LOVE IS IN THE AIR In Ukraine, there is simply no spot more romantic to spend St. Valentine’s Day & International Women’s Day than Lviv. “Love is in the air everywhere I look around”, croons a young Tom Jones, “love is in the air, every sight and every sound.” Only a handful of cities around the world are known as ‘The City of Love’ – Paris, Rome, Calcutta, and yes, even Lviv. This month sees Ukraine take a loving look at the wonderful women that make this country tick on both Valentine’s Day (February 14th) and International Women’s Day (March 8th). Consider yourself lucky to be in the Western Ukrainian capital this month – there is simply no more romantic place in Ukraine to celebrate these holidays.

The Most Romantic Time of the Year – x2 As anyone who has spent the Christmas holiday season in Ukraine can attest to, celebrating holidays from both East and West has its benefits. For newcomers to Ukraine, it can be interesting to learn that International Women’s Day is the most important day to recognise the important women in your life. The holiday began when communists wanted to mark the achievements of woman in the political, economic, and social spheres. A holdover from the Soviet days, Ukrainian men will often give women flowers and treat them to special dates on March 8th. But this might not last for long, as the government wants to eliminate the day as part of its ‘de-communisation’ drive. Valentine’s Day acts much the same way in the West and is gaining popularity in Ukraine. A Christian holiday that dates back to one of the many early saints named Valentine, it was England’s Chaucer that introduced the idea of love to the holiday. The day has evolved into the chance to shower your lover with gifts, such as flowers, candy, jewelry, and special “Valentines” cards. In Europe, you’ll often see two lovers attach a lock to a bridge or fence,

Lviv has always prided itself on being one of Eastern Europe’s most cosmopolitan classical music centres. In recent years, the quality of visiting international performers has risen steadily. On March 14th, the Ukrainian-Austrian K&K Philharmoniker symphony orchestra, alongside Ukrainian National Choir (led by Lviv’s-own choirmaster Vasyl Yatsyniak), will bring their Die Schönsten Opernchöre concert to Leopolitans and guests of the city. The K&K Philharmonic features 70 musicians and performs nearly 100 concerts across Europe each year. Under the bouncing baton of its charismatic conductor Matthias Kendlinger, the orchestra will treat concertgoers to many charming classical compositions, including masterpieces by Mozart, Verdi, and Wagner. Kendlinger was born in Austria in the 1960s and started to play the accordion at age 5. He performed on stage across Europe until 1994, when he founded the classical music marketing firm DaCapo. By 2002 he had founded his own symphony orchestra – the K&K Philharmonic – and a year after that the K&K Opera Choir. Perhaps best known for being part of Lviv’s iconic Ukrainian rock group Okean Elzy from 2001-04, he has made quite a name for himself as a solo artist. He released his first album, Prostye Veshy (Ordinary Things) in 2012 and followed it up with 2013’s Ne Prekrashchai Mechtat (Do Not Stop Dreaming) and 2015’s Kohannya (Love). Lviv’s Lesya Ukrainka Drama Theatre is pleased to present Ukrainian painter, poet, performer, and playwright Les Poderviansky for a witty performance of his epic plays that is sure to both challenge and delight Leopolitans and guests of the city on March 17th. Poderviansky is famous for his absurd, highly satirical, and at times politically incorrect and obscene short plays. His works are highly regarded due to his attention to detail and guests will be able to recognise themselves in one of the character’s personality types. The general absurdity of their situations makes their bizarre actions more acceptable, and even though the language can be risqué, the humour is rather neutral. Poderviansky’s works have been criticised due to the excessive language; there is so much swearing that it can appear that an uneducated man has written them. This, of course, is not the case, as he cites Shakespeare, Nietzsche, Taoism, and even Zen Buddhism in the different intellectual layers of his works. A number of his expressions have entered the Ukrainian lexicon, as his crude language shows the flaws and grotesqueness of his characters. Українки, 1) Найромантичніший концерт цієї весни представить у Львові 8 березня музикант і композитор Дмитро Шуров, також відомий як Pianoboy. Дмитро Шуров займається музикою вже багато років, експериментуючи з різними стилями і аранжуваннями. Він сам пише свої пісні, а також компонує музику, співає і грає на піаніно. ЛЕСЬ ПОДЕРВЯНСЬКИЙ ТА ЙОГО ГУМОР 17 березня о 19:00 Львівський драматичний театр ім. Л. Українки (вул. Городоцька, 36) У п’ятницю 17 березня на сцені Львівського драматичного театру ім. Л. Українки виступить український художник, поет, виконавець і драматург Лесь Подервянський, відомий своїми нестандартними текстами та їх інтерпретацією. Його короткі п'єси відзначаються своєю абсурдністю, сатиризмом, а часом і політичною некоректністю. Хоча дехто й не розуміє такого типу гумору, у його персонажах можна часом впізнати типажі реального життя, не кажучи вже про їх мову. Загальна абсурдність ситуацій у п’єсах Подервянського переходить межу і робить їх на диво правдоподібними, викликаючи сміх в аудиторії. Твори Подервянського часто критикували через надмірне зловживання нецензурною лексикою; часом виразів є так багато, що може здатися, що автор – чоловік неосвічений, але він змушує сумніватись у цьому, цитуючи твори Шекспіра, Ніцше і навіть дзен-буддизму в різних інтелектуальних шарах його власних творів. Деякі вирази з його п’єс уже встигли увійти до лексикону українських інтелектуалів, хоча мова його героїв, мабуть, покликана показати їх недоліки та гротескність. У нього вже є свої численні прихильники в різних містах і селах України і не тільки, і, можливо, після цього концерту їх число збільшиться. Квитки на це задоволення можуть коштувати 200–500 грн. AUSTRALIAN ABORIGINAL ART EXHIBITION February 17th – March 3rd at the Dzyga Gallery (35 Virmenska St.) The distance between Ukraine and Australia is nearly 13,000 km, but thanks to the efforts of the Australian Embassy in Ukraine (supported by the Department of Foreign Affairs & Trade) and the National Museum of Australia, it seems a lot closer with events like ‘Old Masters’ – Australia’s Great Bark Artists Exhibition. After a highly successful opening in Kyiv, the Australian Embassy is proud to bring the exhibition to Leopolitan art lovers and guests of the city. The official opening takes place on February 17th at the Dzyga Gallery. The exhibition features outstanding works from some of the finest Australian Indigenous artists of the 20th Century. The works are literally made of the land, on bark stripped from trees and decorated with ochre ground from the earth. Bark painting, as practiced by Aboriginal artists in Northern Australia, was only recognised in the 20th Century as belonging to the great tradition of world art. The exhibition is part of a program of events being held throughout 2017 to celebrate 25 years of diplomatic relations between Australia and Ukraine, as well as to mark 70 years of Ukrainian settlement in Australia. The ‘Old Masters’ exhibition will be on show at Dzyga Gallery until March 3rd. It is open to the public daily and there is no admission fee. ВИСТАВКА МИСТЕЦТВА АВСТРАЛІЙСЬКИХ АБОРИГЕНІВ 17 лютого – 3 березня, в галереї "Дзиґа" (вул. Вірменська, 35) Від України до Австралійського континенту – майже 13 000 км, але цю відстань можна легко подолати силою мистецтва – зокрема, завдяки зусиллям посольства Австралії в Україні та за підтримки міністерства закордонних справ і торгівлі та Національного музею Австралії. Виставка малювання на корі "Старі майстри" з успіхом пройшла в Києві, і тепер Посольство Австралії з гордістю представляє її львівським любителям мистецтва і гостям міста. Офіційне відкриття відбудеться 17 лютого в галереї "Дзиґа". На виставці представлені видатні твори деяких з найкращих художників корінного населення Австралії 20 століття. Всі роботи виконані з природних матеріалів – кори евкаліпта та барвників мінерального походження. Мистецтво живопису на корі, яке розвинулось на території північної Австралії, було визнане лише у 20 столітті, як природна частина великої традиції світового мистецтва. Виставка є частиною програми заходів, які проводяться протягом 2017 року, щоб відзначити 25-річчя встановлення дипломатичних відносин між Австралією та Україною, а також з нагоди 70-річчя українського поселення в Австралії. krainian women have long been acclaimed for their physical beauty. Even in the Soviet days, women from Ukraine were considered the most beautiful of all the socialist republics. What is too often overlooked is that the Ukrainian woman is far more than just a pretty face. She must wear several masks – sometimes all at once. With the nation mobilised and many men off fighting a war in Eastern Ukraine, the roles of Ukrainian woman have become even more amplified.

