‘We’re not dysfunctional,’ say councillors Samantha Early

ALL Christchurch city councillors spoken to by Mainland Press do not believe the council is dysfunctional, as alleged by Burwood Pegasus councillor Chrissie Williams who quit last week . Cr Williams labelled the council “dysfunctional” when she announced last week that she would leave her position and take up a new role as science advisor to Ngai Tahu. She is due to hand in her letter of resignation on September 30. The move will trigger a by-election for her council seat. The councillors had a meeting on Monday morning

to discuss some of the issues arising from Cr Williams’ departure, but all agreed Mayor Bob Parker would be the only one allowed to comment on it. Mainland Press endeavoured to ask each councillor whether they thought the council was dysfunctional. Eight replied; those who did not respond in time for publication were Councillors Claudia Reid, Sally Buck, Helen Broughton and Jimmy Chen as well as Mayor Bob Parker. Burwood-Pegasus councillor Glenn Livingstone said it was a hard question. “I think at times it is, I don’t think it really is.

ALTHOUGH their Avon riverside neighbourhood in Shirley is red-zoned Horseshoe Lake Residents’ Association members Janine Hinton and Glenda Burt are still leaving on a positive note. As they prepared to farewell the place they have called home for a combined total of 70 years the pair reflected on what made the area so special. “I’ve got no idea where we’ll go because nowhere could be as nice as here. “The people and the great community spirit made this place home for us,” Mrs Burt said. Mrs Hinton said the Horseshoe Lake area which had approximately 800 residents, was one of those places where everyone looked after each other and knew their neighbours. “It’s like a little oasis in the middle of the city – that’s why people stayed here. ‘City council not dysfunctional’ Continued from page 1 Cr Yani Johanson said it wouldn’t describe the council as dysfunctional but there had been a number of issues raised which he agreed with and he was trying to look forward at how the council could improve. He drafted a 10-point plan including establishing an earthquake committee and re-starting existing council committees by October 29. “I find it incredibly sad and upsetting that we’ve lost a really experienced councillor… and I just think we need to learn from that and try and move on together and probably be more united.” Deputy mayor Ngaire Button said the council was not dysfunctional and diversity of opinion was healthy, and though she praised Cr Williams for her work she was “disappointed at the way she’s left, that she’s taken a real swipe at her colleagues on her way out the door”. “I think we’ve got a good core of solid committed councillors that care about the city,” Cr Button said. “We have had a great deal of stress over the last 12 months, there has been signs of stress and we wouldn’t be human if there

wasn’t but no I don’t think we’re dysfunctional.” Cr Aaron Keown said he did not think the council was dysfunctional. “If you want see dysfunction, put on Parliament Television for 10 minutes, that’s dysfunctional.” Cr Barry Corbett said the council was still functional. “The water is still going, sewage is still going, rates are still going, rubbish is still being collected so of course it’s very functional.” Cr Sue Wells said by definition the council was a place where there would be debate. “It’s quite normal in a council setting and when you get a council which is leading a city in a time of unprecedented demand of course you will have conflict.” Cr Jamie Gough said although there were times when he hadn’t been “flavour of the month” with council management or other councillors because he had challenged things, he did not believe it was dysfunctional. “I think there is healthy challenging going on with different points of view because every person around that table has a mandate to be there.”

‘I’m paying my own way’ – Keown

Off to Vegas: Cr Aaron Keown says an emergency management conference in Las Vegas will be a chance to learn and share experiences.

CONTROVERSIAL Christchurch city councillor Aaron Keown says city ratepayers will not be picking up the tab to send him to a conference for emergency managers in the United States. Cr Keown will attend the 59th annual IAEM conference for emergency managers in Las Vegas, Nevada, from November 11 to 18. He received an invitation to address the conference after visiting San Francisco with a group of city councillors and Christchurch business leaders after the February 22 earthquake. “They thought I was funny in my presentation but also informative. A guy (on the conference committee) approached me and asked if I was interested in speaking. They don’t pay you to speak.�

Cr Keown said the conference organisers would pay for his air travel and he would cover the costs of accommodation, food and travel out of his own pocket. �We have to get Christchurch out there,� Cr Keown said. “As a city leader I have a responsibility to keep us in profile.� The keynote speaker at the conference will be the administrator of the US Federal Emergency Management Agency, W. Craig Fugate. Next month Christchurch ratepayers will pay Cr Sue Well’s airfares allowing her to attend a five-day Great Wine Capital Network annual general meeting in Mainz, Germany. The network will pay for Ms Wells’ accommodation and attendance costs.

