The Problem with Hosting Eurovision W

hile the world-class Alfa Jazz Festival jives into Lviv this month, it’s not the only music festival on the minds of Leopolitans. Like the rest of the country, people in the city were enthralled by Jamala’s heart-in-yourthroat, come-from-behind victory at Eurovision last month. Not only did the Crimean starlet manage to knock off the favoured Russian artist with her heartfelt tale of her grandmother’s deportation from her homeland, but in winning the Europe-wide competition, she secured the right for Ukraine to host the event in 2017. The shine hadn’t even worn off the victory by the time eight (!) different Ukrainian cities – Lviv included – expressed their desire to host the event. The Western Ukrainian capital hopes to beat out bids from Dnipro, Kherson, Odesa, Uzhgorod, Vinnytsia, Cherkasy, and Kyiv to host Europe in 2017. The idea sounds great – Lviv has one of the richest musical heritages not only in Ukraine, but in all of Central and Eastern Europe. Historical artists such as Bohdan Veselovsky, Salomea Krushelnytska, and Myroslav Skoryk have been followed by such modern legends such as Pikkardiyska Tertsiya, Okean Elzy, and Ruslana – a Eurovision winner herself – in waving the Leopolitan musical banner. Ukrainians tend to agree, with Lviv handily winning a poll over Kyiv (44%-21%) as their choice for host. There’s just one question that remains: where would Lviv host the event?

Where There’s No Roof, There’s No Way When announcing the city’s desire to host Eurovision 2017, Lviv mayor Andriy Sadovyi declared that Lviv would host the contest “to the highest standards” before suggesting the event take place at the roof-less Arena Lviv. Not to be outdone, the mayors of Dnipro, Odesa, and even Kyiv suggested much the same – that the made-for-TV event be held outdoors in their city’s football stadiums. This is all well and good if you simply disregard the pesky European Broadcasting Union rule that states that the venue must have a roof. Unfortunately this won’t be the case as Taras Stetskiv, the former head of the Eurovision broadcaster National Television Company of Ukraine, pointed out when he noted that neither Kyiv’s Olympic Stadium nor Arena Lviv would be suitable venues. So if Mayor Sadovyi and Lviv City Council are serious about hosting Eurovision 2017 in “the heart of Europe and the soul of Ukraine”, it leaves them with two options: (1) build a roof at Arena Lviv; or (2) construct an appropriate venue.

Why Doesn’t Lviv Already Have an Arena?! As Arena Lviv was constructed as – and remains – primarily a football stadium, the former option seems both counterintuitive and short-sighted. That Lviv, a city that both bid for the 2022 Winter Olympics and was selected as a host city for the since-relocated EuroBasket 2015 tournament, does not have an appropriate venue for Eurovision is as shameful as it is difficult-to-understand. These major events may provide the impetus to undertake expensive infrastructure projects, like the building of Arena Lviv for EURO 2012, yet the fact remains that the infrastructure should be built first in the hopes of attracting said events. It’s frankly backwards to do it the other way around. Lviv has already expressed an interest in bidding for the 2026 Winter Games, but with virtually no infrastructure – including an arena that could host both skating events AND Eurovision – grandiose plans to host Eurovision or the Olympics remain little more than pie-in-the-sky dreams.

Yesterday is Not Soon Enough The reality is that Lviv is in serious need of an arena. The city’s Politekhnika-Halychyna basketball team currently plays out of the tiny 2,040 capacity Halychyna Sports Palace. Even that is a step up from Lviv’s Levy hockey club, who are forced to play out of the bush-league, 600-capacity Novoyavorivsk “Ice Palace” some 40 kilometres outside the city. When the country was awarded EuroBasket 2015, modern, multipurpose stadiums were planned for host cities across the country. They even broke ground at a site in Lviv’s Zaliznychny district before the events of EuroMaidan interrupted the work. Now is the time to revive the idea for a multipurpose stadium in Lviv – not just for Eurovision, not even for a future Olympic bid, but for local sporting clubs, community events, and indoor concerts. There are groups in the city right now looking at how to secure financing from organisations such as the European Union, World Bank, and the European Bank for Reconstruction and Development. Even the hockey team has a petition going around. If the city has any hope of attracting Eurovision 2017, the time to start on the arena is now. Until then, at the very least, Leopolitans will still have world-class music festivals such as Alfa Jazz to look forward to. At least that event will be able to attract some Eurovision talent, as Jamala takes to the main stage on June 28th.

viv has all the ingredients a city needs to be successful: spectacular architecture, rich history, and a magical atmosphere. In fact, it’s clear that the city’s success and prosperity is directly tied to the number of people visiting it. There are many people and institutions in Lviv that work every day on plans to attract more tourists and to make their stays as enjoyable as possible. It is a matter of great importance to Lviv, as can be seen by the number of people that are directly tied to the tourist industry – local authorities, business representatives, independent experts and opinion-movers, and even average Leopolitans. In fact, Lviv’s businesses have banded together in cooperation in this sphere under the Lviv Tourist Alliance.

Mark Zarkhin, the GM of Fast Food System and founder and co-owner of Restaurants for Gourmands and Good Taste Community, is convinced that for Lviv, tourism is the main priority. “Thousands of tourists coming to Lviv bring a lot of money and are eager to spend; it benefits everyone – not only hotels, restaurants, and travel agencies, but also banks, shops, transport infrastructure, and dozens of other areas. The region’s metabolism accelerates”, he explains. The famous Leopolitan restaurateur goes on to assure us that “This is why the Lviv Tourist Alliance brought together commitmentminded players of so many branches of the city’s economic activity. The Alliance may be a very young institution, but it also has fantastic future potential.” Olena Moroz, the GM of Intersono Medicover Group, agrees: “Patients from all over the world come to our medical centre – Israel, Ireland, Australia, the UK, and Poland. Andriy Sydor, the GM of DikArt and director of one of Lviv’s most recognised festivals was named president of the Lviv Tourist Alliance in 2016. He is deeply convinced that the Alliance’s activities combine members’ own experiences with the cutting-edge foreign practices to develop Lviv’s tourism industry most effectively. In this way, the Alliance takes care not only of the comfort and well-being of Leopolitans, but ensures that guests of the city leave with a positive impression. “Since becoming President, I have clearly understood that there are things which work very well and are worth developing. So based on that, we’ve mapped out the issues on which the Alliance should focus.”

При цьому пожвавлюється все навколо: не тільки готелі, ресторани, туристичні компанії, але і банки, крамниці, транспортна інфраструктура та десятки інших галузей. Пожвавлюється метаболізм території. Саме для цього в Туристичний альянс зібрались свідомі гравці різних галузей економіки міста. Альянс – хоч і молода організація, але у нього фантастичне майбутнє”, – переконаний львівський ресторатор.

Він стверджує, що у своїй діяльності Альянс поєднує власний досвід та найвдаліші закордонні практики, щоб розумно розвивати індустрію туризму у Львові. One completely new project of the Lviv Tourist Alliance in 2016 is the Lviv Souvenir, which is planned to create the manufacture of highquality souvenir goods here in Lviv, as opposed to low-quality products imported from China. The Alliance also plans to introduce its most prized product – the Lviv Tourist Pass. Similar projects have been successful in cities across Europe, and it’s clear that the initiative will also be effective in Lviv. They will continue to organise roundtable meetings to discuss existing problems in the local service industry and practical ways of resolving them and also plan to forge alliances with specific foreign tourist associations and clusters, to build on the relationships they have already established with the Polish cities of Lublin and Przemysl. As Lviv continues to top the rankings of Ukraine’s and even the world’s best cities, the work of these tourism associations should recognised. Заплановано сторити платформу для виробництва якісного львівського сувенірного продукту на противагу китайському низькопробному. Також в планах Туристичного альянсу на цей рік запровадити продукт, який є важливим для усіх туристичтичних дестинацій – картку туриста – Lviv Tourist Pass.