Modern Ukrainian women have become leaders in virtually every sphere, even those long dominated by men. You’ll find highly influential female politicians, business leaders, reformers, and even warriors. At the same time, Ukrainian women are expected to keep up their more traditional roles as doting wives, loving mothers, and talented fashionistas. To mark International Women’s Day, we wanted to honour just a few of the roles Ukrainian women play in everyday life. These women are representative of hundreds of thousands of others that perform similar roles in their own communities across Ukraine. This is our way of saying Happy International Women’s Day to all of Ukraine’s amazing women.

THE REFORMER “Protest beyond the law is not a departure from democracy; it is absolutely essential to it.” – American social activist Howard Zinn The reformer actively seeks to bring about positive changes in their society. She organises nonprofit events, protests issues she cares about, and vocally tackles the issues that matter to her. Anna Kalynchuk, the young lawyer from Lviv region, is just one example of many reformers in Ukraine. The 23-year-old was tapped last year to head the government’s anti-corruption office. Despite cries of inexperience, Kalynchuk had helped set-up the department she would head and was deputy head at the time of her appointment. Just a few years removed from graduation, she is a testament of what a commitment to a cause can bring about. Others deserving mention: 27-year-old Yulia Marushevska became an internet celebrity during the Euromaidan and is the ex-head of the Odesa Customs Service, while the protest group FEMEN has become renowned worldwide for shedding light on important women’s issues like sex tourism and sexism through topless protesting. Perhaps the most well-known in Ukraine is former army pilot Nadiya Savchenko. The 35-year-old politician became famous for her vocal defiance while illegally imprisoned in Russia. But she made a name for herself long before that, becoming Ukraine’s first female pilot in a sphere that was more male-dominated than most. There are so many fighters to choose from in this country. We should mention journalist Tetiana Chornovol, whose investigative pieces nearly cost her her life in 2014, and all of the brave women fighting in the armed forces right now including former Lviv National University student Yana Zinkevych, who gave up her studies to become a decorated war hero.

THE ARTIST “Music produces a kind of pleasure which human nature cannot do without.” – Classical Chinese philosopher Confucius The artist is a woman that produces work of an artistic or aesthetic value. Her work acts as a healing force in life, as a place to find enjoyment from the tedium of routine. As is the theme of the Amazing Ukrainian Woman, there are no shortage of artists in Ukraine – and many here could just as easily fall into other categories. Let’s take Jamala for example. The Crimean songstress mesmerised Europe last year on the way to winning Eurovision 2016. But she has also advocated issues related to her Tartar heritage for years. The People’s Artist of Ukraine was recently nominated by Ukraine to be a UNICEF Goodwill Ambassador. Of the many talented women that deserve to be listed here, let’s highlight the beautiful Vera Brezhneva, who turned a stint with popular girl group Via Hra into a successful solo movie and music career; the venerable Tina Karol, who at 32 is already nearing 20 years in show business; and Yuliya Sanina, the outspoken front The Hardkiss and a judge on the Ukrainian X Factor.

The politician is a woman who stands up to reform the system from within. She not only understands the system in which she lives, but understands how to best represent the interests of her communities. Once again, there is no shortage of talented Ukrainian women to choose from, but let’s take Lviv region MP Hanna Hopko as an example. Hopko started out as a reformer,

founding a NGO that specialised in anti-tobacco laws. She headed the party list of Lviv Mayor Andriy Sadoviy’s Self-Reliance Party and was elected to parliament in 2014, where she was subsequently named head of the Foreign Affairs committee. While no longer with the party, she is still an active legislator and co-founder of the ‘reanimation’ package of reforms. There are many Ukrainian women in positions of political power in Ukraine, including Svitlana Zalischuk, the former press secretary of the Presidential Secretariat and current co-chair of the Democratic Alliance Party, and Lesya Orobets, who was elected at 24 years old and finished runner-up to Vladimir Klitschko in the Kyiv mayoral election.

