THE cost of education, getting the country out of debt, the sales of state assets and support for new technologies have all been raised as key issues for Christchurch voters this election. Mainland Press sought out a variety of voters including a teacher, a mum, senior citizen, tradesperson, employer and someone who was casting their vote for the first time to ask what were the important issues for them this election and how they would affect their vote. Teacher and managing director Craig Fortune was worried about teacher redundancies in Canterbury because of the earthquakes. “The cost of education is one of the biggest issues for me. There’s no free education in New Zealand anymore and schools are run like businesses. National standards in primary schools

and the NCEA need to be revisited by an independent body. Funding is important as many schools are now in debt. Attention also needs to be paid to class sizes as research shows that smaller class sizes improve learning. All of these issues are important for me with the election coming up.� Student and first-time voter Ellie Toner said she would probably vote for National as she supported their policies rather than Labour’s. However she didn’t agree with National’s free trade ideaology. Self-employed builder Lindsay Wilson said the costs associated with running your own business would influence his vote. “I’ve just seen something by the Greens where they talked about tax changes for small

businesses. People spend a lot of time – two or three days a month – working on their tax, GST and insurance, all that goes into running a small business. That’s horrendous for us – a major cost. There’s a lot of expenditure going into business.� Mel McQuarrie, who is mum to one-year-old Brylee, was focused on the long-term plans for bettering the country. “Like with Kiwisaver and things like that and saving money and not spending and getting our country into more and more debt.� Senior citizen Joyce Walker said she would vote for National’s John Key but she was disappointed about its policy on state asset sales. “That has made him very unpopular with a lot of people but the opposition really doesn’t

RULE changes brought about by the Canterbury Earthquake Recovery Act will enable a new permanent landfill to be established at the Burwood Waste Recovery Park. The site, called a waste ‘cell’ would take earthquake-generated demolition waste, liquefaction silt and infrastructure waste for about the next six years. Environment Canterbury (Ecan) and the Christchurch City Council said if waste had to be moved to Kate Valley regional landfill, near Amberley, the operation would have taken up to three years longer. Christchurch mayor Bob Parker said it was also important to reduce the number of truck movements to and from the site and Kate Valley for local resi-

dents and people living near the arterial routes. He said opening the new landfill cell would keep disposal and recovery costs to a manageable level. Materials like asbestos and other hazardous wastes would still be trucked to the regional landfill, but most materials unable to be recycled or reused, which were not hazardous, would be disposed of in the new Burwood cell, Mr Parker said. “It is estimated around half the waste trucked to Burwood will be recovered and re-used,” he said. Ecan commissioner Peter Skelton said it was essential the coastal aquifer, which is part of Christchurch city’s groundwater zone, was well protected by consent operating conditions, which Ecan would monitor. membrane inserted between the landfill and the shallowest aquifer and upwards hydraulic pressure combined with the fact only inert and low-risk materials would be disposed of there, would provide that protection, he said. The councils said they would consult with affected parties including Te Rūnanga o Ngāi Tahu, the Canterbury District Health Board, Burwood Pegasus Community Board, the Parklands and Queenspark residents associations and park neighbours about the conditions and details of the consents for operating the new cell. They also welcomed central government funding of $2.5 million to help pay for machinery to process material on the Burwood site for recycling and recovery projects like roading.

WITH Election Day tomorrow, Mainland Press asked six political parties what they thought were the important issues for Christchurch and what they would do to address them.

