ith so many tourists flooding Lviv, you're bound to hear this one question over and over – "Why Ukraine?" Sadly, the underlying message behind the query is "as opposed to somewhere else"? But just why is that? Ukraine has made some giant leaps over the years with improvements to accommodations, the service industry, attractions, and even policing. This is on top of the world-famous Ukrainian hospitality and delicious cuisine that ensures tourists keep coming back. Let's face it – Ukraine is a desirable place to be. Let's own it! THE GENESIS OF DOUBT We've all heard the stories of how Western products like bubble gum, Coca-Cola, and blue jeans were as good as gold in the Soviet Union. Then, following the fall of the USSR, Ukrainians watched as neighbouring countries like Hungary, Slovakia, and Poland gradually saw improvements to infrastructure like roads, increased choices at supermarkets, and opportunities for travel. Not so much here in Ukraine. I remember Leopolitans marvelling at how Europeans would come ALL the way to Ukraine just to watch football.

And that was only a few years ago during EURO 2012. Here in Lviv, seeing our neighbours' success has been a source of endless frustration and has driven Leopolitans to lead the charge for a European Ukraine. THE ROAD TO EUROPE Ukraine's road back to Europe has been long and arduous, fraught with missteps and tyrants and with the sprinkle of a revolution here and there. Now the fruits of Ukrainians' labour have started to bear. Craft beer is in restaurants. Cheddar cheese in the markets. No more dizzying visa application processes to travel to Europe. Free Trade with Europe and Canada. Even a road or two has been repaired. Sure there remain challenges. But the sense that Ukrainians are finally following in their European neighbours' footsteps is evident. And it's beautiful.

new airport is now thriving. We've become the trendiest IT hub in all of Europe – Europe's-own Silicon Valley. Our city is named to 'Best Place to Visit' lists every year. We're on our way, folks. And it's time for us to own it. So, the next time someone tells you they are from abroad – don't ask them "Why Ukraine?" Instead, maybe ask them what took them so long. LVIV INTERNATIONAL BOOK FAIR & LITERATURE FESTIVAL 18–22 September at Lviv Art Palace (15–17 Kopernika St.) and 30 other locations throughout the city

The 26th annual Lviv International Book Fair and Literature Festival – popularly known as the Publishers’ Forum – will bring together over 1000 publishing houses and more than 100 writers from over 30 countries to present new books and promote classical masterpieces. Many literary projects will also take place during the Publishers’ Forum, including the ‘Best Book Award’ national contest, the Versopolis poetry initiative, and the Library Forum project to promote reading among the elderly. This year’s special guests include Arundhati Roy, the Indian author, actress, and political activist best known for the award-winning The God of Small Things (1997) and Elchin Safarli, one of Azerbaijan’s most popular contemporary

writers, who will present Ukrainian translation of his new novel ‘The House Where the Light is On’ at the Lviv Publishers’ Forum. Other festival guests include Elif Batuman, the American author and academic known for The Idiot, a 2018 Pulitzer Prize for Fiction finalist; Janusz Leon Wisniewski, a Polish scientists and writer; Lukasz Orbitowski, a Polish essayist and fantasy and horror writer; Sonnet Mondal, an Indian poet and literary curator; and Shanta Acharya, an Indian author of nine books. Maria Francesca Merloni, the UNESCO Goodwill Ambassador of Creative Ideas, will also be in attendance. Delightful exhibition of magical animals, birds, and flowers will be held in Lviv during September 3 – October 20th. Lviv’s National Andrey Sheptytskyy Museum has opened a new art exhibition featuring 60 of Maria Prymachenko’s artistic works. Anyone who had at least once seen Maria Prymachenko works would instantly recognize her style. The fantastic world of Maria Prymachenko’s images is a unique artistic combination, a cultural phenomenon that mixes the traditions of folk art with personal talent and imagery. The external lyricism of artist’s works, which were opposed to the official soviet ideology, expresses a certain philosophical search of the artist. The surrealistic motifs of her art give a background to consider Maria Prymachenko to have a genius that not only lead the artist ahead of her time, but also created a separate reality – unbelievable, wonderful and incomprehensible. Maria Prymachenko was born in Bolotnya, a village near Chernobyl (Kyiv), in 1909. As a young