The business leader is a woman that has the ability to set and achieve challenging goals. She has the wisdom and ability to take decisive actions and the intelligence and charisma to inspire others. Ukraine has no shortage of entrepreneurial women. Take for example the talented Olena Dats'. The graduate of the Lviv Academy of Arts has made quite a name for herself in the fashion world. For the present day outfits by Olena Dats' are avialble for purchase at over 10 countries of the world. Brand's dresses are highly praised by such celebrities as Jessica Clark, Iggy Azalia and others. Many movie stars, including Sharon Stone are regularly seen wearing her wares to red carpets around the world. Her modern collections with ethnic motifs have been featured at prestigious events in Paris, Beverly Hills, and the Cannes Film Festival. Of the many women worthwhile of mention in the category, let’s highlight 27-year-old economist and VP of Management Education at the Kyiv School of Economics Yuliya Tchikivska, and founder of the Lviv-based clothing company Aviatsiya Halychyny, Ulyana Barabash.

She is a validation of the idea that hard work pays off and a model and inspiration to those that would like to follow her. Ukrainian women have excelled at sport for years and it is frivolous to choose one over another. So let’s begin with 22-year-old tennis phenom Elina Svitolina. Svitolina is ranked #13 in the world, making her the top-ranked Ukrainian player of all-time. She made the French Open quarterfinals in 2015, knocked off #1-seeded Serena Williams at the 2016 Summer Olympics, and picked up her 5th WTA title this month after winning the Taiwan Open. Other superior Ukrainian athletes include Olympic gold medalist biathlete Olena Pidhrushna, two-time world champion fencer Olha Kharlan, and Paralympic champion swimmer Kateryna Istomina.

The academic is a woman interested in a scholarly understanding of how the world works. She offers her knowledge, experience, and wisdom to the world in order to make it a better place. Ukraine abounds with intelligent women, so it is arbitrary to choose only one. Yet Olga Brovarets, a leading researcher in the fields of molecular and quantum biophysics, seems a better choice than most. The 28-year-old doctor not only became the youngest PhD in Ukraine, she made a groundbreaking discovery in DNA mutation that will help fight against diseases like cancer. She has already won the President’s Prize for Young Scientists and has her eyes set on an even bigger prize – a Nobel. Other Ukrainian women worthy of mention in this category are the former world champion chess whiz from Lviv region, Mariya Muzychuk, lawyer and politician Olena Sotnyk, and famous investigative journalist Natalie Sedletska. She takes every effort to look as sexy, stylish, and chic as her wardrobe and pocketbook allow. Ukrainian women are famous for their physical beauty, so choosing a woman to highlight here is a little like picking an apple from a bucket full of apples. In fact, you could argue that many of the women we’ve already highlighted could fall under this category. Alas, let’s begin with Khrystyna Kots-Hotlib, the stunning 1.74m former Miss Ukraine Universe. Kots-Hotlib got her start with Via Hra and went on to get her Masters degree in International Economics. Arbitrary honourable mentions here go to Miss World Ukraine 2016 Oleksandra Kucherenko, TV presenter and popular diva Katarina Osadchaya, and the lovely Andriana Khasanshin, the first Miss Lviv to represent Ukraine at the Miss World pageant. There is perhaps no time their roles are more obvious than when a nation is at war. Ukrainian wives and mothers raise the children, look after the house, pay the bills, fix the clothes, cook the meals, run the errands, and look after their husbands. They are the glue that holds society together. All wives and mothers deserve to be highlighted here, but for the sake of space, let’s start with Yuliya Kirilova. Kirilova lost both her husband and her cousin to the war and has since spent her time raising money for the effort and even signed up as a soldier. Maria Pohorilko is a Leopolitan musician and former Ukrainian Catholic University student that lost her fiancé Bohdan Solchanyk during the events of the Euromaidan. She eventually published a book of his poetry and recently found love and is happily married. Olga Reshetilova is a journalist, wife, and mother. She works as the Coordinator for the Media Initiative for Human Rights and yet still finds time to deliver assistance and tell the stories of the soldiers at the front lines.

The women highlighted in this article are a wonderful representation of the Amazing Ukrainian Woman. There are so many others that could have been included – the examples here are only meant to give LVIV TODAY | February 2017

LVIV CELEBRATES CHINESE NEW YEAR Celebrating China’s Lunar New Year has become a well-established tradition for Leopolitan fans of Oriental culture. This year, Leopolitans and guests of the city were delighted by events organised by the Lanhua Cultural Research Centre of Ukraine and China. The colourful festival was full of traditional and contemporary Chinese cultural activities, such as: singing, dancing, arts & crafts, kung-fu workshops, and a special fair showcasing traditional Chinese cuisine. The highlight of the event was surely the Live Fire Dragons carnival parade that marched through the city centre on January 27th.

ARTISTIC MASTERPIECES ON DISPLAY Starting from February 1st the Lviv Art Gallery plays host to a spectacular and rather extraordinary exhibition dedicated to the 70th anniversary of the Lviv National Art Academy. From its first day in 1946, the academy encouraged creative experiments, original technology, and conceptual visions of young Ukrainian artists. One of its main goals is the continuous development and active creative research of art. With a bevy of artistic options – including textile, ceramics, glass, woodwork, and metalwork – the academy has no shortage of high-quality and innovative artworks to display. The remarkable exhibition featured some of the finest examples of original creative sculptures, artistic ceramics, glass units, woodwork, and other artistic creations by the academy’s students and teachers. It also showcased elite examples of graduates’ diploma defences alongside works by Taras Shevchenko Award-winner Andriy Bokotey and Honoured Artists of Ukraine Oleh Bonkovsky and Orest Ivasyuta.

