witnessed decades of chronic political instability topped by two

Ukraine’s crisis coping skills are ultimately an unwelcome if necessary attribute. They are the product of a tragic history that has fueled division and dysfunction while scarring and traumatizing the nation in ways that will take many more decades to heal.

Nevertheless, anyone wishing to understand today’s Ukraine must take this unique record of resilience into account. To international observers, the country can often appear hopelessly chaotic. Indeed, foreign politicians, journalists and investors looking in from the outside could be forgiven for assuming that the odds remain heavily stacked against Ukraine. Such negative perceptions come as no surprise but risk missing the point. In reality, contemporary Ukraine only makes sense when viewed within the context of the almost inconceivable fortitude displayed by successive generations of Ukrainians. For the Ukrainian nation, history has been the ultimate stress test. The country’s continued survival may at first glance appear miraculous, but perhaps we should really expect nothing less. THIS MONTH LVIV CITY DAY 4–5 May in Central Lviv Lviv City Day is the official celebration to mark the city’s founding. This year Lviv is celebrating its 763rd birthday on the first weekend of May! This year’s program features more than 100 events and activities, including parades, fairs, street entertainment, sports contests, free tours, and live music. Some of Lviv’s museums will also be offering free admission. There will be several stages along Svoboda Avenue and in parks across the city, but the heart of the celebrations will take place in the heart of the city – Rynok Square. You’ll be able to catch children’s and folk groups as well as many popular bands. The family-friendly City Picnic will take place in Ivan Franko Park, where you’ll be able to enjoy a variety of street food and a diverse entertainment program. You’ll also want to catch the extraordinary Street Parade Carnival, where thousands of people are expected to participate! There’ll be armoured knights, actors on stilts, carriages with angels, sports teams, folk dance ensembles, and representatives from a great variety of public groups that make Lviv’s social life so vibrant. The centre isn’t the only place celebrating though – the Sykhiv and Levandivka regions and the D. Lviv’s grandiose Opera & Ballet Theatre is pleased to host a concert by outspoken and iconic rock star Andriy Makarevich on 6 May. Makarevich has been playing jazz for 15 years and all his projects have seen at least 10 musicians on stage with him. His Creole Tango Orchestra began modestly, with just seven musicians, but soon grew to a big band with a full horn section. L.O.V.E. – Songs About Love and Yiddish Jazz were not only brass bands, but also featured several vocalists! Now Markevich wants to try a new format – Yo5. “Before, musicians had to be minimalistic”, says Makarevich, “Now, the picture is different. Musicians are able to do a lot, so minimalism is now a conscious choice.” Playing alongside Evgeny Borets (piano), Sergey Khutas (contrabass), David Tkebuchava (drums), and Timur Nekrasov (brass), their repertoire includes songs from the album ‘Time Machine’ and Makarevich’s solo program. Lviv’s Malevich Night Club will play host to Sharon Kovacs, the shaven-headed chanteuse with the voice of a soul legend, on 15 April. The Netherlands might be famous for tulips, van Gogh, and Gouda cheese – but great soul singers? Well, Kovacs is about to change expectations. Not only does she have a fabulous voice that makes her hometown in the south of Holland proud, but she could very well shake up the entire European music industry. Колишній учасник гурту "Машина времени" легендарний Андрій Макаревич виступить 6 травня на сцені львівського оперного з презентацією свого музичного під загадковою назвою YO5. Макаревич грає джаз вже понад 15 років, і в його проектах на сцені з ним виступили не менш 10 музикантів. Trail running combines running up steep gradients, hiking, and running on “any unpaved surface”. It’s similar to both mountain and fell running (aka hill running). Trail running takes place on clearly marked trails or tracks that are relatively easy to follow and does not necessarily involve significant ascents or the need to navigate, as is necessary in fell running. The number of organised trail races have grown worldwide over the last few years as runners cite less stressful impact compared to road running and prefer the landscape of non-urban environments. This has led to a boom in non-traditional and off-road trail running and adventure racing in the past decade. LVIV OPEN CUP MOTOCROSS 12 May at 11:00 at Mayorivka Racetrack (between Medova Pechera and Kytaiska Streets) Lviv’s legendary Mayorivka racetrack will play host to the Lviv Open Cup motocross competition on 12 May. Renowned as one of Europe’s most difficult tracks, the Mayorivka event is expected to draw competitors from across Ukraine and neighbouring countries. Mayorivka was reopened in 2016 by motorcycle enthusiasts at Lviv’s ‘Drive’ club after nearly 20 years of lying dormant. Last year’s spectacle drew over 20,000 spectators with the finals broadcasted live on Ukraine’s Xsport channel. This year racers will compete in a number of different categories, including professional, amateur, adult, junior, and children. Co-organised by Lviv’s Zazirya Moto Club, the day’s most anticipated event will surely be the offroad race through the treacherous swamplands of the track’s famed Mayorivka wood line. LVIV MODEL UN 2019 18–21 from 11:00 at Bank Hotel (8 Lystopadovoho Chynu St.) Lviv’s Bank Hotel is set to play host to this year’s Lviv Model UN conference from 18–21 April. The simulation allows participants to learn about world affairs, improve conflict resolution capabilities, and develop communication skills through role-play. Organisers believe the event will educate participants informally through team-building and workshops, so there are plenty of practical benefits to taking part. Delegates need no prior model UN experience, nor do you need to be a student of international relations. Students of all backgrounds and levels of experience are welcome, so long as you have the ambition to learn something new and meet other like-minded students from around the globe. Lviv MUN students will simulate the work of several UN committees, including the Security Council, Human Rights Council, Economic and Social Council, and UNICEF. Through the knowledge, experience, and relationships formed through MUN, it is hoped that the next generation of world leaders and thinkers will learn to work effectively to find solutions to global problems that foster the principles of the UN and spirit of cooperation. The Zero Waste Fest 2019 will take place at Lviv’s !FESTRepublic Club on 20 April. As sustainability becomes an ever more accepted idea within organisations and communities across the nation, Zero Waste events are spreading. Additionally, the steady expansion of recycling and commercial composting infrastructure makes it possible to offer recycling and food composting at events in many locations. Increasingly, Zero Waste events are sharing best practices and developing new ways to divert event materials from landfills. Lviv’s Zero Waste Fest will tackle topics like Reduce, Reuse, Recycle, Rot and will feature several areas accordingly. One of the event’s highlights will be how to reduce waste while preparing your house for Easter celebrations. At Zero Waste Fest 2019 you will explore sustainable consumption, composting, minimalism, ecology, and many other themes through presentations, panel discussions, and a fair featuring more than 30 exhibitors. Organisers hope to share solutions and information with all festivalgoers, whether you’re already familiar with the zerowaste lifestyle or simply curious about what it involves. Ukraine’s zero-waste community has grown organically – in the last year alone, a zero waste in Lviv Facebook page has grown to over 5000 memebers. The group first held a Zero Waste event in Lviv last year to highlight zero-waste reusable products, bulk food vendors, a secondhand clothes swap, roundtables, environmental stands, and delicious food. На подібних заходах на тему нульових відходів відбувається обмін передовим досвідом і розробляються нові способи зменшення навантаження на звалища. На львівському фестивалі буде кілька напрямків, присвячених вирішенню таких питань, як скорочення споживання, повторне використання, переробка, компостування тощо. Однією з найважливіших тем буде: "Як зменшити відходи під час підготовки до Великодніх свят". Відвідувачі ознайомляться з на перший погляд, простим принципом 4R – Reduce, Reuse, Recycle, Rot. В перекладі це означає : зменшувати свої потреби; використовувати речі багаторазово; віддавати на переробку те, що можна переробити; все інше йде на компост. The ‘Knyhomania’ Children’s Forum & Reading Festival is a three-day event in May that brings together authors, illustrators, and publishers for and exciting and dynamic program to foster the enjoyment of reading among Ukrainian youth. Dating back to 2002 when it was known as the Children’s Reading Festival, the event quickly became one of the few festivals that tied together educational, entertainment, and cultural activities to popularise the development of children’s book publishing. It remains a premier platform for national and foreign publishing houses to present and promote their books. With young readers and their parents in mind, events at the festival include: a book fair, presentations of children’s literature publishing houses, literary tasks, meetings of Ukrainian and international authors, workshops, book competitions and awards, charity events, and exhibitions. Kids

