FROTHY FACTS ABOUT GUINNESS 1. Guinness is responsible for starting the Guinness Book of World Records, right? In 1954, after getting into an argument with some buddies while out hunting, the head of Guinness at the time, Hugh Beaver commissioned a handy reference book of all sorts of hard-to-prove facts as a means to settle disputes. The first edition of the Book of Records was a promotional item Guinness gave to bars stocking its beer, to be used to settle disputes before they turned into full-blown fights. 2. Where did the “Guinness is good for you” slogan come from? Guinness’ advertising agency (S. H. Benson) did some market research during the 1920’s to find our what people liked about Guinness. People responded that they felt good when they had their pint and the slogan was born. The slogan is still used in some countries (notably in Africa) that do not regulate advertising claims as zealously as in the U.K. and North America. 3. What’s the significance of the harp symbol on Guinness products? Arthur Guinness & Sons deliberately chose the harp symbol as its logo to appeal to nationalist pride in Ireland. The harp of Brian Boru – a traditional Irish symbol since the 1300s, which appears on the back of their coins. The Irish Government and Guinness versions of the symbol are identical, except for the fact that the Guinness Harp faces left, while the official government version faces right. 4. Guinness was dispensed in hospitals, correct? Yes. In England, post-operative patients used to be given Guinness, as were blood donors. Sadly, this is no longer the case in England. In Ireland, Guinness is still made available to blood donors and stomach and intestinal post-operative patients. 5. Guinness identification code? An individual’s nationality can be determined by the number of rings (a ring is formed by the size and number of swigs of Guinness one drinks) in their glass! An Irishman will usually have approximately 5-6 rings, a European will have 8-10 rings, an American will have 1720 (they sip) and a Russian won’t have any at all as they tend to knock it back in one go! У 1954 році, Х’ю Бівер, керуючий Guinness на той час, після невеличкої суперечки з приятелями під час полювання замовив друк зручного довідника різних цікавих фактів для врегулювання спорів. Перше видання книги рекордів було суто рекламним – тираж розповсюдили в барах, де пропонували пиво Guinness, щоб відвідувачі мали змогу вирішити суперечки до того, як почати бійку. 2. Звідки прийшло відоме гасло «Guinness це добре для вас»? Протягом 1920-х років рекламне агентство SH Benson провело деякі дослідження ринку, щоб виявити, що найбільше подобається людям в пиві Guinness. Більшість людей відповіли, що вони почували себе надзвичайно добре після того, як випивали гальбу пива – таким було народження гасла. Гасло до цих пір використовується в деяких країнах (особливо в Африці), які не регулюють рекламні вимоги так ретельно, як Великобританія і Північна Америка. 3. В ірландців буде 5–6 кілец, європейці матимуть 8–10 кілець, в американців буде аж 17–20 (вони люблять потягувати пивце), а от росіяни не матимуть жодних взагалі, оскільки вони мають тенденцію випивати гальбу на одному диханні! Та хто б Ви не були за національністю, незаперечний факт один – «пиво Guinness -це насправді добре для вас!»

In the beginning of December Jazz Bez presents its annual festival of experimental and improvisational music, featuring an international array of talented musicians. Lviv’s annual Jazz Bez Fest is among the biggest in Eastern Europe. The festival opens up new horizons every year and unites music lovers from many countries. On December 10th 2012 the Lviv Opera and Ballet Theatre will host a concert featuring Nino Katamadze & INSIGHT G and their new GREEN album. Nino Katamadze & INSIGHT feature a complex and otherworldly music for lovers of serious art. Songs of the group force listeners to think about the eternity of life, to empathize and to feel hope. The aim of the band’s art is insight into the complex phenomena of life. November 16–18, Museums and Galleries around Lviv