The people of Christchurch have suffered an enormous loss. Some have lost colleagues, friends and loved ones, others have lost housing and workplaces, all have lost some of the city’s greatest treasures. Immense rebuilding is now necessary, and quick. The question is; what can the central government do to help it happen? ACT believes the most important single thing is actually reducing bureaucracy. The Resource Management Act is out of control and slowing down projects up and down the country. In Christchurch these delays are more costly than anywhere. ACT will streamline the RMA to make rebuilding Christchurch faster. The Green Party earlier this year produced a comprehensive report (available at http://www.greens.org. nz/visionchristchurch) looking at the challenges we face in rebuilding Christchurch as a 21st century ecocity. We consider the Christchurch rebuild should be regarded as an ‘issue of national significance’. It should be paid for through a nationwide levy. People on $48,000 to $70,000 would pay an additional 1.5 percent income tax, while those on over $70,000 would pay an additional three percent. This would return some $5 billion over five years. The Green Party is the only one proposing a dedicated revenue stream to be used exclusively for the rebuild. Labour has practical policies to kick-start Canterbury and speed up the stalled recovery. Labour will purchase an initial 1500 sections to be sold to red-zoned residents at cost; keep the promise Gerry Brownlee broke to compensate homeowners for improvements made after their rating valuation; release all available geotechnical information so homeowners can have confidence in their land zoning; resolve the insurance gridlock by intervening in the insurance market as a last resort; tackle the youth unemployment problem by training local people to fill the skills gap and establish an independent insurance commissioner.

There is a massive range of issues for Otautahi spanning from land zoning and insurance, to the need for advocacy. We are working with Ngai Tahu to ensure Maori are included in our city’s design and development. We are concerned at the way some Christchurch loan sharks are taking advantage of vulnerable citizens. We will introduce an inquiry to shut down loan sharks. One of our key priorities is to eliminate whanau poverty. We are also committed towards getting wider participation in Whanau Ora, to establish Maori solutions to our issues; and restore a sense of self-belief in our communities. The most important issue confronting New Zealand is to keep our debt down and create real jobs. Of course Christchurch and Canterbury have particular needs and National remains committed to rebuilding this great city after the devastating earthquakes. Half of this year’s budget deficit is related to the earthquake rebuild. Our plan includes among other things, receiving and assessing the CBD recovery plan, providing certainty by finishing the orange zone classification process, and starting construction of a 17,000 seat temporary stadium at Addington so Cantabrians can enjoy the benefits once again of hosting large sporting and cultural events. Get on with a simple plan to rebuild Christchurch and impose a special levy to help pay for it. New Zealand is known to be an earthquake-prone country but has never been prepared for the “big ones”. The government should set up a small special earthquake tax levy immediately. Stable land outside the danger zones should be taken under laws that already exist and set aside for rebuilding homes. We need to set up our own insurance company once again. Why? Because if there is one certainty in these uncertain times it is there will be another severe earthquake.

The Government last month announced three new categories for residential foundation designs for flat residential green zone land. Historic building reopens in central Christchurch THE first historic building in central Christchurch to be restored and reopened since the February earthquake is being officially reopened today. Work to strengthen and restore the NG building at 212 Madras Street, originally Bain’s warehouse, started three days after the quake, owners Sharon Ng and Roland Logan said. “A team of friends pitched in to help us.” Prior to February 22 the building housed a fashion boutique, a café and an art gallery. The boutique reopened for business on September 30. “The gallery and café won’t be reopening but we are hoping to open a bar in the former gallery area,” Ms Ng said. The National, a contemporary jewellery gallery formerly located on High Street, has taken space in the building. More businesses will be located there when the refurbishment is complete. Husband and wife Ms Ng and Mr Logan have been restoring and renovating the heritage building since 2003. In 2009 they were awarded a Civic Trust Award for their innovative use and care of the building. “When we purchased the building from Kenneth Bain we promised him we would look after it – and that’s what we have done. Red zone bus hours extended ONGOING demand for the CBD red zone bus trips has prompted the Canterbury Earthquake Recovery Authority (CERA) to extend the hours of operation. Buses can now be booked on Saturdays from 1pm to 7pm and on Sundays between 9am and 7pm. To date the bus trips have attracted almost 13,000 people, representing 97 per cent of the initial capacity. A Cera YouTube video of the CBD route, with commentary from the general manager of demolitions Warwick Isaacs, is also proving popular. Town Hall organ has ‘minimal’ earthquake damage THE organ in Christchurch Town Hall’s main auditorium has sustained ‘unbelievably minimal damage’ following recent earthquakes, a report says. The report was prepared for Christchurch City Council by Wendelin Eberle, president of Austrian company Rieger-Orgelbau, which built the organ. It said the 14-year old organ’s structure, and its delicate mechanisms were undamaged. It recommended some of the organ’s pipes would need to be replaced or repaired as they were damaged. The organ will also need to be cleaned,