will love the ‘Superheroes Save the Planet’ game, where they’ll acquire superpowers on their way to becoming a superhero in order to save the world from ecological disaster! Another exciting event is the ‘Super Reader in Ukraine 2019’ awards that will see winners of the national contest presented with prizes. The ‘Reading with KredoBank’ contest is also expected to be popular, as the winner will receive a trip to Warsaw to highlight how KredoBank is the bank with the largest Polish investment in Ukraine. Several sporting events will also be part of the activities, including plenty of open-air fun and entertaining tasks led by famous athletes. eopolitan music lovers are thrilled to welcome Lviv’s newest festival as the Alberto Lysy International Festival will take place from 15–20 April. This wonderful musical event is designed to honour Alberto Lysy, an Argentinian violinist and conductor of Ukrainian origin. Lysy was born in Buenos Aires to Ukrainian immigrants in 1935. His father introduced him to the violin at age five and he began his music studies with celebrated teacher Ljerko Spiller. He won the Queen Elisabeth Competition in 1955 – becoming the first Argentinean to do so. That’s where he met his future teacher and mentor Yehudi Menuhin, who was on the jury. Lysy was recommended by Menuhin for a Rockefeller Foundation grant, and he rejoined his benefactor in Gstaad becoming his first and only personal pupil, and the elder performer gave him a prized Guarnerius violin, dated 1742. Lysy started studying in Switzerland and later performed with legends like Benjamin Britten, Pablo Casals, and Nadia Boulanger. Among his friends were Charlie Chaplin and family whose Swiss home M. Lysy visited for extended stays. He also played with orchestras such as the New York Philharmonic, the National Symphony of Washington, and the London Symphony. At the same time, he was the Director of the Menuhin Music Academy in Gstaad (Switzerland) where many young Ukrainian musicians were practicing.

His work with children earned him the Stradivari International Pedagogical Prize in 2006. Alberto Lysy is known as founder of festivals like the Delle Nazioni and Pontino Festival in Italy, the Recontres Musical in Switzerland, and the Lysy Festival in Argentina. After returning to Argentina, he founded the Camerata Bariloche and later, the Camerata Lysy. His many successful students are a testament to his strong musical influence, while his recordings have delighted audiences worldwide. Lysy died in Lausanne in 2009. Lysy made a huge contribution to the development of academic musical training in Ukraine and many Ukrainian musicians continue to use his unique techniques of playing violin. Lviv’s Alberto Lysy International Festival will feature performances by some of the maestro’s greatest students, who are eager to show their respect and gratitude to an outstanding violinist and teacher. Festival founder Oleg Kaskiv, a lead violin professor at the famous Menuhin Music Academy, was also a student of Lysy. The festival will be held with the support of the Recontres Musicales Camerata Lysy Association and the Embassy of Switzerland in Ukraine, in addition to the concerts, will feature workshops by such recognised violinists as Oleg Kaskiv, Adelina Oprean, Igor Keller, violist Ivan Vukcevic, cellist Pablo de Naveran and pianist Olga Sitkovetsky.

Саме тут його зустрів майбутній вчитель і наставник Ієгуді Менухін, який був членом журі. Альберто отримав у подарунок від Менухіна скрипку роботи Дж. Ґварнері (1742) та став навчатись у Швейцарії і виступати на сцені з такими легендами, як Бенджамін Бриттен, Пабло Казальс і Надя Буланже. Альберто був добре знайомий з Чарлі Чапліном та іноді відвідував родину Чаплінів у їх Швейцарському маєтку. Лисий також грав з оркестрами, як от НьюЙоркська філармонія, Національний симфонічний оркестр у Вашингтоні і Лондонський симфонічний оркестр. Одночасно він був директором Музичної академії Менухіна в м. Гштаад, де до речі проходили стажування багато українських молодих музикантів. Його робота з дітьми принесла йому Страдіварську міжнародну педагогічну премію в 2006 році. Альберто Лисий став

засновником таких фестивалів, як Delle Nazioni і Pontino в Італії, Recontres Musical у Швейцарії та Lysy Festival в Аргентині. Повернувшись до Аргентини, він заснував камерний ансамбль Camerata Bariloche, а пізніше – Camerata Lysy. Успіх студентів Альберто є свідченням його сильного музичного впливу, а записи маестро радують слухачів у всьому світі. А. Лисий також зробив величезний внесок у розвиток академічної музичної підготовки в Україні, і багато українських музикантів продовжують використовувати його унікальні прийоми гри на скрипці. У програмі львівського Міжнародного фестивалю пам’яті Альберто Лисого – виступи деяких з найкращих його учнів, які прагнуть показати свою повагу та вдячність видатному скрипалю та педагогу. Being among “TOP-50 successful women of Lviv region”, she sat down with us to give Lviv Today readers an idea of what personal qualities are necessary to own your own business and how to turn your dreams into reality.