Once again Lviv museums will open their doors to visitors at night. The autumn “Lviv Nights” will run from November 16–18th. The organizers promise that the tours will be as interesting and even more exiting than past years. Lviv already hosted a similar project in 2012. On June 28–29 “Museum Nights” saw over 6,000 visitors that included, families with small children, young couples and the elderly visit the museums of Lviv. Night tours have quickly gained great attention and have become one of the most anticipated tourist attractions of the city, as Lviv’s cultural life continues into the late hours. Among the highlights of the November tours will be: events at the Italian courtyard - theatrical fire shows, at the “Arsenal” museum – a reconstruction of medieval battles and master classes on medieval dancing, as well as artistic night tours of the city’s underground and a night tour to the Lviv Lychakiv cemetery. The unique opportunity that participants of “Lviv Nights” will have to climb the town hall tower and enjoy the night view of the ancient city is expected to garner a great deal of attention. І знову львівські музеї відкриють свої двері для відвідувачів уночі – осінні «Львівські ночі» триватимуть 16, 17 та 18 листопада. Організатори обіцяють тури, що мають бути ще цікавішими і більш захоплюючими, ніж попередні. Подібний проект уже відбувся у Львові влітку цього року. Нічні музеї міста побачили понад 6000 відвідувачів: це були і сім’ї з маленькими дітьми, молоді пари і літні люди. “HOOLIGAN CONFESSION” December 4th, beginning: 19.00 Lviv Opera and Ballet Theatre (28, Svobody ave.) Musical - poetic performance “Hooligan. Confession”, dedicated to poet Sergey Yesenin, will be presented at the Lviv Opera and Ballet Theatre named after S. Krushelnytska on December 4th 2012. Sergey Bezrukov is the director, the composer and the main actor of the performance. According to the actor’s official site, it not just a musicalpoetic composition, it is a mystery-performance, a play about the life of the great poet Sergey Yesenin, composed by using his verses and songs. The basis for the performance is the musical album of the same name, which was presented during an evening with Sergey Bezrukov at the theater named after Komissarzhevskaya in Petersburg in November of 2008.The official premiere of the performance “Hooligan. Confession” took place in April 2009. In November 2011, Sergey Bezrukov was awarded with a “Gold Hero” at the 9th Russian Theatrical Forum for Yesenin’s role in a “Chamber performance and a monodrama”. Ticket prices: 150-1300 UAH. SENSATIONAL POLISH VOCALIST November 17, beginning: 19.00 Lviv Philharmonic Concert Hall (7, Chaykovskogo str.) On November 17, Lviv music lovers will be pleased with concert within I International Festival “Discovering Ignacy Paderewski” featuring Anna Maria Jopek presenting music project “Polanna”. Vocalist Anna Maria Jopek is a native of Poland, who grew up listening to her native folk music. She studied classical piano at the Chopin Academy of Music in Warsaw and briefly participated in jazz studies at the Manhattan School of Music. She was a contestant in the 1997 Eurovision Song Contest, and is a recipient of the Michel Legrand Award. Her nearly dozen recordings have reached gold and platinum status in Europe. She prefers not to be pegged as strictly a jazz singer, though the influence of Keith Jarrett is quite prevalent in her music. Borrowing from pop music, Polish folk forms, and other ethnic sources, Jopek synthesizes a whirlwind of sound from various contemporary music sources. BRITISH FILM FEAST November 20–25, Lviv Art Palace (17 Kopernika Str.). Beginning: 19.00 The 12th Annual British Film Festival will delight Leopolitans with an extensive program of film screenings from the UK. The festival program will also be presented in many cities across Ukraine, and in Lviv, screenings will begin on November 15th 2012.The festival’s program will delight the palate of even the most discerning movie-buffs as it will include a selection of recent British movie hits, which are expected to be hugely popular among Lviv film fans. This year’s program will showcase a selection of the latest in British drama films. From the humour of a 2012 British comedy-drama film “The Best Exotic Marigold Hotel “directed by John Madden and written by Ol Parker, to the drama film “Albert Nobbs” starring Glenn Close, directed by Rodrigo García and based on a novella by Irish writer George Moore; from a melodrama – “Tyrannosaur”, directed by Paddy Considine to the outstanding documentary “The Imposter” about a French conman, which was directed by Bart Layton and is pure suspense from start to finish; from a 2011 British romantic drama film “Wuthering Heights” directed by Andrea Arnold, starring Kaya Scodelario as Catherine and James Howson as Heathcliff, and based on Emily Brontë’s 1847 novel of the same name to Rufus Norris’s drama about dysfunction and pain “Broken”. The classic ‘tale of the London fog’ – film “The Lodger” (1926), is expected to garner special attention, for it has long been recognised, not only for its director, as the first true Hitchcock film. CONCERT “DIE SCHÖNSTEN OPERNCHÖRE» November 19, beginning: 19.00 Lviv Philharmonic Concert Hall named after S. Ludkevich (7 Tchaikovskoho Str.) Lviv has always prided itself on being one of Eastern Europe’s most cosmopolitan classical music hubs. In recent years, the quality of visiting international performers has risen steadily. On November 19th 2012, the Ukrainian-Austrian symphonic orchestra, “K&K Philharmoniker” together with “K&K Opernchöre” is staging a performance entitled, “Die Schönsten Opernchöre”, which will present Leopolitans and guests of the city with the best selection of compositions by W.A. Mozart, G. Verdi, O. Nicolai, R. Wagner, G. Bizet, A. Ponccielli, R. Leoncavallo, B. Smetana. It was conductor Matthias George Kendlinger, who in the summer of 2002, created his own symphony orchestra, the K&K Philharmoniker – a group of talented musicians who perform roughly 100 concerts across Europe each year. 4TH TOURISM FORUM «WIN WITH THE LION» 2012 November 21–22, The House of Scientists (6 Lystopadovoho Chynu Str.) DAVID RHODES LIVE CONCERT December 6, Picasso club (88 Zelena Str.) Beginning: 19.00 David Rhodes is an English songwriter, composer, a recording and has been a touring guitarist for Peter Gabriel for the last 25 years. Rhodes started playing guitar in his early teens, and remembers listening to a great deal of blues and jazz; but he put music aside to follow his other passions – namely rugby football and the fine arts. At the age of 21, he met up with David Ferguson after they both attended an unsatisfying concert, the pair decided to break new musical ground by forming a band – “Random Hold”. The Randoms achieved early success and soon came to the attention of Peter Gabriel and were subsequently invited to open for Gabriel on his 1980 U.S. tour. Rhodes has since produced albums with T-Bone Burnett, Akira Inoue, Indio and Massimo DiCataldo while simultaneously working with Gabriel. He has also lent his distinctive guitar style to other albums by a wide variety of artists, including Roy Orbison, Tim Finn, Paul McCartney, Robert Plant, Joan Armatrading, Blancmange, The Pretenders, Scott Walker and Talk Talk’s 1985 hit “Life’s What You Make It”. In August 2009, he released a solo album called Bittersweet. During August and September of 2011 he collaborated with artist, Graham Dean in “Painting Music” which involved live painting projected across walls and floors as the audience enjoyed live music by David. STUDENT DAY MUSIC FESTIVAL November 16, SKA Stadium (39а, Kleparivska str.) Beginning: 20.00 Ukraine’s leading dance radio KISS FM is inviting Leopolitans and guests of the city to experience the incredible Lviv Student’s Day Music Festival! Richard Durand will headline the event! Producer, re-mixer and DJ, Richard Durand is one of the most well respected artists to emerge from the burgeoning Dutch dance music scene. Born in Amsterdam in 1975, he started playing the piano at a young age but soon became immersed in the club scene of his hometown and decided to pursue a career as a DJ. Following a series of singles released under various pseudonyms including: Cliffhanger, Cube Human, and G-Spot, he released his debut album, Always the Sun, under his real name in 2008. In 2010, he was asked by his label, Black Hole Recordings, to front the successful dance compilation, In Search of Sunrise, and following his first South Africa-themed compilation, he worked with the likes of BBMak’s Christian Burns and South London folk-pop singer Ellie Lawson on his 2011 album, Wide Awake. The festival will also feature performances by trance project Smart Apes, DJ Ivan Ionov, a trance music pioneer and one of the first resident DJs of KISS FM, the creator of Ukraine’s longest radio mix-show “Soundcheck”, “Bald Bros”- Ukraine’s official DJs of EURO 2012 and popular “hard dance” DJ “Diablik”. Lviv has long been hailed as the most romantic city in the former Soviet Union. With its Habsburg boulevards and cosy cobblestone courtyards, Lviv is a fairytale setting which has romance engraved into its soul. Over the centuries it has provided the scene for many a celebrated love story or sensually charged tale of passion – not least the writings of celebrated Lviv author Leopold von Sacher-Masoch, whose erotic tales of nineteenth century Lviv love gave birth to the modern day deviant concept of masochism.
S
ince the fall of the Iron Curtain Lviv has once more become a city of international love, with thousands of local ladies finding love with international beaus, many of whom have been captivated by the charm of Ukraine’s most sophisticated and European social scene. Many of Lviv’s international couples have chosen to make the city their future family home, but even those who choose to move on tend to keep a romantic fire burning for Ukraine’s ‘City of Lions’. One such couple are Karl and Roksolyana Robb, who met in a Lviv nightspot in the early years of the 21st century while Scottish businessman Karl was passing through the city on a Budapest-Kyiv motorcycle ride which had undertaken on his Harley Davidson. The motorsports fan was literally swept off his feet by Roksolyana’s beauty – his Ukrainian future bride was already working as a catwalk model and was preparing to depart for Italy when she met her future husband – and the couple ended up becoming an item, dating for almost seven years before finally getting married last year. Lviv Today wishes Karl and Roksolyana a wonderful one-year wedding anniversary and congratulates all Leopolitan international couples with having found love in one of the world’s most romantic cities.