City plan raises concerns for business group THE Canterbury Business Leaders Group is concerned that there is not much evidence in the Draft Central City Plan plan of a long-term vision for Canterburywide economic prosperity, or any targeting of key economic sectors. This and other concerns have been detailed in a submission released by the group last week, which aimed to assess what impact the plan would have on the sustainable economic well-being of the city. The group noted that while the economic implications of the Central City Plan were of considerable importance, there was no evidence that any economic analysis had been undertaken by the council to determine if the plan would produce the required economic results. The business group, which is a forum of business leaders with more than 150 member organisations, was formed following the February 22 earthquake. Its submission also questioned the proposed building

height restrictions, and submitted there was no evidence that any cost/benefit analysis of this approach had been attempted, which could place the council in breach of its section 77 LGA obligations. An assessment carried out by economic forecaster Infometrics concluded that building height restrictions could also reduce the chance of a vibrant retail sector in the central city being achieved, and this was also of significant concern to the group. Car parking based on geographical criteria was also questioned. The group said the proposed provision of parking space would require an immediate shift to other modes of transport by 30 per cent of central-city office workers and 12.5 per cent of workers in balance areas. This would be significantly greater than the average four per cent per annum shift in travel mode that has occurred across New Zealand in the past decade.

A time of contrasting IT was a time for contrasting – remembering what a rugby test at Carisbrook, Dunedin, was like years ago and considering what it is like today in Dunedin’s flash new indoor stadium. On Sunday evening I went to the EnglandGeorgia World Cup rugby test in Otago Stadium. Before the game fans gathered in bars around the Octagon, most of them English, some dressed as knights, others wearing a curious mix of boaters, blazers and shorts. Then we marched down Anzac Avenue to Otago Stadium, with fans chanting and everyone in festive mood; there were some Georgia supporters among the hordes, but not many, and most of these seemed to be students. Access into the stadium was easily achieved and soon I sat with a superb view onto a field as green and flat as a pool table; cheers and

general banter bounced off the ceiling. It felt as though I was in an enlarged badminton hall. Everyone was seated; there was little boozing, plenty of Mexican waves, family groups, grandmas and granddads. And no smoking. That’s one thing I noticed was different. Years ago when I stood squashed like a sardine on the Carisbrook terraces, straining to catch a view of my first rugby test in Dunedin, a cloud of cigarette smoke hung above us. There were drunks everywhere and since a trip to the toilets would be as difficult as trying to make your way through an Amazonian jungle, some came equipped with bicycle tubes. The game seems a lot different now too. The modern game looks like two lines bashing into one another interspersed with the occasional kick and usually clean breaks occur

only late in the second half when players are getting tired. On Sunday evening England laboured to a 40-10 win and to be frank apart from it being my first time at Otago Stadium, the match will not live long in the memory. The contrasts did not end there though: Travelling around Dunedin I noticed it is definitely in a festive mood thanks to the Rugby World Cup whereas here, we are still very much in battler mode. Having teams come to Christchurch for autograph signing sessions is all very good but we need some sort of a game even if it is at Rugby Park. Why not a match at the end of the World Cup between a tournament side and an All Blacks selection with the World Cup on show? That would be a great boost for Christchurch.

You guys – the reporters, foreign dignitaries, politicians, even one of the rugby reporters from England was in there last week but we aren’t allowed.” Safety was not an excuse for keeping people out, he said. “We are grown adults, we are people of this city, we are responsible for what we do, right? Let us take that upon our own shoulders.” Cr Johanson said the decision not to allow residents to visit the red zone made no sense. “Stabilise the buildings if they’re going to be a problem but when you look at the number of buildings that have come down in the central city already, there must be ways to get people in there who want to go and have a look.”

The main plan they have decided upon is to run a text-in competitionn er on the Rugby World Cup final. Fans worldwide would be able to enter a draw to win one of the four match balls used in the final whichh would be signed by the teams. The idea has gone through to the Prime Minister John Key and thee man in charge of the Rugby World Cup, Martin Snedden, to get the thumbs up….or down. “If it doesn’t work we have a plan B and even C,” the girls’ spokesperson Isabella Garbett, 12, said. Other members of the group are Brittany White, Celine Bullivant, Iliana Robin, Grace Lamont and Ari Graham. Prominent Auckland political cartoonist and sculptor Malcolm Evans heard of the girls’ efforts on National Radio and decided to donate a bronze miniature replica of a statue he produced of 1905 Original All Blacks captain Dave Gallaher. Last Friday Mr Evans’ grandson, Luca Tracey, 6, a rugby-loving pupil at Windsor School handed the replica, which is valued at $6500, over to Isabella Garbett and her team. The statue, one of 100 limited edition castings, will be auctionedd with the money again going to the cathedral rebuild fund. “I thought it was a very tangible way I could help,” Mr Evanss said. The full-size statue of Gallaher stands 2.7m high and has beenn installed outside Eden Park’s No. 1 stand. Mr Evans said the statuee was unveiled three months ago and had been attracting a great deal of interest. Asked how much he thought the miniature Dave Gallaher would fetch Mr Evans replied: “The sky’s the limit.” The Selywn House pupils are also auctioning two tickets to the Rugby World Cup final. The package covers the cost of airfares and accommodation.