girl, she contracted polio, and this grave illness affected all her life. At an early age she used to paint the interior of her home and of her neighbors. In 1936, Prymachenko was invited to join the experimental workshop of the Museum of Ukrainian Fine Arts in Kyiv. She proved to be a prolific artist – becoming involved with drawing, embroidery, painting on ceramics. In 1936 she took part in an exhibition of folk art and won the firstclass diploma. After her death in 1997, Prymachenko became one of the world's most known representatives of folk art, having created more than 5,000 paintings over the course of her life. Her name was also noted in the world art encyclopedia. Now, Leopolitans and guests of the city can see her works and learn about her life for themselves. Львівський національний музей Андрія Шептицького відкрив нову художню виставку, на якій представлено 60 робіт Марії Примаченко. Кожен, хто хоч раз бачив твори Марії Примаченко, миттєво впізнає її стиль. Фантастичний світ її образів – це унікальне мистецьке, культурне явище, що поєднує традиції народної творчості з особистим талантом та образністю. Зовнішній ліризм творів художниці, протилежний офіційній радянській ідеології, виражає певний філософський пошук. Сюрреалістичні мотиви її мистецтва дають передумови вважати Марію Примаченко генієм, який не тільки випереджує свій час, а й створює окрему реальність – неймовірну, чудову та незрозумілу. Марія Примаченко народилася в с. Болотня, поблизу Чорнобиля у 1909 році. У дитинстві вона

захворіла на поліомієліт, і ця тяжка хвороба вплинула на все її життя. У ранньому віці вона розмальовувала інтер'єри своєї хати і своїх сусідів. У 1936 році М. Примаченко була запрошена до експериментальної майстерні Музею українського образотворчого мистецтва в Києві. Вона виявилась плодовитою художницею – займалась малюванням, вишивкою, розписом кераміки. Того ж року вона брала участь у виставці народної творчості та отримала диплом першого класу. Після її смерті в 1997 році Марія Примаченко стала однією з найвідоміших у світі представниць народної творчості, створивши за своє життя понад 5000 картин. The Golden Lion International Theatre Festival is a celebration of art, culture, and traditions in the form of theatre performances. The festival dates to 1989 when the Ukrainian Festival of Alternative Non-State Theatres was held in Lviv for the first time. It took its Golden Lion moniker in 1992 when it became a fully-fledged festival in Ukraine. Ever since its first performance, the Golden Lion festival has been transforming Lviv into a cultural and theatrical hotspot each autumn. The festival combines the landmarks of ancient Lviv with the aesthetics of poetry to form vibrant productions during the nine-day event. International theatres have long been invited to add their own flair to the avant-garde event. This year’s rich and interesting program promises a colourful theatrical carnival – on September 28th at 16.00- featuring acts from the USA, Czech Republic, Poland, Hungary, Georgia, and Ukraine. 28 September at 18.00 at Lviv National Philharmonia (7 Tchaikovsky St.) Lviv’s Philharmonic Theatre will host an unforgettable evening of world class jazz on 26 September. Laurin Talese and her jazz and soul ensemble A Novel Idea have shared their brand of cinematic jazz for the better part of a decade. A Cleveland native, Laurin’s greatest affinity in music is jazz. She has appeared on some of the world’s biggest stages, including the Kennedy Center for the Performing Arts, The National, and in front of a sold-out crowd at Philadelphia’s Kimmel Center. Talese frequently collaborates with other celebrated artists, including Bilal, Vivian Green, and Christian McBride. Her first album, Gorgeous Chaos (2016), debuted on the Billboard jazz charts and was named one of the year’s Top 10 jazz albums by the Chicago Tribune. The show in Lviv will feature Talese’s amazing singing along with interludes from her live band featuring Julius Rodriguez, Eric Worhtam II, and Jon Michel. CHARMING DAKH DAUGHTERS IN CONCERT 7 October at 19:00 at M. Zankovetska Drama Theatre (1 L. Ukrainka St.) The always-entertaining, darkly seductive, and mesmerising Dakh Daughters return to Lviv for a concert at the M. Zankovetska Drama Theatre on 7 October. The Dakh Daughters are a product of the Kyiv-based Dakh Contemporary Art Centre theatre. They are seven actresses who also happen to be fantastic singers and talented multi-instrumentalists. "LVIV HUNDRED – AUTUMN" CENTURY RIDE 28 September at 7:45 starting at Rynok Square If you’re new to cycling, a 100-km ride can see daunting, even deranged. Common responses to a century ride suggestion include: “Are you nuts?” and “That’s like doing an entire Tour de France stage!” Fact is, a century ride is a badge of honour among cyclists. On 28 September, get ready to enjoy the stunning views over the scenic 100 km course and then celebrate your achievement as the ‘Lviv Hundred – Autumn’ century ride takes off from Lviv city centre. The race should take about seven hours and will feature several rest stops along the way, complete with fresh water and washroom facilities. On a supported century ride, the route is patrolled by a sag wagon to assist riders with bike maintenance or transportation back to the starting line for those unable to continue. All Leopolitan cyclists and guests from other cities are welcome to participate in Western Ukraine’s grandest cycling weekend. If you’re an experienced rider – welcome back! Fashion Revolution: Майбутнє текстилю – виставка, створена Шведським інститутом за участі дослідників та інших експертів з питань природозберігаючої моди – відбудеться 11-13 жовтня. Виставка висвітлить основні проблеми галузі, продемонструє шведські рішення та допоможе споживачам ефективно сприяти створенню системи природозберігаючої моди. Проект Diversity You, що відбудеться 11 жовтня, має на меті викликати дискусію на теми реакцій на різні соціальні, вікові та етнічні групи в моді. У цій дискусії будуть представлені дві "незвичайні" фотосесії за участі "нестандартних" моделей. Проект має на меті розширити горизонт уявних та мінливих стереотипів, пов'язаних з поняттями "краса", "естетика", "гармонія" та "привабливість". LVIV SO LVIVMOZART MUSIC FESTIVAL Leopolitan music lovers and guests of the city were delighted by the third annual LvivMozArt festival of classical music last month. The event featured over 25 cultural projects, presentations, and concerts of classical music, including of Mozart himself. LvivMozArt was named after Franz Xavier Mozart, the youngest son of world-famous Wolfgang Amadeus Mozart. The former settled in Lviv in 1813 and worked here for three decades. The music of the two Mozarts, father and son, is a pillar of the festival programme. The event also highlights the cultural links between Western Europe and the historical region around Lviv, which for centuries was torn between the Austrian and Russian (and Soviet) Empires. Those ties influenced the life and works of Austrian writer and journalist Joseph Roth, to whom this year’s festival was dedicated. The opening performance of LvivMozArt wasn’t held here in Lviv, but rather in Roth’s hometown of Brody, a provincial