Подібні проекти успішно працюють в багатьох містах Європи, і переконані, що таким він буде і у Львові. Львівський туристичний альянс продовжить організовувати круглі столи, щоб визначати, які ж проблеми існують у сфері надання послуг, і практично їх вирішувати. У планах Альянсу і налогодження співпраці з іноземними профільними асоціаціями та кластерами. Вже є позитивний досвід такої співпраці із Любліном та Перемишлем. Спільними зусиллями можна досягти найвищих цілей. І мабуть ще неодноразово Львів очолюватиме рейтинги кращих місць України та світу. Бо Львів відкритий для світу. А світ відкритий для Львова!

Lviv is an architectural treasure located close to the Polish border, and many of its Habsburg, art nouveau, and baroque buildings survived the 20th Century wars relatively unscathed. So it seems only natural that Lviv was selected in 2011 to host such a delightful cultural and music festival as AlfaJazz. 5 years later, and this festival is now considered to be the most important open-air events in Eastern Europe and the most ambitious music festival in Ukraine. UK’s internationally-renowned The Guardian newspaper has even named the event as one of 2016’s Top 10 European Jazz Festivals. The festival returns with three stages: Rynok Square, Potocki Palace courtyard, and the Bohdan Khmelnytsky Park. Jazz artists from across Europe and the US will grace these stages, including: Pat Metheny, Esperanza Spalding, Dianne Reeves, Branford Marsalis, and Cuban trumpet virtuoso Arturo Sandoval. Entrance to the concerts at Rynok Square and Potocki Palace courtyard – two of Lviv’s favourite places for cultural events – will be free of charge and Leopolitans and guests of the city can look forward to the likes of Britain’s Sons of Kemet and master percussionist Trilok Gurtu there. The main festival events, including Alfa Fest headliners, will be held at the Eddie Rosner main stage in Bohdan Khmelnytsky Culture Park. On festival days, the stage will be open from 18:00 to the last note and guests will have the opportunity to enjoy either the comfortable parterre in front of the stage or the park’s picnic areas. The park features some of the city’s finest outdoor acoustics that, along with giant video screens throughout the park, will allow Leopolitans and guests of the city to enjoy the magnificent sounds of the world’s best jazz stars from even the most distant corners of the park. Entrance to the parterre requires tickets and the event is wildly popular, so be sure to book far in advance. During the festival, Ukrainian musicians will have the opportunity to participate in a workshop with famed American arranger, composer, and pianist Michael Abene. The workshop will lead to a special Big Band concert performance featuring Ukrainian musicians under Abene’s supervision on June 27th in Rynok Square. Festivalgoers can also catch a series of jazz films from Leonid Goldstein’s collection, a legend in the Ukrainian jazz movement. Another fun event will be the Street Music by Alfa Jazz project, which features bands and musicians of all kinds of styles performing on street platforms in the hopes of claiming the 25,000 UAH musical equipment gift certificate that is up for grabs. Fans can vote for their favourites by SMS with the lucky winner being the person or group with the most votes. On festival’s last day, June 28th, Jamala will perform at Alfa Jazz Fest presenting a very unique concert program – “The Soul of Jamala”. The singer’s performance will consist of two parts. During the first one Jamala, accompanied by a jazz quartet, will perform compositions from different years, jazz standards and Crimean Tatar folk songs, and in the second part she will sing the songs from the new album "Breath" (2015). Львів - це архітектурний скарб на заході України, до якого вже звикли місцеві жителі, але який викликає подив і захват у тисяч туристів з усього світу. І тому здається природним, що саме Львів був обраний у 2011 році для проведення вперше чудового культурного й музичного фестивалю Альфа джаз. Минуло лише 5 років, і цей фестиваль вже вважається однією з найважливіших подій під відкритим небом у Східній Європі і найамбітнішим музичним фестивалем в Україні. Всесвітньо відома британська газета The Guardian навіть визнала цю подію одним з 10 найкращих європейських джазових фестивалів 2016 року. Фестивальні події розгортатимуться на трьох майданчиках: на площі Ринок, у дворі палацу Потоцьких і в Парку ім. Б Хмельницького. Джазмени з усієї Європи і США стануть окрасою цих сцен, серед них, зокрема: Pat Metheny, Esperanza Spalding, Dianne Reeves, Branford Marsalis і кубинський віртуоз на трубі Артуро Сандовал. Вхід на концерти на площі Ринок і подвір’я палацу Потоцьких – найулюбленіші місця львівської публіки - буде безкоштовний і заодно з гостями міста вони зможуть цього разу побачити й почути гурт Sons of Kemet з Великої Британії і майстра гри на барабанах Trilok Gurtu. Основні заходи фестивалю з виступами найславніших музикантів будуть проходити на головній сцені ім. Едді Рознера в Парку ім. Б Хмельницького. У дні фестивалю сцена буде відкрита з 18:00 до останньої ноти і гості матимуть можливість розташуватись або в зручному партері перед сценою або на пікніку в парку. Відкрита сцена має одну з найкращих акустик міста, що, поряд з гігантськими відеоекранами по всьому парку дозволить усім любителям джазу насолодитися чудовими звуками найвідоміших світових джазових зірок навіть у найвіддаленіших куточках парку. Квитки на вхід до партеру користуються шаленою популярністю, так що не забудьте замовити їх собі заздалегідь. В рамках фестивалю українські музиканти матимуть можливість взяти участь у семінарі знаменитого американського аранжувальника, композитора і піаніста Майкла Абене. Семінар завершиться спеціальним концертом біг-бенду за участю українських музикантів під керівництвом Абене 27 червня на Ринковій площі. Впродовж чотирьох днів фестивалю у парку ім. Б. Хмельницького можна буде переглянути раритетні відео та джазове кіно з колекції Леоніда Гольдштейна. Ще одним веселим заходом стане проект вуличної музики за участю груп і музикантів всіх видів і стилів, що виступатимуть на вуличних майданчиках в надії виграти подарунковий сертифікат на 25 000 грн для придбання музичного обладнання. Слухачі зможуть проголосувати за своїх фаворитів за допомогою SMS. Щасливим переможцем стане виконавець або група з найбільшою кількістю голосів. Завершить фестиваль, 28 червня, Джамала виступом на сцені ім. Едді Рознера. Спеціально для фестивалю Джамала підготувала унікальну програму – “The Soul of Jamala”. Виступ співачки складатиметься із 2 відділень. В першому – Джамала у супроводі джазового квартету виконає авторські композиції різних років, джазові стандарти та кримськотатарські народні пісні, у другому відділенні – пісні з нового альбому “Подих” (2015). The tournament was previously known as EuroFan, but the name has been changed to EuroFanz in time for this year’s tournament. This year’s participants include supporters of the national teams of Sweden, Finland, Slovenia, Ireland, Belarus, Georgia, Armenia, Latvia, and Ukraine, as well as fans of several European club teams, including Copenhagen (Denmark), AIK (Sweden), Heerenveen and Feyenoord (the Netherlands), Zimbru (Moldova), Slovacko (Czech Republic),

Dinamo Bucharest (Romania), Dukla and Spartak Myjava (Slovakia), Dinamo Tbilisi (Georgia), Dinamo Minsk (Belarus), and of course – Lviv’s-own Karpaty supporters. Altogether, more than 20 teams from across Europe will take part. Games will feature live commentary and music, as well as the anthems of the teams to open the matches. In addition, the special “From European Fans to Lviv Children” charitable initiative will take place, which will see fans from across Europe bring humanitarian supplies (sportswear, toys, sweets, etc.) to Leopolitan children at orphanages, boarding schools, and hospitals. EuroFanz 2016 will be the biggest event of its type in Europe this year.

Учасниками цього року стануть команди вболівальникиів національних збірних Швеції, Фінляндії, Словенії, Ірландії, Білорусі, Грузії, Вірменії, Латвії та України, а також прихильники кількох європейських клубних команд – "Копенгаген" (Данія), "АІК" (Швеція), "Херенвен" і "Фейеноорд" (Нідерланди), "Зімбру" (Молдова), "Словацко" (Чехія), "Динамо" Бухарест (Румунія), "Дукла" і "Спартак" Міява

(Словаччина), "Динамо" Тбілісі (Грузія), "Динамо" Мінськ (Білорусь), і звичайно ж – львівських "Карпат". В цілому понад 20 команд з усієї Європи візьмуть участь в турнірі. Ігри будуть супроводжуватись живим коментарем та музикою, а також прозвучать гімни команд на відкритті матчів. Крім того, відбудеться спеціальна благодійна акція "Європейські уболівальники - львівським дітям", під час якої вболівальники з усієї Європи передадуть гуманітарну допомогу (спортивний одяг, іграшки, солодощі тощо) дітям у дитячих будинках, школах-інтернатах і лікарнях львівської області. Фестиваль EuroFanz 2016 обіцяє стати найбільшим заходом подібного роду в Європі цього року.