NEW Brighton Community Gardens volunteer coordinator Catherine O’Neill has helped locals reduce post-earthquake stress via green therapy. “When people come here it’s about much more than just gardening. “While they’re involved in their work their minds relax and they can discuss things they’re worried about.� Ms O’Neill said the relaxed friendly environment gave volunteers a positive focus and helped them overcome uncertainty. “No matter what else is happening they can come here and see new life and things growing. “It’s really important to have something that makes you feel good about being alive.� After February’s earthquake Ms O’Neill checked on all the volunteers and tried to cheer them up during the tough times.

“I try and have a laugh with them and make this a positive place for everyone. “We have a real sense of community here and the garden belongs to them.� Ms O’Neill, who is a certified organic producer, felt the earthquake had made people more self-reliant and aware of where food comes from and how it is produced. “People are really interested in growing their own vegetables again. It’s all part of a move back to nature. “More people are making the connection between healthy eating and a healthy mind.� Working at the gardens has been incredibly rewarding for Ms O’Neill, who said seeing others smile made her love her job. “I’m so lucky to wake up every morning and be excited about going to work because I know we’re doing something good here.�

A MEDAL haul of eight amongst three Canterbury athletes in an international competition is impressive enough, that’s before you consider what they’ve gone through to get there. Teenage swimmers Sophia Batchelor, 16, Matt Hutchins, 16 and Natasha Lloyd, 15, returned from the Youth Commonwealth Games, held on the Isle of Man this month, to a heroes’ welcome from family and friends at Christchurch Airport on Thursday night. Sophia Batchelor’s welcome back surprise was learning she’d have a bedroom to herself again for the first time since her Sumner home was destroyed in the February 22 earthquake. The Rangi Ruru student and Aquagym club member won four medals – a gold in the 100m butterfly, silver in the 50m fly and bronze medals in the 200m backstroke and girls’ medley relay. She said the relay was her highlight because the New Zealand team was ranked last but all did personal-best swims to snatch third. “It’s like you’re going to give every single piece of you to that team because that’s what they deserve.” Batchelor said her dream was to represent New Zealand at the Olympics. Hutchins, 16, had to overcome setbacks of a different kind to get to the games. In April he broke his leg playing soccer at Lincoln High School and was in a plaster cast for six weeks. Hutchins said it was a dark time getting over the mental barriers and back to full fitness, but now he has won gold in the 400m freestyle, silvers in the 200m and 1500m freestyle, along with a bronze in the relay. “I think I can kind of forget about the leg now,” he said. North Canterbury’s Natasha Lloyd, 15, was thrilled to win a bronze medal in the 200m breaststroke, in which she also set a national age record, after finishing fourth in the 100m and 50m breaststroke. “I didn’t want to leave without a medal,” she said. The St Andrew’s College student was also part of the bronze-winning girls’ medley relay team. Coach Brigitte Mahan said swimmers were fantastic ambassadors for New Zealand and the competition has given them the experience to take to future Commonwealth Games and Olympic events. Batchelor said they were given koru pendants which symbolise baby silver ferns. “The hope is that eventually one day we will grow and develop into being a full silver fern.”

LOIS and Fred Dench’s retirement dream home was ruined in February’s earthquake and they now face losing the $50, 000 spent on renovating their Gayhurst Road property. Two years ago, the couple celebrated their golden wedding anniversary by moving into the 21-year-old home that became their retirement project. The renovation project was extensive and included a complete new kitchen and bathroom along with double-glazing and Oamaru stone cladding. “We just want a fair deal for the work we did. After spending $50, 000 our payout should take all the renovations into consideration,” Mrs Dench said. Mr Dench,75, said the couple have been waiting patiently for their payout details but they were sick of the uncertainty and wanted to know where they stood. “There’s all this talk but no action.