nformation can be useful and even beautiful, but only when it’s presented well. In this age of information overload, any guidance through the clutter comes as a welcome relief. That’s one reason for the recent popularity of information graphics. Infographics are visual designs that help to explain complicated data in a simple way. A well-designed info-graphic is an incredibly effective way to distil the concepts of a highly specialized field: computer science, culture, math, and biology - into a form that can be understood by almost anyone. Infographics are a big part of the current world of graphic design and are growing in popularity across the globe. Just this past month, Lviv hosted a contest for graphical designers who were asked to create the best info-graphic poster to represent the idea, “Lviv is the cultural capital of Ukraine”. The event attracted lots of attention and organizers of the contest – the Department of Information Policy and External Affairs of the City Council were bombarded with works of local artists and designers. The lucky winner of the contest was Anfisa Hleb, a young and talented designer who was awarded a Smartphone and the placement of her info-graphic poster in the “Lviv Today” magazine. Anfisa Hleb was also invited to participate in upcoming projects of Lviv city council. Over 40 designers – participants of the contest got free of charge training in a “Visualization School” where they could find an endless quantity of valuable information from leading experts of the visualization fields and graphic design, including representatives of MTS and Eleks. In the nearest future the info-graphic poster by Anfisa Hleb will be widely used to promote Lviv.