capital of about 25,000 people. While a charming locale, the city lacks a concert hall. So, the backdrop for the openair concert was the impressive ruins of Brody’s once-magnificent central synagogue, destroyed in World War II and never repaired. The show featured a unique artistic performance with video and featured soloists Pumeza Matshikiza (South Africa), the INSO-Lviv Symphony Orchestra (Ukraine), the Dudaryk Lviv State Academic Male Choir (Ukraine), Abraham Brody (USA) on violin, and Sunnyi Melles (Switzerland) reading. In memory of Roth, Leonard Bernstein’s ‘Kaddish’ Symphony was played, directed by Ukraine’sown Oksana Lyniv. Considered one of the world’s top female conductors, the 41-year-old currently works in Austria. She sees LvivMozArt as a cultural policy platform, aimed not so much at tourists, but with the ambitious goal of putting Ukraine back on Europe’s cultural map.

МІЖНАРОДНИЙ ФЕСТИВА ЛЬ LVIVMOZ ART Протягом восьми днів серпня львівські любителі музики могли відвідувати концерти ІІІ міжнародного фестивалю класичної музики LvivMozArt, в програмі якого відбулось понад 25 культурних проектів – концертів класичної музики та музики Моцарта, вишуканих музичних вечорів, презентацій та багато іншого.Фестиваль LvivMozArt названий на честь Франца Ксавера Моцарта, молодшого сина Вольфганга Амадея Моцарта, який оселився у Львові 1813 року і пропрацював тут майже три десятиліття. Музика двох Моцартів, батька і сина, є основою фестивальної програми, а також висвітлює інші культурні зв’язки між Західною Європою та історичним регіоном навколо Львова, який століттями розривався між Австрійською та Російською імперіями, а пізніше – Радянським Союзом. Ці зв'язки матеріалізувались у творчості австрійського письменника та журналіста Йозефа Рота, якому присвячений цьогорічний фестиваль LvivMozArt. Цьогорічне відкриття фестивалю LvivMozArt проходило не у Львові, а в рідному місті Й. Рота – у Бродах, провінційному

містечку з населенням близько 25 000 мешканців. Це чарівне містечко, але йому не вистачає концертної зали, тому концерт під відкритим небом відбувся на тлі вражаючих руїн колись величної центральної синагоги, зруйнованої під час Другої світової війни а потім не відбудованої. На концерті було представлено відеоінсталяцію та унікальний виступ солістки Пумези Матшикізи (ПАР), симфонічного оркестру "INSOLviv", Львівського державного академічного хору "Дударик", читця Сунні Мелль (Швейцарія) та Абрахама Броди (США, скрипка). На згадку про Й. Рота 4 серпня була виконана симфонія "Каддіш" Леонарда Бернстайна. Керівник фестивалю Оксана Линів диригувала виконанням молодіжного оркестру "Інсо-Львів" та двох хорів. Оксана Линів, українська диригентка, яка працює в австрійському місті Грац і вважається одним з найуспішніших диригентів у світі, вважає, що фестиваль – це не просто музичний захід для місцевих жителів і туристів. Вона розглядає проект як платформу культурної політики, метою якої є повернення нашого регіону на культурну карту Західної Європи.