LVIV IT JAZZ CONFERENCE June 26–27, beginning at 10:00 in Rynok Square, Alfa Jazz Lounge Representatives of major IT, investment, and business companies will gather in Lviv for the Lviv IT Jazz Conference, which will take place at the Alfa Jazz Lounge in the city centre on June 26-27. MUSIC FESTIVAL IN LVIV June 21st, venues around the city The Fête de la Musique – AKA the “Worldwide Celebration of Music” – is an annual music festival that takes place in cities around the world on June 21st. The holiday has originated in France and takes place every year since 1982. Back then, appeal issued by Minister of Culture to citizens to bring music into the open areas of French cities was met with enthusiasm by large number of French citizens. Since then, the annual event has ever more publicity. In 1987 the celebration took place in 50 countries and in 2010 holiday of music was celebrated already in the cities of 116 countries. This year Lviv will join this cultural event for the fifth time – in 2015 the event featured performances by over 100 bands and musicians at 40 stages around the city; in 2014– holiday boasted with 50 locations and 140 performers; in 2013 – more than 80 musicians charmed Leopolitans with their music at 40 venues. The Fête de la Musique is truly unique example of mass non-profitable initiative considering amount of participants and the audience. This day is a celebration taking place mainly outdoors – in streets, squares, gardens and parks. Exceptional day for any music and audience. It’s a communal event for exchange and discovery. Musicians engage with the public space of the city in unexpected ways and get hold of an opportunity to find and discover places that are not traditional concert venues – streets, museums, hospitals, public institutions, etc. While the audience, during this day dedicated to live music and diversity of musical styles and practices, gets the opportunity to hear music that is difficult to come across usually. SUMMER MUSIC COLOR FEST July 3rd, 14:00 at Bohdan Khmelnytsky Culture & Recreation Park (4 Bolharska St.) Leopolitans and guests of the city are invited to come share the good music, dance, performance art – and, of course, colour – at the Summer Music Colour Fest on July 3rd. Often held in natural settings, they encourage the expression of individuality through music, thought, and communication. Festivalgoers are bound by a common love of music and the ability to express their inner selves freely. Ternopil’s airport will serve as host for the return of the Faine Misto music festival – one of Ukraine’s newest and hippest summer music celebrations – from July 7–10. The event will feature more than 50 bands from across Ukraine, Europe, and even North America on 4 separate stages: the Main Stage, a Tribute Stage, a Light Stage, and a Dark Stage. There will also be open-air music areas and special fan zones with giant screens for

festivalgoers looking to catch football matches from EURO 2016. Those in attendance will also be able to check out the festival’s fair, featuring hand-made goods, artistic workshops, and other cultural programming. Among the most anticipated bands set to perform are: Finland’s hard rock kings and Eurovision 2006 winners Lordi; American rockers Crazy Town; Moldova’s Zdob si Zdub; Sweden’s Dead by April, and Canada’s Life in Vacuum. The festival will be held at the airport just outside of the city in order to accommodate up to 10,000 visitors. Camping is available and festival organisers will provide firewood and drinking water. LVIV ON A PLATE CULINARY FESTIVAL June 24–28, Bohdan Khmelnytsky Culture & Recreation Park (4, Bolharska St.) If you are one of those people that like to indulge in culinary delights, then Lviv is your place to be from June 24-27. Lviv has long been home to Ukraine’s leading archers, with a long list of international competition winners and Ukrainian champions testifying to the calibre of our local talent. We can now add Leopolitan archery school grad Veronika Marchenko to that list. On May 29th, in the land of Robin Hood himself in Nottigham’s city centre, the young Marchenko earned her maiden individual crown and led Ukraine to the European championship. The Ukrainian women’s recurve side, consisting of Marchenko, Lidiya Sichenikova, and Anastasia Pavlova, were in superb form as they crushed Georgia 6-0 to win gold. The #3-seeds had earlier overcome Estonia and Italy before edging Germany in a shoot-off to reach the championship match. Buoyed by the team success, Marchenko then went on to capture the individual title as she stunned Russia’s top-seeded Tuiana Dashidorzhieva 7-1 to make sure she brought home two gold medals and two European championships. The Leopolitan star proved too strong for 12th-seeded German Lisa Unruh in the semi-final, as she knocked her rival off 6-2 to set up the chance at the golden double. Marchenko picked up the sport in 2006 and made her international debut in 2009. She represented Ukraine at the European Games in Baku in 2015 as well as at the individual and team recurve events at the 2015 World Archery Championships in Denmark.

Збірна України стрільців з традиційного лука, до якої увійшли Вероніка Марченко, Лідія Січенікова і Анастасія Павлова була в чудовій формі, завдяки якій перемогла збірну Грузії 6:0, щоб виграти золото. Посіяні третіми, вони перед цим подолали команди Естонії та Італії, перш ніж зустрітись з командою Німеччини в перестрілці, щоб вийти у фінал. Маючи вже командне "золото" В. Марченко з натхненням виступила в індивідуальному заліку, де вона подолала росіянку Туяну Дашидоржиєву 7-1, щоб додати у скарбничку перемоги ще одну золоту медаль. Львів’янка виявилася занадто сильною для посіяної дванадцятою німкені Лізи Унру в півфіналі і перемогла з рахунком 6-2 на шляху до перемоги в чемпіонаті. Вероніка Марченко почала займатись спортом у 2006 році, а її міжнародний дебют відбувся 2009 року. Shakhtar Wins Ukraine Cup in Lviv

While the real Battle for Donbas is tragically taking place on the other side of the country, the region’s top two football teams squared off (somewhat ironically) for the Ukraine Cup at Arena Lviv in the Western Ukrainian capital. It was the first time the Battle of Donbas had ever featured in the Ukrainian Cup tournament and the first time Lviv hosted the prestigious event. After a disappointing end to a strong season – losing in the semi-final of the Europa League and finishing second behind rivals Dynamo Kyiv in the Ukrainian Premier League – Shakhtar salvaged a cup by knocking off regional rival, and fellow orphan squad Zorya Luhansk, in front of over 21,000 Leopolitans and guests of the city in the finals. Goals by Ukrainian national team forward Oleksandr Hladkyy on both sides of the half brought the Ukraine Cup to Lviv’s adopted football squad. Following the match, longtime Shakhtar coach Mircea Lucescu announced he was leaving the team. Despite assuring the Ukrainian media post-match that he had not been in conversations with any team, the former Romanian national team player bolted for Russia’s Zenit St. Petersburg. In other football news, Lviv’s beloved FC Karpaty ended the season in 7th place – only 8 points removed from a Europa League berth – which represents the best the club has finished since 2010-11.

Після матчу тренер "Шахтаря" Мірча Луческу оголосив, що він залишає команду. Незважаючи на заперечення українським ЗМІ після матчу, що він не провадив жодних переговорів з будь-якою командою, колишній гравець румунської збірної таки вирушив до Росії, щоб очолити команду "Зеніт" Санкт-Петербург. Серед інших футбольних новин, львівські "Карпати" закінчили сезон на 7-му місці – лише 8 очок забракло, щоб вийти у Лігу Європи – і це найкраще досягнення клубу після сезону 2010-11.