Робота фахівців інформаційної графіки є великою частиною сучасного графічного дизайну і набирає все більшої популярності у світі, допомагаючи людям легше сприймати складні поняття і дані. Якісно виконаний інфографічний постер є надзвичайно ефективним засобом в роз’ясненні складних понять комп’ютерної техніки, культури, математики чи біології у формах, зрозумілих кожному. Минулого місяця у Львові пройшов конкурс графічних дизайнерів, яким було запропоновано створити інфографіку на тему: «Львів – культурна столиця України». Департамент інформаційної політики і зовнішніх зв’язків міської ради отримав дуже багато творчих робіт місцевих художників і дизайнерів. Також понад 40 дизайнерів – учасників конкурсу – отримали безкоштовне навчання у «Школі візуалізації» з безліччю цінної інформації від провідних експертів графічного дизайну, зокрема представників компаній МТС та Елекс. Переможцем конкурсу визнано Анфісу Хлеб – молоду, талановиту дизайнерку, яка отримала в нагороду смартфон і можливість опублікувати свою роботу у журналі Lviv Today. Анфісу вже запросили для участі в майбутніх проектах львівської міської ради, а її постер буде широко використовуватись в промоційній продукції нашого міста.

Lviv Society BALLET PREMIERE! On October 27th 2012, Lviv celebrated the splendid premiere of “Le Corsaire” (music by Adolphe Adam) at the National Opera Theatre. The adaptation of the classic ballet is directed by the talented young choreographer Yulianna Malhasyants, a Lviv native whose theatrical career has blossomed in Russia’s capital. “Le Corsaire“ was first staged in Lviv in 1950. At premiere audiences raved about the costumes featured in the performance, with each of the 200 characters richly adorned in period attire thanks to the great work of Lviv costumer Khrystyna Kozak. The modern version of the performance showcased a splendid light show featuring storms and stress weather created by specially purchased equipment from Japan. Fans of world-class ballet can catch repeat performances of “Le Corsaire” this autumn.

Успіху сучасної версії спектаклю також сприяли чудові світлові ефекти бурі й негоди, створені завдяки спеціальному світлотехнічному обладнанню з Японії. CHEESE AND WINE FEST 2012
СВЯТО СИРУ І ВИНА 2012
From October 19–21st in Lviv’s city centre on Rynok Square one of the most awaited gastronomic events of the year was held, the “Cheese and Wine Festival – 2012”. This event showcased a huge fair featuring several varieties of cheese and wine from Ukraine’s renowned manufacturers and local artisans. The Cheese and Wine Festival provided Leopolitans and guests of the city with the opportunity to learn about the cheese-making and winemaking culture and traditions. Culinary workshops took place alongside musical performances by local musicians.The festival with its usual organizer, “DikArt”, was attended by over 120 thousand guests, who consumed 15,200 liters of wine and over 7,5 tons of cheese. Guests of the festival were also treated with 200 kilos of delightful cheesecake, while the main highlight of the event was the pressing of over 1 ton of grapes by foot (in specially provided rubber boots) in a special tank. The juice of the grapes will be turned into wine for next year’s festive celebration.
У центрі Львова на площі Ринок 19-21 жовтня відбулася одна з найочікуваніших гастрономічних подій року «Свято сиру і вина-2012». На цьому фестивалі-ярмарку були представлені багато сортів сиру і вина відомих виробників з усієї України. Львів’яни та гості міста мали чудову можливість дізнатися про культуру виготовлення сиру і давні виноробні традиції. Кулінарні семінари проходили у супроводі місцевих музикантів. Як повідомляють організатори фестивалю - компанія «ДікАрт» – у ньому взяли участь понад 120 тисяч гостей, які зуміли спожити 15 200 літрів вина і понад 7,5 тонн сиру. Кожен остей фестивалю також зміг почастуватись шматочком чудового сирника загальною вагою 200 кілограмів, а головною родзинкою заходу стало витискання понад 1 тонни винограду ногами (в спеціально передбачених гумових чоботах) у спеціальному резервуарі. З цього виноградного соку буде виготовлено вино для фестивалю наступного року.

THE 52ND BIRTHDAY OF THE “ZAPOROZHETS” CAR Lviv recently celebrated the 52nd birthday of the Zaporozhets car – the firstborn of the Ukrainian car industry. Guests of the event included: representatives of car owners clubs from Ukrainian, Polish and Belorussian cities. Traditionally, for the pupils of Lviv boarding schools, road traffic regulation classes were arranged, along with different contests and quizzes, a puppet show and trips on the “Chudo-train” and in retrocars around the city. Finally, the members of the “Zaz Kozak” car fan club decided to make this special day even more fabulous and treated guests of the celebration with a delicious 52 kg cake.