How did your business life begin, and did you need to have a special education? While studying at school, I was mesmerised by the works of notable Catalonian architect Antonio Gaudi, which greatly influenced my choice of higher education. Now, I have a master’s degree and diploma in architecture and design. A year and a half ago, I tried my hand at business – with Pierre Cardin lingerie. In my opinion, you need no special education for that. But I did make some mistakes along the way, as I based my decisions on intuition, rather than experience. For sure, seminars, workshops, and business trainings are valuable; however, for me, the most important thing is to have the desire to evolve. As far as my speciality is concerned, I continue to work in the field and plan in the future to open my own architecture bureau.

How did Pierre Cardin become your favourite brand? Where does your clientele come from? 28

The collection of lingerie from Pierre Cardin is very popular, so orders come in from across Ukraine from customers looking for highquality, exquisite designed, and affordable lingerie. That’s when I took the next step of opening a boutique Cardin Shop at Roksolana shopping centre. As the official representative of Pierre Cardin for Women in Ukraine, we have only original goods, which makes us very popular. Women of various ages quickly fell in love with the brand because of its comfort and unique design. The wide selection is sure to satisfy the taste of any shopper.

What does a successful business owner look like? An entrepreneur should clearly understand what it is that he or she wants. The person should be charismatic and have a strong backbone, as in business one can face many troubles and injustices – and can lose a lot of money. You should be ready for all that.

Is it worth it to spend money on advertising, for example in printed media? The Cardin Shop has been working for six months and for the first few months I only used the services of bloggers to promote it. It costed me quite a sum, and I greatly regret to say that it didn’t really help. Advertising in print media has helped me by bringing many more customers to the shop.

Tell us about your future plans. First, I’m all set to move forward and never give up. In order to keep your place in the market nowadays, you must put in a lot of effort. Customer demand is constantly increasing and changing and while I may be a business novice, I’m lucky to be a quick learner and ready to answer any question to meet the demand of my shoppers. I can promise that soon I will have a whole network of Cardin Shop boutiques, as I want our women to become even prettier with the help of Pierre Cardin lingerie. As far as men are concerned – a piece of advice – don’t be scared or shy to come to our shop; our consultants will gladly help you choose the best lingerie for your loved ones! The Lviv Fashion Week Autumn / Winter 2019 took place in the city from 20-24 March. The glamorous event was hosted at Arena Lviv and other locations throughout the city. Some of Ukraine’s hottest designers introduced their autumn and winter lines, including Vozianov, Marta Wachholz, Kateryna Karol, LiLi Sas, and Mykytyuk & Yatsenyuk. Some of the country’s top up-and-coming talents also made their debuts, like Anna Mukha, chereshnivska, Konyk, and Rimma Donna by Rimma Turkiya. Special guests included Italian brands Balossa and Emilio Bonadio and collections by Polish designers Klaudia Markievicz and Anna Kuzmitowicz. Showroom visitors grabbed their chance to pick up stylish clothes, bags, shoes, and other fashion accessories from over 30 popular brands. The event kicked off jointly with French Spring and Lviv Art Days at the Lvivarnya museum-cultural complex with French-Swiss designer Isagus Taushch’s eco-friendly ‘sustainable fashion’ show on 20 March. Leopolitans and guests of the city were also treated to fashion-related discussions, including Tausch’s ‘PlanetEcology-Fashion’ lecture at the Design House.

Деякі з найкрутіших українських дизайнерів представили свої осінні та зимові колекції, серед яких, зокрема, Возіанов, Марта Вахгольц, Катерина Кароль, Лілі Сас, Микитюк та Яценюк. LVIV ART DAYS At the end of March Lvivarnya Museum and Cultural Complex played host for the Lviv Art Days. This creative initiative was held for the second time with the main aim of popularization of modern Ukrainian art as well as active development of communication between various art-unions. The event featured over 100 art works of different styles and genres – graphics, paintings, sculpture, ceramics, textile pieces, artistic glassware etc. created by over 40 Ukrainian artists. This year Lviv Art Days gained international status as attendees had wonderful chance to get acquainted with works of well-known Italian photographer from Sicily Fabio Florio and Lebanese sculptor Nabil Wehbe. The Lviv National Philharmonic’s Lyudkevych Concert Hall hosted the ’24 Caprices: Paganini – Skoryk’ in honour of Ukrainian composer and conductor Myroslav Skoryk, who turned 80 last year. Skoryk is also the Music Director of the INSO-Lviv Symphony Orchestra and his musicians prepared a special gift for the occasion, presenting the maestro with a ‘Paganini by Arrangement’ CD featuring Paganini’s 24 Caprices for a big symphony arrangement by Skoryk. Released by Britain’s ‘Toccata Classics’ in October 2018, the collection was first presented on BBC Radio 3’s ‘Record Review’. Lviv’s concert featured brilliant violinist Marko Komonko playing with INSO-Lviv to perform the Caprices under the direction of Alexander Zemtsov. Leopolitan music lovers and guests of the city were also able to purchase the wonderful CD afterwards.

Завершується рік святкування 80-річчя відомого українського композитора Мирослава Скорика, який також є художнім керівником симфонічного оркестру INSO-Львів. Музиканти оркестру підготували спеціальний подарунок з цієї нагоди, презентуючи компакт-диск Paganini by Arrangement, який представляє 24 каприси Ніколо Паганіні в обробці для великого симфонічного оркестру. Реліз диску відбувся у Великобританії (лейбл Toccata Classics) в жовтні 2018, а вже в листопаді диск було представлено у програмі Record Review радіо BBC 3. ROMANTIC SPRING BY OLENA DATS’ Lviv’s spectacular Lozinski Palace was the setting for the charming presentation of the latest fashion collection by Leopolitan designer Olena Dats’. On show was her spring / summer 2019 line that was inspired by Witold Pruszkowski’s painting ‘Spring’. The light, airy, and romantic garments came as a triumph of youth, strength, and beauty. The collection’s delicate embroidery motifs remind us of the frosty mist on Spring’s first flowers. A designer’s fabrics are much like paint to an artist, which is why Dats’ prefers to use high-quality silk, cotton, and wool. The designs