National women’s team of Ukraine on football won over Greece in the qualifying tournament of European championship-2017. The tournament situation, in which Ukrainian team got itself at the final stage of the qualifying matches, haven’t offered much, and the best way for settle the issue was to win in the two last matches. And under the skilled guidance of coach Volodymyr Reva managed to beat team of Greece with score 2:0. As next step for the National women’s team of Ukraine on football will be winning crucial match against Romania as the result of this game, which is set to take place in September, will define which team will occupy the second place in the group. Handball : Lviv’s Halychanka Crowned Ukrainian Champs

Lviv’s Halychanka ladies handball team have a little extra gold to wear after a dominant performance in the Women’s Super League Final Four Cup last month. After finishing the regular season in second place with a 17-3 record, our golden ladies sent Kherson’s Dnipryanka packing in the semi-finals before dispatching the powerful 19-1 Karpaty HC out of Uzhgorod with a score of 32:21. Lviv’s Halychyna Sport Palace was home to the Foxtrot Cup 2016 international ballroom dance competition from May 28-29. Organised with the support of the World Dance Sport Federation, the event brought together over 300 dance couples from across Ukraine and Poland, Spain, Czech Republic, Moldova, Slovakia, Romania, Lithuania, Latvia. As part of the event’s programme, Ukraine held its national rating and qualification competitions in the Latin and Standard events. Congrats to all the couples!

The EBA held its Business Breakfast with Jan Tombinski – the Head of the EU Delegation to Ukraine – and Head of Lviv Regional State Administration Oleg Synyutka at the Symphony Solutions IT Company on May 27th. The event was organised together with the Lviv Regional State Administration to mark the Day of Europe celebration in Lviv. The event

attracted managers from some of EBA’s leading companies and diplomatic corps situated in the Lviv region. Participants had the opportunity to discuss the current situations at their companies, highlight issues that need to be addressed immediately in order to enhance business investment in the Lviv region, and exchange views on stabilising business

both in the Lviv region and in Ukraine in general. Participants expressed a sincere gratitude to the partners – including the Lviv Regional State Administration, the EU Delegation to Ukraine, the Symphony Solution Company, and the Szkocka Restaurant and Chef Catering Company – for their participation and assistance in organising such a high-level event.

EBA PANEL DISCUSSION The EBA Western Ukrainian Office continues to spread its reach in the Ternopil region. The organisation held a panel discussion on May 19th to discuss how to create a successful business environment in the Ternopil region as part of the Ternopil Economic Forum. The panel featured: Chairman of EBA Western Ukrainian Office’s Regional Coordinating Council Taras Yurynts, Deputy Head of the Council Anton Podilchak, Director of Advice Group Michael Korylkevych, President of the Ukrainian Limestone Industry Association Maxim Danytskyy, and representatives of the Ukrainian Chamber of Commerce. Each panel member shared their experience on how to build a company from scratch and how to create a healthy and attractive business environment based on their experience in the Lviv and Ternopil regions. The event was held at the marvellous Zbarazh Castle, which created a cosy and picturesque atmosphere for the event.

EBA HR COMMITTEE MEETING The EBA’s HR Committee held a meeting chaired by Committee Head Ulyana Terletska at the Newbiznet office on May 19th. HR professionals gathered to speak about personnel development with Olena Bey, the director of the Newbiznet Business Support Centre. Looking at two real-world case studies, participants discovered the instruments and discussed the system of the companies’ personnel development. Article 3 of the Law “On Employment of Population” provides that foreigners can be employed in Ukraine only on the basis of a work permit. The job activity of foreigners without a work permit can lead to fines imposed on the employer and the deportation of foreigners from Ukraine. The employment relations between the foreign employee and the enterprise have to be governed by “Labour contract”, which defines the terms of that relationship along with other items. These are grounds for employment of foreigners according to current legislation: • foreigners or stateless persons, provided absence of qualified employees in Ukraine (region), who are able to carry out the relevant works; • foreigners or stateless persons provided the sufficient justification of expediency use of their labor, unless otherwise is stipulated by international agreements, bound by the consent of the Supreme Council of Ukraine; The usage of labor of foreigner and stateless person is expedient and sufficiently justified given that the foreigner or stateless person: • is applying for employment on position of director, deputy director (another leading position), on condition that foreigner or stateless person is a shareholder of the company; • is applying for employment on position, which requires creation of IP rights objects as a main labor obligation; • is applying for employment on software engineer position; • has a graduate degree from one of the educational institutions, which referred to the first 100 in one of the world rankings. Employer, not later than 15 calendar days before the date of application for a permit, gives to the Territorial body the information on labor demand (vacancies) (this applies only in case of absence of sufficient justification of expediency). Application for a permit should be accompanied with documents, confirming education, medical condition, clean criminal record and other documents mentioned in the legislation. State fee for the work permit amounts to 4 min salaries (as for now 5 600 UAH). The permit is issued for a period specified in the “Labour contract”, but not more than one year. If the “Labour contract” is of unlimited duration, the permit is issued for one year. The duration of such a permit can be renewed unlimited times for the same period. Please note that work permit provides possibility to obtain a temporary residency permit for a year period. At the same time regulations of foreigners’ employment in Ukraine is expected to be significantly changed in soon future as the respective bill is already registered in the Parliament under the No. 4541 dated of 28.04.2016. 2011–2015

HERE AND NOW Lviv is a miracle. Not many cities in the world may claim to have such a deep soul as ours. With its international ratings growing dayto-day, Lviv is definitely making it to the top. A city, where everyday a dozen of new creative start-ups appear and business opportunities are available on every step. In this article, we describe how Lviv made it and what will happen in the city’s business life in the years to come. The famous “Lviv is open to the world” saying of the Lviv City Council describes the city at its best. With West Ukraine being located at a number of international crossroads and having a colourful and often complicated history, has allowed Lviv to develop without any single, dominant industry. Almost no Soviet “heavyweight” industries survived the market economy and people found themselves in a complicated situation without any prior market-based knowledge or experience. What people did, sometimes without even understanding it, was to use the economic advantages that they had and specialized in what they were best at. Market economy has its terminology for all that, but we will not bore you with it and will instead look at it from a simpler perspective. Western Ukraine has the advantages of a) geographical proximity to other countries, b) historical heritage and c) intellectual human resources. So it’s easy as ABC you would say? Not really. It has taken some time before those “resources” evolved into a complicated full-stage end product.

Geography is not only just an (often) mandatory subject in school; it is something that predefines existence and future in a certain environment. Being at the crossroads of trade routes with almost 800 years of history, Lviv has benefited from a good location. As in real estate, which we as lawyers deal with on a daily basis, the old “triple L” rule has played its role: location, location, location. That’s right, no cities are 100% equal. Our “neighborhood” has determined certain standards that local businesses aimed to achieve. So did it influence the people, which often migrated to work abroad in more developed or higher paying countries. Numerous foreign investors in adjacent regions relocated to the Western Ukrainian capital for a great business deal. The world’s best agrarian resources also bring much to the regional economy and help Ukraine achieve its high status in this industry.

History is also not just another (also often) mandatory subject back in school; it’s something that shows us how well did our ancestors thought about our well-being. In this regard, West Ukraine has much to offer. The UNESCO Heritage title speaks for itself. With its unique architecture and breathtaking experiences, Lviv has become one of Europe’s tourism gems. Food for thought is served on all streets here and mainly free of charge. Some of the world’s best inventions were conceived here and many generations have worked hard to establish our many cultural and educational facilities. Human capital is not just a part of the economy, it is indeed an object of incredible power. No artificial intelligence is as of yet as advanced as the human brain. When Leopolitans didn’t have to

content with a planned economy any longer, our heads had to start working fast and independently. Being well-connected to other countries and speaking many foreign languages, we were able to attract attention to our labour resources. By temporarily or permanently migrating abroad, we developed different professional areas and now understand and try to make the best out of our strengths and weaknesses. Synergy and interplay of those three ABCs has brought Lviv to where it is now. Without claiming for certain in this rough overview that Lviv is the #1 city in Ukraine to live in, the city has an established reputation as a leading cultural and educational centre that brings to life many outstanding ideas. Today Lviv is a serious business outsourcing services hub and one of the main IT LVIV TODAY | June 2016