COLORFUL FESTIVITIES On October 12–14th 2012, at the Lviv Art Palace the III International Tattoo Festival took place. The event attracted tattoo masters from Germany, Denmark, Belarus, Russia, Kyiv, Odessa and Lviv. This year, the event organisers added even more attractions, amazing alternative entertainers, exhibitions, musical gigs, even a beauty contest – “Miss Tattoo”, to the ever expanding festival. Among the guests of the event were winners of the festival lottery, who won the possibility to receive tattoos made by recognized masters. Some of the festival’s winners were: Andriy Lukovnikov (Lutsk) who received the award “Best of the Day” and Yevhen Ulanov (Uzhgorod) who earned 2 awards, “Best portrait tattoo” and “New school”.

BEAUTY CONTEST AUDITIONS On October 22nd 2012, Lviv’s popular «Gloria Jean’s Coffee» café hosted the annual casting event for the upcoming beauty contest “Miss Lviv 2013”. The final event will take place this year on November 29th 2012, at the Lviv Opera and Ballet Theatre. The event attracted more than 140 girls aged 16-24 years. During the four- hour procedure, the young ladies did their best to present their skills and personalities in order to impress the jury. Valerya Nikiforets, “Miss Lviv 2012” contest manager and former Miss Lviv 2009, organized the event, where 15 girls were selected to participate in the “Miss Lviv 2013” grand finale. Of the 15 candidates only one lucky participant will get the chance to represent Lviv in the “Miss Ukraine” national contest.

LOCAL CYBER HERO The Ukrainian cyber sport scene never stands still, it is constantly moving, changing, growing – magazines, cyber sport TV shows, sponsored gamers and teams are present more than ever. There is a clear trend towards a rapidly developing and solid e-sports future. Today the Dota, which includes the Warcraft III Mod Defense of the Ancients and its stand-alone sequel Dota2, are amongst the most popular electronic sports games played professionally in the country. Dota2, a multi-player online battle arena game, is known for its long lasting matches – comparable to chess on speed. Dota2 made its public debut at The International, hosted by Valve Corporation in 2011, in which the grand prize of one million dollars, the largest ever in electronic sports history, was awarded to the champions – team Natus Vincere, a player of «Dendi» from Lviv.
W
hile you are a very popular player, there are still a few people who do not know too much about you. Could you please start off this interview by introducing yourself and tell us more about your gaming background? I think there are tons of people who don’t know anything about me, especially in Lviv. But that’s not a bad thing; I don’t search for fame. My name is Ishutin Danylo, my nickname is Dendi. I am 22 y.o. and have been playing games for a long time, I’ve played Dota for close to 5 years now, and Dota2 for almost a year and a half. Parents are usually reticent to see their kids playing video games instead of having a “real” job. What do your parents think about your gaming career? Was it hard for them at some point to understand your choice? At first, like all parents, they were against it, but now, after looking at my results – they are fine with what I’m doing (but even I, myself, would not like my children to play computer games that much) I don’t have a job right now and I don’t think of gaming as a job, it’s only a hobby for me. It’s hard to understand my choice, however I get a lot of pleasure by doing what I’m doing and this isn’t bad. All my parents care about right now – is health, which is the most important thing when you do anything. You are only 22 years old and yet, you are a full-time pro-gamer. Did you manage to finish your studies before turning progamer? What other interests do you have besides gaming? It’s hard to call my pro-gaming “full-time”, because I have tons of free time. The other part of story is how I use this time. I am very dedicated to what I am doing, and care about people who cheer me on and trust in what I’m doing. There are a lot of people who have my back! Our contract says that we’re supposed to play “approximately 18 hours” per week. Think of that, is it much? Maybe, but we play even more, because we want to improve LVIV TODAY | November 2012
our results. I studied and practiced at the same time. I love many things, but rarely do them. Mostly I focus on perfecting myself as a player and a person. Your team became $1,000,000 richer after winning Dota 2 — The International tournament, what have you done with your share of the prize money? II bought an ice-cream :-) In other words, let’s keep it a secret. This tournament attracted thousands of viewers from different backgrounds and regions of the globe. Knowing this, what do you think about the future of Ukrainian Dota 2 players? Even with so much attention, e-sport is still very weak. But it is growing quickly and it’s all about investing money into it. At the moment, people don’t see how profitable it can be for them to invest money into it. But in a few years, it will become big (it is growing from year to year). It’s very hard to get to the level that we achieved. So it’s pretty hard for new players who are starting their careers and you need to work a lot to grow as a player.
Some retired players decided to coach a team or become shoutcasters. Do you have any plans for when you retire? I don’t plan to retire, at least not before “The International 3”. So for now I don’t have any plans like that. It would be easy to become shoutcaster with such a huge base of knowledge. The Dota scene is growing exponentially making it is easier to make money from this game. Do you plan to become a full time Dota player or do you plan to work in another area? Dota is growing, but not that fast! The game is still in its betastage. You can look at League Of Legends (a game with much lower IQ requirement) and it’s huge right now! But I think Dota2 can get bigger in the near future. Of course there will be a lot of money involved. I’m not planning anything right now. I am just trying to enjoy my life, but I am sure I can find something to do if I stop playing DOTA2.