DZYGA 2.0 – STILL SPINNING Late March saw the reopening of Lviv’s most famous art gallery – Dzyga. Located on Virmenska Street in the heart of the Armenian quarter of medieval Lviv, the iconic gallery first opened its doors in 1997. The original layout had a gallery, exhibition hall, and retro café on the ground floor, while live jazz performances and dining were upstairs. Thanks to the inspiration of the Dzyga Art Association, the venue became a hub for artists, public figures, and business leaders where some of the city’s chicest exhibitions, concerts, festivals, literary events, and other unusual events took place. Dzyga closed last year for renovations, which promised to make Lviv’s favourite art gallery more modern and extravagant. Since reopening, the venue has delighted Leopolitan art lovers and guests of the city with a series of spectacular events like the ‘World of Icons’ abstract art exhibition and the ‘Coordinate’ exhibition of Transcarpathian artists. They were thrilled to attend the opening of the new ‘Gallery 1.8 m’ art space – a multigenre art space for micro projects, as well as the hip ‘Dzyga 2.0’ comeback party, featuring local groovesters Moonzoo. ДЗИГА 2.0 – ПЕРЕЗАВАНТАЖЕННЯ Наприкінці березня відбулось відкриття (після реконструкції) львівської художньої галереї "Дзига". Ця знакова галерея, розташована на вул. Вірменській відкрилась у 1997 році. Спочатку на першому поверсі знаходилась сама галерея, виставковий зал і кафе в стилі ретро. На другому поверсі був атмосферний ресторані з живою джазовою музикою. Галерея завжди була центром натхнення Творчого об’єднання "Дзига". Це організація сучасних львівських митців, яка за 20 років свого існування стала організатором численних виставок, клубних концертів, різноманітних фестивалів, літературних презентацій та інших подій. Минулого року галерею закрили на реконструкцію, яка обіцяла зробити її ще більш сучасною та екстравагантною. З моменту її поновного відкриття була запропонована низка захоплюючих подій, як от виставка абстрактного мистецтва "Світ ікон", виставка закарпатських митців COORDINATE. А зрештою любителі мистецтва мали нагоду побувати на відкритті нового багатожанрового арт-простору "Галерея 1,8 м" для мікро-проектів, а також на джазовій вечірці "Дзига 2.0". Серед найцікавішого на вечірці можна, відзначити виступ музичного проекту MOONZOO у стилі Sad Dance.

LVIV WELCOMES GRAND OPENING OF SPARTAK CENTRE Lviv celebrated the grand opening of its newest sports, trade, and entertainment complex when the Spartak Centre opened its doors on 15–17 March. This spectacular complex boasts a seven-cinema Multiplex, a 6,500 m2 Sportslife area with own Olympic swimming pool, and a Silpo supermarket as its anchor tenants. Stores include the household appliances and electronics retailer Comfy, the Eva shopping network, an exquisite Brocard shop, the Antoshka kid’s supermarket, the Akvarel hobby market, and many more. Lviv's best Athlete of the Month: Pavlo Korostylov

Ukraine’s “Sports Oscars”:

Pavlo Korostylov was named Lviv’s March Athlete of the Month for his exceptional performance at European Championship which took place during March 16-25 in Osijek, Croatia. Leopolitan pistol shooter and 2020 Olympic gold hopeful Pavlo Korostylov returns home with a European championship after topping all comers in the 10m Air Pistol event at the European championships in Croatia last month. Korostylov is no stranger to titles, but this marks his first European title in Air Pistol. He showed his impressive composure under pressure to claim the title with a 241.3 score. Korostylov has already qualified for next summer’s Olympic Games in Tokyo, Japan after finishing fourth in the 10m Air Pistol world championships last summer. Congratulations Pavlo!

Alla Cherkasova Named Ukraine’s “Sensation of the Year” Leopolitan wrestler Alla Cherkasova was named Ukraine’s ‘Sensation of the Year’ at the recent Heroes of Sports event in Kyiv. Cherkasova was recognised for a dominant 2018 where she became world champion by defeating France’s Koumba Larroque in the final. Organised by the National Olympic Committee of Ukraine, Ukraine’s “Sports Oscars” recognised the finest athletes and coaches of 2018. Freestyle aerialist Oleksandr Abramenko was named male Athlete of the Year for becoming Ukraine’s first male Winter Olympic champion in PyeongChang, while former Olympic champion pistol shooter Olena Kostevych was named female Athlete of the Year.

Український “Спортивний Оскар”: Алла Черкасова – "Сенсація Року" Під час засідання Української Академії спорту в Олімпійському домі 5 березня були визначені лауреати нагороди "Герої спортивного року-2018" у восьми номінаціях. Чемпіонка світу з вільної боротьби львів’янка Алла Черкасова була названа "Сенсацією року" в Україні. Раніше вона здобула бронзу на чемпіонаті світу 2010 року і срібло на чемпіонаті Європи 2012, і нарешті стала чемпіонкою світу 2018 року, перемігши у фіналі французьку спортсменку Кумбу Ларрок. Організатори Національного олімпійського комітету України також визначили найкращих спортсменів і тренерів, яких нагородили відзнакою "Спортивний Оскар" 2018 року. Спортсменкою року була визнана Олімпійська чемпіонка у стрільбі з пістолета Олена Костевич.

Найкращий спортсмен місяця: Павло Коростильов Павло Коростильов визнаний спортсменом місяця березня за прекрасний виступ на чемпіонаті Європи з кульової стрільби, який проходив у місті Осієк, Хорватія з 16 по 15 березня. Наша олімпійська надія, стрілець з пістолета Павло Коростильов повернувся додому з чемпіонату Європи в Хорватії після блискучої перемоги на дистанції 10 м. На рахунку Павла вже чимало високих титулів, але це його перша європейська золота медаль у стрільбі з пневматичного пістолета. Він виявив своє вражаюче самовладання під тиском і випередив усіх суперників з результатом 241,3 бала. П. Коростильов вже пройшов кваліфікацію на літню олімпіаду 2020 року в Токіо після того, як минулого літа зайняв четверте місце у чемпіонаті світу у стрільбі з пневматичного пістолета на дистанції 10 метрів. Sport Dance: National Sports Dance Competition “Silver Edelweiss-2019”

Lviv’s Gratsya Sports Complex hosted over 500 dancers aged 7–27 from from across Ukraine and Europe during the Silver Edelweiss competition on 6-7 April. The dancers wowed the crowds with spectacular shows in both Standard and Latin programs and were highly appraised by main judge Oleh Levitsky. Leopolitan dance afficianados and guests of the city were delighted to see several Lviv dancers win their events, including Ulyana Leskiv and Dmytro Zruynovany (Club Foxtrot) in the adult category, Ulyana Fomenko and Yaroslav Krutyak (Club Talisman) in the youth category, and Khrystyna Zarytska and Vladyslav Lyubchuk (Club Talisman) in the youth Latin division.