Одним з основних завдань Львівської національної академії мистецтв є постійний розвиток і активне творче дослідження мистецтва. Маючи таку кількістю кафедр і факультетів – серед яких зокрема, факультети художнього скла, кераміки, ткацтва, художнього дерева і художнього металу – академія мистецтв постійно має до показу зразки високоякісного і новаторського мистецтва. На святковій виставці були представлені деякі з найбільш оригінальних творчих скульптур, художня кераміка, вироби зі скла, з дерева та інші твори мистецтва студентів і викладачів Академії. На виставці також представлені найкращі дипломні роботи випускників поряд з роботами лауреата шевченківської премії Андрія Бокотея, заслужених митців України Олега Бонковського, Ореста Івасюти та інших викладачів факультетів прикладного мистецтва. OPERA WITH AN ARABIAN TWIST Leopolitans and guests of the city were treated to a very special musical event on February 2nd when the Lviv Philharmonic Theatre hosted the Alcantara II concert, featuring Jordanian soprano Zeina Barhoum. The opera star has already sung at the best opera houses in Vienna, London, Paris, Rome, and across Europe before making her debut in Ukraine. In Lviv, she performed alongside Syrian tenor Bassem Alkhouri and the Lviv Philharmonic Academic Symphony Orchestra directed by Italian Lorenzo Tazzieri. The program showcased masterpieces by Bizet, Verdi, Schubert, Rossini, and other European masters. The audience also had the unique opportunity to enjoy Arabic music, including – in what was one of the highlights of the evening – the premiere of Taras Shevchenko’s ‘The Mighty Dnieper’ in Arabic. The concert was supported by the Embassy of Jordan and was dedicated the 25th anniversary of the establishment of diplomatic relations between Ukraine and Jordan.

Ця оперна співачки вже виступала в найкращих оперних театрах у Відні, Лондоні, Парижі, Римі та інших містах Європи, а тепер дебютувала ще й в Україні. У Львові вона виступила разом із сирійським тенором Бассемом Альхурі і Академічним симфонічним оркестром львівської філармонії під керівництвом італійського диригента Лоренцо Таццієрі. У програмі концерту прозвучали шедеври Ж. Бізе, Дж. Верді, Ф. Шуберта, Дж. Россіні та інших європейських композиторів. Також прозвучали твори сучасних арабських композиторів. Кульмінацією вечора стало прем'єрне виконання знаменитої пісні на слова Т. Шевченка "Реве та стогне Дніпр широкий" арабською мовою, гаряче зустрінуте нашою публікою. Концерт відбувся за підтримки посольства Йорданії і був присвячений 25 річниці з дня встановлення дипломатичних відносин між Україною та Йорданією.

REOPENING OF THE HONORARY CONSULATE FOR THE REPUBLIC OF AUSTRIA IN LVIV Lviv festively celebrated the reopening of the Honorary Consulate for the Republic of Austria on February 10th. The event attracted many influential politicians, including: Ambassador Extraordinary and Plenipotentiary of Austria to Ukraine Ms. Hermine Poppeller, Austrian Embassy Defence Affairs Attache Erich Simburger; Austrian Embassy Commercial Counselor Hermann Ortner; Director of the Austrian Cultural Forum Andreas Karabaczek; Lviv Mayor Andriy Sadovyi.

Markian Malskyy, a partner and Head of the West Ukrainian Branch of Arzinger Law Office, was appointed as Honorary Consul to the consulate. He remains a partner at his firm. “I am deeply honoured to have received this appointment. What countries are current customers of Credit Agricole Bank? What do you expect going forward? Our international portfolio features mainly French and German companies. Recently we noticed increased interest from Polish companies – not only from large companies, but from small private businesses as well, who are eager to cooperate with our bank. On the Ukrainian side, there are also many companies looking to start development in Poland. We actively cooperate with Asian and American companies and have plenty of business relations with Japanese corporations. Some of those companies are actively increasing production facilities near Lviv. So, as you can see, Credit Agricole Bank’s portfolio is quite diverse. Just last week we were in negotiations with Korean companies. Some are already present here in Ukraine, others have a strong desire to enter our market.

Ukraine has not yet joined Europe’s IBAN data protection system.

Is there any discomfort in this situation? Surely, our European partners have been using the IBAN system for years and as far as we know, the National Bank of Ukraine is already working to resolve the issues needed to join the European coding system. However, at the present moment, there is no final decision or any other solution for this market. Speaking about our work, I can say that of course we all wish to use the same system as our clients do, so we are looking forward to the upcoming changes.

What currencies does Credit Agricole Bank provide its services in? How do you work with Asia, for example? Mainly our clients need services in the Ukrainian hryvnia, as well as the USD and the EURO. As far as Asian companies are concerned, of course the bank can work with some Asian currency. However, an interest to the USD is prevailed.

How will Credit Agricole Bank’s MNC Desk in Lviv affect the business community in the city? Opening of the specialized branch for corporate business in the Western region is another step to strengthen the bank’s positions in this direction, which will allow providing our customers with the best expertise at the local level to meet their expectations. Macroeconomic trends and reform progress EBA President and CEO of Dragon Capital

GDP growth in 2016 surprised on the upside and the final figure will most likely be around 1.8%. Strong output in agriculture (+6.1%), construction (13%), industrial production (2.4%), wholesale and retail trade (4.9% and 4.0%) contributed the most. We expect the economy to accelerate in 2017 and grow by 2.5%. Completion of three reforms, namely pension, land and anticorruption, remaining on track with the IMF program, and further buildup of FX reserves will remain priority areas for investors to watch in 2017.

In the conditions of the new online economy’s development we witness success and booming of Internet marketing. However, economic growth in general is hardly noticeable, because of redistribution of all markets. The FMCG market directly depends on Ukrainians’ purchasing power. Since the latest crisis people have learned not to spend extra money, even on food products. Thus, we cannot see any signs of significant growth in our sector.

Banking and Finance sector Within the previous two years the banking system overcame a crisis period. Nevertheless, in 2016 as a result of the recapitalisation process, which affected the vast majority of banks, we now have a top-20 made up of reliable financial institutions. As for forecasts for the future, I predict the banking sector will become more secure and operationally improved by the end of 2017.

Electronic Payments sector The economic environment should be transparent and free. Only in such conditions will the environment be one of zero tolerance to any corruption.