“We’re very patient people but there is only so much we can take.” Mrs Dench, 68, who has been hospitalised twice since the September earthquake, said they just wanted someone to listen to them and to treat them fairly. “The payouts should be based on merit. We spent a lot of money on expensive appliances and completely renovated our home. “Why can’t they take that into consideration and reimburse us for what we did?” While waiting patiently for news of their payout at their son’s Dallington home the couple tried to remain positive. “The garden was beautiful and even though it will all be gone soon I‘m still planting my marigolds along the front of the house so we have something to smile about,” Mrs Dench said.

LYTTELTON’S evolving art precinct proposal has received positive feedback from the local business association which is likely to offer its support. The proposal comes from the Lyttelton Harbour Arts Collective which hopes to gain a long term lease in Donald St. Lyttelton Harbour Business Association chairperson Andrew Turner said he had been impressed after viewing a presentation on the plans last week and felt it fitted in well with the town’s artistic and quirky side. “We also felt there was a potential win for Lyttelton if this was established in the short to medium term it may be an opportunity for Lyttelton to start making some headway while things in the central city are still coming together.” Mr Turner said the business association was still

discussing what sort of support it could provide the collective but they might be able to share some resources. Collective member Trent Hiles said the vision had changed from separate buildings catering to visual and performing arts, with the idea now being to combine these facets under one roof. There were still leaseholders on the property but while their tenancy remained uncertain due to the state of damaged buildings, the collective did not wish to push anyone off the land. Mr Hiles said there was hope that the ‘Stables’ building on the site might be saved. “We’re very keen to retain if not the original building, definitely the essence of that particular building on the site because it’s a natural sort of studio and art space.”

Cruise ships big boost for Akaroa Tom Doudney

THE summer cruise ship season will be a much needed boon for Akaroa’s tourist trade, local operators say. A total of 76 cruise ships are scheduled to visit Akaroa Harbour during the season, carrying upwards of 125,000 passengers – more than the 95,000 tourists expected to visit New Zealand for the Rugby World Cup. Akaroa District Promotions marketing executive Hollie Hollander said the town would be busy over the summer, particularly around the Christmas and New Year period when the arrival of some of the larger vessels would coincide with the arrival of holiday home owners. “I think it (the season) is a life saver for us really, considering how difficult things have been for us in the last year.” The ‘shoulder seasons’ of October to November and March to April would also receive a boost, she said. The Christchurch City Council has arranged for buses to transport tourists from Akaroa to Christchurch

but Ms Hollander said it was unlikely this would lead to passengers bypassing the town in significant numbers. “There are always enough people in Akaroa as well. You’re usually looking at about a third that go on tours and the rest will hopefully stay in town.” Black Cat Cruises managing director Paul Bingham agreed that Akaroa would not miss out. “The ships that came through last year actually rated Akaroa really highly,” he said. “It was in the top three port visits of all of New Zealand. “I certainly don’t have an issue with people doing the activities in the city. It helps to share it all around really.” Akaroa Wairewa Community Board chairperson Pam Richardson said having the extra people in town would be good for businesses which had lost income due to low visitor number since the earthquakes. Some extra enforcement officers and clean up staff would also be needed.

THE Valley Inn in the Heathcote Valley is the first of Christchurch’s quake-damaged pubs to reopen. The old Valley Inn, which had a history dating back more than 130 years, was badly damaged in the September 4, 2010 earthquake and demolished the following week. Fortunately for the publicans, the permit for the pub’s rebuild was issued on February 21, the day before the devastating February 11 earthquake. Construction started in May and the new design incorporated the old pub’s distinctive pointed shape, the well in the middle of the bar and old photographs salvaged from the walls. Mr Eade said Friday’s opening had been a great first night. Mr Calvert, who worked on the pub rebuild as a

labourer, said having it reopened felt like getting home again. “It’s been a year in the making and it’s finally good to be back here, I’m glad to have that behind us… back to work. Back to doing what I enjoy.” He was disappointed they did not reopen by September 4 but said it was better to be fully ready. “The snow held us up, but it’s worth the wait.” Mr Calvert said it was good for Christchurch to see progress being made. “A lot of people are still waiting to go through the rebuild like we have and it’s good to come out the other end of it.” The rebuild of the Famous Grouse pub in Lincoln is also nearing completion and it is expected to open next month.

New facilities, new arrangement THE Selwyn District Council this week signed a memorandum of understanding with the Lincoln Event Centre Committee to outline roles and responsibilities around the management and governance of the new facility. The Lincoln Event Centre, a multi-purpose recreation, cultural and leisure complex able to hold up to 1000 people at different functions, officially opened in June. The Lincoln Event Centre Committee took over the governance roles of the former Lincoln Community Centre Committee and the Lincoln Domain Committee, which had both operated under historical arrangements

with the council for running their respective facilities and employed part-time staff. Council chief executive Paul Davey says the new document would clarify whose job is what. “It’s fantastic having passionate members of the community involved in ensuring that what we offer at this council facility is what the community wants. They’re our eyes and ears to make sure we get things right. The council’s job is to run the centre to the best of our ability. And so far, that’s working – on any day there are all sorts of clubs, groups and organisations using the facilities. The Lincoln Event Centre is very much a Selwyn success story,” Mr Davey said.