Lviv sports news FOOTBALL On October 31,2012 in Lviv took place football match – 1/8 finals of the Cup of Ukraine tournament. Local team Karpaty (Lviv) won over Metalist (Kharkiv) with score 2:1. Last time Karpaty played this opponent at home in this tournament the final score was 1–0. The game, was very impressive highlighting both fans and players. It was spectacular performance by Stilic and the sub Kenia and the entire FC “Karpaty” team struggled as a whole. Those were genuine Karpaty – the team Lviv football fans adore. November 1 saw the Cup of Ukraine Last 8 draw held at the House of Football. FC Shakhtar Donetsk have been drawn against FC Karpaty from Lviv. According to the season calendar, the main match day is April 17 and the game will be held at the Donbass Arena. The result of the match was defined by accurate three-point goal made by 33 year old Bosnian guard Sasha Vasilievich just in 30 seconds before the final buzzer. Next match for BC “Polytekhnika-Halychyna” will take place on November 11, 2012 and Lviv team will play against “Ferro-ZNTU” (Zaporizhzhya). “Polytekhnika-Halychyna” has lost last three times played against this opponent so “Lviv Today” wishes players good luck and hopes that unlucky spell will be broken!

HANDBALL During November 02–03, 2012 in Lviv were held matches within the Ukrainian Women’s Handball Super League championship. Lviv based team “Galytchanka” successfully defeated opponent’s team – one of the strongest and experienced handball teams of the world, “Spartak” (Kyiv). Game was full of dramatic twist as two teams have quite interesting placement in the tournament’s table –“Galytchanka” comes on the second place, while “Spartak” being on the fourth place, was loosing two points. It was thanks to the support of the native playground that team, well trained by coach Vasyl Kozer, could manage to get two victories in a row. Notwithstandind final results 33:22 (first match finished with 25:21) it was very exhausting victory for the Lviv team. As a matter of fact, top players of “Galytchanka” Iryna Stelmakh and Tamara Smbatyan will probably join Ukraine’s national handball team, which is expected to take part in the finals of European championship during December 04– 16, 2012. In the European handball championship will participate 16 teams, among which is also Ukraine’s team, players of which will meet team of Czech Republic on December 04, 2012

EBA EVENTS WORKSHOP WITH ANDRIY KUCHERENKO 3ed of October, 2012 EBA office in Lviv conducted EBA Workshop with Andriy Kucherenko, who has extensive experience in business training and workshops: “Negotiating”, “Teambuilding and teamwork”, “Effective communication”, “Human Resource Management for HR”, “Human resources for managers”, “Management skills”, “Creativity in Business”, “Constructive Feedback”, “Procrastination”, and others. The workshop was devoted to the theoretical and practical acquaintance with an ancient technique of renewing our internal reserves which are needed in work and everyday life. Andriy Kucherenko in simple terms told what is meditation, what is mindfulness and awareness in our work and life. After that the speaker gave short instruction to meditation and conducted several exercises for mindfulness development. Also Mr. Kucherenko said about one more kind of meditation such as contemplation, about its use in work and life, and also conducted a practical training.
LEGAL COMMITTEE MEETING The agenda of the meeting included the discussion on problematic issues of the non-residents vehicles usage on the territory of Ukraine. Experts from EBA-member Company Arzinger prepared detailed analysis of the most urgent issues of the legislation in non-residents vehicles usage on the territory of Ukraine, among them were: • • • • •

n this issue of Lviv Today we continue to discuss legal issues with attorney-at-law, PhD, Mr. Markian Malskyy. Mr. Malskyy is answering the following question: Can I use a car in Ukraine if it is registered abroad?
This question is very often put by non-residents or those who have foreign employees. The main concern is whether a foreign citizen may use its vehicle, registered abroad in Ukraine, for what period, are there any registration fees and can the car be used by other persons, such as drivers, relatives, coworkers etc. The answers on most of these questions can be found in recently adopted new Customs Code of Ukraine. According to its provisions, temporary admission of vehicles registered in a foreign country on the territory of Ukraine by non-residents for personal use is allowed for 1 (one) year period. In case of vehicles admission under the named regime the car is not a subject for declaring and payment of duties. Even though the Customs Code establishes one year period for use of vehicles temporary admitted to the territory of Ukraine without payment of any duties, still there are some peculiarities which enable to use a car for a year without registration. According to the Order of State Registration of vehicles, if the term of temporary admission exceeds 2 months such vehicles shall be temporary registered in the department of State Automobile Inspection. In case of temporary registration, State Automobile Inspection shall provide the owner of such vehicle with the Ukrainian number plate and documents certifying registration for the term of temporary admission. It is often the case that in order to avoid registration of the vehicle in the State Automobile Inspection such vehicle can be exported from the territory of Ukraine with further new temporary admission to the territory of Ukraine. In such case, it shall be noted that 2 month period will be recalculated from the date of new admission. This method is appropriate in case the foreign citizen travels often as according to the law, individual granted for personal admission of the vehicle to the territory of Ukraine shall also perform admission of the same vehicle out of the territory of Ukraine. Please note that no Power of Attorney, other proxy documents can be used instead. Therefore such foreign citizen, for example general manager of international company, cannot authorize his/her driver/employee to perform all this necessary actions and will have to cross the border by himself/herself. This limitation shall be observed as in opposite case the vehicle – object under the customs control can be arrested and transferred to the police vehicle parking until the court decision in the case (usually for few months). It shall be noted that according to the Customs Code, vehicle for personal use which is a subject for temporary admission may be used on the territory of Ukraine exclusively by the foreign citizen, who performed admission of such vehicle for their personal use on the territory of Ukraine. Such vehicles cannot be used for commercial activity, cannot be demolished, cannot be alienated or transferred to possession, be in use or disposal of other person.