Leopolitans Lead the Way in Karate Lviv continues to be the heart and soul of the Ukrainian karate team as shown through the success of many of the city’s karetekas in recent tournaments. Lviv’s-own Halina Melnik and Diana Shostak starred on the Ukrainian women’s team (with Anzhelika Terliuga and Anita Seryogina) that captured gold in Kumite at the recent EKF European championships in Guadalajara, Spain. The team bested Portugal (2-1), Finland (2-0), Norway (9-5), Croatia (11-3), and Italy (15-8), before squeezing by Turkey (2-1) in the final. Karate will make its Olympic debut next summer in Tokyo and Lviv’s biggest medal hopes are also in top form. Stanislav Horuna also won bronze in the 75 kg Kumite division at the European championships, while Kateryna Kryva recently won silver at the Karate1 Premier League event in Dubai, UAE.

Танцюристи показали свої вміння стандартній та латиноамериканській програмі, які отримали високу оцінку головного судді змагань Олега Левицького. Львівським любителям танців було приємно побачити серед переможців у стандартній програмі для дорослих львів’ян Дмитра Зруйнованого та Уляну Леськів (клуб "Фокстрот"), а також Ярослава Крутяка та Уляну Фоменко (клуб "Талісман") в категорії юніорів. Celebrating Easter in Ukraine

unny and warm spring is always a great time to visit Lviv. Best of all – it’s Eastertime! Have you ever wondered how Leopolitans celebrate Easter? One of the most important holidays in Ukraine, Easter marks the end of the Great Fast and celebrates the rebirth of Christ. The date changes each year, but it usually falls a week after Catholic Easter. This year Easter is on 28 April, so you have a great chance to combine your travel with a wonderful cultural experience.

For most Ukrainians and especially Leopolitans, Easter is a very important religious holiday. It is celebrated in every region of Ukraine and has customs and traditions that date back to the ancient times. Easter is usually celebrated with family and often brings family members from across the country under a single roof. Orthodox Easter differs significantly from its Catholic cousin, with the main features of Ukrainian Easter being the ‘Paska’ (traditional bread) and ‘pysanka’ (painted eggs). The top activities to keep in mind when celebrating Easter in Ukraine are: 1. Egg painting is a very popular Easter tradition in Ukraine. The decorations on the eggs are meant to symbolize the awakening of nature and the coming of spring. There are different patterns, ornaments, and motifs depending on the region of Ukraine. The process of decorating pysanky is relatively simple, although keeping a steady hand can be a challenge. Certainly, one of the biggest highlights of the holiday will be the pysanky exhibition, which is a can’t-miss event in Lviv. 2. Learn how to bake and decorate a paska. The Christian faithful in many Eastern Christian countries eat this bread during Easter. Christian symbolism is associated with features of paska breads. The inside can be a swirl of yellow and white that is said to represent the resurrection of Jesus while the white represents the Holy Spirit. Bread is one of the essential foods for Ukrainians, and it is one of the most important on Easter. Paska is a large, round bread made of white flower and usually decorated with a cross and other suitable Easter ornamentation (like pine cones

or rosettes) created with dough and sometimes studded with raisins. Some paskas include a hole in the middle to place a candle for when the bread is blessed at church. Tasting traditional dishes is one of the most important things to do while traveling, but it is even more exciting to cook a dish you’ve never tried before. So, why not try your hand at baking your own Paska by following our step-by-step recipe? 3. Wake up early to join people going to church. On Easter morning, Ukrainians get up early to go to church. They bring big Easter baskets with them so they can have them blessed. Food that is put in baskets is symbolic; every item has a meaning and a reason to be brought to church. Most baskets contain paska, pysanky, meat (usually ham or sausage), butter, salt, and horseradish. People go to church for the Easter sermon and wait for the priest to bless all the baskets at the end. They then bring them home with the holy fire from the candles and start the traditional Easter breakfast that contains the food from the basket. 4. Take part in ‘Wet Monday’, the second day of Easter. Many young Leopolitans head to the city centre to take part in festive ‘Wet Monday’ – an all-out water fight that is an ancient Orthodox Easter tradition. Wet Monday sees boys armed with bottles and bucket of water chase after girls to splash them from head to toe. Also popular in Central European countries like Poland and the Czech Republic, Wet Monday is gaining popularity in Ukraine too. It started in Poland as a pagan custom that symbolises cleansing with the coming of spring. The ritual was then transformed into a Christian ritual relating to the cleansing of souls of sins. Truth is, people loved the tradition so much, they just found a way to keep it. According to the original custom, the most beautiful girl in a village would be the wettest. Nowadays, boys just splash any girl they see. Recently, the city has organised a special zone for splashing (downtown around Rynok Square). So, if you dare, come out to join the happy people eager to purify themselves before the upcoming summer season!

EASTER BREAD PASKA RECIPE Ingredients 2 cakes fresh yeast (or substitute 2 packets of active dry yeast – 4½ teaspoons) 2 cups whole milk, warmed to 110o F 7 to 8 cups all-purpose flour, divided 1¼ cup sugar ½ cup unsalted butter, melted and cooled to room temperature 5 egg yolks, lightly beaten 1 tablespoon of salt 1 tablespoon of vanilla extract 2 cups golden raisins (optional) For the Egg Wash 1 egg yolk, beaten with 1 tablespoon of water and lemon

Instructions 1. In a large bowl, stir the yeast into the warm milk to dissolve and let sit for 5 minutes 2. Add 3 cups of flour and mix with a wooden spoon. Cover the bowl with plastic wrap and place in a warm, draught-free area until the dough has doubled in size 3. If you choose to use the golden raisins, soak the raisins for 30 minutes in warm water, then drain and pat dry with towels before using. This will keep the raisins soft. 4. Transfer the dough to the bowl of an electric mixer and add the sugar, melted butter, egg yolks, salt, vanilla, and golden raisins. Mix to combine 5. Mix on low to medium-low speed until the dough comes together, adding more flour one tablespoon at a time, as needed. The dough will be a bit sticky 6. Divide the dough into three equal sections and shape into loaves, then transfer to three 8x4-inch greased loaf pans. Cover loosely with plastic wrap and let rise until doubled in size 8. When the dough has about 10 minutes left to rise, preheat oven to 400o F 9. Brush the tops of the loaves with the egg wash 10. Bake the loaves for 10 minutes, then reduce the temperature to 350o F and bake for an additional 40 minutes or until the loaves are golden brown 11. If the loaves are beginning to get too dark, place a tented or loose piece of foil over the top 12. Let the bread cool in the pans for about 15 minutes, then turn the loaves onto a wire rack to cool completely 13. Store leftover bread in a resealable plastic bag and keep at room temperature for up to 3 days