Youth health hub to reopen CHRISTCHURCH youth will have access to a new central health hub with the 198 Youth Health Centre set to reopen next month. The centre, operated by the Korowai Youth Wellbeing Trust, is located on a site at the corner of Barbadoes and Gloucester streets and aims to provide a range of youth health services with a particular focus on young people who are vulnerable to harm. The original 198 centre closed in April 2010 due to funding cuts by the Canterbury District Health Board. Doctors continued to see centre patients at The Clinic located in the CTV building which collapsed in the February earthquake. Dr Sue Bagshaw who founded the trust at the end of last year said there was a clear need for a centralised youth health provider due to the lack of youth

health services in the city after the earthquakes. “It’s a really positive idea since young people will be able to come to one place for all their health needs. “We’ll have a collection of buildings all providing different services so we can work together to provide the best care.” The re-establishment of the centre has been assisted by fundraising organised by Phillippa Wintle and Haya Al-Ani. Ms Al-Ani’s father Husam Al-Ani worked as a volunteer doctor for the 198 centre and was killed in the CTV building collapse. Ms Wintle and Ms Al-Ani founded a charity called One Nine Eight which has been selling t-shirts with images donated by artists. They have raised $10, 000 of the $50, 000 required to get the new centre up and running.

Ballantynes on road back THE first piece of new construction work inside the Christchurch CBD since the February 22 earthquake has begun at Ballantynes. Leighs Construction made the first concrete pour on the new first floor foundation for the Stables Building. “This is an important step forward for the business towards reopening,” Mary Devine, managing director of Ballantynes said. A temporary structure, it would operate for potentially up to three years while Ballantynes finalised its long term plans for the site, she said. “It is significant for us and has only been achieved through excellent

collaboration between the Christchurch City Council, Cera, the Buchan Group and Leighs Construction.” The Stables building, which was originally built in 1904 as the stables for the business, was demolished along with the Anderson’s building following the earthquake. Together the two buildings had a floor plate of about 1200 sq metres. Anthony Leighs, managing director of Leighs Construction, said the buildings were being replaced with a single storey over the complete site. The Anderson’s area would comprise a new ground floor suspended slab over the existing basement, with another level on top.

WHEN the February earthquake struck, Jasmine Keir thought her business was smashed, but the Heathcote Valley artist has literally picked up the pieces to create something new. Ms Keir has been working with mirrors for the past 18 years and until the September earthquake last year was based at the Arts Centre. When the big earthquake struck on February 22, all of her finished mirrors and raw material were smashed, leaving a pile of broken glass knee-deep on her studio floor. Meanwhile, there wasn’t a big market in Christchurch for breakables. After several weeks of despair, she had the idea to create mosaic pieces of city scenes, houses and historic buildings like the Cathedral of the Blessed Sacrament using the smashed pieces. “It’s something tangible that makes sense of what has happened,” she said. While the superstition goes that breaking a mirror brings seven years bad luck, Ms Keir doesn’t have to worry about that because nature has done it for her – she’s has enough broken bits to keep her busy for the next six months. “I do not cut any of the mirror, it’s as it has been lifted off the floor.” She is also calling for donations of more quakebroken mirrors so she can continue her work. “People do say to me just smash some more but the essence of this is it’s from glass and mirror that was broken in the earthquake and that’s the whole soul of it for me.” Ms Keir said the response to her art works had been huge, with buyers from Auckland to Invercargill, showing the quakes impacted the whole country.

Night of kapa haka and song a hit AS 195 kapa haka children and 110 choir children took their places on stage at the Aurora Centre last week, the lights dimmed and the sold out venue quietened - the concert was about to begin. The concert performed by students from the Cotswold, Isleworth, Harewood primary schools and Breens Intermediate was organised due to the cancellation of the Cultural Festival planned for the Town Hall prior to the February 22 earthquake. The festival would have featured primary and intermediate school kapa haka groups from around Canterbury performing waiata (action songs). Kapa haka tutors Travis Cooper and Norm Paul, along with poi tutor Erica Whall, ensured that each school had a different waiata selection and unique haka performances. While there were a few slight technical glitches due to no dress rehearsal, the concert was enjoyed and appreciated by parents and students. Cotswold student Brinna Tipa said her parents kept yelling out her name which made her “a bit embarrassed.� It was the first time on stage for many children.