development and support centres in Eastern Europe, as well as a great place for manufacturing and a fantastic touristic location. Ahead of the famous Lviv Jazz Fest, we believe this is a sufficient introduction to the city for the uninitiated. A bigger challenge ahead is to determine what the city and region will look like in the future. For interest’s sake, we’ve decided to look into a crystal ball to determine to do that and, as a matter of disclaimer (being professional lawyers), we offer no certainties, only strong insights into the following. Lviv and the West Ukrainian region will become stronger at its leading positions of IT, tourism, and manufacturing. We already see strong trends in business relocation here. If before business relocation was primarily from further abroad, we now see many companies moving here from neighboring regions and believe this trend will increase. With rising salaries in those countries, in an attempt to cut costs, more companies will relocate and choose to build their new homes here. Multiple successes of international call centres, accounting centres and middle-skilled production units will drive change in the local economy. With a pro-European mentality, operating a production in Ukraine is easier than ever. As reforms will inevitably succeed, we are sure that the foreign business will very soon look more eagerly towards Ukraine. As of today, such major reforms have been enacted as: simplification of legal formalities, introduction of a transparent public procurement system, banking system reform, decentralization, deep judicial and anti-corruption reform, decrease in taxes, introduction of an online budget portal, restructuring towards an independent energy sector, improvement of national security and armed forces, introduction of new patrol forces, and others. The majority are already bringing very good results Ukrainians have also made up their minds with regard to their geopolitical standing. With stronger armed forces than ever before, Ukraine is not afraid of further military conflicts. “Si vic pacem, para bellum” (“If you want peace, prepare for war””) as a wise person said long ago. We hope the worst is behind us, but in any case we have prepared well. While paying a high price for knowing your friends, Ukrainians are now more determined than ever in foreign policy and becoming among the world’s top democratic states. It is already well-known that in 2014 Ukraine and the European Union concluded an Association Agreement aimed at the political association and economic integration of Ukraine with the EU. There are many companies that have already benefited from this agreement and have started to use new trade preferences to open up opportunities in Ukraine and the EU. Ukraine is also a member of the majority of the world’s most successful international treaties and the establishment of the rule of law has shown good results. To work effectively with foreign and domestic investors, the Lviv Regional State Administration opened the Office of Investment Policy in early 2016. LVIV TODAY | June 2016

Areas that remain relatively undiscovered are healthcare and life sciences. While it will take some time for the Ukrainian medicine to catch up with international standards, a few private clinics operate in Western Ukraine and they do show some amazing initial results. Pharmaceuticals are often produced locally and only a few large, international players have acquired local brands. Another area that requires development is advanced agriculture techniques. Our soil is very fertile and very productive, which decreases the need for R&D without jeopardizing the quality of crops. Newer technologies will bring even higher profit margins. As Ukraine fully realizes its energy risks, alternative energy sources will play a key role. Ukraine has adopted a number of favorable tax incentives to promote traditional and green energy production. The Ukrainian green tariff remains one of the best in the region and investors were even rewarded during the military conflict. While Kyiv enjoys a sufficient level of office spaces, cities in other parts of Western Ukraine are lacking. As of today, the majority of middle-price office centres enjoy nearly a 100% occupancy rate and prices continue to rise every quarter. This tendency will remain as good offices spaces remain sparse. Surprisingly enough Western Ukraine feels a shortage of certain food products. Beef and milk are just two examples. Dairy producers often complain on the shortage of milk supply in the region. Ukrainian beef is also often hard to find.

Smart solutions for cities and general infrastructure projects will continue to develop, as will the economy. It’s no secret that smarter technology (such as a no-dig approach in pipe rehabilitation) may save millions to a city. Effective waste treatment and traffic management are also especially crucial. This kind of know-how will be in high demand in the future. Brand hotels chains are also not yet sufficiently present in the market. Only a small number of internationally-renowned hotels make their homes here in Lviv. Entering the market first has obvious advantages, so expect the early mover to be more successful than the latecomer. Lastly, many fast food franchises may be still opened in the western part of the country. Kyiv enjoys a much higher ratio of internationallyknown franchises that have yet to arrive in Lviv. As more of the population travels abroad, the recognition and acceptance of these brands will become more obvious. We felt that we should outline the areas in which we feel there may be much of potential success. Having assisted almost 2000 businesses in the last 15 years in Ukraine, and having operated a branch in Lviv for nearly 10 years, we thought we’d share our knowledge in this very short review and hope you found it interesting and … encouraging! LVIV SOCIETY AMERICA DAYS IN LVIV Leopolitans and guests of the city celebrated America Days – a four-day cultural program highlighting American films, education, art, business, and US Embassy programs in Ukraine – from May 25–29. US Ambassador to Ukraine Geoffrey Pyatt took part in the celebrations that were organised by the US Embassy in Kyiv. In remembrance of the American Memorial Day holiday, the mayor of Lviv and senior Ukrainian army officials joined Ambassador Pyatt in laying a wreath at Lviv’s Lychakiv Cemetery. The delegation honoured the burial sites of popular Ukrainian writer and poet Ivan Franko, 3 US servicemen, and a memorial to Ukrainians that have fought in the ATO zone in eastern Ukraine. As part of the festivities, an open-air stage hosting American-style musical performances was held in front of the city’s Opera & Ballet Theatre alongside a fair featuring American and local businesses. In addition, the Embassy worked with the British Council and GoGlobal to establish a new Guinness World Record for the largest English lesson in the world. The event happened concurrently at 104 sites in 55 cities across Ukraine, including Lviv. The results are expected to be published by the Guinness Book Committee by the end of June. Other events included an American independent film festival at Kinopalats Kopernic, American film classics in the park, exhibitions of Native American artefacts and American political cartoons, and performances by the Washington, DC a cappella group Potomac Fever, alongside Lviv’s-own INSO Youth Symphonic Orchestra. Ukrainian President Petro Poroshenko famously declared 2016 as the Year of English Language in Ukraine. The effort includes a certification for foreignlanguage teachers in line with European recommendations, a new English-language state television broadcaster, and a greater focus on English training for public servants and local government officials.

У Львові 25–29 травня пройшли Дні Америки – чотириденна культурна програма присвячена американському кінематографу, освіті, мистецтву, бізнесу і програмам Посольства США в Україні. Посол США в Україні Джеффрі Пайятт взяв участь в урочистих заходах, організованих посольством США в Києві. Відзначаючи американське свято День пам'яті, мер Львова і старші посадові особи Збройних Сил України приєднались до посла Пайятта в покладанні вінка на Личаківському цвинтарі у Львові. Делегація вшанувала місце поховання відомого українського письменника і поета І. Франка, трьох американських льотчиків, що загинули у І світовій війні в небі над Львовом, а також меморіал українцям, які загинули в зоні ATO на сході України. В рамках святкових заходів на відкритій сцені перед оперним театром виступали виконавці традиційної американської музики, був проведений ярмарок американських та місцевих підприємств. Крім того, посольство США спільно з Британською Радою та GoGlobal вирішили встановити новий світовий рекорд найбільшого уроку англійської мови. UKRAINE AND TURKEY STRENGTHEN TIES

УКРАЇНА І ТУРЕЧЧИНА ЗМІЦНЮЮТЬ ЗВ’ЯЗКИ

Lviv’s picturesque Opera & Ballet Theatre was home to the European Music at the Ottoman Court concert on May 19th. The show was conducted by Turkish musicologist Dr. Emre Araci, a specialist in the musical tradition of the 19th Century Ottoman Empire. A special commemoration ceremony dedicated to the Ottoman Turkish soldiers that died during WWI was held at Turkish military cemeteries in the Western Ukrainian villages of Lopushnya and Rohatyn in the Ivano-Frankivsk oblast on May 20th. A century ago, during WWI, it was the Ottoman Turkish forces – in alliance with the Austro-Hungarian Empire – that defended the Western Ukrainian region of Galicia from the advance of the Russian Empire. More than 8000 Turkish officers and soldiers lost their lives for the sake of their country and are buried in six Western Ukrainian cemeteries. The events featured special concerts by Mehteran – the Ottoman Empire’s first military band – and were attended by Turkish Ambassador to Ukraine Yonet Can Tezel and Western Ukrainian political leaders. Leopolitans and guests of the city were also treated to the sounds of Mehteran later in the day in front of the Opera & Ballet Theatre.