Industrial Equipment sector Slight growth in my sector started in the second half of 2016. Moreover, the metals industry exited a period of weakness and still demonstrates growth. We have noticed significant activity in the energy sector – there is a lot of cooperation with companies in this area. Industries actively implement automation and new technologies. LVIV – Cooperation with Lviv Regional State Administration is effective, open dialogue helps to resolve issues that arise in business. DNIPRO – There is an open and transparent communication of Dnipro Regional State Administration with business, the readiness to respond to companies’ issues. Dnipropetrovsk region is one of the earliest and leading regions in introduction of ProZorro and electronic administrative services.

ODESSA – Collaboration of business and Odessa Regional State Administration is satisfactory. An extremely important issue for the region in 2016 remained the absence of the governor, which sometimes created conditions of uncertainty for business activities. KHARKIV – Business emphasizes the lack of involvement into open dialogue with Kharkiv Regional State Administration, lack of communication and cooperation.

LVIV – Cooperation of business and SFS is effective, though delays in VAT refunds remain an important issue for the whole country. In particular, business emphasize on significant duration and biased inspections, lack of interaction with SFS in obtaining clarification.

ODESSA – Business community points out on well-established communication with the SFS, the VAT refunds question remains open. Companies also report that a moratorium on inspections began working in practice. KHARKIV – SFS demonstrates openness to dialogue with business. Problematic issues are as follows: delays in tax audits, delays in VAT refunds, durable receive of legal clarification.

LVIV – There is a well-established cooperation with customs authorities. DNIPRO – Customs officials are open to dialogue and constructive collaboration, respond rapidly to the challenges of companies. Topical issue in this case is re-registration of companies on Odessa customs.

ODESSA – Over the last two years business saw the improvement in ports’ bandwidth and speed up in customs clearance procedures. Export was increased; companies’ inflow from other regions is noticed. Among the issues, there is calculation of customs value (SMEs). KHARKIV – Business has good and productive dialogue with customs, regularly held meetings with experts of all departments to solve problems. Authorities express prompt detection and response to business issues.

As usual for business 2017 began with full of surprises in tax legislation. EBA Community were concerned about changes in tax law on the registration of tax bills with the code classification of goods. That is why the main topic of the discussion at the Customs and Tax & Accounting Committee joint meeting was Classification of Goods and services for VAT accounting.

Advice Group Associate in Tax Law shared their best practices in difficult cases of Ukrainian Classification of Goods of Foreign Trade Activities interpretation. Also, the speakers presented the relevant practice of European Court of Human Rights in tax disputes and stressed the principle of individual responsibility of taxpayers.

Markian Malskyy, PhD Partner at Arzinger Law Firm, attorney-at-law Q: Dear Markian, I represent a Limited Liability Company conducting business in Ukraine and I would like to inquire about the following: from the public sources I had a possibility to receive the information concerning the moratorium on the state authorities’ inspections in 2017, however, I am not sure whether my understanding of the received information is correct. Could you please briefly describe the meaning of the abovementioned moratorium and to which authorities it may be aplied?

Indeed, on November 3, 2016 Parliament of Ukraine adopted the Law No. 1728-VIII “On the Temporary Peculiarities of State Supervision (Control) Conducting in the Field of Economic Activity”. With the abovementioned Law were prohibited the planned inspections of the corresponding state authorities up till the end of 2017. At the same time this Law also stipulates the possibility to conduct extraordinary inspections by the state authorities on the bases of: 1. Court decision; 2. On the written application of the entrepreneur; 3. In case of breakdown, death of the victim as a result of accident, that was associated with the activities of the company; 4. On the basis of application of an individual on the violation the right of the latter by the entrepreneur (either legal entity or individual). However, the Law excludes the broad list of state authorities from the moratorium implication:

TO P- N OTC H CU L INARY C H OIC ES What is your story with the holding Akurat? I was looking for more and holding Akurat got my attention as a company with plenty of room for development. I started by taking charge of the Hrushevsky (28 Shevchenko Ave.) and Del Pesto (6 Kosciuszko St.) restaurants, which was a huge amount of work. As both venues saw excellent results, the next step was to add more restaurants, including Panska Charka (3 Vynnychenko St.), Kogut (2 Chornovil Ave.), Honest Meat (28 Rynok Square), and the Virmenka Coffee Shop (19 Virmenska St.). My main priority for Akurat has been the quality of the goods, and authenticity of taste – and I am very pleased with the results. All raw goods are tested, we only use meat delivered from local farms and own productions, and we don’t use factory-made goods. We even make our own mayonnaise! All Akurat restaurants share the same principle – give guests the best and surprise them with delicious food.

Akurat restaurants are known for their specialty dishes. Which ones do you feel are worth special attention?

Ruslan Sorochinskiy – the brand chief at at holding Akurat – shared his culinary story with Lviv Today and gave a couple of tasty tips.

Galician cuisine is the specialty at Honest Meat, and I strongly advise you to taste the wild game dishes, lamb, and Mangalica salo, made from Mangalica pigs. Don’t forget the amazing handmade varenyky (dumplings)!

At Hrushevsky restaurant the new dish is often created just the moment when guests are ordering dinner – it could be anything salad or main course. And that is very professional approach! You really must try the Head Chef’s ‘Signature Dish’, it’s a pork shank or wild game dish served in flames and prepared in an exciting show where everyone from the cook to the guests participate.

How did you start out as a cook? I was interested in cooking from an early age. For me, birthday celebrations were a true fairy tale as the whole family spent days cooking delicious treats. During those days I was a great help to the family – I cooked, set the table, etc. It was no surprise that I studied at the Faculty of Cooking Technologies. Later, I continued my studies at Lviv’s Interregional Academy of Personal Management and took my first job at a restaurant on Svoboda Ave. From there I climbed up my career ladder – from cook’s helper to master chef. I then took a position as assistant master chef at a high cuisine restaurant. I am extremely grateful to master chef Tutyk Valeriy, who fostered my understanding of European cuisine and laid the foundation of my culinary views. The main thing I learned was that the more you study, observe, and take interest, the faster you come into your own and develop your individual style and views.

The Virmenka Coffee Shop is known for their delicious desserts. I recommend the syrnyk (cheesecake), wafer cake, and cherry strudel. Or, if you want to remember the taste of childhood, go with the time-honoured Napoleon cake. Virmenka was named city’s best coffee shop at the 2016 Lviv Coffee Festival – you should also try some coffee made on sand.