The recovery of the greater Christchurch area a er the devasta ng earthquakes of 2010 and 2011 is the biggest challenge faced by New Zealand in living memory. The loss of lives, the destruc on of buildings, and the ongoing a ershocks have taken a terrible toll on the greater Christchurch community and the na on. Recovering from natural disasters on this scale has never been tackled before and is uncharted territory for the affected communi es, the councils, business and government. The government recognised the enormity of the task and passed legisla on to establish the Canterbury Earthquake Recovery Authority (CERA) to lead and coordinate the recovery efforts. CERA is working with Te Runanga o Ngai Tahu, Environment Canterbury, Christchurch City Council, Selwyn and Waimakariri District Councils, central government agencies, local businesses and organisa ons, community groups and local people to iden fy priori es, prepare plans and set direc ons for recovery ac vi es. Underlying all the recovery effort is the government's absolute commitment to greater Christchurch and its people. The recovery of greater Christchurch is important not just for local residents and visitors but for the na on. As well as being home to more than 400,000 people the area contributes significantly to New Zealand's economic ac vity and export

sector. Business success is therefore cri cal for a sustained recovery, which includes the private sector re-inves ng in the region to ensure established businesses regain lost capacity and new businesses are able to emerge and flourish in the recovery environment. Recovery is already underway. Since the first earthquake in September, government, local councils, business and community organisa ons, developers and house owners have been making decisions about recovery. Ensuring recovery is sustained and successful requires leadership and coordina on – and that's what government is delivering with the Recovery Strategy. Community input has already enabled the cra ing of a vision and goals that give us all something to work towards, to create a more resilient, a rac ve and vibrant future for ourselves and our families. Reports are surfacing of se lement agreements being made to the detriment of Christchurch homeowners with earthquake damaged proper es, who have accepted offers which ini ally appear financially a rac ve but which are found later to be insufficiently below value.

For a number of reasons the homeowner wanted to move away from Christchurch. Her type of policy meant she could require the insurers to build her a new home, but as she didn't want to stay in the area it was not an op on she wanted to consider. It seemed it was either accept a very low offer, or stay on shaky ground.

Many insurance companies are making offers to their customers to accept a cash se lement but these some mes fall far short of what is needed to reinstate the property. In a recent case, an insurance company quoted an elderly red zone resident $20,000 below what the client was legally en tled to.

A fair payout, this is not. A er a few phone calls to the insurance broker and the insurance company concerned, a property lawyer soon found that the client would be substan ally short-changed if they accepted the quote. If it were not for the lawyer involved, the “right ques ons” would not have been asked, and the somewhat vulnerable client would not have received a fair and full en tlement. In another instance, a woman with an old home in a nice area, found that her property was red zoned a er nego a ons had started with her insurer. The ini al offer from the insurance company to repair the damage to her home was a cash se lement of $15,000. She had already received an EQC

People are not inclined to consult a property lawyer if offers are fair and reasonable, but in this case the offer was clearly not passable. The lawyer concerned argued that they could buy her a new home worth probably three mes the cost of a fair payout. Just six weeks from the ini al nego a ons, the end se lement was $160,000 above the first offer and the client was delighted. The lawyer involved says he has started corresponding on Facebook with residents, for which he has received much apprecia ve feedback. A resounding theme of his advice is telling people to get their own assessment done, independent of the insurers, with or without a lawyer, to nego ate the best possible deal. Another issue seems to be that insurance customers are some mes being asked to sign agreements with contractors when work is being paid for by the Earthquake Commission (EQC). It is per nent that people are aware of the roles and rela onships played by insurance companies, Canterbury Earthquake Recovery Authority, EQC and the Government to make an informed decision. It is understandable that residents want to start rebuilding or to relocate as soon as possible but quick fixes are some mes proving unsa sfactory and more o en than not, taking more me and obtaining expert legal nego ators will pay off, literally. Consul ng an independent property lawyer in stressful and confusing mes such as these has never been more important. The role of a property lawyer in this process is largely advisory and is very much needed in Christchurch where there is a myriad of par es to deal with. By Hannah Grant New Zealand Law Society