У львівському театрі опери і балету 19 травня відбувся концерт "Європейська музика в Османському палаці". Диригував турецький музикознавець доктор Емре Араджі, фахівець в області музичних традицій Османської імперії 19-го століття. Спеціальна церемонія поминання, присвячена пам’яті османських турецьких солдатів, які загинули під час Першої світової війни, була проведена на турецьких військових цвинтарях в Лопушні Перемишлянського району та в Рогатині Івано-Франківської області 20 травня. Сто років тому, під час Першої світової війни, османське турецьке військо - в союзі з силами Австро-Угорської імперії - захищало територію Галичини від наступу Російської імперії. Понад 8000 турецьких солдатів і офіцерів поклали свої життя заради своєї країни і поховані на шести цвинтарях Західної України. На церемонії грав перший військовий оркестр Османської імперії Mehteran, і був присутній посол Туреччини в Україні Йонет Кан Тезел та представники адміністрації західноукраїнських областей. Львів’яни та гості міста також могли почути виступи цього оркестру пізніше в той же день перед будівлею театру опери та балету.

BUILDING BUSINESS TOGETHER Lviv’s business community saw the festive opening ceremony of the Western Ukrainian branch of the International Turkey-Ukraine Business Association (TUID). Special guests at the event included Ambassador Yonet Can Tezel, TUID vice-president Burak Pehlivan, and chairman of the largest Turkish company in Western Ukraine (Onur Construction) Onur Cetinceviz. “The economic centre of Ukraine has been moving from the East to West over the past years and this trend will continue”, said Pehlivan. “Because of that we are opening our Western Ukrainian branch today in Lviv. Lviv offers great investment potential, especially in IT, light industry, wood processing and manufacturing, and real estate sectors. Lviv has business-friendly local and government administrators and a prosperous future. LVIV MEDIA FORUM RETURNS The convention capital of West Ukraine – Arena Lviv – was host to the 4th annual Lviv Media Forum on May 26–28. The event attracted over 800 participants this year – from journalists, bloggers and media managers to students, experts, and analysts – to look at the role of media in crisis events in Ukraine and around the world. This year’s program was dedicated to discussing the latest trends in world media and the potential of Ukrainian media amongst global competition. In addition to a number of workshops by some of Ukraine’s leading journalists and TV presenters, the forum featured plenty of discussions on the practices of joint efforts of journalists from different publications and different media types to conduct quality and large-scale investigative journalism. Some of the most highly-anticipated speakers included: Director General of the National Broadcasting Company of

Ukraine Zurab Alasania; Nieman Fellow at Harvard University Grzegorz Piechota; TV presenter, journalist, and mass media expert Andriy Kulykov; Director General of Dragon Capital Tomas Fiala; Associate Professor at Northwestern’s Institute for Policy Research Craig LaMay; and the Pulitzer Prize-winning photojournalist and Associate Professor of Journalism at Iowa State University Dennis Chamberlin. The Forum once again handed out its special Oleksandr Kryvenko Award for Progress in Journalism. This year’s recipient is Natalie Sedletska, an investigative journalist at Ukrainian First National TV and host of RFE/RL Ukraine’s weekly ‘Schemes. Corruption in Details’ program. Participants were also delighted by this year’s speech on liberty in journalism, given by none other than Lviv’s-own Svyatoslav Vakarchuk – the frontman for the iconic Ukrainian rock band Okean Elzy.

Цього року у заході взяли участь понад 800 учасників - журналісти, блогери та медіа-менеджери, студенти, експерти і аналітики – щоб розглянути роль ЗМІ у кризових подіях в Україні і по всьому світу. Цього року програма була присвячена обговоренню останніх тенденцій у світових засобах масової інформації та потенціалу українських ЗМІ на тлі глобальної конкуренції. Окрім низки семінарів, проведених провідними журналістами й телеведучими України, на форумі відбулось багато дискусій про практику спільних зусиль журналістів з різних видань і різних засобів інформації для проведення якісних та великомасштабних журналістських розслідувань. Серед доповідачів були, зокрема: генеральний директор Національної

LEOPOLIS GRAND PRIX ROARS THROUGH LVIV The Leopolis Grand Prix international vintage car festival roared through the Western Ukrainian capital from June 3rd-5th as the modern incarnation of this historic event was held for the 6th straight year. This time the event attracted over 150 retro cars from as far away as Lavia, Lithuania, Poland, and Italy as well as 8 different regions of Ukraine. The event saw exciting Leopolis Grand Prix races around the city’s famed “Lviv Triangle” from Vitovskoho to Ivan Franko to Stryjska and Maidan Heroes. Alongside the dynamic racing events, the festival also featured an open-air exhibition of retro cars, special auto-themed contests, and a vintage car parade throughout central Lviv

MISS LVIV 2016 Lviv’s luxurious Opera & Ballet Theatre was the host for the grand finale of the Miss Lviv 2016 beauty pageant. This glamorous production featured a fashion show by designer Olya Mak, performances by Natalka Karpa, Arkadiy Voytyuk, Andriy Kishe, Arsen Mirzoyan, and Anastasiya Prykhodko and, of course, the pageant itself. Hosts Volodymyr Andriyevskyi and Timur Miroshnichenko provided the questions for the charming contestants to show that our Leopolitan ladies are intelligent as well as beautiful. Fourteen lucky ladies were selected from nearly 150 of Lviv region’s most beautiful young women to compete in the finals. The elegant Lyuba Bakay was crowned Miss Lviv 2016 ahead of Vice Miss Yuliana Mazur and 2nd Vice Miss Tetyana Ivaniv, and will now represent Lviv at the Miss Ukraine 2016 pageant in Kyiv in September. Other winners were Vasylyna Bedrylo as People’s Choice and Bazhena Dulyuk-Orlova as Miss Photo.

LVIV’S FIRST BEARD FESTIVAL Lviv’s Bohdan Khmelnytsky Culture & Recreation Park was home to the city’s first-ever Beard Festival on May 28th. The event featured a new and invigorating format – an open-air barbershop where participants could get haircuts and beard trims for a symbolic price. All the money raised was donated to a local children’s charity foundation. The festival showcased a wide array of interesting techniques, such as shaving with a wood chopper! The daredevils who agreed to get completely buzzed and shave away their entire beard were rewarded with a 1 litre bottle of whiskey. The festival also featured plenty of workshops by some of the city’s best barbers, a number of contests, and a competition for the longest, most beautiful, and most interesting beard styles. The event was organised by the newly-opened Frisor Lemberg Barbershop (50 Doroshenka St.). Barbers worked on 38 men, which means that Lviv now has 38 uber-trendy chaps walking around. СВЯТО БОРОДИ 28 травня у Центральному Парку культури та відпочинку ім. Б. Хмельницького відбулося перше у Львові Свято бороди. Ivan Kupala Day: Summer Solstice the Ukrainian Way If you’ve spent any time at all in the country, you’ll know that nobody in the world likes to celebrate as much as Ukrainians. There are events to mark your name, your profession, your religion – even the season – and in June another unforgettable celebration is coming to a community near you: Ivan Kupala Day. This one has it all – fire-jumping, mythical plants, superstitions about marriage – it’s like Ukrainians have taken their favourite parts from all their other celebrations and rolled them into this fantastic festival. Even though it’s celebrated on July 6-7, the event is Ukraine’s way of marking the summer solstice (which actually takes place on June 20th this year). Like many other holidays in Ukraine, this one has been celebrated for centuries, dating back to pre-Christianity Ukraine. And much like the famous Ukrainian Easter Eggs, this festival’s traditions can be traced back to the pagan rituals of the time. This is among the country’s most “folksy” festivals, so be sure to grab your camera and be on the lookout for some of these inimitable rituals…