On 11 October 2012, 17:00 in the office of EBA in Western Ukraine a meeting of the Management Committee took place. A topic for the discussion “Organizational Structure and Business Processes. Background for the Proper Management” was presented by the speaker Mr. Stepan Revych, Managing partner of Nexia DK. Consulting. In the frame of the report Mr. Revych spoke about process approach to the management of the company, optimization of the business processes and about the organizational structure (in particular, about the structure and changes in the organizational structure). In the course of the meeting Mr. Revych also gave many examples from his own practice. The meeting was followed by the general discussion and questions to the presenter.
WOMEN’S CLUB On Tuesday, 09 October 2012 at the office of EBA in Western Ukraine regular meeting of Women’s Club took place. The topic of the meeting was “Language of Gestures. How to Interfere Manipulations”. The speaker of the meeting was Mrs. Larysa Didkovska, assistant professor of psychological sciences, president of the Ukrainian Association of Gestalt Therapy, member of the European Association of Gestalt Psychotherapists. During the meeting Mrs. Didkovska hold a short master-class on how to determine whether the person lies, or tells the truth. She also told about the types of manipulations and explained the special scheme, according to which one should make a decision in order not to be a subject of manipulations. Women’s Club meeting ended up with the “questions-answers” set and by the general discussion of the people’s behavior and their reaction to it. LVIV TODAY | November 2012
INDEX OF UKRAINIAN INVESTMENT CLIMATE In Q3, 2012 Ukraine’s business climate was assessed at 2.14 points out of 5 – the lowest score for three years. Investor confidence shrank by 0.05 points in the three months from April to June compared with the previous quarter, according to the 17th wave of EBA Investment Attractiveness Index. Investors have been spooked by looming fiscal pressure, corruption, and general uncertainty in the run up to October’s parliamentary elections. Improved customs procedures and the new Customs Code were a couple of patches of blue in an otherwise grey-skied business climate, and other figures are poor. On October 4, 2012 the European Business Association released its most recent Investment Index result, which showed that 70% of respondents saw a downward trend in investment attractiveness, as no positive changes have taken place. Fears of investors stem from predictions of a hryvnia devaluation, and pre-election populism, pressure on the media initiated by draft libel laws etc. Post-elections outlook How do you assess the conditions for doing business in Ukraine after the parliamentary elections 2012? “What we see is a vicious circle setting the tone of investor discontent – corruption, a biased court system, an overregulated market, and fiscal pressure. Disarray in the ranks of political parties contesting the 2012 elections and the election campaign only add fuel to the fire,” says Anna Derevyanko. “At the same time, we see the quality of customs procedures moving in the right direction. Evidently, this very fact shows the efforts of the policymakers can work for the sake of doing business in our country. We all pin hopes on a post-election cooling-off period, and a return to normal. The business climate and investor content is likely to be tested in the coming quarters.” Anna Derevyanko, the EBA’s Executive director The further decline of our Index is in line with negative growth in industry, agriculture and construction in 3Q. Only domestic consumption remains positive. Based on preliminary numbers, GDP declined by 1.5-2.0% in 3Q and companies obviously feel that. On the one hand, external demand is a major cause, on the other, increasing tax pressure and the tightest monetary policy in the region also play a negative role. “The EBA Investment Index is a perception-based indicator of over 100 Ukrainian and international business leaders in the country. It reports no improvement (or indeed slight deterioration) in the current business climate. What is even more worrisome, it indicates no expectation that things will change for the better in the near future. Such negative expectations on the part of business leaders will drive their decisions on employment and investment. With the Parliamentary elections coming to an end in October, this presents a new opportunity for the Government to reflect on the attitudes that the business community is evincing and to approach the reform agenda differently and more effectively. Key issues remain undue pressures from the tax authorities, widespread corruption and red tape, an uneven playing field and conflicts of interest, and an ineffective court system. The Ukrainian leadership needs to present a trustworthy plan to address these issues and then effectively execute that plan. Despite recent steps by the authorities to increase openness, and their will to connect with the Ukrainian business community, the overall perception of the business climate is not improving. But the stress must be placed on “perception.” The EBA Investment Attractiveness Index is a subjective value, rather than an objective indicator based on figures and hard data. This does not diminish its value, as many business decisions are still taken on the basis of perceptions, but the index has a lot more inertia than objective numbers. It takes time to change managers’ feelings and perceived judgments of the business environment temperature, the same way as a subjective feeling of heat or cold comes well after a temperature change can be read on a thermometer. The government is making a visible effort to improve the business climate, and the temperature is increasing. The question is this – after the election, during the winter, will business be freezing, or will it be warming itself beside the fire of reform?” Krzysztof W. Talking point: Customs index The European Business Association on September 20, 2012 released the latest results of its Customs Index – an independent poll measuring the degree of satisfaction with customs services in Ukraine in H1, 2012. The findings of the H1 2012 Customs Poll are evidence of the first signs of recovery in Ukraine’s trade environment. The assessment of customs services given by business people shows an obvious positive trend. It is still too early to declare there is a trend for long-term growth, but at least there are grounds for optimism. The EBA Customs Index poll tracks the collective views of 79 EBA member companies – importers, exporters and logistic operators – on the ease of customs operations, the professionalism of customs officers, and business people’s perception of the innovations in the country’s new Customs Code. The EBA Customs Index as a powerful communication vehicle that serves as a barometer of the cross border trade environment. The Customs Index diagnostics in H1, 2012 were based on five indicators that formed the background to the overall perception of customs services. They include: 1. Customs clearance procedures’ assess ment • Duration of customs clearance (number of days spent on the customs clearance of a shipment) • Percentage of shipments selected for physical inspection • Percentage of cargo classification codes changes by customs authorities 2. Percentage of refusals to apply the first customs valuation, transaction, or method 3. Volume of paperwork needed for customs clearance of a shipment 4. Frequency of post-customs audits and checks 5. Level of competence and professional expertise of customs officers Also analyzed were companies’ opinions and comments on the use of e-declaration, the level of corruption and bureaucracy in the customs authorities, and changes due to the adoption of the new Customs Code. All in all, the grade given by business people to the quality of customs operations in the first half of 2012 was 3.97 on a 5-point scale (the index was calculated as an integral of seven key indicators). Duration of Customs Clearance Compared to H2, 2011 the number of days spent on customs clearance has slightly decreased, from 2.8 to 2.5 days. The average time spent on customs registration per declaration was 6.45 hours, according to data from respondents. Percentage of Shipments Selected for Physical Inspection