THE earthquakes may have cost Christchurch its Rugby World Cup games, but the city has gained the right to officially welcome home the New Zealand team from next year’s London Olympics. A team of 200 Kiwi athletes and 100 support staff will touch down in Christchurch on Friday August 17 and the city will host the welcoming festivities. The New Zealand Olympic Committee (NZOC) had originally planned a competition for cities and towns to show why they deserved to welcome the team back, but organisers changed their minds following the earthquakes. NZOC secretary general Kereyn Smith hoped the Olympic welcome home would provide Christchurch with a real focus. “It’s up to the people of Christchurch to decide just how to celebrate the New Zealand Olympic team’s success. It could be a ticker-tape parade, a

festival in Hagley Park, a concert or even a sports day,” she said. Chef de Mission Dave Currie said Cantabrians had shown courage, determination, commitment and resourcefulness, which was important for the New Zealand team. “If we’re going to be successful on the world stage we need to overcome adversity and take inspiration from where we can and we don’t believe there’s any greater place we can draw inspiration from.” Mayor Bob Parker thanked the Olympic organisers for the “beautiful gift”. The announcement has drawn support from Olympic athletes including cyclist Alison Shanks, shot-putter Valerie Adams and rower Mahe Drysdale and cyclist Hayden Roulston. Heptathlete Rebecca Wardell said it was a real boost for the city’s high performance athletes.

She is among many Olympians who’ve had to shift to keep training – the all-weather tracks at QE2 were badly damaged so she had to relocate to Dunedin. Ms Wardell said her campaign was going well despite injury problems and she aimed to qualify for the Olympics at the national championships in February. “It’s nice just to have a little boost and to have something unique that other cities around New Zealand won’t be having next year so it’s something special for Christchurch, it’s cool,” she said. The NZOC also announced a $200,000 donation to Christchurch - $150,000 for outfitting a temporary high performance training facility and $50,000 in hardship grants for quake-affected athletes. The city will also hold a mini-Olympics next year for primary and intermediate school students.

THE South Island eventing season got underway in earnest at the Sheds NZ National Equestrian Centre at McLeans Island on Sunday. Attracting strong fields from all over the South Island, competition was tight across all levels with riders relishing the fine, warm conditions. Former international Annabel Wigley (Amberley) got a dream start to the season with NRM Enzo taking out the seven-strong Open Intermediate class. Lying third after dressage, Wigley stepped up to take the lead with a clear cross country over the big imposing Stephen Montgomerydesigned course adding just 16.4 time penalties and one show jumping rail to her score, finishing on 61.1. Cust’s James Avery, winner of the inaugural National Young Rider Three Day Eventing title last season, finished second on Amarillo with 73 penalties despite picking up an unfortunate 20 faults for a run out near the end of the cross country. Third went to fellow young rider Katie Rankin on Time To Tango Too on 74.2.

Christchurch, you’re not all doom and gloom LAST Sunday on a clear, crisp,cool morning the landlady and I saddled up the dog and set off to wander through Hagley Park. What “’jewel in the crown” this is for our city. Daffodils, blossom and fresh new green grass make this a picture perfect setting for our city. Hundreds of locals and visitors felt the need to take a stroll that morning and try and put aside the scenes of destruction and devastation that blight the landscape. Acres of open space were set aside for free, public use, 24 hours a day, by our forefathers. As we wondered towards the Fan Zone we became aware that six years ago when the Government and the NZRFU pitched to host the 2011 Rugby World Cup their main push was that they would stage an event to totally encompass a “Stadium of 4 Million.” Sure events conspired to deny Canterbury the opportunity to showcase all the magic things that make our city special A steely resolve existed to still make Cantabrian’s feel a part of the largest

event New Zealand may ever have the opportunity to stage in our life time. It’s not the real deal but it would have been very easy to say” well we will just have to give this event a miss”. We walked on and saw the attempt to bring Lake Victoria back to life. The city needs a lake in the middle of town. Think back to all the activity that took place on this site prior to the earthquakes. Hundreds of ducks, the thousands of young children bringing down yesterday’s bread to feed them and the model yachts gliding across the water. What pleasure it gave and it was all at no cost to anyone! It was then on to the Avon Boatsheds for a coffee and the chance to sit and gaze at the clear Avon River flowing past. You could observe people just sitting quietly absorbed in their own private thoughts. Yes we are still lucky people to be a part of this city. A tranquil area set aside for us to enjoy and it didn’t cost us a cent. Take some time out and count our blessings rather than being at everyone’s throats about the pace of the rebuild!