You have 56 culinary diplomas and participate in many international contests. How do you balance your time? The process of creating your own, original dishes always inspired me, so I was happy to accept a master chef position at a new restaurant. This provided me with the chance to travel and to take part in culinary schools across Europe, in France, Spain, Italy, and Austria. These new experiences fascinated me as I began to understand that the culinary art is truly limitless. At one point, I took interest in Prague’s “restaurant on wheels” and got into the catering business. Together with 40 other cooks, we provided catering services in Lviv for massive banquets of more than 6000 guests.

Do you believe that Lviv is Ukraine’s culinary capital? At Del Pesto, Italian food is great for the whole family. You can enjoy a tasty pizza while the kids have their own menu (which is presented in all restaurants of the holding Akurat), as well as a playground and an open kitchen area, where they can see how authentic pasta is made. At Panska Charka, the sausages, wild game rolls, and pate are paired well with the tinctures of own production, while at Kogut you should try any meat cooked in the Josper oven – it’ll taste like something grilled at an outdoor picnic!

Without a doubt! The city has many recognisable restaurants and hosts culinary festivals, holidays, and contests throughout the year. But the main reason is that we have preserved and revived the Galician culinary spirit and traditions. We still serve 12 dishes on Christmas Eve and hear Christmas carols sung in the streets. For me faith and spirituality are also of great importance, as they make everything easy and achievable! We are brought up with all those traditions and want guests of the city– as well as our children – to see and taste them, as family are those who stand by and inspire me for the new accomplishments! Як відбувалось ваше становлення, як кухаря? Зацікавленість кухнею у мене змалку. Для мене було феєрією, коли хтось із родини святкував день народження, адже готувались смаколики. Тоді обов’язково долучався до роботи: готував, накривав на стіл. Тому не дивно, що пішов навчатись на факультет технології приготування їжі й закінчив коледж з червоним дипломом. Після коледжу була МАУП й перша робота – ресторан на пр. Свободи. Там я пройшов всі сходинки кар’єрного сходження від помічника кухаря до шеф кухаря та отримав колосальний досвід. Опісля був правою рукою шеф кухаря у ресторані високого рівня, що тільки відкрився. Шеф ресторану Тутик Валерій заклав мій кулінарний фундамент, дав мені бачення європейської кухні, за що я йому дуже вдячний. Я зрозумів, що чим більше ти навчаєшся, цікавишся, споглядаєш за іншими – тим швидше до тебе приходить своє, індивідуальне бачення.

Відомо що Ви учасник багатьох міжнародних змагань та власник 56 міжнародних кулінарних дипломів. Як це вам вдалось? Процес створення власних, не скопійованих страв надихав мене найбільше, тому я радо прийняв пропозицію очолити новий ресторан. Тоді й з’явилась можливість подорожувати та навчатись у кулінарних школах Європи – у Австрії, Франції, Іспанії, Італії. Це додало мені запалу, нових емоцій та розуміння того, що мистецтво кулінарії не має меж. Потім я зацікавився “рестораном на колесах” і у Празі освоїв мистецтво кейтерингу. Обслуговував у Львові величезні банкети для 6000 гостей з 40 кухарями. LVIV TODAY | February 2017

Як почалась ваша історія з холдингом “Акурат”? Я завжди прагнув більшого, тому зацікавивися співпрацею у закладах “Акурату”, адже холдинг відкривав великі можливості до розвитку. Спочатку я очолив ресторан “Грушевський” (пр. Шевченка, 28) і “Дель Песто” (вул.Костюшка, 6). Це була колосальна робота, але заклади отримали гарний результат, і вже наступними для мене були “Панська Чарка” (вул. Винниченка, 3), “Когут” (пр.Чорновола, 2), “Чесне м’ясо” (пл. Ринок, 28) та “Вірменка” (вул Вірменська, 19). Мені імпонує, що пріоритетом для холдингу “Акурат” є якість продуктів, первинність смаку. Вся продукція перевіряється, м’ясо є фермерським та з нашого власного господарства. Ми не використовуємо фабричних продуктів, навіть майонез робимо самі. У ресторанах “Акурату” прагнуть дати гостю найкраще та здивувати смаколиками.

У меню ресторанів холдингу Акурат чимало вишуканих страв, але які з них заслуговують особливої уваги?

Родзинка “Чесного м’яса” – галицька кухня і страви з екологічного м'яса мангалиці. Воно дієтичне, без холестерину та має неймовірний аромат! Також раджу скуштувати тут дичину, ягня та сало мангалиці. А вареники ювелірної ручної роботи не залишать байдужим нікого!

Для “Вірменки” розробив різноманітні десерти, цукерки ручної роботи, печиво. Тут, як вдома або в гостях у родини, де подають тільки панське: сирник, вишневий штрудель, андрути. Щоб згадати смак дитинства, скуштуйте старий добрий “Наполеон”. Чи готові у Львові оцінити вишукану кулінарію? Так, поціновувачів багато, адже зараз для людей більше можливостей пізнати світ через подорожі та інтернет. Тому гості готові до імпровізацій та часто замовляють щось оригінальне – те, що не готують вдома.

Чи можна назвати Львів гастрономічною столицею України? В ресторані “Грушевський” може народитись нова страва під час замовлення гостя – це може бути будь-який салат чи друга страва. International hotel group eyeing Odesa and Lviv Regional capitals becoming increasingly attractive due to Ukraine’s growing domestic tourism market Domestic market growth “If you’ve got a strong base of domestic tourism, then that is a great foundation to build on. Even if you look at top global destinations like Paris and London, the major of visitors are still domestic,” he says. Carlson Rezidor Hotel Group currently has a number of properties in Ukraine including two Radisson Blu hotels in Kyiv and a Radisson Blu hotel in Bukovel, together with a Park Inn by Radisson hotel in Donetsk, which has continued to function despite the ongoing conflict in the Donbas region. Mr. Jenkins expects a new Park Inn by Radisson hotel close to Kyiv’s Olympic Stadium to open for business in 2017, a development he says points to growing confidence in the Ukrainian hospitality sector. However, he is most interested in the country’s two leading regional tourism destinations – Odesa and Lviv. “We are currently targeting Odesa,” he says. “We see a number of positive trends converging, including the boost in domestic demand due to the situation with Crimea. Occupancy rates in Odesa are actually higher than in Kyiv at present. There is a clear lack of supply. We think this growing demand is sustainable for Odesa and we are actively looking.”