Too Hot to Handle: The Art of Fire-Jumping Whether it’s the Burning Mountain of Azerbaijan, a fire temple in Iran, or the firewalkers of India, flames have a mesmerising mystique that seems to capture the imagination of societies around the world. Of course, it is no different here in Ukraine and perhaps the most eye-catching tradition of the weekend is watching festivalgoers jump the bonfire. You’ll see all kinds make the leap: fathers with their children in their arms; attractive young girls in skirts, vyshyvankas (embroidered shirts), and flower garlands on their heads (to mark them as unmarried); and especially couples. It’s believed that making the jump is a sure-fire way to secure health, good fortune and long life, as the flames are imbued with a magical quality stemming from the rays of the sun. The holiday originated as an honour to the Sun God Dazhbog’s defeat over darkness. The leap signifies the rising of the sun and a sense of joy and playfulness. Couples making the leap have much to lose, as the success or failure of their relationship depends entirely on whether they manage to hold each other’s hands throughout the jump. There is of course plenty of singing and dancing, as per most bonfire rituals, but you might also find Ukrainians torching the clothes of ill children to “burn the disease away”, gathering the ashes to bring home for good luck, or you might find the ladies protecting the garlands on their heads – now bursting with magical powers – as they’re needed for another ritual. If You Float It, You Will Know: The Art of Fortune Telling Through Garland-Floating Fire isn’t the only important element on Kupala Day, as what would a midsummer festival be without a way to cool off? You might find children playing water-related games including, if you’re not careful, pouring water of the poor, unsuspecting reveller! With the advent of Christianity in Ukraine came the reworking of pagan holidays and, as Ivan is Slavic for John, Ivan Kupala Day became associated with John the Baptist – who of course is wellacquainted with water rituals. Getting soaked by a bratty kid might be the best thing to happen to you, as the custom is said to be a way of cleansing and purifying your soul. You’ll also likely find young women down near the water, as it’s believed that by floating their (now magical) garlands across the water, sometimes with a flaming candle, they’ll be able to discover secrets from their future – especially regarding marriage! Of course, you might also see a young man chase down the garland of his fancied lady in the hopes that the young lad might secure a midsummer’s kiss. The Happiest Festival on Earth? Ivan Kupala Day is the theme behind Gogol’s acclaimed short story “St. John’s Eve”. That story was the main inspiration behind Russian composer Modest Mussorgsky’s poem “Night on Bald Mountain”, which was made famous when the wonderful Walt Disney included it in his magnum opus – Fantasia. Ukraine’s-Own Leprachaun: The Faux Folktale of the Flowered Fern Any proper Ukrainian festival needs to have a little bit of everything, so you shouldn’t be surprised that fire and water aren’t the only sacred elements on Kupala Day. Earth also plays a part; in particular, the fabled flowered fern found only in forests. At dawn, festivalgoers might set off into the forest, looking to gather medical herbs and plants. It’s believed that plants gathered on Kupala Day have – you guessed it – magical powers! Later in the day, unmarried women – marked by the garlands in their hair – will set off into the forest in search of the magical flowering fern. These plants were believed in ancient times to have flowered only on Kupala Night and should one be located, and the finder is pure of heart, than one would gain wealth, power, and extraordinary healing abilities. Of course, we now know that ferns don’t flower, but this won’t stop some adventurous ladies from searching. Of course, after the women, young Ukrainian men will follow into the forest shortly after. And while they may never find the fabled flowering fern, more than a few Ukrainians have found some Kupala Day love! Lee Reaney

RC Shuttle

Comfortable Residence Near Lviv Representatives of Lev Development arranged a meeting with managers of real estate agencies and realtors where they presented the advantages of the new Shuttle residential complex. Lev Development is a new name in the local real estate market and the company works on the design and planning of apartment buildings. Shuttle is the first complex that the company has brought to the high-quality residential property market of smaller-area size. As the company’s present priority, the Shuttle complex is currently under construction on Sadova St. in Dubliany town. This club-type house has 6 floors and is located in a closed-off area. The building is a modern, cast-in-place concrete frame building with brick partitions. It features an innovative design, including: solar batteries, a water purification system, a video door-entry system, panoramic windows, separate mailboxes, and an electronic key system. Most apartments are one or two rooms, with the possibility of redesign, however 3-room options with a terrace are available on the top floor. While each apartment features a separate heating system thanks to the installation of a twosectional boiler, tenants will still have the option of choosing between condensing or turbineboiler types. Panoramic windows offer maximum daylight and each apartment is equipped with high-quality metal doors with a MDF cover. As noted by Lev Development company cofounder Oleksandr Otrovskyy:

Other features located nearby include the Lviv National Agricultural University, a kindergarten, and a school. As noted by Shuttle designer Andriy Matviychuk, “There is no other similar building in Dubliany, and that will give the community’s architecture the chance to begin developing in a new direction. Beyond Eurovision: Why Ukraine Should Fully Embrace Crimean Tatar Culture

amala’s Eurovision Song Contest victory demonstrated the importance of soft power on the international stage - Ukraine’s cultural diplomacy strategy now needs to pay far more attention to safeguarding the nation’s rich but neglected Crimean Tatar heritage Ukrainian singer Jamala’s 2016 Eurovision Song Contest victory was unquestionably independent Ukraine’s greatest cultural diplomacy success. As Jamala delivered the coup de grace to her rivals with a soaring crescendo while bathed in the golden light of a sprawling tree symbolizing Crimea Tatar nationhood, she also reminded the world of Ukraine’s ancient multicultural roots while highlighting the nation’s historic and ongoing struggle against Kremlin injustice. It was a triumphant demonstration of soft power that returned the unresolved issue of Russia’s illegal Crimean annexation to the centre of international attention. While the song was technically apolitical, few missed the underlying geopolitical meaning of Jamala’s powerful ballad about her family’s experience during the 1944 Soviet deportation. If the subsequent torrents of discontent and anger on display in the Russian media were anything to go by, the Kremlin clearly got the message.

Ukraine’s international image woes This success makes a refreshing change. Ever since 1991, Ukraine has struggled to project itself onto the global stage, leaving the country with a chronically low international profile and making it uniquely vulnerable to the disinformation component of Russia’s hybrid warfare doctrine. Over the past two-and-a-half years, these international image problems have been exposed as a major national security issue. Russia’s infowar tactics have repeatedly demonstrated that outside audiences with no prior knowledge of the real Ukraine will inevitably be susceptible to deliberate Kremlin distortions, with disastrous consequences for Ukraine itself and for European stability as a whole. Jamala’s victory could now become a landmark event in the evolution of Ukrainian cultural diplomacy, but this will only happen if the country is able to harness and build on the positive attention engendered by the recent flurry of Eurovision coverage. If Ukraine wants the world to take the country’s European ambitions seriously, it must demonstrate a commitment to the European values at the core of Jamala’s winning Eurovision entry. This means creating the conditions for the preservation and development of Crimean Tatar culture at home.

Political pop Many people struggle to take the ultra-kitsch Eurovision Song Contest seriously, but we should be wary of underestimating its importance as a high-profile medium for soft power messaging. Ukraine’s 2016 entry was not the first song accused of seeking to use the contest as a platform for political statements. Georgia’s 2009 entry ‘I Don’t Wanna Put In’ and Armenia’s ‘Face the Shadow’ in 2015 were both banned, but

Jamala’s haunting tune avoided exclusion after officials decided the song’s content was historical rather than political. Jamala’s entry had already made a significant impact prior to emerging as the ultimate winner of this year’s Eurovision. From the very start of the national selection campaign in early spring, it attracted considerable Ukrainian and international media coverage. This was a textbook example of cultural diplomacy: the delivery of a political message through a high-quality cultural product – in this case, a perfectly constructed and brilliantly delivered pop performance.

Ukraine needs to take cultural diplomacy seriously Kateryna Smagliy, Director of the Kennan Institute in Kyiv, is one of many who are now urging Ukrainian authorities to take the political impact of culture more seriously. She says the positive impact of Jamala’s victory highlights the need to develop a concerted cultural-diplomatic strategy to protect Ukraine’s interests abroad. As anticipated, Ukrainian politicians were quick to latch on to the cache that the young performer had garnered via her Eurovision heroics. In the days following Jamala’s triumphant homecoming from Eurovision

in Sweden, she was in huge demand for photo-ops with a range of political leaders. Amid the general euphoria surrounding her victory, she even found herself nominated for the role of UNICEF Goodwill Ambassador. President Poroshenko was among those who spoke approvingly of the potential appointment, commenting, ‘it could help solve the problem of Russian-occupied Crimea and the return home of the entire Crimean Tatar nation.’ Such political opportunism is to be expected, but it will take more than the efforts of a talented young pop performer to resolve the complex geopolitical issues surrounding the Russian occupation of Crimea. Ukraine won an important pop battle at the Eurovision Song Contest, but it has a long way to go before it can win the war. Cultural diplomacy can certainly play an important role in countering the Kremlin’s hybrid war in Ukraine, but soft power initiatives must begin on the Ukrainian domestic front. LVIV OPINION Crimean Tatar culture and identity could help highlight Ukraine’s emerging multicultural, multidenominational civic identity while drawing attention to the country’s commitment to European values at a time when Russia is facing mounting international condemnation over its treatment of the Crimean Tatar minority.