THE public should have been given more information on QEII and Centennial pools before being asked to make submissions on the central city draft plan, a spokesperson for the Save Centennial Pool group says. The draft plan contains a proposal for a new Metro sports centre featuring an aquatic centre while the area where Centennial Pool is located appears to be marked as a central playground. Public submissions closed on Friday. Save Centennial Pool spokesperson Simone Pearson said there were serious questions that needed answers from council. “What we’re asking for is access to all the engineering reports,” she said. The group had received mixed messages from council after being told at a public meeting that it was uneconomic to repair Centennial Pool and then later by general manager corporate services Paul Anderson that detailed engineering reports were not complete. “Does anyone at the council really know what is going on and

is there anyone at the council who might want to ask what the community wants?” Council general manager of community services Michael Aitken told Mainland Press the council was still awaiting completed peer-reviewed reports and discussions with its insurers. “No decision has been made as to the future of Centennial Pool,” he said. “Any decisions on its future will be made by councillors.” Ms Pearson said she was worried a generation of school children would miss out on having a central city pool before the new Metro facility was built. “Centennial was the most economic pool, it was really well used and the reason, we believe, was because of its location.” She believed the group’s campaign was gaining traction with more than a 100 submissions having been made to council in support of its position and almost the same number of people liking their site on Facebook after it had only been up for a week.

Here is a quick and easy meal for you to try. Cook enough basma rice for 6-8 people In a bowl whisk together two tablespoons of extra virgin olive oil, two tablespoons of red wine vinegar, two teaspoons paprika, good pinch of salt and a generous dash of pepper. When well combined add 450grams of sliced button mushrooms, s r to coat well and leave to stand for about 10 minutes. In the mean me thinly slice two onions (brown variety fine). Place in microwavable bowl, cover with plas c wrap and microwave on high for three minute un l tender. Preheat non s ck pan on medium and if needed spray with quick burst of oil (just enough to lightly

coat and no more). Add two to three chopped chorizo sausages and s r fry for two to three minutes un l sausage begins to colour. Add the onions and saute for further three minutes. Finally add the mushrooms, tossing around for another two or three minutes un l mushrooms are tender. Spoon the sausage/mushroom/onion mix into a large bowl and add the warm rice, quarter up finely chopped parsley, a half cup of chopped, pitted olives (green or black) and half cup of almond flakes. Toss un l well mixed and serve with grilled chicken, lamb chops or pan fried fish. Flavour p: When s r frying sausage, and onion, add two to three rashers of finely chopped bacon.

Diabetes on the rise in New Zealand According to an interna onal study recently published by the Lancet medical journal, New Zealand has one of the world’s worst diabetes problems – partly due to our rising levels of obesity. Professor Rush, Associate Director of AUT University’s Centre for Physical Ac vity and Nutri on, is a specialist in the ďŹ eld of body composi on, energy expenditure and nutri on amongst dierent ethnici es in New Zealand. “Even if we put aside our concerns for the health of today’s children and tomorrow’s, and I don’t think we should, from an economic standpoint, New Zealand cannot aord to ignore obesity,â€? says Professor Rush. “On average in a person’s life they will have seven years of disability. This costs the country money that we don’t have and the increasing incidence of obesity – and related health issues including diabetes and heart disease – means the cost to the country will grow exponen ally. Our understanding has increased enormously over what is driving this disease.â€? Rush says that breaking the cycle of bad health behaviours starts with the right environment.

“There has been a policy push recently, and in public opinion to some extent, toward the idea of diet and health being wholly about personal choice – the idea that educa on should be enough to make people make be er food and lifestyle choices and to be healthy as a result. This approach ignores the huge environmental factors that are at play. So much of our long-term health is determined before we are even born. Obesity and chronic disease such as type 2 diabetes and cardiovascular disease can have its origin in the nutri on of the mother while pregnant.â€? Rush’s research projects are directed towards the preven on of disease across the life cycle. At present in New Zealand she is looking at the best ways to treat gesta onal diabetes and in Pune, India is assis ng with projects looking at maternal nutri on and eects on future health. “For two people of the same weight and height, there would be much less fat and more muscle in the PaciďŹ c individual as compared to an Indian individual yet they have the same risk for diabetes. This has huge implica ons for the way we screen and look for risk of obesity in dierent ethnic groups.â€?

Screening of Ngaio Marsh film A ONE night only screening of the acclaimed NZ film, Ngaio Marsh – Crime Queen is to be held later this month to raise funds for the new Court Theatre, The Shed, in Addington, opening in December. Film maker, Aileen O’Sullivan says the evening event called Ngaio On The Quake Case, celebrates the life of one of Christchurch’s most internationally renowned and acclaimed citizens. “Dame Ngaio loved her city and she loved the theatre; this is her night to help out,” she said. The evening would introduce the film makers to the audience after the screening. “It will be relaxed and enjoyable and a great opportunity for the audience to see the film on the big screen and meet the filmmakers like actor and former Court Company member Peter Elliott.” When: Monday September 26, 2011, 7.30pm.