ISL AMIC THINKER FROM E U ROPE ’S R E LIGIOU S C ROSS ROADS Muhammad Asad’s name figures prominently on the roll of 20th century English-language Muslim thinkers. He is a remarkable and unlikely figure whose association with Lviv reflects the city’s heritage as one of the world’s great crossroads of cultures and religions. Muhammad Asad was born as Leopold Weiss in July 1900 in the city of Lemberg(today’s Lviv), then part of the Habsburg Empire. He was the descendant of a long line of rabbis, a line broken by his father who instead chose to become a barrister. Asad himself received a thorough religious education that would qualify him to keep alive the family’s rabbinical tradition. He had become proficient in Hebrew at an early age and was also familiar with Aramaic. He had studied the Old Testament in the original as well as the text and commentaries of the Talmud, the Mishna and Gemara, and he had delved into the intricacies of Biblical exegesis, the Targum. This budding your theology student left Lviv on the eve of WWI when his family moved to Vienna, where 14-year-old Weiss ran away from school and tried unsuccessfully to join the Austrian army to fight in what would quickly become known as ‘the war to end all wars.’ However, it took years before the young Asad could get accepted by the Austrian army and no sooner had he finally been officially drafted than the Austrian Empire collapsed, along with his dreams of military glory. After the war, he pursued philosophy and art history at the University of Vienna, but these academic studies apparently failed to satisfy him and he abandoned them to seek fulfilment elsewhere. Vienna at that time was one of the most intellectually and culturally stimulating cities in Europe, a hothouse of burgeoning new perspectives on psychology, language and philosophy. Not just its academic institutions, but even its famous cafes reverberated with lively debate centred on psychoanalysis, logical positivism, linguistic analysis and semantics. This was the period when the distinctive voices of Sigmund Freud, Alfred Adler and Ludwig Wittgenstein filled the air and echoed round the world. Weiss had a ringside seat for these exciting discussions, and though he was impressed by the originality of those pioneering spirits, their major conclusions left him still unsatisfied.

LEGENDARY LEOPOLITAN Back in Berlin from the Middle East a few years later, Weiss underwent an electrifying spiritual epiphany which he claimed was reminiscent of the experience of some of the earliest Muslims. Whatever it was, it changed his mind and his life. Asad next spent some six years in the Muslim holy cities of Mecca and Medina, where he studied Arabic, the Qur’an, the hadith (the traditions of Muslim Prophet Mohammed) and Islamic history. Those studies led him to what he described as: “the firm conviction that Islam, as a spiritual and social phenomenon, is still, in spite of all the drawbacks caused by the deficiencies of the Muslims, by far the greatest driving force mankind has ever experienced.”

Weiss eventually left Vienna in 1920 and travelled throughout Central Europe, where he did “all manner of short-lived jobs” before arriving in Berlin. Here, luck and pluck led to a scoop that elevated him from a mere telephonist working for a wire service into a journalist: Among other scoops he reported the presence in Berlin of Maxim Gorky’s wife, who was on a secret mission to solicit aid from the West for Soviet Russia. At this stage, Weiss, like many of his generation, counted himself an agnostic, having drifted away from his Jewish moorings despite his significant religious studies. He left Europe for the Middle East in 1922 for what was supposed to be a short visit to an uncle in Jerusalem. There he came to know and like the Arabs and was struck by how Islam infused their everyday lives with existential meaning, spiritual strength and inner peace. It was the start of a powerful spiritual journey.

From that time and until the end of his life, his interest was centred around the problem of Islam’s regeneration. His academic knowledge of classical Arabic — made easier by familiarity with Hebrew and Aramaic, sister Semitic languages — was further enhanced by his wide travels and his contacts in Arabia with Bedouins. To study Muslim communities and cultures further east, Asad left Arabia for India in 1932. There he met the celebrated Muslim poet-philosopher Muhammad Iqbal, a man widely regarded as the spiritual progenitor of Pakistan. Iqbal persuaded Asad to stay on, “to help elucidate the intellectual premises of the future Islamic state.” Asad soon won Iqbal’s admiration and public acclaim with the publication of a perceptive monograph on the challenges facing modern Muslims. But his freedom was curtailed when the Second World War broke out in 1939. Ironically, though he had refused a German passport after the annexation of Austria in 1938 and insisted on retaining his Austrian citizenship, the British imprisoned him on the second day of the war as an “enemy alien,” and did not release him till 1945. Asad was the only Muslim among the 3000-odd Europeans interned in India, the large majority of whom were Nazi sympathizers.

Asad moved to Pakistan after its creation in 1947 and was charged by its government with formulating the ideological foundations for the new state. Later he was transferred to the Pakistani Foreign Ministry to head its Middle East Division, where he endeavoured to strengthen Pakistan’s ties to other Muslim countries. He capped his diplomatic career by serving as Pakistan’s Minister Plenipotentiary to the United Nations—a position he resigned in 1952 to write his autobiography: The Road to Mecca. After writing this book he left New York in 1955 and finally settled in Spain. He did not cease to write. At 80, after 17 years of effort, he completed the work that had been his life’s dream, and for which he felt all his life till then had been an apprenticeship: a translation and exegesis, of the Qur’an into English entitled: The Message of the Qur’an. The Message of the Qur’an is widely recognised as among the best English translations and commentaries of the Qur’an and comparable to the famous works of Pickthall, Yusuf Ali and Daryabadi. His rendering is simple and straightforward. Although widely known as a proponent of conservative Islam, his translation departs from the traditional exegetic approaches and reflects his deep knowledge of Jewish and Christian scriptures. He presented the Muslim world as an unexpected tonic with all its complexities, temperament and sense of spiritual security. “Islam appears to me like a perfect work of architecture. All its parts are harmoniously conceived to complement and support each other; nothing is superfluous and nothing lacking; and the result is a structure of absolute balance and solid composure,” he once said. He remains remembered as one of the most articulate and passionate Muslim scholars and writers of the past century. He was buried in the Muslim cemetery of Granada following his death in 1992.

Soon Weiss became, at the quite remarkably young age of 22, a correspondent for the Frankfurter Zeitung, one of the most prestigious newspapers of Germany and Europe at the time. As a journalist he travelled extensively, mingled with ordinary people, held discussions with Muslim intellectuals and met heads of state in Palestine, Egypt, Transjordan, Syria, Iraq, Iran and Afghanistan. During his travels and through his readings, Weiss’s interest in Islam increased as his understanding of its scripture, history and peoples grew. In part, curiosity propelled his explorations, but he also felt something darker— in his words, “a spiritual emptiness, a vague, cynical relativism born out of increasing hopelessness” from which he needed to escape. He remained agnostic, unable to accept the religious tenet that God spoke to and guided humankind by revelation. LVIV TODAY | April 2019

kraine is one of the 47 members of the Council of Europe (CoE), the prominent international organization with headquarters in Strasbourg, France. The CoE’s member states are exclusively European. As a member state of the CoE, Ukraine participates in all the organization’s bodies, contributing actively to their respective activities and work.