The percentage of cargo classification codes changes by customs authorities, at 9%, was unchanged in comparison to the previous calculation of the Customs Index. One of the most dramatic changes occurred in the area of customs valuation methods – retro valuation methods were used less frequently, and the number of refusals to apply the progressive WTO-advocated transaction method of goods valuation decreased from 33% to 27%. The amount of paperwork needed to pass through customs clearance decreased from 10.6 documents in the second half of 2011 to 8.0, showing a positive trend in the transition to a less time- and effort-consuming customs clearance procedure.
In the Aftermath of the Adoption of the new Customs Code The graph below shows how businesspeople feel about the adoption of the new Customs Code. The most welcome innovation introduced by this document is the possibility to put good through customs clearance at any customs office, not just at the place of customs registration. Percentage of Post-Customs Audits and Checks The most dramatic improvements were seen in the frequency of post-audits, with respondents reporting that only 3% of them faced post-customs checks, in comparison with 23% in the previous six months.
Putting in place a transparent and sustainable customs system is impossible without highly competent and professional customs personnel. Assessing the level of expertise of customs staff, companies’ experiences in encounters with customs staff are still unsatisfactory, which clearly shows that there is still a lot of room for improvement. The fight against corruption and bribery should still drive the agenda of customs reform, as an alarming 59% of the companies questions reported there had been no improvement in this area, and graft and abuse of authority still top the list of businesses’ concerns. Electronic Customs Declaration Importantly, the poll results showed there is continued interest in using e-declarations, and almost half of those surveyed (48%) stated that they now use this progressive tool in their customs operations. Moreover, another 29% of the companies polled stated that they plan to use the e-system in the near future. However, 25% of the respondents said they do not intend to use it at all.
“The results of the latest calculation [of the Customs Index] can be summed up by the phrase “everything is relative.” Ukraine’s customs chiefs have put tremendous effort into improving communications and facilitating their dialogue with business people. Three months have passed since new Customs Code’s adoption, and we can already see some perceptible changes. Freed from registration requirements, companies can declare goods at any customs office; eye-toeye contact with customs officers is gradually being phased out, with the help of the e-declaration system, which is gaining momentum. The tangle of problems and delays with customs valuations is being unraveled. The percentage of physical inspections is falling. Customs clearance takes four hours and it’s really working! Of course, we still have a bunch of problems to tackle – for example, the ecological, sanitary and veterinary control systems still drag the whole system down, and cause delays in the overall customs clearance process.