ETNOVYR INTERNATIONAL FOLKLORE FESTIVAL The lively Etnovyr International Folklore Festival took place in Lviv on 21–25 August. Colourful performances of foreign ensembles, eye-catching parades of participants through the city centre, evenings of friendship, and song and dance workshops created an authentically rich multicultural atmosphere in the Western Ukrainian capital throughout the week. Etnovyr promotes the rich diversity of intangible cultures of the world and encourages people to appreciate their original cultural heritage. This year’s participants came from as far away as France, Colombia, Slovenia, Panama, Latvia, Poland and, of course, Ukraine. Organised by the Etnovyr NGO with the support of UNESCO, the International Council of Organisations of Folklore Festivals & Folk Art, and the International Organisation of Folk Art, the event is sponsored by Lviv City Council.

Цей захоплюючий фестиваль пропагує багате різноманіття традиційної культури народів світу, заохочуючи людей цінувати свою оригінальну культурну спадщину. Цього року серед учасників фестивалю були представники Панами, Колумбії, Франції, Польщі, Латвії, Словенії та України. Щорічно "Етновир" проходить під егідою Міжнародної ради організацій фестивалів фольклору та народного мистецтва (CIOFF), ЮНЕСКО та Міжнародної організації народного мистецтва (IOV) за організаційної участі ГО "Етновир" а спонсором його є Львівська міська рада.

UKRAINIAN SONG PROJECT Arena Lviv played host to the Ukrainian Song Project on 17 August, a spectacular musical holiday designed to promote artistic expression, national pride, and Ukraine’s diverse culture. This year’s event was dedicated to the 28th year of Ukrainian independence. Known as “Ukraine’s Eurovision”, the event aims to find talented, young artists and give them the wonderful opportunity to promote themselves and their music. This year, the event attracted over 20,000 fans thanks to a lineup that included artists like Tina Karol, Alyoshin, and Melovin – Ukraine’s 2018 Eurovision representative. Other featured artists included Arsen Mirzoyan, Tayanna, bands Bez Obmezhen, Dilemma, and Poland’s Enej, who dazzled the audience with an exclusive performance of songs in Ukrainian language. This year’s jury winner was Ihor Grohotsky with his song ‘Bud zi Mnoyu’ (Be With Me), while the Audience Choice Award went to KHAYAT. The Ukrainian Song Project’s jubilee will take place next year on 15 August at Arena Lviv – be sure to mark your calendars!

Lviv’s Summer Athletes of the month: Andriy Fedechko won Silver at Pentathlon Euro Championships Lviv’s Andriy Fedechko won silver alongside Dnipro’s Vladyslav Rydvanskyi at this year’s Modern Pentathlon European Championships in Great Britain in August. Modern Pentathlon is an event that includes cross country running, equestrian, fencing, pistol shooting, and swimming. As a 2020 Olympic qualifying event, the pair booked their tickets to next year’s Summer Olympics in Tokyo, Japan. It was Fedechko’s second European championships medal after winning bronze in Germany in 2015. For his dazzling performance in Great Britain Fedechko was also named Lviv’s Athlete of the August. Congratulations!

Georgiy Ivanitskyi and Serhiy Makarevych winning silver at the Hyundai Archery World Cup Leopolitan archers Georgiy Ivanitskyi and Serhiy Makarevych were named Lviv’s Athletes of the Month for July after winning silver for the Ukrainian team alongside Aleksey Gunbin at the Hyundai Archery World Cup in Berlin, Germany in July. The team narrowly lost out to the Turkish team in the final, falling 5-4. The Americans topped their Canadian rivals 6-2 for bronze. Congratulations Georgiy and Serhiy!