With popular traditional holiday destinations in Crimea now off limits and foreign trips prohibitively expensive, more and more Ukrainians are looking at domestic options and discovering that the country actually has much to offer. Carlson Rezidor Hotel Group Vice President for Business Development David Jenkins believes this consolidation of the domestic tourism sector has helped to create the right conditions in Ukraine for long-term growth in the hospitality sector.

His hotel group is far from the only international chain currently seeking to enter the attractive Odesa market. Ukraine’s Black Sea port city has seen a huge spike in the number of annual visitors since 2014 but it remains without any recognized international hotel chains. This makes it an appealing prospect for major global brands. Numerous big names are currently exploring the possibilities for market entry, but there has been no confirmation of any major projects. “We’re confident in the strength of the Odesa market, as are our competitions,” says Mr. Jenkins. “Time will tell who gets there first.” Lviv seizing the mantel Odesa’s appeal is primarily rooted in the city’s close proximity to the beaches of the Black Sea and its excellent nightlife options. These attractions make it a potentially popular traditional summer holiday destination with pan-European appeal. Lviv is a different

proposition altogether, offering abundant history as well as some of Europe’s most romantic and well-preserved architectural ensembles. Unsurprisingly, Mr. Jenkins says Lviv is also high up on his hotel group’s list of priorities. He spoke to Lviv Today magazine immediately following a trip to Lviv, and his enthusiasm was evident. “It’s amazing to see the vibrancy of the city. There are all sorts of new cafes and restaurants springing up,” he says. “I’ve always been a little bit disappointed by Kyiv’s failure to sell itself as a European city break destination, but it is great to see Lviv picking up the mantel. Kyiv has never really fully capitalized on its infrastructure and beauty, but Lviv is doing exactly that.”

He is enthusiastic about the way the city authorities are working to court Polish tourists, and also regards Lviv as the natural destination for Ukrainian visitors seeking a ‘European experience’. These factors make Lviv and Odesa the obvious focuses for his hotel group’s further expansion in Ukraine. However, he is already anticipating a time when the less wellknown regional cities in Ukraine become the new frontiers. “We’re long been interested in Dnipro as a business destination, and have also explored the opportunities in Zaporizhia,” he says. “This interest remains, but there will need to be an improvement in the economy before these kinds of cities become genuinely attractive.” About the interviewee: David Jenkins is the Carlson Rezidor Hotel Group Vice President for Business Development

Fencers Ksenia Panteleyeva and Anfisa Pochkalova and judoka Stanislav Goruna take home National Olympic Committee honours as the best athletes in the Lviv region. The National Olympic Committee of the Lviv Region selected its athletes of the month for January 2017 and November 2016 recently. The talented recipients include judoka Stanislav Goruna and fencers Ksenia Panteleyeva and Anfisa Pochkalova. Goruna was honoured for his performance at the Premier League Karate tournament held in Paris on January 2829. He was victorious at the opening stage of the prestigious tournament that featured nearly 1,250 athletes from 78 countries. Goruna took bronze in the kumite -75 kg division at the 2014 Karate World Championships in Bremen, Germany and hopes to compete in the inaugural Olympic karate event in Tokyo in 2020. Panteleyeva and Pochkalova have already had that opportunity, competing for Ukraine at both the 2016 Olympic Games in Rio, Brazil and the 2012 edition in London, UK. The two were selected for their gold medal performance in the team event at the World Cup event in Suzhou, China. The team knocked off a difficult Russian squad in the semifinal with a last minute victory before beating South Korea to win gold. At just 22 and 26 years old, the two are looking to join Goruna in Tokyo in 2020. Congratulations to the winners on their splendid achievements!

Наш спортсмен здобув бронзу в куміте у ваговій категорії 75 кг на чемпіонаті світу з карате 2014 року в німецькому місті Бремен і збирається виступати на Олімпіаді в Токіо 2020 року. Ксенія Пантелєєва (22 роки) і Анфіса Почкалова (26 років) вже виступали за команду України на Олімпійських іграх 2016 року в Ріо, і 2012 року в Лондоні. Їх обрали за золоті медалі, здобуті в командному заліку на змаганнях Кубка світу в Сучжоу, Китай. Volleyball: Lviv’s Kazhany – leaders of the Super League and National Cup winners The top two teams in Ukraine’s Volleyball Super League faced each other on February 3-4 when Lokomotiv Kharkiv took on Lviv’s first-place Barkom-Kazhany. Lviv’s team leads the standings with 62 points from 22 matches, while Kharkiv sits in second with 53 points. Leopolitan sports fans witnessed two wonderful matches full of emotions, drama, and fantastic displays of athleticism. Lviv took the first match, narrowly downing their opponents 3-2, while Kharkiv returned the favour in the dramatic Saturday match. Next up for Lviv is 5th-place Dnipro. Lviv Today congratulates players of the Barkom-Kazhany team, who on February 11th managed to won Ukrainian Cup Championship, for the first time in team’s history! In the finals of the Cup 2017 competition Lviv’s team defeated Lokomotiv Kharkiv, the record breaking winner of 13 previous championships, with score 3:0 (25:21, 25:18, 25:19).

Cycling: Ukraine’s Winter Championship Lviv played host to the Ukraine Winter Cycling Championships from January 30th to February 2nd. The event featured more than 250 cyclists of several different ages competing in individual and team races in different qualification groups. Several Leopolitan athletes had strong showings at the championships, including Roman Gladysh, who defeated Taras Shevchuk and Nazar Pokoyovyi in the Men’s Team Pursuit, and Tetyana Klimchenko, who raced by Anna Nagirna and Oksana Klyachyna in the Women’s Team Pursuit. Figure skating: Lviv Trophy 2017 The IIHF-standard Novoyavorivsk Ice Palace, located just outside of Lviv, played host to the Lviv Region Open Cup figure skating Lviv Trophy 2017 competition on January 27th-28th. The event attracted over 300 skaters from 11 regions of Ukraine, as well as athletes from Belarus and Moldova. Two competitions were held – one for amateur skaters up to 16 years old, and another for active members of the Figure Skating Federation of Ukraine (FSFU). The event was organised by the Ukrainian League of Figure Skating, the Ice Symphony Production Centre, the Lviv Region State Administration’s Committee on Physical Culture & Sports, and the Yavoriv District Administration, with the support of the FFSU.