revoiced and tuned. This work will most likely be covered by the council’s insurance. “Compared to what happened in general, the damage to the organ is unbelievably minimal. There’s nothing which can’t be repaired or restored and only a few pipes have to be replaced,” the report said. During his visit from Austria to inspect the organ this month, Mr Eberle also stabilised it and its damaged pipes to prevent any more damage occurring. A LONG history and the ability to tell customers exactly what’s in each jar were the keys to landing a significant export deal with an Asian supermarket giant, according to New Zealand’s oldest honey manufacturer. Airborne Honey products were recently launched in more than 100 E-Mart stores – South Korea’s largest supermarket chain. THERE’S something creating a stink in Fendalton. Resident and businesswoman Rachel Alexander, of Alexanders Internet Marketing, woke up on Tuesday wondering what the disgusting smell was at her home office. “I thought it must have been a dead mouse brought in by the cat.� While searching for the missing mouse she realised the stench was coming from a plant that she had never noticed before in her eight years’ living there. An online search revealed it to be a rare plant called devil’s tongue, which takes ten years to bloom and only flowers twice in its life span. Even though it smells like rotting flesh, which is to attract flies to pollinate it, Ms Alexander said it was quite a gorgeous colour. She said people were welcome to drop by Alexanders Internet Marketing, located at 166 Fendalton Road, to see and smell the devil’s tongue, but it would only be flowering until Monday.

The tui bird’s return to Akaroa and its surrounding bays is being celebrated in the form of a calendar following a successful programme to re-introduce it after a three-decade absence. The Banks Peninsula Conservation Trust, which was responsible for releasing 72 birds at Hinewai and Otanerito in 2009 and 2010, teamed up with photographer Lew Matthews to produce a 2012 calendar. Called Tui and Friends, it includes images of tui, bellbird, kereru, silvereye and fantail, all photographed on Banks Peninsula, many of them in Akaroa. The calendar is now on sale at outlets on the Peninsula and through the trust’s website and the funds raised will go to the trust for further monitoring of tui and predator control.

ne thing I openly admit to is being obsessed with food. As soon as I have finished one meal, I am thinking about the next. Nothing unusual about that at all. Although, what amuses me is that this confession o en makes people laugh and I’m not totally sure why. I don’t normally hang around long enough to ask because the answers will probably confirm what I know deep down, which is that I will never be a size six, crave le uce leaves, or drink spirulina. Rhubarb enjoys a fer le, well-drained soil in full sun and loathes wet feet, which is good for all those living in the CCC areas on water restric ons. It doesn’t like sandy soils unless plenty of manure, compost, and organic ma er is added. To promote more stems, keep plants well-watered through the dry periods. Don’t panic if plants get dry; they will bounce back once it rains again or watering recommences. I put layers of straw around my plants (out of the stable complete with smelly horse poo) and walk away. Apply a general, well-balanced

fer liser once a year in spring. Rhubarb will happily grow in a slightly acidic soil. Watch out for slugs and snails as they can quickly shred the lush leaves. The only downside to rhubarb is that the leaves are poisonous, but this is only a problem if you decide to feed them to anyone or anything such as chooks or animals. Leaves can be composted or added to your green waste recycling. Pick when the stalks are thick enough or it’s up to you! Larger stalks can some mes taste bi er and become woody. When harves ng, grasp a stalk ďŹ rmly close to the ground. Twist and pull the stalk and it should break free of the plant. Do this carefully as you don’t want to break o new shoots while you are picking your crop. If you can’t twist the stems easily, cut the stems as close to the base of the plant as possible.