Race Nation 2019: On August 10th Lviv’s popular hotspot !FESTRepublic Club was the scene for Lviv’s iteration of the modern obstacle course Race Nation. Since starting in 2015, Race Nation now offers annual endurance races in Kyiv, Odesa, Kharkiv, Dnipro, Ternopil, Bukovel and, of course, Lviv. Over 800 thrill-seeking daredevils gathered for the Lviv race competing in 3 km and 5 km races, in Standard, Team, Elite categories. Participants faced over 20 obstacles that appeared quite unexpectedly on the track and tested physical, mental and even spiritual limits of athletes. In addition to improving public health, Race Nation is an excellent team-building activity and a lot of fun! If you missed Lviv’s excitement, you still have your chance as the next nearest Race Nation race will take place on October 19th in Bukovel.

Sailing: Lviv’s Big Regatta After a 10-year hiatus, Yavoriv Sea – Ukraine’s largest artificial lake – hosted the ‘Lviv Big Sailing Regatta’ on 18 August. An exciting race for sailing yachts and catamarans, the event drew teams from Kyiv, Ternopil, and Lviv to compete in six different events. Winners included Yarema Mysko and Yuriy Palamar in the Hobie Cat-16 event, Oleksandr Tyglivets in Laser, Andriy Tyaglivets in Schwertboot, Yuriy Sadovyi in Hobie Cat-14, and Taras Sadovyi in Dart-18. 14-year-old Hanna Petryshyn claimed the title in the small, one-man Optimist Class yachts.

Ukraine to introduce new UAH 1000 banknote in autumn 2019

The new UAH 1000 bill will enter circulation in October as the National Bank of Ukraine updates the national currency If you thought it was difficult to get change from a UAH 500 note, just wait until autumn 2019! National Bank of Ukraine (NBU) Governor Yakiv Smolii recently presented the country’s new UAH 1,000 banknote, which will enter circulation on 25 October and immediately become the bane of cashiers across the country. The new banknote features a portrait of Ukrainian scientist Volodymyr Vernadskiy, one of the fathers of modern geochemistry and founder of the Ukrainian Academy of Sciences, which appears on the opposite side of the bill. The UAH 1,000 banknote will be the highest value denomination issued by the NBU to date, ending the 13-year reign of the UAH 500 as the country’s largest bill and representing a new landmark in the modern history of Ukraine’s national currency. The launch of the UAH 1,000 banknote is part of a broader revision of the Ukrainian currency that will see smaller denomination coins and notes gradually phased out over the coming few years. The NBU is seeking to adjust the country’s cash flow to reflect the new economic realities of rising prices and growing salaries following the 2014-15 devaluation of the hryvnia. From 1 October 2019, the one, two and five kopek coins will cease to be legal tender, while the twenty-five kopek coin will

undergo a gradual withdrawal from circulation. By 2022, new coins will fully replace the one, two, five and ten hryvnia banknotes. The story of the hryvnia stretches back to the early days of Ukrainian history and the Kyiv Rus era, when “hryvnia” was the term for one form of coinage then in use. During Ukraine’s ultimately thwarted statehood bid of 1917-21, the Ukrainian authorities chose “hryvnia” as the name for the new national currency. The Central Rada in Kyiv passed the necessary law introducing the hryvnia as the monetary unit of the fledgling state on 1 March 1918. The hryvnia banknotes of the time featured the trident crest and other state symbols that would later reappear in today’s independent Ukraine. The currency launched in spring 1918 eventually suffered the same fate as Ukraine’s early twentieth century statehood ambitions, but the hryvnia was destined to make a comeback in the 1990s following the collapse of the Soviet Union and the dawn of Ukrainian independence. Printing of the first post-Soviet hryvnia banknotes actually took place in Canada in 1992, but the launch of the currency did not happen until September 1996 in order to allow the Ukrainian economy to overcome a period of extreme turbulence and hyperinflation.