In a nutshell, the foundations of the organization anchor the universal values and principles of Human Rights, democracy and the rule of law. The CoE’s achievements in the process of materializing its values in cooperation with the European Union and the United Nations are countless. A myriad of documents reaching out to national legislators and public officials have been adopted since 1949. Taking into account the dimension of the Information Technology (IT) industry

and outsourcing or offshoring in manufacturing companies within the Lviv Oblast, we will focus today on one introductory general comment, the main conclusions reached at the High-Level Conference Governing the Game Changer – Impacts of Artificial Intelligence development on Human Rights, democracy and the rule of law, held in Helsinki, Finland in the last days of February 2019, and its implications for industry in the Lviv Oblast. I T S H O U L D B E A C K N O W L E D G E D T H AT ARTIFICIAL INTELLIGENCE (AI) REPRESENTS TODAY ONE OF THE M AIN CROSS-CUT TING ISSUES TOUCHING UPON MANY, IF NOT MOST OF THE WORKS UNDERTAKEN AT THE COE.

This said, panellists’ presentations set forth repeatedly not only quality aspects, but also issues related to biases and prejudices incorporated into AI tools. Most significantly, after using appropriate data processing techniques and algorithms, final outputs of the AI process virtually always replicate biases and prejudices. This consideration has deep implications in various fields for the CoE. In France, decisions rendered by educational institutions have already been challenged before Courts on the basis that the criteria used by algorithms were inappropriately managed. Are changes drawn to the fundamental right to education, a core element in the realm of Human Rights, simply by machine-made decisions? Moreover, what about a surgeon bluntly relying on machine-processed results, instead of using his/ her own professional judgment. Where is the right to the protection of health of the patient, enshrined also in the Human Rights Convention? And what can be said about the use by insurance companies of software to determine liability in car accidents – usually done without clear disclosure to the client? This latter case bears no correlation with the beneficial privatisation of dispute resolution procedures, but opens many unanswered questions related to transparency, accountability, Human Rights and the rule of law. At the end of the day, according to these facts, machines should not be considered anymore neutral and without prejudice. And not only this, but the painstakingly developed legal standards at the Council of Europe during the last decades, must now imperatively be incorporated into decision-support systems of all kinds.

The conclusions of the Conference begin with the recognition that AI impacts on the exercise of Human Rights, the functioning of democratic societies and the rule of law. Consequently, AI requires timely and thoughtful policy responses. It must be placed on top of the governments’ political agenda. This conclusion leaves out of sight the options of self-regulation and soft laws. Some panellists endorsed this option.

In other words, the participants to the High-Level Conference concluded that AI ought to be developed in a human-centric manner. Of course, AI affects all aspects of human life globally and transversally. A holistic approach to AI is therefore needed. Effective supervisory mechanisms and democratic oversight structures must be put in place. An open question in this matter relates to the ideal profile for such filters. Possibly, the better option would be to create non-governmental, non-partisan and non-political structures, so as to avoid political interferences as experienced in some election processes lately. Education, risk assessments, and inter-disciplinary and independent research into the impacts of AI on Human Rights, democracy and the rule of law will allow large parts of society to engage actively in the revolution that is currently already underway. Finally, it would be preposterous to contend that the information processing technology and machine learning tools do not rationalize services and deliver enormous efficiency gains in a wide range of fields. AI TOOLS ARE RAPIDLY TRANSFORMING NOT ONLY SOCIETY, BUT ALSO THE ECONOMY AROUND THE WORLD. The Information Technology industry in the Lviv Oblast will doubtlessly reap benefits from this process. Foreign companies need inputs from well-prepared Ukrainian programmers delivering their services as requested. And yet the outlook for another branch of the economy should also be taken into account here. In the local manufacturing industry based around Lviv, offshoring and outsourcing ventures abound. Foreign investors were attracted in the past to this region. In future, they will face the possibility to engage in cheaper, more capable, and more flexible technologies that will become available for fully automated production sites in their respective home countries. Aspects that will come into consideration for the foreign investor include the possibility to engage competent technicians to oversee the production process and the setting aside of many complex logistical questions that must be solved currently. No question, changes are on the horizon for the local IT and manufacturing industries.

EBA SPECIAL SE ARCHING FOR SOLUTION: BORDER CROSSING ASPECT State Fiscal Service of Ukraine, Ukravtodor to change the situation for the better. It was mentioned that there is the process of establishing joint control service at Ukrainian – Polish border as it was during Euro 2012. However, the Ukrainian side has been waiting for a bilateral agreement from Polish partners for 3 years. Therefore, this process is delaying. It is worth noting some positive aspects. The Ukravtodor has already approved plans for 2019. It means that roads, which are close to the border will be reconstructed soon. We can also expect the launching of railway connections to Grushiv, Smil'nitsa, Staryi Sambir and Chervonohrad.

The lack of permits for international transportation, road conditions and the situation in the area of air service – critical issues for the business that were discussed at the meeting with Volodymyr Omelyan, Minister of Infrastructure of Ukraine during his visit to Lviv on March 14, 2019. At the meeting, Volodymyr Omelyan told the participants how the Ministry of Infrastructure is trying to solve these complex and difficult questions comprehensively. Mr. Omelyan mentioned that he and the team from the Ministry often initiated discussions at the international meetings about the possibility to increase the quota for permits and the border crossing capacities. In addition, the joint procedure of customs and border control, roads at the border areas are also discussed on national and international level. Today Ukraine and Poland agreed to monitor online the number of purchased and used permits for international carriage from both sides. Thus, it will be possible to understand how much permits are needed and to help to reduce speculation with them. During the discussion on the improvement of border infrastructure, the Minister invited EBA members to join the Working meeting on consolidation efforts of improving border infrastructure Ukraine-EU that took place on 19 March 2019. The Regional Coordination Council of EBA Western Ukrainian office having received the invitation, accepted it and actively took part in the meeting. During the meeting, they were informed about the huge work that had been made by the Ministry of Infrastructure of Ukraine,

EBA SURVEYS EBA L ABOUR MARKE T TRENDS Traditionally EBA Western Ukrainian Office together with Lviv Consulting Group conducted mini – survey – Labour Market Index of Western Ukraine. The aim of this survey is to analyse current trends and challenges at labour market. In comparison to previous 15th wave the Labour Market Index slightly increased to 2,4 (1- unfavourable environment, 5 – favourable). First, it could be explained by the fact that majority of respondents in the 16th wave are service companies. Compared to manufacturing companies, service providers are more optimistic in their assessment of the situation with availability of qualified labour and personnel related expenses. However, the market has a lot of challenges for employers. For example, qualified workers prefer wages in EU countries. Thus, employee's turnover and labour migration go up.