Фігурне катання : Львів Трофі 2017 У Льодовому палаці Новояворівська 27-28 січня пройшов третій етап всеукраїнських змагань з фігурного катання Львів Трофі 2017. У змаганнях взяли участь понад 300 фігуристів з 11 регіонів України, а також спортсмени з Білорусі та Молдови. Змагання проходили у двох категоріях – для ковзанярів-аматорів до 16 років і для активних членів Федерації фігурного катання України (FSFU). Організаторами змагань стали Українська ліга фігурного катання, виробничий центр "Льодова симфонія", комітет Львівської обласної державної адміністрації з фізичної культури і спорту, а також адміністрація Яворівського району за підтримки Федерації фігурного катання України.

TIME TO REMIND THE WORLD OF UKRAINE’S FIRST WAR OF INDEPENDENCE Ukrainians should use the attention generated by this year’s 1917 anniversary to raise international awareness of the country’s early twentieth century independence bid The coming year will see a torrent of international media coverage focusing on the centenary of the Russian Revolution. Ukraine should take advantage of this media spotlight to remind the world that 2017 is also the hundredth anniversary of the first modern attempt to establish an independent Ukrainian state. This would improve international understanding of the current hybrid war with Russia, which many in Ukraine regard as merely the latest chapter in a much longer struggle for independence. THE MISLEADINGLY NAMED RUSSIAN CIVIL WAR The conflict that engulfed the Russian Empire in the wake of the Bolshevik Revolution was decidedly international in character. Nevertheless, historians have chosen to call it the Russian Civil War. This misleading title is typical of the Russocentric bias found in most histories of the region. In reality, much of the conflict took place outside Russia, with Ukraine serving as the primary battlefield. Combatants included Ukrainians, Poles, Czechs, French, British, Germans, and Americans. The many opposing sides championed a dizzying array of national interests and competing ideologies ranging from Bolshevism and Tsarist monarchism to socialism and anarchy. Amid the bloody confusion of the campaign, Kyiv changed hands more than a dozen times before the Red Army eventually emerged as the winners. The victory of the Bolsheviks was to prove one of the most decisive events of the twentieth century. At the time, many feared it would be the catalyst for global revolution. While this international uprising never quite happened, the Bolshevik triumph did pave the way for seven decades of Soviet rule and set the stage for both WWII and the Cold War. Given the historical importance of the Bolshevik success, it is hardly surprising that Ukraine’s own 1917-21 struggle for independence garners little international attention. At best, it appears as a footnote within the bigger Bolshevik story. This creates an incomplete picture of the period and distorts our understanding of modern Ukrainian history. Indeed, it actually fuels many of the

myths underpinning the Kremlin’s ongoing international information war against Ukraine, such as the notions that Ukraine is an artificial state and was historically always part of Russia. The success of these information attacks is highly dependent on outside ignorance of Ukrainian realities. By raising international awareness of the country’s long-standing independence ambitions, Ukraine can help to defuse Russia’s information arsenal. BETTER THAN BANDERA Ukraine’s 1917-21 bid for independence is infinitely more sellable that the subsequent WWII-era insurgency which currently dominates Ukraine’s independence narrative. The present emphasis on Ukraine’s WWII experience has served to undermine sympathy for Ukraine’s broader independence struggle, tainting it with the toxicity of fascist collaboration and genocide. Foreign audiences regard the Nazi associations of Ukraine’s WWII insurgents as completely unacceptable, and there is zero international interest in debating the many nuances of the issue. The veneration of Bandera is a self-defeating exercise that has done much to isolate and weaken the country. It polarizes and radicalizes domestic opinion while serving to horrify and repel many potential international allies. Predictably and tellingly, the Russian media never misses an opportunity to exploit the issue in order to undermine outside support for Ukraine and aggravate internal divisions. In this sense, Bandera is the most counter-productive national icon imaginable. The 1917-21 Ukrainian War of Independence does not suffer from the kind of stigma attached to the WWII vintage. In an historical context, its main problem is obscurity. Ukraine’s early twentieth century independence bid does not fit neatly into a clear and concise narrative. It was a complex and ultimately doomed enterprise involving various different declarations of independence and a number of different governments. Leaders and international alignments changed with the seasons as Ukraine’s fate ebbed and flowed with the tides of war. Atrocities and betrayals tarnished the ideals of independence. Failure inevitably led to exile

LVIV HISTORY and recriminations. And yet this tumultuous period laid the seeds for the sovereign Ukraine that would emerge in 1991. The international borders envisaged by the fledgling state of 1917-21 broadly resemble the 1991 outline. State symbols like the trident and the national flag entered the public consciousness and never left. The Ukrainian independence struggle also forced the Communist authorities to grant concessions to Soviet Ukraine. While the autonomy offered by the Kremlin in the early 1920s was largely cosmetic in nature, it would go on to play a crucial role in the eventual collapse of the USSR. In other words, today’s independent Ukrainian state is a direct descendant of the failed bid of 1917-21.

TIME TO TRANSFORM TEACHERS HOUSE? How should Ukraine mark the centenary of the country’s first major independence bid of the modern era? A series of public events and information initiatives would help to generate interest both domestically and internationally. Teachers House in central Kyiv should be one of the focuses of any centennial event calendar. This majestic building served as the seat of Ukraine’s first parliament and should rightfully be one of the most important landmarks in the Ukrainian capital. Instead, it is currently in everyday use as a venue for sundry lectures and

educational activities, while housing an extremely modest permanent collection dedicated to the historic events of the early twentieth century. It would make much more sense to transform the entire building into an interactive museum dedicated to the 1917-21 independence struggle. It could then become the centerpiece of a wider national program. Anniversary events would necessarily span over the coming four years, serving as regular reminders that the idea of an independent Ukrainian state has deep historic roots. At a time when Ukrainians are once more fighting – and dying – for their country’s independence, this message has never been more pertinent.