The modern hryvnia has experienced periods of relative stability alongside a number of sharp drops in value. The first major devaluation came in summer 1998 as the meltdown of the Russian economy sent shockwaves through neighboring Ukraine. With memories of the mid-1990s hyperinflation still fresh in people’s minds, queues soon formed at exchange booths as the hryvnia lost almost half its value in a matter of days. The global credit crunch crisis of 2008 ignited the next big scare for the hryvnia, which rapidly fell from five to eight against the US dollar. In retrospect, these panics now appear relatively minor when compared to the collapse of 201415. With Crimea under Kremlin occupation and Russian tanks advancing in eastern Ukraine, the hryvnia went into freefall, reaching an all-time low of UAH 30 to the US dollar before eventually stabilizing at a greatly reduced rate. Ukraine’s national currency has since enjoyed somewhat better days, with the improving Ukrainian economy and shrewd monetary policies pursued by the NBU allowing for relative stability despite the adoption of a floating exchange rate. Indeed, the hryvnia advanced over 9% against the US dollar during the first seven months of this year, making it the world’s best-performing currency in dollar terms so far in 2019. he EU Enlargement Process, starting with the Berlin European Council of 1999 brought rapidly into the European Union ten new Member States: eight Central and Eastern European countries, plus Cyprus and Malta. The other Eastern European countries found themselves confronted with a new political and economic environment, notably for their economies and industries which had been based for more than half a century to GOST standards inherited from the Soviet Union. A similar situation appeared around the Mediterranean. As a consequence, the European Union considered adopting a new approach to relations between Western, Southern and (old) Eastern Europe. The European Commission summarised in its Communication ‘Wider Europe’ of 11 March 2003 the realm of the European Neighbourhood Policy (ENP) with the EU’s Eastern and Southern Neighbours. Subsequently, the new “platform”, or “political association” called the Eastern Partnership, or EaP was devised. The Eastern dimension of this Swedish-Polish initiative comprised initially Russia and all Western New Independent States. The EU institutions framed in the interim the quite emphatic term ‘ring of friend’ to refer to the zone of prosperity and closer neighbourhood alongside those countries with whom the EU enjoys close, peaceful and co-operative relations within the Wider Europe Neighbourhood.

It became then a specific dimension of the ENP. The EaP ambitious aim of initiating political association and economic integration would imply new Association Agreements, including the formation of Deep and Comprehensive Free Trade Areas, and gradual integration into the EU economy. Visa liberalization and measures to tackled illegal immigration were among the objectives set in the Summit. Anyhow, the EaP is intended to promote democracy, stability and resilience in the partner countries, while ensuring a safer neighbourhood for the EU. These are among the EU’s main core principles that inspire also the EaP. The complete outlook of the EU’s Foreign and Security Policy includes presently:

• its strategy document incorporating the global strategy for the EU’s Foreign and Security Policy ‘Shared Vision, Common Strategy: A Stronger Europe’ (2016) with its Implementation Plans (2017, 2018 and 2019); • the new Strategic Agenda for the EU 2019-2024 (2019); • the EU’s Global Strategy ‘Three Years on, Looking Forward’ (2019); and • the reviewed ENP (2015).

As for the EaP, the Brussels Eastern Partnership Summit 2017 adopted a Joint Declaration which included the joint reform agenda ‘20 deliverables for 2020’. Some facts about the ENP/EaP need to be highlighted at the time the platform celebrates its 10th birthday. Firstly, Eastern Europe is not fully represented in the Eastern Partnership. Secondly, a key leitmotif for the EaP has always been “sharing everything with the Union, but the institutions”. This phrase has been mistakenly interpreted on occasions as a first step toward EU membership. Sadly, in this error originate also some misunderstandings among observers of the process in Eastern and Southern Europe alike, while enlargement has clearly not at all been on offer.

ASSESSMENT OF THE PAST ACHIEVEMENTS, SO AS TO FORMULATE PROPOSALS ON THE

Against this background, a High-Level Conference dedicated to the 10th anniversary of the EaP was organised in Brussels in May 2019. For the sake of this article, the most remarkable output of this Conference was the announcement of a broad and inclusive structured consultation process to reflect on the future strategic direction of the EaP and the post-2020 deliverables. The consultation takes the form of a survey. The deadline for sending contributions ends on 31 October 2019. By means of consultation procedures, the European Commission seeks the opinion of citizens, private institutions, i.e. stakeholders, when it develops policies and legislation. In the present case, the issues under consultation are:

FUTURE OF THE EAP TOGETHER WITH ITS/THEIR PARTNERS ACROSS EU BORDER-LINES. THE DEADLINE FOR SENDING CONTRIBUTIONS ENDS ON 31 OCTOBER 2019

• how can economic and human capital development, and prosperity be boosted; • how can good governance, the rule of law and the security dimension of the EaP be boosted; • how can cooperation among Eastern partners be enhanced, whilst ensuring inclusiveness and differentiation in their relations with the EU; • what can be done to enhance EaP and EU visibility; and • other proposals and reflections on the future EaP. We would certainly recommend that private individuals and businesses, including Chambers of Commerce, Associations, Universities and other similar entities spend sufficient time in a comprehensive and objective assessment of the past achievements, so as to formulate proposals on the future of the EaP together with its/their partners across EU border-lines. In this way, by the end of 2020 a comprehensive and EaP-countries friendly review of the EaP can realistically be expected.