What is trending based on the survey results: • Intense competition for people is a key factor incorporated in pay strategies for all levels of employees. • Higher pay levels offered to non-skilled labour outside of Ukraine urge local employers to review wages several times a year. • The number of manufacturing companies offering the official minimal wage decreased. • The number of companies willing to pay wages above 13, 000 uah to qualified labour has increased by 25%. • There are more manufacturing companies that provide medical insurance and incident insurance to their employees. Service companies are still in favour of flexible working hours and additional paid vacations as employees' incentives. • Demand for sales agents remains very high as 2 years ago. • Engineers, logistic specialists, export specialists, office managers and accountants can easily find jobs in manufacturing and service areas. • Electricians, mechanics, workers and assemblers are still in high demand in manufacturing companies. • Manufacturing companies are eager to employ young, result oriented and well-organized specialists. • Service companies appreciate young specialists with good communication skills, team spirit, eager to learn and improve. English and high level of Ukrainian language is a must for young candidates.

For a long time, demand for recruitment of external candidates is not going down in any industry. Every quarter shortage of qualified candidates at the labour market, competition for people with employers outside of Ukraine plus economic factors impact new employee hiring costs. Thus, highly in demand specialists, e.g. in Logistics or Export/ Import speaking a foreign language with min. 2-year experience, asked for 9,000 uah net minimum last year; today they will not consider vacancies with wages below 11,000 uah net. Job seekers dominate at the labour market. At last majority of employers have not just understood the situation but are also learning fast how to overcome the market challenges. Secondly Small Business Mood Index* was conducted by the European Business Association within the framework of its Unlimit Ukraine** project. According to the survey results, this year the Index was 2.7 out of a possible 5, while last year's index was 3.2.

of taxes. A quarter of the respondents are convinced that this is the main problem for their business now. 10% of respondents would like to have changes in the availability of lending, 9% – in the sphere of state support for business and solvency of the population.

Compared to 2018, in 2019 it became more difficult to work for small businesses in Ukraine. Thus, 38.4% of respondents were dissatisfied with the current state of doing business, while 31.6% of entrepreneurs are quite satisfied with the situation. In comparison to the last year, positive mood prevailed – 45% satisfied with 26% of negatively adjusted.

While state support is in so strong SME could be more proactive and apply for special project EBRD and EU. Despite this kind of mood, the entrepreneurs participated in the poll are going to actively develop their business in 2019. More than half of respondents (53%) plan to increase funding, while 66% expect returns to rise in the first half of 2019. At the same time, almost half of businessmen (47%) expect business improvements in the next 6 months. 65% of them plan to hire new employees, 77% plan to raise their wages, and many entrepreneurs are going to increase their investment in their business. Most of SME representatives are concerned about the high taxes for entrepreneurs – 56%, a high level of corruption (52%), and the war in the east (47%). If entrepreneurs had the opportunity to change one thing in favour of their business, most would change the level

As a representative of foreign investor here in Ukraine I would like to understand the legal framework of new currency regulation system. Kind regards, Johnathan Dear Johnathan, indeed the system of legal regulation of currency control and foreign exchange (“FX”) system in Ukraine has changed significantly. When describing the new structure of legislation which covers this field the main components are indicated below. Main law regulating currency control issues is the new Law of Ukraine “On Currency and Currency Operations” No. 2473-VIII as of June 21, 2018 (the “Law”), was put into effect on February 7, 2019. On January 04, 2019 the National Bank of Ukraine (the “NBU”) published a package of regulatory acts required for proper functioning of the Law and forming the basis of the new liberal and transparent currency regulation system: • “On approval of the Regulation on the FX market structure, terms and procedure for trading in foreign currency and investment metals on the currency market of Ukraine” (“Resolution No. 1”) • “On approval of the Regulation on the transactions with FX assets” (“Resolution No. 2”) • “On approval of the Regulation on the cross-border movement of FX assets” (“Resolution No. 3”) • “On approval of the Regulation on a general list of protective measures, criteria and procedure for their implementation, extension and early termination” (“Resolution No. 4”) • “On approval of the Regulation on protective measures and determining the procedure for certain FX transactions” (“Resolution No. 5”) • “On approval of the Regulation on the procedure of provision by the banks to the National Bank of Ukraine of the information on contracts regarding the fulfilment by residents of debt obligations to non-resident creditors under the loans” ( “Resolution No. 6”) • “On approval of the Instruction on the procedure of currency control for meeting settlement deadlines under export and import operations” (“Resolution No. 7”) • “On approval of the Regulation on the procedure for the conduction by authorized bodies of the analysis and verification of the documents (information) on FX transactions” (“Resolution No. 8”).

On March 6, members of EBA Western Ukrainian Office Customs Committee had a great opportunity to discuss the news in the field of foreign economic operations 2019: • obtaining the status of authorized exporter and the advantages of having this status; • company's vision on structural changes at State Fiscal Service; • feedback on the operation of a single customs window and work of customs service in general; • current Draft Law on authorized economic operators, and the most important news is the advantages of Ukraine's international trade agreements with other countries (new free trade agreements with Canada, Israel, Norway, the Pan-Euro-Med Convention) that make Ukraine more attractive in international trading operations in a qualitative, economic and geopolitical way. Resolutions No. 1, 2 and 3 are of a permanent nature, they stipulate FX regulation norms that are to be applied partially starting from February 7, 2019 and will take full effect once favorable macroeconomic conditions are met, and will remain in effect thereafter. From February 7, 2019 and until Ukraine completes its transition to a system of free FX transactions, the FX regulation will be carried out with a due regard to the provisions of Resolutions No. 4, 5, 6, and 7. Resolutions No. 4 and No. 6 are permanent acts. They define a general list of possible protective measures and criteria for their application in the FX market, as well as introduce a notification procedure for loan agreements with non-residents. Resolution No. 5 is a temporary anti-crisis resolution that protects the economy and the financial system from crises. Its provisions will be gradually abolished as soon as macroeconomic and macro-financial conditions are improved. Resolution No. 7 is also a temporary act that determines the procedure for control over settlement terms under export and import operations and will remain effective until cancellation by the NBU. Resolution No. 8 is one of the key documents implementing a risk-oriented approach in FX control. 2011–2018