Forgotten Crimean Tatar culture By almost any estimate, both traditional and contemporary Crimean Tatar culture is currently in pretty bad shape. Artists, musicians, and writers routinely experience impoverishment and displacement, while those still living in Russian-occupied Crimea suffer from mounting persecution. The Russian occupation authorities in Crimea are prone to labelling any expression of national sentiment by Crimean Tatars as ‘extremism’, placing huge strains on cultural life. Jamala’s Eurovision victory highlighted the soft power value of Crimean Tatar culture to the Ukrainian national cause, but there is little evidence of broader efforts to preserve this valuable inheritance. Even the most superficial of examinations into Crimean Tatar culture quickly reveals the extent of our ignorance of this rich yet vanishing cultural milieu. While Susana Jamaladynova (Jamala) is arguably the most prominent performer of Crimean Tatar heritage, it would be silly to suggest that her pop music is genuinely representative of contemporary Crimean Tatar culture. Jamala’s true success lies in exposing the injustices waged against her people to an international audience. It is now up to Ukrainian policymakers and activists to fight for that justice, and for citizens to demand it of them.

Crimean Tatar issues back on the international agenda Ukrainian politicians first began paying particular attention to protecting the rights of the Crimean Tatar ethnic minority in the immediate aftermath of the illegal annexation of Crimea in March 2014. The Ukrainian authorities were encouraged to speak out over Russia’s undemocratic actions against the Crimean Tatar population by vocal members of the Crimean Tatar community such as Mustafa Dzhemilev, and by international human rights organizations. Numerous international reports since the Russian seizure of the Ukrainian peninsula have highlighted the worsening plight of the Crimean Tatars, leading to condemnation from the likes of the European Parliament. In November 2015, the Ukrainian Parliament took the important symbolic step of making 18 May a National Day of Remembrance for the Victims of the Crimean Tatar Genocide. In recent years, there had been some efforts to place Crimean Tatar issues on the international agenda via cultural initiatives. In 2008, UK journalist and author Lily Hyde’s book ‘Dream Land’ received widespread critical acclaim. Based on numerous interviews with Crimean Tatars, it received an endorsement from Amnesty International for raising issues of displacement and genocide in the little-known context of the Crimean Tatar deportation. Hyde’s book was subsequently translated into French, Ukrainian, and Crimean Tatar. In 2013, filmmaker Akhtem Seitablaiev’s ‘Haytarma’ (‘Return’) made a cinematic statement about the Crimean deportation that received positive reviews and also succeeded in stirring up a controversy involving the Russian Consul in Simferopol. The Russian official attacked the film for failing to highlight alleged Crimean Tatar collaboration with the WWII Nazi German regime in Crimea, LVIV TODAY | June 2016

revealing how contentious the Crimea Tatar deportation remained in Ukrainian-Russian relations, even prior to the Kremlin invasion of February 2014. With Crimea back in the international spotlight, international interest in the Crimean Tatars is growing. One of the most eyecatching initiatives is a new academic course focusing on Crimean Tatar language and culture at the Ukrainian Studies department of Cambridge University in the United Kingdom. It is significant that these studies should take place within the broader context of Ukrainian Studies, thus reinforcing the idea that the Crimean Tatar legacy is part of the collective Ukrainian historic past as well as the political present.

A proud and ancient people The Crimean Tatars are not simply political pawns or victims of history. They are a proud and ancient people with a strong claim to nationhood and a history in Crimea stretching back for many centuries before the advent of Russian imperial involvement. As direct descendants of the Khanate of Crimea, the longest-lived of the Turkic khanates that succeeded the Mongol Empire of the Golden Horde, the Crimean Tatars constituted one of the strongest powers of Eastern Europe from the early Middle Ages until the last decades of the eighteenth century. For hundreds of years, their Crimean homeland was a world centre of Islamic civilization. The name itself, ‘Crimean Tatar’, at once vague and misleading, is a collective name given to the tribes that inhabited the region during the time of the Khanate. Crimean Tatars actually have little in common with the Tatars of Tatarstan in Russia. Waves of Russian oppression beginning at the end of the eighteen century led to a serious of Crimean Tatar exoduses. As is the case with many marginalized ethnic minorities, emigration has helped bring Crimean Tatar talent to prominence. While the Crimean Tatar community in Ukraine is the focus of contemporary attention, many Crimean Tatars have made significant contributions to the national cultural milieus of Russia, Turkey, Romania, and Bulgaria. For example, Crimean Tatars have flourished in modern Turkey, which has served as home to millions of Crimea Tatars since the mass migrations of the eighteenth, nineteenth and early twentieth centuries. The Crimean Tatar contribution in these different societies has often been lost in the broader national narratives of each country, leading to a further diluting of the Crimean Tatar cultural footprint.

unique influences into modern compositions that deal with contemporary Crimean Tatar issues – if only on an emotional level. For them, the studio is a place to meet with others who have suffered similar loss and displacement. It is too early to name bands, they say, as collectives face frequent line-up changes and personal issues – few of them are able to sustain themselves through music alone – but given time, we may see the emergence of some truly unique bands, or even a scene, that could become part of the global world music realm. Lviv, with its vibrant cultural climate, is surely capable of incubating such talent.

Crimean Tatar rights and a European Ukraine Today, Ukraine faces a tough nation-building challenge: cementing its contemporary national identity while remaining receptive to external culture influences. PostMaidan Ukraine must find its own unique voice, but at the same time must shape its cultural and political institutions in keeping with the best European practices of openness, public accountability, and civil dialogue. It is not enough to denounce the human rights violations of the Russian government. Ukraine must be demonstrably different. Citizens of multicultural Ukraine come from a wide range of ethnic or religious backgrounds. Only a civic national identity grounded in European values has any real chance of uniting them. As Ukraine looks to the future, it must also safeguard the past. The conservation of cultural heritage is a prerequisite for the development of any nation. Ukraine must reconcile the country’s considerable historical overlap with other cultures – notably, Russian culture – while crystallizing its inherent cultural capital. Actively supporting the Crimean Tatars in their quest to revive and reinvent their traditional culture must become a strategic priority for the Ukrainian government. It represents a wonderful opportunity to demonstrate Ukraine’s ability to embrace cultural diversity and protect the rights of a vulnerable ethnic minority. Jamala’s Eurovision performance put the issue of Crimean Tatar identity on the international agenda, but Crimean Tatar culture has yet to flourish in contemporary Ukraine. We can only hope that we live to see its fragrant bloom.

Lviv: Crimean Tatar renaissance city? There are signs that a Crimean Tatar cultural renaissance is slowly gaining ground in today’s mainland Ukraine. Lviv, Ukraine’s undisputed cultural capital and gateway to Europe, has emerged since 2014 as an unlikely stronghold of Crimean Tatar music and culture. Thousands of Crimean Tatars have fled occupied Crimea since spring 2014 and set up home in the western Ukrainian city. Halil Halilov, a music producer from Simferopol, has established a production studio for Crimean Tatar artists in Lviv. “I came to realize that cultural development was being affected by the conflict,” Halil says. “I felt my responsibility lay in helping to develop the Crimean Tatar culture outside of Crimea.” The young performers who congregate at Halilov’s Lviv studio draw on traditional elements of Crimean Tatar music, but are also well versed in the lexicons of rock and jazz. They are not interested in simply reproducing folk music, but instead seek to blend their