already, Russia, notwithstanding the EU’s invitation to join the EaP, declined this invitation. At that point in time, Russia was not yet a member of the WTO. There can be doubt that this answer from Russia represented the first open wound in post-Soviet Union relations with the EU. Anyhow, since then Russia, as a leading member of the Eurasian Economic Union has introduced into its national legislation rules intended to develop a certain type of market economy. Thirdly, the EU has funded projects to streamline the transition to the market economy in several partner countries and, most importantly, it has entered into Association Agreements not only with Ukraine, but also with Georgia and Moldova, and into a Comprehensive and Enhanced Partnership Agreement with Armenia. Other success elements include divergent legal and administrative approximation schemes to EU standards in the different EaP countries.

Iolanta Pryshliak covered the cultural value of the festival for Lviv citizens, businesses and the importance of culture development for each of us. Michael Nemeth talked how to motivate young people to join the concerts of classical music and why it is not good to give concert tickets for free. Among other comments Liuba Morozova shared her cases on how to reach out your audience when the product is classical music. “The way to success is not straight and when we talk about classical music we mean not straight way to success.” The participants had the opportunity to personally get acquainted and communicate with speakers of business events. Dear Arzinger lawyer, we are a Dutch company which for already a couple of years has been exporting goods in Ukraine in favor of several Ukrainian companies. Lately our buyer informed us that our truck had been blocked at the customs office due to allegedly provision of documents, containing false data on the customs value. As all customs procedures were dealt by representative of our Ukrainian partner, we do not have all the details. But, for us the issue is of high importance as under the contract the goods have still not been paid and we shall remain their owner until delivery at place of the buyer’s location. Correspondingly, please, advise which risks do we bear as the seller of goods as well as how can we get involved in the case to protect our interests?

Thus, more than 60 draft laws were submitted to the Verkhovna Rada primary consideration by the President. Currently, the business has not yet seen the texts of the documents, however, already in the list are those that are conceptually supported by the business community. At the same time, the key priorities of business have long been unchanged – the need to fight corruption, reform of the judiciary and law enforcement agencies, active launch of the economy, increase of the country's export potential, digitization, further harmonization of the country's legislation with EU norms, stimulation and development of human resources, etc.

Stated above actions may be treated by customs service as illegal transportation of goods by concealing them from customs control. Customs Code of Ukraine prescribes that responsibility for such violation shall be a penalty to the amount of 100 percent of the value of goods (which shall be paid by buyer’s representative) as well as their confiscation. After customs official reveals violation of customs rules, the official shall draw up a protocol whereupon proceedings in the case shall be considered as initiated. The protocol shall contain the substance of violation, description of withdrawn goods (which is an obligatory action after corresponding violation is revealed) etc. and shall be serviced to a liable person, i.e. all initial data on the case should already be in a possession of your Ukrainian partner. During consideration of the case there may be taken procedural actions, aimed at collection of evidences, inter alia, examination of liable person and witnesses, withdrawal of documents, appointment of expertize etc. Decision on the merits in described by you case shall be rendered by a court within 15 days term after the court receives materials of the case from the customs service. Decision of the court shall be subject to appeal. Being the owner of goods, your company shall be considered as participant in proceedings on violation of customs rules and shall have the same rights as a party, being accused of violation, inter alia, to review materials of the case, take part in consideration of the case, file evidences, petitions, provide its explanations, appeal decision of a court etc. Thus, not having initial data on the merits and, correspondingly, possibility to provide comprehensive recommendation, we would in any case advise to immediately discuss peculiarities of the case with your Ukrainian partner and to get involved in the proceedings starting from review of the customs case materials. 2011–2018

Exploring Ukraine’s

Habsburg Heritage JOINT AUSTRIAN-UKR AINIAN COMMISSION OF HISTORIANS A I M S T O S H E D N E W L I G H T O N T H E S H A R E D PA S T International perceptions of Ukraine tend to focus almost exclusively on the country’s Soviet and imperial Russian past, but this ignores the considerable Habsburg influence on the development of the modern Ukrainian state. From the late seventeen hundreds until the early twentieth century, much of today’s western Ukraine fell within the boundaries of the Vienna-based Habsburg Empire. Ideas of Ukrainian national identity flourished in the relatively liberal Habsburg domains and served as

a source of considerable inspiration for those living across the border in the Ukrainian lands controlled by the Russian tsars. At a time when Russia was placing draconian restrictions on the use of the Ukrainian language, Habsburg Ukrainians had their own schools, printed press and burgeoning literary traditions. The role of Habsburg history in Ukraine’s journey towards statehood was strictly taboo during

the Soviet era, but it has become the subject of renewed interest since the dawn of Ukrainian independence in 1991. Founded in 2017, the Austrian-Ukrainian Commission of Historians is one of the leading academic bodies looking to explore issues related to Ukraine’s Habsburg heritage. Lviv Today magazine spoke to Commission Co-Chair Dr. Wolfgang Mueller about the Habsburg factor in Ukrainian history and its importance in shaping today’s Ukraine.