THE referendum on the voting system being held in conjunction with tomorrow’s general election will give us the opportunity to say how our MPs should be elected in the future. When we go to vote, we’ll be given two ballot papers: our normal orange ballot paper for electing MPs, as well as a purple referendum ballot paper, which is in two parts. Part A asks whether we want to keep the mixed member proportional (MMP) voting system or change to another voting system. No matter how we vote in Part A of the referendum, we should also vote in Part B. It asks: “If New Zealand were to change to another voting system, which voting system would you choose?” It gives us four options to choose from:

It’s not difficult to come to grips with the concepts behind the five voting systems. They fall into three broad families based on the outcomes they tend to produce. FPP and PV are examples of “plurality-majoritarian” systems. The larger parties (and especially the winning party) tend to win a share of seats in Parliament larger than their share of all the votes, and it is difficult for small parties to win seats. As a result, FPP and PV often produce parliaments where just one party has a majority of the seats and can thus form a government on its own, without the need for coalitions. MMP and STV are both types of proportional representation. This means that big and small parties tend to be represented in parliament in numbers that roughly mirror their share of votes. As a result, it’s more difficult for one party to form a government on its own and usually requires coalitions or agreements between parties. SM produces a parliament that is mostly elected by FPP; only one-quarter of the seats are proportional. Larger parties are likely to win the lion’s share of

The 125kw 2.4 litre petrol engine is eager to please. Performance is reasonably effortless, but is not delivered with a great deal of verve. What we have here is a competent, but benign, motor. Transmission has been recalibrated, giving a 10 per cent improvement in its fuel economy. Longer-legged gearing for lower fuel consump on lacks the aggression to give the motor a strong launching pad from standing starts and for in-gear accelera on. As a lifestyle vehicle, it offers a variety of rack a achments to carry larger items. A high load floor limits the amount of luggage you can cram behind the rear seat. I easily nego ated the test vehicle along a few bumpy and bony riverside tracks, but when you consider its 4WD pedigree, it’s hardly surprising.

Just two petrol-powered 4WD automa cs of the Patriot are offered: ‘Sport’ priced at $39,990 with a $4000 step up to the ‘Limited’ supplied for this road test. Most of the really meaningful changes are below the surface with increased ride height for off-road driving, upgrades to the steering, suspension, and the cabin. Some reworking of the suspension allows the Patriot to be pushed a bit harder and with greater confidence around corners. Unless severely provoked, it has good ride and handling.

Chasing our cricketing ‘ashes’ THE New Zealand Black Caps are about to start their campaign to capture what are really our cricketing ashes. As every Kiwi knows, any sporting clash with our neighbours across the Tasman has very special importance to us. If there is any country we like to get one over on it has to be Australia. Some sporting encounters are easier than others are when we take on the ‘lucky country’. Rugby, bowls and even sailing are always a royal chance for us to take the honours. When we tackle rugby league, netball and cricket, though, it always proves to be a whole lot more difficult. Sure, from time to time we do manage to get up and over them but not often enough by any stretch of the imagination to go into those encounters as favourites or certainties to take out the top prize. As our cricketers prepare to take on the guys in the ‘baggy green caps’

they will be only too aware that this is not an Aussie team chock-full of world-class talent the likes of which we have clashed with in the past 30 years. But underestimate them at your peril lads! The only certainty in this two-test campaign is that the Aussies will give you nothing, you will have to win fair and square on your own efforts and abilities. Australia is certainly not an opposition that will do us any favours, so guys – don’t expect any!

DURHAM pace bowler Mitchell Claydon will return to play for the Canterbury Wizards this season. Claydon had a very successful stint with the Wizards last season capturing 12 oneday wickets in only five matches. He returns to Canterbury after a very

successful twenty 20 campaign for Durham in England in which he was the secondhighest wicket taker for the county. His one-day figures were even better, capturing 21 wickets to be the second-highest wicket taker in the country in the Clydesdale Bank 40 domestic competition.