Professor Mueller, what is the reason for your interest in Ukraine? Ukraine is the largest country located entirely in Europe and it is the key to many of the issues that are at stake in European politics today. Some observers said in 2014 that events in Ukraine would decide the fate of Europe. Moreover, Russian relations with Ukraine tell us a lot about Russia. This is not to say that Ukraine is not a fascinating research subject in itself. Andreas Kappeler, one of the best German-language experts on Ukraine, has pointed to the fact that the Orange Revolution of 2004 and the Euromaidan Revolution of 2013-14 were Europe’s largest civic movements since the East European revolutions of 1989-90. The emergence of Ukrainian society as a political actor and its ability to stand up in defense of a European future is definitely an impressive phenomenon.

Twenty-eight years since the collapse of the USSR, many outside observers still routinely refer to Ukraine as a post-Soviet country. To what extent can we also talk about Ukraine as a post-Habsburg country? IN TERMS OF THE AVAILABLE POLITICAL AND SOCIAL SCIENCE DATA, IT IS CLEARLY VISIBLE THAT WESTERN UKRAINE, AND IN PARTICULAR THE REGIONS THAT WERE ONCE PART OF THE HABSBURG MONARCHY, DIFFER ON A NUMBER OF ISSUES FROM THE REST OF THE COUNTRY. When we look at the latest presidential elections, this becomes particularly visible. However, this is only one part of a bigger story. The other part is that within the Habsburg

Monarchy, the idea of a Ukrainian nation was able to develop far more freely than it was within the Russian Empire. Therefore, we can say that the policies of the Habsburg Monarchy helped shape the later development of today’s Ukrainian state in its entirety. What role does knowledge of Ukraine’s Habsburg past play in shaping modern Austrian attitudes towards Ukraine? Ukraine’s Habsburg past is rarely addressed in the contemporary Austrian media discourse outside of academia or political statements. Most Austrians would not regard Ukraine as an indirect successor state of the Habsburg Monarchy. For the past five years, Ukraine’s undeclared war with Russia has thrust the country into the international headlines. What impact has this had on Austrian interest in Ukrainian history?

AT A TIME WHEN RUSSIA WAS PLACING DRACONIAN RESTRICTIONS ON THE USE OF THE UKRAINIAN LANGUAGE, HABSBURG UKRAINIANS HAD THEIR OWN SCHOOLS, PRINTED PRESS AND BURGEONING LITERARY TRADITIONS. opinion that “the West just needs to make peace with Russia” and then all will be fine. This is essentially a neo-Bismarckian worldview. It ignores the fact that in 1918 and again in 1991, numerous sovereign states have emerged between Germany and Russia, and these states have the right to choose their own way.

Modern Ukraine has a large number of striking landmarks dating back to the Habsburg era. Which is your personal favorite?

Housed in the former palace of the Bukovinian and Dalmatian Metropolitans, the University of Chernivtsi is one of Ukraine’s most celebrated Habsburg era architectural pearls and has been dubbed “The Ukrainian Hogwarts”

I would speak of Russia’s undeclared war rather than the other way round. In response to the Euromaidan Revolution and the RussianUkrainian crisis of 2014, Austrian levels of interest in Ukraine rose significantly. This interest then dropped throughout 2015. It has since been pushed aside entirely by the migration crisis. I would chose the University of Chernivtsi, which hosted the latest session of the Ukrainian-Austrian Commission of Historians. This university traces its roots back to 1875 when it was founded as the Franz-Josephs-Universitat of Czernowitz, as the city was then known. At the time, Chernivtsi was the capital of the Duchy of Bukovina within the Habsburg Empire. Instruction at the university took place in German, Romanian and Ukrainian. Prominent alumni include Ukrainian poet and activist Ivan Franko, and Joseph Schumpeter, who went on to become a professor at Harvard University and one of the most influential economists of the twentieth century. The university is the former palace of the Bukovinian and Dalmatian Metropolitans. Built under Habsburg rule, it is now a UNESCO world heritage site.
